ACC MUST STIR UP
THE Anti-Corruption Commission (ACC) continues under negative spotlight, and this time around a valid observation has come from the highest office in the land. Quite frankly, it is time the graft body tackled the underlying issues, particularly that President Edgar Lungu has once again hinted the urgent need for the law enforcement agency to scale up operations. The ACC has been struggling to secure convictions because of poorly handled investigations and other preliminary processes. It is dogged with lackadaisical mentality among members of staff. Poorly handled investigations have rendered court cases an academic exercise while officers have been accused of being lukewarm in their approach to reports presented to them. Therefore, the ACC needs to do more in investigating corruption as even the Head of State on Tuesday made such an observation. It is also important that the ACC widens its scope to capture impropriety in the private sector rather than magnifying corruption in the political space. Corruption is a cancer and ought to be eradicated so that development can proceed without any encumbrances. Arising from this, ACC officers must be on their toes and fight to repair the dwindling image. Of their organisation. Therefore, the graft body should redeem itself from ebbing public trust especially that the atmosphere is getting highly-charged as the country draws closer the August 12 general elections. Government on its part has provided a conducive legal framework for the law enforcement officers to carry out their work effectively. Firstly, it is worth noting that it is under the PF Government that the Anti-Corruption Act, 2012 (No. 3 of 2012) was born to repeal and replace AntiCorruption Act 2010, which had some noticeable loopholes. As outlined in the amendment, the Act provides for the prevention, detection, investigation, prosecution and punishment of corrupt practices and related offences based on the rule of law. This must also be based on integrity, transparency, accountability and management of public affairs and property; it must provide for the development, implementation and maintenance of coordinated anticorruption strategies through promotion of public participation. But one wonders if the ACC has ever encouraged genuine public participation! Additionally, the Act provides for the protection of witnesses, experts, victims and other persons and also provides for nullification of corrupt transactions. In fact, the Act is so rich that it extends to international conventions such as the domestication of the United Nations Convention Against Corruption and the African Union Convention on Preventing and Combating Corruption. It also touches on the Southern African Development Community Protocol Against Corruption and other regional and international instruments on corruption to which Zambia is a party. There are other areas which the ACC is mandated to superintend. With the foregoing, it is clear that the ACC has not met the benchmarks to be held in high esteem or to exude any integrity as outlined in the Act. It is therefore incumbent upon this important institution to reclaim its glory and apply the law fairly and without fear and favour. The ACC will need to strengthen the education unit and enhance its link with the public so that indeed integrity and fairness are restored.

By SIMON MUNTEMBA EDICAL Stores Limited (MSL) has admitted that it was a serious oversight to have allowed the distribution of medical products to public health facilities without conducting quality assurance tests. As a result, Managing Director, Chikuta Mbewe, has been relieved of his duties. MSL board vice chairperson, James Kapesa, said the events at MSL in the recent past in which defective drugs and

medical kits had been recalled, showed failure to ensure distribution of efficacious and safe medical products to public health facilities. He explained that the standard operating procedures required that commodities received be issued only after guarantee that the goods were safe and efficacious. “It is apparent that this important standard operating procedure was not adhered to. The board takes full responsibilities of these commissions and omissions,” Mr Kapesa said.
He however announced that the board has relieved the managing director of his duties. “For administrative purposes, Mr Chipopa Kazuma shall act whilst a substantive managing director will be appointed by the board,” Mr Kapesa said. He also announced that as part of the transition from MSL to Zambia Medicines and Medical Supplies Agency (ZAMMSA), the board has reviewed the inspection and laboratory protocols and would enhance this with more investments in staff, finances and training.

DISASTER Management and Mitigation Unit (DMMU) national coordinator, Chanda Kabwe, yesterday had a tough time explaining why the unit has been disbursing funds without a National Trust Fund for the past 10 years against provisions of the law. Mr Chanda was grilled by the Public Accounts Committee (PAC) to explain queries in the interim report of the Auditor General on utilisation of Covid-19 resources. Auditor General, Dick Sichembe, told the committee that it was against the law to use any other framework apart from the National Disaster Trust funds in relation to receipt of funds or any material to respond to disasters in the country. Dr Sichembe explained that according to section 30 subsection 2C, any grants mobilised outside or within the country for the purpose of disaster should be kept through a National Disaster Trust Fund. “If we are using any other framework outside National Disaster Relief Trust Fund in relation to receipt of funds or any material in response to disaster then this is against

He said that the account which was opened at Bank of Zambia for trust fund in 2011 was long overdue. Dr Sichembe said according to the law any account which was not operational for a long time becomes invalid and that every year it has to be reactivated. PAC chairperson, Howard Kunda, wondered why
DMMU was taking long to operationalise the Trust Fund that has been enshrined in the Act. “For 10 years you have not operationised an issue that has been enshrined in the Act, therefore it is unlawful to operate without this Trust Fund in situation where there is a disaster this Trust Fund can be of help, “he said. Another committee member, Victor Lumayi, asked the national coordinator what mechanism DMMU was using to ensure that items that are donated at local level were used for the intended purpose. Meanwhile, Mr Kabwe assured the committee that the Trust Fund would be operational in the first quarter of this year. He said the delay to operationalise the National Trust Fund was because the DMMU was overwhelmed with calamities last year. Mr Kabwe regretted that the Trust Fund was not yet operationalized, but that only one stage was remaining to complete the process. He said that last year DMMU was faced with a number of challenges including floods and hunger hence it was difficult to wait because saving lives was priority.
He added: “There shall also be elevated attention to the whistle blower policy to encourage an atmosphere of transparency.” Mr Kapesa also expressed gratitude to the government for the clear support toward the transition through the Ministry of Health and by the enactment of the ZAMMSA Act in November 2019. He was confident that the new ZAMMSA would allay the doubts of the public and deliver secure, reliable, and safe medicines and medical supplies.
Councils in k1.6bn shambles By SIMON MUNTEMBA THE local authorities in Zambia failed to remit statutory obligations of over K1.6 billion in 2019, the Auditor General’s report has revealed. The report notes that the failure to remit statutory obligations could disadvantage employees of their benefits at the time of leaving service. The report has also revealed unsupported payments which stood at K20, 762,409, whilst missing payment vouchers were at K19, 265,971. The Report has revealed Failure to Remit Statutory Obligations as the highest irregularity at K1, 693,684,384 for the financial years ended December 31, 2018 and 2019. This is according to the report released by Auditor General, Dr Dick Sichembe which was made available to the Daily Nation yesterday by Office of the Auditor General head of Public Relations, Ellen Chikale. Auditor General Dr. Dick Chellah Sichembe has released the Report of the Auditor General on the Audit of Accounts of Local Authorities for the financial years ended 31st December 2018 and 2019. Stacy Jones waits for response to habeas corpus Government increases oxygen supply to health facilities By NATION REPORTER ATTORNEY General Likando Kalaluka is yet to respond to an application for habeas corpus by Stacy Jones for alleged theft of US$160, 000 at Chishimba Kambwili’s home in December last year. In this matter, Ms Jones, who is a friend to Mr Kambwili’s daughter, Chanda, is demanding that she be released from detention as no charges have been levelled against her and has cited the Attorney General as the respondent. According to an affidavit in support of summons for writ of habeas corpus filed in the Lusaka High Court on Tuesday, Ms Jones stated that on January 26, 2021, she was picked up in Ndola by police officers from Chilenje Police Station and is being held at Godfrey Miyanda Police Post in Lusaka. She stated that the police detained her claiming that they were carrying out investigations in the alleged theft of US$160, 000 at Mr Kambwili’s home in December last year. Ms Jones stated that she has been in detention for more than six days without being officially charged for the alleged offence which is unlawful and unconstitutional. She claimed that the police have continued to question her without specific charges and that she has been subjected to torture to coerce her into confessing her role in the alleged theft. But as at yesterday, there was no response from the Attorney General.

This is according to the ZCCM-IH minority shareholders’ spokesperson, Thierry Charles. Mr Charles said the minority shareholders have full confidence in the management of ZCCMIH, which has a proven track record in bringing the Kasenseli Gold Mine and the Serenje Manganese Mine into operation. “This had not happened for almost 20 years, the unfortunate Kasolo years are now behind us. “The feasibility studies and audits concerning Mopani had to be conducted with the necessary seriousness and professionalism,” he said in a statement. Mr Charles said the minority shareholders of ZCCM-IH were convinced that the acquisition of MCM would lead up to the return of ZCCM-IH as a leading mining operator. He explained that the conditions were right for ZCCM-IH to once again become Zambia's mining flagship and once again be the pride of the nation. Mr Charles said the minority shareholders of ZCCM-IH had gradually learned the terms of the takeover of Mopani Copper Mines Plc. He said the financial scheme for the acquisition seemed satisfactory as the repayment of the instalments could be modulated from 10 to 17 years depending on the price of copper and the production of the mine. “We read and hear doubts about the ability of ZCCM-IH to manage the mine with reference to the former ZCCM that was asphyxiated and ruined by a copper price that fell to US$1, 500 per tonne in the 1990s. “Today, the situation is different with a different management, a copper price around US$8, 000 and a return to the highest according to experts,” Mr Charles said.

Earlier, Zesco corporate affairs manager, John Kunda said the difference in the buying and selling price represented a subsidy of about 6.7 per kilowatt-hour. “We are buying power from various IPPs at prices ranging from eight cents per kilowatt-hour to 13.5 cents per kilowatt-hour, the buying price is higher than the selling to price,” he said Dr. Kunda said for the power utility firm to break even, the buying price should be lower than the selling price. This follows claims by the Indian manufacturers of the controversial gloves and condoms which Honey Bee Pharmacy supplied to the Ministry of Health that the laboratory tests conducted by ZABS were faulty. Mr Mutale however said the condoms laboratories at ZABS are accredited to ISO 17025, the International Standard for General requirements for competence of Testing and Calibration Laboratories. He said the laboratories had undergone a thorough third party assessment and had been proved to comply with ISO 17025. Mr Mutale said at a press briefing that accreditation was the highest level of credibility any laboratory could achieve in as far as testing was concerned. He said accreditation focusses on a number of requirements such as Management systems, Technical requirements, and competence of staff, equipment creditability, risk management, confidentiality and impartiality. “ZABS dispels all the baseless allegations that are spreading in the public domain about the institution’s lack of competence, integrity and credibility,” said Mr Mutale. Mr Mutale said the specifications used to analyse the condoms were in line with ISO 4074:2015, which specifies the requirements and test methods for natural rubber latex male condoms. He said for the gloves, the
products were tested against ISO 11193, which specifies the requirements for gloves made from rubber latex or rubber solution. “The test results for these products are accurate, impartial and credible. There should be no doubts about the credibility of the test reports produced by the condoms laboratory,” said Mr Mutale. And Mr Mutale said the ZABS laboratories participate in proficiency testing schemes (PTs), where the data produced by a laboratory was compared with other similar laboratories to assess the performance of laboratories for their conduct of specific tests, measurements or calibrations. “The ZABS condoms laboratory participates in proficiency testing schemes and has over the past seven years been scoring 100 percent. This is proof that the tests conducted in this laboratory can be trusted and held to high standards,” he said. Meanwhile, Mr Mutale explained that Quality Management System and Procedures on confidentiality and impartiality does not allow ZABS to issue out results to third parties but only to clients that bring samples for analysis. “Our focus is never on who manufactured those products or who supplied them but on producing credible results with which our clients can make an informed decision,” he said.

Govt must take over payment of TAZARA salaries union

NDUSTRIAL harmony at TanzaniaZambia Railway Authority (Tazara) is not guaranteed until the Zambian government takes over payment of salaries in line with a Board resolution, Worker’s Union of Tazara (WUTAZ) president Beldwin Malowa has said. Mr Malowa said Tazara on the Zambian side was still struggling to pay salaries for its workers and meeting operational costs. “Right now industrial harmony is not guaranteed, the union has been having a tough time to calm worke’s who have been struggling to earn a living,” Mr Malowa said. Mr Malowa said the Zambian government should emulate their Tanzanian counterparts by taking over payment of salaries and contribute towards the $8.7 million to recapitalise the institutions. “The two governments agreed to take over payment of salaries for the period of two years so that the institution was able to sustain its operations. The Tanzanian authorities have honoured their agreement and arrears for payment of workers is a thing of the past,” Mr Malowa said. He has appealed to the Zambian government to honour the agreement to allow Tazara to recapitalise to sustain its operations. Mr Malowa said the institution had recorded an increase in cargo transportation and that the money generated can help the institution recapitalise. “What is happening now is that what the company is making from cargo haulage part of it is going toward salaries instead of boosting the operations,” he said. Mr Malowa said the workers were currently in four months’ salary arrears. He said the Zambian Government should also release 50 percent of funds to recapitalise Tazara as agreed with their Tanzanian counterparts. Mr Malowa said the Zambian government has only released about K3 million out of $8.7 million. Mr Malowa said taking over payment of salaries will give Tazara breathing space to enable it raise capital to boost its operations.

Inambao was also one of the lawyers who represented UPND president Hakainde Hichilema in his treason case in 2017.

OVERNMENT should introduce more collection points for inputs under the Farmer Input Supply Programme (FISP), Senior Chief Chiwala of the Lamba of Masaiti has proposed. He said once collection centres were introduced in constituencies or chiefdoms, farmers would not have to travel long distances to collect fertiliser. Senior Chief Chiwala said this was particularly cardinal this year when the country would be going to the polls and some farmers might be required to attend political party campaigns. The traditional leader was speaking at his palace when Nyimba Investments officials led by Head-Sales and Marketing Manager Willings Mulendema paid a courtesy call on him. “This is an election year and people have to prepare in advance. Politics and issues of food go side by side and so the setting up of distribution centres would be a step in the right direction. “You should seriously look at the issue of setting up distribution centres in say each constituency or chiefdom and that way you will help in terms of distributions,” he said. During the 2020/21 farming season, the traditional leader noted with happiness that Nyimba was able to distribute for the entire Masaiti by the end of October. He said the early delivery and distribution enabled the farmers to start preparing their fields in good time, a development he said would contribute to the area recording a bumper harvest. “I wish to thank the government and the suppliers of fertiliser because for the first time under FISP and in my position as chief this is the first time that we had inputs on time. “The inputs were distributed on time. The rains have been favourable to us and so we are expecting a bumper harvest,” he said. The
traditional leader suggested that companies should come to Masaiti to purchase the maize once it is harvested in order to reduce poverty at household level. Currently, he said, some milling companies on the Copperbelt were buying the produce from the beneficiaries.
And Mr Mulendema said Nyimba Investments would be distributing fertiliser to Masaiti on time. He said whenever engaged, the company would not want to disappoint the farmers and the Government. Mr Mulendema said for the
2021/22 farming season, the company has already started procuring fertiliser and it was currently being stocked at its main warehouse in Lusaka. “We are hoping that by May we should complete distributing for the entire Masaiti,” he said.

US$423M BAD LOANS HEADACHE FOR LENDERS NAIROBI - Banks experienced a surge in bad debt in December as borrowers struggled to service their loans following the end of a repayment holiday granted to soften the blows of Covid-19. The stock of bad loans rose to US$423 million, 14.1 per cent of banks’ total loan book that stood at US$3 billion, according to the Central Bank of Kenya (CBK). This means that for every Sh100 that banks had lent out, Sh14 was non-performing loans (NPLs), which is credit not serviced for at least three months. “The increase in NPLs was mainly attributed to disruptions in business activity due to the pandemic, delayed payments to contractors and low occupancy of housing and commercial units,” CBK said in its monetary policy statement for December. CBK had brokered a deal with banks that saw borrowers distressed by the pandemic reschedule their loans. However, the six-month loan repayment holiday came to an end at the start of October. During the moratorium, banks largely concealed their claws with US$1.63 billion worth of loans restructured. Higher NPLs were recorded in the transport and communication, energy and water, tourism, restaurant and hotels, and real estate sectors. Due to an increase in bad loans, banks put aside billions as insurance against possible defaults - which led to a decline in bank profitability. – THE STANDARD, Kenya.

‘Zim needs inclusive economic growth’ HARARE - Public Service, Labour and Social Welfare Minister Professor Paul Mavima, says Zimbabwe needs to work on urgent and robust measures that allow for inclusive economic growth and reduce the inequality gap that exists between the “haves and the have-nots.” This, he said will ensure every Zimbabwean across the political divide benefits from the vast natural wealth available in the country. Zimbabwe has natural resources ranging from mineral deposits, tourist attractions and good weather favourable for agriculture production. This is in addition to skilled human resources. ANDERSON KAMBELA MAZOKA: THE TRUE AND ORIGINAL OPPOSITION LEADER Dear Editor, IN 1998, an engineer Anderson Kambela Mazoka formed a political party and called it the United Party for National Development (UPND). It was to be dismissed as a small non-entity that would not scratch the mighty Movement for Multi-Party Democracy (MMD), formed around 1991 to unseat the liberation party, UNIP. Zambians had no idea about Mr Mazoka, who had been serving as a humble ward treasurer in Bauleni before he jumped mountains to call himself president of UPND. On that account, his party was tugged a small noise-maker. Too much or too little can be said about the organic spread of the UPND under Mr Mazoka but that will be reserved for another day. I want to discuss his progressive politics from my lenses. Mr Mazoka struck me as that great and rare figure in the Zambian opposition politics with an all-round quality that separates him from many. For starters, Mr Mazoka performed extremely well in his first attempt as President in 2001 that Lusaka was dominated by his party.
The UPND won Chawama, Kanyama, Mandevu, Kabwata, Kafue and Chilanga constituencies in Lusaka. Because of this, UPND also won the position of Mayor of Lusaka since it was only councillors who were eligible to vote for the Mayor. Colonel John Kabungo became Mayor of Lusaka without much struggle because the council was dominated by councillors from UPND. But here is why Mr Mazoka was an example of what an opposition leader should do to win popular support. The UPND mayor, Col Kabungo, was always at Lusaka International Airport (now Kenneth Kaunda International Airport) to receive President Levy Mwanawasa each time he travelled out of the country or when he was arriving. When Mr Mazoka was asked why he allowed his mayor to attend Government functions, he said his party had dominated the council so it was important that the mayor engages Government on the best way of providing service to the people. The UPND founder would explain that opposition politics was not about fighting the government but working to advise the President and ministers on areas that require improvement. As a
result, Mr Mazoka never shied away from meeting President Mwanawasa and sharing notes, especially at national events. During one Kuomboka traditional ceremony of the Lozi speaking-people, Mr Mazoka sat in a tent as the Presidential delegation made way to the venue. Everyone had to stand to give respect to the President and people were anxious to see how Mr Mazoka would react to that situation. Without hesitation, Mr Mazoka stood up and bowed his head as the President was waving at the cheering attendees. Security gave a signal to the President that the UPND leader was seated on his right in a tent. Mr Mwanawasa stood to see where Mr Mazoka was seated. Hundreds of people had blocked access to Mr Mazoka so the President merely waved at him and proceeded to sit in the tent. When the ceremony was over, Mr Mazoka stood still until President Mwanawasa and his delegation passed before he also made way to his motorcade. In terms of proffering credible opposition, one gets a feeling that there will be none like Mr Mazoka, (though I must say Sean Tembo of the PeP is following in his footsteps with his alternative budgets).
The most astonishing episodes were press conferences that would usually take place at Taj Pamodzi Hotel to read what was referred to as the alternative national budget speech. The budget speech was usually read simultaneously as the Minister of Finance would be reading his budget speech to parliament. The UPND alternative national budgets would be presented by vice-president in charge of Finance, who was at the time Mr Robert Sichinga. These would be attended by several Ambassadors accredited to Zambia. The press conferences would be very formal with journalists well settled and all delegates found the place homely. So stakeholders would have the job of making comparisons on which of the two budgets made more sense than the other. During Mr Mazoka’s press conferences, his speech would always be balanced in terms of supporting the good policy decisions the government was making and criticising those that were perceived to be less beneficial to the people. Whatever criteria God used to take Mr Mazoka’s life, his politics will always refuse to wane. MHSRIP. MARVELLOUS SAKALA.
Permsecs soon to be caretaker heads of ministries Dear Editor, AT a time it was least expected, President Edgar Lungu has in his discretion hired and terminated the services of several Permanent Secretaries. He has elected to promote deserving Directors to become top civil servants in the ministries and provinces. The President has also recalled one former civil servant, Mr Emmanuel Ngulube to rejoin the public service and consequently assigned to the controversy stricken Ministry of Health. Mr Ngulube has greater expectations from the people of Zambia to redeem the scandal-tainted ministry. We can refer to the newly appointed Permanent Secretaries as “super sub” which will end the life of cabinet in a way. The decision by the President is timely as it comes less than 100 days before parliament is dissolved and the respective ministers vacate office in the run up to the elections. Under our constitutional order, the dissolution of parliament will by operation of the Constitution and the Constitutional Court judgement lead to dissolution of cabinet. It is therefore correct to suggest that expectations are high to the new officers as they are expected to promote enviable performance in the public service delivery. The new permsecs are therefore expected to give undivided loyalty to President Lungu and the Vice President Inonge Wina who will remain in Government. This is not to say they should undermine the outgoing ministers as that invariably is undermining President Lungu who entrusted them with their respective ministerial responsibilities. The permsecs are therefore caretaker and they should
not betray the fiduciary duty owed to the President and the people of Zambia. It will not pay to have factions in the ministries (with one camp comprising Directors with their respective staffs loyal to a minister and another camp loyal to a permanent secretary). In light of this, permsecs are the fountain of exemplary professionalism and they are expected to sustain continuity of service delivery. They will have to bear in mind that they will not be a substitute to the substantive Government. Therefore, the permsecs are required to be none partisan and they should not frustrate the efforts of the President at this critical 11th hour. The partisan civil service at the rank and stature of Permanent Secretary level is not inappropriate during the politically charged season. Even though the ministers will be absent from offices, the responsibilities of the ministries will not whither away. In fact, there are greater efforts that will be required of them. They are key to the transition to handover to the new government which will be inaugurated after the long awaited elections later this year. It is therefore legitimately expected that the new permsecs will be above board to supplement the efforts in building statehood. MARVIN MBERI, Lusaka.

Africa is losing an estimated $170 million per day according to statistics from the United Nations Conference on Trade and Development ). Illicit money perpetrators use varying fraudulent accounting systems such as over invoicing on imports, under invoicing on exports, under declaring mineral exports and undeclared export of precious metals and stones. Zambia is no exception to the scourge of illicit transfer of funds to avoid taxation or hide illegal earnings. There has been the case of illegal offshore transfer of pension funds although we never heard of what measures were made against the bank that was involved in the illegal activity. In the corporate world, the most notorious offenders are the multinational companies that run our mines, fuel marketing and supermarket chains. The majority of these companies hold their earnings in foreign accounts out of the reach of the Zambia Revenue Authority. They thus only pay what they feel like declaring as opposed to taxes on real profits. It was for this reason that many people welcomed the transfer of shares for Mopani Copper Mines PLC into government hands through ZCCMInvestment Holdings. The furore that followed the decision of the government to stop the closure of the mines by Mopani and save thousands of jobs should have been welcome by every patriotic citizen. the real intentions of such opposition parties. The obvious repercussions of closing the mines were going to be ominous for the country and this would have played in the hands of the opposition sponsors; and that is what the doomsayers were praying for. The opposition leaders would have loved to be the ones to sell the mines to some of their sponsors at a pittance and then keep some change in the Panama or Paradise Papers. We gather they have also opened accounts in Mauritius and Luxembourg. The same people also criticised the government over the price that was paid for the shares and even went to the extent of telling lies to the nation. They for example wrote in their newspaper that former owners of Mopani, Glencore, would be taking 80 percent of the Mopani Copper Mines Plc production for at least 10 years. Simple common sense can tell one that giving away 80 percent of production would only leave 20 percent for new owners, ZCCM-IH to run the mine, pay salaries, buy chemicals and so on. That’s illogical thinking. As they say, bad new travels like wild fire and obviously the criticism sounded much louder than the good explanations did. However, one thing the critics forgot was that the same people who are now criticising the government are the ones who sold our mines cheaply and kept change outside the country. Apart from selling the mines cheaply, they signed agreements that made it very easy for investors to pull out easily whenever it suited them; and that is why Anglo American abandoned Konkola Copper Mines Plc without paying any penalties but instead continuing to sponsor opposition parties in the country. At this juncture, I would like to warn Zambians that people in opposition are very good at laundering evidence of their misdeeds through the vicious and negative publicity about
conditions in the country and the performance of the government. Zambians have to understand that we are not the only country were government is involved in business and particularly in copper mining. The Chilean government owns several mines which include the world’s largest underground mine situated at El Teniente in the Andes and is ranked number nine in the world. The Chilean state-owned copper miner Codelco also operates the tenth ranked mine in the world, the Chuquicamata copper mine in northern Chile. This is one of the world’s largest open pit mines and it has been in operation since 1910 producing refined copper. These are facts the critics of Government’s decision to get majority shares in Mopani Copper Mines do not want Zambians to know. These critics are paid agents of multinational companies which pick up national assets that they then exploit with no benefits accruing to the man on the street. The other problem today they said is that most individuals make bold management decisions or promises with the full knowledge of misusing or breaking them. “That is the sickness of current young professionals armed with management power,” they said. They said that we have capacity to run the mines but that Government invests and leaves independence to appointed experts to hire, fire and plan the organisation’s destiny Others commented that the United States of America under Joe Biden and most of the western countries are going green toward electric cars and that copper prices will definitely stay high and we stand to benefit more if much of the money from copper sales by our Zambian companies will come to Zambia. “Better still if we can set up secondary companies to process our copper,” they said. The comments and conduct of the opposition over the Mopani Copper Mines Plc issue is an eye opener. It is a wake-up call; the keep change politicians still want more change. Detained Aung San Suu Kyi faces charges NYAPYIDAW - Police in Myanmar have filed several charges against the elected civilian leader Aung San Suu Kyi following Monday's military coup. She has been remanded in custody until February 15, police documents show. The charges include breaching import and export laws, and possession of unlawful communication devices. Her whereabouts are still unclear, but it has been reported that she is being held at her home in the capital, Nay Pyi Taw. Deposed President Win Myint has also been charged, the documents show - in his case with violating rules banning gatherings during the Covid pandemic. He has also been remanded in custody for two weeks. Neither the president nor Suu Kyi have been heard from since the military seized power in the early hours of February 1. The coup, led by armed forces chief Min Aung Hlaing, has seen the installation of an 11-member junta which is ruling under a year-long state of emergency. The military sought to justify its action by alleging fraud in last November's elections, which Suu Kyi's National League for Democracy won decisively. – BBC.
He thinks ‘he’s above the law’ JOHANNESBURG - The Zondo commission has slammed former President Jacob Zuma’s announcement that he will not obey a summons to appear before the state capture inquiry. In a statement on Tuesday evening, the commission said this act showed that Zuma considered himself to be “above the law and the Constitution.” “It is to be noted that, while Mr Zuma refuses to comply with the Constitution and to obey the order of the Constitutional Court, on the one hand, he continues to enjoy the benefits that the Constitution grants to all former presidents in terms of his pension and other benefits paid for by the taxpayers,” the commission said. The secretary of the commission has been instructed to lay a criminal complaint against Zuma for not appearing from January 18 to 22 2021. The statement also spoke of Zuma’s “attacks” on the integrity of Deputy Chief Justice Raymond Zondo, saying Zondo “will deal with those attacks in a separate statement.” – NEWS24.

Describe thermionic emission Describe the properties of cathode rays State the difference between the flow of electrons and conventional current State the application of cathode rays Current is defined as the flow of electrons. Electrons are negatively charged particles. In this study we shall look at electrons and how they are used in various ways. Electric current can be produce from a generator or a battery. In addition, electrons are also produced or emitted from a hot metal. When a metal is heated to red hot, electrons on the surface of the metal gain more kinetic energy and escape from the surface of the metal. The emission of electrons from the hot metal is called thermionic emission. The minimum energy required for the electrons to escape from the surface of the hot metal is called threshold energy. Threshold energy differs from one metal to another. When the temperature is high, more electron will escape from the surface of the metal. The filament lamp is used to study thermionic emission. This was discovered by Thomas Edison. The figure below shows the filament lamp.
