CLERGYMAN BACKS MARIJUANA
Bishop Mambo By SILUMESI MALUMO
I
T is a shame that Zambia is still toying with the implementation of a billion dollar marijuana strategy when struggling countries like Zimbabwe are already making fortunes out of the commodity, Chikondi
Foundation, president John Mambo has said. Bishop Mambo urged Government to follow the footsteps of Zimbabwe and actualise the cultivation of marijuana to generate revenue to revamp the dwindling economy. The clergyman said the economy was in a sorry
situation, hence the need to implement ideas that would revive the economy. Bishop Mambo said if Zimbabwe could implement the cultivation of marijuana in a time, what would stop Zambia from doing that. The government of Zimbabwe will next year introduce a cannabis levy to
tap into the envisaged boom in the production of the crop following the decision to legalise and commercialise its farming. Cannabis is used by leading pharmaceuticals the world over in the manufacturing of drugs and provides Zimbabwe with a potentially huge foreign currency earnings. Bishop Mambo in an interview yesterday said Zambia’s economy was in the dire straits like that of Zimbabwe hence the need to follow the footsteps of the southern neighbour. “I have followed people like the Green Party leader Peter Sinkamba talking about it and many others, they are not talking from without but they have researched and know what good marijuana can do for the country. “Let’s not pretend. We need to be serious as a country so that we implement ideas that will help us to move out of this mess,” Bishop Mambo said.
Tourism fees too high - MP
Mr Mwiimbu By SILUMESI MALUMO FEES in the tourism sector are too high making tourists to shun visiting Zambia, therefore, it is important that these are reduced, opposition Chief Whip Jack Mwiimbu has said. Mr Mwiimbu who is also Monze Central Member of Parliament said a five-star hotel in South Africa cost US$150 while in Zambia a two-star hotel cost US$200. He told Parliament yesterday foreign tourists who can bring more revenue in the country opt to go to South Africa with lower accommodation and tourism fees.
By PETER SICHALI GOVERNMENT has released K6 million for partial recapitalisation of the Tanzania-Zambia Railway Authority (TAZARA), Worker's Union of Tazara President Bedwin Malowa has said. Mr Malowa said the funds were for the purchase of
The parliamentarian said measures which government had put in place in the tourism sector were not doing anything to attract tourists. Mr Mwiimbu said, “It is important that Government consider reducing the fees in the tourism sector so that foreign tourists who were eager to visit Zambia can come in and the country would be able to earn revenue. “What is happening in the country is a sorry situation because we are not getting what we are supposed to be earning from the tourism sector. Tourism is a sector which is supposed to be sold to the world during this period especially that the mining sector is not doing well. “We are supposed to put up fees that will attract people from foreign countries so that we can be able to generate revenue which will enable to improve the economy,” Mr Mwiimbu said. He said as things stand, tourists would continue shunning Zambia because of the high costs. During this period, Mr Mwiimbu said, the country is supposed to earn more
revenue especially in the tourism sector to help the economy which is in a dire situation. Reduce inflation, govt advised Meanwhile, UPND Liuwa Member of Parliament Situmbeko Musokotwane has said Government needs to concentrate on lowering the inflation rate because it is hurting many poor Zambians. Dr Musokotwane expressed concern on the continued rise of inflation which was making it difficult for the people to earn a living. This came to light when acting Minister of Finance Stephen Kampyongo introduced in Parliament yesterday the notice of motion for the committee of ways and means to consider the raising of supply. Mr Mwiimbu said that the inflation was increasing on a daily basis, this was making it hard for the people to provide for the families. He told Parliament yesterday that even when the government had given a tax relief to people who earn about K4, 000, prices of goods were increasing each and every day
but the salaries remained the same which was a huge burden to most families. “When the Minister of Finance presented the 2021 budget, he talked about the tax relief which is commendable but even when there is relief the inflation has continued to increase it was on a single digit but now it is on double digits and the salaries being earned are nothing to these workers. When the inflation goes up then prices will rise and the people will pay more when buying commodities which is a burden to them. “I am urging the government to work on this in order to give a relief to Zambians who are feeling the burden,” he said. Meanwhile Minister of Tourism and Arts Ronald Chitotela said that people were appreciating what the government was doing because the tax relief which had been given was helping many. He also indicated that the tourism sector had been given a tax relief from 35 to 15 percent which would attract more investors to invest in the sector.

Mr Mushota said Government remained committed to ensuring that the University was completed. “At the moment there is no much progress recorded on the construction of FJT university this is mainly because of Covid-19 which affected a lot projects and the University project was not spared,” Mr Mushota said. He said the funds allocated to the project in the 2021 budget was enough for the project to record desired progress. Recently, Higher Education Minister, Brian Mushimba, said the project to construct the University in Luapula province is currently at 5 per cent. He said the contractor had since left the site and would be called back upon the availability of funds.

…to ease shortage in health centres From Page 1 Dr Kabalo said Government was committed to ensuring that health centres were stocked with drugs and that government had recently procured a number of health drug kits to cushion drug supply in health centres. “Just recently what we did as government is that we procured a number of health centre drug kits that should actually cushion the facilities in terms of drug supply,” Dr Kabalo said. However, earlier yesterday, a survey revealed that a shortage of essential drugs had hit most public health facilities with patients being given prescriptions to buy most drugs from chemists. The situation has incensed residents in Kitwe, some of whom indicated that they would be shunning accessing health services from public health centres while the Medical for Quality Health Care in Zambia (MHQZ) said the shortage of drugs was actually countrywide.
A check by the Daily Nation in some health centres in Kitwe found patients complaining after they were being given prescriptions to go and buy drugs from chemists. One patient, Memory Pandwe, who went to seek medical attention at Kwacha clinic said it was disappointing that the health centre could be running out of common drugs like piriton. Another patient at Buchi Urban Clinic, Mubanga Nchito, wondered why people should continue going to the clinic when they were not being given drugs. MHQZ Director General, Quince Mwabu, said if no quick action was taken, the situation where health institutions did not provide essential drugs could lead to many deaths in the country. He said patients would be failing to access healthcare services and start self-prescriptions while others may not have money to buy drugs prescribed for them.

GOLD THIEVING COPS, FOREIGNERS WARNED By SILUMESI MALUMO
POLICE officers and foreign nationals stealing gold at Kasenseli will be dealt with according to the law, Ministry of Mines and Mineral Development Permanent Secretary Barnaby Mulenga has warned. Mr Mulenga said Government would not tolerate any individual involved in illegal mining especially that gold had been identified to be a strategic mineral to help in
improving the economy. He said the ministry was not aware of the illegalities that had been involved in by police officers but it would be followed keenly by engaging the district administration so that the culprits can be brought to book. Mr Mulenga reminded people involved in illegal gold activities that no one would be spared because they would be seen as criminals. Recently Mwinilunga District Commissioner Arnot Mapulanga told the Daily Nation
that some police officers had been conniving with foreign nationals to steal gold at Kasenseli. Mr Mapulanga said two foreigners were arrested and were in custody awaiting court appearance but the officers they were working with escaped. Mr Mapulanga said a manhunt had been instituted to bring to book the said officers. He said the officers would be tracked through the phones which had been confiscated from the foreigners.

But Mr Mapulanga in an interview yesterday said those involved would be apprehended without fail. Meanwhile Mr Mulenga said that tight security had been heightened especially in routes which were being used to steal gold at Kasenseli. He said that the enforcement of the security was to secure the mineral which had been under threat. “As a ministry we are not aware of police officers conniving with foreigners to steal gold but I think we shall engage the District Commission because he might have full information of what is transpiring at Kasenseli. But I want to warn that those involved in illegal activities will not left scot free because they are depleting the resource which is meant to earn the country revenue,” Mr Mapulanga said.

order that the pending disciplinary actions against the petitioner are illegal by reason of being in violation of Articles 11 (b), 18, 20 and 21. In this matter, Mr Mweetwa has cited the Attorney General Likando Kalaluka as the respondent. In his petition filed in the Lusaka High Court yesterday, Mr Mweetwa stated that on July 10, 2020, the Speaker rendered a ruling on the point of order raised by Ms Jean Kapata that he allegedly attacked the persona of the Vice President Ms Inonge Wina on the a diamond Television program and found the petitioner to have been out of order, in breach of Parliamentary privilege and in contempt of the House and therefore decided to admonish him as punishment for the same. He however declined to apologise for the same because he believes that his (Mr Mweetwa) reaction to the statement by the Vice president was in enjoyment of his freedom of expression, assembly and association as guaranteed in the Republican Constitution.
ITS evil and treachery of the highest order for a citizen to deliberately dent the image of their own country with half-baked information, Minister of Lands and Natural Resources Jean Kapata has said. Ms Kapata observed that some desperate politicians were going round to foreign donors, denting the reputation of the country by celebrating the country's debt position and manipulating the information to suit their agenda. “These are evil, Satanic and don't deserve a place in Zambia,” she said. Ms Kapata questioned which country disgruntled politicians would rule if donors act on their evil desires. “Where are they going to be leaders from? If the people are going to be subjected to bad conditions such as hunger among others. “Take a leaf from Kenya, where the country through its finance minister came out by accepting that the country was equally facing similar problems, but the opposition never came out to celebrate,” she said. RIGHT MOVE GOVERNMENT should be commended over the swift manner in which it has handled the case involving the 19 councillors from the Kitwe and Lusaka city councils implicated in illegal land deals. Just as the government had warned, that the alleged culprits would face the wrath of the law, the public could ease a sigh of collective relief that the people implicated would have to defend themselves. The issue has been handed over to the Anti-Corruption Commission (ACC) for further investigations. Local Government Permanent Secretary, Ed Chomba, said in an interview on Monday that the matter had been handed over to the ACC. "I can confirm that the case was handed over to the Anti- Corruption Commission and we are waiting for them to complete investigations so that we can pick it up from there," Dr Chomba said. Indeed, the public are keen to see how far the case will go. The 19 councillors – 12 from Kitwe and seven from Lusaka - who have been handed over to the ACC were identified as having been involved in illegal allocation of land after investigations by an adhoc committee set up by the Minister of Local Government Dr Charles Banda. Dr Banda, disclosed that investigations by ad hoc committees had revealed obvious illegalities in the allocation of land by some councilllors. The adhocl committees were set up after the minister suspended the Kitwe and Lusaka city councils for 90 days in July to allow for investigations into illegal land deals. These two councils as the government once said went overboard in which illegal allocation of land was rife. In fact, some cases are pending in the courts of law. The ACC should therefore not disappoint the public but ensure that it investigations are thorough. We realise though that the councillors who have been implicated are innocent until they have been convicted in a court of law. What the nation expects however is that the outcome might lead to sanity returning to councils throughout the country in the manner they administer land. Local authorities, particularly councillors, have been found wanting and often associated with illegal allocation of plots. This has led to cities and towns losing their beauty through the construction of illegal structures. In residential areas, open spaces that were left as play parks have disappeared as greedy developers helped by some councillors have grabbed the plots and build houses on them. On Monday, Dr Chomba warned that Government would not allow illegalities in land allocation and any officers found wanting would be dealt with accordingly. By reporting the 19 councillors to the ACC, Government is showing that the fight against corruption is not just mere rhetoric, but a serious undertaking to make public servants accountable for their actions. The end result will be that people will have confidence in the local government system as opposed to now when all councillors, including workers are regarded as being corrupt.

‘No Zambian truck was burnt’ By SILUMESI MALUMO
NO Zambian trucks have been burnt in the recent spate of violent protests in South Africa against foreign drivers, Zambia’s High Commissioner to South Africa Major-General Jackson Miti has said. Maj-Gen Miti said speculations circulating on various media platforms that four Zambian trucks had been burnt, were not true. This was contained in a statement issued by First Secretary Press and Public
Relations at Zambia’s High Commission in South Africa Naomi Nyawali. He said that during the period of violent protests, Zambian drivers were advised to park their trucks until the situation normalised. Maj-Gen Miti said the mission in Pretoria was making efforts to safeguard the Zambian drivers togeth er with their properties. He emphasised the need for the Zambian drivers traveling to and from South Africa to be vigilant on the roads for their safety. Maj-Gen Miti further ad-
vised the Zambian media and the public to get accurate updates on the situation from the mission or the Ministry of Foreign Affairs to avoid being given fake news. South Africa has recently experienced violent protests in which 30 foreign trucks burnt in some parts of the country, particularly in KwaZulu-Natal province. President Cyril Ramaphosa has since condemned the violence against foreign nationals and vandalism affecting the road freight industry.
200 pupils cheat death By PETER SICHALI
OVER 200 pupils at Isoka Boys STEM School yesterday cheated death after a hail storm blew off the roofs dormitories they were sleeping in following heavy downpours. No pupil was injured in the incident. Isoka District Education Board Secretary Malango Sichilima said the situation has forced education authorities to close the school two days before the official closing day for non-examination classes. Mr Sichilima said the heavy rains characterised by strong winds blew off one dormitory while partially affecting nine other dormitory blocks. “We experienced a calamity yesterday in which a strong wind destroyed some infrastructure at Isoka STEM School and this has affected about 200 pupils in terms of accommodation, therefore the school management has decided to close on Wednesday for pupils in non-examination classes,” Mr Sichilima said. Mr Sichilima said the hailstorm also affected a classroom block at Michael Chilufya Sata Girls’ Secondary School that is currently housed at Isoka Boys, a metal work workshop block and the kitchen. “Michael Chilufya Sata Girls’ Secondary School is currently under construction and
the school has been given two classroom blocks out of which one has been affected making it difficult to observe social distancing,” he said. And Isoka Boys Secondary School Parents Teachers’ Association Chairperson Clement Kipumbu has appealed to well-wishers to come on board to help renovate the school. Meanwhile, Micheal Chilu-
fya Sata School head teacher Sister Cecilia Chaponda has appealed to government to speed up completion of the school which is currently at about 80 per cent completion. Sr Chaponda said pupils are overcrowded due to inadequate classroom space at the school. She said the school has only four classrooms for pupils from grade 8 and 9.
Chimwemwe Member of Parliament Mwila Mutale, condemned the incident, but was happy that police had launched police investigations into the matter. "The problem I have found is that the kits were left with no one to guard it. Both the registration officer and the police officer knocked off minus securing the kit or leaving any one to guard it,'' Mr Mutale said
Japan pumps US$311, 000 into refugees’ camp By KALOBWE BWALYA
JAPAN has injected over US$311,000 in the local integration programmes of refugees in Maheba Refugee Camp in Kalumbila District, Northwestern Province. This came to light in Lusaka yesterday during the signing ceremony of the grant between the Embassy of Japan in Zambia and the Association for Aid and Relief Japan . During the signing ceremony, Japanese Ambassador to Zambia, Mizuuchi Ryuta said the grant is within the framework of Japan’s Grant assistance implemented by Japanese Non-governmental Organisations. Mr Ryuta has since praised Zambia for its initiative not only to host refugees, but to also integrate them locally as a way of restoring their dignity. Mr Ryuta expressed delight that association for Aid and Relief -Japan , a Japanese NGO is supporting Zambia in its endeavour to locally integrate refugees. And Association for Aid and Relief -Japan Coordinator Takahashi Kazune said her organisation using the $311,000 grant would provide agriculture inputs and churn out farming skills among Maheba Refugees being integrated in Kalumbila District. Ms Kazune said the integrated refugees would further be empowered with market research skills. Association for Aid and Relief Japan has been rendering assistance to Maheba Refugees since 2017.

ZRA INNOVATES E-PLATFORM TO DEAL WITH CLEARING AGENTS By BUUMBA CHIMBULU THE Zambia Revenue Authority (ZRA) has developed a system which will allow importers and exporters to appoint and disengage Customs Clearing Agents to act as their representatives to Customs on an electronic platform. The new system will be piloted from December 7, this year to the end of March, 2021 before becoming mandatory in the second quarter of 2021. ZRA acting Corporate Communication Manager, Robert Zawe, said the organisation was implementing the Clearing Agents Management Module, on the Customs Electronic Licensing System on the ASYCUDAWorld system. Mr Zawe explained that this was aimed at plugging off Tax Payers Identification Number (TPIN) abuse by
T
some Clearing Agents “The module comes with various benefits to importers and exporters, ZRA and the Government. “These benefits include mitigating TPIN abuse, reducing Customs fraud by unscrupulous persons, reducing debt stock on the part of ZRA and ultimately reducing revenue leakage,” he said.
he build up to the 2020 Manufacturers week was exhilarating, exciting and the Zambia Association of Manufacturers worked tirelessly to make the Week a success and the theme “Economic Recovery Through Innovation and Resilience” a reality. The week was flagged off with a broadcast launch by the Minister of Commerce, Trade and Industry Hon. Christopher B. Yaluma on Sunday 22nd November on ZNBC. He urged all Zambian citizens to actively participate in the Week’s activities. The Minister hit the head on the nail when he appealed to Zambian consumers, to “think local first” and buy Zambian products. “Only through your participation in actively purchasing local products will Zambia achieve its goals of industrialization and generate the intended spillovers that support sustainable employment creation and economic growth” the Minister said. On Monday 23rd November, the Minister of Commerce Trade and Industry was with the Manufacturers again, at the Launch of the ZAM Secretariat and the signing of the MOU with ZABS. His unwavering support to the sector was pronounced in his speech where he made mention that the Government attaches a lot of importance to the manufacturing sector in Zambia. More importantly, the Minister recognized that achievement of the Vison 2030 targets requires the development of a resilient and innovative manufacturing sector. And pledged his support to the business community through a conducive business environment, Government policy and business development services. Manufacturers were urged by the Minister to ensure that their manufactured products were well-packaged and of high quality to increase the percent share of manufacturers in total merchandise exports to 71%. He regretted that there had been a lot of cases of TPIN abuse by some people who were avoiding paying Advance Income Tax (AIT). Some people, he said, were perpetuating fraud such as smuggling and under-declarations to enjoy tax relief available to Public Benefit Organisations (PBOs) and diplomatic missions.
He said the module, the latest innovation from ZRA, was aimed at making improvements in service delivery to its stakeholders. Mr Zawe said it also aimed at protecting members of the public from having their TPINs abused by unauthorised service providers. He stressed that ZRA was currently on an innovation drive to improve service delivery as well as customer experience. “The change comes as a legal requirement under Section 184 of the Customs and Excise Act, Chapter 322 of the Laws of Zambia. “To deal with the change management component of the innovation, a team of ZRA officers is currently visiting all the Customs borders to engage with Clearing Agents and taxpayers in order to educate them about the change,” Mr Zawe said.
EMIRATES’ footprints have significantly reduced due to Covid-19 and it will take a while for the airline to recover to pre-Covid-19 levels. This is according to Emirates Zambia Country Manager, Mohammad Bin Hafiz. Mr Hafiz regretted that Emirates had faced the difficult task of reducing costs like many businesses worldwide. He said while Emirates had slowly restarted operations wherever it was safe and commercially viable, its footprint currently was significantly smaller than before. Mr Hafiz in a response to a press query indicated that it would take a while for Emirates to recover to preCovid-19 pandemic levels. “Like any responsible business, we must rightsize our workforce in line with our reduced operational requirements. “Our people have always been a big contributing factor to our success, so this is not an action that we relish, nor one that we take lightly. We continue to take every possible action to reduce costs, restore revenue streams, and preserve jobs,” he said. On COVID-19 safety measures put in place by Emirates, Mr Hafiz said a number of them had been

As the Top Sponsor in the Platinum category, the Trade Kings Group Director Mr. Lux Subramaniam said that ZAM had continued to be a great help in policy advocacy and was an all-weather partner to them and on this account they were happy to be the top sponsor giving sponsorship, donations and media support worth K150,000. Trade Kings Group was thanked by the ZAM President Mr. Ezekiel
Sekele for their dedication to ensuring that the manufacturing sector in Zambia was growing. Their resilience and innovation was praised and they were urged to work with macro, small and medium enterprises to help them grow and learn from them. ZAM wishes to thank Trade Kings for their continued support to the Association. The Buy Zambia Expo was launched by his Excellency President Edgar Chagwa Lungu on Wednesday 25th November at
the East Park Mall. In a speech read on his behalf by the Commerce Minister, the President reiterated that the Expo was important because it created a platform for exchange of innovative ideas between the local manufacturers, service providers and the consumers. The Head of State urged all Zambian companies, to subscribe to the Proudly Zambian Campaign which is currently run by ZAM but a brainchild of the Ministry of Commerce. Many Zambian manufacturers exhibited and showcased their products to the public at the Expo. On Thursday, the Innovative Manufacturers Business Conference happened. The intellectual discussions were though provoking and mind boggling as it was revealed that out of a scale of 131 countries, Zambia was ranked 122 as the 9th least innovative country. Was this because Zambia was not innovative? No. It was more so because innovators in Zambia have not been registering their ideas, products, processes etc etc. And so, the Conference saw lessons around ideation, how to standardise and commercialise it and more importantly protect it from vices such as illicit trade. Manufacturers were also tipped on metrology regulations, business licensing on

He said these included the distribution of complimentary hygiene kits containing masks, gloves, hand sanitiser and antibacterial wipes to all customers. Emirates, Mr Hafiz said, had also included personal protective equipment for all our boarding staff and enhanced cleaning on board to reduce the risks of infection. “In addition, the advanced HEPA air filters cleanse the air throughout the flight, and remove 99.97 percent of viruses and eliminate dust, allergens and germs from the cabin air for a healthier and safer on-board environment. “After each journey and on landing in Dubai, each aircraft goes through enhanced cleaning and disinfection processes to ensure safety and proper sanitation,” he said. Mr Hafiz also said Africa was a key market for Emirates, and that over the years Emirates had seen it grow significantly. “An important factor in that growth has been the opening of markets and economies, with people now being able to connect smoothly and easily across the world, whether for business or tourism. Emirates has played a role in facilitating that economic growth,” he said.

Kenya Airways resumes direct flights to New York NAIROBI - Kenya Airways (KQ) has resumed nonstop flights from Nairobi’s Jomo Kenyatta International Airport (JKIA) to New York City John F Kennedy Airport. The weekly non-stop flight resumed on Sunday, November 29 after Covid-19 imposed break, with customers who book tickets before December 10 offered discounts. “The New York-Nairobi route is key toward rebuilding and reconnecting our global network as we see great signs of optimism in the recovery of air travel since we resumed flights in July. This optimism is also driven by the easing of restrictions for both transit and inbound passengers in Kenya as well as the robust health and safety measures that are in place to protect them and our staff,” said Allan Kilavuka CEO Kenya Airways. With the Christmas season around the corner, it is expected that people will be travelling for the festivities adhering to new travel measures. “The fundamental importance of offering passengers optimal connectivity and reliability
despite the pandemic, and more so during this holiday season cannot be gainsaid. We are excited to offer more travel options with global connections, bridging long distances, and physically bringing families and friends together. “We are also proud to enable travel for business and leisure, which have a direct impact on economic growth and job creation for Kenya,” added Kilavuka. The carrier has said that it will ensure that the highest level of sanitation is maintained, that each flight will be fitted with sanitiser stations and there will be limited interaction between crew and passengers. “All the aircraft are also fitted with High-Efficiency Particulate Air (HEPA) filters, which ensures the quality of air onboard is maintained, using a constant filtration and replacement system.” Kenya Airways suspended passenger flights to John F Kennedy Airport in New York City on March 27 2020, with the exemption of cargo and special repatriation flights, due to the outbreak of Covid-19. - THE STANDARD, Kenya.
ZIM ACTIVATES US$100M FOR SOVEREIGN WEALTH FUND
H
ARARE - An equivalent of US$100 million has been set aside in the National Budget to operationalise the Sovereign Wealth Fund (SWF), established about five years ago to build reserves for long term savings, Finance and Economic Development Minister Professor Mthuli Ncube has said. SWF is a State-owned investment fund that is established from the balance of payment surpluses, official foreign currency operations, the proceeds of privatisation, government transfer payment, a fiscal surplus and resource earnings. Zimbabwe passed a law in November 2014, the Sovereign Wealth Fund of Zimbabwe Act and subsequently set up a SWF in 2015, but funding shortages hampered operationalisation of the fund. Prof Ncube said the broader objective of the fund is to build reserves that will facilitate investments for future generations, support socioeconomic development programmes as well as fiscal or macroeconomic stabilisation. The fund was to be primarily funded by 25 percent of royal-

ties from mineral exports and special dividends on sales of diamonds, gas, granite and other minerals through the Zimbabwe Mining Development Corporation. “The fund now needs to be capacitated in order to perform its functions,” said Prof Ncube in the 2021 National Budget presentation. “In this regard, Government has set aside resources equivalent to US$97.5 million to capacitate the fund and ensure its objectives are achieved,” he added.
Many of the countries that use sovereign wealth funds have economies that are heavily reliant on one source of income, for instance oil revenues in Norway and the Middle East, according to a 2017 World Economic Forum report. The investments made through the SWFs are effectively a way for those countries to diversify and become less reliant on a single stream of income. Norway, home to the world’s biggest SWF, is a significant producer of crude oil and began using a SWF for investments in
1996. Its mission is to build up wealth for when the oil and gas reserves run out and revenues dwindle. Norway’s SWF has grown to become one of the world’s biggest investors in stocks, owning nearly US$1.2 trillion worth of assets. It owns shares in over 9, 000 companies worldwide including Apple and Microsoft, according to the Sovereign Wealth Fund Institute. In Africa, countries are racing to establish SWFs. South Africa plans to use money from mining royalties to establish a US$$2 billion sovereign wealth fund. Djibouti created a sovereign wealth fund and is targeting contributions of US$$1.5 billion within a decade. The fund will target investments locally and neighbouring countries in the Horn of Africa. Mozambique has also proposed model for a sovereign wealth fund as it prepares to reap as much as US$96 billion - more than six times the size of its current gross domestic product - from liquefied natural gas projects, according to media reports. – THE HERALD, Zimbabwe.
SA retailers turn from China to source local clothes Biden picks diverse team of top economic advisers JOHANNESBURG - South African retailers including The Foschini Group and Woolworths are increasing investment in local clothing manufacturers - both to reduce a dependency on Chinese imports and secure a supply chain thrown into disarray by Covid-19 restrictions. The companies have signed up to an industry plan that includes a target to source 65 percent of their goods from local manufacturers within the next decade. While progress toward the goal varies per chain, the spread of the coronavirus has sharpened their collective focus. The pandemic caused “such disruptions to the supply chain that everyone’s sitting back and saying do we ever really want to be that reliant on China ever again?” TFG Chief Executive Officer Anthony Thunström said in an interview. “I think the penny’s dropped and retailers are looking more and more to buy locally.” The initiative comes as South African President Cyril Ramaphosa looks to revive a manufacturing industry that’s deteriorated since the lifting of apartheid-era sanctions two decades ago, which enabled companies to seek cheaper alternatives from overseas suppliers. Re-establishing the sector
would help achieve a goal of creating jobs, easing an official unemployment rate that’s at a 17-year high. “As South Africa opened to trade in the late 1990s, China came in and decimated the market as cost was the only dictating factor,” said Lawrence Pillay, head of sourcing at Woolworths. “But the world has changed radically and there is now so much more than just the cost. Sustainability, carbon footprints, challenges of logistics all of these factors are going to force a rethink.” Yet opening new factories during a pandemic won’t be easy. The industry’s decline has
South African factories South Africa won’t manage to revive the industry in full because local retailers “can’t replace all the product ranges,” added Lulama Qongqo, an analyst at Mergence Investment Managers in Cape Town. led to a shortage of skills, training and raw materials, meaning significant up-front investment will be required to eventually wring savings from shorter lead times and cheaper transport costs. That’s at a time where consumer confidence is low, putting retailers on the back foot. “There are certain products, like heavy winter jackets, that we just don’t have the materials and skills in South Africa to yet produce,” Thunström said. South Africa won’t manage to revive the industry in full because local retailers “can’t replace all the product ranges,” added Lulama Qongqo, an analyst at Mergence Investment Managers in Cape Town. TFG, which sources about 22 percent of its apparel locally, has hired 550 more workers across two South African factories this year and sees the potential to add several thousand more, according to the CEO. While South Africa works to revive its clothes-making industry, nearby countries such as Mauritius and Madagascar are also adding to their capabilities. The steps taken by those island nations are good examples of how self-sufficiency in the industry can be achieved, according to Woolworths’s Pillay. – BLOOMBERG NEWS.
WILMINGTON, Delaware - President-elect Joe Biden named former Federal Reserve Chair Janet Yellen as his Treasury secretary nominee on Monday, and named three women to other top economic posts, setting the stage for a more diverse White House. While Biden’s transition to the presidency on Jan. 20 appeared to be hitting its stride, he himself was hobbling after fracturing his foot while playing with his dog on Saturday and will wear a protective boot for several weeks, his doctors said. The incoming administration has been hampered for weeks by Republican President Donald Trump, who has refused to concede to Biden, a Democrat. Trump has said without providing evidence that the November 3 vote was fraudulent, claims that state and federal election officials have dismissed. Biden named leading members of an economic team that will have to combat the crushing blows to workers and businesses from the coronavirus pandemic, which has killed more than 266, 000 people in the United States in nine months. In contrast to Trump, who largely picked white men for key positions, Biden’s early appointments were shaping up to be highly diverse, including an all-women senior communications team unveiled on Sunday night. He named campaign spokeswoman Kate Bedingfield as White House communications director and veteran Democratic spokeswoman Jen Psaki as press secretary. “This team looks like America and brings seriousness of purpose, the highest degree of competency, and unwavering belief in the promise of America,” Biden said in a statement. “They will be ready on day one to get to work for all Americans.” Yellen, 74, chaired the U.S. central bank from 2014 to 2018 and had served as the chair of President Bill Clinton’s Council of Economic Advisers. On Twitter after Biden announced her nomination Yellen underscored the challenges facing the United States. “To recover, we must restore the American dream - a society where each person can rise to their potential and dream even bigger for their children. As Treasury Secretary, I will work every day towards rebuilding that dream for all.” - REUTERS.

Kudos to military police for arresting fugitive army officer Dear Editor, MILITARY police officers last Saturday arrested the fugitive Zambia Army officer, Lieutenant Nigel Mwaba at Lusaka’s Memorial Park. Lt Mwaba, aged 33 is alleged to have brutally murdered Dr. Tasila Tembo, a medical doctor on October 24, 2020. Lt Mwaba and Dr. Tembo were in a relationship and they cohabited at the latter’s home in Lusaka’s Meanwood Ibex Hill residential area. The couple on October 24, had an altercation. They were seen by the neighbours seen driving off around 16:00 hours. The relatives to Dr. Tembo later reported the matter to police upon realising that she didn’t return home.
The police found the body of Dr. Tembo in a decomposed state buried in Mikango Barracks’ area. Lt Mwaba after allegedly murdering her went into hiding. However, the gruesome death traumatised the relatives of Dr. Tembo. This is because they didn’t expect their relative to die in such a horrible manner. The late Dr. Tembo was the breadwinner for her family. Dr. Tembo formerly worked at the Ministry of Health headquarters; she was buried on October 28 at 16:30 hours. Her alleged killer, Lt Mwaba was arrested on November 28 at 16:30 hours at Memorial Park. What a coincidence? Whatever Lt Mwaba went to do at the graveyard is best known to himself. The military police officers have done a commendable job of arresting Lt Mwaba in connection with the death of Dr. Temboafter being at large for over two months. Justice should prevail in the murder of Dr. Tembo. ELEMIYA PHIRI, Lusaka.
RESIGNATION OF PARTISAN PUBLIC SERVANTS NECESSARY FOR AN ORDERLY 2021 TRANSITION
Dear Editor,
W
E welcome the directive by Secretary to the Cabinet Dr Simon Miti to compel the resignation of civil servants from the public service by November 30, 2020. We also endorse the guidance by PF Secretary General Davies Mwila that the party will not entertain civil servants, employees of Government agents and employees of parastatals who will tender in eleventh hour resignations contrary to the directive given by the head of the civil service. We have studied the Constitution and the relevant legislations. From that end, our preliminary thought is that the ambiguous nature of the Constitution is what to some extent made the critics of the government question the accuracy of the guidance. We do not doubt the legal weight of the circulars in the interpretation of the Constitution and the law. For
the ardent readers of the law, they are well informed that in the cases of Stephen Luguru v. Attorney General (1999) and Wynter Kabimba v. Lusaka City Council and Another (1997), our own Courts attached legal weights to circulars in arriving at their decisions. We also feel that the guidance as per Dr Miti’s circular is well grounded because the Constitution gives no time limit and in arriving at the directive many public policy considerations and it has to be balanced with the ambitions of the individuals seeking public office. However, we will not pursue this argument any further as we do not want to ignite any speculative debate on this subject let alone when we decide to take the matter to the Constitutional Court for authoritative interpretation. As regards the directive, we do not fault the Secretary to the Cabinet or the proponents of his directive and as that is one of the ways of bringing
about stability in the civil service in facilitating the transition after the much anticipated
elections. If civil servants were given until May, 2021, we would
foresee a situation where the affairs of the government would grind to a halt. Remember the circular also apply to the persons deployed in the Foreign Service, employees of the quasi-Government departments. Resignations are therefore a better way of guaranteeing stability and an orderly transition. Assuming the Boards of directors for parastatals massively tendered their resignation in May, 2021, how will the vacancies be filled? We say so in light of the new Constitutional order which require the technical dissolution of Cabinet upon the dissolution of Parliament. After May, 2021, there will be no Cabinet to approve the appointment of the Board of directors for the parastatals. We therefore feel that if resignations are tendered now, there is enough room for cabinet to find suitable replacements. To stress a point further, if civil servants and employees of parastatals had until the
last day to submit their resignations, it is a fact that officers with political ambitions will compromise the quality of public service delivery. We are likely to have civil servants and employees of the parastatals frustrating the implementation of Government programmes to promote their political ambitions. Further, top Government officials have certain privileges which can be abused to pursue their political ends. This is likely to create an uneven political playing field as they will have an unfair advantage over other political competitors. It is prudent that Government resources are not abused to further personal ambitions. We therefore wish to support the decision which has made as it at looked at the greater benefit of the society. The Constitution maybe silent on the timeframe but this must be looked at with other interlinked issues. MARVIN CHANDA MBERI, Youth Rights Activist, Lusaka.

A THOUSAND REASONS TO REGISTER AS A VOTER! government to be unfair and rigged. The reason why Trump defeated Hilary Clinton in 2016 is that there was voter apathy in counties where the Democratic Party is strong and the Grand Old Party (GOP) or Republican Party took advantage of that. This year’s American election turnout has been reported to be the best in American history. A total of 146 million voted, that is 76 million for the victor Joe Biden and 70 million for the losing candidate Donald Trump. The apathy that put Trump into office is what we Zambians should avoid by going to register to vote in 2021. Some sceptics might say we are not America, no democracy is the same and there are a thousand reasons why we should all register to vote. We each have our own views and complaints about the politicians who are fighting for power. For me I am worried about the security of the pensions of

FAKE RECRUITMENT AGENTS EXPOSED By ANDREW MUKOMA
Z L/stone HIV infections drop By ANDREW MUKOMA THE prevalence of HIV infections in Livingstone has slightly reduced because of enhanced measures and efforts from stakeholders and partners. Livingstone District Aids/ AIDS Taskforce Committee vice chairperson, Simata Munembo, said that the prevalence rate stood at 25.3 per cent. Mr Munembo said that people passing through Voluntary Counselling and Testing centres had increased symbolizing the reduction. This is contained in his statement to mark the 2020 World AIDS Day which falls December 1, each year. Mr Munembo said that all this had been as a result of combined efforts from Government, cooperating partners, NGOs, faith based organizations, Community volunteers and the private sector. He said that the Livingstone District AIDS Taskforce had taken a multi-sectoral approach in the HIV response with the help of all local stakeholders. This, he said, had been done through coordinating the responses in various interventions all aimed at mitigating the impact of the pandemic.
Mr Munembo observed the need to create empowerment and engagement programmes that would deal with gender inequality, believed to heighten adolescent girls vulnerability to HIV infections in communities. "Stakeholders should discuss how to change harmful gender norms and inequalities that increase the risk of HIV infections and Gender Based Violence," he said. Meanwhile, Livingstone District Commissioner Pascalina Musokotwane said that Covid-19 potential to ruin the achievements that had been made so far in the reduction of the HIV prevalence in the District. Ms Musokotwane said this was so because of the number of new Covid-19 positive cases which had been recorded in the past few days. She said that if people did not adhere to the Covid-19, the pandemic had potential to cause health challenges. Ms Musokotwane said that Livingstone had recorded a high number of positive cases in the last few days, hence the need for members of the community to adhere to the guidelines. She was speaking when she graced this year's World AIDS Day held at the Civic Centre being commemorated under the theme "the future is our responsibility, let's take action now".
Senior citizen builds mourners’ shelter A SENIOR citizen in Mwinilunga has built a mourners’ shelter at the district hospital. Abel Lukanganyama decided to contribute to the community using his resources as a way of supplementing Government’s effort in the delivery of social services. Mr Lukanganyama has thus called on citizens to be patriotic through making personal contributions towards various needs in their communities. He called on others to emulate the gesture by giving to the community, amenities that could supplement Government’s effort. He said individual contributions to the community would reduce dependence on Government to address even small issues that could be done by individuals from personal resources.
Mr Lukanganyama said he felt compelled to build a mourners’ shelter at the hospital mortuary because of challenges people in the area go through as they collect bodies of their beloved ones, especially during the rainy season. He added that using his resources, he had also embarked on constructing a cultural village as a recreation facility for people in the area. “I stay here and I have seen the needs of the people around here where we are lacking as a community. So the mourners’ shelter was not there from time in memorial. “It has never existed and because of people suffering during rainy season when escorting their beloved ones, that is what gave me a heart to come up with this mourners’ shelter,” Mr Lukanganyama said.
AMBEZI River Authority (ZRA) has unearthed a scam in which some scrupulous people are going round some communities in Zimbabwe to dupe suspecting job seekers on a fake recruitment scheme. The fraudsters are duping innocent members of the community that ZRA is recruitment people to work at the long awaited Batoka Gorge Hydro-Electric Scheme (BGHES). According to ZRA, the scam was unearthed during the on-going Environmental and Social Impact Assessment (ESIA) disclosure process for the BGHES) which was expected to come to an end on December 11, this year. ZRA Chief Executive Officer, Munyaradzi Munodawafa, announced the development in a statement released to the Daily Nation in Livingstone. Mr Munodawafa cautioned community members to be warry of the scrupulous people.
He said he was shocked to learn about the illegal registration of workers for the BGHES project adding that it was taking place in some riparian communities within the project area in Zimbabwe. He said that people purporting to be recruitment agents were illegally registering and collecting money from unsuspecting members of the public especially in Hwange, Jambezi and in some villages and townships. “Consequently, inhabitants of the said riparian communities are advised to be vigilant and guard against these malicious persons whose intent is to swindle them out of their hard-earned income. “Such individuals should be reported to the nearest law enforcement agencies. The Authority has not and will not appoint any recruitment agents for purposes of recruiting workers on its behalf or indeed on behalf of the Developer,” he said. Mr Munodawafa added that all employment opportunities for professional, skilled and unskilled would be publicized

through the mass media and traditional leadership in the project area when the project construction works approach commencement. “As a bi-national organization, the Authority remains committed to ensuring that the peoples of the Republics of
Zambia and Zimbabwe draw equal social and economic benefits from the development of the BGHES project without exploitation of any citizen, without exhibition of favouritism and without infringement of human rights whatsoever,” he said.

Vanquished Ngazi coach hails NAPSA Stars By MUKWIMA CHILALA COMOROS’ Ngazi FC assistant coach Issa Ahaunoid has spoken highly of his opponent Mohamed Fathi and his team NAPSA Stars for being a tactically better side. NAPSA beat Ngazi in Sunday’s Confederations Cup first round preliminary first leg fixture played at the Stade de Marouzini Stadium in Moroni. Despite dominating possession in the first half of the game before losing it in the latter part of the game, Ahaunoid notes that his team lost to a team which was tactically a better side. Ahaunoid said his team lost the game because they did not know much about their opponents and that they proved to be a better side in the second half of the game. Fathi made two tactical substations in the second half of the game bringing in Emmanuel Mayuka and Danny Silavwe that changed the course of the game to which his side went to win 5-1. But Ahaunoid could however not rule his team out and said that they will fight to the end of the game in Zambia during the return leg.
Under-20 seek AFCON slot “Football is always about pressure and it is good sometimes but the most important thing is even with pressure as the technical bench we know we are going there to defend the trophy and it is our wish that we will make the country proud and qualify to the Africa Cup,” Mutapa said. “The expectations are high but fans have to understand this is a developmental side and the most important things is to qualify and win the cup,” he said. And 19-year-old veteran under-20 captain, Prince Mumba who has featured in three Cosafa Championships said the junior Chipolopolo will have to work hard to defend the title. Zambia will open its campaign at the Cosafa on December 4 against Namibia before facing Comoros three days later. The final group match will be against the junior flames of Malawi on December 9. Only the top team in each pool and the best placed runner-up advance to the semifinals, with the two finalists qualifying for the continental finals next year.

SA army to help police deal with attacks on trucks J OHANNESBURG - Police in South Africa have asked the army in the country to help them curb a rapidly escalating series of attacks on truckers on one of the region’s major road arteries. There have been numerous attacks on trucks along the key road linking greater Johannesburg and Durban, on South Africa’s south-eastern Indian Ocean coastline. In the last week alone, over two dozen trucks have been destroyed and at least one driver murdered, with others assaulted and threatened. There appears to be multiple factors involved, including desperation on the part of unemployed local drivers, xenophobia towards foreign drivers and what one source described as “modern-day highway robbery.” While almost every truck illegally stopped has been
burnt, most appear to have been looted first, making the distinction between violent protest by disgruntled local drivers and sophisticated organised criminal activity aimed largely at looting
Zim Veep’s estranged wife appears in court on stretcher bed due to 'critical illness' HARARE - The estranged wife of Zimbabwe's vice president was on Monday wheeled into court on a stretcher bed to help back up her lawyers' plea that she is not well enough to stand trial. Mary Mubaiwa's husband, Vice President Constantino Chiwenga, is a retired military general who masterminded the coup that brought the late Robert Mugabe's rule to a dramatic end in November 2017. Reportedly critically ill with an unknown ailment, Mubaiwa was briefly hauled into a Harare magistrate's court where her legal team argued she was not well enough to stand trial for allegedly assaulting a domestic worker. Mubaiwa, 39, whose arms bore lesions and were severely swollen, could barely raise her head, according to an AFP journalist in court. After being transferred
into a wheelchair, the former model sat quietly, attached to intravenous drips and beeping monitors. She did not look up even once during the 20-minute hearing and the gallery was tense. Mubaiwa, who denies all the charges, was also kicked out of her marital home after a court ruled she cannot reside under one roof with her estranged husband. – AFP.
truck contents almost indistinguishable. Hard-pressed and thinly placed police have been unable to slow the truck attacks, with burning hulks of truck remnants left strewn across the highway, an additional hurdle to users of this heavily-trafficked route. Night attacks Most attacks take place late at night, when trucks are more likely to be the dominant traffic type in order to relieve day-time pressure on the crucial route. Consequent to an inability to significantly reduce the attacks, despite some recent arrests, the police service is formally requesting South African Defence Force’s assistance in protecting the key highway. Trucking between the industrial and commercial heartland - which is located in and around greater Johannesburg - and Durban,
accounts for over 47 per cent of all imports into South Africa and around 15 per cent of exports, along with exports from several regional neighbouring states including Zimbabwe, Zambia and others. South Africa’s transport minister said the attacks pose a serious threat to the country and the region and that it will not be tolerated. Local trucking unions and spokesmen, thousands of whom have been put out of work by the country’s weakened economy which has been made much worse by the Covid crisis, insist that only South African drivers be used in any trucking within the country’s borders, regardless of the country of origin of the affected trucks. But South African-owned trucks have also been attacked and local drivers also assaulted and threatened. DAILY NATION, Kenya.

Botswana repatriating jumbos to Angola
GABERONE - Botswana says it is sending thousands of wild elephants back to neighbouring Angola. The country has the largest number of elephants in the world, an estimated 130, 000 of them. But tens of thousands are actually refugees from Angola’s civil war between 1975 and 2002. They are now expected to repopulate and recolonise their former habitat, in southeast Angola. – BBC. ________________________________________________
Election security chief fired by Trump should be 'taken out at dawn, shot,’ says lawyer WASHINGTON - An attorney working on the Trump campaign has said that the former US Cybersecurity chief Christopher Krebs, who was fired by the president for denying the existence of widespread voter fraud in the election, should be "drawn and quartered" and "taken out at dawn and shot." Trump fired Krebs from his role as Director of the Cybersecurity and Infrastructure Security Agency last month after his agency said that the November 3 election was "the most secure in American history," and rejected the president's baseless voter fraud claims. – INSIDER NEWS, US.
Kenya rubbishes Somalia’s charges
NAIROBI - Kenya on Monday said it received no official notice demanding that Nairobi’s ambassador to Mogadishu return home following allegations of interference with the country’s internal and political affairs. Nairobi also rejected the accusations, terming them “unsubstantiated." In a statement, the Kenyan Ministry of Foreign Affairs said it supports Somalia’s rebuilding and cautioned the move could distract Mogadishu’s own
roadmap. “The government of Kenya respects and upholds the cardinal international principles of self-determination, sovereignty, political independence and territorial integrity of all countries, and in particular those in Africa. Kenya’s reaction came after Somalia on Sunday summoned its ambassador to Nairobi, Mohamud Ahmed Nur ‘Tarzan’, for “consultations” after accusing Kenya of interference. Mogadishu also ordered Kenya’s Am-
bassador to Somalia Lucas Tumbo to return to Nairobi. The Nation learnt that the announcement was made after Nur had already arrived in Mogadishu. Nur, the Permanent Secretary in the Somalia Ministry of Foreign Affairs, said on national TV that Kenya had prevailed upon the leader of the Jubbaland state, Ahmed Mohamed Islan Madobe, to renege on a key political agreement. The agreement between federal states and the federal government reached
two months ago concerned arranging indirect elections for MPs at capitals of each federal state. “The federal government of Somalia understands that as a result of the Kenyan government’s political interference in the internal affairs of Somalia, Jubbaland State President has reversed his position on the election agreement that was reached on the September 17 in Mogadishu,” the PS said on Sunday. - DAILY NATION, Kenya.
Sudan confirms, downplays Israeli visit KHARTOUM - Sudan has confirmed that an Israeli delegation visited Khartoum, a week after the mission, a pan-Arab news channel reported. The Sovereign Council, its highest ruling body, sought to play down the importance of the visit, saying it was not political. "We did not announce
it at the time because it was not a major visit or of a political nature," council spokesman Mohamed al-Faki Suleiman told the US-based pan-Arab channel Al-Hurra on Sunday. He said the visit "was of a technical and military nature." Sudan in October became the third Arab country in as many months to
announce a normalisation deal with Israel, after the UAE and Bahrain. Suleiman said "discussions with the Israeli side are on hold as there were political and economic obligations that were not respected," without elaborating. That may have been a reference to Sudan's removal from a US "state
sponsors of terrorism" blacklist, which would need the backing of a vote in Congress. Israel announced on November 23 that it had sent its first delegation to Sudan after the deal on normalisation. But the following day Khartoum denied knowledge of the visit. – AFP.

NUMBA SEEKS REDEMPTION
….as stuttering Zesco take on league tail-enders Kitwe United
Z
ESCO United’s under fire coach Mumamba Numba tedious journey in the MTN/FAZ Super Division continues today when the Ndola giants take on struggling Kitwe United in a week-7 fixture at Garden Park Stadium in Kitwe. Numba who has struggled to settle at Zesco United after recording two, draws, two victories and two defeats will seek his first win in three games after dropping points to Zanaco and Green Buffaloes in the last two matches. The former Zanaco tutor who is under pressure to perform at Zesco will expect his charges to improve upfront where they seem to be having challenges finding the back of the net. With the Christmas break fast approaching, Numba’s target is to collect maximum points in the remaining fixtures to move into the top four. Despite facing a team yet to record a win since the
league commenced, Numba is expecting a tough match against Kitwe United who anchor the Super Division table with one point from four games. However Numba will hope to pick maximum points at Garden Park Stadium without Zimbabwean international, Tafadwa Rusike who has been ruled out as he is still nursing an injury. Young Enock Sakala who rescued Zesco United from recording a consecutive defeat on Sunday will be eyeing for a place in the first eleven after scoring his first goal for the club against Green Buffaloes. In other Super Division matches, unbeaten Buffaloes and Lusaka Dynamos face off at Edwin Imboela Stadium as Zanaco play host to Young Green Eagles at Sunset Stadium in Lusaka. Red Arrows will host Nkwazi in a Lusaka derby at Nkoloma Stadium while, Kabwe Warriors will take on Buildcon who are seeking to bounce back from a 2-1 loss to Lumwana Radiants on Sunday.
Under-20 seek AFCON slot By MICHAEL MIYOBA
THE Zambia under-20 boys have set up base in Port Elizabeth ahead of the 2020 Cosafa championship to run from December 3-13 and is being used as a qualifier for the 2021 AFCON to be held in Mauritania. And speaking before departure for South Africa yesterday, Under-20 coach Perry Mutapa said the team’s target is to defend the COSAFA and qualify for the 2021 Youth Afcon in Mauritania. Perry, the Young Brother to Osward Mutapa who won both the Under-17 and Under-20 Cosafa championships last year said despite being under pressure, the team would fight to defend the COSAFA title. Mutapa said the team has prepared adequately for the games in South Africa, the host country for the regional youth championship. To PAGE 15
