BONDHOLDERS have rejected Zambia's request to grant debt relief for six months, adding more pressure on how the country will sustain its debt. The bondholders yesterday rejected a request to defer interest payments due on each of the bonds during the period from October 14, 2020 until April 14, 2021. This means that the modifications and waivers, including the deferral of interest payments due on each of the bonds requested by Zambia will not be implemented.

Mining firm sued over US$189, 000 By GRACE CHAILE-LESOETSA AN explosive supplying company based in Kalulushi has sued Mabiza Resources Limited (MRL) demanding more than US$189, 000 outstanding balance arising from the supply of explosives. Nash Explosives Limited has asked the Lusaka High Court to order MRL, which is a mining firm, to pay damages for breach of contract. The firm is also demanding interest on any sums found due pursuant to section 4 of the Law Reform (Miscellaneous Provisions Act, Chapter 74 of the Laws of Zambia). In a statement of claim, Nash Explosives Limited stated that MRL, a subsidiary of Consolidated Nickel Mines Plc (CNM) was its customer. Nash Explosives stated that in May 2015, it entered into a verbal agreement which was finally reduced in writing in a letter of appointment as supplier dated September 10, 2019.

ERB Executive Director Langiwe Lungu says the fuel situation has normalised in places like Lusaka that had experienced long queues. Ms Lungu disclosed that ERB is constantly in touch with oil marketing companies and dealers to ensure that fuel gets to places and areas facing some shortages. And Ms Lungu revealed that the ERB has waived some conditions and has allowed fuel tankers to continue operations after 18:00 hours stating that this is in an effort to mitigate the challenges of fuel shortage. “ERB has particular concern on fuel supply in the nation,” she said. She said they are also monitoring fuel stocks in the country through continuous surveillance. Meanwhile, Mr Sipanje expressed delight with the visit of ERB to the province saying it is timely as it will help resolve some of the pressing challenges concerning fuel. Mr. Sipanje requested ERB to look into the challenge of fuel shortage particularly diesel that the province had experienced in the recent past. “Diesel is an essential commodity for the province; its shortage can slow down the running of industries and institutions in the area,” Mr Sipanje said. – ZANIS.

My response is that the choice is theirs, they are free to report me,” he said. He said as far as he was concerned, he did a good job during the privatisation exercise and that if it was in other countries he was going to be commended as a professional. Mr Hichilema said Mr Tayali and others who want to report him to the police were free to do so but warned that when the law would be applied on them in future for unjustly accusing him of corruption, they should not blame him. He said he never took away the $10 million from Ramcoz as some people would want Zambians to believe. He explained that privatisation was a policy of the MMD Government and started by the UNIP government under former President Kenneth Kaunda in 1989. Dr Kaunda’s government started the process after the economy collapsed. He said PF was using another surrogate to accuse him of having stolen a house from Lima Bank. "I have reported them to court and going to win the case because I never bought that house from Lima Bank,” he said. Mr Hichilema reminded Mr Tayali that he would be abandoned by the PF just like the

The country has US$3 billion of Eurobonds outstanding and owes US$2 billion to commercial banks, US$2 billion to the IMF and World Bank and another US$3

"While Government regrets that the bondholders did not approve the requests made by Zambia in good faith, we remain committed to finding a consensual and collaborative resolution to debt sustainability issues," Dr Ng'andu said in a statement yesterday. Dr Ng'andu however said Zambia would continue to engage in constructive dialogue and share information with the ad hoc committee of bondholders and all other

creditors. He said this was in light of the fiscal and economic challenges the country faced. Zambia, he said, remained resolute to adhere to the principle of transparency in its engagements with the creditors. He expressed confidence that there would be an appreciation that agreeing to consensual standstills or accruing arrears were the only options available to the country while we design a plan to put our debt on a sustainable trajectory.

Mr Lungu said the Church and Government needed to fight together to sustain the declaration of Zambia being a Christian nation. He said as long he was President, Zambia would remain a Christian nation and he believed that no one would want to turn that especially from the PF. "The Government recognises the role the Church plays and it was important the church and government worked together to uphold Zambia's status as a Christian nation," he said. President Lungu said this when he met the Clergy in Kabwe yesterday. He said the people who would be in charge of the governance of the country should always ensure that they respected the role of the church because it was God who ordained leaders to be where they were. President Lungu said where things were going wrong in the nation, Government would always consult the Church for guidance. President Lungu assured the church that the fight was not finished over the Christian nation clause embedded in the Constitution following the collapse of bill10. "There was a cry from many churches that we needed to

embed the Christian clause in the constitution, but let me assure you my brothers and sisters, the fight is not over yet. We will get there," he said. Meanwhile, President Lungu has urged the Church to support their members who wanted to join politics. President Lungu said Christians who wished to join politics did not need to leave their calling to talk about politics. President Lungu said the Church should encourage people to join politics but should remind them to always carry Christ with them. And speaking earlier on behalf of clergy, Reverend Oskin Siyingwa called on President Lungu to continue being tolerant and to embrace everyone. Cop dies in pit-latrine accident By PETER SICHALI A POLICE officer in Lusaka has died while his wife sustained injuries after a pit latrine collapsed on them. Sergeant McGregory Jere 33, a police officer from paramilitary died while his wife Lungowe Silume, aged 30 survived with injuries. This was after a pit latrine in which they were having a bath collapsed due

to the heavy down pour on Thursday at 22:00 hours. Inspector General of Police, Kakoma Kanganja, said he was saddened by the untimely death of the police officer. Mr Kanganja said the victims were rescued by the public and the fire Brigade and were taken to Matero Level One Hospital where Mr Jere died. The woman is admitted to the same hospital.

Schools to revert to old calender in 2021 By SIMON MUNTEMBA GOVERNNMENT has announced that schools will be reverting back to the old calendar next year. Ministry of General Education Permanent Secretary, Jobbicks Kalumba said the schools calendar year for 2020 will close on December 4, to pave way for the national examinations for Grades 7, 9 and 12. Dr Kalumba made the announcement in a circular to

all the provincial education offices and district education board secretaries yesterday, He said the schools will open on January 4, 2021 to signify term one and not term three of 2020 as earlier communicated. “All institutional heads should ensure that all uncompleted curriculum content for 2020 is carried forward and completed in term one of 2021,” Dr Kalumba said.

IT should not come as a surprise that bondholders have rejected Zambia’s request for a six-month grace period over the country’s debt. Of course this has put more pressure on how the country will sustain its debt. The rejection was expected after Zambia missed payment of US$42.5 million coupon on one of its dollar denominated sovereign bonds last month and the grace period ended yesterday. The country has US$3 billion of Eurobonds outstanding and owes US$2 billion to commercial banks, US$2 billion to the International Monetary Fund and World Bank and another US$3 billion to China. But Zambians should not despair that all is lost. There is still light at the end of the tunnel if the country unites and tackle the crippling foreign debt with one accord. This is the time that we need to take stake of our mineral wealth as we have often stated, particularly of the newly discovered gold fields and other rare minerals in demand. Zambians must not wallow in self-pity but take courage that Government has not thrown in the towel altogether. They should get encouragement from the response on the decision of the bondholders by Finance Minister, Bwalya Ng’andu who regretted that there was no approval. “While Government regrets that the bondholders did not approve the requests made by Zambia in good faith, we remain committed to finding a consensual and collaborative resolution to debt sustainability issues,” Dr Ng’andu said in a statement yesterday. The refusal to grant Zambia a grace period even though a bitter pill to swallow should also propel Zambians to find home-grown solutions to economic prosperity. When Bank of Zambia Governor Christopher Mvunga over a month ago assumed office after being ratified by Parliament, we wrote to him and made several suggestions on how the country’s economy could be bolstered. “We are aware that you are taking charge of the central bank at a time when the country is facing a myriad of problems arising from the global Covid-19 pandemic. “This has resulted in the country’s reduced foreign exchange earnings and disrupted debt repayment efforts which has in fact cheered doomsayers who want to see the Zambian economy fail. But we have no doubt that you take up your position with a fresh approach as to what needs to be done to improve the country’s economic fortunes. For our part, we would suggest that one of your first tasks should be to draw up some sort of “Marshall Plan” to boost the country’s foreign exchange earnings. This Marshall Plan must encompass mining of the newly discovered reserves of precious stones and agriculture. The defence wings have all taken up agriculture seriously, with the Zambia National Service being the most promising. The country is blessed with many minerals that if properly harnessed could change the face of the nation. In this instance, we need to ensure that we take charge of the God-given minerals, particularly gold which has been discovered in various parts of the country. Gold mining must be organised in such a way that there is order in the manner it is organised as opposed to the current arrangement in which illegal miners – mostly foreign – are reaping huge rewards. We note that Government has in the past announced plans to set up hubs throughout the country in which small-scale miners can mine the gold and other precious minerals and sell in an organised manner. The artisanal miners, properly organised and supported with mechanised tools could provide the bulk of the gold to the ZCCM-IH for processing before being sold to the central bank.” We still feel this is the way to go, let’s take mining seriously, particularly of gold as well as agriculture. Food security is one step closer to ending foreign exchange problems for excess produce could be exported. What is required now is collective effort and not name-calling or resorting to the blame-game. Now is the time to work.

SIX people among them, three Ugandans have been arrested in Lusaka for money laundering involving over K14.3 million. The suspects were rounded up by the Drug Enforcement Commission (DEC). DEC public relations officer, Theresa Katongo, said the suspects, who included three Zambians, were found with software that enabled them to access the core banking system. She explained that they transferred K14, 378, 000 from eight corporate accounts of a bank and credited 79 beneficiary accounts also held at the same institution. Ms Katongo identified the suspects as Patrick Kafula, 38, Makhosana Ndolo, 44, Austin Daka 30, all Zambians while the Ugandans were Vincent Ssempijja, 29, Rashid Kyangulanyi, 28, and Sylvester Apuli, aged 43. “Between 1st January, 2020 and 4th July, 2020, the accused persons unlawfully possessed two key USB loggers, one USB flash disk and one laptop containing software primarily designed to overcome security measures for the protection of data found on the core banking system. “These devices enabled the accused persons to access the core banking system of a named bank enabling them to transfer K14, 378, 000 from eight corporate accounts of the same bank and credited 79 beneficiary accounts also held at the same bank,” she said. Ms Katongo said the six had been charged with unlawful possession of devices designed to overcome security measures, unauthorised access to data, theft and money laundering. Meanwhile, Ms Katongo said the DEC arrested seven people in Sesheke for unlawfully cultivation of fresh cannabis weighing 1.88 tonnes and trafficking in 46.5 kilogrammes of loose cannabis.

Caterpillar harvesting scuttles Nakonde voter registration CATERPILLAR collection has affected voter registration turn out in some parts of Mphande ward in Nakonde. A check at Chitamawe and Chinsambwe registration centres showed that most people were not registering as they had gone camping in the bush to collect caterpillars. The two registration centres yesterday recorded few people, with Chitamawe centre having 19 who managed to register by 15: 00 hours. The registration officers at the centre were found seated and waiting for people to go

for registration. A worse situation was found at Chinsambwe registration centre were only 10 people had registered by 16:45 hours. THERE is a public outcry on the attitude of some nurses and midwives graduating from some of the nursing and midwifery schools across the country, the General Nursing Council of Zambia (GNCZ) has said. GNCZ Copperbelt acting regional manager, Beatrice Mwewa, said it was important for graduating students not to let the public down. She said health professional should at all time exhibit a friendly attitude towards the general public. Ms Mwewa was speaking at the first Premium School of Health Sciences (PSOHS) graduation ceremony in Luanshya which saw 72 clinical officers and 21 registered nurses graduate. She urged the new graduates to uphold professionalism as they go out to serve the people who were expecting better nursing and midwifery services. Ms Mwewa said Zambia had 32, 000 active practicing nurses and midwives, a situation she said was a good development to both the profession and the nation, hence the need to maintain good standards. "To this effect, the council has set standards in nursing and midwifery colleges as well

as enforcing regulations that require training colleges to fully implement school rules for students and midwives," she said. Meanwhile, School Board chairperson, Charles Kachikoti, urged the graduates to go out and serve the people, giving them hope. Mr Kachikoti urged them to hold the highest professional standards as they executed their duties in serving the lives of people. "We however call on relevant authorities to rehabilitate the road that leads to the school which is making it difficult for people to access the school," he said. Luanshya Mayor Nathan Chanda who officiated at the ceremony assured the school that Government would look into the challenges that the school was faced with. The mayor advised the school management to consider upgrading the institution from college to university level. Earlier, Chief Kalukumya of Mpongwe district commended the school management, stating that he would walk with his head high for having graduates in this particular field in the area. NVESTIGATIONS have revealed that Honeybee Pharmacy was duly awarded US$17 million to supply health centre kits under the Ministry of Health, Southern Africa Students and Youth Development Association (SASYDA) Zambia has said. SASYDA Zambia President, Ibrahim Mwamba, said all the falsehoods reported by some sections of the media over the matter was just aimed at denting the image of the Ministry of Health superintended by Dr Chitalu Chilufya. Mr Mwamba said investigations revealed that Honeybee Pharmacy, which was a wholly Zambian owned company, was awarded a US$17 million through a transparent and competitive tendering process. Mr Mwamba told the Daily Nation that it was not true that Honeybee Pharmacy was given a wholesale Pharmaceutical Licence by the Zambia Medicines Regulatory Authority (ZAMRA), despite

failing to meet the requirement. He said SASYDA Zambia was saddened by the propaganda stories, accusing Honeybee Pharmacy of having fraudulently awarded US$17 million contract. “As a students and youth advocacy association, we took interest in this matter as it touched on the lives of people as well as the integrity of both the Zambian government and those doing business with the Ministry of Health. “We want to start by stating that Honeybee Pharmacy is a wholly Zambian owned company which was duly awarded the US$17 million contract for the supply of Health Centre Kits under the Ministry of Health, which contract was awarded through a competitive tendering process,” he said. Mr Mwamba said the tender process happened through open public tendering process involving both local and international participants. This, he said, was contrary to the claims by ZAMRA Director for Medicines

Mr Mwamba said the people behind such falsehoods were detractors who were determined to de-campaign the Government and President Edgar Lungu. Ms Bitonde said in a statement that as part of its smallholder support interventions, WFP had been promoting adoption of climate tolerant crops like sorghum to strengthen smallholder farmers’ resilience to climate shocks. Under this partnership, Zambian Breweries and WFP would help smallholder farmers access high-yielding sorghum seeds, provide training on sorghum crop management and facilitate access to insurance to protect their crops from climate shocks. U.S. stock futures pared some of their losses in the run up to the start of trading in New York. “Europe is grappling with surging infections and new Covid-19 restrictions, with Germany’s economic advisers trimming next year’s growth outlook. New York has ordered bars and restaurants to close early as U.S. cases hit record levels,” ZICB said.

FQM rolls out skills growth blueprint By BUUMBA CHIMBULU FIRST Quantum Minerals’ (FQM) Sentinel Mine comprehensive skills development programme is helping to improve operations in the mining firm’s projects. The development programme will also boost the workforce and provide more jobs to local people. Mine Operations Manager, Rees Magrath, said the company was an equal opportunity employer and embraced Zambia’s diversity. About 50 local haul truck operators have secured jobs under the programme which was aimed at giving individuals with no experience of operating mining equipment or vehicles an opportunity to expand their knowledge base. Mr Magrath said that the programme was helping to improve operations in the mining firm’s projects, boost its workforce, and provide more jobs to local people. “We are now over two years into the programme and we have successfully brought on board about 50 new operators that otherwise would not have had the opportunity. “We are very glad that they took the opportunity that was made available and they are contributing to our mine operations today,” he said.

Mr Magrath said the company was expanding that programme into the Mine’s drilling and tracked dozer fleet and ultimately offering the opportunity for people to consider a career in mining. “It is a project that we are proud of and I think it is something that the Training team need to be highly commended for. “The project team through the Trident Foundation went into our local community, engaged with the local leadership and managed to source our pilot team of young people from the region,” he said. FQM, Mr Magrath said, believed that direct employment was one of the key benefits a mine delivers in terms of social and economic impact. He said skills training, entrepreneurial programmes and efforts to foster local economic development were also vital for long-term sustainable prosperity. “Development of the local economy in which the mining firm operates is a key priority identified during the on-going dialogue with local communities. “Opportunities for employment for locals exist from increased demand in the new Kalumbila town and the skills that can be provided competitively for mining,” Mr Magrath said.

However, if any such substandard products do exist on the market then we expect relevant authorities to do the needful by withdrawing them from circulation as per regulations. Our investigations have also established that not a single penny has been paid to Honeybee Pharmacy on this consignment to which effect we can confidently challenge any person including the excited and biased media to verify at their convenience. It is a known fact that this contract was executed at a time when essential drugs were scarce and in short supply for many remote areas throughout the country. This was a gesture of patriotism and commitment by Honeybee Pharmacy to help the vulnerable in our society, the government and the leadership of our beloved President. We also have a challenge in comprehending the Auditor General’s report because it appears to have been a personalised battle. We say this because it was outside the Auditor General’s mandate to engage for verification the Zambia Bureau of

Standards for verification of the tests. Where did the AG draw this mandate to send a team to do this verification from? It is also amazing to understand where the motivation to leak all this information to some sections of the media came from. Has the Auditor General also been hired by the opposition and the competitors of Honeybee Pharmacy to discredit the government of the Patriotic Front and the leadership President Edgar Chagwa Lungu? The quoted pharmaceutical expert, Jerome Sikanyika, who claimed to have been aware of the procurement of the said substandard drugs and medical supplies by the Ministry of Health is a compromised character without the moral stamina to even comment based on the fact that he is an interested party who has personal differences with the proprietor of Honeybee Pharmacy. This is the same man who was at the centre of controversy over the story alleging that Konyigi, a potable spirit produced in Tanzania tested posited for possible contamination with an aphrodisiac sildenafil citrate aimed at destroying the product out of the Zambian market until it was challenged and a correct position given which reversed the earlier recommendations to his

embarrassment.

Ultimate goal

Their ultimate goal is to compel government to cancel a duly awarded contract all because their preferred supplier lost the bid. He simply has a hidden agenda to champion and promote the cause for his paymasters who are some known foreign establishment that for a long time sabotaged the same government through the Ministry of Health when they stopped the supply of essential medicines causing an acute shortage of drugs in all clinics and hospitals because the government owed the company money. We also wish to expose this cartel which is essentially playing partisan politics to realise that people are aware and watching them. SOUTHERN Africa Students and Youth Development Association (SASYDA) Zambia has leant with great sadness the hatred myths, lies, slander, calumny and misguided propaganda stories making rounds on various social media platforms and a selected but biased electronic media establishments regarding the status and involvement of Honeybee Pharmacy in the procurement process for the alleged substandard drugs and condoms is regrettable and unfortunate. It is ironic, highly unprofessional and unethical for some sections of the electronic media to find it pleasurable in going out full throttle to report on a serious matter as this without the due consideration of balancing their stories before publication. As a students and youth advocacy association, we took interest in this matter as it touched on the lives of people as well as the integrity of both the Zambian government and those doing business with the Ministry of Health. We are glad to report our balanced findings and to also expose some professional misconduct of certain individuals who are visibly seen taking sides in a matter they’re supposed to declare interest in and the consequences of issuing careless statements about legal establishments with impunity. We start by stating that Honeybee Pharmacy is a wholly Zambian owned company which was duly awarded the US$17 million contract for the supply of Health Centre Kits under the Ministry of Health, which contract was awarded through a competitive tendering process. It must be noted that this happened through open public tendering process involving both local and international participants and all the laid down provisions of the Procurement Act were followed to the letter. This includes but not limited to the approval by the Office of the Attorney General Likando Kalaluka on the grounds that the company met the full requirements of the law. This is contrary to the claims by ZAMRA Director for Medicines Control that we did not meet their inspection conditions for the award of this contract. We are well aware of the intentions of certain individuals whose aim is to dent the image of the Ministry of Health superintended by Dr Chitalu Chilufya and his team. However, we would like to set the record straight as follows; At no time did Honeybee Pharmacy as a company supply expired drugs to the Ministry of Health and strongly wish to dismiss the story carried by a one Television Station alleging that laboratory tests conducted on the said condoms by the Zambia Bureau of Standards showed that the condoms could not stretch to desired length and that they had high bursting volume issues including being none compliant to packaging integrity with the contempt it deserves. The reporter and editorial team missed an opportunity to correct the wrong impression that aimed at misinforming the public by claiming through such a screaming headline something

mulated by those who lost their bid to get this contract to supply the Health Centre Kits to scandalise the government through the Ministry of Health, a key government ministry responsible for the health of the nation. Among those aggrieved is a company that has from time immemorial been supplying essential medicines, Health Centre Kits and community health workers kits from as far back as the days of the Central Board of Health (CBH) This group of detractors are determined to de-campaign the government of President Lungu by creating an impression that his administration does not pay the required attention to issues of safeguarding the lives of the people who elected him into office. Their aim is to use propaganda and raising of red flags to make donors and other cooperating is partners believe something is terribly wrong at the Ministry of Health and that government is abating corruption when in fact not. Their ultimate goal is to compel government to cancel a duly awarded contract all because their preferred supplier lost the bid. They simply forget that we are now in a competitive world where decisions are made meritoriously and according to the prevailing circumstances and not based on the history of those thinking they hold the monopoly to do business with government. It is because of the same mercenaries that artificial shortages of essential drugs are leaked to the media all because they feel government should not talk to any other suppliers except them. Being a Zambian company that Honeybee Pharmacy are, they continued supplying and delivery of their consignment to the Ministry of Health even when it owed them colossal sums being discussed and to that effect information is available for any interested and well-meaning media house to obtain as opposed to joining the bandwagon of rumour mongers. The company did its very best under the circumstances to undo the pressure government was facing from these capitalists

hiding in the name of suppliers. This situation did not sit well with those who opted to halt the supplies but they could only do so in a country they have little or no interest of the people at heart. The difference between the cartel and Honeybee Pharmacy is the fact that Honeybee Pharmacy owes its allegiance even in doing business to the Zambian government of President Lungu and their local employees who are Zambian nationals with no other country of origin but Zambia. They have pledged to remain patriotic and loyal to the government of the day even amidst these storms propagated by those pushing the opposition agenda. For some unfortunate reasons the unhealthy and venomous debate has trickled down to the lower organs of the Patriotic Front especially in WhatsApp groupings where it has heightened without the realisation that the only people benefitting from this saga are the opposition political parties and their paymasters in the name of multinational companies who feel it’s their birthright to do business with our government owing to them being our colonial masters. This conspiracy is by far beyond comprehension and a dirty manipulation of freedom of speech and expression by a selected but paid up few to champion the muzungu agenda. This too must not go unchallenged bearing the Honeybee Pharmacy side of story which is now in public domain for anyone to make intelligent comparisons. We would like to end by sounding a strong warning against all those paid to drive this agenda to be weary of the fact that that Freedom of Speech is indeed not freedom after speech and that we shall meet you with thesame force on the legal front. School in building materials galore By ROGERS KALERO MWEKERA Combined School in Kitwe has received building material including 1, 500 blocks, 100 pockets of cement and building sand. The institution, which is in Kamfinsa constituency, has embarked on a school extension project and would build a block of three classrooms. About 35 tonnes of stones were also donated. Patriotic Front Kamfinsa parliamentary aspiring candidate, Kelvin Chipili, donated the material, which he said would be delivered soon to quicken the construction of the classroom block. Mr Chipili observed that the project had delayed for some time and urged the parents and guardians to support him in his endeavour to serve the community. He said he would continue to work with the community in various projects he was carrying out in the constituency because he had respect for everyone. "For me to succeed in whatever am doing, I need to humble myself and

work with the people in the constituency. I will not be disrespectful to the people neither am I going to be greedy and selfish, but I will work with the communities in various projects. "I have decided that I should make a contribution of 1, 500 blocks, 35 tonnes of stones, 40 tonnes of building sand and 100 pockets of cement towards the construction of a 1 x 3 classroom block at Mwekera combined school which has delayed for a long time," Mr Chipili said. He said those who were involved in the illegal sale of land were now seeking to become Members of Parliament (MPs) to continue pursuing their personal and selfish interests. LOOD victims who are still temporarily accommodated at Buchi Hotel in Kitwe have demanded that they be allocated land in the same manner the first group was resettled recently. The victims have threatened to return to their old homes if authorities delay to allocate them land, stating that life at the dilapidated hotel is unbearable. But Kitwe District Commissioner, Chileshe Bweupe, maintained that only those whose houses collapsed were entitled to get land in New Kitwe across the Kafue River. THE Esther Lungu Foundation Trust has delivered 2 000 layers to the Milenge economic zone which is being managed by the Kalaba Chanda Masheke (KCM) Foundation. KCM Executive Director, Kalaba Masheke, said the poultry business would enable the organisation generate income for women empowerment programmes. Ms Masheke said the Milenge economic zone would be a centre to provide women with various skills

such as chicken rearing, fish farming and tailoring. She noted that most people in the area especially women had no source of income, hence the foundation would horn them with entrepreneurial skills. "We are thankful to the Esther Lungu Foundation Trust for being our all-weather partner in supporting our programmes. As a foundation, we will continue to supplement government efforts in helping vulnerable members of our community," she

said. Ms Ruth Mwewa, a resident, is looking forward to acquiring entrepreneurial skills from the organisation. Ms Mwewa noted there was no trades school in Milenge and that the establishment of a skills training centre would help residents earn trades. CATHOLIC BISHOPS REJECT N KEY BBI PROPOSALS AIROBI - The Catholic Church has opposed some proposals in the Building Bridges Initiative (BBI) report, terming them “good but dangerous.” The church’s bishops, who retreated to the Marian Shrine in Subukia, Nakuru County, to deliberate on the BBI report, rejected the plan to give more powers to the president, saying it will not cure the winnertakes-it-all problem. They called for further dialogue to achieve inclusivity. “To give the president the power to appoint the prime minister and two deputies risks consolidating more power and creating an imperial president. This will create the same problem BBI set out to solve,” said Kenya Conference of Catholic Bishops Chairman Archbishop Phillip Anyolo. The proposal, he said, would not end the recurring conflicts reported every election. “The expanded Executive was supposed to reflect the face of Kenya and tame the winner-takes-it-all structure. As it is in the report, this will not be achievable since all powers lie with one person --

the winner,” Anyolo said. He said this proposal should be reviewed to ensure more Kenyans have a say on whether they want a powerful president. The bishops also rejected the plan to expand Parliament, saying this will burden taxpayers. “Expansion of Senate to 94 members and National Assembly to 363 will be a huge burden for a country already reeling under a huge wage bill. We don’t want more government but a better government,” he said. The conference also criticised proposals to give political

parties an upper hand in the appointment of commissioners to the Independent Electoral and Boundaries Commission (IEBC), saying this would cast doubts on the credibility of elections. “Having political parties appoint members to the IEBC is dangerous. IEBC will turn to a political outfit with partisan interests,” he said. They also opposed the creation of the Kenya Police Council as a replacement for the Independent Policing Oversight Authority (Ipoa) as a watchdog

for the Kenya Police Service. “Formation of Kenya Police Council headed by the Interior Cabinet secretary in place of Ipoa will render Kenya a police state and compromise the independence of the police from the Executive,” Anyolo said. The bishops also rejected ODM leader Raila Odinga’s claim that there is only room for editorial changes, warning that denying Kenyans an opportunity for dialogue would divide the country yet the process was meant to unite them. “BBI is a product of dialogue and the process should take the path of consensus building,” said Mombasa Archbishop Martin Kivuva. KCCB vice-chair Bishop John Oballa of Ngong’ Diocese called on the political class to slow down on the process, saying it was not an emergency. “The rush to have the BBI implemented is fashioned towards aspirations of certain leaders in 2022. Ghana’s ex-president Jerry Rawlings dies aged 73 ACCRA - Ghana's former President Jerry John Rawlings has died at the age of 73. He led two coups, first in 1979, before twice being elected president in multiparty polls. A charismatic figure, he first seized power railing against corruption and was responsible for executing several former heads of state for their alleged graft and mismanagement. He was also seen as a champion of the poor, but came to be criticised for alleged human rights abuses. He died in hospital in the capital, Accra, after an illness. SUPPORT MATERNAL HEALTH, CHIEFS ADVISED ECZ targets 70, 000 voters in Kasempa THE Electoral Commission of Zambian (ECZ) is targeting to register over 70, 000 eligible voters in Kasempa district of the North-western province. Kasempa District Electoral Officer, Tryson Chunga, said in an interview that everything was in place to meet the 70,000 target. "For the population of Kasempa which is above 88,000, we are targeting for more than 70,000 to be captured in the new voter register," Mr Chunga said. He pleaded with the residents of Kasempa to exercise patience during the voter registration process as a lot of data needed to be

captured. "Let us be patient and follow the deployment plan that we have done," Mr Chunga said. He assured the public that the ECZ competent staff that were capable of handling any technical fault when need arises. "We have a technical officer that has worked for a number of years with the kits," Mr Chunga added.
