Medical Stores, ZAMRA boards dissolved By NOEL IYOMBWA MINISTER of Health Jonas Chanda has with immediate effect dissolved the Zambia Medicines Regulatory Authority and Medical Stores boards. Dr Chanda has also abolished 10 directorates in the Health Sector. This is contained in a statement issued to Daily Nation by the Ministry of health. The Minister has also reduced the number of directorates from 17 to seven. “Medical stores Limited (MSL) has transitioned into Zambia Medical Supplies Agency (ZAMSA). “This means the MSL board is dissolved and non-existent. A new ZAMSA board will be appointed in due course. Dr Chanda said that this entails that the procurement of function of all medical supplies will no longer be under the Ministry of Health and will now be carried out by ZAMSA. Earlier this week, Medical Stores Limited (MSL) Managing Director Chikuta Mbewe was dismissed from his position following recent revelations that substandard medical kits, including leaking condoms, were distributed to health facilities starting from September last year. James Kapesa, the agency’s then board chairperson told journalists that the agency has operating procedures that require that commodities issued should be of high quality, adding that the diversion from the required standard requires urgent attention. “MSL’s principal activity is the storage and distribution of efficacious and safe medicines and medical products to the public health facilities. In view of what
happened in the recent past, action has been taken to ensure that remedy is done according to the provisions of the law,” he told reporters during a press briefing. The distribution of the substandard medical products, allegedly supplied by a local pharmaceutical firm, HoneyBee Pharmaceuticals, has stirred rile in the country with increased calls for the firing and arrest of all those involved. Meanwhile, the cumulative number of confirmed Covid-19 cases in Zambia has now reached 60, 427 after the addition of 1,424 new cases recorded in the last 24 hours from the 10,082 tests that were conducted, Dr Chanda said yesterday, reports ZANIS. Dr Chanda however expressed concern with the growing number of cases in the Copperbelt province which he said is becoming an epicenter. Dr. Chanda however stated that the surveillance team on the ground is working round the clock to arrest the situation promptly. And the minister has announced that 16 new deaths were recorded in the last 24 hours and these have been classified as Covid-19 deaths or Covid-19 associated deaths. He added that the development has resulted in the cumulative number of Covid-19 deaths to stand at 828, with 378 being Covid deaths, 419 Covid-19 associated deaths and 31 deaths pending classification. In a statement in Lusaka yesterday, Dr. Chanda has further indicated that an additional 740 patients from both the isolation facilities and home management have been discharged bringing the cumulative number of recoveries to 52,045.
Government urges tree planting for environmental protection By John kombe GOVERNMENT has appealed to citizens to embrace tree planting as a way of preserving the environment. Minister of Water and Environmental Protection, Raphael Nakachinda made the observation during a tree planting ceremony in Chongwe. The theme of the event was “Trees Nature Based Solutions”. He noted that the theme was in line with the government’s agenda of enhancing provision of clean and safe water by 2030. He urged citizens to plant trees so as to protect the environment from the harsh effects of climate change. The minister said trees play an important role in conserving biodiversity. He said that tree planting also enhances sustainable development. Mr. Nakachinda further reiterated government’s commitment to promoting a green environment. He pointed out that government places water and land development as two very critical sectors. And in a speech read on his behalf by environmental management director Godwin Gondwe the ministry’s permanent secretary Mabvuto Sakala recognised the importance that trees play in human survival. He said that trees were an important resource that must be preserved and urged the residents of Chongwe and beyond to ensure that they plant trees in their communities. He emphasised that government remained committed to promoting tree planting for sustainable development.

THE Opposition Alliance is intact and there was no scheduled meeting on Wednesday to formalise the alliance and electoral pact, says UPND spokesperson Charles Kakoma. On Wednesday, sources revealed to the Daily Nation that the meeting that was intended to formalise the alliance and electoral pact was scuttled due distrust between UPND president Hakainde Hichilema and his
National Democratic Party (NDC) counterpart, Chishimba Kambwili. The source said the UPND, NDC and ADD meeting was scheduled for Wednesday but failed to take off and was postponed to a later date. But in an interview yesterday, Mr Kakoma said there was no scheduled meeting on Wednesday for the alliance. Mr Kakoma also said reported cracks of the alliance were imaginary and creation of those who do not want it to succeed, He said the alliance has not received any communication from
any alliance partner that intend to withdraw. He said rumours of the collapse were fake and should be treated with the contempt they deserved. “We are not aware of any cracks. Those are imaginary because no alliance partner has informed us of the intentions to leave the alliance. “In fact, there was no scheduled meeting on Wednesday for the alliance,” Mr Kakoma said. Recently, there were rumours that Mr Kambwili was re-joining the ruling party, reports which he has dismissed.
Chiengi audit reveals irregular payments Mwila toasts By AARON CHIYANZO CHIENGI Town Council irregularly paid amounts totalling K45, 874 to a lodge for accommodation, food and refreshments for three officers that had been transferred from various councils when they were in receipt of housing allowances, the Auditor General Report of local authorities for the financial years ended December 31 2018 and 2019 has revealed. The report states that
as at October 31, 2020, the funds had not been recovered. “During the period under review, the council paid amounts totalling K45, 874 to a lodge for accommodation, food and refreshments for three officers that had been transferred from various councils to Chienge Town Council. However, the payments were irregular in that the officers were not entitled as they were in receipt of housing allowance,” the report reads in part.
And the report states that contrary to regulations, 36 payments in amounts totalling K308, 903 were not supported with documents such as invoices and letters of termination or appointment. It indicates that Local Authorities Financial Regulation No. 98 (1) states, “all payment vouchers with supporting documents, and any other forms which support a charge entered into the accounts, shall be carefully filed, secured and be readily available for audit.”

VICE-PRESIDENT Inonge Wina has disclosed that the Patriotic Front mobilised resources to pay for the ministers who stayed in office after the dissolution of Parliament. Ms Wina told the house that despite being ministers, the affected individuals belonged to the PF, hence the ruling party has a mandate to fend for its members. She said this is a scenario even in other political parties including the United Party for National Development. The Vice President was responding to Bwengwa MP, Kasautu Michelo, who wanted to know the names of individuals who paid for the ministers and the names of ministers who paid for themselves.
“Mr Speaker, the ministers who remained in office are members of the PF and the party has an obligation and mandate to fend its members, a scenario that can be done in any political party, so we mobilised the resources and paid. “Mr. Speaker, the question raised by the MP was not relevant to the current status,” she added. Meanwhile, Ms Wina said Government has released funds for the construction of Mongu-Limulunga road. She said K2 million has been released but that the contractor has maintained that he can only start work after the rain season. Mr Mwila has meanwhile banned the use of branded vehicles by PF aspiring candidates across the country. He said in a statement that the victories were a sign that PF would scoop this year’s general elections. This follows announcement of results of the Vubwi Town Council and Miputu ward by-elections of Thursday in favour of the ruling party. “The ruling Patriotic Front has received the news of our overwhelming victories in Vubwi and Masaiti with humility and thanksgiving to Jehovah the Almighty God. The Vubwi Town Council byelection followed the death of the former chairperson, Mr Joshua Daka, while the Miputu ward fell vacant after the resignation of the councillor who joined the PF. Mr Mwila said victory in Miputu Ward signified that PF was mopping up of the last residues of the opposition on the Copperbelt. He urged PF members to continue marching from one level of victory to another until they seal it with a resounding victory on August 12. Meanwhile, Mr Mwila said aspiring candidates should not use branded vehicles in all constituencies because the party has no official candidates yet. “As the party has no official candidates yet, may I also take this opportunity to announce a ban of branded vehicles by aspiring candidates in all constituencies. “While we have allowed aspiring candidates to market themselves to the people, the use of branded vehicles is therefore banned,” he said. REBNAR Changala’s recent remarks directed at Vice President Inonge Wina are disturbing and devoid of someone who should be championing the end to women’s discrimination, the Non-governmental Gender Organisation’s Coordinating Council (NGOCC) has said. NGOCC chairperson, Mary Mulenga said it was disappointing that Mr Changala, who claimed to be an activist and defender of women’s rights was in the forefront attacking the Vice President unnecessarily. She was reacting to a recent article that appeared in a local newspaper in which Mr Changala was quoted as having used disrespectful sentiments against Ms Wina following her response during the Vice President’s Question and Answer session in Parliament. “As the women’s movement, we have known Mr Changala to be an activist and defender of

women’s rights and therefore the manner in which his sentiments were raised were disturbing and devoid of someone who should be championing the end to women’s discrimination,” Ms Mulenga said. She said Ms Wina remains Zambia’s first female Vice President and the women’s movement in Zambia is proud to have nurtured an activist and a leader that has attained such a
high position in the corridors of power dominated by men. “As a product of the women’s movement, Ms. Wina served as chairperson of NGOCC, where our principles and values clearly point to a kind of transformation that any progressive country aspires to witness and this is a fact that can never be erased with the passage of time,” she said. However, Ms Mulenga said,
as an organisation we find the personal attacks against the Vice President extremely unfortunate. She said the NGOCC has noted with growing concern the unfavourable and hostile environment for women in politics. Ms Mulenga said while Ms Wina was part of the entire Government machinery, it was unfair to blame her personally for the failure of the State. She said the mention of her late husband exemplified the deeply entrenched patriarchy by Mr Changala which suggested that husbands were the ones that impart values, morals and influence on how women should be modelled. “This is the patriarchy that NGOCC has been fighting since 1985, when the organisation was founded by a few women including, Ms. Wina. We therefore call for a more holistic approach in demanding for accountable and transparent leadership that is devoid of any chauvinism and personal attacks,” Ms Mulenga said.
ZCCM-IH mops up 80kg gold By NOEL IYOMBWA ZCCM-IH has managed to mop up in excess of 80 kilogrammes of gold in Mwinilunga, says Mines and Minerals Development Minister Richard Musukwa. Mr Musukwa told parliament that mineral exploration were ongoing to determine the extent of the gold in the district. He was responding to Serenje MP, Maxwell Kabanda, who wanted to know what specific measures Government was taking to harness the mining of manganese and gold to ensure that the country benefits from the resources. The minister has meanwhile said Government was concerned with the continued
illegal mining of manganese in Serenje. He said Government want manganese to contribute national development, hence it has put up measures to safeguard the mineral. The minister told parliament that Government has provided a geographical mapping in Central Province and some parts of Luapula Province. Mr Musukwa said Government has employed more officers in two provinces and in border points to curb smuggling of the mineral. He also told the House that Government has written to the Zambia Police in all districts where there is manganese to ensure that only licensed entities are allowed to mine.
THE Electoral Commission of Zambia (ECZ) yesterday launched the electronic inspection of the provisional register of voters that will enable voters verify their details. ECZ Chief Electoral Officer, Kryticous Nshindano, said the exercise would start tomorrow, February 7 and will run up to May 7. He was speaking during a media briefing in Lusaka yesterday. Mr. Nshindano explained that the electronic based inspection
of the provisional register of voters would involve the use of the website platform and phone USSD code. He added that the electronic inspection would be available on two platforms that include dialling the USSD Code *214# available on all networks and also the use of internet-based ECZ online platform available on ovr.elections.org.zm for those with access to internet. “The USSD works on all phones from the most basic phone to the most high-tech and expensive models as we have everyone covered. was confronted with a novel matter which had involved the discharge of two Zambia Air Force officers from service on account of the fact that the two had suffered the misfortune of contracting HIV. "Judge Muyovwe seriously considered this matter and came to a conclusion that ZAF had erred in discharging the duo and had violated human rights of the officers," she said. Solicitor General Abraham Mwansa said Judge Muyovwe carried out her duties credibly without being blemish. "Judge Muyovwe had a keen sense of mission, patriotism and dedication. She was honest, God-fearing and welcoming but impenetrable," Mr Mwansa said. The late Judge leaves behind four children and was scheduled to retire on March 12, this year. She founded the National Legal Aid Clinic for Women in 1990 and immediately became its first coordinator on a part time basis and later on took a full time role.

THIS IS HYPOCRISY WHAT is wrong with us Zambians? A simple figurative statement, by one Jesuit Priest, sends the whole country into paroxysms of self-righteous indignant outrage in the name of democratic virtue. Indeed, absurdity is suggesting that Father Lastone Lupupa was suggesting rigging the August 2021 elections! Anybody who has been to school, or indeed anybody who has read the Bible must be familiar with figurative speech, which exaggerates in order to make a point. For example Mathew 18:9 says very clearly that if your eye causes you to stumble, gouge it out and throw it away. Indeed Mathew 5:30 says “And if thy right hand offend thee, cut it off, and cast it from thee: for it is profitable for thee that one of thy members should perish, and not that thy whole body should be cast into hell.” ... It is better for you to lose one part of your body than for your whole body to be thrown into hell.” No single church today, nor indeed in those days, took the extreme measures proposed by the Bible because these are essentially figurative and symbolic, therefore not literal, but metaphorical. By definition, a metaphor is not supposed to be translated literary. According to Wikipedia, a metaphor means: A figure of speech that, for rhetorical effect, directly refers to one thing by mentioning another. It may provide clarity or identify hidden similarities between two different ideas. Metaphors are often compared with other types of figurative language, such as antithesis, hyperbole, metonymy and simile. It is therefore against this background that the pent-up anger against Fr. Lupupa must be seen. As a priest, the orders of office offer him licence and an opportunity to be visionary and advise his flock on pertinent issues and in this regard he foresees calamity if the electorate, out of their free will, place in office individuals who are unsuited to the task. There was nothing wrong in his stating this fact. Just as there was nothing wrong with many psychiatrists and preacher men who warned that Donald Trump was unsuited for the office of President because of his narcissistic tendency. The truth has come to pass. The United States of America which is supposed to serve as a beacon of democracy and a leader of the free world, has descended into a divided, fractured and unseemly republic where all manner of conspiracy theories exist. It is nonsensical to suggest that Fr. Lupupa in addressing his motley of congregants was agitating, let alone promoting the notion of rigging elections. The priest had every right to be allegorical in warning the congregation against voting unwisely. He demanded for strict inspection of the candidates on offer to ensure that integrity, love and goodwill were the key watchwords of those to be considered. What is shocking and most hypocritical has been the harsh reaction to this prophesy as compared to the uncouth and uncivil language that some opposition supporters have used to describe the current leadership. We agree with Mr. Peter Sinkamba when he states that: “The bottom line, from the sermon of Father Lupupa is that we, the politicians must change our message to our people. We should preach love, unity, peace, and prosperity instead of revenge and mayhem. As Father Lupupa stated, it is a lesser evil to rig an election in favour of a leader who preaches love, unity, peace and prosperity than to allow wicked politicians win an election and at the end of the day they cause mayhem and destruction in the nation.”
HERE is need to understand clearly the context in which the Catholic Priest Fr. Lastone Lupupa stated that some people with rage and driven by revenge should never get into State House before castigating him on political grounds, the Independent Church of Zambia (ICOZ) has said. Some Zambians have castigated Fr. Lupupa following a video that has gone viral saying that it was better to rig elections than allow some people who are self-centered, bitter and full of vengeance to rule Zambia. But ICOZ president, David Masupa told the Daily Nation in an interview that there is need to understand that Zambia is a Christian nation and lives by the characteristics of Christ which is an assurance that Zambians need from all those aspiring to rule

Dialysis machines inadequate, says Minister By NOEL IYOMBWA DIALYSIS machines across the country are not adequate to cater for all patients, Health Minister Jonas Chanda has told parliament. He was responding to Chembe MP, Sebastian Kopulande, who wanted to know how many dialysis machines there were at UTH and other medical facilities. He said that University Teaching Hospital (UTH) in Lusaka has 19 machines while
31 machines were distributed to other parts of the country. Dr Chanda said that Ndola Teaching Hospital has five, Kitwe eight, Livingstone General Hospital seven while Mansa General Hospital has four. He said others are Chipata with four, Lusaka’s Levy Mwanawasa Teaching Hospital two and Kasama General Hospital four. The minister said that Lusaka Specialised Hospital which is yet to be commissioned will have 10 machines. Dr Chanda said that there are
23 machines in private health facilities across the country. He said that plans were under way to extend renal services to five more health facilities, namely, Lewanika General Hospital, Nchanga North Hospital, Kabwe Central Hospital and Chinsali General Hospital and Lusaka specialised hospital. Manganese plant in Kapiri advances By JOHN KOMBE THE manganese processing plant being set up by a Chinese mining company in Kapiri Mposhi will soon be operational, says Central Province Permanent Secretary, Bernard Chomba. Mr Chomba said the plant was being set up by Chi Metals, which had completed construction and was awaiting the testing of the furnaces by technical staff. He however said the technical team had delayed to arrive from China. He said that this had delayed the operationalization of the plant which was scheduled for December last year. The only other delay, he said, was the connection of high voltage electricity to the plant, but it was now resolved and the testing would commence. Mr Chomba observed that the completion of the plant would enhance growth in sectors such as transport and hospitality. He also envisaged growth in the mining of manganese as miners would now have a processing plant within reach. He observed that the setting up of the manganese processing plant was in line with Government’s agenda of value addition. Mr Chomba said that the plant would therefore lead to increased mining activities and lead to increased revenue for the country. And Director of Mines, Fred Banda, promised to follow the developments closely. He noted that the undertaking was critical to the mining sector and as such needed to be monitored closely.

Chief Mulilo said politics of insults were a major cause of political violence and should not be encouraged. The traditional leader said political violence has potential to cause voter apathy and should be avoided at all costs in this year's elections. Chief Mulilo said politicians should base their campaigns on their manifestos and agenda for the development of the country. "We expect to see political parties conducting campaigns based on real issues and their development agenda because no one will be voted based how much he has insulted the other. "As the country heads for polls this year political players should refrain from politics of insults and character assassination because this has been identified as the major cause of political violence," he said. Simon Mwewa Lane Market 90p.c. complete By KALOBWE BWALYA WORKS at Simon Mwewa Lane market in Lusaka are at 90 percent complete, Disaster Management and Mitigation Unit (DMMU) National Coordinator Chanda Kabwe has disclos ed. He said the project would be completed and handed over to Government in April this year. Mr Kabwe said final touches to be done included electrical installations, installations of toilet pans and systems, painting, supply and installation of alluminum louvers and stone cladding on the stairs. In an interview with the Daily Nation, Mr Kabwe said works on the ablution block was at 95 percent, and assured that the project would be delivered as per schedule. Mr Kabwe said Government was committed to ensuring that the project was quickly completed because the market
was an important component in the fight against street vending and Covid-19. In November last year, Government through DMMU released funds towards the completion of Simon Mwewa Lane Market. Mr Kabwe said the market had taken too long to complete because of Covid-19 outbreak which affected all sectors of the economy. He expressed happiness with the quality works done so far by the Defence Forces. And project engineer, Major Mabvuto Lungu, said the project was at 88 percent complete and all the materials were readily available for the completion of the project. The market being constructed by the Zambia Army is a 700 meters long double storey building that is expected to create over 2,500 trading spaces. It is funded from both the treasury and donations made after the City Market got gutted.

ZRA TO REDUCE OUTSTANDING TRANSACTIONS …through new system By BUUMBA CHIMBULU A SYSTEM to help reduce the number of outstanding transactions that contribute to the frequent automatic suspension of the agents’ accounts will this year be rolled out by the Zambia Revenue Authority (ZRA). The module will start with a pilot phase next month and final implementation is expected to be rolled out by June this year, says ZRA Commissioner General, Kingsley Chanda. Mr Chanda said the measure would ensure that an agent who was not officially appointed by the importer/ exporter would not have access to the system.
“Previously, importers and exporters would appoint agents manually and other unauthorised agents would clear goods without the knowledge of the importer or exporter. “In case the importer or exporter defaults, the burden would be on the clearing company to settle the outstanding dues which has proved to be expensive and an unnecessary inconvenience for the Customs clearing industry,” he said in a statement. Mr Chanda said the operationalisation of the new module on Asycuda World would require Customs clearing agents to obtain authority from the owners of Tax Payers Identification
Numbers (TPINs) through the ZRA platform before clearing the goods with Customs. Ultimately, he said, ZRA wanted to ensure accountability and transparency in the import and export of good in and out of the country. Mr Chanda said the new module would also help mitigate TPIN abuse by linking the TPIN of the Importer/ Exporter to the TPIN of the Appointed clearing agent. He indicated that customs clearing agents were also poised to benefit from the new module because only
authorised persons will present or select their companies on the system. Mr Chanda said ZRA had developed the new module in its quest to strengthen taxpayer focus and enhance Customer experience while improving controls. “The Authority has developed a module on the Customs management system that will now give access to importers and exporters to electronically appoint Customs clearing agents on the system with an option to drop and add others depending on their business needs,” he said.

Mr Justice Muma said he could not review his decision to dismiss Mr Phiri 's petition on grounds that it was not signed and that the petitioner neglected to present any fresh evidence or sufficient grounds before him that would compel the Court to review its decision. the Lusaka High Court and cited Ms Elizabeth Chitika as the respondent on behalf of MMD. In his ruling , Mr Justice Muma said the High Court Act was very clear that it required the plaintiff or their advocate to sign a writ or summons before it was presented before the court. “It is therefore of no bearing to this Court that the other copies of the petition were signed. The mere fact that the petitioners alleged that he signed other copies of the petition does not stand out as material or fresh evidence. It still remains that the petitioner presented a petition that was irregular before me,” he said.

ZAMBIA APPLIES FOR DEBT PACKAGE

GOVERNEMENT has applied for debt treatment under the Group of 20 (G20) the Common Framework which will facilitate Zambia’s engagement with all G20 and Paris Club creditors. This reassures commercial creditors and encourages them to join the restructuring process. Finance Minister, Bwalya Ng’andu, expressed confidence that debt treatment under the G20 Common Framework would help address Zambia’s challenges and support the country’s economic and financial recovery in the long term. Dr Ng’andu in a statement stressed that returning to sustainable debt levels was a national priority for Zambia. ‘’Zambia is committed to transparency and equal treatment of all creditors in the restructuring process, and our application to benefit from the G20 Common Framework will hopefully reassure all creditors of our commitment to such treatment,” he said. Dr Ngándu had officially requested a debt treatment under the Common Framework agreed by the G20 major economies and the Paris Club in November last year. Mr Yamba explained that the all G20 and Paris Club creditors were expected to coordinate their engagement with Zambia under the Common Framework with the objective of providing debt relief to
the country. He said the newly adopted common framework for debt treatment beyond the G20 Debt Service Suspension Initiative (DSSI) is designed to facilitate timely and orderly debt treatment with broad creditor participation for DSSl-eligible countries. “The framework has been endorsed by the G20 and the Paris
Club as part of a global response to the Covid-19 crisis in recognition that the short-term liquidity relief and fiscal space created by the DSSI will not, in all cases, be sufficient to address the significant public debt challenges some countries are facing,” he said. Mr Yamba said debt treatment under the Common Framework, would be based on the conclusion of the Debt Sustainability Analysis. He said was being prepared in collaboration with the International Monetary Fund and the World Bank in the context of International Monetary Fund programme discussions scheduled from February 11th 2021 to March 3rd 2021. To stabilize the economy severely hit by the Covid-19 pandemic Zambia launched its Economic Recovery Plan 2020 2023 in December 2020 and will begin formal talks with the IMF on 11 February 2021 to negotiate an Extended Credit Facility programme.
GOVERNMENT has targeted to increase the manufacturing sector’s contribution to Gross Domestic Product (GDP) to 36.12 percent by 2030, says Ministry of Commerce, Trade and Industry Permanent Secretary, Mushuma Mulenga. Mr Mulenga said Government would also increase manufactures exports as a share of merchandise exports to 71 percent by 2030. He said Government in consultation with the private sector, continued to put in place policies and measures which are aimed at spurring growth in the manufacturing sector. He said this recently during the webinar organised by the Zambia Association of Manufactures (ZAM) on the Statutory Instrument (SI) No. 110 of 2020 which allows r suspension of customs duty on imported manufacturing inputs which cannot be sourced locally. “I am, therefore, happy to see that the Zambia Association of Manufacturers has taken keen interest in encouraging its members to utilize this incentive to spur growth of the manufacturing sector in Zambia and support economic recovery,” Mr Mulenga said. He said information from the Zambia Statistical Agency reporting that the manufacturing sector recorded a growth of 0.2 percent in the third quarter of 2020 was impressive. Mr Mulenga said the sector recorded positive growth after being affected by the negative effects of the Covid-19 pandemic. “According to Zambia Statistical Agency, Zambia imported an average of ZMW 21.6 billion per year worth of manufacturing inputs and intermediate goods in the period 2009 to 2018. “This huge figure demonstrates that a number of manufacturing inputs cannot be sourced locally,” he said. Mr Mulenga therefore said the amendment to the suspension on manufacturing input Regulation was to recognise special preferential tariff Agreements. “Government in consultation with the private sector, continued to put in place policies and measures which are aimed at spurring growth in the manufacturing sector. One such measure is the Customs and Excise Suspension Manufacturing Input Regulation which has been in place as far back as 1994.

ABSA Zambia plc financial year 2020 earnings bore the brunt of high risk weightings in widened credit impairments whose stock totalled K249.3million. However, total revenue for the institution grew 15.3 percent to K1.4 billion supported by 8.7 percent stronger interest income supported by duration risk related investment in treasury assets. This weighed its After Tax Profits (PAT) lower by 41.2 percent on an annual basis to K143.8 million. Adding pressure to revenues were widening non-interest expenses that grew 64.1 percent to K1.2 billion weighed most likely by disease pandemic related spend, revaluation effect on foreign currency invoices and promotional spend on new
branch rollout throughout the year. This is contained in the financial statement released by the Bank. With steep depreciation of the Kwacha, exchange rate related costs remained a persistent theme across all commercial banks in 2020. As a consequence, Absa’s cost to income ratio widened to 73 percent from 51 percent a year ago. “Total revenue grew 15.3 percent to K1.4 billion supported by 8.7 percent stronger interest income supported by duration risk related investment in treasury assets and advances income reflecting the aggressive 22.2 percent growth in its loan book,” the Bank said. Supporting a 9.2 percent upward growth in non-interest income was a 21.2 percent growth in foreign exchange trading earnings while fee and
commissions were flat compared to a year ago. WILL return soon and re-contest the Kankoyo parliamentary seat in Mufulira after recording significant recovery from the time I underwent several medical procedures, Brian Mushimba has said. He was speaking in an interview from America. Dr Mushimba was last year involved in a road traffic accident and had been undergoing several medical procedures to repair his arm. He was later diagnosed with Covid-19, which he was recovering from. He promised to foster unity in the constituency and continue with the development agenda initiated by President Edgar Lungu through.
Dr Mushimba, who is Higher Education Minister, indicated that his priority was to influence unity at the district and constituency levels. "I believe that we need unity in our district so that our party, the PF remains strong and this is the first task I will undertake once Covid-19 is completely flushed out of my system and I get back to Kankoyo, the place dear to my heart" Dr Mushimba said. He reaffirmed his intention to run for MP for a second term saying he wanted to continue developing Kankoyo constituency. He said he was grateful to President Lungu for giving him chance to recover and for all his support during the difficult time he had been unwell. And Dr Mushimba has said
the UPND should not resort to hate-speech or propaganda, but must clearly explain how they would fix the economic challenges in the country. He said any leader aspiring to form government must exhibit humility and use palatable language during public rallies to inspire others as opposed to being bitter. ''It’s not propaganda, insults or using unpalatable language against other people during rallies that will fix the country's economy. It’s not an issue of saying Bally will fix it. It is explaining how you will fix it. ''The problem with our colleagues in the opposition, especially the UPND is that they are so emotional and always resort to hate-speech and unpalatable language. These people have nothing to offer,
but want to form government for their own selfish motives,'' he said.
Traders appeal for empowerment THE Association of Vendors and Marketeers (AVEMA) has appealed to Government to boost their business capital by providing them with soft loans. In an interview in Kitwe, AVEMA president Abel Chikwa said the Covid-19 pandemic has badly hit the vendors and traders. “Business is very bad as people are not buying and our perishable products like vegetables and tomatoes just go to waste as people are not buying because of the their reduced buying power. “We are now appealing to Government to bail us out through soft loans under the Presidential Empowerment Initiative,” Mr Chikwa explained. He explained that the marketers on the Copperbelt had not received any support under the presidential
empowerment programme and were hoping to be helped this year. Mr Chikwa however stated that members have received empowerment funds from the area Member of Parliament Alexander Chiteme but it was not enough to significantly boost their businesses in the wake of the Covid-19 pandemic. Meanwhile, Mr Chikwa has commended Government for the reduced electricity load shedding as traders were able to work for long hours and capture buyers who knock off late. He said those running butcheries, salons and those selling drinks and other perishables that need refrigeration were able to run their businesses smoothly with the availability of electricity. Death of lawyer Sebastian Zulu a big blow to the legal fraternity Dear Editor, THE cold hand of death has once again hit Zambia and the legal fraternity in particular. This follows the death of veteran politician and lawyer Sebastian Zulu. Mr. Zulu was a refined legal brain the country has ever produced. He died last Thursday at the age of 84 after an illness at his farm at Kapeka area in Chongwe. His death comes barely a few days after the passing on of the prominent Supreme Court judge Ms. Elizabeth Chona Muyovwe. Ms. Muyovwe was the daughter of the late politician and lawyer, Mainza Chona.

Mr. Zulu was former Minister of Justice and he served under late President Michael Chilufya Sata between 2011 and 2012. Before that, Mr. Zulu served as Deputy Minister of Land, Energy and Water Development in 2011. He also served as the Secretary General of the United National Independence Party (UNIP) from 1995 to 2001. Mr. Zulu was a patriotic Zambian who immensely contributed to the political landscape and the legal fraternity in Zambia. He has left a legacy of being humble, hardworking and a refined legal brain who discharged his duties in an exemplary manner. However, many people, including the Minister of Justice, Mr Given Lubinda have eulogised the late Mr. Zulu for his work culture. In this vein, I implore the current crop of politicians and lawyers to emulate Mr. Zulu’s resilience and passion for work to serve the country. His service to the people was above self. Works on market, bus terminus advance By ANDREW MUKOMA ZAMBIA National Service (ZNS) Commandant Nathan Mulenga has expressed optimistic that with the pace and quality works going on at the Modern Market and Intercity Bus Terminus in Livingstone, his team will be completing the two projects in the next 30 days. Lieutenant-General Mulenga however said the delay to complete the two facilities was as a result of administrative challenges. Lt-Gen Mulenga said the works at the two projects had progressed well compared to the last visit he and his team made last year when they inspected the works. He said that the works had moved steadfastly compared

BIOLOGY On today’s pupil’s forum in Biology will look at the Cells.This topic is at Grade ten(10) level of the Zambian syllabus.At the end of this lesson,learners should able to: • Define a cell • Describe the structure of a plant and animal cells • Identify the difference between a plant cell and animal cell CELLS Cells are too small to be seen by the naked eye. Therefore they are observed using microscopes. A microscope is an instrument used to magnify images of objects that are too small to be seen with the naked eye. There are two groups of microscopes. These are light and electron microscopes. The light microscope shows a simple structure of a cell while the electron microscope shows a detailed or ultrastructure of a cell. A cell is a basic unit of life or basic unit of a living organism or functional unit of a living organism. Simple Structure of a Plant Cell and an Animal Cell
Cell membrane: This part is made of lipids and proteins and is responsible for controlling the substances that enter and leave the cells. It is adapted for this function by being selectively/partially permeable. This means it allows some substances to pass through it but prevents others from passing through. The substances that cross the cell membrane freely include gases (such as oxygen and carbon dioxide) and water because their molecules have small sizes. On the other hand, substances such as urea whose molecules are large do not freely cross the cell membrane but use special carrier proteins to do so. Cytoplasm: This is a jelly-like fluid made of water and dissolved substances such as proteins, salts and sugars. It contains suspended cell structures called organelles and is the site for cell activities. Note: The three parts (nucleus, cytoplasm and cell membrane) are collectively called the protoplasm. The protoplasm is defined as the living part of the cell. Mitochondrion (plural: mitochondria): These are rod-shaped or sausage-shaped structures in the cell. This is where respiration takes place. For this reason mitochondria are called the power house of the cell. Ribosomes: These are small round structures in the cell where protein synthesis takes place. Some ribosomes float freely in the cytoplasm while others are attached to the rough endoplasmic reticulum.

Endoplasmic Reticulum: This is a network of membranes used for transportation of substances within the cytoplasm. There are two types of endoplasmic reticulum, namely smooth endoplasmic reticulum and rough endoplasmic reticulum. Rough endoplasmic reticulum has ribosomes on its surface and transports proteins. Smooth endoplasmic reticulum has no ribosomes on its surface and transports lipids. Golgi Bodies: These are a pile of flattened vesicles which modify and carry proteins such as enzymes from the sites of synthesis to the sites of reaction. They are collectively called the Golgi apparatus. Chloroplasts: These are oval-shaped structures found in plant cells. They carry out photosynthesis. They contain a green pigment called chlorophyll which absorbs light energy for photosynthesis. Vacuole: This is a fluid filled space inside the cytoplasm of a plant cell. It contains a fluid called cell sap (a solution of sugars and salts in water) and is surrounded by a membrane called tonoplast. The concentration of the cell sap plays a role in the movement of water into and out of the cell. Cell wall: This is the outermost boundary of the plant cell. It is made of a substance called cellulose. It is important for protection against damage and prevention of bursting when the plant cell gains a lot of water. It also gives shape to the plant cell. It is fully permeable to all substances.

Cell Specialization New cells are formed from already existing cells by cell division in an organism. At first, they are all similar in structure. But in order to be suited for their functions they have to undergo cell specialization. This is a process by which a cell undergoes specific changes in structure and chemical composition of the cytoplasm in order to perform a specific function. Examples of specialized cells are ciliated cells, root hair cells, xylem vessels, guard cells, nerve cells, muscle cells, white blood cells and red blood cells.

MYANMAR COUP: DOES THE ARMY HAVE EVIDENCE OF VOTER FRAUD? MILITARY coup fuelled by allegations of electoral fraud has led to the removal and arrest of Myanmar's democraticallyelected leaders. In the days before the coup, the military declared that more than eight million cases of potential voting fraud had been uncovered relating to the November 8 election. Aung San Suu Kyi's National League for Democracy (NLD) won a landslide victory with more than 80 percent of the seats at stake. “There was terrible fraud in the voter list during the democratic general election,” General Min Aung Hlaing announced on TV after seizing power. The country’s election commission failed to address their findings, says the army. Independent observers agree there may have been significant errors in the voter rolls, but no evidence that people actually committed electoral fraud has been presented. The commission has also pushed back, saying there is no evidence to support the army’s claims. The US-based Carter Centre, which had more than 40 observers visiting polling stations on election day itself, said voting had taken place “without major irregularities being reported by mission

The ID card itself is also not required at the polling station if citizenship can be demonstrated with another form of documentation. It’s important to note that the national registration card is not available to everyone in the country, like the Rohingya minority in Rakhine state, who were largely disenfranchised. Voting was cancelled in some areas here, and in other regions which are home to minority groups, with officials citing security issues.
Errors and omissions but not widespread fraud
It’s not the first time there have been issues over voter lists in Myanmar. In 2015, when Aung San Suu Kyi’s NLD also won a big majority, there were questions raised about the integrity of the voter lists, including people whose names were missing just a week before the vote. It was also known that in the months before this latest election in Myanmar, there were mistakes on the electoral roll. But clear weaknesses in voter registration in a poor country with fractured bureaucratic systems do not amount to deliberate fraud on the scale alleged by the military. – BBC.

US missionary jailed for sex crimes in Kenya orphanage WASHINGTON - A US man has been sentenced to more than 15 years in prison for abusing underage girls in an orphanage in Kenya. Christian missionary Gregory Dow set up the orphanage with his wife in 2008. “Gregory Dow was the proverbial wolf in sheep’s clothing,” said the FBI’s Michael Driscoll. Last year, Dow pleaded guilty in the US to four counts of engaging in illicit sexual conduct with a minor in a foreign place. The orphanage was partly funded by churches in Lancaster county in the US state of Pennsylvania and was in operation for almost a decade before Dow fled in 2017. The FBI acted on a tip-off and Dow was charged in July
2019. That tip-off was from a Kenyan woman living in the US who had returned to the area near the orphanage to care for her mother, reports the Washington Post. The newspaper says Margaret Ruto found her family’s village “in uproar” after two girls, aged 12 and 14, had escaped the orphanage and shared stories of sexual abuse. She “turned detective” and took down the testimonies of the abused girls herself. Acting on the information provided by Ruto, the FBI confirmed that Dow had sexually abused at least four teenage girls between 2013 and 2017. “Two of the girls were as young as 11 years old when the abuse began. Dow was already a known sex offender before he started the orphanage. ARARE Zimbabweans were left outraged on Wednesday evening after a senior government official said citizens will have to pay for their Covid-19 vaccine shots. The country, which recently said it had put together US$100 million for the procurement of vaccines for 60 percent of its population, is expecting to recover this money from citizens. In an interview with Zimbabwe Television Network (ZTN), Finance Minister Mthuli Ncube said government will only cater for frontline workers and the most vulnerable members of society. "Look, private citizens obviously would have to pay for the vaccine as we have maintained the vaccine is actually cheaper than some of the
personal private equipment (PPE) that they are procuring. "So, there will be some payment model so that government can recoup the cost of procurement." Ncube said this will also help government to raise
enough resources to cover the entire population beyond the 10 million herd immunity target. "Paying something for the vaccine from private citizens is very important so that we can cover those who cannot
afford at all," said Ncube. He said the ministry of health will clarify those who would get the vaccine for free. Some Zimbabweans took their outrage to Twitter questioning the rationale of making people pay for the vaccine. Days before the tournament, “Micho” did not know his first eleven and it was evident in all the four matches Zambia played at the tournament that the Serbian Wolf was doing more of experiments than anything. He had more of a reactive approach to his tactics than a proactive one. The Morocco quarterfinal game just exposed the loopholes that had been hidden in the first three fixtures. “Micho” had been a strong preacher of Zambia lacking mental strength when he just arrived at the airport and the match against the “Atlas Lions” justified his sentiments. Conceding two goals in the first ten minutes was uncalled for. But why did he prepare the team psychologically all this while? The CHAN competition truly exposed the fact that “Micho” has a lot of work to do. Zambia is lacking in the different departments and he must do anything possible in the next few weeks to prepare for the crucial Africa Cup of Nations qualifiers against Algeria and Zimbabwe next month. Going forward, this is not the time to fire anyone, possibly part of the problems that we currently have were caused by the hiring and firing of coaches in short periods. Six coaches in six years is not good at all. A coach needs to be given ample time to build a formidable squad although “Micho” is so far not showing signs of building a strong foundation. Maybe let's exercise some patience with him, he could just be the “savior” we have long awaited. It is hoped the CHAN tournament has opened our eyes and showed us that we have so much work to do. For the third time in a row, the Chipolopolo once again were booted out at the quarterfinal stage last Sunday. Issues of getting back to the drawing board (which should be full by now) and the blame game has started, with some even calling for the head of coach Milutin 'Micho' Sredojevic. Surprisingly, some have already called for the return of current Lusaka Dynamos coach Wedson 'Wada Wada' Nyirenda. This has always happened whenever Zambia has lost or been eliminated in various competitions. A look at the preparations and the performance in all four games at the CHAN 2021, can give us a hint as to why Zambia did not reach the semi-finals. Team selection had been a problem from the start, the uncertainty that surrounded it was something that showed that the coach did not know what would be the best squad We all remember how the All Stars versus The Rest match showed that “Micho” might have snubbed key players. One might question how the same players who were “imposed” on him by fans became key at the tournament. Green Eagles goalkeeper Allan Chibwe was only called up when the Chipolopolo were battered 2-0 by Uganda in the four-nations tournament. Chibwe was the first choice goalkeeper at the tournament.
