COURTS GROUNDED From Page 1 The prosecutors are demanding answers regarding who should pay them their benefits between ZP and NPA, an autonomous body established by the National Prosecution Authority Act Number 34 of 2010 to prosecute people charged with criminal offences by different investigative wings. A senior prosecutor revealed in an exclusive interview yesterday that they have decided to go on strike after learning that the family of their former colleague late Nsama Nsama Chipyoka was only paid K13, 000 by the NPA as his benefits from 2016 until his death on December 23, 2020. The late Mr. Nsama was shot dead in a fracas between the police and United Party for National Development (UPND) supporters that had escorted their leader Hakainde Hichilema to police headquarters for questioning relating to the manner in which he acquired farm 1924 in Kalomo. A police Constable Fanwell Nyundu of Matero police camp, has already been committed to the High Court for trial on two counts of murder relating to Mr. Nsama’s death and that of UPND supporter Joseph Kaunda who was also shot dead in the same brawl. According to the senior prosecutor who sought anonymity, when the administrator of Mr. Nsama’s estate questioned the NPA about the K13, 000 benefits package for the deceased, he was told to claim from Zambia Police Service for the rest of the years he served before
all prosecutors were transferred to the authority. He said the administrator then went to the police headquarters where he was told that prosecutors were no longer under the police and that the NPA was now fully responsible for their affairs. “We want to know who should pay us our benefits and why the Zambia Police Service and NPA are throwing stones at each other. Previously a government minister had assured the nation in Parliament that NPA will pay everything even for leave days accrued under the police. “This is why we have gone on an indefinite countrywide strike because we want answers,” the prosecutor said. When contacted, Justice Minister Given Lubinda said he could not comment on the matter because he had not yet received a report from the Director of Public Prosecutions (DPP) that the public prosecutors had gone on strike. “The matter has not been brought to my attention yet. I am waiting for the report from the DPP and I will not respond to piece meal,” Mr. Lubinda said. An eerie silence engulfed the usually busy Lusaka Magistrates’ Court complex as a few prosecutors turned up to either prosecute or adjourn cases in about less than five courts out of the 12. Incarcerated accused persons endured a cold morning in the holding cells before they were driven back to various detention facilities as there were no prosecutors to call their cases.

GOVERNMENT is ready to dialogue on various complaints on taxation in the mining sector, Mines and Minerals Development Minister Richard Musukwa has said. He said Government was ready to structure tax regime that would support international investment and benefit the citizens. Mr Musukwa said the change of mining taxation policy 17 times in 21 years
was not in the best interest of the country and Government would address the matter. The minister admitted that there had been mistrust between Government and mining houses and added that the just-ended Mining “Indaba” was the start of a new chapter that would address all outstanding issues. He said a technical team has been constituted to analyze the resolutions and come up with options that will ensure a win-win situation. Mr Musukwa said there was

Cancel inactive mining licences - Lungu By AARON CHIYANZO in Chisamba
PRESIDENT Edgar Lungu has directed the Ministry of Mines and Mineral Development to cancel inactive mining licences. President Lungu said he was keeping an eye on the ministry to see to it that dormant licences were dealt with. The President was responding to Chief Chamuka of Chisamba who complained over inactive mining licences that were not benefitting the people. This was during a meeting at Chief Chamuka’s palace yesterday. President Lungu assured the traditional leader that Government was in the process of confronting mining licence holders who were not on the ground. “Inactive mining licences, I must mention that I already directed the Ministry of Mines to cancel inactive mining licences. I will be making a follow up but recently I saw some adverts in the papers on the same,” he said.
President Lungu commended Chief Chamuka for ensuring that the plight of people in his chiefdom was taken care of. And Chief Chamuka thanked Government for the several empowerment initiatives which he said were uplifting the lives of vulnerable people in Zambia. The traditional leader told the President that his chiefdom had embraced several initiatives to supplement Government efforts in uplifting lives and protecting livelihoods. He said over 2, 000 vulnerable women in the chiefdom had been empowered with land. Chief Chamuka called on Government to harmonise laws with regard to child protection. President Lungu also held a meeting with Chiefs Shakumbila, Chitanda, Chikwanda, Nyampande and Chieftainess Muwezyo. In the meeting, President Lungu called for unity in the country despite different political affiliations.

MEDIA INTEGRITY ONE of the hallmarks of good journalism is integrity. This is not only at a personal level but even as an institution. Sadly however, integrity in journalism has been sacrificed as some practitioners have hijacked the profession and are using it for wrong purposes. The basics that are taught at journalism schools about the media being a means through which to inform, educate and entertain the public are no longer practised. They have been sacrificed by some individuals to pursue selfish motives. We are glad that President Edgar Lungu raised the subject during yesterday’s commemoration of World Press Freedom Day. This year’s World Press Freedom Day is being celebrated under the theme: “Information as a Public Good.” But one wonders how the theme - “Information as a Public Good” – could withstand critical analysis among some media practitioners. President Lungu must have had such individuals in mind when he raised concern and expressed his regret that some media ownership has been mixed with political aspirations. He also raised concern that it is regrettable that some media ownership has been mixed with political aspirations. The President expressed concern that some individuals privileged to own newspapers have suddenly become politicians using their publications to attack their rivals which gives undue advantage to such politicians in an election as it creates a very slanted play field. President Lungu did not mention names but it was evident that he was referring to one of the tabloids being used by one of the Presidential aspirants to attack other competitors and rivals in the political field. The publication has become notorious for only reporting about this presidential aspirant and has a corterie of commentators that it quotes nonstop to try and make him acceptable. Obviously, such a publication cannot claim to be credible or objective. It is such practices that tarnish the practice of journalism. As the nation heads towards the August 12 tripartite elections, it is incumbent upon the media to be the mirror of society and be the honest broker among the contending political aspirants. We agree with Ms Felistus Chipako, the World Press Freedom Committee chairperson who noted that the practice of journalists has come under fire in the recent past with most found wanting in terms of biased reporting. This is the more reason why some newspapers owned by politicians can never pass the integrity test – not even the proprietors. It is even very ironic that it is such people who shout the loudest about press freedom when they are guilty of abusing their publications ignoring the tenets of good journalism. But all is not lost. The journalism fraternity must not allow rogue journalists to hijack the profession and destroy what real professionals are trying to build and maintain – a profession that upholds the highest code of ethics that is based on promoting truth and fair play for all citizens regardless of their standing in society. That is what we stand for and will defend at all cost.

NAWAKWI SCOFFS AT UPND … Mweetwa hallucinating that I owe DBZ, says Nawakwi By KETRA KALUNGA
I
T is mere hallucination for United Party for National Development (UPND) spokesperson, Cornelius Mweetwa, to allege that I owe the Development Bank of Zambia (DBZ) millions of money just because I have challenged his boss to account for his actions, says Edith Nawakwi, president of the Forum for Democracy and Development (FDD). She said the UPND allegations were meant to divert attention from the Hatembo saga in which party president, Hakainde Hichilema, is involved.
Ms Nawakwi stated in an interview that it was public knowledge that the abductors of the Hatembos were UPND leaders, hence allegations against her to try and make themselves relevant to the Zambians. “The issue here is Hakainde Hichilema is holding the Hatembos’ hostage and that is what they are trying to divert. They actually sent a message from their group to a person who was not supposed to receive that message, which said that let us heighten pressure on Nawakwi so that she is the one who has abducted the Hatembos,” she said. Ms Nawakwi said the ab-
duction of the Hatembos to incriminate her proves how dull and basic the UPND leaders were in their thinking. She added that the more attacks the UPND throw on her, the more they would prolong their misery of being the longest party in the opposition. “I don’t want to talk to people who are running around mad and those called lawyers croaking around like frogs in the bush, talking around like big frogs I feel sorry for them,” she said. Mr.Mweetwa alleged during a media briefing that the FDD leader has entered into an unholy alliance with the Patriotic Front to attack
Ms Nawakwi Mr Hichilema so that she could be spared from paying back the money she owed DBZ amounting to about K88 million.
ZNFU calls for increased maize floor price
Design mineral value-addition policies, Government urged
THE Zambia National Farmers Union (ZNFU) has called on the Food Reserve Agency (FRA) to offer farmers a better maize price during this year’s marketing season. ZNFU president Jervis Zimba said increasing the floor price will enable farmers to get full cost recovery and mark an increase in their profit margins. Mr. Zimba stated that the K110 maize price for last year was not supporting the farmers to continue with their various agricultural practices. “Most farmers are at a loss with the price the FRA offered, but luckily there is an alternative market availed by the private sector,” he said. Mr. Zimba explained that most farmers have continued to rely on the private sector to buy their commodities for them to get profits. He has since urged the government to offer farmers an attractive price for their produce in order to empower them to diversify to other crops. M. Zimba noted that an attractive price will lure farmers to sell to FRA and the temptation of smuggling would be avoided. – ZANIS.

POLICIES that enhance mineral value addition strategies that can create linkages with other parts of the economy should be designed and implemented. Doing this will ensure cascaded benefits to the state in form of increased revenue generation, employment creation, and technology transfer, says Centre for Trade Policy and Development (CTPD) Senior Researcher – Extractives, Webby Banda. Mr Banda observed that Zambia did not process its minerals into higher-value output resulting in lost gains from value addition processes. He indicated that exporting raw mineral re-
sources meant denying the country the benefits that came with activities along a fully vertically integrated mineral value chain. The benefits, Mr Banda said in a statement, included job creation, tax revenue generation, and spill over economic effects to other industries among others. “Mineral resources in Zambia offer a wide range of opportunities to: build industries to supply inputs to the mining sector, produce key mineral-based feedstock’s for other sectors; and manufacture intermediate and finished products for domestic consumption that will promote local and regional economic development,” he said. Mr Banda indicated
that the African Mining Vision (AMV) recognised that mining was a key sector for a growing, diversified, competitive, and industry-based economy in Africa. He explained that for Africa to harness these benefits, the enclave nature of mining will have to be extinguished. “Achieving this goal means that mineral-rich countries like Zambia will need to go beyond optimising revenues collected from the mining industry, but act strategically to increase the value of the resources extracted. “This can best be achieved by creating and strengthening the linkages between the mining sector and the rest of the economy,” Mr Banda said.

THE Zambia Revenue Authority (ZRA) is ready to take up the Kazungula Challenge. The new border post is ready for the official opening in the month of May 2021. On 27th April 2021, the Zambia Government and the Botswanan Government signed the operationalization agreement for the One Stop Border Post (OSBP). Recently, the Zambia Revenue Authority Commissioner General Mr. Kingsley Chanda visited the facilities and revealed that all systems on the part of the Authority are ready to start the operations immediately after the official opening because all systems, processes, procedures, and people are all ready to take up the challenge. He further revealed that the Authority will move its regional customs command centre from Livingstone to Kazungula. The new facilities are expected to improve trade facilitation procedures and reduce transit time about two (2) to seven (7) days will be reduced to about two (2) hours. The current system used pontoons which are slow hence the increased dwell times at the border. Other benefits include improved border management cooperation with the One Stop Border Post (OSBP) procedure of just stopping on one side for clearance procedures. This will also increase traffic throughput and reduce the cost of transport and doing business generally. The African continent is on a trajectory of speedy growth in trade in the past few years while intra-African trade has been

China summons internet firms to warn over unfair competition BEIJING - Financial regulators in China summoned 13 internet companies last week to call for changes to their fintech operations, the central bank said in a notice, as Beijing ramps up scrutiny on monopolistic practices in the country’s tech industry. Regulators have been taking China’s tech firms to task to curtail the reach of private companies into the public’s daily finances, with 34 major companies already warned last month to abide by anti-competition guidelines. That group, which included Chinese search engine Baidu and gaming giant Tencent, was told to heed the case of Alibaba, after the e-commerce giant was hit with a record
$2.78 billion fine by China’s market watchdog for abusing its dominant market position. Those summoned by financial regulators again included Tencent and TikTok parent ByteDance, according to a notice on the Chinese central bank’s website. Others in the meeting included financial businesses affiliated with major brands such as e-commerce giant JD.com, food delivery platform Meituan, ride-hailing company Didi and travel platform CTrip. The financial regulators present included the People’s Bank of China, which is the country’s central bank, as well as the country’s banking and insurance regulator. Although internet platform companies “played an important role in improving the efficiency of financial services,” the notice said, regulators cautioned of problems that needed to be fixed. For example, some businesses engage in “unfair competition,” go beyond their scope of their licence or have poor corporate governance. – AFP.

BUDGET BALLOONS …Increased allocation for debt payment pushes Kenya’s budget to Sh3.62trn
N
AIROBI – Kenya’s National Treasury has more than doubled its allocation for debt repayment and pensions, pushing up the total budget for the next financial year to Sh3.63 trillion. A summary of the estimates for the 2020-21 financial year that Treasury presented to the National Assembly showed that the budget for consolidated fund services (CFS), which includes spending on interest on debts and pension payments, nearly doubled from an earlier estimate of Sh697.6
billion to Sh1.3 trillion. In February, Treasury had projected a budget of Sh3.01 trillion for the next financial year. A big chunk of the CFS, over 70 percent, comprises domestic and foreign interest payments. About Sh560 billion will be used to repay interest, pension has been allocated Sh137.2 billion while the contribution from Treasury for the new Civil Service Fund will be Sh20.8 billion. There is another Sh444 billion captured under “Other CFS” which is most likely an allocation for the redemption
of maturing loans, both external and domestic. The government projects that it will get Sh2.03 trillion in taxes and levies such as fines and fees. Ordinary revenue - taxes - is estimated at Sh1.77 trillion. Recurrent expenditure will take up Sh2.019 trillion while development expenditure by ministries will take up another Sh624.5 billion. Counties have been allocated Sh370 billion as part of the equitable share. To plug the budget deficit, the government will borrow a total of Sh1 trillion, excluding
grants from financial partners, which will be used for development projects. This comes at a time when there are plans by the National Treasury to borrow up to Sh500 billion from the Eurobond market as part of its plan to refinance some expensive maturing loans to ease the debt burden. – THE STANDARD, Kenya.
RBZ to sell US$1.1m weekly to bureaux de change HARARE - The Reserve Bank of Zimbabwe plans to sell US$1.1 million every week to bureaux de change for on selling to individuals and MSMEs that are excluded from the existing foreign currency auction system. To qualify for the SMEs foreign currency auction system, individuals and institutions must bid a minimum of US$2, 500, an amount which meant many players were excluded from accessing foreign currency and would be forced to resort to the parallel market. However, from bureaux de change, individuals and institutions can buy any amount, up to a maximum of US$500
per day. Last week the Reserve Bank of Zimbabwe announced that it will now sell foreign currency to bureaux de change for on-selling to Micro, Small and Medium Size Enterprises (MSMEs) and individuals for their various productive requirements. The new arrangement is expected to cater for MSMEs and individuals with requirement levels that are below the minimum qualifying threshold of the SME foreign exchange auction system. The new development will see bureaux de change buy foreign currency from the RBZ at prescribed limit
every Wednesday at the ruling weighted average exchange rate, and will be allowed to on-sell at a margin of not more than eight percent of the weighted average exchange rate from the main auction. RBZ Governor Dr John Mangudya believes the US$1.1 million, will go a long way to feed the lesser market. “This third window improves the inclusivity of access to foreign currency in the economy and should serve as many as 2, 100 customers per week,” he said. The SME foreign currency auction system served 293 customers on Tuesday, so for now we believe the US$1.1
million will be enough, but we will review it depending with the market demands, Dr Mangudya said. Meanwhile, bureaux de change will only be allowed to sell foreign currency to individuals and MSMEs that have supporting invoices or travel documents. “Foreign currency shall be sold for the purpose of international payments and travel and, shall be supported by invoices or travel documents as per operational guidelines for bureaux de change issued in December 2019,” reads part of the circular. – BUSINESS WEEKLY.
Association had estimated fuel price drops across the board. “As we head into winter, South Africans who use paraffin for lighting, cooking, and heating especially will no doubt be glad at this news. For its part, the AA is hopeful the recent streak of price stability will continue to provide more price relief to fuel users in the
short to medium term,” it said in a statement. Investec economist Annabel Bishop similarly noted that a small cut would be on the cards, following hefty price hikes of R2.96/l over the first four months of the year. This will help to keep inflation around three percent yearon-year for the first quarter, Bishop added. – FIN24.
Fuel price to drop after record hike in April JOHANNESBURG Motorists will have a small breather as the Department of Mineral Resources announced a price drop in fuel for May. This follows record hikes of 100 cents per litre of petrol introduced in April. Petrol (both 93 and 95 ULP and LRP) - will drop by nine cents per litre, while diesel will drop by 31 cents per litre. Illuminating paraffin will drop by 23 cents per litre. The department said slight strengthening of the rand, as well as a drop in the average Brent Crude oil price, were
contributing factors to lower prices. “The vessel (Ever Given) that was stuck in the Suez Canal, causing a delay for all cargo containers including oil tankers, was freed easing fears regarding supply disruptions. “The markets anticipate that OPEC and Russia will agree to ease production cuts from May 2021 during their next meeting,” the Department said. By April, petrol prices had reached the R17.00/l territory. Revised fuel and road accident fund levies had also kicked in. On Friday, the Automobile

If your character were to be shown to you in the mirror… Dear editor, MANY of us would be scared if we saw in the mirror, not our faces but our character. Our character defines who we are by the actions we take. Better to be a person of character than a person of means because in the end, it is the person you become, not the things you achieved, that is more important. Which character trait do
The Roads Sector Require Reforms Dear editor, AS the Zambian Roads and Highway Safety Group (ZRHSG), we are disappointed that it takes ages for damaged roads and highways to be repaired despite them being busy tolled roads. We are therefore calling for urgent reforms in the manner these roads and highways are monitored, managed and repaired. We have noted that despite motorists and advocacy road safety groups reporting that the stretch on the Great North Road between Chisamba and Ndola being badly damaged and ridden with dangerous ridges that make them unsafe for use as a highway and busy road, the Road Development Agency (RDA) and the National Road Fund Agency (NRFA) have not moved on-site to remedy the situation. We have also noted that the everyday rush-hour congestion at 10 miles, caused by traffic turning into Chief Mungule’s Road or joining the Great North Road at that junction, no solution seems to be in the offing by the RDA and

NRFA. The Group also notes that several critical roads throughout the country have remained unsafe and prone to accidents without these agencies, the RDA, NRFA, moving on-site to remedy the situation. The Zambian Roads and Highway Safety Group therefore proposes that the managing of toll fees be given to local councils who will in turn ensure that stretches of the highway passing through their jurisdiction are well maintained, and that damages on these roads are fixed within the shortest times possible. That local roads joining the highways in small towns be restricted to designated highway junctions such as traffic circles or traffic lights, to avoid slow moving cars joining and leaving the highways and creating unnecessary traffic jams. That small towns have their own roads for their own domestic traffic and be restricted from tampering with the operations of the busy highways, including mounting roadblocks. That local company is given contracts to remove broken-down vehicles on the highway to keep the roads safe and clear of obstacles. MTHONISWA BANDA. The Group Admin for ZRHSG.
Media as a partner in a democratic process Dear editor, Yesterday, Zambia joined the international community in celebrating World Press Freedom Day under the theme, "information as a public good." The theme is timely and speaks to the necessity of the citizens being informed with the mainstream media as a vessel. The media is therefore our partner in the Democratic process because without information democracy cannot thrive with the citizens who is uninformed. There are stakeholders who have made pledges to deliver the peaceful poll and the media should not be left behind this patriotic cause. The recent pledge by the high ranking officials from the Zambia Police that they are prepared to deliver a peaceful poll is welcome and a positive way to stimulate public confidence. We are glad the
police have pledged to protect the media personel who will equally be betrayed on the political battlefront. On our side, the theme is a wake call for civility in politics and this entails political player must preserve the institutions charged with the responsibility to administer and enforce the rule of law such as the Courts of Law, the police, among others. The continued attack and disregard of the fundamental freedoms of information are under attacks especially with the media who are perceived to be aligned with some political parties. Such partisan lenses attached to media houses even suppresses the essential elements of information as a public good. Disregarding the noble role of the media invariably undermined good governance as information is an essential element to political participation.
From the PF manifesto which is the template for implementing the government policies, the media has consistently been on the receiving end of the policy formulation. In its 2011-2016 manifesto, the PF at page 75 of its manifesto pledged to implement a three tier broadcasting namely; public service broadcasting, commercial broadcasting and community broadcasting. In 2013, the Government established the Independent Broadcasting Authority (IBA) which is the custodian and guardian of media laws and also enhance media accountability in the media sector. IBA has been inoperable since 2002 and although it was 11 years overdue, the institution has depoliticized the conduct of the media. In its 2016-21 manifesto, under chapter 27, page 75, PF renewed this commitment to enhance media freedoms. Within this outgoing par-
liamentary session, there are some reforms that have been set in motion. Among them was the enactment of the Cyber Security Act into law and the intended presentation of the Media Council Bill. The Cyber Security Act has launched the bid to redeem the reputation of the media which was disparaged by persona that had abused the cyber space for ulterior motives. The Media Council Bill intends to make the media professionals self regulated just like other professions. As we join the media sector to celebrate their day, we are in agreement that information is for public good and we have a responsibility to engage the media as a partner to this cause. Happy belated press freedoms day. MARVIN CHANDA MBERI Lusaka

explained. Mr Nakachinda said that in North western province, the project would be undertaken in Solwezi, Kabompo, Chavuma and Mwinilunga districts. Meanwhile, North-Western Province Minister, Nathaniel Mubukwanu, said that the water utility company was faced with a number of challenges, making it difficult to meet the demand. Mr Mubukwanu said there was need for the Ministry of Water Development to pay more attention to the utility company. He said this was because of the increase in population in the region due to increased economic activities. Mr Mubukwanu said the increased economic activities had ended up putting pressure on infrastructure which was not built to handle such huge volumes of demand. “So, in the end, you would think that we don’t have capable men and women at the utility company yet it is just the environment they are operating in that limits what they can do,” he said. He called on Mr Nakachinda to take keen interest in supporting the utility company so that it could meet the demand. “It is my humble appeal once again is that you consider to come with a robust response in terms of capacity for such infrastructure,” he said.

Mr Chikwanda was speaking when he paid a courtesy call on North-Western Province Minister Nathaniel Mubukwanu. He applauded the provincial administration for the support rendered towards the project since it started five years ago. Mr Chikwanda said that REA would continue to identify water bodies across the country that would allow for similar investment. In response, Mr Mubukwanu stated that RRA has been instrumental in providing electricity to rural areas in the region. The minister that since 2013 the province has seen an upgrade in the energy sector and that all 11 districts in the region are now connected to the national electricity grid. “This project is one of the major achievements by government which cannot be taken lightly,” said Mr Mubukwanu. He said the provincial administration was hopeful that with the electrification of all districts, investment in various sectors will start trickling down.

Green Party for clean green agro By SANFROSSA MANYINDA GOVERNMENT should build a reputable image for the country anchored on clean and green agriculture, with reduced dependence on oil, the Green Party has advised. According to the party, Zambia should also reduce the use of agri-chemicals and imported feed-stock so as to protect the soils, water and air quality. Green Party leader, Peter Sinkamba, said that Zambia should thrive on a resilient, energy-efficient and democratic food economy. Mr Sinkamba said in Kitwe yesterday that there was need to manage all rural production in ecologically sustainable ways by providing a secure and productive environment for producers. “We plan to create a smart economy that will be largely sustained by agriculture and deliver real prosperity for everyone without compromising the integrity of the environment. “We would like to build a reputable image for our country anchored on clean
and green agriculture, with reduced dependence on oil, agri-chemicals, and imported feed-stock, so as to protect our soils, water and air quality,” he said. He noted that the agenda could also be achieved if rural and urban communities could be able to provide for the economic, educational, health and social needs by attaining food security status. He added that the Zambian environment must be kept GMO free through humane utilisation of bio systems and conservation of agricultural land resources to provide for humankind, now and in future. Mr Sinkamba said Zambia needed to increase employment by diversification of production base and going clean and green through export of high quality agriculture products. He said it was high time Zambia acquired global clean and green agriculture export reputation by increasing output and productivity through the use of environmentally friendly technologies.
CRITICISM IS NORMAL IN PUBLIC OFFICE - KANG’OMBE
By ROGERS KALERO
I DON’T hold any grudge against the media or the public for criticising me because public offices always attract criticism from various sections of society, Kitwe Mayor and Patriotic Front (PF) Kamfinsa constituency aspiring candidate Christopher Kang’ombe has said. Mr Kang’ombe said public offices would always attract criticism regardless of how good one has performed. He said, therefore, that people in public offices should focus on development and fair play in order for them to succeed in serving the masses. Mr Kang’ombe said it was unfortunate that people have come up with all sorts of stories about him most of which were not true. “When you are a leader, some people will like you, while others will not. Those who don’t like you will blow things out proportion to destroy your name and others will be objective and
state the truth on any issue. “As Kitwe Mayor and PF aspiring candidate, I don’t hold any grudge against the media or members of the public for their criticism. If people criticise you, don’t get emotional but analyse the criticism and establish whether it is genuine or out personal vendetta,” Mr Kang’ombe said. Meanwhile, Mr Kang’ombe donated K4,000 to the United Church of Zambia (UCZ) Ndeke congregation for the procurement of musical instruments. He made the donation during a fund raising concert which was held on Sunday at the church premises Mr Kang’ombe said the church plays an important role in providing spiritual guidance to the nation and it also provides a link between Government and the people in various sections of society. “Some churches run schools, hospitals and support Government in various projects. This is in addition to the spiritual guidance to the political leaders and the country at large,” he said.

Butondo Primary School gets Disabilities Trust Fund gets more bashing new classroom block By ROGERS KALERO
A classroom block has been constructed at Butondo Primary School in Mufulira to meet the increasing number of enrolments for regular learning and for GCE, Kankoyo Member of Parliament (MP) Brian Mushimba has said Dr Mushimba said the classroom block was one of the developmental projects he would hand over before parliament dissolves in readiness for the August 12 general elections. He said he was grateful to Mopani Copper Mines (MCM) for contributing to the same project while others made his work easy as an MP through donations to various projects. “As MP for Kankoyo, I will be handing over a 1 x 3 classroom block at Butondo Primary School which was constructed to meet the increasing enrolment which includes the GCE. I think this a good project because it is infrastructure aimed at promoting education. “I think handing over the 1x 3 classroom block at Butondo primary school is befitting to end my five years term as MP especially that
Dr Mushimba
I have spent so much time and resources providing education
and empowerment in Kankoyo constituency, “ Dr Mushimba said. Dr Mushimba said infrastructure development was key to development in various sectors of the economy and so Zambians must support Government projects of infrastructure rehabilitation and development. He said, with good government policies and positive work culture, infrastructure development could work as a catalyst to achieving economic recovery and national development. “A good education infrastructure will help to support the development of the education sector and also create enough places for the ever-increasing population in the communities. So, people should not politicise the infrastructure development which the Government has rolled out. “Another development is the road infrastructure which has seen damaged roads and new ones constructed. These roads have opened up new areas with agricultural potential, while others have gone to support the tourism sector,” he said.

PRESIDENT Lungu must overhaul the National Trust Fund for Persons with Disabilities (NTFPD) because it is denting the image of his administration, Zambia Deaf Youths, Women and Children (ZDYWC) has said. ZDYWC Executive Director Frankson Musukwa said the attitude of officers in public institutions like NTFPD was negative, hence failing to meet their mandate. Last week, ZDYWC petitioned President Lungu to dissolve the National Trust Fund for Persons with Disabilities on allegations that it had failed to empower persons with disabilities with microfinance and skills. The micro finance and skills were important to economic sustainability and independent living. ZDYWC also alleged that the Trust Fund had become a burden and was wasting public resources that were not reaching the intended beneficiaries. A request was therefore made to the Head of State to engage the office of the Auditor General
to investigate how the funds were being used to advance the objectives stipulated in the Persons with Disabilities Act No. 6 of 2012 part 7 section 55. “Do we need to petition the President for them to wake up and fulfil their constitutional mandate? “Imagine that it was only after petitioning the President that the organization decided to get in touch with us and tell us that we would be given the loans that we applied for in a few days’ time. What was so difficult for them to do that before then,” Dr Musukwa said. He said that the Trust Fund requested for a meeting with his organization a day after the petition was published in the Daily Nation Newspaper, but that he refused to meet them as he only wanted intervention of the President at the time. Dr Musukwa complained that issues should not be done the way they were being handled but that people should learn to handle issues within stipulated rules. The NTFPD was established under the repealed persons with disabilities act No. 6 of 2021 part VII (55).

SUBJECT: ENGLISH LANGUAGE TOPIC: STRUCTURE
SUB-TOPIC: TENSES LESSON #7: The Past Perfect Continuous Tense TEACHER: Anthony Simukonde
How to form the Past Perfect Continuous Here is how to form the past perfect continuous. It is 'had' + been (the past participle of 'be') + verb-ing To start with, let us look at the positive form: (a) (b) (c) (d) (e) (f) (g)
I had been living You had been going She had been sleeping He had been working It had been raining We had been studying They had been cooking
Note: The short form is: 'd been verbing. Be careful, because the short form for 'would' is also 'd. However, 'would' is always followed by the infinitive, but 'had' is followed by the past participle. Next is the negative form: (a) I had not been trying (I hadn't been..) (b) You had not been working (you hadn't been..) (c) She had not been crying (she hadn't been..) (d) He had not been shopping (he hadn't been..) (e) It had not been snowing (it hadn't been..) (f) We had not been reading (we hadn't been..) (g) They had not been running (they hadn't been..)
4. He ________ (hope) for a
new car ever since he sold the old one. 5. How much _________ he (sell) those materials? 6. Which team _________ they (play) for, those twins? 7. Musunganji ________ (wash)
his clothes for several hours when he hurt himself. 8. She _________ (dream) for a great vacation in Livingstone. She couldn’t believe when her husband took her there last summer. 9. The boss _______ (talk) to her

Pre-Owned. Certified. Ready to Roll. Introducing Toyota Zambia's Pre-Owned, Certified Vehicles.
It is also easy to make questions using the past perfect continuous tense. 'Yes / no' questions: (a) Had I been working? (b) Had you been sleeping? (c) Had she been reading? (d) Had he been watching TV? (e) Had it been raining? (f) Had we been drinking? (g) Had they been eating? 'Wh' questions: (a) Where had I been working? (b) How long had you been sleeping? (c) What had she been reading? (d) How long had he been watching football? (e) How long had it been raining? (f) What had we been drinking? (g) Why had they been eating?
You deserve the full Toyota experience, even when you invest in the pre-owned vehicle. Stringent quality checks

Rhino poachers back after SA eases lockdown restrictions
South Africa began easing international travel restrictions in November.[Reuters] JOHANNESBURG Rhino poaching is on the rise again in South Africa since the government loosened Coronavirus restrictions, following a year-long lull due to the pandemic, wildlife parks say. The strict limits on travel, including international travel, imposed in March last year had the happy side effect of keeping poachers at bay. In 2020, 394 rhinos were poached, 30 percent fewer than the year before and the lowest yearly tally since 2011. But then South Africa began easing international travel restrictions in November. "Since November, December last year and into 2021, this landscape and particularly Kruger National Park has been experiencing serious numbers of rhino poaching incidents,” said Jo Shaw, the Africa Rhino Lead for WWF International Network. ”There is a very real and realised threat as poaching pressure has increased since lockdown perhaps to meet the demand from the international markets,” she said. Rhino poaching often involves both local poachers and international criminal syndicates that smuggle the
high-value commodity across borders, often to Asia where demand is high. Reserves, which have been battling tighter budgets amid a coronavirus-induced lull in tourism, have also been forced to cut back on anti-poaching patrols, compounding the threat to rhinos. “As (lockdown) restrictions over time have become less, there has been an uptick in poaching as a result,” said Julian Rademeyer, director of the organised crime observatory for East and Southern Africa at the Global Initiative Against Transnational Organised Crime. South Africa has about 16, 000 rhinos located within its borders, Frances Craigie, chief director of enforcement at the environmental ministry told Reuters. But relentless poaching and drought in the NorthEast region has hit the rhino population hard. In the Kruger National Park, the number of rhinos has plummeted almost more than two thirds in the last decade to around 3, 800 in 2019 from 11, 800 rhinos in 2008, a South African National Parks report showed. – REUTERS.

With 368, 147 new cases over the past 24 hours, India's total infections stand at 19.93 million, while total fatalities are 218, 959, according to Health ministry data. Medical experts say real numbers across the country of 1.35 billion may be five to 10 times higher than the official tally. Hospitals have filled to capacity, medical oxygen supplies have run short and morgues and crematoriums have been swamped as the country deals with the surge in cases. At least 11 states and union territories have imposed some form of restrictions to try and stem infections, but Prime Minister Narendra Modi's government is reluctant to impose a national lockdown, concerned about the economic impact. The spike in infections is India’s biggest crisis since Modi took office in 2014. Modi has been criticised for not taking steps earlier to curb the spread and for letting millions of largely unmasked people attend religious festivals and crowded political rallies in five states during March and April. A forum of scientific advisers set up
by the government warned Indian officials in early March of a new and more contagious variant of the coronavirus taking hold in the country, five scientists who are part of the forum told Reuters. Leaders of 13 opposition parties on Sunday signed a letter urging Modi to immediately launch free national vaccination and to prioritise oxygen supply to hospitals and health centres. Despite being the world's biggest producer of vaccines, India does not have enough for itself - undermining a plan to ramp up and widen inoculation from Saturday. Only about nine percent of its 1.4 billion people have had a dose. India has struggled to increase capacity beyond 80 million doses a month due to lack of raw materials and a fire at the Serum Institute, which makes the AstraZeneca vaccine. International aid has been pouring into India. Meanwhile, Modi's party has failed to win a key state in elections held amid record Covid-19 deaths and cases. The BJP targeted West Bengal heavily during campaigning but the state was comfortably held by the incumbent, Mamata Banerjee, a fierce Modi critic. Modi was even accused of focusing on polls rather than the pandemic. – REUTERS/BBC.
West African States (Ecowas). He has since been living in Equatorial Guinea. However, in his audio, Jammeh dismissed suggestions that he was forced to leave under pressure, noting that he left because he wanted to go on leave and based on the agreement the incoming government signed with Ecowas. He stressed that his party must make sure that the government respects what had been signed. “It’s only the almighty Allah that can say only Yahya Jammeh’s dead body can come to Gambia. But by the grace of Allah, I am coming back,” he vowed. He offered prayers for the country which he said was being punished for abandoning God. He also criticised the clergy for failing the nation. – AFP.
Child sexual abuse: Four held in German-led raid on huge network BERLIN - German police have arrested three men and a fourth is being held in Paraguay for allegedly running one of the world's biggest online networks for sharing images of child sex abuse. The international operation, involving several police forces, targeted a dark net platform called Boystown, which has now been taken down. Officials say Boystown had more than 400, 000 registered users. They say some images showed the most serious sexual abuse of young children. The dark net is an internet area beyond the reach of mainstream search engines. The German-led investigation involved law enforcement agencies in the Netherlands, Sweden, Australia, the United States and Canada. The EU police agency Europol says it will also examine intelligence gained from the operation, and "more arrests and rescues are to be expected globally" on that basis. Several related paedophile chat sites on the dark net were also dismantled, Europol says. German police say three men detained since mid-April are believed to have run the paedophile network: one aged 40 from Paderborn, one aged 49 from the Munich area and a 58-year-old from north Germany who has been living in South America for several years. He was detained in Paraguay's Concepción region under an international arrest warrant, and German authorities have asked for his extradition. The fourth suspect is a 64-year-old from Hamburg who was allegedly one of the most active members, responsible for more than 3, 500 posts. – BBC.

By MICHAEL MIYOBA MONZE George Futsal Club produced the biggest upset in the Premier Futsal League play offs after edging Kitwe Bullets to a 4-3 defeat in a tightly contested PFL quarter final fixture played over the weekend at Automotive Indoor Futsal Arena. Monze George who were the underdogs going in to the quarter final showed a lot of determination against Bullets who were the favourites to reach the semifinals due to their massive experience. However it was disappointing for Kitwe Bullets coach Witson Nyirenda who had predicted a tough game despite being too sure that his side would crash Monze George. After humiliating Kitwe Bullets, Monze George will now meet Kabwe K-Line who stunned Livingstone Pirates 3-1 in another quarterfinal fixture played at Automotive Futsal Arena. Meanwhile, PFL defending champions Automotive Futsal Academy whitewashed CSS Petauke 6-0 to storm the PFL semifinals which will be played in best of three basis. Automotive will now meet Chipata Boys who beat Siavonga Beetles 5-3 to set up a semifinal meeting with the defending champions. In round one of the National Division Futsal League play offs being played in best of three rounds, Christian Academy shocked Pioneer Avengers 5-4 to increase their chances of winning promotion. Christian Academy will have to beat Avengers in round two of the National Division One play off to progress to the finals of the National Division one league. In the other match Lilanda Bullets beat BS Stars 5-3 to increase their chances of qualifying for the Premier Futsal League. FAZ TO HONOUR 2012 AFCON HEROES
By MICHAEL MIYOBA
T
HE Football Association of Zambia (FAZ) says it will next year honour the Chipolopolo class of 2012 that won the Africa Cup of Nations to mark ten years since the achievement in Gabon. FAZ president Andrew Kamanga said the association also plans to build on the plans for honouring the Gabon disaster heroes through various activities building up to 2023 which will mark 30 years since the fateful plane crash. Meanwhile, Kamanga has hailed Chipolopolo legends who had previously gallantly fought for the Zambi-
an jersey for rolling back the years of glory during the 28th year commemoration of the Gabon Air disaster with an exhibition match at Heroes Stadium in Lusaka. Kamanga said FAZ has resolved to formalise the association with legends through a decision that will go through the annual general meeting later this month. He said FAZ wants to have Chipolopolo legends accorded a permanent platform where they can contribute regularly instead of showing only when there is an event. “We were privileged during the 28th Gabon Memorial ceremony to be joined by legends of our beautiful game. Legends from the KK11 and
Chipolopolo era clashed on the pitch at National Heroes Stadium. “It was good to see players who had previously gallantly fought for the Zambian jersey roll back the years of glory,” Kamanga said. “We were happy to tap into their wisdom and experience. Arising from that interaction we have resolved to formalise our association with legends through a decision that will go through the annual general meeting later this month.” It is not good enough to just interact with them when there is an event but rather, we want to have them accorded a permanent platform where they can contribute regularly. Meanwhile, Kamanga has thanked
Zanaco Bank for their contribution towards the Tokyo 2020 to be played in July this year. Kamanga said the association is hopeful that the K157, 000 donation from Zanaco will open the door for many other corporate bodies to come on board. FAZ through the Copper Queens fundraising committee is seeking US$2 million meant to help the Copper Queens prepare adequately for the Tokyo games where they will be the only team representing Africa. Kamanga said the team will be afforded some international friendly matches aligned to the opposition in their group where they will play Brazil, Netherlands and China.
United fans violence slammed
ZA consoles relay team By MICHAEL MIYOBA ZAMBIA Athletics believes the relay national team still has a chance to qualify for the Tokyo Olympic Games despite having tumbled at the 2021 World Athletics Relays event in Silesia in Poland. The relay team finished last in the 4×100 relay and missed out on a chance to qualify for the Tokyo Olympic Games after finishing with a record of 44.80 seconds. ZA president Elias Mpondela said the quartet of Suwilanji Mpondela, Lumeka Katundu, Hellen Makumba and Zambia’s fastest woman Rhoda Njobvu needs proper preparations ahead of the
African championships in Algeria. Mpondela said despite the challenges the team faced at the World Athletics Relays event in Poland, Zambia is ranked eighth in the world with their national record which they ran in Lusaka in April. Mpondela said the weather in Poland affected the relay team’s performance with second leg runner, Lumeka Katundu suffering from a hamstring injury which caused the poor performance. “Poland was cold and it was around 11⁰c our second leg runner had a twitch in her left hamstring and she almost gave up but she fought to hand the button to the third leg, our team was strong but in sports there are what we call unforeseen circumstances,”
Mpondela said. “We know what our team is capable of doing and we believe in them so much, we can’t blame them what we need is to encourage them as they prepare for the next competition in Algeria at the African championship, despite not producing the results we all expected their time still ranked among the fastest in 2021,” Mpondela said the relay team can still achieve great heights as it comprises of the fastest female athletes in Zambia. He said there is need to encourage the girls as they prepare for the next competition in Algeria at the African championship, despite their failure to produce the expected results in Poland.
VIOLENCE during Sunday's protests from Manchester United fans, which led to the Premier League game with Liverpool being postponed, has been condemned by the UK government's sports minister and the mayor of Greater Manchester. United fans protesting against the club's American owners, the Glazer family, stormed into the stadium which was closed to fans due to Covid-19 restrictions. A flare was thrown at the broadcasters’ podium as fans ran on to the field and protesters clashed with police outside the ground. Greater Manchester Police (GMP) said two officers were injured with one requiring hospital treatment after he was attacked with a bottle and suffered slash wound to his face. The fan protests against the Glazers, which have been taken place since they bought the club in 2005, have been reignited since United's involvement in the attempt to create a breakaway European Super League. Greater Manchester mayor Andy Burnham expressed support for the aims of the protesters but criticised the violence. British Foreign Office Minister James Cleverly said there was a need to understand the mood of football supporters. No decision has yet been made on the rescheduling of the match or about any sanctions for Sunday's events. – SuperSport.
