A GOOD NIGHT’S WORK THE brazen manner in which suspected smugglers had the audacity to engage in a running battle with the Zambia Revenue Authority (ZRA) and security agencies is not a laughing matter. This happened on Monday around 22:00 hours and involved firing of warning gunshots and stones being thrown among others after the ZRA intercepted a truck carrying suspected smuggled alcohol. That smugglers could even resort to use of force shows to what lengths smugglers are prepared to go in their attempts to undermine the government by breaking the law with impunity. The battle, which happened around 22:00 hours, involved firing of warning gunshots and stones being thrown among others. Thankfully though, no officer was injured in the fracas.
From the narration given by ZRA Corporate and Communications Manager, Topsy Sikalinda yesterday, it is obvious that the smuggling racket they curtailed has been going on for a long time. But as the saying goes, the long arm of the law will always catch up with crooked elements, and in this case, one of the culprits is in police custody. According to Mr Sikalinda, the driver of the truck which was intercepted in Kafue upon passing the Chirundu border disobeyed the officers by driving to COMESA market at breakneck speed instead of taking it to the Makeni Enforcement Centre for further inspections. ZRA activated a team to intercept the truck in Kafue when it noticed some discrepancies in documentation after it was cleared at the Chirundu border. When the truck reached Makeni roundabout, instead of the truck turning, the driver decided to proceed into town with an officer on the truck and escort behind, says Mr Sikalinda. The truck driver disobeyed instructions from the ZRA officer on board which forced him to tackle the driver physically near the Carousel traffic lights. At this point, a group of smugglers emerged from COMESA and started attacking ZRA officers. “Our officers had no choice but to retreat and called for reinforcement from both the Zambia police and within, a team then moved back to site only to find the truck had been moved despite us puncturing the tyres before leaving it,” Mr Sikalinda said. We are glad though that the ZRA team launched a hunt for the truck which was finally found in COMESA market around 22:00 hours. The authorities must investigate this smuggling racket and get to the bottom of it. It is quite clear the COMESA Market is the hub of the smuggling racket where the alcohol is distributed. If anything, officials at COMESA Market must be taken to task. They must know what goes on during the night when the contraband is offloaded. This also explains why alcoholic drinks are so cheap at COMESA. After all, they do not pay any customs duty and are therefore able to sell cheaply unlike licensed dealers. The ZRA must be commended for taking the smugglers on even at the risk of their lives. Just a few weeks ago, ZRA Commissioner-General Kingsley Chanda announced that his management had adopted a pragmatic strategy to fight and stem the rampant smuggling going on in the country. Among the measurers, Mr Chanda announced were that the ZRA would report erring officers to the law enforcement agencies for criminal prosecution as opposed to taking administrative action against them. “We are also aware, and let me be honest here, that these smuggling activities, in fact most of them, are facilitated by our officers,” said Mr Chanda. With this warning, smugglers ought to realise that their days are numbered. They cannot continue flouting the law with impunity. Enough is enough.

GOVERNMENT has released K585 million to pay retirees. Public Service Pension Fund Board Chairperson, Barnaby Mulenga, said the funds had been released this month in order to pay off the retirees who gave a service to the nation. Mr Mulenga who is also Ministry of Mines and Mineral Development Permanent Secretary, thanked President Edgar Lungu for his intervention to ensure that retirees and their welfare was looked into. He told Journalists yesterday the Fund was grateful for extra funds which had been released by Government to clear the retirees. “Remember that in April this year the Fund also got a K500 million. So this helps in clearing a number of cases. Last time when we were funded with K500 million we cleared about 1529 cases,

Ban on Lusaka, Kitwe councils timely, says opposition By SANFROSSA MANYINDA THE Leadership Movement has commended the decision by Local Government Minister, Charles Banda, to suspend Lusaka and Kitwe City Councils. According to the opposition party, the suspension was timely and would serve as a warning to other councils that were allocating land illegally. Party National Youth Coordinator, Chalwe Chandalala, told the Daily Nation that it was important that all well-meaning Zambians supported the decision of the Minister. “The suspension of Lusaka City and Kitwe City councils and their councillors is a good move and all we can say is well done Minister,” he said. Mr Chandalala said that the party would always support decision taken in the interest of the country and called upon on the Minister to suspend other councils that were involved in illegal allocation of land. He advised leaders to have a sense of public shame and concentrate on delivering proper service to the people. The opposition leader said it was sad to note that illegal land deals in Zambia had become the order of the day. “The other solution to stop these illegal allocations of land is to give the Zambian people the long awaited land policy they have been crying for,” Mr Chandalala said.
Court reprimands ‘masked’ fake accused person By RABECCA BANDA A LUSAKA woman has been reprimanded for pretending to be an accused person at the magistrates court by `sitting in’ for her absent sister, the real accused person. This was in a matter before magistrate Nsunge Chanda where Beauty Mwanza and Lenny Musonda are accused of obtaining pecuniary advantage. When the matter come up for trial yesterday, both accused persons appeared to be present when in fact one of them was not an accused person, but someone sitting in for her sister. This came to light when the public prosecutor asked the complainant . Monde Mulala to identify the accused persons. She identified Mwanza but could not recognize the second accused even after
removing her mask. To the surprise of the court, the woman then revealed that she was sitting in for her sister Musonda because she was unwell. Magistrate Chanda said it has never happened that another person sits for trial on behalf on an accused. “ I will lock you up for pretending to be an accused. If the accused person is absent you were supposed to say. What if I decided that you won’t go home, what would you have done?,” she said. Magistrate Chanda told the woman that only accused persons sit in the accused dock. Magistrate Chanda said she does not blame her because the lawyer Mr. Patrick Chulu is aware of procedure and should have guided. Ms. Monde Mulala 28 of Chelstone said between March and February 2019, a colleague Hazel Musoni approached
her and asked her if she was interested in joining a village banking group called excel banking. She said she wasn’t familiar with it but Ms. Musoni explained to her how it works. She said she paid a K100 registration for membership and that her contribution will increase by 20 percent per month. She said she saved K7,500 and was told that she was going to receive K13,459. She said she was sending her monthly payment to Musonda through her Airtel money account. She said she did not receive any money and that Musonda and Mwanza kept promising to pay but never did. She said Mwanza told her that she was willing to pay half the count owed to her if she withdrew the matter. The court could not continue with trial as Musonda was absent.

Mr Mwamba, a former UPND vice president for administration, said the PF cannot waste time to assassinate the opposition leader because he was a political nonentity. He said in an interview, "assassination of Mr Hichilema is not in the best interest of PF and the nation, moreover he is not a threat such that people can think of hindering him to contest an election. "We already know that when Mr Hichilema contests the polls he will lose so why can we waste our time on him. “When I was in UPND, Mr Hichilema used to tell us several times that they want to eliminate him but we used to ask him if there

Meanwhile, Mr Mwamba said the UPND has realized it was not matured enough to win an election that was why it was running to the EU reporting issues that had no basis. He said it was not the first time the UPND was writing to the EU and to other international organisations but nothing was done because they knew the UPND leaders behave like cry-babies. "I was in the UPND and I saw a number of letters the UPND sent to international organisations which did not even have a basis and what they have done will not even be taken seriously because these international organisations know the UPND very well," Mr Mwamba said.

ARAMOUNT Chief Chitimukulu should leave the throne and join politics if he does not have serious issues to discuss and only wants to politick, United Party for National Development (UPND) deputy secretary general, Patrick Mucheleka has said. Mr Mucheleka said there were many serious issues affecting subjects that Paramount Chief Chitimukulu could be addressing instead of politicking. He was reacting to Paramount Chief Chitimukulu’s revelations that Mr Mucheleka and his party, were plotting to dethrone him if they formed Government in 2021. the country was indebted to health workers for continuing with the fight despite being affected. "We are happy that health workers have remained focused as frontliners and have not shown any reluctance up to this point," he said. Dr Malama expressed the need for citizens to change

THERE are political elements that are sponsoring fake prophets to cause civil strife in the country and to scandalise President Edgar Lungu, New Congress Party (NCP) president Peter Chanda has said. Mr Chanda warned that those who were trying to scandalise President Lungu were invoking a curse upon their lives because the presidency was a blessing from God as the bible was clear that no one can curse what God has blessed. He said there was no rift between the Tongas and the Bembas and that there was equality in the composition of the Cabinet. "There are some political elements using some social media platforms that want to cause tension between the Bembas and the Tongas but the fact is that there is no civil strife between the two tribes," Pastor Chanda said. He said the unprecedented development that the government had taken to the Southern Province proved that the President had the vision for the whole country. Mr Chanda said Southern Province had a newly built administration offices with houses being built and that Choma, the provincial headquarters was being transformed. He said those scandalising President Lungu were the ones with no agenda for the country, no wonder they were sponsoring fake prophets to paint the country and the President black. “I am calling upon the church to intensify prayers and pray for peace in the country because some opposition leaders are planting a seed of discord which will not germinate because Zambia was a Christian nation and the hand of God was upon it,” Pastor Chanda said.

THE manner in which Government is handling the Konkola Copper Mines (KCM) takeover by another investor is on the right trajectory, a mining expert has observed. Mr Edward Simukonda said he was pleased that Govern-
ment was taking all precautions to find the best investor to takeover KCM, be it a local or foreigner that would manage the company well. Mr Simukonda said he was aware that Government did not want to rush to engage an investor but was being cautious to ensure success of the pro-
cess. He said in an interview yesterday that Government wanted to engage a lifetime partner that would not let them down in the short term. “They want a situation like it was with Anglo America that worked with Government for a long time before even some of
us were born. So that is kind of angle they are looking at. “So this is where they are in bringing in investment at KCM, I think this is the right decision because even Zambians do not need an investor who only want to come and wipe out minerals and then leave them in the cold after just a few years,” Mr Simu-
konda said. Mr Simukonda said it was important that Government had optimum time to identify a lifetime investor that would put the interest of the country first. Recently, the Ministry of Mines Permanent Secretary, Barnaby Mulenga, said the liquidator had talks with various
interested investors that wanted to take over operations of the giant mining company. Mr Mulenga said once the court case between Government and Vedanta Resources was concluded, it would identify a suitable equity partner that would manage the operations of the mine well.

THERE are no National Registration Cards (NRCs) that are being issued secretly to any political party members, those claims are false, the Ministry of Home Affairs has said. The ministry’s public relations officer Mr Cephas Chifuta said it was not only false but misleading for individuals to claim that government was secretly issuing NRCs to ruling party members because that was not possible. In an interview, Mr Chifuta said all eligible citizens regardless of political affiliations are given equal opportunity to obtain NRCs.

Mr Chifuta said the issuing of NRCs were openly done to all eligible Zambians at the district offices across the country throughout the year. "There are no NRCs being issued secretly. The only thing you can do secretly is when you are alone, the moment you engage a second person it no longer remains a secret," Mr Chifuta said. “We do not understand where these accusations are coming from, if they are saying NRCs are being issued secretly or openly to PF members, are we issuing them second or third NRCs because for one to participate in the political activities of the nation, one should have a copy of an NRC already. That is simple civic education.” He said all the district offices were operational and everyone is allowed to go and acquire the national identity card any time. Mr Chifuta also said even after the mobile national registration was over, the offices in the whole country shall continue issuing NRCs to eligible Zambians.

OME opposition politicians claiming to have solutions to the problems facing the country today were the architects of privatisation of mines which has brought untold poverty and misery in various communities, a political activist Kelvin Chipili has said. Mr Chipili said it was tantamount to fooling Zambians for an architect of the poorly executed privatisation to claim to have solutions to the economic challenges the country was facing. In an interview after a community meeting in Ndeke ward of Kamfinsa constituency in Kitwe, he said
Zambians must seriously probe how some people executed the privatisation of the mines and ensure that they were not brought closer to public property. Mr Chipili said the reckless manner in which the privatisation of the mines was executed was a clear indication that some people were selfish and greedy and wanted everything to themselves. "If a person is given a task to be the architect of privatisation and then he under-values some of the property so that he or she can buy it, then he is a greedy and selfish person. He wants everything to himself. "Such people should not be brought closer to oversee public property because
they can sell the country. After doing the damage in the mines, he comes back to claim solutions to the problems and challenges facing the country today,'' Mr Chipili said. GOVERNMENT will amend the procurement Act to improve the standard of Government infrastructure, Minister of Works and Supply Sylvia Chalikosa has said. Ms Chalikosa said Government intends to amend the law

POLICE in Lusaka have recovered several stolen items from five criminals who are alleged to have been involved in various criminal activities such as murder, rape, aggravated robbery and unlawful wounding in Kabangwe, SOS, Ngwerere and Kabanana areas. Among the items recovered from the five suspects who targeted mostly women are mobile phones, clothes, hand bags, travelling bags and instruments used to hack victims. Police public relations officer, Esther Katongo has called on the public who could have been victims of attacks to go to Emmasdale Police Station to help identify the recovered items and suspects. She said in a statement that some of the properties had been identified by owners, while others have not yet been identified. "As announced by the Minister of Home Affairs, police have in detention five suspects in connection with various crimes committed in Kabangwe, SOS, Ngwerere and Ka-

‘MINES SHOULD RETURN ILLICIT FINANCIAL OUTFLOWS’

INING businesses should refund some of the gains enjoyed from illicit financial outflows, tax structures and transfer pricing to contribute to the post Covid-19 economic recovery. This should be an offer by
the Chamber of Mines to the parent companies of mining businesses, says a consultant, Wala Chabala. Dr Chabala said this measure alone would ensure that several billions of dollars were returned and retained in Zambia and would be mitigating some of the adverse impact of Covid-19 on the economy. He said this in his paper dubbed “It’s a Love-Hate Relationship Between Government and The Mines.” He was responding to a policy brief for a postCovid-19 on the Zambian economy launched by the Zambia Chamber of Mines dubbed “A Road to Recovery.” Dr Chabala said the Chamber would cement its relationship with Government by bringing to the table one or two owners of mining companies to commit to paying back billions of dollars to go towards the costs of mitigating the impact of Covid-19. He said this measure would
commit to start 2021 on a new footing of no illicit outflows, no adverse tax structuring, mis-invoicing and transfer pricing. Undoubtedly, Dr Chabala explained, that would go a long way to turning around the fortunes of the Zambian economy post-Covid-19. “Given the adverse impact of Covid-19 on economies, with Zambia projected to have its GDP grow -5.1 percent in 2019, it would have been a greatly welcome gesture if the Chamber of Mines were to bring an offer from the parent companies of the mining businesses to refund some of the gains they have enjoyed from illicit financial outflows, tax structures, transfer pricing,” he said. Dr Chabala encouraged the Chamber to put in its policy prescriptions for members to embrace more environmentally and socially beneficial business practices such as impact investing and shared value strategies.
Such practices, he said, would potentially ensure that the miningbusinesses avoided engaging in some of the dark sides of their trade and instead promote value-addition to the minerals in the country. Dr Chabala explained that the major reason Government turned to increasing mineral royalty as a means of taxing the industry was because the mines resorted to complex tax structures to avoid paying taxes on profits in the country. “And when the mining sector appears to mock the government that it is because it is poor at tax administration that it chose to burden the sector with simple mineral royalty tax, this cannot promise well. “The Government must passionately hate it that some of the mining companies would resort to mis-reporting the assays of the minerals they are due to export out of the country to try to minimise the mineral royalty tax that would fall due to the government,” Dr Chabala said.

iv) Export Promotion: With the emergence of AfCFTA, Zambia must maximize its land-linked connectivity and exploit its comparative advantages. This entails safeguarding domestic industry from external dumping while accordingly upscaling domestic competitiveness. This requires an enabling tax policy that supports the development of globally competitive non-traditional exports which can compete favourably in regional and global markets. This requires a review and subsequent updating of the strategy with respect to the development of Multifacility Economic Zones (MFEZs) and Industrial Parks to ensure that domestic value chains are strengthen and contribute positively to employment and wealth creation. v) Promotion of Domestic and Foreign Direct Investment (FDI): Both Domestic and Foreign Direct Investments (FDI) must be equally encouraged, through incentives that support Greenfield, Brownfield and Start-up capacities by compensating for capital investments i.e. Tax holidays, Tax waivers on Capital equipment and investments in infrastructure. In this regard, the tabling and enactment of the following key legislation is critical to setting a clear direction with respect to the nature and structure of incentives for growth with respect to domestic and foreign investors, as well as their administration; the Zambia Development Agency Bill (ZDA Bill) and the Investment, Trade and Enterprise Development Bill (ITED Bill). We look forward to active participation in the 2021 National Budget Consultative Process.
Republicans introduce $1tn pandemic recovery plan
JOHANNESBURG - The International Monetary Fund’s executive board has agreed to extend a $4.3 billion (R70 billion) loan to support South Africa’s response to the impacts of Covid-19 on the economy. The decision comes after months of engagement between Treasury and IMF management, and it is part of R95bn being sought from multilateral institutions to support job creation, protection and businesses negatively impacted by the Covid-19 pandemic. These loans are accounted for in government’s R500bn stimulus package to support the economy. So far both the New Development Bank and the African Development Bank have agreed to loans of $1bn and R5bn respectively. Geoffrey Okamoto, First Deputy Managing Director and Chair of the IMF, noted that SA authorities responded “swiftly” to the crisis. The IMF said that SA had committed to manage the emergency financial assistance with “full transparency and accountability.”

The Canadian exploration firm said it had received several expressions of interest in the Platreef palladium, platinum, nickel, copper, rhodium and gold project from streaming companies. Ivanhoe is also continuing strategic discussions over its Kipushi copper project in Congo. Ivanhoe’s executive co-chairman Robert Friedland said surging copper, silver, and gold prices have triggered interest from various companies and lenders wanting to invest in the projects. “That level of interest requires that we critically examine these opportunities, which we are now doing,” he said in a statement. Old Mutual to move Zimbabwe listing as currency war escalates HARARE - Old Mutual is poised to stop trading its shares on the Zimbabwe Stock Exchange, the latest step in the government’s efforts to bring order to its chaotic foreign-exchange market. The insurer agreed to move its listing to a new bourse in the country that will only deal in foreign currency, three people with direct knowledge of the matter said. The deal came after talks on Monday between representatives of Old Mutual, the Treasury, the Securities and Exchange Commission of Zimbabwe and the ZSE, the people said, asking not to be identified because negotiations were private. The government of President Emmerson Mnangagwa has blamed a plunge in the local currency on the 175-year-old insurer’s share price. Companies were using the so-called Old Mutual Implied Rate to determine the forward value for the Zimbabwean currency by using differences in the dollar values of the company’s securities in London, Johannesburg and Harare. By eradicating the implied rate, the nation’s ruling party is seeking to end a multitude of exchange rates used by Zimbabweans to navigate the country’s myriad economic challenges.

WASHINGTON – US Senate Republicans have proposed spending an additional $1 trillion to address the economic damage caused by the coronavirus pandemic. The plan includes $100bilion for schools and issuing stimulus payments of up to $1, 200 to most Americans. Under the plan, the payment would replace a $600 boost to unemployment benefits during the pandemic. The proposal sets the stage for negotiations with Democrats who have called it “totally inadequate.” The US has already spent more than $2.4tn on virus relief measures, sending billions of dollars in aid to businesses and individual households. But economists have warned since the spring that more would be
necessary. Senator Mitch McConnell said Republicans wanted to see how existing programmes were working, but had now produced a “tailored and targeted draft” to address the economic fallout of the pandemic. The proposal would reduce the $600 weekly unemployment benefit supplement to $200 until states can set up a more targeted system that replaces 70 percent of a person’s previous wage. The reduction reflects worries that the current benefits discourage workers from returning to work, since an estimated two thirds of recipients are getting more from unemployment than they did working. McConnell said Republicans “want to continue” the unemployment supplement, which expires this week. “But we have to do it in a way that does not slow down reopening.” As well as money for direct payments to families and to help schools, Republicans said they want to put in place legislation to shield businesses from workers’ coronavirus health claims. – BBC.

Can minister of Local Government suspend councillors and mayors? The other argument is that mayors are not councillors? That argument was tested in the Constitutional Court in the case of Christopher Shakafuswa (now LCC Deputy Mayor) and Isaac Mwanza (author of this commentary) vs Attorney General (2018). In the very sound decision of the Court, one has to read pages 25 to 27 of that judgment to understand that mayors and council chairpersons are councillors. The Court correctly interpreted that a mayor or council chairperson is “one class of the three different types of councilors” recognised by the Constitution. In short, the Court explained that “while on the one hand a ward-based councillor and a mayor or council chairperson are both councillors” on the other hand, the only distinction drawn between them is how a person ascends to one office or the other. In short, the mayor and council chairperson are both councillors and the Minister of Local Government is empowered by the Local Government Act to suspend ALL councillors, without exception. Arguing otherwise would be tantamount to saying that the Speaker has no power to suspend an MP because an MP

In my view, the central government is right to take the decision it has taken over the two councils. Dear Editor, ON Monday, we were greeted with the suspension of Lusaka City Council and Kitwe City Council by the Minister of Local Government Dr Charles Banda to pave way for Government to conduct an administrative investigation into the affairs of the two councils. I have received numerous media queries on whether the minister has power to suspend mayors Miles Sampa (Lusaka) and Christopher Kang’ombe (Kitwe) together with councilllors. The answer is a resounding YES! And here is why. The minister is empowered by Section 56(b) of the Local Government Act No. 2 of 2019 to suspend “all councillors of the council from performing all of their functions as councillors and empower the Local Government Administrator to discharge all the functions of the council.” So some social media commentators have argued that Mayor Sampa and Mayor Kang’ombe are not councillors and were directly elected by the people. That argument is very unsound as all councillors are elected directly by the people, either in their wards or at district level.

We therefore urge the PF musicians not to relent as they are doing a noble job to promote awareness regarding the achievements that the PF under President Edgar Lungu has accomplished. Surely, with your hit songs the political shutting down of the UPND life president Hakainde Hichilema is quickly approaching like judgement day. To bona fide members of the UPND, there comes an assurance that the 15-year-long dictatorial terror at the hands of HH is on its end. In this regard, we agree with those who hold the view that people will be influenced by the songs as they will explain the PF programmes in as nearly detail as practically possible. OME Zesco customers in Livingstone have been using illegal activities in conserving their power units from depletion. According to the company,
some residents had been putting metallic cups and water bottles on top of their pre-paid meters to stop the units from depleting. Zesco spokesperson, Henry Kapata, warned residents of stern actions against putting metallic cups and water bottles
on top of their pre-pared meters in a quest to preserve their power units. He said the practice was illegal and warned that culprits would be prosecuted. Mr Kapata told the Daily Nation in Livingstone that there was a growing trend in
most households of destroying the pre-paid meters in order to avoid payment. Mr Kapata said that if water spills into the meter, it could cause damage and the scourge was considered as vandalism on its property.

‘Repair BatokaMaamba road‘ By ANDREW MUKOMA GOVERNMENT should rehabilitate Batoka Maamba road which is in a deplorable state, a parliamentary aspiring candidate for Sinazongwe Constituency has said. Mr Boston Muzyamba said that the road needed serious attention and Government must work on it before more lives were lost. Mr Muzyamba who intends to stand on the UPND ticket, observed that it was not in order for Government to be collecting revenue, but failing to rehabilitate the only access road in the area. The current Member of Parliament for Sinazongwe is Gift Sialubalo. Mr Muzyamba said for a very long time, the BatokaMaamba Road had been a source of concern for people in the area. He wondered why Government was taking too long working on the road. Mr Muzyamba said given an opportunity to represent the people of Sinazongwe next year, the road would be his top priority to ensure that the road was worked on. He was speaking in an interview in Livingstone. He criticized the sitting MP for not doing enough in lobbying Government to work on the road. “The sitting MP said; he is ready to take a protest walk over the bad state of road, but I think it has come late because most of people felt it was supposed to be done a long time ago,” Mr Muzyamba said. He noted that Government collected a lot of revenue from the two mines in the area but wondered why the road had reminded neglected this far. Mr Muzyamba added that apart from the two mines, there was also a thermo power station which supplies electricity to all parts of the country. “Considering the revenue generated from that area, we don’t expect to have such a road,” he said. Mr Muzyamba said Sinazongwe District Council was among local authorities that raised a lot of revenue from fish levy in the province. He said therefore that the area deserved quality services for the people. In April this year, eight people died in a fatal road accident which happened a few kilometres east of Batoka town because of the poor state of the stretch.

WHY MALI IS IN TURMOIL AGAIN

AKAR - West African heads of state met via video link on Monday to try to resolve a political crisis in Mali they worry could spiral out of control and derail the fight against Islamist extremists in the region. Tens of thousands of pro-
testers have taken to the streets in recent weeks to demand that President Ibrahim Boubacar Keita step down. Following are details on the origins of the crisis and the risks it poses to the region. WHAT IS CAUSING THE PROTESTS?
1. Disputed elections
Political tension has been simmering in Mali since Keita won reelection in August 2018 in a poll that opposition parties said was marred by irregularities. The government pushed
ahead with a legislative election in March, despite the coronavirus outbreak, increasing jihadi attacks and the kidnapping by unidentified gunmen of Mali’s main opposition leader, Soumaila Cisse. He has not been heard of since.
Protesters are angry about a decision by the Constitutional Court to overturn 31 of the results, handing Keita’s party 10 more parliamentary seats and making it the largest bloc. 2. Islamist violence Mali has struggled to regain

stability since 2012, when ethnic Tuareg rebels and loosely aligned jihadists seized the northern two-thirds of the country, leading former colonial power France to intervene to temporarily beat them back. Corruption Keita’s opponents accuse the government of cronyism, pointing to the influence of his son Karim Keita, who stepped down from the powerful position of chairman of parliament’s defence and security committee in July. HARARE - Zimbabwe’s ruling African National UnionPatriotic Front (ZANU-PF) has called the US ambassador to the country a “thug” and accused him of funding the opposition ahead of this week’s planned antigovernment protests. Patrick Chinamasa, a spokesperson for ZANU-PF, told reporters on Monday that Ambassador Brian Nichols was involved in subversive activities to topple President Emmerson Mnangagwa’s government. “He (Nichols) continues to engage in acts of undermining this republic and if he does so, if he continues engaging in acts of mobilising and funding disturbances, coordinating violence and training fighters, our leadership will not hesitate to give him marching orders,” Chinamasa said, without providing evidence. “Diplomats should not behave like thugs, and Brian Nichols is a thug.” The US embassy in Harare did not immediately respond to Chinamasa’s comments. Political tensions are rising fast in Zimbabwe after activists called for demonstrations on July 31 against government corruption, which they blame for deepening the worst economic crisis in more than a decade. Organisers say this week’s protests will be peaceful. Malaysian exPM Najib guilty of all charges in first 1MDB trial KUALA LUMPUR - Malaysia’s ex-leader Najib Razak was found guilty yesterday in his first trial over the multibillion-dollar 1MDB scandal, two years after the fraud contributed to the downfall of his long-ruling government. The former prime minister could now face decades in jail after being convicted on all charges in the case related to the looting of sovereign wealth fund 1Malaysia Development Berhad. Billions of dollars were stolen from the investment vehicle and spent on everything from high-end real estate to pricey art, while investment bank Goldman Sachs also became embroiled in the scandal. Anger at the looting played a large part in the shock loss of Najib’s long-ruling coalition in elections in 2018, and he was arrested and hit with dozens of charges following his defeat. The verdict was a test of Malaysia’s rule of law. It comes about five months after Najib’s scandal-plagued party returned to power as part of a coalition, a development observers
had feared could affect the outcome of the case. About 16 months after it began, the Kuala Lumpur High Court delivered the verdict in Najib’s first trial, which centred on the transfer of $9.9 million from a former 1MDB unit, SRC International, into his accounts. Najib had vehemently denied wrongdoing. But Judge Mohamad Nazlan Mohamad Ghazali took apart all the arguments put forward by his defence, and found him guilty on the seven charges he faced. Sentencing was not handed down straight away. The 67-year-old will likely appeal and he may not be sent to jail immediately. If his conviction is upheld, he will also be barred from political office for several years. Najib had insisted he was ignorant of the transactions. The defence team portrayed Najib as a victim and instead sought to paint financier Low Taek Jho, a key figure in the scandal who has been charged in the US and Malaysia, as the mastermind. Low, whose whereabouts are unknown, maintains his innocence. Kenya extends coronavirus Magufuli cries during curfew, restricts alcohol sales tribute to Mkapa
NAIROBI - Kenya’s President Uhuru Kenyatta has extended a nightly curfew and banned alcohol sales in restaurants as part of a bid to halt a steep rise in coronavirus cases. In a stern televised address to the nation on Monday, Kenyatta said a countrywide curfew from 21:00 to 04:00 will remain in place for another 30 days and that “there shall be no sale of alcoholic beverages or drinks in eateries and restaurants” over the same period. Restaurants are to close by 19 hours, the president said, while bars are to remain shut. The new restrictions came a day after health authorities in Kenya reported the highest single-day jump in infections, logging 960 new confirmed cases on Sunday. The total number of infections in the country has tripled in the past month, rising to 17, 975, while the death toll from Covid-19 stands at 285. In his speech, Kenyatta blamed the rise in cases on “reckless” behaviour and said there was notably an “aggressive surge” among young people who were socialising, “particularly in environments serving alcohol,” and were, in turn, infecting their elders. “The harsh reality my friends is that we are at war. Thousands of people in the commercial capital, Dar es Salaam, gathered at the stadium to pay their last respects to the country’s former president. E used to say here in Ghana, half in jest, half in truth, that you can find a Ghanaian in every country in the world. I’ve heard of Ghanaians in Greenland, Iceland and Papua New Guinea. I admit, I haven’t heard about a Ghanaian in the Faroe Islands, which is my idea of the most exotic and faraway place, but I wouldn’t be surprised if one of us is there. From the middle of the 1970s through to the end of the 1990s, circumstances had conspired to turn us into a travelling people. Over the past 20 years we have continued to do it, not because the things that used to drive us away still exist, but simply because it has become a habit and our minds are tuned that way. The middle classes now try to send their pregnant wives to deliver babies in the United States. They beg, borrow and steal to send their children to universities in the US and UK and encourage the children to stay on after completing school. Then there are the adventurers among us who have always taken off to go and try their luck and seek fortunes wherever is said to be the current land of gold. ‘Under the radar’ Ghanaians No credible statistics exist on exactly how many Ghanaians there are in various countries around the world, never mind what they are doing there. Some of them, of course, are thriving where they are, and making Ghana proud. But there are many of them who, it is widely understood, are living “under the radar” and trying to “regularise” their paperwork and so do not advertise the fact they are Ghanaians. They might be trying to live unnoticed, but we know they are there. Through holding down two or three jobs, they send the odd $100 to help with a mother’s food bills. It is a badge of honour to say you have a relation abroad and we bend over backwards to accommodate their wishes when it comes to making arrangements for funerals and attendant ceremonies.

COVID-19: HOW IT TURNED THE TABLES ON GHANA’S DIASPORA There are some evacuation flights taking place, but with most airlines not flying, they are expensive. Equally expensive are the protocols for entering Ghana, which demand that on arrival you go into a 14-day quarantine in a hotel monitored by the security services.
Those among them who can travel, that is those who have “regularised” their visa situations, usually plan and make the 10-day or two-week trip to Ghana to catch up with friends and family, typically over the Christmas period. When they
are here, they behave as one does on holidays and splash money around; no-one hears about them having a hard life over there, and we see them as success stories. They are an inspiration for other young people to try and escape from
Ghana and go abroad. Then coronavirus arrived. The places that young people had been willing to give an arm and a leg to go to were no longer attractive, as China, Europe and America were hit hard by the virus. The talk turned to bringing Ghanaians home from abroad. Suddenly Ghana became an attractive place. The Ghanaians abroad were anxious and they showed it. “Please don’t let what is happening in Europe and America happen in our country” was the constant refrain. As the crisis has continued, the perception of Ghanaians abroad being the lucky ones has slowly been changing. It was not just the report back in May that 33 Ghanaians had died from Covid-19 in New York that shook everybody, it was the growing desperation from Ghanaians abroad who
wanted to come back home. If we discovered during the lockdown that in Ghana’s big cities it was difficult for many people to survive without the daily hustle, then we got to realise that it was impossible to survive at all abroad as a hustler in the time of coronavirus. People could no longer live “under the radar” and undocumented migrants who, up until then had been welcome for doing jobs for half the normal wages, became unwelcome and possible candidates for being blamed as the source of the disease. Landlords who used to rent rooms and apartments to people living in the shadows now wanted to make sure they had a valid visa. With businesses shutting down and everybody wanting to cut down on expenditure, many of our people discovered they had become surplus to requirements. Grass is not greener We have been looking on in dismay as the realities of the lives of many of those who are abroad have been exposed. It turns out that many of the young women who went abroad to be nannies and maids in Lebanon and other Arab countries lead intolerable
lives that no-one would accept in Ghana. It turns out that in spite of the skyscrapers and 10-lane highways, the sleeping arrangements for many of our young people in China and some European countries are no different from our local slums. Coronavirus has made all of us look at things from a different perspective. People want to come home but the borders are closed. The Ghanaians at home feel the virus was brought into the country by travellers from Europe and China, and are therefore not enthusiastic about letting in even more people. ...as Zanaco face Green Eagles By MICHAEL MIYOBA THE Football Association of Zambia (FAZ) says it is monitoring the situation to decide the fate of the MTN/ FAZ Super Division which resumed on July 18. In an interview after closing the FAZ Video analysis training course in Lusaka, FAZ president Andrew Kamanga said the executive committee will on Thursday hold a meeting to decide the way forward for the league. Kamanga said the decisions to be made by the FAZ Executive members will be in the interest of the players considering the high numbers of Covid-19 cases being
recorded in the country. Kamanga said clubs have struggled to produce Covid-19 results because the Ministry of Health which is supposed to provide results three days before a team is involved in league action, has been busy because of the increase in the numbers recorded on daily basis. “We are actively monitoring what is going on and should need be, we will inform the nation on how we will proceed with the league, whether to continue on this path, if it is attainable or either stop the league or declare it null and void, but that is a decision to be made by the executive,” Kamanga said. Nkwazi not under pressure, says coach By MICHAEL MIYOBA
NKWAZI FC coach Dennis Makinka says the Zambia Policesponsored FAZ Super Division outfit is not under pressure as it seeks to avoid relegation. In an interview, Makinka, who guided his team to a goalless draw against Zanaco on Sunday said Nkwazi has improved this year compared to the way they performed n the first round of the league which saw them failing to score any goal from the first 12 games. “We didn’t start well if you remember we went about 12 games without getting a goal but in 2020 at least we have only recorded one loss against Green Buffaloes. “We are not under pressure because I think we have picked up and now we are just trying to enjoy the game because you know we have improved so we are not under pressure just taking each game as it comes,” Makinka said.
