WHITHER ACC? FOR President Edgar Lungu to publicly express his displeasure at the performance of the Anti-Corruption Commission (ACC), must mean a vote of no-confidence in its modus operandi, that things must change. These changes should involve the ACC being pro-active in following up corruption leads that are reported directly to it or through other institutions of government like the Auditor-General’s Report. Investigations are supposed to be thorough such that they should lead to a conviction and not end with a dismissal due to discredited evidence. We are not surprised that President Lungu is not happy with the failure by the ACC to investigate and prove cases of corruption against public officers in court. He has challenged the investigative wings to take their jobs seriously by ensuring investigations into corruption allegations against public officers were expedited and proved in the courts of law. The ACC in its present operations has failed to win the confidence of the public as an institution that can fight corruption in the country because it has been compromised. Its investigations this far have been concentrated on those in the ruling Patriotic Front while ignoring to follow up accusations against those from the opposition parties involving money laundering. The public has not forgotten, for example, the dramatic manner in which the high-profile corruption case involving then Health Minister Dr Chitalu Chilufya fizzled out last August, raising more questions than answers. And at the centre of the whole drama was the ACC which was prosecuting the case. The case, heard before Chief Resident Magistrate Lameck Mwale in Lusaka was held against a backdrop of accusations against the ACC that it was biased in the manner it prosecuted cases. In this matter, Dr Chilufya was facing four counts of having property suspected to be proceeds of crime. But its own officer, Mr Chipampe Chipili Manda, 34, who investigated the case, told the court that during his investigation, he found out that Dr Chilufya did not corruptly acquire the said properties which he was being prosecuted for. He testified that Dr Chilufya’s assets were valued at K5, 542, 500 while his earnings during the indictment period, which is from December 2016 and April 2019, was over K19 million. Mr Manda also told the court that the K19m was a combination of earnings from Henry Courtyard, National Assembly and PMEC, prompting the Magistrate Mwale who was presiding over the matter to wonder why the accused was appearing in court. When the matter was called for continued trial, ACC director Clifford Moonga indicated to the court that they were not calling for any more witnesses or evidence in the matter prompting the defence to ask the court to acquit Dr Chilufya for lack of evidence. Tourism Minister Ronald Chitotela suffered a similar fate earlier in the year when he also appeared before the courts of law to answer to corruption charges. His case too collapsed for lack of evidence. Yesterday, President Lungu disclosed that he has been slow to act on corruption allegations given to him by officers and whistle blowers because in the past, credible hard working patriotic civil servants and ministers were fired on mere allegations which the investigate wings failed to prove in court. This is a damning indictment against the ACC for its reports are supposed to be solid for the President to act on. What happens in most cases is that when the President is reluctant to act on allegations of corruption, he is accused of abetting the vice when as he explained yesterday, he cannot depend on the reports submitted by organisations like the ACC. But there is still room for the ACC to regain the public’s trust by adhering not only by its vision statement but the mission statement as well: This is the ACC’s Vision Statement: “A proactive, impartial and professional anti-corruption agency that promotes the attainment of a corruption free Zambia.” And its Mission Statement: “To effectively and impartially prevent and combat corruption in order to promote integrity, transparency and accountability for the attainment of a corruption-free Zambia.”

SPIRING candidates causing divisions in the Patriotic Front and de-campaigning incumbent Members of Parliament will be disciplined, PF Secretary General Davies Mwila has warned. Mr Mwila said the party would be vigilant to know those that were de-campaigning sitting MPs, stating that anarchy would not be allowed. Some aspiring candidates in many constituencies were causing divisions within the ruling party through their desperate acts to win the support of electorates. Mr Mwila said in an interview that aspiring candidates should sell themselves to the people without causing divisions. "The PF party is the most attractive that is why a lot of people have shown interest to contest certain seats and we have allowed them. "What we do not want to see is people causing problems for incumbent MPs. Meanwhile, the PF says it has embarked on a new campaign strategy as an alternative means of drawing people to the party amidst Covid-19. This follows a directive by the Electoral Commission of Zambia (ECZ) for political parties to use alternative means of campaigning rather than rallies to abate the spread of the pandemic. The PF has denied allegations that it has been holding rallies thereby abrogating the Covid-19 guidelines and that its leader and Republican President, Edgar Lungu has been holding rallies every time he takes working visits to provinces across the country.
‘KCM restructuring to resume’ This follows the dismissal by the Lusaka High Court of the case and further discharging the injunction obtained by Vedanta Resources Limited, on January 18, 2021 in which it sought to stop the ongoing restructuring and reorganisation of KCM. High Court Judge Winnie Sithole Mwenda dismissed the matter with costs to be paid by Vedanta, noting that filing of the injunction was irregular. Mr. Lungu also noted that the restoration of KCM’s technical health remains the key objective to which all efforts must be directed. He notes that this will increase efficiency and business

OLICE are closing in on the owners of the Mukula logs in a truck that was intercepted in Nakonde on Sunday, Muchinga Province Commissioner of Police Lizzie Machina has said. Police intercepted the Scania truck and trailer bearing registration number T317 CAP and T686 CAH at GMC parking area in Ilendela village. He identified the driver as Michael Musa aged 32, a Tanzanian, who was in police custody to assist with investigations but the truck has since been impounded. Ms Machina said the police had made progress in identifying the owners of the Mukula logs. "We are investigating the matter, we are still holding the driver of the truck to help the police with investigations. But we are closing in" Ms Machina said. Recently, Mukula traders raised alarm that some unscrupulous individuals were taking advantage of the Congo DRCZambia Mukula Transit Deal. Mr Lickson Kaon, a Mukula trader said illegal deals were still rife. Mr Kaona said some unscrupulous people were taking advantage of the ZambiaDemocratic Republic of Congo Mukula transit deal to export Zambian Mukula. Mr Kaona said some illegal mukula dealers have taken advantage of the transit deal between the two countries to export Mukula logs out of the country using Nakonde border. “The local Mukula logs are been exported together with those in transit from Congo. "What is happening now is that papers from Congo are showing that for example 50 truckloads will pass through Zambia when that actual number is 40 and 10 are being loaded from Matumbo in Chinsali where they join those in transit," he said. Meanwhile, Mukula traders whose licences where cancelled after the ban of Mukula trade have appealed to Government to lift the ban so that it can benefit everyone. The traders said Government should give amnesty to Mukula dealers to allow them sell the already cut logs before it goes to waste. They complained that it was unfair for a few individuals to benefit at the expense of many dealers whose capital injected has not been recovered due to the ban on Mukula trade.

Chimese in Maina Soko, court told By CHARLES MUSONDA FORMER Zambia Air Force (ZAF) Commander Eric Chimese is unwell and admitted to Maina Soko Military Hospital, the Lusaka Magistrates’ Court has heard. Defence lawyer Mark Haimbe yesterday told Lusaka Magistrate Nsunge Chanda that Chimese has been hospitalised and presented his medical report to court. In this case Chimese is charged with Chita Lodge director James Chungu for allegedly concealing a house and nine fully furnished apartments in the latter’s name in Lusaka’s Ibex Hill area. The matter was scheduled for continued trial on Monday and yesterday but it could not take off because of Chimese’s absence while Chungu was present on both days. However, yesterday Ms. Chanda advised Mr. Haimbe that his duty is to defend his client Chungu and not to explain Chimese’s whereabouts as that should be done by his sureties. In response Mr. Haimbe said the defence team was unable to get the sureties’ contact numbers given the Covid-19 situation. Ms. Chanda then accepted the medical report as confirmation of Chimese’s illness and adjourned the case to February 15 and 18, 2021 for continued trial and wished Chimese a quick recovery and
God’s blessings. The case started in early 2019 but has dragged due to adjournments mostly caused by the State due to absence of prosecution witnesses. At one of the previous sitting, a prosecution witness from the Ministry of Lands told the court that Chita Lodge has a genuine title deed for the land on which the properties in dispute are built. Ministry of Lands registrar Rachael Tembo told the court that Chita Lodge Limited bought the farm number 2303/Q from a Mr. Godfrey Mulundika in July 2010. Ms. Tembo said she did not see any forgery in the title deed for Chita Lodge and that it exists in the Ministry of Lands’ information system and records. She said she did not know the source of the forged copy of certificate of title that purported to show that Chimese is owner of the land and properties. And Ministry of Lands cartographer Mpotwa Mukwasa testified that there is nothing wrong with the title deed held by Chita Lodge Limited for the land on which Chimese is accused of concealing property suspected to be proceeds of crime. Mr. Mukwasa agreed that there is nothing wrong with the copy of the title deed, the deeds register on which the property appears, and the property number F/2303/Q for which he did proposed seven subdivisions.
Fish ban extension revoked By SILUMESI MALUMO GOVERNMENT has withdrawn its earlier policy to extend the fish ban from March 1, 2021 to May 31, 2021 in order to undertake consultations from various stakeholders in the country including other countries Zambia shares the same water body. Vice President Inonge Wina said the government had, therefore, decided to end the fish ban by the end of this month. Mrs Wina told Parliament yesterday, government wanted to extend the ban up to May this year in order to ensure that the fish species grow in the various water bodies. “The extension of fish ban from March 1, 2021 to May 31, 2021 gazette notice number 1374 is a fish management measure made to ensure that the targeted fishing areas are given an opportunity to increase the fish stock that are under serious threat due to fishing pressure and use of poor and destructive methods. However based on the feedback from the stakeholders the Ministry of Fisheries and Livestock is withdrawing the gazette notice in order to consult all stakeholders and engage
in the sensitisation of fishing communities before such extension can be actualised,” Mrs Wina said. Mrs Wina said, “For us to effect any plan we need to interact with stakeholders and countries which we share the boundaries with so that we agree on the effective way to implement the ban. “Indeed MPs are consulted in any areas that need some change. MPs represent the people and they are the best ambassadors to disseminate the message on government policies. So you should inform the people of what the government has decided to do,” she said. MD president Nevers Mumba has described claims by a Lusaka resident that he has failed to complete and transfer a property which he sold at US$70, 000 as a lie aimed at extorting money from him. This is a matter where Mr Oliver Scott has sued Dr Mumba in the Lusaka High Court for failure to complete and transfer a property which he sold at US$70, 000 to the plaintiff. Mr Scott is seeking an order for specific performance of the contract of sale dated September 6, 2018 being the transfer, assignment and vacate the possession of property LUS/38497 in Ibex Hill, Lusaka. He stated that it is now over two years since the said prop-
erty was bought and Dr Mumba has to date failed to complete and transfer the said property to him despite numerous reminders. But in his defence and counterclaim, Dr Mumba said Mr Scott is a known money lender and has on a number of times borrowed from him. He stated that the US$70, 000 being claimed was a loan amount of which US$40,000 was the principle amount and US$30, 000 was the interest. He stated that he has on several occasion since 2019, requested for Mr Scott’s banking details so that he settles the US$70,000 but he has refused to provide the same. Dr Mumba said he discovered that Mr Scott was trying to surreptitiously lodge the contract at Ministry of Lands and was trying to change ownership of his property into his own name. He stated that he wrote a letter in July 2019 to the Commissioner of Lands advising of the predicament and informing Ministry of Lands that no person had his authorization to change ownership of the property. He said he has since lodged a criminal complaint with the Police for the attempted fraudulent conversion of his property by Mr Scott.

The unruly youths have been wreaking havoc in the constituency, disturbing party events and frustrating PF officials and their efforts in every way possible in the name of being a pressure group under the ruling party. One of the officials who suffered humiliation at the hands of the same youths, Teddy Mwaba, the councillor for Justin Kabwe Ward in Mandevu called for immediate police action on the unruly youths. Mr Mwaba said the youths were being sponsored by a known party official positioning self to take over from the incumbent MP, Jean Kapata. He explained that he was recently blocked from laying wreaths and giving a short speech at the burial of one of the community members by the same gang which showered him with unprintables. “They got the wreaths from me and tore them into pieces in full view of all mourners then insulted me publicly. APRIL 9, 2013. President Uhuru Kenyatta is sworn in. As he assumes the most powerful office in the land, Kenya’s total public debt is just $16 billion. If this debt was shared among the then population of 45.5 million Kenyans, each citizen would owe about $364. After settling in State House, the seat of the presidency, President Kenyatta’s youthful government changes tact, and starts an unprecedented spending on infrastructure, which required that he stepped hard on the debt gas pedal. The political promises had outweighed the cash in the coffers.
Sh7.2 trillion public debt (US$65.5 billion)
November 2020, 92 months later, Kenya’s mountain of public debt has now climbed to Sh7.2 trillion. The Jubilee administration has been borrowing Sh59 billion every month, about Sh2 billion every 24 hours, thrusting East Africa’s biggest economy into a dangerous cycle of debt. Where that money has been sunk - in a country where corruption and kickback driven projects litter the terrain - is the question that dodges observers. But the effects of the debt spree are becoming very difficult to hide. Government is delaying to pay salaries. Counties are going for three months without disbursements - and the onceconfident Treasury mandarins are mean with numbers. Every citizen now owes Sh137, 000, which is 3.4 times more than what they owed just eight years ago.
Domestic borrowing
Worse, for very Sh100 the taxman is collecting in taxes, the Treasury is spending Sh60 on debt repayments. Domestic borrowing has also been rising. For instance, servicing costs for six months between July and December 2020 stood at Sh413.51 billion against tax receipts of Sh673.61 billion. A cash strapped government is increasing taxes in the middle of a pandemic. The economy that is dangerously addicted to debt has been hit by the Covid-19 pandemic, and has just slipped into a recession for the first time in two decades. debt, Treasury is extending its requests for a debt repayment holiday to all bilateral lenders, desperately looking for some breathing space to reduce its debt interest burden. First, it was global ratings agency Moody’s that flashed the first red signal in 2008, after it downgraded Kenya’s credit scores to B2 from B1, citing pressure from the country’s rising debts. “The drivers of the downgrade relate to an erosion of fiscal metrics and rising liquidity risks that point to overall credit metrics consistent with a B2 rating,” Moody’s said in its downgrade note to investors.
‘High credit risk’
“The fiscal outlook is weakening with a rise in debt levels and deterioration in debt affordability that Moody’s expects to continue.” While a B2 is considered a “high credit risk,” Treasury did not like the new status and quickly disputed the downgrade, arguing that it did not reflect the country’s fundamentals. Then came International Monetary Fund (IMF) and the World Bank, which in various reports raised concerns after Kenya’s GDP to debt ratio crossed the 50 percent mark and started racing towards 60 percent. The recommended threshold for developing countries is 40 percent. And that was not all. Parliament’s budget office also joined the chorus, advising repeatedly in its quarterly reports that Kenya needed to ease its foot on the debt gas pedal, and focus on completing old projects before starting new ones. Other reputable institutions and independent economists, such as the Institute of Certified Public Accountants of Kenya (ICPAK) and the Institute of Economic Affairs (IEA), have also added their voice on the debt crisis facing the country. But it is the downgrade of Kenya’s credit ratings outlook by Moody’s and
Kenyan President Uhuru Kenyatta Standard and Poor’s (S&P) and the raising of Kenya’s risk of debt distress to high by the IMF that jerked Treasury mandarins into action. Major risk for economy
By this time, it was now indisputable that debt has now become a major risk for the economy, and the Treasury was now recognising it in its budget policy statements. Being among 76 low-income countries benefitting from a global Debt Service Suspension Initiative (DSSI) by the G20 grouping of the world’s largest economies is not enough to soften its debt crisis triggered by the rising cost of servicing public debt. A restless taxman is ruthlessly pursuing
taxpayers struggling to keep their businesses afloat. A broke Treasury, unable to follow through with austerity measures, is running out of options. But the biggest nightmare is a growing debt crisis, whose all danger signals are blinking red. Just how did Kenya get here? Where did the Sh5.4 trillion borrowed by the Jubilee administration go? And how has President Kenyatta’s finance bosses fared compared with their predecessors. As Kenyans jeered and smeared mud on President Daniel arap Moi in December 2002, tired of a president who had ruled the country with an iron fist, and left the country’s economy in tumbles, the stock of Kenya’s total public debt was just Sh630 billion. This is according to official data from the Central Bank of Kenya (CBK).
Mwai Kibaki
Then Mwai Kibaki, an economist, and a former finance minister came in December 2002 during the big opposition wave that swept him into office. Kibaki increased Kenya’s public debt to Sh1.8 trillion. This translated to about Sh14.5 billion every month or Sh480 million every day. But he presided over a government that lived within its means, only borrowed when it was necessary, but most importantly, weaned the economy from the over dependence on foreign lenders, leaving behind a country that could comfortably fund its own budget.
Jubilee government
That was before the Jubilee government came in and threw all caution to the wind, borrowing Sh5.4 trillion in 92 months. To put this number in perspective, if this amount was to be used to build the standard gauge railway (SGR), then Kenya would have put up 17 such railways like the one between Nairobi and Mombasa around the country. If it was just to build super highways with
the money, then it will put up 154 Thika superhighways. Though debt is driven by the spending priorities of the government of the day, it is the finance ministers, who prepare the budgets, advice the governments on how best to fund them. They are also the men and women who sign off on the various debt instruments and loans borrowed. Best and worst finance ministers To put in perspective how avaricious the current administration is in terms of debt accumulation, we have gone back to September 1999, when Chris Okemo took over the Ministry of Finance, to track how Kenya got where it is today. Okemo served for about 21 months. During his time, he found the total debt book at Sh503 billion. In his time, Okemo borrowed about Sh100.9 billion. This works out to Sh5 billion every month or Sh160 million every day. His successor, Christopher Obure was at the Treasury for about one year from December 2001. In 12 months, Obure borrowed Sh23.2 billion. This is about Sh1.9 billion every month or Sh65 million per day. Obure, the last of President Moi’s finance ministers slowed down the pace at which the government was borrowing substantially, and when he left, the country’s public debt stood at about Sh630 billion.

If Rotich’s era was a nightmare, then Ukur Yatani’s era is going to be the most frightening nightmare of all time. At this pace, by November 2021, Yatani would have borrowed another Sh950 billion, which will bring Kenya’s debt to Sh8.2 trillion. PARLIAMENTARIANS SHOULD HAVE SOUND LOBBYING SKILLS; THE CASE OF SUNDAY CHANDA Dear Editor, MANY are the times parliamentarians make sudden disappearance upon being declared as winners. Their once cherished home town becomes an alien place and literary a no-go area during their tenure as MPs. Their contacts suddenly become unreachable as they are likely to change their address from their respective constituencies to Lusaka. For those who are lucky, all the electorates could access are their loud cheers in Parliament during the session as they are guaranteed of an earning, an allowance for merely registering their presence in the August house. In most instances, MPs’ disappearance from the constituency is as a result of resisting the expectation of financial rewards by the electorates. However, beside the legislative function, the MPs are constitutionally responsible for lobbying development. PF Media Director Sunday Chilufya Chanda who has thrown his weight to represent the people of Kanchibiya seems to come up with the formula for the 21st century era of parliamentary democracy. It is a paradigm shift from CDF dependent MPs to lobby-oriented MPs. As he aspires to be adopted on the PF ticket as parliamentary candidate, he has appreciated the predicament successive parliamentarians both in Kanchibiya and elsewhere faced as result of not stretching the lobbying process. As he seeks adoption

NOW IS THE TIME TO SHAME CRITICS OVER MINES Dear Editor, I HAVE been a very strong advocate of Zambia running its own mines or at least being the majority shareholder of the mines currently being run by foreign companies. For those that have followed my stories in the press and on radio will agree that I started talking about such undertaking about five years ago. I believe that Zambia was taught how to fish many years ago, way before independence and training has been passed on generations including local and overseas training to date. We have lost brilliant young minds to neighbouring countries, Europe, Australia and the Americas due to lack of jobs that were either occupied by foreign individuals or none creation of jobs due to foreign controlled systems. It is high time we went back to a system that will absorb our young university and college graduates immediately they are done with studies; A system that will allow them to have room for orientation while on training etc. To have a feel of the industry. Crafts men are critical to the whole system hence Trade Schools must be given a big boost to cut off importation of Artisans and Technicians from neighbouring countries and China, turning our locals into helpers. At this particular point in time I will talk about Mopani Copper Mines and Konkola Copper Mine now in the hands of Zambians. Let politicians stay out of the mining business before they confuse the people and the many Zambians doing a great job to achieve what is best for the country. I don’t what to sound partisan but to speak the truth that a lot of opposition comments and statements in the recent past have been energy draining for those that understand what is really going on. Most comments have not been patriotic at all. The fact is that the Western world will never allow us to grow at the pace that is desired, nor will they let us achieve or attain the correct value of our minerals. The fact is we are in modern day slavery. Having said that and that now we know; what do we do? We should always bear in mind that we are rich but yet poor due to the unfair treatment and unfair playing field created by the west. We are powerful if we stand strong together. The
progress may appear to be slow but it is better than no progress hence the need to be united and positive in what we are doing. Let us speak progress and positive towards the running of our mines because words spoken have energy and I think the Bible is clear about our tongues. Proverbs 12:18 KCM: A Zambian house hold name in mining. Brief history of the conglomerate; it was once NCCM under Anglo American Corporation and RST Rhodesian Selection Trust that encompassed Mufulira, Luanshya, Bwana Mukubwa Ndola Copper Refinery later called RCM. These we then combined to form ZCCM 1982. This composition brought in great developments and training through crafts for secondary school leavers, staff development etc of Zambians which extended to school from nursery to Form Six at Mpelembe Secondary School. It was a pride of our country and it brought shame on critics at the time. Then came privatisation. This may have had a positive intention by then MMD, but was handled poorly in my view and mainly benefitted a few selfish individuals of which some are not even named in the stories that are circulated in the media but are living large in the background. How did Government at the time allow companies to uproot expensive equipment from plant areas and export them, for example: Dunlop leading it to completely ground to a halt, DPB where we could no long make ice-cream and butter in the country! Then ZCCM to KCM, that allowed a company buy itself within months and we became the world’s laughing stock. This is a clear example of poor negotiated contracts. God has seen our suffering and has said no more. Vedanta is out and we have a great opportunity to redeem ourselves and to show the world we can do it and better than what the first-world may predict. The allotting of KCM in two will not make Zambians lose jobs but will improve the operations and management of the company. KCM Smelterco has been in existence for a long time if I recall from about 2002 but has been dormant, it has just been brought back to life. MOPANI: Simplified; was a break off from ZCCM at the point of KCM birth. It was sold off for a song. Having 100 percent control is such a big

relief and a blessing no matter how you look at it. Glencore never played an honest game from the word go, they got it for a song, they started giving flimsy reasons for trying to get rid of Zambian employees, they arm twisted Government etc. For whatever the deal they have is worth; let them go, there’s a proverb that says “the unfaithful woman has remorse and the faithful one has regret” and it is time for us to unite and stop politicking over the matter. We should digest and live the agreement until we are totally free because there is no need to cry over spilt milk. Whatever has been agreed I pray whatever team that was in the negotiating room did the best they could for Zambia. ZCCM-IH: I have never had any issues with the group and the Board; I think they are on top of the game. ADVICE to GOVERNMENT: Now that we have our golden geese in our hands, let’s not leave it to slip through our fingers again. Let us bring our own local experts at different levels in various fields from crafts levels to professors together to run these mines. Money has to be found. Those sitting without jobs and they are under 60 years old and willing to work; those in the diaspora must be convinced to come home and bring the mines back to life. We have to shame the critics and stand united. Let’s congratulate the Patriotic Front Government for saving people’s jobs to date and hope more jobs will be created. My advice to Government is: This is a great opportunity to revamp smelters, to start adding value to the production. We need to put up two or three precious metal plants that will operate like we operated Ndola Copper Refinery, where we will be able to extract high value minerals like Gold and Silver from the Copper before export. We need to build three or four more copper cable and wire factories like ZAMEFA for us to become a giant cable producing country in the region. Encourage the mining of Tin, to develop the production of Brass and Bronze locally. Tin, Gold and Silver are brilliant metals to stock as bullion in our national reserves. With my five points, taken seriously and managed well; we shall be talking a different economy in less than five years, strong currency, a better Zambia and very shy and embarrassed critics’ base. Dear Editor, BLOGGERS of Zambia would like to make a clarion call for increased cyber security education and awareness to enhance the safety and security standards of citizens on the internet. Our clarion call, comes in the wake of the approval of the Cyber Security and Cyber Crimes Bill of 2021 by Cabinet. The bill will be taken to parliament for enactment into law. We are making our call because cyber security and cybercrimes laws are being used in certain countries to infringe on internet freedoms and shutting down the internet during events such as elections and peaceful protests. When properly implemented, cyber security laws have the potential to increase digital access and enhance the digital transformation such as the one Zambia is experiencing. During our participation in two of the government’s internal legislative meetings for the review of the Cyber Security and Cyber Crimes bill, we shared our opinion for internet legislation that will make the online spaces safe and secure for all. We also indicated that there was need for internet laws and policies to be democratic, specific and must enhance online rights and freedoms, rather than used to silence citizens’ voices online. Admittedly, there are major challenges on the internet that require adequate legislation to make the online spaces safe and secure foe all, including children, women and girls but this legislation must be participatory. We reiterate our position that the internet has become an important resource for the realisation of democracy and as such, we need internet governance processes that will enhance the digital rights of users. To achieve this, we call upon citizens to take keen interest in internet law and policy formulation processes that are going on. Additionally, we urge all Zambians, both local and in the diaspora to engage in level-headed activities on the internet rather than engage in processes that expose others to harm. In the era of escalating misinformation and harmful content online, we urge Zambians to verify and check the facts of all the information before sharing on the internet. RICHARD MULONGA. Pupils who like hiking free rides to school Dear Editor, EVERYDAY we see pupils lining up our roads pushing for free rides to school. Some genuinely do not have transport money to jump on buses but others have, however, they do not want to pay; they want transport for free. Growing up, most of us used to walk long distances to school; we had no transport; some of us our food during break was roasted dry maize soaked in water commonly known as “Viwaya vokazinga.” Now, do not get me twisted, I am not in any way suggesting that our kids should be subjected to any of the hardships we passed through ourselves, no! In fact, we the parents have a solemn duty to ensure that we raise our children, in a better way than we ourselves were raised. Unfortunately, most modern parents think giving children a better life is all about spoiling or pampering them with goodies: expensive toys, buying them whatever they want, not being hard on them. Yes these things are good but to be honest, they are not that important. The most important things a parent can give to his/her children are wisdom (the fear of the Lord), a good education, morals, patience, humility, a sense of sacrifice, discipline, determination, hard-work and a sense of contentment among other values. There is beauty in the struggle and ugliness in the success. Proverbs 22:6 says: “Train up a child in the way he should go; even when he is old he will not depart from it.” Every child must know that life is not a straight road, it is not a bed of roses; a child must be told that if he/she does not follow the wise counsel from elders he/she may one day end up a prisoner instead of being a police officer, that he/ she may end up a beggar instead of a giver. Children should be taught the fact that there is no free lunch; whatever you want in life, you must work for it. Va free vimaletelela. By BUUMBA CHIMBULU EARLY distribution of farming inputs will necessitate a bumper harvest in Lufwanyama, District Commissioner, Dorothy Chipimpi has said. Ms Chipimpi said the area was able to receive inputs for the 2020/21 farming season before the on set of the rains. She said this when Nyimba Investments Head-Sales and Marketing Manager Willings Mulendema paid a courtesy call on her. “The President has really done well in terms of improving the agriculture sector. As you know Lufwanyama is a rural district and we depend on agriculture for our survival. “To Nyimba, you have managed to bring fertiliser early and with the good rains we are certain that we will have a bumper harvest,” she said. Ms Chipimpi said that by October 2020, the entire Lufwanyama district had received all the quantities of fertiliser under FISP. She advised Nyimba management to replicate the works it did during the 2020/21 season.
Ndola steps up COVID-19 health tips NDOLA District Commissioner, Anthony Katongo says the district task force on Covid-19 will intensify the sensitisation campaign in markets and other trading places. Mr. Katongo said his office has noted with great concern that despite the continued surge in the cases of the pandemic some members of the public especially buyers and marketeers have paid a deaf ear on the COVID -19 guidelines. Mr. Katongo said yesterday when he conducted an on the spot check of schools that have opened their gates to the learners yesterday to ascertain compliance and preparatory levels on the prescribed guidelines that the district task force will be engaging marketeers on the matter. Mr. Katongo said the fight against coronavirus needs everyone’s participation including traders and marketeers because they come across hundreds of customers on a daily basis. He made the sentiments following a concern from a grade nine pupil at Ndola’s Temweni Secondary School, Nathalie Kafwimbi on the huge crowds flocking the markets. “There are lot of people in markets and in a good number of bars. What else are you doing to make them stop because some of them seem not to be listening,” she asked. And Mr. Katongo said bar owners should not dare authorities because the President stated that bars, taverns and night clubs will only operate from Friday to Sunday and from 18:00 hours to 23:00 hours. He said the conditions given on the operations of bars and night clubs were subject to review and that can still make a pronouncement that may be bars can completely close if he so wishes should people continue with their casual approach. He said the district health team will soon be going round communities especially markets and bring to the fore the need for people to adhere to the set protocols on the pandemic - ZANIS

He said Nyimba planned to complete delivering the entire quantities for Lufwanyama by the end of May.

INVITATION FOR TRAINING PROPOSALS FINANCING SKILL TRAINING FOR EMPLOYER BASED IN-SERVICE TRAINING Background The Skills Development Levy was established in 2016 under the Skills Development Levy Act No. 46 of 2016. The main objective of the levy is to provide financial resource for the TEVET sector for skills development in collaboration with the Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The Skills Development Fund (SDF) plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, and one of the mechanisms used in achieving this objective is the TEVET Fund. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access.
Invitation to Employers and Training Providers The Government of the Republic of Zambia, using proceeds from the SDF, has set aside funds towards the implementation of the Employer Based Training (EBT) activities through the TEVET Fund. The TEVET Fund is hereby inviting Employers in collaboration with Training Institutions registered with TEVETA, under the Technical Education, Vocational and Entrepreneurship Training Act No. 13 of 1998 and the amendment Act No. 11 of 2005, to present proposals for support through the TEVET Fund towards skills development for EBT. This financing is available to Employers and TEVET providers whose request for financing will be considered responsive to the disbursement criteria. Focus is on provision of training that meets the current market demands.
Submission of Proposals Training Providers will be required to submit five (5) copies of each of the proposals in a sealed envelope. The envelope should be clearly marked with the Name of the Applicant Institution. The closing date for submission of proposals is Friday 19th February 2021 at 15:00hrs. Monze stocks up on fuel

overnment has expressed happiness that the fuel shortages that hit Monze and other parts of Southern Province has since been addressed. Speaking during a brief tour of filling stations in the district to check on the fuel situation, Minister of Energy Mathews Nkhuwa was pleased to note that the fuel shortage has been addressed and that all districts
in the province are stocked with adequate fuel. Mr Nkhuwa noted that the government was deeply concerned with the fuel shortages that hit most parts of the country and disclosed that remedial measures have since been put in place to ensure uninterrupted and constant fuel supply. Mr. Nkhuwa also appealed to Monze District Commissioner to alert the government of any looming fuel shortages by con-
stantly engaging owners of all the three filling stations in the district. “It is nice to hear that there are no more fuel shortages here. Southern Province was hard hit by fuel shortages and that is why we took a tour to ascertain what was happening and we are happy that the challenge of fuel shortages is now over in the province,” said Mr. Nkhuwa. “I want to appeal to you District Commissioner to be proac-
tive to engage these owners of these filling stations from time to time and equally important actively coordinate with my office to avert another fuel shortage which affects economic activities,” he added. Mr. Nkhuwa pledged the government support to private sector engaged in the construction or exploration of energy such the Kalahari geothermal power plant under exploration at a cost of about K90 million in the Lochnivar National Park Monze. The minister noted that geothermal energy is stable power unlike wind or solar energy and

He said the two existing filling stations were old and had inadequate capacity of less than 200,000 litres to meet the demand and that such poses a challenge to have buffer stocks in case of prolonged fuel shortages. Market Chairperson Anxious Ng'andu said currently, traders were having challenges trading from there because there is no shelter. Mr Ng'andu said that the current situation was not favourable for both the traders and customers as there is no shelter. He said his members are
made to seek shelter from other shopkeepers during rains thereby disrupting their business. Council Public Relations Manager Melvin Mukela said in response that the construction of market shelters is dependent on the priority by residents to use the Ward Development Fund. Mr Mukela has advised the Simonga Ward Development Committee to write a project proposal for their 2021 coffers in order to channel the funds towards the construction of the market shelter.
Judiciary call for stakeholders to help stop child defilement THE Solwezi High Court has recorded a decline in the number of criminal cases filed in 2020 compared to 2019. According to records under the court registry, 167 cases were filed in 2020 of which 135 were disposed of as compared to 197 cases filed in 2019 out of which 163 were disposed of. Kitwe High Court Judge Maria Kawimbe observed a reduction of aggravated robbery, murder and deaths caused by dangerous driving in 2020. “Statistics from the high court operations show that in 2020 a total of 167 criminal cases were filed in the Solwezi high court out of which 135 were disposed of. This is compared to 2019 when there were 197 filings out of which 167 cases were disposed of,” she stated. “It was observed that there was a reduction of cases in the offences of aggravated robbery, murder and causing death by dangerous driving,” Justice Kawimbe said. Justice Kawimbe could not, however, state what led to the
reduction but was quick to mention that collective efforts from stakeholders in fighting crime could be registering some reward. She was speaking in Solwezi yesterday during the 2021 ceremonial opening of the High Court criminal session. She however, noted with sadness that despite the slight decrease in other criminal cases, gender based violence offences such as defilement, indecent assault and rape cases have continued to rise. “It is disheartening to note that gender based violence offences continue to rise and are largely committed in the home and family environment among persons who are closely related or known to the victims,” Justice Kawimbe said. Speaking at the same event, Northwestern Province Permanent Secretary Willies Mangimela pledged government’s support to institutions in the justice system to ensure justice is delivered to all who need it. - ZANIS

Zanzibar VP in hospital after Covid-19 diagnosis

ANZIBAR CITY Zanzibar’s First Vice President Seif Sharif Hamad has confirmed reports that he has been hospitalised saying he tested positive for coronavirus. Hamad is the chairman of the main opposition Alliance for Change and Transparency (ACT-Wazalendo) in the Tanzanian archipelago, which joined the ruling Chama cha Mapinduzi to form a government of national unity after the October elections last year. He becomes the first person to publicly reveal a Covid-19 status since April last year when President John Magufuli declared the country coronavirus-free. There is no official Covid-19-related statistics or information available in Tanzania and issuing of unsanctioned Covid-19 information is strictly prohibited and restricted to the president, prime minister, the minister for Health and the government’s chief spokesman. Meanwhile, Tanzania's Health Minister Dorothy Gwajima has said the country has no plans to import Covid-19 vaccines at a time when there are fears that infections are rising. Zim activists arrested for foul language HARARE - Zimbabwean opposition activists and a member of parliament have been arrested for using abusive and obscene language against police officers. Police said the trio had been arrested after holding a demonstration outside a government building in the capital, Harare. "The trio, who were in a Toyota Fortuner without number plates, followed a police vehicle with officers who had attended the scene and used abusive language on the officers thus leading to their arrest," a statement from the police said. – BBC.
10 separatist protesters 'shot dead' in Angola LUANDA - The security forces in Angola have shot dead at least 10 separatist protesters in the northeast of the country, Amnesty International says. The killings began on Saturday in the diamond mining town of Cafunfo which is about 520km east of the capital Luanda, the rights group said. ‘Oxygen, oxygen, oxygen’:
Nigeria battles shortages amid COVID-19 surge
THE Lagos businesswoman recalled the “horrendous” week she spent in the COVID-19 wing of a city public hospital, where the sense of crisis was lifted only briefly by whoops of joy when a patient secured one of the few available tanks of oxygen. “There was a shortage,” the 47-year-old, who did not wish to be named in order to protect the staff who struggled to treat her, told Reuters. “It was discussed all around. It felt like that was the main issue – oxygen, oxygen, oxygen,” she said, convalescing in a private hospital to which she moved. Authorities are battling a second wave of infections that has caused nationwide oxygen shortages. Hospitals in the capital, Abuja, have come close to running out, while demand in Lagos, the centre of the outbreak, has increased as much as sevenfold since early autumn.
“There was a national scarcity of oxygen. We were pulling from all our normal suppliers, and finding new suppliers,” Lagos State Health Commissioner Akin Abayomi told Reuters in an interview. Demand for cylinders in Lagos went from around 70 per day early last year to as high as 500 daily from November, Abayomi said. Nigeria, population 200 million, was spared the worst in its first COVID-19 wave that began in February last year. But a second wave has hit hard. More than half of Nigeria’s 131,242 confirmed cases have been logged in the past three months. Fatalities now total 1,586. In December, the government enlisted Nigeria’s Air Force to increase liquid oxygen production at a plant in the northeastern city of Yola and fly 117 cylinders to two COVID-19 centres in Abuja. Authorities pledged in January to build a new oxygen plant in each of Nigeria’s 36 states. (Reuters)

RESIDENT Edgar Lungu has terminated the contract of Joe Kapembwa, Permanent Secretary in the Ministry of Youth, Sport and Child Development. Speaking when he announced the promotion of directors from different Government ministries to the position of Permanent Secretary yesterday, Lungu noted that Ministry of Youth, Sport and Child Development, Director of Sports John Phiri has been promoted to the position of Permanent Secretary in the same ministry. Lungu also transferred former Ministry of Sports, Youth and Child Development Permanent Secretary, Agness Musunga who was recently transferred to the Ministry of Works and Supply, to Cabinet Office (Remunerations). “I have terminated the contracts of six Permanent Secretaries with immediate effect. Those whose contracts have been terminated are: Charles Sipanje, Northern Province Permanent Secretary, Joe Kapembwa, Permanent Secretary, Ministry of Youth, Sport and Child Development, Stardy Mwale, Permanent Secretary, Cabinet Office (Remuneration Division). “Bishop Edward Chomba, Permanent Secretary, Ministry of Local Government, Mulalelo Kakulubelwa, Permanent Secretary (Administration), and Auxilia Ponga, Permanent Secretary, Ministry of Tourism,” Lungu said. “I have promoted Directors from different Government Ministries to the position of Permanent Secretary.” Lungu is confident that the changes will bring about a new dimension to the operations of the public service. Lungu has charged the new appointees with the responsibility of ensuring the smooth implementation of the various government policies, programmes and regulations falling under the respective ministries, provinces and other spending agencies. The President expects hard work, professionalism and discipline because his government is in a hurry to deliver on its promises to the people of Zambia.

ARELY two days after going into camp with the Zambia national women’s team, head coach Bruce Mwape has been fired as national Division One side, Nchanga Rangers coach. Nchanga Rangers president Patson Nyirenda announced the development in a statement noting that the club had separated with Mwape on a mutual agreement. Nyirenda also announced the club's separation from goalkeeper coach Yona Phiri, who was attached to Nchanga Rangers Football Club from the Zambia Police. Nyirenda noted that Phiri contributed a lot to the development of the club's young goalkeepers. He said they would announce the replacement for Mwape within the week. "Nchanga Rangers Football Club places it on record that Bruce Mwape remains a respected legend of the club despite the separation, which sometimes becomes inevitable in football," Nyirenda said. "We would like to thank him for the part he played while in charge of Nchanga Rangers Football Club “Project Return,” which solely focus on bouncing back the team to the Super Division in the current campaign of the FAZ National Division One football season,'" Rangers are fifth on the National Division One league after 15 round of matches played so far. Meanwhile, Mwape who spent most of last season with the national team preparing for their debut Olympics scheduled for later this year has summoned 32 players for next month's 2021 Turkish Women's Cup in Alanya. Zambia will be competing for the first time in the Turkish Cup where they have been drawn against Nigeria, Equatorial Guinea and Uzbekistan. Mwape’s 32-woman list consisting of four foreign-based stars who will lead the team during the invitational competition scheduled for February 1524.
