‘COMPEL MINING FIRMS TO BUY GOODS LOCALLY’ By SILUMESI MALUMO
M
INING firms must be compelled to procure goods and services locally because outsourcing has increased the cost of production, the Mine Suppliers and Contractors Association of Zambia has said. The association’s president, Mr Augustine Mubanga, said the country was not benefit-
ting from the mining sector because the cost of production was high and the mining business was not thriving. Mr Mubanga said such a scenario could only be turned around if mining firms were compelled to buy goods and services locally. He said in an interview yesterday that the dependence by mining firms on outsourced goods and services
need to be curtailed. Mr Mubanga said it was high time the mining firms started procuring goods and services from local suppliers so that the cost of production could reduce. He said this would result in the country generating reasonable revenue. "The issue is that the cost of production is too high and what is making the cost
of production to be high is because mining firms have been buying goods and services out of the country. "What happens is that when they buy goods and services at US$90 million then when you produce minerals worth US$100 million the profit will only be US$10 million, so it is obvious that Government through ZRA will get less revenue," he said.
ZRA chief says vehicle amnesty bearing fruit By BUUMBA CHIMBULU in Nakonde THE Zambia Revenue Authority (ZRA) has commended clearing companies which have regularised dubious vehicle imports as it donated smuggled cooking oil worth K1.4 million to public institutions. ZRA Commissioner General, Kingsley Chanda, said the mini amnesty would go up to May 26, this year to allow those who dubiously imported vehicles in Zambia clear them. Mr Chanda said ZRA and other wings such as the police and the Road Traffic and Safety Agency would swing into action to seize and forfeit to the state all the dubiously imported vehicles.
He however commended the clearing companies that had stepped forward to regularise all dubious vehicles imported on their Tax Clearing Identification Numbers during the "operation clear your car" mini amnesty. Mr Chanda said this in Nakonde on Thursday during the donation of 26,600 litres of smuggled cooking oil to public institutions worth K1.4 million. "We have not penalised them (clearing companies) because the olive branch is still open to all. While those who have decided to remain hiding thinking we do not know, they will meet us after May 26, 2021. "Our advice is simple, let people do the right thing. ZRA has sharp teeth to bite

Seize properties of erring Chinese firm By NATION REPORTER GOVERNMENT should seize properties belonging to a Chinese firm that was awarded contracts between 2014 and 2016 to build 18 schools but failed to execute most of the projects, the Inter-Africa Governance Network (AFRINET) has suggested. The Chinese firm failed to complete the project despite being paid. AFRINEC executive director Maurice Malambo said the property belonging to the Chinese firm should be forfeited to the state to recover the money. Mr Malambo was reacting to a matter in which a Chinese company, is being investigated by the Drug Enforcement Commission (DEC) for alleged fraudulent activities. “We call on Government to seize the alleged fraudulently acquired Chinese properties as a way of recovering the public money. “We all saw the 48 houses being seized, why not do the same to the Chinese firm which is believed to have duped the people of Zambia?” he asked. Petroda sues ex-worker over $500, 000 By GRACE CHAILE LESOETSA PETRODA Zambia Limited has sued a former employee demanding a monthly payment of US$500, 000 for illegal and continued stay in its residential property situated in Lusaka’s Lilayi area. The company wants the Lusaka High Court to order, Yasser Abdallah Hamza, to vacate from its residential property and premises known as F/401a/88A, Lilayi. It is also seeking an order of ex parte injunction directing Mr Hamza to vacate the premises. Petroda wants an order for payment of mesne profits by the defendant at the rate of US$500, 000 per month arising from the illegal and continued stay in its property from March 8, 2021 to date. It is claiming exemplary and aggravated damages for loss of use
of the property to be assessed by the court as well as damages for inconvenience suffered as a result of the blatant refusal by Mr Hamza to vacate the premises. According to a statement of claim filed in court on March 30, this year, Petroda stated that Mr Hamza was engaged on January 24, 2014 as a Property Maintenance Officer on a permanent and pensionable basis and provided him with accommodation at its residential property in Lilayi. But Mr Hamza during his employment failed to discharge his duties faithfully and diligently leading to the termination of his contract after initially having warned him. This has forced Petroda to pay rentals for the accommodation of Mr Hamza’s replacement to third party landlords when the company has its own property.

He said there was need to expedite the matter to secure the national interest and not to be seen obstructing justice.

Dormant union warned By KETRA KALUNGA GOVERNMENT has ordered the Confederation of Trade Unions in Zambia (COTUZ) to comply with the set standards of trade unions in the country following its poor compliance levels. Labour Commissioner, Givens Munthengwa, said COTUZ was the only umbrella trade union that was dormant and not operating in line with the law and its constitution. Mr Munthengwa said in an interview that the labour union had not been submitting financial reports to the ministry for verifications. He explained that trade unions were required to submit financial statements every year for the ministry to independently verify whether the money that was used met the
objectives of the constitution of the unions. “A financial report submitted to the ministry shows whether the money collected was used according to specified objectives as provided for in the constitution of the union, “And the ministry offers a balancing act on behalf of members so that they don't accuse the members of abusing their funds unnecessarily and the leaders also cannot dribble their members out of their contributions and abuse the funds,” he said Mr Munthengwa said the ministry has since written to COTUZ over its failure to operate within the law and its constitution. He said the ministry was however pleased with the compliance levels of the rest of the unions in the country.

She said no one was above the law and therefore the police should move in and arrest the traditional leader. She said the police should smoke out the chief so that he can tell Zambians why he has been hiding the Hatembos. Ms Phiri said it's obvious that the people who have abducted the Hatembos especially Pheluna have no heart, because if they did they would have organised a nurse to be looking after her daughter who has a serious condition. Hatembos siblings Milton and Pheluna disappeared after a highly publicized meeting where the duo refused to appeal a court matter against UPND leader, Hakainde Hichilema which went against them. The duo, went against a family decision to appeal the matter which they lost on account of being time barred. The duo were mysteriously brought to Lusaka to denounce the case and then taken back to Choma where they disappeared after a presser organized by Zitukule Consortium.

GOVERNMENT should enact a law that will stop Civil Servants from borrowing more than 40 percent of their monthly net salary to protect them from destitution, the Progressive Teachers Savings and Credit Cooperative Society (PTSCCS) has advised. PTSCCS National Chairperson John Mwendapole, said despite the PF government awarding civil servants more than 200 percent salary increment upon assuming power in 2011, workers in the public service have continued wallowing in poverty. He said Government salaries are not only meant to support the individual workers, but also meant to stimulate the local economy hence the urgent need for affirmative action to curb this vice. “This vice where civil servants are borrowing excessively is tantamount to economic sabotage and is also a security risk as political opportunists can take advantage and sow discord by blaming the Government for the suffering of the public workers,” said Mr Mwendapole. He said this is so because most civil servants have over borrowed which has also led them into untold poverty as they are not able to meet their household needs. “The well-intended move by the PF Government to award more than 200% salary increment to civil servants upon assuming Government in 2011, as a way of stimulating the local economy by increasing cash flow circulation has been undermined by Civil Servants over borrowing,” he said. Mr Mwendapole said civil Servants should accept that the due to the covid 19 outbreak, the economy has suffered setbacks including the unfavorable exchange rate of the Kwacha to major foreign currencies, and therefore they should endeavor to live within their means.

Recently, Mr Hichilema claimed that the voter registration exercise was skewed towards registering a higher number of voters in provinces that voted in favour of the incumbent Patriotic Front (PF) in the 2016 election. ECZ chief executive officer, Kryticious Nshindano said they have noted with sadness the unsubstantiated claims by some election stakeholders that the voter’s election exercise was a sham as it was done to favour the incumbent. Mr Nshindano challenged those that have evidence that the exercise was a sham to come forward and present their evidence than making unsubstantiated claims. “We get a lot of narratives claiming that this exercise is fraudulent, if you have evidence and able to prove that a
person should not be on the voter’s roll for one reason or another, please come forward to the commission. “If for example you feel that Nshindano should not be on the register, come forward and give your reason. If your reason is valid, we will remove that person according to the law,” Mr Nshindano said. First and almost, he said, when the ECZ is conducting voter registration exercise, we do not look at regions. We do not look at regions, we look at Zambia as one constituency. It is the political stakeholders and some citizens that have divided the country by claiming that this region belongs to a political party. The commission does not segregate. Meanwhile, Mr Nshindano announced that the ECZ has considered feedback from various stakeholders and has extended
the physical inspection period for another five days beginning today to Wednesday April 7, 2021. Mr Nshindano said during this period, the ECZ is also receiving objections and appeals. He also stated that Presidential candidates should pay their nomination fees between May 1 and 9, 2021, to allow for pre-processing of supporters scheduled for May 10, 2021. He said Members of Parliament and Councillors should pay between May 1 and 16, 2021, to accommodate the provisions of the dissolution of Parliament and Councils which has been set for May 14, 2021. Mr Nshindano also said the technical committee on mainstreaming Covid-19 prevention measures in the 2021 general election calendar is formulating guidelines and further engagement of political parties and stakeholders.

Mr Mwamba said the UPND was headed for political extinction after the August 12 elections. He said UPND was centred on one person and this has led to internal problems, resulting in the resignation of senior officials. “The resignation of former UPND spokesperson Charles Kakoma should not be taken lightly especially
that he was a strong member of the party and that is a clear demonstration that mass defections awaits the opposition party,” Mr Mwamba said. He said the ruling party has continued to attract members from the opposition because of the good leadership of President Edgar Lungu. Mr Mwamba said he had been informed that majority UPND members were not happy with Mr Hichilema’s leadership. “This year come August 12, the UPND will suffer the most humiliating defeat since its inception,” Mr Mwamba said. Meanwhile, former UPND presidential advisor Richard Kachingwe said Mr Hichilema’s rigging claims was an indication that the opposition leader has sensed defeat. Major Kachingwe said it is important for Mr Hichilema to accept defeat as opposed to issuing alarming statements. “For me, Mr Hichilema has sensed defeat because he knows his party has not done the home work therefore he should throw in the towel and allow others to take over the party,” Maj Kachingwe said.

Mr Katambo said a survey conducted recently showed that there was no serious damage of crops during this rainy season. He said in an interview that only 10 percent of fields had been affected by floods during this rainy season and that this would not affect the country’s harvest. “I can assure you that we shall record a bumper harvest this year even when we have experienced floods. A survey has been done across the country and the findings are that only 10 percent of the fields have been affected by the floods. “So this percentage cannot affect our harvest. So the Zambians should know that there will be a bumper harvest in the country,” Mr Katambo said. Meanwhile, Mr Katambo said the Disaster Management and Mitigation Unit (DMMU) had provided help to farmers whose fields had been affected. Mr Katambo said the DMMU had ensured that all affected farmers were attended to.

GOOD Friday, which was celebrated yesterday, is a crucial day of the year on the Christian calendar because it is the most momentous weekend in the history of the world. Jesus died on this very day, but rose on the third day. Christians in Zambia and all over the world have proclaimed the cross and resurrection of Jesus as the decisive turning point for all creation. The Creator is God, who sent his only begotten son to die for all of us. Zambians across political lines should, therefore, proclaim this day as a turning point for love and reconciliation just as God sent his son on earth to reconcile humankind to the Throne of Grace. On Good Friday we are aware as Christians in this country the day Jesus willingly suffered and died by crucifixion as the ultimate sacrifice for our sins as written in Matthew 27:1-3 and thus: “When the morning, all the chief priests and elders of the people took counsel against Jesus to put him to death. And when they had bound him, they led him away, and delivered him to Pontius Pilate the Governor. “Then Judas, who had betrayed him, when he saw that he was condemned, repented himself, and brought again the thirty pieces of silver to the chief priests and elders.” Yes, the betrayer Judas Iscariot gave back the 30 pieces of silver and hanged himself, knowing too well that he had blundered. There are so many lessons that Zambians can draw from this episode and start on a fresh note and truly reconcile politically and in other circumstances. Good Friday is followed by Easter, the glorious celebration of the day Jesus rose from the dead, signaling his victory over sin and death. This also points to a future resurrection for all who are united to him by faith as Saint Paul explained in Romans 6:5 very clearly: “For if we have been united with him in a death like his, we will certainly also be united with him in a resurrection like his.” Good Friday is very appropriate for Zambians and other people in the world because the suffering and death of Jesus marked the dramatic culmination of God’s plan to save people from their sins. It is clear that God demonstrates resurrection on Easter as Jesus is resurrected and it is a period during which we must truly believe and continue reading and implementing the word of God. In Zambia, reconciliation has eluded politicians and their followers as they treat opponents with deep hatred as they jostle for state power. Therefore, Good Friday through to Easter is one period that we can use for introspection in the political space and redeem ourselves as Zambians. Zambians must uphold peace for which they are known for and not violence which sporadically breaks out, especially during by-election campaigns. Many times, public discourse is laced with invectives among political leaders from opposite camps and the same is replicated among their followers. Ms Katanga said the police command has put in place adequate measures to foster peace before, during and after the August 12 general elections. She explained that the Zambia Police Service has rolled out the electoral security plan aimed at ensuring the elections were free of violence. The electoral security plan for elections, she said, which was launched in February this year was aimed at setting the frame work on which the police shall prepare policing of the general elections. “I can therefore assure you that as police, we are more than ready to ensure law and order is observed before, during and after elections,” Ms Katanga. She saidpPolice would ensure that officers work diligently in line with the recently launched Electoral Security Plan and ensure guaranteed peace in the country. Chanda says reduction in COVID-19 cases impressive MINISTER of Health Jonas Chanda says the Covid-19 cases requiring admission has continued to reduce with the number being less than one hundred, for the past six days. Dr Chanda adds that as of today, the country has seen no admissions in Central, Luapula and Western provinces, a similar case with isolation facilities outside Lusaka District in Lusaka Province. The minister notes that as the ministry winds down the operations on some of the Covid-19 isolation centres, it has continued taking stock of the equipment and human resource invested, in order for them to be adequately prepared for a possible third wave, which may require scaled up capacity. He indicated that
training of health staff in emergency response, remains top priority, not only for a possible Covid-19 third wave but for other eventual disease outbreaks. Meanwhile, the Minister has revealed that Zambia has in the last 24 hours recorded 181 new cases out of 4,814 tests conducted, representing a 4 percent positivity and bringing the cumulative number of confirmed cases recorded to date to 88,730.Dr has stated that the new cases and positivity broken down by province shows that Central Province recorded 39, Lusaka 31, North-western 22, Luapula Province 20 and 16 for Eastern Province. Others were 16 from Southern Province, Western 14, Muchinga 10, 8 from Northern and 5 from the Copperbelt Province.
Chitika accuses Nakacinda of destabilisig MMD in court papers By GRACE CHAILE LESOETS RAPHAEL Nakacinda has held on to MMD merely to destabilise the party for the benefit of the ruling Patriotic Front (PF), the party’s national secretary Elizabeth Chitika has told the Court. Chitika has insisted that Mr Nakacinda was well aware of the disciplinary proceedings against him as Judge Sharon Newa in her judgement had legitimised his suspension and he knew he had to answer to the charges as there is not stay of execution. In this case, nominated Member of Parliament and also Water Development, Sanitation and Environmental Protection Minister, Mr Nakacinda has sued the Movement for Multi-Party Democracy (MMD) in the Lusaka High Court seeking a declaration that his
purported expulsion from the party is illegal, invalid and void. Mr Nakacinda wants the court to declare that his purported expulsion from the MMD was illegal by reason of procedural impropriety and absolute defiance of the established rules of natural Justice. He cited Ms Chitika as the defendant in this matter. Mr Nakacinda also wants an order of interim injunction restraining Ms Chitika either by herself, agent, servant or otherwise from continuing to interfere with his membership in the MMD. According to his statement of claim Mr Nakacinda claimed that Ms Chitika informed him that he had been expelled from the party on allegation of arrogance, insubordination and disregard for the party leadership among others. Mr
Nakachinda stated that Ms Chitika claimed the party was unable to serve him a letter requesting him to attend a disciplinary hearing on November 15, 2019. But in her reply to defence to counterclaim , Ms Chitika stated that Mr Nakacinda’s expulsion from MMD party was done in accordance with the party constitution and was therefore rightful. She claimed that she did everything possible to serve the expulsion letter on Mr Nakacinda and denied allegations that Mr Friday Chipasha and Mr Jackson Nkhoma went to the plaintiff’s (Nakacinda) home with intentions to harm him. ZAMBIA’S ConsulGeneral in Guangzhou Province in China, Daniel Chisenga, has invited Transsion Holdings of China to consider establishing a phone assembly plant in Zambia. Mr Chisenga said Zambia has many investment opportunities to offer in the ICT sector, including the provision of retail fiber optic, manufacturing and assembly of digital set up boxes and other ICT equipment. “Investments of this kind would help government actualize its drive towards employment creation in the country. This will foster skills transfer in line with FOCAC (Forum on ChinaAfrica Cooperation) Beijing Action Plan,” he said. This is according to a statement made available to the Daily Nation by Ministry of Foreign Affairs public relations officer Chansa Kabwela. Mr Chisenga made the remarks when he visited Transsion Holdings and held discussions with the company officials who

GOVERNMENT should have a consistent agricultural policy and open up the export market to grow the economy, Movement for Democratic Change (MDC) President Felix Mutati has said. Mr Mutati said there was need for consistency in agriculture policy framework that would create certainty in the sector. He said growing the country’s agricultural sector would help address the country’s heavy debt. “If we want to grow then we should liberalise the agricultural and open up export market including maize, mealie meal and other agricultural commodities,” Mr Mutati said. BANNING fishing activities on Kafue River for five years as being suggested by some stakeholders is not a solution to the problem of fish depletion, Small Scale Fish Farmers Association (SSFFA) chairperson Victor Chatilika has observed. Some stakeholders have suggested that Government should consider banning fishing on Kafue River for five years and introduce new fish species to improve the population fish. But SSFFA chairperson, Victor Chitilika, said contrary to the suggestion, Government should instead introduce fish farming on Kafue river as was the case at Lake Kariba and other water bodies where large scale fish farming was been undertaken.
He said the introduction of cages for commercial fish farming on Lake Kariba and other water bodies has not only resulted in improved fish stocks but also led to fishermen abandoning their illegal activities. Mr Chatilika said the Kafue River is one of the rivers in the country that can used for fish farming as the county strives to close the fish deficit currently stand
at over 80,000 tonnes per annum. He said fish has depleted on Kafue River to an extent that even if fishing activities were to be suspended for five years, it would not possible that catches would improve. “There practically no reason to ban fishing activities on Kafue River because already the river is empty and what needs to be
done is introduce cages for commercial fish farming so that local fish farmers can be empowered and start producing,” he said. Mr Chatilika said in the 1990s Kafue River was one of the few rivers in the country that had large fish stock but that due to wrong methods of fishing by the locals, the river is just a mere water path for other activities.

FRICA’S economic recovery will hinge on securing equitable access to vaccines and developing solutions for debt distress. This is according to the African Development Bank Group (AfDB) president Akinwumi Adesina. Dr Adesina said Africa needed debt relief, debt restructuring and debt sustainability. He pointed out that in the absence of reallocations, lowincome countries would receive only about 3.2 percent of special drawing rights. Dr Adesina called for the formation of an African financial stability mechanism, modeled on the European Stability Mechanism to provide jointly

net for African economies and help to avoid regional spillover effects of countries falling into
illiquidity and insolvency,” Dr Adesina said in a statement. International Monetary Fund (IMF) Managing Director, Kristalina Georgieva, said economic recovery would require a comprehensive approach to increasing fiscal space for poor nations. Ms Kristalina said this must include measures to include revenue collection, spending efficiency, the business environment, as well as substantial international support, grants and concessional lending. “The IMF had discussed a proposal to allocate an additional US$650 billion in special drawing rights, enabling member countries with strong economic fundamentals to divert reserves to low-income and vulnerable countries,” she said.
THE United Nations Capital Development Fund (UNCDF) has partnered with Securities and Exchange Commission (SEC) to enhance Zambia’s digital economy. This has been done through the launch of the Regulatory Sandbox, developed in partnership with the UNCDF, under a Memorandum of Understanding (MoU), to enhance Zambia’s digital economy. Through this MoU, the SEC and UNCDF would create an enabling policy and regulatory environment that encourages innovations in the Zambian capital market, and promotes the market’s development. UNCDF Country Lead, Isaac Holly Ogwal, said the support from his organisation for the capital markets regulatory Sandbox Framework fits squarely within UNCDF’s mandate to build a ‘digital economy in which no-one is left behind.’ Mr Holly said UNCDF understood the role that FinTechs and other innovative financial service providers could play in meeting the needs of specific segments within the digital financial services market. “However, FinTechs, being relatively new on the market, often do not fit within the bounds of existing financial regulation and require special circumstances and considerations. “We hope for the Sandbox to provide just such an environment by combining the close watch care of the regulator and the flexibility required for digital innovation and transformation.” he said in a statement. SEC Chief Executive Officer, Phillip Chitalu, expressed confidence that the Sandbox initiative was a game-changer for the capital markets and the financial sector as a whole. Mr Chitalu expressed confidence that the Sandbox Guidelines that had been developed for this initiative would provide an enabling environment that shall promote the desired participation of various players to drive innovations that respond to market needs. “We are happy to launch the Regulatory Sandbox, particularly because it enables us to address a regulatory gap in our market and most importantly will enable us to live test capital markets innovations under a controlled environment, designed to protect investors.

THE Electoral Commission of Zambia (ECZ) must operate above partisan politics in order to win the confidence of the citizens, United Party for National Development (UPND) chairman for mines Percy Chanda has said. Mr Chanda alleged that the ECZ had failed to win the confidence of Zambians in its current form, hence the need to adjust for the better. He said in Kitwe yesterday that the ECZ should conduct itself above partisan politics in order to be free from blame for any violence during the August 12 general elections. “The PF has been campaigning openly while the opposition is not allowed and the ECZ has approved such acts. The ECZ must understand that the standards of holding a by election is different from that of a general election and it is for this reason that it needs to be careful. “Let the commission approach the August election with a very sober mind to ensure a peaceful transition if it should gain the respect and confidence from the people as well as the outside world,” he said. Mr Chanda said Zambians had the right to choose leaders of their choice without any intimidation and unfair treatment, hence, the need for the ECZ to commit itself to delivering a fair election. He also advised the Zambia Police to learn from what happened to their friends who took instructions from politicians in the shooting of the late prosecutor and UPND member. Mr Chanda alleged that the police had contributed to the volatile situation obtaining in the country because of selective justice. He said it was important that the men and women in uniform stuck to their professional conduct and ethics. He said their job was to maintain law and order and not boot licking and be used as catalysts of violence.
GROWTH in the Sub-Saharan region is forecast to rise between 2.3 and 3.4 percent in 2021, supported by strong agricultural growth and a faster-than expected recovery in commodity prices. Prospects therefore for recovery in the Sub-Saharan Africa are strengthening amid actions to contain new waves of the pandemic and speed up vaccine rollouts. This is according to the World Bank’s biannual Economic Analysis for the region. The World Bank in its latest Africa’s Pulse dubbed “The Future of Work in Africa: Emerging Trends in Digital Technology Adoption”, said growth was forecast to rise between 2.3 and 3.4 percent in 2021, depending on the policies adopted by countries and the international community. Economic growth in Sub-Saharan Africa is estimated to have contracted by 2.0 percent in 2020, closer to the lower bound of the forecast in April 2020. The Pulse noted that a slower spread of the virus and lower Covid-19-related mortality, strong agricultural growth and a faster-than expected recovery in commodity prices has helped many African economies weather

The report noted that economic recovery hinged on countries deepening reforms that created jobs, encouraged investment, and enhanced competitiveness. It stressed that a second wave of Covid-19 infections was partly dragging down the 2021 growth projections, with daily infections about 40 percent higher than during the first wave. According to the report, while some countries had a significant drop in Covid-19 infections due to containment
measures adopted by the government, other countries were facing an upward trend in infections. The resurgence of the pandemic in late 2020 and limited additional fiscal support will pose an uphill battle for policy makers as they continue to work toward stronger growth and improved livelihoods for their people. Africa’s Pulse recommended those policies be complemented by reforms that fostered the country’s inclusive productivity growth and competitiveness. “Reducing countries’ debt burdens will release resources for public investment, in areas such as education, health, and infrastructure. Commenting on the report, World Bank Chief Economist for Africa, Albert Zeufack, observed that African countries had made tremendous investments over the last year to keep their economies afloat and protect the lives and livelihoods of their people. “Ambitious reforms that support job creation, strengthen equitable growth, protect the vulnerable and contribute to environmental sustainability will be key to bolstering those efforts going forward toward a stronger recovery across the African continent,” Mr Zeufact said. The report also said real Gross Domestic Product growth for 2022 was estimated at 3.1 percent. For most countries in the region, activity will remain well below the pre-Covid-19 projections at the end of 2021, increasing the risk of long-lasting damage from the pandemic on people’s living standards.

Mr Siakaziba says politicising relief food dehumanizes people and defeats government’s plans to fairly distribute food supplies to all affected communities. OOUTGOING Choma Central Member of Parliament Cornelius Mweetwa's attempt to rescind his decision to opt for early political retirement is an indication that UPND takes Zambians for granted. Firstly, Mr Mweetwa told the nation that he did not intend to go for his third term because he wanted to give chance to the young people. We agree with his first earlier position to give chance to young people as his stay in Parliament has added little relevance on national issues apart from promoting the narrow interests of Zambia's most rejected Presidential candidate, Hakhinde Hichilema. The sudden somersault and reversal of his earlier decision concerning his political future raises the question of integrity or lack of integrity thereof. We say so because integrity demands that a person should stand by their words irrespective of the circumstances. Mr Mweetwa has lamentably failed to stand by his decision upon realising that his leader has no future.
We believe he should have consulted first before opening his mouth to mislead the people of Zambia. Maybe he thought of foregoing the Choma parliamentary seat on the basis of his far-fetched dream that he would bounce back as an adopted MP which was unrealistic. The legal age for marriage in Zambia is 21 years. This implies that when the girl under the age of 21 is married off, this type of marriage is deemed illegal. It is an offence under the Zambian constitution, the supreme law of the land. Whether the teenage girl consented to the marriage or not, this is an offence punishable by law. Simply put, child marriage is outlawed in Zambia meaning that it is not allowed. There are some parents and guardians who take the teenage girls out of school and marry them off for financial benefit for instance. This is because the groom will pay the bride price which can be in the form of cattle or money. The unfortunate part is

The messages against child marriages seem to fall on deaf ears. In view of this, I earnestly appeal to the law enforcers, the police to apprehend people in the habit of marrying off teenage girls and the men who marry the teenage girls. THE Grade 12 certificate minimum requirement for political candidates is discriminatory and must be revisited, UPND Kitwe district chairman Elvis Nkandu has said. He said the law was discriminatory because there were so many wise people who have no Grade 12 certificates who would be denied an opportunity to become Members of Parliament (MPs) or councillors. In an interview in Kitwe yesterday, Mr Nkandu said if this law was not revisited, many people with the heart to serve the Zambian citizens would continue to be sidelined. He said people in the rural areas were the most affected because they had not managed to acquire Grade 12 certificates or equivalent qualification due to poverty and lack of schools. "This law must be revisited because it is discriminatory and it will bring down the leadership bar if left unchecked. There are people who have wisdom and can look after the interest of the people, but such kind of people cannot be MPs or councillors because they do not have the grade 12 certificate or its equivalent. "You find that those with
grade 12 certificates or equivalent are people with no interest to serve the people. They are arrogant and pompous people. I can tell you that the rural areas have been adversely affected by this law," Mr Nkandu said. Mr Nkandu also said his party would start interviews for the adoption process on April 10 and would only pick loyal candidates who were popular on the ground. He said all those who have applied for adoption on the UPND ticket had genuine qualifications to contest the parliamentary seats in Kitwe. Meanwhile, Mr Nkandu said that the UPND was aware that some Ministers in the PF Government have no Grade 12 certificates or equivalent, and warned that his party would be on the look to report anyone attempting to forge. He said those who would attempt to forge the documents would be exposed and so they should stay away to avoid getting embarrassed "One thing I want to emphasize is the issue of forging Grade 12 certificate. Chakwera and VP helped pay for funeral of Bushiri's daughter - spokesperson LILONGWE - Malawian President Lazarus Chakwera and Vice President Saulos Chilima allegedly gave money to assist with the funeral expenses of the daughter of self-proclaimed prophet Shepherd Bushiri and his wife Mary Bushiri. This was according to Bushiri's spokesperson Ephraim Nyondo, who told News24 on Thursday afternoon: "I can confirm." Chakwera allegedly gave 1.2 million kwacha (around R22, 000), while Chilima allegedly gave 1 million kwacha (around R18, 400). The eight-year-old Israella died in a Kenyan hospital on Monday morning. PFL chairman Tarak Mehta said they have managed to organise smooth running competitions despite the challenges faced because of the Covid-19 pandemic. NKANA coach Kelvin Kaindu has bemoaned the injuries affecting his team ahead of tomorrow’s CAF Confederations Cup tie with Namungo FC from Tanzania. Kaindu said it is unfortunate that some of Nkana’s key players will not available for the tie in Tanzania as they are still nursing injuries. Kaindu however noted that the team is ready to get their first win in Group D of the Confederations Cup were they are bottom after losing the first two games in the group.
