AGRO SURE PANACEA ZAMBIA should transform agriculture into the lifeblood of the economy alongside manufacturing, energy and tourism. It is time to fast-track economic diversification, which has been a sing-song for decades, with attractive resolutions gathering dust on shelves. Therefore, Government and the private sector must join hands and set in motion practical steps towards redeeming this critical sector. Firstly, Government must immediately review FISP immediately because it has loopholes through which some civil servants and fake agro cooperatives have been laundering state resources. It will also be prudent to sufficiently finance extension services and the crop diversification initiative; change in the cropping pattern must start now. Poultry, livestock and fisheries are begging for support in a systematic and sustainable manner. However maize growing should not be abandoned, but must be grown on a sustainable basis, being the staple food of the country. Agro diversification must be buttressed by a proper market linkage model, encompassing small-scale producers in cooperatives, firms particularly in the manufacturing sector and the export market. Evidently, small-scale farmers remain stuck with their produce due to lack of market and this has presented a huge challenge that tends to discourage productivity. In Chembe, Mongu and Chama, for example, farmers have been churning out stacks of rice, but lack a reliable market. Similarly, farmers in Milenge have been complaining about the lack of market as their cassava goes to waste after toiling months-on-end. Zambian Breweries alone cannot haul the overwhelming supply. In Mbala and Senga, farmers have been tiling the land and growing beans for a long time and such produce needs a reliable market locally and across the border. Zambia must emphasise sustainable agriculture because it guarantees food security, can create jobs and boost export earnings. Agriculture also feeds into the manufacturing sector, thus promoting value addition. Another aspect worth digesting is the imperative need to employ mechanisation so that small-scale famers can have proper equipment to quickly assist them graduate into commercial growers. Government should forge links with private sector players that are offering loans for equipment and inputs for small-scale farmers. On such entity is Schweizer Agriculture, a Zambian firm which will roll out 5, 000 digital banking booths over the next five years! This is aimed at boosting financial inclusion and crop production for rural farmers. The banking booths will initially be rolled out in five of Zambia’s 10 provinces, namely Eastern, Western, Copperbelt, Central and North-Western. Zambia should nurture this initiative which will gradually transition small-scale farmers into emerging farmers of five hectares to 30 hectares farming businesses. Farmers will be provided with low cost handheld tractors. This is a lucrative programme in which eligible farmers will have pre-loaded cards with points that can be redeemed at specified agro hubs for seeds, fertilisers and agro chemicals. Zambia needs more of such initiatives so that the agriculture sector can grow and become the country’s life-blood. Reliance on copper mining is risky as the mineral is a wasting asset while prices fluctuate and could ebb to the lowest point.

SHOCKING discovery of medicines expiring on warehouse shelves while health facilities have no stocks, has left new Health Minister, Jonas Chanda fuming. This came to light when Dr. Chanda visited the Zambia Medicines and Medical Supplies Agency (ZAMMSA), formerly Medical Stores yesterday. Dr Chanda yesterday blasted ZAMMSA, for hoarding medicines and other supplies in their warehouses to the point of expiry when there are no drugs in health facilities. The newly renamed health facility yesterday had a hard time explaining why medicines were expiring in their warehouses when there were no drugs in health facilities. Dr Chanda, who was visibly disappointed with the development warned that heads

would roll once personnel who had acted carelessly for the drugs to expire were identified. Dr Chanda said it was unacceptable that Government was spending millions on medicines that end up being disposed of instead of being distributed to health facilities. He heard that among the expired products were essential drugs like Aminophylline, insulin, hydrogen peroxide, cloxacillin oral, eye drops and family planning pills. He said when he toured health facilities, one of the major challenges being reported was the lack of essential drugs. Dr Chanda questioned why medicines were expiring when health facilities were crying for the same supplies. He warned that if there were any cartels at ZAMMSA with the aim of sabotaging government operations they would be fished out.

Dr Chanda ordered ZAMMSA management to give him a comprehensive presentation on expired medical products tomorrow and how they were proposing to curtail the situation. He said the procurement department would be shifted to ZAMMSA so that there was no blame game with staff at the ministry headquarters. This follows claims by ZAMMSA operations manager, Rachael Muyoma that some of the drugs were stuck at their warehouses because the ministry procured products that were not readily needed. Dr Chanda said the report must clearly state the people that failed to discharge certain functions that resulted in products being expired. And Ms Muyoma told the minister that some of the products which were about to be disposed of expired in 2019 and that they had remained in the warehouse all this time due to lack of funds.

Nkombo chickened out of challenging HH, insists UPND official By PETER SICHALI GARY Nkombo chickened out of his plans to challenge Hakainde Hichilema for party presidency after realising that he did not have any backing and his intentions were exposed before being executed, a UPND official has said. Mr Musangu Njamba, the former UPND Western province chairperson also said the party should not impose leaders on party members at the national conference like the case was in Western province if it was to win the August general elections. Efforts to get Mr Nkombo proved futile as his phone went unanswered. ABOUT 114 Ethiopians have been intercepted by the Department of Immigration in Lusaka’s Zanimuone in a suspected human smuggling scandal. This was after officers raided a three-bedroom house on Saturday following a tip from the public. Immigration public relations officer, Namati Nshinka said the Ethiopians, some of who visibly appeared to have been physically abused, starved and deprived of freedom of movement were found sleeping on the floor of the house whose windows were covered by very heavy dark curtains. Mr Nshinka said preliminary investigations suggest that the Ethiopians had been held in the house for at least six months. He said in a statement that the vulnerable and helpless state in which the captives were found crowded in such a small space had demonstrated just how evil and merciless human traffickers and smugglers could be. “This is why the Department is doing everything possible to apprehend anyone connected to these criminal activities. To this effect, we wish to encourage anyone with information on the people behind this criminality to come forward. All the 114 are being held pending conclusion of investigations,” said Mr Nshinka. And Mr Nshinka said the Lusaka Regional Immigration Office had charged two Congolese and one Rwandese for being found in possession of a forged immigration stamp.

injurious. He said it was high time Archbishop Mpundu came out clean and concentrated on supporting the UPND rather than tarnishing the image of the Catholic Church by dragging it into politics. This follows an outburst by Archbishop Mpundu over Fr Lupupa’s statement that it was better to rig elections than to allow evil politicians into State House. "Archbishop Mpundu is a spiritual man who ought to take such matters in a neutral manner.

Let him leave Fr Lupupa alone and avoid politicking in the church," he said. Dr Pule said Archbishop Mpundu, as an elderly person in the ministry was supposed to call Fr Lupupa and sit him down if there was something wrong in his statement unlike talking to him through the media. Mr. Sampa said in an interview claims by Mr M’membe, the

Socialist Party president that he was making an impact as a political party leader were laughable because he ends at merely parading people and giving them branded T-shirts to wear. He said the people were interested in practical things such as development and not being dressed in T-shirts. Mr Sampa challenged Mr M’membe to show people what they have done to better their lives not just claiming of making an impact when there is nothing tangible. “Let him point at the things he has done for the people of Zambia for him to say he has made an impact,”

he said. And Mr Sampa said the PF would account for the things delivered to the people. Mr Sampa said the ruling PF has nothing to account for but the development that the party under the leadership of President Edgar Lungu has brought to the people of Zambia. This follows Mr M'membe's threats that the time for the PF to account was coming. Transport fuel through railway, State advised

OVERNMENT should consider transporting fuel through the rail transport which is cost effective compared to the road transport, an energy expert Johnstone Chikwanda has said. Zambia currently procures the bulk of refined products by road via Dar-es-Salaam, hence the escalating costs of the pump prices. Middlemen also contribute to the escalating costs. Mr Chikwanda said in an interview that ttransporting fuel by rail could result in reduced costs and guaranteed security. Mr Chikwanda however said the importation of fuel through the railway line should be backed by a well-thought out master plan. The master plan, he said, should take into account the capacity of the railway system through bulk transportation and reduced pump price. He explained that the country should ensure that there were enough wagons to transport fuel while state of the railway lines should be in tip-top form. "The country used to transport fuel through the railway line, there was a company which trusted TAZARA to do so," he said. Mr Chikwanda stated that the capacity to transport fuel should be analysed as well as the security of the commodity during transportation and the offload points among others. He said efficiency in transportation of fuel would lead to reduced pump price and the railway transport was one of the cheapest and effective ways of transporting the commodity. "With railway, you can transport fuel from Dar-esSalaam, Zimbabwe, South Africa as long as the railway capacity is analysed and improved upon," Mr Chikwanda said.

Teen kills granny, gouges out her eyes By ROGERS KALERO AN 18-year-old boy of Chililabombwe has been arrested for allegedly murdering his 62-year-old grandmother, removing her eyes and burying her in a shallow grave. The boy was arrested after a tip-off from a witch doctor where he had gone to seek protection against being haunted by his dead grandmother. After explaining his gruesome story, the alert witch doctor tipped the police officers and this led to the arrest of the teenager. Copperbelt Commissioner of police, Elias Chushi confirmed the incident which happened on Friday, last week and said the

suspect had been arrested for allegedly murdering his grandmother. “The suspect has been arrested for allegedly killing his grandmother, removing her eyes and later buried her in a shallow grave within the yard,’’ Mr Chushi said. Mr Chushi said the boy, who was staying with her grandmother on the material day gruesomely stabbed her with a sharp instrument, gouged out her eyes and buried her in a shallow grave within the yard. He was however apprehended after the alert witch doctor tipped the police officers about the murder. Mr Chushi said the suspect later led the police to the scene where his grandmother’s body was exhumed from the shallow grave. “We commend the witchdoctor for his unique role he played in helping the police and the public to arrest the suspect. We are calling on other members of the public to emulate such an action,’’ he said He said the suspect was in police custody and would appear in court soon.

‘Victoria Falls border to handle rail cargo only’ By BUUMBA CHIMBULU IMPORTS and exports of commercial cargo at the Victoria Falls border will only be through rail and not road transport, says Zambia Revenue Authority (ZRA). ZRA Corporate Communications Manager, Topsy Sikalinda, said all commercial cargo intended for import and export using road would have to use alternative entry or exit points such as Kazungula or Chirundu. He said the measures which came into effect at the beginning of this year were meant to preserve the Victoria Falls Bridge and also bring sanity to Livingstone, Zambia’s tourist capital. The measure, he explained, was also meant to reduce human animal conflict around the border area where truck accidents had been recorded. “Please note that non-commercial cargo or vehicles below 16 tons will still be allowed to use the border post. The border remains available for use to all hawkers, individual traders and tourists,” Mr Sikalinda said. He urged the business community to note that the limited facilities at Victoria Falls Border Post were not designed to handle commercial cargo. “Over the years, trade volumes have increased in the region hence creating challenges for border officials who are unable to conduct detailed physical inspections due to limited space and other requisite handling facilities at the border post. “In addition, due to the location of the border post in the national park, there has been an increase in animal and human conflict of late. The Authority further advises the business community to familiarize themselves with the Statutory instrument No. 115 of 2020 and the Eighth Schedule of the SI,” Mr Sikalinda said.

MALPRACTICES IN THE RUN UP TO THE UPND CONVENTION- PART 2 Dear Editor, WE have always insisted that the hurriedly organised UPND convention is unsatisfactory and does not promote the fundamental tenets of democracy. We hold the view that democracy cannot be reduced to the conduct of elections but there are other inter linked factors which supplements the electoral process. In the previous write up, our focus was on the events that took place on the day Mr Hakainde filed his nomination papers to contest the party Presidency, now we look at other factors which fundamentally undermine democracy in UPND. There are a number of shortcomings which have gone to the roots and spirit of Article 60 of the Constitution. After a 15year drought of intra party democracy, the UPND had a vivid opportunity to redeem democracy and also ensure that its practices are redefined to be in conformity with democratic tenets. From 2006 elections, the UPND presidency has been the absolute authority in all matters pertaining the direction the party ought to take. Besides validating the nomination of the party long standing ruler, there was need for the party to revisit its custom and its institutional reforms and ensure that democracy is promoted not only in words but equally in deeds. There are critical matters such as the decision whether to belong or not belong to the alliance have all been dependant on the undue influence of the President. The appointing and dismissal its vice presidents has been done at the will of the party president. The UPND should have utilised this rare opportunity to reform the internal party governance before it can extend to national level. From the times nominations were filed by HH to defend his seat, we raised alarm on the apparent acts of impropriety such as his supporters hijacking the nomination centre and his lieutenants presiding over the process leading to the election. We lamented how the party chairpersons could endorse an aspiring candidate as its official candidate. That on its own is the fragrant disregard of the rules of fair play. We are not surprised the UPND electoral commission supervised by Mazabuka Member of Parliament Garry Nkombo could declare HH as its unopposed Presidential candidate. While the National Management Committee ought to be dissolved prior to elections, the UPND chairperson for elections had not vacated his seat thus might have exercised undue influence. The other practice which casts doubt on the party’s internal democracy is the despotic and unbridled power that are vested in the UPND Presidency. The UPND president has the final say on who becomes Vice President, Chairperson, Secretary General, or be assigned to the specific role within the National Management Committee. This is contrary to the popular claim that they intend to limit the powers of the President of the Republic. They ought to have taken advantage of the convention to amend the party constitution and allow people to freely contest specific positions. Going by the foregoing, we have no confidence that the UPND convention has upheld the fundamental tenets of good governance. Democracy in UPND in its infancy stage and it cannot be reduced to holding of the convention at the compulsion of the Republican constitution. However, let me express my environmental health concern in what may appear to be normal but serves the greatest public health concern. In the advert, you will observe cows coming to drink water at the borehole a situation capable to transmit Zoonotic Deadly diseases such as Anthrax a disease worse than Covid 19. By standard all drinking water points should be fenced so that you deny animal access. May the owner of the borehole which appears in that video take a quick response even as the maker of the clip do a quick edit. For now I call the stoppage of airing that clip. With the coming of Covid-19, I wish to encourage the Minister of Labour to ensure that all working places should employ their own Environmental Health Practitioner to Look after preventive health and safety of workers at places of works. CRYING FOR MISSED OPPORTUNITY Dear Editor, IN Tonga we call such people as cilingalinga buyo citakwe kwakugama: Surely President Levy Mwanawasa was right when he said that UPND need redemption. They are now crying for the amendment of the Public Order Act, they have forgotten that they boycotted and de-campaigned the process to amend The Constitution and the POA. Ba UPND are a conflicted and interesting bunch who seem not to know whether they are going or coming; they do not know whether they are turning or heading straight. In fact, they do not question anything as long as it is coming from ba Sammy; when ba Sammy say “jump” they don’t ask, “why” they just ask, “how high,” they should jump. Clearly ba Sammy is holding the entire party hostage. No one is allowed to question anything. Everyone is forced or manipulated to obey without murmuring any divergent view. The challenge ba UPND have is that they are never driven by patriotism, love or common sense, instead they are consumed and blinded by their bitterness and hatred to the point that they even oppose their own proposals just because it is President Edgar Lungu and PF in the driving seat. They de-campaign and sabotage their own proposals and submissions for constitutional and institutional reforms just because it is President Edgar Lungu and the PF and not ba Sammy and UPND who are in authority to effect those changes. In fact, they would rather drink poison as long as it has been provided by their own than drink milk which has been provided by President Lungu. That is how bad things are. 1. In 2011 they sabotaged the amendment of the Constitution at the eleventh hour despite them taking part in the National Constitutional Conference (NCC). They shot down their own submissions

just because it was ba Rupiah Banda and not ba Sammy in office. 2. In 2016 they de-campaigned the Referendum that was meant to expand the Bill of Rights to guarantee Zambians, economic and cultural rights such as the right to food, the right to shelter, the right to education among others not because there was anything wrong with the Referendum but rather because it was ba Lungu and not ba Sammy in the driver’s seat. 3. Last year they boycotted their own proposal, their own fight, their own submissions to amend the Constitution, the Public Order Act, The Electoral Commission of Zambia Act, The Electoral Process Act No.35 of 2016; they boycotted the process to reform the judiciary, the process to reform ECZ; they short down Bill 10 all because it was ba Lungu and not ba Sammy superintending the process. Such levels of hatred and bitterness are alarming

and extremely counter-productive. Today they are crying for the amendment of the Public Order Act. How? They had a chance to do so but they shot down Bill 10 and the entire legal and institutional reform process purely out of malice. True to the words of Levy Mwanawasa, UPND need to redeem themselves. They need to stop drinking from ba Sammy’s chalice of bitterness and hatred and start using common sense, love and patriotism to contribute meaningfully to the development of this country. Opposition does not mean enmity. We are not enemies, we are simply political rivals under the same yellow, green, orange and black. Zambia, DRC join hands in Covid-19 fight ZAMBIA and Democratic Republic of Congo (DRC) have heightened measures to prevent the further spread of Covid-19. Milenge District authorities and officials from DRC’s Nongo area have restricted movements between the two countries in the three entry points as a preventive measure against the spread of Coronavirus. Milenge District Commissioner, Mwenya Bupe noted that the border between the two countries is porous and nationals cross to either of the two countries for economic activities. Speaking during the joint meeting held in the Milenge Council Chamber, Mr Bupe said it is important for authorities in Milenge District and those in DRC’s Nongo area to enforce health regulations. Mr Bupe stated that it would be an exercise in futility for Zambian authorities to enforce health regulations while their Congolese counterparts are doing the opposite.

GOVERNMENT through the Disaster Management and Mitigation Unit (DMMU) has given 10, 000 litres water tanks to two schools in Chirundu that are struggling to meet the Covid-19 health guidelines as they do not have running water. This follows an inspection by Lusaka province Covid-19 multi-sectoral committee who found that the schools had no water access points. The 10 000 litres overhead water tanks have been provided as a short term measure towards addressing the water challenges faced by Chilindi and Sitinkwi Primary Schools. Chinidi Primary School Headteacher, Brian Chibulo disclosed that he carries buckets of water to the school to enable pupils to wash their hands as required by the health guidelines. “Every morning I come with a bucket of water for the pupils to wash their hands. We’ve had this challenge for seven years,” Mr Chibulo lamented. And District Commissioner, Stafford Kayame said there are two schools that have a challenge of water in the district. Mr Kayame said Sitinikwi Primary School does not have a water access point which makes it difficult for learners to wash their hands regularly. Meanwhile, Sitinkwi Primary School acting Deputy Head Teacher, Catright Mhone disclosed that the school has put in place strict measures to ensure that the learners are protected from contracting the Coronavirus. Ms Mhone however bemoaned the lack of water supply in school which she says threatens the measures put in place in a bid to prevent Covid-19. Meanwhile, Chirundu District Commissioner, Stafford Kayame explained that the schools have managed to adhere to Covid-19 health guidelines except the two schools which have no running water. And Lusaka Provincial Health Director, Consity Mwale commended the District Health Office, District Administration and Town Council for a multi sectoral approach regarding prevention of Covid-19 in schools. Dr Mwale has since assured parents that the learners are safe and should be allowed to be in school without fear. - ZANIS

Chongwe health office decries lack of maternity wing at clinic By JOHN KOMBE THE district health office in Chongwe has decried the lack of a maternal wing at the health post in Kapete ward of Chongwe. Acting district health director (DHD), Mable Changala made the observation when the area member of parliament, Japhen Mwakalombe visited the clinic on a familiarisation tour. She told the MP that women in the area travel up to 8 kms to access maternity services and that this was a sad development that must be addressed if the maternal mortality rate was to be reduced.

She said the women that deliver at the clinic have been subjected to delivering in an unconducive environment that was a psychological nightmare. She said that women require privacy when they are in delivery. This, she said was not possible with the current infrastructure at the clinic. She disclosed that the health office had partnered with the community to construct a maternity wing but the project had stalled due to lack of requisite building materials. She appealed for support to ensure that the project was expedited and said that this would go a long way in alleviating the suffering of the women in the area once the project was completed. And Chongwe Member of Parliament, Japhen Mwakalombe promised to assist in expediting the construction of the maternity wing. He said that maternal health was a right and as such must be accorded to the women. He said that women need to deliver in a serene environment in order to make the life-giving process a pleasure rather than a night mare. Mr. Mwakalombe also donated 1, 000 building blocks and 50 pockets of cement and pledged to support the project until it is completed. And headman Kondola thanked the lawmaker for the donation. He also pledged to ensure that his subjects in the area contribute labour to the project. He also appealed to other well-wishers to emulate the gesture and lend a helping hand to the rural community.

Chiefs urged to support community led total sanitation programme MWANSABOMBWE Town Council Secretary, Stanley Mbewe has implored the traditional leadership in the area to help the district attain the Open Defecation Free status. GRAVE diggers in Kitwe have developed a tendency of getting drunk and becoming unruly to mourners. Some mourners have complained to community leaders and councillors about the disrespectful behaviour of the grave diggers They have appealed to the Kitwe City Council to ensure that grave diggers were sober and that the local authority should flush out anyone found in a drunken state in the cemetery. Twatasha ward councillor, Michael Mbulo, has since warned of stern action against the grave diggers that get drunk while working. The councillor said that any grave digger who would be found disrespecting mourners would be sanctioned. Mr Mbulo observed that

many grave diggers insulted the mourners for no reason after drinking beer and smoking cannabis using the money they were paid for digging the graves. The councillor said there was need for the Kitwe City Council to allow sober council workers to do the job or pay the usual diggers after the work was done. Mr Mbulo was speaking in an interview with the Daily Nation in Kitwe. “I have realised that this trend has continued especially at Chingola Road Cemetery and I will not as area councillor allow it to continue. “I will not allow the innocent mourners to continue being insulted the through songs as well as direct talk from the grave diggers,” Mr Mbulo said. The councillor called on the Town Clerk and all councillors to look into the issue and ensure there was sanity at the grave sites. He said that grave yards should not to be turned into play grounds but be respected as they were the final resting places for the departed. Mr Mbulo however commended the police for coming in quickly when such behaviours were reported.

Former Chililabombwe Mayor defects to UPND By SANFROSSA MANYINDA FORMER Chililabombwe Mayor Paul Kabuswe has defected from the ruling PF and joined the United Party for National Development (UPND). Mr Kabuswe defected with over 200 other PF members among them former youth district official Silomba Chola and former Kakoso ward youth chairman Bless Mashongo. Mr Kabuswe announced his resignation from the PF at the UPND Copperbelt provincial secretariat in Kitwe at the weekend. About a week ago, some party members complained that Mr Kabuswe had already been favoured by the party to be adopted as its aspiring candidate even before he formally joined the party. Mr Kabuswe is a well-known figure in the border town who most of the people as well as aspiring candidates saw as a threat. But the Copperbelt provincial leadership maintained that the party would sit the members down and allow people air their views. Mr Kabuswe cited poor economic management, failure to create jobs and the high cost of living as some of the reasons he was forced to resign from the ruling party. In welcoming the new members, UPND Copperbelt acting chairman Jestopher Kolala expressed happiness that Mr Kabuswe had joined the party without conditions. Mr Kolala, urged the party leadership in Chililabombwe to accommodate the new members without conditions. "President Hakainde Hichilema has clearly stated that there are no new or old members in the party and that all were equal," he said.

THE district administration in Livingstone has expressed happiness with the way residents are responding to the Covid-19 health guidelines. Livingstone District Commissioner, Pascalina Musokotwane, said unlike in the past, the people in the tourist capital were complying with the guidelines. Ms Musokotwane said, as a result, the district has recorded a reduction in the number of cases as seen in the past few weeks. She explained that before then, residents had dropped the guard in wearing face masks, sanitizing, washing hands and observing social distancing. The DC was speaking in Livingstone. “The district is calm apart from the usual pandemic we are facing, the past few weeks, we were badly hit but we have managed to control the situation “The numbers have reduced in the last few weeks and so far so good. Our people are adhering to the guidelines and travellers are being told on how they are supposed to look after themselves, Livingstone being a Tourist Capital,” she said. Ms Musokotwane expressed optimistic that if the trend would continue, the pandemic would be brought to an end in the tourist capital.

bodies that remit revenue to the national coffers, without policies and political will, the intended results for development cannot be achieved. “We need clear policy framework on the fight against graft by all political parties and this is one of the benchmarks for the 2021 elections that Zambians will be looking at,” he said. ONE person has died while six others are battling for their lives in Solwezi General Hospital after the vehicle they were travelling in overturned. North-Western Province Commissioner of police, Joe Njase confirmed the accident which happened near Mutanda in Kalumbila. He identified the deceased as Ms Phenny Mwelumuka aged 54 of Mwelumuka village in Kasempa district. Mr Njase explained that the driver, Casious Kalusa, with five passengers on board, lost control and the

vehicle careered off the road before overturning. Kalusa of Kyawama compound in Solwezi was driving a Toyota Regius registration number ATB 1295. He said due to the impact, the victim sustained fatal head injuries and died on spot while the other passengers including the driver sustained different injuries. Mr Njase said the body has been taken to Mukinge Mission Hospital awaiting post mortem while the surviving victims have been admitted to Solwezi General Hospital. He said the driver would be charged for causing death by dangerous driving.

could not afford to send their children to distant boarding schools. He said that currently, children in upper grades go to other chiefdoms such as Mumena and Ingwe for them to access secondary schools while some of them just remain idling at home. “These children are going to these secondary schools as weekly borders which is resulting in many of them falling pregnant and consequently dropping out of school and getting married at a tender age,” he said. HE Covid-19 pandemic is here to stay. Globally, so far 106 million people have been infected; 59 million have recovered; and 2.6 million dead. In Zambia, so far 62, 400 have been infected; 53, 000 recovered; and 840 dead. As a Covid-19 survivor myself, and having seen what happens at the isolation centres, I know how it feels to be a Covid-19 patient. So beyond political rhetoric, every one of us must do something concrete to ensure that no one in their area of jurisdiction, suffers from this disease at all. Of course, at global level vaccines are being developed, distributed, and now administered in some jurisdictions. However, in developing countries like Zambia, our governments are still consulting on which vaccine to go for. Hopefully, these consultations will be concluded soon so that people in the developing world start getting vaccinated against this terrible virus. Ironically from global press reports, it appears that the entire

variants. This means that unlike the polio and other vaccines that have been effective against mutants, the Covid-19 virus will require development of new vaccines for variants, as they emerge, from time to time. What makes matters worse is

that the variants are proving to be spreading very fast, and they rapidly incapacitate vital organs of victims, thereby killing victims very, very quickly indeed. Furthermore, one of the reasons that most developing countries like Zambia have not yet received

vaccines is that the vaccines are very expensive requiring a global strategy for poor countries to procure them through economies of scale. They cost about US$100 per jab. Developing countries can only afford them at US$3 per jab. But, the cost is not the only hurdle. There is also an emerging trend of vaccine nationalism and regionalism. Countries that are developing vaccines have banned export of vaccines until their national and regional demand is satisfied. The question is: when will their national and regional demand be satisfied, considering that the virus is mutating all the time, thereby requiring new vaccines on on-going basis? Kaya! After careful analysis of the situation, I came up with an idea. I surmised that building local capacity to develop vaccines is the solution for Africa, and Zambia in particular. After exploring this idea since March last year, I have come to realise that there so many Zambians, at home and abroad, who are trained and are very much specialised in vaccine development. I have also come to realise that within the sub-Saharan Africa region, there is a pool of extremely knowledgeable specialist in this field. I have since engaged some of them, and with their guidance, I am now in the initial phase of setting up a private-sector-driven vaccine manufacturing plant in Zambia, which I have planned to locate in Ndola. I am discussing with multinational financiers so that this idea takes off the ground. It is very encouraging that response from the financiers has been very positive. They are now looking forward to receiving feasibility reports. In this regard, together with my team of Zambian and regional specialists, we have started looking at engineering aspects: architectural designs, fabrication, construction, including validation, with a view to get these aspects properly addressed and linking them to national and international regulatory requirements, per suggestions made by the prospective financiers. Last Friday, we had a zoom discussion with an experienced engineering company based in Australia which specialises in vaccine plants designs. The firm has been tasked and

is in the process of developing the scope, design, procurement plan, construction, Installation Qualification and Operation Qualification (IQ/OQ), start-up or Process Qualification (PQ), validation, and approval issues. Even though, according to the engineering firm, the schedule duration for construction of such plants is typically five years, I have been advised to engage Government to buy into the idea so that we hasten the government approval processes. For the execution of the project of this nature, and looking at the gravity of the pandemic and mutation aspects of the virus, it is important to receive building permission early, and to plan and manage the construction phases in a way that minimises construction time. Additionally, it is extremely important to build sufficient scientific, technical and regulatory expertise in Zambia, e.g., by sending scientists, technicians and regulators for training to sites/countries with process and regulatory expertise. It is better to use several expert companies with sufficient staff to work in parallel on sub-areas of the overall plan for the best and efficient project execution and meanwhile using collaborating institutions for global support on capacity building in human resources, improving national regulatory agencies, and other aspects of technology transfer in each step. In this regard, I am into discussions with potential sister companies in Europe that are into manufacture of vaccines. Through the regional specialists, I am also into discussions with Africa regional agencies responsible for vaccines distribution. The specialists are also engaging the World Health Organisation, through the GAVI. The outcome of the discussions are really encouraging. Everything being equal, I am sure that by end of 2022, we will have made significant progress in setting up the first vaccine manufacturing plant in Zambia, and probably Africa. As always, thinking outside the box, this is what I am personally doing, beyond political rhetoric, to practically confront the Covid-19 pandemic head-on.
