HE Patriotic Front has petitioned the Electoral Commission of Zambia to stop Socialist Party presidential candidate, Fred M’membe from illegally embarking on early election campaigns using the Mast Newspaper. The party said it was illegal to start campaigns before the three months prior to an election provided for by the constitution. According to the Electoral Process Act number 35 of 2016, “campaign period” means a period of three months before the holding of an election.

COVID-19: 14 DEATHS IN 24 HOURS ZAMBIA has in the last 24 hours recorded 14 Covid-19 deaths. All the 14 were brought in dead (BIDs). Of the deaths, 13 were in Lusaka while one was in Livingstone. This is according to daily statistics released by the

UPND does not have any plans of adopting Matero Member of Parliament, Lloyd Kaziya because there are already five members aspiring for the seat, UPND spokesperson Charles Kakoma has said. Mr Kakoma said Mr Kaziya would have to ditch the Patriotic Front and join UPND if he was to join the race for the seat under the opposition party’s ticket. He was reacting to claims that Mr Kaziya had been holding secret meetings with UPND where he was promised adoption. This was after Mr Kaziya was admonished by the PF over remarks that he would ensure the ruling party loses power to the opposition in Lusaka’s Matero constituency. But barely 24 hours later in a dramatic turn of events, Mr Kaziya, who wanted to save his face after growing pressure claimed the story was not true but a fabricated one aimed at bringing his name into disrepute. This was however countered with the publication of a recording of the interview in which the MP was clearly heard denouncing his own party.

The Head of State said there was need to closely watch situations that had potential to stir acts of violence in order to ensure that the country holds peaceful elections. Office, compliance levels have dropped to the lowest at 10 percent which should worry anyone. Meanwhile, Lusaka deputy mayor, Christopher Shakafuswa said commuters without face masks would not be allowed to board buses from any station or market. Mr Shakafuswa said managers and council police officers in all markets and bus stations must ensure that no one should access their facilities without wearing a mask.
Focus on advising HH, Kampyongo tells CSOs By SIMON MUNTEMBA and OLIVER SAMBOKO THE compromised Civil Society Organisations (CSO) that are calling for my dismissal should just concentrate on advising their paymaster, UPND president Hakainde Hichilema on how he is going to participate in the August 12 elections than making baseless allegations against me, Home Affairs Minister Steven Kampyongo has said. Mr Kampyongo reminded the CSOs that he does not micro manage police operations as his ministry has more than 14 departments and 19 portfolio functions. He was reacting to a consortium of 12 CSOs including Caritas Zambia and NGOCC who demanded for his dismissal and that of Inspector General of Police Kakoma Kanganja.
In a letter dated Tuesday January 5, 2021, addressed to President Edgar Lungu, the CSO claimed that under the charge of Mr Kampyongo and Kanganja, the Police have adopted a ruthless and reckless approach in dealing with people that are not aligned to the ruling party, which has resulted into various killings at the hands of the police. “We therefore make an earnest appeal to you, being their appointing authority, to immediately dismiss the two in national interest. Rebuilding the image of the Zambia Police over the next six months will be a fruitless endeavour unless the starting point is the dismissal of Mr. Kanganja and Mr. Kampyongo,” the letter reads. But Mr Kampyongo said in an interview yesterday that he was aware that the CSOs calling for his dismissal were doing so to
advance Mr Hichilema's political agenda. The minister however said it did not make sense for individuals who were not consulted before he was appointed to demand for his dismissal over baseless allegations. "If my late President Mr. Michael Sata didn’t consult them when he appointed me as deputy minister to the same Ministry just as my President (Edgar Lungu) never consulted them who are they to decide my fate? Let them focus on advising their new alliance partner and pay master Mr Hichilema on how he is going to participate in the next election."Mr Kampyongo said. RTSA steps up Covid prevention measures enforcement By OLIVER SAMBOKO
THE Road and Transport Safety Agency (RTSA has heightened the application of public health measures regarding public transportation aimed at preventing the spread of Covid-19 in the country. This is according to a statement by RTSA Director and Chief Executive Officer, Gladwell Banda. Mr Banda said RTSA, with guidance from the Ministry of Transport and Communications and Ministry of Health will continue working on modalities to provide alternative strategies and measures to mitigate the spread of the Covid-19 pandemic in public transportation. Mr. Banda said the second wave of the Covid–19 pandemic poses a great challenge for the public transport system hence the decision by the agency to come up with measures to safeguard the lives of motorists and travellers. He said mass public trans-
portation vehicles such as buses have been identified as hotspots for the rapid spread of the Covid-19 virus. “The travelling public is therefore, advised to always put on face masks when using public transport. The proper use of masks can significantly reduce the probability of contagion,” Mr Banda said. Mr. Banda said working with the Zambia Police, RTSA was going to ensure that total compliance to mandatory use of face masks in public transportation was observed by the public. "To this effect, bus drivers, bus conductors and all passengers are urged to adhere to the guidelines set by the Ministry of Health. Public Service Vehicle (PSV) operators have hence been guided not to allow any person on a bus or taxi without a face mask," he said. He also said all PSV operators have been directed to provide facilities for regular hand washing or sanitising at all bus stations.
Zambia fourth most peaceful country in Africa By SIMON MUNTEMBA
ZAMBIA in 2020 was ranked as the fourth most peaceful country in Sub-Saharan Africa after Mauritius, Botswana and Ghana. Globally, Zambia ranked 44th most peaceful country as contained in the 14th edition of the Global Peace Index (GPI). Southern African Centre for the Constructive Resolution of Disputes (SACCORD) was happy that the GPI, which is the world’s leading measure of peacefulness for the universe, ranked Zambia fourth most peaceful country in SubSaharan Africa. SACCORD executive director, Boniface Cheembe, explained that GPI ranks 163 independent countries and territories around the world as per their levels of peacefulness, and is conducted by the Institute of Economics and Peace (IEP). Mr Cheembe said at a global level, the 2020 GPI showed that Zambia’s levels of peacefulness increased by five points compared to the previous GPI. He however urged
Zambians, particularly politicians to continue exhibiting the highest levels of tolerance and coexistence to one another as a people. He said it was important for the nation to continue observing all the fundamentals that have contributed to the attainment and maintenance of peace including the Ubuntu culture and the observance of Zambia’s motto of One Zambia, One Zambia. Mr Cheembe noted that Zambia’s peace deterioration could have been threatened by unfortunate acts of political violence in the year 2020 which in some instances led to the loss of life. “Therefore is paramount that Zambia remained consistent in observing all the fundamentals that have contributed to the attainment and maintenance of peace as it is possible to have the peace that we continue to enjoy as a country to deteriorate. “In 2021, we expect our political leaders and Zambians to continue exhibiting the highest levels of tolerance and coexistence to one another as a people,” Mr Cheembe said.

THE Parliamentary Public Accounts Committee (PAC) has challenged the Ministry of Health to recover the US$18 million from Pharmanova Zambia Limited and Artemis Pharmaceutical Zambia Limited for failure to supply health kits. The Ministry of Health Permanent Secretary for Administration Mulalelo Kakulubelwa when she appeared before the committee yesterday, said that her ministry had recommended for the termination of contracts for the two companies. In November and December 2019, the Ministry engaged three companies to supply and deliver 50,000 health center kits at the total contract sum of US$35,651,700.

GOVERNMENT should ensure that schools are provided with enough masks, hand sanitisers and desks to contain the second wave of the Covid-19 virus before they open, the National Action for Quality Education in Zambia (NAQEZ) has said. NAQEZ executive director, Aaron Chansa, said in an interview yesterday that Government should take measures aimed at protecting learners before the schools open on January 18. “What is important is for Government to be on the lookout, check the evolution of the second wave of the virus, and use this time to get ready in terms of providing enough masks, sanitisers and desks in schools,” Mr Chansa said. Meanwhile, Mr Chansa said they were concerned at the lack of dialogue between private schools and the Ministry of General Education on the reopening of schools earlier than the
announced date of January 18. He said lack of dialogue between the two has potential to affect learners and the education sector as a whole. Mr Chansa advised owners of private schools to engage Government and settle the matter as soon as possible to avoid affecting the learning process. “First of all, we are disappointed that we don’t seem to have social dialogue between private schools and the Ministry of General Education. We are encouraging the two to be talking as they are partners in the education sector so that these differences we are seeing can be ironed out. “Traditionally, these private schools open earlier than the public schools. Some have even different syllabus from public schools. All what is needed is for private schools to always be talking to the government so that these differences can be narrowed because they fall under the ministry,” Mr Chansa said.

UNPRINCIPLED POLITICIANS BARELY 24 hours after boasting that he would ensure the Patriotic Front lost the Matero parliamentary seat, Mr Lloyd Kaziya now claims he was misquoted, that the story was a fabrication. But Mr Kaziya has more or less confirmed himself why he has found himself at loggerheads with his colleagues in the ruling party. He is spineless and does not have any principles. He cannot escape from the fact that Matero constituency under his watch has remained the least developed in Lusaka despite the resources at his disposal. Even the roads in Matero East, where he resides have not been improved, to the chagrin of the residents. When he spoke against his party, Mr Kaziya, the embattled member of Parliament for Matero under the PF was reacting to a statement from the ruling party insinuating that he would not be adopted to re-contest the seat. With much bravado, he told our reporter: “They are saying I will not be adopted, and I am saying I am going to stand on another party’s ticket. Of course I will be standing in the 2021 general elections and I will make sure PF does not carry the day in Matero,” Mr Kaziya said. Mr Kaziya said come what may, he would be on the ballot paper to defend his parliamentary seat on a different party. He said it was a sheer waste of time for PF members to warn him that he would not be adopted for having failed to perform as he will be on the ballot paper to teach the ruling party a lesson. On Monday, after realising the outrage that his statement caused in the party, with some calling for his expulsion, Mr Kaziya tried to cheat his way out of the fiasco. He now wants to blame this newspaper for having fabricated the story carried in Monday’s edition. “Kindly ignore the headlines in today’s Daily Nation. This is a total fabrication arising from my stand off with (Lusaka Province secretary) Kennedy Kamba’s statement. This is meant to bring my name into disrepute with my party,” he said. In a statement attributed to him, Mr Kaziya said, “I Lloyd Mulenga Kaziya, elected member of parliament for Matero constituency hereby deny and dispel all such reports as false and mere works of my enemy and the party who are ill bent on primitive politics.” But may be due to his intellectual technological deficiency, he did not realise that these modern gadgets can record a conversation – and he was recorded verbatim. Leaving him speechless. Clearly, people like Mr Kaziya are surely not needed in PF who cannot defend its core values when the chips are down. He has shown that he is ready to jump ship at the slightest storm instead of hanging in there and defending what the PF has achieved and its vision for the country. It is not his perceived enemies practicing primitive politics but his conduct. If anything, what values would he add to any other party that would be unfortunate to adopt him? Members of political parties must base their association on principles, believing in the common good of all, that they are members not for personal gain but to serve. In Mr Kaziya’s case, if the PF does not adopt him to re-contest Matero, then he is ready for grabs by the highest bidder! Moreover, having even served in cabinet where he also failed to tick, Mr Kaziya should thank the PF for giving him that opportunity and stop complaining. Cheap politics indeed.

Kalomo conman cornered … fake Facebook account used to dupe 29 people

POLICE in Kalomo have arrested a 21-year-old man, Kahembi Kapalu for impersonation and obtaining money by false pretences. Kapalu is alleged to have created a fake Facebook account in the name of Nancy Kanganja using a profile picture of a female police officer working under Lusaka Division and swindled 29 people out of K59, 000. This was on the pretext that the officer would influence senior officers in the office of the Inspector General of Police, Kakoma Kanganja purported to be her uncle to have them employed in the Zambia Police Service as constables. Police spokesperson Esther Katongo said the suspect, using the name Nancy Kanganja, was introducing himself as a niece to the Inspector General of Police, Mr Kanganja. She said the suspect was using different mobile numbers to receive money from the victims among them 0770624379 and 0970307157 on pretext that the same mobile numbers belonged to the Special Assistant to the Inspector General of Police, Mr Brian Makunka.

The Ministry of Health has warned Kabwe residents to stay away from areas that have been identified as being highly contaminated with lead poisoning around the closed mine. The ministry’s spokesperson, Dr. Able
Kabalo warned residents, especially the youth against accessing areas that have been earmarked as lead poisoning hotspots around the closed mine. Dr. Kabalo said people should at all costs avoid accessing the lead-contaminated areas so as not to be contaminated with lead because exposure was dangerous to their health. And Central Province Minister, Sydney Mushanga said he was concerned with the continued presence of the mine dumpsite by the youth. Over 1, 000 school-going children are on lead treatment in the district and the Anglo American South Africa Limited has been sued for the lead poisoning of over 100, 000 individuals in the district who include pregnant women.
Govt stabilises fuel pump price By BUUMBA CHIMBULU
THE objective of zero-rating of Value Added Tax (VAT) on fuel is to cushion the potential pump price increase due to the worsening pricing variables, says Secretary to the Treasury, Fredson Yamba. Mr Yamba said Government has zero-rated the importation of fuel in an effort to stabilise the pump price in the medium term. Diesel and petrol have been included on the zero-rating schedule of VAT Act effective January 1, this year. Mr Yamba explained that the overarching objective of the instrument was to cushion the potential pump price increase due to the worsening fuel pricing variables. “The depreciation of the Kwacha against the major convertible currencies augmented by the increase in the world fuel prices, necessitated an imperative need to mitigate the potential upward
pump price adjustment by removing the VAT from the fuel supply chain,” he said in a statement. Mr Yamba said the depreciation of the Kwacha against convertible currencies had negatively affected the operational costs of the players in the petroleum value chain. This, he said, had led to Oil Marketing Companies that were importing petroleum products to land the products in the country at a cost higher than the Energy Regulation Board set wholesale price. Further, Mr Yamba said, the cost of doing business in the downstream value chain has gone up. “Therefore, in order to ensure sufficient supply of fuel, Government considered various options to keep the fuel price unchanged while reducing the cost of doing business for players in the petroleum value chain. “After evaluation of the options available, a consideration to Zero-rate the supply
of fuel in addition to the existing relief on import duty was reached,” Mr Yamba said. Mr Yamba stressed that Zambia’s petroleum requirements were met through importation of petroleum feedstock and refined petroleum products. He said petroleum feedstock is imported via the TAZAMA pipeline from Dar-eSalaam in Tanzania to Indeni Petroleum Refinery in Ndola through Government engaged suppliers. “This account for about 43 percent of the national consumption. The finished petroleum products are imported predominantly via road and to a lesser extent via rail through the Government engaged bulk suppliers of petroleum products. “This account for about 57 percent of the national consumption. I wish to indicate that the zero- rating of fuel is expected to stabilise the pump price in the medium term,” Mr Yamba said.

THE Road Development Agency (RDA) has spent K165 million on the Pave Zambia Road Project, says RDA director communications and corporate affairs, Masuzyo Ndhlovu. Mr Ndhlovu explained that the Pave Zambia Road Project is a three-phased initiative of which phase one was procurement of equipment and phase two was installation and commissioning of production plants for pavers across the country. Phase three is rehabilitation and construction of roads using pavers. “So far, RDA has spent K165
million on the Pave Zambia Road Project,” Mr Ndhlovu said. He said phase one and two were successfully completed in 2015 which saw every province producing pavers in provincial towns. In as far as rehabilitation and construction of roads using pavers is concerned, Mr Ndhlovu said, four provinces have benefitted. He named Lusaka Province as one of the beneficiaries which has had 15km of road paved, Eastern 8.6km, Luapula 10km and Copperbelt Province 25.5 km. Mr Ndhlovu said in Lusaka Province, work was suspended in 2015, while in the other

OVERNMENT will complete projects that are above 80 percent complete by April this year, Ministry of Infrastructure Development Permanent Secretary Danny Mfune has said. Mr Mfune said Government last year completed a good number of projects that were
above 80 percent including Chinsali General Hospital, Kalindawalo Hospital and the Lusaka L400 road projects. He said Government will in the first quarter of 2021 prioritise the remaining projects that are above 80 per cent completion. "Government is still proriotizing projects that are above 80 per cent so far a good num-
ber of projects were completed last year and we are now focusing on completion of the remaining projects before we can start another bunch,"Mr Mfune said. Mr Mfune said Government last year faced challenges in the implementation of many projects due to covid-19. Government, he said, will embark on completion of pro-
jects that are below 80 after the completion of those are above 80 per cent. "Covid-19 affected a lot of projects last year in terms of procurement of materials which are imported because most of the companies that produce these materials had suspended operations and that affected shipment,"Mr Mfune said. He said the second wave of Covid 19 may affect the implementation of projects. By ANDREW MUKOMA THE United Party for National Development (UPND) in Livingstone has retained the Maramba Ward in a by-election on Monday. UPND’s Evans Sakala polled 578 votes against PF's Florence Lungowe Samasumo 465 votes with Brian Siamuluwa of NAREP coming last with 19 votes out of 1066 vote cast. The Maramba Ward by-election was held under a peaceful condition as there were no reports of violence. Returning Officer Peter Madubeko declared Mr Sakala as the fully elected councillor for Maramba Ward at exactly 20:30 hours. In an interview shortly after
being declared the winner, Mr Sakala said that his victory is important to the party as it is a foundation for the August 12 general elections. He thanked the people of Maramba ward for supporting his candidature and for having trust and confidence in him and the UPND. And PF constituency chairman Thomas Kabanda praised the campaign team of the ruling party which put up a spirited fight. Mr Kabanda said despite losing, his party has gained more votes going by the numbers. He thanked the party leadership for the support and that the PF would continue mobilising more members.
Judge rejects injunction bid By GRACE CHAILELESOETSA LUSAKA High Court Judge Mwila Chitabo has thrown out an application for an injunction in a case where Energy Minister Mathew Nkhuwa and Sebastian Kopulande were requesting the Court to restrain UPND deputy spokesperson Cornelius Mweetwa and others from further ruining their reputations. Mr justice Chitabo dismissed the application with costs. In this matter, Mr Mweetwa, who is also Choma Member of Parliament is alleged to have accused the two PF officials of being involved in corrupt oil deals and the proceeds therefrom. Mr Kopulande, Chembe MP and Mr Nkhuwa have cited Mr Mweetwa, Oracle Media Production Limited trading as The Mast newspaper, Editor-in-Chief Larry Monze and reporter Speedwell Mupuchi as defendants in the matter. The plaintiffs stated that on July 8 last year, an inflammatory and false article was published in the Mast newspaper
with the headline: “Nkhuwa, Kopulande stranded with fuel, reveals Mweetwa.” The duo seek a declaration that the article complained of was defamatory against them. They want an order directing Mr Mweetwa and the Mast newspaper to publish a retraction and apology to them, which retraction and apology must carry the same prominence as the inflammatory article. But ruling on an application for an injunction delivered by Mr Justice Chitabo on December 23 2020, said it was not a fit and proper case to grant an order of interim injunction . He said he was guided by the authorities that the Court must be satisfied in all probability that the alleged libel was untrue and if written on a privileged occasion that there was malice on the part of the defendant. Judge Chitabo stated that in this case there was nothing to show the clarity of wether the alleged libel is untrue. Judge Chitabo accordingly dismissed the application for an injunction with costs and granted Mr Nkhuwa and Mr Kopulande leave to appeal to to the Court of Appeal.

NCREASINGLY, debate among various development players around the world has prominently centred on how best to launch economic development in Africa. Economic development entails improved living standards and a quality of life that among other things reflects a higher life expectancy and reduced poverty. Despite being rich in natural resources and having favourable weather conditions, Africa remains poor. In a 2020 article titled “What is the Future of Poverty in Africa” the Institute of Security Studies states that roughly 40% of Africa’s population is regarded as poor, as they are living below the poverty line determined by the United Nations of US$ 1.90 a day. Zambia continues to have a substantial number of its population still poor. The last Living Conditions Monitoring Survey of 2015 showed that 54.4% of Zambians were living below the poverty line. Alleviation of this poverty has eluded Zambia despite the country’s copper exports. Heavy dependence on raw copper exports has presented an unsustainable path for poverty alleviation and job creation in the country. According to the Zambia Statistics Agency, as of November 2020, Copper anodes and cathodes accounted for 79.9% of the country’s major exports. Although copper mining remains the main driver for exports and economic growth, the sector’s contribution to employment creation continues to lag behind. The 2019 Labour force survey shows that, the mining and quarrying industry contributed 2.4% to total employment in 2019 compared

Why is development of the manufacturing sector imperative? Economic history shows that no country has reached a level of high economic growth that transcends into economic development and improve the lives of people without an advanced manufacturing industrial sector. This is evident in the development path taken by both the early industrialisers (Britain, Spain and the USA) and the newly industrialised countries (Japan, South Korea, Taiwan and China) who focussed on growing the manufacturing sectors. It goes without saying that for Zambia to achieve the same development outcome, the country needs to create jobs and sustainably improve the lives of its people. Innovatively, a development path that factors its natural resource base and focuses on the growth of

With Government’s investment attraction and policy support to the sector, manufacturing can record the necessary growth. The Government should promote investment attraction and boost FDI investments in the manufacturing sector through the Zambia Development Agency and the Multi facility Economic Zones. For the development of value chains and help manufacturing effectively transform local raw materials into finished goods. Moreover, the Zambia Development Agency should work closely with ZAM to nurture local companies by training them both on business and technical matters relevant for manufacturing, to make Zambian products competitive on the export market. Zambia needs to further diversify its energy mix of clean energy sources to guarantee a consistent energy supply necessary for the well-functioning of the manufacturing sector to promote its growth. Lastly and quite importantly, the Development Bank of Zambia should take a lead in the provision of long tenor and cheaper finances to manufacturing companies in the country.

Industry to engage Govt on curfew regulations HARARE - Industry will engage Government on how some companies that have 24-hour operations can be accommodated without violating the curfew provisions. This comes after Zimbabwe tightened restrictions meant to curb the spread of coronavirus, including 06 hours to 18 hours nationwide curfew and banning of non-essential businesses effective this week. In the past few weeks, Zimbabwe has recorded a surge in Covid-19 infections and deaths and the latest round on restrictions will keep everyone not in essential services at home expect when they need to buy food or medicine, collect water or seek medical attention among other essential needs. Zimbabwe first introduced a tough lockdown in March last year but had gradually eased the restrictions. The Confederation of Zimbabwe Industry said it is engaging the Ministry of Industry and Commerce for smooth implementation, which ensures consistency in information and expectations at checkpoints. “We are negotiating on how those that require 24 -hour shifts can be accommodated without violating the curfew provisions,” said CZI in a guidance note to members.
However, manufactures are likely to be less affected by the latest Covid-19 restrictions as some are still on annual shut down. Traditionally, most companies re-open during the second or third week of January after completing annual maintenance. But some analysts do not expect the extension of the Level Four national lockdown, arguing the Government and other stakeholders should rather focus more on observing health and safety standards. They also noted the effectiveness of the measures hinges largely on people’s willingness to comply with it. Individuals also need to change how they behave. “Going forward, I think it is a matter of making sure that people adhere to proper safety standards than resorting to national lockdown,” said Carlos Tadya, a researcher with a local think tank. Meanwhile, retailers and wholesalers have welcomed new lockdown measures announced by Government as an important step towards curbing the spread of Covid-19. EU firms refuse UK deliveries over Brexit tax changes LONDON - Some EU specialist online retailers have said they will no longer deliver to the UK because of tax changes which came into force on January 1. Bicycle part firm Dutch Bike Bits said from now on, it would ship to every country in the world except the UK. "We are forced by British policy to stop dealing with British customers," it said on its website. Another firm, Belgium-based Beer On Web, said it was now shunning the UK "due to the new Brexit measures." The companies are angry because they now face higher costs and increased bureaucracy in order to comply with UK tax authorities. However, it is unclear how many have taken the drastic step of refusing all UK orders. At the same time, international shipping companies including Federal Express and TNT have said they are levying additional charges on shipments between the UK and the EU. They said this reflected the increased investment they had had to make in adjusting their systems to cope with Brexit. The moves follow changes in VAT rules brought in by HM Revenue and Customs on 1 January. VAT is now being collected at the point of sale rather than at the point of importation, a change that HMRC says will ensure that goods from EU and non-EU countries are treated in the same way. This essentially means that overseas retailers sending goods to the UK are expected to register for UK VAT and account for it to HMRC if the sale value is less than 1 € 50 (£135). – BBC.

AIROBI - Tax collections on earnings made by companies and individuals fell by US$42.83 million in the first four months of the current financial year ending June 2021, weighed down by depressed economic activity due to Covid-19 crisis. Income tax receipts amounted to US$198.21 million in the July-October 2020 period, a 17.77 per cent drop compared with US$241.04 million, according to data the Treasury shared with Central Bank of Kenya. This was the lowest income tax collection made by the Kenya Revenue Authority (KRA) on corporate profit and workers’ pay in four years when the receipts amounted to US$177.38 million in the first four months of the fiscal year ended June 2017. Monthly income tax receipts have been falling since the beginning of this financial year in July compared with a corresponding period in 2019 amid Covid-induced slowdown in economic activity. The drop was compounded by a reduction of maximum income tax to 25 from 30 per cent as part of the tax

reliefs, which were enforced between May and December 2020 to cushion businesses and families from pandemic blows. The tax cuts, except for low-income workers who earn up to Sh24, 000 whose pay will remain tax-free, have since been scrapped, with Treasury secretary Ukur Yatani, arguing they were not sustainable.
The Treasury estimated on December 4 the government forego about US$65 million as a result of tax reliefs, including a cut on value-added tax to 14 from 16 percent. The Treasury in October revised income tax target for the current financial year to US$735.5 million up from US$685 million in June.
Starting this month, the Treasury has imposed a minimum tax at the rate of one percent of gross sales on all companies, including those in losses, as passed by lawmakers through the Finance Act 2020. The legislators also approved the revised tax bands for salaried workers, which will see a maximum pay-as-you-earn of 30 percent apply from 32.333 compared with Sh47.057 in the pre-Covid-19 period. SA medical insurers may help fund vaccines for broader population JOHANNESBURG - South African medical-insurance companies, business organisations and the government are developing a programme in which the private sector will help fund Covid-19 vaccines for people not covered by insurance. Legislation has been amended to allow the companies to fund shots for people who do not have medical insurance and talks are now focused on the number of those who may benefit, said Stavros Nicolaou, head of the health workgroup for B4SA, a grouping of South Africa’s biggest business organisations. In addition to medical insurers, companies such as miners may contribute funds so their
workers can be covered, he said. "We are looking at a model of some cover for uncovered patients," he said in an interview on Monday. "For every funded person, there will be a contribution to the unfunded." The talks come as South Africa’s government faces increasing criticism by labour unions, health officials and opposition parties for its failure to procure vaccines even as at least 29 nations begin inoculating their populations. The country has yet to conclude any direct supply agreements with pharmaceutical companies. It expects to begin receiving shots in the second quarter to cover a 10th
of its about 60 million people through the Covax initiative, which is trying to ensure equitable access to vaccines. Fiat Chrysler, Peugeot get green light for $52 billion carmaker PARIS/MILAN - Fiat Chrysler (FCA) and PSA said on Monday that investors had given their blessing to a $52 billion merger to create the world’s fourth largest automaker, and shares in the new company, named Stellantis, would start trading in two weeks. With annual production of around eight million vehicles worldwide and revenues of more than 165 billion euros ($203 billion), the newly-formed firm is expected to play a key role in the auto industry’s jump into the new era of electrification.
Stellantis will have 14 brands, from FCA’s Fiat, Maserati and U.S.-focused Jeep, Dodge and Ram to PSA’s traditionally Europe-focused Peugeot, Citroen, Opel and DS. FCA and PSA said they expected to complete their tie-up on January 16, ahead of an earlier indication which aimed for a closing within the first quarter of this year. Stellantis shares will start trading in Milan and Paris on January 18, and in New York the following day, the two automakers said in a joint statement. At two separate extraordinary

PEOPLE are not foolish for seeing through the lies of the current opposition political parties so turning around to call them names just exposes how empty these parties are, and the UPND in particular. Mr Katuka could not stomach the analysis by the Economist Intelligence Unit (EIU) that the 2021 general elections would be characterised by economic and political turmoil but that the PF was still expected to win. Presidential jet vital national asset Dear Editor, THE longest trip we took on a Presidential Challenger jet was to Brazil in 2010. We made three-stopovers to refuel. Because we had to fuel to full-capacity, the usual Presidential close party had to be removed from the aircraft to reduce on weight. So it was only President Rupiah Banda and myself, as two passengers, and the aide-de-camp on that 16 hour-long and punishing journey. Not the best way of moving a President. In 2008, when some of us joined the government, we found a position paper on the need to buy a new presidential aircraft. The document was first crafted by technocrats under President Frederick Chiluba’s administration. And so, during our first few months in office, I was one of those taken on a test-flight by the Canadian aircraft manufacturer, Bombardier, who came to market the new plane (Challenger Global). It was what Zambia was looking for at that time - long haul
machine - with bigger passenger capacity. But due to some unforeseen issues, the transaction was never concluded. At that time, Rwanda and Botswana had just acquired similar machines for the presidential duties. The Challenger aircraft 604 which was designed as “Zambia One” was not really suitable for presidential movements. It was small and could not take longer trips without stopovers for refuel. Remember that whenever the Head of State makes a stopover, it means that security and protocol detail must be stationed there in advance. This is costly too! We also tried, as a country, the option of chartering private aircrafts for the President but this too proved unsustainable and costly. Not forgetting putting the life of the President in the hands of foreign crew! Another alternative to the Challenger, which has been used before, is to board commercial flights. This is very inconveniencing for the Head of State. It is difficult to plan as flights can be delayed and entire presidential assignment disturbed.
Commercial flights can be cancelled and affect the presidential movements. This also entail making stopovers when going on long distance trips such as New York (UN General Assembly). Each stopover require security and protocol detail stationed in advance in those countries. Sometimes, the flight bookings can be crazy and involve several stopovers. The President, in case of emergency, should be able to travel back at short notice from wherever he or she is than waiting for tickets to be changed or negotiating for available seats on commercial flights. So, the need for a long haul aircraft, has always been a necessity. What about sudden change of programmes? Zambia One must be able to make a sudden U-turn when the final destination becomes hostile. For example, the President destined to country B must be able to change plan midair when suddenly war breaks out in that country. This cannot be done with commercial flights that can be diverted to some other countries which may not be suitable for Zambia One.

Mr Hichilema’s obsession for “ama sampo” should be undertaken through a genuine business transaction not to the detriment of national security. “Ama sampo” is usually common on the Copperbelt Province and some street-wise call boys in Lusaka. It is used to depict second hand disposable assets that are
sold at a ridiculously lower price than their par and face value. The “ama sampo” traders are notoriously opportunists whose interest is to gain a profit even for disposables they may have made zero contribution to their acquisition. The arrogance of Mr Hichilema and his surrogates clearly reveals the opportunistic and predatory nature of the UPND leader. We wish to challenge Mr Hichilema to tell the nation on whether he has found a buyer
and whether he had undertaken a bidding process or it was a preserve of the close associates within the ranks of UPND. Can Mr Hichilema tell the nation whether he had adhered to the public procurement guidelines that promotes fair dealings in the acquisition and disposal of public assets? We have not forgotten that Mr Hichilema has previously denounced successive Presidents such as Rupiah Banda and Michael Sata against single sourc-
ing. What has changed now from his words that he can single source the buyer of the Presidential jet? Zambia must not elect a leader who is going to turn State House into a haven and trade centre for “ama sampo” of stateowned assets. We urge Mr Hichilema to desist from issuing careless statements that have the ability to undermine the security of the nation for the sake of political expediency.
The current debate is interesting. Zambia Air Force, in an unprecedented statement, explained that the presidential plane cannot be sold. I think that is besides the point. I think what we should be looking at is the cost-benefit analysis of having our own long haul aircraft Vs selling and getting back to commercial flights for our Head of State. How much can we save from the two options? What are the security implications of the two options? This is where we should focus the debate! As for me, based on my very little experience in the presidency, I would prefer whoever is Zambian President, to have a long haul aircraft for easy movements and safety. It does not matter whether it is Gulf-stream, Challenger Global, Airbus or Boeing, so long as it can do the job. Whether it is President Edgar Lungu, Hakainde Hichilema, Harry Kalaba, Sean Tembo or Chishimba Kambwili in office, they need to have such a machine. DICKSON JERE.

The party says that there are still a lot of gaps which the ECZ must rectify if the nation is to have a credible elections in August this year. UPND provincial chairman, Billiard Makwembo, observed that during the Maramba Ward by-election, ECZ did
not respect the electoral Act. "We want to appreciate the role police played during the campaign period and our expectation is that they have to continue acting professionally up to the general election in August 2021. "As for the Electoral Commission of Zambia (ECZ), we feel they have not provided leadership, there are still a lot of gaps which need to fill and thus we shall have to engage them. We urge the Commission to follow the guidelines and respect the electoral act if we are to have credible election in August 2021,"
he said. He thanked the party structures in Livingstone for coming out victorious during the Maramba Ward by-election. THE Patriotic Front (PF) has scooped the Kaimbwe Local Government by-election seat in Kasempa. Returning Officer, Maggie Katontoka, declared PF candidate Keagan Shimikila the winner. The results were announced at Kaimbwe Secondary School totalling centre at about 21:30 hours on Monday. Mr Shimikila polled 356 votes while his only contender, UPND’s Innocent Kakona managed 225 votes. A total number of 593 votes were cast during the poll in which nine ballot papers were rejected. The Kaimbwe Ward seat fell vacant following the resignation of the UPND councillor Thomas Kyangamuka who later joined the PF in October last year. Speaking to the press shortly after being declared winner, Mr Shimikila reaffirmed his commitment of bringing development to the people in Kaimbwe Ward. Meanwhile, PF campaign manager Dennis Kanyakula said people in the region are tired of politics of character assassination and now want development. He said PF is able to win ward by-elections in North-western Province because voters appreciate the development that the ruling party has taken to the area.

FINANCING SKILL TRAINING FOR EMPLOYER BASED IN-SERVICE TRAINING Background The Skills Development Levy was established in 2016 under the Skills Development Levy Act No. 46 of 2016. The main objective of the levy is to provide financial resource for the TEVET sector for skills development in collaboration with the Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The Skills Development Fund (SDF) plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, and one of the mechanisms used in achieving this objective is the TEVET Fund. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access. Invitation to Employers and Training Providers The Government of the Republic of Zambia, using proceeds from the SDF, has set aside funds towards the implementation of the Employer Based Training (EBT) activities through the TEVET Fund. The TEVET Fund is hereby inviting Employers in collaboration with Training Institutions registered with TEVETA, under the

ESWATINI AIMS TO VACCINATE ENTIRE POPULATION AGAINST COVID-19

BABANE - eSwatini aims to vaccinate all its 1.3 million people against Covid-19 and will set aside at least US$14 million to do so, senior officials in the kingdom say. eSwatini, formerly known as Swaziland, is participating in the COVAX global vaccine distribution scheme co-led by the World Health Organisation and hopes to receive enough vaccines for 20 percent of its population via the facility free of charge. It wants to buy vaccines for the remaining 80 percent via COVAX but recognises it may have to source doses elsewhere. “We are still trying to explore other sources for the vaccine in the event the country fails to secure the additional vaccine doses through the COVAX Facility due to limited supplies,” Simon

BANGUI - The President of the Central African Republic, Faustin-Archange Touadéra, has been re-elected after securing nearly 54 percent of the votes. The electoral commission said the results made a second round run-off unnecessary. Former Prime Minister, Anicet George Pologuele, finished a distant second with just 21 percent of the votes, while Martin Ziguele finished third with seven percent of the votes. There were 16 candidates running for president - including three women. Opposition candidates
have said the election was riddled with massive irregularities. The vote took place despite an offensive by a coalition of armed rebel groups which left thousands unable to cast their ballots. The government has accused the former President François Bozizé, who was barred from standing in the poll, of staging an attempted coup. He has denied the allegations but said he supported the rebels. Prosecutors have launched an investigation, accusing Bozizé of acts of destabilisation and rebellion. – BBC.

Victory in the two runoff elections would give Biden control over the whole of Congress and with it the power to push forward his progressive agenda. Biden said Georgians could shape the US for years to come. Republican President Donald Trump told voters it was their "last chance to save the America that we love." The vote will decide the balance of power in the US Senate. The Republicans currently hold 52 of the 100 seats. If both Democrats win, the Senate will be evenly split, allowing incoming Democratic vice-president Kamala Harris the tie-breaking vote. This would be crucial for pushing through Biden's agenda, including key issues such as health care and environmental regulations - issues with strong Republican opposition. Limpopo premier ordered to pay $93, 184 to applicant who lost job to man with bogus qualifications JOHANNESBURG - The Office of the Premier in Limpopo has been ordered to pay an equivalent of 12 months' salary to an employee who was overlooked for a senior position in favour of a candidate who apparently misrepresented his academic qualifications. The order, made by the General Public Service Sector Bargaining Council, stipulates that the employee, Moipone Mathole, be paid by 31 January. The position, senior manager for human resources, comes with a salary of $93, 184 per year. Evidence before the council was that the post was advertised in September 2012 and 143 candidates applied. Seven of them, including Mathole, were shortlisted and interviewed. After the interviews, Mathole obtained the highest score, but the post was re-advertised with 72 applications received and four candidates shortlisted and interviewed. She re-applied, but was not shortlisted nor invited for an interview. The interviews were conducted by the same panel. However, she was sent for a competency test together with Michael Maseko who was later appointed to the position.
It then emerged that Maseko had misrepresented academic qualifications in his curriculum vitae by stating that the fourmonth course he obtained was a diploma. The qualifications could also not be verified because the college he obtained the qualifications from had since closed down. In re-advertising the post, the office of the premier stated then that it was necessary because, "... the position is a focus area of the Auditor General." In his ruling, the council commissioner PC Mabitsela stated: "The first respondent's (Office of the Premier) reason for the re-advertising of the post is not justifiable, even before the initial advertisement the post was a focus area of the Auditor General therefore it could not be reason enough to re-advertise the post. He found it "mind-boggling" that Mathole was sent for a competency test together with Maseko, whereas she obtained the highest score in the initial interviews. However, Mabitsela found that for him to order for the appointment of Mathole to the position now would be unreasonable and impractical as the position has already been filled. - NEWS24.
