I WILL dismantle UPND in North-Western Province to ensure a landslide victory for President Edgar Lungu and the Patriotic Front (PF) in the August 12 general electiosn, former UPND spokesperson Charles Kakoma has said. He said the people would be casting their vote for the PF in appreciation of the development President Lungu has taken to the region since assuming office. He is in the province for series of PF mobilisation meetings and assured the people of President Lungu’s commitment to developing the region and improving their living standards. Mr Kakoma Mr Kakoma who was until last week a very senior member of UPND, was speaking in a phone interview from Zambezi. He said the resolve by the people of North-Western Province to rally behind President Lungu was as a result of the unprecedented development the PF government has continued to deliver not only to the province but to the whole country. Man, 62, commits suicide over debt By PETER SICHALI

A-62-YEAR-OLD man in Chama has committed suicide after failing to settle debts. Mr Precious Banda of Zuwalimo village in Chief Kambombo’s area committed suicide by hanging himself using a chitenge material. Muchinga Province Commissioner of Police, Lizzie Machina, said the incident happened around 12:00 hours in Chama. Ms Machina said Mr Banda’s wife reported that her husband had hanged himself last Friday. “The now deceased person was a Malawian national who relocated

to Zambia in 1997 where he married and stated growing tobacco,” she said Ms Machina said it is believed that Mr Banda accumulated a lot of debt from different people who started pursuing him to get tobacco for the debt he owed. She said he was reported to the Community Crime Prevention Unit (CCPU) members, who apprehended and handcuffed him, much to his embarrassment. “He was giving out his tobacco to the people he owed which angered others who had given him a loan to help with the farming inputs, who then reported the matter to a CCPU member. “They handcuffed the now deceased person who couldn’t bear the embarrassment of being handcuffed in public and decided to take his own life,” Ms Machina said. Ms Machina said the matter was now being handled by Malawian Police who visited the scene earlier as Banda was a Malawian.

HEALTH Minister Jonas Chanda has warned against unverified reports in the media on the perceived risks on AstraZeneca, the Covid-19 vaccine. Dr Chanda said the data being published in the media which is nonscientific and without critical analysis has the potential to drive further the myths about the vaccine which the ministry is working hard to dispel. He said in a statement that the benefits of AstraZeneca outweigh any perceived risks by the public according to global health experts. “Most of the data shared online are not science-based and typically issued without critical analysis and if shared in its raw unverified form, may cause alarm and drive even further the very myths and misconceptions and

IT’S nonsensical for some political leaders to equate President Edgar Lungu’s leadership qualities to the behaviour of his friends, says Zambia Republican Party (ZRP) president, Wright Musoma. Development Party (DP) leader, Harry Kalaba recently criticised President Lungu for having friends who in his view were not worthy of his friendship. But Mr. Musoma said President Lungu had the right to have friends because before he is President, he is a human being. He said in an interview that Mr. Kalaba’s bitterness

towards Lungu would ruin his political career because it has already blinded his ability to judge others positively. Mr. Musoma said political leaders should stop being petty by making senseless statements through the media about President Lungu and his friends because that was his private life which should be respected. He said Mr. Kalaba’s pettiness has blinded his sense of judgment to an extent of resorting to making senseless statements about the Head of State and his associates. Indian investor to pump US$8.9m into Texila University By NATION REPORTER AN Indian firm, Kalinga Institute of Industrial Technology, is set to invest about US$8.5 million in the expansion of Texila University in Lusaka from the current US$3 million. Zambia’s High Commissioner to India, Judith Kapijimpanga, has expressed happiness over the decision by the Indian investors. She said this when Kalinga Institute of Industrial Technology, Manager for International Relations, Rahul Varma, held a meeting with the diplomatic staff in New Delhi with a view to seek higher education opportunities in Zambia. Ms Kapijimpanga said the Zambia Development Agency (ZDA) was assisting Texila University to find land to build a

state of the art campus valued at $8.5 million. She said Texila University was currently planning to increase student population from 814 to 10, 200 in the next five years. Ms. Kapijimpanga said Texila University had created jobs of which majority were Zambians in line with the Zambianisation policy and would create 350 jobs by 2023. Ms. Kapijimpanga urged Kalinga Institute to consider investing in Zambia just as DMI St. Eugene University from India built a huge campus in Zambia. She said over 500 Zambians were currently in Indian universities and praised Texila American University and DMI St. Eugene University for taking the investment to Zambia to lessen costs. Ms Kapijimpanga said Zambia was one of the best investment destinations in Africa, after ranking fourth most peaceful country in Africa, according to the 2020 Global Peace Index.

Mealie meal exports won’t affect food security, say millers By PETER SICHALI MILLERS have dispelled reports that Government’s decision to lift the ban on export of mealie meal is likely to increase food insecurity. Millers Association of Zambia (MAZ) president Andrew Chintala said Zambia had enough maize stock that would last up to October 2021. Mr Chintala said with the 2021 crop marketing season approaching it was important for those holding on to the maize to offload it on the market. He said holding on to the market would have negative effects on prices of mealie meal next year. “The proposal we did to Government to allow for export of mealie meal was to ensure that prices of the commodity on the market stabilises,” he said. Mr Chintala said prices of mealie meal on the market have reduced since the commencement of exports. He said millers that are exporting mealie meal have been told to subsidise prices of the commodity on the local market and maximise on the export. Mr Chintala said the prices of the country’s staple food were expected to reduce further as farmers start to harvest next month. He has advised those wishing to comment on food security to first consult stakeholders. Mr Chintala said the mealie meal export programme is well thought out and addresses critical issues such as high prices and shortage on the local market. He said prices of mealie meal are expected to reduce as the country heads to the next marketing season.

OMCAZ president, Kafula Mubanga, said some drivers were threatening others with violence for trying to ignore the directive from their union. Dr Mubanga said the association had struck a deal with Petroleum Transporters Association of Zambia to reduce importation transport costs from the current US$155 per metric cube to between $125 and $130 so that the 50 percent contract policy could be easily implemented. He however said PTAZ members were being threatened, hence the failure to resume business.

He said the cartel was threatening those that had agreed to start offloading fuel with violence thereby causing shortage of the commodity. Oil Marketing Companies had been shunning from using local tankers due to

high transportation charges as compared to their foreign counterparts. Dr Mubanga said OMCAZ and PTAZ had reached common ground to have importation costs reduced to get 50 percent of fuel transport contracts. “The fuel shortage that we have experienced is emanating from the strike that tankers have imposed on OMCs and Government,” he said. Dr Mubanga appealed to the Ministry of Home Affairs to provide security to transporters that were willing to offload fuel on the market. “We appeal to Ministry of Home Affairs to provide security to transporters,” Dr Mubanga said. And Energy Minister Mathew Nkhuwa said the exorbitant prices local transporters were charging needed to be addressed. In an interview yesterday, Mr Nkhuwa said he had been engaging the Fuel Transporters Association of Zambia to ensure that the prices could be reduced. He said many fuel importers had been concerned about the high prices which had resulted in their reduction of engagement with locals transporters. Meanwhile, Minister Communication and Transport Mutotwe Kafwaya has directed Tanker Drivers to immediately start moving fuel to mitigate the shortage. Mr Kafwaya assured Tankers drivers that government will ensure that local transporters are given to move 50 per cent of Petroleum products.

ROOT OUT SABOTEURS THE current impasse surrounding the transportation of fuel must be resolved forthwith before the economy is thrown into disarray. The political sponsors of this sabotage must be exposed. It is very clear that the enemies of the State are at play, considering that the country has enough fuel. Notably, fuel is the engine of economic growth without which a country cannot function well in terms of productivity. It is thus disappointing that the matter has dragged on for days as sensitive as it is. Firstly, a pragmatic approach and solution must be set in motion as regards the cry for the implementation of the 50 percent contracts to Zambian transporters, whose drivers are also crying over low pay and poor conditions of service. As rightly explained, the Oil Marketing Companies Association of Zambia (OMCAZ) has struck a deal with Petroleum Transporters Association of Zambia (PTAZ) to reduce importation and transport costs from the current US$155 per metric cube to between US$125 and US$130. This will allow the easy implementation of the 50 percent contract policy for locals to placate the domination of business by foreign transporters. But one wonders why the protest has continued when such an initiative is underway. Perhaps, Government, the PTAZ and the OMCAZ must, as a matter of urgency, meet and iron out the issues to forestall any economic crisis. The drivers’ union should also be brought on board. It will be ideal for all players to thrash out all sticky issues and thereafter speak with one voice before the fuel shortage deepens. In the absence of dialogue, the problem will worsen and this will point to economic sabotage involving political forces. Sabotage cannot be ruled out at this critical moment when the country is preparing to go to the general elections slated for August 12, this year. Political parties that have smelt defeat want to redeem their fortunes through illegal means such as colluding with the tankers drivers’ union to cause mass shortage and discontent in the country. The aim is to create an economic crisis and thereafter make political capital out of it. The tankers drivers’ protest is certainly in close proximity with the opposition’s cry over the vote’rs register and their subsequent protest to the African Union and SADC. Sentiments from the opposition of late have a semblance of crying over defeat even before the election is conducted and there is a likelihood of resorting to covert tactics in a desperate attempt to arrest the plummeting fortunes. It is time Government moved very fast to forestall any crisis because if the fuel shortage worsens, the matter will likely trigger negative sentiments in the economy and political circles. Therefore, Transport and Communications Minister, Mutotwe Kafwaya, and his Energy counterpart, Matthew Nkhuwa must work extra hard to resolve this matter. Just as energy expert, Johnstone Chikwanda, has pointed out, the energy sector requires diplomacy and a steady flow of fuel because it is very, very sensitive. There must never be any altercation among players in this critical sector, which requires guaranteed security and steady flow of the commodity. The Zambian economy is already bleeding and must not be sabotaged by power-hungry elements.

Dr Kalumba, a former Finance Minister, said the matter could have been resolved by institutions such as the Zambia Centre for Interparty Dialogue (ZCID). Dr Kalumba urged Mr Hichilema to avoid the habit of degrading constitutional authorities among them the ECZ, Judiciary, Zambia Police Service and the Anti-Corruption Commission (ACC) as doing so would be detrimental to the democratic tenets of the nation. “Let me speak to HH directly through you. Mr. Chumbwe made the call when he addressed residents after the election of a new community development committee yesterday. TWO trucks carrying goods in excess of K4.2 million in taxes have been intercepted at the Nakonde One Stop Border post by the Zambia Revenue Authority (ZRA). The first truck was carrying Konyagi, a white spirit produced from Tanzania valued at more than K1.2 million in taxes. This was falsely declared as steel doors while the second truck was carrying electrical cables valued at K3 million in taxes. This is according to the ZRA Nakonde Assistant Commissioner, Davies Mwanza, who addressed Journalists in Nakonde. Mr Mwanza explained that the taxpayer declared the consignment as steel doors with the payable amounts of less than K50, 000 when the actual taxes for the liquor was over K1.2 million. A project charter is a document which formally authorises a project manager and team to undertake project work on behalf of the project sponsor and steering committee. Most organization call a project Charter a project inception note or inception report. In PRINCE2 method terminology a project charter is equivalent to the project brief, which is assembled in starting up process of a project. The project plan is also referred to as the PID meaning Project Initiation Document. In the PMBoK Guide the PID is known as the project management plan. The purpose of this document is the same but the terminologies used in different project management methodologies and organizations are different. In is article I will try to use the term Project Charter as borrowed from the project management body of knowledge, (PMBoK Guide , 2017). The main purpose of a project charter is to help stakeholders ascertain whether there are enough compelling reasons to commit further resources to the project undertaking. This is why normally a business case is an integral input in the development of the project charter. The project charter is developed during the first stage of a project’s life cycle and can therefore help to determine the feasibility of a project. Though the contents of the

"We shall also be recommending that we prosecute the offenders as you know last year we had 10 successful prosecutions as the authority and this is just the begining of things, " Mr Sikalinda said. He said ZRA had signed Memorandum of Understanding (MoU) with various revenue authorities in the region, stating that it was just right to declare the correct duties.

THE Federation of Small Scale Mining and Association of Zambia (FESSMAZ) should capitalise on its newly launched strategic plan to attract investment from both Government and cooperating partners. FESSMAZ launched it’s 2021-2025 strategic plan, which will assist in mobilising financial resources to support the activities of small scale miners in Zambia. Mines and Minerals Development Minister, Richard Musukwa, said it was important for the FESSMAZ to utilise its strategic plan, especially that small-scale mining sector had close links with the local economy. What is Project chartering? project charter are at a high level, it helps to develop a common understanding and agreement amongst project interested parties. When we charter a project, it does not mean that we have planned the execution of the project. It also helps to leverage project's constraints considering factors such as time, cost, risk, scope, quality, resources, benefits, customer satisfaction that may constrain the way you implement a project. It creates a common sense of understanding and commitment amongst key project stakeholders especially where project team members have not worked together before. It can also help to get initial buyin from key project stakeholders so that trust, honesty, transparency and delegated authority is formally recognized in the project manager. Most Gantt charts I have seen put project charter sign-off as part of the milestone chart. This is good because you can only start project planning phase once your project charter has been

approved. The other important reason why the project charter is key is that it authorises project manager to spend money and commit resource, once the project charter has been approved, providing the basis for the project plan to be developed. The project charter acts as an input to the project plan, though the life and maintenance of the project charter ends at planning it is however also seen as a guide to key decision-making processes throughout the project. So if you are a project manager and running a project and you still don’t have a signed-off project charter in place, my best advise is that please create one and have it approved, signed – off and baselined by your sponsor or project executive. This is also in the best interest of the project manager as the project charter is seen as a “contract” between project manager and sponsor, empowering the project manager to deliver the products and services described in the charter. We do not expect to have major changes to the

project charter during the life of a project however, should there be major project scope changes or shocks to the project charter, it will signal a trigger for project pre-mature closure. As far as team charters are concerned, it is a document, setting forth the aims and principles of a project team, it can include • Values committed to and aligned to your organizational values • Team structure & schedule of team meetings, in agile projects for example we may have to discuss the timings of daily standup meetings facilitated by Scrum master. • Acceptable behaviours at meetings, this is good to be discussed at the beginning rather than later. • Preferred methods of communication, need for the team to agree whether hard copy reports; email, face-toface (very important in agile projects), use of social media e.g. WhatsApp, Instal-

gram, twitter etc. • Timelines to respond to one another especially where teams are not co-located. • Utilization of common resources to avoid resource and schedule conflicts. This can also be the appropriate to discuss resource levelling and smoothing. • Availability of team members in non-working hours, project manager’s empathy and soft skills play a major role here. • Level of freedom in which team members can engage with one another’s staff, • Extent to which being on time is a priority, this is important so to have common expectations within the team. Project team charters are a very good way of setting up ground rules for the team members. This can proactively help avoid or pre-empt many situations of conflict in project teams. Do not confuse project charter with the team charter as they are

NAIROBI - Kenya Power appears to be slowing down its push for a tariff increase and is instead rooting for sectorwide reforms including reviewing the relations it has with power producers to reduce the cost of procuring power. The firm has in the past called for higher tariffs, noting that while customers should get affordable power, there was also a need to keep the industry sustainable. In 2019, the electricity distributor applied to the Energy and Petroleum Regulatory Authority (Epra) for a 20 per cent hike on the power tariff. The company, however, said yesterday it would try to turn around its operations without loading more costs on consumers. Vivienne Yeda, the Kenya Power chair told shareholders that though the firm was not yet out of the woods, it had made progress over the recent months through measures such as cost cutting and sealing loopholes that have enabled siphoning of money in the past. She said the company was near its short-term goal of stabilising cash flows. “The improved cash

position has been achieved within the existing tariffs,” Ms Yeda said during the firm’s annual general meeting. “All it took was an insistence and persistence on doing things right, on not embarking on unnecessary expenditure, on taking a close look at costs including energy costs, collecting amounts due and tightening systems.” Yeda was appointed the company’s chair in November. “The board is of the view that as long we continue on this path of effective management and leadership and our customers pay their bills on time, there would be no urgent need for a tariff increase,” she said. “Kenyans have enough financial burdens today, we have no intention of adding to those burdens.” It is, however, not a guarantee that consumers will be saved from a price hike. JOHANNESBURG - It is unlikely that air traffic on the continent will return to pre-Covid-19 levels until at least 2023. This is according to Kamil AlAwadhi, the new regional vicepresident for Africa and the Middle East of the International Air Transport Association (IATA). Al-Awadhi says in Africa, aviation plays a central role from a socioeconomic point of view. But air traffic in the region fell drastically due to the impact of the coronavirus pandemic, which shut down tourism and other travel. At one point, air connectivity on the continent was 90 percent down compared to pre-Covid-19 levels, causing African airlines about $2 billion in losses in 2020. They lost about $49.63 for every passenger they flew in 2020 compared to a loss globally of $66.04 per passenger. Furthermore, although governments realise the importance of the recovery of air travel for the continent, African airlines only received a small amount of relief funding from governments compared to the rest of the world. IATA data show that the $2.04 billion

of financial relief received by African airlines in 2020 excludes funding for SAA and money committed by the SA government for its business rescue. The $2.04 billion relief recorded by IATA relates to what other airlines across the continent received during 2020, specifically as help during the Covid-19 crisis. Al-Awadhi believes it is unlikely that air traffic on the continent will return to pre-Covid-19 levels until at least 2023. This places some airlines at the risk of going bankrupt and makes measures to enable the industry to survive essential, in his view. He suggests that African governments, for example, accept Covid-19 tests done up to five days before travel to take logistical challenges on the continent into consideration, including a lack of access to vaccines. “Safety remains the main priority for the industry and for IATA. Testing and vaccines will play an important role going forward and governments should develop benchmarks. NAIROBI - The Central Bank of Kenya (CBK) has reinstated charges for mobile banking transactions involving bankspecific mobile wallets in a move that will affect thousands of Kenyans who have been using the platform to make various transactions. The resumption of charges on all transactions above Sh100 will mostly affect Savings and Credit Societies (Saccos) customers who mostly use their in-house money wallets to withdraw, deposit, send and perform other transactions. “CBK has noted that the Sacco sector is deeply integrated to these wallets and accounts for a significant share of their transactions. Through them, banks provide Saccos with an important bridge to the domestic and cross-border payment systems,” the regulator said. CBK said concerns had grown on the viability of the services, noting that they were likely to be affected by the current price regime due to inability to cover underlying costs. “This is a significant risk for Saccos and their extensive membership due to the lack of other alternatives to connect to the mobile money ecosystem. The resumption of charges will provide space to increase the connection options for Saccos,” CBK stated. With regards to the local foreign exchange fundamentals, there are a lot of several factors for the kwacha’s continued depreciation but the current psyche of the dollar as an asset discussion must be factored in, as one of the panache in the Zambian trade and commerce case. It’s not coming on the market from most perceived exports especially traditional goods on national imprint they often say, everybody today is now seeking for it on the local market to pull a combination of needs for business. As it’s no longer just a merely normal currency with perceived monetary value features but it’s now an attractive asset right now to complete going about trade and commerce across regions. Talking it from the projected scenarios currently being undertaken, it will not a big surprise to get to see and understand that our domestic currency, will one day particularly in this material year cross over a K26 mark especially around fourth quarter by latest December, and perhaps all this is now telling us to start feeding into the fizz which makes it extremely risky and unbearable on the sides of local businesses at microeconomic level except for the few investors who are basically benefiting from this unstable currency fit taking shape today. But the biggest question still remains to all of us today, to think on how best we can make good with this nation’s economic models especially that we are in an election year and we need to think beyond politics of favourite but politics of aspirations to make the nation great once more. WHY PF GENERAL CONFERENCE SHOULD VOTE FOR PRESIDENT LUNGU

Dear Editor, WE welcome the decision by the Patriotic Front;s supreme policy and decision making body, the central committee's resolution to unanimously endorse the candidature of President Edgar Lungu as its party President and consequently the Presidential candidate in the upcoming general elections. Here, we will explain why the PF delegates at the general conference should vote for President Lungu as the party's leader and validate his candidature in his second term bid. We are of the view that the decision to back President Lungu is evident-based and responsive to the popular demands of both the PF elected leaders in various structures, the PF loyalists and the nation at large. Other stakeholders that have made relentless persuasion to his second term bid includes the traditional leaders who have endorsed him, the church, the non governmental organisations among others. President Lungu deserves continuity as PF and and Republican President because he has performed exceptionally and exemplary well in his service to the party and the nation at large. It is public knowledge that at the time he took over as President, the party only had about 62 members of Parliament but as at now the parliamentary presence has been expanded and PF has close to 90 MPs. Additionally, the PF support base in Parliament has attracted close to about 20 additional user friendly MPs from UPND, MMD, FDD and independents. This clearly

Another political goal President Lungu has scored is the increase of the party's support base from 2011. In 2011 the PF won with less than 50 percent of the Presidential votes cast and in 2016 the party's Presidential vote increased to more than 50 percent of the votes cast in the first round. We are well vested with the fact that during his tenure as PF President, the party has

made inroads even in the areas that have been perceived to be UPND strongholds to the extent that it has grabbed their seats. The areas in question are Western and North-Western provinces which saw high profile defections. In our view, this does not just yield political benefits but justify our long held view that Mr Lungu is on course to unite the country. This did not happen in isolation but it is the various strides that he has made at the helm of the party and it has been made attractive. We also recall the storm the party went through after the death of the founding father President Michael Chilufya Sata and it experienced mass exodus some high profile and key figures of the party. Others opted to wage an internal rebellion against President Lungu. With time, President Lungu started on the healing process and the once departed colleagues have come back and the once PF rebels have come back home and made peace with party and the President. With these key highlights of President Lungu's style of leadership, we see no any basis upon which the party delegates at the convention should not vote for President Lungu. While it is within the democratic rights of those wishing to challenge President Lungu at the conference, we are on the view that it will be betrayal of the collective will of the Zambian people not to ratify ECL's candidacy. Let them see the money ‘growing’; your emphasis at this stage should be growth, i.e. today, they will see a coin or two and tomorrow or the next time, they will see three or four. • Be the example; remember that kids are very observant at this stage; they watch and do exactly what you do. Refrain from having unhealthy discussions about money, such as arguing about some spend in their presence. If they notice you spending money on any little thing you see or admire in shops, they will do the same when they grow older. • Show your children that things that we buy cost money. Don’t just say that a loaf of bread costs K10.00. Let them have/feel that experience. Allow them to take out a K10.00 from the jar where they keep the money they have earned somehow and go with them to a shop to buy a loaf of bread. Allow them to pay for it at the counter. Teaching Grades 1 to 7 • At this stage in their lives, your kids should be able to weigh decisions and understand their impact or possible outcomes. This is another way of saying to them, “if we pay for your movie ticket using this money, then we wont have money won’t buy that pair of shoes that you want”. Be strict with this. • Don’t just give your kids money for nothing or breathing; show them that money is earned. Give them commissions and NOT allowances! Pay them based on chores that they perform at home or for exceeding your and their own expectations regarding work assigned to them. • Avoid being sweet-talked into buying them anything they ask for; kids are experts at convincing parents. This breeds impulse buying. You need to nip this behaviour pattern in the bud. Even when they have earned money they wish to spend on something, encourage them to give it a few more days of thought before they buy anything above a certain amount just so that they are sure they need and not just want the item. • Teach your kids about the importance of giving. Make your kids understand that there are people who are not as privileged as they are in our communities. Take them to charity homes if you can so that they see the world from the ‘other side’. Encourage them to be thinking about such people and spending some of their

Contentment starts in the heart; ensure that your kids understand this. • At this stage, you need to take money management to a new level for your kids. Open simple accounts for them if not done yet. It will help them to prepare for managing accounts with bigger sums of money when they start work. • Encourage your teens to look for jobs as they wait for their school results prior to going to college/university so that they begin to save for their school fees. They will feel proud that they contributed to paying for their fees. • Teach them to stay away from any forms of loans. Encourage them to find part-time jobs as they go on breaks from school or to apply for scholarships. At this stage, begin to prepare them for real-life lessons. Teach them about the dangers of credit cards/debt. • When your kids reach the age of 18, get them to seriously practice how to budget no matter how little the money they come across is. Whilst under your roof, they should learn the importance of planning how to spend money. • Introduce your kids to the power of compound interest. It is a magical thing. Do this early enough in their lives. They will get the hang of it, and it will help them to prepare for their future. • Help them to figure out how to make money. Challenge them to start thinking of various business ideas they can engage in later in life based on their strengths and passion. Don’t stress too much about the financial mistakes you have made in the past; you can’t change that; just be sure to use lessons that you have learnt to save your kids from making the same mistakes. Be creative and lively in the way that you affect this. Start teaching them early enough in their lives, create a solid money management muscle memory for them. Three Ndola kids injured By SANFROSSA MANYINDA THREE children and an adult were injured in a road traffic accident along Chilubi Road in Ndola’s Kabushi township on Saturday. The accident occurred at around 16:00 hours, involving a Nissan registration Number ACV 7657 which was driven by 42-year-old Davies Chundu of Lubuto Ngwee in Ndola. Copperbelt Commissioner of Police, Elias Chushi, the children who were hit are aged four, six and 10 years and were rushed to Arthur Davison Children Hospital where they were admitted. He identified the other victim as Nissi Bwalya, 21, of house number 1814 Kabushi who sustained bruises on the back, mouth, and also suffered internal body injuries and is admitted to Ndola Teaching Hospital. Mr Chushi said however that the driver of the vehicle escaped unhurt. He said the accident happened when the driver lost control due to excessive speeding and rammed into the four pedestrians who were standing off the road.

exercise one cannot afford to miss. Registered voters must bear in mind that the exercise is a crucial one," he said. Mr Jumbe added that voting gave an opportunity to every Zambian to choose leaders of their choice. Northern Tourism Circuit ripe for growth – Mwata Kazembe SENIOR Chief Mwata Kazembe of the Lunda people in Luapula Province has called for optimum actualisation of the potential in the Northern part of Zambia to spur economic development. The Mwata said the abundance of natural resources, coupled with rich cultural and historical heritage in the Northern circuit, could help push the region and the country at large to greater heights. “We have everything it takes to propel this region and the country at large to greater heights through the development of tourist sites and our historical heritage,” Mwata Kazembe said. He challenged the leadership in Luapula, Northern and Muchinga provinces to work together towards the development of the Northern tourism circuit. Mwata Kazembe said this when Northern Province Permanent Secretary Royd Chakaba paid a courtesy call on him at his palace in Mwansabombwe yesterday. He called for effective and timely implementation of Government programmes aimed at enhancing socio-economic development. “It should not only be good plans but also effective implementation of the develop-

ment projects so we actualize the potential we have in the Northern Circuit,” he said And Mr. Chakaba said the Northern Province administration would continue to rely on the wise counsel of traditional leaders in managing its development affairs. PND president Hakainde Hichilema's propensity to use and destroy other opposition parties is a clear indication that he can use state machinery to trample on citizens if Zambians gave him chance to rule, National Democratic Congress (NDC) national youth chairman Charles Kabwita has said. Mr Kabwita said the UPND leader was using Mr Joseph Akafumba to destroy the NDC after realising that the Chishimba Kambwili-led party was becoming a force to reckon with. He said in an interview in Kitwe that the NDC was disappointed that a leader of an opposition party could plot to destroy a fellow opposition organisation just for fear that it could become more popular. 'HH is so desperate that he first of all started destroying NAREP. I think Mr Charles Nyirenda can attest to this. After that, he then used Akafumba to try and destroy NDC. It will not work.

“And if HH can have these evil plans against fellow opposition parties when he is in opposition, I shudder to think what he would do to opposition parties in the country once he's given State power," Mr Kabwita wondered. He said love for power and money has destroyed a lot of men of God but advised the pastors to learn from the calamities that have befallen those who have in the past ignored the warning from God. Bishop Kaela said it was unfortunate that a number of pastors in the country have abandoned their flock for political power, a situation he said has angered God. “As a council, we saddened that a lot of pastors have abandoned the pulpit and now concentrating on contesting in the coming general election at the expense of preaching the gospel to the lost,” he said. Bishop Kaela said while there is nothing wrong with the men of God to aspire for any elective office, the clergy should remember that they are vessel of the gospel before anything. He appealed to opposition political party leaders in the country to respect the office of the President and remember that leadership was given by god. VERY noticeable feature of agricultural organisation in this country has been the growth of large-scale production, with particular emphasis in the agricultural industry. As of now there has not been any noticeable decline in the number of small-scale farming activities and this has been supported by the government’s early delivery of farming inputs to the rural farmers. Agricultural industries (through diverse agricultural activities) have seen large agricultural farms increase the size of their units. This process has been spurred on

ENERGY DIPLOMACY AND TANKER DRIVERS’ PROTESTS

…Constitute a task force to establish underlying challenge

I

N the recent past, the industry has been greeted with threats of protests from tanker drivers over a number of concerns which include difficulties being experienced when they travel to Mozambique and Tanzania to collect fuel. Another issue they have been citing is actualiSation of the 50 percent transportation quota for the local transporters. What began as threats later on culminated into actual protests. I will share my thoughts over this matter over the next articles. This matter is delicate and not as simple as it seems. There are several underlying dynamics which require to be unpacked, analysed and thoroughly understood to arrive at a lasting solution. To begin with, as an energy diplomat, I do not subscribe to industrial unrest and issuing of threats regardless of the extent of grievances. I always believe that solutions have to be found and that lasting industry solutions have to be supported by all leading stakeholders. DELAYS

If it is true that Zambian transporters are deliberately being delayed to load

fuel, there is need to understand why that is happening. As a natural reaction, OMCs would not want to get caught up in transporter fights in international territories.

If oil marketing companies are not giving the required transportation quota to local transporters, there is need to thoroughly engage and establish underlying reasons they are not doing so. If this is not tackled, no matter how local transporters try to force matters, it will be a difficult journey which will breed more mistrust and feelings of taking one another hostage to produce certain outcomes. If not well handled, this situation can lead to a zero

valid reasons, if the unrest harm public trust, the situation can work against them because ultimately Government may be forced to consider different short and long term options to protect public interest which may include but not limited to using Tazama Pipeline to transport refined fuel until a solution is found. In addition, the timing of the protests may also get misunderstood even though they have valid grievances. As an industrialist, I long to see local industries flourishing. To this end, I am not dismissing the cry of the local transporters. My guidance is that in energy diplomacy, we resist the temptations to use threats and blackmail especially when one or two key stakeholders are at a weak point. In the absence of energy diplomacy, we can breed a ransom taking space if not careful. To this end, I humbly appeal that as a measure to a long lasting solution, a task force be constituted to investigate underlying difficulties being faced by our local transporters and why our OMCs appear to be facing difficulties implementing the transportation quota and make recommendations. This is not a matter which can easily be combed out of hair and implemented as

According to a lawyer who allegedly arranged the deal, the Namibian president instructed his associates to embezzle millions from a state-run fishing enterprise in order to bribe electors. Geingob has strenuously denied any implication in what many consider to be the country’s biggest corruption scandal since its independence. Kampala Archbishop Lwanga found dead in his room KAMPALA - The Archbishop of the Archdiocese of Kampala, Dr Cyprian Kizito Lwanga, has died, the Catholic Church has said. He was reportedly found dead in his house on Saturday morning. His death was announced by Fr Pius Male Ssentumbwe in a statement released on Saturday afternoon. Dr Lwanga was last seen in public on Friday as he led a mass at Rubaga Catholic Church, where he led the homily of Good Friday celebrations. In December last year, the Archbishop was in the spotlight for calling for the postponement of January 2021 elections. Addressing journalists in Kampala, Dr Lwanga, who appeared with some members of the Uganda Joint Christian Council which he chaired, suggested that the presidential elections be postponed for three years to contain the spread of the coronavirus. Geingob – elected as President of Namibia in 2014 and reelected in 2019 – allegedly asked James Hatuikulipi, then chairperson of the state-owned fishing company Fishcor, to set up an elaborate corporate structure to siphon public funds generated from the country’s lucrative fishing resources. According to bank records analysed by OCCRP, front companies set up by SWAPO proxies transferred $4.5m through this scheme between July 2017 and November 2018. A SWAPO-affiliated lawyer was told he would receive payments the size of “telephone numbers” as a fee. The allegations bring the stench of the so-called Fishrot scandal, originally exposed by Al Jazeera’s Investigative Unit in partnership with WikiLeaks and the Icelandic public broadcaster RUV, to Geingob’s doorstep. The country’s charismatic leader has strenuously denied

any implication in what many consider to be the country’s biggest corruption scandal since its independence in 1990. In undercover footage filmed by Al Jazeera’s Investigative Unit in 2019, figures close to Namibia’s president, including his personal lawyer Sisa Namandje and the country’s former Fisheries Minister Bernhard Esau, were recorded discussing the laundering of political contributions to the ruling SWAPO party. He said he was sceptical about government’s target to vaccinate 41 million people, announced by President Cyril Ramaphosa. The public healthcare system had been “poisoned” by rampant corruption, he added. “We know that political leadership has been woefully lacking in the worst areas affected: shame on those who have left hospitals and clinics short of people, equipment and protection. “I have read that on the current strategy it would take 18 years to vaccinate our entire present population! SA repatriating citizens following Moz attacks JOHANNESBURG - South Africans seeking to leave Mozambique after insurgent attacks in the northern region of the country will be aided by the government after the violence claimed the life of one of its citizens. The nation’s defence force will assist with repatriating nationals that wish to return to South Africa, it said in a statement on Saturday. The body of one person killed in the attacks and his surviving family members were returned to South Africa in March, it said. The “government can confirm that, with the exception of one person who died tragically in violence, more than 50 South Africans who were reported missing through the South African High Commission in Maputo have been accounted for,” it said. An Islamic-State-linked group has claimed the violence that erupted in Mozambique over a week ago that prompted thousands to flee Palma in the northern province of Cabo Delgado. More than 110, 000 people live in the Palma district, including 43, 600 who had fled there from other areas,
