ARMERS in Central Province have started preparing for cotton production to be supplied to Zambia-China Mulungushi Textiles in readiness for re-opening, says provincial Permanent Secretary, Bernard Chomba. Mr Chomba said the farmers have begun registering for free inputs with management at the factory and the provincial agriculture office. Illegal Mukula trade rife, says irked trader From Page 1

He said that some unscrupulous people had been taking advantage of the Zambia-Democratic Republic of Congo (DRC) Mukula transit deal to export Zambian Mukula. "What is happening now is that papers from Congo are showing that, for example 50 truckloads will pass through Zambia, when that actual number is 40 and 10 are being loaded from Matumbo near Chinsali where they join those in transit," Mr Kaona said. He said the trucks from DRC were made to delay in Chinsali so that those loaded from within the country could join the convoy. Mr Kaona appealed to Government to lift the ban so that everyone could benefit. He said Government should give amnesty to mukula dealers to allow them sell the already cut before it goes to waste. Mr Kaona said it was unfair for a few individuals to benefit at the expense of main dealers whose capital had not been recovered due to the ban. He said there were a lot of Muku-

ECZ registers 4.3m voters

OVER four million voters in the first, second and third phase of voter registration process have been captured by the Electoral Commission of Zambia (ECZ). This is against the targeted nine million voters for the 2021 general election. ECZ Chief Electoral Officer, Patrick Nshindano, told journalists yesterday phase one of the voter registration captured 1, 106, 000 while in phase two 1, 598, 426 were registered with 1, 616, 893 captured in phase three. This brings the total registered voters to 4, 321, 319 so far. Mr Nshindano said persons in lawful custody would be registered in phase four between December 9 and 11, this year. He said the inmates would be registered under the existing polling districts around the correctional facilities. He said 3, 600 field officers have so far been engaged to enhance the operations of registration centres. Mr Nshindano said the ECZ would make extra payments to all the field officers who were working beyond the stipulated working hours. Meanwhile, Mr Nshindano explained that the ECZ has a budget deficit of K397 million for the voter registration exercise. And two people have been arrested in connection with multiple registration. Mr Nshindano has warned people against engaging in illegalities, stating that ECZ has a thorough screening process that is able to detect all perpetrators of such vices.

‘MINING SHOULD GO AHEAD IN LOWER ZAMBEZI’ By OLIVER SAMBOKO

HIEF Mphuka of Luangwa has insisted that Kangaluwi Copper Mine in the Zambezi Lower National Park should be allowed to go ahead with mining operations for the benefit of the country’s economic growth. Recently, another traditional leader in the area, Chief Mburuma, said that preparations for the full operationalisation of the open pit Kanguluwi Copper Mine would soon commence following reduction in Covid-19 cases in the country. The High Court on October 23 last year ruled that the controversial Kangaluwi Project should go ahead in the heart of the Lower Zambezi National Park. But Chief Chundu of the Tonga people of Zimbabwe has opposed any move to set up a mine,

saying mining activities would cause severe damage to the environment and disrupt the ecosystem of the Lower Zambezi National Park and Mana pools in the neighbouring country. However, Chief Mphuka of the Chikunda people maintained that the mining licence issued by the Ministry of Mines to Mwembeshi Resources Ltd, was still varied and therefore the developer should be allowed to go ahead with the project. He said there had been silence on the way forward on the mine which would have created hundreds of jobs for youths in the area and beyond and also contribute to the national economy. BOOST COVID-19 FIGHT ZAMBIANS have completely dropped the guard against Covid-19 even after a reminder of a possible second wave of the pandemic. Many institutions, apart from commercial banks and large supermarkets, have done away with the check-points which were mounted at entrances and other strategic points. Sadly, even public health institutions have relaxed the strict guidelines as nurses and other health workers are spotted trudging the corridors without masks and shaking hands among themselves as though they are not the custodians of health regulations. People throng hospitals during visiting hours in the wards, some of them without masks. Police officers, who were at one time detailed to enforce adherence on public transport vehicles, mill around busy roads with masks dangling from their chins and stick their heads into buses and other automobiles. Law enforcement officers are more concerned with checking unlicensed and overloaded public buses without any thought about unmasked passengers. Nowadays it is common for passengers on buses to travel without masks and squeezed in such a manner as to emphatically defy the social distancing rule. Bars, night clubs and other liquor outlets are operating outside stipulated times, in fact, on a daily basis. Wash-basins that characterised shops and other buildings have disappeared from corridors, except at Shoprite, Pick ‘n’ pay, Pep Store, Choppies, Hungry Lion, Game Store and other South African-run large outlets. Commercial banks are still strict with Covid-19 adherence. Last week, Health Minister Chitalu Chilufya cautioned all citizens to ensure compliance for the country to avoid a second wave of infections of the killer disease. Alas, the message fell on deaf ears! European countries and the United States are still teetering with soaring numbers of infections and deaths, yet they have advanced health facilities and modern technology; their economies are strong. In the US, there are 5, 584, 329 million active cases with 280, 210 deaths, while 8, 468, 702 have recovered. The total number of cases stand at 14, 333, 241 since the pandemic broke out. In the United Kingdom, active cases stand at 1, 613, 241 while 60, 113 have died, with the number of cases standing at 1, 674, 134. The statistics are certainly scary! Zambia, therefore, must reinvigorate the fight against the pandemic, particularly in high-density areas where residents have disregarded all the guidelines. The awareness programmes must resume in mainstream media and other platforms with a large following. The local authorities, Ministry of Health and police officers should reactivate their inspections in public places like markets, bars and night clubs. In the past, bar operators were undertaking their business “underground” but are now hosting patrons and selling beer in open bars with loud music. This is being done right under the noses of police officers and members of the multi-sectoral teams. Lest citizens forget, Covid-19 is a killer disease, which becomes difficult to control, especially in the second phase. Government has spent colossal sums of money in the surveillance, control and treatment of this disease since it broke out in March this year. Cooperating partners and other institutions, too, have spent money in assisting this country fight this pandemic. Information about this disease is in the public domain, and therefore, no one should be forced to protect their life and that of others. All citizens must be responsible and remind one another to adhere to regulations such as wearing face masks, observing social distancing and avoiding, at all costs, hand-shakes.

OVERNMENT should immediately carry out an investigation into the reported suspected corruption in the disbursement of loans to small-scale fish farmers under the Zambia Aquaculture Enterprise Development Project (ZAEDP), Zambia Republican Party (ZRP) leader Wright Musoma has demanded. Mr Musoma who has given the investigative wings a seven-day ultimatum to enquire into how the funds under the project were being handled, said those found wanting should be brought to justice. “We are warning those involved in swindling farmers

The Aquaculture Seed Fund being administered by the Citizens Economic Empowerment Commission is benefitting more than 3, 000 entrepreneurs along the fish value chain throughout the country.

A MEDICAL doctor and six residents of Kisasa Wauma Township in North-Western Province have sued Kalumbila Minerals Limited in the Lusaka High Court for allegedly being subjected to consume water contaminated with iron, lead and aluminum. Dr Oliver Mupila and six others want the Court to order Kalumbila Minerals to pay them damages for negligence, nervous and psychological shock, pain and turmoil. They want the Court to grant them an order that the mining firm puts in place a medical insurance scheme to cover for the anticipated medical conditions of the seven and other affected victims for routine medical check-up and treatment of conditions resulting from high consumption of lead, iron and aluminum. The complainants are also demanding interest on the amounts found due and payable at the commercial bank rate, an order for costs and any other relief the court may seem fit. They claim that because of the high consumption of

lead, iron and aluminum, it can lead to brain damage, high blood pressure, heart disease, kidney disease, and reduced fertility. Dr Mupila, a specialist in Geriatrics and also a resident and others stated that Kalumbila Minerals was negligent in that it failed to perform a duty of care by flushing out the boreholes before commissioning the said boreholes and allowing people to access the water before having the water from boreholes certified fit for human consumption. They stated that the Mine failed to take all reasonable steps to ensure that the water from the boreholes was fit for human consumption. The seven claim the Mine failed to have the boreholes commissioned by government officials including the Zambia Environmental Management Agency ( ZEMA) and or Water Resources Management Authority ( WARMA) and certified suitable for human consumption. Dr Mupila and others stated that during the period of the months of July to December 2017, they discovered that the water from the boreholes that were sunk by Kalumbila Minerals as part of its corporate re-

sponsibility were not fit for human consumption. They stated that in October 2017, they engaged the Mining firm at a meeting which was held at Trident Foundation office in the presence of Mr Alex Mapapayi and Micheal Kabundi where it was discussed and agreed to ascertain the problems regarding the said water in Kisasa Wauma. They stated that on November 27 2017 Kalumbila through its agents or servant namely Mr Joseph Ngwira who is an environmental manager at Kalumbila wrote to the provincial water officer where with other stakeholders namely the District Health Management Team ( DHMT) and a representative from the provincial water officers North Western , for purpose of getting samples and having the water tested for possible contamination. Dr Mupila and others stated that as a result of the mentioned water samples from the boreholes done by World Vision which were gotten and taken for testing and it was found to be perfect in contrast to samples collected from the boreholes sank by Kalumbila Minerals.

THE Drug Enforcement Commission (DEC) has arrested a Zimbabwean truck driver for trafficking cannabis and another for allegedly attempting to bribe a Commission officer. DEC Public Relations Manager Theresa Katongo said Justin Chapinduka, 25, a truck driver of Harare in Zimbabwe, had been arrested for trafficking in 78 bags of dry loose cannabis weighing 1.6 tonnes concealed in black plastics found in an improvised compartment of the truck he was driving. She said in a statement yesterday, the truck driver abandoned his truck when he was intercepted at the Zambia National Service checkpoint in Luangwa on November 29, 2020 and a man hunt was launched for his arrest.

Zambia Police “On 2nd December, 2020, the owner of the truck, Mike Mpinga, 34, a Zimbabwean businessman together with his truck driver who was on the run, were apprehended at Levy Mall in Lusaka, where the Zimbabwean businessman attempted to bribe a DEC officer with K30, 000 for the release of his truck,” she said. The case involving the owner of the truck, Ms Katongo said, had since been handed over to the Anti-Corruption Commission (ACC) for further investigations and possible prosecution while the truck driver had been charged with trafficking in 1.6 tonnes of cannabis. ma, Lukulu, Nakonde, Chama, Chongwe, Kafue, and Chibombo had no correctional facilities. “This gap created by inadequate courts, cells and correctional facilities has impacted negatively on our clients’ access to speedy justice. Further, because of this same situation, suspects and inmates are sent to other districts where relatives and friends cannot easily access them. “This puts them in a much more vulnerable situation with regards to access to basic needs,” he said. GOVERNMENT must create a specific empowerment fund for persons living with disabilities, coupled with free education, says BSLT executive director Ntalasha Chisha. He said the differently-abled persons should also have a share in the labour market for job opportunities. Mr Chisha said there was urgent need to end discriminatory barriers that had continued affecting differently-abled persons in Zambia. He said however said the international day of people living with disabilities had given the nation an opportunity to reflect on how it was implementing the rights of people living with disabilities. He said as the country commemorated the event under the theme 'Building back better: towards a disability inclusive, accessible and sustainable post Covid-19,’ it was a reminder of the existing empowerment gaps affecting differently-abled persons, who were the hardest hit during the Covid-19 crisis. HUNGRY Lion limited has denied serving a Lusaka resident food which had maggots. The company contended that when it inspected the picture of the chicken allegedly bought from its premises, it was noticed that the alleged maggots were only at a specific portion of the food and did not appear to have been imbedded in the food which makes the whole claim suspicious. This is a matter in which Ms Bertha Mwale has sued Hungry Lion Limited in the Lusaka High Court seeking compensation of K1 million for allegedly serving her chicken and chips called “the food ”which had maggots. Ms Bwale wants the court to order Hungry Lion Limited to award her general damages, damages for mental anguish, stress, in-convenience, costs and any other relief that the court may deem fit. She claims she reported the matter to the Lusaka City Council (LCC) and later the ministry of Health Food and Drugs Control Laboratory which conducted laboratory tests on the food. She stated that the results confirmed the existence of

maggots in the food, after a foreign matter identification and bacteriological analysis was duly performed. In its defence, Hungry Lion limited admits that Ms Bwale bought the chicken and chips at its outlet at Manda Hill on the material day but claim that she did not consume the food from its premises as is implied as she carried it away after being served. It stated that when Ms Bwale phoned to inform the outlet of the alleged incident, she was asked to come to the premises with a pay-forward taxi and was subsequently attended to. A

BOUT 300 British troops have arrived in the troubled West African state of Mali at a time when the epicentre of the Islamic State group (IS) appears to have moved from the Middle East to Africa. In a three-year mission named Operation Newcombe they are joining a force of around 15, 000 UN multinational troops, spearheaded by the French, in efforts to help stabilise a part of the continent known as the Sahel. Mali is one of several Sahel nations currently fighting jihadist insurgencies and the violence is getting worse. According to the Global Terrorism Index published on November 25, the “centre of gravity” for the Islamic State group IS has moved away from the Middle East to Africa and to some extent South Asia, with total deaths by IS in sub-Saharan Africa up by 67 percent over last year. “The expansion of ISIS affiliates into sub-Saharan Africa led to a surge in terrorism in many countries in the region,” reports the Global Terrorism Index. “Seven of the 10 countries with the largest increase in terrorism were in sub-Saharan Africa: Burkina Faso, Mozambique, DRC, Mali, Niger, Cameroon and Ethiopia.” The report points out that in 2019 “sub-Saharan Africa recorded the largest number of ISISrelated terrorism deaths at 982, or 41 percent of the total.” ‘Next stage in fight against terrorism’ Jihadists have long been active in Africa. In modern times the late al-Qaeda leader Osama Bin Laden made Sudan his base before moving back to Afghanistan in 1996. Nigeria’s Boko Haram movement, infamous for kidnapping hundreds of schoolgirls at Chibok in 2014, carried out major attacks after declaring a jihad in 2010. But today, as competition increase between rival jihadist groups, the threat of terrorism in the region is increasing. The US State Department’s coordinator for counter-terrorism, ambassador Nathan Sales, says both IS and al-Qaeda have shifted much of their operations away from their heartland in Syria and Iraq to their affiliates in West and East Africa, as well as Afghanistan. “Africa,” he says, “is a key front in the next stage in the fight against terrorism.” But it is not just a case of governments versus insurgents, there is also a deadly rivalry taking place between supporters of al-Qaeda and IS. This rivalry is becoming so intense that French expert on jihad Olivier Guitta from GlobalStrat Risk Consultancy even predicts: “Africa is going to be the battleground of jihad for the next 20 years and it’s going to replace the Middle East.” Al-Qaeda and IS share a common loathing for secular, Westernsupported rulers whom they call “apostates.” But they also have major differences in their approach. IS has a predilection for extreme, graphic, violence - as demonstrated by its gruesome beheading videos. While this certainly attracts sociopaths and convicted criminals to its ranks, it also tends to repel the vast majority of Muslims. Al-Qaeda and its affiliates often seek to win over the loyalty of local populations who have no confidence in their governments

or their police, exploiting regional and ethnic grievances. Which countries are most at risk?

Mali and the Sahel

Several of the world’s poorest nations border the Sahara desert. This region is known as “the Sahel,” an Arabic word literally meaning “the coast.” Mali, Chad, Niger, Burkina Faso and Mauritania make up the Sahel countries and all have suffered attacks from insurgents. “West Africa,” says ambassador Sales, “is a perfect storm, with nation states that don’t control their territories, commit abuses by their forces, and have porous borders.” The dominant jihadist group in this region is the al-Qaeda affiliate Jama’at Nusrat Al-Islam wa’l-Muslimin (JNIM). The group is in direct competition with the IS affiliate Islamic State in the Greater Sahara (ISGS) and this year has seen a number of low-level battles between them.

Attacks are still being carried in Boko Haram’s name. A video posted by the group on December 1 claimed responsibility for massacring dozens of farmers in Borno state who it claimed had collaborated with government forces. Western nations have offered only limited military and intelligence assistance to Nigeria. Western diplomats say they are constrained by the corruption and poor human rights record of the Nigerian military. These failings have been a major contributor towards mistrust of the government and towards recruitment for Boko Haram and other jihadist groups in the region. “The corruption angle in Nigeria” says Olivier Guitta, “is ruining everything”.

In a microcosm of the wider alQaeda-IS rivalry, his appointment has been cheered by al-Qaeda’s supporters while rival IS supporters have cast doubt on his jihadist credentials. Tunisia, the smallest country in the region, produced one of the highest numbers of volunteers - 15-20, 000 - who travelled to Syria to join IS during its peak years of 2013-2018. With high unemployment and a proximity to Libya, Tunisia continues to face an ongoing threat from terrorism. Libya has been in a state of intermittent chaos ever since the Arab Spring revolt of 2011 and the overthrow of the despotic regime of Muammar Gaddafi.

Mozambique

Nigeria

Nigeria has suffered some of the worst jihadist attacks in the region, with the government struggling to control the north-east of the country where the Boko Haram movement evolved. According to the Global Terrorism Index, Boko Haram has been responsible for over “37, 500 combat-related deaths and over 19, 000 deaths from terrorism since 2011, mainly in Nigeria” but also neighbouring countries. In 2015, one faction of Boko Haram pledged allegiance to IS, becoming “Islamic State West Africa Province” (Iswap), crossing borders with ease and capturing a multinational base on the shores of Lake Chad in 2018. IS has since been heavily promoting this African affiliate.

Somalia’s al-Shabab group Arabic for “the young men” - has been one of the most persistent and dangerous jihadist movements on the entire continent. “Al-Shabab” says Nathan Sales, “sees itself as al-Qaeda’s most successful group.” It has survived concerted multinational military campaigns to eradicate it yet it has been able to strike across its borders in Kenya and Uganda as well as detonating massive bombs in the Somali capital, Mogadishu. US Special Operations raids and drone strikes, launched from neighbouring Djibouti, frequently kill al-Shabab leaders and yet the group has been able to keep regenerating itself. It has also succeeded in beating back a challenge from the local IS affiliate which is now largely confined to the north-east tip of the Horn of Africa.

North Africa

Al-Qaeda’s insurgency in North Africa started off in Algeria. So it is no surprise that the newly appointed leader of al-Qaeda in the Islamic Maghreb (AQIM) is an Algerian. The white-bearded 51-year-old Abu Obaida Al-Annabi replaced his predecessor, Abdelmalik

The end of his regime not only released thousands of tonnes of weapons and explosives from government armouries, much of it making its way across the southern border into the Sahel countries, it also allowed IS jihadists to gain a foothold in the east of Libya.

Somalia

The foothold gained by IS in the northern district of Cabo Delgado under the banner of “Islamic State Central Africa Province” (ISCAP), could well be an example of a fullblown insurgency arranged almost entirely over the internet. Counter-terrorism officials believe that the jihadists operating in this gas-rich part of Mozambique have been recruited online with some input from across the border in Tanzania but largely without the physical presence of recruiters sent from the IS heartlands of Syria and Iraq. There are conflicting reports as to the veracity of some of the recent atrocities carried out in the name of IS in Cabo Delgado, such as the alleged massacre of around 50 villagers on a football field. But IS does appear to be getting the upper hand against the government. “IS” says Olivier Guitta, “is moving around within Mozambique

unhampered by other forces.” Hostage ransoms This is a hugely contentious issue. In June 2013 all seven leaders at the G7 summit at Loch Erne signed up to an agreement not to pay ransoms to proscribed terrorist organisations. Seven years on and the reality remains that European citizens tend to be eventually released for undisclosed amounts while British and American hostages are the most likely to get executed. Several French citizens have been released from jihadist captivity in the Sahel, most recently in exchange for the release of a large number of dangerous jihadist prisoners in Mali. Analysts have put the total amount paid to jihadist kidnappers in North and West Africa over the years at more than €100m ($120m; £90m). This ransom money is then used by the jihadists to buy more weapons, more explosives, better vehicles, night vision goggles, communications equipment as well as funding their recruitment efforts and providing bribes to corrupt officials.

No quick fix

So, is Africa, as some are predicting, really set to overtake the Middle East as the primary theatre of violent jihad? This will depend on many factors but chief amongst them is the quality of governance. The long-term solution to the challenge of jihadist insurgencies is not just about better policing and stronger borders. It comes back to the age-old challenge of creating the economic opportunities and political stability that eventually steer people away from a life of violence. – BBC.

THEY say umwana ushenda atasha nyina ukunaya (a child who does not travel thinks his mother’s cooking is the best) so it’s obvious that you have seen more out there than we have and its a good thing, that way we have new ideas being shared of how Zambia can better itself. However, I’m worried with a few like the likes of Elizabeth Sichinga, Lox and Chipuma Maulu who for some probable paid reason have chosen to attack the government of the day, encouraging Zambians for regime change and how we are suffering under the Patriotic Front government. Excuse me we? Who is we? Not to sound offensive ebut Ba diaspora we are not going through the same thing, we tilt the lands of Zambia, we labour in Zambia and when we sleep it’s we who light mosquito coils and not you, so it’s better to suggest we know a little more than you do. Of course others out there do mean well, and we are not judgmental of you

when advice is shared, however it’s a little different and annoying to have some who are constantly thinking they know better than we do after they are paid and are now full with spaghetti and meat balls. When we Zambians start fighting one another, the impact those in diaspora will feel will be less or will not even be felt, you will flood social media with (sorry mother Zambia, oops, omg , oh gosh) vizungu vakwanu vaupuba as if that will fix the damages you would have had created. Of course others have their families in Zambia but others have left everything behind and are only interested in worsening things for we back home. How did we offend you? Did we force you to board a plane? Imwe mwali shaina kale good bye, may the good lord be with you OK? If you so much care, why not travel back home and vote unlike shouting wolf from a distance. NTUMBACHUSHI FALLS. WHERE IS IT?

TUMBACHUSHI Falls indeed has a number of very beautiful attractions that go with it and its splendour cannot be over emphasised. But the crux of the matter is where exactly is Ntumbachushi Falls? According to newspaper reports, Mr. Haggai Bwalya, a Kawambwa resident disclosed Mwata Kazembe Munona Chinyanta, Kazembe XVII. Kafumbe Iyabambwa Yatulika’s privacy between him and his younger brother. Here, Mr. Bwalya claims ownership of the private land which is known to himself alone. Mwata Kapale does not know neither does the Lunda Kazembe Royal Establishment know this hidden transaction surfacing after of course close to 40 years. If, to be exact, Mwata Munona was inconceivably dragged into the bush, who was he with at the time when this took place to prove this allegations? The Establishment and rightly so considers this matter to be absolutely serious and dangerous. And unless the matter is proved beyond any reasonable doubt to be true, the Establishment will hardly deem it consequential. Tradition says that, no Mwata has ever been dragged into the bush for whatever reason without being accompanied by either a Kapaso or, anyone of the Kalundas. Mr Bwalya went on to say that, that land was thus the boundary of what, if he meant Kawambwa and Mwansabombwe. Mr. Bwalya should humbly and nicely be put in the know that Mwense and Nchelenge both spring from Kawambwa being the oldest district. But this does not necessarily connote that

Kala Refugee Camp is in Kawambwa or is in Mambilima. I do not know as to whether Mr. Bwalya has any concrete proof to verify this claim. When Mwansabombwe was declared as a district in 2012 by the late President Mr. Michael Chilufya Sata, Mr Moses Kapaya, the Luapula Province Minister then, convened a meeting delinking Mwansabombwe from Kawambwa. That meeting was attended by both constituencies, Kawambwa and Mwansabombwe

respectively. Traditional chiefs were also represented either by themselves or by their confidants. It was at this meeting it was resolved that Ntumbachushi Falls was definitely in Mwansabombwe of which I too was in attendance. It was in this context, thus, that Mwansabombwe District Council put up a poster welcoming those from Kawambwa to Mwansabombwe. This was before the falls from Kawambwa and after the falls from Mwansabombwe to Matende’s village on the way to Kawambwa. Very unashamedly this poster was uprooted by a very responsible person whose name is withheld. Since the boundary Mr. Bwalya is talking about here is undisputedly imaginary, the establishment is in possession of an official boundary map drawn up by the Department. This has been drawn up by Luapula Provincial Planning Authority, Department of Physical Planning and Housing. This map will very vividly show Mr. Bwalya and others where Ntumbachushi Falls really lies. The Resource Territory Map - Mwansabombwe. Needless for the voiceless to speak above their voices on Ntumbachushi Falls and indeed Mwansabombwe, for their voices will be amplified by the confidants of the state who do not compromise the truth. Should Mr. Bwalya say otherwise, the Establishment is ready to meet him with proof and witnesses at any time. As earlier said, the Establishment still deems the matter inescapingly consequential. As for the Minister of Tourism and Arts, I cannot personally recall when UNIP under the

leadership of President Kenneth Kaunda held any Cabinet meetings there. To the best of my knowledge, Ntumbachushi Falls was not used by Dr. Kaunda for Cabinet meetings, the only meetings UNIP held at Ntumbachushi Falls were provincial conferences and Dr. Kaunda only came to close the conferences. The infrastructure my minister talked about was left there by UNIP not by anybody else. Sadly, I lost the Mwansabombwe Parliamentary seat even when I was declared unopposed and a winner by the Returning Officer not just because I was revolutionary but more so, I very strongly objected to the naming of Ntumbachushi Falls as Kaweche Falls, the name of one of the sons of Dr. Kaunda. This was totally objected to by Mwansabombwe Parliamentary Constituency and not Kawambwa. In the circumstances, thus, I was vetted by the Central Committee chaired by Dr. Kaunda, the President. Mwata Munona – Kafumbe reigned for 16 years, instantly, he was a District Governor of Kawambwa. In our view, he was not only in Kawambwa but surely so closer to your imaginary land and boundary. It is now close to 40 years after the death of Mwata Kafumbe who should have been everything to you in this shameful issue. Tradition says that an issue of this magnitude, Mwata should have disclosed it to the Lunda Kazembe Royal Establishment. However, the LKRE is very willing and ready to hear your side in publishing Mwata Kafumbe’s privacy the way you have done. PETER R. CHANSHI.

Morgan Changa told the Daily Nation in an interview that the construction of the school started in 2007 but that up to now it had not been completed. He said that currently, most young boys and girls were indulging in illicit activities due to lack of a secondary school. "Due to limited space in the

current piece of infrastructure, most young boys and girls are now full time in illicit activities, so, the earlier the modern secondary school is completed the better for our children in this community," he added. Mr Simulyamana, who is a planner at the District Health Office, said bricklaying had always been his passion and that was why he was compelled to take up the training. CCRA - Ghanaians will go to the polls on Monday in a heated contest that will revive old rivalries between incumbent President Nana Akufo-Addo and his predecessor John Mahama. Although 10 other candidates, including three women, are vying for the nation's top job, the vote is a twohorse race between the two foes who will be slugging it out for the third time. More than 17 million Ghanaians are registered to vote, half between the ages of 18 and 35, in the nation's eighth consecutive poll since returning to democracy nearly 30 years ago. The election is coming at a time of the coronavirus pandemic which has disrupted but hasn't stopped campaigning by Akufo-Addo's

New Patriotic Party (NPP) and Mahama's National Democratic Congress (NDC). "There are party events and activity everywhere to drum up support, the airwaves are full of party songs, but we are not seeing mass rallies as usual," Kojo Asante, director for advocacy and policy engagement at the Ghana Center for Democratic Development, told AFP. The virus - which has infected over 51, 000 and killed more than 300 in Ghana since March - is not expected to deter voters and preventive measures such as hand sanitising stations near polling booths are planned. The race is expected to be very close. Independent polls have predicted a slim win for the incumbent, while the NPP's majority in

Many Ghanaians are worried that "vigilantes" hired by parties and deployed to provide security for politicians could cause problems at polling stations. DR Congo in 'world's largest food crisis' KINSHASA Nearly 22 million people in the Democratic Republic of Congo are facing acute food insecurity, in a dramatic rise from last year, a UN agency has warned. “The number of people facing acute food insecurity at crisis or worse levels has dramatically increased – from 15.6 million in 2019 to 21.8 million,” the UN’s Food and Agriculture Organisation says in a report. The organisation says conflict and effects of Covid-19 pandemic, which have affected food prices and livelihoods, have worsened the problem. “These factors are exacerbating humanitarian needs and the country is now the world’s largest food crisis,” the report says.

THE HIDDEN STORY OF AFRICAN-IRISH CHILDREN By DEIRDRE FINNERTY

I

N the middle of the last century, thousands of students from African countries were studying at Irish universities. Some had children outside marriage, who were then placed in one of Ireland's notorious mother and baby homes. Today these children, now adults, are searching for their families. As a child, Conrad Bryan wondered if his father was a king. He was from Nigeria - or so he had been told - a place Conrad imagined was far more exciting than the orphanage outside Dublin where he lived. "When you want something and you can't have it, your imagination takes over," he says. Despite his persistent questions, the nuns couldn't tell him anything about his father's family - or about kings in Nigeria. In 1970s Ireland, the only things he learned about African countries were from the TV, or stories about the black children pictured on the charity boxes people would donate money to during Lent. When a missionary priest who had returned from Nigeria came to the orphanage, he spoke to Conrad, who was fascinated by his stories of Nigerian tribes. The priest told the boy his father might not have been a king exactly, but a doctor who studied in Ireland.

Conrad worked hard at school and as he grew older longed to find a job, so that one day he could afford to travel to Nigeria. The one detail he had been told about his father was his surname - Koza. Conrad was born in Dublin in 1964 to an Irish unmarried mother. He spent his early life in one of Ireland's infamous Church-run, state-funded mother and baby homes, St Patrick's on the Navan Road. At that time, most unmarried women didn't keep their children. The stigma made it impossible to get a job or rent a flat, and there was no state support available for women in this situation. Conrad's father was one of many African students who had come to study in Dublin. In the 1960s, the Irish government ran schemes supporting them in learning skills that would help

them build up their own newly independent states. Most enrolled in Trinity College, University College Dublin, and the Royal College of Surgeons, studying subjects like medicine, law, and government administration. By 1962, at least 1, 100 students - or one tenth of Ireland's student population - were African, from countries like Nigeria, Ghana and South Africa, where there were strong links with Irish missionaries. By 1967, an Irish military college had accepted a delegation of Zambian cadets. "It's natural… that Zambia's young officials would be trained in a small independent country like Ireland, a country with no history of imperialism," a TV news report said at the time. But the students weren't always welcomed by the wider population. News articles reported attacks on African students and mentioned "difficult landladies" - a reference to housing discrimination, according to Dr Bryan Fanning, author of Migration and the Making of Ireland. Though some of the students had relationships with Irish women, it was rare that these led to marriage in the culture of the time. Many of the children from these relationships spent their early lives in mother and baby homes. Irish adoptions at the time were carried out under a closed system - where there is no contact or sharing of information between the adopted child and the natural parents. To this day, adopted people do not have a statutory right to their early life files. Others, like Conrad, who were not adopted, were transferred to orphanages. For a child born outside marriage, their father's name would not typically have appeared on their birth certificate. Some have spent years trying to discover their heritage. In the late 1980s, Conrad had grown tired of being called names. There was an added stigma attached to the colour of his skin - people automatically assumed he had come from an orphanage. So he left Ireland for London, where he found work in an accountancy firm. But he still had to deal with surprised looks when he said he was from Ireland. "Being constantly reminded that you're not Irish is painful," he says. "I really struggled with that. I didn't know what my background was." When he was in his 20s, Conrad decided to look for his family. A nun at the orphanage contacted an Irish social worker and eventually, he got access to more of his personal records. His father's name was not on his birth certificate, but on his records, it was listed as Joseph Conrad. There was no reference to the surname Koza. The social worker contacted his mother, who shared what she knew. For five years, it was a frustrating back and forth between the social worker, the religious orders, his mother and the Royal College of Surgeons (RCSI). Finally, he received a let-

The letter confirmed that Conrad's father was South African, not Nigerian, as he had been told. "That was a huge shock. I look back on it and think, 'What a lie I had been living.'"

Penrose The next steps of the search were down to him. He visited the British Library Newspaper Library in Colindale, north London, where he found South African newspapers and even a South African phone book. He then began cold-calling all the Kozas listed as living in Johannesburg. Eventually he got through to someone who could help him. Within a week, he received a telegram from a cousin, who put him in touch with his father's sister. His father had passed away in London many years previously, but the rest of the family welcomed Conrad warmly. "They looked at a photograph and they claimed me straight away. It was a great affirmation of who I am, and who I should have known I was." His aunt Thuli Koza visited him in London and gave him items that had once belonged to his father - his student card from the RCSI, and a letter he had written to the family in Zulu while living in Ireland. Over beers in the evenings, she told him about the family's history. At one point, they were close to South African political exiles in London. He kept up with the family in South Africa, honeymooning there with his new wife and visiting often after that. "I missed so much growing up," he says. "It's not just about your father, it's about your roots - your cousins, your uncles. Many other mixed-race Irish people, however, are still searching for information, decades after leaving homes and institutions. Outside a basement 20 yards from Dublin's O'Connell Street - a busy thoroughfare lined with monuments to Irish independence - a handwritten sign points passers-by towards the Rapid Tailoring Alteration

Service. The shop belongs to 79-year-old Jude Hughes, a tailor and long-standing anti-racism campaigner. For more than 30 years, Jude has sat in front of his machine altering garments, alongside photos of his children, and buttons stored in sweet containers. Like Conrad, Jude spent his early life in St Patrick's mother and baby home. He was born on a spring day in 1941, to an unmarried machinist. His father, he would later be told, was from Trinidad. The rest of Jude's childhood was spent in institutions - first in a convent, later in an industrial school. Growing up, he rarely saw another black person. "You'd wonder why you weren't like all the others. There would be no explanation, and I'd be embarrassed." At 16, Jude trained as a tailor and went to work in Dublin. His ears pricked up every time he heard news on the radio about the civil rights movement in the US, or the achievements of black boxers like Joe Lewis. But the reality for him was being passed over for certain positions at work. In the early days, some customers in the tailoring shop avoided dealing with him. "They'd see me and they would freeze. Some would say, 'Ah I think I'm in the wrong place.'" Still, Jude carried on, brushing off racist comments in the street. "I got on with the business of getting on with my life," he says. He joined a band and played basketball. Later, as customers began to trust him, he set up his own business. When his first son was born, Jude was desperate to share the good news, but he had no family members to ring, just the friends he had acquired over the years. As his son grew older, he started to ask questions. For a school project, he had to make a family tree, and Jude remembers the shame he felt at not being able to help him.

ism groups in Ireland. People of African descent greeted him on the street, claiming him as one of their own. But his own searches continued to yield little about his heritage. From his correspondence with the Irish authorities, he knew his mother's name, her occupation, and the county she was from, but nothing about his father - no evidence that he was from Trinidad. In 2015, the homes Jude and Conrad spent their early lives in became the subject of a government inquiry, the Mother and Baby Homes Commission of Investigation. The treatment of women and girls who gave birth there, high infant mortality rates, forced adoptions, and vaccine trials were all being investigated. By then, Jude and Conrad were members of a group, the Association of Mixed-Race Irish (AMRI). The AMRI lobbied the government to examine the specific experiences of mixedrace people. Alongside their common experiences of racism and being cut off from their mixed-race identity, they asked for details about why it appears that mixed-race children were less likely to be adopted and more likely to be transferred to other institutions. The government agreed to insert a clause requiring the commission to identify cases of racial discrimination in the homes. Conrad and Jude, along with many others, submitted evidence about their experiences, and the final report will be published soon. Now Conrad is helping Jude, and others looking for answers about their background. An accountant and auditor by trade, Conrad was a whizz at spreadsheets and charts, uncovering things that people preferred to keep hidden. He has, however, encouraged people to first engage with social workers for support. "People are so lost. It's part of the shocking story of lost identity and the shame of having a black father." Conrad had also acquired a wealth of knowledge over the

years. He discovered that there had been a great deal of media interest in the African students who studied in Ireland in the early decades of independence. He'd learned, too, about freedom of information requests, and how helpful the universities could be. Another useful resource were ship passenger lists, and he had found out how African students had made the journey to Ireland. This is the sort of highly-specific information that Irish social workers would not be trained to find, and a combination of these sources had enabled him to successfully track down the Nigerian father of another member of the group.

In Jude's case, he set up his family tree on Ancestry.com. By researching publicly available birth and marriage certificates, they found the town Jude's mother was from, and some more information about her family. The charts revealed an unexpected biological relative for Jude - Conrad is a distant cousin on his mother's side. On his father's side, they have worked with a genetic genealogist. DNA testing has revealed that Jude's father is most likely Nigerian, not Trinidadian as he had been told. Inputting this information into Jude's Ancestry chart, Conrad started to search for DNA relatives. A distant cousin has been tracked down and has agreed to a DNA test to help narrow things down. - BBC

GRACE CHAILE LESOETSA THEY may not have defended the COSAFA Under-17 title, but their qualification to the 2021 Morocco Under-17 Africa Cup of Nations deserves an applause for a well job done. As the Bemba-speaking people say “Imiti ikula e mpanga,” which means the smaller trees are the forest of the future. Indeed the Under-17 boys have shown that we have a thick forest of talent and the sooner we realise that, the heartache of possibly missing out three senior Africa Cup of Nations can be a thing of the past. This is no mean achievement considering the fact that Zambia has only qualified to the eightteam tournament just once in history. With a number of returnees from the triumph in Malawi last year it was evident that the Young Chipolopolo were favourites and true to that they beat all of their opponents at the revised fourteam tournament. They only lost to South Africa after the two faced off for the second time, and that was in a final match – on spot kicks. What next after this superb performance from our boys?

We always rush in wanting to incorporate the young players into the senior national which has proved disastrous in the past. They are the future and need to be nurtured well. You don’t feed a new born baby with solid food just like we cannot rush these boys into the “Big Boys” squad. Lest we forget, after Zambia qualified to the last Under-17 AFCON in 2015, we had a talented striker by the name of Patson Daka who showed a lot of goalscoring prowess. In no time we used him at under 17, 20, 23, CHAN and the senior ational team in a few months and what followed was an overwhelmed player that went on a goal drought and was described as a “Planga” (blunt striker). It took Daka several months to recover and the story could have been a sorry one had he not been given a lifeline at Power Dynamos. Daka’s story should ring a bell and help the handlers of these raw talented boys to be more careful in ensuring that they develop into World class players. Keeping track of the boys will aid in monitoring their development. We have previously seen stars at junior levels going into extinction even before blossoming into World class players. With the senior team’s chances of qualifying to the AFCON having been dimmed, hope now lies in the Under-17 to make the nation proud on the continental stage. The future is looking bright and all we need is some oil that will keep the fire burning in years to come. Let’s continue chatting via chailegrace21@gmail.com

AMBIA’S under-20 national soccer team has began their defence of the 2020 COSAFA Men’s Under-20 championship by edging Namibia 1-0 in a group B match at the Wolfson Stadium in Port Elizabeth. A second half goal from Golden Mashata handed the Perry Mutapa-drilled young Chipolopolo the three

points at stake. The tightly contested fixture saw Zambia creating more scoring chances as Namibia depended on counter attacks. Zambia's first attempt came in the seventh minute when Mashata beat two defenders and laid the ball to Ricky Banda who forced a corner from the Namibians. Zambia came close to scoring on the half hour mark when John Chishimba supplied a beautiful cross which went begging as there

was no one to connect with it as the first half ended scoreless. The second half saw Zambia suffering a setback when striker Patrick Gondwe suffered an injury and was replaced by Prince Mumba. Winger Andrew Phiri found Ricky Banda with a beautiful cross but Banda's close-range shot was saved by the Namibian keeper Ngatangue in the 58th minute. Zambia went ahead when Mashata finally broke the

reliant on Cristiano Ronaldo. They have drawn five of nine games played this season including last weekend's 1-1 against Benevento when Ronaldo was rested. The Portugal forward will return

THE senior women national team is safe despite seven players having tested positive to Covid-19 in Chile, says the Football Association of Zambia (FAZ). FAZ deputy general secretary Joseph Chimpampwe said the team is undergoing the requisite medical protocols in Chile where they played two international friendly matches as part of their preparationss for the Tokyo Olympic Games. In a statement issued by FAZ Communications Manager, Sydney Mungala, Chimpampwe said medical authorities in Chile have sent the team into quarantine as part of the country’s medical regulations. Chimpampwe said the team was confined at Torremayor Hotel in Santiago and will

undergo another test in 14 days according to a statement from the Regional Ministry of Health in Chile. “Individuals with confirmed cases of Covid-19 would typically complete isolation for 11 days inside the sanitary residence, until December 12, 2020. “However, to keep the delegation together during their stay in Chile, the decision was made to extend the isolation of all members of the team until December 15, 2020,” reads the statement from the health authorities. Chimpampwe said FAZ is keeping track of events in Chile and will do everyting possible to ensure that the team returns home safely after completing the health protocols. “On our part, we are in touch with our team and the Chilean Football Federation on the de-

velopments in Santiago. This is part of the challenges posed by the ‘New Normal’, but we are doing everything possible to ensure that our team returns safely after completing the health protocols,” Chimpampwe said. “For avoidance of doubt, the team was tested prior to their departure for Chile as per requirement for travellers under the New Normal and underwent Covid-19 tests upon entry into Santiago which came out negative. The situation is part of what we have to endure under the Covid-19 crisis that the world is battling with.” Zambia was scheduled to play Chile on December 1, 2020 in the second international friendly match after having defeated the South Americans 2-1 in the first game played on November 28, 2020.

Under-20 Handball Africa Cup postponed By MICHAEL MIYOBA

THE 16th Men's Youth Africa Cup of Nations Handball championship has been postponed to a later date due to the Covid-19 pandemic. Handball Association of Zambia secretary general Josab Changa confirmed that the tournament which was scheduled to kick off yesterday in Rabat, Morocco was postponed after assessing the Covid-19 prevalence in the host nation. “The Handball Association of Zambia was scheduled to send the Under 20 boys Handball national team to Rabat, Morocco for the 16th Men's Youth Africa Cup of Nations Handball Championship from 4th to 13th December, 2020. “The said championship has been postponed to a later date to be advised in due course. The decision was arrived at by the Moroccan Health Ministry, Royal Moroccan Handball Federation and the Confederation of African Handball after assessing the Covid-19 prevalence in the host nation,” Changa said. Changa however noted that the Zambia Under-20 handball national team will continue doing weekly trainings because new dates for the event may be set anytime according to the Africa Handball Confederations (CAHB). “We assure you that CAHB is in continuous contact with the organiseers to make all the necessary arrangements to send you the new date,” said CAHB general secretary Charles Omboumahou in a letter addressed to ZHA president Bwalya Banda.
