ZAMBIA has been allocated doses of the Johnson & Johnson vaccines, Minister of Health, Jonas Chanda has said. Dr Chanda said Government would still continue to exploring additional options for the Covid-19 vaccine programme. He said the Johnson & Johnson vaccine which is an addition to the COVAX facility has been established by the African Union and is being spearheaded by the African Vaccine Acquisition Task Team (AVATT). Dr. Chanda also said that the local task team is this week expected to hold a meeting to review the guidelines for the Private Sector and Non-State Actors who have expressed interest in supporting the vaccine acquisition. He said in a statement on the Covid-19 update that the team would focus on aligning to the country’s Covid-19 Vaccine Acquisition and Deployment processes and ensure the safety and efficacy criteria are met throughout the programme. Dr. Chanda clarified that the ministry’s engagement of these private players would proceed cautiously with approved organisations being represented. And Dr. Chanda said the country’s Covid-19 case positivity continues to remain low and commended the front line health staff for remaining steadfast. He however said the case admissions have remained stagnant with the hospitalised patients observed due to prolonged length of stay in the facility. Dr. Chanda said the ministry has observed that the severity of disease remains high and similarly mortality continues to be recorded at a steady rate, with the numbers from Northern Province currently being a cause for concern. He said this has promoted the ministry to further invest in capacity building and strengthening of critical care management of patients countrywide. And Dr. Chanda said the country has recorded 62 new cases out of 2, 438 tests conducted and two new deaths from Northern and Southern provinces bringing the cumulative number of Covid-19 related deaths recorded to 1, 224.

Last week High Court Judge Mwaka Mikalile, sitting as Lusaka Principal Resident Magistrate, heard that METS used a fake Zambia Revenue Authority (ZRA) tax clearance certificate to get a construction contract worth K14 million from Zesco Limited and a subcontract worth about US$1.6 million from China Henan International Corporation on construction of the Mansa-Luwingu road and township roads in Mansa and Luwingu. GOLD miners have continued selling the commodity to foreigners and other briefcase buyers, says a senior official in the Ministry of Mines and Mineral Development. Meanwhile, government is ready to offer gold miners lucrative prices if they stop selling the commodity to briefcase buyers. Director of Mines Fred Banda said Government was offering a better price than foreign and private buyers. He advised gold miners in Rufunsa to sell their gold to ZCCM-IH Mr Banda said that the gold mining areas had been invaded by foreign buyers who were offering a lower price for the commodity. “We expect the gold miners to reciprocate government support by ensuring that all the gold is sold to

ZCCM-IH,” he Banda said. Mr Banda said that the ministry had now trained the miners on how to use the equipment that had been lying idle. Miners, he said, had also been training on how to manage the cooperatives. He however said that equipment such as detectors were not adequate and advised the four cooperatives to take turns in identifying the sites with gold potential. “The cooperatives must work as a team and allow one cooperative to use the detectors to locate potential mining sites and then hand over to the next cooperative. This is the only way they can work for now,” he said. And Pokela Gold Mining Cooperative vice chairman, Josias Malunga, said that the cooperatives had already started their mining activities. Mr Malunga said that the mining activities had started from the Kakoswe

area that lies between Kamwenshya and Chipeketi in Chintimbwi ward of Rufunsa. He said that the cooperatives agreed to take turns due to the limited equipment. He was however optimistic that the cooperatives would scale up their activities with time. Meanwhile, Chimwetu Gold Mining Cooperative chairman, Emmanuel Tembo, also confirmed that the Ministry of Mines and ZCCM-IH had handed over the equipment and offered basic training on how to use them. Mr Tembo however appealed to Government to consider donating more equipment so as to ensure increased production. He thanked the government for its support and added that the cooperatives would ensure that all the gold was sold to ZCCM-IH.

THE Kitwe High Court has ordered for submissions in the case where murder co-accused of small-scale miner Kabaso Mulenga popularly known as ‘Spax’ accused the police of having tortured him while in police holding cells. Jimmy Bwembya alleged in the trial within a trial that police officers beat him up and forced him to sign documentation at gun-point. Yesterday, Judge Abha Patel ordered both the state and the defence to make written submissions on April 16 and 19 respectively before judgement could be passed on this particular matter. This is in a matter Spax 29, Boyd Kamizhi, 24, Maclean Kamizhi, 22, Gilbert Zimba, 22, Syvio Kwibisa, 22, and Jimmy Bwembya, 23, are appearing for three counts of attempted murder, rape and murder. Bwembya told the court that he signed the documents at gun point while being beaten. In November 2020, a trial within trial was ordered to allow for investigations of torture allegations against

TWO Zambia Army soldiers, a ZAF office assistant and a traditional healer have been sentenced to death by hanging for the gruesome ritual killings of seven men in Matero Township, five years ago. Zambia Army soldier Lucky Siame, Lewis Chishimba Bwalya a traditional healer, Christopher Kasapo, a ZAF office assistant and Elvis Nyanga, a soldier of Solwezi were charged with seven counts of murder. The four are alleged to have murdered Clever Changwe Mwape, William Chela, Elias Phiri, Alex Zulu, Boris Muzumara, Amon Sichamba and Anthony Mwaba between March 5 and April 16, 2016. The victims were killed in similar fashion by removing their private parts and other internal organs. The convicts however denied all the charges. Lusaka High Court judge Florence Lengalenga pronounced a mandatory sentence on the four at 17:40 hours yesterday.

In the third count, they are alleged to have attempted to murder Ms Sheila Bwembya and in count four the accused attempted to murder Mr Stanley Maponda. In the last count, between January 22 and 23 last year, the accused persons raped the woman. Trial continues.

As it stands out today, he said, the UPND has amassed more dishonest people than any other party and assuming they get into power, the party has the highest probability of putting crooks into government. “From the time I joined UPND, this time it has attracted more dishonest people than any other time, and for saying that some of us have been vilified. I entered politics to champion a cause, and for me that cause has been betrayed by UPND and its leadership,” Mr Belemu

said. Mr Belemu also revealed that some people who are not Tongas were victimised by the UPND leadership in Sothern Province. “Members of staff that are employed at our office in Mbabala Constituency by the National Assembly after being interviewed openly and selected because they are qualified are also being harassed just because two of them are Lozi and Luvale. PROMOTE PEACE POLITICAL leaders hold the key to the country holding peaceful and violent-free elections. They are the ones who have influence over the conduct of their cadres – particularly the youth. And for this reason, they should be the ones who must be frank with their cadres that they would not condone any violence under the guise of wooing voters. Even the use of firearms and other dangerous weapons should be discouraged and banned from their foot soldiers. In this vein, we share the sentiments made by New Heritage Party president Chishala Kateka when she noted that during elections political violence has always taken root and charged that guns were being used indiscriminately. She said there was need for stakeholders to undertake preventive measures as the country heads towards the August 12 general elections to avoid loss of lives. Her appeal for a violent-free election should not be directed at asking the police to disarm political cadres in possession of firearms The people who must stop this habit of having an arsenal are the political leaders themselves who if they were genuine would even offer information to the law enforcement wings to take preventive measures. Ms Kateka is right that there could be no free elections under such a violent atmosphere where cadres were armed. What is needed for all political leaders to promise Zambians that they would abide by the country’s electoral laws and commit themselves as individuals and their parties to promoting peace. As we have so often stated, the elections should not be a do or die affair. It is simply a system of the contending parties presenting their manifestos to the public who at the end of the day will make a choice. The Electoral Commission of Zambia for example should be given leeway to carry out its mandate of running this year’s elections as it has done in the past. But when key political figures start making unsubstantiated allegations of in-build rigging mechanism, that is not promoting unity and planting seeds of a possible uprising by the losers. Political leaders must instead heed Ms Kateka’s advice that they must ensure their supporters do not engage in violence. Vice President Inonge Wina yesterday for example urged Patriotic Front members to go out and campaign with love, stressing that they must focus their message on the party’s achievements. Ms Wina was speaking when she met the new Lusaka Province PF executive committee. That is the kind of message that is expected from all the political leaders. President Edgar Lungu has assured not only Zambians but the international community of the government’s resolve to ensure that the elections are free and fair. He has promised to ensure there is peace before and after the elections. Let that assurance be made by other stakeholders too. The nation must not be held on tenterhooks through the toxic statements coming from certain political circles. Zambians must be allowed to go about their lives in a peaceful manner and not dread August 12 as a day when there could be Armageddon.

This is an improvement from about K180 million which was collected last year, says Zambia Revenue Authority (ZRA) Nakonde Assistant Commissioner, Davies Mwanza. Mr Mwanza said in an interview in Nakonde that about K238 million was collected last month. “We are averaging around K200 million per month. Actually it has gone up slightly in that last year we were averaging about K180 million but for

the past three months for this quarter. “I think we are collecting over K200 million. I can give you the figure for last month. We are standing at K238 million,” he said. Meanwhile, ZRA Assistant Director- Enforcement, Collins Sampa, said the organisation had released 50 percent of the vehicles which were impounded last month for various offences. Last month, ZRA impounded over 74 vehicles for dubiously entering Zambia, having questionable clearance papers and expiry of temporally importation certificates in an operation conducted in Lusaka, Kitwe and Ndola. Giving an update, Mr Sampa said those with questionable

papers had started presenting themselves to ZRA for proper clearance. “There are also new ones that have started coming that were not impounded so we would like to encourage all those that had issues to bring them so we can help them legalise,” he said in a separate interview. Mr Sampa indicated that: “most of the people have started coming to us and we are not asking questions and we have started clearing them just for principal taxes without penalties. “I think the majority of it that we caught about 94… some of them have already come we are waiting for those that have certain issues and expect before May 26, 2021 all of them should have been cleared.”

MPs want workshops in schools to enhance skills training By OLIVER SAMBOKO PARLIAMENT has urged the executive arm of Government to immediately put up infrastructure such as workshops and provision of equipment to support the implementation of the skills and vocational training at public schools. And parliament has adopted the report of the Committee on Education, Science and Technology for the Fifth Session of the Twelfth National Assembly, laid on the Table of the House on March 26, 2021. Debating on the report, several members of parliament said skills education is key to attaining development and therefore the need for the implementation of skills training

in schools. The MPs also recommended for more funding to the education sector to make it possible for implementation for skills training. And Ikeleng’I MP Elijah Muchima said if the skills training policy is not fully implemented, the education sector will still remain rallying behind. He said there is need for the country to improve skills training because it was key to reducing unemployment levels for the youth. Mr Muchima cautioned against spending money and wasting time on politics but that instead such resources should be invested to improve the education sector. And chairperson of the par-

liamentary Committee on Education, Science and Technology, George Mwamba said there is need for government to address infrastructure inadequacy aimed at supporting the implementation of vocational education in the country. He also urged Government to quickly address the issue of trade test level two and three which are not included in the Zambia Qualification framework which he said was disadvantageous. During the sitting parliament also considered the Accountants (Amendment) Bill number 22 of 2021, and the Zambia Institute of Marketing (Amendment) Bill number 25 of 2021, which came for the second reading.

Opposition political parties Lupososhi Chiefs empowered with egg incubators urged to stop misleading nation on development COMMUNITY Action against Corruption (CAAC), has urged opposition political parties and some civil society organizations to stop misleading the people that the developmental projects undertaken by the Patriotic Front administration are not benefiting the people of Zambia. Chief Executive Officer, Brightone Tembo told ZANIS in an interview that the opposition should work hard to find the right messages that can help them to win the hearts of the people. “The opposition should stop labouring in vain by trying to outdo reality by demeaning the benefits that Zambians are currently enjoying through infrastructure development,” Mr Tembo said. He added that the people in the country both in urban and rural areas are fully benefiting from infrastructure like bridges, hospitals, health centres and schools among others. “People are now covering short distances to access basic services provided being provided by government. Electricity has now reached so many places in the country, which previously was not the case,” he said. Mr Tembo said Civil Society Organizations should also not be in the forefront misleading people that the infrastructure development is not beneficial. He said NGOs should find time to visit different places in the country, so that, they can see and appreciate some the developmental projects that have been done by government. Unmask the real agitators of the tank drivers’ work stoppages

Dear Editor, IT is inconceivable that barely six months after the government revised the conditions of service for the fuel tank drivers, suddenly the drivers could lament on the conditions of service in the sector. There is need to unmask the real motive behind the work protest by the essential workers on this critical sector. This is beyond the reach of the realistic grievance in any event there is a dispute. The events of the weekend to the extent normal business grind to a halt are quite strange as at no point in time has our Zambian driver’s disturbed business in their pursuit for haulage contracts. This brings an apprehension of the invisible hands of the elite parading the drivers to fight their battles. Having carefully examined the grievances of the protesting drivers presented to Transport and Communications Minister Mutotwe Kafwaya, it can be discerned that this is purely a dispute between transporters and the Oil Marketing Companies. Our other observation is that the dispute also arises on the perceived unfair treatment of the truck drivers in the foreign countries while the same is not the case for their counterparts when they come to do their business in Zambia.

This evidently was the sponsored economic shut down by real owners of the trucks disguising themselves as Zambian transporters. ZAMBIA will be holding the general elections on August 12, 2021. The electorate will be afforded an opportunity to elect leaders of their choice. This is good as it entails democracy because people will have the democratic right to elect their own leaders without being coerced. However, some politicians both from the ruling party and the opposition don’t mean well as they incite the youth to engage in political violence which should not be the case. This becomes imminent prior to the elections. Some pockets of political violence have been witnessed in our country where the political cadres clashed. The incidences of political violence in most cases culminate in deaths and injuries owing to the fact that guns and iron bars are used. The cadres from the ruling Patriotic Front (PF) and the United Party for National Development (UPND) have been the major culprits of political violence going by the recent happenings in the political spheres. President Edgar Lungu is on record denouncing political violence perpetrated by cadres either from the ruling party or the opposition parties. President Lungu further mentioned that there shouldn’t be any sacred cows when it comes to political violence. It is unfortunate that some politicians take advantage of the vulnerability of these youth because

One million voters out of the seven million registered voters verified their details as of last Friday. However, the provisional voters register inspection has since been extended by another five days starting from Saturday April 3, 2021 to Wednesday April 7, 2021. This is the last chance for people to verify their details because it won’t be extended anymore. The main purpose of the inspection of the provisional voter’s register is to afford an opportunity to the potential electorate verify their details such as names, age, sex, National Registration Card number and the polling station. If there are some anomalies, these can be corrected before the polling day. One million voters out of the seven million registered voters verified their details as of last Friday. This is not a good number as a matter of fact. On this score, there is need for ECZ and other stakeholders to sensitise people on the importance of having their voter’s details verified. My NRC number in the ECZ voter’s register shows 5298130/11/1 instead of 529130/11/1. I had my NRC number rectified last Saturday at Lusaka City Council Library polling centre. I am now eligible to vote on August 12, 2021. If few people verify details on their voter’s cards, there is the possibility that many people will be disenfranchised on the polling day. DAR ES SALAAM Tanzanian President Samia Suluhu Hassan intends to form a committee of experts to evaluate the Covid-19 pandemic and advise the government on the way forward. President Suluhu said yesterday that Tanzania needs to have a clear and understandable position on the pandemic so that it can make informed decisions. The country cannot continue to rely on external reports on the pandemic while it has none, she said. “On the issue of Covid-19, I think I should form a committee of experts to look at it professionally and then advise the government. It should not be silenced, rejected or accepted without professional research,” she said. “We cannot isolate ourselves as if we are an Island but also, we cannot accept everything brought to us. We cannot continue just reading about Covid-19 worldwide, yet Tanzania is all blank [sic]. It is incomprehensible. “Tanzania needs to have its own understanding of where we stand on the issue of Covid-19.”

his country was free from Covid-19 while authorities encouraged local remedies such as steam therapy. Magufuli’s government also said Tanzania would not procure vaccines despite the

insistence of the World Health Organisation (WHO) that the jab was necessary in curbing the spread of the virus. Meanwhile, a report by the World Bank estimates that Africa needs about US$12 billion to buy and distribute enough coronavirus vaccines to interrupt transmission of the virus. A paper written with the International Monetary Fund (IMF) also argues that G20 nations should extend their moratorium on debt repayments offered to the world’s poorest countries. It says this should be done for another year, in response to the pandemic. ABUJA - Attackers armed with machine guns and rocket-propelled grenades have launched a series of coordinated attacks in southeastern Nigeria, freeing more than 1, 800 inmates from a prison. The attacks began at approximately 02:00 on Monday in Owerri, a town in the state of Imo, and lasted for about two hours, according to a local resident Uche Okafor. Gunmen also assaulted other police and military buildings, authorities said. “Efforts are in top gear to re-arrest the fleeing detainees,” said Nigeria prison spokesperson Francis Enobore, adding that 35 other inmates stayed behind during the prison break. The coordinated attacks come less than two weeks after another wave of violence in southeastern Nigeria, when at least a dozen security officers were killed during attacks on four police stations, military checkpoints, and prison vehicles. There was no immediate claim of responsibility, but the Nigeria inspector general of police blamed the Eastern Security Network, a paramilitary wing of a secessionist movement active in the region. – ALJAZEERA.

Powerful Central Africa armed group vows to quit rebel coalition BANGUI - The most powerful of the Central African Republic’s armed groups said in a statement on Monday it will quit a rebel coalition aiming to unseat President Faustin Archange Touadera. The Unity for Peace in Central Africa (UPC), mainly active in the country’s east, “commits to withdraw from the Coalition of Patriots for Change” (CPC), the group’s head Ali Darassa wrote. The coalition is an alliance of some of the war-torn country’s most powerful armed groups, who joined together on December 19 accusing Touadera, the frontrunner in the December 27 elections, of trying to fix the vote. Its components were drawn from militia groups that, together, controlled two-thirds of the impoverished country. Touadera was reelected with barely one in three voters able to cast their ballot because rebel groups control most of the country.

Darassa said on Monday that since the “electoral crisis, the population has suffered terribly from insecurity, the health situation, famine and the lack of humanitarian assistance.” The UPC, the statement continued, “reiterates its commitment to the Khartoum Accord process,” a peace agreement signed in February 2019 between the government and 14 armed groups. Tensions have been high in the Central African Republic since the December election, although the surge in violence in recent months is just the latest flare-up in a civil war that has lasted eight years since the ouster of President Francois Bozize. The UPC announcement came just days after another powerful group in the CPC announced that its chief had died from wounds suffered during an attack, in another blow to the rebel alliance.
