MILINGO LUNGU TO CONTINUE RUNNING KCM - COURT

HE Court of Appeal has ruled that Milingo Lungu will continue to operate and function as the Provisional Liquidator for Konkola Copper Mines.

This is in a ruling rendered

by Judge Fulgency Chisanga on January 5, this year.

The Court rejected the plea by Vedanta Resources Holdings Limited which sought to discharge the Provisional Liquidator.

Mr Lungu in a statement said that his powers as contained in the May 21 2019 High Court Order were valid and have neither been curtailed nor vacated “Further to this, any exercise of the said Provisional

Liquidator powers since 21st May 2020 is within the law and Order of the High Court, which is the competent court for the Liquidation Proceedings,” he said.

The Judge President Chisanga in the ruling said the prayer to discharge Mr Lungu had been brought up by Vedanta Resources Holdings Limited at the hearing of the Court of Appeal, without the respondents (ZCCM-IH) having any prior notice of the order and consequently did not address it.

She stated that the issue was never raised in the Court of Appeal decision of 20th November 2020.

By PETER SICHALI FUEL transporters have given Exxone Petroleum Limited a 48-hour ultimatum to pay over US$25, 000 debt owed to them failure to which they will take legal action, the Petroleum Transporter Association of Zambia (PTAZ) has confirmed.

PTAZ spokesperson Benson Tembo said tanker drivers would not hesitate to take legal action against Exxone Petroleum Limited if it does

not pay within 48 hours.

“Yes, we have given Exxone Petroleum Limited a 48-hour ultimatum to pay over US$25, 000 debt it owes us and have made it clear that we will not hesitate to take legal action if they fail,” Mr Tembo said.

And when contacted, one of the directors at Exxone Petroleum Limited, Kafula Mubanga said the company had paid about 90 percent of the $25, 000 fuel transporters were demanding.

Laissez faire attitude towards Covid upsets Lusambo

By KALOBWE BWALYA THE laissez faire attitude with which Zambians are treating the deadly second wave of Covid-19 compromises the fight against the spread of the pandemic, Lusaka Province Minister Bowman Lusambo has said.

Mr Lusambo has noted low compliance levels to the Covid-19 guidelines which has resulted into a surge in the number of cases.

Mr Lusambo wondered why people were not taking Covid-19 seriously despite the many deaths across the globe.

Mr Lusambo said as long as he remained the head of the province, he would not allow some disgruntled elements to

put the lives of other people at risk by disregarding the health regulations.

He said going forward, he would resume patrols in order to enforce compliance and would invite stakeholders, the Provincial Disaster Management, Provincial Health Office, Lusaka City Council, Zambia Police, the Road Transport and Safety Agency among others to enforce compliance during the day and night operations.

He explained that, Government may be compelled to enforce drastic measures if members of the public do not adhere to the stipulated health guidelines against Covid-19 before many lives were lost.

He said the local petroleum transport sector has grown from 16 tankers in 2016 to about 800 tankers in 2020.Mr Tembo said Government should now allow local transporters to move all the petroleum products and sub contract foreigners if need arises.

A ZAMBIA Air Force (ZAF) office assistant, Christopher Kasapo has denied supplying medicines and needles which were used in suspected gruesome ritual killings that rocked Matero Township in 2016.

And Kasapo told the Lusaka High Court yesterday that the police offered him employment in the Office of the President (OP) if he turned into a State witness.

In his defence, Kasapo maintained he was innocent of the murder charges.

In this matter, Kasapo,48, is accused with Lucky Siame, a Zambia Army soldier, Lewis Chishimba Bwalya, a traditional healer, and Elvis Nyanga, a soldier of Solwezi of seven counts of murder.

The four are alleged to have murdered Clever Changwe Mwape, William Chela, Elias Phiri, Alex Zulu, Boris Muzumara, Amon Sichamba and Anthony Mwaba between March 5 and April 16, 2016.

Kasapo and his co-accused are alleged to have murdered the seven victims in similar fashion with their male genitals and ears mutilated and hearts removed.

The quartet have all denied the charges.

When the matter came up for continued defence before High Court Judge Florence Lengalenga, Kasapo said he was told by Bwalya that the

harvested body parts were being sold in United States dollars to the Chinese and the whites.

He said he knew Bwalya as a neighbour in Zingalume while he denied ever knowing Nyanga and Siame.

Kasapo said he only came to know Nyanga and Siame at Lusaka Central Prison known as Chimbokaila.

He was however, arrested on the night of April 16, 2016 and taken to Matero police where he found a State witness, traditional doctor Lwambazi Mumbo whom he only knew as a house agent badly beaten.

The accused denied Mumbo’s testimony that he was cleansed of ghosts of the murder victims that haunted him.

Kasapo said he was once taken to Police Service headquarters where he was told by police officers investigating the matter that his suffering would end if he turned into a State witness.

“The police told me that I shouldn’t continue suffering as I can be employed in OP if only I became a State witness. But I refused.

Another officer asked if I had complied, but after the officer was told that I wasn’t complying, he said I didn’t love my wife and children,” he said.

In cross-examination by state advocate Sikazwe, Kasapo denied supplying medicines, needles and other medical equipment used in committing the seven murders.

“The witness was lying and I don’t even know such medicine or equipment,” he said.

Ms Justice Lengalenga closed defence in the matter and reserved judgement to a date to be communicated to all parties.

Ex ministers ask court to pay in instalments

By GRACE CHAILE-LESOETSA FORTY-THREE ministers out of the 63 who continued to earn a salary after dissolution of Parliament between May and July 2016 have applied to the Court for leave to settle the debt they were ordered to pay back to the State in monthly instalments.

The 43 include ministers Mr Given Lubinda, Mr Vincent Mwale, Ms Jean Kapata, Mr Stephen Kampyongo and Professor Nkandu Luo. Others are PF SecretaryGeneral who was Minister of Home Affairs Davies Mwila, Mr Richwell Siamunene, Mr Lawrence Sichalwe and Mr Musenge Mwenya.

On December 8, 2020, the Constitutional Court ordered the 63 ministers who

continued to earn a salary after dissolution of Parliament between May and July 2016 to pay back the money to the State within 30 days from the date of ruling.

The 63 will refund to the State over K3.7 million with each expected to pay more than K50, 000.

In this matter, the State through the Attorney General’s Chambers had asked the Constitutional Court to assess the amount the ministers were required to pay back.

This follows a judgement of the Constitutional Court, which ordered the ministers to payback emoluments accrued during that period.

The judgement was as a result of a matter where the Law Association of Zambia and UPND through its secretarygeneral Mr Steven Katuka,

challenged the continued stay in office of the ministers after Parliament was dissolved ahead of the 2016 general elections.

Then Justice Minister Ngosa Simbyakula and 63 others were petitioned in their personal capacities.

But in an affidavit in support of summons for an order for settlement of assessed amounts in instalments filed in the Constitutional Court on January 5, this year, the 43 through their lawyer Bonaventure Mutale SC, stated that they are unable to settle the assessed amounts in a lump sum due to different factors.

Mr Mutale said some of them are in employees of the government either as ministers or are in diplomatic service and their net pay is a sum of K39, 122.96.

He also stated that other former ministers are currently serving as Members of Parliament and their net pay is K32, 527.94.

“That in addition, each of the said respondents have family and other financial commitments which includes school fees, tertiary education fees, medical expenses, utility charges amongst others,” he stated.

Mr Mutale said the current ministers and MPs each propose to settle the assessed amounts in monthly instalments of K10, 000.

He stated that the rest of the former ministers are in retirement and their main source of income is derived from subsistence farming and therefore propose to pay back the assessed amount in monthly instalments of K5, 000.

Mr. Chanda has taken issue with reports that some churches intended to use a letter written

by UPND President Hakainde Hichilema, claiming extra judicial killings, as a basis for pastoral letters, without determining the veracity of the information contained.

“It is premature and prejudicial to take Hakainde’s letter to the Human Rights Commission as a basis for pastoral letters or any other moral stand without appreciating the circumstances surrounding the events which he is complaining about.” he said.

Anybody who went to equity, he said, must do so with clean hands, “The church must take time to study situations and endeavor to bring the contending sides before making a determination on facts presented by both sides.”

Mr Chanda condemned the church mother body because President Lungu has already directed Inspector General of Police Kakoma Kanganja to investigate the killings on

December 23, 2020 when Mr. Hichilema appeared for questioning at the police headquarters.

Meanwhile, Former UPND deputy spokesperson, Edwin Lifwekelo has disclosed that the UPND has allegedly engaged some Civil Society Organisations (CSOs) and a few priests to issue alarming and malicious statements against government and President Edgar Lungu in particular has been unearthed.

Mr Lifwekelo said he was informed that some two days ago, the UPND leadership had a meeting with some priests and CSOs to issue statements aimed at destabilizing the ruling party ahead of the 2021 general elections.

In an interview, Mr Lifwekelo said he was briefed by his confidantes in UPND that a meeting which took place in Lusaka was sponsored by their leadership, and that the agenda was to mount pressure on President Lungu to fire those that are seemingly closer to him.

He said the plan of the meeting is to destabilise PF by isolating President Lungu from

“I am reliably informed that there was a meeting in which a known relative of Hakainde Sammy Hichilema from the Caritas Zambia was a middle man between the Catholic surrogates and UPND. A statement will soon be issued to criticise the President and put pressure on him to fire Mr Kampyongo and Mr Kanganja, among other others. This is their well-orchestrated plan to weaken the PF as we go towards the August elections,” Mr Lifwekelo said.

Mr Lifwekelo wondered why the CSOs were in a hurry to call for the dismissal of Mr Kampyongo and Mr Kamganja when the investigations were not yet done.

I AM ready to dialogue with the church and my political opponents on matters of national importance, President Edgar Lungu has said.

President Lungu said dialogue was important to resolve misunderstandings among the people.

He however said dialogue should not be merely for politicking and must be issuebased.

Mr Lungu said this when he met a delegation from the Reformed Church in Zambia who paid a courtesy call on him at State House in Lusaka yesterday.

President Lungu said he was always pleased to receive religious leaders and that the church and the state were one.

He has urged the church leaders to use the teachings of God to unite the Zambian people as the country transitions into the August general election.

Mr Lungu said there was nothing wrong with politicians talking to church members about their political ambitions, and not inciting them to engage in political violence.

He has requested the church

President Lungu to continue praying for his leadership as the country goes to the polls and said it is the will of God that will prevail over the election outcome.

He said his government would support the church in its various service delivery projects in the health and education sectors among others.

And President Lungu has expressed concern over the non-adherence to stipulated Covid-19 guidelines by Zambians and urged the church leaders to remind their members to follow the preventive measures.

Kariba Dam water levels rise

By OLIVER SAMBOKO WATER level at Lake Kariba Dam hydroelectricity scheme in Siavonga has started rising again, raising hope for the continued generation of power at the country’s largest power station.

DEPLOY MORE POLICE OFFICERS QUITE frankly, Government will need to employ radical measures to effectively bring down the rising Covid-19 cases.

One of them is to deploy more officers from the Zambia Police Service in highly-populated townships and public places.

This will be a better response than imposing a lockdown!

Clearly, the response among citizens has been indifferent, even as the publicity on Covid-19 has heightened through various platforms.

Information is replete on people getting infected and dying, but the lackadaisical attitude is still at its best.

Some people are on oxygen, yet this is still not alarming among some people.

It is now a matter of life and death and thus Government act tough to enforce sanity.

Once an assemblage of more police officers fill all the townships and public places, the message on the seriousness of the pandemic will sink in the minds of the ordinary citizenry.

While the action may seem extreme, it is acutely necessary. There have been conspiracy theories flying around, with some people blindly contending that Covid-19 does not exist.

Further, some spoilers have been spreading misleading information that the publicity about the pandemic is meant to raise funds through the sale of face masks and sanitisers.

Yet others believe that Covid-19, which started in China, has only affected the Western world and that Africans are immune.

This does not add up and must be expunged!

Citizens must simply mask-up, observe social distancing, wash their hands regularly and avoid large gatherings.

Additionally, citizens must avoid unnecessary movements and restrict to 50 or less inevitable situations such as funerals, weddings and ceremonies that cannot be postponed.

It is intensely distressing to see irresponsible revellers drinking beer from the same narrow end of a bottle, under the guise of close companionship.

In other instances, they even share a cigarette, three or more people puffing from the same butt.

This means, therefore, that mere sensitisation and efforts from the multi-sectoral teams have not worked.

The recourse to offloading more police officers onto the streets is thus apt.

Other than that, the cases will keep skyrocketing and we may end up with the bitter complete lockdown and night curfew as has been the case in other countries.

Yes, vaccines have been discovered and soon they will be in Zambia, but citizens must not be complacent.

All citizens need protection against this deadly disease.

It has swept away some of the most productive souls from the face of the earth and it has also taken away the aged, from whom we should have otherwise drawn the much-needed wisdom.

The young have equally been claimed before reaching their prime age.

On Monday, there were 75 patients hooked to oxygen when Zambia recorded 411 new Covid-19 cases with 105 being admitted to isolation facilities. Four people died.

The following day, 14 people died, the highest single-day figure recorded since the pandemic broke out in March last year.

On the same day, 652 new cases were detected.

Surely, such a grim scenario calls for an emergency intervention – more police deployment to deal with uncooperative citizens.

During the cholera outbreak, this method worked very well.

It could be the tonic needed!

LLOYD Kaziya has just messed up his political career because the Patriotic Front (PF) still needed his services as Matero Member of Parliament, PF national chairperson Samuel Mukupa has said.

Mr Mukupa wished Mr Kaziya well as he embarks on his new political path.

This follows Mr Kaziya’s outburst that he would ensure the PF loses power to the opposition in Lusaka’s Matero constituency and that he was contenting the 2021 elections on another party’s ticket.

Mr Mukupa said it was sad that Mr Kaziya would think of turning against a party which

had made him into who he was.

He said even if Mr Kaziya had fallen out of favour with the constituency leadership, he should have exercised patience and waited for other opportunities.

Mr Mukupa said that Mr Kaziya would lose out an opportunity for deciding to join the opposition.

He said Mr Kaziya should have used other channels to air his grievances, if he felt the constituency leadership was not helping him.

“Some of us have been told before that you will not stand and President Lungu in 2006 was told that he will not contest as Chawama MP, but he humbled himself, see where he is now.

“This is what the young man Kaziya should have done. The other thing people should know is that these elective positions are not personal to holder.

Today the people may want someone else and the trend continues and no one should be upset with decisions made by people,” he said.

Mr Mukupa said humility was an important trait in leadership and that emotional outbursts usually did not help “We have a lot of positions which one can be given. The young man should have waited even if he was not adopted. The President would have sent him in foreign mission. But there is nothing we can say because he has made a decision and we wish him well,” Mr Mukupa said.

Enforce bar restrictions, councils told

By KALOBWE BWALYA PRESIDENT Edgar Lungu has directed local authorities to up their game and ensure that bar and night clubs outlets are only opened from Friday to Sunday as announced last year when he relaxed the guidelines to save business as the Covid-19 number of cases slowed down.

President Lungu has said at no time did he announce the daily opening of bars and night clubs and he is surprised that owners of outlets have extended days of operation on their own.

President Lungu has since asked council authorities to "up their game" and ensure these outlets are only opened from Friday to Sunday as announced last year when he relaxed the

guidelines to save business as the Covid-19 number of cases slowed down.

The President was speaking when he hosted the Reformed Church in Zambia leadership at State House yesterday.

He also said while vaccines have been produced in various countries, the health measures such as wearing masks, social distancing, and washing hands with soap, remain the primary prevention methods at the moment.

President Lungu has urged transport operators to ensure passengers on their buses wear masks and observe social distancing.

"We must all be advocates of prevention of COVID-19, it is not just for the Head of State to advocate, it is for all of us, covid-19 is a real killer," said President Lungu .

Courts close Fake condoms in circulation, for Covid-19 Parliamentary Committee hears disinfection

By GRACE CHAILE-LESOETSA ALL courts in Lusaka, Kitwe and three other districts have been closed for two days to facilitate for a Covid-19 disinfection exercise.

Chief Registrar of the Judiciary and Director of Court Operations, Charles Kafunda said the exercise was necessary following an increase in Covid-19 cases.

Mr Kafunda said in a public notice that the exercise was also being done in anticipation of the opening of High Court sessions and the reopening of most law firms, which were on Christmas break.

Most of them will reopen in the week beginning January 11, this year.

The notice said all courts in Lusaka, Kitwe, Ndola, Livingstone and Kabwe will be closed for business today and tomorrow to facilitate for the fumigation and cleaning of court premises.

THE Parliamentary Accounts Committee (PAC) has heard that full due diligence was not taken when the Ministry of Health awarded Honey Bee Pharmacy a US $17 million to supply medical kits including substandard condoms.

This was revealed at the PAC hearing yesterday, where Ministry of Health Permanent Secretary for Administration Kakulubelwa Mulalelo, and director for procurement Wilson Banda, ZAMRA Medical Stores Limited (MSL), and the Zambia Bureau of Standards (ZABS) were summoned.

And ZABS executive director Manuel Mutale confirmed that according to tests the latex condoms and gloves supplied by Honey Bee, were substandard and the results were submitted to ZAMRA and Medical Stores for a decision to be made.And ZAMRA has admitted that there has been an oversight by the institution to not recall the products from the market because the authority has been waiting for other test confirmations from Zimbabwe.

But the Committee heard that unfortunately the fake condoms, gloves and paracetamol was authorized for distribution more than three months ago by the office of the Permanent Secretary at the Ministry of Health despite the items being substandard.

The Ministry of Health Permanent Secretary for Administration, ZAMRA and Medical Stores all struggled to give satisfactory answers on why fake condoms and gloves have been distributed to the public and no recall of the products has been done three months after the distribution, thereby putting the lives of many people across the Country in danger.

Meanwhile, Honey Bee Pharmacy through one of its directors Zakir Motala failed to provide the addresses of the company as documents availed did not have such information including letter heads and has been ordered to provide the information in a few days.

Chairperson of PAC Howard Kunda and his members rebuked the Ministry of Health for what they called poor and reckless running of a sensitive ministry that deals with lives of people and demanded that all the anomalies be resolved even if a lot of damage has already been done.

Cavmont, Access Bank merger actualises this month

This is after Access Bank Zambia completed the acquisition of Cavmont Bank Limited following conclusion of the key conditions, including regulatory approvals.

In a statement from Access Bank Zambia, the institution would emerge a stronger capitalised banking operation with improved financial services in Zambia.

“Growing our presence in Zambia remains a strategic priority and with the conclusion of the proposed merger with Cavmont, the bank looks forward to realising the synergies from the transaction and achieving further growth to the benefit of all stakeholders,” the statement said.

In October last year, Cavmont Bank board chairrerson, Guy Phiri, assured customers that their funds were safe and that they would have increased access to trade finance, treasury and loans among others, through a wider distribution as it merged with Access Bank Zambia.

Mr Phiri said the consolidation of the two banks would result in a stronger bank which will give customers a more sophisticated product and service and a broader geographical network.

UNZA students, others nabbed over drugs

SEVEN people, including three University of Zambia (UNZA) third year students, have been arrested in Lusaka for trafficking in over 30 grams of cannabis.

The three UNZA students, Amadu Bah Mwansa, 22, Siddy Gadjo Mwansa, 22, and Kitonzui Mesala, 24, were found with 12.5 grams of special cannabis and one sachet of heroin.

Meanwhile, Ms Katongo said three youths of Chilenje, in Lusaka have also been arrested for trafficking in heroin.

“Those arrested and jointly charged include Innocent Kakulo, 33, Ozias Kaundula, 21, and Chungu Chomba, 24, for trafficking in 15 sachets of suspected heroin. The trio was picked at Chris Corner in Chilenje,” she said in a statement.

FIVE teachers at Kalalanda Basic School in Chief Chiwanagala’s Chiefdom in Chilubi have threatened to desert the school, due to continued witchcraft.

School Head teacher Martin Chiti said of late two teachers have so far deserted the school because they were being harassed through witchcraft.

Govt must fund e-learning

GOVERNMENT should set aside funds for more learning materials in the event that schools close due to Covid-19 so that pupils continue learning, the Zambia National Union of Teachers (ZNUT) has said.

ZNUT, general secretary, Newman Bubala said in an interview that Government should come up with a line budget to fund the production of materials for home learning for pupils in rural areas and expand on TV learning programmes.

Mr Bubala noted that last year, when schools closed for almost two terms, certain things were done haphazardly with regard to TV learning.

African airlines’ traffic sinks after slight improvement JOHANNESBURG - African airlines’ traffic sank 78.6 percent in October 2020, improved from an 84.9 percent drop in September, according to the latest update from the International Air Transport Association (IATA).

Capacity on the continent contracted 67.5 percent in October compared to September, and the load factor fell 23.8 percentage points to 45.5 percent.

“This crisis is unrelenting. Our latest economic outlook is for airlines (globally) to lose $118.5 billion this year, or $66 for every passenger carried. Assuming borders re-open by mid2021, the industry will ‘only’ lose $38.7 billion in 2021. Now is the time for governments to step up,” said Alexandre de Juniac, IATA’s director general and CEO. “The $173 billion of support provided to date has enabled the (global) industry to survive, but more is required to carry the industry through to next (Northern Hemisphere) summer. IATA has identified a range of market stimulation options that will support the viability of air routes while encouraging people to travel.”

Without aviation’s $3.5 trillion cntribution to global GDP, there can be no broader economic recovery, in his view.

IATA data shows that in October 2020 total global demand (measured in revenue passenger kilometres or RPKs) was down 70.6 percent compared to October 2019.

This was just a modest improvement from the 72.2 percent year-to-year decline recorded in September. Capacity was down 59.9 percent compared to a year ago and load factor fell 21.8 percentage points to 60.2 percent.

Globally, international passenger demand in October 2020 was down 87.8 percent compared to October 2019, virtually unchanged from the 88.0 percent year-to-year decline recorded in September. Capacity was 76.9 percent below previous year levels, and load factor shrank 38.3 percentage points to 42.9 percent.

“Domestic demand drove what little recovery there was, with October domestic traffic down 40.8 percent compared to the prior year. This was improved from a 43.0 percent year-to-year decline in September. Capacity was 29.7 percent below 2019 levels and the load factor dropped 13.2 percentage points to 70.4 percent,” states IATA. “Fresh outbreaks of Covid-19 and governments’ continued reliance on heavy-handed quarantines resulted in another catastrophic month for air travel demand. While the pace of recovery is faster in some regions than others, the overall picture for international travel is grim.” – FIN24.

WORLD BANK SEES SA ECONOMY GROWING BY 3.3PC IN 2021 J OHANNESBURG - The World Bank projects SA’s economy to rebound by 3.3 percent in 2021, with the global economy set for a recovery of four percent, following the harsh blows of the Covid-19 pandemic.

The bank on Tuesday issued its January 2021 Global Economic Prospects report, in which it provides its economic outlook for the year.

The improvement in global growth, following the contraction of -4.3 percent in 2020, is largely dependent on the widespread rollout of Covid-19 vaccine throughout the year, the bank noted in its report.

The World Bank emphasised that countries need to focus on controlling the

spread of Covid-19, ensure the rapid and widespread deployment of Covid-19 vaccines and encourage investment.

It has put forward a downside scenario where global growth would be limited to 1.6 percent if infections continue to rise and the vaccine rollout is delayed.

An upside scenario where there is a rapid vaccination

process and successful control of the pandemic could see growth of nearly five percent.

Domestically, SA plans to have 10 percent of the population to receive vaccines via the Covax consortium, by the second quarter of the year, according to Health Minister Zweli Mkhize. Government targets vaccinations for 67 percent of the population by the

end of the year.

According to its report, the World Bank estimates the SA economy to have contracted by 7.8 percent for 2020, in line with Treasury’s estimate. By comparison, the Reserve Bank expects the economy to have contracted by eight percent in 2020 and to rebound by 3.5 percent in 2021. The World Bank noted that SA’s economy was already on a “weak footing” before the pandemic and experienced the most “severe outbreak” of Covid-19 in the Sub-Saharan Africa region.

The SA government implemented the lockdown in March 2020 to slow the spread of the virus and prepare its health system. It led to the loss of 2.2 million jobs during the second quarter and the economy contracted by an unprecedented 16.4 percent on a non-annualised basis. – FIN24.

Comesa warns members against debt distress

HARARE – The Common Market for Eastern and Southern Africa (Comesa) has advised Sub-Saharan Africa countries to prioritise medium term policy interventions to reduce worsening debt distress in light of the Covid-19 pandemic.

Sub-Saharan Africa includes the 21-member Comesa region that has countries such as Zimbabwe, Namibia, Zambia, Swaziland, Rwanda and Lesotho.

Following the outbreak of Covid-19 in China in December 2019, it has spread to all continents, weakening economies as nations

embarked on lockdown measures to curb the spread of the viral infection.

“Most countries in SubSaharan Africa, which includes the Comesa region, need to prioritise medium term policies such as structural transformation and economic diversification of individual economies, reforms in revenue mobilisation and increasing trade integration to deal with the worsening debt situation caused partly by the Covid-19 pandemic,” said Comesa in a statement.

Dear Editor, THIS is a great strategic move that requires serious financial discipline to achieve the intended long term goals.

The gold reserve is a wide topic and there are many subjects to be discussed. For instance, there must be connection among gold trade, gold reserves and gold prices.

What are the effects of gold prices on governments reserved gold? And the most important question, what will be the impact after the end of raw gold?

There are many lessons overtime that have shown a significant shift in holding gold as a reserve currency. A classic example is Venezuela’s failed policy, by which the country insisted to ignore the facts by challenging the international monetary systems and stagnating all of its oil income into gold only.

Gold reserves to save Zambia

That was one of the reasons that caused the country a severe crisis in 2015, led to the reserved gold being sold at a lower price in 2016. Zambia should never allow itself to fall into the same trap as that of Venezuela. Let this new gold standard be managed properly and prudently. I am aware that the gold standard is not uniform across most countries in the world looking at the trends that have happened in the last 50 or more years.

One side of the coin among the gold reserve shrinking countries was the stance taken by the UK. Unlike the rest of Europe, UK has a different gold policy.

The UK decided on May 7, 1999 to sell a big portion of its

gold reserve in a short period to replace it by a basket of currencies including the new currency (Euro).

UK gold reserves dropped from 590 tonnes on 1999 to 310 tonnes today which represents only 8.6 percent of the UK reserve. The decision was taken after new amendments made by the Bank of England.

The policy targeted the high unemployment rates and price instability occurred in the mid90s that formed a huge drop in UK exports.

On the other extreme, we have countries that have a policy to accumulate gold reserves as the biggest proportion of its reserve currencies like Tajikistan (though it is still a poor country), the USA

and many other countries in the Eurozone that use Euro as their currency.

Commonwealth Realm scenario of the gold standard On the footsteps of UK, Canada and New Zealand followed, but more aggressively.

Gold standard was adopted by Canada on June 14, 1853, and by 1999 the Bank of Canada decided to sell its gold reserves.

The economic reasons that made Canada and New Zealand get rid of all of their gold reserves to be zero percent remain unclear.

Australia is a country with a strong economy heavily focused on mining, holds only 79.9 tonnes of gold reserve representing six percent of its

Australia gold reserves raised slightly its gold reserves from 79.7 in 1999 to 79.85 in 2017. The Commonwealth countries are some of the richest countries in gold mining field and hold the biggest portion of gold production combined.

Chinese and Russian axis China was the last country to join the gold standard system in the early years of the twentieth century instead of the silver cover. China ranked fifth by the amount of gold with 1, 842

On the footsteps of China, Russia followed to be one of the shrinking gold policy countries by holding only 1,645 tonnes representing 16 percent of its total reserves; however, doubts relate to Russian numbers since the Central Bank of Russia shows different numbers than those claimed by the Gold Council. So the gold accumulation standard purely depends upon the country's long term policy goals and it is not the same world over. Our hope is that if managed properly and prudently as per the BoZ statement, it should result in price stability and dealing with external shocks in the foreseeable uncertain environment. But we should never be forced to sell it at a loss in future!

South youths get Govt empowerment

By ANDREW MUKOMA GOVERNMENT has disbursed close to K 9 million on youth empowerment programmes in Southern Province, Youth, Sport and Child Development Minister Emmanuel Mulenga has announced.

Mr Mulenga said that the empowerment programmes were meant for all youths, irrespective of their political affiliation.

He was speaking during the handing over of the cheques to benefiting groups in Livingstone.

Mr Mulenga said that the programme has nothing to do with politics but that it was the desire of President Edgar Lungu to ensure that Zambian youths are empowered.

“Southern Province is the fourth province we are giving youth empowerment...the first province was Copperbelt, second was Lusaka, third was Eastern and the fourth is Southern Province. When Southern is not even a stronghold for the PF,” he said.

He said that President Lungu does not want to leave anyone behind regardless of their political affiliation.

The Minister said that the qualification of the empowerment programme was that one needed to be a

Zambian citizen, with a green national registration card and above 18 years of age but below the age of 35 years.

“So, there is nothing political about this youth empowerment.

We are giving almost K 9million in Southern Province.

“In Choma, we gave out over K 6.8 million, in Livingstone, we giving out K 1.9 million. If you add the two figures, it’s above K 8.5 million which is very close to my estimated figure,” Mr Mulenga said.

He said the PF Government does not segregate and that the idea is to empower every youth as long as they are Zambian.

“So I urge all the youths in the Province to make sure they use this opportunity in acquiring youth empowerment. It has never happened in the history of Zambia for such an amount to be given within a short period of time,” the minister said.

He added that he was aware of how much youths in Livingstone who depended on tourism have been affected by the outbreak of the covid-19 “This is indeed a milestone in ensuring you our dear youths are equal partners in the development agenda of the country. A total of 18 groups cooperatives translating in over 500 youths will be empowered at a total cost of K 1, 945,000,” Mr Mulenga said.

YOUTHS in Livingstone should not allow themselves to be used as tools of violence by politicians, Youth, Sport and Child Development Minister Emmanuel Mulenga.

Mr Mulenga said that in most cases, politicians do not use their children to go and throw stones against their fellow human beings.

He was speaking in Livingstone on Tuesday where he disbursed youth empowerment funds to some youth cooperatives groups “Don’t be used as a tool of violence, you will never find me as a politician getting my children to go and throw stones to fight another human being. We politicians leave our children and get someone else’s children to go and fight our battle....why should it be like that?

“Let’s end violence, we are all Zambians, one Zambia one Nation regardless of one’s tribe we shall remain one,” he said.

Mr Mulenga said youths should instead co-exist despite their various political affiliations.

“Let us uphold the peace we have enjoyed for the past 56 years. Our forefathers shed blood, we don’t need to shed another blood because we have attained independence.

“In my Constituency I advise political cadres to maintain peace because we need to co-exist,” he said.

NUMBER of houses in various parts of Mushindamo have collapsed following heavy rain in the area.

Mushindamo district administrative officer, Oscar Mugala, confirmed the disaster in an interview with the Daily Nation.

Mr Mugala said the district has been experiencing heavy rain thereby leaving a trail of destruction.

"A good number of houses have collapsed while others have developed cracks in various parts of the district. This is because the heavy rains the district is experiencing of late," he said.

He said that the most affected areas are Kasapa, Kang'wena, Kilumba, Musaka as well as Chikola.

Mr Mugala said that apart from houses collapsing, two classroom blocks had their roofs blown off at Kilumba and Mapunga secondary schools.

KALUMBILA Town Council has completed the construction of a classroom block at Wamafwaha Primary School in Chovwe ward.

The piece of infrastructure has been constructed at a total cost of K435, 812 under the Ward Development Fund (WDF).

Chovwe ward councillor Kelvin Nkolomba, said residents were excited with the development as the classroom space at the school will now improve.

“As area councillor, am very excited with this development because at least guaranteed that pupils will be learning from a good environment unlike previous,” he said.

He said the school faced a lot of challenges in terms of classroom space which will now be a thing of the past.

2. As the HRC might be aware, I have been summoned over 17 times by the Zambia Police to answer baseless and politically motivated charges in the last five years. This scenario clearly indicates that these interrogations are baseless, vindictive, and intended to persecute and limit the political space for the United Party for National Development (UPND). It is in this context, that the extra-judicial killings, gross human rights violations, and police brutality of 23rd December 2020 should be understood.

3. On 23rd December 2020, I was summoned for interrogation at Zambia Police headquarters concerning the purchase of a farm in Kalomo in 2004. At hand was a private purchase agreement concluded in Kalomo in 2005. The complainant of the alleged crime is a private individual with no ownership claim to the property. Although the allegation has no merit, as a law-abiding citizen, I heeded the Police summons. I proceeded to the Police headquarters as demanded. On the way, heavily armed with military style equipment Police officers blocked our way to the Police headquarters several times, but we kept negotiating our way as we had information that they were hoping I did not submit myself to the Police so that they could forcefully arrest me at night. Further, as we were almost reaching the Police headquarters, the Lusaka Police Commissioner, Mr. Nelson Phiri ‘s official vehicle blocked our way. 4. On this same day, a crowd composed mainly of UPND members peacefully gathered outside Police headquarters in solidarity with my continued harassment. During the interrogation, scores of heavily armed police officers arrived outside the police headquarters and other nearby government buildings.

They descended from police vans in combat readiness formations, and without any warning whatsoever, began shooting at an undisputedly unarmed and peaceful crowd. Their bullets struck and killed Mr. Joseph Kaunda (a UPND member) and Mr. Nsama Nsama Chipyoka (a public prosecutor) and injuring scores of our supporters (see video evidence).

A number of our supporters remain in Police custody. It should be emphasized that the Zambian Constitution and international human rights law entitle every person to freedom of assembly and association. It is, therefore, beyond reproach that the people who came to offer solidarity violated no law. The Police had a duty to protect them and not to kill or victimize them, as they did.

5. You may wish to know that the events of 23rd December, 2020 appear to have been pre-meditated and not an occasional lapse. A few days before that date, Home Affairs Minister Stephen Kampyongo gave chilling warnings to UPND supporters who expressed their intention to accompany me to the Police for interrogation by stating that the Police would enforce the law “by any means necessary.” Similarly, Lusaka Province Minister Bowman Lusambo compared UPND supporters who expressed their intentions to exercise their right to assembly to dogs that would be taken down by officials.

6. On his part, the Inspector General of Police Kakoma Kanganja issued out a Standard Operation Order. He instructed all Provincial Police Commissioners to ensure “they deal with UPND supporters.”

These threats leave no doubt that these events were carefully planned and rehearsed by the State.

7. You may wish to know that many key stakeholders have already condemned these extra-judicial killings and police brutality. For Example, the Law Association of Zambia (LAZ) stated: “The LAZ condemns in the strongest terms possible, the killing of two citizens by Police officers who used live ammunition to disperse crowds gathered to express support for the leader of the opposition UPND who was summoned by Police on 23rd December 2020.” The Zambia Public Protector on 24th December 2020 described the use of firearms as a violation of human rights: “The use of firearms on unarmed civilians constitutes a serious violation of human rights.”

8. These extra-judicial killings and brutality were equally condemned by Zambia’s multilateral and bilateral cooperating partners. On 24th December 2020, the European Union (EU) called for a thorough investigation under the law. The EU stated that “the Inspector General of Police has

committed to investigate the circumstances of these events. The investigation, conducted according to the laws of Zambia, should be comprehensive and open to scrutiny. This is especially important as Zambia approaches an election year where respect for the rule of law and the protection of human rights and fundamental freedoms will be critical for an inclusive, transparent and credible process”.

The British High Commissioner expressed shock at the incident in the following terms: “Shocked by today’s shootings in Lusaka. Vital that Police investigation establishes why at least two citizens lost their lives.” The US Embassy reacted as follows: “We urge de-escalation of violence and tensions to allow all citizens to peacefully exercise their citizenship rights.”

9. Finally, we would like to indicate that these extra-judicial killings and police brutality are not isolated but form a pattern that has characterized the presidency of Mr. Lungu.

Lest it be forgotten, here are some other killings which have not been thoroughly investigated and perpetrators not brought to justice: a) Mapenzi Chibulo, a 23-year-old unarmed female UPND supporter, was shot in the head on 8th July 2016 by the Police. The Lusaka Police Station Officer in charge, Mr. Mwale, confirmed under oath on 23rd December 2016 during the inquest that she was shot by a Police officer who he could not identify because several were deployed. Mr. Mwale testified that he did not know why live ammunition was used because officers were not allowed to use live ammunition to control protesters. b) On 4th October 2018, a fourthyear University of Zambia student Vespers Shimuzhila died when Police officers repeatedly discharged teargas in the students’ rooms, causing a fire from which she suffocated.

Concerning this death, the Human Rights Commission in January 2019 stated: “It is clear that from the totality of the evidence obtained that the Police acted in an extremely brutal manner depicting a combative warfare situation against unarmed students who at that time no longer posed any real danger or violence to the Police officers or to any other member of the public or property.”

e) On 6th October 2019, Lawrence Banda, a UPND youth member, was shot twice in the head by a known PF cadre during local by-elections in Kaoma, Zambia’s Western Province.

Of this, Amnesty International noted: “To ensure impunity does not become entrenched, the Zambian Police must investigate the murder of Lawrence Banda and bring to justice to those suspected to be responsible for the unlawful killing.” f) Grazia Matapa, another UPND youth, was stabbed and bludgeoned to death with knives and screwdrivers in Lusaka’s Mtendere Township in February 2015 by known PF cadres.

10. This pattern of extra-judicial killings and gross violation of human rights by the Zambia Police is tarnishing the country’s image, which was once an oasis of peace in the African region, placing it on a path towards autocracy and lawlessness.

This trend can only be arrested and stopped if institutions like the HRC play their Constitutional role effectively and stand up in favour of human rights, liberties and freedoms.

11. Until the relevant authorities can guarantee our supporters’ safety while exercising their rights as enshrined in our Constitution, it is unreasonable for me or indeed anybody else who has been subjected to similar treatment I have received to respond to frivolous police callouts in future. This is necessary in order to avoid the needless loss of innocent live including the obvious attempts to assassinate me in the confusion that arise in such situations.

c) A 14-year-old boy, Frank Mugala, was shot dead in school uniform on 13th February 2020 near his school gate in Chazanga township, Lusaka.

The HRC commented on his death and concluded: “The Commission has observed with a deep sense of regret a growing, systemic or pattern of cases of extra-judicial killings of individuals by the Zambia Police.” d) In May 2019, Obed Kasongo, a National Democratic Congress (NDC) youth chairperson, was murdered by known Patriotic Front (PF) members who are yet to face justice. The HRC made the following observation about this murder: “The HRC is deeply saddened at the death of NDC youth chairman, Mr. Obed Kasongo who was hacked by political opponents during the Roan Parliamentary by-election on 11th April 2019 and calls for the immediate arrest of the suspected perpetrators. The death of the NDC youth leader is a clear case of the deprivation of his right to life through organized violence by wellknown suspects who were reported to Mpatamatu Police Station on 11th April 2019.”
