GOVERNMENT ACTS ON GHOST WORKERS By KETRA KALUNGA

OVERNMENT has started taking action on all the civil servants who have been found wanting in the ongoing payroll clean up exercise in the six provinces covered so far, says Deputy Secretary to Cabinet, Dr. Martine Mtonga. The exercise, meant to clean up the government payroll system, revealed that there are more than 4, 000 civil servants who are deceased and retired who were still drawing money from the payroll. It was revealed through the exercise that the government has been losing huge sums of money every month through the scam, money which could be going towards meeting the many needs of the country. However, the government has

so far saved about K78 million after the commencement of the payroll cleaning up exercise in six provinces with four remainings which are Lusaka, Central, Southern and Western provinces. Dr. Mtonga said in an interview that the Secretary to the Cabinet, Dr. Simon Miti was currently disciplining and in some cases dismissing erring civil servants in the six provinces covered. He said Dr. Miti was expected to release a comprehensive report which would later be followed by a national report of what transpired during the exercise and the actions that have been taken on the erring civil servants when the exercise is concluded. Dr, Mtonga, who is Smart Zambia Institute national coordinator said the payroll headcount for the remaining four provinces would

Zambezi East CDF was paid in wrong bank account, Parley told By NOEL IYOMBWA

THE 2020 Constituency Development Fund (CDF) for Zambezi East Constituency was disbursed into a wrong bank account, Local Government Minister Charles Banda has told Parliament. Dr Banda said the funds were disbursed to a wrong account because there was an error in the bank account number which was provided by the local authority in Zambezi but that the error was being corrected. Dr Banda said this yesterday in Parliament during the question-for-oral-answer session. He told the house that the correct account number had already been forwarded to his ministry and that the process of disbursing the money was underway. He was responding to a question by United Party

for National Development (UPND) Zambezi East Member of Parliament Brian Kambita who asked why the 2020 CDF for his constituency has not been disbursed to-date despite other constituencies receiving the money. Mr Kambita wanted to know whether Government is aware that the delay in disbursing the money has adversely affected some planned projects. Dr Banda said MP is aware of the answer because he came to the ministry with the account number which was sent. He accused Mr Kambita of enjoying politics of no direction, hence asking such question in the House and urged MPs to learn to engage local authorities and town clerks in their areas when they need clarification over such issues.

Road sector agencies told to up game on maintenance ROAD Development Agency (RDA) Board chairperson Samuel Mukupa has called on the road sector agencies to change the business as usual attitude and up their game on care and maintenance on public infrastructure. Mr. Mukupa says the culture of maintaining public infrastructure is critical as government spends a lot of resources on the projects. He says without the culture of care and maintenance, public infrastructure which government has put up at a high cost will go to waste. Mr. Mukupa says professionalism and improving the public infrastructure especially the road sector agency

He was speaking in Lusaka during a briefing with road sector agency chairpersons that are inspecting road sector infrastructure and Operations. Teachers cry foul over salary scales By KETRA KALUNGA

EMOLUMENTS for hundreds of teachers who have been elevated after furthering their studies have remained unchanged. A number of teachers had upgraded their studies but remained on same salaries. Zambia National Union of Teachers (ZNUT) has demanded that the approved teacher establishment be funded so that those who upgraded their studies could be recognised and have their salaries increased. ZNUT general secretary, Newman Bubala, said in an interview a request for treasury funding should be made and approved because there were so many teachers were faced with the

A number of teachers had upgraded their studies but remained on same salaries. problem. “The problem is the approved establishment which has not been funded, you find that a teacher is working as a secondary teacher but is not upgraded because the establishment is not funded so the salary remains the same,” he said. Mr Bubala said a teacher would upgrade

from a diploma to a degree teacher but would not get any salary increment because the approved establishment was not funded. He said once the treasury funds the approved establishment, all the issues surrounding teacher upgrades and salary increments would be resolved.

Chipangali inputs distribution completes today By NATION REPORTER

THE distribution of farming inputs for 2020-2021 farming season under the Farmer Input Support Programme (FISP) to over 16, 000 farmers in Chipangali is expected to be completed today, Chipangali District Agricultural Coordinator Fredrick Mwansa has said. The district was allocated 3152 metric tonnes of compound D fertiliser and 2, 782 metric tonnes urea fertilizer for this 2020-2020 farming season, Mr Mwansa said. Mr Mwansa was speaking when Neria Investments Limited General Manager Martin Chaikatisha visited the district to inspect the distribution of the inputs to farmers yesterday. Mr Mwansa said about

96 percent of compound D has already been given out to farmers while 91 percent of Urea has also been given out since the distribution exercise started in October. He said that only about 5 percent of the total beneficiaries are remaining to collect fertilizer. “Chipangali has 16,460 farmers and so far we are remaining with less than eight percent of farmers to collect both seeds and fertilizer. What we are seeing today is that last set of farmers are collecting their farming inputs and we project that we should bethrough with the distribution tomorrow (today),” Mr Mwansa said . He said almost farmers in the district collected the seeds first before they started getting their fertilizer.

Mr Mwansa said the inputs were delivered in good time by Neria Investments Limited and Government. He said the early delivery of inputs by Neria Investments gave chance to the Ministry of Agriculture effectively distributed the inputs to farmers in Chipangali. Mr Mwansa said the distribution of inputs to farmers has been successful this year due timely delivery of inputs to the district. And Mr Chaikatisha said he was in the district to highlight the successes that have been scored in the distribution of inputs this year. Mr Chaikatisha described the distribution of inputs to farmers by the company for 2020-2021 farming season as a success. “It is happening that fertiliz-

er can come as early like this time. Farmers have collected the inputs on time,” he said. Mr Chaikatisha thanked Government and the Ministry of Agriculture for providing logistic which resulted into early delivery of inputs to districts. He said that Neria Investments Limited is today expected to close the depot in Chipangali as all farmers would have collected their inputs. Meanwhile, Chipangali District Commissioner Peter Musimuko thanked the firm for early delivering inputs to Chipangali in good time. Mr Musimuko said all farmers under FISP are happy with this year’s distribution of inputs.

‘Unhelpful’ Police rile Tasila Tembo’s family By KALOBWE BWALYA

THE family of the late Dr Tasila Tembo who was allegedly killed by a Zambia Army officer Lieutenant Nigel Mwaba has complained of inadequate support from the Zambia Police, alleging that they have been denied an opportunity to identify the suspect since his arrest on Saturday. But police have advised the family to give them chance to do their work. A family representative, Ms Charity Katongo said they visited the police station where the suspect was detained, but officers denied them the opportunity to identify him. The Zambia Army on Saturday captured Lt Mwaba who had been a fugitive since the alleged murder of Dr Tembo in

October, before handing him over to police. At a media briefing in Lusaka, Ms Katongo however said the Zambia Army has been there for the family since the body of Dr Tembo was found in Mikango area. Ms Katongo said the family of the suspect had been interfering in the matter as evidenced by Lt Mwaba’s mother visiting Dr Tembo's mother after her son was apprehended. She said the family should be left to mourn in peace as they were yet to recover from the death of Dr Tembo. Meanwhile, police have advised to Dr Tembo’s family to give them chance to do their work in a professional manner as there were procedures which are followed before a suspect appears in court.

Police spokesperson Esther Katongo has also clarified that police did not parade any family member of the accused person. Ms Katongo however explained that only witness were called to identify the suspect therefore there was no need for the family to offer themselves to identify the suspect unless they were witnesses. She said before a suspect is charged, there are procedures to be done such as conducting an identification parade and scene reconstruction among many others so as to strengthen the case. She appealed to the family that if they needed information on the matter, they need to engage the police and request for whatever information they would need and that

Tasila Tembo

should be done in an orderly manner. “The police has and will never have anything to hide in this matter as our interest in this case and many other cases that we have handled and are handling is to see that suspects are prosecuted,” said Ms Katongo.

ACC CLEAN UP NEEDED - MALAMBO T By PETER SICHALI

Dr Kunda. Photo by ZescoUnitedFc From Page 1 He said in as much as the cost of a new connection was borne by the customer, the power utility company was spending more on each connection. “As an example that for a standard connection in Kalingalinga, whilst the customer pays K769, the total connection costs including duplex cable, a meter, and labour as well as transport may range between K4, 500 and K5, 000,” Dr Kunda said in an interview. Dr Kunda also said connection fees have not been adjusted since 2005 despite the increase in the cost of materials. He also said despite tariff adjustments awarded to Zesco, the depreciation of the Kwacha reverses any gains and increases the subsidies that were required to be provided to domestic customers. “These subsidies are unsustainable, as

Zesco must continuously close the funding gap by borrowing from the capital market to connect its customers,” said Dr Kunda. Dr Kunda said the pricing disparities between the cost of providing services and what the local market actually pays had resulted in accumulation of millions of dollars in debt to banks and the Independent Power Producers. “Millions of dollars are owed in debt to banks and IPP such as Maamba Collieries Limited, Itezhi-tezhi Power Corporation, Ndola Energy Corporation Limited as well as Lunsemfwa Hydro Power Corporation, amongst others,” he said. Dr Kunda said the only sustainable solution was for the entire electricity supply industry and all customers to quickly move to cost reflective tariffs.

HE Anti Corruption Commission (ACC) should be cleaned up to rebuild its dwindling public confidence, Inter Africa Governance Network (AFRINET) Executive Director Maurice Malambo has said. "From the way ACC has been operating it is clear that it has been infiltrated and therefore needs cleaning up to operate effectively," Mr Malambo said. Mr Malambo said public confidence has degenerated due to lack of effectiveness and failure to deal with corruption related matters as captured in the Auditor General Report. Mr Malambo said the manner the ACC has dealt with

corruption allegations to which public interest is involved has also contributed to its degenerated public confidence. And Mr Malambo has urged the ACC to take interest in the Auditor General's report and investigate all Corruption related matters. Mr Malambo said it was unfortunate that the ACC has not taken interest to investigate corruption related issues cited in the Auditor General’s report. "It is disappointing that the ACC as an Institution mandated to Investigate Corruption has not taken up issues related to corruption cited in the auditor general's report," Mr Malambo said. He said the ACC was expected to be proactive and Investigate all Corruption

related matters. Mr Malambo said it was unfortunate that ACC as an institution with a mandate to investigate corruption has not shown interest to probe the Privatization process of 1990s. Mr Malambo said Zambians have been demanding for answers on how privatisation was conducted and ACC has never

made attempts to get answers including on how an opposition leader suddenly became rich. "It is clear that the Commission has now become an agent of the opposition UPND because it has failed to investigate the wrongs that were done during privatisation," Mr Malambo said.

CEEC fails to access K10bn stimulus cash? By PETER SICHALI THE Citizens Economic Empowerment Commission (CEEC) has failed to access the K10 billion which Government released to the Bank of Zambia (BoZ) for empowerment purposes. Several commercial banks and other business entities have accessed the

empowerment fund. CEEC submited a proposal to the BoZ) for funding. The central bank has disbursed K1.8bn of the K10bn stimulus package. According to a Status Update Report circulated by the BoZ, six commercial banks and five non-banking institutions accessed the funds as at September 22, 2020.

The central bank has also approved K6bn which is expected to go to priority and non-priority sectors of the economy. A check by the Daily Nation however found that CEEC was not among institutions which had benefitted from the stimulus package. Efforts to get a comment from CEEC for almost a month

proved futile as the media team failed to get authority for information to be released. Meanwhile, 11 banks and 17 non-banks have applied for a total of K7.1bn. The CEEC had received thousands of applications from citizens asking for financial capital but had not been too responsive because of resource constraints.

‘It’s all lies’

…NAPSA has not bought Chrismar Hotel By SIMON MUNTEMBA THE NATIONAL Pension Scheme Authority (NAPSA) has dismissed media reports suggesting that it had purchased Chrismar Hotel in Lusaka. NAPSA head of corporate affairs, Cephas Sinyangwe, said the organisation had no intention of purchasing Chrismar Hotel. “We would like to inform members of the public that the said purchase has not taken place and will not take

place. The allegations are therefore false and must be disregarded,” Mr Sinyangwe. He said NAPSA had communicated its position to Harberton Limited, the owners of the property. In August this year, it was again reported that NAPSA was purchasing Chrismar Hotel at US$18 million, a story which the organisation dismissed as a lie. On Tuesday, a daily tabloid repeated the same story, which NAPSA has branded as fake

By NATION REPORTER THE Electoral Commission of Zambia (ECZ) has dismissed claims that under age persons are also registering as voters. ECZ acting public relations manager, Sylvia Bwalya, said they were aware of the images and information circulating on social media of the alleged under-age person registered as a voter. Ms Bwalya however said investigations indicated that it was a staged

picture. Ms Bwalya said the requirements for one to register as a voter were that one must be a Zambian citizen of 18 years and above and in possession of a green National Registration Card. “Anyone who does not meet these requirements and attempts to register as a voter commits an offence which is liable for prosecution,” she said. Ms Bwalya called on the public to report anyone attempting to break the law.

UNITY OF PURPOSE ZAMBIANS from all spheres must remain peaceful and united as political parties gear up for campaigns ahead of the 2021 general elections. More often, the country gets gripped in euphoria in the run-up to general elections, hence the need to exercise caution and embrace the concept of unity of purpose. Leaders from various political parties will get into overdrive, criss-cross the width and breadth of the country, expounding their manifestos. Some leaders will genuinely reach out to the people while others will become economical with truth and promise what may not be achievable. It is also during such a period that some political leaders resort to tongue-lashing and toxic language in a desperate pursuit for support and votes. But democracy demands that there must always be civility and fairness in speech and conduct in campaigns. Political leaders must always respect other stakeholders, particularly the voters and political opponents. Firstly, politicians must appreciate that their role is to provide selfless service to the public; they are servants of the people and not masters. Notwithstanding the demands of their offices, they must always attend to people’s needs with humility while maintaining an open-door policy. Secondly, political leaders both in the ruling and opposition parties are required to involve citizens in development projects so that they attend to the most pressing issues in communities. This is particularly applicable to councillors and Members of Parliament. It is also a requirement that political representatives remain transparent and accountable especially when handling public resources. One of the most important aspects of political process is the imperative need for the opposition and ruling parties to narrow the gap between them and completely eliminate bitter rivalry which most of the time degenerate into violence. Sadly, political dialogue, which is the most effective tool to defuse tension, has not taken off as the nemeses have been giving unattainable conditions. At this point, the Civil Society Organisations (CSO) must step in and offer objective guidance as they are among important stakeholders. In fact, CSOs must be neutral in both their discourse and deeds for them to garner public confidence. It is evident that, currently, some CSOs have exhibited crass biasness and fueled tension through careless statements. Political parties must disengage themselves from biased CSOs as they have tended to be spoilers instead of being unifiers. Zambia has always been an oasis of peace and a pioneer of multi-party political system in Africa, having responded appropriately to the wind of change that blew across the globe in late 80s to early 90s. The country has transitioned through six Heads of State peacefully, an attractive record on the world map which must be guarded jealously. Therefore, it is incumbent upon all citizens to maintain peace and refrain from uncivilised tendencies such as invectives towards political opponents. Political office must not be seen as an occupation for personal survival, but an undertaking to serve the people with due diligence. Violence has no place in the country’s polity. Zambia has been independent for 56 years and must be seen to be growing democratically and not moving in reverse. Thus citizens must espouse unity of purpose.

THIEVES STEAL GOLD AT KASENSELI MINE

O

VER 500 illegal miners have broken into the perimeter wire fence and forced their way into the mining area at Kasenseli gold mine in Mwinilunga looting undisclosed quantities of alluvial gold. The illegal miners are reported to have come from a camp in the nearby bush called Kabanda B nicknamed after Kabanda Township in the district. District commissioner Arnot Mapulanga confirmto ZANIS yesterday after he visited the area. Mr Mapulanga observed that the illegal miners found it easy to gain entry into the

mine area by simply unscrewing the joints in the wire fence. He called on the contractor erecting the fence to reconsider the design by welding the joints as opposed to using bolts and nuts and also advised the contractor to immediately repair the fence to avoid a reoccurrence. Mr Mapulanga warned that Government will not sit idle and allow criminality to continue at the Gold mine adding that stern action will be taken against anyone found wanting. KCM donates garbage bins By SANFROSSA MANYINDA KONKOLA Copper Mines (KCM) has donated 50 drums to Chingola Municipal Council (CMC) for use as waste storage receptacles. The drums worth K7,500, were received by Chief Health Inspector Naphelow Sikota. Ms Sikota said the donation could not have come at a better time than this especially that the rains had started. Ms Sikota said the council faced a lot of challenges in terms of waste management. “The donation will help to Foster the Keep Zambia Clean, Green and Healthy Campaign and that the bins will strategically be placed in places they are needed most,” she said. “The donation will help to Foster the Keep Zambia Clean, Green and Healthy Campaign and that the bins will strategically be placed in places they are needed most.” She appealed to residents not to dump litter anyhow and encouraged them to be using the bins for such purposes. Ms Sikota added that indiscriminate dumping of garbage attracted scavenging dogs and also vermin which transmitted diseases. She appealed to the people with the habit of stealing to desist from the act stating that those found wanting would face the law. “Scrap metal dealers should also do the local Authority a favour by not buying bins which are mustard yellow in colour and with a label of KCM,” she said.

Biggest mistake …Dollarisation was our biggest mistake, says Ncube HARARE - Dollarisation was a big mistake as it took away the country’s monetary autonomy and made industry uncompetitive, Finance and Economic Development Minister Mthuli Ncube said on Monday. Besides, bringing enough US dollar bills was costing the country over US$300 million annually, making the dollarisation process unsustainable. Although the multi-currency system brought short-term stability after hyperinflation around 2008, it largely stifled growth as the country could not utilise monetary instruments to influence economic activity and gradually lost competitiveness compared to major trading partners. Last June, the authorities took a decisive step to address the anomaly, by re-introducing the local currency. The Zimbabwe dollar was re-introduced through Finance Act No.2 of 2019 and Statutory Instrument 212 of 2019, which provides for exclusive use of the Zimbabwean dollar to settle all domestic transactions as well as penalties for failure to do so. However, adjustments have since been made to allow for United States dollar transactions (free funds), alongside the Zimbabwe dollar, through Statutory Instruments 85, 185 and 196. “Our biggest mistake was making the United States dollar our main currency of reference. By taking away the Zimbabwe dollar we destroyed industrial capacity,” he told delegates attending a post-Budget breakfast meeting in Harare. Competitiveness comes from having your own currency.” Constrained production during the multi-currency era meant that there was an increase in import dependency, which needed to be sustained by billions of US dollars to pay for essentials that include food, fuel, electricity, raw materials, equipment and medicine. With the economy structurally incapacitated to generate enough forex to sustain such a huge appetite for imports, the authorities were left with little room to manoeuvre, thereby necessitating the re-introduction of the Zimbabwe dollar. Secretary for Finance George Guvamatanga, agreed with Ncube, saying the reintroduction of the local unit will drive the economy forward. “We will build this economy on the basis of the Zimbabwe dollar. The local currency will anchor this budget.” Both fiscal and monetary authorities have been making a concerted effort to ensure the success of the Zimbabwe dollar. Experts say a successful de-dollarisation strategy should comprise a comprehensive mix of structural reforms that address the macroeconomic environment to ensure a positive fiscal balance, positive current account balance and improvement on the global debt position. And through the outgoing Transitional Stabilisation Programme (TSP) and other measures such as the Reserve Bank of Zimbabwe’s foreign currency auction system, stabilisation of the Zimbabwe dollar is already apparent. - THE HERALD, Zimbabwe. THE cost of second-hand cars has jumped by up to 12 per cent or Sh500,000 per unit over the past three months, propped up by the weakening of the shilling to historic lows against the dollar in the wake of coronavirus-related economic shocks. The shilling on Tuesday traded at Sh110.15 units to the US dollar from Sh106.4 in June and Sh102.3 in March – prompting the importers of items like cars, fuel, second-hand clothes and industrial machinery to pass the additional costs to consumers. Charles Munyori, the secretary-general of the used car dealers lobby Kenya Auto Bazaar Association, said the pinch of the weakening shilling was already being felt among buyers of car units shipped in last month. The rise in car prices comes amid plunging purchase orders due to reduced cash flow from to

AIROBI - Kenya will no longer take dollar-denominated syndicated loans arranged by commercial banks as part of the strategy to reduce the cost of debt and lengthen maturity to ease the payment burden. Finance Cabinet Secretary Ukur Yatani told the Committee on Finance and National Planning that the Treasury is implementing a new strategy to change the profile of Kenya’s debt from short expensive commercial loans into longer-dated sovereign bonds. He said commercial loans would only come in the form of Eurobonds to roll over principal payments when the debts mature. “The National Treasury has no immediate plans to contract syndicated loans with Trade Development Bank or any other bank,” said Yatani. “Our projections assume that existing Eurobonds will be rolled over at reasonable prices when global capital markets reopen to frontier market issuers.” Kenya has not borrowed from the syndicated loan market since 2019 when former Finance Cabinet Secre-

Confusion hits banks over dual dollar rate NAIROBI - Confusion has hit banks over the shilling’s exchange rate against the dollar, with the lenders now buying and selling well above the printed official rate when buying hard currency from one another. Bank treasuries show that lenders are selling dollars at between Sh113 and Sh116 per dollar while Central Bank of Kenya (CBK) places the trade at an average of Sh110.07. Analysts at South African lender Standard Bank, which trades in Kenya as Stanbic, pointed to the risk of the market developing a dual exchange rate, one being the official CBK rate for the shilling-dollar pair and the other being the actual

or executable forex interbank rate. They added that between the end of June and September, there were certain banks that were clearly confused where the price of the dollar-shilling actually was. “But the conundrum for them was whether to trade at the executable foreign exchange interbank rate that was higher than the official CBK rate or simply stop supplying dollars to the market, owing to concerns of reprisal from the apex bank,” said Standard Bank told its clients in a note dated November 30. “Due to this divergence in screen and foreign exchange interbank rates, admittedly price discovery has been very cum-

bersome.” A dealer in a local bank who spoke to the Business Daily on condition of anonymity said as a result of the divergence, banks are opting to hold on to their dollars, concerned that they would come under scrutiny when they sell at the higher prevailing price. They are also concerned that they might not be able to replenish their stock of dollars from the cautious market, with the net effect being an appearance of low dollar liquidity in the market. Standard Bank added that the CBK has also not been actively selling dollars in the past one month, and has instead relied on mopping up shillings to keep

Used car prices jump as shilling hits historic low the Covid-19 pandemic, which triggered layoffs and pay cuts as banks reduced credit lines in fear of defaults. Kenyans faced with Covid-19-linked hardships have gone slow on luxury spending. New vehicle registrations dipped 33 per cent to 52,999 in the nine months to September from 79,078 in similar period last year, data by the Kenya National Bureau of Statistics (KNBS) shows. Mr Munyori said that new shipments of the 2013 Toyota Fielder cost Sh1.5 million per unit from Sh1.3 million while the price of Toyota Axio 2013 model is set at Sh1.25 million from Sh1.1 million. quire fewer disclosures since they are negotiated out of public scrutiny. However, they are usually short-term and expensive. Kenya, under the Jubilee administration, has borrowed nine syndicated loans compared to a single one during the tenure of President Mwai Kibaki’s, reflecting the recent borrowing spree. These have been borrowed from Standard Bank, Standard Chartered Bank, Citi Bank, Trade Development Bank (former PTA Bank), Hong Kong and Shanghai Banking Corporation and Qatar National Bank. Trade Development Bank is Kenya’s biggest syndicated lender and has issued Kenya with over Sh160 billion in syndicated loans over the last four years.

whose average market price was Sh1.7 million is now retailing at Sh1.82 million in what is expected to further hit sales for dealers who have since April been grappling with depressed demand for the used cars. Prices of used luxury brands like Mercedes Benz and the Land Cruiser V8 series have

registered the biggest rise of between Sh300,000 and Sh400, 000. A used Mercedes Benz 2013 E350 model, for example, is selling at Sh3.7 million, up from Sh3.4 million while a C200 2014 model is retailing at Sh2.6 million from the previous Sh2.3 million. The weakening of the shilling

further dims prospects for the dealers who were from April forced to lower prices to match the reduced demand due to the Covid-19-induced layoffs, job cuts and business closures. The shilling has been on a free fall since March 13 when Kenya reported its first Covid-19 case and has hit historic lows because of a lack of tourists and reduction of exports that have squeezed the supply of the dollar. Analysts have linked the record weakening of the shilling to the increased dollar demand and a dimmed outlook for exports in the wake of renewed lockdowns in Europe following a second wave of coronavirus infections. Countries such as France,

a lid on exchange rate volatility. “For dollar selling to the market to be effective, arguably the CBK would have to supply dollars at the executable forex interbank rate. However, they probably don’t want to do this as they don’t acknowledge this rate divergence and perhaps somewhat wouldn’t want to legitimise it,” said Standard Bank. “However, while the issue predominantly remains a foreign exchange pricing one, if these issues are not addressed, the pricing issue will decimate market making abilities and ultimately morph into a widespread forex liquidity problem.” - BUSINESS DAILY Austria, Germany, Portugal and Sweden have implemented a second round of lockdowns to battle fresh infections, which is set to hit the export of items such as flowers, fruits and vegetables. Kenya is also grappling with sharp rises in Covid-19 infections and related deaths since easing travel restrictions and re-opening of bars and learning institutions in September. The shilling has also been dragged down by demand for hard currencies from importers resuming business after the State started to ease coronavirus containment measures in July, which has seen businesses increase activities. Vehicles from Japan dominate the Kenyan second-hand car market, controlling more than 80 per cent of market share. - BUSINESS DAILY

IMPROVING CIVIL SERVANTS’ CONDITIONS OF SERVICE

THE Patriotic Front government has greatly improved the conditions of service for civil servants and all public service workers since coming into office in 2011. Today, our civil servants are driving; they are buying plots and building houses; they own property and run businesses. 1. In 2013 Government increased salaries for all civil servants with some getting as high as 150 percent. The 2013 collective bargaining included other benefits such as the introduction of the Health Personnel Shift Allowance at 15 percent of basic salaries for nurses and other paramedics; the commuted Night-Duty Allowance which was pegged at seven percent. 2. In May of last year, Government gave all the civil servants a four percent incre-

ment on salaries, transport and rural dardship allowances. 3. And boom! The PF Government has again done it. All civil servants have been given an eight percent effective January, 2021. Further, not even a single coin will be deducted from anyone who gets K4, 000 and below because Government has raised the non-taxable threshold from K3, 300 to K4, 000. It must be appreciated that salaries and emoluments of civil servants and public service workers gobble over 50 percent of the entire National Budget as such Government has an onerous task of making sure that any increments must be realistic and cautious to avoid blowing out the entire national budget on just salaries and emoluments of civil servants alone. HISHIMBA Kambwili is making baseless charges against a man who has fought a hard-won war on Covid 19 – Health Minister Dr Chitalu Chilufya. Kambwili can’t embolden his so-called supporters none ever died with him in thoughts after his conviction, thus none exists so he isn’t a political muscle on the Copperbelt he claims belongs to him. Of course Kambwili’s baseless charges against our hardworking health minister were elevated by some overzealous Auditor in chief who doesn’t appreciate the sanctity of human lives. The minister is presiding over a ministry that is literally saving lives and here we are, we were not spared the deadly disease that has killed about 400 brothers in our country and about 1.5 million worldwide and somebody with itchy fingers for lucrative allowances comes up with false zeal that the life-saving ministry has squandered donated funds! That’s outrageous and ridiculous! Kambwili’s brand of politics is neither a fluke but a mess! He waited till he got kicked out of the Patriotic Front for misconduct and

now he wants to play hero! The after effects of his legal battles haven’t made him any powerful figure; so many upbraid him as a babbling brook of trivialities. These opposition leaders in our country are just fuelling election anxiety to create a bedlam when they lose next year. When there are national problems, we have to die together and wake up together. But it shows they are resting their shoulders on the back of national failure! I foresee some opposition figure losing elections next

Anyone who is flagrantly discrediting the top man at the Ministry of Health is in long-term pattern of denying reality. Together with his Information ministry counterpart, Dr Chilufya has had a share of this deadly virus infection with their boots on behind enemy lines! They sacrificed their health, comfort, conveniences, for the sake of mother Zambia. Yes you have to love them for what they are doing. Dr Chilufya hardly rests in fighting Covid-19! Together with his medical team, they are rounding the corner on Covid-19. The fight is far from over because this virus is still galloping this country and the whole world! Our minister deserves our support not baseless accusations! Covid-19 donated funds strictly have gone and go to equip health facilities, isolation centres and building prevention measures across the country. Those funds have never gone in Kambwili’s conjured up mind or some overzealous Auditor’s penchant for shattering accounting norms in seeking the spotlight. The opposing team is cha-

WE are extremely shocked with the image trending on the various social media platforms parading an innocent child before the public holding a National Registration Card and voter’s cards. We have observed that while the child was holding the identity documents, the image was blurred to convince gullible minds that the documents in question were indeed the property of the child paraded. We have noted a number of people have continued sharing the same unverified hoaxes of deception purposefully calculated to create mistrust among the political players and the Electoral Commission of Zambia. The image trending is very alarming and capable of causing discontentment ahead of elections and not a route worth taking. From the various captions accompanying the picture, we can infer that the intent of the people responsible for the circulation of the image is to incite the public to doubt the credibility of the process. We say so in light of the fact that the Zambian people are committed to participate in the malpractice free electoral process. This reminds us that the same images were given online space during the process of the National Registration process were a number of children were made to line up while holding NRCs. We also wonder why the purveyors of the same uncensored rumours continues to target the northern region for their unknown objectives. We do believe the purveyors of rumours have representatives who can access the registration centres. We therefore expect them to channel their concerns to the appropriate conflict management structures within the rank of ECZ and in the alternative pursue their rights before the courts of

law and if there is any criminality report the matter to the police. We wish to condemn this inhumane act of endangering the life of the young boy who we assume has now become a subject among his peers. They have little or no regards for the welfare of children who we should at all cost avoid making them the object of political discourse. As unfortunate as it may appear, this is a wake-up call to the Cyber Security Squad and the police to always be vigilant and bring the people at the centre of this misinformation to the police. The tolerance by the police may have been mistaken for weakness and this incident require pro-activeness and the interest of the public to have an orderly atmosphere leading to elections must be guaranteed. It is in pursuit of their prevention approach that the people jeopardising the security of the nation for the sake of political expedience must account for their actions. Consistency in spreading misinformation cannot constitute a new normal in the era of the cyber generation. Such insensitive remarks are capable of creating the hostile environment in the run up to the elections. The Police and the relevant institution must do everything within their powers to bring normalcy on social media ahead of the elections. MARVIN CHANDA MBERI, Youth Rights Activist, Lusaka.

‘Being HIV positive is not death sentence’

By JACKSON MAPAPAYI

H

IV/AIDS activist in Manyinga district Mable Mukosayi has advised people that may test HIV positive to have a free mind as being positive is not a death sentence. Ms Mukosayi who has been living positively since the year 2000, explained during the World AIDS day commemoration that she has faced hurdles but rose above the challenges. "So, never panic because it is not the end of the tunnel, 19 years living positively and here I am up and running," she said. She paid tribute to Government for providing free anti- retroviral drugs and providing quality health care services in rural areas. Ms Mukosayi said that she had taken up a responsibility of being an activist and had been helping out others with the same condition all because of the availability of the drugs. Meanwhile, Manyinga District Commissioner (DC), Geoffrey Malayiti, said Government was committed to fighting HIV/ AIDs despite onset of the Covid-19. "Our quest to fight HIV/ AIDS has not been overtaken by this new pandemic of Covid19, but, we are still on course and we will fight it to the end,” Mr Malayiti said. The DC said Government and donor partners had scaled up the fight against HIV/AIDS in line with global target of eliminating it by the 2030. "Massive condom distribution, scaled up HIV/AIDS counseling, education and testing have continued in most of our health centres across our district, Manyinga and the nation at large,” he said. He implored youths, especially those in sexually active age groups to desist from indulging in unprotected sex. "The future of the nation and our district here is you our youths, don't indulge yourselves in unprotected sex, better use a condom if the edge is too much,”, he said.

PHYSICS LESSON

Magnetic Effect of an Electric Current Specific learning Outcome:  Explain the magnetic field patterns of electric current Electric current is defined as the flow charges through a conductor. When current is flowing through a conductor, magnetic field is produced around it. This means that a currentcarrying has magnetic field created around it. This type of magnet is called electromagnet. See the figure below.

field lines are in the anticlockwise direction. At point B current is getting into the page and the field lines are in the clockwise direction. Take note that convectional current flows from the positive terminal to the negative terminal of the battery

(d) An electromagnet is a type of magnet produced by an electric current flowing through a conductor. Task 1. The figures below shows the electric field created around a current-carrying wire.

Magnetic field due to solenoid A solenoid is a long cylindrical coil. A Solenoid produces magnetic field similar to that of a bar magnet where one end is the north pole and the other end is the south pole.To understand the magnetic field of a solenoid, we should use the concept of the magnetic field of a coil. When coils are placed close to each other, a solenoid is formed. The side( B) of the coil when current is getting into the page, the field lines will be in the clockwise direction and the side(A) where current is getting out of the page, the field lines will be moving in the anticlockwise direction. See the figure below.

(a) State the direction of the current in figure A and B. (b) State the difference in strenght of the magnetic field between point Y and Z. (c) How would increase the strength of the magnetic field in A and B?

The magnetic field created around a current-carrying wire has the following properties:  The strength of the magnetic field increases as current increases. This implies that the strength of the magnetic field is directly proportional to the current flowing in a conductor.  The magnetic field is strongest as you get close to the conductor.  The magnetic field lines are circular. The direction of the of the field lines can be determined using the right-hand screw rule. If you imagine turning the screw using the right hand, the direction of the screw shows the direction of the current and the direction of the rotation of the screw shows the direction of the magnetic field. See the figures below.

The polarity of the solenoid can be determined using the right-hand grip rule. Using the right- hand grip rule, the fingers show the direction of the current and the thumb points to the north pole and the other side is the south pole. See the figure below.

From the above figures, it can be noticed that when current is getting into the page, the field lines are in the clockwise direction. See figure1. Similary when current is coming out of the page, the field lines are in the anticlockwise direction as shown in figure 2 and 3. Magnetic field due to a circular coil The magnetic field in a coil can be understood using the concepts we have discussed above. To understand this, imagine the straight current wire being made into a coil. At one point the current is getting into the page and at one point it is getting out of the page. At the point where the curren is getting into the page the field lines are in the clockwise direction and at the point where the current is getting out the page the field lines are in the anticlockwise direction. See the figure below.

At point A, the current is getting out of the page hence the

THE CYTOKINE STORM: THE FRIENDLY FIRE WITHIN substance pumped into the theatre. The identity of the gas was never disclosed although thought to be a fentanyl derivative, such as carfentanil” (Modest silin, Hostage, Nord-Ost siege, 2002, Russia Today). Fentanyl is an opioid used for anaesthesia. Scientists agree that our bodies do experience this kind of friendly fire when there is an overactive immune response. This concept is called The Cytokine Storm,

IN war there are always casualties. However, not all the casualties are caused by the enemies, many are times that casualties will be caused by their own army. This is called friendly fire. There are so many such instances especially during the Vietnam and world wars and many wars before and after. One such recent example I can think of is what happened in Moscow in 2002 when the Government forces ended up inadvertently killing a lot of those they were trying to rescue. THE MOSCOW SIEGE It was on October 23, 2002 that 40 men calling themselves the Islamic separatists of Chechnya, stormed into Dubrovka theatre in Moscow and took the 850 patrons who were watching a performance as hostages. “Due to the layout of the theatre, special forces would have to fight through 30 meters of corridors and advance up a well defended staircase before they could reach the hall in which the hostages were held. “The attackers had numerous explosives with the most powerful in the centre of the auditorium, the Spetsnaz (Russian Commandos) from Federal Security Service (FSB) Alpha and Vympel, supported by a Russian Ministry of Internal Affairs (MVD) SOBR unit pumped an undisclosed chemical agent into the building’s ventilation system and begun the rescue operation.

All the 40 insurgents were killed, and up to 204 hostages died during the siege including nine foreigners due to the toxic

the leaky vessels. These changes lead to more burdens on the body and more cytokines are stimulated which mobilise more immune cells, which in turn cause more damage and the cycle goes on and on. This leads to multiple organs failure with the Brain, the Heart, the Liver, the Kidneys being the most affected .

WHAT IS THE CYTOKINE STORM? The term was first used in 1993. It tries to describe a phenomenon when multiple cytokines are rapidly and massively produced in the body by an over activated Immune System. If the process is not reversed it almost always leads to Death. Cytokines are small proteins that are produced by the Immune System to signal more immune cells to the site of infection. This has sort of a positive feedback mechanism in that the more the cytokines are produced the more they mobilise more immune cells to attack and these immune cells stimulate release of more cytokines and the process goes on and on. The immune system is designed to keep itself going until a signalling molecule tells it to stop after the invasion has been cleared. However there are times when this process cannot be stopped and it goes on and on until more damage is done to the body by the same cells meant to protect it. CYTOKINE STORM IN COVID-19 Some patients with Covid-19 are believed to experience the cytokine storm, why some do experience while others don’t is still a huge area of research. But most if not all with severe form of Covid-19 tend to experience this phenomenon and it may be behind their worsening condition. This storm is believed to begin between seven to 14 days after one getting infected by the virus that causes Covid-19, the SARSCOV2 virus. It is believed that in the first few days when SARSCOV2 just enters the body, the host Immune System has no ability yet to recognise the virus. Once the virus invades the normal cells, the immune system will not distinguish between friends and foes. When the virus begins multiplying it releases toxins which activate the immune system that in turn releases cytokines such as Interleukins, Tumour Necrotic Factor, Interferon, Colony Stimulating Factors etc. These cytokines send a signal to other immune cells to fight tooth and nail at once. In the earlier days, this is helpful as it tries to keep the virus under control; however, as days go by and if this process still goes on, then the storm now occurs. This overactive Immune response is now literally on a suicide mission like the Japanese kamikaze fighter pilots of the Second World War. Please note, by this second week or so of the disease, a patient may even test Negative for SARSCOV2. This could also explain why hospitalisations are usually higher about two weeks after people test Positive (if the results are within at least 24 hours of testing). WHAT DOES THIS STORM DO TO THE BODY? Usually the most affected system is the Respiratory system as the lung cells have very high numbers of ACE2 receptors through which SARSCOV2 enters the cell (we covered this in the series Know Thine Enemy, you’ll do well to revise that series). When the storm occurs in the lung cells, it leads to the blood vessels to become very leaky, this happens with other blood vessels elsewhere as well. These leaky blood vessels lead to fluid and blood cells to leak out of the blood vessels into the lungs tissue. The lungs become engorged with fluid, one is literally drowning in their own lungs. This leads to poor Oxygen absorption by lungs which leads to worsening work of breathing referred to as Acute Respiratory Distress Syndrome (ARDS). As the process progresses, other organs also get affected because they are receiving less oxygen and also the blood itself may have started clotting because of the change in the flow due to

SOME SIGNS AND SYMPTOMS OF THE STORM Signs of the storm and tissue damage include; Fever, difficulty breathing, shortness of breath, expiratory dyspnoea, oliguria (passing little urine), haematuria (passing bloody urine), proteinuria (passing proteins in urine), heart attack, headache, impaired consciousness, confusion, stroke, anosmia, nausea, vomiting, diarrhoae, cough, sore throat haemoptysis (coughing up blood), shock (low Bp), coma and eventually death. CYTOKINE STORM, A LIFE THREATENING EMERGENCY! Whoever is suspected to be in a Cytokine storm must be rushed for specialised intervention immediately, usually such patients end up in ICU.

The immune system is designed to keep itself going until a signalling molecule tells it to stop after the invasion has been cleared. However there are times when this process cannot be stopped and it goes on and on until more damage is done to the body by the same cells meant to protect it. For the general public please if you see one experiencing the signs and symptoms here, take them to the hospital. For the Clinicians, despite the Covid test result at this point if a patient is showing such signs and symptoms and if lab results for certain markers like Ferritn, TNF a (Tumour Necrotic Factor Alpha), CRP(C Reactive Protein), IL6 (Interleukin 6), D Dimers etc, are high, please suspect a cytokine storm and act accordingly immediately. There is no time to lose. Tomorrow will look at how Frontline Health Care workers deal with this storm in “THE CYTOKINE STORM, THE BATTLE WITHOUT.” TO ALL: COVID-19 IS REAL AND STILL AROUND, ALUTA CONTINUA, THE STRUGGLE CONTINUES. PLEASE: MASK UP! OBSERVE HAND HYGIENE! SOCIALISE WISELY!
