ELIGIBILITY: SANGWA PETITIONS CONCOURT ...in another mukula scam By GRACE CHAILE LESOETSA

LAWYER John Sangwa has petitioned the Constitutional Court to compel the Electoral Commission of Zambia (ECZ) to amend the affidavit for Presidential candidate/Running mate by including a paragraph which says “I have not twice held office as President.”

Vol. 7.

Kasama MP warns UPND chief Mr. Sampa

Mr Sangwa stated that the said paragraph will comply with Article 106 (3) of the Constitution. Article 106 (3) states: A person who has twice held office as President is not eligible for election as President. However, Article 106 (6) (3) (a and b) explains that to have served a full term as President, at least three years

Mr. Mucheleka

should remain before the date of the next general election and that if less than three years still remains at the date on which the President assumed office, he will not be deemed to have served a term. Effectively the constitution envisages a situation where a President may serve for 13 years. (To page 2)

DIALYSIS CRISIS: MINISTER ACTS By FLAVOR KANUNGO

OLLOWING a high mortality rate among renal patients, Health minister, Jonas Chanda has given a stern directive to have consumables and equipment for dialysis available as soon as possible. There has been an increase in the deaths of renal patients at Lusaka’s University Teaching Hospital (UTH) due to insufficient machines at the renal dialysis unit.

UTH renal unit sister in charge, Mutinta Mainga, said there were only 24 machines against 124 patient plus referrals from across the country. This came to light when Health Minister, Jonas Chanda, toured the renal dialysis unit yesterday. Ms Mainga said that the dialysis sessions had also been reduced from four hours to three hours to accommodate more patients. Dr Chanda directed the UTH renal dialysis unit to finalise the framework contracts that involve renal

consumables and equipment within one week. He also directed that a comprehensive plan on the recruitment of patients on National Health Insurance Authority be submitted within 24 hours. During the tour, Dr Chanda learnt that patients on dialysis had been subjected to buying their own drugs for over three months. UTH Director - Clinical Care Services, Dr Alex Makupe said there was need to train more specialists for renal patients if referrals were to be reduced.

PF drops Mazabuka candidate By SIMON MUNTEMBA & OLIVER SAMBOKO

BARELY 24 hours after announcing the adoption of Kissy Moonga as Patriotic Front candidate for Mazabuka Central, the PF has dropped him for embarrassing the party. PG Secretary General Davis Mwila revealed yesterday that contrary to Mr Moonga’s assertions that he was surprised to be adopted, the man had

actually applied for consideration. “Kizzy Moonga applied to be considered for adoption as a candidate aspiring for the Mazabuka parliamentary seat on PF ticket, but because of the embarrassment he has caused us, we have dropped him,” Mr Mwila said. Mr Mwila said the party decided to replace him with Southern Province minister Edify Hamukale.

ELIGIBILITY: SANGWA PETITIONS CONCOURT From Page 1 The clauses state that the Vice-President or the President-elect shall serve for the unexpired term of office and be deemed, for the purposes of clause (3): (a) to have served a full term as President if, at the date on which the President assumed office, at least three years remain before the date of the next general election. (b) not to have served a term of office as President if, at the date on which the President assumed office, less than three years remain before the date of the next general election. Mr Sangwa wants to compel the Constitutional Court to reconsider Article 106 (3) and ignore the other clauses on which basis the court earlier found President Edgar Lungu eligible to stand. He has cited ECZ as the respondent in the petition. According to a petition filed yesterday, Mr Sangwa stated that after the amendment of the Constitution on January 5, 2016, ECZ did prescribe a number of documents for use during the election which included the affidavit of

Presidential candidate/ Running mate. He said that on April 30, this year he attended ECZ’s Manger of Elections and the purpose of the meeting was to confirm whether there has been any amendment to the said affidavit for purpose of the nomination of the Presidential candidates for the August 12, 2021 elections. “The petitioner was informed that the substance of the said affidavit has not changed. Paragraphs 1-8 of the prescribed affidavit satisfy the provisions of Article 100(1) of the Constitution, while paragraph 9 of the affidavit fulfils Article 100 (2) of the Constitution,” the petition reads. “In addition to Article 100 of the Constitution, Article 106 (3) of the Constitution provides another instance where one may be disqualified from nomination as Presidential candidate,” he stated. Mr Sangwa argued that the current version of the Affidavit for Presidential Candidate/Running mate does not mandate Presidential candidates to address what is provided in Article 106 (3) of the Constitution.

He said Mr Moonga went to plead with the PF members of the central committee not to drop him but they turned him down. “He applied to us and we have a letter, because of that embarrassment we have decided to replace him. He came pleading where we were holding the meeting and we say, no. We are not desperate for candidates, in fact we had five candidates that applied

in Mazabuka and we have decided to go with Edify Hamukale,” he said. The double-tongued candidate aspiring for the Mazabuka parliamentary seat was also threatened with desertion by supporters should he take up the Patriotic Front adoption. Mr Moonga was on Monday named as the PF candidate for Mazabuka Central, much to the shock of his supporters in the district.

Announcing the list of Muchinga Province adopted candidates to contest as Members of Parliament yesterday, PF Secreatry General Davis Mwila said out of the 10 constituencies in the region, only four MPs were retained. Mr Mwila said Ms Chalikosa who is Mpika constituency MP was replaced by PF Muchinga Province chairperson Francis Kapyanga, Ms Marjorie Nakaponda replaced Mr Sichone for Isoka constituency, while Ms Maureen Mabonga has replaced Mr Malama for Mfuwe Constituency. He said among the four that have been readopted include, Shiwanga’adu MP, Stephen Kampyongo who is Home Affairs Minister, Chinsali MP Kalalwe Mukosa, Chama South MP Mung’andu Davison and Mafinga MP Jacob Siwale. PF media director Sunday Chanda was adopted for Kanchibiya constituency replacing Dr Martin Malama, Luka Simumba for Nakonde and Yotam Mta-

yachalo for Chama South constituency. Mr Mwila also announced that the party had made changes and settled for Brian Kajoba for Solwezi Central, Victor Kayekesi for Ikelengi constituencies, while Richard Kavwanda was adopted to contest the council chairperson in Ikelengi. Meanwhile, Mr Mwila announced that the party central committee has anonymously resolved to re-admit Mr Chishimba Kambwili and Mr Mwenya Musenge to the PF following their applications for re-admission.

GWEMBE OIL EXPLORATIONS DELAY IRKS CHIEFS By OLIVER SAMBOKO

TRADITIONAL leaders in the Gwembe Valley are disappointed with lack of seriousness by the Ministry of Mines over oil and gas exploration in the Chisanga Area. Speaking on behalf of other chiefs in the area, Chief Sinazongwe said they are disappointed with what he described as lack of seriousness on the part of government to explore the oil in the area. Recently Gwembe District Council chairperson, Paul Chilala also complained that

despite the local authority and the traditional leadership in the area giving ZCCM-IH green light to go ahead with the exploration of oil and gas, nothing has been done so far. According to a sample collected by the Daily Nation last year, and submitted to the Copperbelt University for analysis, it was found to contain 4.0955 percent oil which experts described as a very good yield. The Gwembe oil was discovered by a group of boys herding cattle near the mountains who alerted the traditional leadership in the area on the oily substance in

the Jongolo mountains and river bed. And Chief Sinazongwe said the people are tired of waiting for a report from the government on the discovery and therefore called for the speeding up of the process so that the country can start benefitting from the natural resources. "The relevant Government ministry through ZCCM-IH is not doing enough to investigate the discovery of oil in the region leaving us wondering why it is like this because we are aware that in other regions, the explorations commenced a long time ago," he

Docs cry for ‘proper’ risk allowance

…fighting Covid-19 demanding By SANFROSSA MANYINDA

THE Resident Doctors Association of Zambia (RDAZ) says health care workers across the country are disturbed due to lack of motivation from Government in the fight against the Covid-19 pandemic. The organisation has called on Government to motivate healthcare workers especially with a proper offer of a risk allowance as well as compensation. RDAZ outgoing president,

Isaac Sakala, said the need for Government to quickly move in and help the doctors could not be over emphasised because they had already done enough at the stage. Dr Sakala said in an interview in Kitwe yesterday that "Government has not honoured the request that doctors made with regards to cushioning their burden while fighting Covid-19. "In the proposals, we had requested that Government provides compensation to the doctors because if doc-

tors died today while fighting Covid-19, their families would not be compensated with anything and this alone is a demotivation to the doctors." Dr Sakala said the two percent risk allowance that Government offered to the healthcare workers was too small for the risks they put themselves into. "Health care workers risk their lives and spend weeks at isolation facilities and it will only be fair that they get what they deserve. We need to have the risk allowance which will

said. Chief Sinazongwe wondered why it has taken Government so much time to deploy experts to the area even after making assurance that the issue was going to be given priority considering that the country was pending huge amounts on importation of crude oil from the Middle East. He said it's better for ZCCM-IH to indicate so if they are failing to carry out the complicated exploration works so that Government can engage foreign exploration companies to do the work than delaying the process.

be more than two percent," he added. Dr Sakala observed that the majority of doctors were young who had not served for more than 15 years, the reason he said would create a challenge if they had died due to the virus without having any compensation agreement. He said doctors had been working in isolation facilities and isolated from their families for months without any logistical support. He said this was disturbing especially that the Ministry of Labour and Social Security mentioned that no employer would isolate the employees without agreeing on how they would be assisted with logistics.

PROTECT SCRIBES! ZAMBIA on Monday joined the rest of the global community in commemorating the World Press Freedom Day, with many voices emphasising the imperative need to ensure that only credible and verifiable information is disseminated to the public. This important day is a reminder to governments about the need to respect media freedom while on the flip side, it reminds media practitioners to verily reflect on professional ethics and on the need for them to practice ethical journalism to the core. This year, the commemoration is of paramount importance because Zambia goes to the polls in about three months and media practitioners will be faced with a daunting task of balancing coverage of opposition parties and the ruling Patriotic Front (PF). This day also reminds not only journalists but also other stakeholders on professionals who have either been incapacitated or killed in the line of duty. Even before delving into the nitty-gritty of the World Press Freedom Day, it will be important to trace the origins of this occasion. Evidently, the World Press Freedom Day has its origins in a United Nations Scientific and Cultural Organisation (UNESCO) conference held in Windhoek, Namibia in 1991. Journalists and interest groups recall that the event ended on May 3 of that year with the adoption of the landmark Windhoek Declaration for the development of a free, independent and pluralistic media. Thus, Monday marked 30 years, but the occasion is very much relevant even as the media landscape has tremendously changed with the advancement of technology, which has birthed citizen journalism. Yes, journalists and many other players will recall that the Windhoek Declaration, stemming from a seminar held in 1991 in the Namibian capital, inspired regional declarations to promote a free, independent, and pluralistic media. Fast forward 30 years on, the media in different parts of the world is faced with different challenges and it is in this breadth that the global media community needs to stand together and speak against injustices and also pick a leaf from countries where media freedom is flourishing. The global theme ‘Information as a Public Good’ resonates well with progressive minds that are advocating for dissemination of credible, verifiable and factual information. At the same time, journalists and other players must be allowed to disseminate information of public interest without unnecessary encumbrances from authorities and other elements. Therefore, media professionals must eliminate fake stories while at the same time fighting for sufficient space to reach their target audiences. Laws that are a hindrance are very counterproductive to the growth of the media industry and democracy in any country. Intimidation and violence against journalists by political cadres not only in Zambia but elsewhere is a cancer that must be rooted out henceforth. Media houses must remunerate their journalists well and ensure that they have all the tools at their disposal to disseminate information. Many a time, journalism standards tend to fall because practitioners are poorly paid and remain at the whim of those wielding power and wealth. It is also important to bear in mind that the emergence of digital media has brought both advantages and disadvantages. As a result of the emergence of digital media, citizen journalism is thriving. It also known as collaborative media, participatory journalism or street journalism as any person can disseminate information from a gadget. This has birthed fake news, which has been difficult to deal with. It is, therefore, incumbent upon media practitioners to stand up and do that which is right so that those in political power do not take advantage of unprofessional conduct to muzzle the media.

PURSUING JUSTICE AND EQUITY WITH INTERGRITY

By CHARLES MUSONDA INCARCERATED accused persons, who are awaiting their fate in the subordinate courts, yesterday fumed at public prosecutors’ strike which has entered the second day and prolonged the inmates’ stay in custody. The public prosecutors who were transferred from the Zambia Police Service to the National Prosecutions Authority (NPA) in 2016 have gone on a countrywide indefinite strike seeking answers regarding who should pay them their benefits for the period they served under the police before they were taken to NPA. They decided to down tools on Monday morning after learning that their former colleague late Nsama Nsama

INMATES FUME

Chipyoka’s family was only paid K13, 000 by the NPA as his benefits from 2016 to December 23, 2020 when he was gunned down in a fracas between the police and UPND cadres. The NPA has told the administrator of the late Mr. Nsama’s estate to claim benefits for the rest of the years he served from the police service, which has denied responsibility on grounds that public prosecutors were no longer under the police since 2016 and that the NPA is now responsible for everything to do with their welfare. Majority of the public

prosecutors now under NPA were transferred from the police after some of them had already served for more than 20 years in the service. Yesterday some inmates were brought to the Lusaka Magistrates’ Court complex for judgments in their respective criminal cases, hoping to have their fate known but only to be told that no prosecutor was available to call their cases. They complained that they have been in custody since 2018 and were driven from as far as Chongwe district hoping to reunite with their families after the judgments but the strike dealt them a big blow. The accused persons

appealed to President Lungu to intervene in the prosecutors’ strike because it has added more misery to their prolonged incarceration over cases that should have ended some time ago. They said the strike has now worsened their plight because of congestion and poor diet in prisons among other challenges. When contacted, Justice Minister Given Lubinda said he had not yet received a briefing from the Director of Public Prosecutions on the prosecutors’ strike as he was in a Patriotic Front Central Committee meeting since yesterday morning.

Bishops call for national prayers for missing Hatembos

By OLIVER SAMBOKO

THE Bishops Council of Zambia (BCZ) has called for national prayers for God's intervention in the continued disappearance of the Hatembo siblings Pheluna and Milton who have been missing for over two months. Police have already arrested and charged four senior members of the UPND for allegedly abducting the Hatembo siblings who are witnesses in a disputed land matter in which UPND president Hakainde Hichilema allegedly fraudulently acquired farm number 1924 in Kalomo. Bishop Kaela said the church was concerned with the continued missing of

the two especially that they are not only vulnerable but also breadwinners for their families. He said the church should not remain silent over this matter as the world was very instructive on need for the church to protect the oppressed in society. Bishop Kaela said time has now come for all Zambians regardless of the political or religious affiliation, to stand up and demand that the abductors set the Hatembos free so that they can reunite with their families. He said the abduction of the Hatembos should not be treated as a small issue because it involves the lives of two elderly individuals who the family look up to.

Mines dismiss Cooking oil prices go up ‘favourable’ report By BUUMBA CHIMBULU

By BUUMBA CHIMBULU MINERS have objected to a study by the Centre for Trade Policy and Development (CTPD) suggesting that the Covid-19 impact on mining was minimal owing to the taxes which the country benefitted from the sector. A study by a think-tank has suggested that Covid-19 had a minimal impact on the mining sector between January and June 2020, evidenced by higher collection of some taxes. But Zambia Chamber of Mines (ZCM) has ruled out the report questioning its methodology. CTPD Senior Researcher Extractives, Webby Banda, in launching the study, explained that mineral royalty collection increased by 25 percent last year between January and June. Mr Banda attributed the improvement in revenue collection for the period to change in the efficacy of tax administration, fiscal relief packages given to mining firms and implementation of cost-saving initiative in major mines. Reacting to the study, ZCM Researcher Policy Manager, Yewa Kumwenda, questioned the methodology of the report. Mr Kumwenda argued that the mining industry had adversely been affected by the impact of Covid-19, citing that industry players had difficulties exporting the commodity since the outbreak of the pandemic.

PRICES of cooking oil have gone up due to the weakening of the exchange rate over time which has affected local manufactures, says Crushers and Edible Oils Refiners Association (CEDORA) Director, Aubrey Chibumba. Currently, a 2.5 litres of cooking oil is selling at over K100 while five litres is selling at over K200. Dr Chibumba explained that CEDORA members who were manufactures of cooking oil had no control over the increased prices as they were driven by the exchange rate which had weakened over time. “Of late, there had been a lot of interest in the debate about the high prices of cooking oil. Since cooking oil in Zambia is mainly produced by CEDORA members, we have tried to explain why the prices have increased. “However, despite the association proving that cooking oil is more expensive in countries

like South Africa when compared to Zambia, some individuals have refused to accept this fact but instead want to import packed refined cooking oil on the basis that our locally produced cooking oil is expensive,” he said in a statement. Dr Chibumba said suggestions to import cooking oil from countries such as South Africa would not lower the prices of the commodity because of transportation and payment of taxes incurred through the process. “The only reasons why cooking oil prices have increased is because of the exchange rate that has weakened over time and this is something that the Bank of Zambia is responsible for and the general increase in commodity prices all over the world, again something that is out of our control,” he said. Meanwhile, Dr Chibumba indicated the need to ensure that small-scale farmers had access to the best prices for their soya beans.

ZRA, clearing agents agree on new tax system …suspensions lifted

By BUUMBA CHIMBULU

CLEARING companies and the Zambia Revenue Authority (ZRA) have resolved to implement the new tax online system which had sparked protests among some agents. In an unexpected move, ZRA and the executive committee of all clearing associations from Nakonde have resolved to proceed with the implementation of the Customs Clearing Agents Management Module (CAMM) in a phased approach. ZRA has also resolved to lift all suspensions slapped on clearing companies that participated in the disruption of border operations at Nakonde border post. However, agents with outstanding transactions remain suspended until they account for the transactions. Following the agreement to go ahead and implement the CAMM, ZRA has extended the pilot phase of the module to end of December this year. The issues were resolved during a meeting chaired by the ZRA Commissioner General, Kingsley Chanda, together with Commissioner Customs Services, Sydney Chibbabbuka. Speaking during the meeting, Dr Chanda assured the agents that the module would not take away any business from them and that the issue of multinationals controlling a higher percentage in the sector was being dealt with by Government. "All fears and speculations will be dealt with during the extended period and that the module is being implemented in good faith and not in bad faith as portrayed by some sections of the clearing sector," Dr Chanda said. He said this represents 29.3 percent above target for January to April 2021.

Confusion characterised the welcoming of Dr Kambwili at the PF secretariat when cadres clashed and a police officer was injured in the process while a police motor vehicle was smashed. The fight started when Innocent Kalimanshi, a self-proclaimed PF national

One in two people globally lost income due to the pandemic - Gallup NAIROBI - One in two people worldwide saw their earnings drop due to the coronavirus, with people in low-income countries particularly hard hit by job losses or cuts to their working hours, research showed on Monday. US-based polling company Gallup, which surveyed 300, 000 people across 117 countries, found that half of those with jobs earned less because of Covid-19 pandemic disruptions. This translated to 1.6 billion adults globally, it said. "Worldwide, these percentages ranged from a high of 76 per cent in Thailand to a low of 10 per cent in Switzerland," said researchers in a statement. In Bolivia, Myanmar, Kenya, Uganda, Indonesia, Honduras and Ecuador, more than 70 percent people polled said they took home less than before global health crisis. In the United States, this figure dropped to 34 per cent. The Covid-19 crisis has hit workers across the world, particularly women, who are over-represented in low-paid precarious sectors such as retail, tourism and food services. A study by the international charity Oxfam on Thursday said the pandemic had cost women around the world $800 billion in lost income.

The Gallup poll found that more than half of those surveyed said they temporarily stopped working at their job or business - translating to about 1.7 billion adults globally. In 57 countries including India, Zimbabwe, the Philippines, Kenya, Bangladesh, El Salvador, more than 65 percent of respondents said they stopped working for a time. Countries where people were least likely to say they stopped working were predominantly developed, high-income countries. Fewer than one in 10 of those who had jobs in Austria, Switzerland and Germany said they had stopped working temporarily. In the U.S., the figure was 39 per cent, research showed. The poll also showed that one in three people surveyed lost their job or business due to the pandemic - translating into just over one billion people globally. These figures also varied across nations with lower income countries such as the Philippines, Kenya and Zimbabwe showing more than 60 per cent of respondents lost their jobs or businesses, compared to three percent in Switzerland and 13 percent in the United States. – REUTERS.

China’s anti-food waste law vital to ensure food security

BEIJING – Chinese lawmakers have voted to adopt an anti-food waste law. The law, designed to help establish a long-term mechanism to prevent food waste, is vital to ensure national food security. Approximately 18 billion kg of food is wasted every year in China’s urban catering industry, and over 35 billion kg of grain loss is estimated at pre-consumption stages including storage, transportation and processing, according to a report based on nationwide field research carried out by lawmakers. China’s annual grain output remained above 650 million tonnes for five consecutive years during the 13th FiveYear Plan (2016-2020) period. Although the country is fully capable of ensuring food security for its 1.4 billion people, the legislation is crucial to curbing the appalling food waste and guaranteeing food security, an important pillar of

the national security. The law specifies the responsibilities of various parties. Restaurants, for instance, can charge a disposal fee from customers who leave excessive amounts of food waste, while they will be fined up to 10, 000 yuan (about US$1 546) if found seriously guilty of inducing or misleading behaviours that lead to diners wasting food. The law will also help promote the societal awareness of the benefits of frugality, which has always been a traditional virtue of the Chinese nation. As the country pursues high-quality development, the law also bears great significance in promoting a healthy, rational, green lifestyle and better consumption behaviour. It is also essential to the construction of a resource-conserving and environmentally-friendly society. – XINHUA.

AUCTION SYSTEM HERE TO STAY - RBZ

H

ARARE - The auction system is not going anywhere, Reserve Bank of Zimbabwe (RBZ) governor Dr John Mangudya has said, adding the platform will be sustained as the preferred mechanism of formally allocating foreign currency to the market. Speaking during the chief executive officer (CEO) roundtable virtual seminar last week, the central bank chief said even sceptics must now see that the auction system was not and has never been a fluke and is here for the long haul. Mangudya recently said that the auction system had disbursed about US$1.14 billion for key imports like raw materials, fuel, machinery and equipment since inception. He said companies must not put themselves under unnecessary pressure by over ordering and stampeding each other to get foreign currency from the auction market, as funding will always be avail-

Dr Mangudya

able. The central bank is getting health inflows of hard currency from the 40 percent mandatory export surrenders and liquidations from 20 percent of all retail sales conducted in the country using foreign currency. Further, the Government will now liquidate at least 15 percent of its total foreign currency receipts that it collects through all fees, levies and taxes that are paid for in hard currency; this as a way to sup-

port the auction system. And to clear backlogs of auction bids that were allotted but have yet to be funded due to liquidity issues, Mangudya said last week that banks will retain half the amount from the 40 percent mandatory export surrender. Mangudya said about 95 percent of imports into Zimbabwe were now being financed through the auction, limited interbank activity and foreign currency accounts (FCA) while the balance of

only five percent came from elsewhere. He said this means that the auction system was sustainable and is working. It has also emerged though that as local businesses started getting rightly priced forex from the auction, many went on an (imports) spending spree. Many companies, Mangudya said, that are obtaining foreign currency from the auction market now unnecessarily maintain excess orders and come to the auction market every week thinking the auction will one day be gone. “They are over ordering their raw materials in anticipation that this thing (might not be there tomorrow) because many people think that it (auction market) is a fluke,” Mangudya said at the seminar. He, however, assured the nation saying there was no need for any business or anyone running a business to over order because the foreign currency will continuously flow and be available. – THE HERALD, Zimbabwe.

Treasury U-turns on a tax proposal to protect furniture makers NAIROBI - The National Treasury has made a U-turn on its plan to increase taxes on imported furniture, measures aimed at growing local industries. Treasury had last year said it supported a Bill to amend the Excise Duty Act and impose a 30 per cent excise tax on imported furniture. The Bill by Kiambu MP Jude Njomo is expected to promote the local furniture industry. In its submission to Parliament last October, Treasury had argued that as long as the Chief Administrative Secretary Bill protected domestic prod- (CAS) for the National Treasury and ucts, it would support it. at a rate of 35 percent. “As Treasury, we use import duty to protect local manufacturers. Already, the imported furniture attracts a duty of 35 percent,” said Gaichuhie when he appeared before Parliament’s Committee on Finance and National Planning. He said the industry was heavily taxed, noting that imposing domestic taxes such as excise duty was “inappropriate in protecting the local industries.” Gaichuhie said the excise duty would be stifling regional trade and could see other EAC partner States fight back. He cited a recent instance where Treasury imposed excise on imported glass products but was quashed by the court. “There have been previous attempts of using excise duty

on imported goods… it has not been successful and this is also against the EAC countries protocols,” he said. Committee Chairperson Gladys Wanga questioned Treasury's change of tune on the Bill, noting that Treasury appeared to soften its stand when taxing foreigners but took no pity on Kenyans. “When the Bill came up during the pre-publication stage, Treasury made submissions and was in support of the Bill….to come back and say it does not support the Bill is a joke,” she said She said most furniture imports are from China and wondered how the excise duty on imported furniture would hamper regional trade. – THE STANDARD, Kenya.

EU unveils plans for overseas tourists to return BRUSSELS - The EU Commission has recommended easing restrictions on non-essential travel from overseas. Under the plans, anyone who has received the last dose of an EU-approved vaccine at least two weeks beforehand will be permitted to travel. "Time to revive EU tourism industry and for cross-border friendships to rekindle - safely," EU Commission President Ursula von der Leyen tweeted. The EU currently only allows non-essential travel from seven countries. But the proposals will

also contain an "emergency brake" allowing member states to limit travel quickly in response to new variants or a deteriorating health situation in non-EU countries. Kudos to President Lungu on his adoption Dear Editor,

Send an email to dailynation@ymail.com

Readers Forum: The Column You Write

I WISH to congratulate President Edgar Lungu, the elected President of the Patriotic Front and Republican President on his adoption as the flag carrier for the PF in the August 12, 2021 tripartite elections. Fellow citizens, especially our friends and family in Petauke Central constituency - the adoption of President Lungu is a plus for us because we have hope in a future and a better society with a solid, humble, God-given leadership like that of President Lungu. The confidence bestowed by the PF on President Lungu is a demonstration of the trust and

hope that the members through the party structures have in President Lungu’s leadership. The adoption also demonstrates how law abiding and democratic, the PF is, in following laid down procedures in line with statutes and principles of the party. Now that his candidature has been declared, our wait is for the best team to be adopted on Parliamentary, Mayoral and Local Government to maximise the Presidential votes. We have no doubt that after having a right candidate in President Lungu, with a best team, 2021 is ours once more. EMMANUEL JAY BANDA.

Young people at the centre of development Dear Editor,

EARLY DISTRIBUTION OF FARM INPUTS WELCOME Dear Editor,

P

RESIDENT Edgar Lungu last Wednesday assured farmers that the Patriotic Front government through the stakeholders will distribute the farms inputs such as seeds and fertiliser to all provinces before the onset of the 2021/2022 farming season. Mr Lungu made the assurance at Malashi village in Mpika during the national agriculture field day. It is a well-known fact that Zambia has placed agriculture at the centre stage of the country’s economy besides manufacturing, mining and tourism. President Lungu promised the farmers that he would engage the Food Reserve Agency (FRA) to raise the higher crop marketing price than that of last farming season despite the country being a free market economy where the price of goods is determined by the forces of demand and supply. This clearly demonstrates Government’s commitment to improving the welfare of

IT is important to note quite often that the revolutionary agenda of every nation is mostly driven by young minds. Zambia is not an exception, Dr Kenneth Kaunda the first republican president stood side by side with young people to fight for independence. Young people are the driving force to accelerate any agenda, they are energetic, innovative and have the needed biological strength

the farmers by putting more money in their pockets. President Lungu also assured the farmers that the FRA would this year pay the farmers on time immediately they sell their crops to the agency. The quick payment to the farmers will be due to the early release of adequate funds too. The country is poised to

record the bumper harvest this year owing to the good agriculture policies by the government coupled with the good rains that were experienced during the 2020/2021 farming season. The late distribution of the farm inputs in the past negatively affected the crop yield in the country. This is no longer the case.

The interaction of the President with farmers like what recently took place in Mpika should be replicated to other districts. Ultimately, this will make the farmers appreciate what the government is doing in improving the agriculture sector particularly crop farming. ELEMIYA PHIRI, Lusaka.

WHLE officiating at the commemoration of the World Press Freedoms Day on Monday, President Edgar Lungu made his rare expression of anger against Zambia Police Inspector General of Police Kakoma Kanganja, as well as the Lusaka Police Command for the inability to take appropriate action on the recorded incidences of violence. President Lungu is not satisfied that Mr Kanganja has performed to his satisfaction during his six-month probation as police chief. President Lungu’s anger relates to the videos that went round which depicted by-passers and strangers storming the PF Secretariat to attack the journalists and a named politically-inclined social media addict whose car was vandalised in the process. Ever since the incident, the police had grown cold feet and the apparent unwillingness to take action in protecting human life and property annoyed President Lungu. The President has since

to manoeuvre around. I wish to reiterate my commitment to working with young people. However, young people must desist from being used as tools for violence or tools to transmit hate speech. I implore young men and women to remain productive and contribute to this nation’s economy on a daily basis. Dependency is yet another disease we must eradicate at all costs. Together we can. KELVIN KAUNDA.

called on the police to bring the culprits to book who disguised themselves as PF cadres to break the law. Since this issue has generated a fair public attention, President Lungu has shown political will and has reaffirmed his commitment to deal with violence irrespective of the perpetrators. On the other hand, his rival, the five time losing Presidential candidate Hakainde Hichilema has shown no political will in dealing with violence that is committed within the rank and file of his political party. There are instances, when the UPND violence has been defended by the UPND and justified as self defence when there is no evidence of provocation. In an event the police have taken appropriate action, without hesitation the UPND stands on the anti-hill to complain of persecution. A few weeks ago, there was a bloodbath as the battle for adoption to stand on the UPND ticket raged. In Western Province, one of the incumbent MPs is on record of having beaten up his constituency officials and no action has been taken. We therefore commend President Lungu for being firm in his quest to guarantee a peaceful political atmosphere ahead of the August 12 elections. MARVIN CHANDA MBERI, Lusaka.

‘Crack down on corrupt elements’ By SIMON MUNTEMBA

C

ORRUPT individuals killing corruption fight should be dealt with individually without delay to ensure they do not pollute the entire agencies, the InterAfrica Governance Network (AFRINET) has said. In an interview, AFRINET executive director, Maurice Malambo said the only way to ensure that the government efforts of fighting corruption is not frustrated further is by cracking down on corrupt elements in the agencies mandated to spearhead the fight Mr Malambo’s remarks comes after President Edgar Lungu said the fight against corruption has seemingly lost the firm grip it is supposed to have because some people charged with the responsibility of fighting the vice are corrupt themselves. Speaking when ambassadors from the European Union (EU) member states accredited to Zambia paid a courtesy call on him at State House on Friday last week, President said that his government was committed to fight corruption at all levels but some players in championing the fight were a letdown. But Mr Malambo said corrupt elements in the law enforcement agencies should be identified and dealt with individually to clean up the system.

CROC-ATTACK VICTIM APPEALS FOR SPECIALIST TREATMENT By ROGERS KALERO THE family of 16-year-old Newton Mulolo who was attacked by a crocodile on Mindolo stream four months ago is looking for more than K20, 000 for the boy to undergo treatment at Sinozam Friendship Hospital (SFH) in Kitwe Mr Albertina Mwape, his mother told the Daily Nation that her son needed to un-

dergo further treatment and appealed to well-wishers for financial help. Chimwemwe constituency PF aspiring candidate, Allan Banda, had been assisting with transport money to and from the hospital for the family and the victim. Suwilanji Machalo, one of the supporters of Mr Banda who has been delegated to help the boy in various ways, said some well-wishers had taken the boy to the SFH

where they were told that they needed more than K20,000 for the treatment. Ms Machalo said the hospital had agreed that the family should first pay an initial K5,000 so that he could be admitted to the hospital to commence treatment. He said a well-wisher, Wang Xin, had so far contributed K5,000 to help the boy and was hoping that more people could come on board. "As supporters of Mr Banda,

we came in, to see how we can help the boy after those who had promised to support the boy abandoned him. After he was abandoned, his parents were facing challenges taking him to hospital for review hence we decided to help him in a small way "In our small way to help the boy, we have been looking here and there to see how well wishers can help. So with the help of some well-wishers, we took him to SFH where we

were told that we needed K20, 000 for treatment at the hospital," Ms Machalo said. Mulolo was attacked by the crocodile on Mindolo stream as he was returing from school and is now confined to a wheel chair and he is seeking support to enable him walk again and continue with school. AN ODE TO OCHIENG: Kenya’s brusque journo A nation of idlers, thieves, conmen…

WHAT YOU NEED TO KNOW:

• The layabouts, idlers, thieves, ne’erdo-wells, conmen and illiterates reflect who we are. • We have the power of vote, but commit treason by willingly electing into office known scoundrels.

N

AIROBI – “Layabouts, idlers, thieves, ne’er-dowells, conmen and illiterates.” This epic description of Kenyan leadership still holds true today as it did when penned 30 years ago by legendary journalist Philip Ochieng. Clearly, despite all the seminal changes since that dark period in Kenyan history, we have been running on the spot. Those words were written when we were still in the grip of a stifling one-party dictatorship. We have since evolved into a raucous multi-party system, but the quality and calibre of those we entrust with leadership has not improved an iota. As Ochieng, who passed away last week after a tumultuous career in journalism, would have upbraided us, plus ça change, plus c'est la même chose - the more things change, the more they remain the same. The erudite wordsmith would have been familiar with this 1849 truism coined by French writer Jean-Baptiste Alphonse Karr, and would probably have concurred that his own analysis of the Kenyan eating classes was just as immortal. Mr Ochieng’s withering September 1991 dismissal of the Sixth Parliament was written as a Page 1 Editorial in the Kenya Times, mouthpiece of the then ruling and sole political party, the Kanu of President Daniel arap Moi. Exceeding his brief earned Mr Ochieng his own dismissal as Editor-in-Chief, and yet more wanderings in an itinerant career. No one disputes that 1991 was an exciting time in Kenyan politics. The winds of change were stirring across the land, with a few brave souls daring to question and challenge the legitimacy of the stern and authoritarian leader who presided over a one-party, one-man show. Multi-party system Within a short time, Kenya had leapfrogged into a multi-party system. After another long period of trial and error the Kanu that bestrode the landscape like a colossus had been consigned to the dustbin of history. Kanu is now just a pale shadow of its former itself, struggling to catch attention alongside numerous other miniscule parties in the Tower of Babel we call

our multi-party system. It is actually a no-party state because there is not a single political outfit that has been able to distinguish itself by

From a repressive police state where anyone who challenged the system did

so at risk of death, prison or consignment to political and economic Siberia, freedom now reigns almost without bounds. We no longer have to whisper, look over our shoulders, run away from our own shadows and be afraid even to think. We can shout our seditious thoughts without fear. We can write, publish and broadcast limited only by own self-restraint; and enter free into all manner of political and social associations and ventures. True, we every day see officialdom putting curbs on freedom of speech, association and assembly, the right to publish and broadcast, to march and picket, and generally the right to make noise and call our leaders to account. In many cases, however, these breaches against constitutional rights are the work of overzealous petty bureaucrats rather than official policy. Ethnic affiliations Despite the truly revolutionary changes of the past 30 years, our leaders have refused to evolve with the times. They still display all the exemplars of Ochieng’s infamous “Layabouts, idlers, thieves, ne’er-do-wells, conmen and illiterates.” Mr Ochieng was addressing himself specifically to Members of the Sixth Parliament accustomed to playing truant, despite obscene allowances, rather than attending to what they were elected to do. That condemnation obviously extends to all suc-

cessive representatives, and across the expanded representative bodies down from the National Assembly and Senate at the National Parliament apex on to county

11

assemblies in the devolved system. Beyond the legislative arms, the censure spreads across those in the Executive wing, starting from the tinpot dictators

and village tyrants who occupy Governors’ mansions at the county level; all the way up to the very highest office in the land and the vast bureaucracy at its command. It is easy and escapist, however, for the rest of us to pass the buck upwards. A simple fact we must own up to is that the layabouts, idlers, thieves, ne’er-dowells, conmen and illiterates reflect who we are. We have the power of vote, but commit treason by willingly electing into office known scoundrels. The only qualification we demand is that they represent our ethnic affiliations or our individual greed, rather than the intellect, training, experience, policies and personal probity vital to rescuing us form the deep hole. We are the original layabouts, idlers, thieves, ne’er-do-wells, conmen and illiterates. Fare thee well Pirrip. – DAILY NATION, Kenya.

DICHOTOMY OF FREEDOM & ORDER

By AMOS CHANDA

O

N Monday, May 3, 2021, I was invited to attend the 2021 World Press Freedom Day commemoration at the Freedom Statue in Lusaka. With compelling nostalgia, I wondered down memory lane into my media advocacy days and looked back with considerable satisfaction at the evolution of media freedoms and the subsequent explosion of diversity media ownership that has emerged since 1991. This diversity itself has birthed the inviolability of freedom of speech. From the various speeches I heard, I was attracted to one line the guest of honour, President Edgar Lungu made to the effect that we are in an era where the journalist does not exist to harm the state and conversely does the state exist to harm the journalist. On this great day for journalists, I made a dialectical reflection on the very idea of freedom and order. Having worked for a considerable time on both sides: government and media industry, I have a fairly good idea about the dialectical situation of Freedom and Order. The dichotomy of freedom and order, is that more often than not, the two ideas are mistakenly seen as mutually exclusive. Governments emphasise order whilst Journalists focus on freedom. Press Freedom is not a sectional special interest lobby; it is an expression of democratic values inherent in the very possibility of life itself. Democratic principles are neither a gift nor a favour from Government but an inviolable imperative in any democratic society. The democratic space journalists desire is to deliver public good. The 2021 World Press Freedom Day theme was “Information for public good.” Government’s guarantee of this democratic space is a decent obligation a democratic society reasonably expect. But the dialectical dilemma of this situation is that both Freedom and Order are virtuous aspirations which can not been seen as mutually exclusive. What is there is a constant struggle. And yes we must all be called to a broad-based consensus that speaks to the common aspirations of the very ideals of freedom and order. So, where we see a struggle between freedom and order let’s SUPPLANT the word STRUGGLE with DIALOGUE. A genuine, lasting dialogue towards the fulfillment of both order and freedom.

President Edgar Lungu (centre) takes a group picture with recipients of the media awards at Freedom Statue during the World Press Freedom commemorations in Lusaka on Monday. Picture by SALIM HENRY/STATE HOUSE ©2021

Dialectics teach us that where two seemingly opposing aspirations emerge, the ultimate end should always invariably be the triumph of ideas over adversity. Freedom without order would lead to an implosion of society from within; conversely, order without freedom would fertilise a festering

social explosion due to the absence of necessary safety valves. Since Engels and Marx and Thomas Hobbes, the whole idea of freedom of expression has remained a constant central feature of human progression. Freedom of expression or free speech, is at the centre of

press freedom, and therefore necessary for the enjoyment of life itself. Hence these freedoms are encased in the sanctity of the universal fundamental rights and freedoms guaranteeing civil liberties and human dignity as we all know it. The operative word is “fundamental.” Something fun-

Press Freedom

damental is something so essential without which it would not be possible to enjoy life. That is the centrality of free speech towards the creation of a sustainable dialogue between order the freedom. Happy World Press Freedom Day! *The author is former Special Assistant to the President

Lungu tours South By ANDREW MUKOMA

PRESIDENT Edgar Lungi is today expected in Southern Province for a one day working visit. Mr Lungu will start his programme in Namwala to grace the Zambia National Farmers Union (ZNFU) field day.

PF

Media essential to democracy - NGO By ANDREW MUKOMA THE media is essential to democracy, and a democratic election is impossible without media, Project Support Learners Zambia (PSLZ) has observed. PSLZ Livingstone District Coordinator, Nyambe Mutete, said that a free and fair election was not only about the freedom to vote and the knowledge of how to cast a vote, but also about a participatory process where voters engage in public debate. He said the electorate and other stakeholders needed

Provincial Information and Publicity Secretary, Trymore Mwenda, said that President Lungu has placed agriculture top on the agenda of diversifying the country’s economy from mining. “As the ruling party in Southern Province, we welcome his Excellency as he tirelessly continues to deliver for the people of Zambia across many sectors such as education, health, fisheries and livestock and infrastructure. “We therefore wish to urge him to remain undaunted by his critics whose main mission is to derail his focus on which the Zambian people gave him the mandate in 2016 and will renew that mandate come 12th August, 2021 primarily because of the many developments he and his government has been able to deliver thus far,” he said. Mr Mwenda said the President’s visit to Southern Province this week comes a few days after he was in Siavonga District during which he oversaw the fish harvest for some women cooperatives. “We look forward to receiving the President in Namwala District on Wednesday for another show of the great transformation he is scoring in agriculture, which under his leadership is on the right path and will soon see Southern Province restored as the country’s food basket in the region,” he said.

adequate information about parties, policies, candidates and the election process itself in order to make informed choices. Furthermore, Mr Mutete said, the media was as a crucial watchdog to democratic elections, safeguarding the transparency of the process. In this vein, he said, his organization would support the protection of journalists in carrying out their duties adding that President Edgar Lungu’s warning on those that harass journalists was timely. “Indeed, a democratic election with no media freedom, or stifled media freedom, would be a contradiction,” he said. Mr Mutete told the Daily Nation in Livingstone to mark the commemoration of this year’s World Press Freedom Day, that, in order to fulfil their roles, the media need to maintain a high level of professionalism, accuracy and impartiality in their coverage. He said that fair coverage of this year’s electoral process is dependent on the media performance.

EMPLOY PEMBA RESIDENTS ON PROJECTS - DC By ANDREW MUKOMA

C

ONTRACTORS engaged to construct a number of projects in Pemba must consider prioritising the locals for employment Pemba District Commissioner, Reginald Mugoba, says. Mr Mugoba said that contractors should not “import”

labour from other districts but that the local people must be given jobs. He said that contractors must consider sub-contracting local companies as a way of empowering the indigenous Pemba residents. Mr Mugoba was speaking in an interview with the Daily Nation. The district is earmarked

for a facelift following Government’s decision to construct a number of infrastructure development. Among the projects earmarked for construction is the district administration offices, police station, civic centre, level one houses for the District Commissioner and Council Secretary, 20 low cost house, 10 medium cost houses and

the post office. All these projects have commenced and contractors have moved to the sites and scheduled to be completed in 12 months period. Mr Mugoba said once the infrastructure was completed, it would automatically change the image of Pemba.

INVITATION FOR TRAINING PROPOSALS FINANCING SKILL TRAINING FOR EMPLOYER BASED IN-SERVICE TRAINING Background Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The TEVET Fund in collaboration with the Skills Development Fund (SDF) which plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, the TEVET Fund is one of the mechanisms used in achieving this objective. The Skills Development Levy Act No. 46 of 2016 is the source of financing. The main objective of the levy is to provide financial resource for the TEVET sector for skills development. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access. Invitation to Employers and Training Providers The Government of the Republic of Zambia, using proceeds from the Skills development levy, has set aside funds towards the implementation of the Employer Based Training (EBT) activities through the TEVET Fund. The TEVET Fund is hereby inviting Employers in collaboration with Training Institutions registered with TEVETA, under the

Technical Education, Vocational and Entrepreneurship Training Act No. 13 of 1998 and the amendment Act No. 11 of 2005, to present proposals for support through the TEVET Fund towards skills development for EBT. This financing is available to Employers and TEVET providers whose request for financing will be considered responsive to the disbursement criteria. Focus is on provision of training that meets the current market demands. Submission of Proposals Training Providers will be required to submit five (5) copies of each of the proposals in a sealed envelope. The envelope should be clearly marked with the Name of the Applicant Institution. The closing date for submission of proposals is Friday 28th May 2021 at 15:00hrs. Proposals sent by Tele-fax or email will not be accepted. Opening of proposals will immediately follow closure of the Tender Box. Applicants are welcome to witness the Opening of the Tender Box. DETAILED TERMS OF REFERENCE HAVE BEEN EMAILED TO ALL TEVETA REGISTERED INSTITUTIONS. HOWEVER, THESE MAY ALSO BE OBTAINED FROM TEVETA OFFICES AT THE ADDRESS BELOW. Please note that the costs of preparing the proposal and of negotiating the contract, including a visit to TEVETA, are not reimbursable as a direct cost of the proposed funding. TEVETA is not bound to accept any of the proposals submitted. All proposals submitted will remain the property of TEVETA. FAZ tips football administrators By MICHAEL MIYOBA

THE Football Association of Zambia (FAZ) has urged football administrators from Lusaka, Southern, Western and Central provinces to use the knowledge gained from the FIFA administrators' course to improve the way football is managed in their respective provinces. Speaking when closing the two-day FIFA administrators' course at Tecla Hotel in Lusaka, FAZ president Andrew Kamanga reminded football administrators to use the association’s constitution as a guide to their day to day operations. Kamanga said the association was happy that football administrators have adopted provincial regulations that are aligned to the FAZ constitution. He reminded administrators to keep working hard to develop football in the country.

Mourinho named Roma boss J

Kamanga reaffirmed the association’s commitment to capacitate football administrators to ensure that the game is run smoothly. Meanwhile, Kamanga hailed FIFA administrators' course facilitator, Ashford Mamelodi for empowering the local soccer administrators with knowledge meant to take the Zambian game forward. “This programme has helped heal some of the myths and misconceptions that we as administrators may have had about our responsibilities. This course will also help us understand our roles in line with the revised FAZ constitution that was aligned to FIFA Statutes. After closing the training course in Lusaka, Kamanga said FAZ would conduct the same training course on the Copperbelt to feature all elected provincial executive committee members from the northern half of the country.

OSE Mourinho has been appointed Roma manager from the start of the 2021-22 season. The 58-year-old will replace fellow Portuguese Paulo Fonseca, who Roma announced earlier yesterday would leave at the end of the current season. Mourinho was sacked as Tottenham Hotspur boss on April 19 and had said he would "wait to be back in football" following his dismissal. He has signed a threeyear deal with Roma, who are seventh in Se-

Chambeshi seeks first win …as struggling Nkana host Nkwazi From back Page

With the defending champions lying on 17th position on the FAZ Super League table with 21 points, Chambeshi knows that a win over Nkwazi would be a perfect boost to their hope for survival. Despite Nkana being the underdogs going into today’s fixture, Nkwazi coach Keegan Phiri is expecting a tough encounter against a side that celebrated its last league win against Nkwazi at Edwin Imboela Stadium in Lusaka. Nkwazi are eighth on the Super League table with 37 points and a win over Nkana will propel them to 40 points. Meanwhile, after bouncing back from two consecutive defeats with 2-0 beating of

Lumwana Radiants, Kabwe Warriors host Power Dynamos at Godfrey Chitalu Stadium in Kabwe. The fixture presents Power Dynamos a perfect chance to recover from one defeat and four draws from five games. Power Dynamos will fight for a win knowing that earning three points will propel them to 41 points on fourth position. At Independence Stadium in Solwezi, Bilton Musonda and Chris Kaunda will renew their rivalry when Lumwana Radiants host Zanaco. Radiants will seek revenge having been humiliated to a 4-0 defeat in a league fixture played on December 20 at Sunset Stadium in Lusaka. In other league fixtures,

Napsa Stars will aim to bounce back from Sunday’s 2-1 defeat to Green Buffaloes when they host Kitwe United at Woodlands Stadium in Lusaka while, Young Green Eagles will welcome Red Arrows at Khosa Stadium in Kafue. In the first fixture of the double header at Levy Mwanawasa Stadium in Ndola, Buildcon will welcome struggling Prison Leopards before Forest Rangers play Buffaloes in the other fixure at the same venue. Tomorrow’s Super League games will see runaway league leaders Zesco United hosting Green Eagles at Levy Mwanawasa while Lusaka Dynamos will take on Indeni at Woodlands Stadium in Lusaka.

Fashion Sakala joins Gerald’s’ Rangers From Page 1 “Rangers FC are today delighted to announce that a pre–contract has been agreed with Fashion Sakala, and he will join from Belgian side KV Oostende in the summer, subject to international clearance and work permit being received,” Rangers wrote on their twitter page. And speaking after putting pen to paper, Sakala said he was excited to start this exciting journey with Rangers. “It has been one of my dreams, and I feel like this is a dream come true to join Rangers – one of the greatest clubs in the world. "Rangers have a great fan base and a great history, and I believe we will share great memories together,” Sakala

said. Steven Gerrard said Sakala fits Ranger’s profile and has the attributes to not only thrive in Scotland but on the European stage as well. “Fashion is a player who we have been aware of for some time. We are excited to see him fulfill his potential under the coaching staff at Auchenowie and we look forward to welcoming him at the beginning of pre-season,” said the former England and Liverpool legend. Meanwhile, Sakala has penned an emotional goodbye massage to KV Oostende where he spend three seasons. “When the season ends, I will have to say goodbye to the club where I have felt the happiest. It is time to open a

19

new stage in my career. After three years during which I have lived great moments, I can only thank everyone who is part of this great club: management, coaching staff and my teammates who have helped me so much. I will never forget that they were the European club that believed in me the most,” Sakala said. Sakala has been in a decent form for Oostende scoring 13 league goals this season, a tally that has seen him on the radar of a number of clubs in Europe. He becomes Gerrard's second summer arrival for the looming Premiership title defence as he will arrive at Ibrox alongside Nnamdi Ofoborh, signed from Bournemouth on a pre-contract in January.

rie A. "Thank you to the Friedkin family for choosing me to lead this great club and to be part of their vision," said Mourinho, who has also managed Inter Milan, Chelsea, Manchester United and Real Madrid outside his homeland. "After meetings with the ownership and Tiago Pinto, I immediately understood the full extent of their ambitions. It is the same ambition and drive that has always motivated me and together we want to build a winning project.

"The incredible passion of the Roma fans convinced me to accept the job and I cannot wait to start next season." Mourinho was dismissed after 17 months in charge of Spurs following a poor second half of the season in which they slipped from top of the table to outside the European places. This season Mourinho suffered 10 league defeats in a single campaign for the first time in his managerial career. – BBC.
