CIVILITY IN POLITICS ZAMBIANS must discard acrimonious type of politics and adopt civility and competence as important ingredients in the country’s polity. For many years now, there have been incessant calls on the imperative need to espouse fairness and respect for one another in the conduct of public affairs. The Church, Civil Society Organisations (CSOs) and general members of society have demanded an end to violence and other draconian vices, but the negative trend is still apparent and more so during by-elections. The opposition leaders and ruling party members are always at daggers drawn on every aspect, even on straight forward matters. Many a time, they tend to be vicious at one another in the public glare as though to flare up tempers among their supporters, yet behind closed doors they wine and dine together. Away from the public eye, they hug and discuss matters with unimaginable civility! Why can’t they demonstrate the same disposition in public? What is so hard to respect one another and extend the same courtesy to people around them? Politicians ought to understand that throwing mud at one another is, by extension, smudging the public, who witness the helter-skelter on a daily basis. It should follow, therefore, that if politicians respect one another such respect will extend to supporters and all citizens alike. To narrow it down, it is time the Patriotic Front (PF) on one hand and the United Party for National Development (UPND) and the National Democratic Congress (NDC) on the other discarded the bitter rivalry. These and other political parties must find space to reconcile their bitter differences now. Zambia has been on self-rule for 56 years, a period long enough for political players to strictly subscribe to high moral conduct. It is no time to engage in toxic discourse, which works against unity and respect for one another; it is also no time to inflict physical pain on opponents. Some politicians have steeped so low as to sponsor hooligans, disguised as supporters, to maim their opponents using offensive weapons in broad daylight. During by-elections, knobkerries, iron bars, knives, and screw-drivers, and in worst case scenarios, hand-guns have been recovered from rampaging cadres. Some innocent people have died in the process. Such cruelty has deterred intellectuals including women from entering the political space, leaving them on the fringes. They do not want to be messed up! Zambia must surely clean-up the political arena and adopt politics of integrity and selfless service to the highly expectant citizens as the country draws closer to the 2021 general elections. The country is faced with a myriad of woes that require all politicians from both sides to close ranks and seek sustainable solutions. Negative sentiments and speculation on the economy must be avoided! Economic fundamentals are not at their best, with the exchange rate around K21.50 to US$1, November inflation at 17.4 percent from October’s 16 percent while the economic growth projection has been downgraded to around one percent. Thus the country is in technical recession with a staggering debt of over $11 billion and recently defaulted a $42 million Eurobond coupon payment. These and other factors require genuine reconciliation among politicians because their toxicity spills over to supporters and a large portion of the population.

T

HE uncanny similarities of election outcomes between the soon-to-beformer US President Donald Trump and from Ivory Coast’s ex-President Laurent Gbagbo back in 2010 are quite astonishing. Though a decade apart, both leaders resisted to concede their November election defeats. And no-one could persuade either of them to budge. The inevitable question on everyone’s mind was: “So, was it all necessary, Mr Gbagbo; Mr Trump?” Increasingly, Trump's efforts to overturn his election defeat were already struggling but ultimately they appeared to be coming to an end. He told his team to co-operate on the transition for President-elect Joe Biden but vowed to keep up the fight. He was defeated by the latter in the US election on Nov 3 but consistently refused to accept the result, claiming widespread voter fraud but failing to produce evidence. However, in a sign that he might have realised that he must leave the White House on January 20 next year, he said that he had given Emily Murphy, head of the General Services Administration (GSA), the go-ahead to proceed with a transition for the President-elect's administration. The GSA is responsible for many of the basic services that allow the US government to function, from buildings and transport management to information technology, financial services, supply chains and human resources. He said in a tweet that his

case against the election results "strongly continues," adding that he and his supporters would "keep up the good fight." But he added: "Nevertheless, in the best interest of our country, I am recommending that Emily and her team do what needs to be done with regard to initial protocols, and have told my team to do the same." Federal law states that the GSA administrator must issue a letter of "ascertainment" determining the likely winner of the race before the transition can formally begin. Ms Murphy, a Trump appointee, did this to ascertain that Joe Biden was the "apparent winner" of the November 3 election. The move meant that the US President-elect and his vice president-elect Kamala Harris would have federal funds, an official office in Washington DC, and regular national security briefings as they head towards January 20, the Inauguration Day. Ivory Coast too, ten years ago had put on show its own obstinate, now deposed leader Gbagbo. The revolutionary ex-president of Burkina Faso, Thomas Sankara, once sagaciously said that power was like a bottle of whisky; you have a sip, enjoy the taste, take another and before you know it the bottle is finished and you are drunk. It looked – to many of the international community at least – that Gbagbo, thenone of Ivory Coast’s two rival presidents – had been enjoying the taste. In the 2000 presidential elections, Gbagbo won a five-year term in office. That term was extended because of the after-

math of the civil war and ten years later he put his power on the line in the country’s most open, democratic and costliest elections. According to most of the world, and the usual array of African, United Nations and Western election observers, he was beaten by Alassane Ouattara. But the Ivorian political class was not quite ready for the smooth handover of power that had then been witnessed next door in Ghana. Instead, the 2007/8 Kenyan and Zimbabwean elections seemed a better model – teaching Ivorian politicians that even if you lost the cup final you still walked away with a hand of power-sharing co-option on the trophy. The resulting crisis had an impact far beyond Ivory Coast’s borders, pulling the continent in all sorts of directions. For international investors it was a wake-up call that the “African rising” economic story, whilst valid, was not riskfree. Meanwhile, the Economic Community of West African States (ECOWAS) fumed that the African Union (AU) was watering down its tough stance and compromising. Diplomatically, Ouattara held most of the cards and succeeded in getting his ambassadors accepted at the UN and in France and the United States. It was difficult to overestimate what a disaster the post-election crisis was for the country: instead of unification, the northern half of the country again became a distinct territory; instead of economic growth, massive redundancies; instead of an end to exclusion, the cancelling of over half a million northern votes and summary executions and rape

in some districts of Abidjan. Perhaps the defining image of six months of conflict and stalemate in Ivory Coast came from its end: the sight of the disheveled and sweating former president, Gbagbo, nursing a slap on his face – placed there by a soldier loyal to the internationally recognised head of state Ouattara. The image spoke of so much – defiance reduced to fear and even the promise of a new era. But how much of a fresh start was it? After so much upheaval and violence – particularly after the promise and goodwill that fuelled the election in November 2010 – the victims were looking for justice. Back in the US, the country will enter uncharted territory if the president refuses to leave the White House. Biden had won last month’s election, but Trump is determined to stay in power. Trump falsely declared victory on the night of the election and vowed to go to the Supreme Court to stop vote counting – confirming some Americans’ worst fears that he would undermine the democratic process. Now that Biden has won the US election, what happens if the president refuses to leave the White House? In response, ex-US President Barack Obama, aptly-joked that Navy SEALs could remove Trump from the White House. So, will that move replicate Gbagbo’s removal from power? Will it also be choreographed by foreign troops? Observers raised concerns. For the moment, though, these two trounced-leaders – once revered, loved and venerated as symbols of hope for the world – are a hard lesson for other leaders either in-power or in-waiting. Managing power is more difficult than capturing power. Most global leaders ride into office on a popular vote and depart on a stretcher of disappointment.

UPND warns ECZ From Page 1 He said in an interview yesterday, all political parties asked the ECZ to address concerns which had been raised before registering inmates which had not been done, therefore, it was important that the process was stopped immediately. “The issue of campaigning in prisons has not been resolved by the ECZ. The prisons officials have barred political parties from campaigning in prisons and we urged it to address this matter but nothing has been done. The ECZ is trying to frustrate us and we shall not condone such behaviour. It is important that they adhere to our call to halt the voter registration in prisons because it will bring confusion in the country. “They cannot just be doing things without engaging

political parties who are the main stakeholders in the elections,” he said. Mr Kakoma said it was shocking the ECZ can be sidelining the main stakeholders in the elections. He also said it was not clear whether the ECZ would allow the opposition political parties to have monitors in the prisons during the elections. Mr Kakoma said all these issues were supposed to be addressed before going ahead to register inmates as voters. “How are we going to monitor elections in the prisons if we do not have monitors? This is likely to happen like the way we have been barred to campaign. So what will happen is that the results which will come from the prisons are not correct figures and this will bring election disputes,” Mr Kakoma said.

FORMER Minister of Finance Katele Kalumba has reiterated his call for Government to engage the International Monetary Fund (IMF) vigorously. Dr Kalumba said the government was not supposed to be reluctant in engaging the IMF because it would be the only way to revive the economy. The former minister said the IMF was not difficult to be engaged if correct situation of what was transpiring in the economy had been given to them.

Dr Kalumba said that the IMF package was the only solution to reviving the economy which had continued dwindling. He said in an interview yesterday, Zambia had engaged the IMF before, therefore, there was nothing different in engaging them this time around. “We need this IMF package as a country because what is happening to the economy is not good. We need to ensure that this economy is brought to its feet. “The only way we can improve this economy is by seek-

ing the package and we shall see that even the international community will have confidence in us. “We do not need to relax on this matter because things are worsening and we cannot continue to be like this. Things need to be changed so that the livelihood of the people of Zambia can be changed unlike it is this time around,” Dr Kalumba said. We believe doing so will help to reduce the burden and dependence levels of people living with disability,” he said.

He said there was also urgent need for the implementation of policies aimed at helping the differently-abled people to cope with their lives on their own without depending on other people. Mr Nyambe noted that among the many challenges facing the differently-abled was discrimination. “Discrimination against people living with disabilities

has remained one of the challenging issues that needs urgent attention as a lot of people still not willing to associate with persons with disabilities,” he said. Mr Nyambe said that a research discovered that the more the price of commodities were increasing on the market, the more the cost of living living for persons with disabilities was becoming expensive.

GOVERNMENT has warned women and men who are in the habit of indecently exposing themselves to stop or face the wrath of the law. National Guidance and Religious Minister Godridah Sumaili said Government was concerned with the increased number of indecent pictures being posted on social media platforms. Ms. Sumaili said the government will not allow the values and principles of the land to be deliberately violated in the name of marketing products and services.

She said Zambia has set for herself through the constitution national values and principles to guide people in the manner they should conduct themselves whether in private or business setups and Zambia being a Christian nation has Christian values to be respected. Rev Sumaili stated that exposure of bodies by both men and women is immoral and unconstitutional and all Zambians should condemn such conduct. Mukula transit deal will be cancelled if abused-Kapata By PETER SICHALI

GOVERNMENT will not hesitate to cancel the Zambia-Congo Mukula transit deal if claims that illegal dealers have taken advantage of the deal to export Zambian Mukula, Minister of Lands Jean Kapata has said. Ms Kapata has directed the Central Joint Operations to invest the claims and report to the ministry as soon as possible. Ms Kapata said reports of illegal dealings in the Mukula transit deal are disturbing and that the government will not hesitate to stop the Congelese from transporting Mukula through Zambia. "I have instructed the Central Joint Operations Committee to investigate claims that Zambian Mukula is being exported illegally," Ms Kapata said.

She said Zambia will disregard the SADC protocol to allow Congo to transit Mukula truck loads through Zambia if the investigation prove that they are issuing papers for Zambians to illegally export Mukula. "There is a protocol that compels SADC region countries to allow passage of goods through another country but if indeed the Congelese are issuing papers to allow for illegal export of Mukula, then we will have no other choice but to cancel the transit deal," Ms Kapata said. Ms Kapata said CJOC will move in as quickly as possible to countercheck the claims. "As a ministry we cannot deny that it's not happening instead I’m instructing the CJOC to move to ascertain what is on the ground," Ms Kapata said.

Chief demands audit on stalled irrigation scheme in Isoka By PETER SICHALI

THERE is need for a thorough audit of Kavumo irrigation scheme which has not materialised despite Government releasing funds in 2012, Chief Katyetye of Isoka has demanded. Chief Katyetye said it was unfortunate that the project which was said to have been fully funded had not recorded any progress since then. He said Government with support from cooperating partners funded the construction of the irrigation scheme, which had not been completed to date. "The project started soon after funding in 2012 and a 600-metre furrow was constructed but to our surprise, it immediately stopped and there is no communication. “We tried to follow up the matter with the Ministry of

Agriculture, no one seems to have answers, hence the need for audits, C hief Katyetye said. Chief Katyetye said the project was aimed at boosting agriculture production and would have benefitted over 1. 000 households in the area. The traditional leader said Government should send auditors and project engineers so that perpetrators could be brought to book. "No one is telling us where the money for the project went and officers from agricultur are not telling us anything," Chief Katyetye said. The traditional leader said he suspected mismanagement of the project hence the need for an audit. "There was cement and other building materials but nobody knows where they have been taken too," Chief Katyetye said.

RESSURE has mounted on Government to reopen Kalengwa Mine in Mufumbwe which has been closed for many years. Mufumbwe UPND Member of Parliament Elliot Kamondo, said the prolonged closure of the mine had contributed to the high level of unemployment in the district. Mr Kamondo said that many times people had called upon Government to look into the matter but nothing had been done. He made the call in Parliament during the Estimates of Revenue and Expenditure including Capital and Constitutional and Statutory Expenditure for the office of the President in North-Western Province. Mr Kamondo said Kalengwa Mine had remained closed for many years, and this had disadvantaged residents.

He said the district in particular had lagged behind in terms of development because of the closure of the mine. “We need Kalengwa Mine to be opened so that the unemployment level in Mufumbwe can be resolved. These are the things we have been yearning for so that people in the area can have jobs,” he said. Mr Kamondo also bemoaned the lack of imple-

mentation of resettlement schemes by Government. He said in the 2018 and 2019 budgets, Government promised to establish the resettlement schemes but nothing had been done. He expressed sadness on the failure to work on feeder roads in many parts of of the province. Meanwhile, provincial minister, Nathaniel Mubukwanu, said the concerns would be

ENVIRONMENTAL AND SOCIAL IMPACT ASSESSMENT FOR THE PROPOSED BATOKA GORGE HYDRO-ELECTRIC SCHEME (ZAMBIA AND ZIMBABWE) ON THE ZAMBEZI RIVER

The Zambezi River Authority (the Authority), a bilateral organisation equally owned by the Governments of Zambia and Zimbabwe, proposes the development of the Batoka Gorge Hydro-Electric Scheme (hereinafter referred to as the BGHES or the Project). The Project will be situated approximately 47 km downstream of the Victoria Falls, on the Zambezi River. In Zimbabwe, the Project falls within the province of Matabeleland North and in the Hwange Rural District; and in Zambia, in the Southern Province, in the Kazungula, Livingstone, Zimba, Kalomo and Choma Districts. The Authority commissioned Environmental Resources Management Southern Africa (Pty) Ltd (ERM) and its local partners in mid-2014 to undertake an Environmental and Social Impact Assessment (ESIA). Prior to the end of 2015, ERM and team had completed the Scoping Phase of the Project, which entailed extensive stakeholder engagement and the necessary environmental and social baseline studies. A Draft ESIA and Environmental and Social Management Plan (ESMP) was prepared and submitted to the ZRA for review in late 2015. Following delays in the overall BGHES Project, the ESIA process recommenced in October 2018. On 03 March 2020, ERM made available the draft ESIAs for public review and comment. In light of the COVID-19 (Corona Virus Disease 2019) pandemic, the Authority and ERM made the decision to postpone all disclosure meetings and keep the comment period open until further notice. Set up solar power stations, State told By OLIVER SAMBOKO

GOVERNMENT should roll out an ambitious programme to construct solar power stations in all provinces to cushion electricity deficit in the country, an energy expert Victor Hazemba has said. Currently, Zambia has an installed capacity of over 2, 300MW that is mainly produced through hydro-power generation but due to low water levels, the country has been producing less electricity. Mr Hazemba said in May this year, the state-power utility company Zesco signed contracts worth $548 million with Power China to develop three solar power plants that would have added 600 megawatts (MW) to the national grid, but

to date the projects have not kicked off. He said Government should not only depend on the Kafue Lower Gorge and the planed 2, 400MW Batoka Gorge power scheme by a consortium led by Power Construction Corporation of China (Power China) and General Electric (GE), to end loadshedding in the country but diversify into solar if the country was to be energy power secure. Mr Hazemba said solar power was the right step towards diversifying renewable energy for Zambia, which relies heavily on hydropower and has faced electricity shortages partly because of droughts. “The public is aware that the power deficits that resulted from low electricity production forced Government,

through Zesco, to spend in excess of US$250 million on emergency power imports from 2015. If this money was spent on setting up solar power plants, the power deficit was going to be minimised,” he said. He said the current power supply deficit of over 810MW since last year, was negatively affecting economic activities and therefore Government should fast-track the construction of solar power generation stations as part of its support towards green energy projects. Zambia has suffered power cuts due to her heavy reliance on hydropower from plants at the Kariba Dam on the Zambezi River, which water authorities say is running dry fast and currently at less than 20 percent.

Relatives beat man to death over mubobobo A man from Zaka District in Masvingo Province was last week beaten to death by his relatives on suspicions that he possessed mubobobo, a magical way of having sexual intercourse with women without their consent. Masvingo assistant provincial police spokesperson, Assistant Inspector Kudakwashe Dhewa, confirmed the murder of 73-year-old Patrick Mhou of Mhou Village, Chief Nhema, on Tuesday last week. He died after being attacked by his brothers from the same village, Prosper Mhou (34), Evans Mhou (28), Solomon Mhou (38), Aaron Mhou (38), and Solomon Fushai, (62), of Village Chipinda in the same area, who was accompanied by his wife Emily Chekenyere (44). “Patrick Mhou had a long outstanding dispute with his brothers who accused him

of using mubobobo to have supernatural sex with women,” Asst Insp Dhewa said. “On 27 October around 9PM, the five brothers and Chekenyere went to Patrick’s homestead where they woke him up and started beating him all over the body until he fell unconscious. They took him back into his bedroom hut and left him there.

The following day, at around 6am, Menace Denhere, (38), of Matiza Village under Chief Nhema passed through Patrick’s house wanting to greet him and saw his bedroom door half open. He opened the door and saw Patrick sleeping with no sign of life.” Police said Denhere told Fushai who later went and handed himself in to the

police in Zaka. Patrick had bruises on his thighs, blisters on his feet, buttocks and backbone, deep cuts on his right eye and bruises on his forehead. A SELF-PROCLAIMED prophet who last week filmed himself threatening to shoot members of his church for refusing to believe in his prophecies has been arrested. Madzibaba Moses Chatara of the Johane Masowe Apostolic sect appeared in court yesterday facing charges of violating the Firearms Act. He was jointly charged with Denford Ganye, who allegedly gave him the firearm. It is the State’s case that on November 5, 2020, Ganye, who is a licensed firearm owner, gave or hired the gun to Chatara. “Moses Chatara then selfrecorded himself a video threatening congregates of Johane Masowe saying he will use the firearm against his clients who deny his prophecies,” prosecutor Lloyd Tarenyika alleged. “The video went viral on social media and investigations into

the possession of the firearm were instituted. “On November 6, 2020, Moses Chatara was arrested, leading to the arrest of the accused person and subsequent recovery of the firearm used in the commission of the offence.” The duo were remanded out of custody until tomorrow. Meanwhile, a Zvimba man, Gift Chemhuru (40), who was arrested last week after he was found in possession of a onemonth-old baby boy allegedly kidnapped by his wife Miriam Bwanali at Spar Montague in Harare on October 22, will return to court tomorrow for routine remand. LTHOUGH wild dogs were once found throughout Africa, they have now disappeared from most of their geographic range, with recent estimates suggesting that they have lost nearly 90 percent of their habitat.

Zambia is one of only six countries that still support viable populations of the African wild dog, with the Luangwa ecosystem estimated to have the largest population of dogs in the country followed by the Kafue ecosystem. We spoke with Thandiwe Mweetwa, a Senior Ecologist and Community Educator at the Zambian Carnivore Programme to understand the benefits that wild dogs bring and the challenges the species faces. One of the benefits of having wildlife, especially large carnivores, is that they attract tourists. Zambia’s South Luangwa National Park has earned itself a reputation as one of Africa’s foremost wildlife viewing destinations, with wild dogs being one of the “must see” species for many tourists. “When we think of charismatic megafauna, what comes to our minds is usually lions, leopards, elephants and rhinos but dogs are quickly rising to become a profile species that many tourists want to see and Zambia is quickly gaining the reputation of being one of the few landscapes where you have a strong chance of seeing them,” says Thandiwe. Aside from tourism, wild dogs also have immense ecological value. “Dogs are among the five species of large carnivores that exist in Zambia, so they play a unique role in influencing ecosystem structure and function”, says Thandiwe. Wild dogs and other predators are critical in maintaining healthy ecosystems as they remove vulnerable prey, such as the old, injured and sick, leaving more food for the survival and success of healthy prey animals. They also help slow down the spread of diseases by controlling the size of prey populations. Thandiwe identified a number of challenges facing wild dogs in the Luangwa ecosystem, many of which result from human activities. “One of the key issues affecting wild dogs here has to do with the illegal bushmeat trade.” The illegal bushmeat

trade is a major threat to the survival of wild dogs and other large carnivores in Zambia for two reasons. The first is loss of prey base due to rampant poaching to sustain demand for illegal bushmeat. Over the years, poachers have hunted prey species like impalas, which are an important food source for wild dogs, to near extinction, leaving wild dogs without food. And as their prey base rapidly declines, wild dogs are finding it difficult to sustain themselves in large numbers. The second threat that comes from the illegal bushmeat trade is indirect by-

up to 20km per day, which increases their likelihood of being caught in a wire snare. “Dogs are also vulnerable to snaring because they usually move between the national park and surrounding game management areas, where most wire snares are set”, says Thandiwe. Apart from threats arising from the illegal bushmeat trade, the African wild dog has also been a victim of false myths. “Historically, dogs have been persecuted in many places because of the false perception that they are vicious killers.” While African wild dogs are excellent hunters and often take down prey larger than themselves, they are not known to attack humans.

The International Union for Conservation of Nature reports that the population level of African wild dogs is in a likely irreversible decline, making them one of the most endangered predators on the African continent. The Zambian Carnivore Programme has been championing the conservation of Zambia’s large carnivores and the ecosystems they reside in through the use of scientific data such as population dynamics and DNA sampling to ascertain threats as well as to identify possible interventions. ZCP also works with local communities through awareness activities that aim to dispel dangerous myths about carnivores as well as to educate the community on how to coexist with carnivores, including the charismatic African wild dog. While the population of African wild dogs is on the decline in many countries, Zambia still has sizable numbers. This is the right time for us to put in place measures that will ensure the species not only survives but flourishes. The pioneering work done by the Zambian Carnivore Programme and its partners the Department of National Parks and Wildlife and Conservation South Luangwa is commendable and this is a fight we must all join.

I’m also a catholic by denomination. What kind of family did you grow up in and which schools did you go to? I grew up in a very poor and large extended family almost as big as a clan. I started school on one of the islands on Lake Bangweulu called Chishi Island transferred to Samfya Primary School same year and up to grade 7 in 1987. I did my secondary school at St. Charles Lwanga Minor Seminary in the Catholic Diocese of Mansa from 1988 to 1992. I obtained a bachelor of Accountancy Degree from the Copperbelt University in 1998. I’m a Chartered Management Accountant (2005). When did you realise you wanted to be a writer? I have been keeping a diary since 1994 and most of the thoughts in my books come from the diary. I was influenced to start writing by Mr. Malama Katulwende. But the trigger to publish my first manuscript came after I won the Toastmasters Division Z Zambia-Zimbabwe Speech Contest in Harare in 2017. At that point, I knew my story of quitting a 5-star job for principle and purpose and stress it elicits and how I survived is unique and would touch many lives. How long does it take you to write a book? A good book can take up to 3 years to put together including cover design, typesetting, and printing for those who have other things to do like me. It’s also possible to write a book in 6 months if that’s your main occupation. What is your work schedule like when you are writing? I normally write after the kids have gone to sleep after 2:00hours. My favourite time though is 03:00hours to 05:00hours. The creative energy in man (testosterone) is at its highest. Cosmic energy with heavenly bodies at their clearest is also aligned. I also use

times when my transmutted sexual energy is at maximum. And usually, I can cause and control these occasions; harvest the energy; dam it and purposefully release it towards my writing project. What is your favourite subject(s) as an author? My grandmother was a master story teller and passed this art to me. I use stories to amplify issues of personal, family and SME finances. I also tackle themes around personal purpose, entrepreneurship and mastery. Where do you get the information or ideas for your books? I use my own personal life experiences and project them onto books. As a thought leader, from Prefect days, Altar Boys Club, Head Boy, and several managerial positions, I claim these experiences and put ink to paper. How many books have you written so far, and which one is your favourite? I have written 2 books: The First 90 Days after Losing Your Job (2017) and Oleander- 3 Ancient, Eternal SME Success Secrets Revealed (2020) I have also co-authored a book with Malama Katulwende, called Teach Yourself Computers (2014). My favourite is The First 90 Days after Losing Your Job. Its raw, practical and was kind of my “First Love”. I cut my teeth on it. Oleander is a very provocative and applicable book which will overhaul business process and thought in Zambia and Africa at large. What do you like doing when you are not writing? I am an avid reader with my interest in leadership, especially ancient leadership genres. I also spend time practicing leading, speaking, listening and evolving at Toastmasters. What does your family think of your writing? My wife is a great supporter of my story telling although as an introvert. She would gladly coil away from the publicity when a book elicits. The kids are greatly enthralled and I make sure they read the books especially the first 3. Do you hear from your readers much? What do they say about your writing? Yes. I have received overwhelming feedback from my readers. One of them doubted whether I was really Zambian as the depth and richness of the vocabulary easily passed for a West African author. Others have made suggestions on how I can improve my craft. For some, with each new publication in their hands, they demand for next sequel. These are my loyal fans. As a child, what did you want to be when you grow up? I wanted to be a medical doctor. At G12, I obtained 6 points, enough to take me to the University of Zambia (UNZA) and

definitely to Medical School. But fate and destiny conspired to turn me into an accountant/banker. But good Karma is real. My new job as Director-General of National Health Insurance Management Authority (NHIMA) is my Medical Doctor dream reincarnated somehow and probably the closest I will ever get to attaining my dream career. Does your job as Director General of the new National Health Insurance Authority pose any challenges to your writing career? No. In the first place, the rare privilege and high honour the nation has bequeathed on me, as first Director-General of NHIMA is a continuation of my purpose to tell my unique story, that regardless of an impoverished upbringing, it’s how you react to challenges and the content of character you build along the way that matters. Except that, unlike my storyteller in a book, I am now telling a story by living it. Secondly, DG NHIMA is a tour of duty. It is likely to end after 5 years. Then, it’s back to default settings. More story telling. How do you juggle the demands of your job as DG and as an author? I write after work. But mostly, I keep a diary which supplies my books with content. Energy wise, I have an ally in the ancient art of sexual transmutation which I stumbled across nearly 15 years ago. Tell us, what are your plans for growing the NHIMA and advancing your writing career? The prototype for Zambia’s NHIS has been laid in the ground. Working with my team, the plans are now to enforce and police standardization of the business processes and rules to assure output consistency, and predictability. The next stage is now to scale up our tested model and prototype to all provinces and districts so that all the 18 million Zambians have access to Universal Health Care. What next in your writing career? The problem of financial illiteracy and mounting debts on the civil service is a time bomb. Writing off the debt and increasing salaries of public workers is one of the solutions. But I think we need a mindset change through books and training. I’m co-authoring a book titled “The Wages of Debt- Survive and Manage Debt Successfully; A civil servant’s personal story with Pumulo Mungoma a teacher. With suicides, depression and destroyed families due to unsustainable debt, this book is high on my-to-do things. It will be published next month January 2021. Siamanyange made his explanation in a case in which he is charged with defile-

stated that Mweetwa approached Mazwanga when he came from karate training with an offer that if he paid the said money he would be recruited in the Air Force to train other officers in the martial art. Mweetwa also asked Mazwanga to bring two more of his friends who were willing to join the Air Force as he claimed to have three spots looking at his rank as a Colonel. But the accused was ap-

prehended after Ngoma made follow ups to find out about the recruitment which he later learnt was non-existent. Magistrate Muyambango Munukayumbwa found the accused guilty and sentenced him to four months imprisonment in count one and six months’ imprisonment in count two to five. He however suspended all the sentences for 12 months in which he is not to commit any similar offences.

FOR indecently touching his aunt’s breast in an attempt to rape her, a 33-year-old man has been convicted by the Choma Fast Track Court for Gender Based Violence. He will however be sentenced by the High Court. Resident Magistrate Ethel Phiri convicted Adrian Muleya who was charged with indecent assault on a female contrary to the Laws of Zambia. Particulars of the offence are that Muleya on September 14, in Choma unlawfully, wilfully and indecently assaulted his uncle’s wife without her consent. According to the facts on record, Muleya trailed his aunt around 19:00 hours when she disembarked from a bus.

Mr. Gift Jere's wife, Gift Chirwa had missed a scheduled flight from Addis Ababa, Ethiopia to Victoria, Seychelles. She was a transiting traveller and had spent a night in Addis Ababa. The hotel shuttle bus took her late to the airport and she missed the early morning flight to Seychelles. Airline officials told her that the next flight was only due on Friday. Since her Covid-19 test was done in Lusaka, a few days before her travel, it will expire by the time she flies on Friday making her ineligible to fly. She needed to take a fresh Covid-19 test and arrange accommodation for the two nights she would spend in Addis Ababa. On Wednesday evening hotel authorities took her to a Covid-19 test centre and it cost her $138 to do a fresh

FOR as long as the guys and dolls in the arts industry live in small pockets, we are not going anywhere. It beats me why places such as Play House in Lusaka, seem to be confined to those in theatre. You visit openings of art exhibitions, it is the same faces of visual artists. Where are musicians, actors etc. This attitude is not helping the arts to grow. Musicians as well do their own things in their studios. Who is to blame? Sharing ideas brings inspiration. I always get excited to meet my friends from other disciplines in the arts and share ideas. It is high time the various artists’ disciplines learnt to coexist. The Zambian press is somehow to blame. We need specialised men and women in journalism to educate the public on the importance of the arts in the country.

Since independence in 1964, the arts have always been confined to weekend entertainment pages. The same for television. Art is the mirror of the nation. Come on guys, we must not bury our creative minds in the sand! However, in other countries where art has excelled, artists also get prime time coverage, and discuss ideas on how to develop and compete on the international scene. Can you imagine watching a profile on Aquilla Simpasa, Alick Nkhata, Yandikani Lungu, Paul Ngozi, Edwin Manda, Rikki Ililonga, the list is endless, on television. What is the problem? SENEGAL MOURNS FOOTBALL HERO SENEGALESE football hero Papa Bouba Diop, who died in France last week aged 42, was buried in a private ceremony at his birthplace near Dakar. On Friday, President Macky Sall led tributes to him, saying the nation's loss was "immense." Diop scored the only goal in the 2002 World Cup match which saw Senegal upset then reigning champions France. Several of his former teammates, some overcome with emotion, attended Friday's ceremony. APSA Stars and Nkana progressed to the next preliminary round of the CAF Champions League and the CAF Confederations Cup after beating Ngazi FC and Bantu FC respectively. NAPSA Stars thamped Ngazi 9-2 on aggregate following a 4-1 win in the reverse fixture while Nkana matched on to the next round following a 1-0 aggregate win after a goalless

draw in the return fixture played yesterday at Nkana Stadium in Kitwe. NAPSA Stars who defeated Ngazi FC of Comoros Islands 5-1 in Comoros dominated play from the first whistle with Emmanuel Mayuka breaking the deadlock and putting NAPSA ahead 28 minutes after kick off. The goal assisted by Timothy Otieno was Mayuka’s second in the Confederations Cup having contributed a goal in the first leg.

Ngazi who were reduced to 10 men when goalkeeper Anisse Mihissoni was sent off after a foul on Mayuka scored the equaliser through Fadhula Botomanga who scored from a penalty won when Bornwell Silengo fouled Naimdine Antoisse inside the box. Jacob Ngulube restored Napsa’s lead in the 45th minute after benefitting from Captain Dickson Chapa’s assist as the first half ended 2-1 in favour of NAPSA.

NAPSA continued to dominate the second half after Chanda Mushili came on for Timothy Otieno as Ngazi brought in Abdereman Faisoil for Daxy Harimbola. NDOLA giants Zesco United dislodged ZANACO FC at the summit of the MTN/ FAZ Super Division table after beating Prison Leopards 1-0 in a Week-7 fixture at Levy Mwanawasa Stadium in Ndola. A lone first half goal from experienced holding midfielder Donashamo Malama handed Zesco United their second consecutive win having beaten Kitwe United 1-0 on Wednesday. The goal was Malama’s first since he returned to the Super Division from South Africa’s Chipa United. Zesco had the first attempt on goal when John Makwata’s shot was saved by goal keeper Charles Kalumba six minutes after kick off. Prison Leopards come close to breaking the deadlock in the 12th minute when Damiano Phiri’s shot went off target. Phiri scored the opener two minutes later for Prison Leopards but the goal was disallowed as the striker was judged to have been offside. Zesco finally broke the deadlock in the 28th minute when the unmarked Malama beat Kalumba with a shot from inside the 18-yard box. Prison Leopards were awarded a penalty two minutes after the half hour mark which Zesco United coach Otieno saved before the referee ordered a retake. Prison eventually scored the retake which was disallowed for encroachment. Numba Mumamba brought in Samuel Sikaonga for Kenyan international Jesse Were while Enock Sabumukama replaced John Chingandu with the latter making an immediate impact with a sublime shot which was saved by Kalumba in the 66th minute. Makwata almost doubled Zesco United’s advantage in regulation time but Kalumba was equal to the task to deny the striker. The win gifted Numba Mumamba’s boys their fourth win which propelled them to 14 points, three points ahead of second-placed Zanaco who were stunned 1-0 by Buildcon FC in the second fixture of the double header at the same venue. Wilmore Hatembo stunned the bankers with a second half goal as Buildcon redeemed themselves from a winless run. Meanwhile, Nkwazi FC collected their first win of the season beating Indeni 1-0 thanks to Steven Mutamaat’s goal at Edwin Imboela Stadium in Lusaka. And Young Green Eagles bounced back from the 6-0 midweek defeat to Zanaco by breaking Green Buffaloes unbeaten record following a 1-0 win at Khosa Stadium in Kafue.
