System failure curtails ICT bill debate By NATION REPORTER PARLIAMENT was yesterday unexpectedly forced to adjourn when the ICT Bill was being debated because of system failure. Some UPND Members of Parliament had earlier indicated that they could not log in because technology was failing them. Most MPs, who were participating virtually had a hard time being part and parcel of the proceedings as the network was very poor. The ICT system continued being problematic for most of the session during the debate of the Bill until parliament unexpectedly adjourned. Mr Mumbi said Mr Kambwili was attempting to sneak in a fake constitution at the Registrar’s office because he was aware that no NDC constitution existed. He questioned why Mr Kambwili and the party spokesperson, Ms Saboi Imboela had given contradicting statements over the intercepted emissaries sent to the Registrar by Mr Kambwili to change records. “Ms Imboela said those people were at the Registrar’s office to remove officials who were no longer with the party from the documents but Kambwili is saying they just went to collect some documents. That’s a sign that it’s all lies,” said Mr Mumbi. Attempts by Mr Kambwili to secretly change details of the records of original individuals who registered the National Democratic Congress party at the registrar’s offices were thwarted on Monday.

We allow them around here to pick some stones and they are not a security threat, although some of them may attempt to jump over the wire near our pits. RATHER than engage in a cat and mouse game with unemployed youths who throng its vast emerald mining area in Lufwanyama, Grizzly Mining Limited has opted to work with them. The mining firm has allowed youths to knock out valuable components from the dumpsite on the fringes of the vast mine site, rich in precious stones. This is the company’s contribution to improving the lives of the largely unemployed youths by allowing them access to the dumpsite. Cynics might ask why the company cannot just offer them fulltime employment than allow them eke out a living from a dumpsite. We feel however that this is a better alternative in the absence of there not being job opportunities for the hundreds of youths in Lufwanyama and outlying areas. It is a positive contribution by the mining company who it says throng the dumpsite as early as 06:00 hours to chance some emeralds. This at least keeps them busy as the alternative would be to spend their days drinking and becoming a nuisance to the community. We are particularly happy that instead of being a free for all affair, there is at least order in the manner things are being done. Just as the government has restored order in gold mining areas by encouraging the locals to form cooperatives and empowering them by providing basic equipment, the same could be done in the emerald areas. It is unacceptable that villagers in the emeralds-rich Copperbelt region live in abject poverty, with no running water or electricity and watch the wealth from their land carted away to enrich foreigners. Grizzly Mining and other companies operating in the area must go out of their way and introduce the vast army of youths to organised mining. They have the skill and technical know-how as well as financial muscle while the local population has the labour force. Still, we cannot deny to give Grizzly credit for its corporate responsibility programme for which it plans to spend about K3 million on social projects. Mr Ba said Grizzly would continue to contribute to poverty reduction around Lufwanyama as a way of supplementing Government efforts. He said the company has been supporting Grizzly Community School which has pupils from grades one to seven and Kamakanga Clinic, providing health services to the local community. The mining firm appears to have endeared itself to the local community and this is how it should be.

CHINESE company, Hua Jiang Investment, is being investigated by the Drug Enforcement Commission (DEC) for alleged fraudulent activities. It is alleged that Hua Jiang Investment was awarded contracts between 2014 and 2016 by the Zambian Government to build 18 schools but failed to deliver after being paid. According to a whistle blower who lodged a complaint against Hua Jiang Investment

Ms. Mulyata also commended the committee for ensuring that only those with qualifications are appointed. Kabwe Central MP, Tutwa Ngulube observed that it is a good thing that all the appointees are going on promotion. He urged the new judges to clear their tables before assuming their respective new roles. Mr Ngulube also called on the Judiciary to ensure that when judges are promoted they are given enough time to clear work backlog, adding that there has been a lot of backlog in the Judiciary. “Mr Speaker, I am also appealing to the Chief Justice to scrutinise the seating judges because the issue of backlogs is too much, as a result some people have lost hope when their matters will be settled,” he said. The Bill will mainly address the promotion of utilisation of local products and services in the manufacturing and key productive sectors of the economy. This is according to the Commerce, Trade and Industry Minister, Christopher Yaluma, at the Local Content Conference held in Lusaka yesterday. Mr Yaluma said his Ministry was open to receiving submissions from the manufacturers so as to collectively explore ways of addressing the identified bottlenecks. He said despite the various initiatives undertaken by Government, local content had remained low in almost all the sectors, which can be attributed to various challenges among them perception against local goods and services. Mr Yaluma revealed that

a number of studies had showed weak linkages between the manufacturing sector and other key productive sectors. For example, the Mining Local Content Study done by the International Council on Mining and Metals on six Zambian mining firms revealed that only about US$100 million out US$1.8 billion was directed to the local manufacturing industry. In response to the weakening economic performance, Mr Yaluma said, Government has put in place an Economic Recovery Programme aimed at restoring economic growth to three per cent by 2022. On the conference, Mr Yaluma was happy that the conference seeks to boost the performance of the manufacturing industry through strengthening linkages between the local manufacturing industry and other sector. “Such efforts are important in contributing to the attainment of the goals of the Economic Recovery Programme. I also note

that the conference has incorporated a mini-expo to showcase locally made products, he said. The conference was held under the theme “Leveraging Local Content to promote Industrialisation in Zambia.” Proudly Zambian Campaign chairperson, Roseta Chabala, said despite the domestic market growing in the recent past, the growth has not translated into equivalent growth in business opportunities for local producers. Ms Chabala said a huge part of the country's domestic market is still dominated by imported products both legitimate and illicit. She, however, said progress has been made in integrating into supermarket chain stores, there is still a lot more that needs to be done. Meanwhile, ZAM Chief Executive Officer, Florence Muleya, said manufacturing continues to be one of the key sectors with the potential to create jobs and contribute to economic development.

We constantly hear of impersonations, embezzlements, counterfeit products or legal tender, quackery, cybercrime, social engineering scams and many other fraud types affecting individuals, banks, government wings, NGO, SMEs, churches etc. The question is -Why are there so many fraud incidents? There are various reasons why fraud incident trends are worsening and affecting many more people than previously. Allow me to discuss a few in the hope that readers’ awareness can be enhanced. ZAMRA asks court to dismiss Honeybee claim By GRACE CHAILELESOETSA THE Zambia Medicines Regulatory Authority (ZAMRA) has asked the Lusaka High Court to dismiss the matter in which Honeybee Pharmacy limited is seeking an order to prevent the revocation of its licence. ZAMRA acting director medicines control, Nyambe Lyoko, stated that Honeybee has not shown reasonable cause of action against it and that the action is an abuse of court process. “That I therefore humbly apply for an order that the same be struck out and that the action be dismissed forthwith with costs,” Mr Lyoko said. ZAMRA argued that there were no facts disclosed in Honeybee’s statement of claim upon which it could be held liable, although it raises defamatory allegations. “My lady, the plaintiff’s statement of claim shows that the defendant (ZAMRA) was not party to the contract that the plaintiff entered into with the Ministry of Health. argued. It contended that Honeybee has no locus standi in relation to the pharmaceutical licence as the same was not granted. Honeybee claimed that ZAMRA was part of the actions preceding the dispute before court. “That the defendant (ZAMRA) was harmoniously dealing with the plaintiff (Honeybee) as they pre-cleared the drugs of the plaintiff and cannot distance themselves from the dealings now as that is unfair and prejudicial to the plaintiff. “That there was a novation agreement between the parties which contradicts the statements made by the defendant,” it stated.

Insurance firm sues Kafwaya over vehicle

TRANSPORT and Communication minister Mutotwe Kafwaya, has been sued by an insurance company for allegedly refusing to hand back a Hino Truck after being compensated K428, 000. Swan General Insurance Company Zambia Limited now wants the Lusaka High Court to declare that it is entitled to the motor vehicle, a Hino truck registration number ABZ 587. It wants the court to order Mr Kafwaya to surrender the

motor vehicle. The insurance company is also seeking damages for loss of use of the motor vehicle, interest and costs. In a statement of claim filed in court on Monday, Swan stated the Mr Kafwaya trading as Nsansamina Enterprises in December 2017 , commenced legal proceedings in the Lusaka High Court against the insurance company. It stated that Mr Kafwaya was claiming payment of K170,000 for reimbursement under the comprehensive motor vehicle insurance policy.

The video that went viral on social media depicts the man standing on a bed on which there were K100 notes and he had some K100 notes in his hands. The man alleged that he was sent by Petauke Central Member of Parliament who is Government Chief spokesperson and Minister of Information and Broadcasting Services Dora Siliya. The man is seen bragging that PF and Ms Siliya in particular have a lot of money. The man in the video trending on social media platforms is seen warning any person attempting to challenge Ms Siliya in Petauke constituency in the forthcoming elections to desist from doing so. Ms Siliya has denied any connection with the man in the video who purported that he was given money by her. Ms Siliya last Monday

reported the matter to the police so that the culprit can be arrested. What the man did is a felony meaning that it is a serious offence. The police should expeditiously hunt for the culprit so that he can be apprehended. The source of the money must be thoroughly probed because this is an act of money laundering. They are judged based on salaries they earn. While it is correct to say that those holding public office must be accountable, this should be done through a process that is fair. FRONTLINE HEALTHCARE WORKERS GET FREE MEALS By NATION REPORTER

ilton Garden Inn Lusaka is collaborating with a local group of runners known as the Ezzy Running Club to provide meals for 500 healthcare frontline workers. The frontline workers that will be served over a threeweek period are from University Teaching Hospital, Levy Mwanawasa Hospital and Maina Soko Hospital. These three hospitals are currently handling COVID-19 patients in Lusaka. 200 meals were provided on Thursday to frontline healthcare workers at the Levy Mwanawasa Hospital.

ABOUT 495 mineral rights for emeralds issued by government in Lufwanyama district are dormant and negatively affecting the growth of the sector, Emeralds Association of Zambia president Victor Kalesha has said. Mr Kalesha said from the 500 mineral rights which Government issued, only five mineral rights in Lufwanyama district were operational. He said the development was saddening because the country was losing revenue and that the industry could not grow if a bigger number of mineral rights were dormant. jobs if well harnessed unlike the current situation. “Out of over 500 mineral rights in Lufwanyama, five are fully operational and this trend we wish to address if given a platform because we understand the industry and how it can provide job opportunities to the many unemployed youths in Lufwanyama. Our six chiefs in Lufwanyama need to start benefiting from the mineral sharing mechanism which we need to lobby Government to implement. I believe the mineral sharing mechanism will bring a lot of development to the six chiefs if well handled,” he said. Flood victims get mealie meal GOVERNMENT has given mealie meal to over 44 families whose houses recently collapsed due to heavy rains in Kawama ward in Luanshaya district. Luanshya District Commissioner (DC), Patrick Maipambe, said the mealie meal was given to the victims to mitigate the effects of the floods in which household goods and food were destroyed. “This mealie meal comes as a mitigation measure, to provide the flood victims with food as you know their household goods including food was flooded. This should help them to have something to eat as we are trying to see how best they can be assisted to restore their lives,” he observed. Mr Maipambe said Gov-

ernment was alive to the various challenges that the flood victims had suffered which included lack of accommodation and food. He observed that most victims had sought refuge in their neighbours and extended families as the Government was working out means to assist them. He added that he and the Zambia Red Cross had visited the area to ascertain the extent of damage and assess the areas of need. Jackson Kungo eyes Solwezi Central seat By JACKSON MAPAPAYI

ORMER Patriotic Front (PF) Northwestern province chairman, Jackson Kungo, has joined the race for adoption for Solwezi Central constituency. Mr Kungo said in Solwezi yesterday that he was seeking to be adopted for the seat in the August polls on the PF ticket because he was desirous to serve the people. He said his desire to aspire for the parliamentary office was because there was lack of proper representation by the current and previous Members of Parliament (MPs). "I wish to put it on record that today I announce my intention to aspire as Member of Parliament for Solwezi Central constituency," he said. Mr Kungo added that if given a chance to represent the people of Solwezi Central, he would ensure that the road network for township was rehabilitated and ensure clean and safe water for the people. He advised the electorate to stop voting for candidates on party lines as the people they had been electing were failing to lobby for development. “I am coming as a son of the soil to help my people in the district to receive development,” he said. Mr Kungo urged the people of Solwezi to vote for President Edgar Lungu so that the PF Government could continue with the developmental agenda. He said President Lungu has demonstrated that he was leader for all Zambians, going by the development of infrastructure across the country.

WASTE PLANT PROJECT FAILS By ANDREW MUKOMA PLANS to set up a waste management plant in Livingstone have failed. This is due to the failure by the city to generate the required amount of garbage to sustain operations of the plant as regards waste recycling. Livingstone Mayor, Eugene Mapuwo, said in an interview with the Daily Nation that the plans by investor in partnership with the local authority was to set up an $8 million waste management plant in the city. Unfortunately, Mr Mapuwo said, the project could not go ahead due to insufficient garbage generation attributed to the small population. Mr Mapuwo said the city has got no capacity to generate enough waste to sustain the waste management plant. He added that the local authority had also reached out to all councils in Southern Province, but the quantity of garbage was inadequate to run the plant.

Southern Province Minister, Edify Hamukale, said that he was dismayed that Choma, the provincial capital, and Monze districts were the dirtiest in the Province and called for immediate change in mind-set The Minister accused some officers in two councils of taking pride in seeing heaps of garbage in the Central Business Districts. Dr Hamukale who was speaking in Livingstone on Tuesday, threatened to recommend reshuffles in Choma and Monze district councils if the sanitary levels do not improve. He said even if the province had not recorded any outbreak of waterborne diseases, the two districts were not adhering to the keep Zambia Clean, Green and Health campaign. "Southern Province has not recorded any waterborne diseases and this because of the keep Zambia clean, green and health campaign. We are the cleanest province in Zambia but I am still disappointed with Choma and Monze, so take this message that they are the dirtiest towns.

More than 25 priests, 60 nuns dead in 60 days, says Tanzanian clergy DAR ES SALAAM - More than 25 priests, 60 nuns and two elders of the laity died within two months of various causes including respiratory issues, the General Secretary of the Tanzania Episcopal Conference (TEC), Father Charles Kitima, announced yesterday. Father Kitima made the remarks while addressing the media on various issues, especially the Covid-19 epidemic, and urged church members to continue taking precautions against the disease in line with Health ministry guidelines. In a statement, Kitima said the deaths occurred between mid December and February in different parts of the country. “Priests are dying and sisters are dying but this number within two months has shocked us especially considering the government has strengthened health

systems,” he said. He said TEC president, Gervas Nyaisonga, had already distributed guidelines to bishops of various dioceses on measures to protect themselves against Covid while providing services. This comes amid reports that death has robbed the country of at least 10 prominent persons in a span of three weeks. They include Chief Secretary John Kijazi, Zanzibar First Vice President Seif Sharif Hamad, Bank of Tanzania (BoT) Governor Professor Benno Ndulu and former Finance and Planning permanent secretary Dr Servacius Likwelile among others. The cause of Hamad’s death was not immediately established but he was earlier hospitalised after testing positive for Covid-19. While speaking at Kijazi’s funeral last month, President John Magufuli appeared to admit that Covid-19 was circulating in Tanzania. CONTINUED FLOODS IN KANYAMA, WHO IS TO BLAME?

... Kanyama is home to Zambia's biggest manufacturing industries but yet remains underdeveloped

W

E all know w h e r e Kanyama is but for those who might be new in Zambia, Kanyama is an area located on the west of Lusaka, the country’s capital city. Kanyama compound is inhabited by a melting pot population from all the provinces of Zambia and other countries. In fact, many refugees from Rwanda, Congo and migrants from Tanzania live in the area and own little businesses. Kanyama is also a constituency under the National Assembly of Zambia and is represented by Ms Elizabeth Phiri as Member of Parliament from the ruling Patriotic Front (PF). Apart from that, Kanyama is home to one of Zambia's biggest manufacturing industries such as Trade Kings among others and also houses one of Lusaka's busiest trading areas, Soweto Market. Because of that, one would expect this constituency to be a marvel of the city being an industrial area but unfortunately, Kanyama remains one of the poorest and least developed constituencies in Lusaka. Let us take for instance, infrastructure development and the poor road network and floods that residents have continued to experience year in and out. Maybe let us first of all go back a bit and look into the history of this area. Like in other African cities born in the colonial era, Lusaka experienced high migration from rural areas a few years before independence in response to the industrialisation and new job opportunities. The African migrants couldn’t though settle in the city itself because of the colonial rule, so at the borders of the centre new informal

settlements grew, often on a fragile environment not suitable for building houses. In 1948 and soon after independence with the removal of the restrictions for migrants, more and more people moved in the capital, but the housing system couldn’t meet the demand. As a result, the influx of workers created pressure on the few houses in the suburban areas like Kanyama and the "unplanned settlements" grew without local basic services like streets, electricity, drainage system, sanitary services, schools and police stations. With the fall of copper prices on the world market between ’70 and early ’80 and following loss of jobs, the implementation of the Structural Adjustment Programme (SAP) between 1991 and 1998 and the natural increase of the population, Lusaka population increased rapidly. The low economic status of many migrants constricted them to find accommodation in the already degraded areas. In particular, since Kanyama is a heavy industrial activity area, a lot of workers decided to settle there to be closer to their work places, (Brenda Gwaba Habasonda 2012; Bill Freund 2007). And According to the research of Mulimba Yasini, “Kanyama was a name for a Luvale man called Mr Fosholo Chinyama who lived in the area. He worked as a farm supervisor for a white man called Mr Portketer. When the white man left the country, Kanyama was left in charge of the farm. He started allocating plots to friends and relatives from the village and other settlements. Soon many people started flocking to the area to settle. Eventually the population in the area had increased and the housing structures expanded,”

(Mulimba Yasini 2007, pp. 75-6). In the census of 1963, Kanyama was still an "unauthorised" compound inhabited by 2, 961 people, on a Lusaka district population of 195, 757 (CSO, Republic of Zambia). Old Kanyama “was legalised on February 16, 1999 by the Ministry of Local Government and Housing under Statutory and

Improvement Areas Act of 1999” (Mulimba Yasini 2007, p. 75). According to the 2010 census, the Kanyama Constituency had a population of about 364, 655 while the Lusaka district had a population of 1, 747, 152 (CSO, Republic of Zambia). Now, poor drainage and water supply, waste disposal and no proper roads are still a

major source of concern to the residents and a threat to the health of the people. From its birth, the Kanyama Constituency has had a Member of Parliament representing it and the incumbent, Ms Phiri who is also Minister of Gender. I will not talk about as to whether Kanyama is an illegal settlement area or not and that is why it has been neglected in

major sectors such as a proper road network because from what I have seen, Kanyama deserves better. How can such a rich constituency be having such problems as floods almost every year when it houses big industries who are expected to give back to the community they trade from under Corporate Social Responsibility?

ZAVA’s K5, 000 nomination fee raise eyebrows By MUKWIMA CHILALA

THE Zambia Volleyball Association (ZAVA) says they have received complaints from some of their affiliates regarding nominations for next month’s elective annual general conference pegged at K5, 000 but that the association was yet to sit down and make any changes. ZAVA General Secretary Gift Chesekela says the executive is yet to sit and deliberate on some petitions and complaints received regarding nomination fees but would communicate once the resolutions were made. Some ZAVA delegates have raised concerns regarding the decision to peg nominations fees at K5, 000 for the elective positions. And Chekela says nomination will only be open to eligible candidates from March 13 and that before then the association was concentrating on preparations for their upcoming ZAVA Open tournament slated for the weekend to be held at the OYDC-Zambia. “We can’t say much on the election but the only thing I can tell you is that yes, we received some petitions regarding the nomination fees from two of our affiliates. But we have not made any resolutions yet but we will communicate once we do,” Chesekela said. For now we are not really concentrating much on the election as our focus is on our upcoming ZAVA Open tournament on March 11 at the OYDC Zambia and thereafter we can now start looking at the issue of elections. Besides the nominations will only open on the March 13. ZAVA has set April 10, as the date for their annual general meeting which will be held at the University of Zambia in Lusaka. According to an earlier statement by Chesekela which was sent to all affiliates, nomination period is set to run for 10 days in March, with fees placed at K5, 000 for President and K2, 000 for executive members.

China’s poverty fight renews hope for global victory over destitution BEIJING. – Despite a raging pandemic and tough economic challenges, China clinched victory in eradicating absolute poverty last year, achieving the poverty reduction goal set by the United Nations (UN)’s 2030 Agenda for Sustainable Development a decade in advance. The hard-won feat, which came after decades of unremitting efforts by the world’s most populous country, bears hope and inspiration for countries worldwide that are also searching for ways to eliminate destitution as well as promote equality and development. UN Secretary-General Antonio Guterres said China’s poverty reduction experiences “can provide valuable lessons to other developing countries.” Here are the three major ones: First and foremost, China’s struggle for poverty alleviation epitomizes the peoplecentered philosophy of the Chinese government. Facing the numerous obstacles posed by Covid-19,

the Chinese government did not push back its goal of lifting all rural residents out of poverty by 2020. Instead, it has managed to deliver its solemn promise to the Chinese people on time. In 2020, all of China’s nearly 100 million impoverished rural residents living below the current poverty line cast off poverty after eight years’ efforts. Moreover, people in 98 percent of poor villages in areas of extreme poverty now have broadband access, which has vastly narrowed the urban-rural digital gap. At the same time, China has built 1, 290 innovation and entrepreneurial platforms in poor areas and sent 289, 800 sci-tech experts to rural areas since the 18th National Congress of the Communist Party of China in 2012. Over the years, many foreign scholars have been trying to decipher the “code” of poverty alleviation in China. Their views can be summarised as “5Ds”Determined Leadership, Detailed Blueprint, Development Oriented, Data-based Governance and Decentralised Delivery, according to “Chinese Poverty Alleviation Studies: A Political Economy Perspective,” a report published by New China Research, a Chinese think tank. – XINHUA.

OHANNESBURG - Less than a week after Minister of Finance Tito Mboweni put paid to government’s plans to come to grips with government spending, unions at the Public Service Coordinating Bargaining Council have demanded a CPI plus four percent increase in wage negotiations with the Department of Public Service and Administration. This comes just days after Mboweni tabled his Budget Speech in Parliament last week, during which he repeated his call for urgent

controls of spending by government, including containing the rise of the public service wage bill. At the same time, public service unions have also taken government to the Constitutional Court as they want government to honour the 2018 three-year wage agreement for CPI plus one percent increases. Government opted not to pay the increase, with National Treasury anticipating that it would add more than R37 billion to the 2020/21 wage bill. The labour demands circular, which Fin24 has seen, says labour is demanding a

general salary increase of CPI plus four percent across the board and the abolishing of salary levels 1 to 3, with entry level in the public service being amended to level 4. “Labour demands that pay progression be allowed beyond top notches of salary levels as well as personal salary notches,” the document said. South African Democratic Teachers Union secretary general Mugwena Maluleke told Fin24 that a negotiator in the bargaining council, which met on Monday, got in contact with him to notify him that the demand had been made. – FIN24.

Zimplats revenue jumps to US$675m HARARE – Zimbabwe’s largest platinum group of metals (PGMs) producer, Zimplats Holdings Limited, has recorded a 79 percent increase in sales revenue for the half year ended December 31, 2020 after receipting close to US$675 million. The resources group reported that the jump was largely a result of increases in average metal prices and volumes of metal sold which was US$2 241 compared to US$1 494 per six element (6E) ounce in the same period in 2019. Volumes were 19 percent higher in the period

under review after the group shipped 301, 225 ounces compared to 252, 748 in the same period in the preceding year. “Half year revenue increased by 79 percent to US$674.9 million compared to the same period last year, largely driven by increases in average metal prices and volumes of metal sold,” said the mining concern in its Directors’ Report and Condensed Consolidated Interim Financial Statements. “The gross revenue per ounce for the half year at US$2, 241 was 50 percent higher than the US$1 494 for the same period last year.

Lowest paid mine worker to get $22, 000 HARARE - The Chamber of Mines of Zimbabwe (CoMZ) has acceded to mine workers’ request for an upward review of workers’ remuneration and awarded a 22 percent increment backdated to January. The increment will see the lowest paid mine worker earning $22, 000 and will be effective from the first quarter of the year. The Associated Mine Workers Union of Zimbabwe (AMWUZ), the umbrella body representing mine workers in the country, confirmed the development in a statement. The increment comes on the
