DIALOGUE A MUST! DIALOGUE is the best recourse to harmonise a widening gap between the opposition and the party in Government in any democratic dispensation. The political differences which often degenerate into violence in Zambia can only be ironed out if all political players, Civil Society Organisations (CSOs) and the Church agree to meet on the round-table without giving any pre-conditions. This has worked in Zambia before and it can still work! On Wednesday, President Edgar Lungu expressed willingness to dialogue with the opposition on sticky issues affecting the country. The opposition must seize this opportunity and agree to meet with the ruling party in the presence of the Church and CSOs. It will be prudent to make this initiative workable by ensuring that only established political parties and credible institutions are invited. This should be so because there are some political parties that have been in existence for some years, without demonstrating seriousness. Many a time, they have acted as spoilers, always speaking loudly yet they do not even have secretariats and executive committees. They are one-man parties specialised in press conferences and media interviews; they are spoilers. Political dialogue is an important national agenda which must only accommodate serious parties which have the ability to mobilise members and participate in elections. Secondly, CSOs which are politically-inclined must not be allowed to spoil such an important undertaking. Usually, the heckling which in the past has scuttled political dialogue has been relayed through ‘spoiler’ political parties and biased elements with a narrow agenda. There are so many sticky issues that require to be included in the political dialogue agenda, such as the Public Order Act, electoral process, political violence, the distressed economy and media reforms. It is expected, therefore, that the opposition will respond favourably to President Lungu’s announcement that he is ready to meet political opponents. The UPND, New Hope MMD, National Restoration Party, Forum for Democracy and Development, National Democratic Congress, Andyford Banda’s People’s Alliance for Change and the Patriotic Front must get to the round-table. There are other political parties such as Alliance for Democracy and Development and the newly-formed Movement for Democratic Change under Felix Mutati that can make valuable contribution during dialogue. On the other hand, the Church must participate in good faith so should the CSOs as both groups are an integral part of governance. The Church and CSOs play a vital role in guiding and supplementing Government efforts in communities and elsewhere. All players must look back and analyse the reasons behind failure of political dialogue so that pitfalls can be avoided this time around. One of the reasons for failure is that toxic language had continued flying around while arrangements for dialogue were being made. Another reason is that some players set unnecessary pre-conditions and in the end quarrelling took much of the time and space even before getting to the round-table. Some people worked hard to scuttle these discussions through various disruptions, hence the need to keep at bay all potential spoilers. Lastly, all parties must leave behind bitterness and grudges as they discuss arrangements for the political dialogue; they should forget and forgive. Zambia will be going to the polls on August 12 this year and therefore dialogue must be held in earnest.

President Lungu said he was ready for any dialogue aimed at resolving challenges. When he met with a delegation from the Reformed Church in Zambia who paid a courtesy call on him at State House, Bishop Kaela said the church was happy that the President has come out to indicate his willingness to meet and dialogue with his political opponents and the church on matters of national importance. He said the call for dialogue

to bring together all political opponents to find a lasting solution to end political violence in the country. He said the country was known to be a beacon of peace and that other countries in the region and Africa as a whole were looking up to Zambia as a good example of how citizens can live in harmony and peace even amid misunderstandings. THE Lusaka High Court has nullified a dead man’s Will which lawyer Nathaniel Inambao is accused of forging. Judge Pixie Yangailo has nullified the Will after finding that the signature on it, purported to be that of the late Dominic Chimfwembe, did not match signatures on his official documents. In this case Mr. Chimfwembe’s daughter Hellen sued her step mother Clara who is the deceased’s surviving widow over the Will in question. According to Helen, after her father’s burial in 2018 there was a family meeting where it was discovered that the deceased did not leave any Will, after which Clara was appointed as administrator and the late Mr. Chimfwembe’s uncle as coadministrator of his estate. She said a few weeks later a legal assistant Mubanga

Chibonga from ICN Legal Practitioners, a law firm belonging to Mr. Inambao, informed the family that there was a Will left by Mr. Chimfwembe. Hellen said she and her siblings then went to the law firm where they met Mr. Inambao who was alleged to have prepared the purported Will. She testified that on March 2, 2018, Mr. Inambao met with the family in Kabwata and read out the Will whose copy he gave to the widow and another copy to Judge Philip Musonda in his capacity as a family representative. Hellen said when she and her siblings read through the Will they were not satisfied with its contents and discovered that the signature against their father’s name appeared strange and did not look like the one they were familiar with, prompting her to sue her stepmother Clara. Corrupt Council revenue collector convicted By SILUMESI MALUMO A REVENUE Collector with the Chirundu Town Council has been convicted for corrupt practices by the Siavonga Subordinate Court. In 2019. the Anti- Corruption Commission (ACC) arrested Clever Habukali, 44, of Mission Area in Chirundu, and charged him with three counts of theft by public servant and three counts of fraudulent false accounting. Details in the first count are that Habukali, on January 29, 2018 stole K480 while in count two, he stole a similar amount of K480 from the council. Habukali was also charged with three counts of fraudulent false accounting, according to a statement yesterday issued by ACC Public Realtions Manager Timothy Moono. In count one, on January 22, 2018, Habukali made a false entry on a duplicate copy of a receipt, a transaction concerning Chirundu Town Council. When the matter came up for commencement of defence, Habukali changed his plea from not guilty to guilty. He was accordingly convicted on all the six counts on his own admission and given a suspended sentence of three months for each count with hard labour.

Yangailo found that the late Mr. Chimfwembe was not the one who signed on the purported Will.She ordered Clara to deliver letters of administration granted by the High Court to the court forthwith and also ordered her to give a full account of all the assets belonging to the deceased’s estate, including rentals from the lease of stand number 471 of 11063 Libala Stage 3. Ms. Justice Yangailo said this should be from the date of Mr. Chimfwembe’s death to the date of production of the said account, which should be done within one month from the date of the judgment. Mr. Inambao, who is former Commissioner of Lands and one of the lawyers who represented UPND president Hakainde Hichilema in his treason case, is also facing a criminal charge of forgery over the same Will and the case is still at trial stage before Magistrate Judith Chiyayika.

Church to engage political leaders – Fr. Lungu ZAMBIA Conference of Catholic Bishops (ZCCB) Secretary General Cleophas Lungu says political leaders have an important role to play in ensuring that there is peace before, during and after the August General Election. Fr. Lungu has also appealed to political leaders to refrain from using youths to perpetuate violence. He says political parties should instead encourage youths to be promoters of peace- building in the country. Fr. Lungu says the church also has a critical role to play in peace building especially as the country moves to the August poll. He says the church has to advocate for peace and ensure members commit to what Jesus Christ calls Christians to abide by. Speaking to ZNBC News in Lusaka today, Fr. Lungu said the Catholic church in Zambia is committed to play a prophetic role. He said the church has come up with a strategy for peace building in Zambia in the run up to the elections. Fr. Lungu said it is important for the church to engage several stakeholders as the country prepares for the polls. He said the church has been engaging Government to see areas where they can collaborate to achieve the goal of maintaining peace in the country. Fr. ‘State must get more revenue from mines’ By NATION REPORTER GOVERNMENT must negotiate for a fair share of revenue from the mines of at least 50 percent of profits and stop tax exemption as other neighbouring countries are doing, a mining expert Mwimba Bwalya has said. Mr Bwalya said currently, foreign investors under the Mineral Royalty Tax regime were the major beneficiary of 90 percent to 95 percent of revenue on production of minerals while the State, the owner of mineral resources ends-up getting a paltry five percent to 10 percent of revenue. He said Mineral Royalty Tax was paid on production such as sales, revenue and tonnage when the mines become profitable. Mr Bwalya said other countries such as Botswana, Tanzania and Zimbabwe were benefitting meaningfully from the mining sector. “Botswana’s royalty is at 55 percent, Tanzania at 60 percent and Zimbabwe has increased royalty to 70 percent,” Mr Bwalya said. Mr Bwalya said Zambians were free willing with their mineral resources at the expense of earning foreign exchange, strengthening the Kwacha and developing the economy from their God- given mineral resources. Mr Bwalya called on Government to ensure that mineral royalty paid to the State be a deductible share of revenue for computing corporate income tax when arriving at the gains or profits of foreign investors in the exploitation of natural resources. He also urged the State not to give foreign investors five-year tax exemptions.

WIDEN KILLING PROBE, SAYS LUCHEMBE From Page 1 Speaking in an interview yesterday, Chief Luchembe said the law of natural justice should prevail over the December 23, 2020 shooting incident in which a public prosecutor Nsama Nsama Chipyoka and a UPND cadre Joseph Kaunda died. He said UPND president Hakainde Hichilema must be held responsible for the deaths of two people last December just like Americans have blamed their outgoing President Donald Trump for the deaths of four people who died during protests at the Capitol Hill yesterday, an opposition leader has charged. The chief said this was because prior to the incident, police had warned the UPND supporters to stay away from the proceedings but Mr. Hichilema failed to control them and he must therefore be held responsible for ferrying them from even outside Lusaka. Chief Luchember said the police and other law enforcement agencies must investigate Mr. Hichilema for ferrying the UPND cadres from as far as Mazabuka and Kafue to police headquarters where he appeared for questioning. He said the Zambia Police Service and President Editor Lungu’s government are not responsible for ferrying the UPND cadres to go and cause havoc in the name of offering solidarity to Mr. Hichilema. “In as much as we are aware that Mr. Hakainde Hichilema has written to the Human Rights Commis-

sion, we want to call upon the same Commission to thoroughly investigate all the UPND cadres if they possess guns. They should be scrutinised through the system to know which ones among those people from the UPND camp own guns. “What happened in Zambia where two lives were lost could have been avoided. In the same vein, what happened in the United States of America could have been avoided if President Donald Trump had told his people to stay home. This is the more reason we are saying that a businessman is not good for top leadership of President,” Chief Luchembe said. He called on the police and other law enforcement agencies to extend their investigations to Mr. Hichilema’s camp and scrutinise all his cadres and the people who went to police headquarters, adding that he is happy that some of the 32 buses that were used to ferry the cadres had been impounded. Chief Luchembe called on Mr. Hichilema to learn from late President Michael Sata who stopped Copperbelt-based Patriotic Front supporters from coming to Lusaka to protest against his loss in the 2006 general elections and 2008 Presidential by-election on grounds that he did not want to come and rule a ruined country. He said even when Mr. Sata was summoned to police on various occasions he stopped PF cadres from accompanying because he was called alone and he was able handle it.

MUZ President, Joseph Chewe, said previous Republican Presidents had failed to act on Vedanta Resources, but President Lungu took a bold decision to place KCM on liquidation after the Indian investor failed to run the giant mining company. Sanitation Company Limited (LWSC) to court demanding a 15 percent salary increment across the board for 2020 to 2021. The union is claiming a consolidation of salary into

It stated that under salary increment, initially salary consolidation was proposed by the employees during negotiations for the previous collective agreement, but the union needed to consult its members before taking a position on the same. But in its answer, LWSC asked the court to dismiss the matter claiming that it was impossible to award the union any of the reliefs sought. By definition, extra-judicial killings, also known as extrajudicial executions or extra-legal killings, common in many dictatorships, where specialised squads are established by governments. They are called extrajudicial because the killings are without the sanction of any legal or judicial proceedings and are targeted at political, trade union, dissident, religious and social figures. Their modus operandi included numerous assassinations, human rights abuses, abduction and forced disappearances. In El Salvador, extrajudicial killings and death squads were famed for their notoriety. They assassinated Archbishop Oscar Romero in addition killing hundreds of peasants and activists, including such notable priests. The squads were made up mainly of soldiers from the Salvadoran military, and were cooperating directly from superior orders of the military leadership. The events of in Lusaka do not rise anywhere near organised and directed killings, hence perhaps the difficulty at arriving at a conclusive finding. In Nigeria, President Muhammadu Buhari recently announced that 69 people had

been killed in protests against police brutality. Those killed included police, soldiers but mainly Civilians. The deaths were mainly civilians but include police officers and soldiers. The protests in Nigeria began on October 7 with mostly young people demanding the scrapping of a notorious police unit, the Special Anti-Robbery Squad (Sars). The unit was dissolved later. President Buhari, 77, justified the killings by stating that his administration would not fold its arms and allow criminals who had hijacked the protests to continue to perpetrate "hooliganism" and announced that 51 civilians, 11 police officers and seven soldiers had been killed in the unrest. On November 9, 2020, Uganda police shot dead 16 protesters and seriously injured 45 others during protests by supporters of an opposition presidential candidate. Many others suffered serious injuries After the clashes and deaths, the minister in charge of security announced that police had been given the right to shoot protesters dead if they reached a certain level of violence. Similarly in October last year at least seven people were shot dead during clashes between protesters and police following elections in Ivory Coast. Half a dozen opposition protesters were killed by defence forces in Zimbabwe in August 2018 when they took to the streets to demand the release of the results of presidential elections held on July 30. This year, the Kenya Police Service has been responsible for 267 extrajudicial killings, a report by the Democracy in Africa states. “That is six deaths every week. With a recent tally of 24 in just three weeks, this issue has come to the forefront,” the report says. Amid the widespread condemnation, the Independent Police Oversight Authority (IPOA) announced that it will be investigating the problem. The Independent Medico Legal Unit (IMLU), which investigates police brutality, reported 152 deaths by the police in 2017. Over the four previous years, 612 people were killed. It has been noted that 2017 had been one of the worst years on recent records, with a spike during the presidential election. Many thought that there would be a decrease this year.

But what is extra judicial killings?

An extrajudicial killing is the killing of a person by governmental authorities without the sanction of any judicial proceeding or legal process. They often target political, trade union, dissident, religious and social figures. This is beyond the action or authority of a court, beyond, outside, or against the usual procedure of justice; legally unwarranted: an extrajudicial penalty. In its usual sensational way of attracting public sympathy and rallying support from its allies, the UPND has submitted a lengthy complaint to the HRC against President Edgar Lungu and the ruling Patriotic Front (PF). As expected, the letter, which has been widely circulated to friendly civil society organisations, is full of exag-

In the rambling letter, the UPND president Mr Hakainde Hichilema has accused the government through the Zambia Police Service of carrying out “extrajudicial” killings citing the unresolved deaths of two people in Lusaka a fortnight ago during clashes between police and his supporters. Public prosecutor Nsama Nsama Chipyoka and Joseph Kaunda were shot dead by unknown people as police dispersed raucous UPND cadres who had been bused from various towns to give solidarity to Mr Hichilema as he appeared at Police headquarters for questioning against advice by government. As far as the UPND leader is concerned, the police are guilty. All he wants is an endorsement of his “findings” from the HRC so that he can use it in his smear campaign against his political rival using international media. An extrajudicial killing, also known as extrajudicial execution or extra legal killing in legal circles, is the killing of a person by government agents without the sanction of any judicial proceeding or legal process. watchdogs have reported extrajudicial killings state agents have either abducted or arrested citizens and executed them without subjecting them to the due process of the law. But where there are clashes between state agents and protesters and some people get killed it is prejudicial and premature to call the deaths extrajudicial killings even before investigations are concluded. The HRC must approach its independent investigations with extreme caution to avoid stoking the UPND’s political propaganda as it has done in the past. It has been quick to blame the government without raising a finger at those who created the circumstances in which the deaths have happened. It borders on misinformation and crass propaganda to call the deaths of Mr Nsama and Mr Kaunda as extrajudicial killings. If indeed Mr Hichilema has material evidence as he has claimed in his letter to the HRC why hasn’t he provided it to the police or to the public?

If such evidence were available indeed, as he claims, he would have held a huge press briefing to which he would have invited friendly international media to shame his arch political enemy. Zambia remains generally a peaceful country despite the unfortunate, unresolved deaths of civilians in isolated incidents when compared to other African countries. Zambians have not forgotten how Mr Hichilema’s cadres manhandled and slapped police officers at Lusaka Central police station in 2016 and got away with the mischief. Lethal shootings by troops have not been seen in Zambia at that scale. It is therefore surprising that some people are trying to portray a picture to the outside world that Zambia is in the grip of extrajudicial killings. Police and independent investigating agencies should be allowed to conclude their investigations and release their findings to the public without undue pressure from those who are clearly seeking reap political benefits from the recent deaths of Mr Nsama and Mr Kaunda.

Dr Chipimo said that the current monetary policy framework was such that the BoZ sets the Policy Rate with a view to influencing the interbank rate. This is the rate at which banks lend short-term funds to each other and ultimately impact on the cost of funds in the retail market and the lending rates. He explained that the reduction of lending rates was broadly in line with the percentage points adjustments in the Policy Rate. This reduction, he said, was supported by other measures the Central Bank had undertaken to provide liquidity support to the financial service providers. Commercial banks, in general, have responded positively to the Policy Rate reductions by adjusting their rates downwards, says BoZ Deputy Governor-Operations, Francis Chipimo. The Policy rate currently stands at eight percent, the lowest since 2012.

This was after a weaker United States dollar boosted the appeal of the greenback-priced metals, with sentiment aided by gains in the commodities markets on hopes of a recovery in the global economy. “On Monday, three-month copper on the London Metal Exchange climbed 1.5 percent to US$7,880 a tonne,” the bank said. Elsewhere, Absa said oil prices rose on Thursday as Saudi Arabia, the world's biggest exporter, unilaterally

There were some pockets of improved demand, but operations continued to be hindered by Covid-19 and currency weakness, says Stanbic Bank’s Purchasing Managers’ Index™ (PMI™). The headline PMI posted 49.0 in December, down marginally from 49.3 in November and signalling a further modest deterioration in business conditions in the private sector. According to the survey, the reading was the second-highest in almost two years, with conditions much closer to stability than was the case earlier in 2020. “The pace of reduction in output eased to the softest in 22 months during December as some companies increased activity in response to rising sales. “A number of firms continued to see output decline, however, linked to closures due to Covid-19 and price pressures related to currency weakness,” the survey said. It however indicated that despite some signs of improvement, demand conditions remained challenging, resulting in a further modest reduction in new business. According to the survey, firms lowered employment, and to a greater extent than in November. “In contrast to the picture for employee-related costs, purchase prices continued to rise in December. The latest in-

crease in purchase costs was widely linked to currency weakness. “That said, there were signs of inflation softening, with the latest rise the weakest in four months. With overall input prices rising, companies increased their own charges for the fifth successive month, albeit at the slowest pace since August,” the Survey said. KENYA RISKS EUROBOND ACCESS OVER DEBT PILE UP, WARNS IMF NAIROBI - Kenya risks losing access to cheap Eurobonds due to its debt pile-up, the International Monetary Fund (IMF) has warned, citing investor concerns over possible defaults or deferment of repayments. The IMF’s latest assessment of Kenya’s debt sustainability shows the country is likely to breach the threshold over the next decade going by the level of external loans against the value of dollar-earning exports, tax revenues and gross domestic product (GDP) - factors that drive lending decisions and pricing of sovereign debt. Official data shows that Kenya’s debt stood at 69.2 percent of the GDP in August 2020, having climbed from 61.7 percent at the end of 2019 and 50.2 percent at the end of 2015. “The DSA (Debt Sustainability Assessment) suggests that Kenya is susceptible to export and market financing shocks and more prolonged and protracted shocks to the economy would also present downside risks to the debt outlook, including from the continued potential loss of market access for frontier economies at reasonable prices, thus raising the probability that the debt indicators would remain in breach of the thresholds over time,” the IMF said in its assessment report. The IMF warning comes barely a month after Treasury Cabinet Secretary Ukur Yatani told Parliament that Kenya expects to return to the Eurobond market in 2024 to refinance $1.2billion maturing bonds it

Sub-Saharan African countries have been tapping cheap dollar loans that saw outstanding debt nearly double to $625 billion between 2011 and 2019, according to the World Bank. But now the continent is facing jittery investors since Zambia defaulted on its Eurobonds and other countries restructured bilateral loans under a deal offered by the Group of 20 of leading economies. The IMF projects that Kenya’s debt in present value terms will hit 69.9 percent of the GDP in 2022 and breach the 70 percent threshold up to 2024 when the country is scheduled to settle the 2014 Eurobond in a bullet payment - a single repayment of principal of a bond or loan on its maturity date. The fund’s assessment further shows

that Kenya will also be in breach of the amount of interest payments against dollarearning exports and debt service against tax revenues in 2024. The country has recently turned to expensive commercial loans to refinance maturing debt and fund the budget. These include syndicated loans arranged by banks which are short-term and charge interest rates as high as eight percent. The IMF and the World Bank are helping Kenya balance its books by offering low-cost loans with long grace periods and lengthy maturity to reduce interest payments and make debt easy to service. Last week on Monday President Cyril Ramaphosa announced a ban on the sale, distribution and most transportation of alcohol, saying the move was prompted by the steep second wave of Covid-19 infections hitting the country. “According to the data we have, with every relaxation of the restrictions on the sale of alcohol, the number of trauma cases reporting at our hospitals has increased,” said Ramaphosa. SAB says it now sees legal action as its only option left to protect its employees, suppliers, customers, consumers and all the livelihoods it supports. According to SAB, it supports all lawful measures that curb the spread of the pandemic, including an earlier curfew

to limit movement, reduced indoor and outdoor capacity at gatherings, measured alcohol restrictions, and heightened law enforcement. It does not, however, agree with the introduction of a new outright ban on the sale of alcohol as is currently in place. “As seen with the last two alcohol bans, the unintended consequences of an outright ban on the sale of alcohol are dire. Over 165, 000 people have already lost their jobs with a further 100, 000 people moving into poverty as a result of the alcohol bans,” said Lisa. “We have seen small and large businesses severely impacted, billions of rand lost in taxes, the entrenchment of illicit trading and the looting of alcohol stores.” “We ensured we engaged with Government (before the current ban was imposed). We asked Government to consider a reasonable alternative. Unfortunately, those proposals and (the) basket of potential restrictions we suggested to consider instead of an outright ban were not taken into account,” Lisa. FIN24.

HARARE - Many African countries - including Zimbabwe - have pinned their hopes for economic revival on the African Continental Free Trade Area (AfCFTA) agreement that came into force on January 1, 2021. The AfCFTA - which was initially set to commence on July 1, 2020 but delayed due to the coronavirus - seeks to boost intra-Africa trade. As of December 2020, 54 countries had signed the agreement, while 34 countries have deposited their instruments of ratification, according to Wamkele Mene, the AfCFTA secretary-general. If implemented fully, the trade pact could boost regional income by seven percent or US$450 billion, speed up wage growth for women, and lift 30 million people out of extreme poverty by 2035, according to the World Bank. A report from the World Bank shows that Zimbabwe and Ivory Coast - where trade costs are among the continent’s highest - would see the biggest gains of the AfCFTA, with each increasing income by 14 percent. But economists argue Zimbabwe needs to put its house in order first for it to benefit. Zimbabwe used to have a robust manufacturing sector, which would have

put it first in the queue of countries that could benefit from the AfCFTA. Decades of mismanagement, however, have created an economy of importers rather than producers. The country relies on imports of nearly everything from furniture, chemicals, clothing to even toothpicks from neighbouring South Africa and China. Prosper Chitambara, an economist in Harare, says that Zimbabwe will not immediately benefit from the trade pact. “We have low capacity in all key sectors of the economy and in particular the agricultural and the manufacturing sectors. (Our) competitiveness and productivity gap is huge and this renders us incapable of competing with the rest of the African nations,” he says. He adds that the country needs to strengthen the industrial sector and address challenges in the agricultural sector. Zimbabwe National Chamber of Commerce president Tinashe Manzungu says for liberalisation of trade to bear fruit, African states must overcome the trade constraints. “These supply constraints include weak infrastructure (and) time consumed procedures at customs borders,” he explains. - The Africa Report.

Coronavirus: Arrivals in UK could soon need negative test LONDON - Travellers to the United Kingdom from abroad could soon be required to prove they have had a negative coronavirus test. The Department for Transport (DfT) said the measure is one of several being considered to “prevent the spread of Covid-19 across the UK border.” “Additional measures, including testing before departure, will help keep the importation of new cases to an absolute minimum,” the department added. It is thought that haulage drivers coming through ports would be exempt. However, the DfT said full details are still to be agreed and will be set out in “due course.” Any such measure would be a devolved issue, so the the DfT would need to agree a path forward with Scotland, Wales and Northern Ireland to make it UK-wide. A spokesperson said: “With a new strain of the virus on the loose in South Africa and a more infectious variant already widespread in the UK we need to do more.” The measures were being discussed as Prime Minister Boris Johnson imposed the third national lockdown in England to prevent the NHS being overwhelmed. The prime minister has faced some calls to strengthen border protections to prevent the arrival of new cases, particularly of new and concerning strains. However, there was no mention of tougher border controls during his address to the nation on Monday, or press conference on Tuesday. – BBC.

KATUKA’S ‘FOOL’ REMARKS INSULTS TO COLLECTIVE INTELLIGENCE OF ZAMBIANS

Dear Editor, WE are extremely shocked that an elderly citizen in UPND SecretaryGeneral Stephen Katuka can issue a statement that only fools can vote for the PF. From the time he was quoted we had exercised patience to comment on it to be fair to him hoping that perhaps he will do the honourable thing and dispute the statement. Mr Katuka is not only a political figure but he is a senior citizen to whom young people look up as a standard of morality. By calling the people voting for PF as fools, Mr Katuka is insulting the collective wisdom of Zambians who have overwhelmingly and consistently been voting for the party since 2011. The people of Zambia have also shown unrelenting desire to vote for the PF and President Lungu this year. Not only that, the PF has MPs, councillors, and Council chairpersons nearly in all corners of Zambia. It is therefore demeaning to the people who have entrusted the PF with the noble and fiduciary responsibility to manage their capacity.

Mr Katuka In a direct democracy like ours, the PF is a mere proxy and the shareholders are the people that still hold the PF as a political movement of their preference. Mr Katuka who joins his boss, Mr Hakainde Hichilema in publicly issuing discourteous statements should appreciate the importance of diversity in a democratic society. We are not surprised since he did not denounce Mr Hichilema’s insults when he addressed a rally in Kasama’s Lukashya constituency last year. We also wish to remind the UPND that in a democracy, the people’s choices must be respected. We wondered what the UPND would do to people that have exercised their democratic right to associate with PF in an event they had instruments of powers. We say so because the crude language from the UPND top brass has a ripple effect to their members. We are therefore not surprised as to why the UPND bloggers continue to verbally abuse the PF sympathisers and referring to them as fools. Further, the Zambian society has national values and principles. Among the basic tenets of national values and principles is morality. It is immoral for the party seeking to hold political office to refer to the classes of citizen as being second class citizens. This is tantamount to democratic and it is evident that the UPND is not ready to rule the country. The Patriotic Front for instance, was humiliated terribly in other parts of the country during the 2016 elections. However, as the political party founded on democratic tenets, it did not take offence of the clear rejection but accepted that democracy had prevailed. We also wish to counsel the UPND to desist from politics of character assassination and must debate national issues with utmost objectivity and sober mindedness. Guard against the deadlier and fast spreading Covid-19

CALLS FOR KAMPYONGO’S RESIGNATION ARE MALICIOUS, MISPLACED Dear Editor, IT is also clear to everyone that the UPND is now not just a political party but a militia organisation that is bent on destabilising our country in their selfish quest for political power. With the current escalation of UPND’s violence into assassinations, the Police Service must go full force with all its armoury and deal with them once and for all before they send this country into a civil war. It is a nightmare and a frightening thought to imagine UPND in power. Home Affairs Minister Stephen Kampyongo must ignore and brush off the renewed calls for his resignation by UPND president Hakainde Hichilema and his surrogates because the move is highly misplaced. He should instead continue to execute the tasks mandated to him by the President to turn around the working culture of the Zambia Police Service. Resigning from office is a critical ethical decision for individuals and cannot be done because of mere calls from disgruntled people who have a political agenda to usurp power and paint the government in place as black. Resignation also remains one of the basic moral resources for individuals of integrity. The option to resign reinforces integrity; buttresses responsibility, supports accountability, and can provide leverage and boundary drawing. This promise presumes that individuals have the capacity to make and keep promises, the competence to do the tasks of office, and the ability to be effective, as Mr Kampyongo has shown. The Minister must not be shaken or disturbed by such calls but go flat out with his team to investigate who give the command for those assassinations

Mr Kampyongo and the starting point without any doubt must be Mr Hichilema who seems to have information and has publically announced of such knowledge. Mr Hichilema must be quizzed to give his side of the story and no investigation officer must be intimidated by anyone. Mr Hichilema and his UPND surrogates must not even cry political persecution, as we now know what their intentions are and what results they want to achieve. No stone must be left unturned to solve this dilemma, as it may become a nuisance if not abated. UPND as a political party is part of the bigger violence problem that Zambia is facing and the powers that be must deal with them with the force they deserve if we are to enjoy any more peace in this country. UPND has managed to pollute the entire political landscape of our country to never imagined levels of violence and intolerance.

Anyone who suggests or offers an opinion or statement contrary to their thoughts or beliefs is deemed an enemy and the entire organisation will go up in arms threatening violence and using words one never thought they would be used against a fellow human being in our Zambian Christian nation. It is a nightmare and a frightening thought to imagine UPND in power. UPND has caused so much harm in our political spectrum because of their everyday violence and their crybaby rantings when issues backfire on them. They have the habit of playing victim, when in essence they are the instigators of all their problems. UPND has a tendency of daring the same Police Service they would want to get protection from, UPND surrogates spend their entire time on social media insulting the high command of the police and government officials. UPND has a tendency to ignore the warning and advice offered by the Police Service and they will go ballistic if things backfire on them. With the current escalation of UPND’s violence into assassinations, the Police Service must go full force with all its armoury and deal with UPND once and for all before they send this country into a civil war. It is also clear to everyone one that UPND is now not just a political party but a militia organisation that is bent on destabilizing our country in their quest for political power. And in  moving forward, the Police Service must aim to tackle issues pertaining to violence aggressively without fear or favour, no sympathy must be brought on the table but, only facts and consequences of their actions thereof. Dear Editor, ZAMBIA should guard against the new wave of Covid-19 which is more deadly and spreads faster than the former one. Our country within the month of December confirmed close to 3, 000 Covid cases and 28 deaths. Minister of Health Dr. Chitalu Chilufya last Wednesday confirmed that the country has recorded the second wave of Covid-19 called 501Y.V2. Dr. Chilufya disclosed this during the weekly coronavirus update. In the last 24 hours preceding Wednesday, the country recorded 285 cases. Dr. Chilufya also disclosed that the new strain of coronavirus that has been recorded in Zambia in the recent past is the same as the one recorded in Europe and South Africa. Reality being what it is, the new strain of coronavirus is deadlier and it spreads faster than the old one. It kills faster than the former one. However, people aged between 17 and 45 are most vulnerable to contract this new strain of Covid-19. The reason being that this category of people like patronising public gatherings such as weddings for instance. Pregnant women and people with critical health conditions are also vulnerable to the coronavirus pandemic. It I quite clear that coronavirus is real and people should not drop the guard against the Covid-19 pandemic. People should instead strictly adhere to the Covid-19 health guidelines. These include masking up, observing social distancing, sanitising and washing hands with soap. Failure to observe the Covid-19 health guidelines, the country is most likely to witness a surge in infections and deaths owing to the fact that the new strain of Covid-19 is more deadly and it kills faster. Chilangwa prods civil servants GOVERNMENT has called for dedication and selflessness among civil servants while appreciating the efforts being made to sustain their wages and conditions of service. A TRADITIONAL leader in Mpika has challenged all parliamentarians to help attract investors that can invest in chiefdoms. According to Chief Chikwanda, investors must be brought in quickly to bring the much-needed development. He said Members of Parliament should be in the forefront to woo investors to

chiefdoms within the constituencies they represent, if meaningful development is to be attained. The National Housing Empowerment Fund (NHEF) proposes to construct Emerald Park Estate which is situated along Leopards hill road, 29 km from crossroads shopping mall and before Mikango Barracks. This development is covering a total area of 390 Hectares in New Kasama Township, Chongwe District of Lusaka province. The proposed Emerald Park will consist of 4,129 residential plots, 39 commercial plots and 49 industrial plots. The plot sizes range from 200 m2 to 4900 m2 .The proposed site will comprise of commercial units, a guard house, paved parking bays and concrete roads. ‘Journalists must fully understand electoral process’ By ANDREW MUKOMA WHEN journalists are not well equipped and informed on the electoral process, there are higher chances of the public being misinformed, Governance, Elections, Advocacy, Research Services (GEARS) has said. GEARS Executive Director, MacDonald Chipenzi, observed that if journalists and media institutions have less knowledge on the electoral process, they care likely to contribute to a disputed election. Mr Chipenzi said that this is the more reason why GEARS has embarked on training journalists to equip them with knowledge on electoral process. He was speaking during a one-day media training workshop for journalists under the umbrella of Livingstone Press Club held at Livingstone Lodge yesterday. “With journalists not fully understanding the Electoral Act, an election can be disputed. There is need for the media to understand the

law that govern the electoral process in Zambia,” Mr Chipenzi said. He said that the media plays a critical role in the electoral process, the reason why GEARS is training journalists in election reporting. “So, this year as we go for elections, the media needs to inform, educate, entertain and also make money for their operations. Understanding the law that govern the electoral process helps the media to be factual in their reporting. “Therefore, the training is aimed at strengthening the electoral legal knowledge among journalists in the district,” he said. Earlier, Livingstone Press Club president, Hilda Akekelwa, acknowledged that the training has come at the right time when the country is heading toward the polls in August, this year. Ms Akekelwa charged journalists are often accused of not digging deeper when executing their mandate. She said that the current electoral Act is a huge volume that journalists must acquaint themselves with.

Dilapidated Kalumbila-Mwinilunga road worries authorities By JACKSON MAPAPAYI A CIVIC leader in Mwinilunga has bemoaned the poor state of the Kalumbila-Mwinilunga road. Mwinilunga Town council Chairperson, Felix Kanyemba, said in an interview that being of economic value, the state of the road should be improved. Mr Kanyemba said that people are now spending over six hours on the road, a distance they used to cover within two hours. He said many pronouncements have been made by various senior government officials including but to date, nothing has been done on road. “The road is completely worn out, it is something you cannot talk about. And the earlier it is worked on, the better,” he said. Mr Kanyemba wondered how the products from the Kalene Fruit Factory will be transported on such kind of a road. “Apart from that, you are aware that Mwinilunga only has a first level hospital, meaning, all referrals are taken to Solwezi. Now, with the current state of the road, can a patient moving on such a road survive? “And to make the matters worse, that patient has to be in the road for over six hours, can they survive? he wondered. He also bemoaned the poor state of the Mwinilunga-Kambimba border post via Kakoma Chiefdom. “As we speak, the Kakoma chiefdom is cut off because all the bridges have been washed away. Now, supposing there is a patient whose condition requires a referral, how can they be transported when the area is cut off from the rest of the district? This is not fair at all,” he said. Mr Kanyemba called on Government to equitably share the national cake by taking development to all parts of the country.

ETTLERS in the Gwembe Valley stretching from Siavonga up to Mapatizya in Zimba are concerned with what they view as abandonment of the Bottom Road by Government. The residents are concerned that since 2014, works on the Bottom Road have stalled. They have protested that even the stretch that was worked on from Siavonga up to Sinazongwe has now deteriorated. They residents have said that some bridges and parts of the road have been washed away. Mr Winter Muvombo, the Chairperson of Gwembe Valley Must Develop (GVMD) has confirmed the complaints by the people of the Valley. According to Mr Muvombo, the people are appealing to Government to consider continuing the works on the road. GOVERNMENT has directed the Mazabuka Municipal Council to ensure that traders abide by the set guidelines such as social distancing and masking up amid the second wave of Covid-19. Southern Province Minister, Edify Hamakale, said as the second wave of the pandemic is on the rise, traders must abide by the health guidelines and observe social distance. Dr Hamukale has instructed the council to stop all street vending in the Central Business District. He said all traders must move to designated market shelters, most of which are virtually empty.

Mazabuka residents get Covid-19 counsel “It is regrettable that most market stands are not being utilised and people have continued trading on the streets. Therefore, I call on the municipality to ensure that all traders leave the streets to designated markets where social distancing and wearing of face masks can be abided,” he said. Take care of toilets, Kabompo residents told RESIDENTS of Kabompo district have been urged to build quality toilets if sanitation conditions are to improve in the area. Kabompo District Water and Sanitation Coordinator, Bonaventure Hakooma, said his office is concerned that people who are mostly affected by poor sanitation do not consider toilets to be as important as their main house building. Mr Hakooma said this in an interview in Kabompo yesterday. “People need to realise that toilets are just as important as their main house. So they need to build them well enough that they stand a test of time. We get really worried when people who are mostly affected by poor sanitation don’t do much to ensure their toilets are built properly,” Mr Hakooma said. He stressed that although there has been a small lapse in the monitoring and evaluation of communities during the Community Led Total Sanitation (CLTS) programme, communities should not abandon what they have learnt. “Just because people have not been visiting these areas does not mean that people should stop building recommended toilets. Remember the work has already been done as most village members were taught these things, so why should they only wait for people from our office,” he wondered. THE CORONAVIRUS DOMINO EFFECT IS TAKING ITS EFFECT

I

RECALL a few days ago I met an elderly lady who was so visibly surprised that she had been found with Covid-19 and was now in isolation fighting for her life. She told me she had never left the house in a long time. She says suddenly the previous day she just started coughing, having difficulties to breathe just literally running out of breath. She said she was taken to the hospital, tested positive for Covid-19 then sent to isolation where I met her when I was doing my morning rounds. She was able to communicate but was obviously having difficulties breathing, she kept on breaking mid-sentence. She was already on Oxygen since admission but definitely was in need of escalation to a higher level of Oxygen support as the virus had clearly already severely damaged her lungs. Put on the higher level that was available., her breathing improved, though she still visibly looked shocked and kept staring at me as if I had the explanation as to how come she got infected with Covid-19 in the first place and ended up in an isolation centre with us. I asked her if she had children, she said yes, I asked if they live with her, she said yes. I asked if they go out she said yes, I asked her how they were, she said they were fine But maybe she was right I could have an idea how she got infected and ended up in our care. And this is what probably happened prior to this and what will probably follow afterwards. It is a typical Domino effect taking effect. All it takes is just one piece to fall then the rest will follow. Please let us do some Covid-19 forensics…..

The case is the same with the PF Kitwe executive committee members, who are busy canvassing for support to be adopted at the parliamentary, mayoral and local government levels. PF ordinary members have complained that the adoption process would not be fair because many executive members were also aspiring candidates, yet they would also be in charge of the adoption process. Members including youths from various constituencies in Kitwe said it was difficult to trust the executive committees in the adoption process when most of them were aspiring for parliamentary, mayoral and local government positions. Kitwe District PF secretary, Lungo Kawaya, said he had heard about executive members intending to contest positions, but was yet to confirm with them. “However, I can’t comment about the provincial executive committee members aspiring for various positions because they are my seniors, but I have heard reports about those district executive committee members aspiring for parliamentary, mayoral and local government positions.

CB in robust Covid-19 sensitisation THE Copperbelt Province Health Team will start sensitising various community groupings such as churches, traders and commuters on the new strain of Covid-19. Copperbelt Health Director, Robert Zulu, said in an interview that the second wave of covid-19 is more aggressive, hence the need to educate various members of the community on the need to take precautions seriously. Dr Zulu said the first group to meet will be the clergy who have a large following and then shopping mall owners. He said the Ministry of Health will work with various stakeholders in educating and enforcing the Covid-19 measures. He added that local authorities will also be engaged. “We want to engage the local authorities to make sure that commuters on all buses adhere to the guidelines,” Dr Zulu said. Dr Zulu added that the Ministry of Health does not want to create a conflict with the general public but rather wants people to make positive decisions based on the information they will be given.

Armed police and military storm Ghana’s parliament ACCRA - Armed security personnel stormed Ghana’s parliament on Wednesday to restore calm following chaotic scenes between members of the ruling party and the main opposition party. JOHANNESBURG - South Africa reached a grim milestone on Wednesday by reporting the highest singleday deaths and new cases as it wrestles an aggressive new wave of Covid-19.

Health Minister, Zweli Mkhize, announced that 844 deaths and 21, 832 new cases were recorded, with most casualties in Eastern Cape province.
