AMBIAN tanker drivers have parked their trucks in protest against failure by oil marketing companies (OMCs) to offer them 50 per cent contracts as pronounced by Government. And Energy Minister, Mathew Nkhuwa warned of stern action against oil marketing companies that would not follow the government directive to give 50 percent of contracts to local transporters. A representative of the drivers, Billian Manengo confirmed that the drivers had decided to park their trucks until Government addresses their plight. Mr Manengo said that

Mr Chikatula said that the drivers had threatened not to go back on the road until government addresses their issue. Recently, Energy Minister

But OMCs president, Kafula Mubanga, said that foreign transporters were cheaper than local transporters. Dr Mubanga local fuel transporters did not have capacity to transport 50 percent of the petroleum on the market and that it was cheaper to use foreign trucks as compared to Zambian trucks.

Mr Mwanza said it was hypocrisy of the highest order for NGOs to keep quiet over the missing Hatembos when it was the first time for Zambia to experience such an abduction. He said NGOs were only there to discredit efforts Government was making in uplifting standards of living for citizens while ignoring serious national matters. “Our NGOs only speak out when an issue is against government, but where the opposition is implicated, they keep quiet,” said Mr Mwanza. And Mr Mulemwa challenged the NonGovernmental Organisation Coordinating Committee (NGOCC) to speak out over the abduction of the Pheluna Hatembo who has been seperated from her 35 year old cerebral palsy daughter. He said NGOCC should have been in the forefront demanding the release of the Choma family especially that they left behind a sick daughter.

Mr Mulemwa said the lack of patriotism by some NGOs was a big blow to national unity as citizens were denied fair representations. It is almost two months since Pheluna Hatembo and her brother, Milton, disappeared and now her cerebral palsy afflicted 35-year-old daughter is ill, vomiting blood and pus. The daughter, Nasilele Nyambe, was last week escorted to the Choma General Hospital by her elder sister Abigail who pleaded with the abductors to release their mother. The last time they saw their mother was when she was bundled to Lusaka where she signed a statement condemning her lawyers for indicating an intention to appeal against a ruling that dispossessed them of their 200 hectare farm to Mr Hakainde Hichililema. The family has since disputed the “withdrawal” of the appeal, stating that they had sat and decided to appeal against the High Court judgment.

CCPC Senior Public Relations Officer, Namukolo Kasumpa said the cement firms were expected to pay 10 percent of their annual turnovers for the year 2019 and another 10 percent of their 2020 annual turnovers. Ms Kasumpa said investigations established that company representatives from Mpande Limestone Limited, Dangote Cement Zambia Limited and Lafarge Zambia Plc held discussions which resulted in a pricing philosophy to stop cement price reductions. She said the investigations also established that the cement companies had agreed on a flat rebate of K3 sometime in December 2019. Ms Kasumpa however said Dangote Cement Zambia Limited was granted full leniency for having cooperated with the CCPC during investigations. She said CCPC ordered Lafarge Zambia Plc, Dangote Cement Zambia Limited and Mpande Limestone Limited to revert to the pre-cartel prices ranging between US$4.50 and US$ 5 for one year. This is from the date of receipt of the

board decision pursuant to Section 59 (3) (b) of the Act. Ms Kasumpa explained that Lafarge Zambia Plc, Dangote Cement Zambia Limited, Mpande Limestone Limited should submit monthly average ex-works prices and any price adjustments be indexed to the exchange rate and be submitted to the Commission for review. But Lafarge Zambia said it was surprised to learn that the Commission had concluded that it contravened the Competition and Consumer Protection Act despite denying any wrongdoing. The company said in a statement that since the initiation of the Commission’s investigation in January 2020, it consistently denied the allegations of its engagement in restrictive business practices in the cement sector. “While Lafarge Zambia will continue to cooperate with the Commission, it intends to exercise its rights to appeal the decision. Meanwhile, Ms Kasumpa said the board of Commissioners dropped charges against Zambezi Portland Cement Limited after it was established that it was not part of the anti-competitive trade.

CORNELIUS Mweetwa must be taught a bitter lesson by the electorate by not voting for him in the August polls for trying to make fools of the people through a gimmick designed to portray him as most favoured candidate, the Young African Leaders Initiative (YALI) has said. Inside sources revealed that Mr Mweetwa sponsored a group of youths to demand that he rescinds his decision not to re-contest the Choma Central parliamentary seat in the August 12 elections to create a picture that he was the most wanted candidate. YALI president Andrew Ntewewe however said Mr Mweetwa was undermining the calibre of electorates in Choma by thinking they could be hoodwinked by simple gimmicks. Mr. Ntewewe said it was an insult for Mr Mweetwa to insinuate that he was the only worthy candidate to represent the people of Choma in parliament. He called on Choma residents to teach Mr Mweetwa a bitter lesson by not voting for him in the upcoming elections. Controversy has emerged after Mr Mweetwa’s gimmick to portray himself as the most popular candidate was exposed. DEFENDING THE WEAK DEFENDING the most vulnerable in society is often a thankless task for which the reward in most instances is hostility. Over the years, we have not been afraid to speak for the vulnerable in the country and for this, we have even been attacked with petrol bombs. But this has not stopped us from being the voice of the voiceless, who have no one to speak out for them or defend their rights. Those in a position to help prefer to expend their energies on the privileged few for that is where they are rewarded – with monetary gifts, business opportunities and contracts. The disappearance of two members of the Hatembo family over their Kalomo farm has exposed the biased nature of civil society organisations, that they are not there for the poor. Their attitude has exposed the hypocrisy that exists in the country. How could they be quiet over the manner in which Pheluna Hatembo and her brother Milton have disappeared and have not been seen for over two months? Their disappearance is something that has never happened in Zambia. In other parts of the world, people being abducted from the streets and not being seen again is a common feature. But that should not be allowed in Zambia. Keeping quiet when such things occur as in the case of the Hatembos could be a harbinger of worse things to come. Non-Governmental Organisations were tripling over themselves to condemn the government over the unexplained killings of a public prosecutor and a UPND cadre last December during a fracas when Mr Hakainde Hichilema, the party’s president was called for questioning by police. The case of the Hatembos is also related to Mr Hichilema. They lost a case in court in which their 200-hectare farm was deemed to belong to Mr Hichilema. And the last time Pheluna’s children saw her was when she was bundled to Lusaka where she signed a statement condemning her lawyers for indicating an intention to appeal against a ruling that dispossessed them of their farm. The family has since disputed the “withdrawal” of the appeal, stating that they had sat and decided to appeal against the High Court judgment. We feel that civil society organisations have failed the Hatembos, and so have the Zambia Police. The Hatembos were produced at an organised media briefing in Choma and have still not returned to their family. in Zambians having access to electricity because of the competition that will be created. “What is happening currently where only Zesco is allowed to supply electricity to the end user is disadvantaging a lot of Zambians who needs electricity but can have it because Zesco is not able to connect them due to challenges,” he said.

Mr Hazemba also said the continued antagonism over electricity tariffs between Government and the independent power producers (IPPs) has potential to discourage foreign investment in the energy sector. Mr Hazemba said there is need to bring harmony in the sector so as to attract more investment. i

A LAWYER, Nathaniel Inambao, accused of stealing a dead man’s benefits was yesterday detained at Ridgeway police station after his bail was revoked. Inambao, aged 56, of Lusaka West is charged with one count of theft by agent. It is alleged that on March 20 last year in Lusaka, Inambao was instructed to pursue the benefit of the deceased, Namunji Poloto, who was an employee of Zesco. Inambao in the process allegedly stole K880, 000 cash which he was entrusted to pay or deliver to Willie Mulemwa being the deceased’s personal representative. He however pleaded not guilty to the charge. During trial, Inambao absconded two court sittings of March 22 and March 29, 2021 prompting the court to issue a bench warrant against him. When the matter came up yesterday, Inambao, who appeared before Magistrate Mwaka Mikalile told the court that he had absconded the two sittings because he went to South Africa and his passport had been stolen. Inambao told the court that he reported the theft to police but did not produce the same to court. He told the court that the passport was however found and he presented it to the court. After his explanation, one of his sureties informed the court that he was withdrawing from being the accused’s surety and the court granted the application. Inambao then asked Ms Mikalile to grant him bail in the interest of justice and that the offence he was facing was bailable. He was granted a K5, 000 cash bail and also ordered to provide two sureties who would be bound in the sum of K50, 000

Maamba Collieries denies owing ex-workers By GRACE CHAILE LESOETSA MAAMBA Collieries Limited says it does not owe the 52 former workers pension money amounting to over K6 million. The coal mining firm has told the court that the 52 ex workers’ pension was determined in its favour by the Supreme Court in the matter between Kennedy Kayombo Kapalu and 340 others vs Maamba Collieries appeal. In the High court, it was a case in Pharoah Miyoba and others vs Maamba Collieries under cause 2007/HL/45. Mr James Chinene suing on behalf of 51 others who were retrenched in 1998, wants the Lusaka High Court to order Maamba Collieries Limited to pay K6,182,620.69 being total pension dues. They are also claiming damages and interest on the monies. The 52 stated that they were retrenched in 1998 and at the time, they were below the age of 55 years, therefore not qualified to receive their pension contributions. They said that upon immediate employment, they joined the Zambia State Insurance Company (ZSIC) Pension Scheme which was a compulsory requirement for all employees. Mr Chinene said that an inquiry with ZSIC Pension Scheme showed that their money was paid to Maamba Collieries Limited.

Government intends to rollout Covid-19 vaccination on over three million citizens, among them health care workers, seniors and vulnerable citizens, teachers and traditional leaders. They would be vaccinated under the first phase of the UNICEF funded free covax programme. Ms Musonda said health and safety of tourism workers should remain a priority in preparing a strong tourism rebound especially as the most countries were easing the travel restrictions. She said workers in the tourism and hospitality industry were among the occupational groups that were hardest hit by the pandemic. “It’s important to vaccinate employees in the tourism and hospitality sectors because the group of people have a lot of contact with people,” she said. Kalumbila youth commits suicide By JACKSON MAPAPAYI A 28-YEAR-OLD MAN of Kalumbila has committed suicide by hanging himself from a tree, thinking that he had killed his neighbour's child. According to North-Western Province Commissioner of Police, Joe Njase, the incident happened between Monday and Tuesday at Kisasa area and identified the deceased as Golden Kabwiku. "We received a report that Gideon Kabwiku aged 28, of Kisasa that he committed suicide by means of hanging himself on a tree. "Police visited the scene and the deceased person was found hanging on a tree using a shoe lace with protruding tongue," he said. He explained that the reason for hanging himself was that Kabwiku wanted to beat his wife Esther Mushapa aged 24 with a stick but missed her and hit a neighbour’s child Winter Samalapa. He said the child, who is six-years-old, sustained serious facial injuries and fainted there and then which made Kabwiku think that the young boy had died. "So, he committed suicide to avoid the wrath of the law," he said. Mr Njase said the child was alive and admitted to Lumwana District Hospital while Kabwiku’s body has been deposited in the mortuary awaiting burial.

Jumbos invade maize fields in Kazungula By ANDREW MUKOMA ELEPHANTS have invaded some maize fields in Mukuni Village of Kazungula forcing farmers to harvest prematurely. Mr Akakulubelwa Mwilima, one of the farmers whose field had been ravaged, complained that the invasion of elephants in the area has made small scale farmers lose hope of having a good harvest. Mr Mwilima explained that this year the elephants have come earlier than usual June and July period. He said that the arrival of the jumbos and consequently invading people’s maize fields was a concern to the people in Mukuni village. Mr Mwilima said that as a result of the invasion, farmers’ efforts had gone to waste despite receiving favourable rainfall during the 2020/2021 farming season. Mr Mwilima said that the Department of National Parks and Wildlife should put in place sustainable measures to scare away the beasts such as popping firecrackers. He added that the majority of the community members could not afford to acquire the recommended fire crackers because of their limited sources of income. Mr Mwilima called for more community sensitization on how the locals could co-exist with wildlife to prevent future occurrences.

US dollar payments can spur investment in green energy UK envoy HARARE - Allowing investors to get their returns in foreign currency – denominated funds can open floodgates for foreign direct investment in the renewable energy power generation in the country, UK Ambassador to Zimbabwe Melanie Robinson said on Tuesday. She told participants at a virtual multi-stakeholder coalition pushing for low carbon development in Zimbabwe forum that currency stability and payment in US dollars could influence British companies to invest in the renewable energy sector in Zimbabwe. “Getting the independent power producers investment policies right and making commitments to get IPP payments in US dollars is quite important for investors,” Robinson said. “This will allow us to get investment in renewable energy power generation. The government has since 2017 adopted a battery of measures to remove barriers and bottlenecks that had made Zimbabwe unattractive to potential investors. Despite the economic problems facing the country and the huge cost of investing in renewables, the country is making steady progress in terms of the uptake of solar energy by households, large corporates and mining giants. ZERA has processed 39 solar power projects that have capacity to generate up 1,151.87MW, as the country moves to transform its renewable energy generation capacity. Reprieve for motorists as insurers settle curfew hours claims NAIROBI - Insurance companies will settle claims for accidents that happen during curfew hours, negating an earlier advisory that driving during the curfew hours of between 20 hours and 04 hours could render one’s insurance invalid. The Association of Kenya Insurers (Aki), the lobby for local insurance companies dismissed a statement made by an insurance agents’ lobby that warned motorists from driving past curfew hours as insurers would not settle claims for accidents that take place within these hours. AKI however noted that driving past curfew hours does not warrant an insurance firm to dismiss a claim unless there were other circumstances leading to an accident. The Association of Kenya Professional Insurance agents (AKPIA) had in a statement earlier this week warned motorists’ claim for accidents occurring between 20 hours and 04 hours risked having their insurance claims declared null. “Insurance companies, agencies and brokers, would like to inform you that driving past curfew hours without essential services authorisation or valid emergency reasons could render your motor insurance claim invalid,” said the lobby in the statement on its social media handles, which drew anger from Kenyans who questioned the rationale of insurers taking their money only to change the terms afterwards. AKI however said motorists who have incidents while driving during curfew hours should be treated as normal incidents, adding that the offence of being outside during this times should be dealt with by law enforcement agencies. “Any motor insurance claim that arises during curfew hours cannot be dismissed on the basis of the time of the accident. With the increase to the levies factored in, the AA expects petrol could rise by as much as R1 per litre, and diesel by 66 cents per litre. The levies are not added to the cost of illuminating paraffin. “With the increases to the levies, motorists will, from April, be paying R5.96 per litre of fuel to the GFL and RAF

levies, or between 35 percent and 40 percent to taxes on every litre purchased,” the AA said in a statement. “The minor relief of the pullback in petroleum and the exchange rate will be cold comfort to South Africans reeling from the ongoing economic damage being inflicted as a result of Covid-19, and a decade of economic decline. “The increases to the fuel

prices will have widespread negative consequences for everyone in the country, not just for motorists.” The AA does not regulate or adjust fuel prices in SA, nor does it have any input in how the fuel prices are calculated. And the Patriotic Front continues to be the party of choice, the most democratic and leading as we head to the August 12 polls. Let us treasure the democracy in our party so that we can continue to attract more people into the boat. Dear Editor, MR Hakainde Sammy Hichilema and his UPND have taken their Crying Sessions to another lewvel. They have written to the African Union (AU) and SADC begging for the two international bodies to help escape the impending August 12 electoral bashing. Mr. Hichilema, who is notoriously known for perpetually crying and complaining against everything and everyone has taken his baby-cry habits to the AU and SADC after realising that he has no numbers to win the forthcoming general elections. In his letter to the two international bodies dated March 25h, 2021 Mr. Hichilema has bitterly complained that the number of registered voters in the PF strongholds are too high while the numbers in the three provinces of Southern, Western and NorthWestern provinces where he performed better in the last elections have shrunk. Further, he has accused the Electoral Commission of Zambia (ECZ) of biasness and non-inclusion. Here are the facts: 1. It was Mr. Hichilema himself and UPND that demanded to have a new voters’ register. In 2018, they wrote the Commonwealth claiming that the old voters register had foreign nationals. 2. In line with good governance practices and in line with its tradition, ECZ engaged all the stakeholders before, during and after the voter’s registration process. Even now the ECZ has continued to engage and include all stakeholders in its operations and activities. 3. From 2006, Mr. Hichilema has accused every President and every institution of rigging elections against him. This is a man who has flopped five times against four Presidents and he still accuse everyone of rigging. How? Only him knows. 4. He has realised that he is losing again come August 12 and he has gone into the Excuse Mode, crying and complaining, laying up a litany of baseless accusations against the ECZ so that he uses that as an excuse for his loss. He is trying to hide his loss behind ECZ. It is all a gimmick to hoodwink his supporters and sponsors that the election has been stolen. 5. The ECZ has been holding elections since 1996. It is one of the most credible election bodies in Africa and its record is unrivalled. THIS business week has seen Zambia’s Kwacha trading in low enthusiasm without the much-needed stamina but it is trading on an unstable mode pivoting on a bad balance and scale against the US Dollar. No wonder the local currency failed to signpost anticipated positive movements as the market was mainly seen subdued by the high levels of participation mainly from the buyers and importers who have triggered high demand for the green currency on the local scene coupled with very low activities from the export sides despite having very attractive copper prices. The Kwacha was anticipated to be starting becoming firmer this time around as we face this global health crisis, and hopes were also emanating on account of successful hosts of the treasury auction bills that could have seen good uptake in subscriptions though most of the treasury bills are under subscribed owing to a number of economic uncertainties. The other problem being the number of speculators in the economy who have rendered Kwacha’s performance in weak spots marked by our poor trade fundamentals especially on the export side which is not striking a good and ideal balance within the Zambian economy. As mentioned, we have some part of speculators within this economy who are hoarding US Dollars due to the destabilisation of China’s manufacturing system, they are anticipating a huge loss to be faced on their businesses so this act being practiced is basically one model towards sustaining on their safety net to cushion on the US Dollar impact globally. On the other hand, we may likely see the Kwacha surging up on account of a huge importer drive as we head towards general elections since most of political campaign materials will be imported pretty soon. Meanwhile, the domestic currency may also likely continue seeing its quarterly-end backdrop of Dollar conversion from players who are committed in meeting up on their quarterly statutory obligations. By JACKSON MAPAPAYI NORTH-WESTERN Water Supply and Sewerage Company (NWWSSCO) has embarked on a water upgrade project in Solwezi. The project is aimed at increasing the water supplying capacity in the North-Western Province capital. Provincial manager, Chris Kazembe said in an interview that the utility company has sourced for a commercial loan amounting to K22 million for the project. "We believe that once completed, it will increase production and supply capacity of water to the growing demand in the district," he said. Mr Kazembe said that the demand for the commodity was growing nearly everyday, hence the need to for the company to increase production. He said once completed in June this this year, the project would change the supply of the commodity and that the project was targeting the east and western parts of the district. "And we are very confident that by June this year we will be able to get the much anticipated results," he added.

CHIPOLOPOLO striker Patson Daka says he does not pay attention to rumours linking him to some of the best clubs in Europe. Daka, who features for Austrian giants Red Bull Salzburg has been linked with moves to English giants Manchester United and Arsenal who are reported to have expressed interest to sign the former Nchanga Rangers and Power Dynamos striker. In an interview after finishing the 2022 Cameroon AFCON qualifiers as the top scorer, Daka said he does not pay attention to what the media says as his focus is to deliver on the pitch. Daka, who is managed by 12th Management led by Malian legend Fredrick Kanoute, said he has a manager whose responsibility is to handle issues to deal with rumours concerning where he will go next. “I don’t really pay attention to what the media is saying and rumours will always be there as long as you are playing well so for me I try to work in each and every game because today’s performance won’t count the next day so I really have to keep the consistency and give my best every day to make sure that I continue to help the team in every possible way,” Daka said. NKANA STALK BUFFALOES By MICHAEL MIYOBA AFTER suffering their worst Super Division defeat at the hands of Green Buffaloes, struggling Nkana host the soldiers today with only one aim which is to revenge the famous 5-0 bashing which saw their coach Manfred Chabinga trading punches with a diehard fan over the team’s poor showing. The fan who failed to handle the agony of watching his idols being slaughtered by Buffaloes in a Week-4 fixture at Nkoloma Stadium will not be at Nkana Stadium to witness how “Kalampa” will redeem themselves as the match will be played behind closed doors. Led by Kelvin Kaindu who replaced Chabinga Nkana, who are the defending champions, will also target victory to lift the team spirits ahead of Sunday’s CAF Confederations Cup fixture against Tanzanian outfit Namungo FC.
