HE Ministry of Mines is sleeping by allowing foreigners to invade gold mining sites in the country when the precious mineral is supposed to be a preserve for locals, Senior Chief Madzimawe of the Ngoni people of Eastern Province has said. Senior Chief Madzimawe said the rampant invasion of gold sites by foreigners was a clear indication that the ministry responsible was not doing its job. “The Ministry of Mines has not helped the President who has been spelling out good policies that would ensure that the country gets maximum benefits from gold and other natural resources,” Senior Chief Madzimawe

said. He said the Ministry of Mines should wake up for the gold sector to positively contribute to national development. Senior Chief Madzimawe said it was unfortunate that the Ministry of Mines and Mineral Development had concentrated on large-scale mines when the real riches lie with the small-scale mines. He said more Zambians should be empowered and engaged in gold mining so

that the precious mineral benefitted locals. “Since there are foreigners in Zambian who are illegally mining our gold, where is the ministry of Mines? What are they doing? It simply means they are not doing their job, they are just busy with speculation licences targeting big investors,” Senior Chief Madzimawe said. He said gold is a precious commodity which can contribute to economic growth and therefore the ministry

should protect the resource. “For me I think the Ministry of Mines is sleeping and is not helping the President in terms of implementing the policies that would ensure maximum benefits from the gold mining,” Chief Madzimawe said. He said the Ministry of Mines should give licences to small-scale miners in gold sites so that they can contribute to the country’s gold reserves. Senior Chief Madzimawe said government should also empower cooperatives in the area with training and equipment so that they contribute to the country’s gold reserves. Senior Chief Madzimawe said the Ministry of Mines should work closely with local authorities and traditional leaders in curbing illegal gold mining operations.

By GRACE CHAILE-LESOETSA THE Constitutional Court has ruled that there is no provision in the Constitution that allows for a councillor to rescind the decision to resign within the notice period of 30 days. This is according to the judgment passed yesterday by a bench of Constitutional Court judges that included Anna Sitali, Palan Mulonda and Professor Margaret Munalula. “It is our view that if the intention of the framers of the Constitution was to allow a councillor who had resigned from office to rescind their decision within the 30-day period, they would have made express provision to that effect in the Constitution. This they did not do,” Mr Justice Mulonda said. And Governance activist Isaac Mwanza welcomed the decision by the court as sound. In this matter, Mr Mwanza had petitioned the Constitutional Court to determine whether Article 157(2)(b) provides for withdrawal of a councillor’s notice of resignation before

the lapse of 30 days. The petitioners also wanted the court to determine whether a unilateral notice to rescind a valid resignation by a councillor would necessitate or prevent the holding of a by-election in accordance with Article 57 of the Constitution. Mr Mwanza also wanted the court to determine whether a by-election, for purposes of Articles 57, 157(2)(b) and 158 (1), held after a councillor unilaterally rescinds his or her resignation within 30 days, would be valid for all intents. He cited the Electoral Commission of Zambia and the Attorney General as respondents. But in the judgement, Mr Justice Mulonda said even where a letter of notice of resignation had been tendered by a party, a party continues to perform their obligations under the contract or mandate until the notice period expires. He said that a vacancy in the office of councillor, within the contemplation of Article 157 (2) (b) of the Constitution occurs once the one month notice period lapses. “It follows therefore that in a case of a resignation as councillor under Article 157 (2) (b) of the constitution, the Article situates the effect date of the resignation at the end of the notice period,” he said.

GOVERNMENT recovered over K25 million on behalf of workers who were unfairly dismissed or abused last year. Ministry of Labour and Social Security Permanent Secretary Chanda Kaziya noted that the money would have gone under if the workers had not reported the cases on the perception that the ministry is compromised. Mr Kaziya disclosed that 16, 848 complaints were reported by employees, out of which 14, 625 were resolved. He expressed concern at the silence of some workers who have at some point been confined by their employers on the pretext that the Ministry of Labour will not do anything even if the matter was reported. Mr Kaziya has challenged employees who are being abused to report to the ministry and see if action will not be taken. “It is unfortunate that workers are sometimes confined against their consent by their employers but choose not to report to the Ministry of Labour on a mere perception that it will not do anything.” He has advised indigenous employers to take a leading role in promoting the rights of their workers with whom they share the personality. “When you are running a business as a Zambian, please do not exploit your workers because that is what causes people that come from other countries to exploit our nationals. “It is because they see it from our own employers here. Tell me how an employer from a foreign country will have regard for a Zambian employer who they have no attachment to if you as a local employer are the first culprit? They will abuse their worker even 10 times more,” Mr Kaziya said. He noted that foreign employers that exploit their workers take a leaf from their local counterparts who are in the same habit. Mr Kaziya said foreigners who have employed indigenous citizens will easily exploit their workers because they do not have any emotions attached to them as they are not their countrymen.

According to inside sources, the meeting was postponed after it became apparent that it would not be possible for Mr Hichilema and Mr Kambwili to agree on terms that would enable them formalise the alliance. A confidence-building measure that included the possible attendance of former Catholic Archbishop Telesphore Mpundu and Bishop John Mambo failed to build the necessary consensus on the substantive terms of the pact. The sources revealed that the mistrust between the two opposition leaders reached alarming levels as the duo had been misled by propaganda being propagated by unidentified people on social media to disrupt the alliance. The UPND has apparently refused to accept conditions reportedly demanded by Mr Kambwili, which includes rebranding the alliance to reflect equal status to safeguard the party’s interest. Meanwhile, impeccable sources within UPND have revealed that Mr Hichilema was being persuaded by some senior members of the party to agree to proposals by Mr Kambwili so that they win the election and later

refuse to implement the agreed terms once they form Government. Mr Kambwili wants the pact to be called “UPNDC” and should be assured of a position. But asked for comment yesterday, Mr. Kambwili admitted that the NDC was still in talks with the UPND but could not disclose what was being discussed. Mr Kambwili said meetings had been held on formalising an alliance but that no conclusions had been reached yet. “Yes, we have been having meetings but nothing has been concluded yet. We shall inform the nation once an agreement is reached,” Mr Kambwili said in a statement. UPND have reportedly been looking for a Bembarunning mate to attract the Bemba vote. SOCIALIST Party president Fred M’membe should be sanctioned by the Electoral Commission of Zambia (ECZ) for conducting illegal campaigns using his acquainted media organisations, opposition leaders have demanded. The political leaders have observed that Mr M’membe had been marketing himself through the media while discrediting other contenders. They said it was the reason Mr M’membe had been attacking President Edgar Lungu on a daily basis through his acquainted media organisations. This follows sentiments by Mr M’membe that President Lungu’s alleged desire to win elections at all cost was dangerous. Citizens Democratic Party president, Robert Mwanza, said Mr M’membe’s desperate manoeuvres clearly indicated that he was campaigning. Mr Mwanza said it was illegal for Mr M’membe to embark on early campaigns because it was not yet time for that.

“It is illegal to start campaigns before the three months prior to an election provided by the constitution. The Electoral Process Act number 35 of 2016 clearly states that a campaign period is three months before the election,” he said. Zambian DNA spokesperson Spuki Mulemwa said Mr M’membe should be sanctioned for abrogating the Electoral Act. Mr Mulemwa noted how some section of society had grossly abused the freedom of expression and the media through crude language against the President. “Whilst Zambians enjoy the freedom of expression, it's unacceptable for anyone to use vulgar language when expressing a point of view or venting out anger on national leaders or elderly people in our African society,” he said. Mr Mulemwa said individuals who had continued to hurl insults at President Lungu and other Government officials should desist from doing so because defamation of the President was a criminal offence.

INDIVIDUALS shouting the loudest about corruption in Government without producing proof are the most corrupt and trying to secure appointments in an event regime change becomes a reality, says former United Party for National Development (UPND) chairperson for labour, Gabriel Namulambe. Mr. Namulambe challenged the vocal crusaders of corruption to provide evidence to prove their allegations, “failure to which they should shut up.” Mr Namulambe said in an interview that it was being malicious for someone to accuse government officials of corruption without providing proof. “It is just a gimmick of painting a genuine government bad that it is perceived to the outside world that indeed it is corrupt and yet you who is blowing the whistle of corruption cannot even prove the element of corruption,” he said. Mr. Namulambe said such people do not just have ill motives of wanting to take over

government positions of those fired for alleged corruption but were just evil-minded and corrupt themselves. He said that in most cases the ones who were being accused of corruption were hardworking and the questionable whistleblowers would want to make the President as the appointing authority vulnerable by removing them from their positions. He described such people as evil and self-centred because in most cases they have failed to prove the corruption allegations. Mr. Namulambe also said bad motives tend to paint the appointing authority or the law enforcement agencies who take action against those alleged to be corrupt seem bad if they are proved not guilty by the courts of law. “Those who are singing the songs of corruption must provide concrete evidence unless they themselves are the ones who corrupted those people whom they think are corrupt and they are scared of being caught, let them continue singing about corruption,” he said.

KAKOMA OFF MARK THE claims being made by the United Party for National Development (UPND) that the August 12 presidential and general elections have been rigged should be dismissed for they are baseless. UPND spokesperson, Charles Kakoma claims that the elections have already been rigged owing to the manner in which the National Registration Card issuance exercise and the Voter Registration process were conducted. It is a pity that long before the elections are even held, the UPND has maintained its destructive stance of doubting the credibility of the polls, let alone the Electoral Commission of Zambia (ECZ). Mr Kakoma is not the only UPND official who has claimed or accused the ECZ of mishandling the voter’s registration exercise. He is merely parroting what his other colleagues in the UPND have said, and want the Zambians to believe. He said in an interview that as far as the UPND was concerned, the rigging of the upcoming elections by the Patriotic Front started long before the voter registration exercise. Mr. Kakoma said it started with the issuance of NRCs which he claimed deliberately did not capture several first time voters in opposition strongholds. He alleged that the process concentrated in the PF strongholds, in Northern and Eastern provinces. Mr. Kakoma said it was a well-orchestrated plan for PF to have an inbuilt majority in the voting system while opposition strongholds could not get voter registration cards without NRCs. “The rigging started a long time ago before we even went to voters’ registration, it started with the issuance of NRCs,” he said. Yes, the voter’s registration exercise was not without flaws and technical glitches. The ECZ admitted the shortcomings registered during the early days of the registration exercise, that some registration centres in populated areas were understaffed. But these were rectified by ensuring there was more officers deployed and longer working hours introduced. The registration period was even extended. It is a pity that opposition parties in most African countries have this tendency of always undermining electoral officers so that they have an excuse for losing the elections. When Mr Kakoma warns of civil strife, he must be reminded that it is the UPND that has a negative attitude that could lead to violence. After all, is it not the UPND that is still in denial over the 2016 elections? Even warning of amargeddon! Surely, has Zambia not learnt how to conduct peaceful and fair elections since the country’s independence in 1964? Mr. Kakoma said “many of the conflicts in Africa and the Third World arise from rigging elections so we must avoid that route and ECZ is the one that is going to help us to avoid conflict in our country.” No, Mr Kakoma, it is not the ECZ at fault, it is the stakeholders who must ensure there is a conducive environment by pledging to uphold the tenets of democracy – that people will freely choose who they want to govern and respecting that decision. Zambians must be respected for their ability to vote out non-performing political parties and come August 12, they will choose who to trust with the instruments of power.

LUSAKA Province Minister Bowman Lusambo has been sued by a freelance journalist for alleged defamation. Cheelo Katambo, who works for the UPND, denied the assertions by Mr Lusambo that he was the proprietor, editor or an ardent follower of the online publication known as Koswe. This is contained in his statement of claim filed in the Lusaka High Court on Wednesday. Mr Katambo said that on January 15 this year, the Minister published defamatory statements against him which he posted on Facebook. He stated that Mr Lusambo alleged that he and his cohorts at Koswe with the full support of UPND president Hakainde Hichilema should be assured that their days of publishing lies were numbered. Mr Katambo said the words were libelous as they were calculated to mean that he was a proprietor of an online publication known as Koswe and that he had been propelling propaganda with the intention of destabilising peace and security in Zambia. He said that the allegations that he was abusing his rights and privileges under the guise of Koswe were calculated to create an impression in the minds of the public that they were true when in fact not. “The defendant could have reported the online publication “Koswe” to relevant authorities for them to take action instead of amplifying matters in a manner that suggests that the plaintiff promotes propaganda in the country,” Mr Katambo said. He said that he had suffered serious ridicule, distress, embarrassment and damage to his reputation. Mr Katambo is seeking an order that Mr Lusambo retracts the defamatory statements complained of. He wants an interim and permanent injunction restraining the minister and his agents from further publishing or causing to be published defamatory statements or any similar words. Mr Katambo also wants a reimbursement of the sums spent in mitigating the effect of the defendant’s conduct towards him arising from the defamatory publication.

Bus driver’s claim against Kaizer Zulu dismissed By GRACE CHAILE THE Lusaka High Court has set aside a matter where former Presidential aide Kaizer Zulu was sued for allegedly beating up a minibus driver after a road traffic accident. High Court Judge Mwape Bowa said the writ of summons filed by the Mini bus driver Joe Tembo, was irregular and should be set aside with costs. The application was made by Mr Zulu’s lawyer Dickson Jere of Dickson Jere and Associates. In this matter, Tembo sued Zulu, demanding over K2. 5 million for pain, damages for torture, anguish and embarrassment resulting from the assault and battery. Mr Tembo also wanted interest on all sums, costs and any other relief that the court could have deemed fit. In the statement of claim, Mr Tembo had stated that he was driving a Toyota Hiace bus, picking up school children in Ibex Hill. He said while on the road Mr Zulu’s vehicle, a Toyota Land Cruiser, hit into the bus he was driving and it careered off the road and landed into a drainage on Twin Palm Road. In this case Gladstone Engineering Consultants has been charged with the subject offence which is contrary to Section 51 (1) (d) and 2 of the National Pensions Scheme Authority Act number 40 of 1996. Gladstone, being a registered employer allocated with account number 1865228, is accused of failing to pay the contributions in respect of its eligible employees without lawful excuse from 2014 to 2019. In count one particulars of offence are that between February 11, 2014 and December 31, 2015 the company failed to pay K46, 548.81 for January 2014 to December 2015. In the second count particulars of offence are that between February 11, 2016 and December 31, 2016, Gladstone failed to pay K186, 218.52 for January 2016 to December 2016. The third count is that between February 11, 2017 and December 31, 2017, the company failed to pay K181, 154.80 for January 2017 to December 2017. The National Legal Aid Clinic for Women and the Women’s Rights Committee of the Law Association of Zambia would like to convey their heartfelt condolences to the Judiciary and the family of the late Supreme Court Judge, Honourable Lady Justice Elizabeth Chona Muyovwe who passed away on Sunday, 31st January, 2021. Honourable Lady Justice Elizabeth Muyovwe was an iconic champion of women and children’s rights in Zambia. She was the first Executive Director of the National Legal Aid Clinic for Women, a Project of the Law Association of Zambia which provides affordable legal services to women and children from marginalised social sectors. She held this position from 1991 to 1998. She worked closely with Professor Margaret Munalula (now Judge of the Constitutional Court), Mr. Sakwiba Sikota S.C., the late Mrs. Matrine Chuulu, Mrs. Nelly B. Mutti, Dr. Mabula Tukiya Kankasa (former Bank of Zambia Deputy Governor) and Mr. Humphrey Hlazo Ndhlovu S.C., to mention but a few. During her tenure as Executive Director of the National Legal Aid Clinic for Women, Judge Muyovwe was instrumental in promoting access to justice for vulnerable women and children, especially widows and orphans as cases of property grabbing were rampant in the country at the time. Judge Muyovwe was a person of great humility and a devoted Christian which attributes earned her great respect amongst clients, members of the legal profession and the Bench. In particular, she was a great mentor to young lawyers in the practice of law and encouraged many lawyers to provide pro bono legal services to marginalised and vulnerable members of society. Judge Muyovwe also worked hard to bring on board international co-operating partners to support the work of the National Legal Aid Clinic for Women such as the Ministry of Foreign Affairs, Norway and the Embassy of Sweden. While serving on the Bench, Judge Muyovwe did not let up her passion for women’s rights as she continued to promote gender equality when she served as President of the Zambia Association for Women Judges (ZAWAJ) and head of the Gender Unit in the Judiciary, a position she held at the time of her demise. OVERNMENT has demanded results from the private sector players that are benefitting from incentives aimed at ensuring businesses thrive amid covid-19 pandemic. The private sector should show results and impact arising from the incentives, says Ministry of Commerce, Trade and Industry, Permanent Secretary, Mushuma Mulenga. Mr Mulenga emphasised that the private sector should ensure that the benefits obtained from the incentives reached the ordinary people. He said this yesterday during the webinar organised by the Zambia Association of Manufactures (ZAM) on the Statutory Instrument (SI) No. 110 of 2020 which allows suspension of customs duty on imported manufacturing inputs which cannot be sourced locally. “As a ministry, we have time and again called upon the private sector to understand the

By BUUMBA CHIMBULU ZANACO’S financial results have revealed that the bank last year grew its total income by over 50 percent to K2.4 billion compared to a year ago. The growth pulse was the highest in the market leveraging off solid performance in the interest income lines which widened 55.2 percent and non – interest earnings which were 48.8 percent stronger. This is for the year ended 31st December 2020. Notable contributors of the stellar income levels attained by the Zambia’s largest indigenous bank, include leadership in traditional earnings lines such as fee and income which was 49.0 percent stronger at K569.6 million and foreign exchange trading margins which more than doubled to K377.3 million. Exceptional growth was observed in the advances book by 53.1 percent to K7.5 billion over the last one year and double duration risk in government securities to K6.1 billion. This explained the 70 percent increase in interest income earnings under the

incentives that are being given by the Government, and take advantage of them. “But also to show results and to show impact, meaning when Government gives an incentive, we should be able to see that incentive or the benefits of that incentive cascade down to the consumers,” Mr Mulenga said. He indicated Government’s concern at the continued increase of prices for essential commodities. Mr Mulenga however said Government was committed to ensuring that this issue was dealt with indicating that the measures, including the SI No. 110 of 2020, would be part of the measures taken to ensure that we are able to stabilise prices on the market. “I would like therefore like to urge manufactures that as we take advantage of this incentive, we must ensure that we pass on the benefits to the ordinary people of Zambia. “Government will continue putting in place polices and measures that support industrialisation in the economy,” he said. ZAM Chief Executive Officer, Florence Muleya, stressed that only bona fide

manufacturers would be able to benefit from the scheme. Ms Muleya indicated that ZAM had put in place measures to ensure that the SI No. 110 of 2020 was not abused. “One out of the 63 measures proposals for the 2021 national budget was approved as it suggested tax increment. When the budget was read manufactures cried foul because there were very few measures that were adopted. “But we were surprised by the SI introduction. As ZAM, we are ensuring that there is no abuse of the SI, at secretariat visit our members weekly and during this process we can inspect and monitor manufacturers and verify that the imported items are indeed inputs,” she said. Ministry of Finance, Assistant Director-trade taxes, Jonathan Phiri, said the SI had provided recognition of the duty rates on comparable imported finished products from the region al trade agreements. Mr Phiri explained that the eligibility was premised on a person being in the manufacturing industry and importing inputs not available in Zambia for the manufacture

of products. “There are no preferred products or inputs as long as the premised are met, bearing in mind the definitions of manufacturing and manufacturing inputs as provided for the Zambia Development Act,” he said

In addition, the recent discovery and strides made in gold mining in Zambia are impressive. “There is opportunity to leverage off these positive developments in the mining sector,” he said in his write-up on banking. Mr Kasekende observed that Zambians had innovated ways to conduct business and live daily lives by making full use of technology.

He said opportunities to produce even more food in Zambia offered new opportunities for the agricultural sector with valueaddition. He said with restricted movement between borders due to Covid-19, Zambia was being encouraged to grow more and to source more food locally. This, Mr Kasekende said, was a welcome challenge and Zambia must rise up to it. He emphasised that Covid-19 had forced the business environment to innovate as far as technology was concerned. “The rise of digital in our everyday lives has grown exponentially – from the tools required to work from home, to food delivery and digital banking. With the vaccine now being rolled out, and hopefully the world starting to open up, we will need to innovate even further in these areas,” Mr Kasekende said. He stressed the need for businesses to invest in digital for them to become resilient. Mr Kasekende said further investment into digital was key as this would remain the key channel to reach clients and reach the public at scale. “It also remains the sole channel to engage our employees in the new ways of working – via technology,” he said. “Despite the challenges we continue to face, there is much to look forward to. The future is, indeed, promising – and exciting!” he said.

Capital Markets group gets self-regulatory status By BUUMBA CHIMBULU THE Capital Market Association of Zambia (CMAZ) has been conferred with a self-regulatory status (SRO) by the Securities and Exchange Commission (SEC). This is meant to help grow the capital and elevate the level of investment practice to international standards. The development follows the enactment of a new securities Act in 2016, which repealed and replaced the 1993 Securities Act. The new Act is premised on the commission’s vision guided by the need to be a dynamic regulator that promotes market development and protect investors in the capital market. Self-regulation world over has proven to be an effective form of regulation because of the dynamism and complexity of the industry, says SEC Vice Board Chairman, George Nonde. Mr Nonde said SRO status gave CMAZ the power to regulate the standards of practice and business conduct of its members in accordance with its by-laws, rules, policies, practices and interpretations. 7 / Daily Nation, Friday 5 February, 2021 HARARE - The Zimbabwe government has “deleted” an amendment to the Finance Act which had given it the power to control at least 51 percent ownership in mining entities. As reported by Fin24 last week, the Zimbabwe government had enacted under its laws a section that gave the minister of mines, in consultation with the minister of finance, powers to secure 51 percent in any chosen mine house through an appropriate designated entity (local shareholders). The amendment was seen by many as a way of reintroducing the country’s controversial indigenisation laws on the mining sector. However, following an outcry, the section will now be deleted, meaning foreign entities can now fully own mines in Zimbabwe, including diamond and platinum mines. A joint statement released by the ministries of finance and mines on Tuesday evening claimed that last week’s notice “may have caused some misconception to some investors and other stakeholders in the mining sector. It said the gazetted notice was meant to announce the policy position to remove the requirement for 51 percent of the shareholding of businesses involved in the extraction of platinum and diamonds to be owned through a designated entity.

China launches carbon emissions trading scheme BEIJING - China launched a carbon trading system Monday designed to drive down emissions, as the world’s biggest polluter takes steps towards decarbonising its economy by 2060. The scheme lets provincial governments set pollution caps for big-power businesses for the first time and allows firms to buy the right to pollute from others with a lower carbon footprint. The programme, initially set to launch in 2017, is expected to drive down overall emissions by making it more costly for power companies to pollute. The system is expected to eclipse that of the European Union to become the world’s largest emissions trading scheme (ETS). Official news agency Xinhua said rules for carbon emissions trading management came into effect Monday. ….Unions to approach ConCourt over 2018 agreement JOHANNESBURG - Unions representing workers in the public service – including teachers, police officers and nurses – pulled no punches when they outlined their plans to appeal an “erroneous” Labour Appeal Court ruling on their wage agreement with government at the Constitutional Court. The South African Democratic Teachers’ Union (Sadtu) released a statement saying that public sector unions affiliated with its mother federation, the Congress of South African Trade Unions (Cosatu), applied for leave to appeal the Labour Appeal Court ruling in December, which determined their wage agreement with government invalid. In a statement, Sadtu said the appeal seeks to put to rest the nearly year-long dispute with government on a threeyear wage agreement that government entered into with unions in 2018, which included consumer price index (CPI) plus one percent wage increases. However, fiscal pressures have prompted government to indicate that the State will no longer be able to honour the agreement as Finance Minister Tito Mboweni announced plans to reduce the expenditure on public service wages by some R160 billion over three years.

The Labour Appeal Court ruled that the three-year collective agreement with government over wages was constitutionally invalid and unlawful. The unions now plan to appeal the ruling at the Constitutional Court. Sadtu secretary-general John Maluleke said the Labour Appeal Court was wrong in its approach as the challenge to the validity of the collective agreement was an afterthought and that the real issue is the affordability of the agreement itself. “There is no breach of section 216 of the Constitution in holding National Treasury to the decision of the Cabinet, of which the minister of finance was part. I point out in this regard that the minister of public service and administration, on the one hand, and the minister of finance, on the other, presented conflicting oral submissions on this issue,” said Maluleke. Maluleke said, if the collective agreement had been unconstitutional or any regulations had been breached, government appreciated that unlawfulness - even prior the conclusion of the agreement. Maluleke has filed an affidavit in the Constitutional Court on behalf of Sadtu, the Democratic Nursing Organisation of South Africa and the Police and Prisons Civil Rights Union. – FIN24.

JOHANNESBURG - South African pension funds and asset managers are starting to see benefits of investing in private equity and infrastructure and more are enquiring about increasing the money they put into these asset classes, Alexander Forbes said on Tuesday. The country’s largest pension funds administrator said during a discussion on economic outlook and investment trends that - while things such as funds focused on infrastructure and the financing of small and medium business (SMEs) used to be the forte of bigger pension funds in the past - many of the smaller funds that the company administers are showing more interest in the private market space. The increased interest comes as the pool of investable listed companies is on a constant decline in South Africa due to companies delisting from the JSE. But Lebo Thubisi, head of manager research at Alexander Forbes, said these alternative assets – alternatives to investing in listed shares – are also falling more in favour with investors because they’ve done better in generating inflation-beating returns. “As an organisation, in the last four years we have seen the real benefit of having private markets as a feature in our portfolios. From a

performance perspective, relative to listed markets, private markets have proven their ability to give those inflation-beating returns,” he said. Research by BCG Global Asset Management in 2020 showed that the industry expects alternatives such as infrastructure and private equity to represent 49 percent of all global asset management revenues by 2024 even though they’d still be representing only 17 percent of assets under management globally. David Moore, head of alternative investments at Alexander Forbes Investments, said some of the smaller pension funds who invested nothing to these alternatives five years ago are now looking to allocate as much as five percent of their assets to the private market. “If you compare that to five years ago at zero percent, that’s a big increase,” he said, adding that the attraction was the targeted focus on things like infrastructure, SME finance and private equity. Some big names like Old Mutual’s Futuregrowth Asset Management have been focused on private markets for years, funding not only big commercial infrastructure, but also the building of social infrastructure. THE CONTEXT OF FATHER LUPUPA’S COUNSEL Dear Editor,

IT is important to give context to the wisdom in the video circulating on social media platforms where Father Lastone Lupupa is quoted as hinting on the quality of aspirants that should not be given an opportunity to serve. The spiritual Father used a carefully crafted approach to figuratively express his thoughts ahead of the elections. The wise counsel from the father has been misconstrued to drag the ruling party in the political discourse. It is unfortunate that the politicians on the left have elected to selectively pick the word “rigging” and disregard other critical issues raised by the man of God. Nevertheless, even though his critics may use the word “rigging” to crucify him, it is important to appreciate the substance and quality of his arguments. A careful scrutiny of the video resoundingly reveals that Father Lupupa has

actually cogently pointed on the quality of a leader Zambia deserves. Father Lupupa’s contention was essentially that Zambia needs a leader who is not centred at preaching vengeance or persecuting his perceived enemies. There is nothing personal in this thought. Father Lupupa has actually weighed between having a leader who has malice and spite or the leader who is all inclusive and nonselective. The context is that the leader

who is self-centred ought not to be given an opportunity to serve as a leader. We also wish to condemn the cyber bullying that has emerged with a view to undermine the people from speaking out on national matters. The opponents of Father Lupupa are well informed that some spiritual and traditional leaders apparently staunchly disagree with the government of the day. The same cross section of politicians have paid willful

blindness to their self-evident dissent yet they are so quick to take turns in bullying Father Lupupa. We wish to remind UPND president Hakainde Hichilema that not too long ago he made a public statement in which he appealed to the church to help mediate the political players whose relationship is severely strained such that communication has to be done through a third party. We wonder why he is quiet when church leaders are abused by his perceived lieutenants. His silence against those attacking Father Lupupa has the ability to derail public confidence in the church. We are also worried with the continued trend by UPND’s continued intolerance against the people who are perceived to be their rivals. The people of Zambia also need not follow blindly these politicians and fight wars that they do not even understand otherwise you may end up inheriting a battle whose background you do not even know. Day in and out, we have politicians who appear to be focused on dividing this country because of their personal battles. If you as a leader of this party and is having a grudge against the leader (s) of the other party, kindly spare your members from it because what people want is issue-based leadership, otherwise it is also a big mistake for you as my leader to think that if I don’t join in your battles with your enemies then I am equally your enemy no! I am simply not interested in your personal battles because they do not benefit me in any way. Fellow Zambians, let us not allow ourselves to be divided by politicians with selfish agendas but let us unite as a people and fly the Zambian flag high. A KITWE based clergy has attributed the high number of pupils that got pregnant last year after schools closed to a spike in covid-19 cases. Overcomers Ministries Senior Pastor Crispin Phiri said that parents and guardians played a blind eye in monitoring their children as they stayed home amidst the outbreak. According to Kitwe District Education Board Secretary Christopher Nyungila, 256 girls from various schools

in the district fell pregnant during the period they stayed at home “It is very sad that we can have over 200 girls being impregnated within a short period of time.This shows that there is something wrong in the family set up. “Family set up has departed from family values because children getting pregnant while at home and not when they are in school meaning that they are more vulnerable at home and safe in school,” Pastor Phiri said. He said the situation had proved that schools were safer places than home which he said was not supposed to be the case. Pastor Phiri therefore called on parents to take keen interest in monitoring what their children did especially when schools closed in order to reduce such cases.

HE non-adherence to Covid-19 health guidelines is rife and requires advocacy for behavioural change, Copperbelt Permanent Secretary Bright Nundwe has said. He said there was need for advocacy on behavioural change by all stakeholders in order to get people to comply with health regulations. Mr Nundwe said it was unfortunate that people had continued disregarding the health guidelines despite the province becoming the new epicentre of the pandemic. He said it was the responsibility of every individual to ensure that citizens and people around were always masked up in public and followed

other regulations. The Permanent Secretary was speaking in an interview with the Daily Nation in Kitwe yesterday. “I have been directing the mayors, district commissioners and town clerks to visit some institutions as well as public places to ensure that there is compliance but we continue seeing no change among the people and this is worrying,” he said.

Mr Nundwe explained that the current wave was a dangerous one and wondered why people would want to wait for those close to them to die for them to believe that the virus was real. He advised members of the public to always respect the health protocols and visit the health centres early if they ever felt they had the symptoms of the virus. The Permanent Secretary

said that Government did not find pleasure in people dying, hence the emphasis on adherence to preventive measures. Mr Nundwe called on public transport operators to sacrifice a little and stop allowing passengers that were not masking up on board. He advised the citizens to always keep their surroundings clean and leave no room for the virus.

Councils must prove their worth, says ZULAWU By SANFROSSA MANYINDA COUNCILS across the country have been challenged prove that they have the ability to collect revenue without any flaws. This follows the engagement of selected councils to collect revenue on behalf of the Zambia Revenue Authority (ZRA). THE Zambia United Local Authorities Workers Union (ZULAWU) says this is the time councils should demonstrate capacity and ability to handle public resources prudently. ZULAWU president, Kingsley Zulu, said the councils should prove that they were able to collect the revenue efficiently so that more responsibilities could be

assigned to them. The ZRA signed contracts with 33 local authorities to collect taxes on its behalf and enable councils receive 10 percent commission. The rest of the councils would be contracted in phase two in the second quarter of this year. Mr Zulu said in Kitwe the councils needed to prove that they were able to prudently utilize the proceeds realised from the 10 percent commission. “This move should be commended because it is a clear demonstration that the Government has confidence in the local authorities to collect revenue. “This shows that the Government believes that the councils have the ability to discharge the function,” he said.

I will definitely work on these because I am coming from the party which has embraced infrastructure development,’’ Mr Kalima said. He said that he had decided to aspire for the position of MP after making wide consultations from various sections of society including party structures, business colleagues and others whom he had worked with on various projects. Mr Kalima would ensure effective collaboration with the office of the District Commissioner (DC), councillors and council management, employees and other stakeholders to ensure effective coordination on various developmental projects. ‘’Apart from coordination with various stakeholders, I will maintain respect for the PF structures because they are important and deserve respect. Without the party structures, one cannot ascend to the position of MP or any position,’’ he said.

THE UPND in Southern Province has protested the arrest of its two members Mubita Nawa and Anthony Bwalya who work under party president Hakainde Hichilema. Mr Neto Halwabala, the provincial information and publicity secretary, said that the duo had been helping the voiceless and holding the

Patriotic Front accountable. Mr Halwabala accused the ruling party of running out of ideas, hence its decision to intimidate the opposition political parties. This is contained in a statement issued to the Daily Nation in Livingstone. "We know that the Patriotic Front has run out of ideas on how to govern the country and they want to create fear in people who are exposing

WOMEN should take advantage of empowerment programmes that have been rolled out across the country, says Gender Minister Elizabeth Phiri. ECZ must always consult, says UPND By ANDREW MUKOMA THE UPND has encouraged the Electoral Commission of Zambia (ECZ) to consult all stakeholders when making decision concerning political parties. Southern Province vice chairman for Politics, Edgar Sin’gombe, said ECZ has a tendency of making decisions involving political players. Mr Sin’gombe noted that as stakeholders, political parties must be involved in all the affairs of electoral process. He said that the decision by ECZ to issue a statement limiting the number of international observers coming to monitor this year’s elections in Zambia was unfair. Mr Sin’gombe who is also Dundumwezi Member of Parliament wondered how such a decision was arrived at. He said in an interview that it was prudent for ECZ to be practical in engaging all the stakeholders. “ECZ must learn to consult from stakeholders, they are there to look at the affairs of all political parties. It is only prudent for ECZ to consult all political parties, how they wish to conduct these elections. “They (ECZ) are the end users of what we wish to see so this system of just calling for press briefings without consultation should come to an end. This is not there country alone, it’s our country and we are entitled to our views whether wrong or right as stakeholders,” he said.

The two-day African Union summit comes almost exactly one year after Egypt recorded the first case of Covid-19 in Africa, prompting widespread fears that member states’ weak health systems would quickly be overwhelmed. But despite early doomsday predictions, the continent has so far been hit less hard than other regions, recording 3.5 percent of global virus cases and four percent of global deaths, according to the Africa Centres for Disease Control and Prevention (Africa CDC). Member states will also hold internal elections to lead a restructured executive body - the results of which will

shape how the AU responds to the pandemic and a host of economic and security challenges. BERLIN - A German veterinary clinic has trained dogs that can detect Covid-19 with 94 percent accuracy, even if people are asymptomatic. The dogs were conditioned to sniff out the “coronavirus odour” that is emitted from cells in infected people, said Esther Schalke, a veterinarian at Germany’s armed forces school for service dogs. Filou, a three-year-old Belgian Shepherd, and Joe Cocker, a one-yearold Cocker Spaniel, are two of the dogs

that are being trained at Hanover’s University of Veterinary Medicine. Holger Volk, head of the clinic, said the dogs could accurately detect Covid-19 94 percent of the time in more than 1, 000 samples. “So dogs can really sniff out people with infections and without infections, as well as asymptomatic and symptomatic Covid patients,” said Volk. Stephan Weil, the state premier of Lower Saxony, said he was impressed

with the study and called for more tests before the dogs were put to work in the real world. “We now need tests in selected events,” said Weil. Sniffer dogs have already been in use at airports in Helsinki, Finland, Santiago, Chile, and Dubai, United Arab Emirates. Dennis Makinka's “low flying” Nkwazi paid the price for a sloppy display in defence as Kalampa bagged their second consecutive win to move to eighth position on the 18-team Super Division table. from Emmanuel Mwinde and Ackim Mumba handed the Kitwe giants the vital three points in a rescheduled week-11 fixture. Mwinde, who scored on his debut for Nkana last Saturday put the Kelvin Kaindu-drilled Kalampa ahead within 17 minutes of kick off. The former Buildcon FC striker who was released after his contract expired is proving to be an asset at Nkana Stadium where he scored on his debut appearance when they thumped Young Green Eagles 4-0 last weekend. MOROCCO will defend their African Nations Championship (CHAN) title against Mali in Sunday's final in Yaounde after the holders thrashed Cameroon 4-0 in Wednesday's semi-final. The Moroccans were simply too good for the hosts, as a double from Soufiane Rahimi either side of goals from Soufiane Bouftini and Mohammed Ali Bemammer secured a comprehensive win.
