COVID-19 mortalities may be higher in Zambia because private hospitals are recording false results. This follows reports that some people who tested negative at private hospitals where blood samples were taken, turned out positive when swabbed at Government health facilities. Reports suggest that some members of the same family tested negative to Covid-19 when blood samples were taken at a private hospital in Lusaka but tested positive when they were swabbed through the nose at Government hospitals. MISSING INTEGRITY TEST WE are going in the wrong political direction. Nursing and nurturing a broken political system that thrives on mob psychology instead of valuing political substance, let alone tenets of integrity and purposefulness will only lead this country into further political disarray. What happened in Monze last week is typical of a broken political system. An organised group of opposition youngsters was strategically positioned to boo and generally embarrass President Edgar Lungu while he was visiting the district. This is exactly why we have opposed the establishment of the so-called Organisation of retired eminent persons, or OCIDA - Our Civic Duty organisation whose “number four” aim is to fund tribalism allegedly targeted against Tonga-Lozi and North-Westerners, which would seem to support their ethos. They now find themselves in the invidious position we predicted. Our political system that has produced this polarisation is truly dysfunctional and no amount of tinkering around it will cure the ills and if indeed we go into the 2021 elections with the same mindset the country can brace for more turmoil. It has been said that societies whose political institutions are more inclusive and participatory tend to be more peaceful and resilient, just as societies practicing exclusion tend to be more vulnerable to fragility and conflict. What we require and what we would have expected the retired eminent persons to undertake was an initiative in building bridges in the same manner that our Kenyan colleagues are endeavoring to build - an all-inclusive governance system. A collection of bitter and angry people cannot be expected to provide the balance and equanimity, level headedness to win the trust of all players in brokering compromise and peace for the sake of national wellbeing. Peace will not come by siding with any of the two opposing groups mainly because the substance of personal integrity and motivation of individual politicians is simply subsumed in the amorphous global interest of the group making it difficult to find compromise positions. We have found it regrettable that both the Patriotic Front (PF) and United Party for National Development (UPND) have shot down the proposal for a coalition Government, which would have assured inclusiveness by default, in the event that none of the parties gained an outright majority. We would have preferred a de facto electoral system that would have assured inclusiveness to reduce regional tensions and provide more focus on more important issues. The propaganda and mantra around corruption, bad governance and indeed all manner of authority abuse will find a home in any opposition party. It is the staple of African and indeed Third World politics, where substantive issue of development are simply incidental to political activism. Our eminent citizens should be promoting dialogue to build inclusiveness. Our present system does not provide for this. It provides for winner take all. We can learn from countries that have grappled with exclusiveness, which are many. Some countries have devised unique means of ensuring governance systems that balance between representation and sound leadership that exudes integrity. The existential danger we face is for crooks to rise to leadership on the shoulders of regionalism, an eventuality that is real.

ONGOING engagement between Government and Mopani Copper Mine should guarantee job security, National Union for Miners and Allied Workers (NUMAW) president, James Chansa has said. Mr Chansa said it was prudent that Government expedited the discussions so that the matter could be settled for the best interest of the country. Last week Mines and Mineral Development Permanent Secretary, Barnaby Mulenga, said discussions were being held between Government and Mopani on the decision to place operations on care and maintenance. Mr Mulenga said the issues being discussed included failure by the mining firm to give contractors terms of the new contracts. But Mr Chansa said if Mopani would insist to place the mines under care and maintenance, then Government must repossess the mines. THE PF is not shaken by the UPND and NDC alliance, Secretary-General Davies Mwila has said. Mr Mwila said the alliance between NDC’s Chishimba Kambwili and Hakainde Hichilema of the UPND was deemed to fail because of the selfish interests inherent in the two leaders. He said the two have their own narrow and selfish interests that would make the alliance impotent from the word go. “Both opposition political party leaders are too selfish. You will recall that when they went into an alliance in Roan constituency, they differed immediately after the elections because Chishimba Kambwili started praising his party as if it was not helped by UPND and the two have

K2.5bn sugar project coming By PETER SICHALI NATIONAL Sugar Corporation Limited will invest over K2.5 billion in 16 sugar sites across the country, targeting to create about 1.5 million jobs. The company’s chief executive officer, Mr Edgar Ngoma said the project would include putting up plantations and a new city. He said each of the 16 projects were expected to create about 250, 000 jobs. Dr Ngoma said the company would partner with a foreign investor who was expected in the country next month. He said Chief Ishima in Zambezi has so far given 100, 000 hectares to the corporation for the sugar plantation and a city. The project, would be spread across all the 10 provinces while each of the 16 sugar plantations would come with a city. He said the project would take advantage of the available sugar market across the region to boost the local economy. Dr Ngoma has thanked President Edgar Lungu and the PF government for its support. He said also thanked traditional leaders in all the 10 provinces for giving the corporation land for sugar plantations and cities.

‘Report illegal gold miners’ By SILUMESI MALUMO GOVERNMENT has encouraged whistle blowing for the security wings to flush out all illegal gold miners. Ministry of Mines and Mineral Development Permanent Secretary, Barnaby Mulenga, said whistle blowing would help the security wings deployed in various gold areas to apprehend unscrupulous individuals who had resorted to engage in illegal mining. Mr Mulenga said Government had ensured that security was enhanced in all gold mining but the areas were vast, therefore, the security wings cannot be everywhere and it was important that people reported any related activities. He said in an interview recently, Government had identified gold as a strategic resource, therefore, it would ensure that it was protected from unscrupulous individuals. Mr Mulenga said it was, therefore, important that the citizens helped Government by reporting all illegalities happening in the gold sites. Mr Mulenga said people had taken advantage in areas where there was no enough security to illegally mine the resource but host communities were at liberty to inform the security wings so those involved face the wrath of the law. By PETER SICHALI THE Office of the Auditor General should extend auditing to the use of Constituency Development Funds (CDF) following revelations that some opposition Members of Parliament have squandered money meant for development, PF official and former Mandevu secretary Lemmy Bwalya has said. Mr Bwalya said reports that some MPs had misused CDF were unfortunate and that there was need for Government to audit utilisation of funds in all constituencies. He said UPND MPs were afraid to use the funds prudently because credit for any development would go to the ruling party. Mr Bwalya also said the MPs were afraid to choose credible leaders other than Hakainde Hakainde to take their party

HOME NEWS By SILUMESI MALUMO LOAD SHEDDING will end in December this year as part of Zesco’s strategic plan on load management, company corporate affairs manager John Kunda has said. Zambia Republic Party (ZRP) president, Wright Musoma warned that the prolonged load shedding might be a ploy to decampaign the government. Mr Musoma said it was unacceptable to be having long hours of blackouts when the water levels had significantly improved at Lake Kariba Dam. Dr Kunda however in said in an interview that “recently Zesco Managing Director Victor Mundende launched the Weather Induced Power Deficit of 2019 (WIPOD 19) as a strategic crisis management tool which demonstrates a predictable agenda as we draw towards zero load shedding.” And Mr Musoma said President Edgar Lungu must keep an eye on Zesco because the continued prolonged power outages is going to destroy his popularity and that of the party. Mr Musoma said people were losing confidence in the ruling party because of this

situation as their businesses were negatively affected. Mr Musoma said President Lungu should know that people can use Zesco which was a strategic institution to de-campaign him. He said the long hours of power outages were very worrying and something must be done to save popularity of the party and the Head of State. “I want to begin to say that we want to advise the PF government to keep its eye on Zesco otherwise not doing that is likely to spell doom. Going by the kind of load shedding we are experiencing is very worrying. Zesco can be one institution that can be used to destroy Government and its people. People who are against Government can use Zesco to create artificial outage in places where the ruling party

enjoys massive support. So as ZRP we are very concerned with these kind of outages because they are even more than we experienced when water levels were too low. “We are not saying that Kariba dam is full according to engineers they have explained but load shedding going even up to 10 hours on daily basis is very unacceptable,” Mr Musoma said. He said it was prudent that investigations were instituted to find out why such was happening because if this continued President Lungu would lose the trust of the Zambian people. He said power outage must be normal at least for four hours but not the kind of load shedding the country was facing. Mr Musoma said he was receiving a lot of reports from people complaining about

the abnormal power outages hence the need for the Head of State to pay attention on the matter. And Dr Kunda the load management plan was structured that in level six in the month of April load shedding would be 20 to 24 hours, level five month of May and June 16 to 20 hours, level four month of July12 to 16 hours, and level three month of August 8 to 12 hours. He further said level two in month of September and October load shedding would be 4 to 8 hours, level 1 in the month November it would be 1 to 4 Hours and December there would be zero load shedding. “That is how load shedding is predicted to go down. Plan accordingly. We are in level 3 of load management. Remember we are not yet out of the crisis,” he said.

He said Government should allow the auditor general to extend its nets towards the use of CDF funds. And Mr Bwalya said it was irresponsible for UPND and its leader Hakainde Hichilema to continue denting the Country’s image through lies and unwarranted corruption accusations. ‘Bring back externalised funds’ By SILUMESI MALUMO

PEOPLE who have externalised funds in offshore accounts must retrieve them and invest in the country to improve the economy, the Christian Democratic Party (CDP) has said. CDP president, Danny Pule, said those who had externalised funds did not have heart for the people because they were enriching other countries at the expense of their own. Dr Pule, who is also former Finance Deputy Minister, wondered how some individuals and companies could take the money out of the country which was needed to improve the economy. He said in an interview yesterday that those who had their money in offshore accounts must re-think and retrieve it so that people of Zambia could benefit. “Those people who have externalised money into foreign banks don’t have the interest of the country at heart, if they like this country they should invest here, they should keep money in Zambian banks. “They is no requirement that any company to succeed they should bank in the foreign country. And the other thing is that Government must investigate them to find out whether they actually paid tax,” he said. He said it was wrong especially for companies which were getting money from the Zambians to invest it in foreign countries. “Some people and companies can invest in foreign countries in order to evade tax. So if they are involved in such Government must ensure that they charge them for evading tax,” Dr Pule said. He said that there was need for people to show confidence in the domestic economy and invest their money in the country.

Sean Tembo mocks UPND By OLIVER SAMBOKO

T'S laughable for UPND president Hakainde Hichilema to claim that if he forms Government, he will fight political violence when he is surrounded by evil people like William Banda who is a known political vagabond who is associated with violence dating back to MMD rule, Patriots for Economic Progress (PeP) has said. PeP leader, Sean Tembo explained that he left the political alliance because his views were different from others such as people who had served in government and were doing wrong thins but now wanted to appear holier. “There are leaders who were in government and were busy closing Muvi TV, Komboni radio but now that they were kicked out of government, want to pretend that they are better,� Mr Tembo said. Mr Tembo also said it was going to depend on what measures the Electoral Commission of Zambia l(ECZ) has put in place. Mr Tembo also said those demanding that the Department National Registration should do continuous mobile registration should be realistic. He said it was important for the country to safeguard and ensure that Foreigners do not advantage of the registration process. Mr Tembo also said that that it was for painfully wrong for Copperbelt Province Minister Bowman Lusambo to incite the PF in the province to force Mr Hichilema to come forward. Mr Tembo also demanded that Dr Chilifya Chitalu resign or be suspended from his ministerial position until his cases are disposed. He said by virtue of Dr Chilifya being in office, the investigations would be compromised. And several callers to the programme condemned the behavior of UPND supporters who booed President Edgar Lungu when he visited Southern Province. The callers said it was wrong for the UPND to hire people to boo the President. He said he doesn't hate President Edgar Lungu but has issues with the manner Government was dealing with national affairs.

THE BIG TREE HAS FALLEN By DICKSON JERE

THIS woman was feared. She could ponta...” was one of the messages on my page yesterday. But that message aptly describe only one side of Mama Flava Musonda Musakanya or “FMM.” She was a Lioness in actual sense! But at same time gentle and welcoming. And so, some 20 years ago, I was summoned to meet her as a young suitor for an “assessment” if I had the right pedigree. I was warned to expect trouble at the meeting set for 15:00 hours at her New Kasama mansion. “She will be tough on you...” I was forewarned and advised to remain calm as that was not her true character. She liked to come out strong but she was motherly when you get to know her.

After a few Vodka shots, my buddy Emmanuel Tembo (ET) whispered to me “Mwenso ninfwa baba...” or simply don’t be scared. He urged me on! In a battered blue Mazda station-wagon, we arrived for the meeting. The supposedly fierce woman was seated on the veranda sipping a glass of red wine. Having dispensed with the usual introduction formalities, we went into discussing politics and the economy of Zambia. Nothing about my background or “interrogations” on my persona. After an hour, she took us on a tour of the mansion. “Where do you see yourself 20 years from now...” she posed a question as she ushered us in a chapel - only house I ever visited with such a holy room. I muttered some words which I cannot remember. But, I was later told, my answer was exactly what

as “sweetheart.” FMM was the first to go to person for unbiased advice on matters of life. She had lived it and seen it. She understood politics and was well connected to the power system in Zambia. Equally, she had an influential silent role in the Catholic Church. “Never fight the Catholics...,” she once advised me when I worked as State House spokesman. “They are well organised and cannot easily be defeated,” she said. Having been married to a prolific civil servant, late Valentine Musakanya, who once served as Zambia’s Secretary to Cabinet, she understood the system. She also survived the one-party state machinery after her husband was arrested and jailed for his role in the 1980 foiled coup. “I used to be followed all over by the intelligence,” she would say. Her business acumen was next to none. At over 90 years, she was active in farming. She had a chain of projects going on. We discussed a lot. She had an interest in Honda Zambia and Honda Farms. Her eggs supply business into the Congo. And the trucks! But she always complained about the predatory banking system in Zambia which does not support entrepreneurship. “Never get a loan from Zambian banks unless you really need it. You end up working for the bank,” she once told me when she abruptly appeared at my Chambers. Simply put, she groomed

me well. She was one of the few giants whose shoulders I stood on. Quite early in my life, she taught me on “how to handle money” lessons. “It come and goes...” she said, adding that one must always plan for the dry spell. She also advised me never to build huge mansions - like she did - as it always turn into a ghost house as children leave when they grow up. ”You will live alone with plenty workers.,” she advised me, as she chuckled. Difficult to rent out such a house - with a chapel! Go well Sweetheart. Go well Mama. Go well FMM... my confidante!

Receipts, tax invoices a must - ZRA By BUUMBA CHIMBULU FAILURE to issue a receipt or tax invoice is a serious offence that attracts huge fines, Zambia Revenue Authority (ZRA) has warned. ZRA Corporate Communications Manager, Topsy Sikalinda, said it was unfortunate that despite the law requiring that businesses especially those registered for Value Added Tax (VAT) must always issue fiscal receipts after every business transaction, the compliance level was still very low. He said in an interview that it was only through the receipts that money paid in taxes would be accounted for and remitted to the Government. Without a receipt being obtained, Mr Sikalinda said, a business could manipulate the entire sales transaction and evade taxes. He said it was therefore a serious offence not to issue a receipt or tax invoice by any business. “No business would love to risk and get penalised with a huge amount on a simple mistake either with intent to defraud the state of the tax revenue or purely out of negligence.” Mr Sikalinda said. He indicated that the advantages of issuing receipts to a business were vast and among them was improved compliance and reduction in

pilferage by employees. The business, Mr Sikalinda said, also avoided penalties arising from non-issuance of receipts from the tax authority. He said the culture of receipt issuance has to be internalized by every business and organisation. Mr Sikalinda encouraged customers to always demand for a receipt whenever they bought any item. He explained that demanding for receipts helped the government and the tax authority to collect the correct taxes on behalf of the Zambian people. “As citizens, when we fail to demand for a receipt after purchasing goods or services, then we fail our country and ourselves. “We ultimately deprive ourselves the much-needed resources required by the government to be used in various economic development activities and programmes such as infrastructure, education, health just to mention a few,” Mr Sikalinda said.

INANCIAL institutions and other stakeholders such as the Securities Exchange Commission (SEC) should come up with a framework that allows secondary markets pricing as a way of encouraging selling of corporate paper. Corporate paper is a shortterm debt instrument issued by companies to raise funds generally for a time period up to one year. “If corporate paper can be priced the same way that the Government paper is priced in the secondary markets, then one could get that uptake in corporate paper in trading,” says Stanbic Bank Zambia Regional Debt Capital Markets

He was speaking recently during the Stanbic Bank Zambia-Anakazi Banking Online Conversation episode eight. “I think all the players in the capital markets, including to a certain extent, the insurance companies which hold government paper should come together and be willing to not only issue paper but to sell and buy paper for corporates,” Mr Mwila said. Mr Mwila proposed the introduction of the framework where both the corporate paper and Government securities-treasury bills and bonds were both pegged at the same prices, leading to the low update of corporate paper. “There has been a lot of focus on equity when thinking

of the stock exchange and very little focus on debt and if you look at it from global perspective, the debt market is usually very much larger than the listed equity market, but in Zambia it is inverse. “With that in mind, I have often thought that perhaps, apart from the primary markets issues of what price you can issue debt at because everything is pegged to Government security, there is always the secondary market lack of liquidity in debt, whereas historically you can go a whole year without having a secondary market trade in any listed debt,” he said. AMBIA at 56 years of age is not such a young country anymore. If she was a person of that age, she would have children of age ranging from the teens to early thirties. Children in the prime of their youth. What would she have done to prepare for the life of these youth? That is the question we need to look into as we grapple with the notion of Zambia leveraging the youth dividend. The 56-year old parent would have strived to make sure that her children did not only get a decent education, but that such education was relevant for their employability. The same ought to be true of Zambia as a country with her youthful population of median age under 17 years and the proportion of the population below 24 years of age being more than 65%. What has Zambia done to prepare for the absorption of this youthful population into economic activities? With unemployment high in the 15 to 24 years age category, Zambia ought to have done more to ensure a greater absorptive capacity of the youth in her economy. There are many aspects to the situation we find ourselves in. And unlike for a parent who can most probably only look at the supply side, the country has to look at both sides of the equation. On the demand side, I keep going back to this aspect. The Zambian economy is predominantly structured for the primary extraction of raw materials to feed other industrialising economies. The classical

Leveraging the Youth Dividend structural development path of economies is to go from low skill and low productivity to high skill and high productivity. It is to use resource endowments and comparative advantage as a starting basis for the country’s economy and develop into competitive advantage. It has been such structural transformation of economies that have ensured that unemployment among the youth is kept low. China is a good example of a country with hundreds of millions of youths with a very low unemployment rate among them as a result of the economic transformations the country has been pursuing over the last 40 to 50 years. The same is true of South Korea. It should therefore come as no surprise that as a country, our economy’s absorptive capacity for the youth is low since it has not undergone much transformation over the last 40 to 50 years. We should by now be an industrialising country that absorbs as much of its raw materials as possible in its in-

dustrial production. It ought to have been a natural evolution path of the structural transformation of our economy. The truth of the current reality of our economy is therefore that it is not structured to absorb high numbers of youth into the productive sector. This is not the fault of the youth. And to keep reprimanding them and demanding that they go and start their own

businesses or entrepreneurial activities is not being realistic. While a few youths may indeed capture headlines with an innovation here or there, the fact is that the youth are naturally the most inexperienced members of the active population and indeed, many a financing entity is very unlikely to finance their entrepreneurial attempts. And if they did, they would need to brace themselves for very high failure rates. Thus, the impetus for the absorption of the youth into the economic activities of the country should primarily come from the demand side. And it is not too late to start embarking upon the structural transformation of our economy. Or put another way, we have no option as an economy but to embark upon this structural transformation for the youth to be a dividend and not a threat. Apart from the economic transformation required on the demand side, there is also need to invest in activities that

can quickly absorb the youth into the economy. The Arts and Sport are examples of such activities that can quickly be developed and in not time absorb many youths. This would also be an instance of responding to the dictates of a youthful population since they would be both the players and consumers. But other areas for the economy to venture into would also require transformations on the supply side. With literacy levels among the youth being generally high and penetra-

HARARE - Zimbabwe can significantly narrow its debt if the country manages its vast natural resources in a more sustainable manner, experts have said. The country is saddled with an unsustainable debt, which has negative effects on the economy and citizens. This has now been worsened by the obtaining Covid-19 pandemic, which has affected economies across the globe and is expected to cause further damages to an already constrained economy battling with foreign currency shortages, poor utilities supplies and waning disposable incomes due to high inflation. In a study titled Domestic Resource Mobilisation and the Quest for Sustainable Alternative, Dr Gorden Moyo, a lecturer at the Lupane State University and former State Enterprise Minister, highlighted the need for urgent strategy for resource mobilisation for the country to deal with its fiscal deficits and debt burden. He said the country has been in a “debilitating debt trap” for decades now, despite being endowed with vast natural resources that can be harnessed towards its growth and turnaround. “A cursory analysis of the natural capital in Zimbabwe including its mineral resources stocks, wildlife, forestry, fisheries and arable land among others suggest that the country’s resources are enough to finance its own development if the mindsets, conditions,

Japan’s household spending slumps at record rate

JAPAN’S household spending has slumped at a record pace as measures to slow the spread of the coronavirus kept people at home. Government figures show household spending dropped by 16.2% in May from a year earlier. The worse than expected fall was the fastest rate of decline since comparable data began in 2001. The figures serve as another indication of how hard the pandemic has hit the world’s third largest economy. The data showed big drops in spending on hotels, transport and eating out. Goods that saw an increase in spending included meat, alcohol and face masks. Economists expect a recovery in spending to be slow and fragile as consumers remain reluctant to loosen the purse strings even after a nationwide state of emergency was lifted in May. The outlook for household spending in the months ahead also remains weak as job losses are expected to rise. Meanwhile, Japan’s real wages dropped at the fastest pace in nearly five years, in a sign of how the virus is impacting the jobs market. Real wages, a gauge of household spending power, fell by 2.1% in May from a year earlier, the steepest pace of decline since June 2015. “The impact from the coronavirus led to a reduction in overtime pay which caused real wages to fall a lot,” a labour ministry official said. - BBC

FINANCING SKILL TRAINING FOR EMPLOYER BASED IN-SERVICE TRAINING Background The Skills Development Levy was established in 2016 under the Skills Development Levy Act No. 46 of 2016. The main objective of the levy is to provide financial resource for the TEVET sector for skills development in collaboration with the Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The Skills Development Fund (SDF) plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, and one of the mechanisms used in achieving this objective is the TEVET Fund. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access.

Social media versus grassroot politics

Dear Editor, ALTHOUGH we are migrating from the physical to digital space, the physical way of living will not completely wither away. The digital age has come to supplement and not replace our conventional way of living. The same can be said on the political space. The Patriotic Front has the competitive advantage over the opposition owing to its ability to connect with the grassroots in good and bad times. The opposition have completely given up on dealing with the physical space and have substituted it with imaginary and unverified members who loiter on the digital space. Although they do not admit this fact, the source of despondency in the opposition camp is their absolute reliance on fictions that are posted online. During 2016, then pro-UPND Muvi TV conducted a sham of the well censored opinion poll with the outcome putting the perpetual political loser ahead of the ruling party with a brutal margin. Even the pro-UPND propaganda online platforms such as Koswe, Zambian Watchdog, Hakahinde Hichilema (the official Facebook page for the five-time losing Presidential candidate Hakainde Hichilema) have all blocked perceived PF sympathisers. This by implication will create an impression that the PF has lost popularity when in actual sense the same are deliberate acts of the opposition to manipulate the public. Besides that, the PF has continued to cleanse itself by holding transparent elections. This gives the ordinary people the sense of ownership by connecting itself to the grassroots. This is not the case with selfproclaimed democrats who have continued to handpick party officials starting from the position of cadre up to vice president. These are realities which had delineated UPND and relegate it to the level of a tribal grouping. Further, even the perceived alliances only exist in Lusaka and they are not reflecting on the ground. There was no proper consultation done by the members of UPND/NDC dominated alliance. While they are talking about legitimacy of the constitution, they have associated themselves to the illegitimate alliance. To make matters worse, the alliance has started crumbling before they could formalise it. A number of prominent citizens have pulled out of the alliance after realising that HH was using them to launder his tribal tag. Both the UPND and NDC have witnessed high ranking defections, an indication that the PF is a party of mass movement. Even their claimed ideology does not reflect grassroots politics. I can use the political necessities of the people of Nyika ward in Petauke as one of the reference cases that the PF is a grassroots party as compared to UPND. The PF has decentralised its political activities while the opposition exist only on paper. The UPND has lacked consistency and have created a lot of alliances to satisfy HH’S political hunger. As we approach the elections, we are seeing the UPND composing songs about rigging which will be released toward elections. Let me also condemn the recent tribal remarks against the Namwanga people by HH on his Facebook page through an innuendo “beans.” It is a fact that beans is the scared traditional dish for the Namwanga people therefore mocking them by a person wishing to be President is unacceptable. Jack Mwiimbu, Gary Nkombo: An embarrassment

REBRANDED OPPOSITION MESSAGE Dear Editor,

MANY people have failed to understand that youths are being used as an unwitting prop to rebrand the opposition message. Apart from the traditional accusations of corruption, a youth cause is now being presented as a rallying call for regime change. The Michael Zulus and Pilatos of this world are being used to give the campaign a face which people can recognise and hopefully generate sympathies with, although they are hardly youths themselves. This is called rebranding a message. This is a very well planned and focused campaign that is designed to remove and hide the true originators of the message thereby removing the political party tag. By removing party affiliation, the message is more focused and therefore appealing to the audience. In this case the youth have been identified as the originating population group, which is not true. This kind of campaigning has worked in many political settings where professional strategists study a population make up and strike a very clear and resonant message that is effective in shaping opinions especially during election time. The argument that many youths are unemployed is very true, but it is not unique to Zambia. The situation is just as bad in all developing countries because of their inability to grow the economy at the same pace as the population increase. The problem is not just unemployment, it also involves under-employment of the traditional labour as reflected in peasant agriculture in which the majority of Zambians are Dear Editor, I WOULD like to appeal to the Electoral Commission of Zambia (ECZ) to avoid listening to voices of obstruction and concentrate on preparing and delivering the 2021 General Elections within the timelines set in the constitution. If anything, the government should be praised for the very well managed Covid-19 response which combined consideration for health and economic interests. Many countries that went for very hard lock downs, such as South Africa may have delayed the disease spread but have not been spared the effects with many deaths now exceeding 3, ,000. They also have among the highest infection rate on the African continent. My appeal to the government is not to relent in making difficult decisions if they are in the interest of the country. Difficult times require difficult decisions otherwise if all decisions are influenced by political appeasement the result will be calamity. EDMOND HARA.

Dear Editor, IT is nauseating that senior UPND Members ofPparliament, that is the cantankerous Monze Central MP Jack Mwiimbu and his counterpart Mazabuka MP Garry Nkombo could not hide their usual antagonistic behaviour befitting notorious secondary schoolboys when they were supposed to be part of the president’s programme of development when he visited the two districts to hand over the police houses built by the government. As if shunning the president’s programme was not enough, Ba Jack Mwiimbu at his age went ahead and mobilised youths in Monze to boo the president at high cost at the expense of empowering the youths in his constituency. What is wrong with the people of Monze Central? This is the man that has been their MP for more the 15 years without anything to write home about his achievement and they tolerated him? People of Monze Central should demand sobriety from their MP. He needs to start aligning development programmes for Monze with those of Government. Don’t UPND MPs understand their role? The people of Monze should stop and reflect. If at all they need development, its high time they began to work with the PF government, depending on their inept MPs of their tribe is retrogressive. When it comes to leadership and development, the tribe should not be a factor. Look at the real leader, President Edgar Lungu has spread development to every part of the country even in hostile regions like Southern Province, doesn’t that ring a bell of the model leader that a united country like Zambia deserves? Politics of names are long gone. Service to the people of Zambia is more important than the alignment of the party to spent force names. UPND can gain more if they listen to the majority of Zambians on many national issues including On Bill 10 than identifying with finished clergy and politicians such as Telesphore Mpundu, Simon Zukas, Lesley Mbula, John Sangwa and others like them with an ulterior motive. Zambians can do better, these names have lost value in the current political order of politics of development. What happened in Monze last Saturday should not repeat itself, if it does, the police should ensure that they increase some force a little more. President Edgar Lungu deserveS respect. If the elections are not held on the date set in the constitution, holding the elections on any other date after the set date in the law, will be illegal and will plunge the country into a constitutional crisis, because the results of such an election is likely to be nullified by the Court, in the event of a petition. The nation will recall what happened to the Presidential election petition after the 2016 elections. The Constitutional Court dismissed the petition after the lapse of the 14 days enshrined in the

law, in which to hear a petition. It was the court’s position that continued hearing of the petition after the lapse of the 14 days was illegal. The same will be true for elections held after the date set in the law. The need to deliver the elections on August 12, 2021, is a must on the part of the ECZ, because the constitution has no caveat which allows elections to be held on any other date, other than the date set in the law. To those fellow Zambians who believe in doing things at the last minute, please note that

time is not in our favour. Let’s go and register as voters from day one when the exercise opens. The same is true for those who will be obtaining NRCS. To the ECZ, my appeal is that please allocate more hours during the 30 days voter registration exercise so that you can meet your targeted number. FOREIGN nationals trading in high density areas have requested the Kitwe City Council for more time to relocate to the Central Business District (CBD). This follows numerous complaints by local traders that foreign traders were crowding them out in businesses in the township. Kitwe Mayor Christopher Kang'ombe on Monday held a consultative meeting with the foreign traders with the view to relocating them to town centre and shopping malls as per council resolution C 23/01/2019. Republican Vice President Inonge Wina gave guidance early this year about chain stores not to entrench themselves in high-density areas such as compounds as they expand their businesses. The Vice-President said chain stores and other bigger business establishments were taking over businesses of marketeers, local grocery stores, family business and enterprising Zambians who could compete with them. Mr Kang’ombe explained that the council was not against foreign investment, but was merely implementing a resolution to protect local business entities in the townships, which were being crowded out by bigger entities in foreign hands. "We recognise the role foreign direct investment plays in stimulating economic activities in Zambia and my office stands ready to support investments that will create jobs for Zambians," Mr Kang'ombe said.

Mr Wang said that there were about six who were operating in compounds and of which two had already relocated while two more were asking for more time to dispose of the old stock. He however explained that the other two had entered into partnership with locals. Meanwhile Shoprite and Choppies took note of the concerns and pledged to empower locals in the supply chain. Choppies on the other hand reported having opened 23 outlets so far. The meeting was attended by representatives from Choppies Chimwemwe, Shoprite Chimwemwe, Xingmei Suppermarket, China Mini Mart Centre and Choice Mart.

Man stabs brother to death By JACKSON MAPAPAYI A 41-YEAR-OLD man in Chavuma has been stabbed to death by his brother when he attempted to separate his siblings, who were fighting. The incident happed on Sunday around 17:00 hours in Maseka village. North -western province Commissioner of Police, Elias Chushi, who confirmed the incident, identified the deceased as Benjamin Kuku. He explained that Mr Kuku was trying to separate his two elder brothers, Njonjo Kuku 57 and Chipungu Kuku 46 who were fighting over a plot given to them by their father. “Eventually, Mr Kuku attempted to separate them but unfortunately he was stabbed in the chest,” he said. Mr Chushi said a knife was used in the act and that the victim bled profusely before he died. He said the body has since been deposited in Chavuma District Hospital mortuary while the suspect has been arrested and charged with murder awaiting court appearance.

LIVESTOCK sector growth has slowed due to travel restrictions, leading to decreasing demand and low prices during the Covid-19 pandemic. Himwaze Investment Limited, a local business entity operating in Livingstone, Kazungula and Zimba, said that the sector had not been spared from the effects of the COVID-19 pandemic. Managing Director Derrick Himwaze said that the livestock sector, which had previously experienced strong growth, has slowed due to travel restrictions of livestock resulting in decreasing demand and low prices. Mr Himwaze said that the major challenges for the livestock farmers during COVID-19 included decreasing prices, surplus supply, decreased demand, and slow trade flow due to movement controls, all of which were related. He said that that due to the COVID-19, tourism came to a halt and consumption of livestock products decreased, prices dropped and trade slowed down. In an interview with the Daily Nation in Livingstone, Mr Himwaze said most of the abattoirs closed business and since the reopening, the sector was struggling to pick up. “We have been affected by COVID 19 in a bad way since most of the beef that we slaughter is meant for the tourism sector but because hotels, lodges and guest houses closed, our sector was badly hit,” he said. Mr Himwaze who operates an abattoir said, before the pandemic, he used to slaughter about 100 animals in a week but nowadays, the abattoir only slaughters about 20 animals in a week. He said his firm was currently operating below 40 per cent of the normal production of the year. He disclosed that in an effort increase production, his company has been engaged to slaughter animals for the international market for the traders that sell the meat in the Democratic Republic of Congo (DRC).

NAIROBI - Kenyan police yesterday fired teargas and arrested activists gathering for a march against perceived government injustice that has been given extra impetus this year by allegations by rights groups of police brutality during the Covid-19 lockdown. Activists said protesters from several areas had planned to march from their homes to the centre of the capital Nairobi, but many were dispersed or arrested before reaching there. Samuel Kiriro said six of his colleagues from rights group the Ghetto Foundation in the Mathare slum had been arrested. For those who made it into the city centre, police fired more teargas and made further arrests, a Reuters witness said. Activists rally each year on July 7, marking the date in 1990 when opponents of late President Daniel Arap Moi launched a bid to open up multiparty politics. The protest is called “Saba Saba” - “seven seven” in Swahili - because of the date. SENIOR CHEMISTRY SEPARATION TECHNIQUES PART 2

In the previous lesson we discussed filtration, separating funnel and simple distillation as separation methods used to separate mixtures. In this lesson we shall look at chromatography, fractional distillation, decantation and magnetism. Chromatography Chromatography is a separation technique that is used to separate a mixture of substances with different solubilities. The property of the mixture that makes chromatography workable is the difference in solubilities of the substances contained in a mixture. For example, the colours in black in ink can be separated using chromatography. This implies that the substances in a mixtures dissolve in the same solvent at different rates. The type of chromatography we shall discuss is paper chromatography. This implies that this method is done using a chromatography paper. In addition, the suitable solvent for paper chromatography is ethanol. There are two types of paper chromatography namely ascending and descending chromatography. In ascending chromatography, the solvent is absorbed by the chromatography paper upwards. In a descending chromatography, the solvent is absorbed downwards. See the diagrams below.

When the solvent is absorbed, it will dissolve the components of the mixture. The component that is very soluble will be moved the furthest from the point where the sample of the mixture is placed. The one that is less soluble will cover the shortest distance from where the sample is. After the components are separated, a chromatogram will be formed. There are three types of chromatograms and these are: chromatogram of a pure substance, chromatogram of a mixture and a chromatogram with insoluble components of a mixture in a given solvent. When the mixture is heated, the liquid with the lowest boiling point will begin to evaporate and pass through the glass beads and finally through the condenser where the vapour is condensed. Note that the glass beads provide large surface area for condensation. The first drops of the distillate must be discarded. In the above set up ethanol will evaporate first because it has a boiling point of 780C which is less than that of water which is 1000C. When ethanol is boiling, the temperature reading of the thermometer will remain constant at 780C. When the temperature reading begin to rise, remove the conical flask and put another one in order to collect the second liquid which is water. Again the first drops must be discarded because they may contain ethanol. Note that both liquids are collected as distillate. After both liquids have been collected separately, put out the flame while water is still running to allow the apparatus to cool. Industrial application of fractional distillation § It is used to separate components of crude oil. Fractional Distillation Fractional distillation is a separation technique that is used to a mixture of miscible liquids with different boiling points. Miscible liquids are liquids that mix uniformly or homogenously. Example of miscible liquids are water and ethanol. When miscible liquids are put in one container, one might think there is only one liquid. This method depends on the difference in boiling points and miscibility of the liquids. The diagram below shows the setup of apparatus used to separate a mixture of miscible liquids in a laboratory.

IT is a typically sweltering Saturday morning in central Cuba, and in the sleepy town of Moron, where rickshaw drivers seek shade and pigs are read their last rights amid growling motorbikes, a gentlefaced mother-of-four sits near the town square, phone in hand. Here, in one of the world’s last communist outposts, where access to the internet is both sketchy and restricted, such plazas double up as WiFi zones. The woman, having entered the 12-digit password on the back of her US$1 internet card, logs in, loads up Google News, and types: “Onel Hernandez.” This is how the mother of the Premier League’s first Cuban footballer follows her son’s career. Hernandez, Norwich City’s 27-year-old winger, is a historymaker. But this is a story as much about his birthplace and its curious relationship with football as the man himself. Moron is known mostly as a transport hub, a stop-off for the rusting ramshackle trains that connect Cuba’s east and west. The town is suffocatingly hot and humid. The average monthly salary is 777 pesos, the equivalent of around £25. Tourists in hot-pink Cadillac taxis might stay for lunch en route from the southern city of Trinidad to the paradise cays in the north, but most who visit Moron do not linger long. For Onel Lazaro Hernandez Mayea it was no different. Hernandez spent his early years in Moron picking mangos, playing with marbles, and watching turkey vultures soar through the sky Born here in 1993, Hernandez left when he was six and has returned only a few times. His mother, Yaneisy Mayea, met a German tourist in the mid-1990s. A year later she accepted a proposal to marry and emigrate to the small town of Gutersloh, an hour’s drive east from Dortmund. It was a decision that not only changed a 21-year-old single mother’s life forever, it also set her son on the journey from Cuba to Carrow Road.

intervening years enjoying a simple childhood: attending nursery, picking fresh mangos off his neighbours’ trees, playing with marbles in the street. He would watch with interest as turkey vultures soared through the sky in search of their next meal. When the time came to move, he cried all the way to the airport, confused and distressed to be leaving the only home he knew. Without a word of German and with no friends, it was a difficult transition. But Hernandez’s stepfather was a football coach and suggested the sport might help him settle in. Pushed on by Yaneisy shouting in Spanish from the sidelines, Hernandez went on to play for the junior sides of FC Gutersloh and LR Ahlen before joining Arminia Bielefeld’s academy aged 14. “Since he was very young, even here in Cuba, he would ruin his shoes from kicking the stones so much,” recalls Yaneisy, who returned to Moron 10 years ago and now owns a farm where she rears cows and pigs. “The last time he visited, I reminded him and he said: ‘Yes mum, I’ve always had this game in my blood.’” On October 1, 2010, thenBielefeld coach Christian Ziege handed a 17-year-old Hernandez his professional debut. Ten days later, he was capped by Germany U18s. “Onel was a hard-working young player with a lot of talent and speed,” recalls former Germany, Bayern Munich and Liverpool defender Ziege. “He listened a lot and tried hard to do the things we asked him. Internet is expensive and most Cubans use it for social media rather than searching news. “It makes me proud that he’s playing in an important league though. I’d like to hear more, but in Cuba the truth is guys like Neymar and Messi are more important.” Even in Moron, recognition is rare. A group of bare-chested youths kick around a wornout ball on a cobbled street close to Hernandez’s greatgrandmother’s home, yet they recognise neither his name nor his photo. A taxi driver when asked if he likes football reaches excitedly for his phone, but rather than producing a selfie with his notable former neighbour, instead displays a stock image of Cristiano Ronaldo. “The problem is that football in Cuba is not like Germany or

England or other countries,” says Yaneisy, seated next to a small signed photo of her son in a Braunschweig shirt. “Football is not the main sport and is not followed by a lot of people - but the people who follow football know my son, for sure.” -BBC

Teqball wins NOC’s nod From page 20

In letter addressed to Boniface Kambikambi General Secretary of Teqball Federation of Zambia, NOCZ executive director Brenda Chipande said Teqball’s membership application for membership had been approved. Chipande however said that the membership approval was subject to ratification by the Olympic Council at the next annual general meeting. Teqball is a new sport that involves a set of four players juggling a ball over a board similar to that of table tennis. And Teqball Federation president Dickson Jere recently said that the federation would soon launch a league that would be played alongside soccer teams. Jere said that he had written to Zambian Super Division sides so as incorporate Teqball teams in their clubs.

THE introduction of the CAF Champions League for women will give women more opportunities and that clubs will benefit from the competition financially, says Football Association of Zambia (FAZ) executive committee member Brenda Kunda Kunda, the FAZ women’s

football chairperson said the CAF Champions League for women will also help make national leagues competitive. She said that women football will be given more opportunities on the continent with a continental club tournament. Kunda said that while the cancellation of the Africa Women’s Championship (AWCON) was regrettable the Champions League could compensate for the loss.

She noted that the owners of women clubs had been critical in the growth of the ladies’ game in Zambia and that the CAF Women Champions League would help reward some of their efforts. And Kunda expressed delight at the growing number of women footballers signing for clubs in foreign leagues. So far Zambia has four players in Europe and one in China.
