This is according to Bank of Zambia (BoZ) Director of Banking, Currency and Payment Systems, Lazarous Kamanga. Over 90, 000 active agents' points are currently accessing Digital Financial Services (DFS). Mr Kamanga said the figures demonstrated the huge potential Zambia had to have more people financially included through digital channels and ultimately in the digital economy. He said this in a statement issued by the UN Capital Development Fund (UNCDF) following the release of the 2019 State of the Digital Financial Services Industry Report which was undertaken in partnership with the central bank. "In recent years, the DFS landscape in Zambia has changed dramatically from the use of digital channels to deliver payment and financial services to the majority of commercial banks developing and deploying mobile applications for customers to access financial services, and e-money issuers using mobile phones to offer financial services,” Mr Kamanga said. UNCDF Zambia Country Lead, Isaac Holly, said whereas there was growth in the adoption of DFS and an increase in usage rates, there was still a gap in second generation products beyond person to person (P2P) transfers and airtime purchases.

It has condemned the practice and advised the government to ensure that the trend was seriously looked into. MQHZ DirectorGeneral Quince Mwabu said that expecting mothers had the right to be attended to regardless of the circumstance. “If left unchecked,

And Chief Mabumba of Mansa, who is a retired magistrate, said the law protects President Lungu to contest next year’s general election. The traditional leader said the opposition should stop using “bogus” pieces of legislation in their heads to undermine the Constitutional Court ruling as that was contemptuous. Chief Mabumba said bringing up the debate of President Lungu’s eligibility was contemptuous because the Constitutional Court had already presided and a precedence had been set. He said Article 106 of the constitution allows President Lungu to contest the election as he only concluded the late President Michael Sata’s term.

It is not a forcing matter, it is for those who can afford”. Financial barriers among some cases have therefore been causing some women to deliver outside health facilities, contributing to maternal and neonatal mortality. Among other supplies expectant mothers are asked to buy are surgical blades, surgical gloves.

Chitimukulu pushes voter registration PARAMOUNT Chief Chitimukulu has urged his subjects to register in numbers to avoid voter apathy. The traditional leader said during a programme on Kasama radio that he was not worried about Members of Parliament but to ensure that a Presidential candidate get 50 percent plus one as required by law. Paramount Chief Chitimukulu said he had stepped up efforts to sensitise his subjects to register because 42 percent people did not vote in Northern Province in 2016 general elections. He has also urged authorities in his jurisdiction to be communicating with him regarding developmental projects. The traditional leader said he learnt from President Edgar Lungu that 1, 000 hectares could be required for Mikalile to build an industrial park in Kasama. He said the local authorities had an emergency meeting with minutes over Mikalile project but he was not briefed. E have engaged t h e Attorney General to recover over K21 million which were lost due to uncollected mineral rights from mining companies, Ministry of Mines and Mineral Development Permanent Secretary Barnaby Mulenga has said. Mr Mulenga said Government was not sitting idle but ensuring that the funds which were uncollected from the companies which evaded paying mineral rights were recovered. The latest Auditor General’s report revealed that the ministry failed to collect area charges

in amounts totaling to K21, 199, 692 from 1, 477 mining rights holders as of August 31, 2020. Section 77 (1) and (2) of the Mines and Minerals Development Act number. 11 of 2015, provides that a holder of a mining right or mineral processing licence should pay to the Republic an annual area charge of such amount as may be prescribed, or as may be calculated in the manner prescribed by the minister. The annual area charge referred to in subsection (1) should be payable on the grant of the mining or mineral processing licence, and thereafter annually on the anniversary thereof until the termination of the mining right or mineral processing licence.

Mr Mulenga In an interview yesterday, Mr Mulenga said the Attorney General was on course in ensuring that the funds were recovered. “Remember we have been running some adverts in the media on the licences that have defaulted to pay the mineral rights and they were

revoked. So what we have done is that even if the licences have been revoked the holder still owes the government and need to pay the funds. So we engaged the Attorney General to pursue this matter. He is actively pursuing it so we will manage to collect the funds,” Mr Mulenga said.

Ministers have 30 days to pay back By GRACE CHAILE-LESOETSA

THE Constitutional Court has ordered the 63 ministers who continued to earn a salary after dissolution of Parliament between May and July 2016 to pay back the money to the State within 30 days from the date of ruling. The 63 will refund to the State a total amount of over K3.7 million with each expected to pay more than K50,000. This is according to a Constitutional Court ruling on assessment of salaries and allowances to be refunded to the State by the 63 which they were paid from May 12 to August 8, 2016. Among the former ministers to refund the State include NDC leader Chishimba Kambwili, Emerine Kabanshi, Alexander Chikwanda, Dora Siliya and Panji Kaunda. In this matter, the State through the Attorney General’s Chambers

Mr Kambwili had asked the Constitutional Court to assess the amount that ministers who continued to earn a salary after dissolution of Parliament in 2016 were required to pay back. This follows a judgement of the Constitutional Court , which ordered the ministers to payback emoluments accrued during that period. Secretary to Treasury, Fredson Yamba submitted to the court that the total amount recoverable from the former cabinet ministers and former deputy ministers for the period between May to July 2016 is K4, 266, 664.10. "That regards to the issue of repatriation allowances, the correct figure to be paid to the former cabinet ministers and former deputy ministers is K8, 000 each. My office has thus duly re-computed the summary for net pays and allowances to be recovered from ministers taking into account the K8, 000,” Mr Yamba said. In its ruling delivered by

Constitutional Court registrar Ms Dorcus Malama yesterday, the court said the former deputy minister of Commerce, Trade and Industry Raymond Lukonde Mpundu would not refund the State as he was not a party to the main proceedings before the Constitutional Court which culminated into the judgement of August 8, 2016. Ms Malama therefore said the total number of ministers to refund the State are 63 in total. She said a total of 11 days’ worth of the salaries and allowances earned by each of the 63 in the month of May, 2016 was deducted. “I have assessed the respective amounts of salaries and allowances that the 2nd and 64th respondents shall each refund to the State as tabulated below. The assessed amounts shall be paid within 30 days from date of this ruling,” the Constitutional Court ruled.

But the four suspects overpowered the rangers and threw them into Lake Kariba. Zimbabwe then deployed its troops to the border on the lake to counter any Zambian who crosses the imaginary border. The fishermen complained that despite Government through Vice President Inonge Wina assuring the nation on the floor of parliament that the issue was going to be addressed, nothing has happened so far. A Daily Nation investigation found that instead of the Zimbabwean troops sticking to their side of Zambezi River, they have been raiding fishing

rigs on the Zambian side because of lack of deterrent on the Zambian side of the man-made water reservoir. When contacted, Foreign Affairs Minister Ambassador Joseph Malanji said he was unaware but that Government will make an enquiry into reported brutal arrests of fishermen on Lake Kariba by Zimbabwean troops stationed at Sampakaruma Island. Zambian fishermen have for a long time suffered at the hands of dreaded Zimbabwe Wildlife Rangers and recently the Zimbabwean government deployed solders to Sampakaruma island on the border with Zambia which has escalated the situation. But responding to a press query by the Daily Nation asking if Government was aware of the brutal attacks of its citizens perpetrated by Zimbabwean solders and what was being done to resolve the situation, Mr Malanji said currently his office was not informed about the issue but will wait for an official report before deciding to engage the Zimbabwean government over the matter. "The information has not yet got to my desk but as soon as I get hold of the issue, I will engage the relevant stakeholders to know exactly what is obtaining on the ground and from there, we will be able to decide how to engage the Zimbabwean government over the matter," he said. THE provision of quality health care in government hospitals should never discriminate between the haves and have-nots. All who seek medical attention must be treated equally and should not be subjected to prohibitive demands that in the end defeat the government’s aim of ensuring quality health care for all. This is the more reason why it has come with a sense of shock the disclosure that Government health institutions are asking expecting mothers to provide their own delivery supplies during labour. The practice is not only unfair but discriminates against the vulnerable who cannot afford to provide the so-called requirements. It also defeats the government’s hitherto nationwide campaign to encourage women to give birth in hospitals and other health centres. We are glad though that the Medical Quality HealthCare in Zambia (MQHZ) has condemned the practice and advised the government to ensure that the trend was stopped. The MQHZ Director-General, Dr Quince Mwabu said that expecting mothers had the right to be attended to regardless of the circumstance. “If left unchecked, this habit will lead to the loss of many lives of both mothers and babies because some midwives with bad attitudes may not attend to the patients for not having the supplies. “This is where quality healthcare services start from. Let pregnant women be attended to without being disturbed and being treated badly because of this. You ask expectant mothers to come with Jik and razor blades for what?” he said. Indeed, what is quality health care if a hospital cannot provide the basic requirements needed in a maternity ward? The practice of subjecting expecting mothers to have to worry about providing items – that they do not even use at home like Jik – must indeed be stopped forthwith. This retrogressive practice puts an unnecessary strain on the expecting mothers in that they have to worry about buying items they would need in hospital. As Dr Mwabu stated, delivery supplies were in the past provided by the health facilities and wondered what had happened for what he termed a seemingly normal trend. Like Dr Mwabu, we call on the government to increase funding in health facilities so that what he described as a bad trend would be discouraged. We do not agree with the explanation by the Ministry of Health that it does not force patients to buy the supplies. Ministry of Health spokesperson Dr Abel Kabalo said, “delivery preparation supplies are always available for the purpose of delivery in our facilities. It is not a forcing matter, it is for those who can afford.” While that might be true on paper, in reality, that is definitely not the case. The people on the ground definitely insist on patients providing the items. Some expectant mothers interviewed in selected health facilities in Kitwe confirmed having been given lists of the supplies needed during and immediately after delivery. Others complained that not all of them were capable of buying all the supplies needed. Zambia has made great strides in reducing maternal mortality rates but all this is likely to be lost for the poor would shun hospitals and health centres, opting to give birth at home, a practice that the government discourages. Let there be no artificial hindrances in quality health care, particularly maternal cases.

JAPAN has signed a grant worth over US$115, 000 for Undikumbukire Project Zambia meant for the rehabilitation of the water supply system in Katombora community, Kazungula. Acting Japanese Ambassador to Zambia, Sugiura Toshio said the project was being funded under the scheme tilted grant assistance for the grassroots human security project by government of Japan. Speaking during the signing ceremony in Lusaka yesterday, Mr Sugiura said, Zambia has been serving the Katombora community by providing educational and vocational support to the juveniles as well as working hand in

hand with the Katombora reformatory school to maintain the water supply system which had been the main and single source of clean and safe water in the area since its establishment in 1990s. Mr Sugiura explained that once the project is complete, about 800 residents in Katombora, Maluka and Mushekwa as well as about 3, 000 people from surrounding areas would be granted access to safe drinking water in the area. He said the embassy decided to extend the assistance with the rehabilitation of water supply system including the replacement of existing pipe lines and pumping station as well as installation of the distribution network to the two

nearby communities. He said this would further contribute to prevent and reduce water borne and infectious diseases attributed to the contaminated water use and improve the health and the well-being of the community. ZDDM rejects UPND alliance By SILUMESI MALUMO

AS a party we have not announced our intentions to back UPND president Hakainde Hichilema in the 2021 general elections, and any reports to that effect are false and misleading, Zambia Direct Democratic Movement (ZDDM) president Edwin Sakala has said. Mr Sakala was reacting to claims by UPND national trustee William Banda that the ZDDM had pledged to support and work with the UPND ahead of the 2021 general elections. Mr Banda was reported in some section of the media saying that the party was more than ready to work with the ZDDM be-

cause it had leaders who were experienced and freedom fighters who understand Zambia’s economic, political, social and cultural problems well. But Mr Sakala said he was shocked that the UPND could make such misleading statements to the nation. He said in an interview yesterday, if such a decision was made it would be him or the party secretary general to inform the nation. He said the UPND cannot make such announcements to the nation without engaging the party officials. Mr Sakala said the visit by the ZDDM vice president Charles Kafumbo to

Police search for gold thieving villagers By SILUMESI MALUMO

POLICE have launched a manhunt for some villagers who escaped after being caught stealing gold at Kasenseli Gold Mine in Mwinilunga. North-Western Province Commissioner of Police Elias Chushi confirmed in an interview yesterday, some villegers who were together with the 33 arrested had fled their homes in fear of being caught. Mr Chushi said after police managed to apprehend the 33 villagers others escaped and they were still on the run. He said that a manhunt had been launched for those who escaped so that they can be brought to book. Mr Chushi said what the villagers did was unlawful, therefore, they would face the law. “After arresting those 33 villagers who destroyed the fence and invaded the mining area, no one else has been arrested because after they realised that their friends have been apprehended fled their homes,” he said. Recently about 33 villagers based in Kasenseli village were arrested for destroying a parameter fence covering Kasenseli Gold Mine. The group stole undisclosed quantities of alluvial gold after invading the mining premises. Meanwhile Mr Chushi said the alluvial gold which was confiscated from the villagers had been handed over to ZCCM-IH. He said ZCCM-IH would weigh the alluvial gold to ascertain the amount which was stolen by the villagers.

Irish Ambassador to South Africa Fionnula Gilsenan said her government wants to grow trade and political relations between the two countries. She was speaking yesterday when she paid a courtesy call on Zambia’a High Commissioner to South Africa Major General Jackson Miti. WORKS on the US$200 million Improved Rural Connectivity Project (IRCP) in Eastern Province will start soon, says the Road Development Agency (RDA). The project, which was launched last year by President Edgar Lungu in Mkushi is aimed at improving roads in the rural areas to promote agriculture in six provinces. RDA acting director of communications and corporate affairs, Anthony Mulowa, said the contractor, China Geo-Engineering Corporation had been issued with a commencement order. Mr Mulowa said in an interview that a stretch of about 250 kilometres would be worked on in Nyimba and Petauke under package three. “A commencement order

has been issued to the contractor and works will soon commence on the 250km stretch covering Nyimba and Petauke which are under package three,” he said. Mr Mulowa said the fiveyear Word Bank-funded project involves two years of construction and three years of maintenance. The project covers Central, Eastern, Northern, Muchinga, Luapula, and Southern provinces, and is aimed at improving roads in the rural areas and promote agriculture. Meanwhile, works in Central Province under package one have advanced with over 75 percent done in Mkushi and Chibombo under the IRCP programme. The other packages to cover Luapula, Northern, Muchinga, and Southern provinces were still at the procurement stage.

Zambia, USA launch GBV centres By SILUMESI MALUMO THE Zambian and United State of America governments have launched four new Gender Based Violence one stop centres in four districts. The two governments launched the centres in Kitwe, Mufulira, Sesheke and Solwezi districts. These one-stop centres provide survivors of GBV with care such as psychosocial support, referrals to shelters, legal services, HIV testing, HIV post-exposure prophylaxis, and linkage to HIV treatment. During the event, the Ministry of Health launched new standard operating procedures and Health Management Information System indicators that will help better track and manage GBV cases. U.S. Embassy Chargé d’Affaires, David Young said during the virtual launch yesterday, “Together with the Zambian government, we have established 28 fully operational OneStop Centers for comprehensive GBV response and care.” He said the two Governments had trained magistrates, police officers, and doctors to improve access to justice for child survivors. “We have challenged GBV norms through the widespread implementation of ev-

idence-based programs, and together, we have trained close to 100 chiefs and 340 headmen, induna, and traditional leaders to identify and respond to GBV in their own communities,” he said. Minister of Health Dr. Chitalu Chilufya said the centres launched were a great milestone in this country as GBV services would be tracked at each health facility with data that would inform the nation in terms of policy direction and quality post-gender-based violence service provision due to this standardisation process and product. Dr. Chilufya said appreciated the support offered by the American people through the USAID Stop GBV project, which was funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) through USAID. “Your support in developing these standard operating procedures are targeted at complementing Government’s work in creating an enabling environment for gender-based violence prevention, better service delivery through quality post-gender-based violence care for survivors, and better accessibility to justice by the citizens particularly survivors of gender-based violence,” he said.

N advertisement about the sale of plots in Chongwe was not official as it was leaked before it was finalised, Mayor Geoffrey Chumbwe has clarified. Mr Chumbwe admitted that land for sale was available, but clarified the advertisement on the matter was leaked even before certain important aspects were finalised. His remarks were in response to concerns raised by the public on a plot advertisement dated November 17 that was making rounds on some social media platforms. In an interview, the Mayor explained that what was circulated was a working document which should not have been availed in public domain before it was finalised. Mr Chumbwe explained that the plots in question were on an identified land where the local authority was in

the process of expanding the township to the eastern side of the Great East road. He said that the area was about 6 km from the civic centre and would be called Smart city, to accommodate an initial 10, 000 people in phase one. Mr Chumbwe appealed to those interested in the plots to wait for the official advertisement, which would detail all the requirements and legal procedure. He warned that those who may want to take advantage of the misinformation to dupe unsuspecting individuals that the law would not spare them. He advised members of the public not to fall prey to fraudsters, but engage the local authority and not dwell on rumours or speculations. ZANEC executive director George Hamusunga said it was important the government prioritises investment in information communications technologies that reach all children, regardless of their status. Mr Hamusunga said in a statement that ZANEC recognises that persons with disabil-

ities can contribute tremendously to the development of the nation if empowered with the necessary knowledge and skills through education. Mr Hamusunga said that Sustainable Development Goal (SDG) number four explicitly calls member states of the United Nations “to ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.” He explained that the SDGs call for access to quality education for all children by 2030, which requires strong action on inclusion of disadvantaged children, including those with disabilities. He attributed this to the low number of people who obtained NRCs during the mobile registration exercise. Giant Norton-based firm - Sunny Yi Feng (Pvt) Limited employs nearly 2, 000 people in the manufacture of floor tiles, roofing tiles, bricks, cement pipes, cups, plates, wooden pallets and cardboard boxes. President Emmerson Mnangagwa’s administration has identified the manufacturing sector as a key enabler in attaining an upper middle income economy by 2030. The country has plans to boost the manufacturing sector under its economic revival strategy, as it has a critical role to play in satisfying the local and export markets. Sunny Yi Feng managing director Mr Cheng Guofeng said authorities should consider levying taxes on imported goods which are manufactured locally. “Our appeal is to protect the local investment by levying taxes on imported goods that are also manufactured locally. We are exporting most of our products to foreign countries and in these countries, we are levied extra tax. “We have invested $40 million in this project and we are looking at expanding our operations here. Blast-rocked SA oil refinery shut down for investigations DURBAN - South Africa’s second-largest crude oil refinery, the Engen plant in Durban, has been shut down to allow investigators a chance to find out the cause of a “fire incident” earlier on Friday, Engen said. “Engen is currently assessing its overall bulk fuels supply and demand position and implementing immediate mitigations to manage inventory and product supply requirements,” Engen said in an update. Local emergency services said seven people were injured, although Engen said no injuries were recorded and all refinery personnel were accounted for. “I saw a massive fireball at the centre of the refinery with thick black smoke billowing from it,” Durban resident Shane Lloyd Pretorius told Reuters. Engen said in a statement that the cause of the fire was under investigation. A Reuters witness at the scene saw several fire engines spraying foam onto the affected part of the refinery, as well as ambulances, metropolitan police and national police standing by. SA’s civil contractors concerned about the future, as sentiment lifts slightly JOHANNESBURG - There has been some improvement in construction activity, but concerns over the lack of new work in the civil industry is dampening sentiment for the coming quarters. The FNB/BER Civil Confidence Index was released on Monday. After falling to five points in the second quarter, due to the hard lockdown, it has been steadily picking up – registering 11 points for the third quarter and now 16 points for the fourth quarter. The index can vary between zero and 100 – it measures respondents’ satisfaction with prevailing business conditions in the industry. “Although better, the current index level means that the vast majority (more than 80 percent) of respondents are dissatisfied with prevailing business conditions,” the report read. An improvement in construction activity, off a low base, resulted in higher profitability for the industry. “Relative to the third quarter, the rise in construction activity was not insignificant this quarter. However, it is likely restricted to specific

sectors, most notably renewable energy,” said Siphamandla Mkhwanazi, property economist for FNB. “Moreover, activity remains below that registered just before the pandemic which is still fresh in the minds of contractors. As such, the higher activity was not sufficient to lift confidence meaningfully,” Mkhwanazi added. Civil contractors are also concerned about the future, they have been battling with poor order books over the last few years, Mkhwanazi noted. “This is likely due to the shortage of large-scale and long-term projects. So, while some contractors may have work currently, they are unsure about the prospects in the coming quarters,” said Mkhwanazi. “As things stand, the increase in activity this quarter is unlikely to be sustained over the medium term, and this is what the low confidence reflects,” he said. Invisible hump/depression – About 65 metres from the accident scene and five metres from the gate of House Number 64, there is a depression/sunken earth followed by an invisible hump caused by a tree root on outer lane – cars passing on this hump experience a “nodding” kind of effect V. Wet ground - the accident happened on a wet road after a down pour - there were presence of water puddles around the area VI. The entire stretch of the road is wavy and in certain parts recent road patches are visible. VII. Area prone to accidents – Eye witnesses living around the area say the stretch is prone to accidents and as recent as last month another car hit into the Madison Exit gate after losing control in the same stretch Observatory Conclusion The group observes that this accident could have been caused by a car in high speed hitting either the pothole and losing control or hitting both the pot hole and the invisible hump leading it to lose control. The group is concerned about the fact that this chassis (body) of the car split into two. This should never happen as this structure is expected to withstand impact. The group would like to call on authorities to: A. Thoroughly investigate this accident scene in view of the two observed potholes and invisible humps. B. Always investigate the mental health status of driver at the time of the accident and conduct personal background checks to establish other psycho-social factors that can lead a driver to lose concentration at the wheel C. Road Development Agency to quickly work on this stretch and fix the identified bad stretches. D. Alternatively, RDA and Road Transport and Safety Agency should place warning signs warning motorists of these bad stretches and humps /waves caused by growing tree roots. E. That second hand cars are investigated to ensure cars that were written off based on their poor safety standards are not re-introduced in the Zambian roads F. That the Zambian Compulsory and Standards Agency begin testing car models operating in Zambia for their safety standards and features. G. Invest in well trained accident scene investigators to ensure accidents are thoroughly investigated and all factors considered. H. Driving schools should improve on their defensive driving trainings to include how to drive on wet roads, damaged roads, wavy roads among other conditions unique to Zambian roads. As Zambians, we seriously need to address many developmental issues such as the high costs of lending rates, limit this habit of inconsistencies in policy formulations and sudden development of policy-related instruments, stamping out the perceived high levels of corruption, introduce capacity building models and ideas of growth and stability using monitoring and evaluation tools such as the balanced scorecard among many others with a clear view to help in removing certain tendencies of inefficiency within the public service sector. As a potential nation, we also need to get out from the system of implementing tactical tax regime with a short-sighted impact which has no strategic operative plan model. This nation needs to culture a tax policy according to the future anticipative economic patterns and transitional developmental growth needs. It has been proved that a short-sighted tax plan brings about instability in the local economy and also cannot bring about a positive record in the domestic revenue mobilization process. I have observed that control 99 account is one key feature which has also deprived many economic growth factors to different government operations especially in most quasi-government agencies and state companies due to its model of operations by the Ministry of Finance. I WRITE to commend government through the Ministry of General Education for directing that no pupil writing examinations should be disqualified from writing on the account of them owing the school. This is indeed the Christmas bonanza the government has given to its citizens, especially that we have been hit hard economically to the extent of limping financially. The pronouncement and warming to all schools by the Permanent Secretary, Dr Jobbicks Kalumba to adhere to this directive could not have come at a better time than now and I hope the ministry through DEBS offices will make sure that it is actualszed and not just a mere statement for the camera. We are privy as a nation that so many pronouncements from the ministry before fell on deaf ears and/ or took time to be adhered. My appeal is however to the same ministry to also engage private school administration boards to make sure pupils in these schools are also given the opportunity to write their exams without any disturbances even if they have not paid their fees in full. This if achieved will surely enhance literacy growth in our country. This olive branch directive should however not be taken for granted by parents and guardians but as a bonus of paying period, which should be done by or on the day of collecting results so that the schools are not at a loss because these monies help with administrative costs. Introduction What is a paragraph? Definition: A paragraph is a collection of related sentences dealing with a single topic. Learning to write good paragraphs will help you as a writer stay on track during your drafting and revision stages. Good paragraphing also greatly assists your readers in following a piece of writing. You can have fantastic ideas, but if those ideas aren’t presented in an organized fashion, you will lose your readers (and fail to achieve your goals in writing). The Basic Rule: Keep one idea to one paragraph The basic rule of thumb with paragraphing is to keep one idea to one paragraph. If you begin to transition into a new idea, it belongs in a new paragraph. There are some simple ways to tell if you are on the same topic or a new one. You can have one idea and several bits of supporting evidence within a single paragraph. You can also have several points in a single paragraph as long as they relate to the overall topic of the paragraph. If the single points start to get long, then perhaps elaborating on each of them and placing them in their own paragraphs is the route to go.

The topic (which is introduced by the topic sentence) should be discussed fully and adequately. Again, this varies from paragraph to paragraph, depending on the author’s purpose, but writers should be wary of paragraphs that only have two or three sentences. It is a pretty good practice that the paragraph is not fully developed if it is that short. Some methods to make sure your paragraph is welldeveloped:

 Cite data (facts, statistics, evidence, details, and others)

 Use an anecdote or story  Define terms in the paragraph

 Compare and contrast  Evaluate causes and reasons

To be as effective as possible, a paragraph should contain each of the following: Unity, Coherence, A Topic Sentence, and Adequate Development. As you will see, all of these traits overlap. Using and adapting them to your individual purposes will help you construct effective paragraphs.

Coherence Coherence is the trait that makes the paragraph easily understandable to a reader. You can help create coherence in your paragraphs by creating logical bridges and verbal bridges. MULOBEZI WOOS MORE TO REGISTER AS VOTERS By ANDREW MUKOMA

A

S the voter Registration exercise comes to a close, Mulobezi District Registration officer Jamie Mukwato has urged all eligible members to ensure they are not left out in the registration exercise.

The exercise which started on November 9, 2020 has entered phase four which is the final phase. Mr Mukwato has encouraged eligible voters who have not yet registered to do so as it closes in the next few days. He urged, Mulobezi residents to take advantage of the reduced queues in the final phase and make sure that they are captured for them

to be able to vote in the 2021 general elections. He has noted that all efforts have been made to ensure all members of the public are informed of the registration process. Mr Mukwato said in an interview that it is now up

to the individual members to take up the mantle and be registered. "Mulobezi has nine wards and one constituency, meaning that it is easy to reach out to all the corners of the district, which we have done," he said. "We cannot meet our

target of nine million without the efforts of every individual member, we therefore plead with eligible voters, the Zambian citizens, those that are 18 years and above, with Green National Registration Cards (NRC) and even those that are already captured in the old voters register to turn out in numbers and register to vote," Mr Mukwato said. He added that his team will intensify even more on publicity in order for to meet the expected target as a district. "As you may be aware, we have a national target of nine million to be registered and everyone has a role to play if this target is to be realized," Mr Mukwato observed.

Giving an update of the voter registration process to the district Voter Education Committee (DVEC) , Monze District Electoral Officer Pythias Samako’nga said the District was making steady progress to achieve the target of registering more than 136,000 eligible voters. Mr Samakon’ga said the district managed to register more than 77, 000 people since the exercise started adding that this was made possible due to strategic planning where kits were first assigned to densely populated areas and new registration centres. He remains optimistic that more people would be captured to meet the target before the end of the official deadline of voter registration on December 12, 2020. “As a district we are making steady progress in the voter

registration exercise and so far I can safely say that we are at 70 per cent after registering more than 77,000 people since the exercise began last month,” said Mr. Samako’nga. He added, “we have managed to capture this number because we first assigned our registration kits to densely populated areas and newly created registration centres and now we are planning to go back to densely populated areas in case there are still people who were left out.” Meanwhile, Samako’nga who is also District Council Secretary says the exercise posed challenges such as the constant breakdown of both kits and vehicles due to the poor state of some rural roads which has delayed the process in some cases. He proposed for the decentralisation of the voter registration equipment at provincial level to make it easier and quicker to repair broken kits as opposed to taking them to Lusaka as the case was now. He also noted that the farming season has also affected the turnout of some eligible people to registration centres as they were busy with farming activities. “One other notable challenge worth mentioning is that during this time of the year most people are busy with their farming activities and as a result we are experiencing poor turnout of about four to five people in certain places,” said Mr. Samako’nga but we have since intensified publicity and we are also considering taking some of these kits t to densely populated areas for us to meet the target.

ENHANCING CHILD-SOCIAL PROTECTION THROUGH SOCIAL SAFETY NETS

HILDREN are one of the most vulnerable groups in society and are therefore at risk of many social and economic challenges that negatively impact them due to their age and inability to provide or access basic social amenities. For this reason, Zambia has endeavoured to develop ‘child protection systems’ comprising; sets of laws, policies, regulations and services needed across all social sectors – especially social welfare, education, health, security and justice – to support prevention and response to protectionrelated risks. Evidence indicates that household and community level poverty are among the risk factors for child protection violations. Poverty leads to early engagement in sexual

deviance, transactional sex and child marriages since children have no means to meet their basic needs. Evidence further suggests that certain child protection issues, including sexual exploitation, unnecessary family separation, child labour and child marriage have a more direct link to poverty. Children also tend to be most susceptible to hunger and disease, among many other social ills. These vulnerabilities are further heightened among children with disabilities. Thus, most children often resort to begging on the streets for survival, increasing their risk of physical, sexual and emotional abuse. In recognition of these factors, the government has strived to advance the rights of children through the Constitution, the National Social Protection Policy and the National Child Policy. Similarly, social protection programming has been strengthened as a response to the various challenges children face. These commitments have resulted in rolling out social safety net programmes that include

Furthermore, the programmes have been formulated to enhance equitable access to basic social amenities that impact the quality of life for all. They have equally emerged as a primary policy tool to address poverty and vulnerability. One clear example of an impactful social safety net mechanism is the SCT programme. It has been commonly linked to well-being outcomes for children such as improved nutrition, improved resilience to economic shocks, management of illness, improved school enrolment and mental health among beneficiary households. Furthermore, Government recognises that the foundation of an effective social protection system that sustainably lifts children out

of poverty and enhances their inclusion and resilience requires an even balance between social grants such as social cash transfers as well as care through social

sanitation, health care, education, as well as sexual, physical or substance abuse. It is therefore imperative to provide a range of adequate cash and care interventions to address the challenges faced by vulnerable children and enhance child social protection. In conclusion, the impact of these social safety nets has been immense leading to an improvement in all socio-economic indicators: schooling, health, general well-being, possession of shoes and blankets, and the regularity of meals. However, challenges such as high administrative costs, delays in disbursements of funds, limited human resource capacity at district and community levels (under the Department of Social Welfare) continue to undermine the impact of various programmes and the ability of households to cope and maintain a basic standard of living; forcing children into risky coping mechanisms.

Kenyan docs call off strike

AIROBI - Kenyan doctors have suspended a planned nationwide strike that was to start yesterday against the lack of protective gear, health insurance plus poor staffing in the fight against coronavirus. The strike has been suspended for 14 days to allow for further talks, according to the doctors' union. Union officials are expected to meet senators and members of parliament for talks tomorrow and Thursday. Kenya has recently recorded a surge in infections. It has so far confirmed 88, 380 cases and 1, 526 deaths since the pandemic started, according to a tally by Johns Hopkins university. Meanwhile, the number of confirmed Covid-19 cases in the African continent has reached 2, 248, 269 as of Sunday afternoon, the Africa Centres for Disease Control and Prevention (Africa CDC) said on Sunday. The continental disease control and prevention agency said in a statement that the death toll related to the pandemic stood at 53, 543. VATICAN CITY - Pope Francis has donated $121, 000 to support victims of militant attacks in Mozambique's northern province of Cabo Delgado. It followed an appeal by the Bishop of Pemba, Luis Fernando Lisboa, to help thousands of people forced from their homes by Islamists. They have been staging attacks in the gas-rich province since 2017. About 430, 000 people have been left homeless by the conflict. Bishop Lisboa has been heading the "Together for Cabo Delgado" campaign. He told reporters the Pope's donation would be used to build health facilities in areas where displaced people are camping, particularly in the districts of Montepuez and Chiure. A delegation from the Episcopal Conference of Southern Africa visited Cabo Delgado last week at Bishop Lisboa’s invitation. Kamanga said it is not unexpected that planning football matches under the “New Normal”, especially international ones will present challenges. However Kamanga said FAZ will continue to find ways to keep football activities going as the world continue to battle the Covid-19 strain.
