THEY SHOULD NOT DIE IN VAIN THE Government owes the people of Zambia an explanation, not just for the killing of Nsama Nsama and Joseph Kunda but for the circumstances surrounding any form of criminality that could have occurred before, during and after the fatal events of the day. Zambians want to know the truth, nothing but the truth. First and foremost; what compelling circumstances led to the summoning of UPND President to Police Headquarters for questioning, in the very highly publicized manner that politicized and drew national attention. Could the questioning not have been done discreetly? Secondly and most importantly; what was the outcome of the questioning? We understand that from the many issues reported to the Police the interview was about the Kalomo farm. It is on record that HH was very pleased with the professional manner in which the officers conducted the interview. If indeed the questioning was civil, Police must allay growing cynicism and suspicion that the exercise was a mischievous gimmick intended for obfuscation. That farm was in court in civil proceedings and what is emerging from documentation including recent revelations by FDD president Edith Nawakwi, make it imperative that the Police own up and tell the nation the truth. It will not be fair for HH and ultimately indeed the electorate to enter the election campaign season in August with the issue of fraud hanging over his head. The civil matter before the High Court was not determined on its merit but rather on a technicality when the Judge ruled that the matter was time barred as it was commenced 12 years after the events complained of “the correct date of accrual of the right of action with regards to the disputed property begun to run in 2005 when the Defendant became the registered proprietor and took possession of the farm.” The claim was being made more than 12 years later, therefore according to statutes the claim was time barred. An important consideration is that the matter was a civil claim. The critical issue now concerns the criminal allegation of fraud and misrepresentation. Does the matter reported to the Police expire on account of the civil bar? We say so because the Judge was very clear when she said ”Suffice it to say that I find as a fact, from the documentation presented both by the Plaintiff and the Defendant that there was an assignment that led to the transfer of property from the Plaintiff in her representative capacity as Administrator. Whether or not there was a fraud occasioned would be a matter for further investigation.” To this extent we entirely agree with the judgment considering that the parties involved cannot by any stretch of imagination be equated, in understanding the complexity of land law let alone the complications of transfer of property at the Lands Registry. To suggest that the complainants should have exercised due diligence to determine the fact, belies the integrity and purpose of the entire action, which was based on the understanding that any transaction based on fraud and misrepresentation is void, regardless of the time in which adverse discovery was made. Fortunately, the papers are in the public domain and therefore not a mystery. The contention being that the administrator of the Estate did not sign any legal papers to transfer Subdivision A of Farm 1924, Kalomo in the extent of 2222.6549 hectares which was issued to HH sometime in 2005. It is important that the subject and result of the investigation are announced expeditiously, to avoid spilling over into the campaign period. This is very important, otherwise the two lives would have been in lost in vain.

Amending Public Order Act a non-starter, says NGO THE Democracy and Motherland Defenders Coalition (DMDC) has described as hypocritical, retrogressive calls from the UPND to amend the Public Order Act (POA). He said the people that frustrated various constitutional amendments were now calling for review of the Public Order Act. Retired soldier drops dead By KALOBWE BWALYA A SOMBER atmosphere engulfed PHI mall in Lusaka on Saturday when a retired soldier dropped dead after his shopping. Anthony Tembo met his fate when he just finished shopping at PHI Pep store and the incident left other shoppers traumatized. Police spokesperson Esther Katongo confirmed receiving a report of sudden death which happened on Saturday around 18: 00 hours. Ms. Katongo explained police received a report from a PEP store employee that a male customer had collapsed by the entrance when he was about to leave the store. Ms. Katongo said Mr Tembo died upon finishing buying items and on his way out. She said the wife Mercy Tembo was later informed and the deceased was identified as Anthony Tembo aged 55 of Mtendere Township. “A man identified as Anthony Tembo collapsed and died on his way out of Pep store and was taken back inside the shop as they tried to arrange for transport. The matter was reported to Ben Mwiinga police post and later taken to UTH hospital mortuary,” Mr Katongo said.

PROBE ‘CORRUPT’ TEACHING SERVICE COMMISSION, INSISTS UNION

PROTUZ Secretary General, Kangwa Musenge, had earlier told the Parliamentary Committee on Cabinet Affairs that some officials at the TSC had been asking teachers to pay between K20, 000 and K30, 000 before they are promoted. Despite the commission refuting the allegations, Mr
Musenge has maintained his claims, saying there was need to scrutinize how the commission had been promoting, appointing and recruiting teachers. He said TSC had not conducted its business in a transparent manner and that its credibility was in doubt. "There must be a proper introspection on how the commission had conducted its business in terms of deployments, promotion and recruitments,"Mr Musenge said. He said lack of transparency in the manner the Commission has conducted business could have negative effects of the quality service provision in the Ministry of General Education. And the MMD has further demanded that the police makes public the reasons why they summoned UPND leader, Hakainde Hichilema to police force headquarters which led to the killing of the two so that the people could make their opinion whether the summoning was worth it or not. Party National secretary, Reverend Reuben Sambo said in an interview that the police should ensure justice is served by making sure that investigations into the killings are concluded and culprits brought to book. Rev. Sambo said the police are on record of shielding their colleagues even when people are shot dead by a live bullet during protests. He explained that the failure by the police to name those who shot Mr. Nsama and Mr Kaunda in the report on the killings which they submitted to President Edgar Lungu was proof that their interest was to project their colleagues. “The police must make sure that the death of two innocent citizens is not in vain, the absence of naming the killer in the report tells you that their interest is to protect their friends and they are on record of protecting their fellow police officers every time there is a protest or demonstration and someone dies from a bullet,” he said. And the MMD national secretary said the police should make public the reasons why they summoned Mr Hichilema for the people to form their opinion whether it was worth it or not. Rev. She explained that the document filed by Mr Hichilema explaining how he acquired the property are marred with acute irregularities. She said the presence of irregularities in the documents suggest illegal acquisition of the property and wondered how the document could be acquired in one day and the person who issued the document was now Mr Hichilema’s lawyer Marshal Muchende. Mr Mweetwa said Ms Nawakwi had a history of hatred against Mr Hichilema and that it was written in black and white. He was reacting to accusation by the FDD leader that Mr Hichilema was corrupt and fighting to become President to protect his wrong doing. Mr Mweetwa however said UPND did not understand Ms Nawakwi's agenda but that the party was left to think that her hatred dated back to 2006 when different political parties formed an alliance and Mr Hichilema was chosen as leader. On Saturday, Ms Nawakwi had a press briefing where she said Mr Hichilema wants to become President to cover up his fraudulent activities. Ms Nawakwi produced a deed transfer purporting to have been signed by the administrator of a farm under contestation, Feluna Hatembo, but the administrator denied ever conveying the land to HH nor receiving any money for the land. Ms Nawakwi said the complainants might have been forced to make a statement that they will not appeal against a High Court ruling related to how the UPND leader repossessed their farm in Kalomo.

Court dismisses UNZALARU’s K4.5m claim By GRACE CHAILE-LESOETSA THE Lusaka High Court has dismissed the matter in which the University of Zambia Lecturers and Researchers Union (UNZALARU) sued the University of Zambia Council demanding K4.5 million unremitted union contribution. UNZALARU Secretary General Dr Kelvin Mambwe who sued the Council on behalf of the union was also demanding interest, costs and incidentals to the proceedings. Dr Mambwe in a claim said in March 1993, the union entered into an agreement with the Council which was entrusted with the role of collecting union contributions from the members by deducting direct from their salaries. He stated that the UNZA council had been deducting monthly union contribution fees but had not been remitting to UNZALARU. Dr Mambwe said the UNZA owed the union members K4, 505, 587.52 being arrears of unremitted union contributions despite the funds having already being deducted from members. The union’s operations depended on the contributions from its members and hence the UNZA Council's failure to remit the funds had negatively affected operations. He said despite the union making several reminders, the Council had not made any efforts to settle the outstanding amount. But in an order issued to the parties, Judge Mwamba Chanda dismissed the matter for lack of progress. “This matter is hereby dismissed on the ground that no progress has been recorded 60 days after the filing of this action pursuant to Order 14 Rule 8 of Statutory Instrument no. 58," Justice Chanda declared.

THE Germany government has announced a temporary travel ban on several southern African countries that include Zambia, South Africa, Lesotho and Eswatini with effect from the 7th to 17th February 2021 when the ban will be reviewed. Quoting a post on the Germany embassy website, the Zambian Embassy in Berlin said the measure is intended to prevent the introduction of SARS-CoV2-variants which have been detected in a number of countries that now include Zambia. The Germany authorities have indicated exceptions to the travel ban which include German citizens, members of the nuclear family of Germans who travel jointly with them such as spouses, legal partners, minor children and parents of minor children, citizens of the EU countries and Switzerland. Zambia’s Ambassador to Germany, Anthony Mukwita has urged Zambians to put their travel plans on hold and keep checking with the German embassy in Lusaka for latest developments on the matter. - ZNBC

Former employee denies infringing Sondashi Formula patent By GRACE CHAILELESOETSA FORMER driver of Ludwig Sondashi has denied producing and selling the Sondash Formula 2000, which is a patent infringement. Henry Banda in his defence filed in the Lusaka High Court argued that his business was different from that of his former boss. He has, therefore, asked the Court not to grant Dr Sondashi an interim injunction because the perusal of the patent letter shows that his former employer’s patent expired in August last yera as it was for a period of 16 years. In this matter, Dr Sondashi sued Mr Banda of Lilayi in Chilanga, seeking a declaration that his former driver infringed on his duly protected patent and unjustly benefitted from his intellectual property. He wants an order that the former driver must account to him all the proceeds from the alleged
infringement. Dr Sondashi is also seeking an injunction restraining Mr Banda from further infringing upon the patent as protected. Dr Sondashi and the Sondashi Formula 2000 Limited are defendants in the matter. He stated that since the defendant left employment in 2015, he has been collecting the raw materials from the villages, one of which village is Chinyunyu East of Lusaka. He said that using the patented method, combination and ingredients Mr Banda learnt while working for them, he has been producing, marketing and selling the medicine and therapy under the brand Sondashi Formula. But in defence, Mr Banda alleged properties he uses were acquired way before he started employment with Dr Sondashi and his company while some were inherited from his father and would prove so at trial. He denied ever having engaged in any of the activities alleged by the plaintiff.
Kasomeno-Mwenda toll project to begin soon

Minister of Infrastructure and Public Works from the Democratic Republic of Congo (DRC), Willy Ngoopos, has visited the construction site of the Luapula bridge and the Kasomeno-Mwenda toll plaza in Luapula province. Mr. Ngoopos, who arrived in the country through the Kashiba border post in Mwense district, was welcomed by Luapula Province Minister Nickson Chilangwa. Mr. Ngoopos, who is also that country’s Vice Prime Minister, explained that President Felix Tshisekedi sent him to Zambia to show commitment to the bilateral project that the two countries want to develop. He said his coming to Zambia is also President Tshisekedi’s assurance to President Edgar Lungu that the DRC was ready to execute the project. He added that the KasomenoMwenda toll road was one of President Tshisekedi’s priority projects that he intended to deliver with Zambia during his first term in office. “I have come to see the actual construction site of the Luapula river bridge and the KasomenoMwenda road. President
Tshisekedi before he left for Addis Ababa where he has assumed the African Union chairmanship, gave me strict instructions to assure his brother President Edgar Lungu that this is our project and we want it now,” he Ngoopos. And Mr Chilangwa said the arrival of Mr. Ngoopos for the tour was a huge boost towards the implementation of the project. Mr Chilangwa, who was accompanied by his Permanent Secretary Charles Mushota, said he was hopeful that early works on the project earmarked to start in March this year would proceed. He said President Lungu and his Congolese counterpart have given their full support to the project and that no more delays were expected. Mr Chilangwa has since thanked the Congolese government for the warm reception during a Zambian ministerial delegation’s recent visit to Kinshasa. “Please accept our heartfelt gratitude for giving us your warm reception when we visited DRC. A Zambian firm, Schweizer Agriculture, will roll out 5,000 digital banking booths over the next five years to boost financial inclusion and crop production for rural farmers, its chief executive has said. The banking booths will initially be rolled out in five of Zambia’s 10 provinces, Schweizer Executive Director Joas Chihangu said. Farmers in Eastern, Western, Copperbelt, Central and North-western will be the earliest beneficiaries. Mr Chihangu said the initiative was expected to gradually transition smallscale farmers to emerging farmers of five hectares to 30 hectares farming businesses and would be provided with low cost handheld tractors. He added: “The farmers will be linked to mechnization so that we put the hoe in the museum in line with
Government policy.” “We remain focused on empowering farmers in rural Zambia and one of the ways of doing so is through the roll-out of Aid for TradeTM booths,” Mr Chihangu said. Aid for Trade is a smallholder agriculture loan on a prepaid plastic Visa or MasterCard service for Schweizer Agriculture, managed by another Zambian company, Kachi Agri Micro Finance Limited in partnership with financial institutions, insurance firms, pension houses and banks. Mr Chihangu explained that each card will come preloaded with points that can be redeemed at specified agro hubs for agricultural inputs such as seeds, fertilizers and agro chemicals. He said the card will also be used to buy irrigation kits, small tractors and livestock through the agro-hub dealers while the roll-out will be done through co-operatives of 20 members each, including
women and the youth, he said. “Our goal is to deploy on average 11,900 to 15,500HP low cost handheld tractors that can easily operated by women who have suffered enough,” Mr Chihangu said. Schweizer Agriculture is a specialized agriculture, agribusiness, technical and financial advisory firm which assists private, none commercial and public sector clients in developing agribusiness and agro processing businesses. As the BoZ prepares to announce the policy rate for the first quarter of 2021 on February 17th, Bridges Limited Managing Consultant, Chibamba Kanyama, stressed the need to focus the rate which would aggressively address the rising rate of inflation. The Central Bank’s monetary policy committee lowered its policy rate by 125 basis points to eight percent on August 18, last year, the lowest since 2012, in response to a growing Covid-19 crisis. It then maintained the policy rate at eight percent in November 2020. Mr Kanyama however in an interview stressed that the rising
inflation was threatening to undermine investment, long term growth and political stability. He emphasised the need for the BoZ Committee to utilise the monetary policy tools to guide its decision benchmarked on how the economy had responded to the current rate.“The rational that guided the reduction in the monetary policy rate to eight percent in June may have been justified under the circumstances of a depressed production environment. However, seven months is enough to review the impact of that decision. “It is evidently clear that while liquidity position has improved, it has come at huge cost in terms of rising rate of inflation, devaluation of the Kwacha against major currencies and rising interest rates,” Mr Kanyama said. He however acknowledged that the choice for a monetary policy under the circumstances was difficult because
whichever way, the interest rates would continue to rise. First, Mr Kanyama said, despite the drop in the monetary policy rate, commercial banks were pushing for positive real interest rates in the face of high inflation. He said increasing the monetary policy rate would stimulate an immediate adverse response by commercial banks. He said the BoZ may also seek to do something unconventional by asking the business community what it wanted, low liquids with low inflation rate or high liquidity with high inflation rate. “I am very sure the choice will be for low inflation rate because that is what we desperately need. In other words, let’s go for a marginal increase in the monetary policy rate. “We have a relatively disfunctional economy that has not positively responded to the June 2020 gesture of a massive reduction in monetary policy rate,” Mr Kanyama said.

There is already existing PMO software platform to provide these services. For this to work we need to have a project delivery methodology in place which is consistence with best practice for example PRINCE2 methodology. The
methodology can be tailored to embed project management body of knowledge tools and techniques based on the PMBoK guide. All contractors must have a project delivery methodology consistency with best practice and approved by GPMO. This model will help build standards and professionalism in the project management space in Zambia. The GPMO must have has a flexible pool of resources at three levels of competency, consisting of specialists (PPM experts, planning, workshops, knowledge management etc.), support analysts and administrators (reporting, risk, issue and change, quality reviews, information management and administration). The PMO executive director may have line management responsibility for resources in other government organs and meet regularly in a PMO forum to exchange ideas, lessons. In the remaining sections of this article, we will look at the various types of PMO’s implemented in industry. At its simplest, a PMO can be a project office, providing support for a single project or small
group of unrelated projects. Such a PMO takes over the project’s administrative housekeeping chores, freeing the project manager(s) to concentrate on leading the project to success. Larger and more complex government programmes of change are likely to need a programme management office (PMO) supporting a single programme management team. Such a PMO provides the above plus the extra support needed by a programme of change to coordinate all the component projects. PMO services typically include benefits management during programme execution and post programme, change management to ensure that not only do all the component projects deliver on time, but change is fully coordinated and the government will ultimately be able to realise the expected business benefits. The most sophisticated form of government PMO is a portfolio management office. This normally gives all the above services, plus Government leaders, Permanent Secretaries, senior-management
oversight of the complete portfolio of projects or programmes for the entire government or for a component division or business unit. It can be expected to provide standards and processes to be followed by contractors delivering projects and programmes, together with guidance to senior management on the prioritisation of investment in new projects and programmes. This will avoid duplication of effort and resources. Where necessary, it will advise on the merger, delay or cancellation of poorly performing projects and programmes that are no longer relevant to the government ‘s long strategy and vision. Final thoughts: A GPMO must be is responsible for ensuring central standards are adhered to and tailored, providing the link to the central programme office for milestone and dependency tracking and reporting, and acting as the point of escalation for risks, issues and changes. Currently, Government work is performed by various contractors and it is not clear whether contractors are following standardised project management methodologies

Heavy rains threaten cotton yield HARARE - Heavy rains being experienced across Zimbabwe could cut the 2020/2021 cotton production in the Midlands Province, farmers have warned. The incessant rains are causing extreme wet conditions, making it difficult for the cotton plants to extract nutrients from the ground. Leaching levels are severe and the rains are destroying the cotton plants at fruiting stage. Farmers in Gokwe, the country’s largest cotton growing region, who spoke to this publication said the heavy rains were causing weeds to grow fast, become taller than the plants and chocking off muchneeded aeration around them. This is forcing farmers to resort to handweeding. Chemicals are being washed down, making crops more susceptible to attack by pests. “We are receiving a lot of rains this year. The rains are now too much to the extent that leaching levels are high; fertilisers, chemicals including herbicides are getting washed away. “You can’t spray. You can’t apply fertiliser. You can’t weed. There is little hope in cotton this year in Gokwe,” farmer Stanford Dube said. JOHANNESBURG - CocaCola Beverages South Africa will launch a B-BBEE ownership scheme which will see workers increase their ownership in the company and have board representation, a move which Trade, Industry and Competition Minister Ebrahim Patel said is at the “heart” of establishing more inclusive firms. During a briefing, Patel, joined by Coca-Cola Beverages South Africa (CCBSA) managing director Velaphi Ratshefola, shared details of the scheme, which had been the result of a merger between three bottling plants to a single operation. The scheme is effective from May 2021. The Competition Tribunal on Thursday had granted CCBSA variations to conditions imposed on the mergers. CCBSA had previously applied for the variations to the conditions relating to mergers in 2016 and 2017, the tribunal said in a separate statement. The agreement is such that CCBSA will increase B-BBEE ownership to a target of 20 percent, building from the existing worker equity scheme of five percent. Workers will also have two seats on the CCBSA board, said Ratshefola.
The agreement also includes measures to bolster localisation and procurement from black-owned businesses. Efforts will also be made to transfer technical skills to empower workers, Ratshefola added. Particularly, CCBSA has committed to direct R80 million every year for the next three years towards local spend, said Ratshefola. Patel noted this was one of the largest worker ownership schemes in the country, with 15 percent equity held by an 8, 000-strong workforce, covering both blue-collar and whitecollar employees. He said with worker participation on the board it would foster greater partnership and cooperation whereby workers can bring their insights in the area of corporate governance. This model was successful in Germany – where workers served on the boards of companies allowing rewards to be “shared by all,” said Patel. CCBSA has also committed to funding the training of workers with respect to their rights and responsibilities as owners of equity in the company. Government will work with the company and unions to make sure the training is “effective and appropriate,” said Patel. – FIN24.
Cuba opens door to most small business initiatives HAVANA - In a major reform of the state-dominated economy, the Cuban government will allow small private businesses to operate in most fields, eliminating its limited list of activities, state-run media has reported. The measure, coming as the Caribbean island seeks to recover from an economic slump, will expand the field from 127 activities to more than 2, 000, Labour Minister Marta Elena Feito Cabrera was quoted as saying. She spoke at a council of ministers meeting that approved the policy. She said there would be 124 exceptions, but the media reports provided no details. Reform-minded Cuban economists have long called for the role of small business to be expanded to help jumpstart the economy and to create jobs. The economy has stagnated for years and contracted by 11 percent last year, due to a combination of the coronavirus pandemic that devastated tourism and tough U.S. sanctions. Cubans have been dealing with a scarcity of basic goods and endless lines to obtain them. The crisis has forced a series of long promised but stalled reforms, from devaluation of the peso and reorganisation of the monetary system to

MEMORIES TODAY, 16 YEARS AGO O Dear editor,
N this day 16 years ago, the late President Mwanawasa was scheduled to open parliament. As PF youths we bought cabbages and lined up the road leading to parliament. Without knowing, the police surrounded us, a few managed to escape but the 4 of us were spotted as ring leaders. Arrested taken to police station. Me, Kapotwe, the late Yvonne Mutale and William Mulenga locked at Central police. To our surprise the arresting officer informed us that we would appear in court the same day at 14:00 hrs. We saw death and our hearts melted but we kept calm. At 13:00 hrs exactly we were picked and taken to court. The Judge appeared in his majestic way and splendor and called out our names and we went in front. He read the charges and immediately adjourned the case. The arresting officer informed bus that we have been handed over to the prison authorities. We were taken to Kamwala Remand prison and deposited in there. Around 18:00 hrs comrade Kennedy Kamba came through with food and blankets, actually new blankets. He talk to the authorities who relocated us to another prison cell which was meant for 10
people but were about 30 in there better because the other cell had more than 50 people. 30 minutes later comrade Kennedy Kamba came again, this time with message of hope that the party was in control of things. Early morning around 6:00 hrs we heard that Comrade Kamba Kennedy came but the prison
authorities advised to come at 08:00 hrs. Comrade Kennedy Kamba came in at 8:00 hrs with Breakfast and told us that the party would provide lawyers and we should not worry. Around 11:00 hrs unknown people came and we were taken to the separate room, questioned and beaten. They demanded that if we
want to be saved we should tell them that Michael Sata was involved, we refused and maintained our stand. Our worry was that we never knew what was happening to Yvonne Mutale, but she also maintained her stand. At 14:00 hrs comrade Kamba Kennedy came with other party officials to see us and Mr Kennedy Kamba brought lunch. One of the prison warders came to us that he needed to see Mr Kamba Kennedy to see how they could help. Around 16:00 hrs lawyers Bonevorture Mutale and President Edgar Chagwa Lungu came and informed that us that the matter would come the next day. I remember that night I failed to sleep but waited for what would happen at court. The popular kasalanga came and took us to court to our surprise Comrade Kamba Kennedy was already in court. Our lawyers argued that lifting cabbages was not a crime and that we were selling the said cabbages. The state failed to link cabbages to the President and the case was dismissed. Comrade Kamba Kennedy dropped us each at our various places and gave us money to help kill the emotions. Today 16 years ago I to say thank you comrade Kamba Kennedy for dedication. A NUMBER of people have expressed their opinion over my short statement that , I will give a sum of K50,000 to whoever will be adopted by the party I sympathize with the Patriotic Front (PF) to stand in Lumezi Constituency in the coming elections, against me. In haste, let me contextualize this short statement in order for people to understand it’s fundamental intention. In 2016, I was among those that vied for adoption from PF to stand against former Lumezi Constituency MP Isaac Banda. As usual, the party’s compromised structure in Eastern Province decided to adopt and impose the same person whom the people in Lumezi sort to do away with. It was easy for me to go as Independent candidate. However, since my interest to represent the people of Lumezi are not for my personal benefit but to offer leadership to communities, I decided that, having two Independent candidates in an election would give leeway to the same evil the people of Lumezi sort to eradicate. Therefore, my team and I resolved to withdraw our candidature and rally behind a then fellow Independent candidate Pilila Jere who eventually won the election in 2016. For me, I was happy we removed the obstacle of Isaac Banda. Come 2021, the very failures that influenced people of Lumezi to eradicate Issac Banda
THE ATTACKS ON FATHER LUPUPA: MY TAKE! Dear editor SO much has been said concerning a clip featuring my Holy Father Lupupa. The Holy Bible in Galatians 6:7-8 says: “Do not be deceived: God cannot be mocked. A man reaps what he sows. Those who live only to satisfy their own sinful nature will harvest decay and death from that sinful nature. But those who live to please the Spirit will harvest everlasting life from the Spirit.” The Holy Father is right. There always has to be a choice between two evils, where the lesser evil triumphs. For this readonly, it is better to provide in our statutes powers for the courts of law to sentence murderers to death, and such are executed at Mukobeko, than let the murderers to freely roam the street and kill more vulnerable souls. The bottom line, from the sermon of Father Lupupa is that we the politicians, must change our message to our people. We should preach love, unity, peace,

Again, I have done all what a reasonable person could to ensure that we mobilise and galvanize the people in Lumezi so as to make a strong case for my possible adoption under the party I sympathize with. For the past four years, a number of characters within the necessary party structures - whose names I won’t mention - have done everything evil to ensure that Munir Zulu doesn’t get any fair playground for adoption in PF. What thy spend their time doing is to scheme ways to assasinate my ambitions and expectations of the people. What these elements want is to impose Pilila Jere as MP, but this time, under the PF banner. For me, I let the people of Lumezi down in 2016 and I regret because we wouldn’t be having the same perennial problems that we face in the Constituency had I made a better choice of not backing a person who has clearly gone to Parliament for the sake of self sustainance and to improve the welfare of her family. My point? Pilila Jere is NOT PF and is an Independent candidate who is conveniently working with PF over policy issues in Parliament. Real and genuine PF members who seek adoption in the party have been technically and practically knocked out by an evil system in the Province that wants their preferred candidate selected by themselves regardless of what party edicts say. Rwanda and Kagame is the case in point. Kagame and his rebel group then, took up arms and killed people in government to stop them from continuing with ongoing mayhem and genocide that was being carried out by government agents at the time. In reality, both Kagame and government actions were evil as killing for whatever ends is evil. But comparatively, Kagame’s evils were lesser and in good faith than the evils of government agents. For that reason, Kagame was hailed as a hero, despite the deaths caused under his charge as rebel leader. The same is the case for our freedom fighters. They killed to liberate us from colonial evils, and thank the freedom fighters for their sacrifices. In summary, Father Lupupa was right. TORIES of Foot and Mouth Disease being heard means that there are lapses in the prevention of this disease. Yes, we know that the disease can be spread by the contents of the blisters on bursting, nasal discharge and other secretions and excretions, which convey the infection directly from the sick animal to those that are healthy. This can be termed as direct transmission. The cause of the disease is a virus which produces the characteristic clinical signs that we see such as blisters on the animal’s muzzle, tongue, udder of the cow,

Other species of domesticated animals can and also be affected such as goats, sheep, pigs and of course some wild animals. So in this insistence where the outbreak is heard, the area might be near a game area and there is likely
criss - crossing of game area of domesticated cattle or the other way round. The game animals may be carriers and yet themselves do not show any signs of being sick. Hence, they play an important role in the spreading of the disease. What equally should be remembered is that grazing

The restriction of visits to an infected area or farm or region should be observed and disinfection of floors and equipment with solution of soda at 2% would help to prevent the further spread of the disease. Such, would help to protect neighbor’s herds from attack and therefore, considerably reduce the economic loss by this disease. What should be known by all livestock farmers especially those rearing susceptible animals like those mentioned is that ‘Hygiene is preventive medicine”. It is this that would prevent the spread of this disease. Losses would greatly be avoided.

HE Copperbelt has diversified into agriculture because of the early delivery of inputs and the good rainfall pattern, Provincial Agricultural Coordinator (PACO) Obvious Kabinda has said. In the past, he said, people associated the Copperbelt with mining but the trend was now changing following Government’s policy of ensuring that farming inputs were delivered on time. He said this in Ndola when Nyimba Investments officials led by Head Sales and Marketing Manager Willings Mulendema paid a courtesy call on him. “When you talk about the Copperbelt you are talking about agriculture. The province is diversifying and with the good rains we are expecting a bumper harvest. This season you brought inputs in time. You brought the inputs by October an indication that we were ready to plant early,” he said.

Dr Kabinda said the extent of the damage caused by the army worm was not much as the chemicals were supplied much early. “We had an outbreak of army worms but the extent of the damage that it caused to the crops was not much. It affected 28,000 households which is not much,” he said. And a beneficiary of FISP
Justina Lungu said owing to the timely delivery of inputs, she was able to plant her fields early. As a result, Ms Lungu was confident of recording a bumper harvest. Ms Lungu thanked the government for engaging companies that supplied
inputs early. She also asked Nyimba to replicate its good works in the coming seasons. “I am sure of a good crop harvest and wish to thank president Lungu for making it possible that we have inputs on time. To Nyimba I say thank you and continue serv-
ing us better,” she said. Mr Mulendema said Nyimba was determined to continue serving the farmers better by delivering inputs early. He said for the 2021/22 farming season, the company has already started procuring fertiliser.

The Working Papers Series constitutes articles from researchers, scholars, and other authors that include BoZ staff on various issues of interest to the Zambian economy. The change to the electronic format was to keep abreast with international best practices and to ensure that research papers are published on a continuous basis. To enhance the dissemination of research on the Zambian economy, the Bank invites researchers, scholars and other authors to submit research manuscripts to be considered for publication as Working Papers Series in 2021. The manuscript should not exceed 30 pages, including references. Upon acceptance of the manuscripts, the authors will be invited to present their papers before the Technical Committee at the Bank of Zambia. HE Small-Scale Farmers Development Agency SAFADA) has embarked on an online training in an effort to educate farmers on agriculture science and technology to scale up farmers’ ability and capacity to advance in agricultural crop production. SAFADA executive director Boyd Moobwe said this was an effort to supplement government efforts in assisting the small-scale farmers. He said it was important for the farmers to be empowered for them to thrive in the sector. Mr Moobwe said the farmers cannot be static but needed to graduate for them to play a critical role in the agricultural sector. "SAFADA has entered into special agriculture partnership agreements with the University of South Africa, BOHEMIA and the Organic Farm International to offer agriculture science and technology educational facilities to Zambian small-scale farmers facilitate their growth potential and advancement in the agricultural sector. The courses will include crop production, organic farming, livestock production and health, agribusiness, land development and financial literacy. "SAFADA will also offer agriculture training services to civil servants, school leavers, post and undergraduates and any other interested individual aspiring to invest in the sector," he said. Mr Moobwe said "SAFADA will grant an opportunity to qualified students for further studies in the Czech Republic and will be assisted to invest in agriculture production. Mr Moobwe said they would create employment for the trained students and support the trained smallscale farmers in their enterprises. "It is planned to train 6, 000 small-scale farmers and 25, 000 school leavers, under graduates and post graduates who will become agriculture subject specialist and extension officers under SAFADA after training. SAFADA will create more than 30, 000 job opportunities in the agriculture sector and improve the business of farming by 2030. We appeal to the government and donor community to support this noble cause," Mr Moobwe said.

Konkola Copper Mines ADVERTISEMENT Restructuring and Re-organisation of Konkola Copper Mines Plc 1.0 Preamble Vedanta Resources Holdings and others (“Vedanta”) have recently unsuccessfully attempted to derail the restructuring and re-organisation of Konkola Copper Mines, and communicated falsehoods on the state of the Company, in addition to filing numerous Court applications against ZCCM-IH and KCM. However, the Courts have ruled in favour of ZCCM-IH and KCM on a number of legal matters brought before the Courts by Vedanta and its associates. The Courts’ diverse rulings have not vacated, curtailed or in any way diminished the exercise of the Provisional Liquidator’s (PL) powers and his mandate as was granted to him by the High Court of Zambia on 21 May, 2019. Most recently, the Court of Appeal on 5 January 2021 in its Ruling specifically refused Vedanta’s attempt to have the Provisional Liquidator and his powers discharged. In this respect, the PL in exercise of his mandate and powers was given further validation to continue with the restructuring and re-organisation of the Company, as announced on 28 December 2020. While Vedanta’s numerous Court actions have delayed the Company. restructuring programme, our lawyers have successfully defended the Court actions to pave the way for implementation of the restructuring and re-organisation of the Compan 1.1 The Restructuring and Re-organisation of KCM. After wide consultations with KCM Management, Labour Unions representing workers in the Company, the Government and other key stakeholders, the Provisional Liquidator has split KCM into two separate subsidiary companies, namely KCM SmelterCo Limited, and Konkola Mineral Resources Limited. KCM SmelterCo Limited has been in existence since 2002 and has been a fully-owned KCM company, save it has been a dormant subsidiary. 1.2 Composition of KCM SmelterCo Limited. KCM SmelterCo Limited comprises processing and refining assets namely, Nchanga Smelter and Nkana Refinery, Tailings Leach Plant (TLP), Old East Mill at Nchanga and the Nampundwe Pyrite Mine, situated about 48 kilometres west of Lusaka. 1.3 Composition of Konkola Mineral Resources Limited. Konkola Mineral Resources Limited comprises mining assets at Konkola (No.1, No. 3 and No. 4 Shafts, the Nchanga Open Pits, Chingola Refractory Ores (CROs), Nchanga Underground Mine, the Konkola Concentrator and New West and East Mills at Nchanga, as well as the 500 TPD Acid Plant at Nchanga and the Tailings Dams. 2.0 Reasons for Restructuring & Re-organisation. • The process seeks to increase efficiency and business opportunities, and foster asset and resource optimisation. • To resolve some difficulties posed by the vertical organisational structure of KCM, not the least of which was the neglect of the mining operations and in particular the depletion of Konkola ore reserves due to vastly 0reduced ore reserve development since 2011 and very low insitu reserves at Nchanga due to none-development of the Upper Orebody (UOB) since the depletion of the Lower Orebody (LOB) in 2014. • To restore KCM’s technical efficiency, health, integrity and competencies • It will ensure the retention of the Company’s position as a major asset in the mining sector and a great contributor to Zambia’s Gross Domestic Product (GDP), as well as sustain thousands of direct and indirect jobs. • Increase in copper production remains the primary focus of the entire restructuring and re-organisation of the Company. 3.0 Status of employees. Management Management’s first step was to declare all direct KCM employees redundant, in compliance with labour laws. The employees were offered back–to-back new employment contracts either as employees of KCM SmelterCo Limited or Konkola Mineral Resources Limited. Those who have declined the new employment offers will be separated from the Company and be paid their full redundancy packages in accordance with legal provisions. The employees remaining in service will also receive their redundancy packages. 4.0 Contractors and their employees. All third-party companies with active contracts with KCM will have their contracts novated (transferred) to either KCM SmelterCo Limited or Konkola Mineral Resources Limited. Novation to a specific company is purely based on relevance and ability to contribute to the projected or contemplated outcomes of the restructuring as detailed at 3.0 above. This entails that the third-party companies will retain all their employees, i.e.no change in employment relationship, and there will be no loss of the contractual relationship. 5.0 Facts about KCM under Vedanta Management. 5.1 Financial and Corporate Mismanagement. • KCM was in a stressed financial position under Vedanta Resources Holdings prior to 21 May 2019, when the High Court of Zambia appointed the Provisional Liquidator (PL). At the time of the PL’s appointment, KCM 0had about US$650,000 in all the five Company bank accounts held in various commercial banks, a situation which had raised serious questions about KCM’s viability and its ability to meet its immediate, short and olong-term 0obligations as a going concern. • KCM under Vedanta had operated at a loss continuously for seven years prior to the announcement of the liquidation process. Vedanta failed to stem the production decline and financial malaise. • Vedanta’s own financial statements for the year ended 31 March 2019 indicated that KCM made a loss of US$332.2 million after tax, which was a significant regression from the loss after tax of US$131.6 million in o2018. The company’s liabilities then exceeded its assets by US$605.5 million. • Contractors and suppliers of goods and services were not paid their earnings for the previous month before the liquidation announcement. Several others were owed arrears of three months to 24 months. • Vedanta had stopped prioritising employees’ salaries, especially for senior staff who were at some point not paid salaries for two months. • Vedanta borrowed cheaply some third-party project loans from international banks, but then ended up passing onerous loan interest repayments to KCM, thereby unnecessarily overburdening KCM and causing the 0Company to incur huge financial liabilities while Vedanta profited from such transactions. • Vedanta operated a marketing strategy, which weakened the KCM business while propping up other Vedanta India-based operations. The bulk of major contracts with third-parties were negotiated at a higher price and 0under unfavorable terms for KCM. This also applies to the transportation costs agreed with third-parties, which would be higher than market rates. • Vedanta was an unreasonable negotiator for contracts awarded to its business partners in order to maximise profits. Vedanta accumulated a bill of US$422 million in unpaid cash for goods and services supplied to KCM, 0and work done by both local and foreign contractors prior to its exit from Zambia. • Vedanta deliberately under-reported metal content in KCM copper anodes to give financial benefit to other Vedanta companies, while KCM remained with a negative position. • Adherence to mining plans collapsed largely because of Vedanta’s failure to inject capital in primary and secondary mining development. Broken down mining equipment was never replaced, while Vedanta stopped 0procuring essential spare parts to resuscitate equipment to support mining activities. 6.0 Breach of mining licences. KCM was on the verge of having the mining licences revoked after defaulting on the licence conditions. The government had issued a Default Notice to KCM for non-compliance on 10 January 2019 in which a number of legal and contractual breaches were itemised and KCM requested to remedy. KCM under Vedanta then did not take any corrective measures on its operational pitfalls, most notably the Konkola Deeps Mining Project that was never completed to access the targeted ore body. 7.0 Changes at KCM following the liquidation process. 7.1 Young Zambian graduate Engineers and those in support services, guided by experienced staff, have operated the Company efficiently contrary to Vedanta’s impression that facilities such as the Nchanga Smelter oo0would not operate without expatriates. 7.2 The Nchanga Smelter has had record production with average primary copper production of 13,200 tonnes per month in the 2020/2021 FY from the lows of 6,900 tonnes primary copper in 2019/2020 FY. 7.3 The KCM Management under the Provisional Liquidator has worked hard to pay arrears and become current with several lenders with whom KCM employees had a lender and borrower relationship and yet KCM oo0under Vedanta did not remit the deducted amounts; 7.4 Most Contractors and Suppliers doing business with KCM are better positioned financially than they were under Vedanta in terms of payments on current bills for works and services rendered to KCM; 7.5 Nampundwe Pyrite Mine has had record production averaging 4,500 tonnes pyrite per month in the 2020/2021 FY, compared with 1,656 tonnes per month in the 2019/2020 FY. 7.6 KCM continues to operate as with structured focus on growth contrary to propaganda by Vedanta and its associates that the Company would ground to a halt following the departure of Vedanta 8.0 The future. With the restructuring and re-organisation of KCM, the two subsidiaries are now poised to focus on their respective core operational mandates of mining, and smelting and refining respectively, which should place them in a position to foster growth and a competitive edge in their respective business domains. This will add value to copper production, sustain employment and local business and community beneficiation. In the bigger picture, the restructuring and re-organisation will ensure the fostering of the two assets as major contributors to national economic growth. The key to the future success and prosperity of KCM lies in the re-organisation and restructuring of KCM to allow for the focused re-capitalising and development of Konkola via capital investment, which has been completely lacking for the past 10 years – this is the fundamental reason for the demise of KCM up to 21 May 2019.

Govt wins kudos for corruption fight
ZNS PLEDGES IMPROVED AGRO OUTPUT By ANDREW MUKOMA ZAMBIA National Service (ZNS) has projected to produce 27,000 kilogrammes of tobacco at its Nyati Farm in Choma district. ZNS Commandant Lieutenant-General Nathan Mulenga has made the projection after touring the farm in Southern province. Gen Mulenga stated that the ZNS would consider increasing Tobacco hectarage
once revenue from this year’s farming was analysed. He said the ZNS was determined to boost the country’s agriculture production through various farms in other parts of the country. Southern Province Deputy Permanent Secretary, Kennedy Mubanga, has commended ZNS for improved production in various units. Mr Mubanga said that ZNS was doing
so much in terms of production of various crops for the benefit of the people. He said as a result, ZNS was making the country self-sufficient, adding that those are the policies and directives from President Edgar Lungu. Mr Mubanga said that President Lungu was a visionary leader who requires to be supported. He was speaking in Choma on Gen Mulenga paid a courtesy call on him before touring the ZNS tobacco farm.

THE ongoing restructuring at the Ministry of Health and aligned organisations in the health sector is proof enough that President Edgar Lungu is committed to fighting against corruption in the country, a Patriotic Front member in Solwezi Tobias Banda has observed. Mr Banda noted that from time he ascended to power, President Lungu has been warning public service officers to stay away from corrupt activities. “But I am happy that today the Ministry of Health stands as the shining example of what a total clean-up of an entire sector involved in corruption and mismanagement practices really looks like,” Mr Banda said. He said the President has shown Zambians the way by firing all erring officials, hence the need to support him in the crusade. Mr Banda noted that the restructuring at the ministry of Health, the dissolving of both ZAMRA and ZAMSA boards, was proof of government seriousness in the fight against corruption. He said the drastic measures have been taken in the interest of Zambians who were deprived of proper medical and health services.
‘Clergy should preach peace’ By JACKSON MAPAPAYI A Faith Based Organization in Solwezi has urged the clergy in the country to avoid using words that can divide the country. Battle Cry for Zambia (BCZ) founder Apostle O’Brian Mayambu noted that certain words have the potential to plunge the country into civil strife if not well used. Apostle Mayambu said Zambia being a beacon of peace for many years, should only entertain efforts aimed at uniting people across party lines. The clergyman said sentiments that have potential to divide the country should at all cost be avoided in order to maintain Zambia’s reputation of being a peaceful country. “And it is for this reason that as an organization, we want to commend Fr Lastone Lupupa of Matero Parish in Lusaka for the stance he has taken to apologising to the nation over his recent utterances. That’s how it should be,” says Apostle Mayambu. According to Apostle Mayambu, the clergy’s role is to speak the message of peace, unity and love in the nation. Apparently, he said, Fr Lupupa’s sermon was on ‘love and forgiveness,’ but labelled some politicians as being too bitter and hard-hearted to govern the country.

Girls get sanitary boost By SANFROSSA MANYINDA VISION Zambia Initiative (VZI) has launched the Dignity Campaign aimed reducing class absenteeism among girls because of difficulty in managing menstrual periods. VZI Executive Director, Namutula Sindila, is therefore confident that the campaign would play a huge role in fighting illiteracy and poverty in its entirety. She was speaking during the Dignity Campiagn launch in Kitwe at the Weekend. Ms Sindila said her organisation reached out to over 15,000 girls with sanitary pads, toilet paper, bathing soap and face masks among other needs last year and that it targets a further 25,000 girls in 2021 under the dignity campaign. An estimated one million girls in Zambia have no access to proper sanitation infrastructure and sanitary towels with reusable sanitary towels as the only option. According to a report by the global press journal in Zambia, girls often miss school because of difficulty in managing menstrual periods. The girls lack sanitary supplies, poverty as high as 78 percent in rural Zambia and sanitary pads costing about $1 per packet. The total amount of K23,235 was raised from both pledges and cash donations at the campaign fundraising launch. The team also auctioned two Dignity CampaignT-shirts at the value of K5,400.

India floods: Scores missing after glacier smashes Uttarakhand dam
Dozens of people are missing and feared dead after a glacier crashed into a dam and triggered a huge flood in northern India. The broken dam prompted a deluge of water to pour through a valley in the state of Uttarakhand. Villages have been evacuated, but officials warned as many as 150 people may have been victims of the flooding. Video shared on social media showed the floodwater streaming through the area and causing widespread damage. “It came very fast, there was

More than 50 people working at the dam, known as the Rishiganga Hydroelectric Project, are feared dead, Uttarakhand Police Chief Ashok Kumar said. But he said some workers had been rescued from the site.
