STOP THE CANCER HEALTH Minister Jonas Chanda is not the only one in shock and fuming following the discovery of medicines expiring on warehouse shelves while health facilities have no stocks. We all are. For how do the authorities explain to the public how the former Medical Stores Limited now operating as the Zambia Medicines and Medical Supplies Agency (ZAMMSA) was hoarding medicines and other supplies in their warehouses to the point of expiry when there are no drugs in health facilities. Dr Chanda made the discovery on Monday when he toured ZAMMSA and did not take kindly that drugs were kept in the warehouses when health centres have none. We agree with the minister who was visibly disappointed with the development that heads would roll once personnel who had acted carelessly for the drugs to expire were identified. One of the success stories of the Patriotic Front Government has been its robust health delivery policy that has seen almost every district having its own hospital. In urban centres like Lusaka, health centres that served as clinics have been upgraded into mini hospitals with a full complement of staff and other specialised services. This has helped to reduce congestion at the University Teaching Hospital for patients are able to access medical treatment within their residential areas. But one aspect that has failed to keep pace has been the perennial “shortage” of drugs at the health facilities. Patients have become used to being given prescriptions for them to buy the medicines from private pharmacies themselves. This is the more reason why we all find it shocking that medicines that could have been prescribed to patients was left to rot after outliving their shelf life. As Dr Chanda said, it was unacceptable that Government was spending millions on medicines that end up being disposed of instead of being distributed to health facilities. He heard that among the expired products were essential drugs like Aminophylline, insulin, hydrogen peroxide, cloxacillin oral, eye drops and family planning pills. Surely, can Zambia afford such wastage? These medicines are imported at great expense to the taxpayer and to learn that they end up and destroyed in a warehouse is a betrayal to the nation. These are also the shortcomings that feature prominently in the Auditor-General’s report of funds being spent on items that do not get to the end user. Dr Chanda said when he toured health facilities, one of the major challenges being reported was the lack of essential drugs. He was right to question why medicines were expiring when health facilities were crying for the same supplies. And the sooner the culprits are identified and taken to task the better. In fact, we are glad that Auditor-General Dick Chellah Sichembe has stepped in, stressing the need for timely action to be taken on all audit issues as not doing so may be to the detriment of the people and the country. Dr Sichembe noted that in the 2016 Auditor General’s Report, mention was made of various drugs such as anti-retroviral drugs (ARVs), laboratory reagents, Tuberculosis (TB) and Malaria drugs worth K66, 801, 022 involving K1, 763 transactions which were kept at a rented warehouse in Makeni, Lusaka had expired and had not been disposed of as of June 2017. Quite clearly, this is a cancer that must be ended once and for all for the health sector to tick and deliver as envisaged by Government.

Mr Mukupa was reacting to sentiments by governance activist, Brebner Changala that

State House had become a source of corruption. He said the ruling party leadership was aware that some opposition political parties had come up with strategies of championing malicious propaganda. “We know these people who hide in the name of activists when they are politicians aligned to a political party. These are destructors and nothing else,” Mr Mukupa said. He said the PF leadership would concentrate on matters that would benefit Zambians and help the party to retain power. And Mr Mukupa urged

Zambians to channel their energies towards productive issues and stop lawlessness. He said Zambians who had taken the route of insulting the Presidency should immediately stop. Mr Mukupa said people needed to focus on contributing to national development. “We need to be productive as Zambians instead of being useless people who cannot have respect for their leaders. “So my advice that instead of you waking up and start insulting the office of the President, focus on being productive so that this country can move forward,” Mr Mukupa said.

THE recruitment processes in the defence forces have been concluded and training has commenced, Defence Minister Davis Chama has disclosed. Mr Chama said contrary to social media speculation that the recruitment exercise which started last year had been postponed, the exercise was concluded and recruits were already in respective training locations. He said in an interview that the Ministry of Defence does not communicate on social media but use credible channels. Mr Chama said the exercise was advertised last year and that later on medical examinations were conducted. Mr Chama said the

Zambia Army, Zambia Air Force and the Zambia National Service all had their own programmes for

commencement of training for recruits. Meanwhile, Mr Chama has warned the public to be cautious of conmen who are swindling people of their hard earned money. He observed that there has been a lot of people on social media who were obtaining money from unsuspecting citizens desperately in need of employment. Mr Chama warned perpetrators that the law would catch up with them. "We have been warning the general public against these conmen who are swindling members of their hard-earned money. Last year, the Ministry of Defence embarked on a recruitment exercise for defence personnel where thousands applied.

Stop crying, UPND told By KALOBWE BWALYA THE UPND has realised that they shot themselves in the foot by rejecting the constitutional amendment bill no 10 of 2019 which would have given them what they are crying for now, the Citizens Democratic Party (CDP) president Robert Mwanza has said. Mr Mwanza said UPND went to great lengths to ensure that Bill 10 did not pass in Parliament and even celebrated its demise and should therefore not cry now for killing any prospect of amending the Public Order Act. He said UPND and its cohorts of civil society organisations achieved their aim and with it, killed any prospect of amending the Public Order Act. He advised the UPND to live with their result of their actions, “they made the bed, so let them lie in it.” And PF Deputy Media Director, Antonio Mwanza has told the Daily Nation that the opposition party was now crying for the amendment of the Public Order Act, which they rejected by boycotting and de-campaigning the process to amend the constitution. “They are now crying for the amendment

of the Public Order Act, they have forgotten that they boycotted and de-campaigned the process to amend the constitution and the POA,” Mr Mwanza said. “UPND are a conflicted and interesting bunch who seem not to know where they are going or coming; they do not know whether they are turning or heading straight. He advised UPND leaders to stop politics of bitterness and hatred and start using common sense because, “we may belong to different political parties but we are surely one Zambia, one Nation.”

He noted that oil was an important commodity that could help grow the country’s economy and create the much needed jobs. The country’s economy, he said, had been drastically affected by Covid-19 and that there was need to use every available resource to grow the economy.

Funding hitches holding up procurement of neonatal intensive care unit tools, parley told By SILUMESI MALUMO THE procurement of Neonatal Intensive Care Unit equipment countrywide has stalled due to non-availability of funds, Minister of Health Jonas Chanda has said. Dr Chanda said the equipment was meant to improve the service delivery in infant incubators, ventilators, patient monitors, and infusion pipes among others. He was responding to Solwezi Central Member of Parliament Stafford Mulusa who wanted to know whether the government

had any plans to procure new equipment for the Neonatal Intensive Care Unit at the University Teaching Hospital, and if so, when the plans would be implemented and what equipment would be procured and if there were no such plans, why. The minister said Government knew the importance of the equipment for various hospitals but resources had been a challenge. He told Parliament yesterday that the procurement process which had stalled for some time now would be resumed once

resources were available. Dr Chanda said the government had not abandoned the procurement of the equipment because it was very important. “Government has advanced plans to procure new equipment for Neonatal intensive care units countrywide including University Teaching Hospital in Lusaka. “Mr Speaker, the procurement process was commenced and reached an advanced level but has stalled due to none availability of funds. The process will be resumed as soon as the funds are available.

ConCourt to rule on Dipak’s loans matter April 9 By GRACE CHAILELESOETSA THE Constitutional Court has set April 9, this year as the date for judgment in a matter where former Commerce Minister, Dipak Patel is challenging the failure by Government to present all loan agreements to Parliament for approval before they are signed. A panel of Constitutional Court judges which included its president, Hildah Chibomba, her vice Anna Sitali, Mungeni Mulenga, Palan Mulonda and Professor Margarete Munalula dispensed with the hearing of the matter yesterday and set April 9, 2021 as the date they would deliver their judgement in this matter. Mr Patel sued the Minister of Finance Bwalya Ng’andu and the Attorney General as the respondents. He is challenging the failure by the government to present all loan agreements to Parliament for approval before they are signed. He argued that it is a constitutional requirement under Article 63(2)(d) that the National

Assembly must approve all public debt. Mr Patel wants the court to make a declaration that the contraction of debts by respondents without prior approval by the National Assembly is an illegal abrogation of the Constitution. He said that there has indeed been failure, neglect and refusal by the defendants to obtain prior approval of the National Assembly before contracting public debt as the provisions of the constitution requiring such approval have been in full effect since January 2016. However, the State in its answer to the petition urged the court not to grant the reliefs Mr Patel was seeking arguing that section 3 and 7 of the Loans and Guarantee Authorisation Act number 366 of the laws of Zambia does not require government to obtain any form of approval from the National Assembly as claimed. But Mr Patel stated that it was clear, blatant, flagrant and willful refusal and neglect to follow and uphold the constitution by the respondents and this must be redressed by the court granting the

reliefs prayed for in the petition When the matter came up for hearing yesterday, Solicitor General, Abraham Mwansa informed the panel that parties in the matter (petitioner and defendant) had agreed to rely on the documents filed on the record before court. Mr Mwansa said that being the case, the parties would rely on the witness statements that have been filed into court and would not cross examine the witness. He said that this would mean that the court would them proceed to tender its judgement based on the content of witness statements before court. Mr Patel’s lawyers confirmed to the court it was an agreement by the parties. In her ruling, Ms Justice Chibomba said “Upon hearing counsel for the respondent and petitioner we do accept your proposal that you will rely on the files on court record and that the court shall determine based on those documents on record. Trial is dispensed with and matter is reserved for judgment on April 9, 2021.”

Mr Wina said the nation was founded on the principle of One Zambia, One Nation and therefore no politician should be allowed to divide the nation on tribal or regional lines. He said leaders should not earn votes from electorate based on ethnicity because development could be hampered when wrong leaders were ushered into office. "The regional voting that we witnessed in 2016 should not be allowed to repeat itself because it has potential to divide the nation and deter national development," Mr Wina said. Zambians should vote for their leaders on merit and not on tribal grouping. He said Zambians should vote for leaders based on their party manifestos without looking at the region they came from as long as they were Zambians. "It would have been very difficult for this country to attain real Independence with the kind of tribalism and regionalism we are witnessing today," Mr Sikota said. He said politicians should work toward developing Zambia as a united force. Mr Wina said it would be difficult for the country to achieve economic development with tribalism at the core.

Despite the increase in copper prices, the mining industry has said the sector was not benefitting due to the current tax regime as it was biting. In an interview, Zambia Chamber of Mines (ZCM) Chief Executive Officer, Sokwani Chilembo, said the current tax regime was not favourable as it meant that the higher the copper prices, the higher the taxes. “We have a lot of things going on internally so we are just working on the usual. Miners are still disadvantaged even if the copper prices are doing wee, you think people are quiet, people are fighting to stay alive, it is a struggle, it is not easy,” Mr Chilembo said. Currently, mineral royalty rate payable is 5.5 percent of the norm value, when the copper price is less than US$4, 500 per tonne, 6.5 percent of the norm

Meanwhile, Mr Chilembo said the mining industry had a lot of issue to deal with and so the sector was only waiting for the date of the indaba to be set. Mr Chilembo regretted that the sector had not yet been given a date for the indaba where critical issues such as the current mining tax regime was a top issue. He hoped that the date would be set as President Lungu addressed the nation this Friday as it was important for the sector to hold the indaba. “We have got a lot of issues, we are just waiting for the indaba that is all. We are waiting. The indaba is in the Economic Recovery Plan (ERP). “It is not us who requested for it. We are hopeful that the indaba date will be given. That is all. Mining tax regime will be tabled once the indaba is set,” Mr Chilembo said. President Lungu during the launch of the Economic Recovery Plan (ERP) announced that Government will hold a mining sector indaba within the first quarter of 2021, with a view to putting in place and implementing a stable Mining Tax regime so as to increase investment. IRATE CLEARING AGENTS BLAST ZRA

LEARING agents at the Victoria Falls Border Post in Livingstone have threatened to protest if the Zambia Revenue Authority (ZRA) does not categorise which type of goods will be carried by wagons and those by trucks. The agents demanded that ZRA should come up with a list of goods which should be exported and imported using the railway transport and those by road transport.

ZRA has issued a Statutory Instrument No. 115 of 2020 which restricts the importation and exportation of all commercial cargo by road through the Victoria Falls Border but only by rail transport. This means that commercial cargo intended for import and export using the road will have to use alternative entry and exit points such as Kazungula and Chirundu Border facilities. The measure is meant to preserve the Victoria Falls Bridge and also bring sanity to Livingstone,

Zambia's Tourist Capital. But the decision by the ZRA has not gone well with clearing agents at the border facility. They have complained that the decision was not good as it would send most of them out of employment because there was only one company which clears the wagons while fixed trucks are cleared by different clearing agents. Chairman for the agents at the border, Mr Siwakwi told the Daily Nation that it was not all the goods that could be transported by rail but

some were transported by road. Therefore, Mr Siwakwi pleaded that ZRA should come up with a list of goods which could be allowed to move by road through the Vic toria Falls Border Post. "We will have a problem, actually it is not a good thing but on Monday, we managed to talk to the assistant commissioner who emphasised that it is only selected goods that will be carried by wagons. "So, we will wait and see what will happen but if it is all the goods, then we will protest," he warned.

Passenger transport operators are required to take all reasonable measures to minimise the risk of exposure to coronavirus on their premises, which includes vehicles. Cut fuel procurement costs, Govt told By BUUMBA CHIMBULU

TAXES that govern the petroleum procurement system should be revisited to eliminate any expensive acquirement procedures of the commodity, the Policy Monitoring and Research Centre (PMRC) has suggested. Eliminating any expensive procurement procedures will allow greater competition in the market, says PMRC Executive Director, Bernadette DekaZulu. She said in a statement that the long-term solution for the petroleum sector in Zambia was to liberalise it. Ms Deka-Zulu said this however required that Government reformed the controls and taxes that governed the petroleum procurement system. “Oil Marketing Companies of the private sector need to be responsible for the procurement of the country’s petroleum needs. “This may reduce the financial burden on the Treasury and possibly free up resources to other sectors,” Ms Deka-Zulu said. Furthermore, Ms DekaZulu urged Government to stiffen measures to ensure that there was uninterrupted flow of petroleum products

THE country has started witnessing a reduction in the number of admissions of Covid-19 patients across the country, Health Minister Jonas Chanda has announced. Dr Chanda however stressed that the number of those requiring oxygen in the health facilities was still high. He was speaking during the Covid-19 update in Lusaka yesterday. He called for continued compliance with the health guidelines if the pandemic was to be curtailed. Dr Chanda warned that schools, colleges and universities

that would be found breaching health guidelines would be closed without hesitation. He reported that in the last 24 hours, 12 people died, bringing the cumulative number of Covid-19 related deaths to 881 while the country recorded 1, 037 new cases out of 6, 173 tests done bringing the number of cases to 64, 610 since the disease broke out in March last year. A total of 1, 190 patients were discharged from both the health facilties and community management. The active cases across the country stands at 5, 410 with 267 on oxygen therapy and 47 in a critical condition.

Labour Court dismisses SAA unions’ back pay application JOHANNESBURG - The urgent application by the National Union of Metalworkers of South Africa (Numsa) and the South African Cabin Crew Association (Sacca) in the Labour Court was dismissed on Monday because the judge was “not persuaded that the court has jurisdiction over significant elements of the two unions’ claims.” The claims relate both to the conduct of the business rescue practitioners in their capacity as such, and the conduct of SAA as an employer. The unions wanted to force the state-owned airline’s business rescue practitioners to pay those of their members who have not yet accepted a three-month back pay offer by the Department of Public Enterprises (DPE) within seven days of a court order in this regard.

Numsa and Sacca argued that their members who did not sign the three-month settlement agreement should also get paid what other SAA employees - who did sign the agreement - received in December 2020 when the DPE made money available for that purpose. The unions also argued that they at least want their members to also get the three months’ back pay paid to the others, but without waiving their rights to the rest of the back pay. SAA and its rescue practitioners argued that the money made available to the rescue practitioners by the DPE in November 2020 came with strict conditions, which required employees to agree to a compromise regarding the settlement of the back pay issue. - FIN24.

Castle, Black Label maker SAB pleads for tax break JOHANNESBURG - South African Breweries (SAB) has asked government not to increase the industry’s excise tax, following months of bans on the sale of alcohol. The maker of Castle and Carling Black Label and made its plea ahead of Finance Minister Tito Mboweni’s budget speech this month. In a series of social media posts, the beer maker said the sector’s value chain supports 22, 300 jobs in the agricultural sector and procures products from 1, 000 farmers. The alcohol industry has been affected by the three liquor sales bans government imposed between 2020 and this year, to limit trauma cases at hospitals and keep beds free for Covid-19 patients, with the latest being lifted earlier this month. Alcohol producers pay the South African Revenue Service about R2.5 billion in excise duties for imported and local products and were given a 90-day reprieve last year after not being able to trade. But SAB says any increase of the tax this year will have an impact on the sustainability of the industry and the economy. In 2019, the industry contributed R72 billion to the fiscus through VAT and excise tax, but not being able to trade resulted in the government losing 28 percent of the industry’s excise tax contribution - reducing it from R47 billion in 2019/20 to R34 billion in 2020/21. SAB has cancelled investments valued at R2.5 billion because of the ban and is taking on the government in court to challenge the constitutionality of its decision, saying that 165, 000 out of the one million livelihoods supported by the industry have lost their incomes. - FIN24.

HE Ministry of Labour and Social Security wishes to convey its deepest condolences to the Walamba, Wakyembe and Chimpulumba families on the loss of former national chairman of Mineworkers Union of Zambia (MUZ) Mr. Timothy Walamba, MUZ vice president Mr. Robert Chimpulumba and president for Basic Teachers Union of Zambia (BETUZ), Mr. Felix Wakyembe who at the time of his death was a District Education Standards Officer (DESO). It is with great sadness and disbelief that the ministry learnt of the news of great unionists and leaders. In particular, Mr. Walamba will be remembered for his participation in the struggle for Zambia’s independence and a former national chairperson for MUZ. During his tenure he advocated for better conditions of workers in the country. And Mr. Chimpulumba will be remembered for his role in fighting for the better conditions of service and his selflessness in representing mine workers. In addition, Mr. Wakyembe’s contributions in bettering workers conditions and growth of the teaching

fraternity are highly valued and will be remembered for such an outstanding personality. Dear Editor, FOLLOWERS of the United Party for National Development (UPND) have immensely contributed to the moral decay in our country by promoting the culture of insults and hate speech especially on social media.

But one would wonder how the drugs even expired at the time there were deficits in the hospitals. Could it be the issue of over procurement or someone somewhere was not doing their work? This should not end here but more need to be done to hold the responsible persons accountable. As the former MSL transition into ZAMSA, the expectations are high as there is more that needs to be done to redeem the sector which is under public scrutiny. It is common knowledge that the health sector is well funded from proceeds realised from tax payers and the goodwill of donors. It is therefore a matter of public interest that more appraisal is done. We should also not forget the fact the happenings at the Ministry of Health and in the health sector at large is a fertile ground for political patronage. It is therefore possible that the political elements have infiltrated the institutions with the view to frustrate the efforts of Government. It is our expectation that the elements that are unpatriotic are weeded out of the system.

Human rights activist appeals court ruling By NATION REPORTER HUMAN rights activist Fredrick Chinsala has appealed to the Judge of Chambers against a ruling by High Court Deputy Registrar Katrina Walubita which favoured the Law Association of Zambia (LAZ) where he sued it for breach of statutory provisions. In this matter, Human Rights and Amnesty Executive Director Fredrick Chinsala sued LAZ in 2017 claiming it breached its statutory obligation by dismissing his complaint against their member. Mr Chinsala stated that on July 1, 2008, he filed a complaint against lawyer Michael Banda of then Nanzila Advocates. But LAZ dismissed the complaint on grounds that there was no solicitor- client relationship between the parties and an appeal to the Honorary Secretary to review its ruling failed as LAZ stated that there was no new evidence to be determined. He stated that after appealing against the ruling of LAZ to the Ministry of Justice, the acting principal parliamentary counsel and permanent secretary legal informed him that his matter was receiving attention. Mr Chinsala said that the

LAZ committee ruling was set aside because the matter was heard de novo (new trial) from 27 July 2012 until it was closed on May 31, 2013. He was claiming among other compensation for loss and injury suffered by him occasioned by LAZ for breached statutory duty imposed by the Legal Practitioners Act , Chapter 30 of the laws of Zambia. EXPIRED DRUGS: CRACK THE WHIP

…on erring officers By PRISCA LUMINGU-BANDA, SENIYA BANDA and ANDREW MUKOMA STAKEHOLDERS have called on Government to crack the whip on erring officers in connection with expired drugs at the Zambia Medicines and Medical Supplies Agency (ZMMSA) at the time health facilities are experiencing shortages. Essential drugs like hydrogen peroxide, insulin, aminophylline, eye drops and family planning pills microgyno are expired at ZMMSA. This came to light when Health Minister, Dr Jonas Chanda visited ZAMMSA on Monday. The PF in Livingstone Constituency has called for the sacking from public service of

officers responsible of the purchasing and stoking of the expired drugs at ZMMSA. Constituency youth chairman, Ikuka Muleta, told the Daily Nation in Livingstone that Government should punish officers involved in the scandal. Mr Muleta observed that it was because of such conducts by public servants that would make the Government look as though it did not care about citizens. “Such people are the ones making the government look unpopular. Let authorities deal with this issue firmly and with the attention it deserves,” Mr Muleta said. And Golden Progressive Party leader Jackson Silavwe said the findings are not only worrying but a clear case of unpatriotism when the majority of the citizens were dying due to non-availability of drugs. Mr Silavwe said it was unbelievable that essential drugs could expire on the shelves yet health facilities throughout the country experience perpetual shortages.

100 hectares of maize fields submerged

OVER 100 hectares of maize fields have been submerged in Libonda ward of Liuwa constituency in Kalabo district of Western province. Libonda ward councillor, Musiyalela Musiyalela said about 1,000 peasant farmers in the locality have been affected by the flash floods that have engulfed the whole ward in the constituency. Mr Musiyalela said there was looming hunger in the ward as the affected peasant farmers only depended on maize as their staple food. Rufunsa farmer demands cows from State By GRACE CHAILE-LESOETSA A RUFUNSA farmer has sued the State, demanding compensation for allegedly slaughtering his pregnant cows. Mr Joe Enipa Daka said the police used the proceeds from his cows to repair a motor vehicle belonging to Chongwe Police Station. The farmer now wants the Lusaka High Court to order the State to compensate him for the three slaughtered pregnant cows and one missing pregnant cow. Mr Daka wants the State to pay him damages, interest on the sum awarded, costs of and incidental to the action. He has cited the Attorney General as a defendant in the matter. In his claim, Mr Daka stated that around December 25, 2009, his herdsman was out heading cattle on his farm in Rufunsa when it began to rain heavily. The shepherd was unable to herd four cows to the Kraal owing to their pregnant state. Mr Daka stated that the herdsman did not find the four cows when he returned to the place where they had been secured, prompting him to launch a search. He reported the matter to Chief Bundabunda. Mr Daka stated that in March 2010, it was discovered that a woman was in possession of one of the cows while the other three had allegedly been slaughtered by the police about two weeks after they went missing in January 2010. He said that his attempts to identify the woman and secure the surviving cow which had since birthed a calf failed as she vanished after being allegedly assisted to relocate from the area by one police officer, a Mr Walawala. Mr Daka said he enquired with the Chongwe Police Station where he was told that the

police had authority to dispose of the animals if the owner could not be found. He said he was told that the cows were slaughtered to raise funds for repair of motor vehicle at the police station. Mr Daka stated that the enquiries proved futile, prompting him to file a complaint against a Mr Phiri with the Judicial Complaints Commission in June 2010. Mr Daka stated that the defendants’ actions and unjustified use of the proceeds realised from the sale of the carcasses has resulted in a reduction in the number of his cattle and caused him loss and damage.

LIBERALISE ROAD SUB-SECTOR, GOVT ADVISED

HE road sub-sector should urgently be liberalised to attract private financing as tolling has also become an attractive option for managing traffic demand on increasingly congested highways. This is according to the Zambia Chamber of Commerce and Industry (ZACCI), president, Chabuka Kawesha. ZAM wants local content strategy implemented By BUUMBA CHIMBULU THE Zambia Association of Manufactures (ZAM) will advocate for the enactment of the Local Content Strategy which aims to improve utilisation of local raw materials as inputs, says its Chief Executive Officer, Florence Muleya. Ms Muleya observed that the absence of a welldeveloped input industry meant that manufacturers continued to depend on imported inputs. She said it was for this reason that ZAM would advocate for the enactment of the Local Content Strategy through the Ministry of Commerce, Trade and Industry. “Activities such as supplier development and business to business facilitation will help grow the local input industry and reduce imports of manufacturing inputs which are currently susceptible to

exchange rate shocks and border closures,” Ms Muleya said in a ZAM newsletter. Ms Muleya said the disruptions to the production lines caused by the Covid-19 pandemic meant that it was cardinal to adopt internetbased solutions as a way forward. She said the Internet of Things (IoT’s) employed a network of sensors to collect critical production data and uses cloud software to turn data into valuable insights about the efficiency of the manufacturing operations. “More specifically, manufacturers can leverage IoTs tools such as predictive maintenance, remote production control, asset tracking and logistics management that allows for physical distancing,” Ms Muleya said. Ms Muleya regretted that Covid-19 still lingered on in 2021 and that the biggest question on most industry players’ minds was whether the scourge would shut down operations. At the pandemic’s outset, she said, the manufacturing sector was hard hit, but quickly mentioned that lessons were learnt. “Dearly, we hold to those lessons because they helped build resilience. Manufacturers were resilience because they were able to withstand and recover from the difficult conditions brought about by Covid-19,” Ms Muleya said.

EVERAL ways to comply with prescribed lockdown measures for supply chain sustainability have been shown in a study undertaken by Koncar et al in 2020, on Fast Moving Consumer Goods (FMCGs) during the Corona Virus Disease (COVID-19) pandemic in the Western Balkans region. The researchers purport that to ensure the smooth functioning of the FMGC supply chain, complete digitalization and automation of all business activities and operations must be based on the application of the Internet of Things (IoTs). Indeed, supply chain disruptions emanating from the second wave of COVID-19 pandemic are beginning to negatively affect smooth operations in the Zambian manufacturing sector. Border closures are resurfacing to help curb the spread of the virus, and with restrictions on the movement of people and goods production line problems arising from the lack of manufacturing inputs which cannot be sourced locally, are re-emerging. And so, with the current second wave of the pandemic manufacturing inputs are going to likely delay and if manufacturers cannot have their raw materials on time a serious threat remains on of scaling down production. Moreover, social distancing measures, intended to safeguard employees, mean that the entire labour force cannot work in the factory at the same time. The implication is that manufacturers have idle machinery and workers, making maximisation of asset utilisation a difficult task. The balance is in keeping in mind safety risks of employees

Despite these supply chain hurdles being faced by the manufacturing sector, there is a silver lining to the pandemic. The fourth industrial revolution presents opportunities and solutions as it has been said to blur the boundaries between the physical, digital and biological worlds. Deloitte and Touche in their 2020 report entitled ‘Internet of Things (IoT): The rise of the connected world” show that manufacturing modernisation has allowed for working digitally across locations and partner organisations by embracing the use of virtualisation. Interestingly, through this concept, technological devices which are connected to the internet, can be embedded in the production line and be used to monitor critical production data remotely. Paolo

Azzoni in his article, ‘Internet of Things in the Post Covid Era’, suggests that embracing this digital transformation and such new business models will allow for a quick recovery and ensure a leading position for the future. How then can the IoTs be used to help the manufacturing sector recover post COVID-19 in Zambia? As working from home has become a norm in Zambia, IoTs can also be used for industrial automation systems. The solution can ensure remote control of machinery in the production process whilst working from home. Supervisors not fully involved in the production process, can monitor quality and production while minimising their risk exposure to the virus and thus ensuring the safety of employees. Additionally, industrial automation can also ensure that the production process does not cease

despite the absence of certain employees. Besides, with current IoTs technology, it is possible to obtain real-time asset information and make informed decisions in the production process. The supply chain disruptions during the COVID-19 pandemic, caused by border restrictions, show the need of asset tracking of raw materials and finished goods. The IoT-based asset tracking system helps producers calculate the usage of manufacturing inputs, whilst initiating measures to shorten idle period and enhance utilization of the production process. By using IoTs, high maintenance costs in the production process can also be avoided, as predictive repairing and maintenance can be undertaken. Essential maintenance data can be obtained from the production process including data to determine the state of the

machinery, alert and warning sign transmissions and corresponding repair processes can be activated. Thus, production failure can be detected well in advance by the IoTs tools and help to transform equipment maintenance into a fast-paced and automated practice. Furthermore, IoTs can use an approach called ‘Digital Twins’ to make physical copies of products manufactured by a company. Digital Twins allows a manufacturer to easily experiment and foresee the functionality, as well as initial and final operational capabilities of the product being developed. Therefore, in product development, IoTs are efficient, as data is used to refine the product till it is market ready. Moreover, IoTs tools can document product updates, predict potential issues and bottlenecks before a product goes on the production line.

Given the current situation, Covid 19 has only reinforced the need for the Zambian manufacturing sector to adopt smart technologies, such as IoTs in their production processes. The efficiency with which IoTs can be used to improve the production process and other tasks can significantly reduce production costs and increase incomes. Nonetheless, for the manufacturing sector to fully utilise IoTs, telecommunications companies have to invest in internet infrastructure that can offer fast and reliable internet to support IoTs usage. Fifth Generation (5G) networks need to be quickly adopted in the country because they can handle IoTs due to its fast speed. Furthermore, telecommunications companies will need to work with the Government to ensure cheaper internet access so as to also allow micro, small and medium sized enterprises to utilise this technology.

But in response, Mr Mwape said Mr Kabuswe and his few ‘henchmen’ had resigned from the ruling party after losing intra-party elections and were hoping to be given positions in the UPND. “We are not shaken as a party and we wish him well in the UPND. Mr Kabuswe has no following and the 200 people is claiming to have defected with are hired mercenaries. He was made Mayor at a time when councillors were voting for the Mayor. The main objective of the levy is to provide financial resource for the TEVET sector for skills development in collaboration with the Technical Education, Vocational, and Entrepreneurship Training Authority (TEVETA), which was established under the Technical Education, Vocational and Entrepreneurship Training Act of No. 13 of 1998 and the amendment Act No. 11 of 2005. Among the responsibilities of TEVETA, is the management of the Technical Education, Vocational and Entrepreneurship Training (TEVET) Fund. The Skills Development Fund (SDF) plays an important role in assisting the Government of the Republic of Zambia (GRZ) to develop a high quality, sustainable, demand-driven, and equitable TEVET system, and one of the mechanisms used in achieving this objective is the TEVET Fund. The TEVET Fund establishes a financing platform that purchases training services from public providers, on a competitive basis, for skills development in both the formal and informal sectors of the economy, at an arm’s length transaction. It plays a critical role in the reform of the TEVET system by separating the provision of training from its financing. It also shifts the focus from quantity to quality. As a financier of training being procured from TEVET providers, the TEVET Fund is able to introduce standards and accountability to the system for the desired outcomes. The Fund also introduces performance incentives for training providers and, through its stakeholders, establishes rules for spending on training services that promote national development objectives, including equitable access.

Invitation to Employers and Training Providers The Government of the Republic of Zambia, using proceeds from the SDF, has set aside funds towards the implementation of the Employer Based Training (EBT) activities through the TEVET Fund. The TEVET Fund is hereby inviting Employers in collaboration with Training Institutions registered with TEVETA, under the Technical Education, Vocational and Entrepreneurship Training Act No. 13 of 1998 and the amendment Act No. 11 of 2005, to present proposals for support through the TEVET Fund towards skills development for EBT. This financing is available to Employers and TEVET providers whose request for financing will be considered responsive to the disbursement criteria. Focus is on provision of training that meets the current market demands.

MOZ’S NEW MILITARY CHIEF DIES OF COVID-19

APUTO M o z a m b i q u e ’s newly appointed head of the military, Eugénio Ussene Mussa, died on Monday after contracting Covid-19. He died while undergoing treatment at Mozambique’s biggest health facility, the Maputo Central Hospital. It is less than a month after he took office, as he was sworn in as chief of the general staff on January 20. Meanwhile, the World Health Organisation (WHO) has warned against jumping to conclusions about the efficacy of coronavirus vaccines. This is after a South

African study suggested that the AstraZeneca jab was less

effective against a local variant of the virus.

But experts are hopeful that the vaccine will still be effective at preventing severe cases. Head of WHO, Tedros Adhanom Ghebreyesus, said data used in the study was from a “limited sample size” and the participants were “younger and healthier.” “It is important to determine whether or not the vaccine remains effective in preventing more severe illness,” he said in a statement. But he acknowledged that manufacturers of vaccines will have to adopt to mutations of the coronavirus. – BBC.

Mozambicans warned of another cyclone

MAPUTO - Mozambican authorities have warned of an upcoming cyclone that will affect the central provinces of Zambézia and Sofala and the southern province of Inhambane. The National Meteorological Institute (Inam) predicts the cyclone will land on February 13. This will be Mozambique's third cyclone in the current rainy season after Cyclones Chalane and Eloise. – BBC.

Fossil fuel pollution kills millions more than scientists initially assumed

ICC trial of former CAR militia leaders postponed THE HAGUE - The trial of two Central African Republic (CAR) rebel leaders, scheduled to open at the International Criminal Court (ICC) yesterday, has been postponed to February 16. Alfred Yékatom and Patrice-Edouard Ngaïssona face 21 and 32 counts of war crimes and crimes against humanity respectively. The alleged crimes include intentionally directing an attack against civilian

population. They will be tried jointly as the charges relate to the same attacks. Ngaïssona has previously denied all the charges. The CAR was plunged into turmoil in 2013 when predominately Muslim rebels from the Seleka group seized power in the majority Christian country. A band of mostly Christian militias, called the anti-Balaka, rose up to counter the Seleka after President François Bozizé was ousted. Thousands died in subsequent clashes and the United Nations (UN) said more than a million people were forced to flee their homes. Ngaïssona was the selfdeclared political coordinator of anti-Balaka forces. . – BBC.

Sudan announces new cabinet with ex-rebels as ministers KHARTOUM - Sudan's Prime Minister Abdalla Hamdok announced on Monday a new cabinet bringing in seven ex-rebel chiefs as ministers, following a peace deal in October aimed to end decades of war. Veteran rebel leader and economist Gibril Ibrahim, of the Justice and Equality Movement - which played a major role in the Darfur conflict - was appointed as Sudan's new finance minister. "We have reached consensus on over 25 ministries," Hamdok said, during a press conference. "This line up aims to preserve this country from collapse... we know there will be challenges but we are certain that we will move forward." Hamdok dissolved the previous cabinet on Sunday to make way for a more inclusive line up in government. Two ministers were selected from the military, with the remaining coming from the Forces for Freedom and Change group, which plays a key role in Sudanese politics. – AFP.

Copper Queens Olympic preps suffer set back By MICHAEL MIYOBA

THE Zambia national women’s team quest to prepare adequately for the Tokyo Olympic Games slated for July this year suffered a major blow after FAZ announced the cancellation of the teams’ participation in the eight teams tournament in Turkey after some Copper Queens players tested positive for Covid-19. FAZ General Secretary Adrian Kashala said the results of the Covid-19 tests carried out on members of the senior national women’s team put the trip to Turkey in jeopardy. In a statement issued by FAZ Communications Manager Sydney Mungala, Kashala however noted that preparations for the Tokyo 2020 Olympic Games will continue despite the trip to Turkey having been put off on medical grounds. “We have decided to withdraw participation from the Turkey Eight Nation Invitational Tournament after having had encountered some medical challenges in our preparation for the tournament,” Kashala said. “It is not an easy decision to make but we always have

to prioritise the health of the players and technical staff at all times.” Kashala says FAZ had learnt lessons from the Chile outing for the Copper Queens that saw some players and staff endure prolonged isolation due to the Covid-19 pandemic. Coach Bruce Mwape had summoned 32 players including foreign based players for the Turkey outing where they were scheduled to face Equatorial Guinea, Nigeria, and Uzbekistan. Meanwhile, Kashala has warned some clubs against allowing fans in stadia in breach of the ban by the Ministry of Sports. On January 9, 2021, government through the Ministry of Sport banned fans from stadia following a spike in Covid-19 cases. Kashala said FAZ will take drastic measures such as suspension of games from some venues that disregard the ban by erring clubs.
