FARMERS will lose millions of Kwacha in lost income as they are stuck with 42, 000 tonnes of winter maize which they cannot export and from which they expected to generate a profit. This is because the government has not allowed them export the excess harvest. The maize was produced at great cost in irrigation, electricity and chemical input. Government asked farmers to produce about 135, 000 tonnes when there was a grain shortage in the country which led to hiked meal mealie prices. Under the agreement, farmers were to export some of the maize after meeting the local targets. But Government has not sanctioned the move. (To page 3)

OPENING DATE REMAINS JAN 18 …PS says schools are prepared
By GRACE CHAILELESOETSA

ESPITE the rapid increase in Covid-19 cases in the country, the ministry of General Education has maintained that schools will open as scheduled o n
THE division of Konkola Copper Mines (KCM) into two entities will boost production and efficiency, notes the Mineworkers Union of Zambia (MUZ). The two entities are Konkola Minerals Resources Limited and KCM Smelterco Limited. The split was initiated to improve efficiency in the operations of the mine. MUZ president, Joseph Chewe, said the increase in production will stimulate creation of more jobs in the sector and boost revenue collection for Government through various taxes. “The split will result in more production, job opportunities and more business linkages and the community will benefit more,” Mr Chewe said. Mr Chewe explained that no worker will be laid-off in the process, adding that all workers
January 18. Education Permanent Secretary, Dr Jobbicks Kalumba, assured the parents that measures would be strengthened to avoid premature closure. He was speaking in an interview with Smart Eagles. Dr Kalumba said people should have the belief in the education system as administrators on the ground have done the best to create a conducive environment in which learning and teaching can take place. “We developed guidelines between us and the ministry of Health, and these guidelines were sent to all schools including colleges of education. They spelt out the approaches for teachers and the pupils during the first wave of covid-19.
MUZ nods KCM split will be paid their benefits. He the benefits will be paid in three instalments due to the poor performance of the mine. He said the priority is to redeem the company, hence the decision to pay the miners in instalments. “As you may know the mine has been in the intensive care unit. Vedanta left the company with a huge debt of about $2.3 billion, so the company has no money. What is needed now is to remove this company from ICU and bring it to life and if we wait for the liquidation process to be concluded in court, the loser will be the worker,” Mr Chewe said.
Mr Chewe noted that this was the only liquidation process in Zambia where workers will be paid. He cited the former workers of RAMCOZ in Luanshya who are still unpaid since the mine was liquidated over a decade ago. Mr Chewe has since urged the workers to accept the payment of their benefits in three instalments as the company still has to be saved from collapse. But a Lusaka-based economist, Maambo Hamaundu, said the splitting of the mine should have waited for the conclusion of the court case between Vedanta Resources
Defiant compensated families warned By NOEL IYOMBWA GOVERNMENT will take action against people who were compensated to pave way for the construction of drainages on newly constructed Road 77 in Garden House but are still occupying the areas. Lusaka District Commissioner David Silubanji, said some people were compensated to leave the area along the road which link Kabwe Road in Garden House but they had not left the areas. Mr Silubanji said that
“We are satisfied that with those guidelines we provided, we recorded success, no pupil or student died,” he said. Dr Kalumba said the schools would use the same guidelines to ensure that the environment is conducive to learning and teaching amidst the second wave of the pandemic. “For us, whether it is the first, second or third spike, we are not very much worried because we have evidence of experience. Where we are coming from, we recorded success. And we know we are going to achieve success again,” he said. Dr Kalumba said he would meet with his Ministry of Health counterpart to see which areas need strengthening before the opening of schools.
recently some engineers had a tough time to construct some drainages as people became violent. He noted that Garden House has badly been hit by floods due to lack of drainages as there is no free flow of water. “People need to help the government. Some people were paid to leave the roadside but they are still there, those who were paid should leave because we want to put up drainages. “We will enforce the law so that those who got paid should leave. In some areas engineers could not complete because people
became violent,” he said. Meanwhile, Mr Silubanji said that most parts of Lusaka have been badly hit by floods, especially Mtendere and Garden House areas. “Most areas in Lusaka have been flooded so we have opened up the drainage between Kalikiliki and Mtendere by breaking some structures to allow water to flow,” he added. Mr Silubanji said that his office has asked the Lusaka Water and Sanitation Company to supply water in Garden House to avoid the outbreak of diseases.
and ZCCM-IH to avoid possible litigation that may arise as a result of the action taken while the case is still active in court. “It would have been better to wait for the conclusion of the court case so that we do not have a repeat of what we had on LapGreen where we had to pay heavily as a country when the sale of the company was overturned,” Mr Hamaundu noted. Milingo Lungu, the KCM liquidator, has split the mine into two entities that will operate separately. KCM went into liquidation in 2019. – ZANIS.

Kwacha expected to gain By BUUMBA CHIMBULU THE Kwacha is expected to receive some support in the coming week as corporates and exporters convert for quarterly and mid-month tax obligations, Cavmont Bank Zambia has said. Cavmont indicated that with supply still remaining scarce, the Kwacha again moved a notch lower against the United States dollar on Thursday. According to Cavmont, this was as the Kwacha was trading at K21.18/ K21.23 from the previous day's closing rate of K21.17/ K21.22. “The local unit is however expected to receive some support in the coming week as corporates and exporters convert for quarterly and mid-month tax obligations,” Cavmont said. On Thursday, Absa Bank Zambia indicated that the Kwacha held firm against the dollar for a third consecutive day in yesterday’s trading session. According to Absa, demand for the greenback continued to dominate the markets as corporates from various sectors of the economy continued to hunt for foreign currency. “The local unit opened and closed at K21.1550/21.2050 per dollar, same as the previous day’s close as market activity remains relatively low with most corporates still on industrial break “In the near term, we still anticipate the Kwacha to trade on the defensive as dollar supply still remains thin in the market,” Absa said. In other emerging markets, the South African Rand came under pressure against the U.S dollar as it touched an intra-day low US$/ZAR15.3627. described the pandemic as war. Mr Kankara, who is Capital Buses proprietor, observed that Zambia was one of the safest countries in the world but now the situation is different. And Mr Kankara has observed martial law can save many lives during this period. Mr Kankara has also urged the media to prioritise reporting on the Covid-19 pandemic so that people are sensitised and do the right thing. Speaking in an interview Mr Kankara said that now that there is a new wave of the pandemic, the media should concentrate on sensitising the public about the pandemic because other people are ignorant about the pandemic. He said that if everybody is sensitised and comply then the number of cases can reduce, adding
that it does not only take the government to help reduce the pandemic. And Mr Kankara has called on politicians to come together and fight the pandemic. He said instead of pointing fingers at one another, this is the time for politicians to bury their differences and fight the pandemic.

Election chaos awaits From Page 1 PeP President, Sean Tembo said by seeking to petition Mr Lungu’s candidature on flimsy grounds, the UPND and its allies would be digging a hole for themselves. He warned yesterday that the greatest potential source of conflict that may cause anarchy as the country heads for the August 12 elections is the planned petitioning of President Lungu’s candidature. He advised the UPND and lawyer, Mr Sangwa, to re-think their plan because it was a recipe of conflict which would boomerang against them. “Well, if the UPND affiliated activists like John Sangwa decided to proceed to petition the candidature of Mr Lungu after filing his nomination, what will happen is that the petition will be thrown out faster than quickly, with costs. But it will not end there, the PF will obviously retaliate by also petitioning the candidature of Mr Hichilema, for whatever flimsy reason. “The only difference is that whereas the petition against Mr Lungu will be dealt with expeditiously, the one against Mr Hichilema will not. That is politics 101. At the end of the day, the UPND is likely to find themselves without a presidential candidate barely weeks before the polling day. This will cause panic, chaos and conflict. And there is really no sure way of compelling a Court to expeditiously adjudicate on a matter,” he said. He sympathised with the UPND supporters who he described as gullible blind

THERE will be no job losses at Mopani Copper Mines (MCM) regardless of the outcome of negotiations between Government and Glencore over shareholding structure, President Edgar Lungu has said. President Lungu, however, said in an unlikely event of job losses, the union and management would come up with better conditions and packages for affected miners. The President said this in Kitwe yesterday during a meeting with miners at the synclinorium concentrator in
followers for having been misled that President Lungu was not eligible to stand again this year because the Constitutional Court only ruled on the fact that his initial one year and eight months at the presidency did not amount to a term of office as provided for by the Constitution. “You see, petitioning Mr Lungu’s candidature may appear like a brilliant idea in the eyes of Mr Lungu’s foes, but trust me, it is a bad idea in more ways than one. “For starters, the judgement of the ConCourt in the Dan Pule case is very loud and clear; that the one year eight months that Mr Lungu served as President from 2015 to 2016 does not amount to a term as defined in the constitution. That was the ruling of the Court,” Mr Tembo said. Mr Tembo said President Lungu has only served for one term of office as ruled by the Court, which made him eligible for a second term. “The Court did not really have to expressly state that in its ruling. It is like two boxers are fighting in the ring and at the end of the match, the referee declares boxer A as the winner and says nothing about boxer B. “It does not make sense for boxer B to argue that he did not lose the fight because the referee did not expressly declare him as a loser! That’s the quality of argument that Mr Sangwa and Mr Chipenzi are making,” he said. Mr Tembo advised the UPND leaders to stop deceiving themselves that the Constitutional Court could turn around and rule against Mr Lungu’s candidature

FULL ACCOUNTABILITY IN KILLING DEMANDED
From Page 1 In an interview, Mr Nakachinda said he suspected that the Catholic Bishops were under a spell for them to be quick to issue a statement condemning Government, while paying a blind eye on the culprits over the recent killing of two citizens. He was reacting to a statement by the Zambia Conference of Catholic Bishops (ZCCB) condemning Government for allowing police officers to allegedly shoot at unarmed people who gathered to show solidarity with the UPND president, Mr Hichilema, who was summoned to appear before the police. ZCCB president, Rt. Rev. George Lungu said in a statement yesterday that he regretted the loss of two lives at the hands of the Zambia Police. Rt. Rev. Lungu said ZCCB condemned in the strongest
terms possible the killing of two citizens by the police who acted against their key mandate of safeguarding the lives of Zambians, irrespective of their political, social, cultural and religious affiliation. “Not only that, we call upon the Presidency to ensure that a detailed investigation is immediately launched to ascertain both the person behind the command to use excessive force, to shoot and the officer that executed the said order as well as bring the culprit to book,” Rt. Rev. Lungu said. But Mr Nakachinda said it was unfair for the Catholic Bishops to rush to issue statements condemning Government without rebuking Mr Hichilema who fuelled the fracas by ferrying cadres. “My view as expressed before, is that the culprit who seems to find pleasure in seeing innocent blood shed

WE have no plans of nationalising Copperbelt Energy Corporation (CEC), Energy Minister Mathew Nkhuwa has declared. Mr Nkhuwa said the PF Government was law-abiding and would not nationalise an entity like CEC without following the right procedure. The minister said Government had not made any deci-
sion to nationalise the private energy entity and that it was shocking that some individuals could mislead the nation. He said in an interview yesterday that issuing alarming statements was wrong and must be condemned. Mr Nkhuwa was reacting to claims by UPND chairperson for mines, Percy Chanda, who claimed that he had information that Government was on the verge of nationalising CEC.
Glencore and I am happy that very shortly the conclusion will be reached and we will open a new page. We are now waiting for a legal opinion from the Attorney General. "My job is to give you hope to continue working hard and I can assure you that there will be no job losses. If there are such eventualities, then the union and management will negotiate such eventualities,'' President Lungu said. President Lungu urged the
unions, management and the miners to work together to stabilise the mining industry and take it to greater heights. He urged the unions to encourage their members to persevere during difficult times because it was always darkest before dawn. And Mopani acting Chief Executive Officer, Charles Sakanya, said the mine was running in every department and was hoping for better performance this year.
FR. CHILINDA CALLS FOR DECENT POLITICS CATHOLIC Priest, Charles Chilinda has called for decent politics as the country heads towards the 2021 general election. Fr. Chilinda of Saint Ignatius Parish in Lusaka says those contesting for power should be mindful not to disturb the country’s peace and stability.
Fr. Chilinda said the church needs to remind people to look beyond their own partisan interests. He said individuals and political parties aspiring to positions of authority should not fight to such an extent that they are willing to disturb the country’s peace. He urged politicians
is Hakainde Hichilema. And if the church concentrates in just issuing statements against Government and forgo their primary responsibility of offering unbiased counsel to all the people, then they are losing it. They may end up being hoodwinked by UPND and by the time they realise, it will be too late. “It is unfair that when we are expecting a prophetic voice of the church such as the Catholic bishops not to be selective in correcting wrong doers, they are failing to correct HH. What has HH given them that they are scared to correct him? They are quick to correct President Edgar Lungu, they are quick to issue statement against Government, but they find it difficult in calling HH to order. What has he done to them? The only thing I suspect is that maybe they are undera-spell, because what I know
is that the Catholics are not biased in correcting people,” Mr Nakachinda said. He added, “This is a warning to all the church leaders that when you see somebody play their politics in such a way that they do not care about the lives of others that is a call for them to go on their knees to pray. But it is unfortunate that the bishops are hiding their heads in the sand when in fact the writing is very clear on the wall that HH is a culprit. Who among the politicians in Zambia has a record that his political activities has claimed a lot of lives? Records are there that it is the UPND leader. Why are the Catholic bishops failing to call the UPND leader to order?” He said it was prejudice of investigation to conclude that the two citizens were killed by the police when investigations were not over.

Lungu guarantees jobs at Mopani Wusakile. Mr Lungu said Government had been actively engaging Glencore International over increasing shares in Mopani and that very soon an outcome would be communicated to the miners and the nation at large. He said negotiations have almost been concluded, but Government was only waiting for a legal opinion from the Attorney General. ''We have been talking to

to preach messages that will unite people as they seek their support. Fr. Chilinda has reminded Zambians that they have a country to protect and should preserve the peace that they enjoy. He has appealed to Zambians NOT to promote selfish interests at the expense of other cit-
izens. Fr. Chilinda has also called on individuals with a tendency of painting the country black not to poison peoples’ minds that Zambia is a bad country. He has also urged Government and the opposition to work together to better the lives of citizens. -ZNBC.
The minister indicated that it was important that people get facts instead of issuing alarming statements which had potential to cause panic among shareholders. “I can assure the nation that we have not discussed as Government at any time to nationalise CEC. That is just propaganda and Zambians should not take it seriously,” Mr Nkhuwa said. Meanwhile, Mr Nkhuwa said
And President Edgar Lungu says government has concluded talks with Glencore regarding its desire to acquire shares in Mopani Copper Mine. President Lungu said the conclusion of talks will bring certainty to the workers and industry. He said government will next week sign an agreement with Glencore, following the conclusion of the talks. President Lungu said Mines Minister Richard Musukwa will issue a comprehensive statement on the details of the agreement.

CATHOLIC CHURCH LEADERSHIP BIAS IN 2017, Pope Francis officially asked for forgiveness for the Catholic Church’s role in the 1994 genocide, stating that, in Rwanda, the “sins and failings of the Church and its members had ultimately disfigured the face of Catholicism.” The apology was a result of the partisan role the church played in fanning division and subsequent genocide in which nearly one million people were slaughtered. This started by the church taking sides. It turned a blind eye to the failings of one side and concentrated on the assumed righteousness of another, which in the end exacted mayhem and bloodshed. It is a reality the church has treated the recent killing of two individuals resulting from an illegal UPND demonstration in a very partisan manner. The church has blamed police brutality for the killing, without considering the antecedents of the incidents and indeed doing so without any tangible proof of the circumstances and particulars of the event. First and foremost, the church should have condemned those who masterminded the mobilisation of 32 buses to ferry cadres for a confrontation with law enforcement authorities by mounting an unauthorised public manifestation. Those responsible for the mobilisation must be charged accordingly. The fact that the UPND president, Mr Hakainde Hichilema was summoned by Police did not call for the illegal demonstration. Lessons can be drawn from the recent events on Capitol Hill in the United States where five people have died. The blame has been squarely laid on President Donald Trump, who inspired and called for mobs to besiege Capitol Hill. There is now talk of impeaching President Trump or indeed removing him from office for masterminding insurrection. There is even more talk of charging him with criminal offences for the mayhem. Mr Trump put Congressmen and indeed demonstrators in harms way on account of his personal grievance for the loss he suffered in the November 3 presidential election. In the same way, Mr Hichilema put 32 busloads of cadres and scores of police officers in harm’s way by creating a condition and circumstances where many could have been killed. All because he had a personal grievance. We are actually wondering why Police summoned him for such a minor offence as the purchase of a farm when there are more serious issues including the sale of Intercontinental Hotel in Livingstone which will require resolving. Could this have been intentional to forestall future call outs? There was absolutely no reason why he should have called for busloads of rowdy cadres to confront police officers. He must have known the inevitable outcome. Sadly, the Catholic Church in Zambia has been quick to condemn law enforcers while remaining silent on those who created the lawlessness. This is the kind of bias and partisanship that caused Rwanda, one of Africa’s most Christian countries, with 90 percent of the population identifying themselves as part of a Catholic, Protestant, or Seventh-day Adventist Church to implode and descend into genocide. The country literary collapsed into an orgy of murder, mayhem and extreme inhumanity while the Catholic Church stood by and in some cases supported the Hutu who felt disadvantaged by their Tutsi countrymen and women. Sadly, the mayhem even engulfed moderate Hutus who did not support the cleansing campaign. The Catholic Church in Zambia still has a chance of redeeming itself by condemning lawlessness regarding of who committed it. The church must eschew the semblance of partisanship that is manifesting.

T is about time African countries, including Zambia, realised that investors that show interest in any sector of the economy are not coming to do the people any favour, says the Movement for Democratic Change (MDC). MDC President, Felix Mutati, bemoaned the fact that gov-
ernments in Africa were not usually fair in terms of striking a deal that was equitable and representative of the interest of the people they serve. Mr Mutati said it was about time those entrusted with the powers to run governments woke up to do things correctly when negotiating with foreign investors. He said in a statement yes-
terday that it was worrying that the government’s conversation was all about existing potential be it in sectors such as tourism, agriculture, energy among others. “Most of the time we are captives. We are believing that the investors are here to help us, they are doing us a favour. “I will tell you when it comes to transactions, nobody does
anybody a favour. Every human being has a component of being greedy and so are the investors. So all we need to do is to wake up and do it right as Africans,” Mr Mutati said. He said African countries had remained captives because of believing that investors come to help the people and doing governments a favour.
HH ready for dialogue By SILUMESI MALUMO
WE are ready to dialogue but this must be accompanied by genuine and honest desire for talks, UPND President Hakainde Hichilema has said. “Records are there for all to see. We have always been ready to meet our colleagues to better the living standards of our people and change the direction of our country. “Indeed we have always called that this dialogue be facilitated by an independent entity such as a respected church mother body, but our colleagues have always dragged their feet with cosmetic pledges for talks,” Mr Hichilema said in a statement. Mr Hichilema said the UPND was ready to dialogue now as much as it was ready on
many occasions but that there must be a genuine and honest desire on the part of other players for talks. “Events of the last few hours where we were denied our rights to associate, assemble and even carry out the solemn rite of burying the dead, underscores the lip service and lack of good will with which dialogue is given, despite colourful expressions by Mr Lungu to the nation only yesterday,” he said. Meanwhile, Mr Hichilema said the revelations by the Parliamentary Public Accounts Committee (PAC) about Honeybee supplying expired drugs worth US$17 million, was just a tip of the iceberg. “We call upon the law enforcement agencies to institute immediate investigations and
DEC UNEARTHS FISP SCAM By SIMON MUNTEMBA
A SCAM in which suspected stolen Farmer Input Support Programme (FISP) inputs were being repackaged in Luapula Province, with intentions of smuggling to neighbouring countries has been unearthed by the Drug Enforcement Commission (DEC). DEC public relations officer, Theresa Katongo confirmed the incident in a statement yesterday. “The Commission which is part of the Task Force to control goods, import and export of agriculture inputs as stipulated in Statutory Instrument (SI) 64 of 2019, conducted an operation in Senama and Kasasa Compound of Mansa on 6th January, 2021 where 10 x 50kg bags of Compound D Fertiliser weighing 500kg, 79 x 60kg bags
of Groundnuts Seeds weighing 4.94 tonnes and 9 x 60kg bags of Soya beans Seeds weighing 610kg were seized,” she said. Further, she said, the DEC seized two motor vehicles including a light truck of registration number ASB 2451 and a Toyota Allion registration number BAP 6692 which were found at the scene and suspected to have been used as instruments of crime. She said the operation and preliminary investigations conducted revealed that the seized FISP agriculture inputs belong to a Zambian identified as Agrippa Njamu of House Number 89, Mutende Site and Service in Mansa. “A building at Kasasa market in Mutende site and service was identified to have been used for concealment of the said inputs and Mr Njamu had

Ms Katongo also said three suspects were arrested and released on Police bond, while the DEC has launched a man hunt for Agrippa Njamu who is on the run. Meanwhile, Ms Katongo said the DEC through the Anti-Money Laundering Investigations Unit in North-Western Province has arrested and charged a Head Teacher and a school Accounts Assistant of Kasempa Boys Secondary School for theft by public servant and money laundering activities involving K27, 500.00.
Support Govt’s growth efforts, advises Sinkamba GREEN Party president Peter Sinkamba, has called on all political leaders to support and appreciate efforts of the government. Meanwhile, Shiwang`andu Member of Parliament Stephen Kampyongo said it is significant that political parties promote peace and unity in the country. Mr Sinkamba said political leaders must embrace the unity of purpose by taking a leading role in promoting peace.
“Appreciate the tremendous works that Shiwang`andu MP Stephen Kampyongo is doing in his constituency. Development should be at the core,” he said. “Disregarding those in power should not be the case. However, those in the opposition political parties must give credit where it`s due and appreciate works delivered by the PF government,” Mr Sinkamba said. He said this after witnessing the handover of building
materials at Chilombo Primary School to facilitate for the completion of a classroom block. Construction has reached roof level. Meanwhile, Mr Kampyongo said it is significant that political parties promote peace and unity in the country. Mr Kampyongo, who is Home Affairs Minister, commended the Green Party leader for contributing towards the procurement of iron sheets for the school. – ZANIS.

Arrest mealie meal smugglers, demands PF official SECURITY wings should arrest mealie meal smugglers including those masquerading as members of the ruling party, PF Deputy Secretary General Mumbi Phiri has said. Ms Phiri noted that it was unfortunate that the masqueraders involved in mealie meal smuggling into neighbouring countries claim to have been permitted by the ruling party when in fact not. She said the ruling party does not support illegal activities like smuggling, yet some people claim they have blessings of the party to avoid being apprehended by security wings. Ms Phiri was speaking in Chililabombwe when she accompanied President Edgar Lungu for his Copperbelt working visit which included an address to miners at Konkola Copper Mines (KCM). She called on the Police, the Zambia National Service (ZNS) and the Immigration Department to apprehend people involved in mealie meal smuggling unselectively as the ruling party does not condone the vice. Ms Phiri said people engaging in mealie meal smuggling in the name of the ruling party should be reported to the party secretariat so that they can be prosecuted in the courts of law.– ZANIS.

‘Selling off aircraft as economic cure absurd’ By SILUMESI MALUMO THE opposition’s resolve to sell the Presidential aircraft as a cure for economic ills shows lack of seriousness, United Peaceful and Prosperous Zambia (UPPZ) President Charles Chanda has said. Mr Chanda said such a way of looking at issues shows that the proponents of selling the plane have no plans. He said the spirit of selling national assets was not good because it could make the country poorer. Mr Chanda said Zambians do not even benefit from the sale of national assets because the money realised end up enriching individuals. He said in an interview yesterday that the country had natural resources which could be tapped in order to improve the struggling economy. It was absurd, he said, to think of selling assets which were important to the nation. “It’s only a student who can think of selling his or her laptop to solve the financial challenges. When you are in power you cannot be thinking of selling national assets. “You may be so upset with President Edgar Lungu, thinking that when you sell the air-
craft then you are dealing with him no, you are just making Zambians to be poorer. The time you be selling the aircraft President Lungu will not be affected,” he said. Mr Chanda added: “We have sold so much things for this country during the privatisation and this has negatively affected the economy.” The opposition leader said people who want to govern the country need to think of revamping the industries. “As UPPZ we are looking at the issue of promoting the local products so that people can be able to consume local goods which can eventually generate revenue, this is our manifesto. Instead of talking about selling things for ZNS,” he said.

‘Govt delays investor ready to pump $220m in dumpsite power plant’ By SILUMESI MALUMO
T
HE investor from America is ready to inject US$220 million investment to set up a 50 megawatts power plant is Chunga dumpsite in Lusaka but the process is being delayed by the government, New Congress Party president Peter Chanda has said. Pastor Chanda said the investor whom he had engaged to start generating power from waste at the dumpsite was eager to embark on the project but government bureaucracy was the major setback. He said the Lusaka City Council had done all the paper work for the project and the delay was at the Ministry of Finance. He said that the Ministry of Finance suggested that there should be an advertisement on the project so that other investors can bid but nothing had been done up to now. The opposition leader said it was important

Pastor Chanda said “The investor wants to set up environmentally friendly machinery which will be able to generate about 50 megawatts of power and it will be sold to Zesco. “Last year when we en-
‘Weed out moles from Government’ By OLIVER SAMBOKO THE civil service needs urgent cleansing because it has been infiltrated by the opposition as evidenced from the rampant leakage of confidential information, Citizens Democratic Party (CDP) president Robert Mwanza has said. He said the Government systems were being undermined. Mr Mwanza said Government should quickly cleanse off moles that were working with the opposition to bring sanity before the general election this year. He observed that the continued leaking of information was the work of some disloyal civil servants, who were bent on embarrassing President Edgar Lungu and his government. Mr Mwanza observed that
some officials were failing to tell Zambians the achievements the government was scoring for fear of making it popular. He said senior public officials would rather keep the good deeds Government was doing away from the public. “A lot of journalists complain that they are finding it had to officially get information on projects and programmes being undertaken,” Mr Mwanza noted. Mr Mwanza however wondered how information aimed at embarrassing Government was quickly getting to the public. He said this was dangerous for the country as it had the potential to ground operations of Government which would also result in Zambians rejecting the PF in the coming polls. Mr Mwanza
reminded Permanent Secretaries that they were in their positions not to count money only but also to propagate what Government was doing for the people. “If they can’t defend Government policies, and instead decided to work with the opposition to undermine the President and his government, why should they continue holding those position,” he said. Mr Mwanza said Government has done a lot in developing the country but that because of some variance in the manner the information was being disseminated, the people were not appreciating the efforts.

EASTERN Province is a nogo area for the opposition as people have shifted to the ruling, Patriotic Front (PF) Provincial chairperson Andrew Lubusha has said. He said the ruling party in the province had done its homework to ensure the people in the area who believed in the opposition change their mind-set. Mr Lubusha said the majority of the people had vowed to vote for the ruling party and President Edgar Lungu on Au-
gust 12, this year. He said in an interview yesterday that the party leadership gained more votes unlike in the previous elections. “We have not been sleeping as the party in the province. Since 2016 we have been working hard to ensure that things change for the better for the party. In 2016 we did well but we were not satisfied so we want to do much better in 2021. “Starting from the grassroot level, we have been engaging the people and explaining to them what the Government is doing and what it had already
gaged the investor we approached the Lusaka City Council and they gave us an assurance that everything will be done. But the Ministry of Finance got interested in the matter and suggested that an advertisement needed to be done so that other interested investors could bid. Just yesterday (on Wednesday) I talked to

done so that they can appreciate thereby give us support when time for the polls comes,” Mr Lubusha said. Mr Lubusha said this was not the time to relax because the party still needed more support from people across the province. “We want to win support in all corners of the province. We do not want to leave any stone unturned. We were given the mandate to work for the party and we shall do so in order for us to gather more support as we are going towards elections,” Mr Lubusha said.
ZAMBIA should ban the importation of skin lightening products that are not screened and tested for mercury, Care for Nature Zambia Executive Director Nsama Musonda has said. Ms Musonda said the Zambia Bureau of Standards (ZABS) and Zambia Environmental Management Agency (ZEMA) should recommend for the immediate ban on such products. She said ZEMA and ZABS should learn from the import and distribution of defective drugs, condoms and gloves to screen and test for mercury in all skin lightening products coming into the country. "Why is it taking so long in Zambia? For the sake of preserving lives, ZEMA and ZABS should put a halt to import of skin lightening products and cosmetics entering the country until they are screened and certified as safe. Let’s not wait for people to die in numbers before taking action," Ms Musonda said. Ms Musonda said issues that were raised are of serious concern because they impact directly on the lives of citizens and they

"It is also quite disturbing to note that foreign distributors have taken advantage of sending defective items to Zambia because of the fact that it takes time for these things to be tested," Ms Musonda said. She wondered why Zambia has not taken a step to regulate skin lightening products when other countries including South Africa, Kenya and Tanzania have done so.

ZRA EXPLAINS TAX INCENTIVES By BUUMBA CHIMBULU
G
OVERNMENT has put in place incentives to grow various sectors of the economy by purposely introducing zero or lower tax rates, says Zambia Revenue Authority (ZRA) Corporate Communications Manager, Topsy Sikalinda. Mr Sikalinda said Government through the ZRA allowed stakeholders to import various goods duty free while others only paid Value Added Tax (VAT) at 16 percent. He said this in his write-up on “Boosting the agricultural sector with tax incentives.” He said among the sectors with a long list of items that were duty free included the agricultural and manufacturing sectors. “The list is so long but we shall try and list few items to just have an idea of what is
provided for in the various laws in terms of tax rebates and incentives. Let us start with items that are both duty free and zero rated meaning no taxes are paid at importation. “These include agricultural fertilisers, herbicides, pesticides, bovine semen and animal embryos, live roses but they require a permit from the Ministry of agriculture before importation. Other goods are raw materials for manufacturing of various feeds, machinery for milling, machinery for making cereals etc,” Mr Sikalinda said. Mr Sikalinda said another set of goods would be duty free but would attract VAT only at 16 percent. These goods, he explained, would include crude palm and Saturday Soya25-bean April, 2020oil for final processing in Zambia which also required a permit from minis-

Mr Sikalinda said other items included solar panels and solar equipment, generator sets, agricultural tractors, ploughs, pumps for liquids and cultivation machinery. “Interestingly truck horses, special purpose motor vehicles, bakery equipment, refrigerating or freezing equipment for cold rooms, poultry incubators, dairy machinery, industrial machinery for manufacturing of drinks, cutting machinery, dry cleaning machinery, water floating tankers and refrigerated vessels are also duty free and they only pay VAT. “These are all great opportunities that give entrepreneurs a boost to start or improve their businesses,” he said. The traditional leader said the Mupika Cerry-Culture Industry has already a standing order with a UK based company to be supplying the silk-cloths for 15 years. He said the project is of great benefit for the residents, as they will be engaged in the out-grower schemes of mulberry, so that in turn they will be selling to the industry. So far, he said, the company has allocated 4,000 hectares which his subjects will using for out-grower schemes. Chief Chikwanda added that the company has about 80 agricultural extension officers that will be teaching people how to grow the mulberry.
GROWTH for the Sub-Saharan Africa (SSA) is forecast to resume at only a modest pace in 2021-2022, with particularly sluggish recoveries in private consumption and investment after contracting steeply last year. This is according to the January 2021 Global Economic Prospects report prepared by the World Bank. “Growth in SSA is expected to rebound only moderately to 2.7 percent in 2021—0.4 percentage point weaker than previously projected—before firming to 3.3 percent in 2022. “While the rebound in private consumption and investment is forecast to be slower than previously envisioned, export growth is expected to accelerate in line with the rebound in economic activity among major trading partners,” the report said. The pandemic, the report said, was expected to leave lasting scars on already slowing potential growth. It indicated that falling per capita incomes mean that living standards had been set back by a decade or more in a quarter of SSA economies. According to the report, SSA

would likely face additional hurdles in the distribution of pandemic vaccines which could further dampen the recovery. It indicated that persistently wide budget deficits and growing interest burdens could raise debt sustainability concerns in some economies. “Despite the envisioned recovery, the level of regional Gross Domestic Product in 2022 is forecast to remain below the level projected in January 2020. “The sluggish recovery reflects persistent outbreaks in several economies that have
inhibited the resumption of economic activity, particularly in services sectors such as tourism,” the report said. The report said although Covid-19 vaccine rollouts were expected to gather pace in early 2021 among advanced economies, bolstering business and consumer confidence, logistical impediments were expected to delay vaccine distribution in the region. It warned that the pandemic was set to further scar potential output growth—which was already losing steam owing to a contraction in total factor productivity—and left a dam-
aging legacy in the region. “The pandemic caused an estimated 6.1 percent fall in per capita income last year and is expected to lead to a further 0.2 percent decline in 2021, before firming somewhat in 2022. The resultant decline in per capita income is expected to set average living standards back by a decade or more in a quarter of Sub-Saharan African economies, with even more severe setbacks in Nigeria and South Africa,” the report said. Prepare for August polls, media told By ANDREW MUKOMA JOURNALISTS should brace themselves for a tough time ahead of the general elections in August this year, says GEARS Executive Director MacDonald Chipenzi. Mr Chipenzi, a former journalist at the defunct Post Newspapers, observed that there will be a lot of harassment targeted at journalists and their respective institutions by politicians and their cadres. He advised journalists and media institutions to remain focused and resolute in discharging their duties. In an interview in Livingstone, Mr Chipenzi said that field journalists will be the most vulnerable to harassment and attacks and must always prioritise their safety. “It will not be an easy year for field journalists as they will face a hostile environment from cadres and politicians both from the ruling and the opposition during the campaigns period. “My message to the media houses is that the election year is with us now and a lot of challenges will be faced by
the journalists and institutions where they are coming from. It is important that you remain strong, resolute and focused because many temptations are coming, many harassments are coming,” he said. Mr Chipenzi observed that in many cases, journalists will be vulnerable to attacks in the field because they will be suspected to be inclined to certain parties. “The issue is that journalists must inform the public about the electoral process and activities of candidates and political parties in the field so that the general public is able to make an informed decision on who to vote for and why vote for that person,” he said. Mr Chipenzi said the general public was desirous for a democratic process in which all stakeholders are able to contribute.
PF confident of a strong showing in South By ANDREW MUKOMA THE Patriotic Front (PF) says it expects to perform well in elections in Southern province because of improvements recorded in recent by-elections. PF Campaign Manager in the just ended Maramba ward by-election in Livingstone, James Zimba, said the ruling party was optimistic of grabbing several seats including parliamentary seat in the tourist capital. Mr Zimba, who is also the Livingstone onstituency Vice Chairman, said that the ruling party has gained inroads in what was perceived as the UPND stronghold. In an interview with the Daily Nation in Livingstone, Mr Zimba said that the party has improved compared to what it got during the 2016 general elections particularly in Maramba ward. "My impression is that as a party, we have accelerated very well and we feel that we have an impact because we only lost by around 110 votes compared to 2016 where our candidate lost by 700 votes. “In fact, if you noticed the figures in some of the polling stations, we were too close to each other," he said. We feel we have performed well especially that the whole leadership both at District and Constituency is only two months old in office," Mr Zimba said. Mr Zimba said he was optimistic that the PF would win this year's elections in Livingstone and in other constituencies. "We worked very hard and in unity in all structures as a party despite being given 10 days to campaign," he said. Mr Zimba said that the leadership will continue mobilizing the party in order to garner more votes for President Edgar Lungu and the party at large. He said that when his party went round in Maramba Ward, it was verified that there were 1,400 voters out of which 1,066 voted. Mr Zimba said this was an indication that there was no apathy.

MULOBEZI-SICHILI ROAD REPAIRS COMMENCE By ANDREW MUKOMA

HE Road Development Agency (RDA) has commenced the rehabilitation of the Simungoma Mulobezi Sichili Road in Western Province. The Simungoma Mulobezi Sichili Road has been a source of concern for the people of Mulobezi and Mwandi for many years, as it became impassable especially during the rainy season. Mulobezi Town Council Public Relations Officer, Elvis Muleya, confirmed the development to the Daily Nation in Livingstone.Mr Muleya said that works commenced from the Simungoma turn off and is expected to go all the way up to Mulobezi and Sichili. Mr Magimela has commended the two departments for exceeding their non-tax revenue collection targets last year despite the advent of Covid-19. Mr Mangimela said that the vehicles will be used for revenue generation. "Let me take this opportunity to encourage the two departments to double their efforts this year to generate more revenue for the government
because the new motor vehicles will enhance the mobility of officers," he said. Mr Mangimela urged the two departments to ensure the motor vehicles are used for the intended purpose and warned that punitive action will be taken against any officer found abusing the motor vehicles. He also urged the two departments to ensure that the new motor vehicles are insured in accordance with the law. “And to all departments under provincial administration, you should make sure that you insure all your motor vehicles and if they don’t have insurance cover," Mr Magimela.
The move shocked the booth operators and were left with words but hopelessly watched their booths being closed. However, the situation went back to normal after police moved in. One of the booth operators, who spoke on condition of anonymity for fear of victimization, said that on Thursday there was a rumour that booths would not operate until the owners pay money to cadres. The operator said they did not take the rumour seriously until yesterday morning.
He condemned the action by the cadres, who disrespectfully closed the booths. "We are not going to manage work like this because, we pay K1,000 to the council which is an annual fee, and every month we pay K200 to the cadres, it’s not fair," he said. He wondered why the cadres wanted to take the law in their hands despite collecting K200 every month from all booths at the station. But efforts to get a comment from the party leadership proved futile by press time.

THIS IS FAKE NEWS Dear Editor,
T
HE story below from Zambian Watchdog is fake and malicious and it must be dismissed with utter contempt. I never uttered those words. My programme was streamed on Smart Eagles and the video of the programme is still here. There is nowhere in the entire programme where I said the hogwash the Watchdog has attributed to me. I know that they have no data so the only way they can campaign for their party and candidate is through lies, propaganda and malice. HH should be ready to conduct this year’s campaigns through Zoom – Antonio Mwanza. “No police officer will allow him to hold rallies because he is violent” PF Deputy Media Director Antonio Mwanza has mocked HH’s Zoom burial attendance meeting yesterday after police blocked him from going to the Copperbelt calling it (the zoom meeting) ‘a good thing for the violent opposition leader’. Speaking in an interview in Lusaka yesterday shortly after featuring on Millennium Radio, Mr Mwanza disclosed that no
police officer will this year allow HH to hold public meetings when ECZ opens up campaigns in June and July as ‘he is a violent and desperate leader’. He said the only public meetings the UPND Leader will be allowed to hold during campaigns for 12th August Elections will be those conduced through zoom and radio interviews. “HH is my brother and I have no grudge against him. I only differ with him politically. But I should state that HH is a violent and bitter man because of the perpetual loses he has been suffering at the hands of my party (PF)”. Mr Mwanza also praised the police for blocking the opposition leader from leaving Lusaka to the
Copperbelt by both air and land to attend the burial of his party senior member who died in an accident. “We thank the police for the good work. We had reports that he (HH) wanted to hold illegal rallies in Kitwe and Ndola to try to display popularity but luckily o u r dilig e n t police offic e rs
thwarted that. I urge him to continue zooming even during this year’s June and July Presidential Campaigns to avoid finding himself in conflict with the law which our police officers will be ready to deal with decisively”. This is all fabricated. A N T O N I O M O U R I N H O MWANZA.
1. FOR the past four years or so, we have been feverishly talking about 2021 general elections. But now that we are here in 2021, we are talking about August 12. We are now remaining with eight months to the day of the polls, about six months to nominations and only about four months to dissolution of Parliament. Speaking for ourselves at the Patriots for Economic Progress (PeP), we are ready for the election season and cannot wait for August 12 so that we can ascertain the graciousness of the voters towards what we stand for as a party. However, we are aware that there are millions of citizens out there who are apprehensive about this election season for fear that it might be chaotic or even degenerate into open conflict between political parties. Hence the question; how chaotic can it possibly be? 2. My view is that the road to August 12 can be as chaotic as we allow it to be. When l say “we,” l mean us the political leaders. This is because our supporters do what we tell them to do. So if we set our supporters on a path of conflict and chaos, that is exactly what they will do. It is therefore up to us as political leaders to guide our supporters accordingly and ensure that chaos and conflict is avoided at all costs. But that is no easy task, largely because some political leaders’ conduct is inherent with chaos and conflict, while some political leaders actually thrive on conflict and chaos as a source of public sympathy because their candidature is based on playing victim. 3. For example, the upcoming PF convention is likely to be a major source of conflict and chaos, and so will be their adoption process. From my point of view, Mr Edgar Lungu’s desire to hound out KBF from the PF simply because he announced plans to challenge him at the convention has actually made the man very popular and a lot of heavyweights in the party are now leaning towards him. Of course l do not think he can unseat Mr Lungu at the convention, but he will significantly tear the PF apart. Whatever will be left of the PF will be further torn apart by the adoption process. A lot of PF members had assumed that Bill 10 will go through and that there will be delimitation of constituencies, hence they had positioned themselves for chunks of constituencies which have not materialised. The end result is that you have a huge number of aspirants and very few constituencies to aspire for, plus most of the incumbent MPs still want to recontest their seats. Most of these aspirants have been on the ground doing mobilisation for the past four years and they are likely to go through if they stood on any political party or as independents. Any miscalculation on the part of the PF to adopt an unpopular candidate will result in them losing the seat, just like in 2016 when we had an unprecedented number of independent MPs mostly in PF strongholds. All these events have the potential for great conflict and chaos between now and August 12. 4. But perhaps the greatest potential source of conflict is the planned petitioning of Mr Lungu’s candidature by the UPND and their affiliated activists such as Mr John Sangwa - State Counsel. I have previously stated my opinions on this matter, but given that we are now in 2021 and a few months before the general election, allow me to restate. You see, petitioning Mr Lungu’s candidature may appear like a brilliant idea in the eyes of Mr Lungu’s foes, but trust me, it is a bad idea in more ways than one. For starters, the judgement of the ConCourt in the Dan Pule case is very loud and clear; that the one year and eight months that Mr Lungu served as
President from 2015 to 2016 does not amount to a term as defined in the constitution. That was the ruling of the Court. You may agree with the ruling or you may not agree, but the bottom line is that it is the ruling of the Court. I’ve noted the shallow arguments that have been advanced by people like John Sangwa and MacDonald Chipenzi to their gullible blind followers, that the Constitutional Court only ruled on the fact that Mr Lungu’s initial 20 months at the presidency did not amount to a term of office as provided for by the Constitution and not whether he is eligible to stand again this year. It is a matter of common sense really that if Mr Lungu has only served for one term of office as ruled by the Court, then he is eligible for a second term. The Court did not really have to expressly state that in its ruling. It is like two boxers are fighting in the ring and at the end of the match, the referee declares boxer A as the winner and says nothing about boxer B. It does not make sense for boxer B to argue that he did not lose the fight because the referee did not expressly declare him as a loser! That’s the quality of argument that Mr Sangwa and Mr Chipenzi are making. 5. But someone might argue to say why not try to petition Mr Lungu, and if it fails it fails? Well, if the UPND affiliated activists like Mr Sangwa decided to proceed to petition the candidature of Mr Lungu after filing his nomination, what will happen is that the petition will be thrown out faster than quickly, with costs. But it will not end there, the PF will obviously retaliate by also petitioning the candidature of Mr Hichilema, for whatever flimsy reason. The only difference is that whereas the petition against Mr Lungu will be dealt with expeditiously, the one against Mr Hichilema will not. That is politics 101. At the end of the day, the UPND is likely to find themselves without a presidential candidate barely weeks before the polling day. This will cause panic, chaos and conflict. And there is really no sure way of compelling a Court to expeditiously adjudicate on a matter. Reminds me of the former Heritage Party President Brigadier-General Godfrey Miyanda, who at one time grew frustrated with the failure of the High Court to release a judgement and decided to sue the Court. Suffice to say that he lost. 6. Therefore, by seeking to petition Mr Lungu’s candidature on flimsy grounds, the UPND and its army of activists may be digging a hole for themselves. You see, political manoevres are largely based on public morality. What the general public may find acceptable. Therefore, the public may not find it acceptable for the PF to just wake up one morning and decide to petition the candidature of Mr Hichilema and then have a protracted hearing while his candidature hangs in the balance. However, the public would probably find it acceptable if the UPND are the aggressors themselves and start with petitioning the candidature of Mr Lungu and in retaliation the PF also petition the candidature of Mr Hichilema. Even if the petition against Mr Lungu is quickly dismissed while that against Mr Hichilema drags on forever, people will simply say that he is getting a taste of his own medicine. 7. Additionally, the UPND should not deceive themselves that they can get a semblance of justice from the Constitutional Court when it is a matter involving President Lungu. The Court remains strongly pro-Lungu and pro-PF. It is naive for the UPND to think that the Constitutional Court can rule against Mr Lungu’s candidature. There is no chance whatsoever. And l say this from my experience when l was personally prosecuting the eSwatini land case against President Lungu way back in 2018. I faced more hostility from the Constitutional Court than l did from the lawyers defending the President. The UPND should not be misled by the ConCourt judgement for Ministers to pay back the money. It is mere grandstanding. SEAN TEMBO, PeP President.

DRUGS, CONDOM SCANDAL ‘Withdraw faulty UNDER SPOTLIGHT syphilis test
By SANFROSSA MANYINDA

HE Medical for Quality Healthcare in Zambia (MQHZ) has demanded the immediate suspension of all the officers involved in supplying substandard medical supplies in health facilities across the country. MQHZ is disappointed with the Ministry of Health, Medical Stores Limited (MSL) and Zambia Medicine Regulatory Authority (ZAMRA) for the scandal. MQHZ Media and Advocacy Director, Francis Kangwa, said it was unacceptable for the Ministry of Health to distribute substandard drugs and other medical supplies to the public. Mr Kangwa said substandard drugs, condoms, gloves and other medical supplies
that failed to meet the inspection standards were posing a very serious health risks to
all users and must be recalled immediately. “Zambia medicine regulatory authority
(ZAMRA) and Medical stores limited (MLS) must take their work seriously and should not take Zambian for granted. “We demand that all the officers involved must resign on moral grounds for failing the Zambian people,” he said. Mr Kangwa urged all those that used the substandard condoms and gloves to go for VCT and hepatitis B testing to guarantee their Safety. He said the public needed to know that taking the substandard medicines had bad effects to their bodies that could not be noticed today but in the near future. Mr Kangwa said the vaccine must be tested according to the Zambian standards so that they could assure the public its safety and gain the confidence which had been lost due to the irregularities by the ministry of health.
CB gets armyworm pesticides THE Copperbelt province has received over 10, 000 litres of pesticides to fight fall army worms and other pests that may affect the 2021 crop. Provincial Permanent Secretary, Bright Nundwe, confirmed the development in an interview in Ndola yesterday. Mr Nundwe said the province has not recorded any reports of armyworms but that the pesticides were meant for any eventualities as agriculture is the mainstay of the economy in the country. He explained that the province is ready to ensure that no field is affected by the army worms which may subsequently affect the 2020/2021 harvest. Mr Nundwe said that the province was expecting to record another bumper harvest in the 2020/2021 farming season. “Agriculture is the main stay of the economy and we want to record another bumper

A NDOLA-BASED pharmacist has advised Government to withdraw syphilis test kits being distributed to health centres countrywide. Jerome Kanyika said that investigations conducted by pharmacists across the country have shown that the kits are faulty as the do not give correct results. “The test kits are giving incorrect and inconsistent results. If you test a sample, the result can show positive
on a negative person and vice versa,” Mr Kanyika said. Mr Kanyika noted that patients are being asked to start taking antibiotics which may result in resistance and reduce effectiveness of proven treatment for Sexually Transmitted Infections ( STIs). “It is disheartening to see the country commemorate antimicrobial resistance awareness week with such situations obtaining on the ground,” observed the pharmacist. Mr Kanyika said the use of the faulty syphilis test kits in most hospitals and clinics in Ndola and elsewhere poses a great danger to human life. He added that Government and other relevant authorities must take to book the supplier of the faulty test kits and this should serve as a warning to other suppliers to safe guard the lives of the Zambians. BOBI WINE ‘SENDS FAMILY INTO EXILE’ BEFORE UGANDA POLLS K
AMPALA - Several news outlets have reported that Ugandan presidential candidate Robert Kyagulanyi, popularly known as Bobi Wine, has sent his wife and children abroad ahead of next week's election. He reportedly made the decision because he'd been warned they were a target: "I received credible information of pending physical attacks on my wife and kidnap of our children," he was quoted by the Daily Monitor newspaper as saying. The opposition politician was quoted as saying friends living outside the country had offered to host his family for their safety. Photos purporting to show his family at the airport were shared on social media late on Thursday.
Kyagulanyi's bodyguard was killed last month when he was run over by a vehicle belonging to the military police. The convoy of another presidential candidate, Patrick Amuriat, was fired at with live bullets. Meanwhile, Bobi Wine said on Thursday he would call on the International Criminal Court to probe murder, torture and other abuses in the country, which is bracing for a tense presidential election next week. The 38-year-old presidential candidate, said his complaint would target President Yoweri Museveni and nine senior security officials accused of targeting Wine, his supporters and civil society activists. "I hope that the International Criminal Court
can call (Museveni) to order and remind him that he is also a human being," Wine told journalists during a dramatic conference call which was disrupted when a police officer hauled him out of his vehicle through the window accusing him of being illegally parked. Wine, dressed in his campaign trail outfit of a bulletproof vest and helmet, struggled to finish as he was choked by teargas fired near his car. According to Wine's lawyer for the case, Bruce Afran, there is little international precedent for the case because the complainants hope to use ten samples of alleged offences stretching over a decade to prove "systemic" violations of international law based on a "history of torture and physical abuse" by the State. – BBC/AFP.
Why is SA not looking into using 'indigenous herbs' to fight Covid-19, asks Cosatu president JOHANNESBURG Cosatu president Zingiswa Losi has joined a growing number of ANC and alliance leaders voicing scepticism about the benefits of the use of Western medicines in fighting Covid-19, saying South Africa should be manufacturing its own vaccines. "Some of the vaccines leave a side-effect, but as African people we have our indigenous herbs. Are we not putting forward these issues as African women to liberate South Africa and the African continent?" she told the ANC Women's League's Charlotte Maxeke intergenerational dialogue on Thursday, during the debate on Covid-19 vaccines. Cosatu earlier this week slammed the government for apparently botching negotiations to secure vaccines for
South Africa's population, but Losi said it was not her intention to contradict the federation's message. She said in an interview that she only intended to pose a question to her fellow panelists at the discussion about looking into indigenous African cures for the pandemic. She said she referred to
Trump finally promises transition as calls mount to remove him WASHINGTON - Donald Trump for the first time on Thursday promised a smooth transition to Joe Biden and admitted his presidency was ending as calls grew for his removal from office for encouraging a mob attack on the US Capitol. An unusually tame Trump, in a video he released on Twitter after a temporary suspension, condemned rioters who rampaged in his name
through a congressional session that certified Biden's victory, although he did not go so far as to congratulate or even say the name of his successor. "This moment calls for healing and reconciliation," said Trump, in a jarring shift of tone a day after a grievance-fuelled outdoor rally in which he encouraged thousands of supporters to march on the Capitol. "We have just been through
conventional medicines used to treat Covid-19 in general as having side-effects, and not just the vaccines. "As Africa, we haven't come up with a vaccine," she said. "We will be procuring it from the rest of the world." She said: "Any medicine can have side-effects, but the indigenous herbs that we get an intense election and emotions are high, but now tempers must be cooled and calm restored," said Trump, standing before a lectern with the presidential seal. "A new administration will be inaugurated on January 20. My focus now turns to ensuring a smooth, orderly and seamless transition of power," he said. "Serving as your president has been the honour of my lifetime," Trump said, without explicitly conceding and insisting he was "fighting to defend American democracy." Trump's turnaround came
directly from the soil, we can use them. How far have we got? We have to manufacture our own vaccine in this country, but if the time comes, where are we with using our indigenous plants?" She said laboratories should start looking into indigenous cures and use its cooperation with traditional healers to do so. "Are you just including traditional healers (in the government programme for fighting the Covid-19 pandemic) to help distribute the Western medicines, or shall we develop our own medicines," she said. Losi wore an ancestral cloth during her brief appearance at the women's league meeting, and said she is on a "journey" to becoming a sangoma, but could not say on what path it would lead her. – NEWS24/BBC. as aides including one cabinet member resigned and the two top Democrats in Congress urged his immediate removal, fearing the damage he can still inflict in his less than two weeks left in the world's most powerful job. Biden, who won seven million votes more than Trump in the November 3 election as well as a decisive edge in the vital state-bystate Electoral College, declined to address demands for Trump's removal but accused him of an "all-out assault on the institutions of our democracy." – AFP.

Indonesia frees cleric linked to Bali bombing that killed over 200 people
JAKARTA – A radical cleric linked to the Bali nightclub bombings was freed from prison yesterday, stirring grief and anger among victims nearly two decades after more than 200 people, mostly foreign tourists, were killed in Indonesia’s worst terror attack. FBI offers reward for details of suspects behind Washington pipe bombs WASHINGTON - The FBI is offering a reward of up to $50, 000 for information on the individuals responsible for placing pipe bombs in the committee headquarters of the key US political parties in the capital, the agency said. Many law enforcement agencies received reports on Wednesday of two suspected devices, one each at the headquarters of the Republican National Committee and the Democratic National Committee, the FBI said in a statement on Twitter. Thursday’s statement was accompanied by an image of
a masked suspect wearing gloves and a hoodie, carrying an object. “The FBI is offering a reward of up to $50, 000 for information leading to the location, arrest and conviction,” the agency’s Washington field office added. Wednesday’s breach of the US Capitol by supporters of President Donald Trump was a stunning assault on American democracy when lawmakers were certifying the victory of president-elect Joe Biden. Trump eventually condemned the violence, after having initially praised his supporters. He added that the rioters had defiled the seat of American democracy and must be held accountable. Senators and congressmen were forced to evacuate after hundreds of Trump supporters stormed the legislative building, smashing windows and engaging in looting. – REUTERS.

Los Angeles Lakers hope to meet President Joe Biden THE Los Angeles Lakers hope to become the first NBA champions to visit the White House since 2016 when president-elect Joe Biden takes office. No team has visited the White House under the presidency of Donald Trump. President Trump rescinded invitations to NBA championship winning teams in recent years after several players stated they did not wish to visit. But US media claim the Lakers would be keen to visit Biden after he is sworn into office on January 20. The Cleveland Cavaliers
were the last team to meet a sitting president when they visited Barack Obama after their 2016 win but the Golden State Warriors (2017 and 2018) and the Toronto Raptors (2019) did not go to see Trump. The Lakers will potentially make their visit when they play at the home of the Washington Wizards, as long as Covid-19 restrictions or Biden's own engagements do not get in the way. Meanwhile, LaMarcus Aldridge had 28 points to lead the San Antonio Spurs past the host Los Angeles Lakers 118-109 on Thurs-
day. DeMar DeRozan, who managed just six points in San Antonio’s win over the Los Angeles Clippers on Tuesday, had 19 points and eight assists, Dejounte Murray contributed 18 points and eight boards and Rudy Gay had 15 points for the Spurs, who snapped the Lakers’ four-game winning streak. Patty Mills finished with 10 points. LeBron James had 27 points, 12 assists and six rebounds, while Anthony Davis collected 23 points, 10 rebounds and three blocks for the Lakers.
‘Sick’ Chipolopolo receive injection By MICHAEL MIYOBA
ZAMBIA national team coach Miluttin ‘Micho’ Sredojevich says the 2-0 win over Cameroon in the last game of the PreCHAN tournament in Cameroon is an injection of confidence to the Chipolopolo squad ahead of the CHAN set to kick off on January 16. In an interview after Collins Sikombe and Zakaliya Chilongoshi scored to help the Chipolopolo get their only win at the Pre-CHAN tournament after they drew with Niger before losing to Uganda, Micho emphasised that the tournament was critical as it enabled the four teams to assess themselves. “Micho” said after trying and experimenting in the Pre-CHAN tournament the players from both Zambia and Cameroon will play to impress to make their nations happy at the CHAN. The Serbian said after competing in the four-nation mini CHAN tournament at which Zambia finished second, the Chipolopolo will now focus on the first three group stage games at the CHAN. “We don’t think of anything beyond our first match against Tanzania with the highest degree of respect, Guinee and Namibia after that we shall think of the semifinals. The win over Cameroon is something that injects the confidence. These are friendly matches and in friendly matches we try, test and experiment,” said “Micho.” “Micho” noted that the team still has a problem because some players who were involved in continental games are yet to join the team in Cameroon. “We are one of the 12 countries that have two representatives in the Confederations Cup so this is a representation of the local league. “We need to prove and inject new hope into the Zambian football and we have the CHAN ahead of us to prepare the team to work very hard against very good teams,” he said. And Chipolopolo captain Adrian Chama said the win over Cameroon has rejuvenated the team ahead of the CHAN. Chama said the morale in camp was low and the team had set a target to beat Cameroon to give them a boost. The Chipolopolo put up a spirited fight to shock Cameroon who finished the four-nation tournament with a single point after they drew with Uganda before losing to Niger and Zambia.
Kyle Kuzma chipped in 13 points and 10 boards, while Montrezl Harrell and Talen Horton-Tucker each scored 10. It was the third meeting in the past nine days between the two clubs. The Lakers have captured two of three. In other results: Dallas Mavericks 124 Denver Nuggets 117 (OT) Brooklyn Nets 122 - Philadelphia 76ers 109 Cleveland Cavaliers 94 Memphis Grizzlies 90 Portland Trail Blazers 135 - Minnesota Timberwolves 117. - BBC/REUTERS.
WITHDRAW FICHITE, PRISON LEOPARDS TOLD By SPORTS REPORTER
T
HE Football Association of Zambia (FAZ) has told Super Division side, Prison Leopards, to withdraw Dudley Fichite from the technical bench as he is serving a prison sentence. And Zambia National Men’s Network for Gender and Development has appealed to the Zambia Correctional Service (ZCS) to reverse the amnesty given to Fichite. Zambia National Men's Network for Gender and Development national coordinator, Nelson Banda feels
that the ZCS has not corrected anything by releasing a convicted sexual offender back into the community as there could be possibilities that he may commit a similar offence. Meanwhile in a letter dated January 7, 2021 and addressed to the Prison Leopards secretary, FAZ General Secretary Adrian Kashala stated that the action to involve Fichite in FAZ organised football activities had the potential to bring the name of the game into disrepute. Kashala said the move to engage convicted Fichite may deter other stakeholders especially sponsors from as-
sociating themselves to football activities. “In the meantime, we therefore direct that you avoid involving the aforesaid individual in any FAZ organised football activities to avoid the complications that may arise from this act,” read Kashala’s letter in part. In December 2018, Fichite, a former Green Buffaloes striker, was sentenced to life imprisonment for defilement and is serving his sentence at Mukobeko Maximum Correctional Facility in Kabwe. Meanwhile, Kashala has expressed displeasure over the unsporting conduct of Prison Leopards coach Mwenya
‘It’s morally wrong' NEWCASTLE boss Steve Bruce says it is "morally wrong" for football to continue amid increasing coronavirus outbreaks at clubs. The Magpies were the first team to have a Premier League match postponed this season, but more than 60 games in England have been called off. Aston Villa and Derby are also having to field U23 teams in the FA Cup. "Financially its right to play on, but for me, morally, it's probably wrong," said Bruce. "I understand people want to see a game of football but we are just as vulnerable as everybody else. "The speed which it hit our club within hours of each other, it was quite incredible how it rips through you. It's difficult to contain and stop and it leaves people sick." Newcastle captain Jamaal Lascelles and winger Allan Saint-Maximin have both been suffering with the virus for about six weeks, and Bruce said one of his staff was almost hospitalised. His team, who face a trip to holders Arsenal in the FA Cup third round today, had their game at Aston Villa postponed in December because of a sharp rise in cases at the North East club. – BBC.
Chipepo, who has so far been sent off twice from the technical bench in the 2020/2021 football season. Kashala said the behavior by Chipepo during the game against Nkana Football Club which was watched by FAZ President Andrew Kamanga and some members of the FAZ secretariat, was inappropriately as it contravened with Article 13(i) of the FAZ Constitution. He said the association will have no option but to sanction the coach as provided for in Articles 14 and 15 of the FAZ Constitution if he continues to behave inappropriately.

Zanaco dislodge Prison Leopards By MICHAEL MIYOBA
SENSATIONAL ZAanaco FC dislodged Prison Leopards from the summit of the MTN/FAZ Super Division table after coming from behind to beat Kabwe Warriors 2-1 in a Week-12 fixture at Godfrey Chitalu Stadium in Kabwe. Goals from Captain Ziyo Tembo and Ernest Mbewe handed the Bankers maximum three points which propelled them to 21 points, one point ahead of Prison Leopards who dropped to second position. Tembo rose high to head in Zanaco’s equaliser in the 16th minute after Warriors striker Twiza Chaibela beat Mangani Ban-
da with a long range strike to give Warriors the lead just two minutes after kick-off. After an even first half, Zanaco finally went ahead 10 minutes into the second half when Mbewe took advantage of Warriors clumsy defence to head in their second after benefitting from Romaric Pitroipa’s cross. Warrior’s efforts to get an equaliser were unsuccessful as Banda who replaced injured Racha Kola in goal for Zanaco, produced some crucial saves to deny the Zambia Railways sponsored side from finding the back of the net. Warriors coach Chabi Chabala tried to make some tactical changes, introducing Erick Kabamba for Shebbwn Kaunda
while Cephas Mulombwa replaced Matthews Nkhowani in the 63rd minute. Zanaco’s Chris Kaunda reiterated by introducing Tiberius Lombard for Romaric Pitriopa while Lassa Kiala paved way for experienced William Njobvu. However, Zanaco who were missing most of their key players from injuries and national team call ups gave Warriors a run for their money as the Kabwe-based Super Division outfit recorded their first defeat in seven games. The defeat maintained Warriors on eighth position with 15 points. Meanwhile, today’s Super Division action will see Buildcon seeking redemption when they host Red Arrows in an early kick off at
Levy Mwanawasa Stadium in Ndola. At Independence Stadium in North-Western Province, Lumwana Radiants hosti Green Buffaloes while Young Green Eagles will face Indeni at Khosa Stadium in Kafue. The fixtures involving Lusaka Dynamos, Nkana and Zesco United who were scheduled to take on Green Eagles, Power Dynamos and Nkwazi respectively have been postponed because Nkana and Green Eagles were involved in continental games. The Zesco United versus Nkwazi fixture has been postponed because the Ndola giants are missing five of their star players who are in Cameroon with the national team.
THE soccer fraternity yesterday woke up to the rude shock of losing long serving soccer administrator Joseph Nkole. Nkole's death was confirmed by his family early yesterday and said he died at the Levy Mwanawasa Teaching Hospital in Lusaka after an illness. And the Football Association of Zambia (FAZ) said it learnt with deep shock the death of the former executive committee member and presidential aspirant. Nkole also served as Referees Association of Zambia (RAZ) president and was also a match commissioner of the CAF. FAZ spokesperson Sydney Mungala says president Andrew Kamanga and his executive committee have mourned Nkole, describing him as a gentleman. “It is very disheartening to learn of the death of a colleague and brother in the game. Mr. Nkole served the game in various capacities throughout
the years and was a football man at heart,” Kamanga said. “Football has lost a loyal servant whose service was visible up to the very end. Our prayers are with the family. We pray that God grants them comfort in this moment.” Kamanga said the onus was on all administrators to take a leaf from the Nkole legacy of service as a way of mourning him. “Even when some of us encountered him as an adversary in service of the game, he was always courteous and civil in his discourse something many in the game today can emulate,” he said And Konkola Mine Police president Gideon Mwenya noted that it was devastating to comprehend the news of Nkole's death. "Your departure is painful because we had so much to share in brightening soccer prospects in this country. In the recent past, you were a father, compatriot, an elder brother and above it all a comrade in the struggle to ensure that Zambian football is restored to where it belongs among the best on the continent," Mwenya said. Nkole was among the three candidates vying for the FAZ presidential position in the yet to be announced FAZ elections.
MBOMBO LEAVES …as Nkana and NAPSA meet Casablanca, Gor Mahia in CAF games By MICHAEL MIYOBA
N
KANA FC captain Idris Mbombo has left the Kitwe giants after he agreed to join Egyptian outfit El Gouna FC to replace former team mate at Nkana, Walter Bwalya who joined Egyptian giants Al Ahly. Nkana vice president, Patrick Ndhlovu confirmed the development noting that the two teams had reached an agreement for the 24-year -old Congolese striker to move to Egypt. N d l o v u s a i d Mbombo has d o n e what he can for Nkana and now time has
come for the former Kabwe Wariors and Zesco United player to move to a team of his choice. He said Nkana will have to find a replacement for the lethal top man who helped the Kitwe giants win their long awaited 13th Super Division title. And Mbombo has hailed Nkana fans for the encouragement and support during his stay at Nkana Stadium. The 2018 MTN/FAZ Super Division player of the year and golden boot winner apologised to fans for leaving the team after their elimination from the CAF Champions League. “To all the supporters I’m so grateful to have been part of this club. I wanted to leave you in victory unfortunately we lost in Angola but what I will say is that I leave you in peace and God will bless the team,” Mbombo said. This is the second time Mbom-

“To all the supporters I’m so grateful to have been part of this club. I wanted to leave you in victory unfortunately we lost in Angola but what I will say is that I leave you in peace and God will bless the team,” bo is leaving Nkana after he left to join Sudanese club Al Hilal as a free agent in 2018. However, his stay in Sudan did not last as he returned to Nka-
na in July 2019 following political turmoil in that country which disrupted his career. Meanwhile, Nkana have been paired against Moroccan giants TAS Casablanca in the pre group stage of the CAF Confederations Cup. According to the draws conducted yesterday in Egypt, the Kitwe outfit who dropped to the Confederations Cup after failing in the CAF Champions league will start the two-legged tie against Casablanca with a home fixture on February 14 before travelling to Morocco. And Mohamed Fathi’s NAPSA Stars will meet Kenya’s Gor Mahia in the Confederations Cup pre group stage matches. The Zambian envoys who beat UD Do Songo of Mozambique to reach the pre group stage will travel to Kenya on February 14 before hosting the return leg a week later.
