FTER remarks that he would ensure the PF loses power to the opposition in Lusaka’s Matero constituency prompted outrage and condemnation from the Patriotic Front members across the country who demanded for his immediate expulsion, Mr Lloyd Kaziya has u-turned and said he still believed in the party. In an interview on Sunday, Mr Kaziya, the embattled Matero MP, said he would use his influence to ensure the PF loses the parliamentary seat to the opposition in the August 12 general elections. This raised eyebrows around PF members who not only blasted him, but demanded for his expulsion from the party. But barely 24 hours later in a dramatic turn of events, Mr Kaziya, who wanted to

save his face after growing pressure claimed the story was not true but a fabricated one aimed at bringing his name into disrepute. “Kindly ignore the headlines in today’s Daily Nation. This is a total fabrication arising from my stand off with Kennedy Kamba’s statement. This is meant to bring my name into disrepute with my party,” he said. In a statement attributed to him, Mr Kaziya said, “I Lloyd Mulenga Kaziya,

The level he has reached, not even his wife or children can vote for him because he is not only lazy but a total failure. OVER 200 workers have sued Carnival Furnishers Zambia Limited, demanding payment of their salaries and terminal benefits amounting to more than K19 million. Me Mukena Mulonda and 209 others who are employees of Carnival Furnishers are claiming gratuity equivalent to 25 percent of annul basic pay in the sum of K1, 288, 617.12. They are also claiming redundancy pay equivalent to two months’ basic pay for each completed year of service amounting to K10, 308, 942, 52 and also outstanding leave pay in the sum of K6, 191, 430.07. The workers are claiming outstanding salaries for December, 2020 of K1, 611, 980.11 plus commission calculated at three percent of sales on electronic goods and five percent on furniture. They are seeking an order of injunction restraining the company from transferring, mortgaging, charging, using, disposing of or creating an interest in property and assets in Zambia before the determination of the case. Mr Mulonda and others are also seeking an order restraining Carnival Furnishers’ landlords in all sites in Zambia from levying distress for rent or disposing of property. The workers also want the Lusaka High Court to declare that they have been made

redundant and that costs be borne by the defendant. In their statement of claim, Mr Mulonda and others stated that in March this year, Carnival Furnishers stopped remitting gratuity contributions. They stated that from September, last year, the company has been closing down its shops without notifying them and that they would report for work only to be told that the shops are being closed. Carnival Furnishers, they said, administers its payroll from the regional offices in South Africa which sends salary schedules to Zambia on or around the 14th of every month so that they can be paid their salaries. “ On or around the 19th December, 2020 one of the defendant’s directors , namely Mr Balagurumurthie Pillay, issued a directive to the payroll administrator in South Africa not to send out salary schedules for December to the branch managers in Zambia, as a result the plaintiffs have not been paid their salaries for December 2020,” they said. They stated that Mr Pillay also directed the company’s landlords to close all the shops despite the fact that customers still have goods in the shops which are the subject of hire purchase agreements. The 210 workers claim the landlords have begun to levy distress for rent arrears due from Carnival Furnishers and the bailiffs have started to auction the goods seized.

Chinese foreman convicted for assault A CHINESE foreman in Chinsali has been sentenced to two weeks community service after he was convicted of assault. Appearing before Chinsali Senior Resident Magistrate Julius Malata, was Zhu Yongjiang, 53, of Musanya Construction Camp. Zhu was charged with assault occasioning actual bodily harm on Mr Edwin Mungulube, aged 34. Details are that on November 14, last year in Chinsali, Zhu assaulted Mr Mungulube at the construction camp, occasioning him actual bodily harm. It is believed that a Taser gun was used in the assault which resulted in Mr Munugulube sustaining a swollen left forearm. The weapon has since been forfeited to the state. In his mitigation, Zhu pleaded for leniency from the court saying he was remorseful for his action. “I understand that what I did was wrong and I am sorry, may the court forgive me,” he pleaded. Magistrate Malata said he had heard the convict’s mitigation but that the case he

(From page 1) Mr Hichilema claimed that he was the target of the killing when he was summoned to Zambia police service headquarters for questioning. Speaking when he featured on Diamond TV’s Costa programme, Mr Hichilema said that he survived the bullets after rushing into the police headquarters grounds. He claimed that police who were dispersing UPND cadres at the High Court roundabout near police headquarters were firing live bullets. “It was me who was supposed to be killed because they knew that I was in the vicinity. But I managed to quickly enter the police headquarters,” Mr Hichilema said. Mr Hichilema also claimed that Government gave the order for the police to carry out the gruesome murders. He said the State was responsible for all the killings that had been recorded during political activities. Mr Hichilema said it was absurd for some individuals to link him to some of the killings because he was nowhere near the scenes of crime. And Mr Hichilema said the UPND was committed to ensuring a peaceful election this year. He said the party was ready to dialogue with PF to ensure that the 2021 elections were peaceful. Mr Hichilema however said the power for elections to be peaceful lie with the ruling party and Government.

Presidential jet can’t be sold - ZAF By NATION REPORTER THE Gulfstream G-650 Presidential jet cannot be sold as it would be against the law, the Zambia Air Force (ZAF) has said. ZAF director for public relations and foreign liaison Colonel Mutale Kasoma said the jet was classified as military equipment for use by the office of the President and Commander in Chief of Defence forces. Col Kasoma said all equipment listed and appearing on its inventory was classified as military equipment and could not be sold. He however said the only exception was when such equipment was classified as obsolete through normal wear and tear or by irreparable damage sustained in accidents. Col Kasoma also said the classification could only be done by a certified ZAF Board of Survey which had defined guidelines that cannot be disposed of by virtue of decree. He said at present, the Gulfstream G-650 Presidential jet was equipped with modern cutting edge technology and was in pristine condition.

ZAF was responding to a press query on whether the Presidential Jet Gulfstream G-650 can be sold. Col Kasoma also said that ZAF was not in any way a commercial or quasigovernment agency. He has since encouraged Zambians to acquaint themselves with the functions, operations and laws that govern all the Defence and Security agencies which are key state institutions.

The jet is classified as military equipment for use by the office of the President and Commander in Chief of Defence forces. UPND president, Hakainde Hichilema has pronounced that he would sell the Presidential Jet Gulfstream G-650 if he becomes Head of State. And PF has questioned where Mr Hichilema’s insatiable appetite to sell national assets coming from. This follows Mr Hichilema’s insistence that he would sell the Jet when he comes into office despite guidance from ZAF it could not be sold. IT is unthinkable that banks should still hold on to making high profits over people who definitely are under great stress due to the impact of Covid-19, former minister of Finance, Katele Kalumba has said. Dr Kalumba said the banks are making it hard for entrepreneurs to borrow for investment by sticking to a very high interest rates. He said in an interview that many entrepreneurs are ready to increase production and help the country break the barriers of the economic problems but could not borrow under the burden of

the high interest rates. Dr. Kalumba explained that the objective of the Bank of Zambia’s decision to reduce the policy rate was to enable entrepreneurs to borrow money from commercial banks at a reasonable rate. “As a former Finance minister, I understand this pressure because I went through it from July 1999 to mid-2000 until we were able to bring in relief from the HIPC completion point,” he said. He said unless commercial banks are willing to ease up on their interest rates, there was no way the country could see expansion in production.

Dr Kalumba urged banks to adopt reasonable smart banking and investments that would guarantee that the money that people borrow at reasonable interest rates would be paid back. He also urged the banks to relax their interest rates to complement the efforts that the government is making in stimulating the economy through the various stimulus packages. Dr Kalumba stressed the need for banks to improve their oversight in terms of inspections and regulatory conditions that would allow them to monitor the performance of their loan portfolio.

BoZ buys gold THE Bank of Zambia has bought 47 kilograms of Gold from the Zambia Gold Company Limited, under ZCCM Investments Holdings. Bank of Governor Christopher Mvunga said the recently purchased gold was currently siting in the central bank’s vault. Mr. Mvunga however could not disclosed the value of the gold. He said the move would help to build the country’s gold reserves. Mr. Mvunga said the investment would also build and enhance the market’s confidence in the Bank’s ability to fulfill its mandate of price and financial system stability. Delusional leadership Long before the United States voted in Donald Trump as President, psychiatrists warned of his personality being narcissistic and often delusional. Very few people believed this expert opinion, rationalising that White House imperatives would dampen and therefore moderate his temperament. This has not been the case. Now the disbelieving few accept that Donald Trump’s most enduring legacy –is a nihilistic political culture, one that is tribalistic, distrustful, and sometimes delusional, swimming in conspiracy theories. The result is that Americans are disoriented and frustrated, fearful of and often enraged at one another. The notion that the exigency and gravity of White House would tame Mr Trump was dead wrong. The moral of the story being that high office does not change character. A good number of Zambians, including his colleagues from university and the profession know the character of the incumbent President Edgar Lungu and of the many aspirants who are now presenting themselves for high office in Zambia. They are cruel, socio psychopaths, tax evaders, delusional leaders who believe in conspiracy theories and the downright criminal and ignorant who discount the existence of Covid-19 and dismiss vaccines as the work of the devil. Voted into office, these narcissists and socio psychopaths will take their character to the highest seat in the land, where the aberrant character will be multiplied several times over resulting in a highly dysfunctional state. The tragedy is that, this is often at a very high cost to innocent citizens who become victim to McCarthyism; a vociferous campaign against alleged communists in the US government and other institutions carried out under Senator Joseph McCarthy in the period 1950–4. Many of the accused were blacklisted or lost their jobs, though most did not in fact belong to the Communist Party. The danger is that perfectly logical, educated and highly informed people are drawn into a populist narrative that is based on falsehoods, disinformation and sheer perversity. This can be seen in the world largest “democracy” the United States of America where 70 percent of Republicans say they don’t believe that the 2020 election was free and fair. In addition, 77 percent of Mr Trump’s backers say President-elect Joe Biden won because of fraud. Only 29 percent believed that President-elect Biden had truthfully won the elections. In spite of evidence to the contrary and indeed without any evidence, a large number of Republicans believe that President Trump won the election. Fortunately for the USA, strong institutions of governance will ensure that President-elect Biden assumes office and that peace will prevail. Elsewhere this situation would have culminated in serious instability in which lives would have been lost. Hallucinatory as Mr Trump’s claims have been, they have gained traction by repeated utterances by the President in the same way that Idi Amin of Uganda gained support and sympathy because he presented what many imagined as a new beginning. The end result was a bloodbath of unimaginable proportions. It is extremely important that the electorate evaluate the character traits of the candidates presenting themselves for office. Failure to do so will cost this country very heavily.

OVERHAUL POLICE SERVICE, STATE URGED By KETRA KALUNGA RECENT reshuffles in the Zambia Police Service are merely cosmetic as they do not meet the required standards, says Golden Party of Zambia (GPZ), president Jackson Silavwe. GPZ has instead proposed that President Lungu and his cabinet should reform the Police Service before the August 12 general elections. Mr Silavwe, said in a statement that the Police Service should be transformed into a professional, efficient and accountable institution that is trusted by the public. He however commended the police

for their immense contribution towards maintaining law, peace and order in the country. He proposed for the establishment of a ‘Police Reforms Implementation Committee’ to oversee the entire process of reforms. “The creation of a separate constitutional Premier Investigation Agency armed with sophisticated apparatus to assist the police in handling major workloads is needed. “This should include counter terrorism, domestic intelligence, surveillance, economic sabotage and criminal crimes such, ritual killings, arson (burning of markets), organized crime, white collar crimes, murder, kidnappings among

others,” he said. Mr Silavwe said Government should create an independent police directorate to investigate corruption, malpractices and general misconduct within the Zambia Police. “Disband the traffic police department under the Zambia police and redirect manpower to crucial arms and legs functions in the communities. "Although the name was changed to Zambia Police Service in functionality it is still the Zambia Police Force, it is still an instrument of repression against citizens and political opponents synonymous of the colonial era," Mr Silavwe said.

Defence personnel warned against partisan politics By KALOBWE BWALYA DEFENCE personnel should avoid partisan politics ahead of this year’s general election, but uphold professional ethics, Defence Minister Davies Chama has said. Mr Chama also said the Defence Staff College is the highest institution of military learning for the defence forces in the country which has since produced quality officers and would continue doing so. Mr Chama said the college has continued producing quality capable officers of meeting emerging security challenges posed by the global environment. In a speech read by Defence Permanent Secretary Dr Felix Phiri during the official opening of the 23rd Command and Staff course at the staff college yesterday, Mr Chama said, the college which has been in existence for 23 years, is committed to running operations smoothly. He however explained that staff college courses were meant for those who had the opportunity to assume key command or staff appointments at higher levels, therefore not all staff college courses worldwide are meant for all officers but a select few. He also commended the allied officers from the SADC region and other friendly countries that come to pursue studies at the college by taking the courses seriously.

‘Local tankers have no capacity’

LOCAL fuel transporters do not have capacity to transport 50 percent of the petroleum on the market, the Oil Marketing Companies Association of Zambia (OMCAZ) has said. OMCAZ president Kafula Mubanga said the directive by Government that 50 percent of fuel should be transported by local firms is not practical as they do not have enough trucks to move the product. “Government has put in place measures to ensure that 50 percent of fuel transportation contracts are given to local fuel transporters but this has not worked out properly because they do not have capacity in terms of trucks to move products to various points,” Dr Mubanga said. Dr Mubanga said it was not correct that OMCs have side-lined Zambian petroleum transporters in preference to foreign firms. He said Petroleum Transporters Association of Zambia (PTAZ) does not have adequate tankers to move 50 percent of fuel products to various destinations. “It is not true that Zambian Petroleum Transporters have been side-lined, it is an issue to do with capacity because they do have enough trucks to move 50 percent of fuel so they end up hiring the same foreign trucks,” he said. Dr Mubanga said it is cheaper to use foreign

trucks as compared to Zambian trucks. “When it comes to using international trucks it’s cheaper and the payment terms are very flexible as compared to our Zambian companies,” he said. Dr Mubanga said there was need for local fuel transporters to build capacity and buy more trucks that can move 50 percent of the product. He said local OMCs have received enough support from government to ensure that they get 50 per cent of oil supply on the market. He however said there are a lot of advantages of moving products through PTAZ as is able to offload products directly at the fuelling stations. Dr Mubanga said the zero rating of Value Added Tax on fuel will encourage OMCs to supply fuel products cheaply. “The Zero rate SI on fuel will empower oil marketing companies to supply fuel cheaply but there is need for Government to put restrictions on quantities multinational companies can move so that they do not tap into our 50 per cent,” he said. Dr Mubanga said there was need for government to put restrictions on market segmentation to ensure that local transporters get their 50 percent share. Increased FISP funding hailed By SILUMESI MALUMO GOVERNMENT is on the right path to grow the agriculture sector by increasing funding for Farmers Input Support Programme (FISP) from K1 million to K5.7 million, the Small-Scale Farmers Development Agency (SAFADA) has said. SAFADA executive director Boyd Moobwe said the decision was a clear indication that the ruling Patriotic Front was a propoor government that was determined to improve rural livelihood through the agricultural sector. “The Small-Scale Farmers Development Agency commends Government for the increased budget allocation towards the Farmers Input Support Programme. Kalimanshi, 40, who is also a businessman of house number 2 Leopards Hill Road in Lusaka, was supposed to take plea before Magistrate Felix Kaoma but when the case was called he was not in court. Later his surety Edwin Moyo told Mr. Kaoma that Kalimanshi was absent because he was involved in a road traffic accident on Sunday and is receiving treatment, after which he presented to court the accused person’s certificate of admission to an unnamed medical facility. The court then gave Kalimanshi a benefit of doubt and adjourned the matter to this Friday January 8, 2021 for plea. In this case, particulars of offence are that on November 8, 2020 in

Lusaka, Kalimanshi unlawfully published a defamatory matter affecting Mr. Kampyongo in form of a WhatsApp message. Kalimanshi is alleged to have said that when President Lungu decided to drop one position of PF national youth chairman from Mr. Kampyongo and gave it to Kasama Central member of Parliament Kelvin Sampa, the minister was annoyed and sent him (Kalimanshi) to start saying bad things against Mr. Sampa. The accused person is also alleged to have said that when he was arrested for assault and was in custody, Mr. Kampyongo instructed the police to deny him bond and that the minister took a sack of sausages to criminal investigations officer a Mr. Musonda. Baby drowns in Kapiri AN 18-month-old baby has drowned in a shallow well in Kapiri Mposhi district. This was after the baby strayed away from its parents and consequently tripped into an unprotected shallow well situated within the parent’s backyard in Soweto compound. Central Province Commissioner of Police Chola Katanga has confirmed the incident which happened around 14:00 hours yesterday. Mr. Katanga has identified the baby as Joshua Kapotesha adding that Council Fire Fighters who rushed to the scene later yesterday retrieved the infant’s body. ZAMBIAN should not buy plots in water reserves or flood prone areas, Chongwe Member of Parliament, Japhen Mwakalombe has advised. Mr Mwakalombe advised potential buyers of plots to take stock of the land they want to purchase and described flooding in Meanwood-Kwamwena area as worrisome. The department yesterday issued the fuel price adjustments for January. Steep hikes were previously predicted by the Automobile Association. INCE 1964, the mining industry has not benefitted the owners who happen to be the Zambian people because of failure by the preceding governments to empower, develop and support the Zambians to privately and independently run the mines. The situation worsened after privatisation, which was done in bad faith. Mines were sold at give-away prices and most of the legal agreements entered into by the MMD government then, on behalf of the Zambian people favoured most the socalled new owners - the investors – thereby disadvantaging the people of Zambia. Privatisation only benefitted the few Zambian individuals who were either directly involved in the entire process or indirectly involved but well connected with the powers or systems that be. The investors have failed to properly project their long-term investments, they cannot plan ahead of time for fear of what would hit them in as far as policy inconsistency or shifting is concerned and the role the long arm of corruption would play in an event that government changed. With the Patriotic Front in the driving seat now, decisions are never taken, and if taken, they are either changed overnight or turned into political scandal thereby causing a lot of panic and uncertainty in the sector which in return effects our entire economy. Look at how our own young mining activities have been ne-

glected, the small-scale mining sector cannot grow due to lack of capital investment which must be inform of cheap accessible credit finance being facilitated by the government. As a result of greedy and fear of unknown the politicians have deliberately neglected our own potential small-scale mining sector which can significantly contribute to the economic development of the country. We believe that the truth about minerals in our country is that, there is more to copper and now gold mining, than

what meets the eye. Further, Zambia’s economy remains weaker in the midst of plenty minerals mainly because of failure to promote value addition in the minerals extracted. We will do the following: 1. All agreements entered into by the previous governments to be revisited with a clear intent to repossess and investigate all the mines together with their sister and subsidiary companies home and abroad, which were subjected to the process of privatisation, and folded and assets stripped off as a direct consequence of the privati-

sation process. Thereafter negotiation for resale will be considered to resume, if need be; but only with the serious investors, who will be ready to abide by Zambian governing laws. 2. All the living who were directly or indirectly involved in the process of privatisation, less of Commission of Inquiry, will, within the six months of the establishment of our government be handpicked, arrested and prosecuted expeditiously - we know them all.

3. All families who where directly affected in one way or the other as a result of the privatisation process will be compensated by the government. 4. Encourage, develop and support the Zambian private-owned companies to fully take up the mining daunting task and privately own the mines. 5. Fifteen to 20 years, tax concessions to be given to the Zambian-owned private investment conglomerate in the mines. 6. Detach politics from mining sectors - no patronage in the mines.

7. Consistent mining legislative regime to secure certainty in the mining sector. 8. Support with collateral-free credit finance to the smallscale Zambian mining companies. 9. Evaluate and ascertain to correct the various contractual obligations in copper and other minerals processing systems. 10. Focus on a mission mode, value addition-before copper and other minerals are exported, we will need to have it processed into finished products here in Zambia and not elsewhere. 11. Make no mistake, by the use of non-bailable law on corruption, we will tackle corruption with the much need force it deserves - as always, corruption is our greatest enemy, hence, our stance on zero tolerance to corruption - no negotiations! 12. Ensure that the mandatory corporate social responsibility is adhered to without fail. 13. Ensure that environmentally sustainable mining technologies, which will encompass safe disposal of waste, saving of energy, less health hazards, pollution control and safe disposal of waste, are encouraged. 14. Introduce a fair, watertight and predictable tax regime to the benefit of all. I thank you, God bless Zambia! WE are shocked with utmost condemnation to learn the statement which was carried out on ZNBC, quoting a UPND senior member Mr Jack Mwiimbu discouraging members against fighting for positions. Mr Mwiimbu, who is also one of the longest serving opposition members of Parliament made the statement to intimidate members while he was campaigning in ward by-elections in Livingstone. A few weeks ago, five-time losing UPND Presidential candidate Hakainde Hichilema discouraged members in Chilanga against fighting for positions. According to Mr Hichilema, it is not important for members to strive to seek election within the party but they should rather push his agenda to go to State House. We wish to remind Mr Hichilema that charity begins at home and they should uphold internal democracy before they can claim of upholding national democratic credentials. We find this expression strange and in bad taste and should not be encouraged in a democratic state. We urge Mr Hichilema and Mr Mwiimbu to desist from exerting undue influence on members who wish to stand within the party. In a democratic state and a political party that seeks to adhere the democratic pro-

They should emulate the Patriotic Front which has so far led by example in letting internal democracy to flourish. We are challenging the UPND to allow all those with ambitions to challenge the incumbent MPs including Mr Mwiimbu in Monze constituency. We do not believe that all office bearers and elected leaders can suddenly have the unanimous endorsement of their constituency. For instance in Monze, Mr Mwiimbu has overstayed and the electorates are craving for change of guards. SUBJECT: ENGLISH LANGUAGE TOPIC: STRUCTURE SUB-TOPIC: CLAUSES LESSON #1: INDEPENDENT AND DEPENDENT CLAUSES TEACHER: Anthony Simukonde Definition Clauses are groups of words that contain both a subject and a predicate. Types of Clauses There are two main types of clauses: independent clauses, which can function independently as sentences, and dependent clauses, which depend on an independent clause to form a sentence. Independent Clauses An independent clause, also referred to as a main clause, is a clause that forms a complete, independent thought. It does not require anything else to be considered complete, and therefore, it can stand alone as a sentence. A single independent clause is known as a simple sentence. It contains a subject and a predicate, each of which can have modifiers. Consider the examples below: (a) I refuse. (b) Chilufya likes to stay in luxurious homes. (c) The girl in the red jacket ran quickly towards the bus. (d) Shibuyunji is a new district. In each of the above cases, the independent clause remains able to stand alone as a simple sentence. Sometimes we form a sentence with two, and at times more independent clauses, which is known as a compound sentence. We join the independent clauses together with a comma and a conjunction or a semicolon without a conjunction. For example: (a) He wanted to drink chibwantu, but they wanted to drink munkoyo. (b) My young brother lives in Nakonde; I wish I lived there. Dependent Clauses A dependent clause also known as a subordinate clause is a clause that depends or relies on the information from an independent clause to form a complete, logical thought. As such, it cannot stand on its own to form a sentence. Dependent clauses are usually marked by dependent words, such as subordinating conjunctions, relative pronouns, or relative adverbs which link them to independent clauses in a sentence. For example: (i) Whenever Chilufya travels, he likes to stay in luxurious hotels.

In each of the examples above, the groups of words in bold are clauses, because they each have a subject (Chilufya, she, and Kasongo) and a predicate (travel, met on the bus, and is this poor). However, we can also see that they are dependent clauses because of their dependent words—whenever, whom and that. Because of this, they cannot stand alone as a sentence; they depend on the information from the independent clauses (in italics) to be logically complete thoughts. Categories of Dependent Clauses Because dependent clauses must be a part of or attached to an independent clause, they serve a variety of grammatical functions depending on what type of dependent clause we are using. There are three primary categories of dependent clauses: noun clauses, relative clauses, and adverbial clauses. We shall look at a few examples and explain more on each of them in the next lesson presentation. Exercise In each of the following sentences, underline the dependent clauses as shown in the example given. E.g. A. Because Mr. Banda woke up early, he was able to catch the bus. B. I

F we are not careful, it is possible to look at the 2021 elections as a “do or die” affair, but it need not be. No doubt, the stakes are very high! We see instances of lies and propaganda punctuated by desperation. I do not think that this is the way to go. At any rate, August 12, 2021, is slowly but effectively advancing, with hope as the main menu of choice for political pundits.

UNDERSTANDING INCUMBENCY

When President Edgar Lungu and his ministers have undertaken national assignments, they have been accused of campaigning, mainly by opposition parties. I do not agree that going to visit projects is either a direct or indirect manner of campaigning. It is not. That is, if we understand that Members of Parliament are expected to visit their constituencies and it is not in dispute that the President’s constituency is Zambia. Verify this fact with either the Constitution or Electoral Commission of Zambia! In addition, President Lungu is a President for all, including those who support him as well as those who either indulge in revulsions against him or can never support whatever he does. What we must appreciate and understand is the power of incumbency. It is unlikely that any staffer on government duty, anywhere in the country, would ask any of the ministers to stand on a queue for either a voter’s card or whatever public service is for the taking. The rational is not that the ministers do not have the physical capacity to stand in a queue. They do. But they are deemed to be on national duty and that is the same reason why a GRZ vehicle is not stopped at the road blocks dotted around the country. To impute abuse at every turn is problematic. I know of no government anywhere in the world; which has suspended national activities because of a pending election. It is unreasonable and/ or problematic to expect a government, which includes the Legislature, the Judiciary and Executive, to stop functioning because of an election. Lawyers know that you can actually follow a Judge to his or her home to get certain forms of Orders – and this is 365 all year round. (Lawyers are Officers of the Court). This act demonstrates that government can never cease to operate. Can you imagine what would happen to the electoral process, if the Judiciary and other government agencies had to suspend work because of a

pending election? With the known exceptions, some elected officials from the Legislative wing of government, do take forced leave, for obvious reasons. But, the National Assembly machinery; never stops working! Reason and common sense, are called to bear among all political players, without exception. So, love yourself, love Zambia and do good for Zambia. I state as a matter of fact and not opinion that government will always be government. Sufficient safeguards exist to mitigate any situation and those outside government must not in any way and howsoever done, abuse the government machinery. Attempting to compromise the delivery of any government department, or distort delivery also results in abuse and misinformation. (We all now know how sensitive government information has found itself in the media – print and electronic). The fact of incumbency cannot be disputed. It is real and basically means that the government cannot suspend any of its activities because of an election. Public policy as well as the common law in general, supports this postulation.

It is a fact that Courts anywhere will not give effect to speculation. You cannot convince the Courts to grant you a relief based solely on an event that has not happened, (and may not happen). I must note here than public opinion can be easily swayed by propaganda or falsehoods. I personally condemn the killing of any person in cold blood. I have called for a conclusive investigation, (NO speculation, NO Politocs) which investigation must put everything to rest. Civil Society Organisations have no choice but to await results of the said investigations. Anything else undermines the Police and should not be allowed. Since a preliminary report has been handed over to the President and some actions are either in place or in the horizon, it still remains the duty of the Head of State, to either by himself or through delegated authorities clear the air on the sad incident so that the country can move on. I remember how Civil Society Organisations were mobilised to support the false claim that “Chiluba is a thief.” I refused to join the band wagon because it seriously violated basics of human rights. I stand vindicated by subsequent developments. President Chiluba, was never convicted by any Court of law in Zambia. Look; Zambia is for Zambians. What I am hearing that mercenaries of a different nationality are in the country – never mind the broadcasted opinions; sends shivers in my spine.

It reminds me of how genocide was sparked in Rwanda. I can only pray that the security forces do not rest and do what they did to the few disruptive activities that visited Zambia. Here, we have no choice; but to respect and honour the sovereign integrity of Zambia and Africa as a whole. As I have noted before, societies tend to break apart more from within than from outside aggression.

FUNDAMENTALS OF HUMAN RIGHTS WORK

To be effective with human rights work, any such campaigner must be both nonpartisan and objective in both the manner they live and how they execute their work. Of course, there are gray areas which produce undesirable outcomes. For this reason, all the players (citizens and the State) must strive to be factual in the manner they conduct affairs. Here, natural justice plays a pivotal role. To embark on a campaign which is devoid of fact finding, is problematic because, emotions than anything else tend to overshadow the real issue. For example, no instance can justify killings. But we must go further and interrogate the circumstances that led to the diabolical act. In my view, it will be grossly unfair and against natural justice to ignore basic issues of causation as well as the chain of causation. This is the task that faces campaigners on this issue. Lest we are not aware I feel duty bound to indicate here that the issue of proportionality in law enforcement, has been discussed at length. As things stand, we wait to see whether impunity, will set in. (I do not use the word impunity loosely).

THE 2021 ELECTIONS Any participant in this

election should pray for a positive result. But the outcome may be different. Not too long ago, while President Trump campaigned hard, he lost the election and my reading is that even when he is refusing to concede defeat, reality has dawned on him that he is the American President until noon, January 20, 2021. Nobody is buying his story. I do not expect any participant in the 2021 election to refuse to be reasonable. Why? Elections produce a loser and winner. What a candidate is told by his or her close associates, is not necessarily the outcome. My expectation is that those who will not be successful will see reason to be reasonable and responsible. They must go back to the drawing table so that in the next election, success is registered.

THE ELECTORAL COMMISSION

As we near the finishing line on August 12, 2021, tempers will be running wild. Accusations will be plenty. Criticisms will be very pointed. Advice: Stay the course. There is tomorrow!

JOHANNESBURG - Three people were arrested at OR Tambo International Airport after gold bars, with an estimated street value of R61 million, were found in their luggage. National police spokesperson Colonel Athlenda Mathe said that the three were arrested on New Year's Eve after airport security alerted police that a scan of their luggage had revealed irregular objects. "The trio had just flown into South Africa from Madagascar and were en route to Dubai via Ethiopia last week when they were apprehended. FTER giving up a 3-1 lead to draw 3-3 with Niger in the first game of the Four-Nation Tournament in Cameroon, the Chipolopolo suffered their first defeat at the tournament dubbed the Pre-CHAN tournament after losing 2-0 to the Cranes of Uganda in the second game played yesterday at Stade Ahmadou Ahidjo. The Milutin ‘Micho’ Sredojevic-drilled Chipolopolo showed no improvement as they were crushed by Micho’s former team now coached by Northern Irish coach Johnathan McKinstry. “Micho” who has selected a 31-member squad for the games in Cameroon maintained Prison Leopards shot stopper Charles Kalumba in goal while Adrian Chama, Zachariah Chilongoshi, Benedict Chepeshi and Clement Mwape started in defence. FAZ pledges promotion of women soccer in North THE Football Association of Zambia (FAZ) in Northern Province has pledged to promote women’s football in the region. FAZ provincial women representative, Beauty Namwawa says association is utilising every opportunity to engage women clubs to participate in

FOOTBALL Association of Zambia (FAZ) President Andrew Kamanga has urged the Zambia national soccer team to reciprocate the associations support with a top four finish at the African Nations Championship (CHAN) starting on January 16 in Cameroon. Kamanga said FAZ has given the technical bench all the support ahead of the CHAN like it had done for many other assignments. He said the association expects the Milutin ‘Micho’ Sredojevic-drilled Chipolopolo to do better than the previous edition where Zambia reached the quarter-final. Kamanga said the minimum target set for the team is a semi-final place where the team can go all the way to lift the trophy. Kamabnga said Zambia deserve to win the trophy because they have been consistent campaigners at the CHAN. Meanwhile, Kamanga said the ongoing pre-CHAN tournament which has attracted four teams in Cameroon will give the Chipolopolo technical bench an opportunity to fine tune their squad ahead of the

main tournament. Kamanga said all the teams in the pre-CHAN tournament would give Zambia stiff competition because they also qualified to the CHAN and they will be taking the preparations seriously. “We could not have imagined any better preparatory clashes for our team ahead of the African Nations Championship that kicks off on January 16, 2021 than this tournament. “We will not rest as we keep pushing our game forward. 2021 has a lot of upcoming assignments with AFCON and FIFA World Cup qualifiers taking off in March and May, respectively,” Kamanga said. Kamanga, who lost his brother Kenneth Kamanga on Sunday, said the CHAN will provide a catalyst towards the AFCON and FIFA World Cup qualifiers taking off in March. He said the next three months will be critical for the Chipolopolo who will have to negotiate their way through AFCON qualifiers and the CHAN.
