Zambian DNA spokesperson, Spuki Mulemwa, said ECZ must ensure that political party leaders do not abrogate the Electoral Act with impunity. Mr Mulemwa observed that some political leaders had embarked on early campaigns even when the campaign period was not yet officially opened. He said political leaders were advertising themselves using acquainted media while discrediting opponents. PF lifts suspensions, appoints independent electoral commission By OLIVER SAMBOKO THE PF has lifted all suspensions in the party and deemed all members who were in good standing with the Party as at 28th February, 28, 202 as eligible delegates General Conference slated for next week. The ruling party has also appointed an Independent Electoral Commission which will be responsible of accrediting delegates to the National Council and General Conference and superintending over the Party electoral process. PF national chairman Samuel Mukupa said considering that Party unity is essential as the country heads to the 2021 general elections, and in the interest of broad participation by all members in party affairs, all disciplinary cases that have arisen from 28th February 2021 to date have been frozen. “All members who were in good standing with the Party as at 28th February, 2021 be deemed as eligible delegates and; be allowed to participate in the National Council
and General Conference, respectively,” he said. Mr Mukupa called for the end of all internal wrangles as the ruling party prepares to propel the Party to victory in the 2021 General Elections. He said the ruling party has put in place systems that will ensure full participation of members in line with the provisions of Article 14 of our Party Constitution. Meanwhile, Mr Mukupa said the appointment of the Independent Electoral Commission consisting of various professionals and experts is aimed at ensuring high levels of transparency and fairness in the conduct of Party elections and other related business during the general conference. Abductor UPND MP convicted SESHEKE UPND Member of Parliament, Romeo Kang’ombe, who abducted and assaulted two policemen in Muchinga province last year, has been convicted in the Chinsali magistrate court. According to court records, Kangómbe while in Lavushimanda did abduct and assault two police officers who were assigned to facilitate the smooth passage of the UPND President Hakainde Hichilema and his entourage He has been convicted on charges of assault of police officers. Kang’ombe will be sentenced on Monday and has been remanded at Chinsali Correctional Facility. Chinsali Senior Resident Magistrate, Julius Malata, convicted Kang’ombe yesterday. Kang’ombe was facing four counts of abduction and assault of two police officers but was acquitted on one count. The magistrate reserved sentencing for April 12 because the defence lawyers were not present. He said the prosecution team failed to prove the charge of assault in count one but proved the case beyond any reasonable doubt in count two, three and four.
"The court has found the accused person not guilty with regards to count one and acquit him accordingly. However, the court finds the accused person guilty in count 2, 3 and 4 and convict him accordingly," Mr Malata said. The magistrate said defence lawyer, Mulambo Haimbe, did not file any document to inform the court why he was not available to represent his client. Mr Malata adjourned the matter to allow the defence lawyer to travel to Chinsali and mitigate for the convict before the sentence. Kang’ombe while acting with others unknown in Lavushimanda did abduct and assault two police officers who were assigned to facilitate the smooth passage of the UPND President Hakainde Hichilema and his entourage. Kang’ombe in the first charge faced two counts of abducting Sergeant Innocent Mwale and Constable Chinyama Chipango of Mununga police post on October 14, last year. Zitukule Consortium has dismissed the UPND claims and has called on the police to get to the bottom of the matter stating that the contentious issue was the land transaction that seemed to have gone out of hand. FDD President Edith Nawakwi has stated that the Hatembo’s were being held to prevent them challenging the alleged fraudulent acquisition of the 2,000 hectare farm by UPND President Hakainde Hichilema. Mr Siabutuba said it was only after authorities understand the issues surrounding the Kalomo farm that they would understand the situation concerning the Hatembos. “If you look into their testimony, it’s about a transaction on their farm, that transaction seems to have gone out of hand and the question all of us are asking is why. So unless some of these issues are resolved and the understanding is clarified by relevant authorities, we will continue speculating. “It is important for the police to take centre stage in finding out what is going on,” he said. Mr Siabutuba said the police had always come to the protection of citizens whenever there was need to do so but wondered why the case was different for the Hatembos. He said contrary to speculation, Zitukule was not holding the Hatembos but that the police could locate them if they rose to the occasion.
Mr Siabutuba said answers on what was really happening with the Hatembo family could be provided if the police got to the bottom of the matter. “Is it because of the sale of the farm or what is it? The only people that can answer is the police,” he said. The UPND has charged that the missing Hatembo siblings are being kept by the Zitukule Consortium for their safety. But FDD president Edith Nawakwi says the abduction is about making sure that the filing in of nominations for the August 12 elections is incident free for UPND president, Hakainde Hichilema. UPND spokesperson, Cornelius Mweetwa said attempts to implicate Mr Hichilema in the abduction were the creation of the Patriotic Front (PF) working with Ms Nawakwi. But Ms Nawakwi has charged that Zitukule could be a UPND surrogate organisation holding the Hatembo’s fearing they would go to court and expose the fraudulent manner in which Farm 1924 in Kalomo was allegedly dispossessed from them fraudulently by Mr. Hichilema. “That transaction was fraudulent and it is not true that the High Court made a determination on the fraud. There is no time bar to fraud.” She also expressed fears for the lives of the abducted Hatembo siblings, “We have seen what happens in countries like Iraq when someone is abducted and the abductors realise they cannot hide them anymore, what do they do to them? And this is my daily fear,” Ms Nawakwi said. Ms Nawakwi said Pheluna, a mother could not willingly go into hiding and leave her sick daughter abandoned.

And on the issue of the law under which the State brought its application namely; Order 10 Rule 5 of the Court of Appeal Rules, Judge Mwikisa said that CEC through its lawyers was right in its submissions that order 53 provides for judicial review proceedings and not the High Court Rules, the Court of Appeal Rules or any other rules for that matter. “I accordingly decline to grant the order staying execution of my judgement of February 26, 2021. I therefore set aside the ex-parte order of stay granted on March 5, 2021. Costs shall be in the cause and leave to appeal is granted,” she ruled.

"This is not the first time this country is holding an election and I do not think it is right for us to politicise everything," Chief Chinkata said. The United Party for National Development (UPND) claimed on Tuesday that the Hatembo siblings were kept by the Zitukule Consortium for their own safety. This was the statement made by the party’s spokesperson Cornelius Mweetwa. But in another dramatic turn of events, Zitukule Consortium chairperson Partner Siabutuba dismissed Mr Mweetwa’s statement, that they were holding the Hatembo siblings. Mr Siabutuba, has denied ever holding the Hatembos as suggested by Mr Mweetwa and called on the Police to dig deeper. Yesterday Mr. Mweetwa stated that Zitukule Consortium was holding the Hatembos for their own safety. The Hatembos have been missing for the last two months. It is quite clear that the Hatembos’ are pawns in a game of high stakes in which sinister forces are pulling the strings. Who are the Hatembos so afraid of that they would resort to seek protection from a non-governmental organisation? What made Mr Mweetwa assert with confidence that the two Hatembo family members were being kept for their own safety? Said Mr Mweetwa: “In the midst of the stories that they have disappeared, the Hatembos surfaced and reported themselves to police but police turned them away so they decided to have a briefing to show the world that they were safe and sound and the people who took them to police are known people, Zitukule Consortium of Nikolas Phiri. “Nikolas Phiri himself in the presence of his lawyer, gave reasons that as a civil society, they were helping the Hatembos for their safety because they are human rights activists. So you know the people who have publicly come out to say we are the ones with these people, we are helping them,” Mr Mweetwa said. Their disappearance is linked to a court case in which their family farm in Kalomo was judged to belong to UPND president Hakainde Hichilema. The family was debating whether to appeal the case when the two disappeared. AMBIA will soon have its own oil production as substantial progress has been made in exploration works, Minister of Mines and Mineral Development Richard Musukwa has said. Mr Musukwa expressed confidence that the country would soon have its first oil production in view of the ongoing exploration works. “Soon the issue of fuel shortage will be a thing of the past because Government has made substantial
progress on the exploration works by Geo Petroleum Limited, MaFula Energy and Sargas Oil Limited in petroleum exploration blocks,” he said. He explained that the ministry has demarcated 38 blocks of petroleum exploration covering Northern, Muchinga, Luapula, Southern, Western, North-Western and Central provinces, out of which 12 had been granted exploration licences. Mr Musukwa indicated that exploration works were at different stages in each of the blocks with others making substantial
progress. Some of them, he said, were still awaiting the necessary statutory approval before they could commence exploration works. He said Government was in a hurry to discover petroleum and committed to ensuring that extensive exploration works were done to boost investment attraction in the sector. Mr Musukwa said that Government was currently reviewing the Petroleum Act number 10 of 2008 and its subsidiary legislation to make investment in the petroleum upstream sector attractive.

We are indebted to our leaders in the communities, including the clergy and traditional leadership, for setting a great example for our people by adhering to the five golden rules and fostering behaviour change," he said. Tourism electronic grading system launched By BUUMBA CHIMBULU AN electronic platform for licensing and grading of players in the tourism industry has been launched by Government. The platform is meant to enhance the ease of conducting business in the tourism sector. Tourism and Arts Minister, Ronald Chitotela, said Zambia needs to continue embracing technological advancements to remain competitive and relevant. Mr Chitotela stressed yesterday in Lusaka during the launch of the initiative that embracing technology was cardinal as key economic sectors such as tourism recover from the Covid-19 pandemic. The initiative was launched in conjunction with the Zambia Tourism Agency (ZTA). He indicated that the rise of various social media platforms and expansion of new technologies had transformed the tourism sector in unprecedented ways. Mr Chitotela said the e- platform would therefore bring about efficiency in licensing of tourism enterprises and reduce the number of days it took for one to obtain the tourism enterprises licence.
"This will eliminate human error and reduce subjectivity in grading of accommodation establishments. I am informed that the system will also cater for tourism businesses in farflung area of Zambia to apply for licences online and get their certificates without having to travel to Lusaka," he said. He thanked Prospero Zambia for the financial support rendered to ZTA amounting to K1.2 million for the system development and execution of a number of critical programmes including the e- licensing platform. ZTA chairperson, Tecla Ngwenya, said the development of the initiative was aimed at enhancing the ease of doing business in the tourism sector. Dr Ngwenya encouraged tourism enterprises to become more innovative and digitally savvy to be able to compete for their fair share of business. This, she explained, was how Zambia would remain a top of the mind destination for the discerning travellers, local or international. "The development of quality tourism begins with the development of smart systems as the foundation and backbone of our business.
"I want to encourage management and staff of the ZTA to ensure that the benefits of technological improvements bring about improved compliance levels and service delivery in the country," Dr Ngwenya said. She stressed that the tourism sector was contributing about four percent to the national Gross Domestic Product and creating over 300, 000 jobs across the extensive tourism value chain. And ZTA acting Chief Executive Officer, Doris Kofi, said the initiative would eliminate duplication of licences and grading, among others. Ms Kofi explained that ZTA had in the past three years been responsible for grading and licening in the tourism sector. Smart Zambia National Coordinator, Martine Mtonga, said the development of the information system was cardinal in eliminating paper and manual based systems which are not efficient. "The use of manual based systems are a cost on the Treasury. The system will therefore ease the cost of doing business and stimulate the growth of the tourism industry," Dr Mtonga said.

He said the chances of the ruling party winning the August 12 general elections were extremely high because it has moved from theory to practice through clear developmental agenda. Dr Kalumba said in an interview that the PF was highly favoured by the political calendar and that Zambians have given them more than 20 years just as they did with UNIP and MMD. "Zambians have a calendar, more than 20 years, 25 years as they did with Kaunda of UNIP and MMD, right now I know that Zambians know where they are going to vote," he said. He said it was clear that the people would vote for PF which has proved that it was able to move from theory to practice. Dr Kalumba said the PF has scored positively in infrastructure development and the road network in the county was a marvel.

Keeping KCM as an integrated asset will promote operational excellence

When Vedanta was handling KCM operations, it undertook significant environmental workstreams and projects in response to a study carried out by Environmental Resources Management (“ERM”) in 2017. BOUT US$247 million has been paid in taxes to the national treasury in the last five years by the Copperbelt Energy Corporation (CEC). Over the last five years, CEC has returned about US$128 million to its shareholders and circa US$247 million in taxes to the national treasury. This is according to the financial statement for the year ended 2020 released yesterday. The statement also indicated that an interim dividend of US$34.1 million had been paid for the year ended 31st December, 2020. This is from the US$30.9 million which was paid in 2019. "CEC will target to deliver a sustained level of dividend distributions informed by its dividend policy," the statement said.

UNWTO projects rebound in tourism HARARE - The United Nations World Tourism Organisation (UNWTO) has projected a rebound in tourism activity in the second half of the year despite the decline in international arrivals by 87 percent in January this year compared to 2020, on the back of the Covid-19 pandemic. The deadly disease was first detected in China in December 2019 and has spread across the globe, posing adverse health and economic implications. Following a difficult end to 2020, global tourism suffered further setbacks in the beginning of the year as countries tightened travel restrictions in response to new virus outbreaks.
According to a latest edition of the UNWTO World Tourism Barometer, all world regions continued to experience large drops in tourist arrivals in the first month of the year. “Mandatory testing, quarantines, and in some cases the complete closure of borders, have all hindered the resumption of international travel. “In addition, the speed and distribution of the vaccination roll-out have been slower than expected, further delaying the restart of tourism,” said UNWTO. The world tourism body noted that the international community needs to take strong and urgent action to ensure a brighter 2021. For instance, Asia and the Pacific region, which continue to have the highest level of travel restrictions in place, recorded the largest decrease of 96 percent in international arrivals in January. Europe and Africa both saw a decline of 85 percent in arrivals, while the Middle East recorded a drop of 84 percent. International arrivals in the Americas decreased by 77 percent in January, following somewhat better results in the last quarter of the year. UNWTO secretary-general Mr Zurab Pololikashvili said: “2020 was the worst year on record for tourism. The international community needs to take strong and urgent action to ensure a brighter 2021.” On the outlook, the global tourism said with 32 percent of all global destinations completely closed to international tourists at the beginning of February, UNWTO anticipates a challenging first few months of 2021 for global tourism. – THE HERALD, Zimbabwe.

AIROBI - Kenya will have to implement tough conditions imposed by the International Monetary Fund following the approval of a new multibillion-shilling loan. The lender has demanded that all public servants declare their wealth and that the cashstrapped government makes public the ownership details of all companies that are awarded public tenders as a way of curbing rampant theft of taxpayers’ funds. In a statement announcing the approval of a US$2.34 billion (about Sh257 billion) loan to Kenya on Tuesday, the IMF has also singled out nine key loss-making parastatals that will undergo a major overhaul to stop bleeding the public purse. The statement comes amid a public outcry over the government’s growing appetite for new loans amid runaway corruption in the public sector. It spells out governance conditionalities and timelines that must be met within the three-year loan maturity. “Key pillars of the agenda include the promotion of fiscal transparency via publishing procurement information including beneficial ownership data of companies awarded contracts; operationalising the Access to Information Act; re-

IMF revises SA growth outlook upward to 3.1pc, projects stronger global recovery of 6pc JOHANNESBURG - The IMF expects a stronger global recovery and has revised the growth outlook from 5.5 percent to six percent in 2021. The IMF on Tuesday released its World Economic Outlook report as part of the IMF-World Bank spring meetings this year. The multilateral institution upwardly revised the growth outlook for South Africa from 2.8 percent to 3.1 percent. By comparison, the South Africa Reserve Bank (SARB) expects the domestic economy to expand to 3.8 percent, and the National Treasury sees the
economy rebounding to 3.3 percent, from a contraction of seven percent. The World Bank expects the SA economy to grow to three percent in 2021. Last week in its Quarterly Bulletin for March 2021, the SARB said its records show that in 2020, the SA economy suffered its second-largest contraction in 100 years. The SARB started keeping records in 1912. Much of the domestic economy and that of the world's economic recovery depends on the rollout of Covid-19 vaccines. The IMF indicated that the robust growth is attributed to
additional fiscal support in a few large economies, as well as the distribution of vaccines which will fuel recovery in the second half of the year. The global economy is estimated to have contracted by 3.3 percent in 2020, and the IMF expects this would have been three times worse without the "extraordinary" policy support rolled out by nations. "Thanks to unprecedented policy response, the Covid-19 recession is likely to leave smaller scars than the 2008 global financial crisis," the report read.
The sub-Saharan Africa region - which includes Ghana, Kenya, South Africa and Nigeria - continues to feel the pandemic's impacts. The area suffered a contraction of -1.9 percent in 2020 but is expected to rebound to 3.4 percent in 2021 - lower than what was anticipated before the pandemic. "Tourism-reliant economies will likely be the most affected," the report read. "Output losses have been particularly large for countries that rely on tourism and commodity exports and for those with limited policy space to respond." - FIN24.
Domestic resource mobilisation key for Zim – AfDB Moz’s world-topping currency HARARE - Boosting domestic resource mobilisation is critical for Zimbabwe’s economy going forward as external financing for the country is likely to remain clogged, the African Development Bank (AfDB) has said. Official data shows that the country’s total public debt stands at US$11.1 billion, approximately 53.9 percent of gross domestic product (GDP). And of that total, 95.6 percent is external, which includes $6.4 billion in arrears to international financial institutions, bilateral, and private creditors. “Zimbabwe has been in default since 2000. A Staff Monitored Programme with the International Monetary Fund to help Zimbabwe implement economic policies from May 2019 to March 2020 ended in September 2019. “The Government and the Fund
have not agreed to a new arrangement, which would be aimed at helping Zimbabwe clear its arrears. “As a result, the country will have to continue to rely largely on domestic resource mobilisation and borrowing from non-Paris Club members like China. “The international financial institutions will not resume lending until debt arrears are cleared,” said the AfDB in its Africa Economic Outlook (2021). For Zimbabwe to improve its domestic resource mobilisation capacity, it needs to shift its economy from being based on primary industries such as agriculture and mining. The chief economist (Revenue and Tax Policy Department) in the Zimbabwe Treasury Tapiwa Gumbo said at an African Forum and Network on Debt
and Development (AFRODAD) meeting last December: “Economies that are dominated by primary industries largely depend on mining and agriculture with minimum value addition. You just produce and export without doing much to value add. NO OPERATIONS AT KALABA MINE - ZAMSORT By NATION REPORTER

HERE are no operations going on at Kalaba Mine in Mwinilunga contrary to claims by Arc Minerals Limited, the majority shareholder in Zamsort which owns the mine. In an effort to raise additional funding via the stock market, Arc Minerals Limited, which is listed on the London Stock Exchange, issued a statement claiming that it had completed the construction of a pilot plant at Kalaba Copper Project in Mwinilunga when there was no activity going on at the mine, as confirmed by Zamsort chief executive officer Chrispin Chisanga. In an announcement, Arc Minerals LTD claimed that it had completed the construction of a pilot plant at the Kalaba copper project in Zambia, which has since been commissioned and has produced a copper-cobalt sulphide concentrate, yet the situation on the ground is totally different as residents in the area and their chief have called on the government to find a serious investor for the mine. "I am very pleased to report that we delivered on our commitment to complete the construction and commissioning of the small-scale demonstration pilot plant at Kalaba. We have now completed the plant under budget - for less than half a million dollars. It is also an important step regarding Zamsort's previous commitments in terms of its exploration licenses. In the meantime, we have made major progress regarding our next phase of exploration and our newly identified targets. A more detailed update on this will be made shortly,” said Nick von Schirnding, Executive Chairman of Arc Minerals. But those close to this project are wondering which Kalaba mine Schirnding is referring to because there is no tangible activity going on, not even proper exploration except some drilling which is cheaper and only meant to give an impression that operations are going on when in fact not. And residents are up in arms against Zamsort which they have accused of neglecting them despite being in the area for quite a long time. The current position at the mine has also been confirmed by Mr Chisanga who told journalists that the mine has been unable to support any community projects because there are no operations going on as the mine is still at exploration stage. “Until we start mining and making money, that is when we will be able to support community projects. We are not making money right now. We are in serious metallurgical tests for the small deposit we have discovered. Once that shows positive signs, then we will go into development,”Mr Chisanga said, confirming that there is no tangible activity going on at Kalaba Mine.

CAMPAIGNS should not be about castigating other political opponents to secure an adoption from the party or to solicit for support from electorates, Patriotic Front Chipangali constituency aspirant Andrew Lubusha has said. Mr Lubusha also announced that he had intensified political activities in the constituency to galvanise more votes for President Edgar Lungu and his possible election in the August 2021 general elections. He said his formula was not to embark on a campaign to castigate his political opponents to win himself goodwill from the people. Mr Lubusha said that his campaign was centred on working with the people and the traditional leadership to change the face of the constituency.
Mr Lubusha "I will not only make political promises like what others are doing but I will endeavour to bring development in the constituency even before I am elected to represent you as Member of Parliament," said Mr Lubusha. He said a good road network was a prerequisite for rapid socio-economic development in any society as it was cost effective and ensured quick movement of people, goods and other essential services. Mr Lubusha said apart from helping people with easy delivery of goods, roads attract services and other developmental projects. Lubusha assured residents of Madzi-atuba that once elected, he would work closely with the relevant ministries and government agencies to ensure the constituency gets good roads and drainage systems. Mr Lubusha said this after donating bags of mealie meal to the vulnerable and the aged in Chipangali.

PF cautioned on parley candidates 10 By ROGERS KALERO SOME Patriotic Front (PF) aspiring candidates have no heart to serve the interests of the people, but are merely seeking public office for fame ad self-interest, a member of the PF Kitwe mobilisation committee has said. Munalula Moola said those who were seeking public office for fame and prestige would end up embarrassing the party because they would be preoccupied with satisfying their personal interest as opposed to serving the people. In an interview in Kitwe, Mr Moola said he was sure that the structures tasked to pick parliamentary and local government candidates would seriously scrutinise the aspiring candidates and pick those who were loyal to the party, popular on the ground, humble and mature He advised the party leadership to be careful with some aspiring candidates who were arrogant and because they would come and insult them after the adoption process. "Yes, they are doing it for fame, prestige and to prove it
to their perceived enemies in the party. They want to take the ball to their perceived enemies. It is this kind of behaviour that can cause confusion. Some of these are not even popular but are just noise makers," Mr Moola said. Mr Moola said the party must only adopt popular candidates with proven track record instead of making experiments in the August elections. He said the candidates should have a good relationship with the people in the communities and have a following in the constituencies. "President Edgar Lungu himself is a humble person and those representing him at any level should also be humble and respectful. So to adopt a person who thinks he knows everything and cannot have respect for ordinary people, then it will not help our party. "We need loyal and popular candidates to make our campaign easy. Candidates who don't only have henchmen, but have support in the communities and can explain why the Patriotic Front and President Lungu should be voted for in the August elections," he said.

Mr Mutale said a faction, which was also being supported by Kawama ward councillor, Bonnie Kaonga, went to disrupt the meeting, but they arrived when it had almost finished. He said the faction chased him from the meeting because he was against the idea
of the school administrators and some members of the community getting four hectares and the school getting 2.7 hectares "Yes, I was invited by the Parents Teachers Association (PTA) at Happy Community School to go and meet them, so I stated my position on the issue of land. I was against the idea of the school administrators and members of the community sharing four hectares "So we discussed everything and the meeting was almost concluded when the faction which comprised the school administrators and some members of the community came in two busloads to disrupt the meeting,'' Mr Mutale said. Mr Mutale said the school administrators and some members of the community wanted to share the four hectares so that they could start selling it to other people. But Mr Kaonga denied be-
ing part of the faction which wanted to get the four hectares and advised the MP to tell the truth on various issues in the constituency. North-West Chamber appeals for level-playing field By JACKSON MAPAPAYI GOVERNMENT should come up with measures to level the playing field in the business environment so that market forces can regulate prices through demand and supply, the Chamber of Commerce and industry in North-Western Province has advised. Chamber president Mukumbi Kafuta, said in an interview that in addition to other principles of macroeconomics, Government should look at means of production like transportation, labour, cost of energy as well as raw material that determine the inflation and pricing of manufactured goods. Mr Kafuta said this was because price fixing was likely to happen in sectors where there were only a few economic players. "Cement for example is one product where we are seeing a lot price fixing, why, because the commodity is only produced by a few giant economic players, hence the
ability to control prices," he said. His comment follows the move by the Competition and Consumer Protection Commission (CCPC) to curb price fixing among some major cement manufacturing companies. Mr Kafuta said CCPC should have considered carrying out studies on factors of production per industrial sector to determine what the correct price ranges of commodities should be. "They need to come up with up-to-date reports that can be used by Government and the private sector to identify and enhance areas of investment to break monopolies by increasing economic players in those sectors. "Otherwise as the case may be at the moment, there is still a lot of work to do to come up with the desired environment where price regulation is done via high levels of competitiveness to make products affordable to match the capacity of most consumers," he said.

According to the opposition party, Mr Bbelemu’s departure would not make the party lose its focus of creating a positive change for the country. UPND Provincal Information and Publicity Secretary, Neto Halwabala, said that Mr Bbelemu had been rejected by the grassroots in the constituency, hence his decision to defect. "We are not moved by the defection of rejected candidates in Southern Province and they cannot make us lose focus on positive change for mother Zambia," he said. Mr Halwabala said in Livingstone that the political ground in
the region was intact and challenged the PF to adopt those joining them to prove the opposition wrong. "It is an open secret that PF officials are in talks with some of our aspiring candidates, promising to be adopted in an event they are not adopted on UPND ticket. "UPND cannot be sabotaged by PF's desperation. In Southern Province, we are still holding the political ground just like a lion holding an Impala," he said. Mr Halwabala said that those who were still doubting the UPND's popularity would be buried politically. "We want to thank Mr Ephraim Bbelemu, former Member of Parliament for Mbabala for having left the party now than after adoption. Dear Editor, IN the last few years, President Edgar Lungu’s theme has been coined with utmost simplicity, “leaving no one behind.” This central theme has essentially been used not to exclusively exclude anyone from his developmental agenda and has been the hallmark of his journey. The continued mass exodus of key opposition figures to the greener side with Mr Ephraim Kaang’andu Belemu being the latest gives the promise of stability from the ruling Patriotic Front under President Lungu. It is gratifying that even people of Southern Province are beginning to open their eyes and realise that President Lungu and the PF means well. Back home, some Zambians questioned what the government was doing to redeem the economic prospects of the emerging agricultural powerhouse, Zambia. Government did not want to make an impulsive decision but initiatied wider con-

sultations from the reservoir of experts in line ministries and other followers of public debates regarding the efficacy of establishing the relief funds. On dribs and drabs basis the government commenced stimulus packages on the sector by sector basis. It is also in public domain that various well-wishers and business sector made donations to the government in cash and in kind with a number of beneficiaries in mind. The Secretary to the Treasury, Mr Fredson Yamba provided guidance that the public financial management guidelines will be adhered to
and that the donations will be audited. The Ministry of National Guidance and Religious Affairs has been the implementing authority for the stimulus package that has the churches as prime beneficiaries. We therefore find it strange for Archbishop George Lungu to incite resistance of the empowerment initiative programmes that the government has established to empower and aid church recover from the Covid pandemic. There has been no political overtone on the Minister of National Guidance and Religious Affairs, Reverend Godfridah Sumaili.
We understand that Bishop Lungu also suggests that the money meant to empower the cash strapped churches should be channeled to other expenditure programmes. With all due respect, Bishop Lungu's suggestion if adhered to amounts to misappropriation of public funds which has been the generation problem. In simple terms, misappropriation of public funds is when the funds are used for the purposes other than what they are meant for. The church empowerment fund is meant to empower churches and it should be used as such. It is also in public domain
the Government is relentlessly committed to find long term solutions to the lapses in honoring salary obligations for the council workers. We also understand that the UPND have joined the rejection of this empowerment initiative. These are the same people that once accused the government of selectively empowering the PF supporters. Thus it is irresponsible and unpatriotic for them not to cheer the Government when it implements the programs meant at empowering Zambians from different political persuasion. Wina hails Copper Queens By MICHAEL MIYOBA VICE President Inonge Wina has hailed the Zambia national women’s football team for making positive impact in the game at national, regional, continental and global stages after qualifying for the 2020 Japan Olympic Games slated to kick off in July. In a statement issued by Stephen Mwansa, Permanent Secretary, Administration at the Office of the Vice President, Wina congratulated the Copper Queens for the splendid performance which saw them qualify for the Olympic Games. She was speaking after the “Tokyo Olympic Fundraising Committee” led by the chairperson, Charity Lumpa accom-
panied by Ndiyoi Mutiti, Tukiya Kankasa-Mabula, Priscilla Mutale Nkanza and Brenda Kunda paid a courtesy call on her. Wina expressed joy at the womens qualification to the Olympic Games. FIFA bans Chad
… over government interference WORLD soccer governing body Fifa has banned Chad from global football until further notice over government interference in the running of the country's football federation. The move comes after the minister of youth and sports dissolved the Federation of Chad Football Associations in March. After the announcement by the Chadian government the Confederation of African Football disqualified the national team from last month's final two rounds of qualifying for the Africa Cup of Nations.
