STOP IGNORANT TALK AS the country grapples with the threat of the Covid-19 second wave amidst talk of acquiring emergency vaccines, the last thing people want to hear are misleading statements. The Ministry of Health spokesperson Dr Abel Kabalo is therefore right to have cautioned Dr Nevers Mumba, president of the Movement for Multi-Party Democracy (MMD) against commenting on issues he does not understand. The MMD president says the government should not rush to receive and administer the Covid-19 vaccine before knowing its long term side effects. In his New Year message, Dr Mumba said the government should not take the Covid-19 vaccine until local labs and researchers certify that they were safe for Zambians. We do not know whether Dr Mumba was speaking from an informed position or merely politicking. But from experience, we can safely say that he was politicking for he ought to know better the rigorous process that medicines go through before they are approved in Zambia. This is a mandate carried out by the Zambia Medicine Regulatory Authority which to our knowledge has been doing a good job. In fact, it is not only the Zambian government that ensures they are tested, but the World Health Organisation (WHO) to which Zambia is an active member. Dr Mumba must not try to show that he cares more about the health of Zambians than the experts in the field. As Dr Kabalo explained, the Covid-19 vaccines had been approved by WHO to be safe, effective and will save lives. He said it was also Government’s priority to conduct a rigorous scientific review of the available medical evidence to assess the safety of any vaccine before importing it. The world is facing a health crisis and Zambia is not an exception. Just on Wednesday, Health Minister Dr. Chitalu Chilufya announced the new strain of the pandemic, adding that the mutated virus isolated in many of the cases detected in December 2020 causes more infections and spreads faster. And in an effort not to cause panic in the country, President Edgar Lungu assured that a number of Covid-19 vaccines will be available this year in his New Year’s eve address to the nation. President Lungu was quick to also warn that despite the discovery of the vaccines, people must not lower their guard against the pandemic which has claimed more than 300 lives. If Dr Mumba wants to be relevant in the nation, he must be addressing issues that will help bring stability in the country. If anything, he should be talking about the importance of continuous observance of health guidelines. As it is, no one will take him seriously when he comments on issues that even the average person on the street has a better understanding of. After his recent escapade in the Democratic Republic of Congo, the best he could do is to keep a very low profile than draw attention to himself and end up as a laughing stock.

After Argentina defaulted in the middle of negotiations with its bondholders, Zambia’s ability to fix what the Finance Minister, Dr Bwalya Ng’andu, had earlier called the country’s “over-ambition in terms of borrowing” was seen as the next big test of a sovereign borrower’s response to the Covid-19 pandemic.
WHAT’S BEHIND THE ECONOMIC RECOVERY PROGRAMME?

REFERRING to President Edgar Lungu’s recently launched 2020-2023 Economic Recovery Programme (ERP) of various fiscal and monetary measures to be implemented to mitigate socio-economic impact adversely caused by the Covid-19 pandemic, brings us on to the thought-provoking question: What’s behind the ERP, besides its wellarticulated objectives? These objectives include restoring macroeconomic stability; attaining fiscal and debt sustainability; dismantling the backlog of domestic arrears; restoring growth and diversifying the economy; and safeguarding social protection programmes. The strategies will be driven by structural and legal reforms aimed at rekindling Zambia’s reputation as a safe investment destination, to make the economy better withstand external shocks, and to diversify the export base. Yet reactions to the ERP and its strategic objectives range from vague optimism to outright scepticism across the country’s political divide. Opposition politicians regard it as a ploy aimed at trying to revive the ruling Patriotic Front’s sagging fortunes, given the August 12 elections. Whatever the outcome of these claims, the ERP will be implemented with one eye firmly on the external debt and fall-out from domestic arrears across all government wings and private sectors. Clearly though, Zambia faces formidable hurdles to regain economic stability. The country needs an economic reform programme that will reduce debt, reform taxation to ensure the primary fiscal balance improves, cut spending, shed dead weight from parastatal balance sheets as a move towards complete privatisation, and make the mining sector more attractive to local and foreign investments. As Zambia embarks on an attempt to restructure billions of dollars in debt, investors are watching closely to assess whether distressed emerging market economies, weakened by the Covid-19 crisis, will be able to negotiate deals with creditors. Before the pandemic, Africa’s second-biggest copper producer had consistently deflected long-running concerns over the rapid growth of its US$11 billion external debt and the
large share, or about one-third of that is owed to China. One wonders if China can be expected to stick by Zambia in these rough economic times – and what Zambia should do in return. But the appointment of the advisory services French company Lazard Freres to advise the government on “liability management” signalled that a restructuring was on the way. Zambia’s annual debt obligations are much lower than Argentina and Lebanon – both also receiving advisory services from Lazard – meaning restructuring negotiations should be easier. But the country’s unsustainable debts had long blocked it from receiving loans and oversight from the International Monetary Fund (IMF) that left it more vulnerable. Even before the Covid-19 outbreak, the government was struggling to keep up with payments on its Chinese loans and US Dollar bonds, which each represent roughly a third of Zambia’s external debt. Previously high rates of economic growth had slowed as Zambia’s mineral exports had become increasingly erratic. The situation worsened since the global Covid-19 slowdown. Prices for copper, Zambia’s main export, had fallen, leading to a collapse in the value of the Zambian currency and the further erosion of its foreign reserves, making US Dollar debts even harder to bear. Both kinds of debt lie outside the Paris Club of bilateral government creditors that have traditionally led debt relief for poorer nations. Much of the Chinese borrowing is tied to opaque infrastructure projects of uncertain value – contrary to Westernestablished lending-practices. This may complicate the restructuring talks, according to financial analysts who had investigated the country’s borrowing and had since suggested that if Ministry of Finance (MoF) officials are going to undertake a real debt restructuring, they need the Chinese at the table. Yet, in the bondholders’ view, things are not as clear as they may seem,
mainly because of the way China bundles its investments. Zambia’s repayments to creditors outside the Paris Club surged by more than 1, 300 percent between 2012 and 2019 to about US$600m, according to figures compiled by the Zambiafocused Institute for Research and Analysis. In 2019 it made US$143m in debt payments to China EXIM Bank, one of its largest creditors, which had funded high-profile airport and roadbuilding projects, up from US$23m in 2012. However, China had previously signalled that it was willing to talk to low-income countries individually about their debt challenges. And Zambia reached a deal to defer debt repayments that were due on October 25, 2020 on a loan from the China Development Bank (CDB). Zambia owed CDB roughly US$391m at the end of 2019 – about a tenth of the US$3bn it owes Chinese entities – according to officials at MoF. Zambia has been plunged into a debt crisis as the pandemic hurt its economy and exposed its public borrowing as unsustainable. Its bonds showed little reaction to the news. They were already showing signs of strain before Covid-19 struck last year but are now trading at just 40 percent of their face value. The government missed a US$42.5m coupon payment on one of its Eurobonds that was due on October 14, 2020 but got a 30-day grace period before it went into default. It had asked Eurobond holders to defer interest payments until April 2021, but they so far rejected the request. It’s this game-changing move by Eurobond holders which made cynical wags in Lusaka question Zambia’s chances of clinching the IMF bailout package without the bondholders’ support. One of the sticking points had been whether other key lenders such as China would also agree to reschedule repayments. Another solution might have been to secure IMF assistance. Several African nations, including Ghana, Kenya and Nigeria, have tapped the Fund for emergency financing to deal with the effects of the pandemic. But the IMF has said countries with already unsustainable debt levels before the Covid-19 crisis, such as Zambia, must first engage creditors to show debts can be managed before it considers any assistance.

But Ms Katanga said she was surprised that everyone
was talking about her appointment when there were also others. She said Dr Mumba should know that she was ready to dialogue with any political party leaders but tough on those that were trying to cause anarchy. “Pastor Mumba should know that besides being a career police officer, I am also a lawyer who respect human rights. The only people I will not allow to go scot free are those who would want to dare us as police. “I will hold political party leaders accountable. I will go for the head because I know that cadres are just sent to cause anarchy. So, tell Dr Nevers Mumba that I will go after law breakers only,” she said. Ms Katanga said the political leaders would not run away from being made accountable by way of saying it was not them who caused crimes but their cadres because normally, supporters are sent by their leaders.

Chief Chikwanda said 2021 is the time to teach selfish politicians a lesson for having let down Zambians during the Bill 10 voting in Parliament. The traditional leader said Bill 10 was progressive and needed support from all Zambians as it was aimed at addressing lacunas in the republican constitution for the benefit of the people. “It is now time to teach a lesson those who represented their selfish interests and not Zambians. Actually, they should just shun them when they go to ask for votes,” Chief Chikwanda said. He said that the collapse of Bill 10 was an act of betrayal by parliamentarians who acted against national interests. Last year, the Constitution Amendment Bill no 10 of 2019, also known as Bill no.10, failed to garner the support of two-thirds of Members of Parliament and flopped. The bill required 111 votes to pass but only managed to get 105 votes. Later, the United Party for National Development celebrated the fall of Bill 10 at the plush residence of their leader Hakainde Hichilema. The party members were also seen chanting slogans and danced while praising their MPs for ensuring that the Bill could not go through.
THE country should come up with more strict preventive measures at Airports and borders to stop the spread of the second strain of the coronavirus, Medical for Quality Healthcare in Zambia (MQHZ) Director-General Dr Quince Mwabu has advised. He said while it’s not advisable to close the borders and Airports to stop people from countries heavily affected by the second wave of COVID19, because that would impact negatively on the economy, the country should heighten coronavirus screening at all points of entry. Mr Mwabu said in an interview, if not well managed, the new strain of COVID19 could fast spread to all parts of the country and cause havoc to the health sector which he said was not well positioned to manage a large scale outbreak. He encouraged Zambians to follow the health measures put in place to mitigate the spread of Covid-19 .These include wearing of face masks, social distancing, washing of hands and avoiding crowds. Ms. Mapoma says the IBA will remember Mr Chavula for his contribution to the broadcasting sector through his innovation, interview programmes and entertainment. She has since sent a message of condolence to the family, Hot FM staff and colleagues of Mr. Chavula. Mr Chavula, who was aged 48, died on Friday, at CfB Hospital in Lusaka from cancer.

Last week, the UPND claimed over 60 members from the ruling party in Mazabuka defected. But Mazabuka Central PF constituency chairperson Hawen Muma said in an interview that the ruling party in the district and provincial level was intact and none of its members had defected to the opposition. He said the ruling party has made significant inroads into Southern Province, which was perceived to be a stronghold of the UPND adding that therefore it was laughable for the party to claim that PF members were defecting to join them. Mr Muma said the purported 60 people who
defected to the UPND were not members of the ruling party adding that contrary to claims by the UPND, more members from the opposition were in fact joining PF. He expressed disappointment that the UPND can be celebrating the defection of 60 people to their party when Southern Province is their stronghold, adding that the number is insignificant. Mr Muma said the PF government has continued to unite and develop the entire nation under the motto of “one Zambia, one Nation” without leaving anyone behind. He said President Edgar Lungu’s mandate will go beyond 2021 because he has embraced all tribes and regions with a peaceful and tender heart. Mr Muma said the PF leadership in Mazabuka was working tirelessly in mobilising and recruiting new members ahead of this year’s general elections.

A 28-YEAR-OLD in Chilanga murdered his wife and later committed suicide by hanging himself. Police spokesperson Esther Katongo identified the man as Savior Katiyo of Longridge and his wife as Susan Moono, aged 20. This occurred in the early hours of yesterday around 03:00 hours in Chilanga. Police visited the scene of crime and found the body of the female victim with multiple cuts on both hands, on the back and abdomen with intestines protruding and also human bites on the shoulder, chest and on both hands,” Ms Katongo said. “The body was found lying halfway on the mattress while the body of the suspect was found hanging in the corner of the room with human bites on both hands, chest, shoulder and on the back,” Ms Katongo said. She said a knife suspected to have been used in the act with blood stains has been recovered from the same one-roomed house the couple was living in Ms Katongo said it is alleged that Saviour Katiyo had moved from his matrimonial home and was staying at his landlord’s house where the wife followed and seemed to have had an altercation. “Both bodies have been picked and taken to the University Teaching Hospital mortuary in Lusaka awaiting postmortem.” Ms Katongo said.

SIAVONGA RESIDENTS PANIC AS 13 COVID CASES SURFACE By OLIVER SAMBOKO THE resort town of Siavonga is reeling under a Covid-19 threat after 13 people including four Health workers at the district hospital tested positive to the deadly virus. Last week, a French national working on the Kariba Dam Rehabilitation Project was also reported to have been isolated in his home country, upon arriving from Zambia for his festive holiday after he tested positive to Covid-19 at the airport despite testing negative when he left. The four Health workers are believed to have contracted the diseases from a couple that had recently travelled to Livingstone. The tourist town, famous for its man-made Lake Kariba, has been thrown into panic and struggling to contain the disease. Meanwhile, Siavonga District Commissioner Ephraim Mwanjabantu disclosed that mass contact tracings is underway to ensure all those who could have come into contact with those who tested positive are tested. VICE President Inonge Wina has directed the Ministry of Agriculture to quickly assess and rehabilitate all old dams across the country to prevent disasters like the recent one in Mumbwa. Ms Wina was speaking in Mumbwa when she visited the area where over 270 people, livestock and agricultural fields were affected by floods after the Kandesha Dam burst. She said it is worrying that the dam which was constructed in the 1950s has not been receiving adequate maintenance. She said Government is concerned about the situation because a lot of money is being spent on responding to disasters that could be prevented if measures are taken. Ms Wina noted that with intensified rains, it is expected that the damaged dam will release even more water which would flood people’s homes and cause damage to the infrastructure. She said people should not go back to their houses yet until the situation is certified safe.

Ms Wina The Vice President has also directed the Disaster Management and Mitigation Unit-DMMU to increase the relief allocation to the affected families most of whom are
accommodated at St Edmunds School within Mumbwa. She called on the Ministry of Health to provide the needed medical supplies to the affected families to avoid outbreak of diseases such as cholera and other waterborne diseases. Ms Wina however thanked the Zambia Airforce and the people of Mumbwa for the prompt response during the rescue of victims. She said the intervention by the community led to saving a lot of lives that could have been lost if they had not responded. Earlier, DMMU Assistant Director for Prevention and Mitigation, Lenganji Sikaona briefed the Vice President that more than 270 households were displaced and are being kept at
a school.-ZNBC. Meanwhile, Ms Wina has arrived in Mongu, Western Province for a two day working visit. ZANIS reports that while in the Province, Ms Wina is scheduled to hold a series of engagements where she will today, depart for Kalumwange resettlement scheme in Kaoma district. The Vice President will then on Monday, visit Kalumbu and Lola areas in Liuwa, Kalabo district where she is expected to hold public rallies there and later return to Lusaka. Upon arrival at Mongu Airport, the Vice President addressed scores of people who came to welcome her and urged them to observe Covid - 19 health guidelines.
7 die in road accident By KALOBWE BWALYA SEVEN people have died on the spot in a road traffic accident at Musaba village along the Samfya-Serenje road. Police spokesperson Esther Katongo confirmed the accident said it involved Elevensone Kombe aged 30 of Chembe District Council who was driving a Toyota Hilux registration number BAE 8527. Ms Katongo said seven pedestrians died on the spot after the driver lost control and careered off the road to the right side into the bush and in the process hit into

MAN CAUGHT HAVING SEX WITH DONKEY
A
MAN, who has been enduring a sex drought since 2015, was caught having sex with a donkey in a bushy area near his homestead in Gokwe. The bestiality incident which has become a subject of discussion in Manami Village happened last week on Friday. According to a source Kudakwashe Moyo, who was herding cattle, bumped into Silvanos Mukwazhi while he was busy bonking a village head’s donkey in the bush. Seeing that he had been caught in a shameful act, Mukwazhi who had lowered his trousers to knee level during the act, took to his heels The source said the fright-
ened Mukwazhi left his shoes at the scene. Moyo never bothered to give chase, he took the shoes and headed to the owner of the donkey’s homestead and reported Mukwazhi. “He reported the matter to the village head Ncube who later referred the matter to Chief Mkoka. Chief Mkoka is the one who is presiding over the matter,” said the source. Appearing before Chief Mkoka, Mukwazhi said since 2015 after he unceremoniously broke up with his longtime flame, no lady has been accepting his love proposal. “For five years now my life has been a sad episode because there is no lady who has been accepting my love proposal,” said Mukwazhi.
He said he has sought help from a prophet but nothing has changed. “I enlisted the services of a prophet to help me exorcise the bad spell that was presumably cast upon me by my ex-girlfriend five years ago, but nothing changed. “Since that time I have not had sex, out of desperation I had to have sex with a donkey of the village head,” he told Chief Mkoka’s traditional court. Chief Mkoka confirmed the incident: “I am a handling a case of bestiality where Silvanos Mukwazhi was caught having sex with a donkey belonging to the village head. He admitted and apologised. The court will sit on Thursday next week for a ruling.” H-METRO
Businessman ‘divorces’ wife over witchcraft A BULAWAYO businessman is embroiled in a bitter marital battle which has all elements of a soap opera after his wife sensationally claimed her marriage had been turbulent and fraught with fights, quarrels and accusations and counter-accusations of witchcraft. Nkani Khoza proprietor of a local school retail company, Totally Uniforms is being accused by his wife Virginia Khoza of being verbally, physically and emotionally abusive. Virginia claimed her husband who wants to divorce her also wants to suspend her from their company so that he can enjoy the fruits of their hard work alone. Virginia bared her soul at the Bulawayo Civil Court where she was seeking a protection order against her husband. In her affidavit she
claimed her husband was no longer observing the marriage vows that he pledged the day they got married. “I am applying for a protection order against my husband because he is verbally, emotionally and psychologically abusive towards me and this has been going on since March 2020. He accuses me of practising witchcraft. “He is also threatening to suspend me from being a manager at our family-owned business and confiscating my car keys. I no longer have peace due to his constant harassment. I worked very hard to keep the company ticking but now he wants me to leave so that he enjoys the profits alone. He also harasses me in the presence of customers and doesn’t give me money,” protested Virginia. She further stated that her husband was also selling their matrimonial property without
her consent. Nkani in his response denied all the allegations levelled against him. He told the court that his wife was the one who was violent adding that at one time she threatened to stab him with a kitchen knife if he ever tried to divorce her. “I am very much opposed to the application. It is clear from what she is saying that the protection order is in bad faith. The protection order is about the emotional and psychological abuse which all doesn’t exist. “At work she is a manager and I’m the chief executive officer. She is supposed to directly report to me, but she is refusing to take orders saying we are equal. “Our problems started in March as she has clearly stated and this was after my son from the previous marriage came to our house and joined us at work. She was angered by that and started
alleging that I wanted him to inherit our business. “I told her I was just helping him as my son. This is despite the fact that, I also raised her three children from the previous marriage and we are still staying with one of them who has since married and has a child who is nine years old. He is still staying at my house without paying rent but I had never complained,” fumed Nkani. He said his wife has also banned his relatives from visiting their matrimonial home in Parklands. “In November I lost my aunt in Chiredzi and I was pained when she said she has gone to hell and that was good. She also insulted and assaulted my two sisters who stay in Beitbridge. What happened is that she took one of the ladies from our church and went with her to my rural home in Beitbridge. - B-METRO

Zvishavane woman marries two men, gets arrested A Zvishavane woman has been arrested for allegedly marrying two men after accusing her first husband of having failed to be intimate with her for the past 12 years. rape victim file pictureThe matter came to light when Moreblessing Maridza (41) of Platinum Park in Zvishavane appeared before the local magistrate, Mr. Archie Wochionga facing bigamy charges last week. She was convicted on her own plea of guilty and was sentenced to six months in prison. However, three months were suspended on condition that she pays a fine of $5 000 and the other three suspended on condition on she does not commit a similar offence in the next five years. Maridza told the court that her first husband, Mr. James Chivandire had become mentally challenged and was no longer capable of performing his duties as a husband prompting her to marry the other man. The court heard that Maridza and Mr Chivandire wedded under Chapter 5.11 of the Marriage Act which prohibits a man or a woman from marrying more than one spouse. Chivandire allegedly fell and suffered from mental illness in
2000 and became incapable of performing his duties as a husband. In 2012 Maridza went on to marry a second husband, David Mhuru and wedded him under the same Marriage Act and the two started living together. The matter only came to light in September when an officer at the Registrar-General’s office observed that Maridza had two valid marriage certificates. Maridza said her and Chivandire last lived as husband and wife in 2000 before he became mentally ill. The State proved that Maridza married and wedded Mhuru while fully aware that she was legally married to Chivandire under Marriage Act Chapter 5.11. The court heard that sometime in September on a day unknown to the prosecutor, Mr. Delphino Chikwanda who is employed at the Zvishavane Registrar-General’s office was going through records when he noticed that Maridza had two registered marriage certificates under Marriage Act Chapter 5.11. RECEIPIENT of the Humanitarian and Voluntary Leadership Award in the recently held youth awards by the National Youth Development Council (NYDC) Chonzi Mulenga says she is inspired to even do more voluntary work.
Speaking in an interview, Ms Mulenga said volunteering her time to support a cause she is passionate about is something she will never regret. “Dedicating my time to help others has taught me to be more patient, hard working , and resilient. Not only has it improved my communication abilities by working alongside a diverse team of people, but it has also helped me to gain other experiences that will help me in future,” she said. She advised young people to be aware that volunteering may help them discover a new passion or other areas
of interest. Mulenga, 22 received the award on 30th December with four other people in this category. She was the only female who was awarded in this category at an event graced by the Minister of Youth, Sports and Child Development. “ It was the first of it’s kind. Making me and others the first youths to ever receive these awards. I am very inspired to even do more,” she said, adding that awards saved as a good platform for young people works to be recognized and help encourage other young people to work hard and build networks with other young people. “ I am humbled and it is an Honour to recieve awards with other powerful and inspirational youths. I am aware that we have a alot of young people doing great works in the community. Thank you to all those who nominated me. I am grateful. A big thank you to NYDC for such a great initiative,” she said.
AMBIANS from different circles of life have continued to express grief and sorrow following the death of legendary radio personality Zachariah Chavula famously known as Zachadocious or Zach Power, ‘the Man with a Master Plan.’
Chavula 48, died on Friday evening on New’s Day. His uncle and business partner Oscar Chavula announced Zach’s death on social media. “It is with deep and profound sadness that we announce that the Hot FM Chief Executive Officer, Mr. Zachariah Chavula has died,” stated Oscar. According to Oscar’s statement, Zach died at 19:05 hours at CfB Hospital in Lusaka after losing his battle with cancer. Following the announcement, Zambians took to social media to express their grief and fond memories of the late Chavula who has been described as a larger than life legendary radio and media personality. His long media career was filled with professionalism and a special bias to the promotion of Zambian music and arts. He started his career with Radio Phoenix in the 90s and later established Hot FM with Oscar and a few others. He ran and pioneered successful
shows like Local Rhythms Countdown on Phoenix, Zed 6 to 6, My Top 10@10 and Hot Seat to name only a few. “The late Zachariah Chavula will be remembered for bringing entertainment into our homes and the candid interviews he anchored with guests from different backgrounds,” read part of a message of condolences on President Edgar Chagwa Lungu’s Facebook page. “Mr Chavula has been an allweather friend to us as he has been available each time we needed him for media coverage. We pray God strengthens the family and the radio station during this turbulent time,” stated opposition UPND president Hakainde Hichilema also on his Facebook page. “His great contributions and efforts in advancing the media profession through his tactical interviewing skills and other media work will not be forgotten,” stated MISA Zambia chairperson Hellen
Mwale in her message of condolences. “He will be remembered for his great contribution to the media fraternity and to the nation at large as he mentored many journalists and radio presenters. MISA Zambia is comforted by the fact that he leaves a great legacy in the media industry through the many lives he touched and the many media personnel he had influenced
and mentored.” Zambian voiceover artiste based in South Africa and one of late Zach’s peers Chilu Lemba has described Zach as a great man who has left his mark on many people’s lives. “This is so hard for everyone not only me. 7 movies that do the same things ‘Wonder Woman 1984’ does, but better “WONDER Woman 1984” landed on December 16 like a holiday turkducken - a 2½-hour concoction made of many disparate parts that isn’t to everyone’s taste.

HE year 2020 will go down in history as one of the most difficult years to forget due to the huge impact of the Corona virus pandemic especially on the entertainment industry. It will always be remembered as a year that had negative impact on musical and various artistic performances and displays as gatherings and interactions were highly restricted worldwide, including Zambia. Despite this, it is still important to indicate that there were a number of artistes that managed to push their way to make an impact. The question therefore is ; who rocked 2020 despite the Corona virus pandemic? The first name that comes to mind is Yo Maps. The Kabwe-raised artiste had a huge influence on the local music scene releasing impressive singles and collaborations that made him more relevant in 2020. For example, he was involved in some very popular songs for 2020 like ‘ One Day' featuring Towela Kaira. He also did a single ‘ Kumoba' which was one of the popular tunes. He also released ‘ Refresh'
THE Weeknd has taken a lot of inspiration from the current state of the world in writing his next album. The 30-year-old singer - whose real name is Abel Tesfaye - admitted the follow-up record to this year’s “After Hours” is likely to be more political than his previous albums because he’s got so much to say about the world following the coronavirus pandemic, the divisive state of US politics, and the Black Lives Matter protests that took place around the globe this year. The duo emerged during the time of corona virus but managed to command a huge following. Chanda Na Kay had their first public performance at East Point right after the opening of the bars. TOP Zambian artists are gearing up for yet another big art exhibition dubbed ‘ The Power of Love’ set for January 29th. According to one of the artists and organisers, Callen Moses Chisha also known as 2wice, the exhibition will take place at Southern Sun in Lusaka. 2wice says this is open to different artists who are expected to send their submissions for consideration. He said so far so good and the response from artists has been overwhelming. The theme will allow artists to be as expressive as possible as we tackle the important subject of love. Earlier this month, 2wice and friends hosted the ‘ Innocence of Childhood’ which he said was successful and he is looking forward to ‘ The Power of Love’.

CLZ initially deployed teams across the park in an old Land Rover from a simple base camp built on the banks of the Zambezi donated by the safari operators. Since its humble beginnings with basic support to the wildlife authority, CLZ has grown and increased its activities and efforts in the Lower Zambezi. Not only has CLZ’s support to DNPW increased substantially over the years, but the organisation now also runs an Environmental Education Programme (2004), a Community Scout Unit (2013), a Community Engagement Programme (2011), a Detection and Tracking Dog Unit (2015) and a Rapid Response Unit (2018). CLZ also hosts the annual Safari Guides Training courses and exams for the Lower Zambezi (2001). In 2011, Ian became CEO leading a team of 11 staff. Over the years the organization has
grown now employing over 70 staff. This year’s awards ceremony was, for the first time, a purely virtual event, on account of the restrictions imposed by Covid-19. The event celebrated all that can be achieved against the odds showcasing films of the five finalists in Africa and interviews with them and our pa-
trons such as adventurer & TV Personality Bear Grylls who introduced the Tusk Ranger Award. While Ian did not win the award he has won the admiration and respect of those who have worked with him over the years and his nomination is another prestigious, international recognition of Zambia’s work in wildlife conservation.

PUBLIC HEALTH INSURANCE SCHEME ...assured vehicle for high-quality health to all By Mwansa Pintu

AST year, Government, through the Ministry of Health, established the National Health Insurance Management Authority (NHIMA) with a purpose to operationalise the public health insurance scheme as a tool for raising finances for health systems strengthening. Through NHIMA, Government is certain that Zambia can attain Universal Health Coverage where high-quality health services are available to ALL citizens based NOT on their financial station in life but on account of their health needs. The Daily Nation recently spoke to NHIMA Director-General, Mr. James Kapesa, regarding the operation of the Scheme so far, its challenges and future plans. The following is a verbatim account of the interview. Kindly tell us Sir, how was the general performance of NHIMA, as a new establishment, in 2020? Mr. Kapesa: The Year 2020 has been a watershed year for NHIMA as an institution and also for the Scheme. The Scheme commenced in earnest in 2020 when hospitals started receiving claims as a key source of alternative, innovative finance. Members of the Scheme also started enjoying the insured health care services from accredited hospitals, both in public hospitals and lately private pharmacies. What was your greatest achievement during the Year 2020? Mr. Kapesa: Our major achievement, which is cross-cutting, was the launch of e-NHIMA. E-NHIMA revolutionises our ability to register members, collect contributions and deploy our relationship management model. This feat is a prelude to our bold and ambitious agenda for informal sector registration. What would you say facilitated the achievement? Mr. Kapesa: NHIMA’s ability to manage its milestones have been due to the clarity of direction by Government and Policy focus by the Ministry of Health. Success is also owed to the input of the NHIMA Board as well as the teamwork of the management at NHIMA. NHIMA is an optimal blend of public and private talent with a delicate balance of gender, age and background. This is why the Scheme has recorded much progress. There has been an unprecedented outpouring of support from the public whose common reaction to NHIMA is “why did it take this long to operationalise such a beneficial scheme?” What were your biggest challenges last year and how did you deal with them? Mr. Kapesa: We experienced two broad challenges in 2020 - the low awareness among members of the salient features of the NHIS. In response, we beefed up the Public Relations Team and a massive awareness campaign is now underway. We also faced sub optimal services in hospitals in terms of fast track Out Patient Department (OPD) and differential NHIMA Internal Patient Department (IPD) services. Inconsistencies in availability of drugs and medical supplies to our members
was also another challenge. Through the Claims Advance Payment, K65m was allocated to support the hospitals. Further orientation and training of hospital partners was intensified. In the latter part of 2020, the number of complaints have been notably reduced as a result. What lessons did you draw from the challenges? Mr. Kapesa: What we have learnt from the challenges faced is that we need not wait for conditions to be perfect before we commence any national project of this scale. There is need for commitment from key stakeholders and further, COURAGE is needed from national leaders and the implementing agency. Above all, we have been encouraged by the overwhelming desire by our people to support the Scheme in its infancy and with its teething problems. How has the membership recruitment drive been and did you have any challenges in convincing people to enlist with the Scheme? Mr. Kapesa: Membership enrolment has been exciting and so far, as we have registered 800,000. We are just 20 percent shy of clocking our 1 million member target. Our biggest challenge in this regard has been the disruptive nature of COVID 19 in our stakeholder outreach and engagement, especially member registration initiatives. What is the general view of the membership regarding the operations of the Scheme? Mr. Kapesa: I must say that the general reaction to the operationalisation of the Scheme has been far better and more encouraging than
the naysayers projected. There are many testimonies of civil servants accessing benefits in a cashless manner. Some have had fast tracked Out Patient Department services and others have had high-cost treatment when admitted. But there has also been isolated incidences where members have come from hospitals with prescriptions, inordinately long waiting times at OPD and where no differentiated NHIMA admission facilities have been provided. Some of our members have not been captured in the system. Beneficiaries have also not been fully inputted into the system. Are the private hospitals and clinics part of the Public Health Insurance Scheme, and how keen are they in using it? Mr. Kapesa: Private hospitals, clinics, laboratories, pharmacies are part of the network of health providers required to provide insured health care under the Scheme. You will recall that we started with the accreditation of public hospitals mainly district, provincial and teaching hospitals. Now, we have onboarded private pharmacies and laboratories. In quarter one of 2021, we shall commence accreditation of private hospitals. Admittedly, some private hospitals and health care providers may still be on the fence waiting for the right moment. We fully understand this since the National Health Insurance Act No. 2 of 2018 does not compel health care providers to accredit with NHIMA. What are your future plans regarding growing the Scheme and its membership? Mr. Kapesa: In terms of growing our membership, NHIMA is targeting to grow its principal membership to 1.5m by December 2021 from the current 800,000. Additionally, there is
deliberate effort and strategies at enrolling the informal sector. We shall also now commence the enrolment of beneficiaries. This will be supported by the opening of provincial offices, four (4) of which have since been opened. We are also supporting this exercise with employment of an army of Member Registration Officers. The National Health Insurance Scheme is one of government’s principal tool in raising finances for health systems strengthening. Through NHIMA, Government is certain that Zambia can attain Universal Health Coverage where high-quality health services are available to ALL based NOT on their financial station in life but on account of their health needs. By making a predetermined periodic prepayment into the NHI Fund, all 18 million Zambians and established residents are assured of protection from financial risk at the point of seeking medical care. Where do you hope to see yourselves during the Year 2021? Mr. Kapesa: In 2021, we are embarking on the review of several of our Inception Protocols and Policies including the Benefits Package and the Investment Policy. This year and beyond, long waiting times at accredited hospitals, differentiated admission facilities, consistently available medical supplies will progressively become a reality to ALL NHIMA members and ultimately ALL Zambians and established residents. Dear Editor, SAD to learn about the death of Zechariah Chavula, Hot FM's Chief Executive Officer. As many may know him as one of the country's vibrant media personality, to me Zach was a personal friend and indeed someone I shared a lot with, for over two decades. Memories of our personal relationship with Zach draws back to his Radio Phoenix days under the tutorship of Errol Thomas Hickey, now late. Later through our friendship, I came to know and meet the rest of the Chavulas, including Oscar Chavula, the Executive Chairman of Hot FM and our friendship grew as such. "Zachadocious" (Zach) became a household name due to your efficiency and love for the media. As most may know, you greatly contributed to media development in Zambia from training, to mentoring, management to assisting in formulation of some of the media guiding principles the media is using today. From my political end, Hot FM and indeed all other media institutions in the country have been pivotal in information dissemination and have conveyed the messages that we politicians share with the general public. And thus, the general public has judged and made informed decisions on the messages that we politicians convey. Seeing any media house lose its own, is not just a huge loss to that entity, but to the political fraternity and the entire country. Rest in peace my brother and friend Zach! We danced in the studio together and chatted about a lot of things. He then invited me for the Thursday edition of the Hot seat programme, thereafter he gave me the platform and the exposure through Hot FM. Our friendship was stronger, he visited me at my office and it was jovial moments every time he came through. We talked about anything, he would call me “ba Chris ekomuli ku lodge? I would fondly answer his call “the man with the master plan muli shaani?” Zach was a hero, Zach is a legend, Zach was a friend to many, Zach was everything you would need from a friend. THE relationship between political and criminal or “mob” collective action, especially when such acts involve violence, has long been recognised as problematical. Hooliganism begins as a group of similar people from similar situations coming together to create. This need to create comes from a need to belong. The psychological need to belong drives people to create organisations emphasising values like commitment and loyalty. The members of these groups are generally youthful and aggressive. These groups, or firms as they are called by their members, are similar to gangs because of their emphasis on selective unity and proximity to violence. The members of these firms, like gangs, can join out of a need to belong or as a result of societal pressure. End political hooliganism is my call for a new political spirit and a democratic culture. Zambia is paying a great price for political hooliganism. Even as Zambia enters an election year, the leadership in all our political parties has failed to uproot political violence. In some cases, they actually seem to encourage and fan it by inflammatory speeches, we don't see perpetrators of violence in political parties punished by their own leadership, Let there be peace among us. However, local politicians still suffered from a gross hangover of a one-party state mentality where the essence of political competition was seen as the quest to annihilate their opponents completely and at all costs. Instead, I call for a new political spirit and a democratic culture among our political leaders and their members to become torchbearers in the promotion of true reconciliation and peace. Young people should claim their genuine political space in the electoral process, and refuse to be used as mere tools of violence by politicians. I also call upon church leaders to remain non-partisan yet vigilant, and denounce all forms of electoral malpractice and political
violence. Hooliganism in the political arena has great danger to destroy the true purpose of politics which is ideology. Let's us all stand against hooliganism and allow free divergent of speech and aspirations of one opinion against another such as a political opponent to be expressed freely. Zambia is for us and politics must even strengthen us to move as a unit and in solidarity. I shall forever, stand up against political hooliganism, and I urge young people to preach peace and take up responsibility of maintaining peace and love. THE year 2020 closed on a number of economic uncertainties and perhaps some fortunes as well, as we saw the inflation rate rising, sitting slightly at around 17.5 percent while the Kwacha has remained strongly elevated due to heavy demands observed on the local market. Unfortunate the local currency closed the year at an annual total loss value of 42 percent recorded as of December 2020. Zambia’s essential and prestigious mineral export commodity Copper has gone down by a fractional margin of US$12.00 in value being the downscale factor seriously observed in the international market. However, on the positive side of things, we have seen an uphill and affirmative surgeon being done on the local capital market which is mainly driven by the offloading of Cavmont shares as the new shareholder strategically plans to take up majority shareholding structures in Namibian’s regional bank. On the secondary market, we have continued to see treasury bills being the most preferred modality of investment as “a tactical investment vehicle” by both portfolio investors, business players, and individuals. Meanwhile, we have seen food inflation rate keep on increasing which previously stood at 17.4 percent and now running through to 19.2 percent though it is also worth to take note of the positive obstinately that Zambia has taken up. In particular, the nation in 2020 recorded a trade surplus which was seen around the month of October and this was mainly due to a higher level of uptake in domestic participation following some regional lockdown measures that were imposed. On the monetary stance, we saw the pick-up of a few economic activities as the August MPC briefing took force to align its policy stance, and this was followed by the decision which was pressed to maintain the policy rate stance standing at 8.0 percent to combat inflation and arrest the escalating Kwacha. This was indeed prompted by the “positive feel” that had started showing in some economic activities emanated from the Bank of Zambia’s pronunciations of a third MPR briefing. On one hand, we have seen the banking sector changing shape amidst the Covid-19 narrative situation by recording some positive sentiments to the tune of K3, 604.3 million in volumes of transactions which has brought to a total asset value of around K134, 116 million. The growth recorded in the sector was mainly attributed to deposit liabilities, though the banking sector is still affected by nonperforming loans which also are compounded by the effects of low economic patterns that characterised the local economy. However, it is strongly believed that starting from last financial year October the levels of non-performing loans within banking and finance saw a minimal reduction sitting just at around 11.8 percent as of November 2020. Petroleum and related oil commodities were faced with some challenges as market disruptions took full charge amidst Covid-19 and the trend-led to a serious shortage of fuel pump in some parts of regions within the nation especially in areas of the country-side. KINSHASA - At least 25 civilians have been killed in the Democratic Republic of Congo’s troubled east, local officials said on Friday, blaming the attack on the notorious ADF militia. The army was chasing ADF fighters on Thursday when they found the bodies of 25 civilians, who had been “taken by surprise in their fields on New Year’s Eve,” Donat Kibuana, the administrator of Beni territory in North Kivu province, told AFP. The massacre took place in the village of Tingwe, about eight kilometres from the town of Eringeti. The head of the civil society organisation in Tingwe, Bravo Mohindo Vukulu, said at least 30 had died. “People had gone to their fields to prepare for New Year’s Eve, the ADF picked them up one by one,” he said. “We had alerted our forces that the ADF had passed through from the east to the northeast of Eringeti. They did not react quickly,” he added. The ADF, which originated in the 1990s as a Ugandan Muslim rebel group, is one of dozens of militias that plague the eastern provinces of the vast country. Total asks Mozambique staff to leave as attacks draw near to liquid natural gas project MAPUTO - Total SE asked some staff to vacate its $20 billion Mozambique liquefied natural gas (LNG) project as Islamist militants are staging attacks increasingly closer to the site. Fighters linked to Islamic State raided a town less than five kilometres from the construction camp last week of what is Africa’s largest private investment, ratcheting up risks for the planned LNG export terminal on Mozambique’s northern coastline. While the heavily guarded site hasn’t been attacked yet, militants have made threats that they may do so. Total “has temporarily reduced its workforce on site in response to the prevailing environment,” the company said in an emailed response to questions on Friday. The situation is being reviewed continuously, it said. Mozambique has so far struggled to contain an insurgency in the Cabo Delgado province that began in October 2017 and that has killed about 2, 500 people while prompting 570, 000 to flee their homes. The government is hoping that LNG projects such as Total’s will transform one of the world’s poorest countries and catapult it to being a major global exporter of the fuel. The coronavirus pandemic has further weighed on the decision to reduce personnel, Total said. The Mozambique LNG project, set to start production in 2024, was the site of the country’s first coronavirus cases in April, which led to works being suspended until June. There was a new outbreak detected at the project last month, Maputo-based news website @Verdade reported.
