CIVIL SERVANTS SWINDLED From Page 1 The fraudster claiming to be a Zanaco employee called clients with XAPIT accounts informing them that the bank had embarked on an exercise of changing the secret code for XAPIT users from 4 to 5 digits. The unsuspecting clients then divulged their pin numbers and soon after their accounts were accessed and money withdrawn by account transfers. And Central province police commissioner, Chola Katanga confirmed the unfortunate incident and assured that his office would engage the Zambia Information and Communications Technology Authority “ZICTA'' to ensure that the conmen are found and punished in accordance with the law. The Daily Nation has interviewed five of the victims who include three female nurses at Kapiri Mposhi Urban Clinic who were swindled on Tuesday and Wednesday respectively by an unidentified male who called them using the same Airtel line. One of the victims who is a nurse explained that she was swindled money amounting to 3, 850 on Tuesday by the trickster who told her to change the secret code while her workmate lost K10,000. Other workers were too embarrassed to disclose the details. She explained that when queried why such important changes involving one's account secret code were being made through a phone call, the conmen explained that it was in order to avoid overcrowding in the bank to prevent the spread of COVID-19. “He told me that he would send a text message with six digits which I should use to change the pin code. “When I read the mes-

sage, it said don’t share so I called him back and asked why it read that way but he told me don’t worry about what it says because it’s from me, she explained. The victim said she became reluctant after reading the “don’t share” text message and told the caller that she would rather go in person to the bank to change the secret code. She said she was convinced when the fraudster explained that the bank had directed them to contact XAPIT clients through a phone call to avoid overcrowding in the bank in order to prevent the spread of the COVID-19 pandemic. According to the victims, they all received calls from this number 0975064549 while the money was transferred from their bank accounts to this MTN number 0965884039. Another victim who lost about K10,000 school fees narrated in an interview that the swindler called and asked her to read the text messages that ZANACO sent to her mobile line. The swindler then narrated the whole deal to her which she unfortunately believed and gave him her account secret code for him to change. ZICTA said when contacted over the matter that they could not do much to help the victims apart from continuing to create awareness to the general public through text messages. Public relations manager, Ngabo Nankonde explained in an interview that apart from being a criminal offence, the case falls under financial regulations, therefore, the Bank of Zambia was in a better position to help the victims and bring the culprits to book. The victims have had their bank account secret code charged as advised by management at Zanaco Kapiri Mposhi branch while the Airtel and MTN lines for the alleged swindler remained switched off.

REMAIN PEACEFUL ZAMBIANS must foster peace and remain united knowing too well that campaigns for this year’s general elections will start soon. During campaigns, the country more often than not, is gripped in anxiety as political leaders jostle for positions, hence the need for citizens to embrace unity. Leaders from various political parties will start traversing the width and breadth of the country, already constituencies are abuzz with aspiring candidates wishing to be adopted. Some leaders will genuinely reach out to the masses while others will engage in half-truths and blatant lies. It is also during such a period that some political leaders resort to tongue-lashing in a desperate effort to garner support and votes. However, democracy requires political players remain truthful and fair in their speeches and conduct during campaigns. Political leaders must always respect other stakeholders, particularly the voters and political opponents. It is important for political players to always appreciate that their role, whether in opposition or ruling party, is to provide selfless service to the masses; they are servants of the people. Notwithstanding the demands of their offices, they must always attend to people’s needs with humility while maintaining an open-door policy. Political leaders both in the ruling and opposition parties are also required to involve citizens in development projects and not to impose any concept on the communities. Councilors and Members of Parliament (MPs) in particular must respect the people they represent and maintain a mutual relationship during their term of office. Elections this year will be held on August 12 and therefore political representatives must remain transparent and resolute if indeed their purpose will be to serve the people. One of the most important aspects of political process is the imperative need for the opposition and ruling parties to narrow their differences and completely eliminate bitter toxic language, which often result in violence. The recourse at this juncture is to engage in political dialogue as President Edgar Lungu and UPND leader Hakainde Hichilema have expressed willingness to talk. Therefore, genuine Civil Society Organisations (CSO) must step in and offer objective guidance as they are among important stakeholders. Only genuine CSOs should get involved. Zambia has always been an oasis of peace and a pioneer of multi-party political system in Africa, having responded to the wind of change that blew across the globe in late 80s to early 90s. The country has transitioned through six Heads of State peacefully, an attractive record on the world map which must be guarded jealously. Therefore, it is incumbent upon all citizens to maintain peace and refrain from uncivilized tendencies such as invectives towards political opponents. Political office must not be seen as an occupation for personal survival, but an undertaking to serve the masses with due diligence. Violence has no place in the country’s politics. Zambia has been independent for 56 years and must be seen to be growing democratically and not moving in reverse. Thus citizens must remain peaceful even as the campaign period draws near.

The three have argued that this was not a fit and proper case in which the court should exercise its discretion to grant Mr Chibamba an order of prohibitive injunction. In this matter, Mr Chibamba who is alleged to have been dethroned from the throne for gross misconduct sued in the Lusaka High Court seeking a declaration that he is the reigning Senior Chief Shakumbila of the Sala speaking people in Mumbwa district. Mr Chibamba is seeking an order of interim prohibitive injunction restraining the defendants from continuing to interfere with the execution of his chiefly duties or his ad-

Value addition key to cracking foreign markets – Saasa By NATION REPORTER ECONOMIST Oliver Saasa says Zambia’s failure to penetrate foreign markets is as a result of the failure to diversify the country’s export base and prioritising value addition. Professor Saasa said the failure to penetrate foreign markets for Zambian products cannot entirely be blamed on other countries for not opening up but the country has allowed itself to be import-dependent. Prof Saasa also says it is wrong for Zambia to keep exporting raw materials such as grain instead of making a rule that no grain is exported without being milled. He says doing so will be a measure to enhance value addition to attract better export earnings as value addition remains mere pronouncements without actualisation.

The case is believed to have been committed on January 27, 2021 at Kazomba market. A senior government official in Kaputa district is worried that the spread of Covid-19 pandemic may rise in the border district, due to the fear of some residents to go for testing at Musosa border in Congo when crossing into that country. District Commissioner Ernest Bwalya has disclosed that it has come to his attention that some Kaputa residents when crossing from Kaputa going into Congo are by passing Musosa border in preference to using footpaths in the bush for fear of undergoing Covid-19 test at the border. ZAMBIA’S COMESA, SADC TRADE LEVELS DROP By BUUMBA CHIMBULU A NET revenue loss of US$636.3 million arising from Zambia’s trade with COMESA and SADC was recorded over the period 2017-2020. Zambia enjoys a positive trade balance with COMESA exclusive countries and suffers trade deficit with SADC exclusive countries and COMESA-SADC countries. This is according to the Zambia Association of Manufacturers (ZAM) president, Ezekiel Sekele. Mr Sekele said over the period 2017-2020, exports to the COMESA-SADC countries averaged US$252.3 million while imports averaged US$332.4 million, resulting in a trade deficit of US$80.1 million. He said this in a submission to the Parliamentary Budget Committee on the Impact of Trade and Other Partnerships Agreements on the National Budget presented on his behalf by ZAM Chief Executive Officer, Florence Muleya. “There are some countries with over-lapping membership. Comoros, Democratic Republic of Congo (DRC), Eswatini (formerly Swaziland), Madagascar, Malawi, Mauritius, Seychelles, Zimbabwe and Zambia belong to both COMESA and SADC. “Taking the value of trade as a proxy for revenue gain or loss, we could say that there

Borrowing from the ISO definition of quality: “The totality of features and characteristics of a product or service that bear on its ability to satisfy stated or implied needs”. In simpler words, one can say that a product has good quality when it “complies with the requirements specified by the client and quality standards”. In other words, a product or service must be fit for purpose before being accepted or signed off. Do our organisations follow any of the formal methods for quality management, e.g., ISO9000? One has to weigh the cost of quality conformance versus the cost of quality non-conformance. Quality costs money and therefore it is prudent to undertake a quality cost benefit analysis. In project management the project manager is responsible for developing the project plan which should include quality management plan. Quality project management plan should include quality policy, acceptance criteria, change management procedures, quality tools and standards. Quality is usually measured by the extent to which requirements are met in the project. In the project quality

He complained that Zambian manufacturers continued to experience several challenges to free trade on account of Non-Tariff Barriers (NTBs) whilst exporting into SADC and COMESA partner countries. “Without practical measures to remedy and eliminate the usage of NTBs by trading partner states to enforce the free flow of trade and accord all partners the most favoured national treatment. “The country sometimes fails to export ban on this account loses out on export earnings and foreign exchange,” Mr Sekele said. He further said Zambia’s geographical position means that all trading partners have to pass through its borders. Mr Sekele said different transport routes were utilised as entrance into other countries before reaching the export-destination country.

Mr Mwanza said the banks were currently overwhelmed by a number of parents and students that had flooded their branches without practicing social distancing “Parents and children are congesting banks branches and breaking one of the key golden rules in the fight against Covid-19 in terms of social distancing so banks are overwhelmed, creating another super spreader environment in bank branches. “Children and parents are queuing up impatiently and congesting bank branches so the children, parents and members of staff are all exposed to the overcrowding effects,” he said. Mr Mwanza had since urged Government to revise its policy and advise all their schools to adopt and admit electronic payment transactions which are available in the market.

homework, therefore the quality team must be independent of the project management team to avoid conflict of interest for obvious reasons. The quality team members must be members of professional bodies to promote good ethics in their work. They must also possess industry standard qualifications and licences to enable them approve and sign-off project deliverables. Are members

of your quality teams in your projects independent of the project management team? I leave the answer to you. Quality activities cost money because they take time. Therefore quality activities must be budgeted or accommodated in the project budget.

The cost of quality must be understood and appreciated weighed against the cost of quality conformance versus the cost of quality nonconformance. Just to elaborate a little bit more on quality costs. Quality conformance costs arise from efforts to keep defects from occurring at all and also includes efforts arising from detecting defects via inspection, tests or audits. Quality non-conformance (Costs

of failure of control) costs arise from defects caught internally which might mean costs of rework or externally where defects actually reach the customers. When a building collapses, or the newly constructed road, bridge collapses barely some months after

being commissioned? who is to blame? The sponsor? The project manager? The quality team? Professional ethics? Project management methodology? The list can go on and on. However in project management best practice the project quality team is accountable for approving deliverables as meeting quality standards stated in the quality management plan. It is at this point when membership to professional bodies becomes very key and especially in the construction and building industry. Professional bodies like EIZ, ICTAZ must have teeth in order to make sure that professional members competencies and ethics are constantly upheld and in good standing. Practicing licenses of engineers and technologists who sign-off defective products must be withdrawn and should suffer penaulties.. The project manager must ensure that members of the quality team are duly qualified, certified and experienced to undertake quality work in projects. Project manager is responsible in ensuring that planned quality activities are

actually taking place according to project schedule. Final thoughts, project quality management should identify and document all work that will develop deliverables and spend some time on quality planning identifying the quality standards and how to meet them. Some principles to keep in mind when performing quality management include customer satisfaction, defect prevention (keep errors out of process) over inspection (keep errors away from customers), and continuous improvements. Corporate or programme management responsibility at organizational level Policies ensuring process audits Continuous improvement and investment in quality standard like Total Quality Management (TQM) ISO 9000 or Six Sigma. The World Bank money will be in the form of grants or on "highly concessional terms," said David Malpass, president of the World Bank, in a statement following a virtual meeting in January on the Africa Covid-19 vaccine financing and deployment strategy. "We're preparing emergency vaccine financing projects in 21 countries in Africa, including the Democratic Republic of Congo, Ethiopia, Niger, Mozambique, Tunisia, Eswatini and Cabo Verde to name a few," said Malpass. "The funds are available now," he said. The cost of vaccinating 60 percent of Africa's 1.3 billion people would be between $10 billion and $15 billion, according to the Africa Centres for Disease Control. But it’s far behind the rest of the world in terms of acquisition and inoculations, with richer nations having secured the scarce shots early. SARB governor Lesetja Kganyago sees room for stimulus in reaction to possible third wave of Covid-19 JOHANNESBURG - The South African Reserve Bank has room to provide stimulus in the event of a third wave of coronavirus infections, according to Governor Lesetja Kganyago. "To the extent that there is a third wave that could hit South Africa and hit its economic activity, we have got the scope to respond," Kganyago said in an interview with Bloomberg TV. "But that all depends on the data that we would see when the third wave sets in - if it does come in." The monetary policy committee last week left the key rate at a record low 3.5 percent for a third straight meeting and signaled that tightening may start sooner than previously indicated.

While the central bank flagged the risk of a third wave of infections, Kganyago said that monetary policy doesn't respond to disease but rather to the fallout of infections on economic activity. KAZALA IS ABUSING MY NAME Dear editor, HAVING taken time to watch and analyze the contents of a video message created and distributed by Former Deputy Minister in the MMD administration Mr Richard Kazala, I have drawn a few conclusions which I wish to share. As a citizen of this great nation, Mr Kazala has every right to express himself and hope to be listened to. He also has a right to claim a share of the national cake, just like every other citizen. However, the privilege that Mr Kazala does not have is to drag individuals and state institutions in his predicament. Mr Kazala claims that I influenced the loss of his business opportunities in some mining operations in the North Western Province, a claim that he knows he cannot substantiate. In the process of validating his claims, Mr Kazala ends up spewing remarks laced with racial undertones. It should be stated that Zambia has always embraced different races to live and work in Zambia since the nation was founded in 1964. We have Zambians of Asian origins who we have lived with for decades, we also have Zambians who are descendants of Europe who have lived here for so many years and they have every right to

be called Zambians and participate in the economic activities in Zambia. It is therefore shameful that a man who once worked in a senior government position can record a video of himself attempting to justify why Zambians with a lighter skin tone should not be given business opportunities. It is a known fact that Mr Kazala had dominated and to an extent almost monopolized the Copper hauling sector on the Copperbelt and North Western Provinces. Using his proximity to power, Mr Kazala had mopped up almost all the contracts to haul Copper and other minerals and in the process accumulated a lot of wealth. It is therefore an act of selfishness for Mr. Kazala to attempt to denounce the same process and institutions that have enabled him to make the money he has made. Zambia is for us all and if opportunities to make money arise, all Zambians should be allowed to participate with no considerations on the colour of the skin. It is undeniable that His Excellency President Edgar Lungu has always preached on the need to increase the level of beneficiation for local Zambians from our mineral resources. All the key mining policy measures taken since he assumed the Presidency bear testimony to

the fact that President Lungu wants Zambians to benefit more and play a key role in the mineral value chain. Mr Kazala is therefore shooting in the dark when he links President Lungu to his current personal frustrations. As a citizen, Mr Kazala has every right to engage State House but for someone who served as a Deputy Minister, he should know better how His Excellency President Lungu could be engaged and that does not include recording a video message whilst with your drink buddies cheering you on. The Zambian government has well established processes of engagement which I believe Mr Kazala fully understands having served as Deputy Minister. Yes, I can be a very action oriented public servant but that does not mean I should be the one to sort out issues happening in other Ministries and Provinces where I do not hold jurisdiction. Kalumbila or Solwezi Mines where the contract was allegedly terminated from is overseen by a Provincial Minister for North Western Province and I am Minister for Lusaka Province. If Mr Kazala’s lamentations were coming from a good place, he would have at least engaged the Minister in that Province or forwarded his complaint to Minister of

Mines, or Labour or indeed Commerce and Trade. The other painful truth is that Covid-19 has wreaked havoc across all sectors. Millions have lost jobs globally and President Lungu’s has acted decisively to avert serious job losses in Zambia. President Lungu has introduced a wide ranging stimulus package that has protected a large number of working Zambians and the 200 jobs Mr Kazala is claiming have been lost represent a small fraction compared to the millions that been safeguarded during this pandemic. My message is that Mr Kazala should refrain from using my name in vain. He is not my friend and he has never been. He never taught me politics as he claims in the video. Granted, we were all members of the MMD but he was never my boss as I never reported directly to him. Of the two, Mr George Chulumanda has every right to say that I worked with him unlike Mr Kazala. Mr Kazala should also stop dragging the name and the office of the President into his perceived misery. The President has a big task of representing and protecting over 18 million Zambia and Mr Kazala only happens to be one of the over 18 million. BOWMAN LUSAMBO

Our collective allegiance is to zambia first and foremost- ECL's spirit Dear editor, WE are already in a politically charged season and evidently various people will retain the liberty to flex their political six pack and join the battle front. Usually in some instances, some politicians will use every means possible including underhand methods or ulterior motives to acquire the mandate of the people to rule. In some instance, others will go to great lengths of either using hook or crook, ballot or bullet. Evidently, national values and principles will be under siege and seek refuge at the mercy of few Zambians who will resist that temptation. While declaring the national day of prayers at the gathering he attended on 17th October, 2015, President Lungu had courageously put it (in paraphrase) as follows; "Let us identify ourselves as Zambian first and foremost, before we begin to divide ourselves before we begin to divide ourselves into politics, region, color.........." In this write up, we thought of reflecting on this inspirational note from President Lungu he made six years ago as it is still fresh in our thoughts. We can discern and listen from this whisper from President Lungu and appreciate the importance of our belonging to Zambia. This should constantly remind us that our primary belonging is to the nation of Zambia while our secondary allegiance lies to our respective sectoral groups or interests. This entails the pursuit of our right to participate in public affairs including political activities, we are naturally bound to defend the identity of the nation. As we count down to the polls, we should be wary on the invisible hands that is determined to alter the identity of what our forefathers have perpetually protected. It is in this vain, that the framers of the constitution did not want to leave anything to chance but seal the loop holes with potential to undermine the identity of the nation. Under Article, there are inscribed national values and principles which inter alia includes "morality." Therefore, the political players must ensure their affiliation is not inappropriate and their interests are in tandem with the inviolable and sacrosanct norms that collectively define our Zambian society. This can be achieved if we don't take politics as a matter of life and death to substitute our efforts to better Zambia. To express it in a practical way, there are few examples which can be adduced. For instance, the fate of the workers at Mopani Copper Mines was uncertain than and the

future of the workers was literally grinding to a halt since the the majority owners were threatening to put the mine under care and maintenance. The protectionist approach was unavoidable and necessary to rescue the workers who were facing life on the streets. The Government in its wisdom deemed it fit to acquire the 90% shares to allow for continuity and transition for possible equity partner. However, our colleagues overlooked the greater national picture and put on political lenses and criticized the progressive move. Like we have always emphasized, patriotism demands objectivity on national matters. A classic example is the operation of law enforcement agencies and other institutions that are part of the justice delivery system. When the police or indeed the judiciary makes a decision against those in power or those perceived to be aligned to them, they cheer it without any objection that the rule of law thrives. On the other hand, if the same proportional action is taken against them, there is evident resent and they throw mud and link the ruling party to their own troubles with the law. This shows their chronic desire for personal liberty over that of the nation. It is ostensibly clearly the chaotic nature of some cross section of people in society cannot let national interest prevail over expectations. As all political parties wage and renew rivalry toward our democratic calendar set for August, 2021, our primacy should be Zambia. On our side as sympathizers of President Lungu and PF, we have taken his counsel seriously and our conscious reminds us not to betray him. The best interests of the nation should always prevail. To our colleagues on the left, our sincere hope is not to let our insatiable appetite for power be a medium for national destruction. All our objectives is to serve our country to the best of our ability thus our rivalry should end on ideological and intellectual interrogation. We should not reduce our difference in opinion to be settled through fist and fury or simply put it; by physical means. As active political players, let us take responsibility to ensure those we influence do not undermine the inherent values which are the building blocks for our nation. We end by reciting the quote from President Edgar Chagwa Lungu on 18th October, 2015 in the show grounds as he addressed the worshippers, "let's identify ourselves as Zambians first and foremost, before we begin to divide ourselves into politics, region, color..........." ADVANTAGES OF DRAFT ANIMALS

AN is getting weaker by the day our days are actually numbered we cannot live as long as the biblical characters. Because of the reduction in the number of years it means we have to work hard to achieve or attain certain assignment while still alive. As farmers and so we are meant to be. In our weak state we need additional labour to have things done and accomplished especially in the farming circles. Some farmers cannot afford to have a tractor or any other equipment to help them sort out their labour issues in their farming activities. They may have animals especially cattle. A pregnant cow has a 50 – 50 chance of delivering a male calf. It is this calf or calves that we have to

look at in terms of alternative labour. Yes, it can be fattened for the market or trained for the purpose of work on the farm. This is what we can refer to as “draft animal”. Draft animals are meant to be used for various activities on the farm. They are used for transport, plowing planting and many other farming operations in and around the farm mostly field activities substituting human labour. Draft animals can either be cattle (oxen these are castrated males) or they can be donkeys. Draft animals are very important on and around the farm for reasons given above. They are the alternative farm power. If a farmer cannot afford mechanical power like tractors. Therefore livestock power in the form of oxenization or in short animal draft power. This can fall on either side be it oxen or donkeys. Donkeys are the strongest draft animals, but in our case our farmers may prefer oxen the reason being that after their useful life they can be slaughtered and the meat sold, eaten or exchanged with other needy items by the families.

To have useful and reliable draft animals it must start with the selection. This is possible when the farmer has a reasonable herd size from which to select. This because not all cattle or donkey makes a good draft animal. However, this would also depend on how the animals have been brought up through feeding during the time they were

young, their health status at the time of selection equally their physical condition. Sometime the farmer can go a bit further in terms of breed. He would want to know what type of animal or breed do better in terms of training and hard work. Therefore, from any locality it best to select from the locally bred animals in other words indigenous. They should be of reasonable weight or age for the sake of training. Health wise, they should not be lame, blind or suffering from major diseases. Behavior, this has to do with temperament, and how it responds to its surroundings. For proper training of such draft animals, the farmer must spend much time with the animal so that it is able to grasp instructions as a draft animal. If no ample or quality time is spent the animal would end up a poorly trained animal and it will be difficult to use. This would lead to women and children avoid using such animals for farm work. In addition, such animals would require more people to control when carrying out farming activities that may be taking place. Training draft animals need people who are experienced

in this activity. People who have trained animals before, they should be called upon to help with good training arrangements with training aids where necessary e.g. ropes. TRAINING

For proper training of such draft animals, the farmer must

spend much time with the animal so that it is able to grasp instructions as a draft animal. If no ample or quality time is spent the animal would end up a poorly trained animal and it will be difficult to use.

It is equally important that animals that would be used as work animals must be fed properly because this makes a difference in how the animal would perform. Therefore, proper feeding is more than sending the animal for grazing. Animals also require different type of feed for growth and maintenance, produc-

tion and reproduction and protection. Because of this, animals need they should be availed energy foods for them to perform the required activities. Hence, carbohydrate foods such as grains in the form of maize can be given to them and leafy fodder crops. Molasses if access is available it can be given or used to feed the animals as one of the main source of carbohydrate. Shortage of proteins in any feed would render animals to be very weak. The absence of this would make the animal lose weight and have a lowered resistance to disease. It is important to fed such animals with legume fodder crops and also oil seed products such as sunflower and groundnuts. Further, for the animal to perform well they must be availed with necessary minerals which should be in cooperated in their feed. Minerals play a very important role or functions in the animal’s body especially the skeletal structure. Minerals give rigidity and strength. Working animals should always be given these minerals in the form of salt. Animals lose salt through sweating when they are working therefore, this must be replaced. Vitamins cannot be left they are equally important although they are needed in small quantities. However, it through grazing that they would be able to get the required vitamins. It is abundant during this time of year when there is plenty of green herbage. From this fresh feedstuff they are unlikely to suffer vitamin deficiency. As long as farmers have draft animals the issue of labour on their farms especially among the rural farming communities would be solved. Other members of the families can be deployed to other small tasks to increase food production and more food for other people. Man indeed has to have alternative labour in the form of animal draft power.

BUMPER HARVEST IN LUFWANYAMA

HIEFTAINESS Shimukunami of the Lamba people of Lufwanyama has predicted that the district will produce a bumper harvest during the 2020/21 farming season owing to the timely delivery of inputs. The traditional leader said the timely delivery of inputs by Nyimba Investment Limited was in line with the presidential directive to ensure that farming inputs reached the farmers before the planting season. Chieftainess Shimukunami was speaking at the weekend when Nyimba Investments Head-Sales and Marketing Manager Willings Mulendema paid a courtesy call on her. Mr Mulendema was in the area to inspect the yield from beneficiaries of the Farmer Input Support Programme (FISP) for the season.

GWEMBE ANTICIPATES ECONOMIC BOOM G WEMBE district in Sothern Province is poised for an economic boom resulting from various government interventions seeking to fully exploit the resource endowment. District Commissioner, Timothy Siakaziba, says the government has created a conducive environment in Gwembe that is now attracting investors both local and foreign, to invest in energy and mining as well as fisheries on lake Kariba. Mr. Siakaziba has disclosed that a number of investors have already been to the dis-

trict to assess the investment opportunities with many of them indicating their readiness to invest in the area. He told ZANIS in Gwembe that the valley district is endowed with vast deposits of core and that an investor is finalizing formalities to begin mining. The District Commissioner said the investor has also shown willingness to partner with the government to upgrade the Chisekesi-Munyumbwe road to bituminous standard, saying once this is done the new road will open up the valley district to more development.

Dream comes true for Chifwani concept THE distribution of cassava cuttings to small scale farmers under the Chifwani Concept project has commenced in Senior Chief Mwamba's chiefdom of Kasama District in Northern Province. A check by ZANIS found farmers obtaining the cuttings of Mwelu cassava variety sourced by the Chifwani Concepts with support from Zambia's Ambassador to Ethiopia, Emmanuel Mwamba. And farmers talked to have thanked Mr. Mwamba for spearheading the project.

The farmers said the project will improve their livelihoods. And Ambassador Mwamba has expressed happiness at the positive response by farmers. He said his project will coordinate and scale up cassava farming in other areas where similar interests have been shown. Mr. Mwamba noted that the Chifwani Concepts will help grow exponentially the cassava farming and also help to source markets for farmers. He added that the project will rapidly help change the livelihoods

of rural communities and give them reliable income. Mr. Mwamba revealed that the Chifwani Concepts has entered into agreements with the country's biggest commercial buyers of cassava. "As part of establishing market linkages for smallholder cassava farmers under his Chifwani Concepts launched in Northern Province, we will closely work with stakeholders in the cassava sub-sector to scale up cassava production and help in food and income security in rural communities," he said. - ZANIS

The two groups which are engaged in chicken rearing are appealing funds under Government's women empowerment to grow their businesses. In an interview with the Daily Nation in Livingstone, Idah Sitenge of Blessings said that despite the business being viable, her group was struggling to purchase feed for the chickens. Ms Sitenge said as a result of that her group was struggling to stay afloat.

She explained that during the start of the project all was well but slowly as demand went up, the pressure caught up with them. "When we started this project everything was going on well but currently we have a challenge in terms of funds to buy the feed. So we are appealing to the government to empower us through the ongoing women empowerment program," she said. And Christine Makungu the founder on the two groups echoed Ms Sitenge's cry for empowerment. Ms Makungu said that the little profit the women have been making from the chicken sales was sustaining their families.

Gwembe receives K2 Million to battle Covid-19 GOVERNMENT through the Disaster Management and Mitigation Unit (DMMU) has released Two Million Kwacha towards strengthening surveillance and prevention of COVID19 in Gwembe district, Southern Province. Gwembe is one of the districts in the Province that has been hit hard by the pandemic with more than 100 accumulative cases. PF wants disciplined youths By ANDREW MUKOMA THE Patriotic Front (PF) in Livingstone has urged youths to be disciplined and guard against crime and immoral behavior that could jeopardize their future. PF Livingstone Constituency Youth Chairman Ikuka Muleta noted the future of the country rested on the youths hence it was necessary for them to grow up with a sense of discipline. Mr Ikuka asked young people to desist from vices such as beer drinking, crime and substance abuse. He was speaking at the Southern Province Armature Boxing Tournament held at the Yard Entertainment Centre in Livingstone on Saturday night in the Company of Livingstone Constituency Parliamentary aspirant Namakau Sianga. The constituency chairman said majority of the crimes committed by the youth was as a result of drug abuse.

7 KILLED, 28 INJURED AS ANGOLAN POLICE CONFRONT PROTESTERS

SEVEN people were killed and 28 injured in Angola on Saturday as police quelled protests in Lunda Norte province, 656km north of the capital, Luanda. The incident took place in Cafunfu village, Cuango Municipality. In a statement, however, the police service said it foiled an armed rebellion, organised by 300 members of the Lunda Tchokwe Protectorate Movement (LTPM), in self-defence. The police officers accused the demonstrators of attacking a police station in order to raise the movement’s flag. LTPM’s head, José Mateus Zecamutchima, rejected the claim of an armed rebellion, saying it was a peaceful and orderly demonstration agitating for talks with the government about the region’s autonomy. “The killing of seven demonstrators and the injuring of 28 others is a barbarous and cowardly act,” he said. LTPM, a political group set up in 2007, seeks the administrative and financial autonomy of the former Tchokwe Kingdom, which comprises the provinces of Lunda Norte, Lunda Sul, Moxico

Central African Republic’s SA’s first Covid-19 vaccine shipment capital in ‘apocalyptic takes flight situation’ as rebels close in THE situation in the Central African Republic’s (CAR) capital of Bangui is “apocalyptic” as rebels encircle the city, a former prime minister says. Martin Ziguélé said there was daily fighting across the country and that he couldn’t leave Bangui without an armed escort. The UN says more than 200,000 people have fled their homes since the conflict erupted last month. Rebel forces now control two-thirds of the country. The CAR is one of Africa’s poorest and most unstable countries, even though it is rich in resources such as diamonds and uranium. The UN estimates that about half the population is dependent on humanitarian aid. Rebel forces now surrounding Bangui dispute the validity of President Faustin Archange Touadéra’s reelection in December and want to see him ousted. The city is being defended by government forces backed by UN, Russian and Rwandan troops. A state of emergency was declared earlier this month. Mr Ziguélé, who came third in the poll, said everyone’s focus was on keeping the main supply route between Bangui and eastern Cameroon open. “I cannot leave Bangui... without a heavily armed army escort,” he told Reuters news agency by phone. “Imagine, then, the population. Cape Town - The first shipment of 1 million doses of the Oxford University-AstraZeneca vaccine from the Serum Institute of India (SII) left the Chhatrapati Shivaji Maharaj International Airport in Mumbai on Sunday. According to the Department of Interbational Relations and Cooperation, the Consul-General of South African in Mumbai, Andrea Kühn and members of the Consulate were in attendance “to extend South Africa’s deep appreciation to the exceptional and professional support rendered by the government of India, the SII, Mumbai International Airport Cargo, Expo Freight Private Limited (EFL) and Emirates Airline”. “This milestone highlighted the solid relations and deep friendship that exist between South Africa and India and further consolidated the cooperation between our two countries in the fight against the spread of the global pandemic,” Dirco said. Health Minister Zweli Mkhize said the doses of the AstraZeneca vaccine, developed by the Oxford University and AstraZeneca and produced by the

Serum Institute of India, will travel via Dubai, and arrive in South Africa on Monday. He said that the vaccines would first have to go through strict quality assurance and stock control over a period of 10 to 14 days, before they are distributed across the country’s nine provinces. Healthcare workers will be first to receive the vaccine. The first doses of the vaccine are arriving at the time the South Africa is battling a second wave. Trump’s impeachment lawyers leave his team: US media WASHINGTON - Several of former US president Donald Trump’s impeachment lawyers have left his team a little over a week before his trial, US media reported Saturday. CNN cited unnamed sources as saying that five lawyers — including two who were thought to be leading the team — had parted ways with the Republican billionaire after disagreeing over his legal strategy. Trump had wanted the lawyers to continue his baseless claims of mass election fraud rather than focus on the legality of convicting a president after he has left office, CNN said, adding that he was “not receptive” to discussion. The lawyers included Butch Bowers and Deborah Barbier, expected to lead Trump’s defence, CNN and other outlets reported, saying it had been a “mutual decision.” “We have done much work, but have not made a final decision on our legal team, which will be made shortly,” tweeted Trump advisor Jason Miller in response to the reports. The development leaves Trump, who has reportedly been struggling to form a defence ahead of his historic second impeachment trial over the ransacking of the US Capitol this month, facing new hurdles with just days to go. However, even with his

legal team in chaos he looks increasingly likely to dodge conviction. Nearly all senators from his party have signalled opposition to his trial and fuelled efforts to censure him instead. The trial — in which Trump faces a charge of “incitement of insurrection” — will begin on February 9. But with just five Republicans joining all 50 Democrats this week in agreeing that the trial should go forward, it appears unlikely that 17 Republicans would vote against Trump, the minimum number needed to reach the two-thirds threshold for conviction. Main opposition to boycott Republic of Congo elections Brazzaville - The Republic of Congo's main opposition party will boycott the March 21 elections in which President Denis Sassou Nguesso, in power for decades, is running for reelection. The 77-year-old has held office for a total of 36 years, making him one of the longest-serving leaders in the world and head of a deeply poor nation. The holding of the presidential election "must not divide us as it has done in the past", said Pascal Tsaty Mabiala, first secretary of the opposition group Pan-African Union for Social Democracy (Upads). "We have unanimously decided not to take part in it, either directly, or by a proxy candidate," he added. Upads — the group of former president Pascal Lissouba, who died in France last August — is the only opposition party to have a parliamentary group in the current national assembly. Lissouba was overthrown in a brief civil war in 1997 by Sassou Nguesso, who had lost the country’s first multiparty elections in 1992. In 2015, the country staged a referendum on removing a 70-year age limit and a ban on presidents serving more than two terms. The move paved the way

for Sassou Nguesso to secure a third term in 2016 elections that were marred by bloodshed and claims of fraud. His rivals, former general Jean-Marie Michel Mokoko and ex-minister Andre Okombi Salissa, disputed the results. O

NE of the most amazing technological changes in the oil industry has been the evolution of the filling station; also called gas station or simply petrol station depending on the country of jurisdiction. In the beginning, there were no filling stations as we know them today. Fuel was sold in small tins at pharmacies, hardware shops, black smith shops and some motels and filled in the automobile by the customer. At that time, it was inconceivable to imagine that one day, we shall have a filling station as we have today. From buying prepacked fuel in small cans, an evolution started. The filling station has evolved not just from an architectural design point of view but also from selling fuel only to a full service station status; one which sells fuel, lubricants, battery water, coolant and has a convenience shop. Not only that but has also got tyre pressure facilities, ATMs and electronic payment facilities. Full service station simply means full service station. If it does not have what constitutes a full service station, it is a partial service station.

From historical images to the 21st images of the modern filling station, it is clear that the best design is yet to come. Designing something outstanding does not necessarily mean investing too much money. It must be designed around a certain unique concept. Some concepts can be basic but yet outstanding and unique.

I have seen concepts which look mushrooms before. In Zambia, the most used shape is the rectangular standard shape; not sure which concept was relied upon to arrive at a rectangular shape but some look really good. The fact that the most used shape at filling stations in Zambia is the rectangular canopy

does not mean that this is the only canopy type which we can come up with. We can come up with extra ordinary canopies and overall filling station design never seen before yet at an affordable cost. It is all about creativity. May be we have not just pushed each other much or allowed innovative concepts to be used.

While we have hard media awards in the industry, we have not yet moved to an extent of voting the best filling station in Zambia or something like the best 10 filling stations in the country or in a province meeting certain criteria such as architectural design and full service level. This recognition award has to be thought about

HE Zambia National Soccer Team has yet again been dumped of the Confederation of African Nations (CHAN) fol-

lowing their 3-1 quarter final defeat to defending champions Morocco. Morocco started the match living up to their favorite tag while Zambia looked jittery from the first whistle leading to them conceeding in the first minute . Morocco’s Sofiane Rahimi opened the scores in the first minute but was only confirmed after the Video Assistant Referee (VAR) decision was invoked. Morocco doubled the lead in the sixth minute as Zambia continued to look jittery in defence.

The woes for Zambia could not have been worse as defender Zachariah Chilongoshi was in the 23 minute shown a red card for fouling Morrocan Ali. It couldn’t have gotten any worse for Chipolopolo as the Morrocans were awarded a penalty in the 38’ minute after Paul Katema was adjudged to have handled the ball in the eighteen area. With the match headed for a three nil win for Morocco, substitute Phiri scored for Zambia in the 84 minute to give the Chipolopolo a consolation. It could however have been worse for Zambia but Morroco’s fourth goal was only denied by VAR for being adjudged to have been offside. This is the third time Zambia are falling through at the quarter final stage after being ejected at the same level of the competition in 2016 and 2018.

TRIKER Simon Mulenga was a hat trick hero as 12 times Zambian Champions Nkana were four goals to nil winners over Young Green Eagles in their week 15 fixture played at the Nkana Stadium yesterday. And Young Green Eagles cosch Kelvin Mwinde expressed concern at his team's flatness in their loss to Nkana.

Mulenga had a splendid man of the match reward, getting his hat trick the 4', 12 and 18 minute while debutant Emmanuel Mwiinde got his first goal in the 64 minute to lead the home side to a 4-0 win. The result has moved Nkana into position number 12 on 17 points after playing 13 games while Young Eagles are static in the relegation zone on number 17 with 13 points after 14 games played. And Eagles coach Mwanga was concerned that his team

played a flat game but said that they would go back to the drawing board to see where they went wrong in the match. Mwanga said that it was surprising that they played that way to Nkana when they have previously managed to play well to other big teams . Eagles will now shift attention to their next game as they host Zesco United at the Khosa Stadium in Kafue while Nkana play Buildcon in Ndola in next weekend's week 16 games.
