Mr John Zulu, aged 28, an employee of Kaili Investment at Carousell Shopping Centre in Lusaka, said Mr Lao Yan had told him to help because of the painful leg, which he feared it could worsen if he walked some distance. Mr Zulu said Mr Lao, 62, was in fact not the proprietor of the company, but was just an ordinary person. He said it was sad that his

boss, Mr Cheng Kechao was being mistaken to be the one in the video and was being threatened with deportation. "My boss, Mr Cheng is innocent in this matter, but it is sad that he is being threatened with deportation for the offence he did not commit. ‘Procure Covid-19 vaccines for medics’ By SANFROSSA MANYINDA GOVERNMENT should address the plight of healthcare workers at the frontline by ensuring that the Covid-19 vaccine is acquired quickly, the Medical Quality Health Care in Zambia (MHQZ) has said. MQHZ says health care workers were sacrificing a lot for the country and could not be allowed to die while attending to patients. MQHZ Quality Assurance Director, Lwansa Mulenga, said in an interview making the vaccine available as quickly as possible would be a way of appreciating the frontline workers for their great sacrifice. Dr Mulenga stressed the need for Government leaders to put heads together and discuss how quickly the vaccine could be made available. "Government should

approach this matter with much speed because if we are not responsive enough, we might end up being isolated from the international community. Dr Mulenga noted that headway would have been done on the matter considering that it was almost a year since the pandemic broke out in the country. He said Government should consider getting the vaccine first even on a smaller scale for the health workers. Last week, the Resident Doctors Association of Zambia also urged Government to urgently acquire the vaccine for the healthcare workers. The organisation said that in as much as government was trying to see which vaccine would be best considering the emerging variant in the country, it was important that health workers were urgently considered.

Vandals wreak havoc in Lusaka’s heavy industrial area By NATION REPORTER VANDALS have been tampering with Zesco installations in the heavy industrial area of Lusaka causing massive blackouts. The area, which is the “life engine” of the country’s industrial sub-sector has had no stable power supply for three days. Zesco spokesperson, Henry Kapata said the power outages were being caused by vandals who have been tampering with the power utility company’s installations. Mr Kapata however said power would be restored soon and remedial works were almost concluded.

“There is still a problem in industrial area, caused by vandals but we hope to conclude today,” he said. In 2018, two unidentified men were electrocuted as they tried to steal an 11, 000 volts power cable in Lusaka’s Chinika industrial area. The incident happened between 04:00 hours and 05:00 hours. The two men, believed to be in their 30s, managed to remove the cable but were electrocuted in the completion stage of the illegal activity. Zesco announced that the incident left over 100 industrial customers in Chinika industrial area without power.

Lungu challenges men to work with women By KALOBWE BWALYA PRESIDENT Edgar Lungu has challenged men to join forces with the women who have been in the forefront of ensuring that the rights, capabilities and responsibilities of all the family members are respected and reinforced. President Lungu has also said women, are the change agents orienting other women and girls to aim high, to dream and aspire for leadership positions, to know that they are part of the development process able to take up any vocation, political and profession they so desire without feeling intimidated. ment of all women and girls.” President Lungu also said by promoting gender equality and participation of women and girls, his government’s aim is to enhance the ability of women to participate as leaders at various levels. And Mr Lungu disclosed that Government has put in place a number of programmes to support the empowerment of women and girls, such as, the 50:50 land allocation policy being implemented by the Ministry of Lands and Natural Resources; and the agricultural development and value chain enhancement programme, among others. Meanwhile, Human Rights Commission chairperson Mudford Mwandenga said more women are likely to lose their jobs and businesses due to Covid-19 pandemic as most of the positions of women in society are in seriously jeopardy.

Eligibility debate getting out of hand THE hysteria accompanying the debate on the eligibility of President Edgar Lungu to stand in the August 12 election is getting out of hand. Now there are even suggestions of treason. What should have been an intellectual and civilised discourse is fast degenerating into an egocentric diatribe of brawl driven by anarchistic inclinations, devoid of logic or indeed common sense. The Presidency is a creature of a statute created by mortal beings. It is not an immutable law of physics. Indeed, the constitution is a statute of superior status as it encompasses fundamental principles or established precedents according to which a state or other organisation is acknowledged to be governed. In this regard, we have established for ourselves a Constitutional Court whose mandate is to interpret the constitution where conflict or misapprehension arise. In the present circumstances, some spirited citizens approached the court to seek an interpretation as to whether the 17 months served by President Edgar Lungu to complete the five-year term of late President Michael Sata constituted a full term. The men and women to whom we have reposed the responsibility of interpreting the constitution pondered over the matter and presented and declared that 17 months of service did not constitute a full term. The court ruled it illogical, otiose or indeed nonsensical to consider 17 months as a full term. Two concepts are play here. Firstly, is the term of President being fixed or limited to a period of five years. The second issue is the INTENDED period of office which was curtailed-truncated by death. It was not fulfilled. The Constitutional Court therefore had to make sense of the INTENDED period and consequence of the truncation. The result was a very clear logical determination, 17 months was not a full term and was nowhere near half the term. This is now the law and those who have studied law must appreciate that the matter cannot be re-adjudicated. For ease of reference an investment attains full maturity at the intended period. Any premature termination will suffer pro-rata penalty as determined by the Bank or investing institution. It would be absurd to claim full benefits from a truncated contract.

This is so because Zambia lives among the global village and that means that Zambia should endeavour to try as much as possible to move in line with the tenets of Good Governance, Good Policies and coming up with progressive Bills for the betterment of the citizenly. It is important to note that other countries have already put in place the cyber security and Cyber Crimes laws. Zambia has lagged behind in terms of enforcing the laws of this nature. Therefore, those in opposition to this Bill should not just oppose without reading through the entire Bill because it has in good and progressive sections which should be supported by all Zambians and in particular those who are the victims of Cyber Crimes. Those opposing the Bill should categorically and clearly or rather single out those portions of the Bill which they think are not progressive and call for such sections or provisions to be removed from the Bill unlike misleading the public that the Bill in itself is

not progressive. It can do no harm in singling out such portions they think should be removed from the Bill. Thus, it is important also for those organisations to also look at the Bill from the other side of the coin. Cyber Crime in Zambia is on the increase and today what we are seeing on the phones, online, leaves much to be desired. Pornography online in Zambia has become the order of the day, fraudsters sending messages to our phones such as “send money to such a mobile number and the name will appear as so and so,” and other fraud activities such as “find me someone to buy gold 300gram and emerald four pieces I’m Mr. so and so” and when you try to call such

a number to reprimand them unfortunately their numbers are always busy, but when you make a mistake by sending money to such a mobile number your money is gone and you would have been swindled already. This should be the driving force as to why Zambia should at all cost have into law the Cyber Security and Cyber Crimes Bill. If you are truly clean and without any involvement into Cyber Crimes there is nothing to worry or fear about this Bill because the Bill itself is very progressive and means well for Zambians and the country at large. I strongly believe that when the Cyber Security, and Cyber Crimes Bill, 2021 comes into law, it will try to minimise Cyber Crimes which is on the

To sum it up Zambia needs the Bill to among other things establish various offences which includes unauthorised interference or interception of computer systems programmes or data offences such as false publication of data, Cyber harassment, Cyber bullying, Cyber squatting, Cyber terrorism, Identity theft, Impersonation, Phishing, Computer fraud and many more offences not mentioned. As much as there can be a few economic mishaps, the notion that they can translate into change of Government is mere wishful thinking meant at giving those who have desperately attempted to use misfortunes as a way to seeking temporary relief from the awaited rude shock which will come with their imminent defeat. We are now compelled to add our voice on the wind of continuation and make a little contradistinction between the current political atmospheres with the events leading to the ousting of the MMD in 2011. Prior to 2011, by February, 2011, nearly 30 per cent of the Rupiah Banda-led Government had either resigned or displayed open defiance of the party President in preference of the PF. The key figures such as George Mpombo, the late Mike Mulongoti, Ng’andu Peter Magande, Lameck Mangani, Maynard Misapa and others who commanded a following on the political battlefront were in the forefront to leading the rebellion against MMD. In fact, President Michael Sata had even started to strategically start bringing viable alternative knowing so well that the wrestle for power was titling in his favour. PF was the bigger force and not just a force but a formidable force that had identified itself as a political alternative. The other indication that showed that the change of Government was imminent was certainty on the leadership especially that it there was no change that was anticipated. To the contrary, the largest opposition leader Hakainde Hichilema has not been consistent and his choice of the inner circle has been influenced and by principle but desperation to dilute his tribal tag. Even he has confessed

when he was unveiling his National Management Team that his appointments were not motivated by skills or competence of the appointees but he needed tribal balancing. As regards the disintegration of the opposition at the 11th hour, this is not consistent with the change of Government. As much as UPND may wish to trivialise the relevance of the NDC, comparing with the pre-2011 era, the PF and its alliance with the Zambian people was intact and could not be shaken. Another indication in favour of the wind of continuation for PF is the performance in the by-elections. Prior to 2011 elections, the MMD only won in its strongholds while the PF won its stronghold and went greater to lengths to grab seats from MMD. MMD had lost some seats to PF as an opposition. The other events leading to the change of Government in 2011 were the massive strikes both in the civil service and among the working class especially the mining workforce on the Copperbelt. By comparison, there has been no work protest in the civil service and the mining workforce. In fact what has been reported are solidarity matches on the Copperbelt in favour of President Lungu and the PF. We therefore find it strange to hear some sections of Zambians suggesting any change of Government when the key indicators are in favour of PF. What has been seen is the wind of continuation. Professional Insurance wins $8,864 suit against Muvi Hotels By GRACE CHAILE-LESOETSA THE Lusaka High Court has ordered Muvi Hotels & Lodges Limited trading as Fresh View Homes to pay Professional Insurance Corporation Zambia Plc over US$8,000 being unpaid premiums owed for motor vehicle insurance policy. This is according to a judgement entered in default of appearance and defence. But Muvi Hotels & lodges has applied for an ex parte order for stay of execution of default judgement. Professional Insurance had sued Muvi Hotels claiming payment of US$8,864.39 being unpaid premiums owed for insurance policy relating to motor vehicle Mercedes Benz registration number BAE 7444 issued in favour of the defendant. It however stated that Muvi Hotels has failed, neglected or refused to pay despite several demands. Professional Insurance is also claiming interest at current bank lending rate and costs. It claims to have suffered loss and damage by Muvi Hotels & Lodges failure to settle the stated amount. High Court Judge Ruth Chibbabbuka in her judgement ordered Muvi Hotels & Lodges to pay the Insurance Company the amount due plus interests and cost. This was after Muvi Hotels & Lodges failed to file its appearance and defence despite being served the writ of summons and statement of claim by the plaintiff.

Lungu donates bicycles to North headmen By NATION REPORTER PRESIDENT Edgar Lungu has donated 3250 bicycles in the first phase to headmen in Northern Province to ease their movement as they serve their subjects. Meanwhile, traditional leaders in Northern Province have endorsed President Lungu for the August 12 general elections. OLICE in Solwezi have apprehended three Patriotic Front (PF) cadres for allegedly attempting to disrupt the auction sale at the provincial administration. The rampaging cadres confronted Government officers and other personnel involved

in the process, forcing police to move in. They were arrested and charged with conduct likely to cause breach of the peace. North-Western Province Commissioner of Police, Joe Njase, confirmed the arrest to the Daily Nation in Solwezi yesterday. Mr Njase said the arrest followed the disruption of the

"Yes, I can confirm that we have in our custody three cadres who were apprehended for conduct likely to cause breach of the peace," he said. The donation was made through two aspiring parliamentary candidates, Evans Fenete and Mutinta Matimba, to commemorate the International Women's Day yesterday. Mr Fenete said the committee felt it would do more in celebrating with the children who were a product of hard working women. "In most cases when we celebrate women's day we can probably go marching and do other activities but today, we have done something unique by going deeper to share the little with children that are at Ebenezer. "The children that are here, their future lies in all of us, it lies in the love that we can show to them," Mr Fenete said. On the other hand, Ms Matimba encouraged Zambians to learn to plough back into the community and share the little they have. Ms Matimba said she felt

compelled to celebrate the International Women's Day with the children at Ebenezer and Lubasi orphanages. The donation at the two orphanages was worth K 10,009. "Some of the children who are at the orphanage are not there out of their wish but are there because of unfortunate circumstances," she said. Meanwhile, Ebenezer Orphanage Director, Owen Lisulo, appealed to President Edgar Lungu to consider helping the orphanage which also runs a school with over 450 learners. Mr Lisulo said if possible, Government should consider putting some of the teachers on Government payroll. "I would like to appeal to the President to consider helping these children because we run a school with over 400 children pupils. We are asking President Lungi to put some of our teachers on a payroll. It is a challenge on us but we would like to partner with government. "I want to inform you that we have been recording 100 per cent pass rate both at grade seven and grade nine. We thank you for coming to be with these kids," Mr Lisulo.

The total commercial air traffic excluding charter flights recorded at four international airports in 2020 was 264,270, down by 70.7 per cent when compared to 2019 with 902, 572. This is according to Zambia Tourism Agency (ZTA) Manager Corporate Affairs, Betty Mumba-Chabala. Ms Mumba-Chabala explained that domestic tourism also recorded a reduction but for some tourist sites, there was an increase, although minimal, when compared to 2019. “Both inbound and domestic traffic was down at all airports,” she said. Africa records 862 new infections and 31 confirmed new deaths JOHANNESBURG - South Africa recorded 862 new Covid-19 infections by Sunday, along with 31 new Covid-19-related deaths. According to a statement by Health Minister Zweli Mkhize, as of Sunday, the country recorded 1, 521 068 Covid-19 cases and 50, 678 confirmed deaths. The total number of healthcare workers vaccinated under the Sisonke Protocol is 101, 841. Gauteng remains the most affected province with 26.7 percent of the total confirmed cases, which translates to 406, 729 cases. KwaZulu-Natal has recorded 330, 565 confirmed cases to date, the Western Cape 278, 883 cases and the Eastern Cape 194, 115 cases. South Africa recorded 862 new Covid-19 infections by Sunday. KwaZulu-Natal recorded the most confirmed active cases with 9, 140, followed by the Western Cape with 5, 603 and the Free State with 4 804. The recovery rate is 94.7 percent and 1, 440, 874 recoveries have been recorded.

BY MUPETA JASON HAVING spent hours in a certain local court, in Lusaka, taking heed to cases litigated, I was awakened to various issues affecting our society today. One of the mammoth issues I found was sexual harassment. Seemingly, many of our people in the communities do not know what this cancer is. My experience at a local court compelled me to bring the light in the dark room where sexual harassment is committed. The dark room referred to can be one’s mind or a church, a school, workplace, street corner, market, business, politics and a home among other places. On the other hand, light represents the knowledge about the sexual harassment. When light appears, darkness disappears…Even so does knowledge make ignorance evaporate. I have found sexual harassment not only to be common in various booths of our society but extremely hideous. It puts unity and peace of families and communities in jeopardy thereby disturbing development and progress of a country. Sexual harassment is capable of paralysing an individual from participating effectively in development activities of the family, community and the nation at large. Thus, it is a matter worthy addressing. From my observation, many members of our families and communities are unaware about sexual harassment. Some consider it to be a way of life. “The world is a mirror of confusion when knowledge is limited.” To every reader of this article, I ask of you one thing. That is; read to the end. You will be empowered! You will be able to protect yourself, your family and your community from

This is a compound word made up of two distinct terms namely harassment and sexual. To harass is to subject a person to hostility or make annoying; hurtful comments or actions persistently to someone. Therefore, we

can define sexual harassment as any unwelcome, annoying or unwanted sexual comments, gestures, jokes, and looks behaviors that express or imply demands for sex. This brings us to the nitty-gritty of the matter. Our communities are full of sexual related offenses. These crimes start simple and small but end up complex and big issues. They start from simple actions such as sexual gestures and repeated sexual jokes. Other actions may include inappropriate touching, cat-calling, unwelcome messages, or emails, brushing up against somebody, sexual comment about somebody’s body, fondling somebody inappropriately, distributing or displaying explicit sexual drawings or pictures and unwanted questions about one’s sex life. Unfortunately, “All big things start small.” The enlisted are the actions that express sexual harassment. More often than not, we see or experience these acts in our homes, churches, schools, workplaces, and

streets. But we ignore these expressions. We say it is a simple joke or he or she was just playing. Sometimes, we don’t speak because we are afraid of the stigmatisation, or/and violent retaliation from perpetrators. We say he or she is my boss, I will lose my job. We say he or she is my uncle, dad, cousin or aunty; they will chase me from their home. In effect, we silently promote the crime of sexual harassment. Who is mostly affected by sexual harassment? Women and girls count to be the majority on the victim’s roll. But this doesn’t mean men are not harassed. They are but not as much as women. Perpetrators threaten and instill so much fear such that a victim ends up not reporting. This is common in male dominated homes, schools or workplaces. Evidence from various sources reveals that Zambia, like many other countries has high cases of sexual harassment. “When it comes to sexual harassment, forgetting is difficult. Remembering is worse.” Sexual harassment has huge economic or financial, social, and psychological/emotional consequences on a victim and the perpetrator especially when convicted. Therefore, it falls upon every person or leader to intercept this cancer from eating away our families, communities and nation at large. Sexual harassment is a serious criminal offense in Zambia. The Anti-Gender Act of 2011 outlaws sexual harassment. Any person convicted of it is liable to imprisonment for a term of “not less than 3 years but not exceeding 15 years.” Stop sexual harassment especially on women and girls. A woman is beautiful in every way. She deserves protection from all forms of Gender Based Violence. As a mother, she shines, her power and glory flourishes. Happy Women's Day!
