REINFORCE COVID-19 FIGHT

THE lackadaisical attitude among many Zambians towards COVID-19 preventive measures is worrying as the pandemic has continued on a spike. By yesterday, Zambia recorded 21,582 cumulative cases, 19,083 recoveries with 2,105 active cases. There were 394 deaths in total. Elsewhere in the United Kingdom, 57,725 cases were recorded with 445 deaths on Saturday only, the highest ever daily total. In Zambia people have dropped the guard in the face of daily warnings from Health Minister Chitalu Chilufya about the spike since last month. Bars, night clubs and other outlets continue selling alcohol throughout the day despite the guidance from Government to operate within prescribed hours. Revellers jam-pack these outlets especially during weekends, some of them gulping opaque beer from the same sachets. Markets are also fertile grounds for the spread of COVID-19 because traders and customers interact in large numbers without wearing face masks; maintaining social distance is a far cry. Face masks are only worn in banks and large supermarkets such as Pick n Pay, Shoprite, Choppies as well as eateries such as Hungry Lion. Initially, people had stopped hand-shakes, but they have resumed the traditional way of greeting including hugs amid a spike in the pandemic. It appears that citizens can only get alarmed if they are able to see the patients, but the nature of the sickness is that patients must always be kept in isolation. The Ministry of Health has been splashing advertisements in newspapers, billboards, posters, radio and television, but such publicity has not yielded the desired results. Before the situation worsens, Government must deploy the Zambia Army and the Zambia National Service personnel in all public places to enforce adherence to COVID-19 guidelines. The men and women in uniform must ensure that citizens mask up, observe social distancing, avoid handshakes and wash their hands frequently. All shops, markets and other public places must be replete with water, basins and hand-washing liquids. Weddings, traditional chilanga mulilo, kitchen parties and other gatherings must be banned. The second wave of COVID-19 is worse! When the COVID-19 broke out last year in March, Government invoked Statutory Instrument number 22 of 2020 to prevent the spread of the pandemic. This gave birth to the Public Health (infected areas) (Corona virus disease 2019) regulations 2020. Under 14, the regulations state that a person who fails to comply with a direction, prohibition or restriction of an authorised officer commits an offence and is liable on conviction to a fine not exceeding 2,500 penalty units or to imprisonment for a term not exceeding six months, or to both. There are sufficient laws and regulations to deal with COVID-19 prevention, but enforcement had been lacking. When cholera broke out the other year, Government deployed Zambia Army soldiers in the Central Business District of Lusaka and other public places to rid the streets of vendors and also to ensure adherence to high standards of hygiene. Most people complied and stopped dumping waste in undesignated areas while order was restored in markets bus stations. Similarly, President Edgar Lungu should exercise his emergency powers and deploy men and women from the barracks in public places particularly in highly-populated areas of Lusaka and the Copperbelt.

By AARON CHIYANZO THE United Party for National Development (UPND) has nothing to do with the reported mercenaries alleged to be on a mission to cause havoc ahead of the 2021 General election, party secretary general Stephen Katuka has said. Mr Katuka said the claims of mercenaries being in the country were part of a grand scheme by the Patriotic Front (PF) to tarnish the image of UPND. This follows revelations by Home Affairs minister, Stephen Kampyongo that a team of foreign nationals had allegedly been engaged by UPND to cause havoc ahead of the 2021 General election. Mr Katuka however said in an interview that if there was indeed presence of mercenaries in Zambia, then they were in the country at the invitation of PF. He said UPND did not have anything to do with the reported

mercenaries and was not even aware of their presence. Mr Katuka said Mr Kampyongo should show the Zambian people where the mercenaries were, saying he was the one aware of their presence. “That is the problem of having a cadre in office as minister. He is just busy making political statements without any evidence. UPND does not know of any mercenaries, if they are there then they were brought by PF,” he said. Mr Kampyongo has since ordered the alleged foreign mercenaries to leave the country immediately. Mr. Kampyongo said security authorities would have no choice but to hound out the foreign mercenaries if they fail to heed his directive to leave the country.

‘Public transport discriminates against persons with disabilities’ By NOEL IYOMBWA PERSONS with special needs are made to pay more in public buses due to the space they occupy, a disabled man, Jethro Daka has lamented. Mr Daka said some differently abled people were sidelined and mistreated whenever they used public transport. He said some conductors refuse to accommodate them on their buses, saying they occupy more space but pay normal charges. Mr Daka said some persons with special needs end up spending more time at bus stations waiting for a Good Samaritan who would accommodate them. “We are made to pay more in these buses because of occupying more space. Some conductors do not even allow us on

Mr Majulu further said that the enforcement part has also contributed adding that government should enforce laws that will help persons with disabilities in public transport. “We need to create an environment where people with special needs can be in a conducive environment whenever they are using public transport. We are going to take a holistic approach over this matter, “ he said. He advised the Road Transport and Safety Agency to come up with laws that will see to it that bus drivers who refuse to give lift to persons with disability be punished. Mr Majulu further called on the local authorities to bylaws that would put comfort in public bus stations.

GOVERNMENT has moved in to address the collapsing of the Chibila and Kandesha dams in Mumbwa district. The two dams collapsed due to heavy rains and severe flooding resulting in damaged property, displacement of hundreds of people and further resulted in the loss of two lives. The disaster also led to livestock dying while water pumps at Chibila Water Treatment Plant operated by Lukanga Water and Sanitation company have been completely damaged, cutting off 2,000 cubic meters of water supply per day. Only 1,000 cubic meters of water per day from two industrial boreholes is available for 30,000 residents, posing a risk of waterborne diseases like cholera, typhoid and dysentery. HIGH price of fish on the local market has worried the Zambia Consumer Association (ZACA) as the development will result in many poor household not affording their daily protein requirements. ZACA Executive Secretary Zuba Sakala, noted that the annual fish ban which runs from 1st December, 2020 to 28th February, 2021, has resulted in the escalated price of fish on the local market. He said most poor households depend on fish like Kapenta and other small fish for their protein requirement, adding that the hike in price of the commodity will negatively affect food security for the majority citizens in the country. Mr Sakala said while his association appreciates the impor-

tance of the fish ban to allow for breeding, Government should ensure that it enforces strict adherence to fishing regulation to stop fishermen from using wrong methods of fishing on the country’s water bodies. He said this will result in improved captured fish production that will also result in Government reducing the number of months when the fish ban is in effect. Meanwhile, the Small Scale Fish Farmers Association (SSFFA) has advised fish farmers to take advantage of the ban to produce more for the local market. Association Chairperson said there was need for aquaculture farmers to increase production especially during the fishing ban so that they can make more money because there will be no fish coming out

HE power sector cost of service study is critical in creating benchmarks of how much electricity tariffs are supposed to be charged in the market not only by ZESCO but even Independent Power Producers (IPPs), says energy expert, Johnstone Chikwanda. The government has announced that the cost of service study which is being carried out by the UK-based Energy Market and Regulatory Consultant would be conclud-

ed in March this year. Mr. Chikwanda said the study was crucial because the public as consumers don’t know if they are underpaying or overpaying ZESCO because tariff charges have been one of the major disputes in the sector. He said in an interview that the government should ensure that the cost of service is analyzed in a way that would not scare away investors but which would create a level playing field. The energy expert said the study once concluded would usher in an improved energy

sector adding that the major projects being concluded and commissioned would also assist to eliminate load shedding in this country. “So when these things are being done definitely we can see an improved sector and there are brighter prospects for the energy sector in 2021,” he said. And Mr. Chikwanda said the move by the government to finalize and approve the reform plan for ZESCO was critical in removing the inefficiencies within the power utility company. WHOEVER plans to manipulate the 2021 general elections will have himself to blame, opposition UPND Copperbelt provincial chairman Elisha Matambo has warned. Mr Matambo has therefore urged party members to commit the 2021general elections into God's hands. He added that the battle for 2021 elections was God's battle and not anyone’s fight according and cited Ephesians 6: 11 – 12. In his New Year's message to the party members, Mr Matambo urged the party members to take up the whole armor of God that they may be able to withstand in the evil day. ‘Deploy more teachers to Kalumbila’ By JACKSON MAPAPAYI

COUNCIL of Churches in Zambia (CCZ) leaders in Kalumbila's Kisasa community have called on Government to deploy more teachers and health workers in the area. CCZ faith leaders on service delivery and monitoring said there was need for more health workers and teachers to be deployed to the area without delay. This was during report presentation on the findings of service delivery and monitoring at the CCZ Social Economic Justice and Governance Stakeholders Meeting held at Kisasa in Kalumbila. Kalumbila Faith Leaders Committee Chairperson, Michael Masumba, said that the school has a shortage of teachers hence the need for Government to deploy more

teachers. "Just Kisasa primary school alone, there are over 2,000 pupils against 18 teachers, which is very difficult for teachers to have a one on one interaction with the pupils," Pastor Masumba said. Pastor Masumba called for the construction of teachers' houses and more classroom blocks at both Kisasa Primary and Secondary Schools. He said due to inadequate classrooms, some classes were held in Church buildings while some teachers who were not accommodated at the school rented in nearby villages. In the health sector, Pastor Masumba said Government should deploy more health workers at Kisasa Rural health post which has a catchment area of over 11,000 against 10 health workers. He said the current scenario does not guarantee qual-

ity health service delivery as there are too many people that need to be attended to both during the day and in the night. "We further wish to call on the Government to improve the infrastructure at the Health Centre because it is not adequate to accommodate the high numbers of patients," he added. Pastor Masumba also called on the Government to increase the number of farmers on the Farmer Input Support Programme (FISP). He said out of the 28 registered cooperatives in the area, only eight had members benefiting from the FISP for the past five years now. He appealed to the Government to provide reliable transport for agriculture officers in the area as there was no transport for them to be going round the communities ands farms.

ZNS aids Fountain of Hope Orphanage By CYNTHIA MWILA ZAMBIA National Service (ZNS) has donated assorted food and non food stuffs worth K100,000 to Fountain of Hope Orphanage in Kamwala. Speaking at the donation, deputy commander and chief of Zambia National service staff, Major General Benson Miti said that this an effort that the facility administration had made to reverse the plight of the disadvantaged children in society. "ZNS being one of the institutions mandated to reform and train the vulnerable youths in Zambia, the service is also attracted to the welfare of the young ones as they have a fair appreciation of what they go through,” he said. Major Gen Miti said that he hoped that the contribution would ease the pressure that the orphanage administration was facing and also help to motivate other well wishers to identify institutions in their locality worth of their support. "Our humble donation is partly in direct response to that appeal and we can only call on other organizations and well wishers to consider supplementing the noble efforts of on the orphanage," he said. He further added that it is not the first time that the service had partnered with the orphanage and did not intend to make it the last therefore, hoped that the collaboration will go a long way in alleviating some of the pressing challenges the children were grappling with. Meanwhile Fountain of Hope Orphanage chairperson Anna Mwewa Mwita said that the orphanage was humbled by the gesture as that brought them hope as the centre had 190 children with 60% being boys and 40 % girls. HE traditional Exports’ earnings rose by 11.5 percent to K12.68 billion in November 2020 from K11.37 billion in October of the same year. NTEs accounted for 22.7 percent share of total exports in November 2020, says Zambia Statistics Agency (ZamStats), Interim Statistician General, Mulenga Musepa. Mr Musepa said in terms of share in total exports, traditional exports accounted for 77.3 percent revenue earnings in November 2020. He however said that Non-Traditional Exports (NTE) earnings decreased by 6.1 percent to K3.73 billion in November 2020 from K3.97 billion in October 2020. “The Export earnings from refined copper in November 2020 increased by 5.3 percent to K11.72

Mr Musepa said agricultural products accounted for a share of 29.7 percent of Zambia’s (NTEs) in November 2020 compared to 27.3 percent in October 2020. Export earnings from agricultural products increased by 2.3 percent to K1.10 billion in November 2020 from K1.08 billion in October 2020. “Non-agricultural products accounted for a share of 70.3 percent of Zambia’s NTEs in November 2020

compared to 72.7 percent in October 2020. “Export earnings from non-agricultural products recorded a decrease of 9.2 percent to K2.62 billion in November 2020 from K2.88 billion in October 2020,” Mr Musepa said. He further said: “the major export commodities were Electrical energy accounting for 8.8 percent, Portland cement (excl. white) (8.0 percent) and other nonalcoholic beverages.”

THE asset quality for the banking industry remains affected by the elevated Non Performing Loans (NPLs) ratio which stands above the 10 percent benchmark at 11.8 percent. The NPL ratio has been above the benchmark since April 2020 on account of deteriorated economic conditions which have prevailed since the onset of the Covid-19 pandemic. This is according to the Bankers Association of Zambia (BAZ) Public Relations and Administrative Officer, Miriam Zimba. Ms Zimba said the level of NPLs was expected to remain high or increase, as prevailing economic conditions made it difficult for businesses and households to service their obligations. “However, there was an improvement in the NPL ratio on the month of November, from October 2020, when it stood at 12.3 percent. “The improvement in the ratio was on account of growth in total gross loans during the month,

rather than due to decline in NPLs which remained stagnant at K5.13 billion,” she said in response to a press query. Ms Zimba however said the banking sector remained adequately capitalised on aggregate basis as evidenced by the primary and total capital ratios of 17.7 percent and 20 percent, respectively. She explained that the adequate capital position notwithstanding, there was a decline on both ratios from October 2020 when they stood at 20.5 percent and 18.2 percent, respectively. The decline on the capital ratios was due to a drop in capital during the month of November. Ms Zimba said this was a result in the decline in retained earnings of K320.5 million as the sector posted a loss during the month, whereas risk weighted assets increased by K1.44 billion or 2.3 percent. “Liquidity remained favourable as the sector was able to meet its obligations as they fall due. The liquidity ratio of 55.8 percent was high, indicating a high proportion of liquid assets.

GOVERNMENT has challenged local producers to manufacture high quality products which will favourably compete on the African Continental Free Trade Area (AfCFTA). Commerce, Trade and Industry Minister, Christopher Yaluma, emphasised the importance of producing high quality products which would compete on the AfCFTA which started trading on January 1, 2021. Mr Yaluma said the agreement provided immense opportunity for the local producers to sell their goods to other countries in the region. “We are helping people to prepare them with skills to ensure that they produce high quality products which can compete with other products in the region. is a very competitive market,” he said. Mr Yaluma expressed concern that Zambia’s trade with other African countries outside COMESA and SADC was lower at less than one percent of exports. However, he said, creation of the AfCFTA may result in trade creation but quickly mentioned that the neces-

sary conditions must be in place to avoid Zambia being a dumping ground. Mr Yaluma said Government had so far finalised the draft AfCFTA National Implementation Strategy. He said this included interventions on all the pillars of the AfCFTA Agreement, which would enable the country implement activi-

ties aimed at improving the country’s productive capacity. Government, he said, had submitted to the AUC the schedule of tariff concessions for Trade in Goods, which shows the liberalization for the 90 percent non-sensitive products, seven percent sensitive and three percent excluded products. “My ministry has finalised Zambia’s position on Rules of Origin on the outstanding tariff lines and we have developed a position on the draft guidelines for treatment of goods from Special Economic Zones and Protection of Infant Industry,” Mr Yaluma said. Mr Yaluma said Government had further developed draft positions on the AfCFTA Protocols on Investment, Competition Policy and Intellectual Property Rights which will be negotiated under Phase II.

SOARING PUBLIC DEBT A THREAT

KENYA is weighed down by the swelling public debt, and soon it faces the possibility of a debt crisis, where the government cannot repay what it owes. The current public debt stands at Sh6.6 trillion (US$60.149 billion), more than 60 percent of the country’s gross domestic product (GDP). This is up from 42.8 percent in 2008. For developing countries like Kenya, the International Monetary Fund (IMF) recommends that the ratio of public debt to GDP should not be higher than 40 percent. The outbreak of coronavirus has made an already bad situation worse. The government has gone on a borrowing spree to shore up its financial war chest to combat the virus. According to the Central Bank of Kenya, the government debt stood at Sh6.649 trillion (US$60.596 billion) as at the end of May, composed of Sh3.496 trillion (US$31.861 billion) in external debts and Sh3.153 trillion (US$28.735 billion) in domestic borrowing. The government’s unsurmountable appetite for expensive debt is worrying. According to the draft 2020 Budget Review and Outlook Paper, there are plans to borrow a record Sh1 trillion (US$9.113 billion) between July and June next year to plug a budget hole that has been deepened by the negative impact of the Covid-19 pandemic. It is worth noting, however, that these economies are several times larger and more prosperous than ours. Unsustainable debt levels are harmful to the economy. One of the effects includes the redeployment of resources that should support development to debt repayment. At worst, the country’s sovereignty is put at risk. The State might be compelled to cede control of its strategic national assets to international creditors, just like Sri Lanka which handed over its port to China. But, borrowing is not necessarily bad for the economy. If well utilised and synchronised with the business cycle, the funds can go a long way in stabilising the economy and bolstering economic

development. However, the downside is that principal and interest repayments are made in foreign currency, and borrowing for large infrastructure projects, that have attracted elite or foreign interests, that do not yield the anticipated returns. Worrying also, is borrowing for recurrent expenditure, mismanagement of the borrowed funds, and poor choice of projects. Another lacuna in Kenya’s debt management is corruption and embezzlement of public money, including, for instance, funds meant to support the fight against Covid-19. With the economic viability of several of the investments already in question, overinflating of costs, and other forms of corruption surrounding these projects, the country’s image and credit rating are dented. This should not be allowed to continue. When the government borrows to repay another debt, as is the case, there is no new capital injected or generated, meaning the country will most likely be unable to repay its debts in the future. This is bound to affect its credit rating, curtailing future financing for development. But all is not lost, to reverse the current trend, the government must focus on longterm investment in productive sectors. In the short-term, there is a need to institute measures that enhance revenue collection, public participation in loan procurement, and parliamentary oversight. There is also a need to curb government spending, specifically by scaling down on nonessential expenditure on political flag ship projects and plugging corruption loopholes by employing robust transparency measures. -Business Daily

RBZ urges banks to fund virtual USD payments HARARE - Banks should facilitate all forex transactions involving virtual US dollars without inconveniencing their clients because settlement is a back office activity, the central bank says. Reserve Bank of Zimbabwe Governor Dr John Mangudya said bankers must not “cheapen” the profession by telling clients that they cannot fund certain transactions because of lack of forex cash. Dr Mangudya said that it was the duty and responsibility of the banks, specifically bank treasuries, to look for funds and settle transactions for their clients instead of hiding behind lame excuses. He warned that the time was coming when the apex bank will apply the rules of probity for culprit local bank executives who make unorthodox bank pronouncements in public. This comes amid reports some banks have been telling their clients to deposit US dollar cash first, while declining virtual US dollar payments, to facilitate payments in hard currency.

Notably, Dr Mangudya said the absence of an interbank market in Zimbabwe, as the local banks do not trade among themselves, meant the banks cannot be trusted to run the forex auction. Calls have been made for the Dutch foreign currency auction system, introduced in June and which has been highly successful, to be run by private banks to grow public confidence in its operations. Dr Mangudya clarified recently the issue of virtual US dollars, saying these were residual from the dollarisation era that remained on the domestic US dollar transaction settlement system. The central bank, with permission from then Finance and Economic Development Minister, developed the domestic US dollar settlement platform during the dollarisation era in 2009. It was felt domestic transactions had to be cleared on a local USD platform, instead of being cleared in the US first before coming back, which would raise the spectre of suspicious transactions. – THE HERALD, Zimbabwe.

African free trade bloc opens for business, but challenges remain entrenched protectionism of some of its members - must be overcome if the bloc is to reach its full potential. Trade under the AfCFTA was meant to be launched on July 1 but was pushed back after Covid-19 made in-person negotiations impossible. However, the pandemic also gave the process added impetus, said Wamkele Mene, Secretary-General of the AfCFTA Secretariat. “Covid-19 has demonstrated that Africa is overly reliant on the export of primary commodities, overly reliant on global supply chains,” he said. “When the global supply chains are disrupted, we know that Africa suffers.” Every African country except Eritrea has signed on to the AfCFTA framework agreement, and 34 have ratified it. Finalising those schedules and communicating them to businesses must be done quickly, said Ziad Hamoui of Borderless Alliance, a group that campaigns for easier cross-border trade. But efforts to implement the deal will also likely face resistance from countries’ domestic interest groups. Fears of losing out to more competitive neighbours initially made some countries, including West African giant Nigeria, sceptical of the panAfrican project. Still, proponents of the zone are confident that initial steps towards its implementation will already allow member states to quickly boost intra-African trade. “Economic integration is not an event. And the PF shouldn’t dare go after him or arrest him or anything because it may come back. Their approach has been 100% spectacular, they have really handled this one excellently. MINORITY SHAREHOLDERS OPPOSE KCM SPLIT Probe on agro input

By BUUMBA CHIMBULU SPLITTING Konkola Copper Mine (KCM) is against the law and doing so will affect the future of the mine, says Thierry Charles, a representative of the Euronext Minority Shareholders of ZCCM-IH. Recently, KCM Liquidator Milingo Lungu indicated that KCM will be split into two units, namely Konkola SmelterCo and Konkola Mineral Resourced Limited, effective next month. But Mr Charles said the decision should be rescinded as it would affect the future of the mine operations. He said that the move was also against the law as the court prohibited the possibility of selling KCM’s assets during the liquidation. “Why such a split of KCM? What is the interest? NORTHWEST INTEGRATED PLANS FAILED TO MEET DEADLINE By JACKSON MAPAPAYI ESPITE receiving support from the Germany government through the Germany International Zambia (GiZ), all the 11 districts in Northwestern province have failed to meet the deadline for the formulation of the Integrated Development Plans (IDPs).

The Ministry of Local Government has partnered with GiZ to support the development of IDPs for all districts in the province so that they can be basis for their planning. In August last year, Northwestern province minister Nathaniel Mubukwanu assured the GiZ that the process would be completed by December last year. However, no district has

managed to meet the deadline. This came to light during the IDP update meeting in Solwezi yesterday. North-western province Permanent Secretary, Willies Mangimela, described the situation as retrogressive and a disservice to the people in the province. Mr Mangimela said that the provincial administration would not condone the situation,

are paid, this is unacceptable and shall not be tolerated," he said. He disclosed that staff turnover particularly IDP managers in Zambezi, Chavuma, Mwinilunga, Mushindamo and Manyinga had collectively contributed to the slow pace of processing the IDP documents. Mr Mangimela however indicated that IDP preparation was not an individual task but that it required team work. He urged principle officers to actively monitor what their teams are doing so that the process is expedited.

ZAMBIAN youths can play an important role in the country’s development agenda if they are empowered adequately, United Party for National Development (UPND) youths have noted. Southern Province UPND youths have observed that some youths that in the country have been dedicated to the fight against poverty. Provincial Youth Chairman, Mweemba Malambo, said that Zambians youths have proved that they have the ability to play an important role in contributing to the country’s development agenda. In a New Year message to youths, Mr Malambo regretted however that many of UPND youths were arrested while some died in their quest to push for an improved political and social environment. “I wish now to encourage all my fellow youths to forge ahead in mobilizing, encouraging and building the party,” he said. Mr Malambo projected that 2021would not be an easy year for the opposition political party ahead of the August general elections. He said this is so because the ruling Patriotic Front (PF) does not seem to be ready to leave power after August this year. “The year 2021 will not be easy for us because PF is not ready to leave power but one thing which you should know is that Zambians have already decided to vote for UPND and our president Hakainde Hichilema. “Let us all preach messages of love to the nation and hope to everyone in the community. Let us promote issues of hope. Together we can form government,” he said.

PF LIVINGSTONE District Youth Chairman Eddie Chomba has commended youths from political parties taking part in the Maramba Ward by-election slated for today for being peaceful during the campaigns. Mr Chomba was happy that youths had stayed away from political violence. He observed that since the campaigns started on December 23, 2020, there has not been any clash among the two major competitors, PF and UPND. “So far, as we are closing the campaigns period, I must state that the situation has been very peaceful and we have not recorded any incidences of youths engaging in physical actions of any kind. “We are happy as Patriotic Front Livingstone District Youth wing and we commend our youth for being peaceful even in times when they were almost

confronted by their opponents,” he said. He said that this is exactly what President Edgar Lungu has always preached about for Zambians particularly the youths to be peaceful. The district youth chairman encouraged the electorates in Maramba Ward to use today’s by-election as an opportunity to redeem themselves from the captivity of the UPND. Mr Chomba said that for a very long time, the people in Maramba have been voting for the opposition party but no tangible results have come forth. “As they go to vote, I want to remind them that today they have an opportunity to come out of being held hostage by the UPND by voting for the PF candidate, Florence Lungowe Samasumo,” he said. The people of Maramba Ward are today taking to the ballot to choose a Councilor following the resignation of former UPND Councilor Moses Simbaya last year.

And since it is in confinement it must therefore have the best of the formulated feed to suit its needs as if it were in in the natural field of its own. Therefore, the correct nutrition of the domesticated rabbit is the most important aspect of rabbit keeping. There is no good rabbit

so good that poor nutrition will not ruin, nor any so bad that good feeding will not improve. An animal which is not well fed cannot give of its best, and when it is realized that by far the greatest cost of producing rabbits lies in feeding stuffs, the importance of correct feeding is very evident. Rabbits kept on small scale either in homes or farms, the range of feeding stuffs on which the domesticated rabbit will live is very wide indeed. Here we can use house grown foods, the variety is very wide indeed. Under these circumstances the rabbit farmer or keeper would be enabled to raise rabbits who would otherwise be unable to do so. bit keeper or it can be the breeder, must have some knowledge of the principles of nutrition in order that he can work out his own system from the foods easily and cheaply available. Equally it must be remembered that rabbits vary a good deal, and therefore, the standards of nutrition may vary. Composition of feeding stuffs. 1. Roughages (hays and similar materials) 2. Succulent feedstuffs (grass, roots, and all green foods) 3. Concentrates (all cereals and their by-products and animal products such as fish meal, meat meal etc.) All these feeding stuffs men-

tioned contain similar constituents in varying proportions. These constituents can be the main source of energy and heat that the animal needs. In the animal’s body and any surplus of these is stored in the body as fat. Proteins are needed for the sake of building and repairing muscle and hair. For minerals they are needed for chemical regulation and for production and repair of certain tissues. Vitamins are required in health maintenance. The food requirements of the rabbit. Rabbits of different weights, ages, and conditions i.e. resting, in kindle, suckling etc., will obviously need different rations, both in bulk and constitution. Any food that is to be given to the rabbits at least should be of two types. That is maintenance, this type is used for maintaining the animal without loss or increase in weight, and without production of any sort. The other part of the ration that is required is for growth or production. When rearing rabbits at every stage or level their nutrition requirements differs. This is the same as the big animals like cattle at every stage of their feed requirements varies e.g. pregnancy or lactating. If it is a carrying

Rabbits can lose nearly all the fat from their bodies, and more than half the protein and remain alive, but a loss of one-tenth of the water of the body will result in death. The rabbit can live for a relatively long time with solid food, but lack of moisture very quickly produces harmful effects. Water is essential as a constituent of all parts of the body, and without it no food could be digested. The maintenance of effective elimination of harmful products via the urine is dependent upon sufficient water. The water requirements of the rabbits are variable. It is relatively a good deal higher in the young rabbit than in the old, and thus a shortage of water in early life has much more serious effect and even a restricted amount of water may seriously retard growth. Finally, some foods are definitely harmful to domestic rabbits. Under commercial conditions it is not likely that these will often be used, but for those probably feeding a large proportion of home collected foods may encounter them. Potato leaves and tomato haulm are harmful to rabbits. And so when it comes to feed from the garden greens one has to be careful. To those who want to start keeping livestock as a form of livestock production, start with rabbits then grow. By the way the market is available, so it is not a waste of one’s time. Equally you are able to supply your kitchen with meat from your own effort.

Musika Zambia stimulates and supports private investment in the agricultural market, with a particular focus on the small-holder and emerging farmers. Mr Mwamba launched the Chifwani Concepts for Cassava in Northern Province that is working with the Royal Establishments to mobilize small-holder farmers to grow cassava beyond subsistence levels. The Chifwani Concepts project seeks to provide market access and reliable income for small-scale and small-holder farmers. Mr Mwamba said he will closely work with stakeholders in the cassava sub-sector to scale up cassava production and help in food and income security of rural communities.

THE media has a big role to play in disseminating information to enable emerging farmers increase yield and make sound decision, Corteva Agriscience managing director Samson Nyendwa has said. Mr Nyendwa said that the company would continue working with the media to ensure farmers get the much needed information in order for them to make sound decision. He said that farming is a business hence the need for farmers especially small scale farmers to have the right information adding that the information can only be given by the media.

Mr Nyendwa observed that most small scale farmers have the capacity to produce more but that limited information is hindering them to so. “As an agriculture company we have information that can help farmers improve yield that is why in our 10 year plan we want to train farmers and work with the media to ensure they have adequate information. “We cannot do it alone we need to work with the media because farmers need infor-

mation to adopt best agriculture practice to increase yield, as they have the potential to increase yield but there producing less,” Mr Nyendwa said. He expressed disappointment that despite agriculture being the driver of the economy, it is not given enough coverage hence the company’s decision to partner with the media to disseminate information to farmers. Mr Nyendwa has since called on the media to embrace agriculture reporting as this this will help the country’s economic growth. He stated that there is need for a shift from other sources of income to agriculture so that the sector becomes the engine of the economy. Meanwhile, Mr Nyendwa observed that the emergence of fake seed on the market is of great concern. Mr Nyendwa said that Corteva is putting security features on seed packages provided by the Seed Control and Certification Institute (SCCI). He explained that apart from that, the company is also putting additional features so that farmers can be able to identify genuine and fake seed. “This is also another reason we want to work closely with media because we cannot manage to sensitize all farmers on this matter but when the media are able to detect fake seed, then there able to sensitize farmers. “So the media have a Pivotal role in sensitizing farmers about fake seed which is killing our farmers but they can only do that if they know how to detect fake seed, “he said. He however disclosed that this year the agriculture sector has not seen much of fake seed on the market and commended SCCI for ensuring that there on the ground to inspect the market.

SOUTH AFRICA’S COVID-19 DEATHS REACH 29 175

DURBAN - South Africa’s Covid-19 death toll reached 29 175 deaths on Saturday. This, after 288 more Covid-19 related deaths were reported on New Year’s Day. In addition, Health Minister Zweli Mkhize, in his daily Covid-19 statement revealed that the cumulative number of Covid-19 cases in South Africa was now 1 088 889 with Gauteng leading the tally at 295 450. The Eastern Cape has since the pandemic started reported 7 474 Covid-related deaths by Saturday, the Free State 2185 , Gauteng 5654, KwaZulu-Natal 4557, Mpumalanga 656, and

Western Cape 656, Limpopo, 592, North West, 577 and the Northern Cape, 392. The cumulative total of tests done to date is 6 706 231 with 46 913tests conducted in the past 24 hours. According to the Health Department, te total recoveries are 897 704, representing a recovery rate of 82,4%. There are currently 162 010 active cases of Covid-19 in South Africa. Globally, 84.1m people have contracted Covid-19 as of Saturday, with 47.4m people recovering and 1.83m succumbing to the virus. - IOL

DR Congo pardons two men over President Kabila assassination TWO men convicted over the assassination of the Democratic Republic of Congo’s President Laurent Kabila 20 years ago have been pardoned. Although Mr Kabila was shot by his bodyguard, two of his senior officials, Col Eddy Kapend and Georges Leta, were implicated in the killing. President Félix Tshisekedi commuted their death sentences last June. The pardon comes amid a rift between Mr Tshisekedi and his predecessor, Laurent Kabila’s son Joseph. Joseph Kabila took power after his father’s death in 2001 and ruled DR Congo for 18 years before Mr Tshisekedi won the election in December 2018. Although it was the first peaceful transfer of power in the country in nearly 60 years, many disputed the election result. There were strong suspicions that the new president had done a backroom deal with Joseph Kabila, who still retains considerable clout in the country. President Tshisekedi’s office said a presidential pardon applied to everyone sentenced to 20 years in prison who had served their sentences by 31 December. Giscard Kusema, of the presidential press team, told AFP news agency that Col Kapend and some of his co-accused “benefit from the presidential pardon.... which is a measure of a general scope and of an impersonal character”. Col Kapend was Laurent Kabila’s right-hand man. He was found guilty of having been the mastermind of the assassination, along with several other members of the late president’s security team, including the then intelligence chief Georges Leta. Coronavirus: Israel leads vaccine race with 12% given jab ISRAEL has given vaccinations against coronavirus to more than one million people, the highest rate in the world, as global immunisation efforts step up. Israel has a rate of 11.55 vaccination doses per 100 people, followed by Bahrain at 3.49 and the UK at 1.47, according to a global tracking website affiliated with Oxford University. In comparison, France had vaccinated 138 people in total by 30 December. More than 1.8m people have now died of the virus around the world. The comparative figures on vaccination are put together by Our World in Data, which is a collaboration between Oxford University and an educational charity. They measure the number of people who have received a first dose

of the coronavirus vaccine. Most of the vaccines approved for use so far rely on two doses, given more than a week apart. The US fell far short of its target of vaccinating 20 million people by the end of 2020, with just 2.78 million having received a jab by 30 December. Meanwhile, the US government’s top infectious diseases expert, Dr Anthony Fauci, has said he does not agree with UK plans to give as many people as possible a first vaccine dose, while delaying second doses. Dr Fauci said the US would not be adopting a similar strategy. Suspected Islamists kill dozens in attacks on two Niger villages SUSPECTED Islamist militants have attacked two villages in Niger, with reports of dozens of civilians killed. Around 49 died and 17 were injured in the village of Tchombangou, while another 30 died in Zaroumdareye both near Niger’s western border with Mali, Reuters reports. There have been several recent violent incidents in Africa’s Sahel region, carried out by militant groups. France said on Saturday that two of its soldiers were killed in Mali. Hours earlier, a group with links to al-Qaeda said it was behind the killing of three French troops in a separate attack in Mali on Monday. France has been leading a coalition of West African and European allies against Islamist militants in the Sahel. But the region continues to be affected by ethnic violence, banditry, and human and drug trafficking. In light of Saturday’s attacks, Interior Minister Alkache Alhada said soldiers had been sent to the area, according to French outlet RFI. But Mr Alhada did not say how many casualties there had been across the two villages. A local official, quoted by AFP news agency, said many

people were killed, and a local journalist spoke of up to 50 deaths. Niger’s Tillabéri region, where the villages are situated, lies within the socalled tri-border area between Niger, Mali and Burkina Faso, which has been plagued by jihadi attacks in recent years. Travel by motorbike has been banned in the region for a year, as part of efforts to stop incursions by Islamic militants, who often launch attacks from the vehicles. Areas of Niger are also facing repeated attacks by jihadists from Nigeria, where the government is fighting an insurgency by Boko Haram. Last month, members of the group killed at least 27 people in Niger’s southeastern Diffa region. The latest attacks in Tillabéri come amid national elections in Niger, as President Mahamadou Issoufou steps down after two five-year terms. Election officials announced provisional results on Saturday, showing a lead for Mohamed Bazoum - a former minister and a member of Niger’s ruling party. A second round of votes is expected to be held on 21 February, once ballots have been validated by the country’s constitutional court. - BBC

It was Israel that needed to be on alert for possible Iranian strikes on the one-year anniversary on Sunday of the assassination of Tehran’s top general, Qassem Soleimani, in a U.S. drone strike in Iraq, Energy Minister Yuval Steinitz said on Kan public radio. Washington blames Iran-backed militia for regular rocket attacks on U.S. facilities in Iraq, including near the U.S. embassy. No known Iran-backed groups have claimed responsibility. On Saturday, Iranian Foreign Minister Mohammad Javad Zarif said on Twitter: “New intelligence from Iraq indicate that Israeli agent-provocateurs are plotting attacks against Americans — putting an outgoing (President Donald) Trump in a bind with a fake casus belli.” “Be careful of a trap, @realDonaldTrump. Any fireworks will backfire badly, particularly against your same BFFs,” Zarif wrote, in what appeared to be a veiled threat against Israel. E have started the year 2021 against a backdrop of significant challenges precipitated by the global pandemic-Covid 19. It is undeniable that global economies including Zambia in particular have suffered untold misery because of the same. With a second wave of attack underway and economic activities going on under a new normal, it is expected that oil prices on the international market will continue being relatively low with low level fluctuations with an overall upward trend. However, should major economies go into lock down, the global oil prices are likely to nose dive once again. If no major lock down gets underway, country specific situations which impact on the exchange rate are likely to be the main driver of the direction fuel pump prices will take.

Inability to ensure a self-sustaining financing mechanism is a definite harbinger for unhealthy fuel related subsidies. An extract from the Economic Recovery Plan which was recently launched by Government says, “Henceforth, price adjustments should be effected every time the 2.5% trigger band in the Cost Plus Model (CPM) is exceeded to ensure cost reflective pricing and positive yields in the sale of petroleum products. With cost reflective pricing in place, there will be no losses and Government will be able to liquidate the exposure over time without allowing it to grow.” This is

good news for the sector. If fundamentals dictate that the prices be reviewed and they are not, someone gets negatively affected.
