And President Edgar Lungu has won kudos for assuring the nation of a peaceful 2021 General Elections. Coalition spokesperson Andrew Ntewewe said President Lungu should be commended for assuring Zambians that the forthcoming general elections will be peaceful. He told journalists in Lusaka yesterday that political parties should emulate President Lungu's commitment to holding a peaceful election. Mr Ntewewe however observed that one of the greatest dangers to the holding of peaceful elections is the abuse of social media and the cyber space in general. Mr Ntewewe further said Zambia needs a piece of legislation that seriously regulates the use of cyber space. "All in all, the Democracy and Motherland Defenders Coalition believes that the Cyber Crimes and Security Bill is a very important precondition to peaceful elections. It also enhances our democratic space as it gives confidence to citizens to fully be engaged in the national discourse of the country without the fear of being bullied and intimidated," Mr Ntewewe said. A TANZANIAN national, claiming ownership of the 48 houses in Lusaka’s Chalala area, has argued that there is no law in Zambia that prohibits a foreigner from having an interest in any investment or property owned by qualified persons under the law. Mr Uziel Bashire and two others also contend that there is no law that bars a foreigner from funding a local person who qualifies to own property or to fund any such investment to require them first to have an investment permit. This is in reply to the Anti-Corruption Commission (ACC) claim that there was no record of the two Tanzanians being granted
an investment permit to enable them to invest in Zambia. In this matter, Mr Bashire, a business man based in Norway, his cousin Zuberi Bigawa and Charles Loyana, a senior accountant at the Ministry of Finance, have sued ACC in the Lusaka High Court for seizing their property. They want a declaration that the notice issued pursuant to the ACC (Disposal of Recovered Property) Regulations, 2004 directed to Mr Loyana and certain other individuals regarding Mr Bashire’s properties Mr Bashire and two others want an order for ACC to account and pay to Mr Bashire all the income received as rentals from the date of the seizure or in the alternative mesne profits.
PF councillor denies land fraud By GRACE CHAILELESOETSA PATRIOTIC Front (PF) Mwembeshi Ward 27 councillor, Kelvin Kaunda, has denied involvement in the alleged fraudulent sale of land in Matero North Township at a cost of K150, 000. In the matter, Augustine Mwenda has sued Mr Kaunda together with PF Raphael Chota Ward 22 councillor Joseph Tamba, and Elijah Makungu, a PF councillor for Muchinga ward 24. Also sued along with the councillors is businessman, Travis Chofwe, and a Matero resident Suzyo Phiri in the Lusaka High Court. Mr Mwenda is seeking a refund of K150, 000 he paid for the purchase of land. Mr Kaunda in his de-
fence said that at no time had he received the purported payments for the land from Mr Mwenda . Mr Mwenda in his claim stated that in June 2019, his friend Mr Chofwe introduced him to the other four defendants who were selling a piece of land situated near the Great North road in the Matero North township. The land is around the SoS measuring about 30 m by 20m purportedly belonging to ruling PF. He stated that except for Mr Kaunda, the other defendants agreed to sell him the land at K260, 000. He said that despite the execution of the sale agreement, he was never availed with any legal documents for the piece of land, claiming that the same were being processed at Lusaka City Council.

The BRE, a key partner in the Ngonye Falls project, has been working closely with WPC since 2012 to ensure the maximum benefit for the people of Barotseland. During this time important milestones have been attained including the Technical Feasibility Study - completed in 2019 and the Environmental and Social Impact Assessment (ESIA) which is currently being reviewed by Zambia Environmental Management Agency (ZEMA). An electricity sale agreement is being negotiated with ZESCO and the tender of the construction contractor is ongoing, whilst good progress is being made with the acquisition of land and water rights. Due to COVID 19 restrictions, the Resettlement Action Plan (RAP) and related community surveys were postponed, and we shall wait for the situation to improve before we commence with this activity.

POLITICAL GAMBLE
THE acrimony in the opposition National Democratic Congress (NDC) is a stark reality of the high levels of desperation for state power in the opposition ranks. Not too long ago, Chishimba Kambwili, the embattled NDC founder and Josephs Akafumba were very close and went through thick and thin together. Mr Akafumba stood by his then boss throughout his court battles and more so at the height of his sorrows when he was hauled into the Kamwala Correctional Facility. However, the two are now at each other’s throat; they have drawn daggers in a dramatic turn of events. It appears though that there is an invisible hand behind all this mess, which has conveniently kept a distance and operating remotely. This is all desperation for state power and loss of direction by the NDC bigwigs. Political history in Zambia has shown that opposition alliances are not feasible and thus cannot hold. The faction in the NDC has jumped to the UPND in a desperate attempt to get into government through the five-time loser Hakainde Hichilema – a clear gamble. However, their last-minute leap into the UPND is no better choice. Certainly, the larger population in the NDC views them as traitors and it is no guarantee that the inner UPND and the general membership could trust them either. Their move to ditch their party is not necessary because Mr Kambwili was not willing to join the alliance, but because their leader’s chance of winning an election is somewhat slim, given the fact that he is encumbered with criminal cases. This is the more reason why they are viewed as being opportunistic. With such acrimony and desperation, the opposition leaders have exposed themselves to the electorate who will obviously have second thoughts about them. Dictatorial tendencies, selfishness and lack of trust among themselves are a negative aspersion on their credentials. It is an indelible smudge! In fact, the wrangles may not end today, considering that one faction has sought litigation, which is not the fastest way of resolving an impasse. It is possible that the route they have taken will take much of their time and effort instead of hitting the ground running with campaigns. Perhaps, the strategy is to add more court time on Mr Kambwili who has a myriad of criminal cases in various courts. The civil matter will mop up the little time he has left with. Therefore, the argument that there are more forces in the opposition fighting Mr Kambwili is not far from the truth. They sat, they planned, they concluded! Thus the opposition has meted out a technical knockout on Mr Kambwili after subscribing civil litigation on him and his NDC, which will have no time for a national convention or time for campaign. While they have given the Kambwili camp a bitter dose, they may get a more poisonous dosage in UPND, which has in the past used individuals and dumped them. Politicians must learn to be honest and only get into politics to serve the masses. The tendency of dribbling each other will not grow the country’s democracy, but will work against it as trust will dwindle. Mr Hichilema must not even coil in the comfort zone because, soon, these wrangles may trap him at a critical time. This is a dangerous political gamble!

Why are they complaining now””Mr. Bwalya said. Mr Bwalya wondered why UPND had suddenly become vocal over the good outcome of the voter registration process in its strongholds but never complained in 2016. He said UPND strongholds recorded a good turnout during voter registration in the previous general elections, but the opposition party was quiet.

CEC has cited the Attorney General and the Energy Regulation Board (ERB) in the matter in which it was seeking judicial review challenging the decision by the Minister to declare its transmission and distribution lines as common carrier to be used on the terms and conditions determined by ERB. CEC also challenged the decision by ERB which set the wheeling tariff before the parties negotiate terms of use. CEC challenged Mr Nkhuwa and ERB’s position on grounds that it is illegal, procedurally improper and the motive is in bad faith.

Crop forecast survey starts By AARON CHIYANZO THE Ministry of Agriculture has commenced the crop forecast survey in collaboration with the Zambia Statistics Agency aimed at confirming the expected national production, Agriculture permanent secretary Songowayo Zyambo has said. Mr Zyambo said the results of the crop forecast would be announced in May, 2021. He said in an interview that so far reports from the districts indicate that the crop stand was good. “This is mainly attributed to the fact that inputs under the Farmer Input Support Programme (FISP) were distributed early making it possible for farmers to plant early. We have also been blessed with good rainfall although there have been cases of flooding in certain areas,” said Mr Zyambo. Mr Zyambo said Government also came to the aid of farmers by distributing chemicals in good time and this made it possible to control the army worms in good time. He said armyworms were a major threat to national food security but had been brought under control. Meanwhile, Ms Kasumpa said CCPC had recovered K2.9 million as refunds and K1.798 million in replacements, repairs, or re performance of services in 2020. The total of money recovered for the value of goods that would have been lost by consumer in 2019 and 2020 was K4, 564,738 and K4, 650,923.08 respectively. Ms Kasumpa indicated that the financial and retail sectors had the highest number of cases, with about 1,044 and 992 recorded in 2020 compared to 1,066 and 927 the previous year. “We recovered K2, 852,631.74 as refunds and K1, 798,291.34 in replacements, repair, or re-performance of services,” she said.

ARARE – The government has reverted to old mining and registration fees after players in the sector engaged the authorities to review the recent increases. Last week, the Ministry of Mines and Mining Development sparked an outcry when it increased mining and registration fees by over 800 percent after pegging them in United States dollars. The Zimbabwe Miners Federation (ZMF) argued the development was going to cripple their operations and close out new comers. The government said the
reversal to old rates has been made in terms of Section 403 of the Mines and Minerals Act (Chapter 21:05). “The Minister of Mines and Mining Development . . . made the following regulations: these regulations may be cited as the Mining (General) (Amendment) Regulations, 2021 (No. 25),” it said in a latest update. “Mining (General) (Amendment) Regulations, 2021 (No 24), published in Statutory Instrument 44 of 2021, are repealed.” The rates are now pegged in local currency. For instance, an
ordinary prospecting licence is now pegged at $1, 000 from US$100, which translated to US$8, 300 at the prevailing interbank rate. A special prospecting licence that had been pegged at US$750 has been reviewed to $3 750, the application for revocation of forfeiture, which had been increased to US$1, 000 is now pegged at $5, 000. An application for an Exclusive Prospecting Order (EPO) is now at $10, 000 from US$2, 000 (non-refundable). I recall sometime last year, I received a complaint from a Chingola resident of the misconduct of one police officer in the Traffic section at a named police station. I advised the aggrieved Chingola resident to complain to the supervisor of that named police officer. Instead of investigating the complaint, the overzealous police officers teamed up to lock the defenseless citizen for merely complaining against “their own.” I had to personally call the Officer in Charge for that police station and I escalated the complaint to senior police officers who professionally handled the complaint from the member of the public in an impartial manner. Here is my point. The supervisors were informed of the improper conduct of that officer but they opted to abuse their authority to intimidate the complainant. The supervisors of the public servants are the front liners in the fight against improper conduct of the officers who fall under their jurisdiction. Dear editor, PRESIDENT Edgar Chagwa Lungu has consistently maintained that the civil service has corrupt elements yet the accusing finger is pointed to the politicians who are innocent. We in the Patriotic Front have agreed with the President’s perception of corruption and abuse of office and we opine that civil servants must take ownership of improper conduct. The recent revelation of the scam at the country’s highest referral hospital the University Teaching Hospital (UTH) makes sad reading and has the ability to undermine public confidence in the public officers. Like we have always maintained, the malpractices by public institutions are perpetrated by the civil servants and not politicians who are outside the civil service. It is the civil service that has implements the Government services closer to the people. Corruption and abuse of office are bad vices which defeats the very purpose for which the public institutions exist. Public institutions inclusive of the individual public service workers exist to service the people and not to serve their pockets. The exposure by one known media house about a civil servant soliciting and actually receiving the bribe to render a service he is obliged and paid to do is regrettable but not surprising. The allegations of improper conduct of public servants are not new to our ears, these are stories we have been accustomed to since times of antiquity. There are documented complaints were public servants have mishandled their fiduciary duty and neglected to abide by the ethical code of public service. RESIDENT Edgar Lungu has challenged the private sector to invest in renewable energy and relieve the burden on Government in providing a reliable source of energy. The Head of State noted that Government has created a conducive environment for the private sector to invest in renewable energy. This was contained in a speech read on his behalf by National Development Planning Minister Alexander Chiteme at the launch of Zambezi Live Light Festival at Avani Victoria Falls Resort in Livingstone. President Lungu said that Government has received funds from the World Bank to do mapping on which area has potential for renewable energies.

A 14-YEAR-OLD girl of Shinda area in Kalumbila district has been defiled by her stepfather. According to North western province Commissioner of police Joe Njase, the incident happened on Tuesday around 01:00 hours and identified the suspect as Happy Kankungwa. “But, the incident was only reported on Saturday around 12:00 hours by the mother of the victim,” he said. Mr Njase revealed that the victim sustained painful private parts though no arrest has been made, but police are pursuing the suspect. Meanwhile, a 26-year-old man of Zebesha area in Mwinilunga has drowned in Lunga river after the canoe he was in capsized. Mr Njase said the incident happened on Saturday around 17:00 hours and identified the deceased as Robinson Kandulu. “The body has not yet been retrieved and both police and family members have continued with the search of the body,” he added.

Ngonis 'celebrate' Ncwala away from Mtengeluni Today would have been the climax of one of Southern Africa’s biggest traditional showpieces. The ancient Ncwala which brings a city to a complete standstill was this year cancelled due to the second wave of the global pandemic, the Coronavirus. BY DOUGLAS MWALE

UCH scenes that usually captivate a nation were today (Sunday, February 28) no where to be seen. Today should have been a sacred day for the Ngonis under King Mpezeni of Chipata, Zambia. The Mtengeluni arena which immortalizes a kingdom was today empty; something unprecedented. Today would have been the climax of one of Southern Africa’s biggest traditional showpieces. The ancient Ncwala which brings a city to a complete standstill was this year cancelled due to the second wave of the global pandemic, the Coronavirus. BUT JUST WHAT IS THE NCWALA? Also dotingly referred to as the ‘First Fruits’ Harvest ceremony, the Incwala has its roots in South Africa. The ceremony dates back, way back, even before the birth of the Zulu Warlord, Shaka Zulu. Even the Ngonis inspirational figurehead, uZwangendaba was born when the ceremony was already a birthed entity. With it, Zwangendaba left his tribal St Lucia Bay area to embark on a dramatic and monumental journey that spanned more than three decades and covered an as-

THE Policy Monitoring and Research Centre (PMRC) has commended Government for restricting the importation of onions and table potatoes. Ms Deka-Zulu said it’s common knowledge that Zambia has the capacity to meet the demand for the two commodities which will in turn increase production and positively impact on the commodities value chains. “Consumers will be able to access onions and potatoes at affordable prices in the market. The restriction also has the potential to increase job creation, as the importation of commodities tends to affect local employment, she said. Ms Deka-Zulu said with this incoming arrangement local demand for the commodities will be met and allow exports to foreign markets. Ministry of Agriculture Permanent Secre-
tary, Songawayo Zyambo recently directed the Zambia Revenue Authority (ZRA) to restrict the importation in line with President Edgar Lungu’s directive to prioritise consumption of locally produced commodities. Meanwhile, PMRC urged the government to engage the Zambia Bureau of Standards (ZABS) to develop the scale of standards in the production and distribution of onion and table potatoes to ensure quality. Recently the Zambia National Farmers Union (ZNFU) Media and Public Relations Officer Calvin Kaleyi confirmed to the media that the restriction will promote local production of all agricultural products. ZNFU also called on the Ministry of Agriculture to go beyond onions and potatoes by including all commodities of comparative advantage. And Limulunga District Agricultural Co-ordinator Mubiana Likando has hailed government’s ban on importation of the two commodities which he said may be received with mixed feelings from other regional traders. – ZANIS.

METABOLIC DISEASES IN GENERAL BY MAKELI PHIRI

HEN we talk of metabolic diseases we refer to diseases caused by vitamin or mineral deficiencies. Therefore, a basic factor in the health and productivity of any domestic animals in the amount, nature and composition of the diet. In any ration it is not enough to supply protein, carbohydrates and fats to meet the increased demands for example rapid rate of growth. To maintain optimum health, it is equally necessary to supply also an increased amount of minerals, particularly phosphorus, calcium and trace elements as well as vitamins. Under trace elements iron is used in the formation of the blood pigment hemoglobin other trace elements such as copper and cobalt are also necessary for the formation of blood. While zinc is fundamentally involved in carbohydrate metabolism.
All the living organisms, their processes if they are to function well, the mineral must take the center stage. Chiefly, calcium and phosphorus are the key elements especially of the skeleton that supports the body of the higher forms of animal life. It is equally a storehouse in which building up and breaking down are continually going on. Therefore, to maintain the correct tone of these elements in the blood system it is necessary a constant level is always available. In some domestic animals’ heavy demand arises when high production parameters are in need of these essential elements for example in milk production in cows and during pregnancy. However, if the demands of

This may result in the defense mechanism being weakened making production drop. This drop in production happens in all species of domestic animals. Deficiency in one of the essential minerals is rare but an insufficient supply is common, particularly of calcium phosphate and the other mentioned trace elements. The deficiency impairs the function of all organs, this contributes to reduced growth, increased susceptibility to infection and other harmful external influences. As already mentioned about the metabolic diseases these are caused by vitamin or mineral deficiencies. A mineral in this sense is a chemical compound in the earth which may be used as a drug or which may become part of the body. This can be referred to the Bible in the book of Genesis. Everything that was created or made it was out of the soil that all we see came from. And when time comes for each living thing goes back to the soil where it came from. The soil claims these bodies. To the soli we go back. And for vitamins, these are substances found in very small amounts in natural foods, which are essential to good health and whose absence from the diet causes certain diseases. For example, lack of vitamin D over a period of time leads to rickets a disease which the long bones of the limbs and ribs of young animal bend, during growth to abnormal shapes. Vitamin D is essential for the formation of the bones and teeth. Young chicks and animals that are reared away from direct sunlight should be given the required vitamin added to the usual diet. This because a source of vitamin D is found in the skin of man and animals which by the action of the sunlight or ultra-violet rays is transformed into vitamin D. Vitamin B complex, in young chicks on a diet containing insufficient vitamin B-complex frequently suffer from “curled toe” paralysis. And laying hens, if lacking in vitamin B complex, lay fewer eggs and for the eggs for chick production results in weak chicks. Therefore, apart from carbohydrates, proteins and minerals there are other
substances essential to the wellbeing, and proper nutrition of animals, these are the vitamins which can be referred to as accessory food factors and these are always present in normal, well balanced diet. When they lack in the body of an animal, this condition can be treated with concentrated medicinal vitamins. Some have
already been mentioned above. There are many other vitamins needed in an animal’s body of which if they lack the animal would suffer from any metabolic disease this include lack of minerals. All minerals play a very important part in any animal including man. For most of the foods eaten especially from the
vegetarian line have in them minerals that have been drawn from the soil by the plant roots and though these plants animals eat and have their mineral supply direct or indirect. This soli is important to all living crea-

THE Zambia Agri Trade Project under the Ministry of Commerce Trade and Industry (ZATP) has approved funding grants for two cooperatives in Kitwe district of Copperbelt Province. ZATP Copperbelt Province coordinator Emmy Kaluba said two cooperatives in Kitwe namely Tulima Multipurpose Cooperative in Mufuchani agriculture camp and Tusole Women Multipurpose Cooperative in Maposa have had their grants approved for funding. Mrs Kaluba explained that Tulima multipurpose cooperative who are specialized in fish farming will receive a grant of K227, 423.28 from the project while Tusole Women multipurpose cooperative who specialize in village chicken farming will receive K140, 000 from the project.

She said that the project is currently processing the grants for the cooperatives and will in the coming few weeks call the cooperatives to receive their grants. Additionally she called on all registered cooperatives dealing in agriculture on the Copperbelt to apply for grants through her office. And Tusole women cooperative chairperson Judith Simwanza expressed gratitude for the grant approval by the project. Mrs Mwanza said the cooperative intends to build more chicken runs and equipments needed in the poultry houses. She explained that currently, the cooperative only has local village chicken breed but with the coming of the grant, they intend to improve on the breed of the village chickens and get better breeds like Black Astrolops which grow faster than local village breed.- NAIS

FISHERIES and Livestock Minister Professor Nkandu Luo is driving Government’s developmental agenda by empowering Livestock farmers in Isoka District of Muchinga Province. Prof. Luo recently handed over the consignment of 1413 chickens and 150 goats to 48 groups of which 50 percent where women, 30percent youths and 20percent men drawn from all the 14wards in the District on Friday. She cautioned the beneficiaries that this was a pass on programme under Enhanced smallholder livestock investment program (E-SLIP) with funding support from International Fund for Agriculture Development (IFAD). Prof. Luo encouraged farmers to take livestock farming as a business as it has potential to create employment among men,
women and youths. She added that livestock development provides nutrition, food and income security at house hold level. And speaking at the same event, Isoka District Commissioner (DC) Davis Simbule thanked Government under the leadership of His Excellence Dr. Edgar Chagwa Lungu for empowering Isoka community. Mr. Simbule noted that the capital injection from Government has played a significant role in reducing extreme poverty among the rural people. He urged all the beneficiaries to put the livestock received to good use, so that it can be passed on to others. Optimising fuel station business “The global number of filling station population has been declining” By JOHNSTONE CHIKWANDA
F
UEL business has continued to flabbergast me in many ways. Despite being the huge money printing machine for thousands of years, many have lost their money in incredulous transactions that appeared to be above board. With competition reaching zenith order, only those who possess tremendous acumen and arbitrage will remain afloat. Traditional filling stations have closed or are underperforming despite being situated in good locations. On a global stage, thousands of filling stations have closed down. Thousands of dealers have also lost money. I have been to many seminars, workshop and asked by different races some seemingly illusive questions. What must I do to clinch the deal? How come others are making it while am failing? How come some dealers are flourishing while am bursting? A South African friend came to me and said, “Johnstone, I had the order for the supply of over 2 million litres but they called to cancel it at the last minute. Iam heart broken.” Is it really a price issue? If so, how come they are buying from someone who is more expensive than me? I carefully listen to him. I read about it. I have observed it happen and experienced the same over the last 12 years.

Someone came to me and said, “hey help us we have an enquiry to supply 5 million litres to a named neighbouring country Please help us with cheaper source.” When they said that, my Russian and Persian contacts came to my mind but before I could bring them closer to my net-
work, I asked them 3 questions because I suspected something wrong about the transaction. They wanted to buy diesel and petrol at a price cheaper than crude oil; a raw material which produces finished product. In this industry, if you are not careful, you can develop abnormal high blood pressure due to both excitement and depression. The oil industry is not like a vegetable market. It is a very sensitive capital intensive market. It looks very attractive. It can make or break you. change of hands are wide spread across the SADC region. I also noticed that several stations have closed down in Nigeria, USA and in the UK. Others are crying yet others are celebrating. One of my mentors once said, “I rather you spend
the next 5 years trying to discover the root cause.” Faith is not a plunge into darkness. Faith is a conscious plunge into light based on certain verifiable in-
formation. You cannot take anything by face value. Gone are the days when the only commodity being sold at a gas station was fuel. The modern concept of managing a gas station has challenged the traditional belief of using vehicle
traffic as a passive single determinant on where to build a gas station. Under the modern concept, a gas station is no longer a preserve for motorists alone.
The concept must be “full service and we are look for affordable but good looking designs.” Traffic into the station must consciously be created. The one who is good at creating traffic carries the day. Know your customers and send them messages offering them special packages linked to other benefits. The marketing strategy has become more relational and extremely encompassing. The traditional push strategy is giving way to the pull strategy.
In the modern concept, there is a heavy focus on personal and business attributes of fuel attendants. Soon, they will no longer be called fuel attendants but customer service assistants. In a modern gas station, attendants do not deal in fuel only but they are a sales force developed to meet the entire needs of a customer whether he is driving or not. So, let’s stop calling them fuel attendants but customer service assistants and improve their image. The first time I came in contact with the importance of developing serious non fuel business on a gas station was in 1999 while on a visit to Eastern Europe; Hungary in particular. Years later, I saw the same in England while on holiday. I have seen it China. I have seen it in Thailand. I have seen it in the United States of America and in South Africa. It’s serious and almost unacceptable to run a gas station
without adequate and attractive good non fuel business. It is a full service concept. My mind was almost blown off by the extent of non-fuel business in a gas station after what I saw in Jerusalem and Tel Aviv; Israel. Some items are actually sold on the pump islands next to fuel dispensing machines to carter for busy motorists; who don’t want to park and go inside the shop. They have put some fridges with a glass door in between dispensing machines. In the modern concept, there is a heavy focus on personal and business attributes of fuel attendants. We want to improve the designs and ensure every filling station is a fully fledged full service business centre. Ethiopia's Tigray crisis: Blinken says US concerned about atrocities
in Tigray. In a report released last week rights group Amnesty International accused troops from neighbouring Eritrea of killing hundreds of people in the ancient city of Aksum on 28 and 29 November, saying the mass killings may amount to a crime against humanity. Ethiopia’s Prime Minister Abiy Ahmed, a Nobel Peace Prize winner, told parliament on 30 November that “not a single civilian was killed” during the operation. But witnesses have recounted how on that day they began burying some of the bodies of unarmed civilians killed by Eritrean soldiers many of them boys and men shot on the streets or during house-to-house raids. - BBC

HE U.S. government on Saturday authorized Johnson & Johnson’s single-dose COVID-19 vaccine, enabling millions more Americans to be vaccinated in the coming weeks and setting the vaccine up for additional approvals around the world. The J&J vaccine is the third authorized in the United States, following ones from Pfizer/BioNTech and Moderna, both of which require two doses. The U.S. Food and Drug Administration announced the emergency use authorization of the J&J vaccine for adults aged 18 and older following Friday’s unanimous endorsement by the agency’s panel of outside experts. Shipments to vaccination
sites are expected to begin Sunday or Monday. President Joe Biden hailed the move but cautioned Americans against celebrating too soon. “Things are still likely to get worse again as new variants spread,” he said in a statement, urging people to continue washing their hands, wearing masks, and maintaining social distancing. “There is light at the end of the tunnel, but we cannot let our guard down now or assume that victory is inevitable,” he said. Both the Pfizer and Moderna vaccines, which are based on new messenger RNA technology, showed higher efficacy rates in pivotal trials that used two doses versus J&J’s single-shot vaccine. Direct comparison, however, is difficult because the
trials had different goals and J&J’s was conducted while more contagious new variants of the virus were circulating. “We believe that people should take the vaccine they are able to access,” the FDA’s acting commissioner, Dr. Janet Woodcock, said in a call after the authorization, noting the three vaccines had not been studied head-to-head. “We feel that each of these vaccines will be effective, will prevent hospitalization, deaths and should be used,” she said. In J&J’s 44,000-person global trial, the vaccine was found to be 66% effective at preventing moderate-to-severe COVID-19 four weeks after inoculation. Nigeria kidnappings: Hunt for 300 girls as second abducted school group freed POLICE in Nigeria have launched a search and rescue operation for 317 girls kidnapped from a school in the state of Zamfara. The operation comes as 42 people kidnapped from a boarding school in a similar incident last week in Niger state
were released. The kidnappings are carried out for ransom and are common in the north. President Muhammadu Buhari condemned the latest kidnapping as "inhumane and totally unacceptable". The United Nations Children
Fund also condemned the abduction of the girls and called for their safe release. The 2014 kidnap of 276 schoolgirls in the north-eastern town of Chibok by Islamist militants Boko Haram brought global attention to the scourge of raids on schools in Nigeria

Organizations thinking of adopting and embedding agile in their business units as a way of product and services delivery need to carefully understand that embedding of agile is the ‘adoption’ of agile across an organization whereas the adoption may require the necessary buy-in from senior executives to support and agree the agile way of working (WoW) and delivery of products and services. It is therefore important that organizations and particularly
project managers become more and more aware of the side effects likely to be encountered when adopting the agile frameworks. Common agile frameworks available are SCRUM are KANBAN and a combination of the two known as SCRUMBAN. They are also other existing agile frameworks or flavours used commonly in software development. Most agile flavours are having some common behaviours, techniques, concepts and frameworks and presents the most common question of how much of agile can be used or how little of agile can be used in projects. It is therefore important to have some mechanism to determine some level of agile maturity or optimum usage. It will also be helpful for project managers to know when and how to measure how much of agile is being used or to be used. This measurement can form part of the risk assessment of organizations of teams using agile. The best time to assess or measure the suitability of agile in the team or organization is when you are determining the project approach. Project approach is part of the section of the project charter or project brief. Under project approach section, project manager determines or makes a decision in consultation with the team and key stakeholders whether work will be sub-contracted or built by the project team (Make or Buy analysis and decision). Agile has risk areas of its own which needs to be addressed
and assessed during project chartering and at subsequent milestones or end stage or phase. Generally, there is relatively less prominence given to the area of risk in agile however agile concepts mitigate many risks associated with other approaches (e.g. waterfall). The level of formality should be appropriate and risks should be addressed during stand-up meetings. In this discussion we will focus on risks associated with the adoption and embedding of agile way of working for the delivery teams. The areas of risks may be scaled e.g. from 1 to 5 where 5 is the optimum ideal situation. The exercise of assessing risks may be done collectively as a team facilitated by the project manager. Here are the risk areas indicating optimum scale of 5 respectively: 1. Flexibility on what is delivered a. Flexibility on what is delivered-LEVEL-5: Stakeholders are very comfortable that change is inevitable and needs to happen in order to converge on an accurate product. They are also very comfortable in the role they need to play in prioritising work and they understand that scope of the product and the quality criteria are being flexed in order to protect the level of quality and deadline for what is being delivered. 2. Level of collaboration a. There is a very high level of collaboration amongst all parties involved-Level-5. This is typified by a one-team cul-
ture and excellent working relationships both internally and externally. High levels of trust exist and a desire to be helpful is prevalent 3. Ease of Communication a.Communication is very easy amongst all parties involved – Level-5. The environment is “communication rich” with face-to-face interactions and visual information is readily available in form of prototypes and models. Retrieval of information is also easy in order to reference knowledge, information or data that is either historical or current 4. Ability to work iteratively and deliver incrementally a. LEVEL-5: It is very easy to deliver benefit to customer by regular partial deliveries of the final product. It is also very easy to work iteratively in the sense that products and understanding can be refined interactively by the frequent delivery of formal and informal deliverables. There is desire to learn experiment and explore (and fail) as well as an overarching feeling of “Think big and start small” 5. Advantageous environmental conditions a.The overall working environment is very skilled –Level-5; they are very efficient platforms to work from (e.g. tooling, supportive of working in an agile way. Personnel are assigned full-time to their work; they are appropriately communications) Contractual frameworks and compliance considerations are not seen as restrictive 6. Acceptance of agile
a. Level-5, all stakeholders closely involved are fully aware of the behaviours, concepts and techniques of working in an agile way. They have been trained and have experience. They are not only happy to work in agile but they prefer it and understand the advantages that it brings. Peripheral stakeholders are also aware of the need to carry out their roles in an “Agile friendly way” Level-5 is considered here as the highest optimum level and level levels 1-4 could be determined on a scale basis by the agile team. This approach is known as the Agilometer and pronounced as Agile-O-meter used as a risk assessment tool specifically to address the risks as a result of using agile. The above 6 agile risk areas can be managed or mitigated by the agile team by practicing or using the following 5 five behavioural areas: Transparency; Collaboration; Rich communication; Self-organization and Exploration It is also important for the team as well as the project manager to monitor that these behaviours are happening in the team and update respective risk dashboard for enhanced visual reporting. The format of the reporting dashboard can take the traffic lights format to highlight any behavioural area which needs attention. In conclusion Analogously, just like when we embark on a long journey by car, we normally check and assess the car and road detours, terrain, weather and mitigate by
having for example misty lights, spare wheels or winter tyres. We also need to take the same pre-caution with projects as the project life cycle is considered a journey from start to finish, especially when determining the project approach during project chartering or assembling the project brief. Project approach on methodology could be waterfall, agile or hybrid depending on whether the project is simple where outputs are fairly simple to predict, complicated project whether there is enormous amount of sub-contracted work or inter-connected components or dealing with a complicated project where output is evolving and difficult to predict with certainty. Agile would be recommended in both complicated and complex project environments. Nevertheless, it is also a good idea to assess the use of agile at critical points during the life of the project in order to provide assurance that the project is on course to deliver the right product rightly.
