PARENTS in some communities in Mwinilunga district are allegedly telling their children not to accept praziquantel, a bilharzia drug being administered in schools. The parents in Kawiku, Kabanda and Kasangeji areas allege that the drug is a Covid-19 vaccine. Sharon Kamwengo, a parent, said people in the area were living in fear due to the Covid-19 pandemic hence they were treating every drug related matter with caution and reservation. “We are living in fear due to Covid-19. There are so many theories about the cure and source of the virus so we are skeptical about everything that comes,” she said. Another parent, John Kaimana, said recent happenings in the Ministry of Health pertaining to alleged procurement of expired drugs and recalling of many medicines has contributed to parents rejecting the anti-bilharzia drug. Mr Kaimana said parents were not aware of the disposal details of the drugs that were allegedly expired hence the skepticism. He said parents were left to think that the

Dr Mwachisowa said the drug was meant to protect children who were more vulnerable to contracting bilharzia. He said it is impossible for government to administer poison to its citizens because such an action is “Government will never poison its own citizens. I can guarantee you this can never happen,” he said. Dr. Mwachisowa explained that the bilharzia drug was being administered in a number of districts in the province to curb the high prevalence of the disease in children between the age of five and 14 years. - ZANIS

ZCTU SETS UP COMMITTEES FOR DEBT CANCELLATION CAMPAIGN By NATION REPORTER

AMBIA Congress of Trade Union (ZCTU) has set up committees for a debt relief campaign using its international desks in Tongo and Belgium's capital Brussels to lobby creditors for Zambia's debt cancellation. ZCTU general secretary, Cosmas Mukuka said the trade union was working with the local and international Trade Union Confederation (ITUC) council to lobby creditors to counsel the country's debt. Mr. Mukuka said in an interview that ZCTU and the

various institutions as a consortium would campaign for debt relief by stating the reasons why debt relief was important for Zambian. “We are building an International consortium and at this stage, we are mounting strategies and activities, once we unleash then we would kick start the campaign for debt relief,” he said. Mr. Mukuka said ZCTU has written to local institutions that have shown willingness to join the campaign and was ready to work with them in pushing the agenda. The ZCTU general secretary said the trade union was prepared to join the various

organizations to push for the country's debt relief in the same way they joined efforts in ensuring that Zambia reached the Epic Completion Point. Mr. Mukuka said it was time for stakeholders to join hands in fighting for debt relief and not for unwarranted attacks on the government over the country's debt burden. “We need to concentrate on building Zambia, looking at what is confronting Zambia, the debt burden, the Covid pandemic has hit us badly and the government didn’t plan for it so let us not attack the government saying it has failed us,” he said.

In her statement to the virtual international women’s day cerebration organized by Women Focus- Canada, Ms Siliya said because of this, women remain at the bottom of the social strata, with poor access to land, credit, health and education. This year’s commemoration is being held under the “Women in leadership: Achieving an equal future in a COVID-19 world” “Women, especially in Africa, continue to be denied an education, often the only ticket out of poverty,” she observed. She also said in order to achieve an equal future in a COVID-19 world, national governments need to address the persistent pre-existing social and systemic barriers that deny women opportunities for a decent life and hinder their participation in leadership. Ms Siliya also observed that disparities between girls and boys start in primary school and the differences widen through the entire educational system. She acknowledged that to enable women to escape poverty, development policies should place more emphasis on their

contributions to the economy. “Since the beginning of the COVID19 pandemic, across the world, women are facing increased domestic violence, unpaid care duties, unemployment and poverty. National governments need to focus on addressing these issues to achieve an equal future in a Covid-19 world,” said Ms Siliya. She explained that due to the pandemic, Government over-expenditure, resulting from the Covid-19 response, has led to reduced national capacity to deal with other diseases such as diabetes, blood pressure, malaria, HIV/AIDS, among others, which may lead to more family leaders dying and leaving social challenges especially for women and children. Meanwhile, the Free Press Initiative (FPI) has noted that despite women being the majority, they continue to be minority in decision making positions. FPI Zambia founder Joan Chirwa called for equal representation of women in all decision making positions in order for them to take part in the development of the country. She said Women are more than able to achieve true equality when men share with them the responsibility of bringing up the next generation. Ms Chirwa said women bring different skills and experiences to the table and make contributions to decisions, laws and pol-

icies that benefit everyone and that is reason they should be included in leadership positions. She said this year’s theme is timely as women are supposed

to be celebrated for their relentless efforts in the world in shaping a more equal future and recovery from the COVID-19 pandemic.

WOMEN ARE POWERFUL AS Zambia joins the rest of the world in commemorating International Women’s Day, it is prudent for the citizens to take deep reflection on the contribution the womenfolk have continued to make towards development. The commemoration should not just pass as a routine activity on the calendar, but it must be commemorated for what it is: recognising women and appreciating their valuable contribution to development of humanity. Many a time, march-pasts, elaborate speeches and merry-making characterise this important occasion, without deep reflection on the meaning and what should be done in order to place the women at the core of the developmental agenda. Immediately the commemorations come to an end, all citizens and women themselves coil back to their daily chores, without any follow-ups on the suggestions and recommendations. Speeches reverberate across the globe, but little or no tangible action follows. Therefore, there is need for a paradigm shift this time around to ensure that the speeches and recommendations are followed by practical steps to realign the gender imbalances in the country and beyond. At global level, the United Nations (UN) has coined an appropriate theme: ‘Women in leadership: Achieving an equal future in a COVID-19 world.’ Yes, women have taken a leading role in combating COVID-19 at household, national and international levels and as such ought to be recognised as a determined and inspiring force in eradicating disease and poverty. Women and girls have demonstrated immense efforts towards shaping a better future for Zambia, during COVID-19 era. Zambia has a dedicated cadre of medical practitioners, comprising female doctors, nurses, paramedics and support staff in health facilities that are handling some of the most delicate cases. Front-liners in other professions include a good number of women, who have dedicated themselves to duty at great risk. Elsewhere, women have taken the lead as evidenced in the financial and banking sector with Mizinga Melu heading ABSA Bank, Mukwandi Chibesakunda at the helm of ZANACO and Lowani Chibesakunda who became the first female Chief Executive Officer and Managing Director at Citibank Zambia in April last year. It is important, therefore, to recognise women as equal partners in development. Women must not be subjected to stigma, stereotypes, violence and other negative aspersions, but should be given equal, if not more, opportunities in leadership and other influential positions. Sadly, women are underrepresented in decision-making and public positions, as pointed out by the recent UN Secretary-General’s report. According to the UN, women are Heads of State or Government in 22 countries and that only 24.9 per cent of parliamentarians are women. The UN adds that going by the current rate of progress, gender equality among Heads of Government will take another 130 years. How sad! At local level, therefore, Zambians must move a step forward in recognising and respecting women as an integral part of national growth. Women on their part, should work extra hard and encourage the few that are failing and whose integrity has been brought into question, to rediscover themselves and join their high-fling counterparts.

ZRA said from the last update made on January 19, this year the water levels had increased by 3.96 meters from 476.80m to a lake level of 480.76 meters recorded on Tuesday last week. This has placed the lake level at 5.26m above the Minimum Operating Level (MOL) of 475.50m. Fitzgerald Muchindu, the ZRA Public Relations and Communications Officer, the lake level recorded on Tuesday translated into usable storage or live storage of 24.31 Billion Cubic Meter (BCM). Mr Muchindu said, last year, on the same date, the Lake level was lower

at 477.17m with 7.48 BCM of usable water or 11.55% live storage. Based on the Meteorological Authorities’ projections of normal to above normal rains for the on-going 2020/2021 rainfall season, the ZRA has maintained the 30 BCM of water allocated for power generation operations at Kariba for the year 2021. However, ZRA has continued to monitor the evolving hydrological situation under the Kariba catchment.

PRINCE2 stands for Projects In Controlled Environments, and this is why it is always abbreviated and capitalized. it’s not a software but rather a project management methodology put together as best practice. Most postgraduate studies involve writing a research proposal and thesis under supervision of an academic professor or lecturer and thereafter ensuring successful presentation and graduation. In companies and organizations proposals are handled as responses to Requests For Proposals (RFP’s) or Expression Of Interests (EOI) which normally come with drop dead deadlines, and for transparency purposes they are usually advertised with terms of references, so that capable providers respond appropriately.

That is well and fine, but what about students and scholars? Especially students who are required to do capstone academic work regarded as projects? How can students and postgraduate’s students’ benefit from PRINCE2 methodology and PMBoK standards in research proposals? This is one area which has been on my mind for some time now. Most beneficiaries of PRINCE2 methodology are companies and organizations. I think students and postgraduates can equally benefit from industry standards in project management like the PRINCE2 and PMboK combined in developing and implementing their research projects. The fact that PRINCE2 and the PMI’s PMboK are generic and can include academic research projects as well. Most postgraduate students struggle to complete their academic proposals in time be it at undergraduate BTech, Masters or PhD. In essence, anything which is work can be projectized just as well as a proposal. We will discuss how we can structure an academic proposal as a project. The common understanding is that a proposal is work in itself so it can be projectized either as a waterfall or agile approach. s a project management methodology? Is a project methodology same as a framework? Can PRINCE2

PENSIONS and Insurance Authority (PIA) has warned unlicensed entities to desist from operating in the market because the institution is vigilantly monitoring and scrutinising such conduct to protect policyholders. Unregistered insurance companies, brokers and agents should desist from selling insurance policies as it is illegal, says acting Chief Registrar, Tresford Chiyavula. Mr Chiyavula explained that it was illegal to transact in insurance business without a valid licence issued by the Registrar of Pensions and Insurance as doing so contravened the insurance laws. In his update on the 2020 performance of the insurance and pensions industries, Mr Chiyavula sounded this warning to insurance companies, brokers and agents. “The Authority will continue to monitor and scrutinise the operations of all licensed entities focusing on prudential supervision and market conduct in order to protect the interests of insurance policyholders and pension scheme members,” he said. Meanwhile, Mr Chiyavula said PIA as at the end of last month, granted licences to six pension fund administrators and nine pension fund managers. PIA, Mr Chiyavula said, had also issued out licenses to 355 insurance entities. He said of the 355 entities, 30 were insurance companies: 20 general insurance and ten long-term insurance companies. “The Authority has also licensed three reinsurance companies, five reinsurance brokers, 56 brokers, 238 agents and 23 other intermediaries. The Authority would also like to reiterate that it will act decisively on misconduct in the industry,” he said. He said in an effort to enhance protection of insurance policyholders and pension scheme members, PIA issued appropriate guidelines in 2020. Mr Chiyavula said these guidelines were also meant to increase the contribution of the pensions and insurance industries to the economy. In a report by the Budget and Appropriations Committee on the Budget Policy Statement for 2021-22 and the Medium Term Debt Management Strategy, the lawmakers also asked the National Treasury to expedite restructuring of highly indebted State corporations, a condition that had earlier been issued by the IMF for the country’s access to a Sh262 billion facility.

“The National Treasury should restructure Stateowned enterprises (SoEs), especially the highly indebted ones who are unable to meet their operational costs, with a view to privatising some of them by end of 2021-22 financial year to put them on a sound economic footing,” said the committee chaired by Kieni MP Kanini Kega. The committee also asked Treasury to defer new projects by one year until funding is available. Funds should also be provided for stalled projects before finalisation of budget estimates for 2021-22. Miners engage RBZ over forex HARARE - The Chamber of Mines of Zimbabwe (CoMZ) is engaging the Reserve Bank of Zimbabwe (RBZ) with a view to finding a solution to challenges caused by the new foreign currency regulations announced by the central bank in the Monetary Policy Statement. Under the new foreign currency regulations, the exporters are no longer required to exhaust their foreign currency earnings as was the case previously, but the surrender threshold has been reviewed upwards from 30 percent to 40 percent. It is against this background that some exporters, particularly in the mining sector, say they are now

having shortfalls meeting their obligations that require foreign currency. In an interview with the Herald Finance and Business, CoMZ chief executive officer Isaac Kwesu, said miners are having to augment for the shortfalls by turning to the foreign currency auction system. However, the challenge is that some of their bids are not going through, thus diminishing their ability to sustain production. “It’s an issue that has come up with some members saying that the 40 percent foreign currency surrender is on the up side,” said Kwesu. “Depending on an individual exporter’s cost structure, some miners are having shortfalls in terms of their foreign currency needs and have had their capacity to sustain production curtailed. “You will be aware of the foreign currency auction system and our members are also participating in it but unfortunately not every bid on the auction is always successful. – THE HERALD, Zimbabwe.

US$70m boost for B/bridge upgrade HARARE – The African Export-Import Bank (AfreximBank) has approved a US$70 million facility to fund the upgrading of the Beitbridge Border Post to enhance smooth trade in Southern Africa. Situated in Matabeleland South province, Beitbridge Border Post is the busiest inland port of entry in the region. The border post is a critical access point to trading with surrounding countries to the north and its upgrade would significantly reduce waiting periods that have of late hampered human and vehicular traffic movement. AfreximBank said work to upgrade the port of entry will involve procurement of technical equipment and software and modernising the border

facilities to ensure smooth service during the concession period. This would see investments being made in the border

town including development of a fire station, residential accommodation, water pipelines and waste water treatment plant, among other key

infrastructure development initiatives. “AfreximBank has approved US$70 million to finance the expansion and upgrade of the Beitbridge Border Post in Zimbabwe,” it said. The institution authorised a US$43 million loan facility to Zimborders Mauritius Ltd and the issuance of an investment guarantee of US$27 million supporting Pembani Remgro Infrastructure Fund to join other investors under Zimborders Mauritius. The financing facility forms part of a US$204,4 million syndicated senior term loan facility for which AfreximBank was among a consortium of financial institutions acting as mandated lead arrangers and senior debt lenders. – THE HERALD, Zimbabwe.

China rebounds with economic growth target above 6pc BEIJING - China is aiming for an economic growth rate above six percent in 2021, after scrapping its target last year. China's Premier Li Keqiang announced the target at the opening of this year's National People's Congress. The target marks a return to strong growth after the Covid-19 pandemic impacted the world's second largest economy.

Although China's economy grew last year, it only managed 2.3 percent growth, its weakest result in decades. The new target highlights the Chinese economy's strong rebound after the pandemic shutdowns led to a sharp 6.8 percent contraction in the first quarter of 2020. The economy grew in the second half of 2020, and China was the only major global economy to post gains for

the year, although they were slender compared to previous years. Now the government hopes to continue that rebound. "A target of over six percent will enable all of us to devote full energy to promoting reform, innovation, and high-quality development," Premier Li Keqiang said. s we commemorate International Women’s Day under the theme “Women in leadership: Achieving an equal future in a COVID-19 world”, the Free Press Initiative (FPI) Zambia calls for an equal representation of women in all decision making positions. FPI Zambia notes that women are the majority in the world but very few are in decision making positions. There is great acceptance that women bring different skills and experiences to the table and make contributions to decisions, laws and policies that benefit everyone and that is why they should be included in leadership positions. This year’s theme is timely as women are supposed to be celebrated for their relentless efforts in the world in shaping a more equal future and recovery from the COVID-19 pandemic. As countries are slowly recovering from the

FPI working to create safe working environment for women, journalists ahead of elections devastating effects of the COVID-19 pandemic, women must be given equal opportunities to play a key role in the development of any country across the globe.

The Patriotic Front showed the way by giving us the first female Republican Vice-President and party vice-president. a strong woman. FPI Zambia further calls for change on how women are viewed in order to end cyber bullying which is one of the main reasons why most women do not want to take the front seat. This day should be used to reflect on some progress made and achievements scored by women. Lastly, the FPI wishes to commend political parties that are appointing women in top leadership positions. We have seen other parties like the UPND and DP following suit, which is very commendable. As people, we need to continue improving on our lives. The older we get, the less the enthusiasm to change things. Personal improvement is a must if we have to succeed. We need to follow the kaizen principle. Personal improvement leads to overall GDP growth and National economic development! Therefore, it’s always important to have a blend of old and young people. Young people are dreamers. They bring improvements. Old people are like fine old wine. Theirs is to nature the young ones to ensure that dreams are achievable. The old have been there and done that so they know all the textbook mistakes a young person a can make. What is wrong is when the old suppress ambitions of the youthful people. President Lungu through his appointments has entrusted young people with sensitive positions. When you look at his advisors, they are younger than him. He gets to have that youthful energy and filters advice to add his experience.

Unfortunately the same is not happening in the private and public sector institutions. A lot of limitations for the young ones still exist. This is frustrating youths. Meaning we are destroying the future because there will be no one to hand over to. As EAZ, we shall now push for more space for the youth. You can’t call for employment which bares the youths by putting laughable work experience. Which job experience will a college or university graduate have? In the end the same people are rotating from one job to another leaving out potential! Today Saturday all frustrated youths will be drinking in bars instead of going to their farms or businesses outside their jobs during the weekend. Government should seriously curtail job discrimination based on age! We end up recruiting pipo based on age and not ability! Youths are in the majority and should speak out on this one. This day was specifically designed by UNICEF around 1991 with an overriding objective to inspire and to trigger much-needed interests within the broadbased society so that most of our broadcasters across the global create awareness

Each year, hundred thousands of broadcasters globally participate in this remarkable day, celebrating it in ways so unique and quite special as children do enjoy themselves in taking up the airwaves. With children’s interest gaining momentum around 2009, the celebration was moved to the first Sunday in March. The composition of both television and radio plays such a huge role in raising of the much needed information and awareness of local, regional and global issues in varying interests across the board. Though UNICEF still encourages broadcasters to open up their respective airwaves to youth and children throughout the year, as the ICDB passages from being just one day show-up to an all-encompassing initiative to include more young people in the media development. Government urged to expedite health workers recruitment BY SANFROSSA MANYINDA

OVERNMENT must expedite the 5000 health workers recruitment exercise which include over 400 doctors, the unemployed doctors have said. Speaking to the Daily Nation on behalf of other health care workers, former CBU school of medicine student union president Wallace Mumba however commended Government on the pronouncement that more health workers would be employed. Mr Mumba said Government's efforts to increase the workforce in the health sector were welcome. He was speaking in an interview in Kitwe yesterday. "The country is faced with a critical shortage of health workers which has further exacerbated since the attack of the Covid-19 global pandemic.

"The pandemic has caused mayhem world wide with negative impact across various sectors," he said. Mr Mumba stated that as a result of the rising incidences of the Covid-19 cases, the health sector had been the most overwhelmed because healthcare personnel from various disciplines were in the

forefront trying to fight the global disease. He observed that through combined efforts among health workers within the healthcare system coupled with a multi-sectoral mitigative approach, there was confidence that the fight against the pandemic would be won. Mr Mumba said the it was

the desire of new doctors to be part of the fight and contribute towards quality provision of health service to the population. He added that it was important to realise that the health system was inter-disciplinery that required health personnel from various specialities to work together in order to improve quality health service delivery. "The exercise will also reduce the doctor-population ratio as the country strived to meet the world health organisation recommended of 1:1000. "As new doctors, we are ready to work and become integral elements of the healthcare system," he said. Mr Mumba said it would be motivating that the new doctors were employed as quickly as possible while they had the morale to put their acquired skills into good practice.

Intellectual Property vital for growth, saysbut expert BY SANFROSSA MANYINDA DZIWA Science and Technology Trust ( DSaT) has expressed the need to sensitize communities across the country on the benefits of Intellectual Property (IP) for socio-economic development. DSaT Executive Director Veronica Mwaba said Intellectual Property was a tool for wealth creation towards socio-economic development. The World Intellectual Property Organisation (WIPO) refers to IP as creations of inventions, literally artistic works, designs and symbols, names and images used in business. Ms Mwaba noted the need for new knowledge embedded in innovation to solve real world problems to be protected. "Access to modern technology by Small and Medium Enterprises (SMEs) should be increased and supported by all key stakeholders and national governments in the Least Developing Countries. "Agenda 2030 is a call to all governments to end poverty in all its forms everywhere," she said. Ms Mwaba added that the United Nations Sustainable Development (SDG) Goal number 3 was linked to promote the well-being for all

ages. She said that Goal number 9 further highlighted the significance of industry, innovation and infrastructure development as key to all governments. Ms Mwaba said IP said was an asset that required a multi-sectoral approach to be demystified for society to see its benefits. " Researchers should take advantage of the current National Science, Technology and Innovation Policy that was recently launched by Higher Education Minister Dr.

Brian Mushimba. " The policy now incorporates key facets of innovation that were excluded in the 1996 National Science and Technology Policy," she said. Ms Mwaba further noted that Prior to the COVID-19 pandemic, Zambia remained among the least innovative nations in the world. She said research showed that there was little knowledge about IP in LDCs including Zambia. She therefore stated that the enhanced knowledge on IP issues and enforcement of

laws motivated inventors to make positive contributions to the growth of the economy in wealth creation. She said enhanced public awareness is key for IP and Innovation to be developed strategically at national level and be market oriented. " Accordingly, there is need for government to play a major role to facilitate research activities that match with increased resource allocation. Linkages with key stakeholders should be strong and sustained for Zambia’s prosperity," Ms Mwaba said.

Luanshya records 416 Covid-19 cases LUANSHYA has recorded 416 Covid-19 positive cases from January to February 2021. District Commissioner Patrick Maipambe said the district has conduct 4, 206 Covid-19 tests during the same period. Mr Maipambe said out of the 416 positive cases, 44 cases were treated at Thompson District and Roan Antelope General Hospitals while 372 cases were treated from home. “From January to date, we have had 21 Covid-

19 cases admitted to Thompson’s Level One Hospital, eight on oxygen and recorded five deaths. Roan hospital has attended to 23 patients, 16 were oxygenated and unfortunately two deaths were recorded,” he said. Mr. Maipambe disclosed that 32 patients have since been discharged from the hospital and 301 patients from home had also fully recovered. He indicated that despite the district health

team doing everything positive in managing the Covid-19 patients, they however recorded seven deaths from the 416 cases. Mr Maipambe said the district has 11 active Covid-19 cases in hospitals. Luanshya has cumulatively conducted 7, 051 Covid-19 tests, with 627 confirmed positive cases and recorded nine deaths since March last year. Meanwhile, Mr. Maipambe said the district has continued to roll out

Covid-19 preventive measures in public places to curb the spread. He said his office with the cooperation of the Luanshya Hindu Association has disinfected all schools, markets, bus stations and police stations, and court houses. Mr. Maipambe said a combined team of public health workers and law enforcers were periodically conducting checks to ensure compliance to Covid-19 laid down guidelines. – ZANIS.

"It is very clear that people are dying of covid-19. So let us adhere. People must not play games with this disease," he stressed.

STOP SEXUAL HARRASMENT

BY MELANIE WALKER HAVING spent hours in a certain local court, in Lusaka, taking heed to cases litigated, I was awakened to various issues affecting our society today. One of the mammoth issues I found was sexual harassment. Seemingly, many of our people in the communities do not know what this cancer is. My experience at a local court compelled me to bring the light in the dark room where sexual harassment is committed. The dark room referred to can be one’s mind or a church, a school, workplace, street corner, market, business, politics and a home among other places. On the other hand, light represents the knowledge about the sexual harassment. When light appears, darkness disappears…Even so does knowledge make ignorance evaporate.

I have found sexual harassment not only to be common in various booths of our society but extremely hideous. It puts unity and peace of families and communities in jeopardy thereby disturbing development and progress of a country. Sexual harassment is capable of paralysing an individual from participating effectively in development activities of the family, community and the nation at large. Thus, it is a matter worthy addressing. From my observation, many members of our families and communities are unaware about sexual harassment. Some consider it to be a way of life. “The world is a mirror of confusion when knowledge is limited.” To every reader of this article, I ask of you one thing. That is; read to the end. You will be empowered! You will be able to protect yourself, your family and your community from sexual harassers or predators. Sexual harassment is a crime easy to commit. Howbeit this is the case; the offence is highly punishable. But what is sexual harass-

ment? This is a compound word made up of two distinct terms namely harassment and sexual. To harass is to subject a person to hostility or make annoying; hurtful comments or actions persistently to someone. Therefore, we can define sexual harassment as any unwelcome, annoying or unwanted sexual comments, gestures, jokes, and looks behaviors that express or imply demands for sex. This brings us to the nitty-gritty of the matter. Our communities are full of sexual related offenses. These crimes start simple and small but end up complex and big issues. They start from simple actions such as sexual gestures and repeated sexual jokes. Other actions may include inappropriate touching, cat-calling, unwelcome messages, or emails, brushing up against somebody, sexual comment about somebody’s body, fondling somebody inappropriately, distributing or displaying explicit sexual drawings or pictures and unwanted questions about one’s sex life. Unfortunately, “All big things start small.” The enlisted are the actions that express sexual harassment. More often than not, we see or experience these acts in our homes, churches, schools, workplaces, and streets. But we ignore these expressions. We say it is a simple joke or he or she was just playing. Sometimes, we don’t speak because we are afraid of the stigmatisation, or/and violent retaliation from perpetrators. We say he or she is my boss, I will lose my job. We say he or she is my uncle, dad, cousin or aunty; they will chase me from their home. In effect, we silently promote the crime of sexual harassment. Who is mostly affected by sexual harassment? Women and girls count to be the majority on the victim’s roll. But this doesn’t mean men are not harassed. They are but not as much as women. Perpetrators threaten and instill so much fear such that a victim ends up not reporting. This is common in male dominated homes, schools or workplaces. Evidence from various sources reveals that Zambia, like many other countries has high cases of sexual harassment. “When it comes to sexual harassment, forgetting is difficult. Remembering is worse.” Sexual harassment has huge economic or financial, social, and psychological/emotional consequences on a victim and the perpetrator especially when convicted. Therefore, it falls upon every person or leader to intercept this cancer from eating away our families, communities and nation at large. Sexual harassment is a serious criminal offense in Zambia. The Anti-Gender Act of 2011 outlaws sexual harassment. Any person convicted of it is liable to imprisonment for a term of “not less than 3 years but not exceeding 15 years.” Stop sexual harassment especially on women and girls. A woman is beautiful in every way. She deserves protection from all forms of Gender Based Violence. As a mother, she shines, her power and glory flourishes. Happy Women's Day! WHY IS THE MEDIA SO AFRAID TO TALK ABOUT SEXUAL HARASSMENT?

HE eve of International Women’s Day presents an opportunity for us to think about gender equality and the long and often frustrating march

toward societies that are truly equal. As media, we are uniquely placed to drive forward this reflection and discussion. But while focusing on the challenges of gender in society, we owe it to our staff and the communities we serve to also take a hard look at the obstacles within our own organisations. I’m talking specifically about the scourge of sexual harassment. It’s likely to have happened in your newsroom. It has likely happened to a member of your team. It happens to all genders but is disproportionately directed at women. It happens in every industry, regardless of country, culture or context. This is because sexual harassment is driven by power, not sex. Wherever you have imbalances in power, you have individuals who are at risk of sexual harassment, and those who abuse this power. I’ve been sexually harassed. The many journalists and editors, friends and family members who

I have spoken to over the years on this subject have also been harassed. Yet it is still hard for leaders to recognize that this could be happening within their newsrooms and boardrooms. Why does it continue to be such a taboo? Counting the cost of sexual harassment Sexual harassment is, simply put, bad for business. It can harm your corporate reputation. It is a drain on the productivity of staff and managers. Maintaining and building trust in your brand is an absolute imperative for media organisations globally. If and when a case gets out of control or is badly handled - this can directly impact your bottom line. It is for this reason that WAN-IFRA Women in News has put eliminating sexual harassment as a top priority in our work around gender equality in the media sector. This might seem at odds with the current climate where social interactions are fewer and remote

work scenarios are in place in many newsrooms and businesses. But one only needs to tune into the news to know that the abuse of power, manifested as verbal, physical or online harassment, is alive and well. Preliminary results from an ongoing Women in News research HARASSMENT

study into the issue of sexual harassment polling hundreds of journalists in Sub-Saharan Africa and Southeast Asia indicate that more than 1 in 3 women media professionals have been physically harassed, and just under 50% have been verbally harassed. Just over 15% of men in African newsrooms reported being physically harassed, and slightly less than 1 in 4 reports being verbally harassed. The numbers for male media professionals in Southeast Asia are slightly higher than a quarter on both forms of harassment. The first step in confronting sexual harassment is to talk about it. We need to strip away the stigma and discomfort around having open conversations about what sexual harassment is and isn’t. Media managers, it is entirely in your power to create dynamics in your own teams that are free from sexual harassment. Publishers and CEOs, you set the organisational culture in your media company.

By being vocal in recognising that it happens everywhere, and communicating to your employees that you will not tolerate sexual harassment of any kind, you send a powerful message to your teams, and publicly. WOMEN’S DAY REFLECTION; RAISING THE GENDER PROFILE BY MARVIN CHANDA MBERI RAISING the gender profile in any society, Zambia inclusive has been a long journey stretching as far as 1948 when the United Nations member states made a declaration to affirm the equality of all firms. This landmark decision was replicated by other international state actors and with time, the various state parties Zambia inclusive started finding progressive ways of integrity gender equality in their policy framework. The discussion on Zambia’s gender profile is traceable from the landmark cases of Edith Nawakwi v. Attorney General and Chief Passport Officer as well as Sarah Longwe v. Intercontinental Hotels (1994). For the benefit of the readers, in the Nawakwi case, the applicant was a single mother who had applied to travel outside the country with her two young children. Under the immigration laws at the time, a single woman could not travel with the children unless prior consent from the father was obtained. The applicant successfully sought the intervention of the Court and was allowed to travel with the children. As regards the Sarah Longwe case, the applicant sought admission in the respondent’s bar. BY JANE GODIA Today is International Women’s Day - it’s a moment to think about how much better our news diet could be if inequities were eliminated. In 1995, when the curtains fell in one of the largest meetings that have ever brought women together to discuss women in development, it was noted that women and media remain key to development. Twenty-six years later, the relevant “Article J” of the Beijing Platform for Action, remains unfulfilled. Its two strategic objectives with regard to Women and Media have not been met. They are: To increase the participation and access of women to expression and decision-making in and through the media and new technologies of communication To promote a balanced and non-stereotyped portrayal of women in the media. Today, as we mark International Women’s Day, it's an indictment on both media owners and civil society that women remain on the periphery of news-making. They cannot claim

equal space in either the structures of newsrooms or in the content produced, be that as sources of news or as the subjects of reports. Indeed, the latest figures from WAN-IFRA’s Women in News Programme show just one in five voices in news belong to women*, be they as sources, as the author or as the main character of the news report. Some progress was evident several years back, with stand-out women being named as chief executive officers, editors in chief, managing editors and executive editors. But these gains appear short lived in most media organisations. Excitement has turned to frustration as one-step forward has been replaced with three steps backwards. In Africa, the problem is acute. The decision-making tables of media organisations remain deprived of women and where there are women, they are surrounded by men. Few women have followed in the footsteps of Esther Kamweru, the first woman managing editor in Kenya, and indeed sub-Saharan Africa.

BALANCE The lack of balance between women and men at the table of decision making has a rollback effect on the content that is produced. A table dominated by men typically makes decisions that benefit men.

Today’s standout women editors include Pamela Makotsi-Sittoni (Nation Media Group, Kenya), Barbara Kaija (New Vision, Uganda), Mary Mbewe (Daily Nation, Zambia), Margaret Vuchiri (The Monitor, Uganda), Joyce Shebe (Clouds, Tanzania), Tryphinah Dongwana (Weekend Post, Botswana), Joyce Mhaville (Independent Television -ITV, Tanzania) and Tuma Abdallah (Standard Newspapers,Tanzania). A table dominated by men typically makes decisions that benefit men. So today, International Women’s Day is a grim reminder that things are not rosy in the news business. Achieving gender balance in news

and in the structure of media organisations remains a challenge. Unmet, it sees more than half of the population in our countries suffer the consequences of bias, discrimination and sexism. The business of ignoring the other half of the population can no longer be treated as normal. It’s time that media leaders grasp the challenge, not only because it is the right thing to do, but because it also makes a whole lot of business sense: start covering women, give them space and a voice in news-making and propel them to all levels of decision making within your organisation. We can no longer afford to imagine that it’s only men who make and sell the news and bring in the shillings to fund the media business. Women too are worthy newsmakers. In all of our

societies, there are women holding decision making positions and who are now experts in once male-only domains such as engineers, doctors, scientists and researchers. They can be deliberately picked out to share their perspectives and expertise and bring balance to the profile of experts quoted on our news pages. Media is the prism through which society sees itself and women are an untapped audience. So, as we celebrate International Women’s Day, let us embrace diversity, which yields better news content and business products, and in so doing eliminate sexism. We know that actions and attitudes that discriminate against people based on their gender is bad for business. As media, the challenge is ours. We need to consciously embrace and reach the commitments made 26

years ago when the Beijing Platform for Action was signed globally.

Despite the Court pronouncing itself on the need for society to desist from the exclusive exclusion of women, there are some society values which made the quest for gender equality an uphill battle. As a matter of illustration, under customary law, a girl child could be married so long three requirements have been satisfied. These are; the girl must have reached puberty, lobola should have been paid and the consent from the parents should have been obtained (the case of Chibwe v. Chibwe). The above requites of a valid customary law marriage are somehow a basis of fostering discrimination of women in society. It is likely that a 17 year old girl may be married while his 21 year old elder brother is still a dependent at the parent’s house. While society may treat a 17 year married girl as an adult, in the sight of the parents, a 21 year man is a dependent until such a time he is in gainful employment. Whilst it is a fact that gender discrimination has been institutionalized, there are some progressive and deliberate measures which have been implemented by the Government to supplement the earlier judicial decisions. For instance, on 8th March, 2012, during the women’s day commemoration, then President Sata made a decree and upgraded a Gender and Women’s division at Cabinet Office into a fully-fledged Ministry. Then Deputy Minister Emmerine Kabanshi was appointed to serve as first Gender Minister with Professor Chomba serving as the first Permanent Secretary. This Ministry was to supplement the efforts of the Ministry of Community Development, Mother and Child Heath. The elevation of gender and women related portfolios into fully related matters has been an affirmative action to have a society that is based on equality. There has been growing demand to implement the relevant legal, institutional and policy reforms. The enactment of the Anti-Gender Based Violence Act, the establishment of the Gender and Equity Commission, the National Gender Policy are among the progressive steps that will positively help us win the war against Gender Inequality. While we may count a few achievements in Gender Equality, the battle is still in transitory stages and what has been achieved are the building blocks for a gender balance future. Happy women’s day.

HE Livingstone magistrate’s court has sentenced former District Education Board Secretary (DEBS) and eight others to seven years imprisonment with hard labour for being being in possession of rhino horns without lawful authority. Bornwell Sibanga,a former DEBS, Nawa Muyunda, Berry Simulandu, Hamainza Robson Hamukwena, Kelvin Manyando, Lunenge Maswabi, Dalitso Nyangu, Chipasa Bihemba, Nickson Kamwata, Japphet Mweetwa, Ackim Simukonda and Christoppter Silondwa were charged with illegal possession of prescribed trophy. Four of them were however acquitted. Between May 31 and June 10, last year in Livingstone,

THE International Organization for Migration (IOM) has partnered with the Ministry of Justice in providing mobile local court sessions to former Angolan and Rwandan refugees in Meheba refugee settlement of Kalumbila district. The move to introduce mobile local courts follows the difficulties the former refugees had been facing to access justice due to distance between their settlement and the local court facility. IOM Project officer, Cephas Njovu, said his office would supplement Government efforts especially in the provision of justice to the settlers in the area under the project pillar called Social Cohesion. Mr Njovu said the move was aimed at merely reaching out to those with cases in far flung areas.

There are a number of layers that one can chose from as long as one adheres to the required rearing system. Each breed has its own way of being reared in order to achieve the best out of them, but they all end up in egg producing birds. The farmer has to follow the recommended type of feed and line or system of management as per type of breed bred by the breeder. Therefore, there are a number of factors that affect production of these birds. The management of these has to be good. Egg and meat production may be low if the management is poor. Bad management will result in layers which may lay very few eggs if any. Causes of low egg production are many, but below are some of the common causes. • Feeding, wrong type of food apart from what has been recommended by the breeder will not help the chick and the chicken to grow properly, equally feeding the right type of food but in too little at irregular intervals will affect their growth and performance. However, as a farmer should provide a range of balanced diets which satisfy the nutrition requirements of the chicks at all stages of their development and production, that which will optimize efficiency and profitability without compromising bird welfare. Avoid stale food. • Water, there should be enough, clean drinking water in the founts and drinkers. It is a requirement that they have access to this commodity. Equally the farmer should understand that drinking water can be a reservoir of those bacteria responsible for food poisoning. It is also worth to note that when water is very cold or very warm birds will drink less and growth will be reduced. Growth will also be restricted should the water con-

HE Ministry of Fisheries and Livestock through the Livestock Infrastructure Support Programme (LISP) has released US$200,000 and the Ministry used some of the funds to purchase medical protective materials, hospital cleaning materials, food rations and bedding as part of the COVID-19. Fisheries and Livestock Minister, Nkandu Luo says African Development Bank (AfDB) released the funds after a request to support communities and institutions affected by COVID-19 in Nakonde district. Speaking when she handed over the items at Nakonde General Hospital Professor Luo said Nakonde was chosen because of the high wave of Coronavirus cases which has left most people and communities vulnerable.

UAPULA Province has started disbursing various agricultural implements procured from the K3 million youth empowerment allocated to the province. 100 youths groups from across the province are expected to benefit at the end of the distribution exercise. Speaking during the flag off and handing over of these items to the beneficiaries, Luapula Province Minister Nickson Chilangwa said the empowerment could not have come at a better time than now when the country will be celebrating youth day. The Minister explains that the empowerment is the best gift which President Lungu has given to youths in Luapula and urged them to utilise the funds accordingly. “As Government we under-

stand that not every youth can have a white collar job hence we come up with such empowerment programs for the youths in the country," says the Minister. AFRICAN women in agriculture are suffering disproportionately as the COVID-19 pandemic worsens existing structural economic, social and technological inequalities, a new survey shows. Female farmers on the continent are struggling to perform their multiple roles in society during the pandemic and specific policy measures are required to accelerate the recovery in rural areas and alleviate existing gender inequalities. So says a survey conducted by the Alliance for a Green Revolution in Africa (AGRA), which sought to determine how rural women are coping with COVID-19. The respondents included 71 women over the age of 18 who are operating small and medium agribusiness enterprises (SMEs) across the four sub-Sahara Africa regions. Most of the women who responded were producing crops and livestock (52 percent) or involved in processing and distribution services (48 percent), with just a few engaged in commodity marketing and service provision. Women are a key pillar in the continent’s food and agricultural systems,

comprising 50 percent of the agricultural workforce and owning one-third of the SMEs that produce, process and trade in agricultural products and services.Elly Siakasasa, CEO of FutureSeeds, a company in Lusaka, Zambia, involved in the production, processing, packaging, marketing and trading of certified indigenous legume seeds, was one of those who responded to the survey. Agro expert calls for greater use of Chinese knowledge, tech in agriculture in Africa AFRICA needs to take full advantage of its close-ties and cooperation with China, in terms of technology transfer, skills and policy development, to fully revolutionize its agricultural sector, according to an agricultural expert. Andrew Cox, Chief of Staff and Strategy at the Alliance for a Green Revolution in Africa (AGRA), said there are many lessons the continent can draw from China in its bid to transform the sector and change the lives of its people. “Because of China’s experience in transforming the entire country around agriculture, we want to see China’s experience, its knowledge, its investment, its technical expertise to come through everywhere,” Cox said. The fact that the people who spearheaded the agricultural revolution in China are still alive and working, he added, was a crucial advantage for Africa to capitalize on. Cox said China’s claim it has eliminated absolute poverty while encouraging industrialization and urbanization and still transforming its rural and agricultural sector is an “extraordinarily important” example worth following for Africa. Promotion of agricultural and rural development, as well as poverty eradication in developing countries, especially in Africa, has always been a priority of China’s foreign aid.

“If China can do it for a billion-plus people, then, certainly, there are many lessons, practices, experiences which can apply to the African continent,” he said, noting that China and Africa had walked the same pathway in the same century. AGRA, Cox said, is interested in escalating the partnership between China and Africa to make it relevant to millions of farmers rather than focusing on individual and small projects. AGRA is part of a number of agricultural-based partnerships and projects involving China, including a highly successful venture in Mozambique which supports rice production. Cox

said this was a prime example of applying Chinese knowledge and technology and adapting it to a situation in Africa. “Using Chinese knowhow combined with African partners made it possible to double the rice yields over a fairly short period of time and that is the kind of thing that we want to see,” Cox said. Such results mean Mozambique could potentially tackle a rice shortfall it usually experiences of between an estimated 400,000 and 600,000 tonnes. In 2018, a study by the UN revealed China’s agricultural foreign assistance projects have resulted in increased

food production and income for smallholder farmers in Mozambique, as well as Guinea. “It (AGRA involvement in China-Africa partnerships) has been a very deep partnership with excellent results. We want to see it go big. We want to see Chinese knowledge and expertise applied on a wide scale across the continent.” The growth of Africa’s agriculture also represents a win-win situation for both China and Africa as China, already Africa’s second-largest importer of agricultural products, continues to increase its agricultural imports from the continent. In Iraq’s ruined city of Mosul, pope hears of life under Islamic State MOSUL, Iraq - Muslim and Christian residents in the ruined Iraqi city of Mosul told Pope Francis of their lives under brutal Islamic State rule on Sunday as the pontiff blessed their vow to rise up from ashes and told them that “fraternity is more durable than fratricide.” Francis flew into the northern city by helicopter to encourage the healing of sectarian wounds and to pray for the dead of any religion. The 84-year-old pope saw ruins of houses and churches in a square that was the old town’s thriving center before Mosul was occupied by Islamic State from 2014 to 2017. He sat surrounded by skeletons of buildings, dangling concrete staircases, and cratered ancient churches, most too dangerous to enter. “Together we say no to fundamentalism. No to sectarianism and no to corruption,” the Chaldean archbishop of Mosul, Najeeb Michaeel, told the pope. Much of the old city was destroyed in 2017 during the bloody battle by Iraqi forces

and an international military coalition to drive out Islamic State. Francis, who on a historic first trip by a pope to Iraq, was visibly moved by the earthquake-like devastation around him. He prayed for all of Mosul’s dead. “How cruel it is that this country, the cradle of civilization, should have been afflicted by so barbarous a blow, with ancient places of worship destroyed and many thousands of people – Muslims, Christians, Yazidis and others – forcibly displaced or killed,” he said. “Today, however, we reaffirm our conviction that fraternity is more durable than fratricide, that hope is more powerful than hatred, that peace more powerful than war.” Intense security has surrounded his trip to Iraq. Myanmar coup: Party official dies in custody after security raids

An official from Aung San Suu Kyi's party has died in custody in Myanmar after being arrested by security forces in the biggest city, Yangon. On Sunday the body of U Khin Maung Latt was released to his family, who were reportedly told he had died after fainting. Photos show a bloodstained cloth around the 58-year-old's head. Activists say he was beaten while being detained by police and soldiers, and subjected to a harsh interrogation. Protests continue against last month's coup despite a

bloody crackdown. The UN says more than 50 people have been killed since the military detained Ms Suu Kyi, Myanmar’s democratically elected leader, on 1 February. The authorities have exhumed the body of one victim, 19-year-old Kyal Sin, and said she had not been killed by police as she had been shot from behind. In another development, the military rulers asked neighbouring India to return several police officers who had crossed the border seeking refuge after refusing to carry out orders. - BBC

A Glance At International Women’s Day History The day has been celebrated as far back as the early 1900s. The oppression and inequality against women were rife prompted women to be agents of change that they wanted to see. They decided that it was time to be heard by speaking about the matter and campaigning for change. The year 1908 will be remembered as a transformational one in the womanhood emancipation story. It is the year that 15,000 women in New York marched in the city, demanding rights ranging from shorter hours and better pay to voting. This was to be recorded as the first NWD; it was observed on the 28th of February across the United States.

S we commemorate women’s day and extend our best wishes to all, I wish to recognise our women who occupy different positions in the energy sector starting from the young lady who sells electricity units, petrol attendants to the Director General of the Energy Regulation Board (ERB) Ms. Langiwe Hope Lungu who broke the record by becoming the first woman to lead the ERB after years of male dominated leadership; and now she has a woman board chairperson at the same institution. Government appears committed to increasing the number of women in the sector. At one time, there was Hon Dora Siliya as Minister of Energy; the second woman to have headed the Ministry of Energy 20 years after Hon. Edith Zewelani Nawakwi became the first woman to head the Ministry.

Women have gathered enough fire wood for thousands of years. It is high time, they are given a bit more space in the sector whether in Government, Quasi Government agencies or in private sector. They have the capacity to lead operations successfully. It will take affirmative action to reserve some procurement lots exclusively for women owned companies and ensure their implementation. It will take affirmative action to promote girl child STEM education in order to produce more women graduates with a technical background and encouraged to enter the energy sector. It will take affirmative action to ensure women mentorship and coaching in the sector for them to reach the summit. It is not a deniable fact that women face significant challenges in their careers compared with men hence the need to support them. Perhaps the ongoing energy sector reforms must ensure that they include affirmative action which will take women participation in the sector to another level. One of the regional countries which has done relatively well in this area is South Africa which has entrenched women participation in the sector through enhanced affirmative action.
