Mr Simukonda said those people exploiting the mineral needed to be offered a fair price by ZCCM-IH which had been authorised to buy gold locally.

Mr Kavindele said Zambia has a Government in place that was duly elected and should be respected. He said the statement attributed to Mr Hichilema, the UPND president, could bring about lawlessness in the country.

From Page 1 In his Doctoral thesis entitled Prison Congestion and Recidivism in Zambia; a case for comprehensive criminal justice reform, Dr. Sakala has recommended the relaxation of rigid judicial practices to serve the greater interest of justice, for the majority of Zambians who were ill equipped to navigate the complex judicial system. He cited for instance the functus officio and res judicata principles which locked out any final review of superior court decisions as an anachronism which many jurisdictions in Africa and beyond had relaxed in the interest of justice dispensation. He cited the case of Ghana where, he said, the constitution provided for the revision of superior court decision in deserving circumstances where the cause of justice demanded. While the principle of judicial certainty was important to preserve order and the rule of law, it was important for the primacy of justice to be observed by relaxing them, as many other jurisdictions had done without upsetting jurisprudence. He explained in the thesis

“There is a Government in Zambia elected by the people that deserves to be respected and recognised,” Mr Kavindele said. He said Mr Hichilema should recognise the Government in place the same way he would like to

be recognised if he formed Government. “Those in opposition should learn to respect the Government just as everyone would want to be respected if they formed Government,” Mr Kavindele said.

Rigid judicial principles imperil justice that rigidity in the highest courts was reflected in lower courts where human rights were often subordinated to procedures and traditions, inherited from the colonial era precedents of the criminal justice system which was intended to dehumanise and penalise simple infraction by natives to coerce them into colonial economies. Criminal suspects, he said, were still being treated in the same manner as they were in the colonial era, in cramped crowded conditions which were a health hazard and often with inadequate food and without normal basic requirements such as soap and other requirements. He noted that finality was untenable in an environment where defendants, many of them illiterate, were unable to present perfect cases, whose final verdicts could not be reversed when new evidenced was availed to the courts. He has also recommended for the repeal of section 123 of the Criminal Procedure Code which prohibits bail or bond for those accused of capital offences because the presumption of innocence was violated, and as a

result many suspects were detained only to be released many years after acquittal. Many jurisdiction, he said, had done away with the section and left the decision of bail to judges who would determine the matter rather than impose a mechanical prescription. On prison congestion, Dr. Sakala said there was no reason for the current degrading and inhuman conditions in prison facilities when there was ample room for the construction of additional facilities to provide more humane conditions. The failure of the Zambian Government to domesticate United Nations conventions against torture and the imposition of degrading punishment meant that officers who ill-treated suspects under their charge could not be charged for the offence. In addition in time of emergency the executive enjoyed overriding authority over entrenched constitutional rights, which created room for abuses. Dr Sakala was one of the 400 students who graduated from Zambia Open University in various disciplines.

Mr Kakoma said the Electoral Commission of Zambia (ECZ) should recommend to parliament for the delimitation of constituencies so that the constitution could be amended to allow for an increase in the number of constituencies. "ECZ consulted electorates countrywide on the need to have mores constituencies. What is now remaining is for Parliament to amend the clause to allow for creation of more constituencies," he said. Evicted TMS Hospital injunction bid tossed out By GRACE CHAILE LESOETSA

THE Lusaka High Court has vacated an injunction granted to TMS Hospital Limited restraining First Capital Bank Zambia Limited from evicting the health institution from its premises in Kabulonga. Judge Muma in his ruling said that First Capital Zambia Limited being mortgagee in possessions of subdivision no.5 subdivision no.45 of farm no. 377a, Kabulonga , Lusaka has the rights to do with the property as they please. He said the bank have vacant possession of the property for prospective purchasers. Mr Justice Muma alsosaid TMS Hospital's status quo cannot be maintained because they have no legal right on the premises . He said he could not grant TMS Hospital's application that they stay on the premises until final determination of the matter or until the bank makes a sale of property. "The defendant had given the plaintiff (TMS Hospital ) ample notice and time to get their affairs in order and locate an alternative property for the hospital. The plaintiff from moving from the premises risks no irreparable injuries as the defendant is not indebted to the plaintiff in any manner or form," said Justice Muma " In the present case the

evidence adduced by the defendant is strong and credible and has weakened the plaintiff's case. In light of this and the reasons aforestated , I here and now vacate the injunction granted on 3rd September, 2020 and make an order for costs to the defendant, " he said. TMS Hospital commenced an action in the Lusaka High Court seeking a declaration that it was a business tenant renting the said property and an order of specific performance against the defendant (First Capital Zambia Bank). It was also seeking an order of interim injunction restraining the bank and or persons acting under its instructions from entering and removing the plaintiff from the property . TMS Hospital wanted a permanent injunction restraining the bank from ever interfering with the plaintiff's quiet enjoyment to the said property as a business until or unless terminated in accordance with statutory provisions, damages for inconvenience and costs and any other relief the court may deem just and suitable to grant. In an affidavit in support of summons on September 1, 2020, the bank served their advocates a letter demanding that they hand over the property by close of business the next day.

By ANDREW MUKOMA ZAMBIA does not need a new party but a united opposition strong enough to face the ruling Patriotic Front, says the United National Independence Party (UNIP). UNIP Southern Province chairman, Robert Mukengami, said it was a circus for former Finance Minister, Felix Mutati, to add another party on the already congested number of opposition political parties in country. Captain Mukengami said that Mr Mutati should have gained courage by joining the already existing political parties than forming his own. any way. "He should have been man enough to join any of the existing political parties. Multiplying parties does not help the people of Zambia in anyway. CHIEFS MUST CHANGE MUST Government be pleading with traditional leaders who decide to break the law by inciting their subjects to disobey the country’s laws? Doesn’t such traditional leaders show that they do not deserve to occupy their hereditary stools of authority in that they have failed to live up to their responsibilities - that of preserving peace in their areas? We are prompted to ask these questions in the light of the warning issued by Home Affairs Minister Stephen Kampyongo against chiefs dividing the nation. Surely, if a chief is openly advising his subjects to rise against the lawfully elected government then the traditional ruler is breaking the law. Mr Kampyongo has warned that Government will not tolerate partisan chiefs who are making divisive and tribal statements. To make it worse, according to Mr Kampyongo, some chiefs are allegedly inciting the public to rise against the government. He says they would face the full wrath of the law. Yes, chiefs who want to promote chaos in the nation should be visited by the law because they are themselves a danger to society. Traditional leaders ought to be reminded that they are part of the government who must promote and protect its sovereignty. By virtue of their position, they are supposed to be nonpartisan and work with the government of the day. But this is where the snag is. Mr Kampyongo said Government had noted with concern that some chiefs in Southern Province had continued issuing divisive statements and risked being visited by the law. While we appreciate the advisory and mediatory role that the minister is trying to promote among the chiefs in Southern Province, they must be warned that their divisive attitude won’t be tolerated forever. If ever the crunch comes, such traditional leaders should not cry foul, that they were not given a chance to reform and be part of the unitary state that Zambia is. There is nothing wrong with a chief supporting a political party of his own in an individual capacity. This is the more reason why certain chiefs in the Southern Province in particular are at loggerheads with the central government. They have allowed their tribal ties with certain politicians to influence their relationship with the party in power. Chiefs are supposed to play a key role in the government’s decentralisation policy which entails that they need to implement national policies in their chiefdoms. These benefit their people. We note for example that President Edgar Lungu and other government leaders always make it a point to pay homage to traditional leaders whenever they visit the countryside. This allows the traditional leaders an opportunity to engage with the President face to face and inform him of their concerns. This is a mark of respect from the political establishment and traditional leaders owe it to themselves to replicate by ensuring that they cooperate with the government. There should not be any warnings to traditional leaders to “toe the line” so to say. They do not have to, but willingly must choose to be part of the government – which they are. Otherwise, Government must crack the whip and stop their mischief by letting the law deal with them.

OVERNMENT will not tolerate partisan chiefs who are making divisive and tribal statements, Home Affairs Minister Stephen Kampyongo has warned. He said any chief inciting the public to rise against the government would face the law. "No one is above the law. They may have those primitive gadgets (charms) to scare

people with, but once they break the law, the law is blind. "We are asking the traditional leaders to be responsible and law abiding citizens. They are the people closer to the people," Mr Kampyongo said in an interview. He said it was sad that some traditional leaders were issuing divisive statements aimed at inciting the people instead of playing a “fatherly” role. He said Government had noted with concern that some chiefs in Southern Province

had continued issuing divisive statements but warned that they risked being visited by the law. Mr Kampyongo said some traditional leaders in the region had been peddling lies about the ongoing issuance of National Registration Cards (NRCs) due to their partisan stance. Kingsley Kakoma, 35, based at the Levy Mwanawasa University Teaching Hospital has been charged with corrupt practices. According to the Anti-Corruption Commission (ACC), this is contrary to Section 19 (1) of the Anti-Corruption Act No. 3 of 2012. ACC Public Relations Man-

ager, Timothy Moono, said Kakoma is alleged to have illegally issued a Travellers’ Medical Certification for Covid -19, contrary to the Statutory Instruments number 21 and No. 22 under the Public Health Act. Zambia presses on for debt repayment plan By SILUMESI MALUMO THE debt service suspension period that the government is requesting will provide ample time for Zambia to work out a comprehensive debt servicing plan in collaboration with stakeholders and in cooperation with the IMF, Secretary to the Treasury, Fredson Yamba has said. Mr Yamba explained that government with the assistance of financial and legal advisors, and in cooperation with the IMF, and all creditors including the noteholders and their Ad-hoc committee, would design a sustainable and equitable debt manage-

ment strategy. He also cautioned that should the noteholders refuse to provide the relief sought, the country would be unable to make payments and therefore fail to stop accumulation of arrears. “Should Zambia fail to reach an agreement with its commercial creditors including holders of its Eurobonds on the terms of the appropriate standstills, as previously stated, the Republic with its limited fiscal space will be unable to make payments and, therefore, fail to forestall accumulating arrears,” Mr Yamba said. “Our common objective

will be to normalise our relationship with our valued financial partners as soon as circumstances allow and to orderly address Zambia’s debt challenges. We remain committed to ensuring equitable treatment of all our creditors and ensuring transparency in our engagements,” he said. In a statement yesterday, Mr Yamba reiterated government’s strong desire and willingness to use this standstill to engage, with the assistance of its financial and legal advisors, in a collaborative and constructive dialogue with all its creditors to design a sustainable debt strategy in the weeks and months to come.

Witness reveals couple bought Ultimate Insurance Company By SILUMESI MALUMO

A WITNESS has testified in the Lusaka High Court that Ultimate Insurance Company was bought by a Lusaka businessman Chanda Katotobwe and his wife Felicitus Kabwe Chibamba. Justine Phiri 43 of Ibex Hill testified yesterday before Judge Kazembe Chenda that the former owners of the company sold Ultimate Insurance to the Katotobwes who paid full purchase price

of K1.5 million. He said that this payment was received by Klein Syampongo, Justine Phiri and Maybin Silavwe as former owners and stakeholders. Mr Phiri told the high court that the previous owners had never received any form of payment from a company called Marshlands or its directors namely Tobias Milambo, Richard Lubemba and Nachi Musonda or indeed any buyer. Livingstone residents ask By SILUMESI MALUMO SOME Livingstone residents have demanded to know what happened to the trust fund they were promised would be created as part of the condition for the sale of Hotel Intercontinental to Sun International. Some residents talked to by the Daily Nation yesterday said when the Intercontinental Hotel in Livingstone was being sold Government was promised a trust fund would established by the buyers to benefit the local community. One of the residents Mr Moonga Halwabala said from the time the hotel was sold nothing had been done, stating that those involved only wanted to entice the people. Mr Halwabala said Livingstone residents needed answers so that they know how they would benefit from the trust fund. He said those who were busy giving sweet promises to people of Livingstone need to provide answers regarding the issue. Another resident Ms Nomi Mweemba said people who were involved in the privatisation and promised to come up with a trust fund but never actualised must be held accountable. She said a number of investors who pledged to invest huge investment in the hotel were turned down and the hotel was instead sold at a cheap price to people who promised to help the community but it never came to fruition. Mutinta Hachizibe said time had come for Zambians to know what transpired in the 1990s pritivatisation.

Mr Nchito and others presented before the court documents claiming that their clients had been missing court sessions because they were in contact with Covid-19. But Ms Walusiku indicated that after investigations it was found that what was presented before the court was forged

documents. The situation sparked attention from various stakeholders, calling on the police to ensure that matter was investigated. Stakeholders said if it was an ordinary member of the public involved in the matter, the police would have moved in swiftly. Zambia Republican Party leader, Wright Musoma, accused the police of shielding Mr Nchito because of his status in society.

ROAD SERVICE LICENCE APPLICATIONS FOR 2021 This notice serves to inform the General Public and all Road Transport Operators that the Director of the Road Transport and Safety Agency (RTSA), in accordance with Section 100 of the Road Traffic Act No. 11 of 2002, has started receiving applications for Long Term Road Service Licenses for the year 2021. This is for the purpose of hearing and determining applications for grant of Long Term Road Service Licenses (RSL) or variation of terms or conditions for such licenses. Applicants must be individuals or corporate bodies as specified in Section 108 of the Road Traffic Act No. 11 of 2002: (a) In relation to an individual, an individual who is a citizen of Zambia; or a non-Zambian Citizen who is a holder of an investment licence; (b) In relation to a partnership, a partnership which is composed exclusively of persons who are citizens of Zambia; (c) In relation to a body corporate, a body corporate which is incorporated under the laws of Zambia and: i. ii. iii. iv.

Is certified under the hand of the Minister to be controlled by the State; or Not less than seventy-five per centum of membership is exclusively citizens of Zambia; Whose Directors are exclusively citizens of Zambia; and Which is not controlled by any means directly or indirectly, outside Zambia or by persons who are not exclusively citizens of Zambia.

All operators must submit their applications after paying a non-refundable application fee of K72.00. The completely filled in Form PSV 1 must be

submitted with the under-listed. a. Copy of Certificate of registration or incorporation (together with PACRA form 2 or 3-Directors’ shareholding status); b. Copies of acceptable Identity Card(s) for owners; c. List of Vehicles; and d. List of Public Service Vehicle (PSV) Drivers. In due course, the Director shall cause a notice of all applications to be published in newspapers of general circulation, to enable objections and representations to be made. Further, due to the COVID-19 pandemic, RTSA will only hold public sittings for applications that will be objected to. Such public sittings shall be held in the districts where the contested applications were made. For applications with no objections and which meet the prescribed requirements, the Director shall proceed to grant the road service licences. The closing date for submission of the applications is 21st October, 2020. ‘NO FUEL CRISIS LOOMING’ ..Zambia has enough fuel - State By SILUMESI MALUMO

GOVERNMENT has dispelled reports that there is a fuel shortage looming in the country. Ministry of Energy Permanent Secretary, Trevor Kaunda, said the country still had enough stock. This follows reports which went viral on social media that Zambians should brace for fuel crisis once the current stock runs out. The reports indicated that the looming fuel crisis was because Government was struggling to secure money for more stock. Daily Nation investigations showed that some filling stations had already

instructed fuel attendants to stop selling the commodity in large quantities. Mr Kaunda however said Zambia had continued to import without any interruption and dispelled reports of a looming shortage. He said in an interview that the reports of an impending fuel shortage in the country were false and must be treated with contempt they deserved. “No it’s not true, fuel is coming into the country unhindered,” Mr Kaunda said. Mr Kaunda advised the members of the public not to panic because the country had enough fuel required for consumption.

Mobile subscription rises in Kenya due to Covid-19 restrictions NAIROBI - Mobile penetration shot up significantly between April and June, a new data by the Communications Authority of Kenya (CA) shows. During the quarter under review, there were 1.8 million net additions in mobile SIM subscriptions. The significant growth is attributed to consumers taking advantage of various products such as SMS and data promotion/ tariffs. According to analysis by the industry regulator, the directive by the Government on the use of cashless payment systems to contain Covid-19 pandemic and the attendant waiver of transaction costs for amounts equal to or less than Sh1,000 also played a key role. We can talk of Mwine Mushi, Owas Mwape, Diffikoti, Bikilloni, Obbrey Machiko, Kasaka etc. There is one man by the name of Edgar Ngoma who has come up with the idea of building a place of acting called Zollywood in Makeni Area. This man has passion for the industry. He needs support. What I’m suggesting is for the Ministries of Information, Tourism and Arts and the National Art Council to come up with a plan of investing more in this industry for it to grow. The film industry can even help rebrand the image of our national broadcaster ZNBC. ZNBC can attract a lot of viewers like it was in the past. Recently, the ECZ technical committee recommended that political parties must not be allowed to campaigns in correctional facilities because they would compromise security. Mr Andrew Mushibwe is seeking damages for negligence, damages for breach of confidentiality, damages for violation of the Credit Data (privacy) code and damages for loss of opportunity. He is also seeking damages for injury to financial business reputation; damages for injury to personal reputation and any other reliefs the court may deem fit. Ngwila and Chinyimba Bwalya were initially charged with aggravated robbery for allegedly having used violence to steal NRC issuance machines from Ministry of Home Affairs. The offence was alleged to have been committed while Government workers were conducting mobile registration exercise in Kasama’s Chitamba Village on September 13, this year. When the matter came up yesterday for mention, Northern Province Deputy Chief State Advocate Richard Masempela informed the magistrate that the State had entered nolle-prosequi.

However, the State maintained the second count of malicious damage and substituted the indictment to include Kelvin Bwalya as a fifth accused person. This is in connection with damaging two typewriters and a kiosk on the same day. The court has since granted K10,000 cash bail for each accused person with two working sureties, after their lawyer Mulambo Haimbe made an application. UPND president Hakainde Hichilema who attended the court session has since paid the money for all the accused persons who will appear before the court on 26th and 27th November 2020, for trial.

He stated that he completed servicing his account with the defendant on August 1, 2019 upon payment of a final installment of K14, 800, signifying the close of his account. Mr Mushibwe stated that upon

making the said final installment, he was issued with a receipt and a statement of account by the defendant both documents confirmed that his account with Carnival Furniture (Zambia) Limited was settled in full. However, on or about August 23 2019, the defendant proceeded to list Mr Mushibwe on the CRB without notifying him of its intention to do so. He stated that around January 2020 he begun the process of obtaining two loan facilities being a personal loan and a mortgage from his bank First National Bank (FNB) and the bank proceeded to conduct a search on the CRB to determine his credit worthiness.

It was during search the bank discovered that the plaintiff was listed as a delinquent debtor. Mr Mushibwe stated that owing to his delinquent appearance on the CRB , FNB declined to grant the two loan facilities and on about January 13, 2020 he requested a report from Transumion Africa, a credit reference agency reflecting his status on the CRB. Mr Mushibwe stated that on January 13 2020 he immediately approached the Carnival Furniture ( Zambia) Limited’s Manda Hill branch with the query and in response the officers acknowledged that the defendant had erroneously listed him on the CRB.

Councillors urged to explain online voter registration By ROGERS KALERO PATRIOTIC Front councillors must help sensitise the people on the online voters’ pre-registration exercise and rebut misleading statements from opposition parties and other quarters,” Kitwe Deputy Mayor Chando Mbao has said. He said councillors were grass root leaders who were expected to give accurate information to the people regarding the online voters’ pre-registration exercise being conducted by the Electoral Commission of Zambia (ECZ). Mr Mbao, who is Riverside ward councillor, said in Kitwe yesterday that civic leaders and PF officials should get down to refute the lies and propaganda over the online voters’ preregistration initiative. He said some opposition leaders had been spreading lies that the pre-registration exercise was aimed at stopping the opposition members from voting in the next year’s election. He said such statements were misleading and should not be entertained by any right-thinking and peaceful Zambian. “I thought I should hold a meeting and encourage my fellow councillors to be loyal to the party and President Edgar Lungu especially that we are heading towards 2021 elections. “One of the points I emphasised was that councillors should get down to the grass roots and refute the lies from the opposition UPND that the online voters -preregistration was aimed at barring UPND members from voting in next year’s election. Govt upscales locusts spraying

ABOUT 10, 397 hectares have so far been sprayed in the three provinces affected by locusts, Agriculture Minister Michael Katambo has said. The minister also announced that Government has procured services of a fixed wing aircraft which has commenced aerial spraying of locusts in affected areas, Mr Katambo said in this regard his ministry was now satisfied that there was adequate aerial spraying vessels to conduct the operations. “In addition to the fixed wing aircraft, the Zambia Air Force and the International Red Locust Control Organisation for Central and Southern Africa have also provided helicopters to support the operations. “At the moment, however I should state that the fixed wing aircraft is currently awaiting the completion of the surveillance and mapping exercise that is being undertaken on the ground in order to re - commence aerial spraying. Mr Katambo said that with adequate spraying the locust population could be significantly controlled in the three provinces namely Southern, Western and Central Provinces. “In the meantime, helicopters have continued spraying. Further I wish to report a total of 10,397 hectares has so far been sprayed by the both the fixed wing aircraft and helicopters. “I am also reliably informed that the

MedRAP National Coordinator, Liyoka Liyoka, noted that the funding to the health sector had continued to reduce. He said the reduction was counterproductive to efforts aimed at achieving universal health coverage for all especially for the underprivileged. This is contained in a statement released to the Daily Nation in Livingstone by MedRAP Communications Officer Shikanda Kawanga. Mr Liyoka observed that the 2021 health budget would not meet the aspirations of women in the country in the provision of sexual reproductive commodities. “MedRAP would like to congratulate the Minister of Finance and Government for the presentation of the 2021 budget to the National Assembly. “However, we would like to note with concern the progressive reduction in the health budget that in the 2019 that stood at 9.3 per cent and in 2020 the budget reduced to 8.8 per cent and now in the 2021 budget, it has reduced to 8.1 percent,” he noted. Mr Liyoka explained that the Abuja Declaration aspires that at least 15 per cent of the national budget should be allocated to the health sector. “The reduction therefore, seems to form a clear departure from the Abuja Declaration which we know that the Government of the Republic of Zambia is a signatory to,” Mr Liyoka said.

OMPREHENSIVE Sexuality Education (CSE) must not conflict with the Zambian cultural values, Evangelical Youth Alliance (EYA) has said. EYA president Reverend, Moses Lungu, said that the

proposed introduction of CSE in schools raised moral questions that must be answered. Rev Lungu made the observation in an interview with the Daily Nation yesterday. He wondered where the systems and current mechanisms of sexuality education had gone wrong for the country to adopt the proposed curricular.

According to him, Zambia was not a liberal society and as such had created mechanisms of communicating such information to the children. He argued that an attempt to introduce such a curriculum without considering the long-established systems raised a lot of scepticism. "Zambia is a conservative

BACKGROUND The Skills Development Levy was established in 2016 under the Skills Development Levy Act No. 46 of 2016. The main objective of the levy is to provide financial resource for the TEVET sector for skills development in collaboration with the Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. The Skills Development Fund (SDF) plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, and one of the mechanisms used in achieving this objective is the TEVET Fund. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national

development objectives, including equitable access. Invitation to Employers and Training Providers The Government of the Republic of Zambia, using proceeds from the SDF, has set aside funds towards the implementation of the Employer Based Training (EBT) and the SMEs and Informal Sector Training activities through the TEVET Fund. The TEVET Fund is hereby inviting Employers in collaboration with Training Institutions registered with TEVETA, under the Technical Education, Vocational and Entrepreneurship Training Act No. 13 of 1998 and the amendment Act No. 11 of 2005, to present proposals for support through the TEVET Fund towards skills development for EBT. TEVET providers are also invited to present proposals for support towards skills development for SMEs and the Informal Sector Training. This financing is available to Employers and TEVET providers whose request for financing will be considered responsive to the disbursement criteria. Focus is on provision of training that meets the current market demands.

BUJA - Widespread protests over Nigeria's hated Special Anti-Robbery Squad (Sars) are a sign that the country's massive young population is finding its voice and demanding reforms in Africa's most populous country, which has been characterised by poor governance since its independence 60 years ago. Despite forcing the president to disband the unit, they are not satisfied as they want total police reforms and for officers in the rogue department to face justice. But it goes beyond this because the wave of protests has given a platform to a section of the country's young population who are deeply dissatisfied. On the streets, those marching are mostly comfortably-off young people, some with dyed hair, pierced noses and tattooed bodies. It is the sort of gathering that security personnel are quick to label criminals, but in truth, these are largely hard-working young people who have mostly had to fend for themselves without support from the state. The majority of them are between 18 and 24 years old, have never experienced steady electricity in their lifetime, did not enjoy free education in the country and had their years at university punctuated and elongated by lecturers going on strike. The frustration with the police is a reflection of the frustration with the state in general. “What have I benefitted from this country since I was born?” asked Victoria Pang, a 22-year-old graduate, who was at one of the protests in the capital, Abuja - and one of the many women who have been at the forefront of the demonstrations. “Our parents say there was a time when things were good, but we have never experienced it,” she said. Why was Sars so hated? Police officers in Nigeria generally have a reputation for corruption, brutality and little regard for human rights, but people here have especially strong feelings against Sars, which has developed a notoriety for unduly profiling young people. A report in June by Amnesty International said it documented at least 82 cases of torture, ill-treatment and extra-judicial execution by Sars between January 2017 and May 2020. “The Nigerian authorities have failed to prosecute a single officer despite anti-torture legislation passed in 2017 and evidence that its members continue to use torture and other ill-treatment to execute, punish and extract information from suspects,” the group said. Those considered “flashy” or well-to-do - anything from

some of the donations have come from abroad, most from Nigerian IT firms, whose staff are easy targets of profiling by security personnel. The unofficial coordinators have refused to select leaders for the movement, saying they do not want anyone negotiating with the government behind their backs, a not-sosubtle jab at the country’s labour unions, who have a reputation for calling off planned strikes after meeting government officials. But in truth, most of the success of the protests has been down to celebrities and social media influencers - the new-age stars made by Instagram, Snapchat and Twitter. The demonstrations on the streets gathered momentum last Wednesday and were further boosted on Thursday after musicians Runtown and Falz stepped in. But the real energy was injected later that day when a woman named Rinu galvan-

ised other protesters to spend the night outside government house in Lagos.

The protesters have also chased away traditional media reporters at protest venues, accusing them of censoring news about the #EndSARS campaign and giving a different narrative to those who are not online. With celebrities adding their voice to the #EndSARS hashtag, it jumped to the top global trend on Twitter and drew international support from UK-based footballers

like Mesut Ozil and Marcus Rashford, musicians and actors. Nigeria’s global superstars, Wizkid and Davido, who are also part of this generation of protesters, have been physically present in London and Abuja - where the latter’s presence stopped police officers from shooting at protesters. The protesters have also chased away traditional media reporters at protest venues, accusing them of censoring news about the #EndSARS campaign and giving a different narrative to those who are not online. “This is an anti-establishment struggle,” Echefu said. “You are either for us or against us, no middle ground,” he said. Many of the protesters say they ignored warnings from their parents and employers not to join in the protests. No longer frivolous youth There are those who feel that this is the beginning of something special in Nigeria in the month that the country marked the 60th anniversary of its independence. More than 60 percent of Nigeria’s population are less than 24 years old, according to UN population figures. But this group has long been accused of having time for frivolities - reality TV, football and social media - rather than paying attention to governance. It is a line that many of them have heard repeatedly from the older generation but having forced the president to disband Sars and appear on live TV to announce it, young Nigerians would have now realised the power they have. “My people, I want this message to go out to every Nigerian youth. Your voice has been heard,” said Wizkid at Sunday’s protest in London. “Don’t let anyone tell you you don’t have a voice. You all have a voice! And don’t be scared to speak up. “Next election (2023) we show real power,” he said. – BBC.

Women’s football back in Africa as COSAFA takes centre-stage THE 2020 COSAFA Women’s Championship is to take centre-stage in South Africa’s Nelson Mandela Bay from November 3-14 in what are expected to be the first women’s internationals staged on the African continent since the Covid-19 pandemic wreaked havoc with the football calendar. COSAFA also intends to stage its Women’s Under-17 Championship concurrently with the senior competition from November 5-13, providing some much-needed international competition in this crucial age-group. LUSAKA lawyer Dickson Jere and OYDC Zambia on Sunday launched mobile free medical screening in Matero as part of the awareness campaign to promote fitness and healthy living. Jere said the programme, which will be spread to all parts of Matero, is meant to offer free medical screening to the residents who may not have known that they have non-communicable diseases such as diabetes and hypertension. He said the medical team, which has been assembled by OYDC Zambia will also screen for cancer, eye-sight, nose and eye diseases. “This programme is important as we also promote healthy living and fitness. I am glad that OYDC agreed to come on board as it is situated right in Matero constituency,” Jere said during the launch. He said October is cancer awareness month and therefore the screening will also be used to educate the people on cancer and encourage them to do tests especially for prostate, breast and cervical cancer. The free screening will initially be conducted at the playing fields for the ongoing Dickson Jere Independence Cup in Matero, which has entered week two. Scores of Matero residents came out to attend the free screening exercise and commenced Jere for the gesture saying most of them did not know that they had certain medical conditions. The launch was attended by OYDC officials and the president of the National Olympics Committee of Zambia, Alfred Foloko.

The minister noted that beating South Africa away in an international friendly on Sunday was a morale booster for the team but there was need to work as a unit as they were not playing for themselves but the country.

''Soccer fans, lets encourage our players, even you as a media, we as a ministry, let us encourage our players to do the best, let us not criticise everything .
