SECURE THE GRAIN THAT some farmers in the country are yielding to coercive manoeuvres and selling their maize cheaply is a real threat to food security at household and national levels. Reports abound of some farmers succumbing to crafty grain buyers, who are offering spot cash for a field even before the maize is harvested. In the hinterland of Luapula Province, buyers from the Democratic Republic of Congo (DRC) are having a field day, buying maize cheaply from small-holder farmers, who have not even started harvesting the grain. The story is the same in many parts of the country including Muchinga Province, which has been invaded by Malawians and Tanzanians. Foreigners are buying off maize fields cheaply and engaging locals to do the harvesting for them, prompting Chief Katyetye of Isoka to raise the red flag. A worse scenario is in Mpongwe, in the peri-urban of the Copperbelt, where “buyers” are hiring local youths to steal and haul maize in large quantities from commercial farms in the dead of the night. Perhaps, small-holder farmers are in hurry to sell their produce under a belief that the Food Reserve Agency (FRA) will delay to buy the grain in the wake of the coronavirus (Covid-19) outbreak. It is highly possible that the exploitative elements that have invaded rural areas are spreading misleading information that the FRA will not get on the market because of the rising cases of the pandemic. But truth be told, the FRA is ready to get on the market and will do so as soon as the moisture content in the maize grain reduces to acceptable levels. This is to ensure that the grain does not rot in storage facilities. In fact, FRA public relations coordinator, John Chipwende, has advised the farmers to prepare their produce for sale as soon as the moisture content drops. The FRA will start buying maize grain when the moisture content is about 12.5 percent so that it is stored in strategic reserves for future use. Thus the farmers must exercise patience and only sell their surplus maize to the FRA, which has a legal mandate of establishing and maintaining a strategic food reserve. The FRA also holds the mandate to manage storage facilities and crop marketing. Therefore, the exploitative buyers that have gone full throttle to haul maize at a cheap price are spoilers and not saviours; they are greedy. Farmers should wait a little bit more and only sell their maize grain to the FRA as Government will soon announce the maize floor prices. In fact, the small-holder farmers should only sell the surplus produce and store some for consumption to guarantee food security at both household and national levels. The spoilers who have invaded the countryside and other areas will hoodwink the small-holder farmers, get their maize and later sell the same grain to FRA at a higher price. Just last week, President Edgar Lungu announced that the FRA will buy over one million tonnes of maize from farmers. This assurance came from the highest office in the land and hence the farmers should wait for the right time and the right buyer to get their grain. They must not allow greedy elements spoil the plans; the bumper harvest is not for them.

He said that the health authorities from Chavuma in North-Western ferried the specimen in the public transport by following the health guidelines. As long as the specimen are well packaged, they are not harmful to the people on the public transport, Mr Kavindele said. Dr Chilufya had come under fire from the members of the public who had called President Edgar Lungu to immediately fire him for allowing the specimen to be ferried on public transport. But Mr Kavindele in an interview yesterday, said the attacks were unwarranted because what was done was outlined in the health guidelines. “I am afraid to say that this is how always the specimen are carried, you can either carry then on the plane or rail but otherwise every hospital is required to have maybe five ambulances to carry the spacimen.” “Even an aeroplane is public transport. As I speak to you as a former Minister of Health,

all those specimen we used to send to South Africa used go by public transport. What is important is packaging. “It is unfortunate that a young man doing a noble job died in an accident. THE Zambia Medicine Authority (ZAMRA) will wait for guidance from the Ministry of Health before allowing individuals and pharmaceutical companies to import Covid-19 herbal medicines. ZAMRA public relations officer, Ludovic Mwape, said individuals or companies wishing to import Madagascarherbal or any other organic medicine that is said to cure Covid-19, willl have to wait until the Ministry of Health gives clear guidance. "Pharmaceutical companies and also individuals wishing to bring in the Madagascar herbal for their personal use or commercial purpose have to wait until guidance is provide," he said. Mr Mwape said while no pharmaceutical companies had so far applied for clearance to import the Covid-19 medicine, there could be some individuals with intention to

import for personal use. He said however that until proper guidelines were in place, no one will be allowed to bring in any remedy. And Green Gold Medical Marijuana Limited(GGMM) director, Peter Sinkamba, has asked Government to use funds donated towards Covid-19 fight against, to procure organic medicine that was discovered in Madagascar. The minister ordered scores of residents to go back home as they were not following Coronavirus disease (Covid-19) preventive guidelines such as maintaining social distance and wearing face masks. Mr Lusambo, moved around most parts of the city where physical fitness activities had been taking place such as jogging and other exercises. Contractors in cash bonanza By SILUMESI MALUMO SOME local contractors have started receiving the money owed to them by Government, the Small-Scale Contractors Association of Zambia has said. Association president, Mutale Mpepo, said the local contractors engaged to do routine maintenance had started receiving funds from the Ministry of Finance. Recently, President Edgar Lungu during a national address said about K140 million had been released to dismantle arrears owed to local road contractors. The Head of State said the funds had been released to support the local contractors to sustain their operations in the wake of the Covid-19 outbreak. In an interview yesterday, Mr Mpepo said currently only routine maintenance contractors had been paid their money. “Yes, they have started receiving the money. I can simply confirm that those who have received are routine maintenance contractors. “It maybe not enough but it will make some reasonable relief to them because they have been struggling with funds to carry on the works,” Mr Mpepo said. He was also hopeful that the major local road contractors would start receiving their monay as soon as possible. He said the road contractors were financially stressed during this period and that once they received their money they would be able to carry on with the works. Mr Mpepo said the road contractors were looking forward to seeing that the Ministry of Finance released more money.

Zambia needs more support – ZCM chief By BUUMBA CHIMBULU GOVERNMENT will need to secure more financial support to fully address Covid-19 prevention and economic survival postcrisis. Much as the country was able to secure over K2.7 billion support from multilateral partners, more funding is needed for economic survival, Zambia Chamber of Mines (ZCM) Chief Executive Officer, Sokwani Chilembo, has said. Mr Chilembo said ZCM supports continued engagement with multilateral lenders, and efforts to secure temporary relief on the sovereign debt repayments which swallowed up a huge portion of the country’s national income. Government this week announced that debt service payments between January and March 2020 reached K6.4 billion, therefore, accounting for 36.6 percent of the K17.4 billion expenditure. “If our creditors postpone repayments over the period of this crisis, then all that money could be

re-purposed towards our national survival by restoring growth. This is surely in their interests, as well as our own,” Mr Chilembo said in a statement yesterday. M Chilembo however said the implementation of economic relief measures originally announced over a month ago, and the securing of K2.7 billion funding signified the real possibility of more positivity to come. He said the enactment of the relief measures provided companies across the private sector with much needed certainty as to how and when they would apply, as well give businesses the cash flow benefit that was intended. “The repeal of parts of the recently introduced Statutory Instrument (SI) 90, in particular, is welcomed by the industry and reflects positively on the active engagement between the industry and the government on this issue,” Mr Chilembo said. The K2.7 billion, he said, was another encouraging step towards mitigating the economic impact of the pandemic and provided Zambia with some muchneeded financial firepower.

THE State says it has failed to find a witness in a case former Zambia Air Force (ZAF) Commander Eric Chimese has been charged with concealing of property suspected to be proceeds of crime. In this case Chimese is charged with Chita Lodge director James Chungu for allegedly concealing a twostorey house and nine flats in Lusaka’s Ibex Hill. Deputy Chief State Advocate Gamaliel Zimba told Lusaka Magistrate Nsunge Chanda yesterday that he has personally failed to get hold of the witness from Zesco.

Mr. Zimba said he has been unwell and only reported for work on Monday this week, adding that even if the witness was present yesterday, he was still going to apply for an adjournment because he was not ready to proceed. He then applied for an adjournment after which the case was adjourned to next month and Chimese’s police bond was extended while Chungu’s bail was equally extended. At a previous sitting a State witness told the court that Chita Lodge Limited has a genuine certificate of title for the farm on which the nine flats and a two-storey house have been built in Ibex Hill. She said the Resettlement Action Plan (RAP) approved by the Zambia Environmental Management Services (ZEMA) involves the construction of an additional one-by-two classroom block and a health centre. Nine three bedroomed houses for the relocation of the Project Affected families, one house for a teacher, and another house for a medical staff were also part of RAP. “These buildings will also be serviced and fully connected with piped water sourced from water boreholes to be drilled in the area. Mr Chipata was happy with the progress made both at the mining operation and the RAP sites. “The mine will be fully operational by July 2020. ZCCM-IH will spend a total of K4.5 million to fulfil the RAP obligations, which are scheduled to be handed over to the beneficiaries in June 2020,” Ms Kakoma said.

THE Lusaka High court has thrown out on technicalities an application by former Tourism minister, William Harrington and environmentalist Robert Chimambo where he was seeking leave to challenge the decision of the deputy chief justice to refuse to establish a Tribunal against Lands Minister, Jean Kapata. High Court judge Catherine Lombe-Phiri dismissed the application as it falls way below the standard required by the rules. “As a result the requirements of the contents of an application for leave have been inadvertently omitted as the grounds for the application and reliefs sought have not been presented before the court,” Judge Phiri said. She said it was imperative that in applying for leave to apply for judicial review the applicants clearly states which ground of judicial review they were relying on in the standard format as provided for by the law. “In showing whether there is an arguable case it is important that the applicants state, without doubt, on which of the ground it is relying on in demonstrating that the public body or official has offended,” she said. Justice Phiri said that the requirements were set out in such a manner in order to achieve the purpose of the leave application which was to give the court an opportunity to determine on the face of the record what ground to consider in the event that there was need for further investigations. In this matter Mr Harrington and Robert Chimambo were seeking an order of certiorari to remove into the High Court for the purpose of quashing the said decision of the deputy Chief Justice Michael Musonda .

He said Zambia would become fish sufficient if the species were well managed centrally because it had plenty of water bodies which would be restocked with the fish while emphasis be placed on fish farming by private entities. He said if well-managed, fishing would pay dividends as the country would become self-sustainable thereby exporting the surplus and get foreign exchange from the sector as opposed to the current situation where the country was importing fish. The remedy is not those periodic bans but for Government to take over, like in the case of Game and National Parks, and begin to restock all the water bodies with millions of varieties of fingerlings,” Mr Musoma said.

The University of Zambia (UNZA) has been appointed to the World Health Organisation (WHO) board of experts that will develop guidelines and ethics for issuing immunity passports in the Covid-19 pandemic. UNZA acting Dean in the School of Health Sciences, Sody Munsaka said he would join a team of scientists involved in antibody testing to be used as a measure to give people an immunity passport to move across borders. His research interests include pathoimmune mechanisms of HIV-associated neurocognitive disorders and interactions

with drug abuse and other infectious diseases including malaria and tuberculosis. Dr Munsaka is the only African board member among the 10 member scientists from the United States, Europe and Asian region. He sits on a number of national committees that include the Health Professions Council of Zambia (HPCZ) and Higher Education Authority (HEA). Meanwhile, UNZA has designed and developed a “Walk-Through” body sanitiser in response to its mandate of providing intellectual and practical services. Acting Head of communication and

HAT the coronavirus has cast a long cloud over the region is without doubt. Here in Zambia, this virus has resulted in unprecedented social and economic disruptions so far: closure of bars probably ranks among the worst, whole restaurants can only operate as takeaways, while travel, tourism and hospitality have been severely hampered, to cite a few. Furthermore, only what is deemed essential work is currently being undertaken, and even then, workers are operating minimal hours and in rotation. Worse still, even the containment measures such as social distancing, masking, etc also entail aspects of disruption. And to cap it all, there is huge uncertainty hanging over the country with a sense of impending doom, if some experts’ opinions and projections are to be believed. It is therefore an enormously welcome development to at least have a silver lining to this COVID-19 cloud. The President, His Excellency Edgar Chagwa Lungu, in his address to the nation last Thursday 24th April mentioned that there was a silver lining to the impact of the coronavirus pandemic afflicting Zambia. The silver lining was explained to be in terms of the opportunity for “Zambian farmers to produce and sell products to chain stores that for a long time denied them business and opted for foreign products”. The President emphasised that only products that could not be sourced from locals could be imported. It is important to underscore that the silver lining has come about due to the reduction in exports into the country as a result of lockdowns and other restrictions in countries of origin. Since this silver lining as outlined above is predicated, to a large extent, on the absence of imports into the country due to supply disruptions caused by

ZAMBIA is among African countries with low remittances from the diaspora despite transferring costs dropping over the years, as aid flow to the continent is expected to decline due to the outbreak of covid-19. South Africa, Angola, Botswana, Ethiopia, and Zambia are among the countries with very low ratios of remittances to Gross Domestic Product (GDP), said the World Bank (WB). The World Bank in its report indicated that remittance inflows were negligible for 18 of the 48 countries in the region which meant that they did not amount to more than one percent of GDP in 2019. Remittances, said the World Bank, had become an important source of foreign financing for Sub-Saharan African countries. It indicated that although the costs of transferring remittances had dropped over time, the average cost to send US$200 to Sub-Saharan Africa was 9.3 percent in the first quarter of 2019. In 2019, the World Bank said, 14 countries had a ratio of remittances to GDP that exceeded the regional average (four percent of GDP). “Remittances reached US$ 46 billion in 2018 (up almost 10 percent from

SILVER LINING TO THE COVID-19 CLOUD

COVID-19, it must follow that there is a very limited window for local products to start getting onto the shelves of chain stores. It is also possible that once the COVID-19 disruptions cease, those imported products could be back on the shelves. Therefore, there would be need to hastily take advantage of this window of opportunity, but it has to be done in a way that should make stocking of Zambian products in chain stores sustainable over time. The general strategy that is implied from this opportunity is that of import substitution

which nominally is just a matter of substituting imported products with locally produced ones. However, following this strategy does entail some challenges vis-à-vis the imported products. Chances are that imported products enjoy economies of scale and supply chain efficiencies which potentially translate into lower prices. The substituting products generally do not have such benefits and most likely only target small local markets. Furthermore, it is possible that imported products benefit from availability of affordable capital for the pro-

ducing businesses while this is unlikely to be the case in the substituting product. Finally, through learning and experience, the quality and presentation of the imported products is likely to be much higher than that of new substituting products. But it should also be borne in mind that chain stores, especially being multinational corporations, are motivated more by profits than social impact. As part of protecting their profit margins, they dictate prices at which local farmers supply to them, and without efficiencies

due to economies of scale, affordable capital, etc most local suppliers will struggle to supply at a profit. And seeking to protect the local market through tariff, or even non-tariff, barriers is not tenable due to regionalisation and being part of the Free Trade Areas. In view of the above, there are several measures that would need to be put in place to allow local producers to effectively supply to chain stores in particular, but to be more effective players in the import substitution strategy overall. It can be argued that the local suppliers

Comparative advantage however is usually static and a strategy based on it may not be sustainable in the long run. Comparative advantage can only be used as a starting basis. Thereafter, the local players will need to build or develop competitive advantage such that the locally produced products can be on par with the imported ones, and in fact even be fit for export. The imported product landing on the shelf of the chain store in the local market is the benchmark to achieve or beat. The imported product has all the competitive advantage aspects built into it in form of economies of scale, efficient supply chain logistics, quality control, and potentially access to affordable capital. These are the minimum measures local suppliers need to have to ensure effective and sustainable import substitution strategy in the long run. So, the taskforce that has been put in place as announced by the Minister of Finance on Monday 20th April to address the need to plug this gap in imported products in chain stores, and in other sectors for that matter, needs to appreciate that the required solution is far wider and encompasses a number of aspects as outlined above to take advantage of the silver lining to the COVID-19 cloud. The local producers have been encouraged to use cooperatives. In the event that these were used, they would need to be more than just aggregators of product, but also seek to look into all the aspects that build competitive advantage, including affordable capital, capacity building, etc. This article was submitted and represents the views and opinions of: E. Cash ills JOHANNESBURG - Absa - the latest of South Africa’s big retail banks to release information about its payment relief programme - says it is expecting more customers to ask for help. It launched its payment relief programme on March 30, 2020, as many consumers and businesses struggled to service their debt during the lockdown. In the first month of the programme, the bank helped more than 376, 000 account holders who opted to take the three-month payment relief option it offered. Absa will be providing R5.8 billion in payment relief between April and June for those who have already asked for it, the bulk of which will be going towards home loans. But most people needed relief for unsecured debts like credit cards and personal loans, even though those accounted for a smaller portion of the R5.8 billion. “What we’ve seen is that right across the spectrum, whether a customer earns R10, 000 a month or R100, 000; when their cash flow is disrupted, it has an immediate impact because their expenses are in line with what they earn. So, it doesn’t mean that the top end of the market doesn’t feel it as much. It’s been right across,” said Bongiwe Gangeni, deputy CEO of Absa Retail and Business Banking. She added that it is not only in South Africa where consumers are struggling with their cash flows because of

Covid-19. In fact, Absa, which has operations in 12 other African countries, has similar country-specific programmes in other markets. She said a “sizeable” number of business owners also struggled to cope with the sudden cash flow disruption caused by Covid-19 lockdown, and in most cases they needed more than just the standard three months of financial relief banks are offering. “Some of them want a more bespoke solution. A lot more of our business banking customers come and say, my circumstances are different. I may want additional lending,” she added. All of the country’s big retail banks announced payment relief programmes in March and Nedbank was the first to share its experience last month, saying that 130 000 customers had approached it to take up the opportunity by April 14. Standard Bank also announced last week that it granted instalment relief to nearly 150, 000 clients to the value of R1 billion per month. Gangeni said banks are now in a better position to advance more relief, should more people need it after the SA Reserve Bank (SARB) relaxed liquidity requirements and treatment of nonperforming loans caused by Covid-19. Bonds gain, rand rallies as South Africa’s exit from WGBI is finalJOHANNESBURG - Bonds gained and the rand rallied after South Africa’s exit from a fixed-income index tracked by funds overseeing trillions of dollars was finalised, removing a key risk overhanging the country’s markets. The country’s debt was officially ejected from the FTSE World Government Bond Index - which tracks investment-grade debt and is followed by $3 trillion of funds - on April 30 after South Africa received a full deck of junk ratings following a cut by Moody’s Investors Service in March. Usually, that would have resulted in an immediate exit for the bonds, but the expulsion was postponed until the end of April given market volatility and liquidity constraints caused by the coronavirus pandemic. South Africa had a 0.44 percent weighting in the index, and with tracking funds having to divest, analysts have estimates capital outflows of between $2 billion and $10 billion. Yet foreign investors were net buyers of South African bonds in the four days leading up to the WGBI rebalancing, while yields on benchmark 10-year securities fell more than 60 basis points. “Broadly speaking, investors were pre-positioned,” said Kieran Curtis, a London-based director of investment at Aberdeen Asset Management. “The Moody’s downgrade had been such a long time coming that many active fund managers will either have sold, or will have the flexibility to continue to own and presumably are comfortable with that.” Sales by passive funds are probably almost complete, though some funds may allow a longer period to re-balance their portfolios, Curtis said. ZIM BANKS ON VICTORIA FALLS FOR NEW STOCK EXCHANGE H ARARE Zimbabwe has announced plans to use the allure of Victoria Falls to open a new stock exchange, as part of a broader plan to turn the resort town into an offshore financial centre. Finance Minister Mthuli Ncube has said the designation of Victoria Falls as an international finance centre (IFC) will provide the industry with additional opportunities to hedge foreign currency denominated products. This is intended to be along the lines of other offshore centres in Africa, where Mauritius is a standout offshore financial centre. Globally, such centres are found in Ireland, the Caribbean, Luxembourg, Singapore, Hong Kong and the Netherlands. On Sunday Ncube took to social media site Twitter to announce that Zimbabwe will soon launch the Victoria Falls Stock Exchange (VFEX) that will trade in foreign currency only. This is aimed at foreign investors and global capital, especially the mining sector, he said.

KHARTOUM - Sudan, Africa’s third biggest gold producer, is setting up a bourse for the precious metal and will standardise the price in line with the global rate, Sudanese Prime Minister Abdalla Hamdok said in a statement on Monday. In January, Sudan started allowing private traders to export gold, a measure designed to crack down on smuggling and attract foreign currency into the country’s cash-strapped treasury.

ZSE CEO Justin Bgoni said his office had yet to get the finer details of the minister’s announcement, but it was hoping to get approval to operate in a special economic zone (SEZ) where regulations are more relaxed and different from other parts of the country. “If we are to operate in a special economic zone there are chances of getting tax concessions both for the stock exchange and the issuers. “It’s also treated like a separate country, so you have more flexibility in terms of

Scientists discover antibody that blocks Covid-19 from infecting cells S CIENTISTS have identified an antibody in a lab that they say can prevent the novel coronavirus from infecting cells. The team hopes the antibody could be used to create treatments for Covid-19, the disease caused by the virus. Since the coronavirus began infecting people in the central Chinese city of Wuhan late last year, more than 3.5 million people have been diagnosed with Covid-19, over a million have recovered and almost 248,000 have died, according to Johns Hopkins University. The team, whose research was published in the journal Nature Communications, have been exploring whether what are known as monoclonal antibodies could help patients with Covid-19. Currently there is no vaccine or specific treatment for the disease. Monoclonal antibodies are a type of protein created in a lab which can bind to a specific substance in the body. These types of antibodies mimic how the immune system responds to a threat, and are used to treat some forms of cancer. An antibody named 47D11 was found to bind to the spike protein which the novel coronavirus, known as SARSCoV-2, uses to enter the body, and block it in a way that neu-

This stage of the research was done before SARS-CoV-2 first came to the attention of health officials in late 2019. The team later watched to see if the antibodies would neutralize SARS-CoV-2 and SARS-CoV in lab samples, and found 47D11 did. Co-author Berend-Jan Bosch, associate professor of the Utrecht University Infection and Immunity programme, explained in a statement that the research builds on work his team had done previously on antibodies which can target SARS-CoV, the virus which causes SARS. “Using this collection of SARS-CoV antibodies, we identified an antibody that also neutralizes infection of SARS-CoV-2 [the Covid-19 virus] in cultured cells. Such a neutralizing antibody has potential to alter the course of infection in the infected host, support virus clearance or protect an uninfected individual that is exposed to the virus.” Co-author Frank Grosveld, Academy Professor of Cell Biology at the Erasmus Medical Center, Rotterdam, said: “This discovery provides a strong foundation for additional research to characterize this antibody and begin development as a potential Covid-19 treatment.” Experts not involved in the research welcomed the findings, but also pointed out the study’s limitations. Tony Carr, professor of molecular genetics in the Genome Damage and Stability Centre (GDSC) at the University of Sussex, said in a statement: “The block to infectivity is entirely based on cell culture work, but the previous literature supports the proposal that this reagent should be explored further as a potential treatment.” Penny Ward, visiting professor in Pharmaceutical Medicine at King’s College London, said the antibody has the potential to be used to prevent and treat SARS-CoV-2 infection, “however without studying this in an animal model, it is not clear which of these approaches might be most efficient.” The findings would have been more robust if the team

One of the most widely touted experimental (though not yet proven) treatments for Covid is the use of convalescent plasma.” He said: “However, use of convalescent plasma is difficult to scale and make widely available as a treatment and has some potential safety concerns since it is a blood product. Therefore there has been intense scientific interest in identifying individual antibodies that can also neutralize SARS-CoV2. This is because we are able to manufacture large quantities of individual antibodies (known as monoclonal antibodies or mAbs) at scale as a pharmaceutical treatment for COVID. Monoclonal antibodies also don’t have the safety concerns of administering blood products.” Simon Clarke, associate professor in Cellular Microbiology at the University of Reading, U.K., said in a statement: “Antibodies like this can be made in the lab instead of purified from people’s blood and could conceivably be used as a treatment for disease, but this has not yet been demonstrated. “While it’s an interesting development, injecting people with antibodies is not without risk and it would need to undergo proper clinical trials.” - MNS

Tanzania lab officials suspended as president questions data TANZANIA'S government on Monday suspended the director and a senior official of the national laboratory responsible for coronavirus testing after President John Magufuli denounced irregularities at the facility. Health Minister Ummy Mwalimu ordered the suspensions and formed a committee of nine experts to investigate the laboratory's testing system, the ministry said. Magufuli, who has consistently downplayed the impact of the virus, said on Sunday that he had secretly had animals, fruits and vehicle oil tested at the laboratory. A papaya, a quail and a goat had been found to be positive, he said. He cast doubt on the credibility of laboratory equipment and technicians and questioned official data on the epidemic. Magufuli called on authorities to investigate what he suspected is a "dirty game" in the laboratory. "The equipment or people may be compromised and sometimes it can be sabotage...," the president said in a Swahili speech broadcast

ATOMS

• An atom is made up of three basic particles and these are: protons, neutrons and electrons. • Protons are positively charged (+) particles and they are found in the nucleus. Note that the nucleus is the central part of an atom. • Neutrons are particles that have no charge and they are also found in the nucleus. This means that the nucleus of an atom is composed of protons and neutrons. • Electrons are negatively (-) charged particles of an atom and they are found in the shells or energy levels around the nucleus. • In a neutral atom, the number of electrons is equal to the number of protons and this makes an atom to be neutral. For example, if an atom has 12 protons, then the number of electrons is also 12. Therefore: +12+ (-12) = 0. This is because protons are positively charged and electrons are negatively charged. From my own gathering of information relating to this, there were other persons present when this occurred. So really, it could not have been a private

meeting. With the Covid-19 situation, Fr Mwelwa could have been meeting others, apart from this married lady, in his house office. Us Catholics usually do that, but always, with another person present for those who are married. In fact, those who always have matrimony issues to discuss with priests, are encouraged to see him as a couple. There are no historical occasions that this lady frequented

Fr Mwelwa. This episode, if not handled properly, may affect the future and activities of the Catholic Women’s League. Semi Lock down of Nakonde welcome

NAKONDE was recently identified as a hot spot for Covid-19 and the town has since been put semi under lockdown to control movements of transit vehicles. The semi lockdown comes in the wake of the truck driver who transited from Dar es Salaam to the Copperbelt through Nakonde and tested positive for Covid-19. The truck driver in question was quarantined for 14 days and later tested positive. At the same time, the credibility of the processes will be in doubt and the citizens will continue to put all blame on the state. There is need to give the institutions that play a complementary role in the electoral process to have adequate resources and time to perform to our expectations. The institutions concerned will need to train and equip their staff with necessary skills and conduct sensitisation programmes. It is in national interest that we give them time to do the right thing. Parliament is therefore a key institution to safeguard our electoral process and prevent the institutions from being under undue pressure to discharge their functions.

We wish to make a plea to our Members of Parliament to protect our democracy. This will be through invoking the necessary provisions and move a motion that will extend the term of Parliament and that of the President for at least one year. In addition, extending Presidential tenure will guarantee political stability. It is only appropriate for MPs to use their conscience and do something within their constitutional responsibility. We are also in the process of consulting with our lawyers for guidance on whether there is a court action to compel Parliament to extend the term of office of Parliament and the President owing to the reasons we have given. GOVERNMENT has intensified patrols to effectively enforce compliance levels in Mpongwe, says District Commissioner Keith Maila. Mr Maila noted that the area had faced challenged in terms of compliance with bar owners who were selling beer to patrons while locked inside the premises. In an interview yesterday, Mr Mwila said the multi-sectoral team which includes police officers had intensified patrols to ensure that compliance levels were satisfactory. He also said the district was facing challenges in terms of Personal Protective Equipment (PPE) for front line staff. Mr Maila said business houses had not contributed towards the fight against Covid-19, except for Agrivision Zambia which donated some disinfectants.

"I want to appeal to the business community in the district to come on board and work with district administration to fight this pandemic," he said. A 28-YEAR-OLD man of Kyawama compound in Solwezi has been arrested for allegedly defiling a 14-year-old girl. The incident happened on Sunday around 16:00 hours. North-Western Province Commissioner of police, Elias Chushi, confirmed the indient and identified the suspect as Daniel Mulenga. He said Mulenga allegedly enticed the girl to his house where he had sex with her. "However, the victim's parents got wind of the information and made a follow up and caught the two, pants down having sex," he explained. He said the suspect is in police custody and will soon appear in court soon.

E live in extremely volatile, interesting, happy and sad times. It requires all global citizens or symbols of human entity, irrespective of race, to take responsibility for their actions. There is a season for everything! Please put your petty agendas or world outlooks aside. Consider yourself a miracle, when you see another day to exploit and experience what life has to offer. Should you make an investment on a national project or a personal project? These are the types of questions that lead to either good or bad outcomes. It is in this context that in the last few weeks I have written on the importance of values such as duty, civility, respect for the rule of law. These are important societal values which all human beings, particularly leaders (not schemers), must embrace. It will be difficult for those who have killed their conscience to embrace such! (Those who have killed their conscience will see you but pretend not to see you, even when you are in the same lift. They will pretend to be your friends and also pretend to support charity, when extremely hostile. Unfortunately, action speaks louder than words!) On the surface of it, it is no offence to be unreasonable, but it could be costly at a personal as well as at national levels. This time the entire world is seized with a mighty problem which has no known specific answer – Covid-19. (It would be unwise to ignore many other claims of solutions). Duty demands a response based on fairness, justice and equity. Nobody, but personal and collective responsibility will help the world. It is only duty and responsibility that will settle the frightening global calamities beyond petty, irresponsible and un-responsible behaviours. My experiences in other jurisdictions - in all the continents of the world, speak to fundamentals of life and living. Yes, we can blame colonialism or discrimination for the “African mess” but neither colonialism nor discrimination can absolve anyone from duty; let alone overall responsibility to self and others in the community. Lawyers call it a duty of care! (Extremely useful). Zambians in particular talk of going for green pastures abroad (Yet the large part of the Zambian flag is Green, representing our naturally abundant vegetation and the reality of nature). I ask, if and when you go for ever, who will tend the garden? We saw our Teachers flocking to Botswana and Namibia to render professional services. Those services are not as on demand as was the case then. It was a season! Zambians, basically refused to deal with hardships of living in their own country in preference to what others elsewhere worked hard for or offered as a strategic option/reserve. Like it or not, the English, the Germans, the French, Americans, Canadians etc, including Australians and the democratic South Africans, worked extremely hard to have the kind of countries

with attractive opportunities. It is or was no accident, but hard work. Struggle for literally everything! Look at China – even in this global crisis of Covid-19, self preservation, was central and won the day (we can argue about it and there will be neither winner nor loser. It will all be vanity.) The point is that, Zambians, who are my fellow citizens, must take personal responsibility for where the country is and where the country is going. I do not agree whatsoever that the country has lost direction. That the country has no future is an illusion only amplified by flash and well documented incidents of mismagement. (Take comfort in the fact that the law always catches up with wrong doers. Do you remember how President Kaunda was wrongly accused of stealing a book and how he had amassed over US7 billion? Do you recall how President Chiluba was wrongly accused of stealing and plundering the economy? Do you recall how President Banda was wrongly called a “very corrupt” leader? Did you see how the infamous Cartel (which pushed RB out of office) led President Sata to his grave? Do you see the

finger pointing at President Edgar Lungu? Where is personal responsibility in all this industry of spreading lies and falsehoods? Let those who either specialise in throwing stones or tantrums at nothing or those who frown at justice, equity and integrity; get on with their performances, founded on deceit. We all know that such illusions do not add value to Zambia’s GDP (Gross Domestic Product). If Zambia had no viable institutions/leaders and if the country had no direction as alleged by other Zambians, we would not have responded to the Cholera outbreak as smoothly as we did. We would have failed to respond appropriately and adequately to the COVID 19 pandemic. We would not have been able to boast of peace, unity and stability seen since independence, almost 56 years ago! Last week, President Kenneth Kaunda (whose Cohort we should celebrate and emulate); our founding President, was celebrating his 96th birthday. He is enjoying his investment, which we must nurture. It was Dr Kaunda and his

colleagues in his Party and the Opposition; who put Zambia on the path of the Freedom we are enjoying. We are all agreed that we must build on that progress but some forms of conduct, cheap talk and reckless pedestrian opinions, and conduct are worrisome. I wonder what would have happened to the character of Zambia, if Alice Lenshina and Adamson Mushala and crew had been allowed to sing their song and play out their drama successfully. In both incidents, danger and serious disruption to peace, was lurking but wisdom by the leadership then, summoned responsibility and triumphed. The examples of Lenshina and Mushala are important examples of personal irresponsibility. Zambia and indeed many other countries, have laws. You can protest, you can argue, you can demonstrate and many other legal things, as long as the laws are followed. Neither Lenshina nor Mushala followed the law. As far as I know, a rebel neither follows the law no observes order! (I had an opportunity of making and giving out an international statement on the aborted military take-over by a Captain Solo. I said,

“The act was not only unconstitutional and undemocratic but illegal. The dastardly act could therefore not receive the support of the human rights movement” which I had the opportunity of leading). It is these birth pangs of managing democracies or indeed society that must be anchored on personal responsibility. If we interrogate the practice of our freedoms, you see a clear pattern of both abuse and misunderstanding. In many instances, anarchy, which begins with individuals who abdicate responsibility, confuses dishonourable actions with democracy. Unless in instances of lack of legitimacy; as was the case in the pre-independence days; an act which offends the law cannot be said to be democratic just because it symbolises dissent, and is traceable to opposition politics. Among many other duties, personal responsibility demands that we have a holistic understanding of our duties and rights as citizens. This as I have said before is guided by basics of appreciating that all human beings must act towards one another with reason. The government of the Republic of

Zambia, for instance is duty bound to ensure the safety of person and property at all times. The strong position of the criminal law on the high standard of evidence (beyond reasonable doubt) a State must adduce, points to the high standards of performance expected of any government official. In turn, individuals and citizens in particular, are expected to yield to authority as guided by the dictates of civility. Those holding public office are expected to only act within the four corners of the law, taking into account legal constructions such as (a) Constructive Knowledge (b) Public Policy (c) Reasonableness (d) Duty of Care etc Of course I would not campaign to support an illegitimate and a brutal regime that promotes extra=judicial killings and impunity. Such a regime or governance system would have no space in modern civic engagement. I saw President Banda being unfairly heaped with corruption accusations and charges. I saw and experienced how President Mwanawasa was called a cabbage and a dictator by his political adversaries who prayed for his downfall but are now singing praises in his death. Are we embracing hypocrisy? As far as I know, a dead person is very easy to betray. It is little wonder that the social media is packed with lies and falsehoods, bordering on destruction. Many people believe in these cheap lies/falsehoods and one of the major problems that perpetuate falsehoods has everything to do with the magnetic power of cheating lips, wrapped in lifestyle and unfortunate emotional complexes. If the excess baggage of cheating lips and irresponsible individuals was effectively resolved, the speed and sting of the falsehoods would be quite blunt. This would allow the nation to move without the irritants of lies. Taking personal responsibility does not in any way suggest lack of drive or inability to seize adventure/opportunity. It basically means that you must accept that you occupy the space on earth with other human beings who you owe a duty. This demands you to do nothing but embrace responsibility. Many would want the government to do everything. Very well; but is that reasonable/possible? See you next week.

HE Football Association of Zambia says it has submitted recommendations to both CAF and FIFA for the FAZ Super Division to be decided on the pitch. FAZ vice president Rix Mweemba said the league will not end prematurely as suggested by some clubs which believe that it wouldn’t be ideal for the league to resume. In an interview, Mweemba

‘NO PREMATURE END’ … Super Division won’t be cancelled, says FAZ said it would be unfair to most clubs if the league was to be cancelled because they have invested heavily to participate in the Super Division.

Mweemba said the local soccer governing body is encouraged by various international leagues which are set to resume before the end of the

month. Mweemba said FAZ is cautious of the government’s directive on contact sports which have been suspended to

prevent the spread of the global Covid-19 pandemic. He said FAZ will engage Government after the response from both CAF and FIFA to decide the way forward for the Super Division. “We have made recommendations to CAF and FIFA because we are looking at the global effect of the whole thing. Now we are seeing a lot of leagues almost trying to start. Towards the end of this

The Zambia Medicines Regulatory Authority was established under the Medicines and Allied Substances Act (No. 3) of 2013 to ensure that all medicines and allied substances being made available to the Zambian people meet the required standard of quality, safety and efficacy throughout the chain of manufacture, importation, exportation, distribution, storage and sale. The Authority wishes to remind all importers_and distributors of IVDs that the deadline of 30th June, 2020 is fast approaching and you are required to ensure that all Rapid Diagnostic Test Kits (RDTs) being imported with reference to the call issued in November, 2019 are submitted to the Authority for Listing. This is part of the Authority's commitment to assure quality of medical devices being made available to the public.

Therefore, all importers and distributors of RDTs/Point of Care tests (POC) are warned to refrain from illegal importation and distribution by ensuring that all the IVD medical devices are listed and all importations are approved by the Authority to avoid prosecution as provided for under the Medicines and Allied Substances Act (No. 3) of 2013.

THE Zambia Table Tennis Association has emphasised the need for athletes to observe Covid-19 preventive measures when non-contact sports activities are cleared at the Olympic Youth Development Centre (OYDC). ZTTA vice president Wisdom Kaunda said it will be good for players to resume training especially for sports such as badminton, table tennis, chess and other noncontact sports. Kaunda however noted that players will have to observe health guidelines from the Ministry of Health to halt the spread of the Covid-19 pandemic. He said players need not to be reckless in what they do because they need to be observant of the health measures which have been put in place by government. “The most important thing is for every individual to be responsible with their

Meanwhile, Chitangala, said activities such as the Teulings Youth Sports Challenge which engages hundreds of young talented athletes in beach volleyball, swimming, hockey, netball and taekwondo will only resume once the nation is declared Covid-19 free.
