SERVICE DELIVERY IT is a shame that there could be some councils that are deliberately underperforming simply because they do not agree with the political party – Patriotic Front – in power. This defeats the whole purpose of decentraliaation – that of taking power to the grassroots and ensuring that development starts from the ground. The Patriotic Front has prided itself that it would take development to all areas and it is clear that those not prepared to do so should be flushed out of all government institutions. One would believe that when people seek political elective office, be it at local or national level, they are driven by a passion to serve their community. And in a multi-party system as Zambia’s, partisan interests are supposed to take a back seat. The understanding being that after elections, what follows is to carryout the campaign promises. But it is a shame that this is not the case in some councils in the North-Western Province. Ministry of Local Government Permanent Secretary, Ed Chomba has reported that Government has discovered how some local authorities in perceived opposition strongholds are deliberately underperforming because of partisan interests. Bishop Chomba, who is in North-Western Province to check on the operations of local authorities, said he was privy to information of poor service delivery as a result of political infiltration. He made the disclosure during a meeting with Chavuma Town Council management which is controlled by the United Party for National Development (UPND). This really makes a mockery of the government’s drive to ensure that development programmes are implemented in all corners of the country. If anything, Government must not allow such councillors or officers to derail its development agenda. We believe now is not the time that elected officials should be politicking. It actually might in the end work against them. Even if they are in the opposition, is this not an ideal chance for them to show the people what they can do given the resources that the central government avails to them? Government must indeed take the bull by the horns and remove those who are bottlenecks, expecially the administrative staff who are government employees. The hallmark of the civil service is that it works with which ever political party is in power. Partisan whims are supposed to be kept in check. But if indeed there are such workers in the councils, then Bishop Chomba has every right and power to see that they are fired. Are council workers not supposed to be subjected to a performance-based grading system? We are equally disappointed, as Bishop Chomba observed, that some projects under the Local Government Equalisation Fund were poorly done also because of corruption and partisan politics. Workers at Chavuma Town Council should in fact count themselves lucky that Bishop Chomba has infact advised them on the need to change. Bishop Chomba noted that the council was engulfed in a political turbulence between the opposition and Government. “This will not work here, these councils they don’t belong to any political party or to anybody but the people of Zambia,” he said. Bishop Chomba said council workers were expected to be non-partisan and serve all people whole heartedly without involving politics in the execution of duty. Public servants have a good example in President Edgar Lungu who has always stressed that his job is to serve not only those who voted form him but even those who did not. That is what servant leadership entails. People do not wear tags on their foreheads when they want to access service from a public facility. They are entitled to be served by virtue of being Zambians. For the councils in North-Western Province and indeed other areas, they must discard partisan politics and serve the people diligently. That is what will save their positions and jobs.

By CHINTU MALAMBO THE Constitutional Court has summoned the Zambia Qualifications Authority (ZAQA) and the Examination Council of Zambia (ECZ) to appear before it and give evidence as to what constitutes a Grade 12 certificate or its equivalent. This follows the evidence presented before the full bench of the Constitutional Court judges headed by president, Judge Hilda Chibomba. This is in a matter where Colonel Bizhwayo Nkunika, the former Zambian High Commissioner to London and losing independent candidate in the Lundazi Central parliamentary elections, petitioned the election of Mr Nyirenda for allegedly not holding a full Grade 12 certificate. He claimed that Mr Nyirenda was not supposed to take part in the parliamentary elections because he allegedly does not have a Grade 12 full certificate or an equivalent as

regarded and are not part of the employment agenda of the country. “The youth don’t have space and when they try to talk, see the venom, see the hatred which is coming from the leaders, look at how youths are made to apologise, we have seen a number of times where youths are made to apologise,” said Mr Kalaba. He said youth empowerment was a tall order adding that youth activism was only seen during the election period. He also claimed that most jobs which youths are able to do are given to foreigners

and as a result, they resort to joining politics as a channel through which they could be employed. Mr. Kalaba said the DP would ensure to come up with policies that would prioritise the empowerment of the local people once voted into office. “Most jobs are given to foreigners, no empowerment for the youth so once they graduate they join politics for employment affiliations. As DP, we will ensure when voted in office to first empower the locals, get Zambian jobs back into the hands of ordinary Zambians,” said Mr. Kalaba.

Concourt summons ECZ, ZAQA to define Grade 12 certificate required by law. Col Nkunika dragged to court Mr Nyirenda as the first respondent and cited the Electoral Commission of Zambia as the second respondent. The court has summoned the witnesses from ZQA and ECZ after Mr Nyirenda said that he was not aware whether the documents he presented during filing in of nominations, which are a GCE certificate with one pass, a ZNS certificate, a certificate in computers and certificate in theology training by extension, are not equivalent to a Grade 12 certificate. This was after Col Nkunika’s lawyer, Mr Chifumu Banda questioned Mr. Nyirenda during cross examination whether he

was aware that a Grade 12 certificate should contain passes in five or more subjects and also whether he was aware that the documents he presented at the time of nominations are not equivalent. But Mr Nyirenda explained that he is not aware what really qualifies a Grade 12 certificate or its equivalent because it is not written anywhere. He argued that the fact that his qualifications were accepted meant that he qualified to contest and subsequently be in parliament. This prompted the court to summon the witnesses from ZAQA and ECZ and the matter was adjourned to July 8 this year for receiving of evidence.

Women parliamentarians to fight cyber bullying By NATION REPORTER

THE caucus for women parliamentarians says it will sponsor a private members motion in Parliament that will address the cyber bullying that is on the increase in Zambia. Caucus Chairperson Professor Nkandu Luo says Zambia needs to start putting laws in place that will deal with the issue of cyber bullying before it gets out of hand. Professor Luo says it is regrettable that it has become fashionable for some youths to insult leaders in the name of freedom of expression particularly women. Professor Luo has questioned the silence by the Church and some Civil Society Organisations who she said are key in curbing

State enters nolle in suspected gassers’ case By CHINTU MALAMBO THE state has entered a nolle prosequi in a matter in which 12 people alleged to be linked to a spate of chemical gassing incidences that the country experienced yearly this year. The alleged gassers among them a village headman were charged with 16 counts of terrorism related charges. Pheston Mwanza and others are alleged to have aided, abetted, concealed, procured, incited or solicited the commission of a terrorist act or proliferation in February this year. The accused are also alleged to have committed terrorist acts intending to cause death or serious harm to about 14 people by releasing into the environment harmful substances. When the matter came up in the High Court, before Judge Kazimbe Chenda, the state discontinued the matter through a nolle prosequi. This was after Mwanza and his co-accused took plea and denied the charges. The accused persons who are being represented by Keith Mweemba Advocates and Lastsone Mwanabo have since been discharged. The gassing incidences sparked riots in different parts of the country and left about 40 people dead.

Minister loses case By BENNIE MUNDANDO

THE Supreme Court has dismissed Kabwata Member of Parliament Given Lubinda’s appeal in a case in which he was seeking damages against alleged libel from the Daily Nation. This is a matter in which Mr Lubinda in 2014 had sued the Daily Nation and Mr Edwin Lifwekelo for criminal libel as first and second respondents respectively in the High Court seeking damages. Sometime in 2014, Mr. Lubinda was quoted as having said that the opposition to the ruling party in Zambia was weak and this prompted a response from Mr. Lifwekelo, who was then UPND publicity and information secretary, which was published on May 18, 2014, in the Daily Nation, headlined “UPND writes off Lubinda.” Among other things, Mr. Lifwekelo alleged that Mr. Lubinda’s previous comment was motivated by his desire to be reappointed as a minister. He said the ruling party and Mr. Lubinda himself were no longer popular and that he was attempting to rejoin the UPND as he was sure that the PF would lose the next elections. The Daily Nation published another story from Mr. Lubinda in which he replied to the allegations by Mr. Lifwekelo. However, Mr. Lubinda then dragged both Mr. Lifwekelo and the Daily Nation seeking damages for libel, describing the article as malicious and injurious to his reputation. But the High Court dismissed Mr. Lubinda’s case saying, among other things, the words complained of did not have the effect of lowering Mr. Lubinda’s reputation in the estimation of right thinking members of society. Mr. Lubinda however appealed to the Supreme Court on grounds that the Court had erred both in law and fact by holding that Zambians have accepted that politicians could cross over to another political party at will without suffering any serious disapproval from many Zambians, thereby disregarding the law and decisions of the Court on defamation of politicians. He also contended that the High Court erred in both law and fact when it held that if one or two people hold such a politician in contempt, hatred, and ridicule, it could not amount to a reflection of society generally, when there is no evidence before court to support the court’s position. He also contended that the High Court erred in law and fact when it concluded the offensive statement was provoked by him in his private and personal character and also in his political character as the person to whom the statement attribute did not defend the veracity of the statement. He also said the court erred in law and fact by awarding costs to the respondent. But in delivering judgment, the Supreme Court knocked down all the four grounds of appeal presented by Mr. Lubinda for lacking merit and dismissed it. “Since all the four grounds of appeal are bereft of merit, the appeal is doomed to fail and we so hold and dismiss it. We accordingly vary the decision of the learned High Court judge to the extent that we set aside the award of costs in that Court to the first respondent. He is not entitled to costs because he did not take any steps in the direction of defending the action in court. “In regard to the costs in this court, these will lie where they fall because, although the event is in favour of the two respondents, they did not take any steps in defending the appeal. They, therefore, incurred no costs whatsoever,” reads the judgment in part.

OME UPND youths in Livingstone on Sunday evening went on rampage to attack cadres who defected to the ruling party during a mobilisation meeting held in Zambezi Sawmills Township. The UPND youth were led by well-known thugs that man an illegal bus station along Lusaka Road at a place commonly known as Chitanki. About eight youths who were among the defectors were injured and taken to Dambwa Police Post where police reports were issued before they were taken to the Livingstone Central Hospital, where they were treated and discharged. Among the injured were Kelvin Siboli 20, Ortone Kalubi 32, Emmanuel Mfula 21, Gerald Simunomba 21, John Phiri 22 and Fidelis 23 all of

Zambezi Sawmills Township under Zambezi Ward. One of the victims Ortone Kalubi confirmed the development which occurred on Sunday around 17:30 hours. Mr Kalubi explained to the Daily Nation that the opposition cadres had in their possession all types of weapons which they used during the attack. Reacting to the incident, PF district chairman John Mukosho described the incident as unfortunate. "We don't want to aggravate the situation. Let the law take its course, but we are very disappointed with the snail pace which the police are handling this matter. "They should have moved in quickly with vigour to apprehend the perpetrators of the violence. Our men are peaceful and we appeal to them to remain calm and should not retaliate like our President, Dr

But UPND district youth chairman Gerald Kuyewana disputed the alleged violence saying the fracas had nothing to do with politics. He said that it was therefore wrong to link the incident to politics adding that it could only be so if the rival members were coming from the two political parties. "Otherwise, we have gone on the ground to find out what transpired and what we have discovered is that youths who were involved are rival gang members who were fighting for supremacy in the neigh-

bourhood where they conduct their activities from. "It has nothing to do with PF or UPND and our call as UPND is that let us learn to co-exist because we are one people and we live in the same community," he said.

Dr Matibini on February 27, 2019 declared Mr Kambwili’s Parliamentary seat vacant on allegations that he crossed the floor of the House when he accepted the appointment as National Democratic Congress (NDC) consultant. This was after Malambo member of Parliament Makebi Zulu raised a point of order regarding the same. But in a ruling delivered by Constitutional Court President Hildah Chibomba, Judges Annie Sitali, Mungeni Mulenga, Palan Mulonda and Martin Musaluke, they stated that while the Speaker was well within his power to respond to the point of order that was raised on the floor of the house, he exceeded

Zambia, IMF in crunch virtual meetings WASHINGTON - The International Monetary Fund has confirmed that it has started having virtual meetings with the Zambian government regarding a request for emergency financing. IMF Communications Director Gerry Rice told a media briefing from Washington D.C that discussions will cover the economic response to Covid-19 as well as medium term macroeconomic objectives and policies. Dr Rice said the IMF consultative exchange mission for Zambia started on Monday and continues to July 1. “So on Zambia, in the face of the Covid-19 pandemic, the Zambian authorities have requested emergency assistance from the IMF. This comes in addition to an earlier request from Zambia for Fund support for their broader econom-

ic reform programme aimed at restoring economic stability and fiscal as well as debt sustainability while increasing growth and fighting poverty,” Dr Rice said. He said the Zambian authorities are aware that steps would need to be taken to restore debt sustainability. “And in this regard, the IMF staff notes the government’s commitment to restore debt sustainability through fiscal policy adjustment and debt management in line with the finance minister’s statement back in February,’ he said. “On the specific questions about timing. I can confirm that Fund staff will be holding virtual consultations with the Zambian authorities regarding their requests for emergency financing in the week beginning June 22nd.”

THE African Union (AU) is expected to draft a common position on the rescheduling of cannabis and associated substances in the International Drug Control framework to facilitate trade. Chief Government spokesperson Dora Siliya said in a statement that the head of state was concerned about the welfare of young people across the country and has since directed all Government ministries to work together and come up with workable solutions to address their needs. Kasama youths empowered By BENNIE MUNDANDO

THE Citizens' Economic Empowerment Commission (CEEC) has released over K3.8 million to over 33 youths in Kasama district. The package is intended to enable the recipients explore fish farming. Kasama district PF youth vice chairperson Aaron Zimba told the Daily Nation that the beneficiaries had already received the money. Mr Zimba, who is also Mulilansolo PF ward councillor, said the move would enable youths to be self-reliant as opposed to always looking for white colour jobs from Government and private institutions, while lamenting that they were being overlooked in the transformation agenda.

Councillors best placed to know why they resign or rescind decision By CHINTU MALAMBO

THE Electoral Commission of Zambia (ECZ) has submitted to the Constitutional Court that individual councillors who resign from their positions are best placed to account for the circumstances leading to the said resignations. This is in a matter where Governance activist Isaac Mwanza has asked the Constitutional Court to determine whether Article 157(2) (b) permits a councillor who resigns from his position to rescind the said decision before the lapse of 30 days. Mr Mwanza has further asked the court to determine the validity and constitutionality of a by-election conducted when a councilor resigns but later withdraws the resignation letter.

Mr Mwanza has cited the ECZ and the Attorney General as respondents in the matter. But in an affidavit in opposition to the originating summons, Royd Katongo, acting chief electoral officer stated that the ECZ was unable to make specific comments on the cited individual councillor as the matter related to persons who are not party to the proceedings. Mr Katongo stated that a councillor resigns by giving one month notice in writing to the mayor or council chairperson after the expiry of the one month notification, a vacancy occurs in that particular ward . Govt says it has received proposals for new national airline JOHANNESBURG - The government says it has received “unsolicited proposals from private sector funders, private equity investors and potential airline partners” for a new national airline to emerge from the SAA business rescue process. OPINION PILATO AND GROUP HAVE MISTAKEN TOLERANCE FOR WEAKNESS - GLENN KALIMBWE I HAVE tried this week to go about my business and take a break from current affairs but the buzz about the now-called disgruntled youths has been difficult to ignore. Thus, I took to write this article with the sincerest of intentions and utmost honesty. Having had the privilege to read Brian Bwembya aka B-Flow’s letter to the president, in which he asks for an appointment for two issues; firstly the need for frequent communication of efforts being made to address the challenges facing the youth and opportunities available for the youth population, and concerns regarding some conduct of foreign investors in the country. I am inclined to conclude that indeed President Edgat Lungu is a humble leader, whose humbleness these youths have started taking for granted. I can only pray that the patience that the president has doesn’t wear thin for their sakes. It is not only disrespectful to the presidency for anybody, youth, or adults to seek the audience of the highest office in the land with such a vacuous agenda but an indictment on the intelligence of the author. While it is his right as a citizen to make demands from the national leadership, we must always exercise our rights in the confines of normality and good judgment. The Ministry of Youth, Child, and Sport Development exists to address the concerns of youths. The only complaint from youths, warranting the audience of the Presidency, is to complain about the inadequacies of the responsible ministries in addressing the concerns in question. Since his letter did not elaborate, I am personally curious as to what he meant by the need for frequent communication. What sort of communication does he require that the national broadcaster has not provided? It’s paradoxical in that other sections of society complain that public media is all about government, and on the other hand here is a person complaining that the government is not communicating enough. If this is not mere attention-seeking and rabble-rousing, then what is it? Let this be considered in perspective. The opposition parties that have turned these unsuspecting young citizens into pawns in their political games will ditch them after they have lived their usefulness and successfully destroyed their futures. Nowhere globally has an economic issue as the one cited by these youths, been solved by way of street protests. Disrupting social order is on its own, economic sabotage. Therefore these acts only serve to reverse the gains that this country has made hitherto. The loudness of these voices does not represent a popular view. It represents the views of the dead weight that this country has. While the common youth is out in the street hustling for a living in various ways, the dead weight is making placards and mobilising protesters. My point is that the patience and humbleness of the president have manifested itself in that removing these elements from the streets will not affect the economy of this country yet, in his wisdom he has tolerated them hitherto. Everyone indeed has the right to be heard yet, we cannot all speak at once. Therefore, the unfettered noise that these guys have been making on social media should not be mistaken for the views of youths in Zambia. Youths are a diverse group with divergent views and at no point did the youth gather to elect a parallel government that should claim to be representing them. Our silence has not been of service to this country in this discourse. It’s time we meet at the battlefront. From youths to the other. Give government space to govern

So what right of expression, is worthy protesting about? So my conclusion is, these people are fighting for the right to insult, they want the right to express insults. KITWE COUNCIL POLICE UNDER SPOTLIGHT By ROGERS KALERO THE Kitwe City Council management is monitoring the operations of council police officers following reports that some of them are conniving with some bars and night clubs owners to operate illegally. Recently, an undercover Daily Nation journalist discovered that some bars and lodges were allowing patrons in the premises and selling alcoholic beverages secretly and in connivance with some council police officers. Some workers in bar dens told the journalist that they charged a modest fee on entry, which at the end of the day was shared among council police officers, who provided “cover” while on patrol. But Town Clerk, Mbulo Seke, said management had tasked the Director of Administration to establish which officers were conniving with some bars and night club owners to operate secretly. The council, he said, was thus strictly monitoring the operations of its police officers and that once caught, culprits would be dealt with severely.

Mr Seke said the council was pursuing the matter and that any officer found to be involved would be dealt with accordingly. He said council police officers were expected to implement laws and directives given to them, but if they decide to connive with law breakers, they deserved to be punished. “We don’t want to demonize or condemn our officers, but we want to SHARED FEE

Proper menstrual hygiene vital By SANFROSSA MANYINDA WE will continue supplementing Government efforts in the fight against the Coronavirus and promoting menstrual hygiene, Vision Care Initiative (VCI) has maintained. VCI Executive Director Namutula Sindila said that the organisation had noted with concern that most school girls were absconding classes when they were at that time of the month, due to lack of proper sanitation. The organisation, she said, would continue donating sanitary towels among other items needed to the school girls. Ms Sindila said that was the reason the organisation saw it fit to come to the aid and donate to the schools in Kitwe. “We do not want the lack of proper sanitation to continue being the reason for high percentages of absenteeism among girls. We are focusing on different areas but our main focus is menstrual hygiene,” she said. Ms Sindila further maintained that the organisation was trying to beat the challenges that were faced by girls during this period. She emphasised the need to educate the girls on matters of hygiene during this period as the donations were taking place. She said it was important that girls gained the confidence to attend class and mingle with others during that time of the month. We will not relent but continue with the programme until a time we will notice change among the girls. We also during our donations sensitize the boys on the need to undertand girls during such moments and avoid stigma,” Ms Sindila said.

Mushimba cautions spoilers By ROGERS KALERO PATRIOTIC Front (PF) members especially youths who resort to social media to disparage the leadership are enemies of the party who want to create a negative impression of the ruling party, a member of the Mobilisation Committee has said Mr Brian Mushimba, who is also Kankoyo Member of Parliament in Mufulira, said party members who were loyal and committed to the party should not resort to social media reckless postings, but must find better ways and means of communicating to the party leadership. In an interview in Kitwe yesterday, Mr Mushimba expressed concern that some party members were increasingly using social media to insult the party leadership, while others were being sponsored by those who had fallen out of favour with the party leadership because of their indiscipline conduct. “The abuse of social media will not help the party in any way. If I have a genuine concern I will not hide behind a voice note, but will find time to share with my district chairman, provincial chairman and other members of the party hierarchy. We must promote unity within the party because we are approaching the crucial 2021 elections,” Mr Mushimba said. He said the party needed unity of purpose and that those seeking to contest as MPs and councillors should rally behind the PF and President Edgar Lungu and conduct themselves in a manner befitting a leader or genuine member. Mr Mushimba, who is Higher Education Minister, said those planning to stand as independent MPs or councillors should think critically and only do so out of desire to serve the people and not to destroy others. “Yes, tread cautiously because they may end up ruining their political careers. This is not a threat, but an advice. I know there is also an element of mob psychology and they think PF is so finished that even those who fail to deliver as councillors will roll over the preferred PF candidate,” he added.

CBU under strict Covid-19 check By SANFROSSA MANYINDA

FOLLOWING the re-opening of the institution, the Copperbelt University (CBU) management has set strict Covid-19 preventive measures as students braced themselves for commencement of the learning programmes. Over 1, 900 final year students from across the country successfully registered at the institution in Kitwe. Institutions of learning were in March this year closed after the country as one of the corona virus preventive measures. CBU which re-opened on Monday resumed classes following the directive from Higher Education Minister, Brian Mushimba, to allow the

learning programmes to resume at the institution. CBU Head of Public Health, Nawa Sanjobo, said university management and staff were working hand in hand with the Ministry of Health to ensure that students were protected against the corona virus at all costs. “Preliminary measures such as forming a task force that will respond to any suspected case including an isolation facility for students that will display any symptoms of the virus has been put in place,” Mr Sanjobo said. He urged all the students to strictly adhere to the public health measures set by bit the institution and the ministry of health. All students and members of staff, he said, would use face masks and practice social distancing while

hand-wash facilities had been provided in strategic points of the institution. The university management would ensure that students maintained at least one metre distance in classes where they were also expected to wear face masks. A check at the institution by the Daily Nation showed that there were reduced numbers in the hostels, which in the past were filled to capacity. According to information gathered, all students and members of staff would mandatorily wear masks all the time while those who may not have would be provided with the protective wear. Entry to the institution, located in Riverside residential area, was restricted as all entry points were manned by security officers.

‘Resolve Mulobezi, Mwandi district boundary dispute’

RESIDENTS of Mulobezi and Mwandi have appealed for the quick resolution of the boundary disputes between the two districts. They have petitioned the Provincial Local Government Officer (PLGO) to expedite the process so that the boundaries could be clearly marked. Since the establishment of Mulobezi and Mwandi as districts in January 2012, communities in the two districts had been asking for clear demarcations of the boundary. However, the boundary disputes started in 2017, during the first meeting which was held to resolve and establish the boundary but unfortunately, the case could not be put to rest. Since then, talks had continued between the two administrations but no conclusive solution had been reached. Mulobezi Town Council Public Relations Officer, Elvis Muleya, announced that discussions had been going on over the boundary issue. Mr Muleya explained that following a meeting which was held

THE Anti-Political Violence Association of Zambia has taken a swipe at the United Party for National Development (UPND) cadres that attacked Patriotic Front (PF) deputy national mobilisation chairperson, Geoffrey Mwamba on Monday in Monze. And the association has urged youths to desist from using social media to insult and disrespect leaders because such acts have the potential to plunge this country into chaos and bloodshed. Speaking to the Daily Nation yesterday, association information and publicity secretary, Davyson Zulu, said his organisation would never support any political party that engaged in political violence. As the youths of this country, let’s not be used as tools of violence to insult and fight each other by these politicians. “We would like to warn all the youths regardless of their political affiliations, who will engage themselves in political violence to stop this act because we don’t want bloodshed in Zambia. Political violence also has the potential to scare away investors. Let’s say no to political violence and save Zambia,” he said.

SMALL-SCALE farmers should be empowered with negotiating skills on various Government agriculture policies in order to meet their needs and help improve productivity in the sector, the East and Southern Africa Small Scale Farmers Forum (ESSAF) has observed. ESSAF Country Coordinator, Henry Singini, said that most peasant farmers in the Southern Africa Region lacked the capacity to negotiate for their needs in the sector resulting in low productivity. He said this when he paid a courtesy call on Monze District Commissioner Cyprian Hamanyanga at his office in Monze on Monday. ESSAF is a consortium of small scale farmers in Southern and Eastern Africa and aims at promoting indigenous crops and building capacity among farmers and currently operates in Malawi, Mozambique, Zambia, Tanzania, and Zimbabwe. Mr Singini observed that building capacity for small scale farmers to air their grievances with a united voice on various government policies was paramount if the agriculture sector was to register a sustained positive growth. “There is an urgent need to build the capacity of small scale farmers not only here in Zambia but the entire Southern and Eastern Africa region to be able them engage governments on various issues affecting them. “For instance we have some stalled projects here in Monze such as the feeder roads and hitches in accessing inputs under the Farmer Input Support Programme (FISP)

On today’s pupils’ forum, will look at a topic; Transport in man.This topic will focus on composition of blood and heart structure. This topic is at senior Biology grade eleven (11) level of the Zambian syllabus. At the end of this lesson, learners will be asked questions based on today’s topic. TRANSPORT IN MAN The composition of blood. Ø The solid part of blood is made of red blood cells, white blood cells and platelets. Ø Plasma which is the liquid portion of blood consists of water and contains many important dissolved substances, including the products of digestion, such as glucose, fatty acids, glycerol, amino acids, vitamins, and minerals, plasma proteins such as fibrinogen and antibodies, hormones and waste materials, such as urea and carbon dioxide. The functions of blood Transport functions: Ø Soluble products of digestion and absorption such as glucose, amino acids, fatty acids, vitamins and minerals are transported from the gut to the liver and then to the general circulation. Ø Waste products of metabolism such as urea are transported from sites of production to sites of removal, such as the liver and kidneys. Ø Respiratory gases, oxygen and carbon dioxide are transported from sites of uptake or production to their site of use or removal. Ø Hormones such as insulin are transported from their sites of production in the glands to the target organs where they have their effects. Regulatory function: Ø Water plays a part in distribution of heat between heat producing areas such as the liver and areas of heat loss such as the skin Protective functions: Ø Platelets, plasma proteins like fibrinogen and many other plasma factors such as calcium ions protect against loss of blood and entry of pathogens by clotting mechanisms. Ø White blood cells protect against disease- causing micro-organisms. Ø Phagocytes engulf the bacteria while lymphocytes produce and secrete specific antibodies against them.

The process of blood clotting Ø Blood clotting also known as coagulation, is the process by which blood changes from liquid to a gel, forming a blood clot. Ø When platelets are exposed to injured body tissue, they release an enzyme called thromboplastin. Thromboplastin acts on a plasma protein called prothrombin changing it to an active form called thrombin. Ø Thrombin acts on another plasma protein called fibrinogen changing it into an insoluble form called fibrin. This reaction occurs in the presence of calcium ions. The fibrin forms a mesh over the wound. This mesh traps red and white blood cells, leading to the formation of a clot over the wound. The ABO blood groups There are four main blood groups namely blood groups A, B, AB and O. Two types of antigens found on the surface of red blood cells are antigen A and antigen B. The importance of determining the blood groups and Rhesus factors Safe blood transfusion is only important if blood groups and Rhesus factor are determined. This reduces the chances of agglutination in the event of blood transfusion. Transplant of tissues and organs require determination of blood groups and Rhesus factor. Some tissues may be rejected by the recipient because they would act like antigen causing antibody- antigen reaction. Determination of Rhesus factor prevents disorders, such as haemolytic disease of the foetus. The donor-recipient compatibility of blood groups An antigen reacts with a corresponding antibody making the blood cells to clump together. The antibody- antigen reaction is called agglutination. Antigen A and antibody a will cause agglutination. Antigen B and antibody b will also cause agglutination. A person with blood group AB does not have antibodies in the blood plasma. Therefore blood group AB is a universal recipient. A person with blood group O lacks antigens and he is a universal donor. Blood group A can only receive blood from blood groups A and O. Blood group B can only receive blood from blood groups B and O. Blood group A can only donate blood to blood groups A and AB. Blood

Ø The left ventricle is much thicker than the right ventricle because the left ventricle pumps blood with a high pressure to all parts of the body. On Wednesday ZAMBIA and by implication, Zambians face many Mountains which must be defeated. We have the Constitutional debacle, The Youth demands, the Women demands, the demands of the differently able; entitlement(s) promoters Etc. Add to these Mountains are problems which are not of Zambian making. Not even the most powerful Air force in the World can create its own weather conditions. When it is biting cold, this is what it is. When it is foggy and visibility an impossibility; that is it! These follow laws of nature and are not subject to government or personal controls, but possible mitigation! The entitlement promoters pose a particular challenge and threat to Government. Just like the infamous cartel, they also seek and work towards “State Capture.” This group of false businessmen and vultures of political convenience are a real menace to National Development. Some are loud and some very quite – using proxies! You see, when rainfall is bad

and Zambians have a duty and obligation, again, beyond the democratic reality of political competition. The whole talk about development is a Zambian thing which cannot be a responsibility of another country or citizens of other countries. For this reason, ALL must support the position of President Edgar Lungu to spread development nation-wide; so that people only remain behind because of personal choice(s). The extremist path of Political Machiavellianism is unacceptable; and a betrayal of the Zambian dream! So in terms of the National real issues, irrespective of what one may desire, the making of a Constitution and other laws, is a purely Zambian affair. To the extent that a Constitution is a political document, political views - some very sharp and some just unreasonable, will be a factor and should not offend anybody. Ultimately, my view is that it is inevitable to have a Constitution which is based on wide consultations bearing in mind that NOT ALL CITIZENS will agree on everything contained in the document. That is life. In as far as Bill 10 is concerned my understanding is that it is at a stage of enactment because adoption has formally taken place. The fact of disagreement, over Bill 10 must never degenerate into name calling. Disagreement or dissent has nothing to do with the fact that Zambians need to talk to one another and ultimately have a Constitution as proposed by Bill 10. the document inspired other subsequent legally binding international legal instruments. Yes, the Constitution is a legal document. I hold the view that looking at its formulation from partisan political spectacles, will not do. It is dangerous and an affront to democracy. Simply put, democracy is about duty, responsibility and not exempt from the Human Rights standard

Remember, Africa and indeed Zambia’s population is quite young and I hold the view that the older generations must take responsibility and guide to secure stability and assure peace; a value generally associated with wisdom. Note that there are young people, who are wiser than old guys, but these are in the minority; as evidence presents. (How many young people ascend to real power in their 20s? Do not talk of lack

of opportunity. Merit always stands out, when a standard!) A point to note is that YOUTHDOM is a phase. Young people must choose between youthful activities and responsibility. You can’t have both! I really do not agree with “double tobela” and you do not have to agree either. Who can argue that prominent personalities took a very active part in fighting for Zambian independence? But those close to these personalities will attest that they have had to make very difficult choices. Some have engaged in dangerous activities, using officialdom. There is a season for everything, just like power without control, is fatal. I also do not agree that we should shelve older guys, who clearly are a reservoir of knowledge. Some played a key role in “demolishing” the second republic. Are we sure we can have an Army commander who is below 35 years? I would ask the same question for the Air force Commander, Zambia National Service Commandant, the Inspector General of Police, the Chief Justice and many others. Why do you suggest retirement over performance? The Women and differentlyable demands are similar and require better and deeper Masqueraders

For these, their programme is very, very quiet and it takes an incisive and penetrating eye to see and appreciate the damage they cause. Can you imagine a person who seeks to hold political office confusing National development, with voting? What is the relationship? Are we suggesting that Elections are about distribution of National wealth? My understanding is that the Zambian President is a President for ALL. His constituency is Zambia. MALAWI PRESIDENTIAL ELECTION: Voters turn out for historic re-run LILONGWE - Malawians voted yesterday in a re-run election a year on from President Peter Mutharika's disputed victory that was annulled nearly five months ago. Mutharika, who wants a second term, is up against Lazarus Chakwera, who heads an opposition coalition. Evidence of vote tampering including correction fluid on tally sheets led to judges scrapping his May 2019 victory and ordering a fresh election. The country's judiciary has been widely praised for its robust response. Malawi became the second African nation to annul a presidential election over irregularities, after Kenya in 2017. The country has been bitterly divided in the run-up to yesterday's re-run. Widespread anti-government protests and violence have threatened to plunge Malawi into an even deeper crisis. Speaking after he had voted in southern Malawi, President Mutharika alleged there had been violence in some opposition strongholds, the Reuters news agency reports. "It is very sad. Our secretary general has been beaten up. Those causing the violence are desperate," it quotes the president as saying. "How then will the election be credible?" he asked. There has been no

Nachula joins Spanish club

ZAMBIA women national soccer team striker Rachael Nachula has joined Spanish side Zaragoza Club de Fútbol Femenino.

The Spanish side confirmed on its website saying in its quest to bolster its squad for 2020/2021, it had added Nachula to its ranks. The Zambian international joins Zaragoza on a two-year contract following her impressive display in the 2019 calendar year in which she helped Zambia to a historical Olympic qualification as well a good showing in the COSAFA in which they minted gold. “Zambian international Rachael Nachula, new addition for season 2020/21. Welcome, Nachula!” The club wrote on its website. “In order to continue to make a competitive squad this season and achieve the desired promotion, Zaragoza CFF takes over the services of the African forward Rachael Nachula (14-01-19).” “The Zambian-born player is an international for her country. HE Lusaka Golf Club has signed a 50-year lease agreement worth over US$120 million with Time Project which will see the club get a facelift in the next five years.

This will see the contruction of a 300-room Hilton five-star CNN partner hotel, upgrading of the course, a new modern and mezzanine club house and business park with gated residential houses. And Club captain Noel Nkhoma said signing the agreement with the developer was a milestone in the history of Lusaka Golf Club. Nkhoma noted that in over 30 years, the golf club has failed to implement any projects because of some “politicking.” “We have been trying to refurbish the golf club for over 30 years

and all the time we stand, we have court cases and injunctions. This is the first time we have reached this far and signed for the project to commence,” he said. He said the project will not only benefit the golf club but the entire country as it will create employment and also its location being in the prime area of Lusaka. “What we are witnessing today is a milestone in the history of Lusaka Golf Club, from the time we started the project two years ago we are seeing the fruits of the efforts that has gone into this project,” Nkhoma said. He thanked the patron of the club, President Edgar Lungu who has offered guidance through the ministries of Lands, Tourism and Sports. “The facelift will boost the earning capacity of the golf club. It will bring in some financial leverage, we used to have 3, 000 members but today we only have a 1, 000 plus,” Nkhoma said. And Time Projects Zambia

THE Constitutional Court has adjourned the hearing of the matter involving Damiano Mutale and Patson Lusaka in which the duo through their lawyers applied to be allowed to file record of appeals into court out of time.

(motion) by Mutale and Lusaka for an order for leave to file Heads of Arguments and Record of Appeal Out of Time. It was agreed by the parties that the Respondents would file into court their List of Authorities and Heads of Arguments in opposition to the motion by June 11, 2020 and serve these on the Mutale and Lusaka by the same date to which they did. It was also agreed that Mutale and Lusaka would file into court their response to the Respondents’ opposition by June 18, 2020 and serve the same on the Respondents. But when they appeared for hearing yesterday Judge Mulembe adjourned the matter to July 9, 2020. Lusaka and Mutale had sued FAZ and Kashala in his capacity as general secretary in the Ndola High Court to stop the FAZ elections and electoral process. The matter was however referred to the Constitutional Court to determine the Ndola High Court jurisdiction.
