By SILUMESI MALUMO OIL Marketing Companies (OMCs) and contracted fuel suppliers are required to announce 50 percent of their import volumes to ensure equitable distribution by local transporters, Energy Minister Mathew Nkhuwa has said. Mr Nkhuwa said this was a deliberate policy to empower local transporters and grow the capacity of the petroleum transportation subsector. He said therefore that all contracted Government suppliers and OMCs importing petroleum products were expected to support the empowerment programme initiated by the government. In a statement issued yesterday, Mr Nkhuwa urged importers to engage the secretariat at the Energy ministry over the matter. Recently, Government launched the secretariat for the transportation of Government imported petroleum products. The secretariat has representation from Tazama Pipelines Limited, Energy Regulation Board, Chartered Institute of Logistics and Transport. Others are Indeni Petroleum Refinery Limited, Petroleum Transporters Association of Zambia, Zambia Union of Tanker Drivers and Allied, Ministry of Justice, Ministry of Energy and Ministry of Transport and Communication. The secretariat is mandated to ensure transparency and efficiency in nomination of petroleum products. It would also ensure the administration o of 50 percent Government imported petroleum products is done by Zambian citizen owned companies in conjunction with Ministry of Energy among others.

Lungu decries vandalism on public property By SANFROSSA MANYINDA PRESIDENT Edgar Lungu has expressed concern at the rate newly constructed infrastructure is being vandalised across the country. President Lungu said it was worrying that some citizens had continued vandalising infrastructure meant to ease their lives. The President was speaking when he officially opened the Long Acres Fly Over Bridge in Lusaka yesterday. The flyover bridge is one of the four bridges that form a key component of the $269 million Lusaka Decongestion Road Project being undertaken by Afcons Group. The other bridges are the Archades, Makeni and Munali Fly Over Bridges which are already operationalized. And Lusaka Central member of Parliament Margaret Mwanakatwe said the addition of the fly over bridge will not only reduce traffic congestion but added to the beauty of the area.
Kasenseli gold production to increase By NOEL IYOMBWA GOVERNMENT has announced that production of gold at Kasenseli gold mine in Mwinilungu is expected to increase next month. Vice President Inonge Wina told parliament that the production is expected to increase from 12 kilograms per month to 40 kilograms per month. Ms. Wina said the increase is due to the reduction of rains and the acquisition of gold mining equipment. She however told the House that the increase is not as a result of successful exploration by ZCCM-HI as the exploration are on-
going. She told the House the other reason why the production will increase is because Zambia Gold Limited is installing a new processing plant with higher capacity. Ms. Wina said the increase in gold production will promote job promotion and help build gold reserves. The Vice President was responding to Chifubu Member of Parliament Frank Ng'ambi who wanted to know if the increase in gold production will contribute to the economy of the country. And Ms Wina told the House that some political parties are now specialised in misinforming the na-
tion. Ms. Wina said some politicians have been accusing the Zambia Police of being surrogates of the Patriotic Front so that when they lose they will have an excuse and someone to blame. She said the police are there to protect everyone regardless of their political affiliation and that despite being in power, the PF government does not dictate to the police or any law enforcement agency. Ms. Wina advised all political parties to swallow their pride and make sure they go into elections with a mind that police will protect everyone regardless of their political grouping.

E-voucher under review - Veep
GOVERNMENT is still reviewing the e-voucher programme to ascertain if it can be fully implemented. In 2018, Government through the Ministry of Agriculture reverted 40 percent farmers on E-voucher system to the direct FISP. Ms Wina has explained that E-voucher is under trial and the ministry of Agriculture is reviewing it to determine whether the programme has being successful. Meanwhile, Ms Wina has insisted that Government has not restricted any exports of the agriculture commodity except maize. PNUP conference opens
THE opposition Party of National Unity and Progressive national conference has yesterday opened in Lusaka where delegates from all provinces will elect new office bearers in readiness for the August Polls. Interim PNUP President Hughvie Hamududu says the party is ready to contest the elections because it believes the current politics practiced in Zambia need to be redefined. Mr Hamaundu says the party has traversed the country where it has been able to raise the bar in articulating some of transformational proposals for this country in all sectors of the economy. Mr Hamaundu says the party believes this year's election must redefine the country's journey into the future. And Mr Hamaundu says no party official will be allowed to discuss another political party because the PNUP's politics are issue based focusing on proposing real solutions and explaining the manifesto. He also says the party is convinced that it will have Members of Parliament in this year's general election because of its strategic approach getting to the voters.
DAPP advises against traditional agro practices
THE Development Aid from People to People (DAPP) has advised against the use of traditional agricultural practices saying this is placing significant pressure on natural resources and increases emission of greenhouse gases. Speaking during the launch of the DAPP Zambia 2020 year report, DAPP Zambia managing director Elise Soerensen says her organisation is supporting initiatives that promote climate smart agriculture techniques via farmers clubs. Ms Soerensen disclosed that DAPP is currently working with 23,366 farmers organised in 536 farmers clubs in eight districts to help increase their income and food security. –MILLENNIUM RADIO
Remove sanitary tax, govt urged
VISION Zambia Initiative has called on government to consider removing tampon tax on sanitary pads as it prepares the 2022 national budget in order to make sanitary pads affordable to end period poverty among girls and women. Initiative Executive Director Namutula Sindila says removing the tax will make sanitary pads about 20 per cent cheaper and hence ease accessibility. Ms Sindila also says it is unfortunate that the country has continued to import sanitary products from tampon tax free countries yet they are expensive on the local market for most women below the poverty lines. She says there is need for government to bridge this gap around menstrual inequity the country has due to period poverty existing as a result of the existing tax. Ms Sindila has called on government to consider putting in place incentives for companies that locally produce the sanitaty products to lower their cost of production which would then reduce the cost of the products on the market. –MILLENNIUM RADIO

Zambia, Angola seal $5bn pipeline deal From Page 1
Once completed, the multi product petroleum pipeline will transport petrol, diesel, kerosene and gas, says Zambia’s ambassador to Angola, Lawrence Chalungumana. Mr Chalungumana explained that the pipeline project would cost about US$5 billion and two state companies would be strategic equity partners, SONANGOL from Angola and Industrial Development Corporation (IDC) of Zambia. He said the pipeline would be used to transport finished petroleum products from Angola to Zambia. He said the milestone agreement to jumpstart the project was signed in the Angolan capital Luanda on Thursday, bringing to an end a more than 10-year complex negotiation process that would lead to cheaper fuel for Zambia.
The Zambian government was represented by Energy Minister, Mathew Nkhuwa while Angola was represented by Diamantino Pedro Azevedo in the signing of the deal. "The facts of the agreement in a nutshell are that the petroleum pipeline will be developed by the private sector with state-owned petroleum Angolan company SANANGOL and the IDC being strategic equity partners. "The process involved complex negotiations for over 10 years and the deal is a legacy project given that the last pipeline was built in 1969 by KK’s government between Zambia and Tanzania," Mr Chalungumana said in a statement. He said Mr Nkhuwa hailed the occasion as a major milestone towards establishing a framework for the construction of the petroleum pipeline by the private sector.
FED-UP CHIEF CLOSES MINES From Page 1 “My decision to revoke the consent is due to the fact that, from the time I granted Zamsort Kalaba mining consent to undertake exploration and mining activities in my chiefdom, there has been no development and as such the people in my chiefdom have not benefitted in any way,” Senior Chief Sailunga Ikundu said. Zamsort is a private Zambian registered company that is the 100 percent owner of the Kalaba Cu-Co Project located approximately 1, 000 km from Lusaka, in Mwinilunga. Last month, Senior Chief Sailunga Ikundu advised the government to immediately find another investor to run
Kalaba Mine which Zamsort, majority owned by Arc Minerals Limited which holds a 66 percent stake, has failed to open as its continued delay was affecting the government’s development agenda. Arc Minerals also holds majority shareholding (at 72.5 percent) of Zaco, another project for which a licence has been obtained but with the majority shareholders’ dealings at Kalaba mine. Senior Chief Sailunga Ikundu said there was no tangible progress despite the mine being in existence since 2002 but had instead employed caretakers to safeguard the land and a few machinery brought in instead of going into full production.
ZRA AXES 100 ROGUE CLEARING AGENTS By PETER SICHALI
ZAMBIA Revenue Authority (ZRA) has suspended over 100 clearing companies in Nakonde that took part in the protest over Clearing Agents Management Module (CAMM), Nakonde clearing Agents Association vice chairperson Mutale Mulenga has said. Mr Mulenga said all the 133 companies that signed on the petition to ZRA against the Clearing Agent Management Module (CAMM) have been suspended and cannot perform any transactions. "Clearing companies for all those agents that signed on the petition have their companies suspended by ZRA," Mr Mulenga said. Meanwhile, ZRA Corporate Communications Manager Topsy Sikalinda said the suspension of companies has nothing to do with the protest by clearing agents. Mr Sikalinda said the sus-
pended companies had breached the law. He said ZRA had warned that anyone interrupting operations was not ready to work with it. "We warned that anyone interrupting operations is not ready to work with us because that is tantamount to economic sabotage," Mr Sikalinda said. He said suspension of a few unscrupulous companies will not affect the operations at the border. Mr Sikalinda said the suspension of companies was in line with the provisions of the law. "It is there in the laws that having pending entries is a breach of the law and suspension of those companies is not being done outside the law," Mr Sikalinda said. He said not all of them have been suspended because of the work stoppage. Some companies had issues way before the just ended protest.

HE fight against corruption has seemingly lost the firm grip it is supposed to have because some people charged with the responsibility of fighting the vice are corrupt themselves, President Edgar Lungu has said. And President Lungu has urged all political players in the forthcoming general elections to accept the will of the people by conceding defeat. He said this when ambassadors from the European Union (EU) member states accredited to Zamba paid a courtesy call on him at State House yesterday. The President said that his government was committed to fight corruption at all levels but some players in championing the fight were a letdown. Mr Lungu complained that some of those championing the fight against corruption were corrupt themselves making it difficult to end the vice. He said it was difficult to act against some of the compromised office bearers be-
cause they were protected by the constitution. "Some players in the fight against corruption are corrupt themselves and they are well-protected by the system itself. "So, in short, until we weed out the corrupt from the fight against corruption, we won't succeed," President Lungu told the EU envoys. He also took a swipe at some investigative agencies for being inept to secure conviction in most of the reported corruption cases. President Lungu said it was disappointing that when some senior government officials are dropped on serious corruption allegations, the investigation agencies were failing to provide evidence in court. Meanwhile, President Lungu has assured the EU that the August 12 general elections will be free and fair. He said just like in a football game, political players should respect the rules set by the referee (Electoral Commission of Zamba). "Come August 12, there must be no foul play. The will of the people must be respected," he said.

ECZ prepares for nominations ECZ Chief Electoral Officer Patrick Nshindano told journalists in Lusaka that it was preparing to receive nominations from candidates countrywide vying for the positions of President, Member of Parliament, Mayor, Chairperson and Councillor. Mr Nshindano said the ECZ recently conducted training of district elections officers countrywide, focusing on legal qualifications and requirements for a candidate to participate in an election. He advised all stakeholders who wish to monitor nominations that the exercise will take place from May 10 to 14, this year. Mr Nshindano said the monitors for the nominations will be required to be sponsored by an organisation which is active in matters of governance. He said only two persons per sponsoring organisation will be accredited to observe the nomination process in each constituency to lessen the spread of Colvid-19. "Not more than 10 persons at a time will be allowed to enter to monitor nominations at each nomination centre," he said. Stakeholders had raised concern over the ferrying of presidential candidates' supporters to Lusaka for the purpose processing their details before the nomination day. Patriot Patriots for Economic Progress (PeP) leader, Sean Tembo, had said most political parties were going to fail to transport 1, 000 supporters to one centre, in the face of the Covid-19 pandemic. But ECZ Corporate Affairs Manager, Patricia Luhanga, said there is a component in the Election calendar which spells out how the pre- processing of supporters for presidential candidates is going to be done. She explained that presidential candidates would not need to ferry their supporters to Mulungushi International Conference Centre but instead the exercise would be done at provincial centres. "Instead of having all the 1, 000 supporters coming to Mulungushi International Conference Centre to be processed, they will be processed at provincial centres to make it easy for candidates to have their supporters processed," she said. Ms Luhanga said on exactly how the pre-processing exercise will be done, the ECZ would give guidance.

He said at this stage, reports indicate that certain strains found in India may not be easily detected by the nasal swab tests, therefore advised that the 14 day quarantine be adhered to even to people who might have received a negative test report when leaving India. “With this in mind we advise our community to refrain from traveling to India. We also advise on 14 day quarantine for those who are in the process of reaching or have already entered Zambia from India,” said Mr Patel.

Corruption is a vice that all Zambians must commit themselves to fight until the nation achieves its desired aim of zero-tolerance against corruption. We all realise however that this will not be an easy campaign considering that the enemy appears to be entrenched in the system. It is in this vein that we understand the seeming frustration that President Edgar Lungu is going through in his drive to drive corruption out. Mr Lungu yesterday admitted that the fight against corruption has seemingly lost the firm grip it is supposed to have because some people charged with the responsibility of fighting the vice are corrupt themselves. President Lungu was quite frank to speak about the problems being faced fighting corruption when ambassadors from the European Union states accredited to Zambia paid a courtesy call on him at State House yesterday. The President said while his government was committed to fight corruption at all levels, some players in championing the fight were a let down. Mr Lungu complained that some of those championing the fight against corruption were corrupt themselves making it difficult to end the vice. Indeed, how do you end corruption, for example in the Police Service when it is the officers themselves who demand kickbacks so as to drop charges or stop investigations? Examples abound of how numerous reports have been made to the Anti-Corruption Commission (ACC) and other investigative wings of rampant corrupt practices but nothing comes out. The case of the 48 houses in Lusaka stands out as one such case where the ACC said it could not proceed with the investigations because it had failed to identify who owned the property. But the Daily Nation as a newspaper was able to get to the bottom and solve the ownership riddle. The ACC only took up the case it initially abandoned because President Lungu stepped in and called for a thorough probe. Is it any wonder that there have been calls from across the nation calling for the dissolution of the ACC due to its failure to investigate and have people accused of corruption convicted? In cases where cases have gone for prosecution, the courts have been forced to dismiss the cases because of shoddy investigations. As President Lungu alluded to, it was disappointing that when some senior government officials are dropped on serious corruption allegations, the investigation agencies were failing to provide evidence in court. In other instances, allegations involving key opposition figures are seldom probed because they have planted moles in the investigative agencies. But despite all these frustrations, Zambians must not give up the fight against corruption but must soldier on for the nation to develop and ensure a good life for all citizens.

ORMER Zambia Correctional Service (ZCS) Commissioner-General, Percy Chato aspiration for the Bwacha constituency seat has been rejected by UPND members at the grassroots level. But the UPND has defended its decision to allow Mr Chato to contest the Bwacha constituency seat in Kabwe. Despite winning the primary elections as UPND candidate, four wards have rejected Mr Chato’s candidature, saying that he was not known on the ground. The wards that have rejected Mr Chato are Makululu, Chililalila, Zambezi, and Moomba. UPND Central Province chairman, Albert Chifita, however said it was unfortunate that some members in Bwacha constituency had rejected Mr Chato who had so far won

went to school here, trained here, he was commissioner general here in Kabwe, all his houses are here, he is not a stranger,” Mr. Chifita said. He urged the members to remain calm because the adoption process had not yet been concluded. And the UPND said it would not beg aggrieved aspiring candidates who have defected to the ruling Patriotic Front because they failed during the primary adoption process. Mr Chifita said being the strongest opposition political party, the UPND would not labour on a few disloyal members who had left. “The people who thought they would do very well, they never did very well and that is what the art of democracy is, but because they are aggrieved they decide to defect from UPND to PF which is not correct and we will not beg them to come back,” he said.

In a memorandum signed on April 29, 2021 addressed to the Judge-in-Charge, Ms Justice Phiri who was allocated to handle the matter said that the claims by Misheck Hambwalula, an administrator of the estate of his late father, George Hambwalula were related to the issues that arose in another case she presided over under cause 2020/HP/1128 where Mr Hichilema was sued by Ms Pheluna Hatembo and Mr Milton Hatembo for illegal possession of farm no.1924, also situated in Kalomo. FORMER National Democratic Congress (NDC) president Chishimba Kambwili, his son Mwamba and three others have been found with a case to answer for making a false document and uttering it to two companies. In this case, Kambwili, Mwamba, two Zambia Revenue Authority (ZRA) employees Mulenga Kapilima and Brano Lukwesa Musonda; and Mwamona Engineering Technical Services (METS) have been charged with making a false ZRA tax clearance, which they allegedly uttered to Zesco Limited and China Henan International Corporation (CHICO) to obtain contracts worth millions of Kwacha with intent to deceive. They have also been charged with obtaining pecuniary advantage by obtaining the two contracts using the same false tax clearance certificate; and 34 counts of possessing over K6 million reasonably believed or suspected to be proceeds of crime.
High Court Judge Mwaka Mikalile, who sits as Principal Resident Magistrate in the matter, yesterday found the accused with a case to answer after being satisfied that the State has sufficient evidence warranting them to be put on their defence. Ms. Justice Mikalile set May 17, 2021 as the date for Kambwili and his co-accused to open their defence. THE Zambia Revenue Authority (ZRA) says they have been engaging clearing agents and teaching them on how to operate the newly introduced Customs Agent Management module Last year, ZRA introduced an automated Clearing Agents Management Module to replace the manual one. ZRA Corporate Communications Manager Topsy Sikalinda said yesterday they have been having successful engagements and meetings with the agents except for a few that have opted to make the issue political which they will not dwell on. Mr Sikalinda noted that the ZRA had earlier called the clearing agents associations so that they could sit to a round table and reach an understanding regarding what their grievances were and that three out of the six agreed to adapt to the new system. He noted that ZRA’s mandate is to collect taxes and raise money for

TEACHERS refusing transfers or deployment to rural areas should not be tolerated because the behaviour is affecting quality service in the education, the Zambia National Union of Teachers (ZNUT) has said. ZNUT General Secretary, Newman Bubala, said it was unfortunate that some teachers who were deployed to rural areas ended up abandoning their stations on flimsy grounds. Mr Bubala commended Government for coming up with the strategy of not allowing transfers until a teacher serves for at least four years at a school. He said in an interview that teachers should go anywhere they were sent unlike the current scenario where they refuse appointments or transfers. Mr Bubala said it was un-
fortunate that some teachers refuse to accept either transfers or deployment as long as it was to a rural set up. “It’s not correct for any teacher to refuse when they are appointed to go to a rural area or remote area. Some accept but when they reach there they run way, which is not fair for the system including the children and the community they leave stranded,” Mr Bubala said. Mr Bubala said teachers were trained to teach anywhere in the country and therefore no teacher should refuse an appointment. He however noted that teachers who were teaching in urban setup had less teaching periods compared to the ones in rural areas who were over stretched. “This is why Government has put a four-year strategy that no teacher should be given a transfer until she or he serves for four years at a station.

HE Independent Broadcasting Authority (IBA) has warned Muvi Television for unethical behaviour and failing to exercise good moral judgement after featuring Poor People’s Party President, Alex Muliokela. IBA Director General, Josephine Mapoma also warned all broadcasters to exercise professionalism in view of the forthcoming general elections. While IBA understands that each station has its own editorial independence, it will not take kindly to radio
and television stations that throw caution to the wind and fail to exercise good moral judgement. A video featuring Mr Muliokela when he featured on Muvi Television has gone viral on social media. Commenting on this, Ms Mapoma said IBA had directed Muvi Television and all broadcasting stations to take ethical considerations seriously, regardless of whether a programme was paid for or not. “IBA wishes to caution stations against broadcasting material, which may cause humiliation, distress and violate human dignity in accordance with Section 33 of
the IBA Act of 2002, which provides the minimum professional standards for the journalism profession,” she said. Ms Mapoma said IBA as a regulator of broadcasting stations, followed with keen interest a Muvi Television programme featuring Mr Muliokela. GOVERNMENT will start making prompt visits to workplaces to monitor how employers are adhering to occupational safety and health systems, Labour and Social Security Minister Joyce Simukoko has said. The minister as meanwhile announced that Government will continue to uphold principles of decent work agenda and international labour standards in line with International labour Organisation (ILO) requirements. Ms Simukoko said this when she officiated at the World Day for Safety and Health at Work in Lusaka yesterday. This was being commemorated under the theme: “Anticipate, prepare and respond to crises invest now in resilient occupational safety and health systems.” Ms Simukoko said the ministry would continue to promote safety and health guidelines and standards at the work place. OPPER prices hit US$10,000 a tonne for the first time since 2011, nearing the all-time high set that year as rebounding economies stoke demand and mines struggle to keep up. Prices for the red metal rose as much as 1.3 percent to US$10,008 a tonne on the London Metal Exchange. This was before slipping back to trade near unchanged, says Mining.Com magazine. According to the magazine, the metal hit a record US$10,190 in February 2011. "Copper for delivery in May was down 0.3 percent midday Thursday, with fu-
tures at US$4.4860 per pound (US$9,8615 a tonne) on the Comex market in New York," the magazine said. It indicated that analyst at CRU Group Robert Edwards believed copper prices will further go up. “The copper price has gone stratospheric and probably has further to go, which is a boon for miners who are currently making at least two dollars for every one they spend getting metal out of the ground,” Mr Edwards said. Meanwhile, Absa Bank Zambia said London copper prices edged towards an important psychological level of US$10, 000 on Thursday, as a weaker dollar made the greenback-priced metal cheaper to

She said while the vaccine was not mandatory, citizens were encouraged to get the vaccine to build their immunity and protect themselves against the development of new cases, especially with the onset of the cold season and the threat of a third wave. “Kenya is currently experiencing a spike in Covid-19 cases and recent patterns have shown that over time this wave may spread to many other countries,” Ms Deka-Zulu said.

A Zambia above partisanship Dear Editor, ZAMBIA is unavoidably gifted with droves of individuals who are differently qualified and with diverse intellectual abilities and experiences. This is evidenced by the well documented intellectual innovations and Zambians where ever they go are held in high esteem and they serve with distinction when they have been given an opportunity. Regrettably, back home, the proliferation of diverse political thought have laid a ground to betray their nation in pursuit of narrow partisan agendas. The prospects of lending their expertise and technical knowhow has been cast asunder when partisanship is seen as the appropriate substitute for patriotism. This reality sadly is the social epidemic of our times and it has invaded Zambia’s political space. For those privileged to run political parties, sadism and bitterness is seen to be the real motivation and characteristic of being called as the opposition. Without any doubt, the United Party for National Development in the last 16 years has identified itself as the affiliation of individuals who have sworn rivalry with the successive Governments. A smear campaign has been seen as the only alternative to justify their relevance on the political battlefront. Now the majority of citizens are being enlightened

and they are slowly realising that change of a mere guard by replacing the tenant at State House is not change that Zambia want. The Zambian political payers are now foregoing their ego and find common ground with various political parties and make collective wisdom for the sake of the nation. Long are the days when being in opposition was known to wage protracted rivalry with the ruling party. A new dimension has been set and the opposition are now able to unite with the ruling party for the sake of the nation. Since the nation witnessed the peaceful Patriotic Front convention which was witnessed by the opposition and the opposition political parties, a reconciliatory mode has been set in motion to establish the Zambia that is above partisanship. While we are greeted with shock on the sudden and abrupt decision by the embattled former president of the National Democratic Congress Chishimba Kambwili, we respect his democratic decision. We cannot also speculate on what political path he will pursue, but our hope is that his decision will be with the aim of realising the Zambia that we all want. Respect the sovereignty of our nation! Dear Editor, WE write in response to the utterances of the South African Finance Minister Mr Tito Mboweni. This must be his third comment if not fourth starting from 2019 when he defiantly chose to break diplomatic etiquette by alleging that Kenneth Kaunda international Airport lay as a “white elephant” due to lack of aviation activities. In 2020 around the month of August, Mr Mboweni intruded himself in our country's affairs by speaking disparagingly against President Edgar Lungu's appointment of Mr. Christopher Mvunga as Bank of Zambia Governor who replaced Dr. Denny Kalyalya. Despite being cautioned and censured by President Cyril Ramaphosa, Mr Mboweni has not relented in his endeavour to discredit the sovereignty of our nation. Recently, he was quoted commenting on Zambia's economy projecting that the growth of our economy would be negligible to as low as 0.6 percent. He single handedly assumed that due to poor demand for copper, high inflation, unsustainable debt levels and poor policy management, Zambia is doomed and headed for economic shutdown. His utterances are not only provocative and agitative but meant to raise dissatisfaction and uprising in our nation. It is possi-

ble that his remarks can undesirably become a recipe for regime change and source of anarchy in Zambia. Chances of the ruling Patriotic Front renewing its mandate risk to be jeopardised. Our country is going for general elections in three months’ time and some issues Mr Mboweni is raising are so cardinal and pivotal in determining the outcome of the elections. The fate and destiny of every nation lies in the citizens themselves. No one is soliciting for advise and economic recovery measures from him hence we wonder about the source of impetus and the stamina he is using. The Movement for Promoting National Values and Principles (MPNVP) which is a civil society organisation feel that the Mr Mboweni's utterances are not only uncalled for but unethical and undiplomatic. MPNVP calls upon the Ministry of Foreign Affairs to officially launch a complaint against Mr Mboweni. We have observed the spirit of complacency and naivety on the part of the South African government for failing to take serious and stringent actions against its ailing minister who has chosen to be at the centre stage of conflicts in another nation. Economic saboteurs will not be tolerated
Dear Editor, IT is very unfortunate that some trade associations claiming to represent the interests of their members are trying so hard to overstate their importance by calling on their members to stage illegal work stoppages, go slows and demonstrations that border on economic sabotage. The call by the Customs Clearing Freight Forwarding Agents Association of Zambia for its members to demonstrate against the Zambia Revenue Authority and down their tools is an attempt at holding government to ransom. As Lusaka Province Minister, a province that hosts one of the busiest border points in the country, Chirundu, I wish to warn the association to desist from antagonizing ZRA and carrying actions that are tantamount to economic sabotage. In this Covid pandemic era when most businesses are struggling, it is inconceivable how an association could even think of frustrating revenue collection targets set by the ZRA. There is need for a smooth flow of business at Chirundu and all the border points to guarantee revenue collection which is key for public service provision. I wish to encourage Mr Bruce Kaemba, the chairman of the association to get back to the negotiation table. I believe that there is no dispute that cannot be resolved on a round table. The ZRA Commissioner General Mr Kingsley Chanda has always operated an open door policy and is ready to listen to the grievances, if any. Mr Bwalya said, the organisation has embarked on sensitisation activities targeting all the communities in the tourist capital. opportunity for the community to gain knowledge on Sexual Reproductive Health Rights and have access to service providers. He said that there was need for the community to take charge and control of their sexual health by making informed decisions and having access to service providers. GOVERNMENT has urged heads of departments, residents and other stakeholders in Monze to take keen interest in the formulation of the 8th National Development Plan (8NDP) by making submissions to the document. Monze District Commissioner, Munachoongo Muleya, noted that the document was an indispensable tool for the country to achieve the vision 2030 of a prosperous middle-income economy. She was speaking during a district stakeholders’ consultation meeting for the 8th National Development Plan at the Council Chamber yesterday. Ms Muleya explained that Government has taken the integrated Multi-sectoral ap-
proach in line with the spirit of leaving no one behind. She added that Government was interested to get oral or written submissions from all Monze residents and thus be part of the development of the 8NPD. “The formulation of the 8NDP, I believe is a matter of great interest to all of us and as part of this process the government through the Ministry of National Planning and Development is under taking consultations with various stakeholders to build consensus on priority areas to be addressed during the plan period. “In undertaking these consultation the government will continue to use the integrated multi-sectoral approach adopted in the 8th NDP that take a whole of society approach in
line with spirit of leaving no one behind and thus I call on all Monze residents to participate in this important process by making oral or written submissions,” she added. Ms Muleya observed that the plan was being formulated at a point when the country and global community were faced with the COVID-19 pandemic but that Government was committed to ensuring that the plan was focused. “Allow me to state that cabinet office provided guidance that the next 8th NDP should be reform and recovery focused taking into account the current state of the economy which calls for decisive, economic and structural reforms to take the country back on a positive growth trajectory,” Ms Muleya said.

HE Zambia Aged People Association (ZAPA) has called on the government to consider implementing what is in the National Ageing Policy of May 2015 and translate it into law. ZAPA National Secretary, Cyprian Pombolokani, said it was important that the policy was translated into law so that the aged did not feel neglected in any way. The policy, according to Mr Pombolokani, emphasises the need to protect the older persons in society and also to inckude them in development agenda. He noted that older persons in society were often times victimized and abused unfairly. Mr Pombolokani said ZAPA felt that the older persons could still contribute to national development of the country, especially if they were brought together in one common purpose. He was speaking when he officiated at the launch of the ZAPA Masaiti branch on the Copperbelt. "The association feels that
the aged people are neglected by both families and society and we feel they need to be rehabilitated and integrated into society by encouraging them that they can still contribute to the national development by involving them in entrepreneurship. "The plight of the aged people need to be addressed in accordance with the United Nations resolution 46 of 1991 which calls for all member states to uplift the living standards of the older persons," he said. Mr Pombolokani further called on the government to consider increasing the social cash transfer amount for the aged. He observed that the current amount was inadequate and had no capacity to give inputs but only lobby for the inputs from the government and donors. He appealed to all District Commissioners across the country to help and support in growing the association in their districts. Mr Pombolokani said so far, ZAPA has more than 10, 000 members on the Copperbelt alone.

One of the challenges that the change of retirement age from 55 to 60 years entailed was holding back retirement for five years for workers who should otherwise have retired and been paid off and replaced by new workers. This matter has brought a window of opportunity for Zambia to resolve a long standing dilemma of how to pay off retired public servants, create jobs for so many of our youths and in turn revive the economy. A key factor that motivated the state to increase the retirement age was to open a moratorium window during which to mobilise resources to pay off the huge backlog of retirees inherited from the previous administration in 2011. Unfortunately this has not materialised. Instead a mountain of unpaid retirement benefits has accumulated. Remember, a double-edged sword was created by popular acclaim among workers, labour unions and others when the Zambian Parliament, riding on the popularity among workers and labour unions, had accepted a clause in the 2016 Constitution, of retaining retirees on the payroll until their benefits had been paid. First and foremost, the government should see paying off retirees from the perspective of killing several birds with a stone, and as a major stimulus package for the retirees to turn their benefits into investible capital to play a pivotal role in reviving the Covid-19-ravaged economy quickly. AIROBI - A prominent Kenyan doctor and conspiracy theorist who became a campaigner against coronavirus vaccines has died from the disease. Dr Stephen Karanja said it was unnecessary to vaccinate Kenyans against Covid-19. Instead, he argued for steam inhalation and a cocktail of drugs, including hydroxychloroquine and zinc.
He also spread conspiracy theories, involving Bill Gates and population control. Dr Karanja died on Thursday in the high dependency unit of a private hospital in the capital, Nairobi. More than 800, 000 Kenyans have now been vaccinated, with no severe side effects being reported. Before his death, Dr Karanja was the chair of the Catholic Doctors Association, which described him “as a true medical soldier.”

Africa medics warn of India-like Covid surge ADDIS ABABA - Africa risks being overrun by coronavirus infections if urgent measures are not taken to avert a similar disaster to the "very concerning" crisis in India, the continent's disease control body said on Thursday. India, a vast subcontinent with a population similar to that of Africa, is fighting an explosion of infections, with jarring scenes of citizens desperately seeking oxygen and medicines. This has prompted fears that as new variants spread, Africa's fragile healthcare systems could crash. "We are watching in total disbelief what is happening in India. The situation in India is very, very concerning to us as a continent. It speaks to the fact that we as a continent must be very prepared," Dr John Nkengasong, director of the Africa Centres for Disease Control and Prevention (Africa CDC), told a press conference. Despite early predictions of disaster on the continent, Africa has so far been spared compared to other regions, counting 3.1 percent of global virus cases and about four percent of global
deaths, according to the Africa CDC. India, like many African nations, took strict early measures to combat the virus and it appeared the country had been spared the worst because of its young population. However, a new variant and mass gatherings have led to a surge in infections that has over-
whelmed Indian hospitals, crematoriums and graveyards. "It is a wake-up call. We cannot be indifferent to what is happening in India. We must act now, decisively and collectively," said Nkengasong. Religious and cultural views in sex education failing the youth, new study finds JOHANNESBURG - Young people in Africa are still getting the wrong messages about sexual health and reproduction in schools. This, according to new research, leads to high rates of unwanted teenage pregnancies, school dropouts, teenage marriages, unsafe abortions and HIV infection. The early findings of the School's Out initiative released on Wednesday showed that messaging around sex, sexuality and health in schools across the continent was based on teachers' beliefs rather than fact. The research was done in eight African countries, including South Africa, Uganda and Zambia by the Human Sciences Research Council and civil society organisations. School's Out investigated the capacity of schools to serve as places that enable young people to understand their sexual and reproductive health rights and linking pupils to effective health services. "In all countries, there were significant shortcomings, both in terms of the availability of quality sexuality education at schools and the provision of youth-friendly sexual and reproductive health services. “Overall, the gap between pledges made by national leaders and performance on the ground is vast, although we saw some variation among countries," said the Human Sciences Research Council and School's Out principal investigator Professor Finn Reygan. Reygan said the study found that some of the barriers for young people to access sexual and reproductive health rights include: Many teachers are ill-prepared to present the sexuality education curriculum, and few countries have a standardised manual to guide their teachers; The absence of teacher support for young people's sexual and reproductive health discourages them from exercising their rights and using available services; There are no mechanisms to hold teachers accountable for delivering sexuality education in a manner that respects the inherent rights of all young people; and Schools are often hostile and inaccessible environments where lesbian, gay, bisexual and transgender youth and young people with disabilities face discrimination or effective exclusion. Mauritanian ex-president lashes out over graft probe NOUAKCHOTT - Mauritanian's former president, Mohamed Ould Abdel Aziz, on Thursday said he was being persecuted in an inquiry for alleged corruption, but ruled out fleeing abroad. He also appealed to Government to provide small-scale miners in Northern Province with mineral identification equipment.
