Nasilele and other daughters to Pheluna last had contact with their mother when she and her brother Milton were bundled to Lusaka where they signed a statement condemning their lawyers for indicating an intention to appeal against a ruling that dispossessed them of their 2, 000 hectare farm to Mr. Hakainde Hichililema, the UPND president. The two siblings are the only witnesses in the alleged case of fraudulent acquisition of farm number 1924 in Kalomo, by Mr Hichilema. Mr Muchima said in an interview that the disappearance of Pheluna is painful to not only the immediate family but also to close family friends who have to endure seeing the suffering Nasilele is going through because of the absence of her mother.
He said the 35-year-old cerebral palsy afflicted Nasilele and other daughters to Pheluna are going through a lot of mental torture since the disappearance of their mother more than two months ago. Mr Muchimba said the disappearance of Pheluna has sent Nasilele into serious depression and caused her to fall into a more serious condition requiring the presence of her mother (Pheluna). “As I’m talking now, the condition of Nasilele has worsened and require the presence of Pheluna,” said Mr Muchimba, adding that the family now fears the worst if the abductors continue holding her. Mr Muchimba also said the children to Pheluna are wondering why the UPND leadership in Choma, including the member of Parliament were not condemning the act of abduction on their mother and uncle. The family’s financial stressed has also worsened with the continued absence of the bread winner, Pheluna.

TUTWA LAMBASTS ‘IGNORANT’ CHIPENZI

IT IS contemptuous for McDonald Chipenzi to claim that President Edgar Lungu is not eligible to contest the 2021 elections when the matter is in court, Lusaka lawyer, Tutwa Ngulube has said. Mr Ngulube also said the Constitutional Court already ruled on the matter even if President Lungu was not mentioned in the judgement. He said in an interview that as the Attorney General, Likando Kalaluka had submitted before the court, the matter had already been deliberated upon by the court. Mr Ngulube however said it was contemptuous for GEARS executive
director, Mr Chipenzi to claim that President Lungu was not eligible to contest the upcoming elections. “That is a dead matter because the court already ruled that the period President Lungu ruled did not constitute a term. It does not matter whether he was not personally mentioned. So to insist that he is not eligible, especially with another matter seeking a similar interpretation is contemptuous,” he said. And Mr Ngulube said it was not surprising that Mr Chipenzi was pursuing such a narrative because he was a known UPND sympathiser. and UPND member, Joseph Kaunda who were shot when Mr Hichilema appeared for questioning at Police Force Headquarters over the Kalomo Farm. UPND chairman for legal and constitutional affairs, Jack Mwiimbu said the party’s legal team cannot sit idle and watch Ms Nawakwi continue to issue alleged vexatious, defamatory and inflammatory statements against Mr Hichilema. Mr Mwiimbu said at a press briefing that Ms Nawakwi had been endowed with authority and audacity to go through private files of individuals
which he said was against the law. “We are ready to meet her in court where she will exculpate herself. Ms Nawakwi made disparaging remarks against my colleague who was representing Pheluna Hatembo,” he said. Mr Mwiimbu warned Ms Nawakwi to be wary of issuing statements that have the potential to injure the political feelings of Zambians. He said the huge support base which Mr Hichilema was enjoying locally and internationally would no longer tolerate her behaviour.
Think-tank analyses improved FIC Act By BUUMBA CHIMBULU The new Financial Intelligence Centre (FIC) Amendment Act has extended its jurisdiction to non-financial businesses or professionals-motor vehicle dealers and real estate agents. In giving the summary of the analysis at its launch, Center for Trade Policy and Development (CTPD) Legal Researcher, Chileshe Mange, outlined the improved powers of the FIC in executing its duties. Ms Mange said these included enhanced cooperation with foreign supervisory authorities which remained to be seen how it would play out in jurisdictions that had robust secrecy laws. An analysis of the new Act showing its improved powers to deal with noncompliant financial entities has been launched by CTPD. The FIC (amendment bill) 2020 was passed into law in December last year as FIC (amendment) Act No.16 of 2020. “Powers of FIC to enforce sanctions include a directive to take remedial action or to make specific arrangements, the restriction or suspension of certain specified

business activities and a financial penalty not exceeding one million penalty units (K300, 000). “Others include a reporting entity or person may, within thirty days of receipt of an administrative sanction, appeal to the High Court against an administrative sanction imposed by the FIC or a supervisory authority,” Ms Mange said.
She explained that the import of the provision to enforce sanctions was that empowers the FIC to collect an administrative fine from a noncompliant entity that admits its guilt or non-compliance. CTPD Executive Director, Isaac Mwaipopo, said the FIC played an important role in the financial regulatory system. Mr Mwaipopo said this was especially magnified in light of monitoring and curbing financial related crimes such as money laundering and also proliferation of terrorist financing. “Zambia just like many nations continues to face developmental challenges which are heightened on account of high prevalence of financial crimes. “According to the FIC, between 2018 and 2019, an estimated K7 billion in revenue was lost due to corruption and money laundering. The FIC in the past has itself faced serious challenges especially with regards financial resources,” he said. Mr Mwaipopo said the civil society organisations hopes that operations of the FIC could be enhanced by actualising its autonomous status as well as amending some of the provisions in the law that limited its operations.

The Hatembo conundrum
THE decision by the United Party for National Development (UPND) through its legal committee to institute legal proceedings against Forum for Democracy and Development President Edith Nawakwi for her “continued slanderous accusations” against the party’s president Mr Hakainde Hichilema is disingenuous for many reasons. Firstly, this is a cynical attempt to control or spin the abducted Hatembo narrative. Secondly, the issues raised by Ms. Nawakwi have nothing to do with the UPND, they have everything to do with Mr Hichilema as an individual, who has already taken a personal legal initiative to sue her. The matter is in court. Thirdly, lest it be forgotten, the genesis of the contention lies in a remark by Mr Hichilema about his role in the controversial and highly disputed sale and privatisation of Livingstone Intercontinental Hotel where he personally benefitted in spite of being an official of the negotiating team on behalf of Government. He suggested that Government was “sleeping” when the sale was made. As former Minister of Finance, Ms Nawakwi responded by accusing Mr Hichilema of corrupt and fraudulent conduct by citing among other things his “fraudulent” acquisition of a farm in Kalomo. This resulted in the civil legal suit that is pending before the Lusaka High Court. The matter that is not yet before the court, but which has gripped the attention of the nation is the criminal acquisition of Farm Number 1924 over which there was a warn and caution statement taken from Mr Hichilema. The substance and documentation of this matter are on court record, where Milton and Pheluna Hatembo have claimed the fraudulent acquisition of their farm. As a newspaper we have published a portion of the statement of claim, in the hope that this matter could be quickly resolved long before the elections. We say so because the claims tally with the record held at the Ministry of Lands, capturing the manner in which the farm was transferred. The Police have already stated, in an official statement, that the two siblings who have now disappeared are witnesses in the criminal matter. It will be advisable for the legal team to help expedite this process to dissipate the welling anger and frustration over the disappearance of the two and to clear Mr Hichilema’s name. It will be most unfortunate, as Ms Nawakwi foresees that the two will only resurface after nomination as this will prove her misgivings and national apprehension. In such circumstances, even if Mr Hichilema were to win the elections, such victory will be pyrrhic at worst, and a source of considerable consternation in view of the human suffering that has been wrought on the Hatembo family. Today, we carry the story of Nasilele, the 35-year-old cerebral palsy afflicted daughter of Pheluna who has not seen her mother for more than two months. She is unwell and relatives fear for her life. Her condition is pathetic. Nobody should be made to suffer such deprivation for a cause she had no hand in. Our earnest appeal is for a quick resolution of these matters, the release of the Hatembo syblings so that the country enjoys a free, fair and peaceful election.

ZAMBIANS should ignore social media propaganda on Covid vaccines, including WhatsApp videos against vaccines being spread by conspiracy theorist and the anti-vaccine lobby and only listen to health experts, Health Minister, Jonas Chanda has advised. Dr Chanda also appealed to those who have been vaccinated to serve as “Vaccine Champions” by encouraging others to be vaccinated so that they could protect themselves and their loved ones against Covid-19. He said 43, 147 people had been vaccinated with an increasing upward trajectory. “Today marks Day 18 since the national launch of the vaccination programme and it is encouraging to note that we have vaccinated 43, 147 people with an increasing upward trajectory,” said Dr Chanda. He said currently, the country had 236 vaccination sites countrywide, with 21 sites in Lusaka, 12 in Muchinga, 30 in the Northern, 11 in North-Western, 31 in Eastern, 30 in Central, 27 in Luapula, 35 on the Copperbelt, 30 in Western and nine in Southern. And Dr Chanda said the ministry had made progress in the printing of vaccination certificates and would begin distribution today, with issuance of the cards expected to commence by mid-week. “It is gratifying that the Zambian people have come to accept and understand the importance of the Covid-19 vaccines. “We are very grateful to the health workers in the provinces for all their hard work and efforts to provide the vaccination services as close to our communities as possible through the creation of community vaccination sites,” he said.

And Lusaka High Court judge Mathew Zulu entered the interlocutory judgement in default of defence in favour of Kook College. “That the defendant should retract the statements made and cease and desist from making any further false and defamatory statement; that the defendant to make a public apology to the plaintiff, that the defendant pays damages assessed by the Deputy Registrar,” the judgement reads. “The defendant shall pay the plaintiff accrued interest on the amounts due. The defendant shall bear the plaintiff’s costs of and incidental to this action to be taxed in default,” read the judgement.

RBZ CRACKS WHIP ON ERRANT BUSINESSES
AfCFTA to help bust sanctions: ZNCC HARARE - The Zimbabwe National Chamber of Commerce (ZNCC) says embracing the African Continental Free Trade Agreement is critical in busting the adverse economic impact of illegal sanctions imposed on Zimbabwe by the Western countries and its allies. The business lobby group has since urged its members to prepare themselves and take advantage of the wider market presented by the historic regional market, which came to force in January this year. The AfCTA is touted as the world’s biggest single market with 1.2 billion people expected to contribute US$3 trillion annually to the continent’s Gross Domestic Product. Addressing a press conference in Bulawayo ahead of this week’s ZNCC trade conference on AfCFTA to be held in Bulawayo, the chamber’s national deputy president, Golden Muoni, said: “Given a wider market being presented by the AfCFTA, as a country if we tap into such opportunities,
we must forget about sanctions. “Since 2000, there has been talk about sanctions, and we are saying through AfCFTA, there is more trade amongst ourselves within the continent.” Following the successful Land Reform programme embarked on early 2000s, Zimbabwe was slapped with the illegal economic sanctions by the West. Under the Second Republic led by President Mnangagwa the Government has championed an international re-engagement drive to thaw the relations between Zimbabwe and the global community and seek new economic opportunities. Patriotism demands objectivity Dear Editor, PATRIOTISM in essence require a citizen to exercise responsibility and allegiance to the state and resisting the temptation of allowing their personal interests or ambitions to make them betray the nation. In a democratic nation such as Zambia, while the citizens have every right to seek public office, they should not lose a greater picture of having a Zambia that is sustainable and that would be a proud host for our successor generations. In his speech that signified as his come back to the party that he founded, former Information Minister Chishimba Kambwili took time to give a hint on the unnamed political leader who takes pleasure to see Zambia back to its knees and in turn increase his chances of becoming President. This is sheer greediness and lack of patriotism to seek political fortunes at the back of failure by the government of the day. The revelation extremely makes sad reading and it is a wake-up call that political leaders should constantly be reminded that we only have one Zambia, our sole home which we must guard jealously. The misfortunes knows no political affiliation hence we should in unison
make collective contribution to defend the country’s integrity. It is in public domain that there are politicians who are so desperate to even cast our peace asunder for the sake of acquiring political power. All they want is to influence public opinion and raise discontent among the citizens while projecting themselves as the viable alternative. Not too long ago, Zambia was among the countries that had challenges in honouring their debt obligations on the contextual date. It was inevitable to engage the creditors to renegotiate the possible deferment on the date for the accruing interest that were due on the debt. Some took it as a political and not a national issue with negative sentiments being thrown in the airwaves and waging a blame on the administration. We do not recall any effort made to engage the parties involved with a view to securing Zambia’s interests which were endangered. A reasonable citizen would have taken ownership and responsibility of what had befallen us. If possible, even engaging the relevant government functionaries on how tenable it was to remove Zambia from the hook of debt default. We will take the revelations cautiously and leave it to the people of Zambia to conduct an appraisal and make an informed decision. Zambia’s problems will only be solved by patriotic citizens. Dear Editor, I THINK the banking and finance sector in Zambia needs to continue creating cost-crossing solutions to anchor socio-economic goals. The finance and banking fraternity in Zambia should now act like a "shifting spanner" to suit the dynamic economic trending patterns, and there is a strong need to indulge into innovative banking ideas or financial solutions that can also cater for the good of community banking models to encourage them going on schemes of both savings and financial investments at their levels of reach. I do understand clearly that the retail market for the banks has received a very serious technology disruptions mainly based on the events over taken by most FinTech systems on the local market through various mobile transmissions. But the banking fraternity still needs to remain relevant and should indulge into innovative ideas, plan to embrace creative financial solutions, and should also remain vehemently strong right on the top of things in order to compliment with the efforts and demands coming out from the emerging technologies. The successful candidate will need to analyse their country’s VIP customer life cycle, user experiences, and key customer touch points and adapt existing communications, develop innovative personal communication and intervention strategies to improve the overall player values and retention rates in the segment. Understand all profitability numbers and ratios e.g. Margin, Net win ratios, etc. and how the segment affects the overall business. Monitor Net Win and ensure clients comping levels are in line with their profitability. Review client withdrawal levels and target them with campaigns to ensure the return of cash in the system. Grow total Net Contribution from the base of allocated Potential High Value customers. Ensure
segments remains active during any given month or provide updates on reason for inactivity. Develop and implement strategies for retaining & growing new high value players showing potential to become VIP’s. Devise and initiate strategies to target customers with specific player experiences which promote activity and retention iii. Client Support and Outbounding: In country teams to ensure that, all client alerts are reviewed and attended to. A minimum of 4 contacts per month per hosted player are required. This can include relationship building e-mails; SMS, WhatsApp’s and telephone calls – and respective notes for the contacts need to be captured and reflect in Boat. In country teams to pay close attention and respond effectively to MIMO issues affecting all High Value customers. Pay attention not only to withdrawals but also to big depositors and apply accurate tactical plans. iv. Campaign execution: Identify, design and implement initiatives, interventions, promotions and out of the box ideas to retain lapsing or to reacquire lapsed and inactive High Value customer. Ensure that all campaigns are localised and relevant. Post campaign insights mechanics and results to be shared post campaign completion. EMPOWERING women is one of the best ways to alleviate poverty in the country, Patroitic Front Kanyama aspiring candidate Christanius Changwereza has said. Speaking when he met women’s clubs in Kanyama, Mr Changwereza said empowering women clubs and giving contractual jobs such as building roads and bridges to men is the solution to fighting poverty in communities. He said when a woman is empowered it means the entire community has benefited. Mr Changwereza observed that many times candidates promise people many things but when voted they disappear hence the need to vote for a candidate who hails from the same constituency. The aspiring candidate said come 12 August this year, people of Kanyama should vote for Republican President Edgar Lungu and all PF candidates so that development can continue in the country. One of the women club members Veronica Musunga said women are the majority voters and should be taken seriously and not taken for a ride like in past. Ms. Musunga said women are disappointed with previous members of parliament who made them write project proposals which are just gathering dust. She women have been promised to be empowered but that up to now no single club has been empowered. Ms. Musunga said unemployment is high in Kanyama resulting in some youths engaging in illicit activities. She said crime rates in the area is high due to unemployment among the youths. And Alice Zulu said for many years, people of Kanyama constituency have been used as a ladder for members of parliament to be successful and forget the voters.
FARMERS have been advised against selling their maize to unscrupulous traders before the official announcement of the 2021/2022 marketing season by the Food Reserve Agency (FRA). PF Mkaika constituency aspiring candidate, Yuda Tembo, said he has received disturbing reports that small scale farmers had started selling maize at give-away prices to unscrupulous buyers. GENERAL BURDEN OF STRESS IN ANIMALS fects of climate affect the animal’s physiology and how they can add to the general burden of stress. The continuous high temperatures on high productivity for example dairy animals bred
somewhere else, for them to produce different body activities have to be involved. These would be food intake, rumen fermentation, digestion, absorption, liver function, chemical synthesis,
transport of nutrients is all increased. This increased metabolic activity in turn tends to increase heart rate and oxidation processes. Therefore, in order to produce intensively the animal produces a lot of excess heat, like an engine running at high speed. Thus the ability to lose heat becomes a limiting factor in the tropics in which Zambia is situated. For imported livestock especially high yielding dairy animals the heat has big effect on their production, their performance is turned to cooler or temperate conditions. High humidity further decreases the ability of an animal to lose heat. Sweating is less effective because air that is already saturated is not is not able to receive any more vapor by evaporation. To counteract situation of this nature some farms especially dairy farms, they have established area which they call comfort zones. With such an area animals are made to feel the proper cooling before they are pushed in for milking. Stress in this way is lessened to a level befitting to an animal. Likewise, heat loss via respiratory evaporation is lowered. In humid conditions like ours it is almost impossible to keep high yielding dairy cows. Therefore, interventions such as what has been mentioned would help in mitigating the stress effects. Adaptation to tropical and indeed Zambian climate, the following somehow can assist in heat loss: • Increased number of sweat glands, adaptation, by an individual over a year or so. • Increased capillaries network in the skin, adaptation by breeding new anatomical or physiological features. • Large loose folds of
skin, our local animals like the Angoni cattle has that advantage, the loose skin, the dewlap is an extra organ of cooling an animal. • Smaller size, the smallness of an animal the less effect of heat loss. However, animals adapt themselves (become used) to a new climate even if this involves a reduction of maximum productivity. It is the newly introduced animal which suffers the greatest stress. Sunshine, one may think that this cannot be a problem because they are always

Community fisheries management committee to be established in Mufumbwe
THE Ministry of Livestock and Fisheries in Mufumbwe district will soon establish community based fisheries management committees (CBFMC) to help enforce conservation of fish efforts in the district. Mufumbwe District Livestock and Fisheries Coordinator, Bonna Zulu told ZANIS in an interview today that the initiative is in line with government bottom-up approach to development and programmes which is meant to ensure that local people take ownership of the programme. Mr Zulu said the committees from the various fishing zones will first be empowered with right knowledge on key legislations related to fisheries such as the Fisheries Act while the department will ensure that people are educated on the benefits of conservation. “We shall begin by educating these committees on the right fishing gear, right fishing methods as well as the benefits of conserving fish. In terms of benefits from conservation, our focus will be to help the members to realize the fact that they need to take part in conservation so that their livelihood can be sustained,” he said. Mr Zulu said these people will then be responsible of educating members of their communities on conservation efforts in accordance with the country’s pieces of legislations as well as help enforce such conservation efforts. “They will help to enforce fisheries management in their catchment areas. Our role will be to keep interacting with these people who will ensure that they constantly update us on developments in their areas which we shall use for relevant action,” he said. And Mr Zulu announced that his department will on the other hand introduce mobile registration of fishers around the district by way of issuing fishing licenses. “Sometimes, it is not that these fishers don’t want to acquire the licenses, for some of them it is because they do not have a means to visit our offices. So, visiting them will help capture them in our systems,” he explained. Mr Zulu said this will not only play a vital role in conservation of fish but also help to raise resources on behalf of government. He however, pointed out that both the CBFMC and the mobile registration initiatives will only be possible when resources are available. - ZANIS

AGRICULTURE is the only way that can lift people out of poverty hence the need to link farmers to the global market, says Party of National Unity and Progress President (PNUP) Highvie Hamududu says Mr Hamududu said agriculture was one of the ac-
tivities that most people had been engaging in, hence need to empower local farmers. He observed that there was need to empower rural farmers with land titles in order for them to have security of tenure and enhance their agriculture activities. Mr Hamududu said that the traditional land status
should be scrapped by issuing rural farmers with land titles so that they could feel secured when engaging in agriculture. “Most of raw materials and agriculture produce are found in rural areas so once farmers in rural areas are empowered and linked to global markets the better for them. This will enable them to pro-
duce more because they will know that they have a market,” he said. He said Copperbelt was one of the many parts of the country with potential for agriculture due to its rich soils and ready market in the Democratic Republic of Congo. The PNUP leader noted that linking farmers to the
global market is also another way of motivating local farmers as they will be assured of a ready market once they produce. He said that environmental degradation was the state of affairs amidst great opportunities and huge resource empowerments.

an interview with the Daily Nation. Late last month, the council said it would liaise with the owner of the land at the former Astra so that he could completely fence it off. The mobile booth operators told the Daily Nation that the street children were sometimes having sex during day at the same place. Mr Seke said the former Astra was a private property, but the local authority would liaise with the owner on the possibilities of completely fencing the place to curb nuisances. But some residents said the problem of street children had become a very complicated issue which needed to be addressed with concerted efforts. UPND president Hakainde Hichilema must prove his leadership qualities by amicably resolving the Monze Central adoption impasse between aspiring candidate Mutinta Mazoka and incumbent Jack Mwiimbu, Patriotic Front Ndola Central aspiring candidate Andrew Mustard Kalima has said. Mr Kalima said the failure by the UPND leader to resolve the adoption impasse would expose his poor leadership style and that he needed to move in quickly to prove his critics wrong. Mr Kalima was commenting on the adoption process in which Ms Mazoka has contended that the incumbent had failed the electorate and called for change so that she could serve the people better. He said those aspiring for leadership at various levels of society , especially opposition leaders must first prove their ability to resolve differences within their party before they could be given chance to take bigger responsibilities. "So in this case, people like Mr Hichilema must first prove their leadership qualities and ability to resolve problems within their political parties. "So instead of calling President Edgar Lungu and other PF leaders names, he should demonstrate leadership qualities by resolving the differences between Mutinta Mazoka and incumbent Monze central MP Jack Mwiimbu over Monze Central," Mr Kalima said.
Mr Kalima urged also Zambians to forget about the opposition in the August elections and support President Lungu and the PF. He said this is because the opposition had nothing to offer apart from lies and propaganda. Mr Kalima said the opposition has no solution to the economic challenges facing the country but were only interested in assuming power for personal and business interests. He added that any mistake by Zambians to vote for the opposition especially the UPND, would make them regret their decision.
