Honeybee pleads for licence By GRACE CHAILE LESOETSA HONEYBEE Pharmacy Limited has told the Court that it was granted an import permit by Zambia Medicines Regulatory Authority (ZAMRA) at the latter’s request and advice. This is a matter where Honeybee is seeking an order to stop ZAMRAS from revoking its licence. Last month, ZAMRA asked the Court to dismiss the matter saying Honeybee has not shown reasonable cause of
action against it and that the action is an abuse of court process. It contended that Honeybee has no locus standi in relation to the pharmaceutical licence as the same was not granted to it, therefore the Pharmaceutical’s claim for an interim injunction to restrain the authority from revoking the licence should not be entertained. East US$200m road rehab project starts By KETRA KALUNGA ROAD works covering a stretch of over 320 kilometres have started in Eastern Province under the US$200 million World Bank-funded Improved Rural Connective Project (IRCP). President Edgar Lungu in July 2019 launched the IRCP project in Mkushi which would cover over 4, 000 kilometres of feeder roads in six provinces. The project has created close to 25, 000 jobs in Central, Eastern, Luapula, Northern, Muchinga, and Southern provinces. Road Development Agency (RDA) director of communications and corporate affairs, Masuzyo Ndhlovu, said a number of feeder roads would be worked on in Chief Kalindawalo's area under phase three of the project. Mr Ndhlovu said in an interview that the Kalindawalo feeder roads were being constructed by China Geo-Engineering Corporation. He explained that all the roads under the IRCP were being done using the Output Performance Road Contracts model which allows for maintenance of the constructed roads for a period of three years. “Works commenced on Kalindawalo road RD 508 being part of package three of IRCP funded by the World Bank and 323 kilometress of various roads will be worked on,” he said. Mr Ndhlovu said works in Mkushi and Chibombo under package two have advanced and that a team has been sent to Luapula, Northern, Muchinga, and Southern provinces to check on the progress of the project.

GOVERNMENT is in the process of inviting relevant local and international stakeholders such as the SADC Community, African Union, and Commonwealth to be observers in the conduct of elections in Zambia, Vice President Inonge Wina has said. Ms Wina also said Zambia has not been notified whether the AU and SADC have received the letter from UPND president, Hakainde Hichilema over his complaint that there was an increase in numbers of registered voters in PF strongholds. Speaking during the Vice President’s question time in Parliament yesterday, Ms Wina said Government remains committed to the principles of human rights and the rule of law as enshrined in the
constitution. “The Ministry of Foreign Affairs is in the process of inviting relevant local and international stakeholders such as the SADC Community, AU, and Commonwealth to be observers in the conduct of elections in Zambia,” she said. She said Government would ensure that the forthcoming general election is conducted in line with SADC principles and the AU guidelines for elections. Meanwhile, Ms Wina said it was disappointing that the UPND could rush to the AU and SADC over internal electoral misunderstandings when the Electoral Commission of Zambia provides a platform for the settlement of such disputes. She advised the UPND and other political parties to exhaust the country’s internal channels for settling election disputes before engaging
regional and international bodies. Ms Wina said it shameful that the UPND that secured over 80 percent of registered voters in its stronghold in the previous electoral process could rush to the international bodies this time around when no Zambian political party complained anywhere the time they secured more registered voters in their strongholds. She explained that the PF members of Parliament worked hard in 2020 mobilising people to register and this has resulted in an increased number of registered voters in PF strongholds. He said to achieve this, a task force must be set up to investigate the challenges Zambian tanker drivers face in Tanzania and Mozambique. Mr Chikwanda explained that because Indeni Petroleum Refinery has not been in production since December last year, it has created pressure on the country to rely on fuel imports by road. “As a result of this, the local transporters who were getting fuel from Indeni are now competing business with the foreign transporters who were traditionally bringing in fuel from outside,” Mr Chikwanda said.
Stop clinging on to PF, KBF told … Just move on because we don’t need your services - PF By SIMON MUNTEMBA AS the Patriotic Front members gather in various provincial centres for the virtual national congress, the party has advised Mt Kelvin Bwalya Fube (KBF) to move on with life and try to rekindle his political fortunes somewhere else than clinging on to the party that expelled him. PF Lusaka Province chairperson Kennedy Kamba said Mr Fube should stop masquerading as a PF member because he was expelled and the party has nothing to do with him. Mr Kamba said in an interview that instead of clinging to PF, Mr Fube should try to form his own political party or join the existing ones to become the President that he wants at all cost. “We wish to advise KBF to concentrate on his law practice and maybe attempt to rekindle his political fortunes somewhere else and leave the PF and President Edgar Lungu alone,” Mr Kamba said. He was reacting to remarks by Mr Fube that President Lungu violated the PF constitution by filling in his application for the party Presidency because he was not eligible to stand. Speaking at a press briefing in Lusaka yesterday, Mr Fube also charged that the current PF central committee that endorsed President Lungu was illegitimate. Mr Fube also claimed that he decided not to apply for the PF Presidency despite being a member of PF in “good standing” because he did not want to be part of the illegality, adding that people were positioned to harm him if he attempted to file in nomination papers. “The best KBF can do is to move on with life, or with his law practice and maybe try to form a political party or join the existing ones and become opposition party president because he is not even part of the PF,” Mr Kamba said. Mr Kamba said Mr Fube will not manage to mislead Zambians over President Lungu’s eligibility. Our advice to KBF, he said, is that he risks being categorised as a political joker if he continues to appear on social media with no tangible or traceable political muscle on the ground.

AMBIA still has a chance to access the International Monetary Fund (IMF) as its measures to ensure fiscal prudence have been put in place. This has given the IMF confidence, says Economics Association of Zambia (EAZ) Deputy National Secretary, Rita Mkandawire. Ms Mkandawire said the fact that the IMF team has been in Zambia for discussions on the extension of the Rapid Credit Facility (RCF) indicated that it had confidence in Government and Zambia as a whole. "The future looks bright because Government has ensured there is fiscal prudence, optimal allocation of resources and they have implemented the economic recovery plan so that the environment is stable.

But UPND spokesperson, Cornelius Mweetwa, insisted that the police knew the where-about of the Hatembos because they were informed. Mr Mweetwa said it was surprising that the police claim they were still looking for the Hatembos when they were kept by Mr Phiri for their safety. He was speaking when he was featured on Radio Phoenix programme yesterday. “The police know where the Hatembos are. The Hatembos are under the custody of Nicolas Phiri and Zitukule Consortium, an NGO,” Mr Mweetwa said.

Power cost of study extended By NOEL IYOMBWA THE Energy Regulation Board (ERB) has extended the electricity cost of study which was scheduled to be completed on March 31, 2021. ERB Director General Langiwe Lungu told journalists during a media briefing that the outbreak of the Covid-19 adversely affected the schedule of deliverables for the study. The completion has been extended to August this year. Ms Lungu said that the lockdown in Europe coupled with travel restrictions affected the delivery of tasks under the study. She added that the consultant could neither travel for data collection nor consult with key industry gate keepers. Ms Lungu explained that the consultant had thus requested for an extension of the completion date from December 2020 to
March 31 2021. “The steering committee considered the second request and determined that to guarantee quality of the output of the study, it was necessary to grant a second extension to the completion date. “The financier, African Development Bank, also granted a no objection to the request. Therefore, the study’s new delivery date is now August 27, 2021,” she said. Ms Lungu said however that despite the challenges, significant progress has been made since inception in December 2019. She said that the first deliverable of the study which included the review of the structure and conduct of the power sector, legal and regulatory framework has been successfully completed. She said that the study will set the basis for tariff determination that will help the nation to gravitate towards cost reflective levels.

By SIMON MUNTEMBA THE first consignment of Covid-19 vaccines under the COVAX facility is scheduled to arrive at Kenneth Kaunda International Airport on April 21, this year, Health Minister Jonas Chanda has announced. Dr Chanda said the consignment would consist of 228, 000 dosages of vaccines, commonly known as AstraZeneca, manufactured by the Serum Institute of India. The Minister said this in a ministerial statement in Parliament yesterday on the Covid-19 vaccination programme. He said in a spirit of transparent and accountability, the media would be invited to witness the arrival of the consignment. Dr Chanda said administration of the vaccines would be in line with prioritisation to all eligible persons above the age of 18 years, as outlined in the national vaccine deployment plan. “The first people to be considered will be the frontline health workers, followed by other frontline workers performing core societal functions. “This will be followed by people living with other underlying conditions and elderly - those living in congregate settings and then the rest of the population,” Dr Chanda said.

REFINE ADOPTION PROCESS THIS year’s adoption process for parliamentary seats has somewhat taken a new dimension as members in different political parties have gone out to demonstrate their prowess in the constituencies even before being selected. In particular, Patriotic Front (PF) aspiring candidates went out of their way to donate to various groups and also embarked on projects such as sinking boreholes in constituencies. More apparent in this competition is the use of personal resources on community projects, with aspirants pledging to do even more if they were ushered into office. It will be interesting to learn if such donations and projects will continue while prospective leaders are waiting for the final selection. Alert citizens will also be waiting to see if the adopted candidates and subsequent winners will continue using their personal resources at the same rate and interval on community projects. Should the tempo and interval of interaction recede, the citizens will feel that the candidates did not mean well, but used them to get to Manda Hill. In future, all parties must set ground rules for members seeking adoption so that the competition is well defined to enable the grassroot leadership and the citizenry in general make informed decisions. In many countries, those seeking political office are subjected to public debates with their opponents so that members of their respective constituencies can assess them and make the right choice. This is the mode which should be adopted and conducted in Town Hall meetings and aired on radio and television for the entire country to make an assessment. However, the Grade 12 certificate requirement is one great stride which has somehow sieved a horde of political contenders. Some people may argue that the requirement is discriminatory, but truth be told, it is a necessary yard-stick to ensure that Members of Parliament or councillors are able to discern issues considerably. In the past, some MPs and councillors did not understand some issues fully because of low education levels and waffled throughout debates. It is important to enrich debate in chambers as opposed to carrying passengers, yawning through the proceedings. The level of debate ought to improve! Yes, people should not only be craving for political office for narrow sectarian interest and self-aggrandisement, but should aspire to offer themselves for dedicated service. It appears though that many people are jostling for positions as MPs and councillors for personal survival. This is why most people lose focus from serving the pulic to serving a narrow and selfish agenda, hence they tend to abandon their constituencies and only return in time for campaigns. Zambia has pressing economic woes which require a dedicated and honest cadre of politicians, who are hard-working. The Zambian parliament and council chambers should only have committed and competent representatives who are able to devote their time to resolving issues and coming up with innovations along with their constituents. Therefore, supreme organs in the respective political parties must ensure that they field candidates of high calibre and must not impose candidates who would be a liability the entire five years. Voters on the other hand, must make sound judgement by voting for credible candidates.

HAKAINDE Hichilema's complaint to the AU and SADC on the electoral process is deliberately designed to draw international sympathy and as well create a negative narrative against the Electoral Commission of Zambia (ECZ), former UPND presidential advisor Richard Kachingwe has said. Major Kachingwe said Mr Hichilema’s futile attempt to cast aspersions on the electoral process was for feeble players who were scared of losing. "This is Mr Hichilema’s last attempt at running for office of President. He will thus do everything in order to attempt getting to State House using the back door. “Unfortunately such tactics do not work in Zambia. Elections are won through the ballot and no one should ever insinuate rigging because it’s not possible for anyone to rig elections in Zambia under the current electoral system," Maj
Kachingwe said. He said Mr Hichilema’s wild election rigging claims based on the voter’s registration distribution was an indication that he has already conceded defeat. Maj Kachingwe said Mr Hichilema “vigorously” called for the ECZ to commence the registration of voters, but soon after the exercise started, he made a complete u-turn and championed an aggressive agenda to discredit the registration process. "It is no rocket science that this impacted on turnout of his supporters as some believed the process was going to be cancelled. He must thus own up to his actions," he said. He said Mr Hichilema’s claims were not sincere because statistics show that provinces perceived to be UPND strongholds had the highest number of registration machines. He said Southern Province had 308, Western 289, Eastern 288, Northern 244, Central 236, Copperbelt 227, Luapula 217, Lusaka 202, Muchinga 182 and
North-Western 180 machines. Maj Kachingwe said the low registration figures in his perceived strongholds had nothing to do with the work of the state. He said Mr Hichilema must instead undertake a self-introspection to check where he had been getting it wrong in the past five times that he has stood for elections. He said it was clear that supporters in his strongholds were fatigued with his several attempts at the Presidency and wish for a change because he had ceased to inspire them. Maj Kachingwe said the people in Southern, Western, North-Western and parts of Central Province were part of Zambia and had realised that they were being used by Mr Hichilema and UPND to champion a narrow sectarian agenda. "They now seek development and are ready to move with the ruling party. The low turnout in terms of voter registration is a show of no confidence in the leadership of Mr. Hichilema.
UPND youths get 20 years for wearing military uniform By NATION REPORTER LUSAKA High Court Judge Wilfred Muma has sentenced four UPND youths to 20 years imprisonment each with hard labour for wearing military uniform. Judge Muma said the quartet aged between 22 and 27 deserved to be punished as their behaviour has the potential of disturbing peace in the country. The four are Barton Nkhoma, Tapiwa Kambole, Isaac Mutena and Misheck Muluwe. Facts of the offence are that on April 7, 2019 in Chirundu, the four had in their possession uniforms of the Zambian defence forces without lawful authority. When the matter came up

for sentencing, Judge Muma said the four wore defence force uniforms when they were not soldiers thereby deceiving innocent people. He said it was a serious offence. He said they should have applied for military training if they desired to be soldiers or even police officers.
“If we encourage anyone to wear military uniform, are we going to have no peace in this country. If anyone wore the robe I’m wearing, is there going to be peace? That’s why I feel you deserve to be punished so that we protect people from deception. I sentence you to 20 years with hard labour,” he ruled.
Delayed Chama-Lundazi road rehab worries DC By JOHN KOMBE
THE delay by China Civil Engineering Corporation to recommence works on the Chama/Lundazi road project is a source of worry, says Chasefu District Commissioner Mustafa Banda. In an interview, Mr. Banda observed that the road was key in the mainly agriculture province which needed a good road network. He was concerned that the works were not being expedited despite President Edgar Lungu directing the Ministry of Infrastructure Development to ensure that the contractor was paid and works recommence. Mr Banda said that the road was important as it would help farmers to access markets and receive agriculture inputs easily once rehabilitated.
He expressed hope that the contractors would soon mobilise to speed up work on the project. Mr Banda said that the works on the 80-kilometre stretch which was being upgraded to bituminous standards had slowed down with only one contractor, Sabo Contractors working on part of the road. He said China Civil Engineering Corporation had not yet mobilised. Meanwhile, Road Development Agency director of communications and corporate affairs Masuzyo Ndlovu regretted the delay. He however stated that most road projects had slowed down during the rainy season and was optimistic that works would soon recommence as the rainy season was coming to an end.

Adopt more women, parties urged

POLITICAL parties should accommodate women and ensure that they are adopted at ward and constituency levels in the August 12 general elections, a Civil Society Organization has said. Action Governance Forum (AGF) Executive Director, Justine Mushoke, called for change of mind-set among political leaders by embracing women participation in politics. Mr Mushoke said in an interview during an engagement meeting for women in politics that political parties should ensure that they adopt more women at ward and constituency levels in the coming elections. He said top leadership in all political parties should take centre stage in promoting women rights and political participation be because they were equal partners in development. Mr Mushoke observed that the willingness among women to participate in decisionmaking process was immense and this has been reflected in the impressive way they have registered as voters.
He said statistics in the 2016 and 2021 voters register shows that more women registered as voters than the men. "There must be a change of mindset by political parties to accommodate women, they are more willing to participate and this comes out clearly in the way they registered in the previous and coming elections," he said. Mr Mushoke said his organization would support all the women who would be adopted in the coming elections to ensure that they win. He said Action Governance Forum has with support from cooperating partners embarked on a project dubbed "Strengthening Women's Rights and Political Participation.” Mr Mushoke said the project implemented in Lusaka and Western provinces aims at mitigating the challenges that women in politics face as they ascend to decision making positions. The project is funded by the Swedish Embassy and is being supported by the NonGovernmental Organization Coordinating Council (NGOCC).
UNIP seeks alliance
UNIP is open for discussions with any other political parties that share the same vision and values, newly elected UNIP president, Trevor Mwamba has said. Bishop Mwamba said Zambians should work together for the betterment and good of the country. He said this on Thursday when he led a team of newly-elected members of the Central Committee in paying a courtesy call on First Republican President Kenneth Kaunda at his residence in Lusaka. ”We will be dealing with issues of tribalism and so forth. These are the virtues that we want to work with and work with people and parties that hold these values,” he said. Bishop Mwamba said that UNIP would field candidates in all constituencies in the forthcoming general elections. He said the party was open for applications from candidates who have integrity, moral vision and the spirit to serve the Zambians in line with the values of the party. “Our strategy is that of peace and unity, we don’t want strife and we want to elevate the political dialogue to a level of substance. We will not be insulting anybody and we will leave the Zambian people to choose the candidates they want,” he said And Dr Kaunda has pledged his support to the party and advised the new leadership to continue building the party on the basis and confidence that God will guide them. Bishop Mwamba who is a lawyer by profession and has been working in the clergy for almost 40 years, said he would not relinquish his role as a clergyman. “I am bringing the richness of the training and the experience and the gifts and the blessings that God has given me in the church into the political arena. So I will continue being a clergyman and always a clergyman, I will die a clergyman,” he stated. EARLY marriages have become rife in Chinsali the National Action for Quality Education (NAQEZ) has observed. NAQEZ district coordinator, Joseph Chanda, said the organisation was concerned with the alarming levels of early marriages in Chinsali. Mr Chanda said in a statement that a survey conducted by NAQEZ revealed that girls as young as 12 years were being given in marriage. He said the vice was rife particularly in Itapa and Chilunda wards where a survey was done.

Water disconnections are back GOVERNMENT says it has reversed its policy decision that halted disconnection of water supply to defaulting customers as water utility companies are making K900 million loss annually in nonrevenue water. Minister of Water Development, Sanitation and Environmental Protection, Raphael Nakachinda said he is concerned that nonrevenue water losses continue to escalate reaching 50 per cent. Mr Nakacinda has since directed water utility companies to accelerate efforts to put in place measures to stop the losses. “I wish to direct water utilities to immediately prioritise the reduction of non-revenue water in their operations as the ministry works with other stakeholders to actualize sustainable and long term solutions to non-revenue water,” said Mr Nakacinda. He further said government has reversed its policy decision that compelled water utility companies from disconnecting defaulting customers arising from the impact of the Covid-19 pandemic on the national and household economies. Mr Nakachinda was speaking when he launched the 2020 Urban and Peri-Urban Water Supply and Sanitation Sector Report in Lusaka. He said water utility companies can now disconnect defaulting customers because they have not been sincere in paying for or reducing the accumulated water bills. He explained that government had directed water utility companies not to disconnect water from both domestic and commercial customers as a relief due to effects of the COVID-pandemic. The minister said he was however saddened that customers have not reciprocated to pay for the water bills despite the relief provided by government. Mr Nakacinda noted that the water sector has been adversely affected by the

And Mr Nakachinda announced that government will effect a special electricity tariff for water utilities backdated to January to provide relief to water utility companies that have been grappling with the high cost of electricity in their operations. He challenged the Boards of water utility companies to provide effective policy and strategic direction in order to improve performance and enhance service delivery of water and sanitation services. And NWASCO board chairperson, Philip Mubanga said despite the challenges faced in 2020, water utility companies performed well in provision of water and sanitation services amid the COVID-19 pandemic. Dr Mubanga disclosed that over 271, 000 people were added to the population accessing water while 379,000 were also added to people accessing sanitation services. He said 21,700 new metres were installed with 21,500 new household connections for water and 10,300 for sewer. Dr Mubanga appealed to government and stakeholders to adopt the approach of universal metering to promote efficiency and tackle the increasing loss of nonrevenue water. - ZANIS

Among the achievements, Mr Kaunda noted, were improvements in life expectancy to 63.04 years in 2019 from 53.3 years in 2016, literacy rates to 80 percent from 67.5 percent during the same period, and reduction in under five mortality from 75 per thousand live births in 2016 to 61 per thousand live births in 2019. He therefore said monitoring and reporting systems were key in ensuring that the achievements were safeguarded. “In the interest of safeguarding the well-being
of its citizens, the Government of Zambia isimplementing measures, particularly, through the COVID-19 National Multi-Sectoral Contingency and Response Plan as well as the Economic Recovery Programme,” Mr Kaunda said. And Ms Makasa said Africa should provide its own data on the progress in the implementation of SDGs. She said reliance on internationally provided development data, proved insufficient to provide necessary evidence in tracking and reporting progress on SDGs. Y I M B A Investments Limited has so far procured over 70 percent of its total supply for the 2021/22 farming season under the Farmer Input Supply Programme (FISP), company officials have said. The company’s head of Sales and Marketing manager, Mr Willings ulendema, said Nyimba was contracted to supply 103, 100 tonnes of Compound D fertiliser to be delivered in three districts. Government has
contracted Nyimba to supply in the Copperbelt, NorthWestern and Central provinces and the company envisages completion delivering in all the three provinces by the end of May. “So far we are on the ground and we are getting ready for the 2021/22 farming season. We have so far started moving fertiliser from our main hub here in Lusaka and we are taking to the three provinces of our operations. “Our contract was to supply over 103, 000 metric tonnes of Compound D and we have in our main warehouse over
70 per cent and currently we are moving part of the stocks to the districts,” he said. Mr Mangimela said fertiliser distribution companies were requested to complete the delivery of inputs by the end of May. He said Nyimba was determined to fulfil the contractual obligations by completing the entire excise next month. “We are ahead of schedule and we should be done as far as distributing to the provinces before May 30,” he said. Mr Mulendema said the decision to complete the delivery by May was to ensure that the company allows
farmers a chance to procure the inputs early. He said once framers receive the inputs early, they equally plant in good time. Mr Mulendema said Nyimba would remain indented to Government for the opportunity to be among the suppliers for the 2021/22 farming season. “We really thank the government for showing confidence in our company and assure farmers that we would not let them down. We equally assure the government that we won’t fail Saturday 25 April, you and2020 remain indebted to the authorities,” he said.

Mr Mhlanga said industrialisation could not be economically viable without trade and that trade could not bring significant benefits to Southern Africa without progress. He hoped that the African Continental Free Trade Area would help Southern Africa achieve industrialisation and trade for greater prosperity. He said this at a Conference of Ministers of Finance (COM2021) side event. “These two economic forces [trade and industrialisation] must be developed together. “And when it comes to trade in Africa, more of it should come from the region itself, to allow the region to industrialize and reduce its dependence on volatile global markets,” Mr Mhlanga. Mr Mhlanga said digitalisation was fast becoming an increasing priority for SADC and African Member States as witnessed by the African Union’s Digital Transformation Strategy and the SADC Digital

Mujimanzovu endorses Lungu By JACKSON MAPAPAYI A TRADITIONAL leader in Mushindamo has endorsed President Edgar Lungu for another term of office. Senior Chief Mujimanzovu said this was because President Lungu was determined to deliver development to all parts of the country. The traditional leader expressed confidence that given another term of office, President Lungu would give a very big face lift to Zambia. “I want to encourage our people to think twice and give Edgar Lungu another term of office to continue with the development agenda he has started”, he said. Chief Mujimanzovu cited Solwezi-Chingola road as one of the visible projects which was a testimony that government was working. The traditional leader was speaking at his palace when North-western Province Permanent Secretary, Willies Mangimela, called on him. And Mr Mangimela said Government was determined to see that the province was not left behind in terms of development. He assured the traditional leader that Government would soon work on Mujimanzovu road which has become impassable due to heavy rain. He said the works would start soon once the ground becomes dry.
Zambezi West needs fresh minds, says aspirant BY JACKSON MAPAPAYI THERE is need for ‘fresh minds' in Zambian politics for development to take place in the country, Zambezi West PF aspiring candidate, Raphael Ngimbu has said. Mr Ngimbu, therefore, urged people in Zambezi West not to recycle politicians but vote for fresh minds in the August 12 elections. He said the constituency has lagged behind for many years because it was stuck with the opposition and same old politicians who had not done much to develop the area. Mr Ngimbu added that it was time for people to work with the Government and to lobby for development. He said most opposition Members of Parliament in North-western province had not been engaging Government on various developmental issues, hence their areas had lagged behind. The PF, he said, was a democratic party that had embraced all members both old and new and that at no time was he rejected. Mr Ngimbu advised party members to remain united and support the candidature of President Edgar Lungu in the August 12 general elections. He said it was time the PF listened more to what was on the ground.

Trade unions have compromised their cause Dear Editor

IT is sad how the once vibrant Zambian trade unions through their leadership have compromised their noble cause of being a voice for their masters who are the members who pay them through their monthly contributions. I have observed with dismay how most if not all trade unions have turned themselves into political stooges against the will and wish of their masters. These unions are not only in work places but also in high learning institutions and colleges, hence we have chaotic representation of the
members’ welfare. It is sad that that these union leaders don’t even hide their allegiance to political parties of their choice by openly branding their union regalia alongside political parties of their patronage’s brands. No wander even the mother body, the Zambia Congress of Trade Unions seem to have died a natural death, hence most unionised members have a lot of unresolved issues with their employees. It is my earnest appeal that these unions revert to their noble cause of being a voice for their members without showing or exhibiting and indeed playing politics in their line of duty. As we head towards the August 12 general elections, it is open knowledge that not all your members belong to your parties of patronage and therefore don’t drag members into your dirty dealings of politics of the stomach. HE behaviour of the Roman Catholic and SDA churches in the past week has brought to the fore the double standard of these two churches who wish to score political mileage when their business is not politics but religion. We cannot have church leaders that speak as if they are in opposition to the government. If by any chance these donations were perceived to be dirty, isn’t the church better placed to cleanse these donations with prayer? Religious organisations, churches included, remain among the most trusted institutions in the Zambian society. They enjoy higher levels of public trust than either the state or the private sector. This trust should not be abused or manipulated for whatever personal reason some religious leaders may have. That said, we all need to agree and understand that the number one responsibility or duty of any church is to save souls, that agreed, the Church also picks up the responsibility of helping the poor, the sick, the orphaned and vulnerable in our society. For the Church to carry out all these functions they need resources and the number one resource they all need is money that can easily be converted into various sectors of need. When some churches now claim or declare that they can’t receive donations from the government because the people of Zambia are suffering and there are no medicines in hospitals, then the intensions of their leaders must
TRAGEDY OF A CHRISTIAN NATION: WHEN THE CHURCH PLAYS DIRTY POLITICS be questioned, because it becomes clear that they are playing double standards and holier than thou. Doesn’t our Holy Bible teach us that “He that is without sin among you, let him first cast a stone at her?” How ironic that the custodians and teachers of the Holy Bible would fail to practice the same principle they teach us on a daily basis? If those churches have seen the many problems, would that not be their responsibility to accept the donations and channel those resource to those areas observed to be lacking than scandalising Government donations given in good faith? The question that begs answers is that, does the Church scrutinise all church offerings and tithes as to what their sources are? If that really was the basis on which the church worked, then no offerings would be accepted if you come to think of it. What kind of a church would refuse a donation at the expense of its members dying from hunger or lack of medical care? If this is not politics, then we are confused on how to define the behaviour of these churches which we expect to be above party or tribal politics. Lest we forget, the Catholic Church has been involved in much more worse and inhuman inequalities like the genocide in Rwanda and the abuse of the boy-child by numerous priests and fathers

The SDA on the other side has many members worshipping in many unfinished churches across the country, wouldn’t those donations have gone a long way to help complete some of these projects? Doesn’t our good lord also provide in many mysterious ways? This is a challenge in most societies in the world. Zambia’s particular circumstances are complicated by a difficult historical relationship between the church and the state. The state has often used the church to garner votes. The church, on the other hand, has at times given moral and religious sanction that allowed the state to perpetrate significant injustices as was seen in Rwanda, the more reason the church must
stay away from active politics but play the role of unifier and adviser. The state and the church both have the responsibility to protect their relationship and peacefully manage it, no other should exploit the other for whatever reason. The issue of church and state relationships remains important for a number of reasons. First, Zambia is a deeply religious society. About 85 percent of its citizens are Christian, while a further eight percent belong to other faiths. Second, it has a clear precedent where an inappropriate relationship between the church and the state led to wide scale human rights abuses during the colonial rule. There appears to be a re-emergence of the abuse of the trust that Zambians place in religions. This is a dangerous situation. An example is the current dilemma of donations we find ourselves in, you cannot have church leaders that speak as if they are in opposition to government. DR JOZE MANDA.
FALLING into the trap of judgment is simple especially when we begin comparing our journey to others. This will make ourselves judge those who view and live a life different from us. Certainly we'll think our ways are right while others are wrong. But when we do that, we disregard their whole experience and miss the opportunity to be right all together. We end up creating a barrier for us not to learn or view life at another angle because we all have different backgrounds and cultures which has shaped us to be who we are today. So if we can realise this and let go of the idea of being “right,” we can't start living a life of judging others and wanting to prove a point instead we can learn from others who have had different experiences. We can celebrate those differences and grow together as a family keeping in mind that it is just another soul trying their best with where they are and what they know. Graduate aspirations and the labour market disaster Dear Editor,
THE alarming levels of unemployment among graduates in our country is worrying. Graduates can no longer put a smile on their faces for their success or academic achievement instead dwindling into psychologic depression for there is no one to support them anymore. To curb the sky rocketing levels of unemployment Government under the leadership of President Edgar Lungu should consider revising the current curriculum that focuses more on practical training, skill development rather than mastering of theory living many of the graduates vulnerable for employment. The labour market keeps on changing in the way it conducts business while the education system is still rigid to adapt in relation to the market demand, hence producing half-baked graduates. Higher education system should reflect on adopting emergent strategies through the introduction of short courses to match the current shifting market demand. The introduction of youth empowerment funds to eligible applicants is a clear demonstration of Government trying to fight high levels of unemployment if well managed. Exposing graduates to low interest loans and empowerment funds will shift their level of seeking employment to self-reliance. To reduce the current disaster Government should also consider negotiating with both public and private entities to setup programs that will employ potential graduates into their workforce as part of the corporate social responsibility. UANSHYA Mayor Nathan Chanda has advised PF members who want to contest as members of the Central Committee to weigh themselves first. Mr Chanda said the PF Central Committee was the highest decision-making body of the party which was chaired by Party President Edgar Lungu. "I want to thank all those who wanted me to contest for the confidence that you have in me but as things stand, I am very much content with my position. "So rushing to be a member of the Central Committee should not be an issue. One
needs to weigh in first and ensure they have served the Patriotic Front in an exceptional and distinguished
manner," he said. Mr Chanda who is also PF Roan constituency aspiring candidate said people should
not just be quick to rush for positions before they could establish if they could fit in. He said the President of the party had the discretion of who he should worked with and only the people who were loyal to both the President and the party must allowed. The mayor said he was happy that PF believed in democracy and principles of good governance. He said it was important that people weighed themselves in and stated what they have done for the Party for them to be in the central committee. He said the party did not want people to just come from nowhere and ask people to vote for them as members of the central committee. Mr Chanda added that the President in his own wisdom must have the final say of who he wanted and will be comfortable to work with.

He noted that the party also encouraged people to aspire for their goals, both the old and the young. He said that this was what made the party stand out to be the best among other political parties in the country. Mr Chanda added that the PF party encouraged democracy, making it more attractive to many Zambians. He said the party’s attraction was seen through the high number of aspirants who wanted to contest on the party ticket in many constituencies across the country.
‘Pollution in Kankoyo needs urgent remedy’ By NATION REPORTER THERE is urgent need to address pollution in Mufulira’s Kankoyo area as infrastructure, vegetation and human life have been negatively affected by the sulphur dioxide emissions from the mines. Kankoyo section has particularly been affected because it is right across Mopani Copper Mines, whose mineral processing emits the harmful sulphur dioxide, says PF aspiring candidate Ed Chomba. Bishop Chomba said the first step towards resolving pollution in Kankoyo would be to get Mopani, the Ministry of Health and the residents together and plan the way forward. He said the Zambia Environmental management Agency (ZEMA) would be brought on board and that the matter would be much easier to tackle now that Mopani Copper Mine is under ZCCMIH, a Government investment wing. “The most affected is Kankoyo section. Lifeexpectancy among the residents is negatively affected by the sulphur dioxide. Vegetation
is completely destroyed while infrastructure is also affected. The paint on walls and roofs are wearing out,” he added. He noted that pollution had been a long-standing problem and that it was time to act in practical terms before the situation worsened. Bishop Chomba, who is former Local Government Permanent Secretary, said he was confident that the Patriotic Front (PF) and President Edgar Lungu would emerge victorious in the August 12 general elections. He said Kankoyo has about 16, 900 registered voters and that his team had worked hard enough to push the number up through sensitisation as initially, there were only about 8,000 registered voters in the constituency. Bishop Chomba explained that out of 22 constituencies on the Copperbelt, Kankoyo had the least number of voters and wondered why there had been apathy. “Kankoyo is essentially peri-urban and rural and this is the more reason why I am pledging hard work once adopted and subsequently voted into office. One of the challenges we need to tackle is
water and sanitation,” he said. Bishop Chomba said he sunk two boreholes in Chibolya last month, which would be operational by next week and they would be solar-powered facilities with huge tanks to service about 600 households. “I did this from my personal resources. This is about K56, 000 for each and these facilities have been established at Coyle Community Centre and Chibolya Primary School. This is happening and the community is there to see,” he said. Bishop Chomba said there would also be need to address challenges in settlements such as Nsato farming area where peasant farmers had been taking about five hours to get their produce to Mufulira because the road was deplorable. He lamented that the peasant farmers had been displaced when in fact they had been growing vegetables and other produce for the community in Mufulira. “The message from President Edgar Lungu has been that no one should be left behind and this is what is contained in the Seventh National Development Plan. We need to address problems in Nsato area,” he added.

This is a system of coordination in animals made up of the brain, spinal cord and nerves. The brain and the spinal cord together make up the central nervous system (CNS) while the nerves make up the peripheral nervous system (PNS). Nerves that are joined to the brain are called cranial nerves while those that are joined to the spinal cord are called spinal nerves. In the nervous system messages are transmitted in the form of electric impulses also called nerve impulses.

An example of a slow reflex action is the pupil reflex (iris reflex). Each reflex action has a survival value which protects an animal from dangerous factors.Other examples of reflex actions are sneezing, salivating, peristalsis, vasoconstriction and vasodilation There are two types of reflex actions, namely spinal and cranial reflexes. During a spinal reflex impulses pass through the spinal cord, whereas during a cranial reflex impulses pass through the brain.
MOTOR NEURONES
REFLEX ARC
These are neurones that carry impulses from the central nervous system to effectors. An effector is any part of the body that carries out a response to a nervous impulse. Most effectors are glands or body organs such as muscles. Motor neurones have the following characteristics: • They carry impulses from the central nervous system to the effectors. • They have long axons and short dendrites. •Their cell bodies are terminally located (located at the end).

FIGURE 4: MOTOR NEURONE NEURONS The basic functional units of the nervous system are neurones or nerve cells. Types of neurones include sensory, relay (connector, intermediate, multipolar, pyramidal) and motor neurones
RELAY NEURONE These are neurones that form a link between sensory neurones and motor neurones. They are located in the central nervous system and are multipolar so as to provide many alternative paths for impulses. FIGURE 5: RELAY NEURONE
SENSORY NEURONES These are neurones that carry impulses from sense organs (receptors) to the central nervous system. A receptor is any organ that detects a stimulus and converts information about it to electrical impulses. Characteristics of sensory neurones include the following: • They carry impulses from sense organs to the central nervous system. • They have long dendrons and short axons. • Their cell bodies are not terminally located but are axillary.
SYNAPSES • A synapse is a junction between two neurones. The neurones at the synapse are not joined to each other but have gaps between them called synaptic gaps (synaptic clefts). The following passage describes how a nerve impulse moves across a synaptic gap: 1. An impulse arrives at the synapse 2. At the end plates, there are vesicles (tiny sacs) containing a chemical (neurotransmitter). 3 .The vesicles fuse with the cell membrane (presynaptic membrane) and the chemical is released into the synaptic gap. 4. The chemical diffuses across the gap and the impulse restarts at the other side. Reflex Actions • A reflex action is an automatic and stereotyped response to a stimulus. Reflex actions are often quick, but some of them are slow. Examples of quick reflex actions include: • Withdrawing of a hand from a hot object • Jumping up after sitting on a pin • Blinking when an object approaches the eye • Knee-jerk reflex • Shedding of tears when an object enters the eye.
CONDITIONED REFLEX • A conditioned reflex is a response that results from learning or training. The response given during a conditioned reflex is not related to the stimulus but the animal associates it with a related stimulus after being trained to do so. THE BRAIN The brain is the enlarged anterior end of the spinal cord. It is made of three regions which are: (i) Fore brain (cerebrum, hypothalamus, pituitary gland and olfactory lobe) (ii) Mid brain (optic lobe) (iii)Hind brain (medulla oblongata and cerebellum) Functions of Brain Parts • Medulla Oblongata: This links the spinal cord and the brain and conducts nerve impulses between these two parts. It controls automatic processes such as heart rate, breathing rate, swallowing, salivating, sneezing and coughing. • Cerebellum: This controls co-ordinated movement, helps maintain posture and also controls the sequence of activities involved in dancing, acrobatics and playing of musical instruments. • Hypothalamus: Sometimes regarded as the centre of homeostasis, this contains centres which control thirst, hunger and thermoregulation. • Pituitary Gland: This links the central nervous system and the endocrine system. (Refer to notes on the endocrine system for the hormones it secretes and their functions) • Cerebrum: This is the largest part of the brain and is the centre of intelligence, memory, language and consciousness. It has both motor and sensory areas. The motor areas control voluntary movement. AIROBI - Some Kenyans online are questioning the government’s priorities over a US$37 million small arms factory near the capital Nairobi. President Uhuru Kenyatta on Thursday presided over the opening of the factory in Ruiru area. He said the factory was part of the government’s manufacturing blueprint – saying it would “enhance self-reliance, domestic innovation, and strengthening of local manufacturing capabilities, while offering decent jobs for (the)
youth.” However, some Kenyans have criticised the move, saying the money could have been used for other purposes. “Why can’t we manufacture ARV medicines instead of guns? Is it more important for us to kill than to save lives?” Mogada asked on Twitter. “Our food production does not meet our needs. But we open a weapons factory yet we are not at war. Are we intending to export weapons? Weapons needs a war, extreme crime or heavy private ownership of guns as in the US. All the above don’t apply

Covid-19: AU drops AstraZeneca from its vaccine plan ADDIS ABABA - The African Union's disease control body said on Thursday it has dropped plans to secure AstraZeneca Covid-19 vaccines for its members from the Serum Institute of India, the world's biggest vaccine supplier, amid global shortfalls of the shot. The announcement is another blow to AstraZeneca, which has touted its shot as the vaccine for the world because it is the cheapest and easiest to store and transport, making it well suited to the needs of developing countries. It comes the day after European and British medicine regulators said they had found possible links between the vaccine and rare cases of brain blood clots, while nonetheless reaffirming its importance in protecting people. John Nkengasong, head of the Africa Centres for Disease Control and Prevention (Africa CDC), said the possible
link had nothing to do with the AU's decision and reiterated his recommendation that "the benefits of receiving the vaccine outweighs the risks." African countries will still receive AstraZeneca shots through the global vaccine-sharing facility Covax. However, he said the AU had shifted its efforts to securing doses from Johnson & Johnson, citing a deal announced last week to supply the continent with up to 400 million doses of its vaccine beginning in the third quarter.
He said the main reason was to avoid duplicating efforts by the World Health Organisation-backed Covax facility. AstraZeneca makes up the vast majority of doses that African nations expect to receive through COVAX, which aims to deliver 600 million shots to some 40 African countries this year, enough to vaccinate 20 percent of their populations. TN/FAZ Super Division leaders, Zesco United title bid faces another tough test when the Ndola giants face the Zambia Army-sponsored Green Buffaloes in a week 23 fixture at Sunset Stadium in Lusaka. The lunch time kick off promises a lot of aparks as Buffaloes aim to forget the 2-1 defeat to Nkwazi before the 2-2 statemate with Nkana in the
last two league games. With the two sides having been involved in a 1-1 draw in the reverse fixture, Zesco United coach Mumanba Numba is aware of the threat posed by Buffaloes who are on 15th on the 18-team Super Division table with 23 points while Z e s c o United lead the p a c k with 43 points having
played 21 games. Numba however declared his charges ready for the clash of the titans. He cautioned his charges not to underrate Buffaloes who have recorded mixed results in the last five games. “We need to fight to collect maximum points. ZAMBIA women national team striker Racheal Nachula yesterday joined the Copper Queens camp in Johannasburg ahead of today's international friendly match against Banyana Banyana of South Africa. Nachula, a former Green Buffaloes women’s team player who is on the books of CFF Zaragoza in the Spanish second division linked up with the Copper Queens who flew to South Africa yesterday. Nachula’s team mate at CFF Zaragoza Hellen Mubanga has missed out on
the trip due to injury. Nachula becomes the second foreign-based Queen as she joins Barbara Banda who plies her trade in China for Shanghai Shengli FC. Banda will lead the Copper Queens at the Bidvest Stadium in Milpark as Zambia's preparation for the Tokyo 2020 Olympic Games intensifies. The Football Association of Zambia clinched two international friendly matches for the Copper Queens as part of intensified preparations for the Tokyo 2020 Olympic Games scheduled to take place this year from July 23 to August 8 in Japan. After today’s match against South Africa, Zambia will host the Harambee Starlets of Kenya this month end. The Copper Queens qualified to the Olympic Games for the first time and became the second Zambian team since 1988 when the men’s side made the Olympics.

GOVERNMENT working with the Football Association of Zambia has finally launched the School Football League under the FIFA Grassroots Project. Minister of Sports, Youth and Child Development Emmanuel Mulenga hailed FIFA for the support which will promote the growth of football from the grassroots. Speaking during the launch of the project at Levy Mwanawasa Stadium in Ndola, Mulenga said it was a clear demonstration of the government’s commitment towards realising the goals of the sports policy in the country. "Football is a source of national pride as we have witnessed over the years. The launch is therefore, a significant milestone in development of grassroot sport. The vision of Government and policy is to promote sports development in the country towards achieving at least 80 percent of citizenry participation in sports or physical activity of their choice," Mulenga said. He said the government under the leadership of President Edgar Lungu has been leading in the sport policy implementation process.
