PREACH PEACE ZAMBIAN political leaders and other players in the political space must promote peace and unity as the country gears up for campaigns for the August 12 general elections. Next month, the Electoral Commission of Zambia (ECZ) will declare the start of the campaigns, hence the imperative need for all political players to speak peace all the time. Always, the country gets engulfed in euphoria in the run-up to general elections and it is for this reason that citizens must exercise caution and embrace unity and tolerance. Leaders from various political parties will start travelling the width and breadth of the country, on energy-sapping campaigns. Some leaders will genuinely preach peace and explain their manifestos while others will go gun-blazing with propaganda in order to convince the electorate to vote in their favour. It is also during such a period that some political leaders resort to tongue-lashing and toxic language in a desperate pursuit for support and votes. Truth be told, democracy demands civility and fairness in addressing critical issues affecting the country. Political leaders must always respect other stakeholders, particularly the voters and political opponents and must not at any one time resort to half-truths and blatant lies. The role of politicians is to offer selfless service to the masses; they are servants of the people and not masters. Notwithstanding the demands of their offices, they must always attend to people’s needs with humility while maintaining an open-door policy. Most importantly, political leaders are required to involve citizens in development projects so that they attend to the most pressing issues in communities. This is particularly applicable to councillors and Members of Parliament (MPs) in both the ruling and opposition parties. Political representatives should remain transparent and accountable especially when handling public resources. There is an imperative need for the opposition and ruling parties to narrow the gap between them and completely eliminate bitter rivalry which most of the time degenerated into violence. Sadly, political dialogue, which is the most effective tool to defuse tension, has not taken off as the nemeses have been giving unattainable conditions. Thus political players must involve the Civil Society Organisations (CSO) to offer objective guidance as they are among important stakeholders. In fact, CSOs must be neutral in both their discourse and deeds for them to garner public confidence.. Zambia has always been an oasis of peace and a pioneer of multi-party political system in Africa, having responded appropriately to the wind of change that blew across the globe in late 80s to early 90s. The country has transitioned through six Heads of State peacefully, an attractive record on the world map which must be guarded jealously. Therefore, it is incumbent upon all citizens to maintain peace and refrain from uncivilized tendencies such as invectives towards political opponents. Political office must not be seen as an occupation for personal survival, but an undertaking to serve the masses with due diligence. Violence has no place in the country’s polity. Zambia has been independent for 56 years and must be seen to be growing democratically and not moving in reverse.

WILL CHINA AND IMF INFLUENCE ZAMBIA’S FORTHCOMING ELECTIONS? On determining the Zambian elections’ outcomes, it is argued that good economic performance usually boosts the incumbent’s popularity and increases their chances of winning an election.

EBATABLY though, I have lots of questions. Lately I have been wondering why it is that the UPND leader Hakainde Hichilema’s warning that the government would not be able to secure a debt restructuring deal with the International Monetary Fund (IMF) before Zambia’s general elections this year got more attention on mainstream and social media platforms than the Finance Minister Bwalya Ng’andu’s continuing talks to secure a deal with the IMF before the elections – albeit time is incredibly short, given that Parliament dissolves on May 14. This is all the more strange if we consider that historically, politically and socio-economically the IMF and China could serve as a metaphor for Zambia’s public debt predicament. If we get the IMF debt restructuring programme and the Chinese debt-service suspension right, we can get Zambia’s forthcoming elections right. Fail them and we fail the country’s return to a sustainable macro-fiscal situation. Related to this, I have also been wondering why it is that Eurobond holders should have faith in the UPND leader, or believe that a deal with the IMF will only be possible after August 12 elections and that Eurobond holders should expect to exit the restructuring talks with only a 20% loss – far above current projections. Similarly, why should the IMF have the jurisdiction to dictate to any country how it should borrow other than offer advice that government officials could listen to or not? Why should the IMF decline to support Zambia’s borrowing plan, and dismiss it? Admittedly, the only thing the IMF could do was to refuse to put its own money as a loan on the table if it felt, as an investor, that the investment was too risky given the prevailing fiscal-environment. That was what had previously happened in the Zambian case. Why should the IMF and Eurobond holders have hope in Zambia’s perennial presidential election loser? Why should they believe in an individual who does not act on their behalf? Why should they not only reject his advice but even ignore him altogether?

Besides, he reportedly mocked and asked them: “Why would you throw good money after bad, for heaven’s sake? Noone, who is sane, can do that.” And wasn’t this toxic-stance even highly inappropriate? Strange as it may sound, almost 15 years ago, allegations emerged that China influenced African elections. The case in point was Zambia. China became a hot campaign issue in Zambia’s 2006 elections. The opposition PF, then-led by the late Michael Sata, never missed an opportunity to lash out at the then-incumbent, late Levy Mwanawasa, over the country’s deep engagements with the Chinese. The PF leader visited Taipei during election campaigns, where he controversially promised to recognize Taiwan. This announcement infuriated Beijing, with China’s

It began in the 1990s. Whether or not multi-party democracy has solved Zambia’s problems is not the answer we seek today. We are analyzing the factors that influence the Zambian electorates’ voting patterns: political, economic, social and ethnic, among others. For instance, countries such as Cameroon, Tanzania, Angola and South Africa have political parties that have consistently won elections regardless of their economic performance. They usually employ divisive methods such as ethnocentrism, opposition parties’ suppression and self-styled vote-rigging to win elections. In Africa’s fledgling multi-party democracies, such as Ghana, Nigeria, Kenya, and Zambia, however, economic factors could play a key role in elections. Yet in most of these democracies, Chinese investment in infrastructure is relatively smaller, compared to other sources of funding. This means economic factors play out strongly during elec-

Above all, does Beijing influence elections in Africa? Contrary to Western capitals and Johannesburg-based Brenthurst Foundation, established by Anglo American mining giant’s owners, there is no evidence that Beijing funds the political parties’ campaign in Africa. Neither does it subvert one party in favour of another. Beijing’s principle of non-interference does not allow it to engage in such activities, at least. As pointed out earlier that so many factors determine elections’ outcomes in Africa, for Beijing to land an outsized role.

Private maize buyers give money to smallholder farmers between December and January with conditions that compel the farmer to give up their entire harvest. Mr Katambo said farmers should ensure that they have enough maize for consumption before selling their maize to private buyers. The minister said in an interview that smallholder farmers should avoid the tendency of selling maize which was in the fields regardless of the situation because doing so endangered

household food security. “When they are making these decisions they should also consider household food security, are they food secure for them to start selling the maize in the fields to briefcase buyers? It is very dangerous if they don’t have extra fields, they would encounter food insecurity in their households,” he said. The minister was reacting to reports from emerging farmers in Mkushi who complained of unfair dealings from private maize buyers who gave them money between December and January with conditions that they should give up their entire harvest.

This is according to a consent settlement order signed by Lusaka High Court Judge Charles Zulu. Mr. Justice Zulu has ordered that the first respondent Paul Moonga, second respondent Borniface Mubanga, and the 40 others recognize Galaunia Farms (PVT) Limited as the bonafide owner and holder of the

A number of filling stations had run out of fuel, but that the few that had the commodity were found overwhelmed with motorists. The drivers are protesting failure by oil marketing companies to give the 50 percent delivery of fuel within Zambia. A check on some filling stations yesterday showed that some had not received their deliveries and were not sure when they would be serviced. Naked woman appears in Parliament zoom meeting, shocking MPs

OUTH Africa’s National Assembly committee on co-operative governance and traditional affairs chairperson Faith Muthambi has expressed outrage at video footage of a naked woman appearing behind a member of the National House of Traditional Leaders (NHTL), who was participating in a virtual committee meeting on Tuesday night. The video has since gone viral on social media. As the member addresses the committee, a naked woman can be seen walking in the room towards the camera, shocking MPs. After being reprimanded by Muthambi, he said: I am very sorry chair. I was focusing on the camera and did not see there was a person behind me.” The meeting was an engagement between the committee and the NHTL on, among other things, initiation, particularly on the death of initiates in initiation schools. Muthambi has distanced the committee from this footage, saying: “The naked woman was not part of the meeting. “She was in the same room where the participant in the meeting was. “We regret and condemn the in-

HARARE - RELATIVES of the 22-year-old woman who died after being assaulted by her husband demanded eight beasts at the grave site. Sharon Munhenga met her fate when she was beaten up by her husband, Mcdonald Chiveto, during an altercation. With Chiveto not having paid lobola, Munhenga’s family demanded eight beasts during her burial on Monday at Zororo Memorial Park and left the deceased’s clothes with the in-laws, indicating that distribution of the clothes would only be conducted after their demands have been met. Chiveto has since been arrested for a murder charge and is set to appear in court on April 8. Following the assault, Munhenga is said to have left a note in her wardrobe which explained what had transpired. Prior to the burial, Chiveto paid part of the lobola. A source who attended

the burial said: “There was drama at the graveyard; hama dzemurume dzikazopfugama kukumbira ruregerero. “Munhenga was assaulted on 14 March. She was attacked with a pot on the head and she died on March 19. “She died in the house. Her father demanded eight cattle.” Added the source: “Muroora saw a note in her wardrobe when she was packing her clothes. Man kills wife over orange juice BY PAUL PINDANI HARARE - A FIGHT over orange juice and biscuits between a couple ended in tragedy for a Chinhoyi woman, who was stabbed to death, last Thursday. The woman, Faith Mhlanga (36) of 8570 Ruvimbo Phase 1, Chinhoyi died after her lover Nelson Nhunge (55) stabbed her several times on the neck and chest. According to sources, the couple had been cohabiting as husband and wife for the past 15 years. Mashonaland West police spokesperson, Inspector Magaret Chitove told H-Metro that the horrific incident happened on March 25 at around 11am. On the day in question, Nhunge requested for a drink and some biscuits from the now deceased Mhlanga, who refused arguing hubby was not providing food for the family. This angered Nhunge resulting in an altercation. Said Chitove, “Nhunge in a moment of madness, struck his wife with a pot on her left eye, resulting in its handle breaking. " It is ZAM's mandate to offer guidelines and protection to artistes who wish to engage in campaign business. ZAM as the head association for musicians must give guidelines and clarification on musician's participation in political campaigns as most of them do it for business," Siwale said. " ZAM should quickly come in this year during elections and help artistes protect their images or gain fair deals." If the answer is less than two years then you need to reconsider the plan. The Covid-19 pandemic has greatly affected the marketing sector where I operate. Many companies have cut marketing and advertising budgets,

Education Plus - gender justice for adolescent girls and young women “For a moment, imagine with me. Imagine finding out that you acquired HIV from a boy who did not even know that he was positive and wouldn’t believe that you contracted it from him,” Akosua Agyepong, a youth leader from Ghana, said at a virtual event with key partners of a new flagship initiative, Education Plus. Ms Agyepong shared her friend’s journey, an 18-yearold struggling to study, access treatment and beat the discrimination that young people living with HIV all too often face in homes, schools, health systems and the community. This experience, though, is not something of the past. In sub-Saharan Africa every week, an estimated 4500 adolescent girls and young women between the ages of 15 and 24 years acquire HIV, an epidemic that is fuelled by gender injustices and violence. Five in

six new HIV infections among adolescents are among girls. Sub-Saharan Africa is also the region with the highest rates of child marriage and teenage pregnancy. At the event, the UNAIDS Executive Director, Winnie Byanyima, while introducing Education Plus, a new gamechanging initiative set up in response to those realities, made worse by the COVID-19 pandemic, implored the audience to reflect on those facts. “Education Plus brings together governments to demonstrate leadership to make commitments to roll out secondary education that is free and calls on financial institutions and donor countries to support the leadership of African governments. It brings together girls’ movements, women’s movements, human rights movements, all those who care about the human rights of girls and the right to

equal opportunity,” Ms Byanyima said. “This situation is not inevitable. It can change, and it has been changing. We need leadership; we need solidarity; we need partnerships to change it,” she added. Education Plus—led by the heads of UNAIDS, the United Nations Educational, Scientific and Cultural Organization, the United Nations Population Fund, the United Nations Children’s Fund and UN Women—calls for multisectoral commitments to ensure free quality secondary schooling for all girls and boys. It calls for guaranteed violence-free environments, access to comprehensive sexuality education, the fulfilment of sexual and reproductive health and rights and securing the economic empowerment of young women through successful school-to-work transitions.

Ministers of gender, education and health from African countries echoed the importance of the holistic approach of Education Plus, as did representatives of key partner institutions, including the African Union Commission, the African Development Bank, the European Union and the Global Partnership for Education. Khumbize KandodoChiponda, the Minister of Health of Malawi, drew from her life experience, calling Education Plus a timely intervention. “It is very close to my heart because I was 16 years old when I got pregnant. So, I can put myself in the shoes of our girls, especially in rural areas. I was lucky that I had an opportunity to go back to school, and indeed stayed in school, graduated up to college,” she said. “Many of our young girls lack the same opportunity. So, I’m very happy

about the Education Plus initiative.” Valentine Uwamariya, Rwanda’s Minister of Education, said that secondary education shouldn’t be a luxury. “To end the threat to the well-being of adolescent girls, including to protect them against HIV, completion of secondary education is key and quality of education means integrating comprehensive sexuality education, as Rwanda has done in the new competency-based curriculum.” “Every girl deserves the

right to an education that is not only inclusive but affordable, available and accessible, as well without fear of judgement and disrespectful treatment, so girls let’s power up!” said Hazel Jojo, a peer educator from Zimbabwe. Dear editor, There has been claims by the United Party for National Development (UPND) that in the unlikely event they formed Government, they would embark on legal and institutional reforms. However, what they have failed or willfully neglected is to appreciate the recent legal reforms that have been implemented in 2021 to win the war against corruption. Among the legislative changes that the Patriotic Front Government has implemented includes the enactment of the Budget Act, the Procurement Act and the Ac all are meant to fill in the existing legal gaps and the institutional hurdles faced in the fight against corruption. Salient changes brought by the Budget Act For the first time after independence the Budget Act has made the citizen voice louder during all the processes from conception and all timeline up to implementation. The citizens have been integrated and the budget cycle and everything has been titled toward an accountable budget system. The Budget Act has also strengthened accountability, oversight and participation in the budgeting process. This elevates the citizens to be the superior sovereign and they can hold public servants accountable. This is why the institutions such as the Auditor General’s office are able to uncover even complex financial irregulaties and the people through the Parliamentary Public Accounts Committee are able to interrogate any suspicious imprudent financial management to thwart wasteful expenditure. The Budget Act has also decentralized the budgeting implementation mechanism to provinces and progressively to districts. This has brought the state and non-state actors to fight a collective fight of guarding national resources. The overview of the Procurement Act Most reports of financial malpractices generally arise from the loop holes in the procurement system. The incidences of overprices, non-delivery of services and misapplication of funds have usually arisen as a result of the porous procurement legal regime. The Public Procurement

Act no. 8 of 2020 was specifically enacted to deal with the old age problem of procurement malpractices. The Act principally has also integrated the international procurement best practices, procurement code of conduct and integrated them in the legal system so that they can be enforceable. The Act is meant at inculcating transparency, efficiency, effectiveness, and economy, value for money, competition and accountability in public procurement in order to promote integrity in the process and win public confidence. Above all, for the first time Zambian procurement regime has been liberalized and is now citizen run. The Public Finance Act The import of this legislation is to provide for an institutional and regulatory framework in the management of public funds. Previously, the prudent of public funds generally depended on the integrity and ethical conduct of professionals serving in the public service. These codes can only exclusively be enforced by the professional bodies where the public officers belonged to and the same were not integrated in the legal system. While professional bodies take punitive action against their erring members for Accountants which includes blacklisting, the public confidence depended on the punitive and corrective measures. This is what the Public Finance Act intends to, to enhance public confidence in the management of public financial resources. In sum, the recent changes in key legislations that supplements the fight against corruption, the fight against corruption is now an all-inclusive process. In addition to institutions such as Zambia Police, AntiCorruption Commission (ACC), Drug Enforcement Commission (DEC), Financial Intelligence (FIC), the Judiciary among others. The budgeting process is recipe for the abuse of public resources, thus the implementation by the PF Government has been responsive in ensuring that the changes are responsive to the challenges of our time. A messed up adoption processes will cost either PF or UPND Dear editor, With 2021 elections under less than 4 months politically, political parties are busy with the adoption processes for mayors, council chairpersons, councilors and members of parliament. Arguably in most political parties this is usually the only time when party structures feel their importance and relevance. And because this is the only time they feel important and useful, it sadly also means time to benefit. And one cannot blame them, anyone under the circumstances would behave the same way. What leads to this unfortunate situation is because some elected officials end up abandoning the structures, they lose touch with them. Other MP/councillors become absentee leaders which leaves the structures vulnerable to feel used during elections. That's why, party structure' reports are 50/50 in terms of who the best candidate is to be adopted. I say so because, money is always bound to exchange hands no matter what. The only proper and true and scientific report, is one coming from the intelligence system. So that's why in the African context of politics, the ruling party always has an advantage because of this neutral access to critical Intel on the realities on the ground. From where President Lungu sits, I can almost predict a 75% adoption

process from and based on verifiable and non-bias intelligence reports from the system. For the opposition, they need to establish a superior and proper security system that is not bound to error or at least minimize the errors or else it's from the adoption system where the Presidential loss is likely to come from, nothing more nothing less. There is no magic. So you cannot adopt candidates, with the heaviest pockets money wise. That's why in Malawi the primary election system is the closest one can get to transparency. Where all candidates go and stand in an open ground and structures are asked to stand behind the candidate of their choice. That is transparent better yet the money aspect could still exist. Money is not a measure for leadership and adopting good candidates, in fact most leaders we have today emerged from nowhere to lead this country. They never had the money. People make money from different things. Others get it from genuine hard work, others from mistreating others, stealing, evil world, betraying others. Others sleep around to make money, others from mysterious places and abominable acts. That's why money in a Christian nation cannot be a determinant for good leadership. But it's clear that both in UPND and PF, especially in their strongholds money is

bound to exchange hands. The onus is on what President Edgar Lungu said, "With the adoption process comes its own dynamics but as leaders we must apply ourselves without bias or else be mindful that ultimately power is at stake." This is my timely advice to both PF and UPND, this is not about time to please friends, because what good does it do to adopt the money guy or a friend and lose the general election. Why not adopt the best candidate who will easily win and help you maximize the presidential vote, because remember its 50%plus 1. And for the youths participating I can only encourage you to fight hard, this is our election. The only sad situation is that youths and women in various parties have again fallen victim of being cheerleaders of the money guys, let us not be used again like always. If the youth is the best candidate in your constituency or ward. Show loyalty, and not betray the youth cause. The same applies for women, if the woman is the best support your fellow woman, don't abandon her because of fake empowerment programs and tournaments that only come during elections. Failed prison escape earns man 12 months additional jail time By MULENGA MUSONDA A convict serving a 5 year prison sentence for being part of a gang that robbed a company in Choma and got away with cash and other valuables worth over K350, 000 has added another 12 months to his sentence after he scaled the prison walls and briefly escaped the hardships of prison life. In this matter Brian Phiri 40, of Lusaka’s Matero Township appeared before the Choma Magistrates Court charged with Escaping from Lawful Custody contrary to the Laws of Zambia. Particulars of the offence are that Phiri on February 28, 2021, being a person in lawful custody at Choma Correctional Facility escaped from such custody. When he appeared for plea before Resident Magistrate Ethel Phiri, the accused person without hesitation pleaded guilty to the charge and explained that his actions were out of deception from someone within the Correctional Facility. 41 years old farmer has been dragged to the Choma Magistrates Court to exculpate himself from allegations of illegal possession of a Firearm and giving false information to a public officer. Appearing before Resident Magistrate Ethel Phiri was Sidney Moonga who is facing two criminal charges contrary to the Laws of Zambia. Allegations in count one are that Moonga on March 5, 2021 in Choma had in his possession one Homemade Shotgun and one Shotgun Shell without a license issued in respect thereof.

Accusations in the second charge are that Moonga on March 6, 2021 gave false information to Constable Imbuwa Mukela that “unknown men wanted to kill him with a gun” information he knew was false. When the matter came up for plea before Court, Moonga in a soft spoken voice distanced himself from both allegations compelling the Court to enter pleas of not guilty respectively. Magistrate Phiri went further and granted the accused person bail which is his constitutional right. The matter was adjourned to April 13, 2021 for commencement of trial.

Cop denies beating confession out of suspect By RABECCA BANDA A Lusaka police officer has denied beating and forcing a confession out of a man. This is in a case in which Abraham Mumba is facing a charge of theft contrary to the laws of Zambia. Mumba denied the charge when he took plea at the Lusaka magistrates court before magistrate Chinunda Chiwaula. When the matter came up for continued trial, the officer told the court that Mumba’s statement recorded during warn and caution was given voluntarily. Mumba alleged that he was

beaten and that his statement was not free and voluntary, hence the trial within in a trial. But the officer Mr. Shula said the police did not abuse Mumba in any way before he gave them a statement. Mr. Shula testified that he was there when his colleagues Mr. Mwansa was arresting and charging the accused. Mr. Shula said Mumba was in the CID office where the windows and door was open with comfortable chairs. He said it didn’t take more than 30 minutes to charge and arrest the accused. By RABECCA BANDA A mother has told the Lusaka magistrates court how her 12 year old daughter informed her that three boys had sex with her. In this case, a 17 year old male juvenile is charged with one count of defilement. It is alleged that the boy on November 14, 2019 had carnal knowledge of a girl under the age of 16 years . The matter came before magistrate Nsunge Chanda for continued trial. Testifying in the matter, the mother of the girl said she sent her daughter to Katambalala market in Chipata compound on November 14 around 18:33 hours She said she gave her daughter K50 to send to her cousin. She said she waited for her daughter who only arrived home around 20:30 hours. Because her daughter did not tell her where she had been she started beating her. She said her mother in-law intervened and asked her to stop beating her granddaughter. She said the following day,

she and her mother in-law left for town around 07:00 hours. She said she left her daughter sleeping and found her sleeping when they returned home around 17:09 hours. She said her mother in-law went into

the bedroom and asked her granddaughter why she was crying. She said she called her into the room to listen to what her daughter was narrating to the grandmother. She said her daughter told her that three boys had sex with her near the market on her way back home. She said her daughter mentioned a name of boy she recognized as being part of the boys that had had sex with her. She said she took her daughter and they went to report the matter to Chipata police station. She said at the police they were given a medical report and told to go to University Teaching Hospital (UTH). She said at UTH, she was told to take her daughter the following day. She said her daughter was 12 years and in grade 6 when she was allegedly defiled. She said her daughter was traumatized and that her private part was injured. Under cross examination by the boys counsel, the mother said her daughter had never come home late except the day was she allegedly defiled. Trial continues

ZESCO United seek revenge By MICHAEL MIYOBA AFTER suffering a 3-1 defeat in the reverse fixture, Zesco United will seek revenge when they host Zanaco in today’s crunchy Week 22 MTN/FAZ Super Division fixture at Levy Mwanawasa Stadium in Ndola to increase their chances of winning this year’s title. Numba Mumamba’s Zesco United dominated the Super Division with 40 points and a win over Zanaco will open a seven point lead at the summit of the league table for the Ndola giants. Numba will be hopping his players will step up to maintain a great run after getting five straight wins in the Super Division. “This is a very important game to us and I expect everyone to give their level best. Currently we are four points ahead of Zanaco and victory on Sunday will mean we stretch the lead to seven. Such a result will give us a better chance to win the league,” Numba said. “We have to be on top of the game right from the start.
