STOP ILLEGAL GOLD MINERS WHY have illegal miners found it so easy to enter the country and mine gold and other precious minerals? Poor security. This explains why 32 illegal miners have been arrested by police in Mwinilunga for criminal trespass into Kasenseli gold mine. North-Western Province Police Commissioner Elias Chushi says police have also managed to recover some alluvial gold from the illegal miners. Mr. Chushi says the alluvial gold will be handed over to the mine so that it can quantify how much gold was stolen. What is surprising is why illegal miners have the audacity to invade what is now supposed to be a heavily protected area considering that there are precious gold deposits there. This is not the first time that we are writing about poor security particularly in areas where gold deposits have been found. It is shocking that gold mining, like that of other precious minerals in the country has been the preserve of illegal foreign miners from the neighbouring countries – Tanzania, Malawi, Mozambique and Angola and Congo DR. We have always advocated for Government to take stock of the country’s mineral wealth and ownership so that the locals enjoy the full benefit of what rightfully belongs to them. Over the years, we have had foreigners trek into the country and engage in all manner of illegal extraction of the nation’s precious minerals leaving the local population in abject poverty. This is what is happening in Mwinilunga. Why have the security wings for example allowed an illegal camp to be set up next to the Kasenseli Gold Mine – this is where the 32 people arrested came from? It should not be there as a security measure in the first place. Mwinilunga District Commissioner Arnot Mapulanga reported this week that over 500 illegal miners broke into the perimeter wire fence and forced their way into the mining area at Kasenseli gold mine looting undisclosed quantities of alluvial Gold. Unless Government acts decisively, this cat and mouse game between the illegal miners and security wings will continue. We have suggested before that apart from securing the mining areas, the government must use the thousands of unemployed youths by bringing them under the Zambia National Service where they could receive some basic training in mining. We believe such mining cadres would be more patriotic and ensure that the country derived some benefit from the gold deposits. The ZNS or Zambia Army would be better placed to guard the gold mining areas than the Zambia Police whose officers are said to be conniving with the illegal miners. In Rufunsa, the government has encouraged the locals to form cooperatives and has provided them with basic equipment to help in their operatives. There is a lot of gold which is why illegal miners cannot stay away from Kasenseli because they are making a killing, when such income should be coming to Government coffers. Orderly mining is what must be encouraged so that there is a win-win situation for all – locals and Government.

Witness defends HH farm acquisition in court By GRACE CHAILE-LESOETSA A WITNESS has told the Lusaka High Court that subdivision A of farm 1924 in Kalomo belongs to Mr Hakainde Hichilema. Mr Collins Mazuba, the son and administrator of the estate of the late Bernard Mazuba said his father handed over the land in question to UPND president Mr Hichilema in 2004. This is in a matter where Mr Hichilema has been taken to Court by an administrarix of the estate of the late Samson Siatembo, Ms Pheluna Hatembo and Mr Milton Hatembo of Kalomo for the alleged fraudulent acquisition of the land. The duo said they agreed to sell 190 hectares of farm no. 1924 to Mr Bernard Mazuba of the said district. They said the beneficiaries and the late Mazuba agreed that consideration should be K20,000 and pursuant to the same agreement, Mazuba paid Hatembo on behalf of the
beneficiaries. The two claimed that without the beneficiaries’ knowledge, the farm was occupied by Mr Hichilema between 2005 and 2010 and he immediately attempted to occupy the whole farm but he faced resistance from Mr Douglas Hatembo. They claimed that Mr Hichilema has occupied and has been using the whole farm for 10 years and he does not pay rent for the use and occupation of land beyond the 190 hectares which was sold to Mr Benard Mazuba. But Mr Collins Mazuba in a supplementary affidavit in reply filed yesterday, stated that the disputed land was first bought by the father sometime in the 1998-1999 from the estate of Mr Siatembo. He said Ms Hatembo and her siblings gave vacant possession of the 2048 hectares of farm 1924 to late Mr Mazuba . “ That my father took over Subdivision A of farm no. 1924, Kalomo some 20 years ago (in the year 1999-2000) and handed it over to Mr Hakainde Hichilema some 16 years ago in full view and knowledge of the 1st and 2nd plaintiffs,” he stated.

Lieutenant Nigel Mwaba arrested for Dr Tasila’s murder By NATION REPORTER POLICE in Lusaka have formally charged and arrested Lieutenant Nigel Mwaba aged 33 of Balastone , Lusaka West with murder. The suspect is alleged to have murdered a medical doctor, Tasila Tembo. Police spokesperson, Esther Katongo said Mwaba still remains in police custody, yet to appear in Court. Last week, military Police in Lusaka apprehended the murder suspect after being on the run for almost a month. Zambia Army Brigadier General Genoh Muke confirmed that the suspect was apprehended around 16:00 hours at Memorial Park in Lusaka. Brigadier General Muke said this was after a tip from the public who contacted the army of his presence at the private cemetery. Dr Tasila went missing on October 24, 2020 around 16 hours and her body was discovered on October 27, 2020 at 13:00 hours by police. A manhunt was then launched to find the suspected killer.
Lusaka Hotels denies owing water utility firm K1m By GRACE CHAILE-LESOETSA LUSAKA Hotels Limited has dismissed claims that it owes Lusaka Water Supply and Sanitation Company Limited (LWSC) over K1 million for sewerage services. LWSSC has sued the hotel in the Lusaka High Court for failure to settle sewerage services bill amounting to K1, 004,662.70. But in its defence , Lusaka Hotel Limited denied the sum of K1,004,662,70 but agreed that there were outstanding queries which it has raised with LWSC concerning inaccurate meter reading, erratic and inconsistent billing, wrong tariffs and failure by the plaintiff to trace payments made to it but which have been debited to its account. The hotel stated that the amount claimed has to be verified through a diligent reconciliation of the issues it raised with the plaintiff which date back over a period of five years. It argued that the subsequent
changing of the meter as alleged was a recent event and in itself does not resolve previous queries relating to earlier inaccurate meter readings and the other issues. Lusaka Hotel stated that prior to February 12, 2020, it had at its own cost procured services and paid for a leak detection test but LWSC or its agents failed to come and witness the said test. The hotel claims that the bill alluded to was a latter arrangement by LWSC carrying a cost of over K23, 000 which defendant could not afford. It however acknowledged that the sewer services have been discontinued to the great inconvenience of its clients. The hotel stated that the tariff used was inconsistent with hospitality industry/industrial use and that reconciliation of payments made to plaintiff which it has failed to trace, but which have been denied to defendant’s banking account and showing as credited to LWSC.

The government programme aimed at empowering citizens with working capital in aquaculture farming under the Zambia Aquaculture Enterprise Development Project (ZAEDP). Fish farmers in the aquaculture empowerment scheme have complained of being landed with debts because of overpriced equipment from Ministry and CEEC officials. However, the Permanent Secretary Dr Benson Mwenya has promised to check the complaint to ensure no fish farmer was swindled in the empowerment scheme meant to increase fish production in the country. Dr Mwenya explained in an interview yesterday that the Project was structured in a way that a person submit a proposal indicating all the requirements they need to setup their ponds, cages and other materials. The farmers are complaining that ministry officials are conning with suppliers to over price the equipment leading to equipment costs rising as high as K96,000 and leaving operating capital of K17,000. According to an Investigation carried by the Daily Nation, farmers have complained of being short changed and duped through the overpricing of materials and equipment being supplied to them for setting up of fish cages on lake Kariba. One of the beneficiaries, Chris Chafukwa told the Daily Nation that he was supplied with materials worth K96,000 plus K17,000 working capital against the K164,000 that he applied for.
He complained that the supply of materials at an exaggerated price was going to compromise Government intention to uplight the living standards of the people, especially those living around water bodies. Mr Chafukwa said the underpayment of fish farmers will not only lead to fish farmers falling to repay the loans but also lead to beneficiaries making loses. The Minister of Livestock and Fisheries Prof Nkandu Luo and the Citizen Economic Empowerment Commission (CEEC) under which the program is being implemented were not available for Comment when contacted but an impeccable source within the Ministry disclosed that they have been some concerns in the manner the fund was being managed. But Ministry of Livestock and Fisheries Dr Benson Mwenya said the Project was structured in a way that a person submit a proposal indicating all the requirements they need to setup their ponds, cages and other materials. He said he was aware that different suppliers are involved in the supply of equipment to beneficiaries and assured that Government was going to ensure that fish farmers under the Zambia Aquaculture Enterprise Development Project (ZAEDP) are not swindled. Dr Mwenya said Government was committed to ensuring that the Country not only close the fish deficit gap currently standing at 80,000 metric tons but also improve the living standards of the citizens through provision of working capital to small scale fish farmers.
THERE will be comprehensive audits of the Public Financial Management System (PFMS) next year which will include procurement and debit management, Auditor General, Dick Chellah Sichembe has said. Dr Sichembe said aspects of procurement, payroll management, infrastructure development and debt management would be at the centre of the comprehensive audits for 2021. Dr Sichembe said this when he opened the planning meeting for the Office of the Auditor General in Lusaka yesterday under the theme “Value Addition

He explained that payroll management would be audited comprehensively as the wage bill for Government accounted for more than 50 percent of the national budget. be prosecuted. He urged his officers to give an assurance to the public on the PFMS systems which included debt management. Dr Sichembe called on his officers to proactively carry out a performance audit on the Economic Recovery Programme (ERP) to assure the citizens whether the intentions of the government would be realised. UPND president Hakainde Hichilema is just being a cry baby and wants to create a fertile ground to dispute defeat in the 2021 general elections, says Raphael Nakachinda. Mr. Hichilema at a media briefing alleged that the issuance of the National Registration Cards (NRCs) and voter registration exercise was handled in a way meant to disadvantage the UPND. ZESCO needs viable plan - energy expert By OLIVER SAMBOKO ZESCO should come up with a business model that will make it profitable and viable unlike now when the utility company is making losses and failing to meet its debt obligations, energy expert Victor Hazemba has said. Mr Hazemba said in an interview that losses at Zesco were self-inflicted because the power utility company has failed to heed advice to implement reforms including downsising its bloated workforce. He also wondered why Zesco was subsidizing business entities such as mining companies when it was also in business to make profit for the Zambian public who are shareholders through Government. “Why should Zesco continue selling power to mines at subsidized price which is resulting in losses on the utility

North-Western Province Police Commissioner Elias Chushi says police have also managed to recover some alluvial gold from the illegal miners. Mr. Chushi says the alluvial gold will be handed over to the mine so that it can quantify how much gold was stolen. He said in a telephone interview that the 32 illegal miners are in police custody awaiting court appearance. Mr. Chushi has warned that the police are on alert and will ensure there is no recurrence of trespass at Kasenseli gold mine. Agric officers under fire By SILUMESI MALUMO OFFICERS who were involved in over registering farmers in Chikankata under the Farmer Input Support Programme (FISP) will face the wrath of the law, Minister of Agriculture Michael Katambo has warned. The minister said the officers knew the required number of farmers who were supposed to be registered under FISP but went on to add more who were not eligible. Mr Katambo said the district only needed 13,246 farmers to be registered under the programme but officers went ahead to register more farmers bringing the number to 14,012. He said this means that the officers registered 766 farmers who were not eligible to access the farming inputs under the programme. He said government would not let the officers involved scot free but ensure that they were dealt with accordingly. The minister was responding to Chikankata
Member of Parliament Kabwe Mwiinga who wanted to know whether the government was aware that over 700 farmers under the Farmer Input Support Programme in Chikankata were unable to access fertilisers due to the non availability of funds in their respective accounts after they only swiped for seed and if so, what urgent measures were being taken to resolve the problem. Mr Katambo said what the officers did was illegal because they were aware that only one million farmers were supposed to be targeted during the 2020/2021 farming season, but went ahead to add more people. He told Parliament yesterday, the 766 farmers who could not access the fertiliser were because they were not considered to be the beneficiaries in the system. “We are aware about the 766 farmers who have not be able to access the fertiliser in Chikankata and this matter is being investigated to find out whether these farmers are eligible or not. But the officers who were involved in over registering of the farmers will be dealt with because they knew the number of farmers which were supposed to be registered during this farming season,” Mr Katambo said.

In 2018, Mr Nkombo moved a motion in Parliament to impeach President Lungu for breaching the Zambian Constitution when he failed to handover the instruments of power to the Speaker of National Assembly following a Presidential Petition by UPND president, Hakainde Hichilema after the disputed 2016 general elections.
And Patriots for Economic Progress president Sean Tembo has been quoted in one of the tabloids stating that given the fact that the pending legal matter on the impeachment motion against President Lungu has been concluded, it can now be debated in parliament. Mr Tembo said the Speaker no longer had any legal or moral basis to continue keeping the motion in abeyance, and must therefore immediately restore it to the order paper so that it can be debated on the floor of the house.

RESIDENTS should take advantage of the on-going voter registration exercise to register in numbers so that they can participate in the 2021 general elections, PF Matero Constituency chairperson Lee Mukupa has said. Mr Mukupa, who has undertaken a voter registration sensitisation exercise in the constituency, said people should ensure that they registered if they wanted to take part in choosing leaders next year. He said voting was a right which should be taken seriously as it was the only way of ensuring that one’s preferred leaders were chosen. Mr Mukupa urged all residents to exercise their rights and responsibilities as citizens in line with the constitution of Zambia. “I urge all eligible residents in Matero constituency to register as voters in the ongoing voter registration exercise by the Electoral Commission of Zambia,” Mr Mukupa said. He advised the residents not to wait until the last minute but turn up in numbers now till the last day of the process. This, he said, would ensure not only maximum utilisa-

LIQUIDATOR of the Post Newspaper Limited (in liquidation), Lewis Mosho, has started paying former employees their dues. This is according to a notice of payment to former employees placed in the Zambia Daily Mail Newspaper yesterday. In a consent judgment passed on January 10, 2018, High Court Judge Sunday Nkonde declared the newspaper insolvent because its liabilities far exceeded the value of assets. Mr Justice Nkonde stated that the liquidated newspaper was unable to pay its debts as they fell due with no reasonable prospects of the proper-
ties being rescued or rehabilitated. The consent revealed that the total amount owing was K171,646,875.46 and that the value for non-current assets at 2014 was K11,385,106.86. In the notice, the liquidator said he had commenced payment of dues to former employees of the company in line with the priority of payment provided for under the laws of Zambia in a winding-up of a company. A former worker who opted not to be named said some employees started receiving their dues on Monday this week. The worker said those who were in managerial positions were expected to begin receiving their dues this monthend.

Prospect Resources Plc, the developer of the Arcadia lithium project in Zimbabwe, says strong demand from customers in battery, glass and ceramics markets will cause material improvements in global prices over the next few years. The firm contends that recent stimulus packages in Europe around increasing electric vehicle adoption and growth in these markets, firmly positions the EU to become the largest electric vehicle market and overtake China. Lithium (chemical grade or spodumene) is a key input in the manufacture of electric car batteries and Zimbabwe, the world fifth largest producer, stands to benefit once Arcadia (which becomes its second mine) starts production. The mineral, which is available in Zimbabwe in limitless abundance, has been designated by the Government as one of the key elements of the ambitious target to grow the mining sector into a US$12 billion industry by 2023; with lithium accounting for US$500 million. Mining contributes 60 percent of the annual foreign exchange inflows into Zimbabwe and the Government sees the sector anchoring short to medium term growth. Against this background, the clean energy policies continue to gain momentum and in turn, increase the requirement for lithium to meet the rising global demand. Further, the company has signed off take agreements with global giants in the production of glass and ceramics, for which petalite (technical grade lithium) is a major input. SAA unions lay criminal charges against board members, executives JOHANNESBURG Members of the National Union of Metalworkers of South Africa (NUMSA) and the South Africa Cabin Crew Association (SACCA) marched to the Kempton Park police station on Wednesday to lay criminal charges against current and former executives and board members of South African Airways (SAA) and its subsidiary SAA Technical (SAAT). In the view of the two unions, this is due to the board members and executives during the period of 2016 to 2020 failing to execute their fiduciary duties and for allowing corruption to take place through white collar crime at these entities. "They also took no action as corruption, fraud and theft to took place - collapsing these entities. This has lead to our members losing their jobs," the unions said in a statement. Lithium miner upbeat over prices
HARARE - Zimbabwe has reasonably high ratings in the region in terms of debt management transparency according to the Open Budget Index (OBI). A country’s budget transparency score, reflected on the OBI, assesses the public’s access to information on how the central government raises and spends public resources. According to the Index, Zimbabwe is rated at about 48 percent, trailing behind South Africa and Namibia who are rated at about 87 percent and 52 percent respectively. The global average transparency score for 2019 is 45 percent. Malawi, Tanzania, Zambia, Eswatini, DRC, Botswana and Mozambique come after Zimbabwe. Responding to questions during the ongoing African Forum and Network on Debt and Development (AFRODAD) 2020 Summer School in Kariba, Reserve Bank of Zimbabwe (RBZ) deputy director policy and research division Dr Nebson Mupunga, admitted that there is still room for further improvement in terms of access to information on debt management. Dr Mupunga was speaking in his capacity as an independent consultant. “Transparency in public debt management as depicted by open budget index is critical to help SADC countries make prudent borrowing and investment decisions that will not hinder sustainable financing of social expenditure needs,” said Dr Mupunga. Arrest landlords charging rentals in dollars Dear Editor, THERE is a common trend among the landlords owning shopping malls to charge rent in dollars. The shopping malls are dotted across the country and there are tenants renting shops. Getting into the nitty gritties, the Kwacha is the legal currency in Zambia and as such any business transaction must be conducted in the country’s currency. Failure to transact business in Kwacha is illegal and this should not be condoned. Transacting in foreign currencies is tantamount to committing an offence. The landlords charging rentals in foreign currencies particularly the dollar are not fair. This is because the move affects the tenants who at the same time are entrepreneurs. The tenants will pay high rentals as a consequence. High rentals in this instance are exacerbated by the depreciation of the Kwacha. The Kwacha is trading between K21.00 and K22.00 against the United States dollar. The implication of the volatility of the Kwacha is that

Open more centres, ECZ urged By SANFROSSA MANYINDA THE Electoral Commission of Zambia (ECZ) should equip officers with more kits and open more registration centres, Bwana Mkubwa Member of Parliament Jonas Chanda has said. Mr Chanda observed that his constituency was the largest in Ndola, hence, the need for more centres in most populated areas to ease the voter registration process. He said he would be engaging the ECZ and the Town Clerk on the matter so that more voter kits and voter registration centres to be opened up across the constituency. Dr Chanda was speaking yesterday in Mushili Township when he met 250 traders from three markets in the area. Dr Chanda is in the constituency to sensitize the electorate to register as voters in line with President Edgar Lungu’s call for MPs to support voter registration in their constituencies. “I have observed with concern the few voter registration centers and fewer kits provided by ECZ in the constituency and this is worrying me because very few people will register if the situation is left unchecked,” he said. MARKET ASSOCIATIONS CLASH OVER RUNNING OF TOILETS By ROGERS KALERO QUICK action from State and Kitwe City Council (KCC) police officers stopped a near-punch up involving traders from the three market associations over the management of toilets at Chamboli market. Association of Vendors Traders and Marketeers of Zambia (AVTMZ), Association of Vendors and Marketeers (AVEMA) and National Traders and Marketeers Association of Zambia (NATMAZ) clashed over the management of the toilet which was constructed by the local authority. Kitwe Town Clerk Mbulo Seke said there was a clash involving the three associations, forcing State and Council Police officers to come in and control the situation Mr Seke however said no one was arrested because the officers were called in quickly to calm the situation after it was evident that a verbal clash could result into trading of blows. "Yes, I can confirm that there was a clash between AVTMZ, AVEMA and NATMAZ at Chamboli market over the management of the toilet which was constructed by the local authority "The clash could have

Thieves haul 4, 600 blocks from school project By SANFROSSA MANYINDA THIEVES have stolen about 4600 out of the 8000 blocks that were bought for the construction of a concrete fence at Twatasha Secondary School in Kitwe. This was discovered the same day that Electoral Commission of Zambia (ECZ) equipment was stolen at the same school. Five months ago thieves stole road signs and street light poles. Twatasha Ward Councillor Michael Mbulo has called for stern action against the perpetrators. Mr Mbulo complained that this was a setback as Government would start redoing the same aspects it had already worked on. "We suspect that there is a cartel that has been getting these blocks bit by bit and we are disappointed that the school management did not take interest to protect them because they have not been checking on them. "I discovered that the number of blocks had reduced the day we went to sort out the issue of

Mr Mbulo complained that the community and his office struggled to raise funds for the project until it was decided that the ward development fund be added onto the amount that about 38 parents contributed. He said that the project was supposed to have commenced after schools closed and wondered how it would be carried out with half of the blocks stolen. "People should appreciate and support the works of Government to develop the country. We are working in line with the promises we gave to the people and all we get in return are thefts which are a draw back," he complained. Mr Mbulo further urged school management and the Parents Teacher Association to report the matter to the police so that perpetrators could be punished.

However, the Provincial Medical Office is still not happy that out of all those figures, men have continued to shun HIV/AIDS services. Southern Province Medical Officer, Namani Monze, said that this should be addressed in order to achieve the country's goals and dreams.

T is not that other diseases do not matter anymore or that they are no longer fatal, no they still are and hospitals are still busy taking care of those suffering from Malaria, TB, HIV/AIDS, Heart problems, Cancer, accident victims, pregnant women, children and all other types of diseases. It’s just that Covid-19 behaves differently from all, in as much as a lot is still to be known, What is known so far calls for such high level responses lest the health care systems get overwhelmed and literally affect the management of other ailments and then every other sector. Covid-19 being a pandemic literally means humanity is at war with this invisible enemy. Covid-19 affects almost all other systems but primarily affects the lungs and people usually die from complications related to the lungs. One scary fact about the disease is that one can be healthy and full of life today but come 14 days down the line be admitted with badly damaged lungs that in other diseases would take time to have this kind of damage, will not be able to talk, will now be on a ventilator with the machine holding on to their dear life. Scientists have come to agree that one such reason for this rapid severe form of the Disease is what is called the Cytokine Storm. As explained yesterday, the cytokine storm, is when the Immune System goes in overdrive and starts to attack its own body. This is such a self-destructive cascade which if not brought to an immediate stop, will definitely take the life of the host. How do we stop it when the soldiers of the body that are meant to protect it are the ones causing the damage? This is like all the departments of the Military and the Police start attacking the defenceless citizens of their own country. Indeed, one is completely helpless on their own unless help comes from without (outside). It’s amazing how the human body works, all the defence mechanisms operate independently of our will. Imagine if we were to command the immune system into action every time we had an invasion, just how would we live our lives? There are a lot of invasions from different organisms that happen all the time without us even knowing and yet the Immune System knows about all of them and goes to work immediately then

using signals controlled by the subconscious commands the attack to stop when the threat is dealt with. Though I feel if ever was a time I wish we had conscious control of our immune system, it would be now such that when the system overreacts, one could just command it to stop all operations immediately and all troops involved to return to base. Then boom all problem solved. Unfortunately reality is not so, one experiencing the storm has their body against them and killing them softly. And they can’t fight this kamikaze attack alone. Remember at this point the virus which itself has no cure is not really the main problem, it may actually already been shed off from the body, the person may even be Negative if tested for Covid19. And though a lot of signs including none resolving fever
and difficulty in breathing may be one of the signs for the storm but they are not specific to it, so not everyone can pick it out. There are some lab tests that can be done to measure some markers but these also should be coupled with the clinical picture of the patient. This is an emergency with no time to lose and no room for error. The patient must be rushed to a specialised isolation centre as soon as possible with a well-equipped ambulance, with oxygen cylinders and monitors for Bp, heart rate etc. Someone’s life hangs in the balance. THE INTERVENTIONS Please let me quick to state that there is really no standard treatment, it is just trying our best to control the symptoms, and different drugs will be used as may be affordable and
available in a particular country. The treatment is mainly symptomatic and try to deal with what may kill the patient first at that particular moment. there are many different drugs that different countries and hospitals use to lower the fever. • Then there is the Dropping BP that is as a result of the fluids leaking from the blood vessels to the surrounding tissues. This too must be addressed as if left would lead to end organ failure and eventually death. Usually, fluids are administered to help resolve this, sometimes even a blood transfusions and different drugs are given to help the heart pump blood such as dopamine. • Antibiotics are also given if a superimposed infection is suspected as well as any antivirals that may deem helpful, and this is a field of research still going on, some countries use drugs like Remdesevir as was used on the United States President Donald Trump. Some do not and use different types with the same goal of attacking the virus.
THE SEESAW OF INTERVENTION: WHAT TO DO WITH THE IMMUNE SYSTEM The puzzle that Doctors are now faced with at this point is when to really switch off or tamper down the Immune System. RAMAPHOSA CONFIDENCE MOTION OFF FOR NOW

OHANNESBURG The ATM has asked that a motion of no confidence in President Cyril Ramaphosa be postponed. This was after the party lodged a court application to review a decision by National Assembly Speaker Thandi Modise that voting should be done by open ballot. The ATM insists that it should be done by secret ballot. After the ATM lodged the motion in February this year, it asked Modise to allow voting by secret ballot. But she declined, saying that they didn't provide
evidence of "a highly charged atmosphere, intimidation of any member or any demonstrable evidence of threats against the lives of members and their families, which may warrant a secret ballot." She also referred to the constitutional imperative of transparency. After the motion was scheduled last week, ATM leader Vuyolwethu Zungula asked Modise to reconsider. Again she declined, also noting the logistics of the hybrid virtual sittings due to the Covid-19 pandemic. And so, the ATM headed to the Western Cape High Court.
"The MPs' faithfulness can best be, in my opinion, achieved when testing their personal conscience rather than when the MPs act on the mandate of his or her party," the ATM's leader stated in an affidavit. The parties agreed in chambers to postpone the matter to February 3 and 4 next year. ATM spokesperson Sibusiso Mncwabe said the application would be heard before a full Bench. He added that the parties agreed that the motion would be postponed until the court case was finalised. – NEWS24.

Premier League and EFL agree rescue package amounting to ÂŁ250m THE Premier League and English Football League (EFL) have agreed a ÂŁ250 million rescue package to help ease the financial challenge faced by EFL clubs as a result of the coronavirus pandemic.
The EFL will be assisted in getting a £200m loan for Championship clubs. A £50m grant has been agreed for League One and Two clubs. EFL chairman Rick Parry said it was a "welcome, tangible commitment to the professional game at a time when it has needed it most." The Premier League will pay up to £15m to help the EFL to secure a £200m loan which it will then lend to Championship clubs interest free. Loans are capped at £8.33m per club and must be repaid by June 2024. The £50m rescue package for Leagues One and Two is split into two parts - £30m will be paid to the 48 clubs as a grant based on missed gate receipts from the 2019-20 and 2020-21 seasons. • League One clubs will receive a minimum payment of £375, 000. • League Two clubs will receive a minimum payment of £250, 000. • The remaining £15m will be distributed using a lost gate revenue share calculation. A further £20m monitored grant will be provided and clubs can apply based on need. A joint Premier League and EFL panel will determine club eligibility. And speaking before departure for South Africa, Under 20 coach Perry Mutapa said the teams target is to defend the COSAFA and qualify for the 2021 Youth Afcon slated for Mauritania.
