GOVERNMENT should consult widely before coming up with measures aimed at addressing high prices of essential commodities to avoid disruption in the production chain, Zambia Consumer Association (ZACA) general secretary Zuba Sakala has said. Mr Sakala said any unilateral decision on the matter would have a negative effect on the availability of goods in the market and would also have potential to cripple the manufacturing sector in the country. He said Zambia was a liberalised economy and therefore price control was not a good option. He was however quick to mention that Government has a duty to intervene in any
situation to protect citizens from being exploited by cartels in the retail and manufacturing sectors. "In this case we are talking about suspicious price hikes and curtails formed to manipulate or exploit consumers. However, our view is that It's not price control per se but putting rules that will make prices be justifiable unlike the
current situation," Mr Sakala said. He said ZACA was aware that the cost of production and other factors were behind the current uncertainty in the pricing of essential commodities. He urged the players in the supply chain to be transparent and avoid forming cartels meant to exploit or manipulate
prices. "There is also need for Government to come up with measures to stop the monopolistic type of business which has been exhibited by some companies for a long time," Mr Sakala said. He called on Government to enhance the capacity of the Competition Consumer Protective Commission.

And two witnesses have testified that the pupils from the two schools were involved in a fight which resulted in the death of their friend, Ryan. Elvis Nsokolo of Kabulonga and three juveniles of Malata compound in Kabulonga and ZAF Twin Palm are alleged to have killed 17-year-old Ryan of Barlastone using golf sticks on December 4. When the matter came up yesterday before judge Sharon Newa, the quartet denied the charge of murder. Trial commenced in the case and the first witness was Benjamin Chola , a classmate of Ryan.

Kabulonga Boys pupils narrate chilling attack Chola narrated to the court that on that fateful day, him and seven other classmates who included Ryan went to Malata compound. He said that they went to Malata with intent to celebrate as one of their classmate had become a father. He stated that there they met with other classmates at a restaurant. He said they bought beers and as they were ordering food, two grade 10 pupils from their school came running and announced that pupils from Twin Palm had surrounded Malata Compound and were beating Kabulonga Boys pupils. Chola said he learnt that a day before, there had been a fight between the two schools. “ So we got scared and started running, that’s when
we saw Twin Palm Boys in front of us. I went to find out why they were beating every Kabulonga Boys pupil and one of the Twin Palm boys pushed our friend, and he retaliated, that’s how the fight started. Me and two other friends managed to escape,” he said. He said the pupils from the opposite school who were about 60 in number carried stones and sticks. He also said among the Twin Palam pupils was a tall guy in plain cloths who wore a black coat, who pretended to play the role of a mediator but was actually initiating the fight. Chola said he later met with Ryan who was bleeding from one side of the ear. He said they went to the tap where Ryan tried to wash
off the blood, but the Twin Palm boys appeared again and that’s how they separated with Ryan. Asked on whether he saw the people that hit Ryan, Chola said he never saw the culprits nor did Ryan state exacting who hit him. In cross examination, Chola admitted that they too fought back with stones but emphasized that it was in self-defense especially that they were outnumbered . He later learnt that evening that Ryan had died. The second witness, a juvenile also stated that he never witnessed the beating of Ryan. Judge Newa adjourned the matter to March 10, 2021 for continued trial.

She said this when she featured on the Talking Point programme on Millennium Television. Ms. Imboela however believes the country still needed a formidable alliance to defeat the ruling Patriotic Front. However, this has been scuttled with the Opposition Alliance falling in disarray as the NDC fell apart. “Right now, I don’t see any political party attaining the 50+1 percent just in the first round okay? And this is the basis on which the alliance was formed to say let’s avoid a rerun. If we can mobilise ourselves and come together as the opposition, just in the first round we can kick out PF.” And Ms. Imboela says the NDC never contested the presidency during negotiations on the future of the Opposition Alliance ahead of the August 2021 elections despite the post being one of the most contentious issues in most alliances. She also disclosed that it was resolved that the NDC was to take up the vice presidency while the sharing of the constituencies was equally agreed upon. Ms. Imboela maintains that the NDC only disagrees with its alliance partners on the name of the Alliance.
“As NDC we clearly indicated that we are not in a hurry to form government. We were ready to give the presidency to the UPND because it is currently the biggest opposition political party in the country and so deserved the presidency. We also agreed on the vice presidency and constituencies. The only challenge came on the name of the alliance.” Meanwhile, Mr Malite has insisted that Mr Akafunba remains the party’s interim president while, Dr. Kambwili’s removal from the presidency stands. Speaking at the same programme, Mr. Malite says there is no illegality in removing Dr. Kambwili from the position of president as he allegedly told party members to count him out if they wanted to continue with the UPND alliance. “The current leadership of the NDC is intact and as usual, the interim president is Mr. Joseph Akafumba, we have a vice president who is Edward Mumbi and the rest remains as it is. The decision to remove Mr. Kambwili from the position of President was just to help him because he told us to count him out of the alliance,” he said. He also insisted that no member in the interim leadership of the party has been suspended. The duo was however hosted separately as they refused to sit on the same panel for the TV programme.

JCTR backs Govt on debt relief By KETRA KALUNGA GOVERNMENT has made a commitment towards settling the external debt through the launch of the Economic Recovery Plan (ERP) which is a game changer, the Jesuit Centre for Theological Reflection (JCTR) has said. JCTR programme manager, Innocent Ndashe, said the ERP was a game-changer in helping the country settle its debt. He said this is because the ERP was aimed at enhancing accountability and transparency in the management of public resources that include debt. Mr. Ndashe said in an interview that the ERP was a clear practical plan on how the government would make a payment towards the debt. He said JCTR had embarked on a campaign against debt relief through calling on the creditors to understand that the debt has had a negative impact on the lives of Zambians that depended on government to access services in health, education, water, and sanitation. Mr Ndashe said JCTR had
been mobilising stakeholders to appreciate the challenges Government was facing in paying off the debt in the wake of the Covid-19 pandemic. “As stakeholders, we need to amplify the government’s voice as it continues to lobby for debt relief. Creditors should understand that debt is impacting on the lives of the people,” he said. He said at this point, it was vital that the government was supported in its request to lobby for debt relief to reserve some resources to respond to challenges in health, education, water, and sanitation. “We have had successful meetings with the Ministry of National Development and Planning just to appreciate the challenges being faced and how they are committed to enhancing accountability and transparency in the use of public resources. “Creditors need to have this feeling that the debt has had a negative impact on the lives of ordinary citizens that depend on the government to access services such as health education, water, and sanitation among others,” Mr Ndashe said.

DON’T DROP GUARD EVEN as the Covid-19 cases continue on the downward trend, Zambians must not drop the guard but continue adhering to the health guidelines to the core. Citizens must get used to wearing face masks and observing other health rules until the pandemic is completely eradicated. As Health Minister, Jonas Chanda, indicated a few days ago, all citizens should not be complacent because if they did so, Zambia can experience a third wave of Covid-19. It is sad, however, that many Zambians have completely dropped the guard even after caution from Dr Chanda. Many institutions, apart from commercial banks and large supermarkets, have done away with the water basins which they used to mount at entrances and other strategic points. Even on the roads, law enforcement officers are more concerned with checking unlicensed and overloaded public buses while ignoring unmasked passengers. Nowadays, no one pays attention to passengers who travel without masks and squeezed when, in actual fact, they are fully aware about the social distancing rule. Worse still, bars, night clubs and other liquor outlets are operating outside stipulated time on a daily basis. This is happening even with so many sad stories that are told by survivors of the killer disease, some of whom spent several days on oxygen therapy. To some people, sensitisation messages on several platforms, including the mainstream media, have become monotonous. All the carelessness is happening when a friend, relative, acquaintance or workmate has had a severe attack of Covid-19. Some died from the pandemic! It is common for some people to carry face masks in their pockets or handbags and only shove them out at the entrance of a bank or strict supermarket. Some people are so careless that they breached health regulations at the height of Covid-19 infections and deaths. Truth be told, the pandemic has negatively affected the critical sectors of the economy, especially the tourism industry, which has suffered reduced arrivals of foreign visitors. Although hotels, lodges and tourism spots have started operating under the new normal, business has not been at full-scale while staffing levels have been reduced. All sectors have had a bitter dose of the Covid-19, thereby affecting the entire economy; this is a global problem. Therefore, the Church, education institutions and the media must bolster their sensitisation programmes so that citizens are regularly reminded about the need to adhere to the health guidelines or the five golden rules as it were. Zambia’s economy has had knocks and the outbreak of Covid-19 just exacerbated the whole scenario. It is for this reason that all citizens must play a role in preventing and reducing the Covid-19 infection rate so that business can steer back to normal. Don’t drop the guard!

Mr Wina said it was shocking that Mr Hichilema rejected a proposal by other alliance members to field their own candidates. He said in an interview that there was no fairness in the manner the Opposition Alliance was transformed. Mr Sikota said Mr Hichi-
lema exhibited deep-rooted selfishness by converting the alliance into a UPND tool. He said the UPND should have at least advocated for a neutral name that was representative of all alliance members. “It was selfish of Mr Hichilema to turn the Opposition Alliance to UPND. He would have at least found a neutral name,” Mr Wina said. And some stakeholders have warned against trusting Mr Hichilema with the state, saying that he was a danger to national growth. OUT of 65 registered political parties in the country, only 15 have complied with the law, the Ministry of Home Affairs has said. The ministry’s public relations officer, Mr Nephas Chifuta, said that 50 political parties risked being deregistered because of their failure to submit annual returns to the Registrar of Societies. Mr Chifuta said in an interview that only 50 political parties were up to date with meeting the yearly requirements, including submission of annual returns. “Some political parties and other registered societies risk deregistration if they do not submit their annual returns by March 31, 2021. Currently, we have in our data base 65 registered political parties and only 15 are up to date with meeting the yearly requirements,” Mr Chifuta said. He disclosed that the Registrar of Societies was compiling a list of all defaulting political parties and other societies which would soon be published in the media. Meanwhile, Mr Chifuta said that all the services under the Office of the Registrar of Societies can now be accessed on-line, through the Government Service Bus (GSB) platform. “This implies that registration of all societies which include; religious organisations, political parties, community-based organisations and many more can now be accessed online from all the provinces,” he said. Mr Chifuta said consultations could be done at all provincial and district National Registration Offices with the on-line processes. He added that individuals who may still continue experiencing challenges in accessing on-line services should get in touch with the national office in Lusaka for assistance. Mr Chifuta announced that the planned sensitisation meeting for all registered political parties in view of the pending 2021 elections will not take place due to a spike in Covid-19 cases.

PROTUZ Secretary General, Kangwa Musenge, said officials being investigated for corruption in relation to recruitment, promotion and transfer of teachers should not be allowed anyway near the exercise. “This issue if not well handled will continue denting the name of government and
the president therefore precaution should be taken,” Mr Musenge said. Mr Musenge said it is important for Government to prioritize volunteer teachers who were already operating in schools and those that graduated a long time ago but had not been deployed. He said the current leadership at the Teaching Service Commission (TSC) was questionable to handle this year’s recruitment exercise. “We are very happy that Government has finally announced this year’s teacher recruitment. However, we
feel the current leadership at TSC is questionable to handle clean teacher recruitment because of corruption allegations against them,” Mr Musenge said. Mr Musenge said the recruitment exercise should have a clean passage, starting with advertisement at District Education Board Secretaries, Provincial Education Officers and Permanent Secretary at the Ministry of General Education before going to TSC. Ministry of Education has been granted treasury authority to employ 1,000 teachers this year.

At 08:00 hours, commercial banks quoted the Kwacha at 21.86/21.91 per dollar compared to Tuesday’s close of K21.84/21.89 on the bid and offer respectively. ENDING OF LOAD SHEDDING WILL TRIGGER HIGH PRODUCTIVITY Z Dear editor,
AMBIA experienced massive load shedding last year. The prolonged load shedding hours was exacerbated by the low water levels at Lake Kariba during the 2019/2020 rainy season. The poor rainfall pattern during the above named rainy season led to less generation of hydro power by Zesco, the power utility firm. The good rains being received in most regions within the country during the current rainy season have ultimately led to the ending of the load shedding across the country. This is according to a recent statement issued by Zesco Senior Corporate Affairs Manager Dr. John Kunda. Dr. Kunda stated that load shedding across the country ended a couple of weeks ago because of the good rains being received. He further stated that power cuts can be experienced in some areas lasting for at least 30 minutes due to overload on the Zesco system. However, the ending of load shedding has come at the right time in that the
manufacturing sector will benefit as the move will trigger high productivity. The manufacturing industries will now be able to produce goods and services in high quantities unlike in the past when load shedding was at peak. In economic terms, high productivity will lead to the creation of employment opportunities for the people. People in the informal sector running businesses such as hair salons, barbershop
and welding, among others, will equally benefit. This sector is very important in that it caters for many people who are not in the formal sector. The residents in residential areas will now have access to electricity on a daily basis. Securioty in this way will be guaranteed. In an event of the prolonged load shedding hours at night, security will be highly compromised and people can be attacked by criminals.
All said and done, the ending of load shedding is a welcome move and it will significantly contribute to the economic wellbeing of the country in that it will trigger high productivity. WHILE United Party for National Development (UPND) recently reselected president Hakahinde Hichilema the powers of the Presidency, the reality is a mismatch to this rhetoric. Pope Francis arrives in Baghdad for risky, historic Iraq tour BAGHDAD - Pope Francis landed in Baghdad yesterday for his most risky foreign trip since his election in 2012, saying he felt duty-bound to make the “emblematic” visit because Iraq had suffered so much for so long. An Alitalia plane carrying him, his entourage, a security detail, and about 75 journalists, touched down at Baghdad International Airport slightly ahead of schedule just before 14 hours local time. Iraq is deploying thousands of additional security personnel to protect the 84-year-old pope during the visit, which comes after a spate of rocket and suicide bomb attacks raised fears for his safety. “I am happy to be making trips again,” he said in brief comments to reporters aboard his plane, alluding to the coronavirus pandemic which has prevented him from travelling. The Iraq trip is his first outside Italy since November 2019. “This is an emblematic
trip and it is a duty towards a land that has been martyred for so many years,” Francis said, before donning a mask and greeting each reporter individually, without shaking hands. AIROBI The Catholic Church is once again locked in a standoff with the Ministry of Health over the planned rollout of a Covid-19 vaccine set to begin this week. Doctors who profess the Catholic faith have objected to the vaccination which is set to be administered to health workers first. In a statement issued on the day President Uhuru Kenyatta flagged off a consignment of vaccines, the Kenya Catholic Doctors Association argues that there is no need for Kenyans to take the vaccine saying it is unnecessary. The medics, who called on faith-based organisations to
stop the vaccinations, say the only proven means of controlling the spread of the virus is wearing a mask, streaming of all symptomatic patients, treatment of patients and ensuring all patients who have Covid-19 to be observed for 10 to 14 days. In a statement, Dr Stephen Karanja appealed to Kenyans not to take the vaccine, adding that it should not be distributed in the first place. “It seems there is something Bill Gates has invested in that

Mogoeng became involved in the political controversy surrounding South Africa's policy towards Israel, and the conduct of its diplomatic relations, by criticising the state's official stance and putting forward his own views. The Judicial Conduct Committee was tasked with probing several complaints against Mogoeng and whether he contravened the Code of Judicial Conduct. The complaints were brought by Africa 4 Palestine,

Ivory Coast opposition eyes comeback in legislative election ADZOPE, Ivory Coast Opposition parties led by two former presidents will try to shake the grip of Ivory Coast President Alassane Ouattara in a parliamentary election today, five months after a presidential vote that led to deadly unrest. Former President Henri Konan Bedie’s Democratic Party of Ivory Coast (PDCI) and former President Laurent Gbagbo’s Ivorian Popular Front (FPI) both boycotted the presidential election last year, which Ouattara won in a landslide. A faction of FPI loyal to Gbagbo and PDCI are now fielding a joint list of candidates against Ouattara’s Rally of Houphouëtists for Democracy and Peace (RHDP). Clear control of parliament would strengthen Ouattara’s hand to pursue an agenda based on attracting foreign investment and cutting red tape during his third term,

Maintenance Officer

But CONMEBOL is reluctant to play the games without European-based players and has not considered moving the fixtures to “bubbles” in Europe. It faces a scheduling problem, however as their continental championship, Copa America, is set for June in Argentina and Colombia. With 14 rounds of matches still to be completed in the World Cup qualifying process, which is due to end in March 2022, there is limited space for the games. “It is difficult to postpone
the FIFA dates, there is no space, you cannot tighten the qualifiers,” Ecuador FA president Francisco Egas told his local station Radio La Red. “There is strong pressure from European clubs not to give up their players for the qualifiers. FIFA must be in the middle to help get an understanding,” he added. However, FIFA has limited influence. Quarantine rules are set by national governments.
