LMOST four years after his release from prison on allegations of treason, UPND president Hakainde Hichilema has sued the State in the Lusaka High Court seeking damages for invading his home. Mr Hichilema has sued Government together with
party members namely Mr Hamusonde Hamaleka (accountant), Mr Pretorius Haloba (farmer), Mr Wallace Chakawa (farmer), Mr Laston Mulilanduba (businessman) and Mr Muleya Hachinda (businessman) and cited the Attorney General as the defendant in the matter. According to a statement of claim filed yesterday, Mr Hichilema is
claiming damages for trespass including aggravated damages. He wants the court to order the State to pay compensatory damages equivalent in value to monies lost and the property that was looted, damaged and destroyed at his home during what he termed as an unlawful operation to arrest him carried out on April 10 and 11 in 2017.

MAZABUKA Member of Parliament Garry Nkombo’s competitor in the UPND adoption race, Kizzy Moonga has officially ditched the party citing non appreciation and undemocratic tendencies in the opposition party. The embattled Moonga was initially adopted by the PF to contest the Mazabuka Central seat but later abandoned after denying during a press briefing ever applying for adoption on the ruling party’s ticket, maintaining that he belonged to the UPND. The PF has since adopted Southern Province Minister Dr Edify Hamukale to contest on its ticket. Addressing the media at his home in Mazabuka, Mr Moonga said he was now available to work with any political party that will see value in him, saying despite him contributing to the opposition party, the UPND does not appreciate his efforts.
State commits to decent housing for defence personnel By NOEL IYOMBWA
GOVERNMENT will continue implementing policies and programmes that promote access to decent housing for the defence forces. Defence Minister Davies Chama said Government was aware that decent housing was a basic social need. Mr Chama said Government has put in place programmes to upgrade squatter settlements, create new housing facilities throughout the country. The minister said this during the launch of build a house brick by brick empowerment initiative at Zambia Air Force (ZAF) base in Chamba Valley in Lusaka yesterday. Mr Chama explained that coupled with the available financing options through the credit union savings association, loans, special and salary advances, among others, personnel would be able to build a house brick by brick. “I am confident that this initiative will reduce the failure rate and prepare

Empowering personnel with the means to own a house will ensure that they have the basic social need of shelter. “I implore you not only to sustain this initiative but to grow it to explore other means of reducing the cost of building for personnel,” Mr Chama said. ZAF commander Lieutenant-General David Muma said under the initiative personnel would be given an opportunity to access a minimum of 5, 000 building blocks at a cheaper price. Lt-Gen Muma said the blocks would be accessed on a two-year credit facility deductible from pay to give personnel the leverage to build. He said that the current production rate was 5, 000 blocks per day but once fully operational production would increase to 20, 000 blocks per day. Lt-Gen Muma said the service was committed to partnering with Government in improving the welfare of the men and women in uniform.

He said this in Lumezi constituency when he addressed two camps that support Lumezi Member of Parliament Pilila Jere and aspiring candidate Munir Zulu. Mr Banda said PF members must always endeavor to work together to grow the party ahead of August 12 elections. Some Bemba-aligned political parties have come together in a pact under the umbrella name “The Zambia We Want Movement” and will field one presidential candidate in the August 12 general elections. EU intent on $300m Kariba Dam rehab By OLIVER SAMBOKO in Siavonga THE European Union is committed to helping Zambia and Zimbabwe complete the rehabilitation of the Kariba Dam to safeguard its structural integrity and lives of the over three million people. EU Ambassador to Zambia and COMESA Jacek Jankowski said it has a long standing partnership with Zambia and Zimbabwe. Mr Jankowski said the EU would ensure the $300 million project was funded until its completion to safeguard the dam and the people downstream the Zambezi River. The envoy was speaking at the dam wall after touring the rehabilitation works. According to experts, the failing of the dam wall at Kariba would lead to Zambia and Zimbabwe losing a combined total of 83 percent of national power supply and also affect the over three million people living downstream. Meanwhile, Energy Minister, Matthew Nkhuwa, and his Zimbabwe’s Energy and Power Development Minister Zhemu Soda, said the Kariba Dam infrastructure was important to the two countries. Earlier, the delegation held a closed door meeting in Siavonga to review progress on rehabilitation of the dam’s plunge pool which was being corroded by falling water,
threatening to undercut its base whenever floodgates are opened. Mr Nkhuwa said the project budget was not fixed and therefore called on cooperating partners to continue helping the two countries to finish the project and safeguard the dam. The two ministers said the Kariba complex was not only important for generation of hydroelectricity power for Zambia and Zimbabwe but also for the whole SADC region. And ZRA Chief Executive officer Munyaradzi Munodawafa said the Kariba rehabilitation project was of great value to the two countries. He expressed confidence that once completed by 2024, the rehabilitation will restore the structural integrity of the dam to assure the continued generation of electricity at the North and South Bank power stations. Mr Munodawafa said the rehabilitation period which was initially planned for 10 years, would instead take six years to complete. Mr Munodawafa said the project was progressing well after initial setbacks caused by the Covid-19 pandemic which affected procurement of some of materials from China and Europe.

Don’t lift public vehicles’ night travels yet, Govt told By MUKWIMA CHILALA SOME stakeholders in the transport sector have called for the need for further engagements with Government before considering to extend the number of travelling hours at night for Public Service Vehicles. Transport and Communication Minister, Mutotwe Kafwaya yesterday announced that Government was considering to extend the number of hours to travel at night for public service vehicles and that this would be done before he leaves office next week. But Petroleum Transporters Association of Zambia (PTAZ) secretary-general, Benson Tembo, said Government should first engage stakeholders extensively before making such a move. He said this is because the decision to reduce night travel hours had yielded positive gains in reduction of accidents. Mr Tembo said that the introduction of statutory instrument to reduce night travel for public service vehicles has seen a reduction in deaths from accidents. Mr Kafwaya yesterday said Government has done well in the road sector as seen by the improvement of the country’s road safety profile due to the robust road network.

SANGWA OFFSIDE ‘DISRESPECTFUL’ MWEETWA By GRACE CHAILE LESOETSA
THE Electoral Commission of Zambia (ECZ) has submitted that Mr John Sangwa’s petition to amend the affidavit for Presidential candidate/Running mate to include a clause “I have not twice held office as President” is out of time. ECZ also submitted that the contents of the affidavit for Presidential candidates / Running mate conform to the requirements of Article 100 of the Constitution which relates to the qualifications and disqualifications of Presidential candidates. The ECZ and the Attorney General are first and second respondents in the petition. In response to Mr Sangwa’s petition, ECZ stated yesterday that it was not a mandatory requirement to include the provisions of Article 106 (3) of the Constitution in the prescribed affidavit as the article relates to the tenure office of the President which is not provided for under Article 100. The ECZ submitted that according to Article 67 (3) of the Constitution, Mr Sangwa was supposed to have challenged the Statutory Instrument within 14 days of the publication. “We submit that given that
the Statutory Instrument in question was published on 12th August 2016, the petition is therefore clearly out of time. We submit that the delay in challenging its constitutionality is inordinate and inexcusable and in line with Article 67 (4) the petitioner’s claim should be dismissed with costs for being vexatious,” ECZ submitted. Mr Sangwa had argued that ECZ had the constitutional obligation to ensure that the affidavit met all the requirements of the Constitution, which specify the qualification for nomination for election as President. “The affidavit formulated by the first respondent ECZ does not address all the constitutional provisions that candidates must meet to qualify for election as President. “To qualify for election as President one must satisfy what is set out in Articles 100 (1), 100 (2) and 106 (3) of the Constitution. Article 100 (1) of the Constitution deals with the conditions that the candidate must satisfy in order for nomination for election as President,” he contended. Mr Sangwa’s prayer is for the court to command ECZ to amend the affidavit and include another paragraph which says “I have not held office twice” to comply with Article 106 (3).

Miners protest ‘prolonged’ loan recovery By ROGERS KALERO
WORKERS from Mopani Copper Mines, who acquired loans from Stanbic Bank, have threatened to close their accounts, accusing the financial institution of unfairly treating their deductions. The miners, who gathered at Katilungu House in Kitwe, yesterday gave Stanbic Bank 14 days in which to explain why their loan deductions had prolonged when the agreement stated that the loans would be recoverd in
five years, in some cases. Mineworkers Union of Zambia (MUZ) President, Joseph Chewe, said Stanbic and Mopani agreed that the loans would be recovered through the payroll within a specific period, but that deductions had prolonged. When asked if the loans were fixed rate or loans that are linked to the Monetary Policy Rate whose repayment period fluctuates, Mr Chewe could not give a categorical answer. Mr Chewe said the union and its members were disappointed that loans which
were expected to last for five years had lasted for eight years and the bank was failing to give a reasonable and satisfactory explanation on the issue Mr Chewe was speaking yesterday in Kitwe when he addressed miners from Mopani who went to complain about the prolonged loans at Stanbic Bank and to remind Government to pay them the terminal benefits which they worked for under Glencore International Plc He explained that about 2, 500 miners had gotten loans from Stanbic Bank and the

PRESIDENT Edgar Lungu says there is need to enhance diversification and adding value to all national heritage sites because for some time tourism has largely been focused on the Victoria Falls and national parks. President Lungu said the Patriotic Front government recognises tourism as a potential economic sector to stimulate economic growth. He said tourism creates socioeconomic benefits in form of foreign exchange earnings, income generation, and employment opportunities for the people and road development among other things. POSITIVE BUILD UP WE welcome Thursday’s meeting between President Edgar Lungu and the church mother bodies at State House because it is a positive build up to a trouble-free election period heading to the August 12 polls. Leaders of the Council of Churches in Zambia (CCZ), Evangelical Fellowship of Zamba (EFZ) and the Zambia Conference of Catholic Bishops (ZCCB) were at State House to underscore their commitment to dialogue and working with Government for the benefit of Zambians. Among the church leaders at the meeting were ZCCB president Archbishop Ignatius Chama, and CCZ president Bishop Sauros Phaika. Others were CCZ vice president Bishop Charles Nsemani, CCZ secretary-general Emmanuel Chikoya, Bishop Andrew Mwenda, and EFZ executive director, Fr. Cleophas Lungu, the ZCCB secretary-general. President Lungu said after the closed door meeting that there was need for political players and the church to work together to ensure Zambia remains peaceful before, during and after the general elections. What is paramount about the meeting is that President Lungu used the occasion to raise the need for dialogue among the political players to ease tensions in the country. We believe and trust that only the Church is capable of bringing together all stakeholders across the political divide to a roundtable meeting and dialogue on issues affecting the country. About Thursday’s meeting, President Lungu said they had a candid, frank, and brotherly chat on various issues of concern particularly on the need to maintain peace ahead of the August 12 general elections. "So we had a detailed chat on a number of issues but all centring on the need for us to do the right thing, to hold together as One Zambia and One nation in peace, of course with the love of Christ, and we would like to believe that this will continue as we go into the future because dialogue is the only way you can resolve disputes and differences," Mr Lungu said. He said the government, church and political players have all got a role to play especially against violence. The Church cannot afford to be silent observers to the political battles raging when it can easily summon the politicians, either collectively or as individuals to counsel them or be a conduit for dialogue. It must convince all across the political divide for example to respect the country’s constitution by working with the institutions of governance without undermining their independence. There must be respect for the Electoral Commission of Zamia (ECZ), the Zambia Police, and the Judiciary which some have accused of conniving with the party in government of rigging the election – even before voting has taken place. It is important that those political parties who have even written to outsiders – the African Union and SADC – complaining about the uneven electoral playing field are brought on board hopefully with their evidence and resolve issues once and for all. With the campaigns starting at full throttle in the next few weeks, the more reason why all stakeholders must ensure they are on speaking terms and agree on the general rules of engagement. Zambians do not want to witness violence as the political aspirants seek political office at what ever level. They want to see their candidates debate national issues and what needs to be done to improve the country’s economy. In a nutshell, it is about making Zambia a better country for all under the “One Zambia, One Nation” slogan.

AFRICAN Life Financial Services Limited have sought leave of the Lusaka High Court that Forum For Democracy and Development (FDD) president Edith Nawakwi be sent to prison for contempt. The Financial services company in a statement supporting application for leave to apply for order of committal stated that the matter between it and Mr Dickson Mtonga and 22 others is still active in court and the court is yet to determine whether or not it is liable to pay the 23 the sum of US$300,000 or any sum at all. INNOCENT Kalimanshi and his co-accused persons have been granted K10, 000 cash bail each in the case they are charged with criminal trespass and occasioning actual bodily. Kalimanshi, 40, a business executive of house number D50 in Salama Park, Lusaka, is charged with Donald Kampamba, 46, of Kabana, James Sakala, 43, a politician of Matero Township, and Samuel Kabalamwe, 42, of Chawama compound. MEDIA freedom and freedom of expression is being grossly abused by some individuals who do not mean well for the peace in the country, Zambian DNA spokesperson Spuki Mulemwa has observed. Mr Mulemwa said there was need for relevant Government wings to ensure that the enemies of peace were rounded up and made to account for their evil actions. He said the Zambian DNA was concerned that freedom of the media and expression had been grossly abused by some section of society that were unfairly criticising President Edgar Lungu and his government. “While we appreciate that the country should en-

TASINTHA BUILDING OCCUPANTS CRY FOUL By NOEL IYOMBWA

OME workers and tenants at Tasintha buildings along Malambo Road in Lusaka have complained of what they termed as harassment by an investor whom they alleged has bought the building. The tenants have accused the Tasintha board of selling the property to an Indian investor who was in the process of evicting them from the building they had been occupying for more than 13 years. One of the affected workers, Mr Moffat Ngondwe, narrated that the board wrote to the tenants urging them to vacate the building because it was earmarked for renovations. Mr Ngondwe explained
that the tenants were given up to June 30, this year to vacate the premises but to their surprise, an investor had been “harassing” them staying that he has bought the building at a huge amount. He said before the pronouncement, the board revised rentals several times within a short period. Mr Ngondwe said that some companies had already vacated the premises, leaving workers redundant because the investor has demarcated the premise where he has started building residential flats. Another worker, Mr John Saili, said that the action was contrary to President Edgar Lungu’s stance that Zambia was not for sale. Mr Saili said that it was unfortunate that citizens
were being treated as second class by the foreigners. He wondered how the investor was allowed to build residential flats in an industrial area and called on President Edgar Lungu to intervene in the matter. An eviction letter obtained by Daily Nation a stated that the board of trustees wished to change the face of Tasintha premises and that tenants should vacate the premises at the earliest convenience not later than June 30, this year. The letter was signed by Tasintha chairperson of the board Professor Nkandu Luo. One of the occupants, who refused to be named for fear of victimization, said that more than 500 employees risk losing their jobs as it will

ONDON copper prices reached an all-time high of US$10,232 a tonne, boosted by tight supply outlook. This was also boosted by hopes for strong demand in the new energy sectors, as major economies recover from the pandemic, says Absa Bank Zambia. "Three-month copper on the London Metal Exchange
increased by 1.4 percent to hit an all-time high of US$10,232 a tonne. The contract has risen by more than 30 percent since the beginning of the year," Absa Bank said. Absa indicated that the most-traded June copper contract on the Shanghai Futures Exchange climbed by 2.3 percent to 74,630 yuan (US$11,552.99) a tonne. This, Absa explained, was its highest since May 2006 and also close to its record level of 76,160 yuan.

FOREIGN Direct Investment (FDI) can successfully and efficiently unlock the value of local resources, says French Ambassador to Zambia, Francois Goldblatt. Mr Goldblatt indicated that FDI had improved local resources in many countries. Citing Lafarge Zambia plc, Mr Goldblatt noted how the company was a good example of how FDI could successfully and efficiently unlock the value of local resources. He pointed out that although there had been FDI injected in the company over the years, such as from the Commonwealth Development Corporation (CDC) and the Lafarge Holcim Group in the company, Lafarge had remained a Zambian entity ingrained in the fabric of the country’s society. He said when he toured the Lafarge plant in the company of Ambassador of the European Union to Zambia Jacek Jankowski and Minister of Housing and Infrastructure Development, Vincent Mwale. “I am very positively impressed by our visit here to Lafarge Company. First of all it is a success story of European investment in Zambia; this company has been here for more than 70 years and this company was growing together with Zambia. “So we see this very positive synergy between the country and the European investment,” Mr Goldblatt said. Mr Goldblatt was pleased that Lafarge Zambia was producing, paying taxes to the
Zambian Government while exporting its product. “I am very pleased that this company produces here; this company is in Zambia; pays taxes in Zambia and exports from here, from Zambia to the countries in the region, so this is a very inspiring example for other foreign investors who would like to come and invest in Zambia and develop here in Zambia,” he said. And Mr Jankowski was pleased that 30,000 Zambians, including direct and indirect workers and their families, were positively affected by what Lafarge was doing. He said it was a matter of pride to be at the plant because the contribution of Lafarge to the economy, employment and the future development of the country was huge. “We are talking about hundreds and hundreds of employees, and foreign currency for Zambia through exports. We are also talking about expertise, the company’s knowledge, and social responsibility as well,” Mr Jankowski said. Meanwhile, Mr Mwale urged the company to continue raising the bar in terms of the consistency of the quality of products coming out of Lafarge. Mr Mwale said Malawi, DRC, Zimbabwe and other countries were importing cement produced from Zambia, which was good for the economy. Lafarge Zambia Chief Executive Officer, Jimmy Khan, said the company was one of the first companies to be listed on the Lusaka Securities Exchange and had over 3,000 local shareholders.
Gold prices also rose to a 2-1/2-month high on Friday and were on track for their best week in six months, boosted by a weaker dollar and a pullback in Treasury yields as investors cautiously await United States non-farm payrolls report due later in the day. Spot gold was up 0.3 percent at US$1,820.35 per ounce after hitting its highest since February 16 earlier in the session. Bullion up nearly three percent so far this week while
United States gold futures rose 0.3 percent to US$1,820.70. Meanwhile, oil prices recovered after a one percent dip in the previous session, on buoyant economic data from China and the United States even as the surging pandemic in India capped prices. Brent crude futures for July were at US$68.47 a barrel, up 38 cents, or 0.6 percent, while United States West Texas Intermediate (WTI) crude for June rose 38 cents, or 0.6percent, to US$65.09.

Doing this will ensure cascaded benefits to the state in form of increased revenue generation, employment creation, and technology transfer, says Centre for Trade Policy and Development (CTPD) Senior Researcher – Extractives, Webby Banda. Mr Banda observed that Zambia did not process its minerals into higher-value output resulting in lost gains from value addition processes. He indicated that exporting raw mineral resources meant denying the country the benefits that came with activities along a fully vertically integrated mineral value chain. The benefits, Mr Banda said in a statement, included job creation, tax revenue generation, and spill over economic effects to other industries among others. “Mineral resources in
Zambia offer a wide range of opportunities to: build industries to supply inputs to the mining sector, produce key mineral-based feedstock’s for other sectors; and manufacture intermediate and finished products for domestic consumption that will promote local and regional economic development,” he said. Mr Banda indicated that the African Mining Vision recognised that mining was a key sector for a growing, diversified, competitive, and industry-based economy in Africa. He explained that for Africa to harness these benefits, the enclave nature of mining will have to be extinguished. “Achieving this goal means that mineral-rich countries like Zambia will need to go beyond optimising revenues collected from the mining industry, but act strategically to increase the value of the resources extracted. “This can best be achieved by creating and strengthening the linkages between the mining sector and the rest of the economy,” Mr Banda said.
Kalumbila Minerals local recruitment progresses By BUUMBA CHIMBULU
THE commencement of mining activities in Kalumbila and particularly in the Musele Chiefdom has witnessed an influx of hired employees. Through a programme called ‘Certified Grade 12’, Kalumbila Minerals Limited (KML) decided to begin training local people from Senior Chief Musele Musokantanda’s area in dump truck operation, which is an entry level job in the mining industry. The programme, which is targeted at people who have at least attained grade 12 level of education, was introduced about four years ago as a corporate social investment project to empower local people and give them an opportunity to consider a career in mining.

Mr Magrath said in a statement that those already trained and working would be progressing to higher positions, leaving gaps at entry level for more local people. He applauded the training department for not only training in dump-truck operation but also in managing risk and acceptable behaviour and expectations in a mining environment. “Our training team came up with this focused train-
ing to create an entry point for the local people; and depending on their performance, interest and behaviour, they grow into operating larger capacity haul trucks, other equipment and potentially take on supervisory roles in their areas of interest,” Mr Magrath said. He however said despite the programme being a huge success, it posed a lot of challenges at the beginning such as damage to trucks and concerns from experienced operators about having to work alongside trainees. KML Manager for Training and Development, Bruce Chibenda, said the project was a success and over 90 percent of the trained workforce is still with the mine. “Some who were quite
good have been moved to operating bigger trucks such as 860 and 960 trucks while others have become operators on the biggest trucks on the mine such as the T284 and more have become supervisors,” Mr Chibenda said. Mr Chibenda said the training was interactive and practical where students did the actual work in the pit, thereby contributing to the production figures of the mine. He said six groups of minimum 10 people had so far been recruited. He said the trainees were also taught soft skills such as computer literacy to give them a holistic life skill and enable them to work not only as operators but in other fields as well.

Covid-19 attacked Kwacha -Sinkamba THE Green Party has suggested that Zambia must take advantage of high copper prices on the London Metal Exchange and allow the mining sector to export more of the red metal. Its party president, Mr Peter Sinkamba says this will jumpstart the economic recovery and growth as the mining sector is the largest contributor to the country’s economy. In an interview in Ndola yesterday, Mr Sinkamba said Zambia should now start exporting more of its minerals so that it maximizes on the high prices of the commodity. Mr Sinkamba has also observed a marginal stability in the Zambian Kwacha against major currencies in the first quarter of the year 2021. He attributed the apparent stability of the Kwacha to the high prices of Copper on the international market. "Copper prices have gone up on the international market, this means that Zambia must produce and sell more minerals to prevent the Kwacha from depreciating", he said. that the new corona virus was intricate and a health concern that required journalists to take keen interest in gender to allow active participation by both males and females regardless of their standing in society to tell their stories on health issues. She said without leaving anyone behind, the LSSBL project will endeavor to collaborate with researchers, and partners taking care of marginalised groups on communication interventions to address the needs on health related issues. GOVERNMENT has assured the residents of Mufulira Central that it would for the first time build a secondary school in the area. This follows a plea from the Member of Parliament, Evans Chibanda, to have a secondary school constructed in the area to Minister of General Education Dennis Wanchinga in Mufulira Central yesterday. Dr Chibanda made the plea shortly before handing over a one by three classroom block that he built as area MP at Mutundu Primary School at a total cost of K980, 000. Mufulira Central has since 1964 never had a secondary school apart from those that were recently upgraded. Dr Wanchinga has thus directed Copperbelt Provincial Education Officer Felix Ngoma to engage various stakeholders in the province to see how the project could be actualised. “We will also as a ministry start running up and down engaging cooperating partners of the ministry to see how we can deliver the much needed project to the constituents.

Stale eligibility debate put to rest

Dear Editor, WHEN he was elected to finish the unfinished and unexpired tenure of the late President Michael Sata, President Edgar Lungu was almost the victim of a “constitutional coup” as some people wanted to use the subjective interpretation of the Constitution to prematurely cut short his tenure. Even at the height of the stale eligibility debate which has been put to rest, we consistently stood our ground that the eligibility of President Lungu was no longer a legal or Constitutional debate but a political issue. The political lenses of some people who were intimidated by the candidature of President Lungu had taken advantage of their high esteem to recruit the gullible Zambians into believing that he was not eligible to seek a second term of office. At face value, we had thought the eligibility debate was in good faith until it became clear that it was a political shortcut to eliminate competition on the political front. We later abandoned the debate as it was meant to divert our determination to discuss pressing national issues. It was a stale debate as the Constitutional Court had authoritatively given a terse and eloquent interpretation with regard to the construction of the tenure of office for the President especially Mr Lungu whose tenure had straddled with two Constitutional regimes. President Lungu’s competitors were scared to see his name on the ballot paper but it is not in dispute that they will now face him. Anyway, we respect their freedoms to enhance their understanding of the Constitution and the case of Joseph Busenga and Another v. Attorney General has given authoritative interpretation. It is ostensibly clear President Lungu is a popular candidate who is in good standing with the electorates and this is calculated to avoid facing him on the ballot. A few weeks ago, State Counsel John Sangwa alleged that it was treasonable for President Lungu to seek the second term of office, we wonder how the learned and astitute legal brain could usurp the role of Parliament to criminalise seeking office as treason. Is Mr Sangwa still standing his ground and will he say the ConCourt had committed treasonable office by maintaining that President Lungu is serving his first term of office? All we can say is that obeying the provisions of the Constitution and the judgement of the ConCourt is not treasonable at all, it is instead Mr Lungu’s patriotic duty to offer himself for service. Mr Sangwa should desist from misleading unsuspecting Zambians. The ConCourt has conclusively pronounced itself on the eligibility of President Lungu, ours is to commend the due process and the institutions of Governance. The poor state of the national economy has been attributed to many factors and the Covid-19 pandemic has been singled out as the major one. This might

THE Patriotic Front (PF) has reinstated Jackaon Kungo as North-Western Province PF chairperson. According to a letter dated May 6, 2021 addressed to Mr Kungo the move is with immediate effect. PF Secretary-General, Davies Mwila, said Mr Kungo’s reinstatement comes at a critical time when the country is going to the general elections. “Therefore, you are expected to work hard and help to organise the party in the province,” Mr Mwila said in the letter.
And Solwezi PF chairperson, Adam Sakatengo, said Mr Kungo’s reinstatement was long overdue. “As a party, we are very happy that he has been given back his position,” Mr Sakatengo said in an interview. He said the party in the district has appreciated the decision the central committee has made especially that the country is heading to the polls. He said Mr Kungo is a strong mobiliser and that he help galvanise votes for the party and President Lungu. He urged all party structures to support and work with Mr Kungo.
HE ministry of Commerce Trade and Industry has opened a regional office for the Business Regulatory Review Agency (BRRA) in Solwezi to spread out services. Commerce, Trade and Industry Minister, Christopher Yaluma, said the establishment of regulatory service centres would improve the business environment in Zambia. Mr Yaluma stated that the regulatory service centres were designed to house relevant regulatory agencies as a single cohesive structure in order to prove efficient and transparent business regulatory services to the business community. He said regulatory service centres would provide a coordinated, streamlined and professional service to those who wish to start or maintain a business. Mr Yaluma said so far, five fully-fledged regulatory service centres had been established in Chipata, Kabwe, Kitwe, Livingstone and Lusaka. “In this regard, we are working tirelessly to ensure there is a regulatory services centre in every province by December 2022,” Mr Yaluma said. The minister was speaking during the opening of the Solwezi regulatory service centre being housed at the civic centre yesterday.
Mr Yaluma said the Solwezi centre would be offering business name registration, company incorporation, tax payer identification number registration, employer or employee registration, local authority business licensing, registration of suppliers and registration of cooperatives. “The experience associated with regulatory services centres is that of shortened and simplified administrative procedures thereby removing unnecessary bureaucracy in establishing or maintaining a business,” Mr Yaluma said. He thanked the African Development Bank (AfDB) for supporting the establishment of the Solwezi service centre through the Lobito corridor trade facilitation project which is being executed by his ministry. “The Lobito corridor trade facilitation project aims to promote the development of the Lobito corridor covering Angola, Zambia and Democratic Republic of Congo,” Mr Yaluma said. He said the expected impact of the project is growth in domestic and cross-border trade, growth in employment through participation of Micro and Small Medium Enterprises (MSMEs) in value chains. “The Solwezi regulatory service centre is expected to address the challenge of informal-
ity which characterizes micro and small businesses along the Lobito corridor,” he said. Mr Yaluma urged the business community especially MSMEs to make use of the Solwezi regulatory service centre to register their businesses and tap into the opportunities along the Lobito corridor. Earlier, Business Regulatory Review Agency (BRRA) director and chief executive officer Sharon Sichilongo said the regulatory service centres house a number of Government department and regulatory agencies. Ms Sichilongo said agencies include Patents and Companies Registration Agency (PACRA), Zambia Development Agency (ZDA), National Pensions Schemes Authority (NAPSA) and Zambia Revenue Authority (ZRA). Others were the Citizens Economic Empowerment Commission (CEEC), Zambia Public Procurement Authority, Department of Cooperatives and local authorities among others. Ms Sichilongo said the Solwezi regulator services centre would serve as a one stop shop for trade and business facilitation along the Lobito corridor. And North-Western Province Minister Nathaniel Mubukwanu said Government has worked tirelessly to put in place appropriate infrastructure like roads, communication towers among others to create a con-

In this lesson we shall discuss reduction reaction and thereafter combine the two reactions in order to write a reduction- oxidation reaction.
In equation one (1), aluminium ion has been reduced to Aluminium atom since three electron has been gained. Similarly, in question two (2), copper ion has been reduced to copper atom since two electrons have been gained.
Reduction
In terms of oxidation number, reduction is defined as the decrease in the oxidation number. Note that oxidation number is also called oxidation state. Oxidation number is determined by the electrons gained or lost by an element in a compound during boding.
Just like oxidation, the term reduction is defined in terms of hydrogen, oxygen, electrons and oxidation number. We shall now define reduction as outlined.
The following rules are applied when determining the oxidation number of an element in a molecule or complex ion as explained in the previous lesson.
In terms of oxygen, reduction is defined as the removal of oxygen from a chemical substance. If in a chemical reaction oxygen is removed from a chemical substance, then that chemical substance is said to be reduced.

In the chemical equation one (1), zinc oxide has been reduced to zinc (Zn) because oxygen has been removed from it. Similarly, in the chemical equation two (2), iron (II) oxide has been reduced to iron. To

In terms of hydrogen, reduction is defined as the addition of hydrogen to a chemical substance. This implies that if hydrogen has been added to a chemical substance, that substance is said to be reduced. Example 2 1.

In the above equation nitrogen has been reduced to ammonia because hydrogen has been added to it. In terms of electrons, reduction is defined as the gain of electrons. This can be remembered using the abbreviation (RIG) which simply means that reduction is the gain of electrons. This is usually expressed in terms of ions. When an atom gains an electron, it becomes reduced. This is shown by writing the charge on the right top of the chemical formula of an element. Example 3 1. Al3+ 3e 2. Cu2+ + 2e

Reduction Agent A reduction agent is defined as a chemical substance that brings about reduction of another substance but end up being oxidised. This means that for reduction to take place, there be should a substance that cause reduction to take place. See the chemical equation below. 2.

ADDIS AABA - The World Health Organisation on Thursday warned of a new wave of Covid-19 infections in Africa due to delayed vaccine supplies, a slow rollout and new variants. The African bureau of the UN agency said the continent had to catch up with the rest of the world in terms of vaccine rollouts. "The delay in the delivery of vaccine doses from the Serum Institute of India earmarked for Africa, the delay in the deployment of vaccines and the emergence of new variants means that the risk of a new wave of infections remains very high in Africa," it said in a statement. It added that new variants such as the ones that emerged in India and South Africa could unleash a "third wave" on the continent. "The tragedy in India does not have to happen here in Africa, but we must all be on the highest possible alert," said regional WHO director Matshidiso Moeti. Somalia restores ties with Kenya MOGADISHU - Somalia said on Thursday it was restoring diplomatic relations with neighbouring Kenya almost six months after severing ties, accusing Nairobi of meddling in politics. Relations between the countries have also been tense over the ownership of potential oil and gas deposits, some of which lie off the coast of Jubbaland, one of Somalia’s five semi-autonomous states. Abdirashid M Hashi, the spokesman for Somalia’s President Mohamed Farmaajo, said Qatar had steered the resumption of relations but did not elaborate how. “In interest of good neighbourliness, FGS (federal government of Somalia) resumes diplomatic ties with Kenya based on mutual benefit and respect for sovereignty, territorial integrity, non-external interference, peaceful co-existence and equality. “Somalia and Kenya Presidents thank Emir of Qatar for his good offices in this regard.” The move seemed likely earlier this week after the Qatar Emir sent his special envoy to Somalia and Kenya. In Kenya, State House said Dr Mutlaq bin Majed al-Qahtani had delivered a special message from the Qatari Emir Sheikh Tamim Al Thani. Al-Qahtani, has been Qatari’s Special Envoy of the Foreign Minister of the State of Qatar for Counterterrorism and Mediation of Conflict Resolution and was largely involved in negotiations between Afghani government and the Talibani, which could allow US troops to pull out without a security vacuum. In November, Somalia expelled Kenya’s ambassador and recalled its own from Nairobi after accusing Kenya of interfering in the electoral process in Jubbaland. In February 2019, Kenya recalled its ambassador after Mogadishu decided to auction oil and gas exploration blocks at the centre of their maritime rights dispute. Ousting Kabila - era governor, Congo’s president tightens control KINSHASA - Congolese President Felix Tshisekedi on Thursday struck a heavy blow against his predecessor and political rival Joseph Kabila as his allies ousted the governor of Tanganyika province. It was the latest move by Tshisekedi’s supporters to seize levers of power from Kabila, whose younger brother Zoe Kabila has run the southeastern territory for the last two years and was the only governor refusing to align himself with Tshisekedi. In October, Tshisekedi appointed three judges to Democratic Republic of Congo’s Constitutional Court, the first in a series of manoeuvres that unshackled him from Kabila, then his coalition partner. Tshisekedi formed a new coalition in December and went on to remove Kabila’s allies at the head of both houses of parliament, along with the prime minister.

EU mulls military training mission to steady Moz BRUSSELS - The European Union will consider sending a military training mission to Mozambique to help the government withstand a growing insurgency, and Portugal is already sending troops, EU foreign policy chief Josep Borrell said on Thursday. Mozambique's government has been facing an Islamist insurgency since 2017 and rebels have stepped up attacks in the past year, threatening natural gas projects that are aimed at transforming the country's economy. Mozambique wrote to the EU last year to ask for help in training its armed forces to battle the insurgency, and Borrell said it was important for the bloc to make up its mind quickly. EU Defence ministers discussed the possibility of a mission in Brussels on Thursday, but took no decision. "The Mozambique government has been asking for help, we will try to send a training mission... in order to contain the security situation," Borrell said. Asked if a force could be sent by the end of this year, Borrell said such a
time horizon was too long and that the EU should act sooner. "If we are not able to send the mission by the end of this year, I would not consider this as a good result. I would hope we would do it before," he told a news conference. Borrell said any mission would be similar to the EU's involvement in West Africa's Sahel region, where its experts provide training and advice to national security forces that are grappling with Islamist insurgencies. He also clarified that the mission to Mozambique, if agreed, would be a military, rather than civilian mission, meaning armed forces from EU states would send military instructors. Since 2007, the 27-nation EU has had battlegroups of 1, 500 personnel on standby that can be deployed for up to 120 days, but they have never been used. The EU is also looking into the creation of a rapid response force of some 5, 000 soldiers to intervene in international crises, although the plans are only at a conceptual stage and would not be ready to support Mozambique. – REUTERS.
