GOVERNMENT has directed the Zambia National Public Health Institute (ZNPHI) to ensure the Indian Covid-19 variant is not imported in the country. Minister of Health Jonas Chanda said it was important that the surveillance was enhanced as quickly as possible so that possible preparations could commence. Dr Chanda said that Zambia’s
geographical location placed it at a greater risk of contracting many viruses from its neighbouring countries, hence the need to be alert. The minister was speaking when he visited the ZNPHI offices in Lusaka yesterday. “We need to see how we can prevent the importation of the Indian variant into the country because Zambia being surrounded by many countries makes it vulnerable to public
health threats. “We have noted that the Indian variants are not too friendly that is why we are expecting that the ZNHPI leads us in terms of surveillance and what measures we need to take,” he said. Dr Chanda said it was important to deal with the problems first unlike waiting for them to generate emergencies. He said the institute needed to protect the country from all the public health threats according

He disclosed that Government has come up with measures such as mass vaccination to contain animal diseases. He said this during the first ever national livestock field day held at Chikusu farm in Chief Mukobela chiefdom Namwala organised by the Zambia National Farmers Union. And Mr Lungu further directed the Zambia police to come up with animal movement control system to curb illegal movement of animals. On the other hand President Lungu encouraged farmers to venture into goat farming to ensure the Saudi Arabia goat export is actualised. He said government
remains committed to facilitate the exportation of goats to Saudi Arabia but the volumes are very low. And ZAMBEEF chief executive officer Walter Roodt said the Foot and Mouth disease remains a big challenge affecting the growth of beef production in the country. Mr. Roodt said the disease has deprived Zambia of lucrative market in the region and European Union markets. And speaking at the same event ZNFU President Javis Zimba said union appreciate government efforts to support the agriculture sector by placing policies to grow small farmers. He said policies such as the ban on importation of certain agricultural products will in

UPND spokesperson, Cornelius Mweetwa, said in an interview there was no pact with the MDC and advised the public to ignore such misinformation. “As a party, we are not aware of the MDC alliance and no document has been drafted and circulated to that effect,” he said in a telephone interview.

But according reports circulating on social media, the two opposition parties were said to have entered into a political pact ahead of the August 12 general election. The reports indicated that MDC President Felix Mutati had initially hoped to work with the Patriotic Front (PF) but failed to get an audience, forcing him to settle for UPND. “Following frustration of failing to meet President Lungu, Mr Mutati begun talking to the UPND leader Hakainde Hichilema,” said the unnamed source within the opposition. State applies to join Sangwa Govt to set up animal disease control fund case against ECZ By GRACE CHAILE LESOETSA
THE State has applied to be joined to a matter where lawyer John Sangwa has petitioned the Constitutional Court to compel the Electoral Commission of Zambia (ECZ) to amend the affidavit for Presidential candidate/ Running mate by including a paragraph which says “I have not twice held office as President.” Mr Sangwa stated that the said paragraph will comply with Article 106 (3) of the Constitution. He cited ECZ as the respondent in the matter. In an application for joinder, chief state advocate in the Attorney General’s chamber,
Mr Josiah Simachela, stated that the petition by Mr Sangwa raises public interest issues relating to the process of conducting elections in Zambia. “That further, the petition herein also has implication of amending the law as contained in the Electoral Process (General) Regulations statutory instrument no 63 of 2016,” he stated. The State contends that neither Mr Sangwa nor ECZ will be prejudiced by granting them the application. Article 106 (3) states: A person who has twice held office as President is not eligible for election as President.

ZAMBIANS will be able to buy a retail bond with as low as K500 once an initiative called Retail Bond which is being developed is introduced by Government. Retail Bonds are specifically issued for retail investors. The Ministry of Finance is working with the Lusaka Securities Exchange (LuSE) to introduce Retail Bonds. This is according to the Minister of Finance, Dr Bwalya Ng’andu, who stressed that the introduction of the initiative was a result of perceptions from the general public that it was difficult to meet the minimum investment amount for buying bonds. In the case of Dr Danny Pule and others, the ConCourt ruled that President Lungu was eligible to contest the forth-coming elections Attorney General Likando Kalaluka has submitted that the issue of President Lungu’s eligibility to contest the August 12, 2021 elections has already been adjudicated upon by the ConCourt. Mr Kalaluka stated that the ConCourt adjudicated upon it under the case of Dr Daniel Pule, Mr Wright Musoma, Pastor Peter Chanda and Mr Robert Mwanza vs. Attorney General, PF Secretary General Davies Mwila, the Law Association of Zambia (LAZ) and then UPND Secretary General Steven Katuka selected judgement no. 60 of 2019. The State therefore asked the Court to dismiss or set aside the originating sum-
mons by Mr Kapalasa and Mr Busenga . Mr Kapalasa and Mr Busenga appeared without a lawyer and could barely argue the matter and requested for more time to retain a lawyer to represent them. Mr Busenga stated that he had no legal expertise to argue the matter and therefore needed time to appoint a counsel well vested with constitutional issues. Mr Kapalasa argued that the matter was about the Constitution, therefore it would have repercussions if it was thrown out. After the ruling Mr Kapalasa said he was disappointed with the outcome of the case and the court should have given them time to find lawyers to argue it.

JOHN Sangwa and his cronies who have been scheming to stop President Edgar Lungu from contesting the 2021 elections must now move on since the Constitutional Court has settled the matter of eligibility, stakeholders have said. The stakeholders said the decision of the Constitutional Court on the eligibility of President Lungu should be respected. Zambia Republican Party (ZRP) president, Wright Musoma said Mr Sangwa must now move on and stop plotting to bring down President Lungu. Mr Musoma also demanded that President Lungu strips Mr Sangwa of his State Counsel status for embarrassing the legal fraternity by misleading
the nation on President Lungu’s eligibility. “We hope that this judgement will enable Sangwa, KBF and others to move on,” he said. And UPND Solwezi West Member of Parliament Teddy Kasonso observed that Mr Sangwa, only wanted the ConCourt to interpret the eligibility of President Lungu in a manner that would fits his agenda. He said in an interview that if Mr Sangwa does not understand the court’s interpretation on the matter, he should not expect the court to interpret the law in a way that suits him. Meanwhile, PF Chasefu aspiring candidate Chanoda Ngwira has said Mr Sangwa should search his conscience and stop wasting the court's time over a matter that is water under the bridge.
Mr Ngwira, who gave Mr Sangwa 48 hours to withdraw what described as "a baseless petition," warned that the PF youths would be forced to also ask the court to cite him for contempt. ELECTION FEVER SOON, politicians will be on the campaign trail, traversing the width and breadth of the country in their spirited urge to get as much support as possible for the August 12 general elections. Yes, politicians will have the chance to interact and address the people beginning May 12, the official day for kick-starting campaigns. The bitter rivalry is between the Patriotic Front (PF) and the United Party for National Development (UPND) and it is the hope of the people that the two front-runners will maintain the peace which this country has cherished thus far. Political parties and the public in general should not look at this contest as a “do-or-die” but must regard it as a normal political process for the Election Day is not an end in itself. Elections come and go but the governing process continues and this must be done in accordance with the statutes, with the Republican Constitution being supreme. All politicians, therefore, must bear in mind that Election Day is just but a date on the political calendar when people cast their vote to choose leaders of their choice. The most important is the political process which shapes the country’s destiny; governing process which inevitably has to be done to the satisfaction of the people for prosperity. During the process, leaders must decide on behalf of the people and thus must be held accountable. Patrick Murphy, a former Democratic congressman for Florida in the United States once said: “The political process does not end on Election Day. Young people need to stay involved in the process by continuing to pay attention to the conversation and holding their leaders accountable for the decisions they make.” Therefore, the focus is not the Election Day, but the political process which is expected to improve with time. The PF has advanced in the adoption process, the Presidential candidate, Edgar Lugu having been given the adoption certificate already while adoptions for Western, Southern, Central, North-Western and Muchinga provinces have been completed. Other parties are also in the process of announcing their candidates. Our appeal to all the politicians is that they must aspire to improve the polity of the country and also yearn to become the best. “Politics is the art of the possible, the attainable - the art of the next best,” once said Otto von Bismarck, founder and first chancellor of the German Empire. All winning teams must be bonded to a condition that they are there to serve the people and not themselves and should be held in servitude until the living standards of Zambians improve significantly. Being a politicians is offering oneself to serve the people selflessly and should not be looked at as a lucrative “profession” for survival. Individuals who get into politics for their survival usually fail to perform and resort to underhand methods and insults as a way of outwitting their opponents. Therefore, there should be sober and mature politics, whereby political stakeholders must focus on sustainable development for the country and citizens therein. Opposition political leaders must work with those in the ruling party and vice-versa, without looking at one another as enemies. Thus, there is no reason for tensed political fever as an election is part of the normal political process.

THE Civil Aviation Authority (CAA) has agreed with Ethiopian Airlines and Proflight Zambia to pay the outstanding passenger safety charges in instalments. CAA this year separately sued Ethiopian Airlines and Proflight Commuter Services Limited in the Lusaka High Court for failure to pay US$75, 652.15 and US$78, 865 respectively. According to a consent judgement passed by Judge Charles Zulu, Ethiopian Air-
lines would have to settle US$75, 652.15 in instalments. “That the defendant shall pay the net sum (US$75, 652.15) in three equal instalments of US$25, 217 .38 commencing on 31st March, 2021 and thereafter on or before the last day of each subsequent month, the last instalment being due on 30th May 2021,” read the judgement. In a separate consent judgment, Proflight paid CAA the settlement of US$63, 870 being part payment of the outstanding Passenger Safety Charge due in the sum US$78,
865. “That the outstanding disputed sum of US$14, 995.00 by the defendant shall be subject to a reconciliation and assessment by the parties and the reimbursable amounts if any, shall be payable to the defendant by the plaintiff within a month after reconciliation and assessment by the parties,” read the judgement. It is further agreed that the outstanding US$14, 995.00 should be paid in three equal settlements of US$4, 998.33 with the last settlement being due on May 30, 2021.

British High Commissioner to Zambia, Nicholas Woolley, said the UK was allocating 100 million pounds for five landscapes across the world and KAZA was among them. Mr Woolley said this during a meeting with Tourism and Arts Minister, Ronald Chitotela in Lusaka. He said the money was planned for supporting various countries to address the effects of climate change and bio-diversity loss ahead of the 26th UN Climate Change Conference of the Parties (COP26) to be hosted in Glasgow, Scotland in November this year. He named the parks to benefit from the funds as Kafue, Mosi-Oa -Tunya and Sioma-Ngwezi. And Mr Chitotela appealed to the envoy to prioritise the Kafue National Park in the support programme Mr Chitotela observed that earlier support to the Zambian component of KAZA by other cooperating partners has been concentrated in the Sioma-Ngwezi leaving the Kafue with several challengers like poaching and habitat loss due to human encroachments.
GOVERNMENT has projected an increase in maize production at 3, 620, 244 tonnes in the 2020/21 marketing season. Agriculture Minister Michael Katambo said the maize production would increase from 3, 387, 469 tonnes recorded in the 2019/20, to 3, 620, 244 tonnes to be recorded
in the current agriculture marketing season. Announcing the crop forecasting survey for the 2020/2021 season, Mr Katambo said the increase represented a seven percent rise. He said Zambia was expected to record a maize surplus of 1, 528, 980 metric tonnes. He said 1, 671, 991 metric tonnes is expected to go towards consumption and 409,
347 towards industrial utilisation. Meanwhile, Mr Katambo said following the increase in maize production, Government has allowed export of 80, 000 tonnes under the Food Agriculture Organisation for humanitarian use. He said more maize was also expected to be exported under the millers and Government agreement.

Councillor pledges Covid-19 vaccine alert By CHARLES MUSONDA
A CIVIC leader has pledged to intensify community sensitisation on the ongoing Covid-19 vaccination exercise in various health centres in Lusaka. Silwizya Ward 13 Councillor Tarcisious Ndolesha has encouraged people in his ward to get vaccinated as the only way to keep themselves safe from the pandemic. Mr. Ndolesha, who is aspiring to retain his seat on the ruling Patriotic Front (PF) seat, said this shortly after attending a workshop for civic leaders and ward development committee members in Lusaka. He has also pledged to work
with his ward officials to sensitise people on the Covid-19 Astra Zeneca vaccine in the ward. Mr. Ndolesha advised the people to ignore myths about the vaccine as it is safe as advised by the Ministry of Health.

Lungu said in an interview that it was wrong for people to insinuate that some citizens were immune to prosecutions and possible sentence if found wanting because no one was above the law. He said the best Zambians could do, including traditional leaders, their subjects and even the cler-
gy is to restrain themselves from committing crimes. “We are all equal before the law, the traditional leaders, the retainers and the subjects, we have a situation in the country where Chief Tafuna was jailed for commuting a crime,” he said. “We should not politicise the issue of Queen Mukuni, an offence is an offence, no one is above the law,” he said. Rev Lungu said Zambians should desist from the tendency of making political gimmicks out of real situations that affect people in reality.
He also warned against interfering with the police in their duties because they are there to ensure that people live within the framework of the law. “Even chiefs may not be able to rule their subjects properly in a situation where crime is prevalent and a country that lives outside the framework of the law is as good as not having the law,” he said. Rev Lungu however ssaid that every person who is found wanting should be given an opportunity to prove themselves innocent before the court makes its final judgement.

CHIEF Kapijimpanga of Solwezi has extolled President Edgar Lungu for ensuring equal distribution of development across the country. The traditional leader said President Lungu has exhibited unique leadership by ensuring that all people benefit from his Government’s development agenda. He cited the drilling of more than 35 boreholes, construction health facilities, schools and staff houses as some of the project that had been implemented in his chiefdom. “For us a chiefdom, I can say we have seen some projects being undertaken which were not there before. And this we say thank you to our government,” he said. Chief Kapijimpanga was speaking when Water Development, Sanitation and Environmental Protection Minister, Raphael Nakacinda, and his North Western Province counterpart Nathaniel Mubukwano paid a courtesy call on him.

called on politicians in the country to conduct violence-free campaigns. He said violence should not be entertained as it has potential to divide the nation. “Our interest as people is service delivery at the end of the day. I therefore pray that we are going to have a violent free campaigns because Zambian is known for that,” Chief Kapijimpanga said. Meanwhile, Mr Nakachinda said he is happy with the collaboration existing between traditional leaders and Government in fostering development. A CHARITABLE organisation, Sony, has allocated K610, 000 to 20 villages in Senior Chief Mwamba’s area in Kasama to support villagers build more classroom blocks in their communities. Among the institutions, Chafwa Day Secondary School has been allocated K50, 000, from the same amount. Chafwa Parents Teachers’ Association (PTA) chairman, Mubanga Chipoya, said that the other schools will receive different amounts out of the funding depending on the works required at each particular institution. Mr Chipoya, who is also Lukupa Senior village headman, said that the move would improve school infrastructure in the communities. He was happy that the Ministry of Education has partnered with Sony, which had bailed out schools in the rural community. Mr Chipoya urged all the benefiting communities to remain united and support the project by providing the up-front requirements such as building material.
THE Lungu Royal Establishment (LRE) will this year host the Lunte investment expo. LRE representative, Chitoshi Mulenga, explained that the initiative came from the establishment after realising that the district has a lot to offer and yet it remains behind in terms of development. Dr Mulenga said the investment expo slated for June 1, this year would showcase some of the investment opportunities in the district. He said Lunte is endowed with plenty of natural resources that could be harnessed for national economic development. “This expo is special, as you are aware most investment expos are provincial but this one is a district investment expo. It is purely organised by traditional leaders in Lunte district. “Lunte is strategically located and agriculture resources can be utilized to harness the agriculture market in the Great Lakes Region that includes Burundi, Rwanda, DRC and other countries,” he said. He noted that although there were no mining activities currently, Lunte district has potential for mining of both precious and non-precious stones. Dr Mulenga observed that processing industries could be developed to add value to the agriculture raw materials once the investments had been implemented in the area. “The area produces plenty of cassava, beans, maize and other crops that can be introduced for medium scale such as soyabean, sunflower and moringa,” he said. Dr Mulenga said the establishment has engaged events’ organisers to ensure that all things are in place and goes as planned. He said that President Edgar Lungu has been invited to officiate at the event while a number of companies have shown interest in participating in the expo. OUNTRIES in the Southern and African Region Community (SADC) and other trading blocs should open borders to promote the integration agenda as the Covid-19 vaccine is being rolled out. Borders should be open as governments harmonise policies and improve business among countries in the same regional block if regional integration is to be attained. This is according to the Southern Africa Cross Border Traders Association (SACBTA) Secretary General, Jacob Makambwe. Mr Makambwe said in an interview that opening up borders would also support the implementation of the African Continental Free Trade Area (AfCFTA) which Zambia recently ratified. “The closure of borders within the SADC region has affected the small scale trad-

At a joint press conference in Nairobi, Tanzania’s President Samia Suluhu and Kenya’s Uhuru Kenyatta generally said they had agreed to build more interconnecting infrastructure, starting with the gas pipeline and roads. The Memorandum of Understanding (MoU) on Cooperation in Natural Gas Transportation means the countries’ ministers of energy can start negotiating the design, cost and other logistical needs for the pipeline to be erected. The draft seeks to compel power suppliers to submit to the EPRA performance reports indicating the reliability and quality of supply as well as quality of service after the end of each month and financial year. The monthly report shall be submitted not later than the fourteenth day of the succeeding month while the yearly report shall be submitted within 120 days of the end of the licensee’s financial year. “Objective of the new plan is to prescribe penalties to be imposed for defaults in supplying electrical energy to any consumer and circumstances under which the licensee shall be exempted from such penalties,” states EPRA. “On the consumers’ side, the new regulations spell out instances when the power supply to a consumer may be discontinued, it is also heavy on complaints and disputes handling. The licensees will also be required to furnish EPRA with data and reporting requirements.” The draft states that where the licensee fails to address a complaint to their satisfaction, the complainant may lodge a dispute with the Authority following the applicable regulations on complaints and disputes resolution. This comes after the environmental assessors for Karpowership SA found that a project to produce electricity on gas-fuelled powerships moored at the ports of Saldanha Bay, Richards Bay, and Ngqura could go ahead. Separate impact reports were produced for each of the three sites. The reports ran to well over 1, 000 pages. The Department of Forestry, Fisheries and the Environment now has about eight weeks to study the impact assessments and grant or refuse authorisation for the multi-billion-rand project. While environmental groups have criticised the project, the Department of Mineral Resources and Energy has said the project will help cut down on load shedding. “The presence of these ships, off our coast, will have a real impact in scaring off the fish in the area, and we

Tobacco proceeds channelled offshore HARARE - There are growing fears that earnings from tobacco, which remains touted as the country’s second single largest foreign currency earner after gold’s net export proceeds, might be far less in foreign receipts compared to other commodities because most of the contract schemes are sponsored using offshore funds. Reports say after export, most of the proceeds remain offshore in the hands of funders and the country benefits less since it’s just a production platform. The central bank is on record that the country earns an average US$800 million from tobacco annually, but the huge amounts of money running into billions realised after value adding the cross as it circulates in global value chains is not enjoyed in Zimbabwe.
Stakeholders said it was high time the country reverts to domestic funding of the crop, as was the case two decades ago to also ensure viability of the farmers and continuity of the auction marketing system. Foreign tobacco merchants claim they bear a lot of costs and risks, including borrowing and production costs, which according to reports, are passed to farmers and as a result making them less viable. In as much Zimbabwean farmers are paid nothing beyond US$6 per kg, a local contractor that cannot be named for professional reasons, said high quality Zimbabwean tobacco can fetch more than US$15 per kg on global market and the amount increases along the value chains. Similarly, the bulk of the money earned from tobacco exports is kept offshore
largely to repay the said loans obtained for sponsoring the contract schemes mainly inputs. According to figures from the Tobacco Industry and Marketing Board, about 96 percent of the farmers this season were under contract schemes, amid concerns that this may lead to the demise of the auction system. “It’s good on paper (the contract farming system) but there are many costs involved which are passed on to farmers and this renders them less viable yet on global market they (contactors) benefit a lot,” Reserve Bank of Zimbabwe Dr John Mangudya said recently. “The model is now expensive and needs to be reviewed so that we can have kind of an equitable mix of contract and auction.” THE HERALD, Zimbabwe.
Eurozone suffers double-dip recession as pandemic impact continues LONDON - The eurozone’s economy has fallen back into recession as the impact of the pandemic continues to hit activity. Europe’s economies have been set back by a renewed surge in infections this year and Covidrelated restrictions. The eurozone shrank by 0.6 percent in the January-to-March period - the second consecutive contraction, which is a widelyused definition of a recession. It is the second such episode, a so-called double-dip
recession, since the onset of the pandemic. However, among the national economies that have reported data so far, that pattern was repeated only by Italy. Other countries reported some growth in one or other of the last two quarters. The French economy did grow in the first three months of this year, by 0.4 percent, after a decline at the end of 2020, although the rebound was described by the national statistical agency as “limited.” In Germany it was the other
way around, with some growth in the fourth quarter of last year and a sharp decline - of 1.7 percent - revealed by the latest figures. The bigger picture is a region where economic activity has been set back once again by the spread of the virus and restrictions imposed to curb it. The figures are particularly bleak in the case of Italy, where the economy is still 6.6 percent smaller than at the end of 2019, before the pandemic. That said, the economic damage in this phase of the
health crisis is less severe. Economic activity in the eurozone in the most recent period was 11 percent higher than at the nadir in the second quarter of last year. Looking ahead, this weak performance is expected to improve as vaccination programmes allow further easing of restrictions and support consumer confidence. PF 2016-21- UNLOCKING OPPORTUNITIES IN THE AGRICULTURAL SECTOR Dear Editor, IN the times of antiquities and more than four decades after independence, the agricultural sector has been widely seen as the preserve of the low income earners. However, the post 2011 era brought about a paradigm shift and transformative approach with regard to public perception about agriculture. Agriculture is now among the most chased after income earning initiatives and it is slowly identifying itself as a lucrative hobby among Zambians. Ever since its assuming office, the Patriotic Front government has made various strides aimed at reforming the agriculture sector. The agricultural sector is no longer seen as the default way of income earning but its commercial face is slowly but surely unfolding. This is attributed to the knowledge base which has been expanded among the Zambians and the variety of agricultural alternatives that have been presented. A look at page 15 of the PF manifesto (2021-26) has demonstrated political will by aiding the marginalised people in society to secure their meaningful participation in the diversified agricultural activities. The importance of page 15
is to among other things, establish an agricultural institution to support the sector with a bias toward youth and women farmers. It is clear that once the PF mandate is renewed after the general elections, the PF government seeks “to embark on a number of institutional initiatives that will elevate Zambia as a food basket of Southern Africa. Agricultural diversification will only be harnessed by putting in place necessary institutions which will enable
diversification. The capacitation of the Zambia Research Institute (ZARI), an agency under the Ministry of Agriculture is a progressive way of establishing the agriculture driven Zambia in the years to come. ZARI is the largest agriculture research institute and it has over 10 research station across the country and its principal aims are to develop and adopt crop, soil and plant protection technologies and to provide high quality, appropriate and cost effective
services to agriculture. It is clear with the environment for knowledge base the data collected from evidence-based research, there is an assurance of having a diversified agricultural sector. The promise of promoting the graduation of 100, 000 small holder farmers to commercial agriculture per year as promised in the 2021-26 PF manifesto will therefore soon become a reality. MARVIN MBERI,

CHONGWE COUNCIL GETS 5,000 HECTARES OF LAND By JOHN KOMBE THE Chongwe Municipal Mouncil has been given 5, 000 hectares of land by Chief Bunda Bunda of the Soli People of Chongwe and Rufunsa. Chongwe Mayor, Geoffrey Chumbwe, confirmed the development during a full council meeting at the civic centre yesterday. He said that Chief Bunda Bunda donated the land after a request by the local authority. The Mayor said the piece of land was meant to facilitate the development of a Smart City and an economic zone. He said that the land which was earmarked for housing and commercial plots must not be demarcated for individual plots. Mr Chumbwe stressed that the local authority could only achieve the goal of creating a Smart City and an economic zone if the land was well utilised. He observed that Chongwe had seen a number of infrastructure development due to upgraded status from a district council to a municipality status. He said that the developments were testimony of the hard work of both the councillors and council technocrats.

West livestock disease control faces hitch By IIRVIN MUYUMBWA THE selling of sick animals by people from neighbouring Angola to unsuspecting farmers is making it difficult to control the spread of the contagious bovine pleural pneumonia disease, says Western Province Minister Richard Kapita. Mr Kapita said while efforts were being made to contain the spread of the disease through vaccination, it was difficult to succeed because of the influx of animals from neighbouring countries. The Minister, however, said the Ministry of Livestock and Fisheries had embarked on a sensitization programme that the affected animals would be slaughtered and owners compensated, but people misunderstood the initiative. Mr Kapita said among the affected areas in the province include Lukulu, Mangango and Kalabo districts, which weer the key routes for Angolan livestock traders.

KTH recalls croc victim for treatment

THE Kitwe Teaching Hospital (KTH) has recalled for treatment the 16-year-old Newton Mulolo who was attacked by a crocodile on Mindolo stream four months ago Mulolo, who sought help to get specialist treatment at Sinozam Friendship Hospital (SFH), was recalled by management at KTH on Tuesday, where he is receiving serious attention from a number of medical personnel at the institution. The plans to take Mulolo to SFH came up after the family felt he was not getting the required attention from KTH where he was initially was just being given days of review as an out-patient case. But while Mulolo’s family and supporters of Patriotic Front Chimwemwe aspiring candidate Allen Banda Banda were planning to move the boy to the Chinese-run hospital, KTH Senior Medical Superintendent, Abidan Chansa, called Suwilanji Machalo, who was delegated to help the boy. Ms Machalo explained that Dr Chansa told her to halt their plans of taking the boy to SFH. According to Dr Chansa, KTH had assembl;ed a team of doctors to give treatment to the boy. Ms Machalo said, with the
help from others, they were set to take the boy to SFH, but a phone call came from Dr Chansa to take the boy to his hospital. "We had decided to seek specialist treatment at Sinozam Friendship Hospital after no positive results were recorded at KTH. But before we could move on, Dr Chansa stopped us and told us to go back to KTH. So this is how our plan to take the boy to SFH was halted. "It appears he did not know about the condition of the boy and what kind of treatment he was being given during the reviews. He only came to know about it through the media. We pray that God through these doctors and nurses, the boy will recover," Ms Machalo said And Zambia Chinese Association (ZCA) Copperbelt Chapter President Wang Xin has so far contributed K15, 000 towards the welfare of the boy. Mr Wang had on Monday contributed K5, 000 towards the support of the boy before contributing another K10, 000 on Tuesday. Mulolo was attacked by a crocodile on Mindolo stream four months ago and is confined to a wheel chair and seeking support from well-wishers to enable him walk again and continue with school.

HINGOLA Municipal Council has intensified inspections to rid the mining town of illegal land dealers, who were wantonly demarcating and allocating land to unsuspecting residents. Chingola Mayor Titus Tembo, said more illegal dealers were still appearing in court for the illegal allocation of land in the district.
Mr Tembo however said that such cases were likely to increase especially when parliament is dissolved. He observed that such cases increased when parliament dissolves because people feel they no longer have representation. Mr Tembo said in an interview that the local authority had partnered with both state police in ensuring that the situation did not get out of hand. KONKOLA Copper Mines (KCM) is expected to pay 40 percent of the total amount each employee has contributed to the pension fund by the end of this month, Mines and Mineral Development Minister, Richard Musukwa has disclosed. The minister assured that the government would honour its agreement and pay workers at KCM their next installments. Mr Musukwa said KCM management and unions have agreed to pay off the workers before the end of this month. He said contrary to assertions that KCM was running at a loss, the mining firm managed to mobilise resources in excess of over $45 million to liquidate in excess of over 5, 865 direct employees’ benefits and paid the first installment of the redundant package. Mr Musukwa, speaking on ZNBC’s Sunday interview said Government would at all cost ensure that workers at KCM and Mopani Copper Mines do not become destitute as was the case with workers at RAMCOZ in Luanshya. “This is another system of ensuring that our workers and our people do not wait for their benefits in perpetuity, most of the people’s benefits have been held in trust for a long time, many of them have died without accessing these resources,” he said. Kansanshi Mining urges workers to go for vaccine By JACKSON MAPAPAYI KANSANSHI Mining has implored all employees to go for Covid-19 vaccination as a measure to protect themselves against severe pandemic attack. John Gladstone, the Kansanshi Mining Assistant General Manager, said this was a proper response to the Covid-19 crisis. Mr Gladston encouraged employees at Kansanshi Mine to be ready for the coming vaccines for the sake of their health. He was speaking during the World Day for Safety and Health at Work at Kansanshi Safety Centre. “I implore you to think very hard and volunteer yourselves to get the vaccines in a timely manner to facilitate immunity to the COVID-19,” Mr Gladston said. Mr Gladson said getting vaccinated against Covid-19 was the only way employees would remain safe and healthy at work. He noted that the Covid-19 vaccination was the safest and most effective and reliable way for the control and prevention of the pandemic. He said the company anticipated to receive the vaccines soon and advised employees willing to be inoculated to access the vaccine from the mine clinic as soon as it arrives. “The vaccination is part of the safety measures to protect yourselves from becoming prey to the pandemic and to make the mine site an environment of healthy workers,” he said. Local Government Minister, Charles Banda, said Government expected councils to use 20 per cent of equalization on capital projects. City Council has done especially that they have been able to put up a structure like that, furnish it in the manner they have done and they continue to do up to the completion utilizing the equalization fund, the much talked about equalization fund,” he said. Dr Banda said the council was not only beautifying the place but making work easy for officers. “This is the way to go. When we say we give equalization fund to local authorities and that they should utilize 20 per cent on capital projects, we expect things like that and we would like to encourage the Livingstone City Council to continue doing more with the little which they receive,” Dr Banda said. “...so kudos should go to the town clerk, management for a job well done. Monze drills boreholes By ANDREW MUKOMA MONZE Town Council has commenced drilling boreholes using the Constituency Development Funds (CDF). Council Secretary, Pythias Samakong’a, said council was drilling boreholes in all the three constituencies of the district. Stop candidates splashing money, Kaumbwe residents demand By NATION REPORTER
A PF parliamentary aspiring candidate in Kaumbwe Constituency, with Chinese links has continued to dish out money to electorates against party orders, the Daily Nation has learnt. The candidate has also been buying residents of Mwanjabantu Chiefdom beer and other goodies on the belief that he would be adopted by the ruling party. Some residents have however protested against the candidates’ continued use of ‘desperate’ tactics to hoodwink voters. Mr Peter Mumba of Zumaile Village has appealed to PF leadership to step in and stop this as it was going against party rules. Mr Mumba said aspiring candidates should campaign with ideas and tell people what they would do once ushered in to office not buying their way to the top. He said the candidate

BUJA - Nigeria's military has warned local politicians to desist from incitement and pledged it would not overthrow President Muhammadu Buhari, whose government has come under criticism over growing insecurity in the country. From a jihadist insurgency in the northeast to herder-farmer clashes in the centre, banditry in the northwest and separatist tensions in the southeast, Buhari's armed forces appear to be struggling to curb insecurity. SA’s Health ministry in urgent talks on cases at ports of entry amid new variant concerns
JOHANNESBURG - The Health Ministry is urgently seeking advice on how to handle a rise in Covid-19 cases at South Africa’s ports of entry. “This increase in (the) detection of cases at the ports of entry is of deep concern to us as government, and we have been attending to this as a matter of urgency,” Health Minister Zweli Mkhize said in a statement. The government’s efforts to seek advice come after 14 crew were quarantined on a bulk carrier cargo vessel from India at Durban Port as well as allegedly fraudulent Covid-19 declarations on a ship from Kenya. – NEWS24/AFP.
Malian woman gives birth to nine babies
BAMAKO - A 25-year-old Malian woman has given birth to nine babies - two more than doctors had detected during scans. Halima Cisse gave birth to the nonuplets in Morocco. Mali's government flew her there for specialist care. The five girls and four boys were born by Caesarean section and were doing well, Mali's health minister said. It is extremely rare to give birth to a set of nonuplets - and complications during and after birth often mean that some of the babies do not survive. – BBC.

KANA’S bid to survive relegation from the MTN Super League suffered a major setback after being held to a 2-2 draw by Nkwazi at Nkana Stadium in Kitwe.
Goal keeper Moses Mapulanga made a costly mistake in the dying minutes to gift Nkwazi a point. Nkana started positively and were awarded a penalty in the 30th minute after Nkwazi defender Andrew Mpende was judged to have handled the ball which Nkwazi players disputed. Nkwazi team manager Henry Kalaba who also complained was given his matching orders after causing a fracas that lasted for close to five minutes after Frederick Tshimenga converted the controversial penalty that
gave the hosts the lead. Nkwazi levelled matters nine minutes later through Bernard Kumwenda. Nkana restored their lead again through the penalty spot converted by Richard Ocran after a hand ball from a Nkwazi defender in the 60th minute. Nkwazi remained resilient and were rewarded for their efforts in the 85th minute following a moment of madness from Mapulanga in the Nkana goal.
