OVERNMENT is in the process of developing regulations that will allow trade of Mukula and other endangered timber species, Land and Natural Resources Minister Jean Kapata has said. Ms Kapata said the ministry in consultation with business review regulatory agency and the Ministry of Justice had come up with a draft policy to curb illegal trade of Mukula and other timber species. "We are in the process of developing a policy that will allow for harvesting, trade and export of endan-
gered tree species including Mukula and Rosewood," Ms Kapata said. She said the policy would allow harvesting, trade and export of Mukula and other tree species. She said the draft policies was currently at consultation stage and would soon be taken to the Ministry of Justice. "The draft document is ready but we are still making consultations," Ms Kapata said. Earlier, some chiefs in Muchinga called on Government to come up with a proper plan that will ensure locals benefit from the Mukula tree. Police deputy public relations officer Danny Mwale, cautioned the public against falling prey to these unscrupulous elements. Mr Mwale said the police
would publish the names of successful candidates in the print media. He said on Wednesday that one person from Mporokoso reported to a police training school after receiving a call from someone who claimed to be a police recruitment officer. Mr Mwale warned individuals who were in the habit of swindling people and spreading false information that their days were numbered as police would not rest until they track them down.
CABINET has approved for publication and introduction in Parliament the Narcotic Drugs and Psychotropic Substances Bill, 2021 which is aimed at strengthening the functions of the Drug Enforcement Commission. It also seeks to revise and consolidate the law relating to narcotic drugs, psychotropic substances and precursor chemicals and provision for special measures relating to the prevention, treatment and rehabilitation of victims of drug abuse. Chief Government spokesperson, Dora Siliya said the approval of the Bill was in line with the earlier approval of the “The Cannabis Bill, 2021,” and “The Industrial Hemp Bill, 2021,” the two Bills of which were already in Parliament for enactment. IT is highly hypocritical for the Human Rights Commission (HRC) to demand the immediate release of the four UPND officials who have been held over the missing Hatembo siblings while completely ignoring the safety of the poor family, Citizens Democratic Party president Robert Mwanza has said. Mr Mwanza said the HRC should be calling on investigative wings to get to the bottom of the Hatembos’ plight so that they were safely reunited with their family. He questioned why HRC was only concerned about the rights of opposition political party officials being infringed but not those of poor people who have been denied their freedom.
UPND Choma Central Member of Parliament, Cornelius Mweetwa has been suspended from parliament for 30 days for discrediting the officer of the Speaker. Mr Mweetwa accused the Speaker, Dr Patrick Matibini of constituting the Select Committee which scrutinised the Bill 10, deliberately included two MPs whom he knew would not form part of the Committee because they would stay away. He said Dr Matibini was trying to help PF parliamentarians to sneak in the Bill through the “backdoor.” First deputy speaker of the National Assembly, Mwimba Malama ruled that Mr Mweetwa be suspend for 30

The PF yesterday officially closed nominations for its forthcoming national conference with only one candidate having applied to contest for the party’s presidency. Announcing the closure of receiving application for nominations which opened on Wednesday, Mr Mwila said only President Lungu had officially filed in his nomination papers for the PF presidency. “We started receiving applications for those who want to stand as party president on Wednesday and today, Thursday is a closing day. IT is good that more opposition leaders are speaking out and defending Zambia’s record and ability to hold free and fair elections. It is important that they do so for they too are stakeholders with a following. This they must do to ensure that peace prevails in the nation. They must assure their supporters that they believe in the Electoral Commission of Zambia (ECZ), that it is competent to run a transparent election. There have been sustained attempts by some opposition parties accusing the ECZ of conniving with the ruling Patriotic Front to rig the August 12 tripartite elections. The United Party for National Development (UPND) has even written to the African Union and the Southern African Development Community that the process was flawed. But yesterday in Lusaka, Patriots for Economic Progress (PeP) president, Sean Tembo said the credibility of the electoral process in Zambia is intact despite some political parties and their aligned civil society organisations trying to spread lies. Mr Tembo said it was sad that concerted efforts were being expended to undermine the electoral process by some political parties and their aligned CSOs. He said it was his hope that the concerted efforts to undermine the electoral process were not meant to set the stage for post-election chaos and conflict, should the opposition lose the general elections. Indeed, keeping quiet and leaving only the doomsayers to have a field day in discrediting the electoral process is unpatriotic and a tacit approval of their evil intentions. The doomsayers must be left in no doubt that not everyone shares their biased views of the operations of the ECZ. As Mr Tembo said, “We have noted with regret that some political parties, supported by some civil society organisations, have continued in their quest to undermine this year’s general elections by falsely painting the entire process as flawed and rigged. But as Rainbow Party leader, Wynter Kabimba pointed out on Wednesday, the claims were baseless because the ECZ had always been conducting elections in a professional manner. He also dismissed claims by some opposition political parties that this year’s elections will be rigged. Mr Kabimba said the ECZ has never manipulated elections’ results and therefore such claims were baseless and unfounded. Zambians must not allow anyone to mislead and poison their minds that the ECZ will stop them from electing leaders of their choice come August 12. They must recognise that the ECZ has always been professional in its operations and has a proud history of delivering trouble-free elections. Zambia’s enemies are those with narrow-minded interests who do not wish to see democracy flourish. To them, democracy will only be achieved when they are in power. But have they earned the people’s confidence and respect to be trusted with the instruments of power? We are of the view that the electoral playing field is free and open for anyone who plays by the rules of the game. Political leaders must therefore allow the electorate to enjoy their constitutional right to elect leaders of their choice without fear. They owe this to them as a mark of respect.

By FLAVIOR KANUNGO The National Council for Construction NCC has fined Norman Suleman Muhammed, the owner of the Libala building which collapsed and killed a 40 year old worker in Lusaka’s Katungu area. One person died while two others sustained serious injuries when the building collapsed on them at Katungu market in November last year NCC director regulation and registration, Ernest Nshindano, explained that the developer and the contractor had been fined a total of K30, 000 per unit for not
registering the construction with the NCC. Mr Nshindano said the developer was charged in line with the NCC Act for engaging unregistered engineers. He said the council has had a number of meetings with the client and his legal representatives before arriving at the decision to penalise him. Mr Nshindano said the developer had been instructed to re-design the building and ensure that due procedures of construction regulations are followed. “Both the developer and the contractor have been written to and are expected to sign admission of guilty for which they have been penalised for,” Mr Nshindano
said. He said the developer is now expected to redesign the building which should approved by relevant authorities and engage qualified contractors. He warned developers who were in the habit of engaging non-registered engineers to desist from such acts. Preliminary investigation into the building conducted by NCC revealed that the materials used to construct the structure were substandard and that the construction site in question was illegal. Mr Nshindano added that the contractors together with the engineers involved were also not registered.

‘Chibombo MFEZ will spur growth’ By OLIVER SAMBOKO THE actualisation of the multimillion dollar Jiangxi Multi-facility Economic Zone (MFEZ) in Chibombo will spur economic development and contribute to the country’s GDP, Zambia Development Agency (ZDA) board chairperson David Masupa has said. Jiangxi United Limited plans to invest US$600 million in infrastructure during the first phase and ultimately create 20, 000 jobs for Zambians. Bishop Masupa was speaking yesterday when ZDA and United Industrial Investment Limited of China signed an Investment Promotion and Protection Agreement related to the construction and operation of Jiangxi Multi-facility Economic Zone (MFEZ) in Chibombo. He said the planned employment of the 20, 000 jobs will help in poverty reduction in the country. And United Industrial Investment Limited, General Manager Xu Jiangxi said the company had by December, 2020, spend US$40 million on infrastructure including the construction of a 6.1-Km road, pipeline, and six steel plants covering a floor area of 30, 000 square metres for entirely business operations. He said from this year to 2023, the company will invest in additional US$60 million on infrastructure such as the 20mwts power substation, construction of an administration complex, road service centre and filling station. Mr Xu said Jiangxi Multi-facility Economic Zone has already signed five agreements with investors totaling US$160 million.
Six NGOs asks court to halt Cyber Security law By GRACE CHAILE LESOETSA NON-Governmental Organisations (NGOs) have asked the High Court to grant them an order preventing the prosecution of people who abrogate the Cyber Security and Cyber Crimes Act pending the determination of the petition. In this matter, five NGOs have petitioned the Lusaka High Court alleging that the Cyber Security and Cyber Crimes Act threatens the right to privacy, freedom of expression, the right to freely impart and receive information. They also allege that the act threatens freedom of conscience, the freedom of the media and the right to fair trial. The NGOs allege that the Act seeks to facilitate widescale and interception of private communications with insufficient safeguards for constitutionally guaranteed rights and freedoms. Chapter One Foundation Limited, Bloggers of Zambia Limited, Alliance for Community Action, Governance , Elections , Advocacy , Research Services (GEARS) Initiative and People’s Action for Accountability and Good Governance in Zambia filed the petition in the Lusaka High Court yesterday and cited Attorney General and the Director of Public Prosecutions as respondents in the matter. The NGOs want the court to declare that the Sections 11,12,29,38,40,54,59,65,69,72 and 74 of the Cyber Security and Cyber Crimes are unconstitutional and should be struck off the statute books. This is contained in an affidavit in support of summons for conservatory order sworn by Bloggers of Zambia Limited executive director Richard Mulonga and People’s Action for Accountability and Good Governance in Zambia director Fumba Chama popularly known as Pilato. This development provides an opportunity for both local and foreign investors to build production lines which will serve the mining industry, says Zambia Chamber of Mines (ZCM). He said the Chamber would alert the Ministry of the emerging opportunities and trends in the industry and foster transparency. Dr Beene observed the need to address the impediments to investment inflows and production growth. He also observed the need to address bad public perception of the industry saying: "since the year 2000 when Zambia's investment policy changed, the new mining sector has been battling a bad press leading to Government putting various measures in place."
ACCESS to financial services is vital for economic development and this should therefore be enhanced especially during the current Covid-19 pandemic, says First National Bank (FNB) Zambia Head of Retail Banking, Mwamba Musambo. Ms Musambo said it was for this reason that FNB Zambia was set to provide a low cost, interest-bearing saving solution with embedded insurance cover. She said the introduction of the low cost and interest bearing solution gives impetus to the Bank of Zambia’s (BoZ) 2017 – 2022 National Financial Inclusion Strategy which provided a roadmap to further accelerate financial inclusion in Zambia. “It is our firm belief that this savings solution will create opportunity for the penetration of insurance services to the underserved communities, saving for both short and long term goals and the ability to transact digitally, even as we grapple with the aftermath of the Covid-19 pandemic,” Ms Musambo said in a statement. Ms Musambo observed that the Covid-19 pandemic had caused many people to reassess their priorities, in particular financial security. She explained that FNB was looking to provide a secure, low-cost, and attractive solution through which to enable the new behaviour. “As Zambia and the rest of the continent begin to gradually reopen to restart their economic activity, early indicators show consumers will be cautious with their spending. “That could potentially lead to a long-lasting shift in consumers’ habits and relationship with money – one that embraces careful management of personal resources,” she said.
Bankers warn against Ponzi schemes By BUUMBA CHIMBULU BANKERS Association of Zambia (BAZ) has warned that Ponzi schemes are based on fraudulent investment and should therefore be avoided by the public. The masterminds of this type of fraud are incharge and orchestrate the entire operation, merely transfering funds from one client to another and forgo any real investment activities. This is according to BAZ Public Relations Officer, Mirriam Zimba, in her write up on Ponzi and Pyramid schemes. Ms Zimba warned that Ponzi schemes were selfsustaining as long as cashflows could be matched by monetary in-flaws. She stressed that the basic difference arose in the type of products that the schemers offered their clients and the structure offered their clients and the structure of the two ploys, saying both could be devastating if broken.

"Each investor pays the person who recruited them for the chance to sell this item. The recipient must share the proceeds with those at the higher levels of the Pyramid structure," she said. Ms Zimba explained that one key difference was that pyramid schemes were harder to prove than Ponzi schemes. "As Ponzi and Pyramid schemes enlarge and get closer to the base of the pyramid, a situation would arise where there would be no further prospective investors and it breaks the chain and money in-flow get disturbed, usually resulting in the last level of investors losing their investments," she said.

‘Ratification delays stall AfCFTA, TFTA implementation’ HARARE – The Council of Ministers of the Southern African Development Community (Sadc) has urged member states that have not yet signed and ratified the African Continental Free Trade Area (AfCFTA) and the Common Market for Eastern and Southern Africa-East African Community-Sadc (Comesa-EAC-Sadc) Tripartite Free Trade Area (TFTA) to do so to allow for the implementation of the agreements. The call follows a recent virtual SADC Council meeting, which was chaired by Mozambican Foreign Affairs and Cooperation Minister, Verónica Nataniel Macamo Dlhovo, in her capacity as the chairperson of the council. While noting progress on the signature of the ComesaEAC-Sadc TFTA, the regional leaders stressed that its signing and ratification was critical as it will pave the way for the successful implementation of the AfCFTA. AfCFTA entered into force on January 1, this year with the aim of eliminating over 90 percent of tariffs on goods and also to progressively liberalise trade in services in order to promote production of all goods. However, the volume of trade covered by the agreement’s rules of origin reported so far is lower than expected. Fear of Covid-19 infections stifle March business confidence JOHANNESBURG - Continued economic uncertainty coupled with a possibility of a third wave of Covid-19 infections contributed to muted growth in the Business Confidence Index (BCI) during the month of March, according to data by the SA Chamber of Commerce (SACC) released on Wednesday. Its BCI in March was at 94.0, marginally down from 94.3 in February and 94.5 in January 2021, as the impact of Covid-19 restrictions continued to wreak havoc on business operations and economic activity. The BCI averaged 94.3 in the first quarter of 2021 compared to 91.6 of the first quarter 2020, the SACC said, highlighting that business climate remained constricted due to continuing economic uncertainty and the speculation of a third surge in coronavirus infections. "America first must never mean America alone," she said in her first major speech on its overseas economic policy. Ms Yellen is also keen for greater global co-operation, rolling back Donald Trump's protectionist policies. She also raised the issue of a global corporate tax rate. "Over the last four years, we
have seen first hand what happens when America steps back from the global stage," Yellen said pointing to a reversal of Trump's international economic policies. Zimbabwe expecting tobacco boom in 2021 HARARE - Zimbabwe's tobacco output is expected to grow by around nine percent to 200, 000 tons this year, the industry regulator said Wednesday, providing a major source of foreign currency for the country's embattled economy. As the selling season got under way, Zimbabwe's Tobacco Industry and Marketing Board said output was forecast to rise from 184, 000 tons last year owing to good rains. Tobacco raked in US$782 million in sales last year for Zimbabwe Africa's leading producer of the crop - providing badly needed foreign currency. The industry is also one of the largest employers in a country choked by joblessness, despite vast agricultural and mineral resources. Tobacco farmers gathered at a trading floor in the capital Harare on Wednesday to mark the start of the selling season, eager to reap profits from the production boom. "We are happy this season was good," farmer Remember Kapikinyi said. Another farmer, Steady Zvavamwe, said his harvest had been "very good" and was likely to yield strong profits. Smoking has plateaued in most rich nations as education campaigns about the health risks have taken effect. But in the developing world the total number of tobacco users - overwhelmingly men, especially the young - continues to climb, according to a report by World Health Organisation-aligned watchdogs released in November.
The global tobacco market size was valued at nearly $850 billion in 2019. Zimbabwe's Agriculture Minister Anxious Jongwe Masuka said plans were underway to ramp up tobacco production to 300 000 tons per year, with a value chain aiming to reach $5 billion by 2025. Zimbabwe was already grappling with hyperinflation and an economic downturn before the pandemic, which aggravated the situation. FREE THE HATEMBOS, DISAPPEARANCE OF CITIZENS IS NOT NEW NORMAL Dear Editor, THE case of the Hatembo siblings started as a private dispute between private citizens and UPND president Hakainde Hichilema has suddenly become a hot topic of discussion. As a private civil case before the High Court, the issue rose to prominence after their disappearance in the direction the case was to take following the decision of the High Court. Later, the two plaintiffs in the High Court were paraded before cameras denouncing their own case, their lawyers and make some utterances apparently under duress. It is clear, the Hatembo siblings had attempted to use the legitimate legal processes and institutions to resolve their conflictual points of view regarding the land transaction with Mr Hichilema. Although this is a private dispute, the unusual disappearance of the siblings raises moral and issues of national interest. Chief Cooma has pleaded that his subjects be released and enable them reunite with their village and their respective families who desperately need them. While the police are not obliged to disclose the stages of the investigations, they have the overriding responsibility to be accountable to the people of Zambia and as such it does

It should not be accepted that disappearance of citizens with grievances against politically exposed persons can become a new normal. We have not forgotten that some UPND MPs were abducted to deny them their right to vote for the Constitution of Zambia (Amendment) no. 10 of 2019 and another UPND was recently charged with abduction of police officers. WE cannot have people drinking beer as early as 06 hours and expect them to be productive. I have observed a growing and worrying trend where it has become normal for traders of grocery stores selling all kinds of alcohol in our communities before stipulated times. We all know that our colleagues in this kind of business open their shops as early as 06 hours and my biggest concern is that as early as they open, one can easily walk in the shop and buy a beer then start consuming it right in there. I don't know if shop owners are only concerned about making profits or that people themselves are negligent not to realise this bad habit. Unlike supermarkets where they start selling alcohol after 10 hours, shop owners managing grocery stores in our communities have no time of selling beer to their customers and see nothing wrong serving their customer a beer early in the morning. What time are we going to be productive if one is already sipping a larger or whiskey or whatever beer they are consuming before people even start reporting for work? Is there a law which curtails grocery traders from
selling beer before 10 hours? If yes, then there is need to effect this law because what is happening is uncalled for and should be controlled or rather stopped as soon as possible. Grocery store owners should not just think about making money but they should look at the effects of selling beer to people early in the morning. We as customers should also develop a sense of responsibility and desist from the habits of taking alcohol early in the morning especially for those of us who should use that time to be productive. I mean, when are we going to work if we are drunk early in the morning? We need to have a sense of personal responsibility. I also do not understand when people say the reason that Zambians start drinking early in the morning is that they do not have jobs and have nothing to do hence resulting to early beer drinking. The question is where do they get the money for beer? Let the local authorities begin punishing both the trader and customer when found selling and consuming alcohol early in the morning in a bid to stop the trend and deter would - be offenders. INTOLERANCE and disrespect some members face in their respective political parties is making them defect to the ruling Patriotic Front (PF), Shiwang’andu Member of Parliament (MP) Stephen Kampyongo has said. Mr Kampyongo said those that were ditching their parties had realised that they needed to go where they would feel valued and move forward. He said politicians were free to move from one party to another for different reasons. Recently, the UPND suffered a major setback when longtime senior member Charles Kakoma defected to the PF and a few days later UPND Mbabala MP, Ephraim Belemu, followed suite. Mr Kampyongo, who is also Home Affairs Minister, was speaking when he featured on Radio Phoenix programme dubbed ‘Night Live’ on Wednesday evening. “The game of politics is similar to that of football. The players aspire to reach greater heights Mr Kampyongo and are free to move to the teams they feel will help them reach the desired heights. Mr Kampyongo said that the PF had achieved many projects, the other reason he said attracted members of other political parties. He said people were willing to be part of the winning and hard-working team stating that it was the reason they were joining the party without having second thoughts. The African and Caribbean Counties have established a group called the African Group-CARICOM (AfCAR) meant to deepen cultural, economic, social and other issues of common interest. AfCAR called for collective efforts among Member States to eliminate all forms of racism, xenophobia and intolerance, which gave rise to slavery. This is contained in a joint statement on the occasion of the International Day of Remembrance of the Victims of Slavery and the Transatlantic Slave Trade. The theme of this year’s International Day of Remembrance of the Victims of Slavery and the Transatlantic Slave Trade is: “Ending Slavery’s Legacy of Racism: A Global Imperative for Justice.” Delivering the statement on behalf of the AfCAR Group in the General Assembly of the United Nations, Guyana’s Permanent Representative to the United Nations (UN), Ambassador Carolyn Birkett said Member States should
never cease to denounce racism, discrimination, xenophobia, intolerance and modern day slavery. The African and Caribbean countries urged the UU to realise the importance of implementing participatory policies that were culturally relevant, free from racism and promote equality and rights of all persons of African descent. “The issue of reparations is pivotal to restorative justice and to creating opportunity and equity for those whose limbs and lives were used without mercy or remuneration to build societies and strong economies. “The United Nations must take concrete steps to eliminate the scourge of racism and act decisively to safeguard the human rights and fundamental freedoms for all, without distinction as to race, sex, language or religion,” Mr Birkett said. And UN Secretary General António Guterres said the world should acknowledge that racism was both a cause and a legacy of slavery and that the impact of the slave trade had remained visible in racial injustices and inequalities. ZRA scores a first in accounting standards

THE Zambia Institute of Chartered Accountants (ZICA) has commended the Zambia Revenue Authority (ZRA) for being the first Zambian public sector organization to implement the International Public Sector Accounting Standards (IPSAS) which the country is earmarked to migrate to by 2024. IPSAS are a set of accounting standards issued by the IPSAS Board for use by public sector entities around the world in the preparation of financial statements. ZiCA President Cecilia Zimba said that as of 2019, the ZRA had already started implementing the accrual IPSAS project. She was speaking during the opening of a two-day training workshop on IPSAS for accountants from the public sector held at Chrismar Hotel in Livingstone yesterday. Ms Zimba said that Government with the help of
ZiCA plans to move to accrual based IPSAS by the year 2024. “As you may be aware, the Institute issued an accounting notice to give guidance on the applicability of the accrual basis International Public Sector Accounting Standards (IPSAS) in Zambia in 2018. This entails that effective 1st January 2024, all government ministries, provinces and spending agencies will be required to prepare financial statements under the accrual IPSAS framework, though early adoption is encouraged. She said that the coverage includes central government, grants assisted entities, local authorities and related government agencies such as agencies, groups, commissions and not for profit organizations. “At this point, allow me to comment the Zambia Revenue Authority through the acting finance officer commissioner finance Bridget Muyenga for early adoption of IPSAS. As of 2019, the ZRA adopted
IPSAS,” she said. Ms Zimba said that the 2021 IPSAS training workshop had been specifically designed to equip participants with the required knowledge to earn the transition and application of the accrual based International Public Sector Accounting Standards (IPSAS) implementation project. She said this will ensure that participants present at the conference are able to apply the knowledge gained by making informed decisions about resource utilization and improved information to support governance. Atlas Mara joins TB fight By BUUMBA CHIMBULU ATLAS Mara has contributed K30,000 to the fight against Tuberculosis (TB), as the World Health Organisation (WHO) categorises Zambia as one of the 30 high burden countries globally with the disease. The K30,000 contribution, which was made to Centre for Infectious Disease Research in Zambia (CIDRZ) is meant to support TB activities in Choma. It is estimated that 62,000 fall ill Zambia every year due to TB and that about 17,000 die of the disease annually. This is more than the number of Covid-19 related deaths, says Atlas Mara Zambia Managing Director, James Koni. “We are happy to contribute a cheque for K30,000 which we hope will assist the community health workers in support of the TB activities in Choma.
“These will include sensitization about TB, psycho-social counselling, contact tracing and administering of TB treatment in the community,” Mr Koni said during the handover of the cheque in Lusaka. Mr Koni said Atlas Mara had taken note that CIDRZ ran several fellowship programmes aimed at building the capacity of Zambian researchers to participate in finding solutions to health challenges. And CIDRZ Director TB Programmes, Monde Muyoyeta, said the programme was a five year project in Choma. Dr Muyoyeta said apart from the K30,000, Atlas Mara would be providing financial literacy training to the volunteers of the programme. “The project is supporting nine districts in Zambia. It is supported by the United United States Agency for International Development,” she said.
State simplifies NRC, passport issuance for diaspora By SIMON MUNTEMBA GOVERNMENT has developed guidelines for the acquisition of national documents to resolve challenges experienced by Zambians living abroad whenever seeking to replace or acquire new documents. Ministry of Foreign Affairs Permanent Secretary, in charge of International Relations and Cooperation, Chalwe Lombe, said his ministry has, in the first phase, focused on eliminating delays in the issuance of national documents such as national registration cards and passports. He said this was aimed at ensuring that the diaspora was fully engaged with the country Mr Lombe said this during a digital meeting organised by the Zambian Embassy in Stockholm with Zambians living in the Nordic region. This is according to a statement made available by Foreign Affairs Public Relations Officer, Chansa Kabwela. Mr Lombe was the Keynote speaker at the event meant to sensitise the Zambian community in Sweden, Norway, Finland, Denmark and Iceland on the diaspora policy which was launched in April 2019. He said the Government’s commitment to engage the diaspora has been exemplified through the delivery of the Dual Citizenship provision in the Constitution as well as the Diaspora Policy. Mr Lombe noted that all the information required to acquire national documents had been consolidated and that the guidelines and procedures for the acquisition of national documents will be launched soon. “We have now developed guidelines and procedures for the acquisition of national documents which is a novel idea. All the information has been put together we even have a Q&A with accompanying answers. This is one of the things we are doing to facilitate information provision for the diaspora,” he said.

Opposition leaders have called on their supporters to boycott the polls and make the country "ungovernable" after Deby's decision to seek a sixth term led to protests and clashes with security forces. Deby, 68, is one of Africa's longest-serving leaders, having seized power in 1990 in an armed rebellion. HE high number of road fatalities and injuries, during the holidays such as Easter and the festive season, remains a major concern for the Road Transport and Safety Agency (RTSA). The situation is compounded by the increase in traffic putting extra stress on drivers, passengers, vehicles and on the national road network. During this year’s Easter holiday, a total number of 193 road traffic accidents were recorded, in which 21 persons were killed. In comparison with 2020 Easter holiday, 142 road traffic accidents were recorded in which seven people died. And According to the 2020 road traffic accident report, young people between the ages of 20 and 34 constituted the majority of people who die on the Zambian roads. This scenario is due to the fact that most road users tend to disregard road safety rules and regulations with impunity and in some cases drive under the influence of alcoholic substances and drugs. Enforcement of road safety regulations and rules as well as road safety education, could reduce road traffic accidents by over 50 percent if well implemented. The Agency is implementing a multi-prolonged strategy to promote road safety with special focus on reversing the trend in cases of driving under the influence of alcohol. The Agency is enforcing the law in its totality. The RTSA is working with partners such as the Zambian Breweries to promote responsible drinking. We have a dream to create a better Zambia and that can only be achieved with a road safe community. NEWLY-ELECTED UNIP national chairman, Robert Mukengami, has called for unity among members including those who lost the polls. Captain Mukengami said in as much as there could be some aggrieved members who were not happy with the outcome of the congress, all members should remain united and show loyalty as UNIP was the founding organisation of Zambian politics. He said in an interview in Livingstone that in an election, there were losers and winners, but the outcome should not divide members. “You know when elections have taken place, anything can come out. I know personally that things may not have gone well but let's not dwell on those issues now. We all have a duty to protect UNIP and to serve the people of Zambia,” he said. N Tuesday, April 6, 2021 we touched a bit on how excess intake of any type of food but especially “fast foods” (the likes of chicken and chips from these famous eating places) when coupled
with reduced energy expenditure will definitely lead to fat storage in the body and eventually make one overweight and obese. This consequential extra fat will lead to a lot of health problems even sliming one’s chances against the ruthless Covid-19. Currently Covid-19 infections are over 132 million and related deaths are now over 2.8 million globally. Although numbers may seem to be low at the moment, please let us not be fooled, SARSCOV2, the virus and Covid-19 the deadly disease it causes are still very much around in Zambia with admissions and mortalities still an occurrence. Today, I want us to look at what really makes us hungry, what triggers the appetite and what makes us to
stop eating because we are full. By the way I mean in a normal situation because obviously this is not the case with many struggling with weight at the moment. Like the Chinese philosophy of Ying Yang which teaches that seemingly opposite forces, can coexist and complement each other so it is with how our bodies regulate food. In an ideal situation there should be a balance between hunger and satiety. When this balance is offset, it leads to a lot of problems and that may even end up in death. Central to this balance is the brain, the main processor of all our activities but to work efficiently, the brain works in harmony with substances called hormones that send specific signal to and from the brain and influence behaviour. The feeding centre or hunger centre in the brain is responsible for the sensations that cause us to seek food. When sufficient food have been received, then the satiety centre is stimulated and sends impulses that inhibit the feeding centre. When insufficient food is present in the stomach receptors in the hypothalamus initiate the sense of hunger. What are hormones? A hormone (from the Greek participle ὁρμῶν, "setting in motion") is any member of a class of signaling molecules in multicellular organisms, that are transported to distant organs to regulate physiology and or behaviour. The system that deals with hor-
mones is known as the endocrine system and the specialist doctor that deals with this system is called an Endocrinologist. I am sure most of us are familiar with hormones like Adrenalin, Testosterone for body builders, even contraceptives including the common “morning after pill” are hormones. Hormones are produced by specific organs following stimulation from the brain. Some are located in the brain itself, while others are the thyroid in the neck, the pancreas in the abdomen, some above the kidneys and in reproductive organs, the ovaries and the testes. Today, we will talk about three hormones that work together to control what we eat, how much and then utilise what we eat. The three hormones we will talk about today are insulin, ghrelin and leptin. GHRELIN: THE HUNGER HORMONE Ghrelin is a hormone produced in the gut. It is often termed the hunger hormone, and sometimes called lenomorelin. It travels through your bloodstream and to your brain, where it tells your brain to become hungry and seek out food. If one finds food and eats then the stomach becomes full and ghrelin is no longer secreted and a sense of satiety comes in.This is usually short term, the ingested food now triggers insulin. INSULIN: THE FUEL TANKER Insulin is produced by the pancreas usually after intake of high calorie foods like the so-called “soft drinks.” I wonder why they are even called “soft” when they lead to a “hard” life full of health problems. Its role is to help uptake of glucose in the cells to be burned for energy. What is not used up is converted to fat by the liver and stored in the body. I think we are all familiar with insulin, very well-known due to its relation to diabetes. I wrote a series on Diabetes and Covid-19 please kindly refer to them. In a nutshell it is produced by beta cells of the pancreas to make the sugar get into the cells where it should be burned up to make fuel for the body. In type 1 diabetes, the patient’s beta cells are destroyed by the person’s own immune system and can’t produce insulin, while in type two the cells are present and produce insulin even a lot for that matter but
the body cells are resistant to it. In both cases one tends to have a lot of sugar in the blood because it is not being used up by the cells for energy. This is like your car with no fuel is parked next to a full 10, 000-litre fuel tanker but you can’t get the fuel because the filling station is not working or someone has one on strike, sounds familiar? LEPTIN: THE SATIETY HORMONE, WHICH TELLS ONE TO STOP EATING
Leptin is one of the hormones directly connected to body fat and obesity. It is released from the fat cells located in adipose tissues, sends signals to the hypothalamus in the brain. It helps regulate and alter longterm food intake and energy expenditure, not just from one meal to the
next. The primary design of leptin is to help the body maintain its weight. Therefore, referred to as one’s own personal trainer. Because it comes from fat cells, leptin amounts are directly connected to an individual’s amount of body fat. If the individual adds body fat, leptin levels will increase. If an individual lowers body fat percentage, the leptin will decrease as well. Leptin is sometimes called the “satiety hormone.” It helps inhibit hunger and regulate energy balance, so the body does not trigger hunger responses when it does not need energy. When the body is functioning properly, excess fat cells will produce leptin, which will trigger the hypothalamus to lower the appetite, allowing the body to dip into the fat stores to feed itself. As a result, the individual maintains a healthy weight. This is what is expected when the three hormones are working in harmony, but looking around we can all tell things are not so for everyone. Next publication in these series will look at what happens when this balance is offset. A LUSAKA lawyer Dickson Jere has come to the aid of Matero Magic, one of the country’s top basketball teams that faces eviction at the OYDC Centre due to none payment of rentals. Jere said he has positively responded to the “SOS” from Magic which trains the B-side at OYDC in Matero following management’s decision to stop them from using the premises until they paid rentals. “I have already engaged the centre director over the matter. We shall resolve all the outstanding issues and the team will be back on the court,” Jere said.

He added that Matero Magic, which is the reigning champions in Zambia, has brought pride to the people of Matero and it will be his honour to help them settle at OYDC as their home ground. “I will do the Matero magic and help the team. We are happy with their achievements,” Jere said. Jere, who is also PF aspiring candidate for Matero constituency, said the team has over 40 youths from various parts of Matero and it is his pledge that sports activities be enhanced in the area. “I want to use sports as a means of getting youths out of the streets and drugs. So Matero Magic basketball team perfectly fits my agenda,” said Jere, who is also a board member of the OYDC. He said the centre also requires money to pay various suppliers and maintain the sports courts but added that a win-win situation will be achieved through discussions. And coach for Matero Magic, Obert Shamboko thanked Jere for coming to the aid of his team saying the assistance will go a long way in helping build a formidable team.

The loss ensured that the defending champions maintained 16th position on the Super Division table as the battle to survive relegation continues. First half goals from Daily Echabe and Thomas Chiedu gifted Forest Rangers as they bounced back from last Sunday’s defeat to Buildcon in a Ndola derby. Echabe gave Forest the lead 13 minutes after kick off as he rose high to head in Lameck Silwaba’s cross before Emmanuel Mwiinde equalised five minutes later. Left back Taonga Bwembya almost restored Forest’s lead but was unlucky to see his free kick going slightly wide in the 23rd minute. NEWLY launched City Fight Club has appointed former Extreme Fighting Championship (EFC) champion Dino Bagattin as the head trainer of the first ever mixed martial arts club in the country. Speaking during the launch of the club based at Lewanika Mall in Lusaka, City Fight Club executive director Justin Palmer said the target is to pioneer the development of the sport in
the country. Palmer, who is also City of Lusaka Football Club’s general manager noted that the club and its new coach Bagattin from South Africa will be scouting the Lusaka area looking for talented fighters who can be empowered through sports. “Through an elite training programme, and utilising world class facilities, City Fight Club hope to develop athletes that can represent Zambia on the international stage,” Palmer said.
He noted the need for the corporate world to join the wagon of people trying to develop the sport in Zambia to produce champions. Meanwhile, Bagattini reaffirmed his commitment to train athletes who would challenge for continental and world championships in the future. Nicknamed “The Lion” Bagattini who claimed the EFC championship in 2013 said he was impressed by the zeal and determination shown by athletes who have joined the club
and are already showing great determination to be champions. And Mutinta Mweene who is among the only two female mixed martial artists registered encouraged girls to take interest in joining the sport which has a lot of benefits. Mweene who has been training for over two months is hopeful that one day she will be champion noting that mixed martial arts like any other sport requires discipline and courage to succeed.
