Finance Minister, Bwalya Ng’andu, told bondholders during the investor call yesterday that Zambia was strongly committed towards implementing reforms that would address fiscal fragility. Dr. Ng’andu hopes to reach a debt restructuring agreement with creditors by April 2021. The minister said overall, the debt service suspension request could generate liquidity relief of up to USD 979 million.

HE purported audit of Konkola Copper Mine (KCM) provisional liquidator, Mr Milingo Lungu should be extended to probe UPND president Hakainde Hichilema to ascertain how he got shares in companies controlling KCM pension through Saturnia, New Congress Party president Peter Chanda has said.

Appeal court grants CEC judicial review of minister’s decision By GRACE CHAILE-LESOETSA THE Court of Appeal has granted the Copperbelt Energy Corporation (CEC) leave to commence judicial review proceedings against Energy, Minister, Matthew Nkhuwa’s decision to declare its transmission and distribution lines as a common carrier. Court of Appeal judges Mubanga Kondolo, Flavia Chishimba and Judy ZuluMulongoti, ordered that the judicial review proceedings should be heard before another

Locusts fight to gobble K14 million - Minister By SILUMESI MALUMO GOVERNMENT has released K14 million towards the fight against the outbreak of locusts in the country. Minister of Agriculture, Michael Katambo, said so far Ministry of Finance had given the Ministry of Agriculture K10 million and K4 million to Disaster Management and Mitigation Unit (DMMU) to be used for the exercise.

Mr Katambo said about three Provinces had been affected, namely, Western, Southern and Central provinces. He said the affected districts include, Kazungula, Nalolo, Sesheke, Kalabo and Mumbwa. He disclosed yesterday when he rendered a ministerial statement in Parliament that the first outbreak was recorded in Kazungula district in Southern Province in

March 2020. He said 22,000 hectares were surveyed and the pests were controlled. Mr Katambo said, "The current outbreak of locusts has affected Sesheke district which has been identified as a hot spot.” He said the government had resolved to start the spraying and surveillance exercise in the district. Mr Katambo said about 29, 500 hectares had been

surveyed in readiness for the spraying exercise. "The current outbreak is of great concern to government as it has potential to disrupt the 2020-2021 agriculture season which is due to start next month and thereby affect the household and national security,” he said. It is for this reason that government has responded swiftly by undertaking surveillance and spraying in affected districts.

UNZALARU demands K4.5m from UNZA council By GRACE CHAILE- LESOETSA UNIVERSITY of Zambia Lecturers and Researchers Union (UNZALARU) has dragged the University of Zambia (UNZA) Council to court demanding K4.5 million arising from arrears of unremitted union contribution. UNZALARU, which has lodged the claim in the Lusaka High Court, is also demanding interest, costs and incidentals to the proceedings. Dr Kelvin Mambwe, the UNZALARU general secretary, said in March 1993, the union entered into an agreement with the UNZA council which was entrusted with the role of collecting union contributions from the members by deducting direct from their salaries. He stated that the UNZA council had been deducting from members their monthly union contribution fees but had not been remitting to UNZALARU. Dr Mambwe said the university now owes the union members K4, 505, 587.52 being arrears of unremitted union contributions despite the funds having already being deducted from members. The union’s operations depended on the contributions from its members and hence the UNZA council's failure to remit the funds has negatively affected operations. He said despite the union making several reminders, UNZA council had not made any efforts to settle the outstanding amount. UNZALARU now wants the court to order the UNZA council to pay the K4.5 million and any other relief the court would deem fit.

Ex-employees protest at Mopani By SANFROSSA MANYINDA POLICE in Kitwe yesterday fought running battles with over 50 former employees from different contracting firms, who went to demand for their dues at Mopani Copper Mines central office in Nkana West. Police fired teargas canisters to disperse the former employees who protested for their ex-gracia package of about K11, 000. The men and women in uniform directed the mob to disperse on grounds that they did not have a permit

to gather in the manner they did, a situation that led to the provocation. The former employees complained about the criteria employers told them that they could not be paid hence their decision to confront Mopani, which contracted their former employers. “We were told that not all of us are eligible for the package and we are surprised to hear this. We want to know how our names were ommitted and the criteria the company is using to pay people,” one of the ex-employees said. But Mopani Copper Mine Public Relations Manager, Nebert Mulenga, told the Daily Nation that management had no basis to meet the former contractor employees on grounds that they were not eligible for the ex-gracia facility.

ZRA, Local Govt seal tax collection deal By BUUMBA CHIMBULU AN agreement to expand the revenue base by taxing the informal sector has been signed by the Zambia Revenue Authority (ZRA), Ministry of Finance and the Ministry of Local Government. This Memorandum of Understanding (MoU) will enable the Ministry of Local Government collect base tax and withholding tax on rent on a commission basis of 10 percent. Base tax is a tax paid by low income earners such as marketeers. Currently, there are about 15, 000 marketeers registered for base tax on the revenue system and about 13, 000 tenants registered for withholding rental income tax. Revenue collection from the informal sector has remained a challenge due to limited human resource, says ZRA Commissioner General, Kingsley Chanda. Mr Chanda expressed confidence that ZRA would be able to tax all the Zambians through the signing of the MoU. "One of the major concerns from the formal sector concerning the see of tax compliance has been the simplification of tax systems and processes. Acting Accountant General, Emmy Shawa-Chenguluka, expressed confidence that the MoU was of mutual benefits. Local Government Permanent Secretary, Ed Chomba, emphasised that he would not tolerate abuse of revenue which would be realised from the partnership.

ZAMBIA WOOS IMF WITH ECONOMIC RECOVERY STRATEGY From page 1 Dr Ng’andu said government will aggressively pursue a systematic creditor and debt management strategy to address the repayment fragility, to dismantle the country’s cumulative external and publicly guaranteed debt of US$18.5 billion, a level which has breached the required threshold to obtain an International Monetary Fund (IMF) package. (Zambia’s economy has contracted due to Covid-19 induced factors, thereby leading to the elevation of the debt to GDP ratio to a level above that which is recommended by the IMF.) A total of US$1.4 billion worth of potential disbursements were cancelled while the Ministry of Finance targets another US$1.8 billion next year. Dr Ng’andu told the investors that the pandemic period had necessitated the request to defer interest payment so as to create fiscal space. He said this would allow survival in crisis time while hedging the country against interest penalties for delayed payments. Meanwhile, Dr Ng’andu said Zambia ’s total public and publicly guaranteed debt reached US$ 18.5 billion, or approximately 104 percent of Gross Domestic Product (GDP) as at end 2019 inclusive of continent liabilities and debt owed by SOE’s with an average interest of 4.5 percent. Dr Ng’andu told bondholders that the country’s debt position had breached the International Monetary Fund (IMF) threshold of 35 percent. “Debt stand still is required for us to work with the IMF. We are working within the Debt Service Suspension Initiative – DSSI rules to qualify for the upper credit crunch program by the lender,” Dr Ng’andu said. He however expressed commitment and was confident that the country would implement measures adequate enough between now and the proposed stand still date so as to get economic bailout assistance

from the IMF. Zambia has written to key creditors of which some such as the Paris Club members have provided the copper producer with reprieve from 01 May to 31 December 2020. The steps to engage creditors and rescope debt have been fueled by COVID-19 effects on the fiscal side for Zambia which did trigger various stimulus interventions at both monetary and fiscal level. The pandemic has made it challenging for Zambia to meet its contractual debt service obligations and hence the application for the G20 Debt Service Suspension Initiative (DSSI) The IMF cannot lend to a country whose public debt is deemed unsustainable unless the IMF receives strong assurances that the country is engaged in a strategy to restore debt sustainability with a high degree of probability. Zambia intends to use the debt standstill period to devise a credible debt strategy and conduct consultations with creditors. Meanwhile, Zambia has Embarked on an Action Plan to Address the Difficulties it is Confronted with . The Government and the Bank of Zambia have articulated an emergency policy response to address the COVID-19 crisis And Reuters reports Zambia external public debt burden amounts to nearly $12 billion with $3 billion outstanding Eurobonds, $3.5 billion of bilateral debt, $2.9 billion of other commercial debt and $2.1 billion owed to multilaterals. Some $3 billion of public debt is owed to China. Investors watching the presentation said they welcomed Ng’andu’s commitment to “fair and equitable” treatment for all creditors, but were disappointed about the lack of detail on the status of talks with China or debt owed by state-owned power company Zesco. Dollar bonds fell by around 1 cent in the dollar with many bonds trading at just over 50 cents in the dollar, their lowest in more than two months.

And Mr Banda said the precedent of going after every former republican President and subjecting them to unfair treatment must come to an end. He said the same old cartel which spearheaded the injustice removal of late second republican, Dr Frederick Chiluba’s immunity, did the same to him and would probably do the same to President Edgar Lungu once he left office if left unchecked. Mr Banda said this yesterday at his home in Lusaka when he bought 25 copies of Grave Injustice; in memory of second republican President, Dr. Fredrick J.T. Chiluba, presented to him by some organising committee members Yotam Chikamba, Donald Chanda and Darlington Chiluba. “What they did to him, is what they did to me. They went to Parliament and got Parliament to withdraw our immunity. ‘’And they are the same group of people. It has nothing to do with the President, not even something to do with Mwanawasa (Levy) himself. It is the same group of people who are behind this,” Mr

He said it was his hope that the book ‘Grave Injustice’ which he shall send a copy to President Lungu would help many Zambians understand what was happening to former Presidents when they left office. “We have unsung heroes in Zambia but there is no statue, not even for Dr. Kenneth Kaunda. This book will show that we have good heroes,” he said. Mr Banda said Zambians were brainwashed by the cartel who engineered and executed the notion that every former national leader was a villain. “They did that to Kaunda, they did that to Chiluba, and I am sure if Mwanawasa had lived, they would have done to him the same. Even if my President was to leave, they will do the same. I think we must get rid of going after our leaders. But doing that we, must first clean the

past,” he said. He said future governments should never fall into the temptation of maliciously removing immunities of former leaders because what had happened in Zambia was not the fight against corruption but a scheme to harass and scandalize former presidents. Meanwhile, former State House special assistant for economic affairs under Dr Chiluba’s regime, Donald Chanda has appealed to Parliament to consider restoring the immunity of Dr Chiluba posthumously because he was acquitted of criminal charges for which he lost his immunity from prosecution. Mr Chanda said Dr Chiluba did a lot for Zambia and that his immunity removal was engineered and executed by the cartel using the friendship they had created with the Government and leadership that they manipulated.

Income Statement The Bank reported a loss of ZMW 225m compared to prior year profit of ZMW 123m. This was mainly due to; Increase in operating expenses of 10% on account of expenses relating to personal protective equipment for the current COVID 19 pandemic. The depreciation of the Kwacha also increased the foreign currency denominated expenses. Impairment on financial instruments increased from K36m in June 2019 to K434m in June 2020, this was split as follows; Loan impairment at K146m in comparison to K36m the same period prior year, and Expected credit losses (ECL) on government securities at K288m in comparison to K24m in 2019. The above were negated by an increase in total revenue of 9% mainly due to interest from investment securities which was driven by growth in Balance Sheet holding. VOICE OF SANITY WITH so much dangerous talk in the air questioning the credibility of the Electoral Commission of Zambia (ECZ) in relation to the ongoing registration of voters, there has to be a voice of sanity somewhere. And that voice of sanity came from President Edgar Lungu on Monday when he stated the obvious – that he was committed to ensuring that the ECZ remained an independent institution. President Lungu said his office will not sanction any acts that will usurp the powers of the ECZ as has been insinuated in some quarters. The President noted with concern insinuations from some quarters of society that he had directed the ECZ to abandon the current voters’ register and to introduce electronic voting in an effort to disadvantage the opposition in the 2021 elections. It is quite obvious that these insinuations are being made with the sinister motive of destabilising the country. For how could a leader aspiring to take over the reins of power start sowing a bad seed – potential unrest? It is quite obvious that these sinister voices are clearly preparing defence for their electoral defeat next year if they lose elections. They will simply blame the ECZ that it was under the control of the governing Patriotic Front and some imagined built-in tricks to work against the opposition. President Lungu was quite emphatic that he will go to any lengths to defend the independence and integrity of the ECZ. That is the language people want to hear from their political leaders, defending and respecting state institutions that are critical to ensuring the country’s peace and stability. All must respect and accept that the ECZ is an independent and autonomous electoral management body mandated by Article 229 of the Constitution of Zambia to conduct elections. And since its establishment in 1996, the ECZ has had a credible track record, delivering five General Elections (in 1996, 2001, 2006, 2011 and 2016), two Presidential Elections (in 2008 and 2015) and several National Assembly and Local Government by-elections. What should worry the public is why certain political leaders want to wash dirty linen in public. What stops them from engaging ECZ officials if they have any misgivings? But because they have sinister ideas, they prefer to shout from rooftops and ant-hills about perceived plans by the government party to rig elections. As President Lungu said, even the Patriotic Front was uncomfortable with some of the newly introduced methods but he was restrained to comment because his words maybe seen as interference in the operations of the ECZ. All political parties must realise that they are key stakeholders and it is their responsibility to ensure that the ECZ succeeds in its work and not derailing its programmes. This is the more reason we reiterate what the Authentic Advocates for Justice and Democracy (AAJD) said in our Monday edition, that political stakeholders must respect and support state institutions that are mandated with the important role of managing elections. AAJD Public Relations Director, Samuel Banda, said institutions such as the ECZ were cardinal to the democratic dispensation of the country. All political players must realise that the ECZ is not there to serve the party in government but the entire nation across the political divide. Its successes and failures depends on the support it receives from the political parties and other interest groups. When President Lungu upholds the independence of the ECZ, it means just that – defending the constitution and not playing to the gallery.

THE Food Reserve Agency (FRA) has so far paid K60 million to transporters engaged to ferry maize from its satellite depots to main holding depots countrywide. FRA executive director Chola Kafwabulula has told journalists that since a number of transporters have been paid they should immediately start moving the maize to help the agency reach the target of buying one million metric tonnes of maize and avoid crop wastage. He said this is because roads leading to some satellite depots are in a bad state and once it starts raining the maize might go to waste. "That we will not allow because we don't want to compromise national food security. We will not compromise on the quality of the maize, we will ensure that no grain goes to waste. "As far as crop wastage is concerned at FRA we are below one percent. The industry allows for two percent but we are beating the industry standard," Mr.

Kafwabulula said. He said maize going to waste at FRA is a thing of the past and that the agency has not heard about it for the past five to six years. He said stiff competition FRA is facing from the private sector is expected in Zambia's liberalised economy but that there

are still loyal farmers who believe in the FRA and have continued to sell their maize to the agency. Mr. Kafwabulula said the FRA's major concerns in terms of maize purchase were in Southern and Eastern provinces but its purchases in Luapula and Muchinga provinces are extremely high.

Court discontinues Zulu, 4 others’ voter registration case

JUDGE Gertrude Chawatama has discontinued proceedings in the matter in which civil activist Michael Zulu and four others sued the Electoral Commission of Zambia (ECZ) over voter registration because there was a similar case before the Lusaka High court. She has also declined the five leave for the application for judicial review. Mr Zulu, Mr Fumba Chama, Mr Brian Bwembya (B-Flow), Mr Nawa Sitali and Mr Muleta Kapatiso had filed an application for leave to apply for judicial review. Among the reliefs sought by the applicants included an order that the 30 days voters’ registration period ECZ set is illegal as well as an order for the Commission to retake the decision that requires all already registered voters to participate in a process of voter validation. They argued that that ECZ’s decision amounted to deregistering voters without notice and following laid down procedure, which was contrary to the law. They also wanted the decisions to be quashed as it was illegal, irrational and/ or unreasonable and procedurally improper as they contravene Part II of the Electoral Process Act and Regulations 8,10,11 and 12 of the Electoral (registration of voters) regulations statutory instrument no.38 of 2010.

The five represented by lawyers Nchito and Nchito and Mwenye and Mwitwa submitted that the arguments raised in their application were different from those raised by opposition party UPND whose case is before Judge Mwila Chitabo. This was after ECZ submitted that the grievances in the application was similar those of UPND. UPND sued ECZ over its online voter registration exercise and the 30 days cut off period, seeking judicial review. However, Judge Chawatama in her ruling said the decision which will be made by Justice Chitabo in the UPND case will resolve the issues in the matter before her, as the reliefs sought in that case will have an effect on all citizens of Zambia including Mr Zulu and others. “This court enjoys wide discretion to make any order in order to do justice. It is in the interest of Justice that an order to stop these proceedings at this point as allowing these proceedings to proceed might lead to conflicting decisions by my learned brother Justice Chitabo and myself, a situation that would bring the integrity of this court into disrepute,” she said. “As I have stated earlier, this decision is also determinant on the issue of leave to grant judicial review. Leave for the application for judicial review is equally declined for the reasons stated in the preliminary application,” the judge ruled.

‘New Covid-19 drug promising’ THERE has been a good response to the newly introduced drug, remdesivir, in the treatment of critically-ill Covid-19 patients, Ministry of Health Director for Infectious Diseases Lloyd Mulenga has said. Professor Mulenga said one of the critically sick patients, who received the drug, has recovered and discharged. He also observed that some patients who developed diabetes after contracting Covid-19 have since stopped taking insulin as their sugar levels have normalised. Prof Mulenga said this was a new phenomenon which the medical professionals were trying to learn. Meanwhile, Prof Mulenga noted that most people who were on oxygen therapy had continued experiencing difficulties in breathing even after recovering and that they still felt fatigued. – ZNBC.

‘Diarrhoea kills 1, 000 children daily globally’ By NOEL IYOMBWA

NEARLY 1, 000 children die globally each day due to preventable water and sanitation related diarrhea diseases, minister of Water Development, Sanitation and Environmental Protection Jonas Chanda has said. Speaking during an engagement meeting to discuss investment in water services for seven constituencies, Dr Chanda said that 2.4 billion people lack access to basic sanitation services such as toilets or latrines among others. He said that water sanitation and good hygiene practice is key in enhancing human

development and that it remains at the centre of sustainable development goals. Dr Chanda stated that in order to attain universal access to water and sanitation in line with sustainable development goals, government has emphasised a coordinated and multifaceted approach to water and sanitation. He reiterated government commitment towards effective participation of the private sector in the provision water and sanitation. “This is why government found it prudent to invite the private sector to join hands in providing water and sanitation in the city of Lusaka,” Dr Chanda said. He said government

recognises the critical role the private sector and civil society plays in improving the health of people. And the minister has disclosed over the past 10 years government has invested over $500,000, 000 in Lusaka alone in water and sanitation. He said the projects include the Lusaka water supply and sanitation project , Kafue Bulk water project and the Lusaka sanitation program through different financing arrangements with cooperating partners. Meanwhile, the Permanent Secretary Mavuto Sakala said that water remains a key development agenda for the government He said water plays a

critical role in catalysing socio economic development process of the Zambia. Mr Sakala said that water also plays a significant role in enhancing human development and contributes significantly in fostering the country’s sustainable development. He stated that water resources management and development remains central to the attainment of poverty reduction and sustainable development. Mr Sakala said that government through the ministry of water development, sanitation and environmental protection is focused towards attainment of the goals under the vision 2030 and the sustainable development.

MANAGER NABBED OVER MISSING AGRO INPUTS SALE OF PROPERTIES

By PETER SICHALI POLICE in Kanchibiya have arrested a warehouse manager for allegedly stealing agriculture inputs under the Farmer Input Support Programme (FISP). Muchinga Province Commissioner of Police Joel Njase said the inputs stolen include eight bags of Pannar seed each weighing 50 kilogrammes, two bags of Pioneer seed, 20 bags of Seedco seed and 33 bags of soya beans. Mr Njase identified the suspect as Kelly Nsofwa 34, a FISP warehouse manager of Kanchibiya and that after inquiries, it was discovered that the in-puts were delivered to Kasama. He said officers have managed to recover 12 by 50 bags of Seedco seed and three bags of Pannar seed from Location compound in Kasama from one person whose name had been withheld. Mr Njase said officers are waiting for someone from Seedco to assess the property stolen and re-covered. Meanwhile, Kanchibiya Member of Parliament Martin Malama has warned that his office would not shield anyone involved in misappropriation of farming inputs. Dr Malama said it was unfortunate that some peo-ple would want to tamper with farming inputs meant for small-scale farmers.

Mining firm sues Stanbic for $125, 000 By GRACE CHAILE-LESOETSA BLACKFIRE Mining Limited has sued Stanbic Bank Plc demanding for US$125, 000 being damages for a breach of contract. The mining firm is also claiming unliquidated and related damages as well as interests on the said money. In a statement of claim filed in the Kabwe High Court, Blackfire Mining Limited said it held two accounts with Stanbic Bank Kabulonga branch namely account number 9130002523993 being a dollar account and a Kwacha account n.9130002523942. It stated that a contractual and fiduciary relationship of banker and customer was immediately entered, therefore, Stanbic Bank owed the mining company a duty of care in respect of the maintenance and operation of the said accounts. But sometime on or about June 20, 2020 a dispute arose amongst the shareholders and directors of Blackfire Mining

arising from the delinquent and malfeasance conduct as well as transactions upon the said accounts by one of them being David Lance Morris. The plaintiff stated that on July 2, 2020, the Blackfire Mining Limited board of directors issued a resolution removing Mr Morris as director of the company and as a signatory to its accounts and the resolution was served to the bank. The company through its lawyers, Messrs G M Legal Practitioners did write to Stanbic on July 3, this year informing them that Mr Morris was not to conduct any business or operations on the subject accounts. Blackfire reported Mr Morris to Zambia Police on July 2, 2020 for fraudulent withdrawal of money from the accounts and in consequences the Police served a warrant upon the bank. However, between June 29 and July 13 this year, Mr Morris fraudulently and contrary to Blackfire Mining’s instruction to Stanbic Bank, made six transfers from the accounts which he paid into his personal accounts and/ or other accounts of his choice. “By acting contrary to the plaintiff’s company instruction, the defendant breached the implied term of contract between the parties as well as its fiduciary duty to the plaintiff,” said the mining firm.

Tutwa hits back at Mwiimbu By SILUMESI MALUMO JACK Mwiimbu has no moral right to judge the work I have done in my constituency because his area is completely deserted, Kabwe Central Member of Parliament, Tutwa Ngulube, has said. Mr Ngulube was reacting to claims by Mr Mwiimbu that the people in Kabwe Central constituency want change in 2021 because of underperformance of their MP. But Mr Ngulube said Mr Mwiimbu, who is Monze Central MP, was in fact the one who was likely not to be adopted because he had completely failed to serve the constituents in 20 years he had been MP. Mr Ngulube said the projects and many other things he had done in Kabwe Central constituency were there to be seen. He said his popularity was growing each and every day because the constituents appreciated his efforts. He said in an interview yesterday that it was ridiculous for Mr Mwiimbu to talk about issues which he was not aware of. HE Zambia Association of Manufacturers (ZAM) held its 34th Annual General Meeting (AGM) on 24th September 2020, under the theme “Exploring Smart Technologies for Value Addition”. The Association has progressively responded to the Corona Virus Disease (COVID-19) pandemic, setting trends to its members to utilize technology and support continued production. Farmers threaten to boycott tea picking NAIROBI - Tea farmers from the Mt Kenya region are putting pressure on Kenya Tea Development Agency chairman Peter Kanyago to quit following a Nation expose that he was also doubling as a broker. They have also threatened to boycott harvesting tea until the National Assembly passes the sector reforms proposed by Agriculture minister Peter Munya. While a Tea Bill is awaiting approval, a Parliamentary Committee on Delegated Legislation which has been holding meetings with farmers in Mt Kenya region, was told that factory directors had illegally handed over their governance mandate to KTDA against management principles. “In law, we have a dictum delegatus non potest delegare which means that delegated authority cannot be

delegated further. A delegatee cannot delegate without our permission. They could only delegate management, not governance,” said Mr Moffat Kamau during a meeting with MPs at Nduti Tea Factory in Murang’a County. “We are giving KTDA up to October 5 to withdraw all the court cases failure to which we shall stop harvesting of tea and we shall remove all the KTDA officers seconded to our factories,” a memorandum handed over to the MPs said in part. “We have reached a moment of no turning back. It is now do or die and this sector must be liberated against all odds. KTDA cannot pay farmers a bonus of between Sh9 and Sh30 and expect to be offered a rose,” said Mr Irungu Nyakera, a member of the Taskforce on Tea Reforms. Nyakera said the ongoing push for total overhaul of the value chain structures have the ability to push up farmers’ earnings and improve bonus calculations. There has been uproar in the tea industry after KTDA’s second payment, known in the industry as bonus, was dismissed by farmers as meagre and they demanded to know how it was calculated for various factories. “If you calculate the net

The PRI has amassed more than 3, 000 signatories managing in excess of $100 trillion in assets since it was launched in 2006 and membership is increasingly seen as crucial for asset managers pitching for mandates from pension schemes. But the PRI, whose members were told in 2018 they had two years to reach a new set of minimum requirements, said on Monday four asset managers and one asset owner would be delisted. The order was granted at a time of movement restrictions because of COVID 19 related lockdowns. In addition, most Zambian based transporters were unwilling to pick up the product because of fear of attack on their drivers. Despite these challenges we have successfully managed to discharge our obligations on the agreement. Neither Mr. Milingo Lungu nor Mr. Dingiswayo Ndhlovu are the beneficial owners of Cashfin Zambia Limited. The beneficial owner of Cashfin Zambia Limited is Jack Robert Kombo, a Zambian citizen resident in South Africa. This is evidenced by an agreement between parties. To this effect, there is currently an injunction restraining Mr. Joseph Chilinda from interfering with the operations of the company or in any way continuing to claim ownership. Further, following a complaint made by the company to the Zambia Police, investigations were instituted into a case of fraud and theft. Dear Editor, HAVE been added to and now belong to a number of Whatsapp groups in Zambia. You see people from as early as 05:00 to as late as 02:00 are discussing politics. Even Whatsapp groups created for Holy Communion are pre-occupied with politics. Whatsapp and Facebook is a reflection of our society today. If those days we waited for men and women to get drunk for us to hear what they actually think about certain issues, now we get to know those things as our not-so-brave brothers and sisters unleash their minds whilst hiding behind the keyboard. My main point here is that we waste too much of time on discussions that never add value to our livelihoods. Our behaviour is that of a person who sits down waiting for miracles from heaven. Meanwhile business is slowly getting back to normal and active investors are putting their time to good use. I posted a “pump and dump” article here and only got a few comments. But if I posted about 2021, internet trolls would have made 1, 000 comments within 10 minutes. We don’t need to degenerate as a society. We live in a market economy. Market economies

are brutal. They don’t entertain weak souls. They were created for fighters. It’s the “too many people chasing few resources,” principle. Innovation in a market economy is what will make one succeed. Risk taking is also key. The more you risk, the more the returns. Hustling is also a condition for success in a market economy. Market economies don’t appreciate crybabies. Market economies don’t believe in tears. They believe in tough people. How you play your cards and how you claim your stake at the table of success determines your destiny. Don’t waste time waiting for messiahs. Look around your communities. It’s the same people that

enjoy from regime to regime regardless of whatever party is in government. Joe Biden in the United Statess Trump, the Bush family and even Billy C have been around for a long time regardless of whether Republicans or Democrats are in government. Even in Zambia it’s the same. It’s the same families that dine from the table of success since independence. Why? It’s because they know how to get their niche. Imwe fipelela mu Whatsapp group. Some people are not good to be around. Choose your company carefully. You can’t have a friend complaining about money all the time. Have friends that throw around good ideas all the time. They will motivate you. Even girlfriends and boyfriends you choose should be business oriented and financially disciplined. Not every time discussing how to spend your money instead of discussing on how to grow it. If your money is at risk with over spending boyfriends and girlfriends, run away! God didn’t create you to please anyone! My appeal to you colleagues is that make progress with your life. In a market economy, no one will put food on your table apart from yourself. SHISHUWA accuses the same government that tolerates him to continue writing his anti-government theories of being intolerant, forgetting that it is also the same government that feeds him? To us, this proves the obvious that Shishuwa represents an agenda that is beyond fair academic commentary but a deeper political interest. Our conclusion is that Shishuwa is just another disgruntled and half-baked politician hiding behind the curtain of academia and must be treated as such Were it not for Shishuwa Shishuwa’s impeccable academic background, we would have ignored him because we have followed his many biased political commentaries against Edgar Lungu and his government and we know his inclination towards the opposition from the time of the Post Newspaper, but given his academic background and the audience he represents (UNZA) we are forced to debunk his sensational claim in his recent ranting titled “This is how President Lungu is planning to rig Zambia’s 2021 general election” which is full of unsubstantiated claims. Shishuwa exposes mediocre understanding on how governments are run and how laws are made and amended which also explains why his cherry-picks lose information and fills his analysis with too much theories and zero facts. Step 1: Amend the Constitution For an Oxford trained academician, Shishuwa show very low understanding on what the constitution is, what it is meant to achieve and how it can be amended. He employs a biased analysis against Lungu without considering the fact that the same constitution would apply to HH in the event he failed to reach the 51 plus mark. Did it ever occur to our learned Doc that it is possible to have a tie of 49 percent votes for Lungu and 49 percent for HH and who ever managed to get the two percent support from the other small parties would carry the day? Our learned friend must

understand that by definition, a constitution is an aggregate of fundamental principles or established precedents that constitute the legal basis of a polity, organisation or other type of entity and commonly determine how that entity is to be governed. The constitution forms the basic structure of any government. The constitution of any country is important because of the fact that it lays down all the legal and cultural aspects under which its people and the governmental bodies will be governed. The constitution is also referred to as a living document. It is a living document because it should continually be edited and updated to conform to the new times and also to fit the current needs of the people. A poor country like Zambia can avoid expensive election re-runs and save huge amounts of money by introducing such amendments to the constitution and that’s what lawmakers are paid to do when we elect them to parliament. Step 2: Abolish the voters’ roll Our learned friend here also fails to appreciate and understand the role of the voter’s roll and the independence of the Electoral Commission of Zambia. An outdated voter’s roll is a risk to all the parties involved, which include the party in power, the opposition and the people of Zambia who are the voters themselves. As we have always known our learned friend to be speculative, he claims “sources in the commission said Lungu exerted significant pressure on the electoral body to abolish the permanent register rather than updating it, as required by law, and as has been done in each election since 2005 when it was first created.” Shishuwa goes on to claim that, “Three of the four provinces in which Hichilema retains huge support, for instance, are in rural areas. Limited publicity about the commission’s plans to abolish the existing register, the long distances to the nearest administrative centres, the onset of the rainy season (which starts in late October), and the limited time available to complete the exercise will undermine the capacity of voters in these areas to take part in the voter’s registration.” Our conclusion is that Shishuwa is just another disgruntled and half-baked politician hiding behind the curtain of academia and must be treated as such with the gloves that fit his hands. Minister recounts wildlife capture permits By JACKSON MAPAPAYI

GOVERNMENT has in the past recent years recorded unprecedented volumes of request for capture permits or special licences for traditional ceremonies and state functions, the Daily Nation has learnt. The requests have been channelled through the Ministry of Tourism and Arts. Chiefs and Traditional Affairs Minister, Lawrence Sichalwe, said that in 2017, the Ministry of Tourism issued 149 animals of different species to be harvested out of 280 animals requested. Mr Sichalwe added that in the same year, 70 animals were issued on live capture permits to private wildlife estates for restocking. The Minister was speaking during the inaugural opening

of the Ntambu Community Game Ranch in Mwinilunga district. “This demand for game animals was beyond the approved quota on capture permits and seemingly unsustainable over time and putting pressure on the already declining wildlife populations in most protected areas severely hit with poaching and habitat pressure already,’’ he said. He stated that by the end of 2017, the demand for wildlife animals from National Parks and game management areas on capture permit applications increasingly became a challenging issue that required attention. Mr Sichalwe, however, said Government resolved to be selling all animals issued on capture permits for traditional ceremonies.

as part of measures to support the economy amid the global Covid-19 pandemic. ZaCFA spokesperson and Kalimba Farms Chairman, Bill Thomas, the lifting of the duty was a great relief.

Mr Thomas said in a statement yesterday that the permanent removal of the duty would help to restore confidence in the industry. “We are pleased to report that the suspension of this

duty earlier in the year has already had the desired effect to reverse the decline in exported skin numbers, and our estimated projections have risen almost 20 per cent from 22,900 skins in 2019 to 28,600

skins in 2020,” he said. Mr Thomas complained that the industry still had a long way to go to achieve the results of previous years He however said ZaCFA looked forward to working closely with Government to not only increase the export of raw skins but also produce finished crocodile leather and products. Mr Thomas said this would therefore add value to a primary product in line with Government policy. “The duty imposed in January 2020 severely impeded the growth of the industry, which was already constrained due to animal welfare and best management practice conditions imposed on farmers by European Union-based buyers. “This had placed a huge and in some cases impossible management and financial burden on farmers to achieve compliance,” he explained. Mr Thomas said any tax imposed on a primary producer defeats the objective of creating employment and earning foreign exchange for a country, especially when there are no ‘super profits’ for crocodile farmers.

POLITICAL parties especially the ruling party must curtail the power of cadres because it is a time bomb, Alliance for Democracy and Development (ADD) president, Charles Milupi has said. The ADD leader said the cadres, if left unchecked, could rise up and “consume” even those in power Mr Milupi said Government should, therefore, recognise that violent political cadres were a time bomb that should be defused before getting out of hand. Mr Milupi said in an interview that there should be no sacred cows in the enforcement of the law because the opposite had the potential to throw the rule of law in the country out of the window. “The problem we have is the power and authority that political party cadres appear to have assumed and this is not good for this country. It's a time bomb, it will rise up to consume even those in power,” he said. Mr Milupi said that when the power that political party cadres have overrun that of the law enforcement agencies, property rights such as land among others were the first ones to suffer. This, he said, could have a direct impact on the livelihood of people in the country. He said Government should work towards establishing the rule of law that would ensure equality before the law and accountability to the law.

Mr Beene said there were several complaints by citizens over how some judges and magistrates were handling cases in the court of law and such could resolved if proceedings were aired live on radio on television. He said there was need for the country to come up with reforms that would not only protest the integrity of the Judiciary but also allow the public to scrutinise the decision courts were making. He said in an interview that the country should emulate other countries in the region such as South Africa and Namibia, that had made reforms and allowed the media to film and carry live court proceedings. He appealed to the JCC to be above board and ensure that complaints against judicial officers were timely investigated and decisions communicated to the public to avoid speculations which he said had potential to injure the integrity of the Judiciary.

The Skills Development Fund (SDF) plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demanddriven, and equitable TEVET system, and one of the mechanisms used in achieving this objective is the TEVET Fund. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access. Invitation to Employers and Training Providers The Government of the Republic of Zambia, using proceeds from the SDF, has set aside funds towards the implementation of the Employer Based Training (EBT) and the SMEs and Informal Sector Training activities through the TEVET Fund. ENTREPRENEURSHIP OR SEX EDUCATION, WHERE SHOULD OUR FOCUS BE?

HAVE been privileged here at the African Union to immerse myself in the debate about Comprehensive Sexuality Education and Sexual Reproductive Health and Rights (SRH&R). I have been privileged to have travelled to the United States, twice, to specifically represent Africa to discuss these two programmes being unleashed on Africa. Is our problem sex or poverty?

EDUCATION CSE was designed to make the next generation “less homophobic,” accept sex as a matter of right and exclude parents from sex education of their own children and adolescents to promote “It’s my body, it’s my right!”

I think the focus should be implementing comprehensive entrepreneurship education than aggressively funding Comprehensive Sexuality Education (CSE). We will benefit more from vocational, money, business and trade training being taught in our schools from primary schools than the sharp interest in Comprehensive Sexuality Education (CSE). CSE was designed to make the next generation "less homophobic," accept sex as a matter of right and exclude parents from sex education of their own children and adolescents to promote "It’s my body, it’s my right!” More and more countries are calling for the discardment of CSE and for the adoption of a sex education that is friendly, approved by parents, the Church and stakeholders. CSE is like those IMF Structural Adjustment Programmes (SAP) now held in shame!

No matter how much you "localise" the content, no matter how you make it "cultural sensitive," at the heart of CSE is a determined goal to achieve, sexualise children, make them less "homophobic," and let them know that sex is a right with whoever they wish to have it with. No matter how determined our experts were, SAP achieved its goals: de-industrialised our economy,

liquidated our state-owned enterprises and shifted us to an import-oriented and dependent economy. So is CSE! CSE was designed for a purpose and will receive huge funding from the cooperating partners and sponsors to achieve the purpose it was created for. CSE has a twin partner that is also co-heavily funded, the Sexual Reproductive Health and Rights (SHR&H) which

promotes adolescent sexual rights, sexual orientation, and abortions. The solution to child marriages, teen pregnancies, sexual abuse and unwanted pregnancies may not lie in CSE and SRH&R. Our traditions have rich sex education that can be adapted, modernised and adopted without eroding our culture, without insulting our religion, and without polarising the parents and without adopting CSE programmes. Why don't we invest in our indigenous and tested knowledge? This is not an experts' issue, it is a parents' issue. Africa has been raped,

defiled, enslaved and bankrupted but, has stood the test of time and foreign pressure and invasions because of its culture and traditions. The two programmes are designed to dismantle that! Imagine if the $300 million earmarked for Zambia for CSE was spent on entrepreneurship training and support! We can unleash an economic beast in our young people! MOZAMBIQUE'S JIHADISTS AND THE 'CURSE' OF GAS AND RUBIES

RESIDENT Filipe Nyusi is finally facing the reality of the "resource curse." Insurgents are recruiting more members by exploiting the poverty of young people in the north of Mozambique, he explained in a recent speech in Pemba, the capital of Cabo Delgado province. And he admitted that despite the three northern provinces - Cabo Delgado, Niassa and Nampula - having great natural wealth and enormous agricultural potential, they have the country's highest levels of poverty. For 15 years, Mozambique’s GDP rose by more than six percent a year, largely thanks to coal, titanium, hydro-electricity and other natural resources. Yet the majority of people did not benefit; poverty and inequality both increased. Discoveries of a huge ruby deposit and a giant gas field in Cabo Delgado in 2009-10, raised hopes of jobs and a better life for many local people, but those hopes were soon dashed. It was alleged that any benefits were being taken by a small elite in the Frelimo party, which has governed Mozambique since independence in 1975. Roots of the Islamist uprising A war started on October 5, 2017 when a group of insurgents occupied the district town and port of Mocimboa da Praia for two days. The town is just 60km south of the major gas development base at Palma and the port was important to supply the gas project. The insurgents were recognised as local men. Since then the war expanded rapidly; at least 1, 500 people have been killed and an estimated 250, 000 have fled their homes. The government has lost control of three coastal districts. Insurgents have occupied Mocimboa da Praia twice more, and after the August 12 occupation they stayed; despite heavy fighting government forces have not dislodged them. In the past three decades Cabo Delgado has seen an influx of Christian and Muslim fundamentalists and of religious international aid agencies trying to convert local people. Cabo Delgado is majority Muslim and the new Islamist preachers, both East Africans and Mozambicans trained

Then in 2010 one of the largest natural gas fields in Africa was discovered off the coast of Cabo Delgado. Again members of the elite profited by servicing the gas companies, while local people lost out. Environmental campaign groups like Justica Ambiental say the compensation offered has been inadequate. Local farmers who grow food with no tools other than a hoe lost their land; fishers with tiny boats or only nets on the beach were pushed out. Young people with some education who hoped for a life better than their illiterate parents lost those hopes. From communists to oligarchs But the roots of this approach go back much further. At independence Mozambique tried to follow

a socialist path which antagonised the West and led to a 1982-92 proxy war in which one million people died. With the end of the Cold War in 1992, the West imposed on Mozambique the kind of shock therapy used in eastern Europe, to rapidly convert the communists to capitalists. But this was a capitalism built on access to state resources - businesses, contracts, land, commissions, which created oligarchs rather than businesspeople. There was a forced privatisation of hundreds of state companies, preferentially to military and Frelimo party leaders. The World Bank later admitted it gave loans that it knew could not be repaid to those privatised companies. In the early 2000s two anti-corruption campaigners who were exposing the looting of privatised banks were murdered. Shortly afterwards, Mozambique received $122m more than it asked for at a donor conference. Jobs - but not for Mozambicans In 2013-14 top officials arranged a hugely corrupt $2bn loan - about 20 people in Mozambique have been indicted over what is now known as the “secret loan” scandal. At first donors balked. But as the size of the gas discovery became clear, donors dropped talk of good governance and poverty reduction, and instead stressed openness to foreign investment. There was no more than a pro-forma objection from the international community when Frelimo was accused of widespread rigging during the 2019 election. OHANNESBURG - Former President Jacob Zuma's lawyers have written to chairperson of the commission of inquiry into state capture Deputy Justice Raymond Zondo, asking him to recuse himself due to his "biased disposition" towards the former leader. Uganda 'to begin human trials' of Covid-19 vaccine

Meanwhile, UN Secretary General, António Guterres, has urged everyone to learn from mistakes made over the handling of the Covid-19

pandemic, as the number of people known to have died from the coronavirus passed one million.Guterres said the figure was mind-numbing; he called for respect for science in tackling the crisis, warning that misinformation killed people. The US, Brazil and India account for nearly half of the million victims. Some experts believe that the real number of fatalities could be significantly higher, as testing rates in many countries remain low, meaning deaths related to Covid-19 are not properly recorded. Cameroonian player arrested in Mauritius over passport scam CAMEROONIAN midfielder Marcel Wamba Kepdep has been arrested in Mauritius after he tried to illegally obtain a Mauritian passport. The 27-year-old has been playing for Mauritian side Roche-Bois Bolton City and was hoping to travel to Europe with the documents. Kepdep remains in police custody after his provisional indictment in court. One major advantage enjoyed by Mauritian passport holders they can travel visa-free to the Schengen region in Europe for tourism and business purposes for a period of up to 90 days. Mauritius’ Central Criminal Investigation Division is investigating a network trying to sell Mauritian passports to foreigners, including African footballers playing in the country.

Following the arrest of three people in Port Louis as part of a police crackdown the authorities examined computer files and seized fake passports. Among the documents were some that features photos of Marcel Wamba Kepdep, but under a different name. Following his arrest the Cameroonian confessed he had approached this network to obtain a Mauritian passport before heading to Europe. Football in Mauritius has been suspended due to the global Covid-19 pandemic meaning that many players contract’s will not be renewed as teams are having to struggle to pay them. Kepdep participated in the Confederation Cup last year as Roche-Bois Bolton City made their debut in the second-tier continental club competition with a win over Botswana’s Jwaneng Galaxy, before being eliminated by Zambian side Zanaco. – BBC.

AMBIA national team coach Milutin ‘Micho’ Sredojevic says he will need to use plan B after some clubs showed no interest to release the players invited for October fixtures due to Covid-19 restrictions. Speaking after yesterday’s training session at Nkoloma Stadium in Lusaka, ‘Micho,’ who has summoned 40 players for the three friendly games set for next month said he wouldn’t name the international players summoned until their clubs confirm that they will be able to release them.

‘Micho’ said the national team has done everything possible to ensure that it follows the right procedure of sending the invitation letters two weeks before the break to give clubs enough time to allow players to come home to represent their country. “We can’t give the names of the international players called because we are having certain problems because some of the clubs have concerns because of FIFA and this Covid-19. “In order to tell the truth we shall first assure in proper communication, the way we have done as stipulated in the FFIFA rules, two weeks before

coming in we have sent invitation letters to the clubs they cannot claim that we are late. “We have respected all that is stipulated however, we are at the mercy of the clubs whether they will release the players or not.
