ESCO Limited says it is currently not employing non-essential workers but only critical staff as a measure to cut down on costs. Senior manager corporate affairs, John Kunda, stated that Zesco Limited does not employ staff that was not needed because its workforce was within the parameters set by the Energy Regulation Board (ERB) as the regulator. Dr Kunda said in an interview that employment of critical staff was defined by its work demand therefore essential workers would be recruited. “We don’t employ non-essential workers, staff that we can do without. However all decisions to recruit staff are based on a robust framework, this process is based on what the company needs to deliver its services in an efficient manner,” he said. PRESIDENT Edgar Lungu has degazetted the National Forest in Maposa area of Luanshya on the Copperbelt. The move to degazette forest number four was facilitated through Statutory Instrument Number one of 2021. Luanshya Mayor, Nathan Chanda, announced the development when he addressed scores of settlers in the Maposa Forest. Mr Chanda, who is PF Copperbelt chairman, said that the degazetting of the land meant that the area would now be re-planned for development by the Luanshya Municipal Council. Meanwhile, the mayor has commended the Catholic Church for the continued support to the government in different areas such as education and health. But when contacted for a comment NDC spokesperson, Saboi Imboela said the party was only trying to remove officials who were no longer with them from the registrar’s documents. Ms Imboela said there was no need for the Atanga faction to be worried as they would not be removed from the documents. “The problem is that they think we want to remove them from the list but that’s not what we are doing. We are removing members like former secretary general Mwenya Musenge who are no longer with the party,” she said. In a seemingly good gesture to settle matters quietly, the Atanga group was asked to withdraw their court action seeking an injunction against Mr Kambwili and to particularly stop him from presenting himself as NDC president, for allegedly having

misused party funds and practicing unChristian rituals. Following the treachery, the Akafumbo faction , through their lawyers Japhet Zulu advocates have reistated the court case and have written to Mr Kambwili to stop masquerading as NDC president. “… upon registration of the NDC party, the Constitution that was initially registered required approval of Congress made up of 10, 000 delegates in order to operationalized. However given the failure to hold a congress the initial constitution was never operationalized,” the letter reads in part. Inquiries confirmed that the Registrar of Societies refused to entertain the emmisaries sent to make changes because “the state had appealed the matter in the Supreme Court.” This is the case where the state had appealed the restatement of NDC after it was deregistered. And acting NDC vice president, Edward Mumbi, who rushed to the Registrar of Societies when they got wind of what was going on, yesterday said he was shocked to find people at the offices trying to change details of the party. “They took off when they saw me,” Mr Mumbi said. He confirmed that the NDC did not have a constitution as claimed by Mr Kambwili and that records would show that. Earlier, Ms Atanga had withdrawn the court case against Mr Kambwili in which she was seeking an injunction to stop him from masquerading as the party’s president. The notice of withdraw filed in the Lusaka High Court yesterday, came barely two days after Mr Kambwili announced the suspension of Ms Atanga and other officials for gross misconduct. Ms Atanga sued Mr Kambwili last Friday seeking a declaration that the former Roan Member of Parliament was legally expelled from the party where he served as interim president.

Cabinet takes Cannabis Bill to parley By AARON CHIYANZO CABINET has approved the publication and introduction in Parliament, during the current sitting, of the Cannabis Bill, 2021. Among the objectives of the Bill are to provide for the regulation of the cultivation, production, storage and distribution of cannabis for medicinal, scientific and research purposes. Chief Government spokesperson, Dora Siliya said Cabinet expects that the country would benefit both for medicinal purposes and economically through the enactment of the law on cannabis. Ms Siliya said Cabinet at the third cabinet meeting held virtually yesterday also approved for publication and introduction in Parliament during the current sitting, a Bill entitled “The Industrial Hemp Bill, 2021.” She said the objects of this Bill were to provide for the licensing of cultivation, production, processing, storage, exportation, importation and distribution of industrial hemp; and provide for regulation of research in industrial hemp. “Cabinet is aware that Hemp has been used the world-over, for paper production, provision of all sorts of good building materials such as insulation, fibreboard and pressboard, and even be used to make hempcrete.

“Hemp has also been used in clothing including for providing material for shoes, jeans, and other tough sport clothing including hair oils and others. Hemp is also used as a viable feedstock for plastics production including for biofuel as cellulosic ethanol technology becomes more commercially viable worldwide,” said Ms Siliya in a statement. Ms Siliya said the Bill, when enacted by Parliament, would assist in boosting the economy in view of the broad industrial use of Hemp. She also said Cabinet approved for publication and introduction in Parliament of “The Electoral Process (Amendment) Bill 2021.” Ms Siliya said the objectives of this Bill are to provide for voting by persons in prisons or correctional centres; provide for distribution of campaign material in prisons and correctional centres by candidates in an election and provide for access to prisons or correctional centres by monitors, observers and polling agents on Election Day. She said it would also provide access to the community to vote in polling stations established in prisons and access to the community; and prohibit the announcement and declaration of results by unauthorised persons. AMBIA Gold Company produced about 93.66 kg of gold just from its formative stage at Kasenseli in Mwinilunga last year, Mines and Mineral Development Minister Richard Musukwa has disclosed. Mr Musukwa said the company stated operations in May last year and managed to produce enough gold for the reserves. He said in an interview that this was a milestone

Mr Musukwa said 47.9kg of gold was already deposited with the Bank of Zambia (BoZ) as of last December 31 According to the minister, this was in an effort to build the country’s gold reserve to change the economic outlook. Mr Musukwa said: "It is hoped that this amount of gold production will go up going forward.”

CEC acquisition to be tabled in Cabinet - minister By SILUMESI MALUMO ENERGY Minister Mathew Nkhuwa says the public debate over the acquisition of Copperbelt Energy Corporation (CEC) will be discussed in Cabinet. Mr Nkhuwa said Government has heard calls to takeover CEC but it can only be done with Cabinet approval. He said in an interview yesterday there are legal brains to advise from

the Ministry of Energy, Energy Regulation Board, Zesco and the Attorney General so that a way forward can be found. Mr Nkhuwa said the acquisition of CEC would be a critical decision which needed advice from the legal team. Senior Chief Madzimawe of the Ngoni was reacting to the protest by UPND over the increase in the number of registered voters in purported PF strongholds. He said the complaint based on regionalism from the UPND on the less number of registered voters in Southern Province is not going to assist them because political parties do not own the numbers. The Ngoni chief advised the UPND and other political parties to avoid attacking the ECZ based on the number of registered voters per province because it was for their own good. Senior Chief Madzimawe said it was unfortunate that the UPND was still promoting regional politics by protesting the high number of registered voters in PF strongholds. The traditional leader said in an interview that the UPND protest has the potential to raise unnecessary tension around regional votes that stakeholders had been trying hard to quash. He said instead of mending the wounds on regional voting, the UPND was trying to expose

the wounds to infection. “I don’t understand, complaining about the number of voters, do political parties own numbers, no they don’t own numbers. So I don't think on that premise politicians should be attacking ECZ because that exercise is as a result of what came out of the voter registration exercise,” Senior Chief Madzimawe said. He reminded the UPND that the term “stronghold” in the political circles did not mean ownership of a particular province because whoever wins an election automatically assumes ownership of all the provinces of Zambia. The traditional leader advised the UPND and other political parties to up their game and get the numbers needed to win the elections instead of complaining. Senior Chief Madzimawe added that campaigns would determine how the people would vote and not the number of voters per province. “It is the duty of all political players to play their part, voting based on tribe or region is something that everybody doesn't want, including the political parties, regionalism is not going to assist,” he said. FOCUS ON CORRUPTION ZAMBIANS must not allow themselves to be misled into thinking that the fight against corruption is a game of gymnastics as Information and Broadcasting Minister Dora Siliya says. This is because they could be led astray and lose sight of the bigger picture at play, that the corrupt individuals in the country could escape the long arm of the law. They should be made to appreciate that fighting corruption is serious business and not a shouting match among the political players. Ms Siliya raised an important point when she featured on ZNBC’s Sunday Interview programme that the fight had been corrupted to the level where politicians believed they could determine who was corrupt and who was not. She said this has frustrated the law enforcement agencies that were responsible for fighting corruption. "For me, I think we have corrupted the fight against corruption to a level now where we are demeaning it and it is not taken seriously because we talk about it in a manner outside those for fighting corruption," she said. Ms Siliya said it was unfortunate that some politicians had been shouting loudest on corruption, denting the image of the country to the outside world. She reminded such politicians to remember that corruption could not be fought in an irresponsible manner because it was not an event for grand-standing. We think their motive is to divert attention from the real issues at play which in the end distract people’s attention. President Edgar Lungu last weak bemoaned the tendency by some people to shout about corruption in Government and yet they have failed to provide any evidence to the Anti-Corruption Commission (ACC), Drug Enforcement Agency (DEC) and other law enforcement agencies. But as the President noted, these are the most corrupt for if they were not, they would have made use of the ACC and DEC by providing them with information on what they know. But because they thrive on playing to the gallery, they go around the world tarnishing the country’s image that there is rampant corruption condoned by the government. But we ought as a nation to take the fight against corruption to a new level, above partisan politics and not look at those accused through political lenses. This could well explain why when certain individuals are asked to account for suspected corrupt activities, some civil society organisations suddenly go mute. Their voices are only heard when it is someone in the government who is on the firing line. As Ms Siliya noted, the fact that people could hear and talk about corruption was a reflection of a Government system that works. She said Government has a system in place to trace those engaged in corrupt activities and ensure that they are made accountable. These are the institutions – ACC and DEC that Zambians must ensure are strengthened and made to be pro-active for the fight against corruption to be won. Politicians must not be allowed to hijack the anti-corruption crusade with their wild unsubstantiated statements. That is what Ms Siliya means by corruption being turned into a game of gymnastics.

EFF’s bid against ECZ’s roadmap dismissed By GRACE CHAILELESOETSA OPPOSITION Economic Freedom Fighters (EFF) party’s quest to challenge the Electoral Commission of Zambia (ECZ)'s 2021 general election roadmap has hit a snag after the Lusaka High Court dismissed its application for leave to commence judicial review proceedings. EFF party president Kasonde Mwenda sued ECZ and the Attorney General, seeking judicial review that the 2021 general election roadmap be declared illegal, null and void. Mr Mwenda was seeking an order of certiorari, to move the High Court to quash the published roadmap and compel ECZ to prepare a new one which is rational and in conformity with the dictates of the Zambian law. In skeleton arguments in support of ex parte application for leave to apply for judicial review, Mr Mwenda argued that ECZ abrogated the Act when it directed the campaign period to run from May 24 to August, 2021. He stated that the given campaign period is two weeks short of the mandated three months period in pursuit to section 28 (3) of the Electoral Process Act, no. 35 of 2016. He wanted an order to compel the ECZ to extend and immediately resume voter registration for an additional month so that the prospective voters were not disfranchised as a result of time. But in a ruling rendered on February 26, this year, Mr Justice Zulu said that he was not satisfied that it was a proper case for the court to grant leave to commence judicial review .

Floods destroy maize in Lukashya By SANFROSSA MANYINDA

MAIZE and other crops in Lukashya constituency in Kasama have been destroyed after floods wreaked havoc in some areas. Lukashya Member of Parliament (MP) George Chisanga and councillors in the affected wards have since engaged the Disaster Management and Mitigation Unit (DMMU) on the matter. Mr Chisanga stated that the office of the District Commissioner for Kasama was also engaged to supply relief food to the victims of the floods. The affected areas are Musowa ward, Chimalilo area which is located in the major wet land together with other areas such as Mukumbe and Sande Mashiko. The areas are prone to flooding which usually

result in disasters during the rainy season. Mr Chisanga was speaking with the Daily Nation in an interview. "The DMMU have given us bags of mealie meal and arrangements are now being made to ferry the foods to the affected areas. I can also confirm that we are currently pushing for the supply of beans and other food stuffs," he said. Mr Chisanga said the procedure would include driving the relief food to a place called Mbusa where it would later be taken by boats to Chimalilo Mukumbe and Sande Mashiko. He observed that Musowa ward despite being affected by floods was lagging behind in terms of development, a situation he said his office had taken interest in. The MP, who has been in the office for four months now after

a by-election, said he had continued with the projects he said started before his election. He said that new projects such as the construction of schools at Mulubika, Sande Mashiko, and Maipambe had also started and that they were nearing completion. Mr Chisanga explained that he had embarked on the empowerment of youths who had ventured into agriculture and aqua culture. He said he supplied youths with seed and other implements that were needed to realise the aspirations of the young people. Mr Chisanga said the youths around the constituency had embarked on various activities as a response to the call he made during his campaign to work hard as the constituency had a huge agricultural and aqua culture potential.

ARTEL behaviour has remained a challenge on the economy especially with businesses trying to thrive in the Covid-19 era, says Competition and Consumer Protection Commission (CCPC) Senior Public Relations Officer, Namukolo Kasumpa. Ms Kasumpa said CCPC last year fined members of Kasenengwa Small Scale Millers Association and Petroleum Transporters Association of Zambia for cartelistic behaviour. She said the CCPC last year handled 10 cartel cases which were mainly from the agriculture, service, transport, aquaculture and manufacturing sectors. Out of the 10 cases, two were finalised in the services

OVER the past few months, various tax-related cases have been disposed of by the courts of law. The authority has prevailed in these disputes pioneering a path to tax compliance for offenders. Last week, Professional Insurance Corporation (Z) Limited was ordered to pay the Zambia Revenue Authority (ZRA) Value Added Tax (VAT) due to its salvage sales. The insurance firm had earlier argued that the sale of salvage motor vehicles was exempt from VAT and subsequently appealed to the Tax Appeals Tribunal which agreed with it. ZRA, being dissatisfied with the Ruling of the Tax Appeals Tribunal, Appealed to the Supreme Court arguing that the Tax Appeals Tribunal erred in law when it held that the sale of salvage vehicles was not an ordinary transaction of sale of goods and, therefore, was within the contemplation of the VAT Exemption Order, 2014, and secondly that the Tax Appeals Tribunal erred when it interpreted section 21(4) of the VAT Act, Cap 331 to mean that the Commissioner-General or ZRA is deemed or ought to know the inadequacy or the incorrectness of a return at the point of filing of such return.

Examples include the leather sector with findings indicating that approximately K26.4 million to K35.2 million worth of hides are lost per annum because of a poor collection and aggregation system. Ms Kasumpa said the Commission commenced two studies to determine the extent of the effects of Covid-19 on competition and consumer welfare. “The studies are expected to be concluded early 2021. Once concluded, members of the public will be informed of the findings,” she said.

Following their default, ZRA prosecutors applied to court for the two convicts to be arrested and taken to Isoka Correction Facility (Prison) to serve their term of imprisonment. It’s official: MCA’s car grant will attract 30 percent tax NAIROBI - The taxman has deflated the spirits of Members of County Assemblies after confirming that the car grants they received from the State will be taxed. In an advisory to the chairman of the Council of Governors (CoG) Chairman Martin Wambora, the Kenya Revenue Authority (KRA) said the loan, which had been converted into a grant following a presidential decree, would attract a 30 percent income tax before hitting the accounts of MCAs. “On the issue of ‘car grant,’ since it is payable to the said employees in form of cash, it therefore qualifies as income from employment as ‘other allowances’,” said KRA’s Commissioner of Domestic Taxes Rispah Simiyu. Earlier, MCAs had protested the tax charge, noting that slapping the grant with an income tax of 30

percent would leave them with insufficient money for better cars. Initially, the money was given in the form of a loan, which President Kenyatta turned into a grant. The decision has since been backed by the Salaries and Remuneration Commission (SRC). However, KRA noted that the tax payout would be in compliance with the law. Ms Simiyu said KRA issued the advisory following several inquiries from counties. Each MCA got a car grant of Sh2 million, which means that the State will pay Sh4.5 billion to the 2, 224 ward representatives. Governors were given the greenlight to convert the loan into a grant by SRC chair Lynn Mengich in line with President Kenyatta’s pledge to MCAs. Last week, however, Controller of Budget Margaret Nyakango raised concerns on the move. ‘Auction rate is the real market rate’ HARARE – The auction exchange rate represents the proper market trends contrary to the contrived perception that the parallel market signifies the “real exchange rate,” a senior Treasury official has said. Secretary for Finance and Economic Development George Guvamatanga, said this in his remarks during the 2021 monetary policy review webinar. He said the government was not happy with the extent of market indiscipline that has seen wanton and unjustified prices increase. This is despite the fact that the majority of key producers and importers get forex from the auction. Significant prices have been witnessed between December 2020 and January, and to an extent February this year, after the parallel market exchange rate rose slightly from $100 to around $110 to the US dollar. Following last week’s auction, the Zimbabwe dollar is now trading 0.1 percent lower against the US dollar at $83.88 from $83.75. Wild price increases, which threatened to

send inflation through the roof last year, were being triggered by exchange volatility, amid absence of a stable market rate. Guvamatanga said people must move away from the conception that the open market trend is the real exchange rate because such assumption is not supported by economic or empirical evidence. He admitted the parallel market rate should be higher than the official rate, but disagreed with huge margins that were being effected. He said as has happened in the recent past, price dynamics over the past couple of months signify market indiscipline, which leads to potential market failure. Without mincing his words, Guvamatanga said the government would not hesitate to intervene in the market to prevent failure if need be, though this was not the desired course of action. KENYA REPAYMENT PAIN: HOW CREDITORS WILL SHARE OUT $9.1BN THE Exim Bank of China has now toppled the Trade and Development Bank (TDB) to become Kenya's largest external lender. This has elevated the Chinese government's bank to the top of the food chain on the list of creditors lining up for a piece of the Sh1 trillion ($9.1 billion) debt servicing fees in the new financial year. An analysis of the latest debt data from the National Treasury has also revealed that commercial lenders have outpaced the traditional,

bilateral, multilateral and concessional lenders, who offered cheaper and more patient credit with more flexible repayment terms. This underlines the unrelenting march to the East for more readily available infrastructure-backed loans, in a shift that has pushed Western countries on the periphery and further down on the list of big lenders to Nairobi. The Jubilee government's unparalleled borrowing spree has now for the first time pushed Kenya's annual debt-servicing expenses

above the Sh1 trillion mark in the 2021/22 financial year, up from the current Sh958 billion ($8.7 billion). Interest on external debt will consume Sh166.8 billion ($1.5 billion), while domestic loans will attract interest of Sh370.4 billion ($3.3 billion) on bonds and bills. In total, interest will account for Sh537 billion ($4.9 billion), which is 52 percent of the total cost of debt. Sceptical Moody's sees SA debt burden rising JOHANNESBURG Ratings agency Moody's is not convinced that government will be able to toe the line when it comes to spending and sees the debt burden rising over the next three years. Moody's issued a research report on the recently tabled national budget. The ratings agency has South Africa rated at sub-investment grade Ba2, with a negative outlook. It noted that government had lowered the deficit forecasts, given higher-than-expected tax revenue collections in the latter part of 2020 and a milder contraction to GDP.

But it viewed the adjustments as "modest" and unable to arrest the growing debt burden. According to the budget review, government expects the debt-to-GDP to stabilise at 88.9 percent of GDP in 2025/26. Treasury sees the

consolidated budget deficit reaching a record 14 percent of GDP (compared to 15.7 percent forecasted previously) in the 2020/21 fiscal year and expects it to narrow to 6.3 percent of GDP in 2023/24. Currently, debt servicing

costs account for 13.4 percent spend in the budget or about R270 billion – arguably crowding out spend for social services like health and education. Despite a lower deficit forecast, Moody's still sees government's debt burden reaching 100 percent of GDP by 2024. It warned of a "slower pace of fiscal consolidation and wider deficits" due to expectations of higher primary spending - like wages - and interest spending. "Moreover, uncertainty over the pace of the economic recovery and the capacity of the government to limit spending (especially interest payments and support

Arrest social media patrons maliciously tarnishing the image of President Lungu and PF Dear Editor, AS we count down to the much anticipated elections, the political competitors have adopted a smear campaign and they are determined to use all possible means to acquire state power. After realising the overwhelming popularity that President Edgar Lungu has amassed, they cannot humbly concede defeat but resort to using underhand methods to tarnish his image. The weekend was awash with a masked individual issuing uncoordinated statements while prominently displaying the money and issuing unprintables against the perceived political enemies. Our preliminary investigations have established that individual in question is nicknamed “Cisco” and he is a UPND sympathiser based on the Copperbelt. Clearly, he is based on the Copperbelt and he is Bemba-speaking (as opposed to the local languages spoken in Eastern Province) therefore the probability of him having any direct interests in the Petauke intra party affairs is so slim. Our other observation is that while he is putting on the PF regalia, the character in the video had not properly identified himself on how he has direct or indirect affiliation. This is a stage-managed video which is meant to bring the name of the President, PF officials and the party into disrepute. It has become fashionable for criminals to use the name of the President and the party in vain to commit offences. The President has been firm and he has always guided us in the PF to be law abiding citizens therefore such conduct falls below the standard prescribed by the President. We have no doubt this is meant to bring the President into disrepute and to push the opposition narrative and gain political advantage. Perhaps criminals are taking advantage of the absence of the yet to be enacted Cyber Security laws to use the veil of their online presence to commit offences. We urge the police and the Zambia Information Communisation Technology Authority (ZICTA) to proactively instituter investigations and fish out the individual misrepresenting the party and bring him to face the law. We do not believe the individual misusing social media for whatever motive is PF, he should be an opposition operative using the party, the President and the PF regalia to pursue interests of the opposition. they love making nonsensical arguments in advancing their cause in the hope that it may gain some traction and credibility. Sometimes they advance the most illogical arguments. KBF like all lawyers take argumentation as a professional trade. The simple narrative which the constitutional court has advanced is logical and makes mathematical sense. A Presidential term is 5 years. Two terms is 10 years. In short 5+5=10. Mr. Lungu has served 7 years, in short he has served 5+2=7 years. Anybody who has been to Secondary school knows the principle of rounding off number to determine s i g -

nificance. It follow therefore that 2 is less than half of five and is therefore insignificant. On the other hand If Mr. Lungu had served for 3 years which is more than half of 5, he would have been deemed to have served a term. Mathematically and therefore scientifically the Constitutional court was on very firm ground in making the determination with reference of term of office without even referring to President Lungu who was not party to the suit. There is no way that 2=5. Two terms is 5+5=10 and indeed anything lower is certainly open to interpretation one way or the other. The constitutional court took the most logical, mathematical and wise decision which is self-explanatory except to those who have no wish to face the truth because of their selfish interest. The third term obsession is not new, neither are the campaigners! For some inexplicable reasons which truly defy logic, some mythical quality has been attached to terms of office. This is not obsession

in most developed countries including UK, Germany and others where a leadership determination is based on service. For as long as a leader is able to serve diligently, they are allowed to serve for as many terms. There are indeed many countries where Presidents have extended their terms of office for one reason or another. Term limits have been ignored or indeed circumvented, in the case of Uganda for President Museveni to serve for 36 years and here we are haggling over 2 years. Lets be serious. Let the people decide in an election and not for busybodies who have no interest of the nation at heart. As for KBF, he is better off keeping quite because his conduct is very well known. There is not much to endear him to electorate, more so that he was expelled from the PF where he could have made a mark. Mr Nyungila said all school rules should be agreed upon with parents who were the major stakeholders to avoid unnecessary misunderstanding and ensure smooth running of the school programmes. He was speaking after receiving reports that some schools, especially private institutions, were forcing parents to buy uniforms from them. Mr Nyungila said he would not entertain private schools which were coming up with rules to exploit parents who were sacrificing so much for their children to go to school. He said he would ensure that schools, public, private and community were being run in the interest of the parents who were the major stakeholders. "Parents are sacrificing too much for their parents to go to school and so it is not good for private schools to come up with rules that will exploit them to the bone. No, this will not be entertained. I will not allow it,'' he said. has thus issued a stern warning to perpetrators that the law would catch up with them. Dr Hamukale charged that the vice was rampant and that perpetrators were depriving owners of animals, which were a rich resource. He has called for closer

collaboration and support from the local community in fighting the rising cases of cattle rustling, which was threatening the livestock sector. The Minister was speaking during a stakeholders meeting in Monze at the weekend. Dr Hamukale directed

the Zambia Police and the Department of Wildlife and National Parks to work together to fight cattle theft especially in Chief Hamusonde’ area. He said that the institutions must work together in order to address the problem.

UPND Livingstone aspiring parliamentary candidate Rodney Sikumba has encouraged citizens to champion the importance of girl child in society. Mr Sikumba said that this will help address the negative influence that is portrayed against the girl child such as early marriages and child labour. He observed that the church has a critical role to play and speak out against these vices. Mr Sikumba, who is former Livingstone Tourism Association (LTA) chairman, urged parents to continue encouraging girls to be active members of groups such as the Girls Brigade in the United Church of Zambia (UCZ). Shambulo said inconsistencies in team management in the last four years has seen Zambia struggle to qualify for the Africa Cup because every time a new coach is engaged, they come with a new philosophy and disturb the progress the team may have made. “When you start a race, you finish with the same horse. Should you change in between then you are bringing confusion in the team because whichever coach you pick will come and change the team and come up with another squad so there was no continuity. OVAK Djokovic matched Roger Federer's alltime record for the most weeks as ATP world number one yesterday, holding the top spot for the 310th week. Djokovic's ninth Australian Open title last month ensured the 18-time Grand Slam champion will surpass Federer's record next week. The Serb reclaimed the top ranking from Rafael Nadal in February 2020 and finished as year-end number one for the sixth time, tying the mark set by Pete Sampras. This is Djokovic's fifth different stint atop the rankings. He spent 122 consecutive weeks as number one between July 2014 and November 2016. That record is currently

held by Federer (237). The only change in the top 20 yesterday saw David Goffin, who won his first title in over three years at Montpellier on Sunday, rise one spot to 14th at the expense of Milos Raonic.

CHIPATA Boys and Siavonga Beetles displayed some brilliant skills over the weekend to reach the semifinals of the Premier Futsal League (PFL) Cup after defeating Zanaco and Livingstone Pirates in their respective quarter final games. Chipata Boys shocked Zanaco 4-2 while Siavonga Beetles eliminated Livingstone Pirates following a 4-3 defeat in a tightly contested quarter final match at Automotive Indoor Futsal Arena. Livingstone Pirates were the favourites to advance to the semifinals before they were

stunned by Beetles while Zanaco’s defeat to Chipapa Boys disturbed the Banker’s ambitions to make history by becoming the only team from the National Division one league to reach the semifinals. Meanwhile, PFL champions Automotive FC beat rivals Kabwe K-Line 8-4 to advance to the next round of the PFL Cup. POLICE raided the offices of FC Barcelona yesterday, carrying out several arrests just six days ahead of the club's presidential elections, a Catalan regional police spokesman told AFP. Spain's Cadena Ser radio said one of those arrested was former club president Josep Maria Bartomeu, who resigned in October, along with CEO Oscar Grau and the club's head of legal services. But the police refused to confirm names, saying only "arrests are taking place" and adding that the operation was being run by officers from the financial crimes unit. "We are in the process of carrying out an operation right now with agents of the financial crimes unit," the police spokesman told AFP. According to reports in the Spanish media, the operation is linked to last year's investigation into the 'BarcaGate' scandal, in which the club denied hiring a company to criticise current and former players on social media to improve the image of the then-president Bartomeu.
