LET’S EXPORT MORE ZAMBIAN companies must take up the challenge issued by the Zambia Bureau of Standards (ZABS) to produce more local products to compete on the international market. This of course should be after the products have been tested and certified by ZABS. Economists are agreed on one point that for Zambia to come out of her economic doldrums, she must produce goods for export to earn foreign exchange. This is the point that ZABS Executive Director, Manuel Mutale stressed, that for industrialization to thrive in the country, local products must compete favourably on the international market. Mr Mutale said industrialization was an anchor of national development and for local products to meet both local and international standards, products must be tested and certified by ZABS. It is a fact that unless Zambian business entities up their game, particularly in relation to foreign trade, the Kwacha will remain weak. The country must export for the economy to thrive. ZABS is therefore in pole position to help Zambian manufacturers enter the export market by ensuring that their products meet international standards. The Economic Recovery Plan (ERP) that President Edgar Lungu launched at the end of last year holds great promise if it is implemented. But as Mr Mutale noted, with the operationalisation of the African continental free trade area, Zambia should explore the international market, especially that the local market has been satisfied. “The goods that we produce should not only meet the local standards but also international. That is why we are going round the provinces to engage the business community, particularly the small and medium entrepreneurs,” Mr Mutale said when he met North-Western Province Permanent Secretary, Willies Mangimela in Solwezi. While in the past Zambia regarded her geographical position of being landlocked as a barrier, the thinking has changed, that it is actually a blessing. It means that the country has a ready market for her products in eight neighbouring countries that she shares her borders with. Of these, Congo DR has always been the most promising for agricultural produce. Private Sector Development chairperson Yusuf Dodia said at the weekend that the economy which was dwindling can only survive when the country was exporting more thereby earning enough foreign exchange. Mr Dodia rightly noted that if the trend continued then the economy would negatively be impacted, and the cost of living would continue rising. ZABS must therefore be more pro-active in pushing Zambian companies into the export market by ensuring that they conform to acceptable international standards and earn the country the elusive foreign exchange. The onus is on Zambians to turn around the economy even as the government seeks external support from the International Monetary Fund and other cooperating partners.

Prisons boss roasted over ‘12 missing’ inmates By GRACE CHAILE-LESOETSA THE Judiciary yesterday took to task the Zambia Correctional Services (ZCS) Commissioner General, Chileshe Chisela to explain the circumstances under which 12 inmates appearing on the cause list were missing from Lusaka Central Correctional Facility (Chimbokaila). The panel of Supreme Court judges which included Chief Justice Irene Mambilima said the court was baffled that warders could lose prisoners within the prison system. “This to us is a very grave issue because when persons are convicted by the courts, there is a warrant which goes to the prisons showing how long that prisoner will be in custody and when they serve their sentence according to the warrant, they are released. It is baffling that you can lose prisoners within the prisons service and tell us that you cannot locate them,”

said Ms Justice Mambilima. But Dr Chisela informed the Court that no inmate was missing and the 12 alleged missing prisoners were either discharged after serving their sentences and one died in custody. However, Ms Justice Mambilima who sat with deputy Chief justice , Michael Musonda, judges Albert Wood, Nigel Mutuna and Charles Kajimanga noted with dismay that in January this year, cases collapsed because the prison authorities did not bring the inmates to court. The court said it was not the first time such a situation was happening and questioned how the ZSC system worked that they have no documentation to show that a prisoner was discharged or released on amnesty. She said that for many of the prisoners who were supposed to appear for a criminal session in January, the information given to the court was that

Cop in court again over prosecutor’ murder By CHARLES MUSONDA THE police constable accused of killing public prosecutor Nsama Nsama Chipyoka and a United Party for National Development (UPND) supporter Joseph Kaunda. appeared in the Lusaka Magistrates’ Court yesterday. Before Magistrate Felix Kaoma yesterday was Fanwell Nyundu, 25, of Matero Township who is charged with two counts of murder following the shooting dead of the two on December 23, 2020. Nyundu appeared for mention after which the State informed Mr. Kaoma that instructions from the Director of Public Prosecutions to commit Nyundu to the High Court for trial are not yet ready. The matter has since been adjourned to this Friday, March 5, 2021 for another mention and possible committal. Last Friday, Mr. Kaoma explained the charge to Nyundu when he first appeared in court following his arrest last week. He explained to the accused person that the offence he is charged with is only tried by the High Court. Mr. Kaoma told Nyundu that he would continue to appear in court awaiting committal to the High Court for trial if the DPP issues instructions. Public prosecutor Jordan Busiku yesterday said the certificate of committal was not ready and that the State was therefore asking for a short adjournment. Nyundu was arrested after Inspector General of Police Kakoma Kanganja handed over his report on the investigations into the killing of the two victims to President Lungu.

Jay Jay reports unknown video man to police By NOEL IYOMBWA SUSPENDED Eastern Province Patriotic Front youth chairperson Emmanuel Banda has lodged a complaint against an unidentified person who has been threatening his life. Mr. Banda arrived at Lusaka central police around 15:00 hours to report the matter. And speaking after reporting, Mr. Banda said that he decided to report to the police because this is not the first time his life is being threatened. He narrated that on 14 February 2021 his family was attacked by unidentified people who got away with laptops and phones. Mr. Banda said that prior to that he received a message where a person was saying

that he had been sent by Dora Siliya to get traditional medicine in Congo so that he is dealt with. He advised those who are fighting him not to drag the name of the party in their fights. Mr. Banda said despite fighting with some individuals, he is not at loggerheads with the party. He also said that despite the threats by unknown people he was not intimidated. A video is circulating online showing an unidentified individual with kwacha notes strewn on the bed, claiming to have received it from Ms Siliya to threaten Mr Banda. Meanwhile Petauke Patriotic Front Member of Parliament Dora Siliya has urged the public to ignore the video. Ms. Siliya has since reported the matter to police to help establish the individual behind the video.

The minister said the only way the country would be able to land cheap fuel and have availability of the commodity was through the earmarked pipeline. Mr Nkhuwa said in an interview that Government was eager to ensure that the pipeline come to fruition. He said once the pipeline was constructed, there would be no shortage of fuel in the country. Mr Nkhuwa said the talks which had stalled would re-

sume for the project to commence. "This is the issue which has been on the board and this time around we want to ensure that the project commences so that the country can no longer experience any challenges," he said. Meanwhile, Mr Nkhuwa said the construction of oil depots which had been embarked on in Lusaka and other areas would optimise fuel storage. He said the storage capacity in the country could only last for 30 days which should not be the case. Mr Nkhuwa said it was therefore prudent that the depots were completed for the benefit of the country.

‘Help Police regain public confidence’ PRESIDENT Edgar Lungu has challenged the Zambia Police Complaints Commission to help the Police Service regain public confidence. President Lungu said the performance of the Police would determine whether people would have confidence in the service or not. He said the conduct of the Police Service had been a subject of debate hence the need to work hard in restoring public confidence. The President said the Commission should also address the concerns of the public regarding the operations of the police officers. He said this at State House yesterday when he swore in Patrick Mutale as the chairperson of the

Zambia Police Complaints Commission and Brigadier-General Dr. Frida Kazembe as the chairperson of the Zambia Correctional Service Commission. President Lungu also urged Brig-Gen Kazembe to ensure there was security for inmates at all correctional facilities. He also urged her to deal with issues affecting officers such as those to do with transfers and promotions. President Lungu said Brig-Gen Kazembe’s loyalty to the command had earned her the promotion. The FDD leader insists that she was willing to show at trial that her statements were true and fair comment and has denied admission of any allegations of defamation against the UPND party president. She stated that she believed that the real issue in controversy was Mr Hichilema‘s demonstration of his acquisition of the wealth.

Dr Hamukale said that cabinet ministers had been prime targets of cyber bullying and on-line harassment. Dr Hamukale said, according to the market report scheduled to be released in a few days, the number of internet subscription in the country has increased from 9.2 million in 2019 to 10.3 million recorded at the end of 2020, representing a growth rate of 11 percent. The Minister said that the increase in the number of internet subscription reflected an improvement in the internet penetration rate from 52.9 per cent reported in 2019 to 57.6 per cent at the end of 2020. At the same occasion, ZICTA Director General Patrick Mutimushi said that the number of complaints received of people who had been cyber bullied had risen, particularly on women and girls. Mr Mutimushi said ZICTA would protect consumers with great emphasis on consumer awareness activities such as the project which came to an end yesterday. Meanwhile, Cyber Hygiene Zambia Chairman Captain Solomon Chakele described the over 420 kilometers walk from Lusaka to Livingstone as a successful venture.

Professor Mukwena said yesterday that NIPA had been self-financing at 100 percent and still managing to meet all obligations such as staff emoluments and covering all utility costs. He said NIPA was a success story despite the covid-19 ravaging of the economy. Prof Mukwena explained that the institution has a strategic annual plan which is part of its five year strategic plan. The sector has recorded the Access Bank acquiring Cavmont Bank Zambia merger, five years after the industry witnessed a similar transaction between Finance Bank Zambia and BancABC Zambia to form Atlasmara. The M&A is expected to boost the wholesale and trade finance capability of the joint resulting entity. While this new development has reduced the number of commercial banks to 17 from 18, it is expected to create more competition in the sector. Rural-based traders get support By BUUMBA CHIMBULU

AN innovative pilot project to support small-scale rural-based traders in growing their businesses has been embarked on by the Financial Sector Deepening Zambia (FSD Zambia). The Working Capital Access (WCA) is meant to address the immense challenges in accessing working capital faced by small businesses. FSDZ in its newsletter explained that the WCA replicated the success of the savings group (SG) models in Zambia. The organisation said Micro Small and Medium Enterprises (MSMEs) continued to demonstrate high demand for tailor-made, appropriate and affordable financial services. “The project stimulates the growing interest and responsiveness of formal financial institutions in the business value of MSMEs,” FSD Zambia said. According to FSDZ, the

Covid-19 pandemic had resulted in drastic declines in revenue for micro- and small enterprises (MSEs) in Zambia. It said most formal financial service providers (FSPs) furnish one-sizefits-all products, usually designed for their medium to large corporate company clients. MSMEs, FSD Zambia said, were denied opportunities to access these products. FSD Zambia surveyed business owners in the MSE sector to identify the driving forces behind the changes in revenue they experienced, and determined the role informal financing and digital financial services played in their road toward recovery. The interview occurred between June 2020, two months into the pandemic, and November 2020. According to the survey, Zambians were more likely to raise money informally through friends and family than through banks or the public sector.

N his State of the Nation Address on the ‘Progress made in the application of the national values and principles’ delivered to the fifth session of the twelfth National Assembly on Friday 12th February 2021, President Lungu noted that “more of our local products are being sold in shops”. In addition, President Lungu was encouraged by the increasing number of people consuming local products and he viewed this as an indication that the Proudly Zambian Campaign (PZC) had taken root. The Campaign was commenced in 2004 as an initiative by the Ministry of Commerce, Trade and Industry (MCTI), to promote the production and consumption of high-quality Zambian manufactured products. Despite this, the Campaign was only launched in 2018 following the signing of a Memorandum of Understanding (MoU) between the Zambia Association of Manufacturers (ZAM) and MCTI in February 2018. The MoU gave ZAM the

mandate to implement and manage the PZC. Since the launch of the Campaign, 33 companies have been vetted and registered under PZC as producers of high-quality goods and more have applied for registration. To ensure only high-quality products are registered and branded with the official PZC logo, PZC membership applications go through a vetting process. Standards Certificate issued by the Zambia Bureau of Standards (ZABS), Certificate of Incorporation issued by the Patents and Companies Registration Agency (PACRA) and Tax Clearance Certificate issued by the Zambia Revenue Authority (ZRA) are among the key documents required by the Vetting Committee before approval is granted to use the logo. In addition to encouraging standardisation, the Campaign encourages formalisation, compliance to regulations and good manufacturing practices. Thus, certification to use the official PZC Logo, as displayed, demonstrates a

mark of quality assurance. PZC also aids prospective members who may have challenges with meeting the above requirements. To promote the consumption of Proudly Zambian products, PZC implements a variety of activities. The activities include media sensitisation, expos, conferences and publications in newsletters and magazines. Through such activities the general public is enlightened on the benefits of consuming local products. Buying locally produced goods and services contributes to job creation, industrialisation and economic development. While the Campaign activities are yielding positive results as more and more people are consuming local products, PZC has noted that more effort is required to actualise the full potential of the Campaign. Therefore, the Campaign targets to increase its reach to all corners of Zambia and beyond in 2021. PZC engages directly with single-large buyers such as supermarket chain stores, mining

firms and government departments to increase the uptake of local products. Strengthening business linkages between the local producers and single-large buyers has potential to create many jobs. For example, a 2014 study by the International Council on Mining and Metals (ICCM) estimated that tripling mining expenditure directed at local manufacturing, from USD 100 million, could create 15,000 new jobs. Through the above outlined initiatives and activities, the Proudly Zambian Campaign is stimulating interest in Zambians to buy more of local products. It is important that the Zambian people direct 100% of their goods and services expenditure on products that are produced locally. It is also vital that all producers of goods and services join the Campaign and acquire the rights to use the official PZC logo. Let us all embrace production and consumption of top quality locally produced goods and services. So next time you think of buying something, think local first!

EU auditors warn over 5bn euro emergency Brexit spending BRUSSELS - The European Union lacks tight oversight of five billion euros in emergency Brexit aid, the bloc’s auditors said on Monday, warning over governance risks regarding quick cash injections as Brussels prepares to disburse massive amounts of Covid19-related stimulus. The European Court of Auditors (ECA) said member states are due to get four billion euros, or most of the funding from the so-called Brexit Adjustment Reserve this year, without the usual requirement to agree with the bloc’s executive in advance what exactly they plan to spend it on. “We therefore raise concerns that this proposed timing and structure creates a lack of certainty where member states may choose suboptimal or ineligible measures,” said Tony Murphy, a member of the ECA, an agency set up to ensure EU funds are spent properly. Murphy said EU countries would only report on their completed spending in September 2023 and would need to pay back money that would not be deemed eligible.

“We would like to see changes,” to improve financial management and ensure the overall effectiveness of the Brexit emergency fund, Murphy said, though he said the ECA realised those most affected by Brexit needed the money swiftly. Based on the size of trade ties with now-departed Britain and the share of fish catch in UK waters, Ireland is due to get a quarter of the Brexit emergency allocation, followed by the Netherlands, Germany and France. As the EU moved from a protracted Brexit crisis to grappling with the coronavirus pandemic, last year it designed another unprecedented spending plan - economic stimulus worth 750 billion euros to pull member states out of a record recession. While EU countries need to pre-agree with the Brussels-based European Commission their spending plans to receive recovery money, Murphy said trade-offs between swift and diligent spending were on the auditors’ minds. “What we’d be striving at is a good balance between flexibility and appropriate control structures,” he said. “They are emergency measures, we can’t wait around for years for the plans to be drafted. Agric gets lion’s share of $18bn bailout funds HARARE - Government has deliberately prioritised the agriculture sector in the disbursement of funding under the $18 billion Covid-19 stimulus package to ensure food security and inclusive economic development, a senior treasury official has revealed. Secretary for Finance and Economic Development, George Guvamatanga, said this during a Reserve Bank of Zimbabwe (RBZ) 2021 monetary policy review webinar in Harare last week. Guvamatanga, who could not disclose how much was released to the agriculture

sector, said the Government was now looking at how it can provide further support to other non-agriculture oriented sectors after the country achieved the critical objective of food security. He said treasury’s focus was to continue to support other key sectors of the economy with both loan guarantees and liquidity. Government came up with the $18 billion stimulus and recovery package last year to minimise the negative impact of the fallout from the Covid-19 pandemic, which suffocated global trade and supply chains.

Zimbabwe was projected to record a second consecutive economic recession of 6.5 percent last year due to the heavy blow from the viral global pandemic and cyclones, but is forecast to climb back with a 7.4 growth this year. “At the moment we are . . . reviewing what we have done with the current stimulus package so that, we can come back to the market to see how we can further enhance support . . . to other sectors,” he said. Guvamatanga said there was a very good reason why Government prioritised agriculture, which is the backbone

of the domestic economy and this was because forecasts projected a good rainy season. “But now that we have managed to secure food security and are no longer going to be importing food, it allows us to support other sectors with both local currency and foreign currency that is required by industry,” said Guvamatanga. Uptick in domestic demand, exports support manufacturing activity - index JOHANNESBURG - There have been improvements in domestic demand with the easing of lockdown restrictions, which has helped to bolster economic activity in the manufacturing sector, according to the ABSA Purchasing Managers’ Index (PMI). The PMI for February, released on Monday, measures economic activity in the manufacturing sector. It improved from 50.9 points record in January to 53 points. The index reading is also higher than the market consensus of 51, which was

expected. A reading above 50 indicates there is increased activity, while a reading below 50 indicates a decrease. Only two of the five components ticked downwards – the supplier deliveries index which moved down from 68.9 points to 61.7 points and the employment index which moved down from 48.6 points to 44.1 points. “In Q4, the factory sector managed to add 28 000 formal jobs on a quarterly basis, although employment was still down by a sizeable 171, 000 jobs from a year before.” Notably new sales orders

increased during the month. The component’s reading increased from 47.2 points in January to 54 points in February. him, it is normal. He has had money ever since I knew him and that was long before politics. I also have other friends that own aircraft in Zambia and its normal when one is in business to own such. Don’t expect to be an employee and buy a plane. Salaries won’t make you achieve that. Mr Malanji bought two brand new Mercedes Benz cars before he stood as a Member of Parliament. You have read in the press about him going to court over disputes with banks during

the course of conducting business. Some of you might have slept in his lodges or hotels, or rented shops in his property but today you get surprised when he buys a helicopter? Lol My dream is to own a plane. And on course, we should all have dreams. Let’s move from zero to hero. Get a job to get initial capital and then start investing in your own things. Buy property to keep some of your wealth stable in fixed assets. Wealth creation takes a

long time. Do not panic if you are not multiplying your wealth quickly. The Malanjis started in the 80s. Business is key to success. When you look at mansions built even by the likes of Hakainde Hichilema, they ventured into business. I’m sure even HH owns a helicopter. Don’t hate the players. Hate the game. News about people acquiring such things should motivate us and not make us feel jealous. This world is a world of scarce resources. We are all fighting for those scarce resources. KBF’s conditionally concealing “what he knows” sheer unpatriotism Dear Editor, EVER since it became clear that President Edgar Lungu was the most popular candidate within the ranks and file of the governing Patriotic Front (PF) politically quarantined veteran lawyer Kelvin Bwalya Fube has waged a rigmarole of a futile unwarranted harassment campaign against the flag bearer for 2021. He has even gone to greater lengths to subjectively misconstrue the issue which is with clear thoroughness in the Constitutional Court Judgement that pronounced on the meaning of the Presidential term with the view to mislead the unsuspecting public. While we know he is merely politicking, we respect his opinion while in the same breath we respectfully disagree with his disagreement regarding the unanimous endorsement of President Lungu as the flag bearer for the PF. Recently, Mr Fube was quoted in some sections of the media in which he threatened to tell “what he knows” in an event his pending flopping Presidential bid came to pass. His stance to conceal what he know until his Presdetial bid has flopped raises moral issues which are expected of the dignified Presidential office he is aspiring to hold. The threats by the expelled KBF to disclose what he knows in an event he was blocked at the convention using the PF‘s own constitution and internal regulations is sheer greediness and unpatriotism on his part. It is an open secret that unless he normalise his relationship with the PF, his exclusion for the PF Presidential race is imminent thus he is wasting his precious and expensive time with his threats. This clearly is vindictiveness that his decision to position himself as a possible replacement to President Lungu has not been informed by desire to service but insatiable appetite for power. Patriotism demands that Mr Fube objectively weighs whether what he is daring to disclose is beneficial to the nation and if he is a responsible citizen, he can gladly oblige to his wish and break the silence. There is no doubt a seasoned lawyer of his stature is well versed with the demands of his ethical obligations expected of him not to conceal anything that is detrimental to the interest of the state. UPND brings back ‘Operation Watermelon’ Dear Editor, WITH the August 12 elections fast approaching, the UPND are spending piles of cash on propaganda with the view of damaging the image of the ruling Patriotic Front government because they have realised that they have no alternative policies in their monotonous messages that can subsequently make people vote for them. In 2016 during the election campaign period the UPND introduced what they called “operation watermelon” strategy or formula if you like. This strategy saw them dress their cadres in green PF regalia and then encourage them to cause all sorts of chaos and violence so that the unsuspecting public would stage a rebellion against the PF government. The “operation watermelon” strategy did not yield the UPND’s desired results in the previous election and they have now brought it back in a much more sophisticated, advanced and avant-garde form. Put it in a nutshell, its “operation watermelon” on steroids this time around. The UPND are now

taking advantage of the people’s love for social media by bombarding it with fake “money videos” and pictures of their cadres clad in PF regalia brandishing enormous stashes of cash while masquerading as PF members. The motive behind the fake money videos is to create an impression that the PF are empowering their cadres with huge amounts of money at the expense of ordinary Zambians who are desperately in need of money which will result in a public furore. The UPND know that Zambians still love President Edgar Lungu and the PF and this is why they have resorted to using the propaganda “operation watermelon” - fake money videos as an attempt of making Zambians turn against their government but the PF and President Edgar Lungu are steps ahead of the UPND and this is why they now want to enact the Cyber Bill into law to bring sanity to social media. It’s no coincidence that the UPND are very afraid of the Cyber Bill. They know for a fact that once the Bill is made law, their series of fake money videos propaganda will come to an abrupt end with their sponsored criminals brandishing fake Kwachas being visited by the long arm of the law. The trending of disturbing fake money videos and pictures on social media is another well grounded reason why all Zambians must support the Cyber Bill. It’s time we brought sanity to the Cyber space. AMBIA faces economic hurdles ranging from a weakening currency, spiraling inflation and above all a systematic Covid-19 pandemic impacting the globe. The Kwacha has been on a depreciating streak since last year losing 43 percent in value and has extended losses by 1.31 percent in 2021 trading north of 21.7 for a unit of dollar while inflation was 230 basis points wider for January at 21.5 percent eroding buying power for consumers. This has adversely impacted the cost of living which according to the Jesuit Centre for Theological Reflection (JCTR) has rallied to K8, 934 in January 2021 from K7, 404 in December 2020 for a family of five.

What the macroeconomic indicators are reflecting currently is that the inflation spiral and constrained business fabric as measured by purchasing managers index (PMI) for which Zambia has been in contraction for 23 straight months, is that lacking a grip on the exchange rate has far fetching effects that one could image. Inflation is purely import-driven and cost push effects pushing input costs higher making manufacturing costs unbearable. That explains why cement prices for instance have adjusted higher. But the biggest structural issue concerns debt one end because service is in dollars, this is a source of foreign

CYBER CRIME …Man in court after threatening to shoot Uhuru Kenyatta

AIROBI - A man was arraigned before a Kiambu court on Monday over a Facebook post where he threatened to shoot President Uhuru Kenyatta. Simon Muchiri, 22, was charged under the Computer Misuse and Cybercrimes Act with misusing the social media platform by publishing the remarks that are deemed detrimental to the office of the president and the people who occupy it. The court was told by the prosecution team that he committed the act on February 27 this year at an unknown place. Muchiri was arrested by security officers after reviewing

his page and later tracking him down using his mobile number. “That on February 27 at unknown place you published on your Facebook page that you would kill President Uhuru Kenyatta without hesitation if you had a gun,” the prosecution told the court. The accused, however, denied the charges and was released on a cash bail of Sh200, 000 or similar bond terms by Kiambu principal magistrate Grace Omodho. His lawyer had pleaded with the court to release Muchiri, saying he is a young adult and a first-time offender who his family relied on to put food on the table. The magistrate, while

releasing the accused, set March 15 as the date when the case will come up for pre-trial hearing where he will be furnished with all the evidence that the prosecution team intends to use in court. The case will subsequently go for full hearing on May 13. Muchiri becomes the latest suspect to be charged under the Computer Misuse and Cybercrime Act, which seeks to bring sanity to Kenya’s cyberspace.
