STOP CHEATING, MINES TOLD …Streamline mine taxation Kabimba By IRVIN MUYUMBWA
T
HE under-declaration of production by mining firms and externalisation of their profits will deny Zambia economic benefits even as copper prices boom on the international market, Rainbow Party Secretary-General, Wynter Kabimba has said. And Mr Kabimba has implored Zambians to respect decisions made by institutions of governance to ensure
an orderly society irrespective of who is in power. Mr Kabimba said the taxation system in Zambia was not structured in a proper way as the case was in countries such as Chile which were benefitting immensely from copper exports. He said during an interview on Millennium Radio that under-declaration was hindering the country from benefiting from high copper prices. Mr Kabimba said mines in Zambia keep their money outside the country after selling the minerals and only bring a little for their recurrent expenditure. “So how can Zambia benefit from the boom in copper
prices?” he questioned. Mr Kabimba said to change the narrative, the taxation system must be reformed by training specialised accountants and other staff to handle mine taxation. He said Government must support small-scale mining which was labour intensive. And Mr Kabimba has implored Zambians to respect decisions made by institutions of governance to have an orderly society irrespective of who is in power. Mr Kabimba said it was only the politicians out of their narrow and selfish interests that want to psyche the people purporting to speak for the public.

ARV rationing bites By FLAVIOR KANUNGO THE rationing of ARVs has continued in various health facilities across the country, the Treatment Advocacy and Literacy Campaign in Zambia has said. The organisation’s national director, Mr Felix Mwanza however said there had not been any reports of patients missing out on their treatment so far. Last month, the Ministry of Health confirmed the shortage of TLE ARVs in some health facilities, citing delayed supply by the people engaged. Mr Mwanza said his organisation was waiting for an update from the Ministry of Health on when the supply would be normalised. When contacted, Ministry

OCIDA is an association for senior citizens including former Archbishop Telesphore Mpundu who is a known UPND sympathizer and Simon Zukas. Efforts to get Mr Mutati and Mr Fube proved futile as both did not respond to the communication. Other alliance members are Mr Kaluba Simuyemba of Movement for Change and Equality, Mr Bert Mushala, a former minister in the MMD government as well as Mr Ernest Mwansa of the Zambia for Empowerment and Development. According to impeccable sources, the Zambia We Want meeting was called to strategise and nominate one among themselves to be selected as Mr Hichilema’s running mate. Insiders said Mr Fube was assured of the appointment while simultaneously Mr
Mutati had also been promised being named as running mate. Meanwhile, the pact under the umbrella name “The Zambia We Want Movement” was formally announced yesterday with the intention to field one presidential candidate in the August 12 general elections. According to Mr Mwansa, leaders have come together to serve a common interest and also lessen the overcrowded political space during the general election. He noted that the multiplicity of political parties weakened the opposition and confused electorates. “The country is big enough to produce a good leader so you don’t have to worry,” Mr Mwansa said. And Mr Fube said that his decision to join the alliance signalled the end of his PF membership. He said that there comes a time when one has to let go.

of Health spokesperson Abel Kabalo expressed ignorance and only promised to consult with relevant departments. Shortages of critical first line anti-retroviral drugs may place the lives of more than 70,000 patients in jeopardy. Earlier, patients on HIV treatment had complained that the supply has been reduced to two weeks in response to the shortage that most hospitals and supply centers are facing. A patient who spoke to the Nation said Government needed to take urgent steps to address the shortage of life-prolonging anti-retroviral drugs (ART) at all public health institutions to prevent drug resistance and other complications. About 70, 000 people who are on TLE – the first line ARV drugs have been left stranded

Police warn Kalimanshi's cronies By SIMON MUNTEMBA THOSE who are planning to stage an illegal demonstration against the detention of Innocent Kalimanshi will be met with full wrath of the law, police spokesperson Esther Katongo has warned. Ms Katongo said the police are ready to deal with Mr Kalimanshi's associates who were planning to stage an illegal demonstration. Ms Katongo remarks follow threats by Kalimanshi's associates that they would stage a protest if he was not released within 24 hours. Ama Americans’ second in command, Nathan Phiri warned that if “the self- proclaimed PF commander,” was not released within 24 hours, he would mobilise
his supporters to protest his prolonged detention even without a police permit. "I think enough is enough, if Innocent Kalimanshi will not be released today, I will urge all our youths to stage a demonstration with or without Police permit. Mr Phiri said he was disappointed with PF senior members for not condemning injustice against Mr Kalimanshi. "Don't think that America is dead, I am there," he said. Mr Kalimanshi has been in custody since the fracas that happened last Saturday when he forced his way into the PF Secretariat during Mr Chishimba Kambwili’s official return to the party. Asked whether Mr Kalimanshi's case was not bondable and when he is likely to be taken to court, Ms Katongo, who was reluctant to comment further, referred all queries to Lusaka Commissioner of Police Lackson Sakala. Efforts to get a comment from Mr Sakala proved futile at press time.
FIVE people charged with two counts of abduction with intent to confine yesterday appeared in the Choma Magistrates Court. The five are accused of abducting Pheluna and Milton Hatembo. The defendants are Veronica Mwanakasale Mukuni, aged 45, Fines Malambo, 46, a businessman, Ackson Sejani 63, farmer and former Cabinet Minister, Vincent Lilanda, 49, who is Mazabuka Mayor and Javen Simolooka 45, the Mayor of Choma. Allegations in count one are that the five abducted Pheluna Hatembo with intent to cause her to be secretly and wrongfully confined. In count two, the five are also charged for allegedly abducting Milton Hatembo with intent to cause him to be secretly and wrongfully confined. Earlier, the state objected to the defence’s application to have the police removed from the court premises in the abduction case involving Senior Chief Mukuni’s wife,
Veronica, and four others. The matter came up yesterday for mention before Senior Resident Magistrate Peter Mungala. However, defence lawyers noted with concern the increase in the number of police officers deployed at the court premises. Ms Martha Mushipe applied that the police be removed from the court premises, accusing them of intimidating not only the public, accused persons’ family but also the media. But objecting to the application, State Advocate Chitengi Kahilu stated that the Constitution gives mandate to the police to provide security to everyone and their presence was to merely see that peace was not disturbed. “Looking at the nature of the case, the case itself has the potential to attract huge numbers of people and there is no single building here that can accommodate everyone,” he submitted Mr Mungala could not pass ruling on the issues raised and reserved the matter to Principal Resident Magistrate Idah Mupemo who was not present. The case would come on May 26, 2021 for commencement of trial. The five had their police bonds extended.

FACE THE TRUTH CORNELIUS Mweetwa, the UPND spokesperson must stop underestimating the intelligence of Zambians. Indeed, UPND will not benefit from diversionary asinine antics. The Kalomo land issue is real. That the Hatembo siblings have disappeared is real. That a warn and caution statement was taken is real. That some people are appearing in courts for the disappearance of the Hatembo siblings is real. Nothing is being fabricated. The Police are looking for the Hatembo siblings Pheluna and Milton - because they are witnesses to the Kalomo fraud case. Mr Mweetwa would do well to help Police find the Hatembos to help resolve this matter long before the elections. We have said before and would like to repeat that a victory by UPND president Hakainde Hichilema in the prevailing circumstances will be pyrrhic as extremely negative contention will result. The UPND is better served having this matter cleared, preferably through the courts to allay any fears and concerns that Zambians will be elevating into high office an individual with a criminal record. It is in the interest of the nation and ultimately the candidate himself that a definitive verdict is obtained in the courts of law to settle once and for all the serious allegation of corruption and fraud involved in the Kalomo matter, which has been further complicated by the abduction of the witnesses. This is the first time that people have disappeared into thin air only to be seen in contrived video appearances. This level of criminality has reached a level unknown to this country and will undoubtedly raise the fear of what the future holds. As a newspaper, we have been touched by the human suffering that this matter has raised. For inexplicable reasons the Human Rights Commission that should be the final bastion in the defence of individual human rights has remained mute. Civil society has remained mute and indeed the only mainline church leaders that has spoken out is Lusaka Catholic Archbishop Alick Banda. It is understandable that most non-governmental organisations fear to antagonise a political formation that bears the possibility of assuming office. They would rather turn the cheek than confront injustice. Our duty as a newspaper is to inform no matter the consequences. Issue of principle cannot be subjected to negotiations because history has the knack of repeating itself. Today it is the Hatembo siblings who are abducted, and the entire nation keeps quiet. Edmund Burke has stated that “The only thing necessary for the triumph of evil is for good men to do nothing.” Or put differently bad things happen when good men keep quiet. Bad things happened to second republican President Frederick Chiluba because good men kept quiet. Even those who knew something of natural justice kept quiet in the face of a rapacious and evil cabal that drove him to his early grave. The Hatembos may be simple villagers and yet they are human and deserving of human compassion and sympathy for the suffering they are enduring through no fault of their own. Their mistake was to try and get back what was theirs - at least that is what we know unless the contrary can be proved.

Lungu ready for ‘genuine’ dialogue By SIMON MUNTEMBA PRESIDENT Edgar Lungu says genuine dialogue is the only way to resolve disputes and differences among Zambians as the country heads towards elections. He said there was need for political players and the church to work together to ensure Zambia remains peaceful before, during and after the general elections. Mr Lungu said this yesterday after a closed door meeting with the three Church mother bodies at State House. Leaders of the Council of Churches in Zambia (CCZ), Evangelical Fellowship of Zamba (EFZ) and the Zambia Conference of Catholic Bishops (ZCCB) were at State House to underscore their commitment to dialogue and working with Government for the benefit of Zambians. Speaking to journalists after the meeting, President Lungu said they had a candid, frank, and brotherly chat on various issues of concern particularly on the need to maintain peace ahead of the August 12 general elections. He said the government, church and political players have all got a role to play especially against violence. “So we had a detailed chat on a number of issues but all centring on the need for

us to do the right thing, to hold together as One Zambia and One nation in peace, of course with the love of Christ, and we would like to believe that this will continue as we go into the future because dialogue is the only way you can resolve disputes and differences,” Mr Lungu said. “Sometimes, because you are at a distance you might not appreciate that your colleagues have a valid issue and if you interact with them you get to know that they mean well after all,” he said. President Lungu also said the country has perfected its electoral processes and assured the Zambians that the forthcoming elections will be transparent. Meanwhile, EFZ chairperson Bishop Paul Mususu said the leaders from three mother bodies decided to meet with the President as elections were approaching. Bishop Mususu noted that this year’s elections would be tricky because they would be under the Covid-19 restrictions. Among the church leaders at the meeting were ZCCB president Archbishop Ignatius Chama, and CCZ president Bishop Sauros Phaika. Others were CCZ vice president Bishop Charles Nsemani, CCZ secretarygeneral Emmanuel Chikoya, Bishop Andrew Mwenda, and EFZ executive director, Fr. Cleophas Lungu, the ZCCB secretary-general.
By NOEL IYOMBWA GOVERNMENT intends to increase grants for all hospitals throughout the country, acting Health minister Nkandu Luo has told parliament. Professor Luo said Government intends to increase the grands to hospitals in the next budgetary circle and that consideration will be given to level one hospitals. She said that efforts are also being made to mobilise resources from cooperating partners to strengthen services and service provision to district hospitals and St Josephs and St Margaret’s mission hospitals in Chifunabubili are inclusive. “Mr Speaker, Government is not aware of shortage of food at St Joseph’s Mission Hospital, but intends to increase grants to hospitals and consideration will be given to first level hospitals. “Efforts are being undertaken to mobilise funds so as to strengthen service delivery to district hospitals,” she said. The minister was responding to a question from Chifunabubili Member of Parliament Ponde Mecha who wanted to know if the government is aware that since it reduced grant allocation to St Josephs and St Margaret’s mission hospitals in Chifunabubili there has been a shortage of food. Mr Mecha also wanted to know when Government will procure an ultra sound and other health equipment for the two hospitals.
‘Politics must not divide us’
By SIMON MUNTEMBA
NO one was born PF, UPND or UNIP, so this political business should not divide this country because we are one, President Edgar Lungu has said. And President Lungu has urged the police not to be intimidated by overzealous unruly political cadres when they are doing their job because no one is above the law. The President said this when leaders of the Pentecostal Assemblies of God Zambia (PAOG-Z) led by their presiding Bishop Joshua Banda met him at State House yesterday. He told the church delegates that he detested violence and that other political party leaders should also denounce it because politics was about serving the people and not dividing them. The President said violence was denting democracy, adding that there was need to tame the overzealous unruly cadres involved in violent activities. He said the cadres should take a leaf from political party leaders who are exercising
their democratic rights by switching camp from either the ruling party or opposition. “No one was born PF, no one was born UPND, no one was born UNIP, we are just citizens in this beautiful country, Zambia. I always give examples: look at Hon. GBM, he was in PF, we differed and he moved to UPND. But he is back. Chishimba Kambwili is another good example, he was with us, he left and he is back with us. Charles Kakoma was also in UPND but today he is with us. “So nothing is static or permanent, what is permanent is the Zambian people. Stop, this political business should not divide the nation,” President Lungu said. Mr Lungu also said the police should be firm in dealing with cadres and should not be intimidated that they would lose their jobs or transferred. He said anyone found breaking the law should be brought to book and allow the due process of the law to take its course because the country needed peace. And speaking at the patron’s membership renewal exercise
“Mr Makungu will now be taken to Mwinilunga where he will be formally jointly charged for the subject offences with the other 21 suspects,” Mr Njase said. He said the suspect was being held at Solwezi Central Police Station.
of the Bible Society of Zambia held at State House yesterday, Mr Lungu said that God’s word has given him strength in difficult times, especially when the country has lost many of compatriots to Covid-19.

‘Find serious mine investors’
…Isoka’s Nkombwa Hills rich in minerals, says Chief Katyetye By PETER SICHALI GOVERNMENT should find a serious investor for the mineral-rich Nkombwa Hills in Isoka to create jobs and contribute to economic growth, Chief Katyetye has said. Nkombwa Hills also boasts of phosphate used in manufacturing fertiliser and 15 other rare earth metals. Chief Katyetye said Government should look for a serious investor to start exploration on the mineral rich Nkombwa Hills. He said Government should give an exploration licence because records about the availability of minerals on Nkombwa mines were available. “What is needed now is for the Ministry of Mines to find a serious investor to start operations on Nkombwa Hills so that it helps create the muchneeded employment and contribute to the national treasury,” Chief Katyetye said. He said existing licences should be cancelled because there had not been activities on Nkombwa mines. He said the country’s economy had suffered
setbacks because of the Covid-19 outbreak and there was need for serious investors for the economy to recover. Chief Katyetye said Nkombwa Hills has a lot of mineral resources that could help boost the country’s economy if only serious investors were engaged. He said once fully operational, Nkombwa mines could bring about the much needed foreign exchange and contribute to the country’s gross domestic product. ’’Operationalising this mine will create the muchneeded jobs for our people in the region and it will also make Zambia the major producer of phosphate and contribute to reduction of prices for fertiliser,’’ Chief Katyetye said Investigations by geologists at Nkombwa Hills indicate the presence of rare earth elements that are essential components of fuel refinery catalysts, catalytic converters, fuel cell alloys, batteries, high quality optical glass, fluorescent lights and TV screens, tablets, mobile phone touch screens, and high strength alloys for aircraft engines and lighter cars.

‘KCM UP AND RUNNING CONTRARY TO BLOOMBERG’ By NATION REPORTER
KONKOLA Copper Mines (KCM) has rubbished a report on Bloomberg that operations at the Konkola Deep mine have been shut down. The company expressed shock at the reports, saying that they were misleading. KCM General Manager Corporate Affairs, Shapi Shachinda, said ever since the mine was placed under liquidation in May 2019, it had not been closed or put on care and maintenance. Mr Shachinda said the mine was running and there were no plans to put it on care and maintenance now or in the future. He said in addition to current operations, KCM was about to commence mining in a new area of Konkola known as Konkola East. Mr Shachinda said the favourable prices had made it economical to open up new areas. “The Bloomberg article is false and misleading. KCM plc learns with a sense of shock that,” said Mr Shachinda. According to reports, a lack of capital halted production at a copper mine
Zambia seized from Indian billionaire Anil Agarwal’s Vedanta Resources, just as the metal surges toward a record. The standstill at Konkola Deep, a highgrade underground pit that also contains cobalt, was triggered by a shortage of funds to develop new mining areas, said Barnaby Mulenga, permanent secretary in the Ministry of Mines. Mr Mulenga however also dispelled the reports, saying that a Bloomberg journalist called the Ministry through to enquire on the outcome of the just ended Mining Indaba and the Konkola Deep Project. He said the Journalist was corrected twice to understand what the Konkola Deep Project was and he was specifically requested to follow up and obtain production figures for KCM. “We are surprised to see an article claiming that KCM has shut down until arbitration was complete published which is not true,” Mr Mulenga said. He said production at KCM in the first Quarter was 14,898.61 Tonnes which clearly shows that Production had continued. Mr Mulenga said at no point had the Ministry ever said production was shut
before and after the liquidation process. “The story further claims that Taonga Clifford Mitimingi was spoken to when the person has never spoken to the Ministry officials on the matters written about,” he said. Mr Mulenga demanded that Bloomberg retracts the ‘false’ story that misleads the public into thinking KCM operations were shut or halted until the arbitration was completed.

Rufunsa randy teachers face boot ‘Respect the ECZ’ By JOHN KOMBE SOME male teachers who were implicated in the sexual abuse of girls at Rufunsa Technical Boarding Secondary school (RUTECH) in Rufunsa will soon face disciplinary action. Lusaka Provincial Education Officer Dr. Christopher Sinkamba confirmed the development in an interview. Dr Sinkamba said that his office had received the report of teachers sexually abusing girl children at the school and that soon culprits would be brought to book. He stated that the reports were true and his office was compiling a report to be presented to
the Permanent Secretary for further action. Dr Sinkamba however referred further queries to the Ministry of General Education. “The reports are as they were on the ground. We are compiling a report for the Permanent Secretary, but concerning the course of action, you can get in touch with the ministry spokesperson,” he said. And some parents described the happenings as disappointing. One parent who spoke on condition of anonymity appealed to Government to ensure that all the teachers involved were dealt with under the public service code of conduct. He said that such actions by teachers had the potential to create
fear in parents who had girl children in boarding schools. “We send our children to boarding schools because we are very sure of their safety. A boarding school is supposed to be a safe learning place. “We do not send our children to learn bad behaviour like promiscuity and as such we demand stern action on the erring teachers,” he said. Another parent of the Chimusanya area in Rufunsa lamented that it was unfortunate that the school administration never acted despite numerous complaints by the girl children. According to him, the unfortunate incident had cost the school its good reputation.
Discipline rowdy cadres, PF urged
By SIMON MUNTEMBA
THE Patriotic Front (PF) government should act firmly to end political violence by some of its rowdy cadres before the situation gets out, the New Heritage Party has advised. Party president, Chishala Kateka, said in an interview there was urgent need to end political hooliganism which has the potential not only to scare away investors. She condemned the violence that happened at the PF Secretariat last week at which people including journalists were injured and property damaged. “PF should act firmly to stop such behaviour from its cadres before a situation gets out of hand,” Ms Kateka said. She said New Heritage Party party would bring to an end the unlawful act by youths in politics by disarming all political
cadres. “We abhor and totally condemn and discourage all unlawful acts by youths, otherwise known as cadres who belong to certain political parties,” she said. She added: “this dispensation is retrogressive and thrives on both ignorance of the human rights and fundamental freedoms enshrined in our laws, and arrogance of unfettered powers unwisely unleashed to them by some within the corridors of power.” Ms Kateka said they would not entertain young people whose focus was to harm others and engage in criminal activities. “We will not entertain youths whose focus is to disempower the opposition from enjoying their fundamental rights and freedoms, youths who engage in illegal activities especially conjuring up and collecting daily levies in trading places,” she said.
By KETRA KALUNGA POLITICAL parties must respect the Electoral Commission of Zambia (ECZ) and appreciate its role in ensuring that the country holds peaceful elections, the Golden Party of Zambia (GPZ) has said. And the Citizens Democratic Party (CDP) has urged political parties to extol the ECZ for the progressive measure taken to convert streams into polling stations to allay the fears of rigging elections. GPZ national chairperson Phindulani Njobvu said the ECZ should be commended for its role in the electoral process especially that the country has not experienced any election turmoil. Dr. Njobvu said in an interview that by questioning the role of ECZ in the electoral process, political parties are questioning the highest law of the land because the electoral body has been mandated by law to carry out its mandate. “Zambia has not experienced any serious problems in any election, that should go well in commending the efforts of the ECZ in ensuring that the country has peaceful polls,” he said. He urged political parties to put the same trust in the ECZ. And GPZ President, Robert Mwanza, in an interview commended the ECZ for converting streams into polluting stations. Mr. Mwanza said the move would not only prevent finger-pointing but also remove the fear of moving ballot papers from one place to the other. He said the move would ensure that the votes were quickly counted, tabulated, and transmitted especially with the Covid-19 pandemic. “Over the years, there is always one word that comes out during elections and that is rigging so the measures which ECZ has taken will help all those people who had such fears to put them to rest,” Mr. Mwanza said.

BARRICK GOLD POSTS 78P.C. PROFIT
By BUUMBA CHIMBULU
BARRICK Gold reported a 78 percent jump in first-quarter profit of 2021 owing to rising gold and copper prices on the market. Stronger prices helped boost Barrick’s revenue from its copper mines in Chile, Saudi Arabia and Zambia by 31 percent from the fourth quarter. Toronto-based Barrick on Wednesday reported a firstquarter profit of US$538 million, up from US$400 million a year ago, as revenue rose to nearly US$2.96 billion from US$2.72 billion. Adjusted profit surged 78 percent to US$507 million in the
Mr Bristow quarter ended March 31, from US$285 million a year earlier, and Barrick announced a nine cent per share quarterly dividend. This is according to Barrick Gold Chief Executive Officer, Mark Bristow, who said this
during a conference call to discuss Barrick’s results from the first three months of the year 2021. Mr Bristow said copper stood to grow in importance for the world’s second-biggest gold miner after 10-year-high prices for the commodity bolstered its first-quarter earnings. Copper revenues increased 31 percent compared with the fourth quarter of 2020 as Barrick’s realised price rose to US$4.12 per pound from US$3.39 in the previous quarter and US$2.23 in the year-earlier period. “Barrick plans to continue its copper-directed exploration efforts while banking increasing revenue from existing mines as prices rise to more than US$4.50 per pound.
“We see our own copper portfolio as a source of differentiation to our gold industry peers, providing shareholders with meaningful exposure from assets that are in production today,” he said. Mr Bristow indicated that based on the current spot pricing, copper was expected to represent at least 20 percent of the company’s gold-equivalent ounces sold from 2021 to 2025, up from the 16 percent contribution in 2020, based on actual realised prices. Gold production, meanwhile, fell to 1.1 million ounces from 1.2 million in the year-earlier period but the realized price was US$1,777 per ounce, up 12 percent from US$1,589.
A TELEVISION show which will provide funding of up to K1 million to businesses, particularly those whose operations have been negatively impacted by Covid-19 has been launched by Zanaco Bank plc. Kweza, a show to be aired on ZNBC and Diamond TV stations, will involve 50 businesses that have operated for two years or more while giving them an opportunity to pitch different ideas to start or grow their businesses. Zanaco Chief Executive Officer, Mukwandi Chibesakunda, said the show would not only seek to fund businesses but turn them around through mentorship in various areas such as sales and marketing. Other areas of mentorship include debt management, business planning, business financials, corporate governance, business continuity planning and digital innovation. “Zanaco recognise that access to finance remains one of the greatest challenges for our Small and Medium Enterprises Enterprises (SMEs), particularly when they are just starting up. “We further understand that it is not just access to finance that is a challenge but having the right partner to coach, guide and set their businesses on the right footing to flourish,” she said yesterday in Lusaka during the launch of the show. She invited businesses particularly those whose operations have been negatively impacted by the pandemic to sign up for Kweza before May 31, 2021. Ms Chibesakunda stressed that Zanaco recognised that rebuilding of the economy after being hit by Covid-19 was a joint responsibility. She said it was for this reason that Zanaco in 2018 introduced a campaign called Kula, which in many languages meant growth.

…Kenya and Tanzania agree to iron out trade barriers
N
AIROBI - A business forum held on Wednesday between Kenya and Tanzania agreed to iron out challenges constraining business between the neighbouring countries. President Uhuru Kenyatta and Tanzania counterpart Samia Suluhu Hassan during the forum noted that trade opportunities between the two countries have not been fully exploited. Trade volume between the two countries was valued at Sh60.4 billion in 2012 and Sh47.5b, Sh45.6billion and Sh47.5 billion in 2016, 2017 and 2018 respectively. In 2020, President Uhuru Kenyatta noted that the volume was valued at Sh50 billion. “Trade between the two
SAA gets R2.7bn windfall for subsidiaries including Mango and SAA Technical JOHANNESBURG - The Standing Committee on Appropriations has received a submission from Parliamentary Budget Office on the 2021 Appropriation and Supplementary Appropriation Bills which outline the reprioritisation of R2.7 billion in funds for South African Airways’ concluding business rescue. The reprioritisation paints a picture of the imperiled state of the national carrier as well as the divisions at a Cabinet level on whether more South African fiscal resources should be ploughed into the ailing airline. – FIN24.
Africa sees the fastest recovery in air cargo JOHANNESBURG - Global air cargo demand reached an all-time high in March, with African airlines posting the fastest recovery and increasing freight volumes by 24.6 percent compared to the same pre-pandemic period in 2019. Following a dismal 2020, when global air cargo volumes dropped by 10.6 percent – the largest decline in 30 years – the freight industry has shown a remarkable recovery in the first quarter of 2021. Measured in cargo tonne-kilometres (CTKs) – multiplying the number of revenue tonnes of cargo carried by the distance flown – air freight volumes breached pre-pandemic levels in January. – BUSINESS INSIDER SA.

The path of land reforms: The past, the present and the future
WHY COMMON SENSE IS NOT COMMON Dear Editor,
I
AM still looking forward to the views of all those analysts or governance experts on the
Kapalasa and ECL eligibility matter of which when I gave my simple understanding after listening to Munshya’s accurate points on the same I was attacked right and left just because others feels they are more Zambians compared to us. More especially when points favour the ruling party then the UPND and their sympathisers will call you dull, useless and unpatriotic hence most people are never magnanimous to state facts as they should be. I say this because a personal opinion is not meant to make everyone happy, not at all, others will celebrate and some will become casualties along the way. Anyway for the reminder my opinion on the Kapalasa matter w a s
clear, the “petition was just a mere academic process as it had no life to succeed before the court. In fact I called it “abuse of court processes.” But I went further to state that the only option the court would do was a dismissal on account that the matter was already deliberated upon, it doesn’t matter whether it was not on ECL’s name or not but it was a similar case so such matters have no legs to stand on, that is exactly has happened. I repeat comrades, analysing certain matters doesn’t need a brain storm on the constitution but simple common sense which in most of us is not common hence people tend to use a political mind just because they want to get embraced by their so-called pay masters or sponsors. Personally, Elias Munshya stands out the way he analyses issues because he faces realities unlike one counsel, for him as long as “zingena” he will keep on entertaining his clients for political mileage. Remember there are a few lawyers who will be honest to tell you that “Bwana this case you are losing,” because for them it is not a service but business, so be careful.
I repeat, this case is done and dusted. “Don’t only listen to what you want to hear but what you need to hear.” I hope you know what this means. Episode two is finished waiting for another bid, John Sangwa’s affidavit case against the ECZ, once again this is bid because it has powers to change at any time as it is not a legal document but an administrative document. INNOCENT PHIRI.
Dear Editor, IN its manifesto for 202126, the Patriotic Front gives an overview of the status of the land from the past, the present and beyond 2021. Land acquisition, utilisation and the aligned rights have consistently been associated with the number of hurdles. In most instances, the problems associated with land, have been long aged ones and there has been generational failures in implementing reforms which would enable Zambians reclaim sovereignty over this valuable but historically venerable natural resources. This discourse focuses on the notable achievements that the Patriotic Front government has recorded ever since it came to power and what it intended to implement should Zambian reelect President Edgar Lungu in the August 12, 2021 elections. There are some problems that were inherited in the run up to the 2011 elections in so far as land administration is concerned. At the time there was power handover from the Movement for Multiparty Democracy (MMD), Zambia did not have a defined policy document which stipulated on how land resource is to be administered. The Zambians did not enjoy any preferential treatment and they were given equal consideration with non-Zambians yet that is not the case with other countries. The other notable challenge was the former MMD government handed over the nation that mostly depended on the manual record system, the land records inclusive. This has regrettably led to the adverse quality delivery of services and the issuance of land titles was at a snail’s pace thereby having the pending backlog of pending titles to be issued. This has the ability to undermine security of tenure in land. The other notable challenge in land administration was the pile of unresolved land disputes and this brought about uncertainty and insecurity. Lastly, the other notable challenge was deforestation
and the threatened depletion of forest species and aggravate the problem of climate change. After the transition, the PF government in 2011-21 era has embarked on a number of reforms which would potentially lead to several reforms in land administration. When the PF was elected in 2011, it took the following measures with a view to mitigating the hardships of the generational land problems; 1. The process for the formulated and validation of the National Land Policy was expedited and the process came to fruition. As at now the land policy only await Cabinet Approval though the process has inordinately derailed as far back as 2003. 2. The government embarked and continued with sporadic Titling and as in December, 2020, 53, 453 Title deeds were issued. 3. The Transaction Act was allowed to allow Digital Signature and Digital Certificates of Title. 4. Commenced the National Land Audit and it is being carried out in conjunction with other stakeholders countrywide; and 5. The government distributed K90 million of the Land Development Fund to 91 councils for land development. The fund has mainly been used for opening new areas earmarked for development. The implementation of the various laws on financial accountability has the Land Development Fund on the receiving end. Going forward after the elections, a number of activities have been earmarked to the implementations of the various policies on land. The government has already shown political will in enacting the National Land Policy and give it legal effect. With the titling process currently going, about 80 percent of public and private land is expected to be titled by 2026, an undertaking that will bring about security of tenure in land. Moreover, with regard to the protracted disputes in land maters, the Land Court is set to be introduced as a specialised division of the High Court. This will enable the specialised unit of the High Court specifically resolve land disputes. As for Land administration in the past 10 years, Zambia has a positive story to tell. MARVIN CHANDA MBERI, Lusaka.

K50M FOR CB ROADS RELEASED By ROGERS KALERO
ABOUT K50 million has been released for the rehabilitation of roads including Central, Mindolo and Chibuluma roads in Kitwe which are in a deplorable state. The Daily Nation in Kitwe learnt that the treasury has released the funds for the rehabilitation of the various roads on the Copperbelt and was only awaiting for the official announcement by the National Roads Funds Agency (NRFA). “Yes, i can say that the funds have been released . It’s actually the treasury which has released the funds and not the NRFA. However, you can’t
quote me. Wait for the NRFA to make an official announcement on this development “ said the source who refused to be quoted But when contacted,
Kitwe Town Clerk Mbulo Seke said he was only aware that Kitwe District Commissioner Chileshe Bweupe was in Lusaka to pursue money for

Central Street, Mindolo and Chibuluma roads. Mr Seke said, apart from the money for rehabilitation of Central Street, Mindolo and Chibuluma roads, Mr Bweupe was also in Lusaka to request for money from the NRFA to repair damaged roads in Kitwe “I really can’t confirm about the figure, the K50 million you are taking about, but what I can say is that the DC is in Lusaka to push for funds to rehabilitate funds for Kitwe. One is them is to request for the release of funds for road rehabilitation from the NRFA,” Mr Seke said Central Street joining Mindolo Road up to the Chibuluma Road junction is one stretch which is in a deplorable state and needs urgent rehabilitation works Apart from Chubuluma Road, Independence Avenue has some bad patches which need urgent rehabilitation works.
NDC decries rumourmongering By ROGERS KALERO THE National Democratic Congress (NDC) will not take kindly to individuals spreading lies about the party and its leaders, National Youth Chairman Charles Kabwita has warned. He said in Kitwe yesterday that some people were spreading lies to mislead the party’s supporters and the country at large. Mr Kabwita said some people have realised that NDC was growing into a party to reckon with and were misleading people with falsehoods in various issues He said the NDC was concerned with the number of statements being attributed to acting President Saboi Imboela.
Mr Kabwita said Ms Imboela had not issued a statement to support any political party. “Neither did she write another statement to refute the first one. The NDC wishes to refute any statements attributed to President Imboela, as they are not official and must be disregarded with the contempt they deserve. “The position of the NDC is that, it is in negotiations with the Patriotic Front and once consensus is reached, President Imboela shall address the nation on the position of the party,” Mr Kabwita said. He said NDC would participate in the August 12 general elections as members were already mobilising at all levels. “As a political party, we know that the NDC party is a force to reckon with in Zambia’s political landscape, however, we shall not take kindly to any individuals to spread falsehoods about our leaders at all levels,” he said.

AZUNGULA Town Council has called on the private sector to consider investing in the district now that the Kazungula Bridge Project has been completed and earmarked for commissioning next week. Council Secretary, Mwiche Mudala, bemoaned lack of private sector in the district inspite of many investment opportunities. Mr Mudala said the districts was yearning for more investment to go
Mosi/N-West News
KAZUNGULA COUNCIL BOSS WOOS INVESTORS along with the modern bridge linking Zambia and Botswana. In an interview yesterday Mr Mudala explained that the nature of Kazungula district was that of tourism but lacked infrastructure such as lodges, hotels and shopping malls. “It is indeed an exciting time for Kazungula, we have received an avalanche of dignitaries. It also shows the interest that the government has placed in strategic districts like ours.
As you know the geographical location of the district is, we border four countries so obviously it comes with its own expectations,” he explained. “In term of infrastructure, we hinge our development on the integrated development plan and the IDP as it were focuses on multi-sectorial approach. We have earmarked a number of infrastructure to compliment what the government has done,” Mr Mudala said.
He explained that the district was now focusing on attracting private sector development since an enabling environment had been created by Government. “Now we want to attract private sector investment as far as creating an enabling environment that has been done in which to invest more in the district. The district is currently lacking infrastructure such as shopping malls, infrastructure such as lodging
because looking in general of the district, we are a tourism in nature,” he said. He added: “Once we feel we have done that, the rest will easily fall in place. As a council, we have taken a deliberate steps to try and encourage private sector development in the district and so far, we are very pleased with the strides that we have taken,” Mr Mudala said.
New Kazungula bus station at 67p.c. By ANDREW MUKOMA CONSTRUCTION of an ultra-modern bus station in Kazungula has reached an estimated physical progress at 67 percent. Kampe Investment Limited Director, Richard Menshi, said had it not been for the effects of Covid-19 and fluctuation in pricing of materials, works would have been completed. Mr Menshi said that funding had not been consistent and that had contributed to the delay in the completing the project. This has prompted the client, Kazungula Town Council to request the Ministry of Local Government to help in financing the completion of the project and that the money could be recovered through the performance bond by the contractor. The initial cost of the projected which started in September 2018 was about K6.9 million but after the extension of the project, the amount went up to about K 74.4 million but now, there is a requirement of K1.8 million required for the works to be completed.
| 11
CALL FOR PROPOSALS Dr Banda And Local Government Minister Charles Banda, who inspected the project, advised his officers to a make follow on the matter and see if funding could be secured. Dr Banda however expressed happiness with the works done so far and that what has remained is only paving as the main structure is about 80 per cent.“We are here to inspect on some developmental projects in as far as infrastructure development. I want to say that I am very satisfied with the progress that has been made so far in all these projects,” he said. The ultra-modern bus station is among the projects that have been constructed in Southern Province through the Germany financing Corporation through KFW and the Ministry of Local Government.
Kalumbila to have ultra-modern bus terminus KALUMBILA Town Council is set to construct a modern bus station at a cost of K5 million. Council public relations officer, Rose Samiselo, said the project would be completed in 18 months. “The estimated cost of the bus station project and all accompanying infrastructure is K5 million. The project is being implemented through locally generated funds,” she said in a statement She said project was expected to be completed within a period of 18 months and would help cushion challenges facing the travelling public. “Currently the district has no designated bus station and having one will provide the travelling public with a conducive environment, disposal of waste will be properly managed and the bus station will provide a centralised point for loading and off-loading,” Ms Samiselo said. Ms Samiselo said the bus station would have accompanying infrastructure such as shops, restaurants and financial services which would contribute to economic growth of the district through an increased revenue base for the local authority. “Other infrastructure will include a main waiting shed, banking building, restaurant building, luggage building, a council building, police post, five ticket booths, nine shops and six stalls.” Ms Samiselo added. The ultra-modern bus station would be able accommodate 10 big buses, 12 small buses and 20 taxis at maximum capacity. The K5 million used on the project would partly come from the Local Government Equalisation Fund. - ZANIS
The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is a German federal enterprise which offers workable, sustainable and effective solutions and systems for efficient service delivery. Most of GIZ’s work is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The Accelerate Water and Agricultural Resources Efficiency (AWARE) project is jointly financed by the European Union and BMZ. The project objective is to enhance sustainable, climate-smart water resources management and efficient agricultural water use for smallholders in the Lower Kafue Sub-Catchment, applying a gender sensitive approach. Lack of financial resources makes it difficult for smallholder farmers to make even relatively small investments in water harvesting and storage equipment as well as efficient irrigation technologies (e.g. drip irrigation). Yet, this is key for achieving more efficient water use in smallholder agriculture and subsequent higher yields. Now, GIZ through AWARE seeks to engage a consultant to act as an intermediary between the financial institutions, equipment suppliers and farmers. The main beneficiaries of the project as well as for this task are commercially oriented smallholder farmers in the horticulture and dairy value chain. Specifically, the consultant will be required to achieve the following: 250 smallholder farmers (30% female) finance irrigation systems through innovative financing approach and comply to contract conditions The tasks include: -
Preparation and product development: In consultation with AWARE and financial institutions, the consultant shall develop/modify agricultural finance products for irrigation/water use efficient technology
-
Roll-out of the financing products: Linking 250 smallholder farmers to financial institutions and equipment suppliers
-
Monitoring: Ensure that the farmers are on course with their payments and support them where necessary. An exit strategy needs to be in place to ensure sustainability beyond the life of the project and the consultancy.

ZAMBIA’S ROAD SAFETY OUTLOOK BRIGHT: MOVING TOWARDS REDUCING TRAFFIC ACCIDENTS BY 50 PERCENT BY 2030
PRESS STATEMENT INTERRUPTION OF POWER SUPPLY IN PARTS OF LUSAKA DUE TO MAINTENANCE WORKS ZESCO Limited wishes to inform its customers and the general public that there will be interruption of power supply in various parts of Lusaka on Saturday 8th May 2021, from 05:00 hours to 20:00 hours to facilitate line re-configuration project works.
50 per cent. Zambia made significant progress in stabilizing the road traffic accident situation in the country. While the country has continued to record reduction in crashes and fatalities, the numbers are still unacceptably high and does not come close to the targets for UN global decade of action whose objectives are to reduce road traffic fatalities by 50% by 2020. Beyond 2020 The problem of traffic accidents did not decrease as we expected over the years,” said Claes Tingvall, chairman of the target development expert team at the conference held last year in Sweden on World Road Safety UN Targets. It appears as an important point.” Last year in February, over 100 United Nations member countries including Zambia attended the 3rd Global Ministerial Conference on Road in Stockholm, Sweden to discuss the global road safety agenda leading up to 2030. The overall goal is to reduce the number of deaths and serious injuries caused by traffic accidents by 50% over the next ten years, and calls to reach this goal by 2030. Transport and Communications Minister Hon. Mutotwe Kafwaya represented Zambia at the Road Safety Conference. Going forward, the shift is towards the Sustainable

road traffic accidents) and 11.2 (improving road safety) have one of the most “indivisible” interactions among all the SDGs according to a recent report of experts. To reach this 3.6 target, and looking beyond interventions on infrastructures, the effectiveness of which is understood, interventions must be conducted in the fields of awareness-raising, provision of rescue services and also public policies and regulations which contribute to the reduction in accidents and their impact on health. Interventions in Zambia are concerned with road improvement, speed control, legislation and an increase in traffic law enforcement. More attention should be paid to the needs of the pedestrians, pedal cyclists and motorcyclists who make the majority of the road traffic fatalities in Zambia In order to achieve more with less, the Agency intends to adopt SMART Enforcement and leverage on technology to increase its coverage throughout the country. Collaboration with stakeholders is also key in delivering the mandate of road safety education and advocating for remedial engineering and maintenance on roads. Ousted Magashule ‘suspends’ Ramaphosa JOHANNESBURG - Ace Magashule, the suspended secretary-general of South Africa’s governing party ANC, has hit back by seeking to suspend President Cyril Ramaphosa as president of the party. But News24 spoke to three key Ramaphosa allies who believed that the letter had been backdated “to create havoc and confusion before the ANC’s NEC (national executive committee) sits this weekend.” A source close to Ramaphosa said: “He knows that a suspended person cannot suspend anyone. He is muddying the waters and trying to create havoc.” ANC deputy secretary-general Jessie Duarte, however said Magashule had no authority to issue the president with a suspension letter and anyway could not do so on his own without the party’s backing. – BBC/NEWS24.

COPPER QUEENS IN $20, 000 MULTI-CHOICE BOOST MULTI-CHOICE Zambia has joined the growing list of corporate bodies supporting the Tokyo 2020 Olympic Games bound Copper Queens with a donation of US$20, 000.
And FAZ president Andrew Kamanga has thanked MultiChoice for supporting the Copper Queens journey to the Tokyo 2020 Olympic Games. Speaking during the handover of the cheque to the Charity Lumpa led committee of eminent women, Multi-Choice Zambia Managing Director Kobus Bezuidenhout said the organisation was aware of the challenges that FAZ faced in preparing the team for the Olympics. “As we celebrate the qualification of the Copper Queens to the 2020 Olympics, we are aware of the many challenges that the association faces in ensuring that our team not only succeed at the Olympics but that their time there is made as comfortable as possible allowing the team to only worry about their opponents and winning the cup. “It is the reason we are heeding the call by the Football Association of Zambia to offer support to our Women’s national team with a cheque to the value of $20, 000,” Bezuidenhout. And FAZ Executive Committee member Colonel Priscilla Katoba who represented the FAZ president, said the donation by MultiChoice would motivate the girls to strive for glory at the tournament that kicks off on July 23 to August 8, 2021 in Japan. Meanwhile, the committee’s chairperson Charity Lumpa said it was not easy to raise funds in a Covid-19 strewn environment where organisations were tightening their wallets. Lumpa heads a committee comprising Colonel Katoba, Dr Tukiya Mabula-Kankasa, Priscilla Mutale Nkanza, Ndiyoyi Mutiti and Brenda Kunda. The committee has so far raised US$30, 000 of the targeted US$2 million. Zambia is in Group F with Brazil, Netherlands and China at the Olympics where they will be the sole representatives of the African continent. – FAZ.
City look to clinch title in UCL dress rehearsal MANCHESTER City will be crowned Premier League champions if they beat Chelsea tomorrow in a game which is now a dress rehearsal for the Champions League final. Victory at the Etihad Stadium would allow Pep Guardiola's City side to open up an insurmountable 16-point lead over second-placed Manchester United, who have just five matches remaining. But while the title is now a formality for City, the Chelsea game takes on extra significance after the two clubs earned their places in the May 29 Champions League final in Istanbul. – BBC.

PEACE IS GOLDEN THE Zambia Police Service has assured of peace in the run up to the August 12 elections even as some doomsayers are predicting violence. Inspector-General of Police, Kakoma Kanganja, has guaranteed that Zambia will continue enjoying peace during and after the polls, hence there is absolutely no need to panic. Yes, Zambians are generally peaceful, but some desperate political elements would want to blight such a remarkable record.
